Invermere residents demand mandatory face masks in public spaces District lacks regulatory authority to enact mask mandate

By Steve Hubrecht steve@columbiavalleypioneer.com Concerned citizens have recently urged the District of Invermere to consider mandating mask in all public spaces during the ongoing COVID-19 pandemic. The request came in the form of letters received by Invermere council during its most recent meeting. However, council members were quick to point out that, unlike some other Canadian municipalities, the district of Invermere lacks the regulatory authority to make mask-wearing mandatory.

The two separate letters – one written by Lynda Tutty, the other by Joan Rouse – were discussed during Invermere council’s on Nov 10 meeting.

“Medical experts agree that wearing masks in public venues will significantly reduce the spread of the virus. Asking/ suggesting/prodding people to wear masks does not convey the same sense of urgency as a mandated requirement for our community from our community leaders,” wrote Tutty in her letter.

Tutty noted that during the Friends of the Library outdoor book sale in August, masks were required (and available at a nominal cost for those that didn’t have them) and that all 650 people who attended complied without question.

“Even without penalties, a mask mandate is likely to result in increased mask usage. It will send the message that our elected officials are taking the health of their citizens seriously,” wrote Tutty.

Rouse’s letter echoed similar themes and also pointed out that “it is unfair to expect staff of local businesses to have to deal with customers that are refusing to comply with the business’s regulation.”

She added that recently she and her husband witnessed two unpleasant confrontations over the matter in local businesses, writing that “a staff member had to tell two customers that they couldn’t be served as they

Donation Notice

The Columbia Valley RCMP online reporting tool is now available. This tool allows residents to report minor crimes online that fall within certain criteria, particularly crimes where no suspects or witnesses were/are present, and no police presence is required.

Specifically, citizens will be able to report the following crimes online: Damage/mischief to vehicle or property under $5,000; Hit and run to an unoccupied vehicle or property; Theft of bicycle or other property under $5,000; Theft from vehicle under $5,000; Stolen licence plates or insurance validation decals; General driving behavior reports that are not currently in progress.

Donations will only be accepted Wednesday and Thursday, 9 am – 4 pm via back drop off until further notice.

Illegal drop offs outside these hours will be monitored.

However, we request that files with the following criteria be reported by phone or in person: Any witnesses or suspects (excluding traffic related complaints); Any items lost or stolen over $5,000; Any damages over $5,000; No items involving personal identity or firearms.

“This reporting tool will enhance our service delivery to residents of the valley by making it more convenient to report less serious crimes, allowing police to focus on emergency calls for service and on-going investigations,” says Cpl. LWR lands discussed at Invermere council

THE SPIRIT OF GIVING ‘GivingTuesday’ is a global movement for giving and volunteering, taking place every year.

Discussion about the Lake Windermere Resort lands and the recent public open house on the future of the area sprang up during the recent Invermere council meeting.

Invermere resident John Rouse sparked the conversation at the Tuesday, Nov. 10 meeting, by asking if there was any plan to connect the Lake Windermere Resort (LWR) lands with adjacent James Chabot Provincial Park, noting that the district has been talking with the provincial government about taking over James Chabot, and wondering if it would make sense for council to hold off on its plans for the LWR lands until it can secure James Chabot, which would theoretically then give the district an opportunity to develop a cohesive plan for the entire area.

“We don’t officially have James Chabot yet, but we are certainly keeping it in the back of our minds as we go through this. We are considering it as we develop plans for the LWR lands,” responded mayor Al Miller.

park to Invermere. “We haven’t seen a formal memorandum of understanding yet, there are still a few more steps,” said Luyendyk. “But at this stage, it does look likely that it will go through.”

The district has been working on acquiring James Chabot for eight to 10 years, outlined councillor Greg Anderson, adding “it is imminent now.”

“When we asked the province about taking it over, they were on side with us...it is happening. It’s just a question of exactly when,” said Miller.

Later in the meeting, Invermere councillor Ute Juras asked why the Lake Windermere Ambassadors were not specifically consulted on the refined concept plan for the LWR lands, adding “they (the Ambassadors) are concerned about getting their comments (on the plan) in on time (before the Nov. 17 deadline).

Invermere planner Rory Hromadnik quickly clarified that the deadline is not stringent, and the Nov. 17 date was selected so that feedback could be incorporated into a further refined plan this winter.

“If there’s any indication that this is too short a time period, please just let us know. No problem, we can accommodate,” said Hromadnik.

Continued ‘LWR lands’ from page 4 Councillors Greg Anderson and Gerry Taft both opined that certainly the Ambassadors should be consulted on any parts of the plan to do with the foreshore.

However, the majority of the plan deals with land set back away from the shore, and that Ambassadors didn’t need special consultation on that part, but were definitely welcome to contribute, as would be any other group or

member of the public.

Hromadnik added that thus far, feedback on the refined plan has been “much more positive” than feedback in the spring and summer, when a range of options was presented. “This (the refined plan) is a more cautious approach. There’s more green space, more ecosystem restoration. People seem to prefer that,” he said.

“The biggest thing to me is that we had face to face, or at least mask to mask, consultation,” added Miller.

Young people speak during local youth community summit

The Columbia Valley Community Foundation (CVCF) held, on Nov. 6, a youth community summit event at Copper Point, to discuss local challenges and opportunities facing local youth.

Organizer Caitlin Hall-Sharp and Shawn Raven, both on the CVCF board, with the help of 15 youths, ages between 15 and 29, identified four major challenges their peers face in the Columbia Valley. After a long discussion, what kept coming up repeatedly and was identified as a struggle included issues of transportation accessibility, mental health resources, recreation programs, and affordable housing.

After identifying these issues, the youths were invited to think about possible actions for solving this challenge.

Recreation We live in small towns in the Columbia Valley. Finding activities that you enjoy, that are accessible, and that continue to exist is not easy, especially in these times of pandemic. Youth identified a gap that needs to be filled between high school ages and young parents, since there are no recreational programs for this age group. They asked for additional sports programs or teams, and increased gym capacity and hours. They also talked about their concerns regarding access to the outdoors. Youths do not feel comfortable going by themselves in the backcountry. They ask for a program that will help them get outside and enjoy the outdoors safely.

Transport accessibility The bus that travels between and links each community during the weekdays does not run during the weekend. Addressing this issue is seen as beneficial for youth.

A ride and share program may be the answer to better accessibility of public transportation. Something similar to the ‘Columbia Valley Ride Share’ group on Facebook, but one managed and regulated by an organization or supported through a mobile app. Additionally, those at the meeting suggest implementing a better transportation option from and between major cities such as Calgary, Golden, and Cranbrook.

Mental health resources Youths mentioned that addiction and emergency resources aren’t as accessible as they should be, at least not from a long-term perspective. They described the re-

Youth have proposed to monitor and limit the number of shortterm rentals in the Columbia Valley, arguing that there are too many. Last but not least, they suggested exploring the possibility of a tiny house community that could provide a variety of affordable homes for people.

After this summit meeting, the next steps will be in the hands of Caitlin Hall-Sharp, CVCF executive director. She is working on a report that will be shared with local governments, the community, and other organizations. “Great conversation happens. I hope everyone enjoyed themselves. We had a great time. It was beneficial to us, to the community, to hear their voices,” she concluded.

When a gas company ask us to change

One of the five biggest companies on the planet, one of the biggest oil companies in the world, and one who recorded revenues of nearly $400 billion U.S. in 2018: This brilliant yellow shell that sells you gasoline now asks us, citizens, to do our part. The company is trying to lecture the oil industry to recognize the importance of putting a carbon price. Astonishing!

At the beginning of November, Shell tweeted, “What are you willing to change to help reduce emissions? #EnergyDebate”. The response from several climate activists, such as Greta Thunberg, reminds the group that they knew they were “destroying future living conditions for countless generations for profit and then trying to distract people and prevent real systemic change through endless greenwash campaigns”.

Shell Canada, one of the biggest manufacturers of petroleum products, has introduced a new program that allows consumers who refuel their vehicles at Shell’s 1,400 service stations across Canada to help reduce greenhouse gas emissions. The program offered by Shell through their self-paying service will be free until the end of December.

Those wishing to continue the initiative can contribute at a rate of two cents per litre once the initiative reaches its end.

Why would Shell do this? Is it pure greenwashing or true environmental awareness? There are several reasons behind the company’s actions. First, let’s stop sticking our heads in the sand, it’s to position themselves among the most avant-garde companies in its sector. Shell must serve its interests to the best of its ability, both financially and politically. The company clearly feels it needs to position itself now regarding carbon pricing, since this will undoubtedly be an increasingly prominent issue in the coming years. Shell Canada is well aware of this. The company is represented by a member on the current Climate Solutions Advisory Council that B.C. government has established.

Is Shell Canada’s action better than nothing? Perhaps. It is ironic that an oil company, whose actions contribute to climate change, has the audacity to ask its customers to decrease their emissions and act as a result.

Shell should consider the consequences of oil companies on the environment, and ask themselves who’s partially responsible for that, rather than asking others to take actions for them.

For the B.C. Liberals, you can’t start a fire without a spark Dear Editor: The BC Liberals need a spark.

Clearly, the party is in disarray. It’s shocking that the Liberals have fallen so far so fast.

For 16 straight years, the Liberals lead the province. I think they did a good job. Of course, there’s no such thing as perfect politics. And now, where are they? In writing this, I wish to echo Gary Mason’s Oct. 30 opinion piece in the Globe and Mail.

For his article, Mason spoke to former Liberal cabinet minister and East Kootenay homeboy Bill Bennett. Bennett pointed to the success Brad Wall had when his party rebranded to the Saskatchewan Party.

“When the [Saskatchewan] party was founded in the late 1990s by former Conservative and Liberal MLAs, the regional Conservative brand was in tatters as a result of an expense scandal. The NDP looked poised for a long run in power. But by 2007, under the leadership of Brad Wall, the Saskatchewan Party took over and has never looked back.”

I know Brad Wall. We worked together while I was in the energy industry media world. Sunday

morning, I asked Brad if he’d be willing to help the B.C. Liberals change their name, start anew. “I would be happy to help,” he said. Great! Brad Wall is on board. That’s a win.

Of course, a name change is only a start. The B.C. Party’s to-do list, it’s a long one before any hope of a return to power.

But you gotta start somewhere. You can’t start a fire without a spark.

So...people of B.C.! Introducing to you... the B.C. Party. A party that acts on behalf of each and every corner of the B.C. linoleum. A party that makes and keeps promises. A party that looks ahead. A party that is progressive. A party that has health and wellness top of mind for its people and for the land we live on. A party that is prudent with the taxpayer’s dollar. A party that is a friend of the teacher, firefighter, nurse, entrepreneur. A party that leads B.C. into an exciting future.

That’s a spark.

Local women launches Christmas Dinner Campaign

By Camille Aubin camille@columbiavalleypioneer.com Christmas is slowly approaching, and the holidays will be celebrated differently due to the COVID-19 pandemic, as so much of 2020 was. The pandemic has resulted in the cancellation of several Christmas celebrations and fundraising activities.

None of this does deter Amanda Smythe, who hopes to raise funds to give a traditional meal or a Christmas tree package to local families in need. “This year has been extra tough on a lot of people with job losses, home losses, financial losses, and I think there are more than enough people around that could help out,” said Amanda.

Perhaps this sounds familiar to you: that’s because last year she launched her first annual Christmas Dinner Campaign.

It was a big success as Amanda and her volunteers managed to give three Christmas dinners delivered to those in need.

“Last year was just on a whim, and I decided that it was going to become a yearly

thing for me now,” she explained.

Amanda has started her campaign even earlier this year. Her goal this time is to raise enough money to be able to provide a meal for ten families in need. In order to achieve her objective, Amanda solicits help not only to raise donations but also and to nominate families who need some support from the community. The package that families will receive for this dinner consists of a turkey for four persons, buns, potatoes, carrots, cranberries, pumpkin pie and more.

The purchase of a traditional dinner is $70, and a Christmas tree is $200. If you would like to participate in Amanda’s annual Christmas Dinner Campaign, donate via etransfer to amandasmythe@ outlook.com.

So far, Amanda has already amassed funds for four dinners and a Christmas tree package. If there is a surplus, it will be donated to the local food bank. Remembrance Day honours veterans with pandemic protocols

By Camille Aubin camille@columbiavalleypioneer.com Despite the COVID-19 pandemic and the changes it is inflicting, Remembrance Day ceremonies were still held, albeit with shorter ceremony and with far fewer spectators than usual.

Last week Royal Canadian Legion Branch 71 Windermere District requested people to stay home and watch the ceremony via Facebook Live. A handful of invited

people still came to the Cenotaph, respecting the social distance protocols. Once the veterans and guests arrived, the master of the ceremony asked everyone to put on their mask, which they did.

The O Canada national anthem began solemnly and the guests and veterans gathered around the Cenotaph fell silent and stood tall and proud. A poem was read, followed by a prayer, and then the two minutes of silence.

The ceremony concluded with wreath-laying by representatives of many organizations such as the municipal

government, local First Nations and Columbia Valley Metis Association, the police, the fire department as well as many others.

After the parade left the Cenotaph Plaza, the spectators, who stayed further back from the ceremony, were able to get closer and, in turn, gave their signs of respect.

Notwithstanding the virus, Invermere honoured veterans past and present.

Minor Hockey started despite limitations Submitted by Gerriann Donahue We do have Minor Hockey this year, thanks to the hard work of the president and the Minor Hockey executive. Covid Plans were made and changed and made again and changed, but with a lot of persistence, the practices started in September. Until Christmas, each team plays with three other teams in a cohort, and then the cohorts may or may not change depending upon COVID-19.

The U18 (Midget) girls were hurt the most as Alberta would not let them play in the Alberta Girls League, where they had played the last several years. There are no other girls teams in the area. Thus, they are playing in the U16 Boys (Bantam) Rec league. But they are playing hockey. The Midgets have also changed as they are playing in the Okanagan Midget Hockey Association. But they are playing hockey.

The players recognize the effort that Minor Hockey has put out on their behalf and would like to thank the Executive as well as coaches and managers for ensuring

they can play this year and jumping through all the hoops demanded by Covid protocols.

Fans at games are limited. Each team has its own limitations, as it depends upon how many team members are in attendance. Often, it is limited to one fan or less per player. However, most games so far are being streamed on Facebook. Usually under Columbia Valley U18 Rockies, for instance.

No one is allowed in the seats, even if you get to watch a game. You must sign in, wear a mask and stand at the glass.

But despite all the protocols, the teams have some wins so far. The U18 Girls beat the U15 Rec team last week and lost to the same team this week 5-4, with some good hockey being played. The U15 Rep team beat Kimberley 5-2 on Saturday (Kimberley being their big rivals).

The U18 boys beat Clearwater 5-2 on Saturday and again on Sunday. With games now being scheduled, it seems a little like normal until you start to watch on your phone instead of the arena.

Internship empowers Akisqnuk youth

By Breanne Massey Local Journalism Initiative Reporter A 20-year-old member of the Akisqnuk First Nation has recently joined the band’s Housing Department for an internship.

Bobby Morgan started working with Akisqnuk First Nation manager Dale Shudra and team in late-September after hearing about the experience from his father.

“I’m working for the nation and we’re trying to get more and more workers involved to become self-sufficient to a degree,” explained Morgan. “I think my favourite part was putting up the different types of homes that we’re starting to build to see how the walls are going up on each of them. It’s been the most fun part of my time.”

However, Morgan’s passion remains with landscaping — the sector he worked in for about a year before joining the band for an internship.

“We have two projects going on and I’m working mainly at the six-plex,” said Morgan, adding he’s been landscaping around the six-plex building and rebuilding the deck that was recently taken down on the lands of the Akisqnuk First Nation.

While the administrative tasks of the internship have been the most challenging part of the opportunity, Morgan feels strongly that the opportunity has helped him to gain confidence and take on more responsibilities at work than some of his previous experiences had.

“I would recommend (the internship) to other young people on the reserve,” he said. “It’s a really good opportunity to get out and help the community, and to see what we’re trying to do and get on-board.”

Morgan is proud to serve the Akisqnuk First Nation as an intern and praised the community for working together to achieve its goals.

The internship with the Housing Department is expected to run until March, but Morgan remains optimistic about staying on with his team and the community at the Akisqnuk First Nation afterwards.

“It’s helpful in gaining more confidence and working with others,” said Morgan.

“If I do find a trade throughout this internship that I like, I would definitely like the opportunity to follow it.”

Akisqnuk First Nation’s Housing Department’s manager Dale Shudra is grateful for funding from the Canadian Mortgage and Housing Corporation to create two internships for youths from the community in 2020.

“As Housing Manager, I am thankful for the interns’ attitudes and assistance,” said Shudra. “Bobby wants and is getting hands-on experience. He has primarily been working on a major landscaping project and construction of the elder three-plex.

Working with crews, tools and equipment is building a solid base for continued housing involvement.”

Kay started Women Who Wander as a Facebook group in April 2018, when she was at what she describes as a personal low point.

“I was at rock bottom, recently divorced, in a new community. A single mother to a two-year-old, feeling pretty lost. I desperately needed community and a means to find myself. It was on the trails, surrounded by nature and other women that I found this,” said Kay. “I began coordinating hikes and outings for other

AshFireWear appeals to female firefighters

By Breanne Massey Local Journalism Initiative Reporter After serving the nation as a structural firefighter for several years, Ashley O’Neil began to notice a gap in the industry where she worked that affected female fighters adversely.

The 34-yearold Ktunaxa member could not find safe,

comfortable and environmentally-friendly protective clothing to wear on the frontlines.

It didn’t take long for the Aq’am Community member, who now lives in Fairmont, to realize that she wasn’t alone.

“I’ve seen other women out on the fireline struggling just as much as I was to find clothing that fits properly,” O’Neil told the Pioneer by phone. “We want to stay safe and comfortable, and you can’t do that. Not if you’re focused on what you’re wearing. If it’s too big, it’s not safe.”

The frustration of finding protective equipment that fits properly ignited a passion in O’Neil.

Between 2017 and 2018, she began conducting research to learn more about what materials are fire-resistant and what chemicals are used to make protective garb safe.

O’Neil discovered that the chemicals being utilized in fire-resistant protective clothing are not environmen-

tally friendly, and some of them raised alarm bells for her from a safety perspective. As a result, she continued to search for alternative solutions that would fit her needs and appeal to female firefighters throughout the nation.

“I found out that 100 per cent cotton is fire resistant, so I had my fabric specially weaved,” said O’Neil, while indicating that most bras are made out of synthetic fabrics that could melt in a fire.

“And, my fabric is biodegradable. Gear doesn’t last very long. It lasts one or two tours. Four, maybe with a lot of stitching, so if we’re depositing the clothes back into the earth, why not put something good into it?”

O’Neil, who is now the owner of AshFireWear in the Columbia Valley, has designed an upcoming clothing line that’s expected to launch in 2021.

The Sleepwalkers

By Brent Woodard Anglican/United Church I’m writing this article on Remembrance Day. There is a book titled The Sleepwalkers: How Europe Went to War in 1914

by Christopher Clark. In this book, Mr. Clark writes extensively about the complex events and relationships that led the well-meaning leaders of many countries of the world to go to war 37 days after Archduke Franz Ferdinand and his wife were killed at the Sarajevo railway station.

The leaders were mostly men who prided themselves in modernity and rationalism but convinced themselves that war was the only answer. After the war was over, many books and documents were written by these leaders and their subordinates as to why the war wasn’t their fault. No one, really, took any responsibility for the cause of the war.

World War 1 (WW1) created horrific suffering. 20 million people died, 21 million people were injured, and, as well, there was other suffering and destruction.

In many ways, out of WW1 came WW2 and then the cold war.

All the key actors in our story filtered the world through narratives that were built from pieces of experience glued together with fears, projections, and interests masquerading as maxims… In this sense, the protagonists of 1914 were sleepwalkers, watchful but unseeing, haunted by dreams, yet blind to the reality of the horror they were about to bring into the world.”

This is profound. Those who caused WW1 can be described as “sleepwalking.” This means they weren’t really awake, they weren’t really aware of the stories, the scripts, the fears, the projections, the interests that were shaping how they saw things and upon which they made their decisions. Yet, if anyone at the time had asked them if they were living in a dream or weren’t really aware of what they were doing, they would have thought the question absurd. They would have claimed to be free, independent, rational thinkers.

A point of reference for me is what Jesus reportedly said of the soldiers who were crucifying him, “Father, forgive them, for they don’t know what they are doing.”

If the soldiers heard this, they would have thought Jesus was crazy. Of course, they knew what they were doing.

Not so though. They, too, were sleepwalkers.

So. How about us? We think we are awake but are we? What does it mean to be sleepwalking in our own lives, and how do we wake up? fighters, where she helps to recruit firefights from reserves in B.C. during community visits. “The KNC has supported me from the very beginning,” she said. “They’re one of the first people I went to for loans, even my band was really good. Aq’am gave me a grant too.”
