Candidates present views at Invermere forum

By Steve Hubrecht Pioneer Staff Invermere residents got a firsthand look at all the Kootenay-Columbia candidates in the upcoming federal election and heard their opinions on a range of issues during the All-Candidates Forum hosted by the local Chamber of Commerce earlier this week.

Conservative incumbent David Wilks, NDP candidate Wayne Stetski, Liberal candidate Don Johnston and Green candidate Bill Green were all on hand (Libertarian candidate Christina Yahn had announced her resignation from the race earlier in the day) on the evening of Monday, September 28th at the David Thompson Secondary

School (DTSS) theatre. They took turns answering a range of questions on the national debt; the Temporary Foreign Worker Program (TFWP); the expired Health Accord and national pharmacare; climate change; child care; increasing voter turnout among younger Canadians and the idea of proportional representation; a 20-horsepower motorized boating restriction on the Columbia River; voting against the party line; promoting aging in place and dealing with senior poverty; and helping small businesses.

The candidates gave detailed and varied responses on each topic (far exceeding the scope possible to report in a single newspaper story), but several overriding themes for each candidate emerged over the course of the evening.

Mr. Wilks consistently highlighted funding the cur-

rent Conservative federal government has doled out in each of the areas covered in the forum.

“It is the job of the local MP to try and secure as much money, as much funding, as possible for his or her riding and I have done that, dogged and determinedly, for the last four years, working behind the scenes and dealing with the ministers. I will continue to do that,” he said in his closing remarks, adding he personally follows funding applications made by local groups and municipal governments through the application process, helping fix any hiccups before they occur. Greyhound shuts down Calgary-to-valley route

By Steve Hubrecht Pioneer Staff In less than two weeks time, local residents and visitors will no longer be able to take a public bus directly between the Upper Columbia Valley and Calgary, with Greyhound having formally announced it will shut down route F. The last day for route F (better known as schedules 5157 and 5158) — which travels from Calgary through Banff, down Highway 93 to Radium Hot Springs, the Invermere Crossroads, Windermere, Fairmont Hot Springs, Canal

Flats and then on to Kimberley and Cranbrook (and then the same in reverse) — will be Wednesday, October 14th.

Greyhound senior communications specialist Lanesha Gipson said that the route is being eliminated due to a lack of people using it.

“We regularly evaluate our routes, as well as customer loads per trip, to determine the demand along each corridor. This schedule had very low customer volume,” said Ms. Gipson.

Canada Revenue phone scam The Columbia Valley Detachment continues to receive reports of aggressive callers identifying themselves as Canada Revenue and demanding payment for overdue tax and threatening people with jail time and police involvement. Hang up or entertain them — just do not send any money. They seem to be targeting the elderly.

• On Friday, September 25th, in preparation for a trip, a person in Edgewater placed out a soccer tent, black suitcase containing a black Dell Studio laptop, bench and two bags on the side of the road. Items were taken. Complainant observed two pickup trucks in the area at the time.

• On Friday, September 25th, Panorama Mountain Resort reported a break and enter at the Great Hall where a large quantity of beer was stolen. The beer consisted mostly of Heineken and Corona. The investigation is continuing.

• On Saturday, September 26th at 1 a.m., the detachment officer checked a 2005 Chev Tahoe in Radium.

The driver displayed signs of being impaired resulting in a 34-year-old male from Edmonton blowing a fail on an ASD resulting in a 90-day driving prohibition and a 30-day vehicle impound. During this investigation, a 34-year-old male from Windermere made a verbal threat towards the police officer. This male was arrested and will be appearing in Invermere Provincial Court on November 30th.

• On Saturday, September 26th at 10:10 a.m., the detachment received a report of a stolen iPhone 6 from the Radium area.

• On Saturday, September 26th at 11:30 p.m., detachment officers attended Panorama Village to assist Panorama security with a noisy party in the 1800 block of Greywolf Drive. Police were met with a belligerent group of people. One male, however, did step forward in attempts to co-operate. Three and half hours later, the

detachment was called to return by one of the occupants concerning an unruly guest.

Police at the time had a more urgent matter on their hands and did not attend.

• On Sunday, September 27th at 2:52 a.m., the detachment responded to a break and enter at The Springs golf course on Columbia Avenue in Radium. A truck stolen from the resort was used to drive through the front doors where an ATM machine was stolen. The stolen 2012 Ford F350 was located at 6:35 p.m. on Highway 95 across from Copper Horn Towne Condos in Radium with the ATM machine in the back of the vehicle. Access was gained to the ATM. The investigation is continuing.

• On Sunday, September 27th, police attended to a residence in the 4000 block of Luxor Station Road in Brisco in regard to an intoxicated female refusing to leave the residence. A 56-year-old female from Radium was arrested and lodged in cells for the evening.

No charges were requested.

• On Monday, September 28th, the detachment responded to a complaint of a 50-year-old female being unlawfully in a residence. The investigation resulted in the arrest of the intoxicated female. The circumstances of the incident resulted in the suspect being cautioned on her actions.

Pedal to the metal There are a number of reasons an officer will respond to a scene with lights and siren given the urgency/nature of the call. There have been a number of occasions during my career where the call for help was from a fellow officer. Many times, the emergency is such that the officer calling for help only has time to make the call for backup then you lose communication. One such call happened in the Lower Mainland when I was training a recruit fresh out of Regina. The recruit is driving and not responding as fast as I wished him to respond. When an officer calls for backup and you no longer have communication with that officer, there is a sense of urgency and concern.

New program allows kids new to hockey to play at low cost

By Steve Hubrecht Pioneer Staff A new program here in the valley has started up this fall, with the aim of giving kids who have never played hockey before the chance to do so at minimal cost.

The program is called First Shift and is run by the Windermere Valley Minor Hockey Association.

“Kids will get all the gear, head to toe, and six onice sessions,” said association co-president Rick Kubian. “This basically is an almost free opportunity. The key criteria is that it is for kids who have never played hockey before.”

The program is designed to help ease kids and families into hockey in a fun and friendly environment. It

will begin with a welcome event in mid to late October in which coaches will introduce the program and outfit kids with equipment.

The once-a-week on-ice session will then begin, each lasting 45 minutes on the same day each week.

The exact dates are not yet decided.

There is room for 45 kids in the program and spots will be awarded on a first come, first served basis.

The ratio of instructors to skaters will be one to four, allowing the kids to be organized into smaller groups and receive more individual attention. Kids must be aged six to 10 to qualify for the program.

The only cost for the program is a $199 registration fee for each kid.

A transformation that encapsulates the goals of the Family Resource Centre has been delivered in the form of a brand new identity.

The Family Resource Centre informed staff and clients that it will now be known as Family Dynamix Resource, Development and Advocacy at their annual general meeting held at the Royal Canadian Legion on September 29th.

“I believe Family Dynamix’s name, logo and tag line better reflects the mission of our organization to provide social supports, counselling, housing and employment services that empower our community to thrive,” said Pat Cope, executive director at Family Dynamix Resource, Development and Advocacy.

The Family Resource Centre was established in 1986 and has continued to grow to offer social supports, counselling, housing and employment services to empower the community. The new Family Dynamix Resource, Development and Advocacy identity is geared towards representing the scope of programming that’s available to the community it serves.

The Women’s Centre, Employment Centre, Canal Flats Centre and the Main Office will be operating under the same umbrella.

Family Dynamix plans to meet the needs of the Columbia Valley by offering efficient programming and constantly evolving to meet the needs of the community.

Mandatory voting

With voter participation in steady decline since the 1960s, the time has come for Canadians to look seriously at compulsory voting. This idea dates back to Athenian times when voting was viewed as a citizen’s duty, similar to our duties today to pay our fair share of taxes, to educate all children or to wear a seatbelt. Fully one third of advanced democracies have compulsory voting laws with most levying small fines or community service for those not appearing at a polling station during an election.

There is no requirement for a vote to be cast, simply that everyone of voting age show up with proper identification, receive a ballot and mark it. Individuals can write in a candidate, spoil the ballot or choose one of the names on the ballot.

Compulsory voting makes it far more difficult for extremist parties or special interest groups to hold undue influence over policies. The role of money in politics decreases and political parties spend more resources on crafting platforms designed to attract voter support rather than wasting these resources “getting out the vote.” Voter suppression is negated.

Robo-calls will become a distant, distasteful memory.

One of the biggest arguments against compulsory voting is that it forces disinterested and uninformed voters to support a party about which they know nothing, yet the majority of research done in countries with compulsory voting laws show that when people know a vote must be cast, they pay closer attention to political decisions.

If compulsory voting legislation were enacted, our turnout would go from around 61 per cent (the average federal turnout since the year 2000) to well over 90 per cent. There would be legitimacy for decisions that our government makes as the vast majority of Canadians will have voted.

Currently, only one in four Canadians under the age of 25 cast a vote — we need to hear their voices. Also, voter turnout in areas that have a higher-than-average household income is over 40 per cent higher than votes cast in lower income neighbourhoods. The voices of those on the lower end of the income scale need to be heard as well.

Casting a vote is the foundation of our democracy with each vote strengthening our country and reaffirming our right to freely choose our leaders and our future. Our country, 148 years old, strong and free, deserves nothing less.

Chamber sets the record straight Dear Editor: The purpose of this letter is to clear up a few misconceptions expressed by Mr. Joe Hildes of Windermere in the September 25th, 2015 issue of The Pioneer. (1) The Columbia Valley Chamber did not change the format of the All-Candidates Forum; (2) we’ve never organized an All-Candidates Debate; (3) we didn’t bow to anyone’s wishes — we simply stuck with what has worked in the two previous elections. In 2013, the Columbia Valley Chamber of Commerce conducted its first All-Candidates Forum. At that time, the organization decided that a forum rather than a debate would be more productive and informative for voters.

In the format that we use, the public is encouraged to submit questions online, and a committee of community members reviews the questions and identifies

the issues that are of utmost importance to the community at large.

When we first used this format in the 2013 provincial election, the attendees at the forum and the candidates expressed appreciation for the format as all the issues were addressed and any attempt for attendees to grandstand or candidates “to stack” the room was avoided. Our format also provides no opportunity for a moderator to be perceived as favouring one candidate over another as they have a fairly tight script.

We used this format again in the civic elections in 2014 and saw no reason to change for the upcoming October 19th federal election.

Who will represent the people of Kootenay-Columbia?

Dear Editor: During recent weeks, the local media reported on the political parties’ position on electoral reform and proportional representation.

The Conservative party’s response, put forward by David Wilks, was that voters had rejected Electoral Reform and that it was not an issue. Not quite true!

In British Columbia, voters supported the proportional representation system proposed by the Citizen’s Assembly on electoral reform by a vote of 58.8 per cent. In the Kootenay-Columbia region, the vote was over 60 per cent, which begs the question: who are we sending to Ottawa to represent the people in this riding?

Someone who represents our views on important issues or someone who tows the party line?

The current system of “First Past the Post” voting is inherently an unfair sys-

tem. During the last election, the Conservative party won a majority government with about 39 per cent of the popular vote. The voter turnout was just over 61 per cent, so the government gained a majority with only a quarter of the eligible voters in Canada.

It is well-documented that voter apathy stems from the current unfair system.

Many feel their vote is not heard, which results in low voter turnout at the polls.

Canadians deserve a fair and inclusive voting system. We can start the process of reform by sending a Member of Parliament to Ottawa who represents the views of Kootenay-Columbia.

Informed citizens are essential to democracy. Are we Canadians “informed?” Who is informing us?

Certainly not the secretive Harper government. Mainstream media? Just so you know, our mainstream media is nearly a monopoly. Bell, Rogers, Shaw, Postmedia and so few others own most of what Canadians watch and read. Newspaper guru Conrad Black explains what this concentration of ownership means: “Diversity of opinion and aggressive news gathering tend to disappear with the disappearance of competition, and public opinion could thereby become more of a hostage to private interests then a master of public policy.”

It’s no secret that Harper is out to kill the CBC. The Canadian people own the CBC. It costs us an insignificant seven cents each per day.

We own it, but Harper runs it — into the ground. Successive budget cuts by both Harper and the previous Liberals are a direct attack on the public’s right-to-know. It’s an attack on democracy. Harper handpicked almost the entire board of directors of the CBC; it’s being gutted from inside.

Canada — and the world — desperately need reporters and public broadcasters who are independent of influence from government and special interests.

Without the CBC, a special interest group with an unlimited advertising budget could literally buy public opinion. NDP’s Tom Mulcair promised to restore funding to the CBC. The critical hidden issue of this election is that it could be “last call” for democracy. Get out and vote.

Considering options for Canfor mill Dear Editor: On my recent drive back from Cranbrook, I passed the soon-to-be defunct Canfor mill in Canal Flats, and started wondering about what would become of the buildings and machinery once it’s shut down.

I started thinking about what else could work there.

First, I thought of Mr. Elon Musk and his Tesla Motors project for making electric cars and the much-anticipated Powerwall Home Battery system. Why couldn’t the mill be retooled and the staff retrained to manufacture either or both of those items — what a boon that would be, and very progressive as well.

My second thought was to manufacture solar panels similar to the scenario above, but then I thought about what people really need, and then I thought of food.

Why not turn the mill into a large indoor farm — alternatively powered, with heated roofs so the snow could melt and the runoff used to irrigate the crops. I thought

I thought about memberships that would entitle people to reduced pricing versus walk-ins who would pay a bit more, and how those membership dues could be used to offset fixed costs or wages or upgrades.

I suspect that many people in the valley know how to grow food and that an agribusiness like this would go even further to ensure safe, quality fruits and veg throughout this area for a long time to come.

And then I thought about marijuana — just look at Colorado and how it’s working out there. Why not here?

So, if there are any Canfor mill management or employees out there reading this, think about all the above and maybe explore these possibilities — they all seem very win-win to me.

Do you feel that Canada needs a federal electoral system in which every vote counts towards representation?

If your eyes are glazing over at the words “federal electoral system,” consider this: Voter participation is declining. There is disillusionment with politicians and apathy towards our political electoral process. The young are particularly disconnected and cynical, but all citizens want to feel that their votes matter and that the system better reflects their varied viewpoints.

In order that every vote be effective, Canada requires a properly functioning representative democracy based on a fair and proportional voting structure.

Electoral reform is supported by most of the major political parties involved in the 2015 election campaign.

The Green Party would end the current single member plurality arrangement (also known as “first past the post”) and introduce a proportional representation system after public consultation.

The Liberal Party promises to review the entire electoral system and, within 18 months, adopt some form of proportional representation.

The NDP intends to implement a mixed member proportional system, which is a semi-proportional representation system combining elements of proportional representation and single member plurality.

The Conservative Party has no intention of altering the current system that has enabled it to form government for 9.75 years while receiving between 36.3 and 39.6 per cent of the votes in three elections.

Approximately 90 countries in the world are using some form of proportional representation. It has become evident that proportional representation would produce a more co-operative and less partisan arrangement in Parliament as well as greater citizen involvement in the political process.

Various forms of proportional representation, and proportional representation combined with single member plurality, have been proposed. Concerned citizens can review proposals at Fairvote.ca or search Proportional Representation.

Some voters are considering voting strategically in the coming election because the support for opposition parties is largely divided among the Green Party, the Liberal Party and the New Democratic Party. This is not how democracy should function.

Successful diversion project leaves Lake Lillian in great shape

By Steve Hubrecht Pioneer Staff The Boulder Creek diversion project, last reported on by The Pioneer four years ago, has since been successfully completed and the volunteers who worked on it couldn’t be happier with the results.

Water flows were down in both Boulder Creek and Neave Creek, which had resulted in water levels lowering in a number of local lakes, particularly Lake Lillian and its surrounding wetlands.

A group of volunteers, including the Toby Benches Society, the Lake Windermere District Rod and Gun Club and Ministry of Environment representatives, ended up cleaning up the Boulder Creek ditch, laying about five kilometres of pipe, and then re-diverting Neave Creek.

“Years and years ago, Neave Creek ran into Lake Lillian. We put it back into Lake Lillian and now the lake flows 365 days a year,” said project volunteer Lawrie Mack. “In the past, it was pretty stagnant come late July

and August. Basically, there wasn’t even enough water to reach the culvert draining Lake Lillian into Meeting Creek. But now the water levels are up and the water circulates into and out of the lake all year, which is good for the fish as it helps regulate the water temperature.”

The efforts seem to have benefited local wildlife, according to Mr. Mack.

“The fish do seem to be back in Lake Lillian in larger numbers, so it was clearly quite successful,” he said.

“When it was all finished up, we had a big ceremony. It was quite a special project. It took a lot of time, a lot of effort and a lot of volunteer hours, but it was well worth it in the end.”

Funding for the project came from the Habitat Conservation Trust Fund, the Lake Windermere District Rod and Gun Club, the provincial government’s Recreation Sites and Trails branch, the Columbia Basin Trust, the Wilmer Waterworks Improvement District, the Regional District of East Kootenay’s Local Conservation Fund and the Toby Benches Society.

CANADA VOTES! This week is the fourth instalment of a six-week Q&A feature leading up to the 42nd Canadian federal election on Monday, October 19th.

All five candidates running for Member of Parliament in the Kootenay-Columbia riding have agreed to participate and the Q&A is appearing in Black Press newspapers across the riding. The MP candidates receive two questions each week and have one week to reply in 300 words or less.

7. What Is CBC’s role in Canadian society and how should it be handled by the federal government?

8. Do you support the dissolution of the Senate? Why or why not?

Don Johnston Liberal Party of Canada 7. CBC is a critically important institution and service. CBC is a place for Canadians to share the great diversity of this country and to have conversations about Canada, its uniqueness, its place in the world, and its achievements and aspirations. The role that CBC radio plays in rural areas is particularly important. I recently did an interview on CBC radio and followed that with a tour of the riding. In every community we stopped in, at least one person commented on the interview and, in some cases, many did. It was amazing to realize how many people that interview reached and only CBC could do that. Fortunately, the feedback was universally positive. CBC binds us together in important ways and that is why the Liberal Party will invest $150 million in new annual funding and reverse the Harper cuts. I look forward to many years of CBC radio with my breakfast.

8. The dissolution of the Senate would require the support of seven provinces representing 50 per cent of the population. Recent attempts to make significant constitutional changes have all failed. Regardless of what Mr. Mulcair is saying, the process would be lengthy, expensive and the likelihood of success extremely low. We need to focus on changing the hyper-partisan nature of the Senate and the ideologically driven nature of appointments. Justin Trudeau accomplished the most significant reform in Senate history simply by cutting the ties with the Liberal caucus so Senators are independent and no longer subject to party control. We would implement a new, non-partisan, merit-based, broad and diverse process to advise on Senate appointments (similar to the process of appointing people to the Order of Canada).

This would completely change the partisan nature of the Senate and allow us to get onto important challenges like climate change and the economy.

Wayne Stetski New Democratic Party (NDP) 7. The news for CBC just got worse. We’re now hearing that the Harper Conservatives intend to sell off CBC’s assets in the middle of a highly contested election. At the very least, this is morally wrong! The CBC is our national voice and is considered an integral part of our national fabric. When Canadians talk about Canadian values, a strong CBC is often stated as one of those values. Canadians across the country depend on the National, As It Happens, Cross Country Check Up and the Sunday Edition to stay in touch with what is happening in our country and in our world. And here in KootenayColumbia, stories and experiences are shared by listening to

Daybreak South and Radio West. When I decided to run for MP, I made a list of things that concerned me most about the direction that Stephen Harper is taking our Canada. On that list were my deep concerns for the CBC. Successive Liberal and Conservative governments have slashed funding for CBC/Radio Canada; first, the Liberals with a $415 million cut, followed by an additional $115 million cut by the Conservatives. An NDP government will reverse the Conservatives’ $115 million cut and provide long-term, stable funding for the CBC. We will usher in a new era of innovation, independence and stability for Canada’s public broadcaster.

8. It is the position of the NDP that it is time to abolish the unelected, unaccountable Senate. And we are seeking a mandate from Canadians to do just that. This is part of our platform for renewed democracy. We also want to make 2015 the last election that uses the First-Past-The-Post electoral system, which has allowed Stephen Harper’s rightwing government to attack our fundamental values with only 39 per cent of the vote. An NDP government will bring in mixed member, proportional representation voting in our first term.

Bill Green Green Party of Canada 7. CBC/Radio-Canada is part of the core fabric of our country. As our national public broadcaster, it has defined what it means to be Canadian.

My own life is deeply enriched by CBC Radio. We need to re-invest in a CBC/ Radio-Canada that is distinctly public and distinctly Canadian. The Green Party will ensure that CBC and Radio-Canada have adequate and stable funding.

We will increase their federal core funding by $315 million per year to rebuild local coverage and capacity. We will also change the governance structure so partisan political cronies will no longer be appointed to the CBC board of directors.

8. I agree with Canadians that the Senate cannot continue in its present form. Its legitimacy has been seriously undermined by scandal and hyper-partisanship, and its constitutional role to represent regional and provincial interests has been abandoned. The Senate must be reformed during the next Parliament. The Supreme Court of Canada has ruled that abolishing the Senate requires the unanimous consent of all provinces. The Green Party believes the question should be put to the people of Canada. Green MPs will advocate that Parliament appoint a non-partisan commission to hold hearings across the country to listen to Canadians, explain the issues at stake, and discuss options for reform.

The commission would be required to come up with a serious reform proposal that involves a Senate, either elected or independently selected, with a new distribution of seats and new powers. The constitutional proposal should then be put to the people for approval in a national referendum. The ref-

erendum question would ask Canadians which option they favour: the reform proposal or abolition? There would be no option for the status quo.

David Wilks Conservative Party of Canada 7. CBC TV’s first broadcasts were in 1952. In 1958, CBC became a Crown corporation. In 1968, the Canadian Radio-television and Telecommunications Commission (CRTC) was created to control, protect and enhance Canadian content. CBC TV transmitted 90 per cent Canadian entertainment. The majority of viewers chose to watch American content on Canadian private broadcasters. When cable began in 1991, Parliament attempted to control what Canadians could watch in their homes; however, they didn’t foresee the impact of satellite beginning in 1994. In the 500-channel universe, broadcasters and cable/satellite companies amalgamated with Internet providers and newspapers. An explosion of entertainment fed to consumers on the Internet has further eroded influence of the CBC on Canadian’s reality. CBC has tried to adapt with new platforms and services. As they strive to be relevant to Canadians in this new reality, reasonable taxpayer support of the CBC should continue.

8. NDP leader Thomas Mulcair has shown Canadians that politics can be filled with feel-good promises that have little, if any, chance of being delivered. Mulcair tells us he will abolish the Senate. He intentionally ignores an April 2014 Supreme Court of Canada ruling that decided reforms require the approval of at least seven provinces representing at least 50 per cent of the population. The Supreme Court ruled that Prime Minister Harper’s proposed reforms, including Senate elections and term limits, were illegal. The court also ruled that outright abolition could occur only if all 10 provinces agreed. Quebec Premier Philippe Couillard insists the Senate’s troubles are what he called ‘’administrative dysfunction” that can be fixed. He vowed to fight any effort to scrap the Senate. The majority of premiers, including Ontario Premier Kathleen Wynne, support Couillard’s position.

There is a constitutional stalemate. Saying, “I’ll just abolish it,” giving Canadians false hope, is just dishonest.

Ridge walkers The 1st Annual Tamarack Ridge Walk hosted by Panorama Mountain Resort attracted 140 participants who rode the chairlifts up to hike around Mount Goldie and Goldie Lake on September 26th.

Organizers had estimated the turnout to be 50 people, and had to scramble in the days before the event to recruit more guides. “It was perfect,” said Panorama’s marketing and media Jamie Hurschler.

“We received really positive feedback.” The resort will be hosting the event again next year.

Local photographer Marlene Chabot is inviting shutterbugs from all over the Columbia Valley to join her on the 2015 Worldwide Photo Walk this weekend.

“We’re going to be taking photos, sharing and learning,” explained Ms. Chabot, while describing the event she plans to lead this fall. “Then, we’ll go to the Station Pub after to get together and talk about photography.”

“They just have to register,” Ms. Chabot explained. “It’s a really cool concept. Last year, there

were 30,000 people from all over the world participating in this, so you can upload your photos and see what other people have shot all over the world.”

American-based photographer Scott Kelby has been organizing the Worldwide Photo Walk — the largest global and social photography event around — for eight years. It has grown immensely in size and popularity over the years because the concept is simple: walkers meet up at a designated location with their cameras in tow and spend a few hours socializing, while taking some snaps around their community.

This year’s worldwide event will be accepting $1 donations for the Springs of Hope Orphanage in Kenya under the name “Walk with Purpose.”

Rockies team up with Fairmont Lions

The Rockies hockey team is again stepping up to the “net” to help out in this valley they call home for the hockey season. On Saturday, October 3rd, they will again be helping Fairmont & District Lions Club members clean ditches for the club’s semi-annual highway cleanup.

“They are a most welcome addition and will make this job so much easier for the members of the Club,” said Lions member Shirley White. “What an amazing group of young men. Thank you in advance Rockies.”

Lifetime Invermere residents and Donna Tunnacliffe organized another annual hiking trip to a backcountry lodge in the Columbia Valley in early September. The group, with local hiking guide Andrea Petzold (email a.petzold@ shaw.ca), traversed from cabin to cabin along the Esplanade Range in the eastern Selkirks. The early season snow did not deter them over five days as they travelled 12 kilometres each day to reach the next cabin. YOUR MONEY New tax cuts for families

On Thursday, October 30th, 2014, the federal government unveiled a package of tax breaks aimed at families with children. These benefits are estimated to be worth almost $27 billion over six years, or $4.6 billion per year. Here is a summary of the changes and how they could affect B.C. families Income-splitting Families with children under 18 will enjoy special income-splitting allowances. Under the government’s new plan, these couples may transfer up to $50,000 of income from the higher-earning spouse to the lower earning spouse, to be taxed at his or her marginal rate.

This non-refundable benefit will be available in the 2014 tax year, and is capped at $2,000 per family. Capping helps ensure that the benefit does not become too generous for some higher-earning families. For example, consider a family where one spouse transfers $50,000 income that would be taxed at the highest marginal bracket of 45.8 per cent to their spouse who, on average, would only be taxed at about 25 per cent. Without capping, this would have produced about a $10,000 tax break.

While good for that particular family, it’s clear to see why the benefit amount was limited. In their case, they would likely only have to split about $10,000 income to generate the $2,000 allowable. Families with less disparity between their individual incomes would have to split more income to garner the maximum benefit.

Experts estimate that this provision will benefit 1.7 million families and will cost about $2 billion annually.

Changes to monthly benefits Along with income splitting, an enhanced Universal Child Care Benefit (UCCB) was revealed. The UCCB currently pays families $100 per month, per child under six years of age. Under the new plan, that amount would be raised to $160 per month.

Additionally, parents with children aged six to 17 would begin receiving $60 per month, per child to help with their costs. Both of these changes are scheduled to go into effect on January 1st, 2016, and will replace the existing Child Tax Credit. With the new program, families would receive up to $1,920 for each child under six and up to $720 for each child aged six to 17.

These changes will benefit about four million families and cost about $4.4 billion annually. However, factoring in the estimated $1.8 billion saved from the Child Tax Credit, they would actually only cost about $2.6 billion more than now.

Child care expenses The Child Care Expense deduction allows taxpayers to claim child care expenses incurred while they attend work or school. The new provision added $1,000 to the maximum deduction across the board, allowing for $8,000 per child under age 7 and $5,000 for each child

aged seven through 16.

Parents of children who are eligible for the Disability Tax Credit will now have a maximum of $11,000 to spend on child care expenses.

Presently, the average cost of child care in B.C. for an infant to preschool-aged child is $826.20 per month.

Children’s fitness tax credit Earlier in the month, the federal government announced that they would double the size of the Children’s Fitness Tax Credit.

This will increase the current maximum amount of expenses from $500 to $1,000 annually.

The change will be enacted for the 2014 tax year, and become a refundable credit starting in 2015.

That means Canadians who pay little to no income tax can still receive the credit.

Final thoughts On average, it is estimated that the above tax breaks will give families with children about $1,140 annually in tax relief and benefits.

This is significant, and will certainly help families with the rising costs of caring for children, or saving for their post-secondary education.

Indeed, Sweetgrass did 35 interviews in total for the film, from critics of the project to Phedias Project Management Corp. president Oberto Oberti and Glacier Resorts Ltd. vice-president Grant Costello.

Making a comprehensive documentary in less than a year about a decadesold controversy is no easy task, and Mr. Waggoner credited the extensive efforts of Sweetgrass co-producer Laura Yale for getting the project done on time.

“Of course, we would’ve liked to have another year or two, or even three, to get it done, but given the task at hand, and given that we had one of the worst snow years (for filming the skiing parts), I’m pretty satisfied with how it turned out.”

Despite poor snow conditions, the film contains plenty of tantalizing ski footage shot in and around the Jumbo Valley.

“The mountains are really big, heavily glaciated, and it’s kind of inspiring to go there and to realize how small you are in the midst of it all,” said Mr. Waggoner.

“Not that many people go to these peaks in the winter and, from a ski perspective, a lot of that terrain does feel wild in the sense that it seems untapped.”

Sweetgrass is based out of Salt Lake City, Utah and first came to attention about six years ago, winning accolades and catching attention for its artistically shot and, in some cases, conceptual ski films, as well as its innovative approach (such as us-

It was while based in Nelson for two winters making “Valhalla” (a ski film unique for having a narrative arc and an eye-catching amount of nudity) that Mr. Waggoner and company first heard about the Jumbo issue. Mr. Waggoner, who had studied documentary film in college, says “Jumbo Wild” is his first full-blown documentary, but added he sees that as a natural extension of the narrative-arc style of “Valhalla.”

After spending almost a full year delving into the Jumbo issue, Mr. Waggoner doesn’t see the two sides of the conflict coming to compromise or resolution any time soon.

“In a perfect world, I would love to think our film could be a part, even just a small part, of helping resolve this issue.

Closure would definitely be helpful, but I’m also realistic enough to realize this issue is a lot bigger than our film and that both sides are pretty entrenched,” he said.

A long history of name-changing

First order of business: October 1st, we moved to our winter hours of Tuesdays from noon to 4 p.m.

In August, I wrote about Invermere and its names. The first gentleman who owned the property was Edmond T. Johnson. I accidentally misspelled the gentleman’s last name — it should have been Johnston. I learned that Johnston Road is named after him and even the government spelled it wrong the first time. We dislike when our names are

spelled incorrectly so I apologize for the error.

I mentioned how Lake Windermere got its name in a past article, but this time I located information about the Columbia. In 1775, Heceta discovered the mouth of the Columbia River and named it Rio de San Rogue. It was rediscovered

by Captain Robert Gray in 1792 and he named it after his ship, Columbia.

Now, the name Columbia is in honour of Christopher Columbus who “discovered” the Americas in 1492.

In 1807 when David Thompson was exploring the area, he got confused.

A seeming hybrid of darts, shuffleboard and hockey, it’s fun for the whole family, and the Invermere District Curling Centre is the place to discover another uber-Canadian sport.

David Thompson didn’t consider this when he first came across a river where the water was moving north and proceeded to call the body of water where he landed Kootenay Lake.

Eventually, David Thompson followed the river its entire length and discovered the river turned south at the Big Bend north of Golden.

Recently, a map dated 1860 came to our attention that shows the Columbia Lake as Otter Lake and Lake Windermere as Salmon Lake. I have no references mentioning these names, but it can be said that both lakes have

also had the names Upper Columbia and Lower Columbia Lakes.

Lake Windermere has had more name changes than Columbia Lake in their history. After possibly being called Salmon Lake, it was known as Morgeau Lake and then Lower Columbia Lake. In 1883, Gilbert Malcolm Sproat renamed it Lake Windermere but the records were reverted back to Lower Columbia Lake. With determination and perseverance, Robert Randolph Bruce was able to permanently have the name changed back to Lake Windermere.

Radium library re-branded

October is Library Month in Canada and is proclaimed as Library Month in B.C. Libraries across the nation and province take this opportunity to promote the programs and services that libraries provide to our citizens. Library Month is a chance to focus on celebrating the great work libraries do every day.

How quickly the fall season is upon us as we get back into the routine of programs and services after a busy summer schedule at the Radium Library.

The reading program was a great success with the Children’s Reading Club during the summer, with the kids receiving their diplomas and medals as a reward.

The following programs will be starting: The Lego Club every Tuesday evening, with several new Lego kits for all ages; Halloween Crafts with Vera will be held on Saturday, October 24th; and author Amy Grant, will be speaking to Grades 5 to 7 on October 22nd at Edgewater Elementary School. Many other programs soon to be announced.

The “puzzle table” continues to be a popular social fun-time for children and adults — we are now on our 4th puzzle and several refills of our jellybean basket.

We continue our story-time every Wednes-

day afternoon for the Dragon Fly Nursery School, and a new shipment of Scholastic books are now on the shelves in the children’s area. The library continues its practice of donating a new children’s book to each new student entering kindergarten at Edgewater Elementary School this year.

We are enjoying preparing our window displays denoting the seasons and events. “Back to School” decals and “Lego Club” toys and books were displayed for September. A Halloween theme will be our next display for October.

The Village of Radium Hot Springs underwent a re-branding process a few years ago. When it came time for the Radium Library to transition its website to a new format, the library decided that it was an opportune time to undertake its own re-branding initiative, bringing the overall “look” of the library more in line with that of the Village.

With a generous grant from Columbia Basin Trust, the Radium Library was able to proceed this summer with its re-branding goal.

This grant allowed the library to install new, vibrant, colourful signage above the library entrance and on the free-standing sign in front of the building, order freshly designed and convenient-sized membership cards for its patrons, and purchase brightly coloured book bags and book marks for use by our patrons. The library would like to thank the Columbia Basin Trust for the financial assistance that enabled the library to complete our rebranding objective.

s obituary s Blewaska, Gary It is with deep sadness that we announce the sudden passing of Gary Blewaska of Columere Park BC on Sunday September 6th 2015. He was born February 19th 1960 in Calgary Alberta. He was predeceased by his father, Stefan Blewaska and his mother, Maria Blewaska both of Columere Park BC, and most recently his brother Richard Blewaska of Fairmont BC. He will be loved and remembered by his brother Edmund Blewaska, his sister Marianne Tucker, and by his nieces Erin Dowset, Patricia Tanner, Stacie MacNeil, Jennifer Mireau and Katie Flury.

He was known in the community in previous years as a volunteer fireman for the Fairmont Fire Department and as a member of the Ski Patrol at many of the resorts throughout the valley. He was a man of the valley, enjoying long walks, overnight hikes, boating trips and times spent with his family. In more recent years he enjoyed the quietness and solitude of the park and was dedicated to his faith. Gary, you will forever be in our hearts and never forgotten. We love you.

Stephanie responded to our desperate cries for help late on a Sunday evening and quickly/accurately diagnosed a life-threatening condition. She recruited help from Bruce and a serious surgery was performed that saved our furry friend. The entire staff were spectacular and the valley is lucky to have such caring veterinary professionals.

At a time when everyone was finally feeling a bit of relief from the sourness, ugliness, hatred and conflict of the whole ongoing saga, along comes a sanctimonious filmmaker and a social justice warrior jacket company chasing one more buck by stirring the dredges of bitterness and reviving the conflict between those who prefer responsible progress vs. those who oppose just about everything! (Not to mention the “do gooder” organizations that roll in donation dollars under the auspice of saving the world)!

Recipe Of The Week CHOCOLATE COCONUT BARS

2 cups shredded Coconut, sweetened ¾ cup sweetened Condensed Milk ¼ tspn Cinnamon

24 Almonds, lightly toasted 8 oz Dark Chocolate chips 2 tbsp Vegetable Oil ½ tsp Sea Salt

In a bowl mix coconut, milk and cinnamon.

Drop by tablespoons shaping into 12 rectangular bars; place on parchment lined cooking sheet.

If too sticky refrigerate 15 to 20 minutes.

Press 2 almonds onto each bar. Freeze for 3 hours.

Melt chocolate and oil in microwave for 30 seconds or in a double boiler over medium heat stirring often until smooth.

Remove bars from freezer; dip into chocolate.

Return to cookie sheet; sprinkle with a few grains of sea salt.

The Passenger Transportation Board approved the elimination of route F on Tuesday, September 15th, paving the way for Greyhound to shut it down.

A Greyhound press release said the company will still have a bus running to Cranbrook, but that it would travel via Highway 3, making it of little use to passengers wanting to head to or from the Upper Columbia Valley.

Passengers will still be able to get between the valley and Calgary using Sun City Coach Lines and Sun City Courier buses, which run between Cranbrook and Golden, and then transferring (in Golden) to Greyhound buses running along the TransCanada Highway, although the extra distance and wait times for transfers mean the Upper Columbia Valley to Calgary public bus journey will now be at least several — possibly many — hours longer.

Local elected officials in the Upper Columbia Valley were unanimously unhappy with Greyhound cancelling route F. “I think it is a terrible idea for service to the valley. It really appears to me that Greyhound only cares about the freight side of their business and, by continuing to restrict passenger routes as well as other issues with service, such as a lack of clarity on depots and pick up locations in the valley, are in some ways driving down ridership to justify cutting routes,” said Invermere mayor Gerry Taft.

“While this decision is not a surprise, it is a disappointment. I understand that Greyhound is a business and makes decisions accordingly,” said Radium Hot Springs mayor Clara Reinhardt. “I am hopeful that Sun City will find a way to make the trip possible for those folks wishing to take the bus to and from Calgary from Radium Hot Springs. Based on Sun City’s current schedule, the bus leaves Golden traveling south at 7:30 a.m.

Riders would have to sit in Golden from 2:15 a.m. the night before if they wish to make the transfer. This is not a route that will be in high demand.”

“It is definitely unfortunate that the Columbia Valley is losing yet another service,” said Canal Flats mayor Ute Juras.

“The loss of Greyhound route F is a disappointment for the Columbia Valley. This service was used for both passengers and shipping of product. This will now make the trip to Calgary on the bus a longer trip,” said Regional District of East Kootenay Area F director Wendy Booth.

During this process, the contractor will be setting up their flushing apparatus at each service access (manhole) in the roadway and releasing pressurized water through the sanitary sewer main pipe to remove buildup.

A bubbling and/or vacuum effect may be noticed in your drains and toilets due to this maintenance flushing. It is recommended to keep all toilet seats closed and cover any floor drains.

Internal plumbing consists of “P” Traps, which hold a volume of water to prevent sewer gasses from migrating into a home. During the flushing process, this water could be drawn out of the traps. For that reason, it is important to refill all plumbing traps by running the water in your sinks and floor drains after the work is complete.

This preventative maintenance process is necessary to reduce the potential for a sanitary sewer main backup which could result in damage to property. The RDEK would like to thank you for your patience during this regular maintenance.

Please note: The RDEK continues to mitigate sewer odour in Lakeview Meadows using multiple techniques. We would like to remind those residents with homes on the low pressure sewer system (homes with individual sewer pumps) to please flush plenty of water through your system prior to vacating the home for an extended period of time. This practice will prevent sewer odour from forming and releasing upon initial use after sitting idle for weeks or months.

Our Brand New Story

Our mission has been to create a brand identity for the Family Resource Centre (FRC) that can encapsulate all that the FRC has grown to do and be over the years.

The rebrand process sparked a new name and consolidated direction for this community cornerstone.

The development process set out to graphically represent the full spectrum of services offered by the FRC. The brand needs to act as the corporate entity as well as brand and support the individual centres (“hubs “) under its auspices.

The name “Family Dynamix” came out of intense discussions around word potency - the concept of “family” is pivotal to our organization. We are more than resources - though resources are a large part of what we provide. So we shifted the word “resource” to our tagline and strengthened the

Local golfing greats Congratulations to both Jeremy Johnson (left) and Alec Hubert on a great golf season. On September 22nd, Alec won the Kootenay Pro Series 36-hole Windup Championship and Jeremy was runner-up. This was the last event for the season and Alec won the Order of Merit (overall best standing for the season). Again, Jeremy was second. Both also placed well in this year’s BC PGA event in Oliver, B.C. and were both awarded places on the BC Team for the National Championships.

Alec played in Ottawa this month on the BC Team in The Canadian Assistants Championship and Jeremy will play in the Canadian Club Pro Championship as the BC Team rep in Phoenix in November.

“We are proud to have (them) represent Fairmont Hot Springs Resort,” said Peter Smith, executive vice president of Fairmont Hot Springs Resort.

By Dean Midyette Pioneer Staff The PGA of BC has announced the regional recipients and provincial finalists for its prestigious annual awards, which will be announced on Wednesday, October 14th. As in years past, the Columbia Valley is well-represented.

This year’s provincial finalists are Scott McClain (Copper Point Golf Club) for Golf Professional of the Year; Bryan Armstrong (Copper Point Golf Club) for Apprentice of the Year; Fairmont Hot Springs Resort for Golf Shop of the Year; and Copper Point Golf Club for Facility of the Year.

Casey Johnson (Copper Point Golf Club) has received two nominations for Teacher of the Year and Coach of the Year.

Last year, Mr. Johnson was awarded the Jim Gibson Scholarship for his efforts to grow and promote the game of golf.

Past local nominees include Scott McClain, Casey Johnson, Dale Moore (Windermere Valley Golf Course), Michael Midyette (Windermere Valley Golf Course), as well as golf courses Fairmont Hot Springs Riverside and Copper Point Golf Club.

In 2013 Brian Schaal (Copper Point Golf Club) took home the provincial award for Professional Development of the Year.

Gimme shelter

By Pastor Murray Wittke Valley Christian Assembly “Is this Pastor Wittke?” asked the voice on the phone. She sounded Spanish. “Someone gave us your name back in El Salvador, told us you could help us if we got to Canada.”

She along with her husband and two small children had fled the ongoing violence of civil war back home. They were in Buffalo, New York, but were headed for the Niagara Falls border crossing. She asked: “Could you meet us there… or help us after we enter as refugees?”

Saying yes and welcoming this family of strangers into our home was one of the most rewarding decisions of my life.

They arrived with two duffle bags and moved into our upstairs bedroom. We shared meals. Our children played together. And despite the language barrier, we

learned each other’s stories. Conversations were slow as only she could speak English. Over the next few weeks, our tiny church provided them with food, clothes, furniture and an apartment near the steel mills. Within a few months, he found a job and the kids went to school. They worked hard at learning the language and making this cold country home. Over the years, he graduated university, got a great job and purchased a home not far from where we first met. Today, they’re grateful Canadians.

Ninety years ago, my grandparents came to Canada with two small children and a suitcase. They, too, couldn’t speak English, but were welcomed, worked hard and made this country their home. I’m grateful for the kindness and hospitality we were shown. God’s been good to us. Jesus said: “Blessed are the merciful…

Be merciful, as your father in Heaven is merciful.”

Those of us who’ve received should freely give.

As each day’s news tells of more refugees seeking shelter from war, I remember my friends. It’s hard to imagine leaving home for an uncertain future dependent on the kindness of strangers. But war keeps breaking out around the world and men, women and children keep fleeing for their lives. My phone rang almost thirty years ago. I’m glad I answered and said yes.
