New liquor store coming to crossroads

By Breanne Massey Pioneer Staff Land touching the parking lot surrounding Canadian Tire is quickly becoming a popular site for new businesses.

“We’re building (a location directly in front of Canadian Tire) that’s around 4,500 square-feet (420 squaremetres) and it’s going to be anchored with a 3,000 squarefoot (270 square-metre) full-service liquor store,” said Dean Kupchanko, building owner. “It will be open seven days a week from 9 a.m. until 11 p.m., maybe even for Christmas.”

has signed a 15-year lease with Mr. Kupchanko at Quatro Properties Invermere Ltd. “We’ll own the site,” said Mr. Kupchanko. “Right now, we’re just developing half of this site but we have the opportunity to build another building on the west side of the site, which could be as much as 8,000 square feet (740 square metres). We have a few irons in the fire on that, but nothing definite. We’re hoping that we can start on phase two of this site some time late next year.”

In addition, Mr. Kupchanko estimates construction on the site will be completed in late-October, including paving. “Then, the building will be erected – it’s a steel structure — around November 15th,” he said. “The planned opening day is May 1st of 2016.”

Local business owner becomes abattoir operator

By Steve Hubrecht Pioneer Staff The Windermere District Farmers’ Institute held an open house last week to formally introduce Grant’s Foods owner Grant Kelly as the new operator of the abattoir, and to outline the funding and construction details of the project.

“I’m really excited. It’s been a work in progress for a while and now we’re at the point where it can go ahead,” said Mr. Kelly, speaking a few days after the Tuesday, October 6th open house held at the Lake Windermere District Lions Hall.

“There was a need for the abattoir in the valley,” he said, speaking to the reasons he stepped forward as operator.

“It also complements our business (Grant’s Foods) as we sell local meat products and the abattoir opens the opportunity for more local meat throughout the valley. Locally produced meat will be able to go from ranchers to the abattoir to retailers and straight onto a plate. There are many benefits, especially with beef.”

• Divine intervention — it was a fairly quiet Thanksgiving long weekend for the detachment. Bev and I spent Thanksgiving in Kamloops with family. As the brother-in-law was about to complete the prayer before dinner I interrupted and asked him to ask for a little divine support for the Rockies and his Blazers. He included this request. So Wade, Saturday vs Revelstoke, good to go.

• On Thursday, October 8th at 10:57 p.m., the detachment officers responded to a complaint of a male breaching his conditions by attending a residence in the 200 block of Black Forest Trail in Invermere. A 55-yearold male had departed the residence by the time the police attended. The investigation is continuing with possible charges of breach of conditions and theft.

• On Saturday, October 10th at 12:30 a.m., the Columbia Valley detachment was contacted by B.C. Ambulance to assist in locating an intoxicated male in the area of 10th Street and 13th Avenue regarding a medical emergency. Patrols of the area by both ambulance and police were negative.

• On Saturday, October 10th at 8:37 a.m., the detachment received a report that the large teepee on display at the Shuswap Band office had been taken down and damaged. Anybody with information is requested to contact the detachment.

• On Saturday, October 10th at 9 a.m., the Columbia Valley detachment responded to a complaint of a male attempting to get into and damaging cars at the Invermere Bay condos. While en route a second call regarding the same male came in that he had assaulted a female. The male was described to be under the influence of drugs or alcohol. Const. Peggy Bell located the male and attempted to reason with him and confirmed that the male was acting in a strange manner.

The suspect made it clear he would not be arrested. The 31-year-old male from Alberta was arrested but failed to comply and resisted arrest. Constable Adolf Mohr

was called out to assist given the size of the male. During the struggle with police the male was pepper sprayed, which appeared to have no impact on him. The male continued to struggle with the officers who were joined by the Invermere bylaw officer who happened to be in the area. Further compliance techniques, including the use of the baton, had no effect on the male. The male was finally taken down to the ground and placed in a police car. He will be appearing in Invermere Provincial court and is charged with mischief, assault and resisting arrest.

• On Sunday, October 11th at 8:20 a.m., a 2003 Chevy Cavalier driven by a 19-year-old female from Saskatchewan hit a large boulder on the highway three kilometres north of Radium. The vehicle suffered undercarriage damage and was towed back to Invermere. Parks Canada took care of the boulder.

• On Sunday, October 11th at 8 a.m., the detachment received a report of theft of a vehicle in Fairmont but the incident was solved by the afternoon when it was learned the owner’s mechanic, who had a key for the vehicle, had picked it up for repairs.

Road Rage: You would think with summer traffic now in the past we are seeing the end of some of our road rage type complaints. One such file would lead me to caution people on their own instinctive reactions. Better you get the license plate number and if you think it is serious enough that you want some action, call the detachment, provide a statement and be prepared to go to court. Giving somebody the one finger salute to indicate “your driving habits are rated Number 1” can initiate further escalation, as it so happened this weekend. The file indicated that the other driver simply gave a hand gesture to pull over so he could get the license plate number. The international hand signal for such a request is not taking your fingers and making the slicing throat motion. Emotions can run high and mixing it up with another driver can put many lives at risk.

New treat on menu

By Breanne Massey Pioneer Staff Instead of collecting candy this Halloween, children are going to be visiting the ol’ community haunts and neighbourhoods to collect non-perishable items for the Columbia Valley Food Bank this fall.

Volunteers Kristen Carroll, Alex Challis and Meagan Sazackerley have joined forces with Family Dynamix Resource, Development and Advocacy (formerly known as the Family Resource Centre) to help orchestrate the Trick or Eat (aka Food Fest) fundraiser where participants will be asking the community for canned foods to donate to the food bank instead of collecting candy.

“We started off with two volunteers, but we found out that some others were planning to do the same thing,” said Ms. Carroll. “Now, we’re collaborating as a big unit.”

She added the food bank needs canned veggies, fruit, meat, soup, pasta, toilet paper and school snacks the most.

The low work wages in the Columbia Valley coupled with the high cost of living has prompted a surge of people to make use of the Columbia Valley Food Bank hampers, with a 10.6 per cent increase of people collecting food hampers between January to June 2015 compared with the same period last year — jumping up from 347 to 384. The local food bank provides 800 food hampers

annually to 1,850 people, including 550 children.

According to the Food Banks Canada’s annual HungerCount 2014, 43 per cent of households receiving food are composed of single unattached individuals; more than one third (37 per cent) of food bank users are children; and 87,533 people asked for help from a food bank for the first time in March.

“We need to get youth more actively involved and engaged with a strong focus on positive changes for the valley from the valley,” said Ms. Carroll.

In addition, Ms. Sazackerley will be working with local schools to collect donations through drop-off sites before Halloween.

The duo is calling on the community to see if adult volunteers are willing to transport the food that’s collected during the fundraiser back to the Columbia Valley Food Bank. However, the details have yet to be formalized.

Youth wishing to volunteer for Trick or Eat may get an application form from their school or contact Ms. Carroll at 250-409-8877 or e-mail at kristen.carroll999@gmail.com. Adult volunteers are needed to transport the food collected and may contact Ms. Carroll to sign up.

Fair elections act

On October 5th a team from the Organization for Security and Co-operation in Europe’s Office for Democratic Institutions and Human Rights sent a six person team to Ottawa to monitor our federal election. They are here to track the implications of the new Fair Elections Act as well as to report on campaign financing and systemic issues such as robocalling. The last time a team was sent to monitor a Canadian election was 2006.

There have been significant changes to election laws due to the Fair Elections Act. Critics claim that some of the changes will result in fewer students, seniors, the poor, the homeless and aboriginal people registering to vote. Other changes include the fact that voter registration cards can no longer be used as a form of identification and that a citizen can now only vouch for one person. In this election people will need a piece of photo ID which includes a current address or two pieces of ID, one with a photo and one with a current address.

In 2011, more than 400,000 Canadians used the voter identification cards and more than 40,000 citizens used vouching in order to cast a vote.

The changes to how elections are run were needed to prevent voter fraud, according to Minister for Democratic Reform Pierre Poilievre. Yet Harry Neufeld, the author of a report cited by the minister to support the changes to election identification, has stated that nowhere in his report is there any claim of deliberate voter fraud. Mr. Neufeld is the former chief elections officer for British Columbia and has also stated that he expects a “rash of court challenges” due to the election changes.

Most interesting is the fact that the Act actually makes it more difficult to prosecute those accused of election fraud. It does not provide the commissioner with the power to compel witnesses to testify in cases of alleged voter fraud and requires those being investigated to receive written notification telling them they are under investigation.

In a few short days the election will be over. It will be interesting to see if the Fair Elections Act has actually facilitated a more fair election and how the Supreme Court of Canada rules eventually on its legality.

Much to be grateful for when voting Dear Editor: Since the advance poll, I’ve heard a flood of whinging - about wrong information, and incorrect cards and Radium vs Invermere, wrong stations and calls to Nelson and slow line ups and confusing directions and waiting and.. and... and...

Another choice I offer is my different story about this vote- the convenience of four days — four days! — of advance polls. Being grateful for living in my amazing Canada, where I get to vote, in privacy, without threat or fear. My Canada IS a democracy and potentially my biggest gripe as I exercise my right to vote is a magnificent drive to Radium?

I will be working at a polling station on October 19th. It will be my first day, at a new, complicated, im-

portant job. I’ve been trained to be careful- (read as “go slowly and meticulously to ensure not one person’s vote is disenfranchised/lost/spoiled”).

While standing in line - to vote – I invite you to share, with another Canadian standing in line, an easy to-do acceptance of a likely computer glitch. On one of the five days you can vote perhaps welcome the adventure of visiting another corner of our spectacular valley neighbourhood. Stop off at the look out and be a tourist, breathing in what is ours. Right here. Every day. Will you join me in speaking a flood of gratitude about the multitude of the things for which you are grateful as a Canadian?

Withholding the vote Dear Editor: I have noted with some interest, that the past few editions of the Pioneer seemed to be filled with letters, mostly condemning the Harper government in some way, shape, or form.

Whether it’s folks passionately suggesting strategic voting to ensure that the Conservatives don’t sneak out a win either locally, or nationally with only a modest percentage of the popular vote, or letters written stating more blatantly the numerous transgressions of the incumbent conservatives in the past ten years, i.e.

Duffy/Senate scandal and involvement of the PMO and cover-up, election scandals such as the robocalls, and fraud charges, or even procedural tactics for staying in power (prorogation of parliament). It still seems that somehow polling numbers have the Conservatives hanging in there with the possibility of winning another mandate.

So if most of us (the vocal majority?) are singing from the same songsheet in that the Harper Conservatives should be voted out this time, how is it that there

is still this possibility of them winning?

Perhaps what is needed is to make a pitch to the conservative base that seems to be giving Mr. Harper (and his representative MPs) a free pass on all of these accumulated transgressions. It has been suggested that this base of supporters just can’t even imagine themselves voting any other way other than for the Conservatives, despite many of them realizing that Mr. Harper and his crew have failed in many, many ways during their time in government.

Danny Williams, the Conservative former Premier of Newfoundland has an answer for the troubled conservative voter: Just withold your vote. If you can’t see yourself voting for either Mulcair, Trudeau, or May, even though you may recognize that the current CPC candidates are so much less than perfect, then send them a message by not rewarding them with your vote, and hold tight until a better slate of conservative politicians take hold of the party. The country will thank you.

Vote strategically Dear Editor: The recently negotiated Trans Pacific Partnership (TPP) trade agreement is another example of the Harper Conservatives trying to throw the election in their favour. Again Harper has shown his disdain for democracy by ignoring the Canadian Constitution.

According to our Constitution, when Harper dissolved Parliament early, as he did, that placed his government under rules of the “caretaker convention”. That convention, is exactly what the name implies; a “caretaker” only administration. So the political party in control of Parliament, when it was dissolved, is stripped of its power and is only allowed to act in response to an emergency, such as a

natural disaster.

The rules of the “caretaker convention” requires, if there is an emergency, the Prime Minister must work with his counterparts in the opposition to make decisions that are in the national interest. Clearly, this obligation to work with the opposition parties was intended so as not to give the out-going government an unfair advantage during the ensuing election campaign.

So whether the TPP is good or bad isn’t the issue (although news out of the USA is that none of their Democratic Party’s presidential candidates are in support) it is Harper’s blatant disregard for our Canadian Constitution and our democracy.

Beware of wanting change Dear Editor: So NDP Candidate Wayne Stetski wants change. Well let’s look at what change meant to the citizens of Cranbrook when they voted for change almost four years ago and elected Wayne Stetski as their mayor. After three years as mayor, in the 2014 (Cranbrook municipal) election he received only seven more votes than in the 2011 (Cranbrook municipal) election; 2185 to 2192. He was soundly defeated. In fact, five of the newly elected councillors (in the 2014 Cranbrook election) received more votes than Wayne did running for mayor. It seems the citizens of Cranbrook were tired of Mr. Stetski and wanted a change. At the ballot box they made their point loud and clear. Wayne Stetski must go.

As mayor, Stetski raised taxes more than 12 per cent and raised utility rates 10 per cent. He sadly neglected major issues such as roads and infrastructure and the problem with Idlewild Dam, while squandering taxpayers’ dollars on frivolous

projects. Wayne Stetski alienated himself from the business community resulting in barriers to business and very little economic growth and activity.

Under his miserable leadership, every one of his councillors who ran in the 2014 election was also soundly defeated. Not much success in leadership and direction shown there. His claim to fame was attending more than 300 events a year. Many of these had nothing to do with the running of the city’s affairs. I suggest Wayne Stetski should have paid more attention to what the citizens of Cranbrook wanted and less attention to his photo ops.

Wayne Stetski as mayor proved to be a prime example of poor performance, poor leadership, and no results. Is this the person you want representing you in Ottawa? Think about this when you are voting for change because as evidenced during his term in Cranbrook, you will absolutely get less than you bargained for!

By Nicole Trigg Pioneer Staff The District of Invermere is reminding the public that the current closure of the Invermere Transfer Station is a good reminder the facility could be closed permanently if it is misused or abused.

The mini-transfer station, which offers a closer and more convenient alternative for disposing household waste to Invermere residents and visitors than driving to the Columbia Valley Landfill in Windermere, was closed on Monday, September 21st for the fall bear season and is expected to reopen sometime in November.

“The goal will be to do it after the bears have gone to sleep,” said Invermere mayor Gerry Taft.

“This year we choose to select a date in advance so that we could advertise the closure and inform residents ahead of time. Unfortunately, there was some bear activity a few days before the closure, so we may need to consider closing it sooner next year.”

Due to bear activity in the area, the facility will continue to be closed each fall, he said. “Most years, when the area is closed, the most complaints that I receive are from people who live outside of Invermere,” said Mr. Taft.

RAISING AWARENESS — During the Summit Youth Centre’s Box City (the night of Saturday, October 10th) local teens, parents and youth centre staff help build shelters made out of cardboard boxes at Pothole Park to sleep in overnight, to bring awareness to what the homeless experience. “We say that, if at any point, some of them want to go home, that’s kind of the point,” said Summit Youth Centre program co-ordinator Kelsey Prichard. “It just shows that for some people that’s not an option for them.”

CANADA VOTES! This week is the final instalment of a six-week Q&A feature leading up to the 42nd Canadian federal election on Monday, October 19th.

All four candidates running for Member of Parliament in the Kootenay-Columbia riding have agreed to participate and the Q&A is appearing in Black Press newspapers across the riding. The MP candidates receive two questions each week and have one week to reply in 300 words or less.

11. What’s your position on the legalization/ decriminalization of marijuana?

12. If you were being to forced to vote along party lines for/against a bill you strongly opposed/supported because of what you believed to be best for your constituents, what would you do?

Bill Green Green Party of Canada 11. I fully support the Green Party policy with respect to marijuana/ cannabis for both medicinal and recreational use which is: Legalize, Research, Educate. Legalize so that the link between the production and sale of cannabis and drug gangs is severed.

Research to carefully determine the full range of health/medicinal benefits and health risks. Where scientific studies demonstrate health benefits and appropriate modes of use and dosages, medical marijuana should be brought fully within our regulated drug and medical system so that people needing cannabis treatment can obtain prescriptions from their family doctors and purchase treatments at their local drug store. The Green Party national Pharmacare plan will then kick in so that cost is not a barrier to anyone needing therapeutic marijuana.

Physicians then need to be educated on the medicinal values of marijuana and all Canadians should be informed of the results of ongoing research about the health benefits and risks of various modes of cannabis use. Decriminalization for possession is simply not good enough, as sale (trafficking) would remain a criminal offence and continue to associate access to marijuana with criminal gangs.

12. For a Green Party MP, this is not an issue. I would not be forced to vote along party lines. However, I would take the matter very seriously. The first question I would consider is what commitments I’d made to constituents, either during the election period or after. My vote would be based on any commitments I had made. If I hadn’t made a commitment, I would then want to make sure that I had a good understanding of the interests of my constituents, through Internet polling, community meetings and conversations with local governments and organizations. Green MP Bruce Hyer was forced to leave the NDP after he voted against the long gun registry.

David Wilks Conservative Party of Canada 11. I am not in support of legalization of marijuana, but do fully support the motion put forth by the Canadian Chiefs of Police that calls for a ticketable offence for those found in possession of small amounts of marijuana (one to 30 grams). The Liberal Party plan is reckless and is a knee jerk reaction to a serious problem in which they believe that if you tax marijuana, all the problems will go away.

12. There are a number of different bills in Parliament.

Budget bills are votes of confidence and, in those cases, I would always vote with the party. The Conservative Party has the best record for allowing their Members of Parliament to vote freely on bills of non-confidence and I have exercised that right on a number of occasions. The NDP has the worst record of allowing their members to vote freely.

Don Johnston Liberal Party of Canada 11. The Liberal Party will legalize marijuana if elected. The current system has proven to be a complete disaster and a recent World Health Organization survey of developed countries found that Canada has the highest number of teenage users. Clearly prohibition is failing to protect children and it also continues to support the gang culture that controls marijuana. In jurisdictions that have legalized marijuana, we have seen drops in petty crimes, no increase in the numbers of people using marijuana, and huge income from taxes. We need to legalize, research and educate so individuals are making well-informed decisions. We will use the best practices of places that have already taken this step and move slowly to ensure an effective implementation of the distribution and control regime.

12. The biggest challenge currently for MPs comes from the use of omnibus bills forcing MPs to support them because they are part of the budget. We will discontinue this practice and the only votes the Liberal party would ask MPs to support will be budget bills, platform issues where we have promised we would undertake certain actions if elected, and any motions that directly conflict with the Charter of Rights and Freedoms. Outside of these specific issues, we will have freedom to vote in a manner that supports the aspirations of our constituents. If, somehow, an issue came up outside these particular expectations that the party decided to for whatever reason to try to “whip” the vote and I believed it to be in contravention of my personal convictions and what was best for my constituents, I would not hesitate to vote against the party.

Wayne Stetski New Democratic Party (NDP) 11. An NDP government will decriminalize recreational use of marijuana. Our citizens should not be imprisoned for simple possession. The NDP has held this position for about 40 years, and it is something that the NDP has committed to taking action

on immediately. Medical marijuana, as already determined by the Supreme Court of Canada, should be available in a variety of forms. Smoking is a health hazard regardless of what you are smoking.

12. I believe strongly that a Member of Parliament’s role is first and foremost to represent the best interests of his or her constituents. And I understand that, no matter what, my job will be to provide service and representation to all residents, regardless of what party they may support or whom they voted for during the election.

Mr. (David) Wilks declared in 2012 in Revelstoke that one MP cannot make a difference. He made this statement to a group of constituents who raised serious concerns about an omnibus bill that they felt would seriously damage our country. And Mr. Wilks agreed with them, until the party reminded him that his responsibility was not to have honest conversations with constituents, but simply to vote the party line. I do not accept this. I believe that our democracy is too important, and our country is too valuable, to choose a candidate who readily admits that he does not have free will, that he will not vote in the best interest of his constituents.

A classic example of Mr. Wilks voting against the safety and security of his constituents was his support for Bill C-51, the “Secret Police” bill. Mr. Wilks knows that the majority of his constituents adamantly opposed Bill C-51, but he voted for it anyway. That, in my mind, is absolutely unacceptable.

By Breanne Massey Pioneer Staff After a two-year long project that taught primary school students how to manage a microcredit loan, now it’s paying off in leaps and bounds.

Fifteen students from JA Laird Elementary School have been selected to attend a daylong workshop on WE Day hosted by the international charity Free the Children in Calgary, AB on October 27th.

“Two years ago, my class began committing to one local and one global action,” said Alyssan Gauthier, JA Laird Elementary School event organizer and teacher chaperone. “We started a microcredit loan… we ended up going with a school in Tanzania, Africa.”

Her students contributed $1,000 to the Tanzanian school to help cover the construction costs to get windows and ceiling materials.

“My students were learning about how microcredit loans can alleviate poverty, or change the cycle of poverty,” said Ms. Gauthier. “We created an art calendar with our Grade 1 buddies from Eileen Madson Primary School two years ago and we sold those to raise this loan.

We’ve also been doing the juice box recycling for the last couple of years at JA Laird and because of that, I’ve been submitting reports to Free the Children, which is a nonprofit, non-denominational organization.”

As a result, Free the Children helps organize both local and international initiatives to work on social issues.

“There are programs for education locally and globally, different programs to alleviate poverty, programs for clean water initiatives and environmental initiatives,” she explained. “We created our own initiatives here at Laird, through my class, and I submit reports to them about our one local and one global action each year. So, this

year, we were awarded tickets to WE Day.” WE Day is a Free the Children celebration for world leaders and pop stars who attempt to motivate students to think about changing the world in a positive way.

“And, you can’t buy tickets to WE Day,” said Ms. Gauthier. “You have to earn them by submitting these reports and then (Free the Children) choses how many tickets to send your group. This year, they sent us 17 tickets.”

But, in order to attend, the selected students had to apply to receive a ticket by providing a teacher reference and then being entered in a draw.

Grade 5 students such as Hailey Barck, Carter Digney, Emmylou Grieve, Kate Hale, Keltie Irwin, Amber Jefferson, Callie Krebs, Reece Lawrick, Megan McGregor, Carly Nickurak, Nicholas Paccagnan and Mackenzie Tenta will be attending WE Day this year along with Grade 6 students Summer Dixon Ingham, Tyson Hagen and Melissa Wall. There will be two teacher chaperones attending the celebration with the troupe.

In addition, participating students had to fundraise $1,000 for a bus rental, bus driver and a substitute teacher to cover Ms. Gauthier’s class during her absence.

The parents raised $400 supervising bouncy castles at this year’s Oktoberfest and the students raised $600 recently at a student barbecue held at Home Hardware.

Lastly, the Invermere Rotary Club provided a $200 sponsorship for children completing the workshop – totalling $1,200.

“They’re (the students) so excited,” concluded Ms. Gauthier. “I think it’s great anytime we can provide that type of experience in the small town of Invermere. It’s going to take place at the (Scotiabank) Saddledome in Calgary and there won’t be an empty seat, so it’s going to be quite the event.”

The spirit of Halloween will come early for the Columbia Valley’s undead this fall.

Fire Vixen Tattoos is hosting the third annual Invermere Zombie Walk at 4:30 p.m. at Pothole Park on Friday, October 30th.

“It’s not a fundraiser for a charity, it’s just something we do for fun,” said Silena Ewen, volunteer. “We do it downtown on the holiday to draw people to the area.”

Ms. Ewen estimates there were roughly 200 spectators and about 50 participants at the second annual Invermere Zombie Walk last year, and she is eager to see those numbers grow this season.

“This year will be our third year doing it, so we’re hoping to draw more people,” said Ms. Ewen. “Basically, people put on their best zombie costume and make-up, meet at Pothole Park and then we zombie walk through downtown to the Station Pub.” Sarah Eastick, the owner of Fire Vixen Tattoos and event organizer, started the zombie shuffle tradition three years ago in order to have fun and extend one of her favourite holidays — Halloween.

“I started the Zombie Walk because I love Halloween,” said Ms. Eastick. “I wanted to bring something fun, free and different to the community — and if we get to dress up to frighten some onlookers, that’s just an added bonus.”

But in an attempt to draw out more participants for the third annual Invermere Zombie Walk, Ms. Ewen — who doubles as a substitute teacher in the Columbia Valley — will be offering makeup lessons to students at David Thompson Secondary School (DTSS) and Open Doors during art classes to help youth prepare for the festivities.

“I have some theatrical makeup training so I’ll be going up and doing a quick zombie makeup workshop for the students,” said Ms. Ewen. “Then, we’ll have some supplies available to them if they want to take some supplies home to come out to the walk.”

However, there is a strong desire from Ms. Eastick to offer rewards to the strongest makeup and costumer participants so she is hoping that the community will pay it forward to make the event popular.

“There will be prizes for best makeup and costume portrayal for kids, teens and adults,” said Ms. Ewen. “We’re working to get as many prizes as we can.”

Mixer draws a crowd

Event participants tested out the industrial equipment simulator that was made available to members of the Columbia Valley Chamber of Commerce (CVCC) at the College of the Rockies (COTR) on Thursday, October 8th.

Are investment fees tax-deductible?

The answer is, yes and no. It depends on many factors, including the type of fee, the account it was charged on and to whom it was paid. Here are the qualifying characteristics of tax-deductible fees, and how they relate to the most common types of investment fees.

The Factors In order to qualify as tax-deductible, investment fees have to be paid for advice connected to the buying or selling of a specific investment within a non-registered account; the fee must not be a commission; and the investment must be owned by the person making the claim. Further, the fees must be paid to a person whose principal business is advising others to buy or sell specific shares, or whose principal business includes the administration or management of shares or securities. So, let’s look at a few types of fees to determine if they qualify.

Fee-based account fees Under the fee-based account model, investors pay management fees directly to their advisor’s firm in exchange for advice. These fees are charged directly to one’s account with the firm rather than being embedded within investments or charged for trading securities such as stocks and bonds. Because the fees are connected to advice and not directly paid as a commission, fee-based charges on non-registered accounts are tax-deductible as a carrying charge.

Trading Commissions When investors trade securities such as stocks and bonds, they are typically charged a commission unless the trade is included in a fee-based account. So even though people generally receive advice from their advisor before trading, the fees paid to trade securities are considered commissions by the CRA, which are not tax-deductible. It should be noted, however, that commissions increase the adjusted cost base (ACB) of an investment at purchase and consequently reduce proceeds when the investment is sold. In other words, commissions reduce the potential capital gain (or increase a loss) on an investment and consequently, the resulting tax payable. So in a way, there is an element of tax savings built into trading commissions.

Annual Administration Fees All full-service brokerage firms charge an annual administration fee on transactional registered accounts such as RRSPs, RRIFs and TFSAs. Fee-based accounts are usually exempt. These fees are to co-ordinate the account with the CRA during the year. As these fees are only charged to registered accounts, they are not taxdeductible.

Mutual fund MERs Contrary to popular belief, investors in mutual funds do not pay fees directly. They pay a management

expense ratio (MER) which is built into the fund, so the fee is implicit. There are tax savings, however, because mutual funds report distributions net of fees.

Some people prefer to have a fee-based non-registered account and use f-class mutual funds. The feebased account collects the advisor’s portion which is taxdeductible, and only the mutual fund company’s portion is charged as an MER. This strategy can be more costeffective for some people depending on factors such as the account size and their overall tax situation.

Interest Paid on Investment Loans Interest paid on a loan is tax-deductible if the loan is used to buy securities in a non-registered account, as long as the intention of the securities is to earn investment income. Even though people buy RRSPs or TFSAs to provide income, interest paid on these types of loans is not tax-deductible. This is chiefly because the income generated is not directly taxable to the owner. RRSP contributions themselves are tax-deductible, however, and income and growth from TFSAs is non-taxable, no matter how substantial.

Final thoughts Fees are a necessary part of professional investment management. If you are unsure of the fees you are paying and if they are tax-deductible, be sure to ask your advisor or accountant for assistance.

Bacteria: Part two Fresh old ideas

By Arnold Malone Pioneer Columnist For more than a century we thought that germs were bad. It is now ingrained in many of us that bacteria are enemies. Of the bacteria that exists in our bodies some are harmful, many are just thankful that we have provided a warm home, and a huge number are as vital as any organ.

Our street language makes it sound like we should rid ourselves of bacteria. If we did, we would be constipated, unable to process food and we would be dead by sunset. For a lifetime we have understood bacteria to be a bunch of renegade characters that invaded our body and made us ill. We thought it was our duty to kill them what a mistake that would have been.

Most microbes are lifesavers that work around the clock to keep us healthy. Day after day they are the good guys. Our bodies are full of these tiny workers who make nearly every system in our body function. Don’t try counting them one by one because there are four hundred trillion of them. Tucked into one place they would

consume more space than your heart and weigh about four pounds. In fact, we have more microbes in our body than human cells (although human cells are larger).

We have all read that fiber is good for you. Fiber does not provide nutrition. It absorbs a lot of water and really helps expel solids. A definition of fiber is an in-take that cannot be digested. Colonies of bacteria that live on fiber however, do a world of good. Without fiber we would lose that benefit. It is those microbes that assist the gut in doing important daily functions.

Good microbes are a major force in controlling our bad ones. It has only been since 2007 that scientists have started mapping the geology of microbes in and on our body. There are different colonies on our forehead, under our arms, on our feet, in our nostrils, on our back and location-by-location on and within our bodies.

Our bodies are home for a superabundant number of microbes. Our gut, alone, is host to one hundred trillion microbes of which there are at least four hundred varieties. These bacteria play a major part in allowing us to digest food. They break down carbohydrates, extract amino acids from proteins, help resist disease, strengthen the immune system and improve brainpower. The microbes in our bodies enhance our capacity to expel waste, improve the functions of our organs, and change our moods.

Left and bottom right: Sebastian Bell hosted his 10th and last Annual Wilmer Painting Week, which ran from Thursday, September 10th to Saturday, September 12th. The multi-day open air painting workshop was based out of the historic Delphine Lodge and was led by instructor Bridget, who returned as the artist in residence. The group painted local scenes, so if you were around Lake Enid, Munn Lake or Wilmer, you may have wondered where all the artists with their easels appeared from.

s obituary s Cooper, Vivian JULY 18, 1918 – OCTOBER 7, 2015 Vivian passed away peacefully in her sleep at her home in Columbia House in Invermere, B.C. She was pre-deceased by her husbands Denny Konchak and Bob Cooper, both of Winnipeg. She will be missed by all who knew her and her loving family including; Laurie McCullem of Seattle, Jeff & Rhonda Konchak, grandchildren; Krista (Galen) Williams, Jamie (Graham) Konchak/Percy, Mariah Konchak, Levi Konchak, plus great grandchildren; Caden, Brooke and Anna Williams and her bonus son and friend Colin James of Vancouver. Over the top thanks to the staff of Columbia House and also caregivers Sue Saunders and Crisanna MacLeod. In lieu of flowers, donations can be made to the Hospice Society of the Columbia Valley on behalf of the awesome “Team Vivian”. Vivian’s ashes will be interred in Winnipeg where she will rest close to Bob and Denny. The heavenly choir has another soprano!

Lovingly Remembered Donald David Boker 1936 – 2015 On behalf of his family, it is with great sadness, but joy for Don, that we announce his passing after 10 years in Columbia House. Don was born August 12, 1936 in Invermere, B.C. and grew up in Edgewater, B.C. Don graduated from SAIT in Electronics and went to work for the Canadian government and lived in Ottawa and Resolute Bay, then Banff with the University of Calgary where he met his wife Helga Ann Svendsen.

They were married in Toronto in 1964. After marriage, they made their home in Calgary, where their first daughter Linda Maria was born, then moved to Ottawa with the National Research Council where their second daughter Joanne Sandra, was born. The mountains were a magnet and they moved back to Edgewater in 1974.

Being a “Jack of all Trades,” he held many jobs when he moved home: T-bar jockey at Panorama, plumber, mechanic, hospital maintenance, before becoming manager and partner of Panorama Cable. He was also owner and repairman of Invermere Dry Cleaners.

Until his illness, Don was a Rotarian of many years, a volunteer fireman, mountain friend at Panorama, a Citizen on Patrol, a liaison for the RCMP, and jail guard. He volunteered for any organization that asked him to help.

He built their family home plus one more home later on, but they moved back to the first home so he could build an open cockpit fun airplane.

He was not able to complete it

He was predeceased by his parents, Ernst & Maud Boker and his sonin-law Steve Waite.

A celebration of Don’s life will take place on Saturday, October 17th, 2015 at 2:30 p.m. at Lake Windermere Alliance Church.

Linda is survived by her husband Fritz Kobza, her sons and their families: Christopher and Kristen Vanderhorst (Olivia and Beckett); and Neil and Kim Vanderhorst (Emma, Rebecca, Claira, and Grace); her mother Laura Johnson of Cochrane, Alberta; her sisters Charlotte Henson; Catherine (Derek) Green; and Ingrid Johnson (Cory Rushford); and her nieces and nephews. Linda is predeceased by her father, Vern Johnson, and her sister, Carolyn Stefanson.

It is with great sadness that we share the news of the death of our Hilde Nuesslein on Sunday, October 11, 2015. Hilde was predeceased by her parents and siblings and in 2013,

by Herbert, her husband of 60 years. She is survived by her two children, David (Deanna), Eunice (Gorm) and her only grandchild, Elise.

Born in Holland, Manitoba to a military family, Linda lived in many places across Canada. She developed her creative skills and was a talented seamstress who enjoyed tackling projects and doing them well. Later she moved to Alberta and raised her sons in Edmonton, where she worked at University Hospital as an ECG technician.

Hilde was born in the picturesque town of Passau, Germany on July 16, 1928. She and Herbert married in 1952 and they soon immigrated to Canada in 1954. They started out in Lethbridge where their first child, Eunice, was born. After a short time in Alberta, the young family moved to Vancouver where their son, David, was born. Although they built up a successful sign business in Vancouver, they wanted to do more with their lives. In 1970 they sold everything and moved to Invermere to help with the congregation of Jehovah’s Witnesses there. And that is what Hilde loved best: sharing the good news of God’s Kingdom, and showing generosity, hospitality and kindness to all she met. Although she struggled with serious health problems in her later years, she was always gracious and no one left her room at Columbia House without feeling upbuilt and encouraged.

Linda and Fritz were married in 1985 and moved to Canal Flats in 1992 to pursue their life long dream of building a golf course and living in the mountains. Together they brought Th’ Flats Golf Course to life and enjoyed becoming part of their new community. Linda planned and established the Canal Flats Cemetery and created the town’s sign on a sawmill blade to welcome visitors.

From beautiful Ukrainian Easter eggs to beadwork to planning a golf course, if Linda could imagine it she had the skill and belief in herself to execute her plan.

Linda always loved the sign on the highway that read, “The Mountains Shall Bring Peace To The People” and her family takes comfort knowing she will be at peace in the cemetery she planned, in the mountains she loved, with the sun shining down upon her.

Funeral service will be at 2 p.m. on Friday, October 23 at the Canal Flats Community Hall. In lieu of flowers, please direct donations towards Womens Mental Health.

Jeers to companies that make prejudices in handling their disciplinary actions. When the person involved is from another race, your action is fast and dissonant. Whilst if it involves someone else who appeals to your liking, your action is middling and obfuscated.

1/3 cup Butter

¾ cup Ginger Snap Cookies, crushed 3 large Eggs, separated

1 ¾ cups Condensed Milk 4 Limes, finely grated zest and juice 1/3 cup Caster Sugar

Preheat the oven to 325 degrees.

Melt butter in a saucepan; mix in the cookie crumbs and press into a 9” loose-bottomed tart tin.

Beat egg yolks in a bowl until smooth and glossy.

Beat in the condensed milk, lime zest and juice until smooth and combined.

Pour the mixture over the base.

Beat egg whites and sugar until stiff peaks form; spoon over the lime filling.

Bake for 15-20 minutes until the meringue begins to colour.

Remove from the oven and cool completely.

Fall fair comes to Canal Flats

By James Rose Special to the Pioneer On Saturday October 24th there is an exciting new event taking place in Canal Flats that will be fun for the whole family. The first annual Fall Fair and Artisan Market will take place from 12 noon to 4 p.m. at the Canal Flats Community Centre and is being sponsored by the municipal Community Pride and Celebrations Committee.

Karen Flowers, one of eight event organizers, said the impetus for putting on the inaugural event was in the spirit of “doing things for the community, and to give a reason for people to come out and have a good time.” There will be twenty-two vendors at the market showcasing a wide variety of artisan oriented products and crafts. Visitors can expect to see plenty of arts, crafts, and delectable baking. Entrance to the event is two dollars, with chile and hot dogs served from the community centre kitchen.

Throughout the day, there will also be a number of games and activities taking place that will offer something for everybody. A scavenger hunt will take place that will have participants searching throughout Canal Flats with a $50 prize awarded at 4 p.m. A bike raffle featuring bikes donated by Calgary based BP Cycle will also take place. The winner of the draw can choose between a BMX and a Dirt Jumper. For the scarecrow contest, people are encouraged to

make a one-of-a-kind scarecrow and bring it to display at the community centre. Cash prizes range from $25 to $75 for this event. Pie lovers can rejoice as well with a pie contest that will be taking place throughout the day. There will also be an adult only obstacle course, house decorating contest and best carved pumpkin contest. Plenty of contests! With winter fast approaching, what better way to celebrate the unique fall flavours, colours, and artisans so prevalent throughout Canal Flats and the Columbia Valley than to attend this first annual fair.

“There really hasn’t been anything like this before in Canal Flats” commented Flowers.

In the mean time the Farmers’ Institute abattoir committee continues to work on funding for the project, pursuing a reduced grant from Southern Interior Trust and waiting to learn the status of its application for a $250,000 grant from the Columbia Basin Trust. An agreement is in place which will see the institute paying for the abattoir’s infrastructure (hydro, water, sewer and roads), with money the committee already has in an account earmarked for the abattoir, as well as any grants and donations, used to construct the actual abattoir building.

Autumn and the Resurrection

By Rev. David Morton, Associate Pastor, East Kootenay Lutheran Parrish Autumn makes some people sad – as they grieve the loss of the warm summer months and abhor the coming cold and dark of the long winter months.

Yet I find the rich colours of autumn to be beautiful and powerful. But let us set aside our perceptions for a moment. I invite you to explore briefly the science behind the changing colour of autumn leaves. Pigments such as carotenes (orange), xanthophylls (yellow) and anthocyanin (reds and purples) are finally revealed in all their brilliant radiance as the leaf no longer replenishes chlorophyll (green) which is used for photosynthesis. A cork-like membrane called the abscission forms at the base of each stalk with the cooler temperatures and less daylight hours, interrupting the flow of nutrients. Eventually as the production of chlorophyll stops, the other colourful pigments show through, the leaf starves, falling off, leaving only a small scar to show that it was ever there.

There is a persistent misconception that illness, adversity and the negative things in life are to be avoided if at all possible. But I have yet to see a tree refuse to let its leaves fall in order to avoid the dormant period of its life.

Psalm 23 in the Bible says, “Yea though I walk through the valley of the shadow of death I will fear no evil.”

The psalmist does not say, “For fear of going through the valley of the shadow of death I stopped, turned and ran away.” From the quadriplegic Joni Erikson Tada, to the tragic multiple disabilities of Helen Keller, there are so many people who have learned from times of great adversity to be grateful for their struggles.

The resurrection of Christ brings this same power and strength to all of us. Often all we can see is the brutality of Christ’s passion on His way to the cross, and the crucifixion itself. Like the Disciples, we want to avoid the pain of the moment. With the death of Christ, all they could see was defeat and despair, as they locked themselves in the upper room. Similarly, as we lock ourselves away, fear and despair overwhelms our ability to look any further. Our fear is the abscission which can cut us off from the life blood of Christ’s peace and love.

Christ’s death provides His victory over sin, death and the Evil One. When we give our adversity over to God, placing it all in His hands, He is able to bring life where we could only see death. Where we see adversity, hardship and pain, Christ reveals the beauty and strength He gave to us.

SHUTTERBUGS — Photographer Marlene Chabot invited shutterbugs from all over the Columbia Valley to join her on the 2015 Worldwide Photo Walk this weekend.

Willing participants met up at Kinsmen Beach with their cameras between 4 p.m. and 6 p.m. on Saturday, October 3rd. Walkers met up at a designated location with their cameras in tow and spent a few hours socializing, while taking some snaps around their community. This year’s worldwide event also accepted $1 donations for the Springs of Hope Orphanage in Kenya under the name “Walk with Purpose.”
