An Invermere woman earned the right to meet one of her heros after she beat out thirteen other competitors to take home third place in a pet and owner look-alike competition in Kamloops on Thursday, November 8th.

A photo of herself and her dog Pocket, a border collie, rottweiler, wolf and huskie cross, earned Selena Dubois 345 votes on the Facebook page of Tourism Kamloops, who run the event.

“Pocket is a rescue,” she said. “She showed up at our doorstep and our older dog in the house started crying.

We opened up the door and found this shriveled up little puppy outside.”

After winning, Selena quickly headed to Kamloops

for a chance to meet celebrity dog trainer and host of the Dog Whisperer television show, Cesar Milan, who was performing in the city during the Trust Your Instincts Tour seminar on Friday, November 9th.

“I love Cesar,” she added. “It was so awesome to meet him. He is a really easy guy to hang out with, talk to and be around.”

First place honours in the competition went to Samantha Cook and her dog Bunny, who gained 400 votes and edged out second place competitor Becky Webb and her chihuahua Lilly’s 365 votes.

Selena, who has volunteered for the past two years at Invermere’s Global Animal Lovers Society, said she and her pooch partner have been inseparable for the last four years, and are now enjoying their chance to be in the celebrity limelight.

Resort municipality created for Jumbo

By Greg Amos Pioneer Staff After a 22-year effort in the face of strongly divided public opinion across the East Kootenays, the 5,925-hectare proposed Jumbo Glacier ski resort has been cleared for takeoff.

Using the powers created under Bill 41 in May, Minister of Community, Sport and Cultural Development Bill Bennett announced on Tuesday, November 20th the creation of a mountain resort municipality to encompass the Jumbo site.

“The choice of this form of governance is about planting the seed now that has the potential to grow over time into a place where people can work and live,” said Mr. Bennett, who also appointed a three-member council that will stay intact at Jumbo until at least November 30th, 2014.

Under the order-in-council from the provincial cabinet, valley entrepreneur Nancy Huganin and Invermere’s Steve Ostrander, a career forester, will serve as councillors

under Greg Deck, who served as Radium Hot Springs’ first mayor from 1990 to 2008, and as Regional District of East Kootenay chair from 2002 to 2008.

Since 1996, the regional district has been mainly in support of the idea of using the mountain resort municipality structure for Jumbo. That position was last affirmed in 2009, though it’s been in flux since the mid-2000s.

“If we had chosen to not use the governance model requested by local governments, the regional district and local taxpayers would’ve been saddled with years of additional controversy, expense and uncertainty,” Mr. Bennett told media. “Hopefully now we have an opportunity to heal and move on.”

Deck will draw on $200,000 of provincial funding to get the municipality established. It’s an initial requirement in an area that has no population, no tax base, and no infrastructure — a situation Columbia River – Revelstoke MLA Norm Macdonald called “a shocking mismanagement of the powers that have been vested in this government.”

“I’ve not spoken to anyone outside the BC Liberal party who thinks that this legislation makes sense,” said Macdonald in a statement. “To create a town where there are no residents, to appoint a council that may never face election, and do this with no real possibility that a resort will be built is ridiculous.”

Until the council is inaugurated at their first meeting at a yet-to-be-determined location on February 19th, 2013, the community will be managed by interim corporate officer Phil Taylor, who most recently worked as chief administrative officer for the town of Golden.

The Jumbo site, located 55 kilometres west of Invermere, purports to offer world-class, year-round glacier skiing over 23 lifts, and at full build-out, would employ 750 people, about 250 more than now work at Panorama Mountain Village. As yet, the status of investors is unclear for the development, which over the past two decades has received support from Social Credit, NDP and BC Liberal governments.

Huge donation made for scholarship fund

A world of possibilities lies ahead for students graduating from high school in Invermere, after a more than $2 million from the estate of a Canal Flats man was recently donated towards a broad-reaching scholarship fund.

The donation was revealed after lifelong resident Arnold Ellis passed away in Cranbrook this January at the age of 85. The new money expands greatly on the Arnold Ellis Scholarship Fund that’s been available to valley students since 2004.

At that time, the fund contained $5,000, a small endowment that kept the scholarship amounts modest. With a much larger principal now in place, students in the Columbia Valley will have access to much more post-secondary financial help.

The fund, managed by the Columbia Valley Community Foundation, is a lasting gift from “a humble man from Canal Flats who enjoyed the flora and the fauna around his home, and left something pretty memorable behind,” said community foundation director Emile Morin.

“He had a Grade 8 education,” added Mr. Morin.

“One of the things Arnold wanted to do was give the

youth of the valley a little bit better of an education than he had got.”

With the amount bequeathed by Mr. Ellis, the community foundation now has more than $2.8 million to invest each year, allowing them to give back more than twice as much to the community through various funds.

Mr. Ellis’ life story is one of logging, labour, love and in later years, the lure of prospecting.

Born in February of 1926 in Cranbrook, he worked at sawmills throughout his youth before training to serve in World War Two. Continued on page 19 . . .

Dealing with distraught persons This last week, the detachment has been called on a couple of times to deal with persons who have been distraught. I will not mention the incidents, as privacy is of importance in many of these situations. I will, however, explain how the Mental Health Act, a provincial statute, allows the police the authority to intervene.

We can determine on our own from conversation and observation that a person may be a danger to themselves or others, and if no other statute is applicable to the situation before us, we have the authority to apprehend someone under this act and bring them before a doctor. A doctor may also complete documents that will authorize the police to apprehend a person and take them before a doctor. In many instances, once a doctor has seen the person and other family members are involved, the person may be released.

In the more severe instances where immediate care cannot be provided, a doctor may order the person to be taken to another facility to be seen by a medical person better trained to provide help.

• On November 15th at 8:58 p.m., detachment members were called out to a disturbance at the Subway Restaurant in Radium, where an ex-employee refused to leave when requested. By the time police attended, the person had already departed. No further request was made of the police.

• On November 16th at 9:30 a.m., the detachment received a complaint of a truck hitting a deer on High-

way 93/95. No damage or injuries were received by the driver of the truck. The deer, however, was severely injured and had to be destroyed by the attending officer. A similar accident happened on November 17th at 2247 Highway 95 near Prospector Avenue in Radium. There was also no serious damage or injury to the driver in this instance.

• On November 17th at 11:40 p.m., detachment members responded to a loud party in the 5000 block of Vermillian Street in Edgewater. One male at the house was spoken to by the police and cooperated by having the party tone down.

• Possible reporting of fraud: a citizen had called the detachment to advise that she had received a call from someone reporting to be from Air Canada and wishing to confirm a flight to Toronto. The local person made no such reservations.

Always wanting to be of assistance Many years ago while stationed in Maple Ridge, a sergeant in his office was interviewing a young attractive girl that we learned was a cheerleader for the BC Lions. The girl had her back to us while the sergeant doing the interview could plainly see us when he looked up through his large office window.

There were five of us guys with idle hands. Four of the guys were drooling while I, who happened to be happily married (people in Golden, tell Bev what I write) thought that maybe down the road we could get cheap tickets for the games.

We felt that in this hiring process, we should not just stand by, but should be of some assistance to the sergeant.

Off we went, scampering around the office for the tools we needed, and we returned to the sergeant’s window and held up two large cardboard signs with “HIRE HER” boldly printed on them. When the sergeant tried to ignore us and keep a straight face, we bounced around to ensure he got the message. At the appropriate time and without the female noticing, the sergeant appeared to sound off two words. We quickly departed. Our assistance must have inspired him, as she was hired.

Creek study goes ahead

By Kristian Rasmussen Pioneer Staff A problem creek that has dealt major damage to local business and water users in the Windermere area over the past two years is finally getting the help and supervision that it requires.

The Regional District of East Kootenay and the Columbia Basin Trust are teaming up to put $8,000 towards a $24,400 geotechnical study of Windermere Creek, with the remainder being funded by individual stakeholders in the area.

The work aims to find a solution to excess sediment buildup in the creek, which has plugged the water intake of a local golf course, caused ongoing damage to Highway 93/95 and flooded out a Windermere resort and campground.

It’s welcome news, and a credit to Regional District of East Kootenay Area F director Wendy Booth, said Mike DuBois, owner of the Shadybrook Resort and Campground.

“Wendy has done an absolutely fantastic job spearheading this extremely important project,” he said.

“Without her, it wouldn’t be going forward. She recognizes the vital importance of this to the community.”

the spring of 2011 when the creek diverted course from its original path two kilometres upstream of the Windermere Valley Golf Course, instead running through an easily eroded area full of silt and gravel.

The area of Mr. Dubois’ resort had a state of emergency declared in early July this year after excess silt, built up in the creek’s bed, causing it to burst its banks and flood his campground — a problem that could have been prevented, Mr. Dubois added.

“The provincial government completely underestimated the scope of the problem and the impacts at every step of the way for the last two years,” he said.

“They are continuing to do that.

“I will bet the Ministry of Transportation spent $50,000 to $70,000 protecting the highway from the creek last year, but they won’t contribute a single dollar to permanently fixing the problem.”

The results of the geotechnical study, which is currently being carried out by Northwest Hydraulics, will ultimately be the deciding factor in how much provincial support the project receives, said Mrs. Booth.

“Once we know what work needs to be done, we will work with the provincial government to secure the funds for the fix,” she said. “Until we know the scope of the work, we can’t approach the province for the funds.”

Community building?

These are three of the first tag lines you’ll find on the Jumbo Glacier Resort website, accompanied by stunning backdrops of glacial glory and powder paradise. The website suddenly looks a little more polished — and the contents of the site’s aspirations seem a lot more attainable than they did a week ago.

With a final decision made by a select few in Premier Christy Clark’s cabinet, the seed for a new municipality was planted. On February 19, 2013, the Mountain Resort Municipality of Jumbo will officially come onto the books as B.C.’s third such resort community, and the 161st municipality in the province.

Minister of Community, Sport and Cultural Development Bill Bennett said he hoped that finalizing the governance structure for Jumbo would provide “an opportunity to heal and move on.”

This may be the height of political optimism, and it’s an extremely unlikely scenario, considering the three new council appointees all have ties to the BC Liberal party.

That said, all three come with strong reputations for getting things done. If they can show they are truly representing the public interest in managing the development, and implementing the 195 conditions written into the 2004 Environmental Assessment certificate, the distrust and democratic concerns associated with the creation of the municipality may lessen over time.

One thing is for certain — the sudden creation of the new municipality is not the kind of “community building” the Union of B.C. Municipalities prefers, especially after members at the September conference overwhelmingly agreed they really didn’t like the concept of designating such a municipality in an area where only the deer and the antelope play – or in our case, the goats and the grizzlies. (How many grizzlies is still up for debate.)

The next chapter of the 22-year Jumbo saga has begun, and it’s clear this story is far from over.

Radio waves are found everywhere Dear Editor: I just had to respond to Mark Hermary`s comments about smart meters. I would like to point out just a couple of things.

If Mr. Hermary did his homework, he would know that Corix Utilities is an B.C. company based out of Vancouver. I worked for Corix Utilities installing gas meters.

Talking about all of these radio waves, I have to wonder how many people that are complaining about them have such things as a TV remote, a cell phone, a wireless router inside your home for internet, wireless stereo speaker systems, or garage door openers.

All of these things are “radios”. How many of you will give up your laptops, computers and wireless game consoles, as each one of these give off radio signals?

It’s about time people woke up and realized how many appliances they have in their home that give off much more powerful radio waves than a smart meter! Have you looked at your microwave or inverter oven lately?

LETTERS No borders when bettering a community Dear Editor: The Columbia Valley Chamber of Commerce board of directors is right; we should all be working together to have a robust and thriving business environment, and to make this valley the best place that it can be for residents, property owners and visitors.

In order to make this area the best it can be, we have to look beyond the political lines on the map. It is the responsibility and obligation of local governments to look not just within their boundaries, but also to consider the overall regional picture — especially if changes to that regional picture could threaten future cooperation from occurring.

I apologize if my October 17th letter to the Invermere Valley Echo offended anyone. Perhaps I was a little too imaginative in names for, and suggestions of future council members of, the proposed “town” in Jumbo.

I do not, however, apologize for being worried about the long-term impacts of an undemocratic local govern-

ment within our region which would not be accountable to local residents, neighboring local governments, or even local businesses purported to be represented by the chamber of commerce.

Despite the critique from the chamber’s board, I will continue to be a strong advocate to maintain their current funding from the District of Invermere. I also believe the same relationship exists between local government and the province, you can sometimes raise concerns about specific policies or decisions, but at the end of the day our tax dollars should be distributed based on need and merit, not along political lines.

Hopefully the board will consider my offer to present at a future meeting about the positive work Invermere council is trying to do within our boundaries and on a regional basis, and how the chamber of commerce can be part of that work.

Misrepresentations are plaguing the process Dear Editor: (Editor’s note: this letter is a response to Cheryl Willard’s online comments published in The Pioneer on November 16th.)

When will this woman just go away?

Her misrepresentations are staggering in their scope and bias. I have been a member of the group for the past year, and been active on the steering committee trying to move the process forward.

Cheryl, I am not a Wildsight member, nor have I ever been one, a characteristic I share with the vast majority of the representatives of the 20-plus different recreational groups. All these groups are in agreement that a recreational access and responsible use policy will happen. Either we get to contribute to it, or government at some point will simply drop it on us.

If we are to preserve our beautiful public lands, our greatest tourism asset, we must come to agreement amongst the diverse recreational groups in how we all share this asset.

It is much easier to be outside the recreation advisory process and throw derogatory bombs at it than to get into the trenches with the rest of us and actually try to come up with some consensus-based agreements on how to use public lands.

Here are a few of Ms. Willard’s misrepesentations: that the process is Wildsight dominated — not so, Wildsight possibly will be given one sector spokesperson posi-

tion and would represent a very small minority of the numbers attending meetings.

That government has withdrawn — government is monitoring the process and may have representatives back in the room at any time in the future.

That there’s a lack of community support — the fact that the majority of groups attended the last meeting is a pretty good indicator to me that the recreational community is in full support and is willing to forge ahead in spite of a very few vocal critics like yourself.

That it’s about backcountry closures — we haven’t begun to discuss specific policies yet, so we don’t know until we hear from all the participating groups if there will be recommendations for any backcountry closures. This is about all public lands, front and backcountry.

That many groups have left — only two groups out of dozens have left the process: the Kootenay Snow Sports Society, and the representative from the ATV BC association. All others seem to be hanging in there.

That recreational groups have everything to lose — you could be right, if you consider the disorganized and unregulated degradation of our natural spaces being the way to go. The alternative is shared uses which are agreed upon by the majority of user groups, fostering practices and policies which will leave the land base in its pristine beauty for future generations to share.

Water upgrades en route for Invermere system

By Greg Amos Pioneer Staff A plan to install an ultraviolet disinfection system at the Paddy Ryan Lakes promises to improve Invermere’s drinking water, while buying time for the district to pursue a $15-million filtration plant over the next decade.

With the $744,000 ultraviolet disinfection system expected to be in place by the end of 2015, the district will likely qualify for Interior Health’s filtration deferral program, which would give Invermere a long extension before being required to build a water filtration plant.

“The data they have is looking pretty good,” said Interior Health environmental health officer Dan Byron, who added that a water source protection plan and low turbidity numbers — both of which the district has — are important criteria to be met under the deferral program.

The health authority’s surface water treatment objectives place a focus on dealing with cryptosporidium, a pathogen that’s resistant to chlorination, and require all water systems to have two levels of protection for municipal water supplies.

The district’s current water treatment method is a chlorine gas contact chamber located at the lakes, one that’s slated to be switched to a granular chlorine system for employee safety reasons. The district has budgeted $60,000 this year for engineering design on an ultraviolet disinfection system, and is also looking at spending $125,000 for a new generator at the facility.

In the long run, a deferral until about 2025 would allow the district to use development cost charges and reserve funds to lessen the impact of a new $15-million plant on taxpayers, explained chief administrative

At that stage, the district’s water system would consist of just filtration and ultraviolet treatment.

“Chlorination will be decommissioned at that time,” Mr. Prosser said.

Despite the planned long-term improvements, the water system’s mix of ductile iron pipes, asbestos concrete pipes, and plastic PVC pipes will continue to result in varying water taste and quality throughout the district, explained Mr. Prosser.

Decades of use has shown different soils in different neighbourhoods have a large impact on how well a water pipe is preserved, he said.

Iron organisms in iron ductile pipe is particularly associated with less-than-tasty drinking water, but is constantly being replaced by plastic pipes throughout the district. Asbestos concrete pipes, despite the reputation of the material, are entirely safe, Mr. Prosser added.

“We try to do a significant waterline project every two years,” he said. The entire water system is also flushed twice a year, and the district is considering increasing that level of maintenance, he added.

The district’s water system has been losing about 18 per cent of the water in it through leaks, though that number is on the decline after a major leak was detected in late October and fixed on November 6th.

The loss, estimated at 10 litres per second, was found on a section of 12th Avenue between 13th and 15th Street, where inspection revealed a four-inch cap on a T-intersection of pipe was simply missing, allowing water to leak into the gravel hillside. The problem was fixed using $192,000 allocated from the 2013 budget.

In 2010, the district was experiencing water system losses as high as 25 per cent, noted Mr. Prosser.

Movie Review: The Expendables 2 Reviewed by Kristian Rasmussen The Expendables 2, directed by Simon West and written by Sylvester Stallone, is an open range for the knee-jerk kill generation to play out their video game fantasies in, one massive explosion at a time.

Hosting an all-star cast of almost every action hero imaginable, the film begins by unleashing a frenzied tornado of tribal tattoo aggression in the form of mercenary group, The Expendables. The film opens with the bicep buddies descending upon a Nepalese fortress holding a fellow mercenary and Chinese doctor hostage.

Despite their name, none of The Expendables are expended in the opening scene, while hundreds of nameless bad guys become bullet magnets for their weapons, which appear to be equipped with an auto aim function.

Director Simon West must feel that his demographic

has serious attention deficit problems. Individual scenes and moments of dialogue have the lifespan of a single bullet fired from an automatic weapon during one of the many battle scenes throughout the film.

After leaving Nepal full of holes, mercenary leader Barney Ross (Sylvester Stallone) returns to New York City and meets with CIA operative Mr. Church (Bruce Willis). The CIA force Mr. Ross to accept a secret mission to Albania where he must retrieve an even more secretive item from a crashed plane.

The gang arrive in Albania to grab the precious cargo and are immediately ambushed by a group of international criminals known as the Sangs, who are led by Jean Vilain (Jean-Claude Van Damme). Not to be outdone in terms of over-the-top violence, Mr. Vilain not only kills one of the expendables — he roundhouse kicks a knife into the heart of the mercenary.

Reeling from the shock of one of the expendables actually expended, Mr. Ross and his squad track the Sang’s to a remote Albanian village. They learn that the Sang gang has been kidnapping the men of the village to work in a mine outside of town.

The final battle is epic in the way you would expect from a film with a $100 million budget. Bullets are fired, planes are crashed and explosions erupt, but the magic of the film lies in the fact that the director beats all these elements into a bundle, injects them with enough steroids to kill a rhino and unleashes it all on the audience. The Expendables 2 is a great movie if you are looking to watch an arcade video game unfold on screen.

Shortly after his return to his father’s homestead in Canal Flats, Mr. Ellis met and married his wife Millie in 1948.

From then until 1970, Mr. Ellis worked as a logger and with the BC Forest Service. In 1976, the gold bug pulled him north to Atlin, B.C., where he purchased four placer gold claims.

Working the claim became his passion, one that sustained him until he chose to retire in Canal Flats in 1994, at age 68.

Never one to be idle, Mr. Ellis developed an interest in the stock market and became a savvy investor during his golden years, before failing eyesight and poor health required him to move to Cranbrook.

With a few relatives and no children, Mr. Ellis made the decision in 2004 to share the bulk of his wealth with the community — a characteristic that comes as no surprise to his former neighbour, Canal Flats mayor Ute Juras.

“It’s great to know he’s sharing his wealth with the kids in the community,” she said.

The community foundation board plans to start a committee that exists solely to distribute the funds created by Ellis’ donation. With an expected two to three per cent annual rate of return on the endowment, there will be many dollars to discuss.

Mr. Ellis’ letter of wishes specifies the scholarship fund is for students going to trade school, college, technical schools or universities, and can be for expenses be-

How to lower mutual fund fees In the current low growth, low interest rate environment, every dollar counts. One of the most effective ways to increase returns in a mutual fund portfolio is to trim expenses, namely the management fees.

While professional management merits some cost, it pays to ensure that fees are only charged on certain types of assets. Consider the following strategic alternatives when building or rebalancing a portfolio.

Buy individual stocks Diversification is an important component of any investment portfolio, whether a person has $10,000 or $1,000,000 to invest. In fact, this is one of the main functions of mutual funds: to adequately diversify an investor’s money.

Spreading out risk is essential and there are many ways to do so. If a person has enough money to achieve proper diversification, they should consider directly owning stocks in place of some of their mutual funds. For example, blue chip companies such as Royal Bank, Telus and Fortis tend to be strong performers with long-term growth and attractive dividends. Buying these companies directly provides undiluted growth and dividend income, and lessens overall portfolio fees.

Also, a person could use an exchange-traded fund to buy low volatility classes of stocks. Most charge little to no management fees as compared to two to

three per cent for a traditional equity mutual fund.

Fixed income choices In the past, domestic bond funds enjoyed high returns because falling interest rates created capital gains. Going forward, interest rate increases will have the opposite effect on bond prices. Some may even experience capital losses or negative returns after adjusting for inflation, not to mention management fees.

An increasing number of people are finding value in buying their own fixed income. Instead of a domestic government bond fund, consider creating a fixed income ladder by buying individual Government of Canada bonds or Guaranteed Interest Certificates (GICs) with varying maturity dates. There are some initial trading fees to buying bonds, but they are paid once instead of every year like mutual funds. GICs are usually bought for free.

Best uses for mutual funds Because of broad diversification, mutual funds can be an excellent risk management tool. For instance, people who would feel uncomfortable buying a volatile stock like Research In Motion directly might feel more comfortable owning a mutual fund that has taken a large position in their common shares.

Another investment best left to mutual funds is foreign or emerging market equities. As countries across the globe

vary greatly in their political, social and economic systems, company analysis can be difficult to do on foreign stocks, not to mention currency analysis. Professional management ensures that foreign or emerging market equities are properly evaluated prior to purchase.

Interest rates may be low in North America, but this is not the case everywhere. Mutual funds can be a good way to access opportunities not available to the average investor, such as the bonds of foreign corporations or governments.

Some foreign countries have much higher interest rates than in Canada, and their corporate or government bonds can be a great high yielding opportunity with a low to medium risk attached.

Choose wisely While direct ownership has its benefits, there is some risk to owning all of your investments this way. When building a portfolio, it would be prudent to assess which types of investments are best held directly or within a managed product. As with most things, many people do not mind paying for professional management, as long as it’s providing good value.

Finally, investors should be aware that even though the investment industry has been changing rapidly, some advisors still only have the ability to sell mutual funds. Those wanting to diversify beyond mutual funds into more sophisticated and cost-effective strategies should consider an advisor who is licensed to deal in those investments.

Playgrounds get federal boost

Combined federal funding of $92,000 will mean playground upgrades in both Radium and Fairmont Hot Springs, after a set of announcements from Kootenay Columbia MP David Wilks on Friday, November 16th.

“Parks and playgrounds are the foundation of our communities, bringing our children, families and residents closer together,” said Mr. Wilks during his speech in Radium Hot Springs. “Maintaining such infrastructure is particularly important in resort communities like Radium, where parks and playgrounds are inherently used by not only local residents, but many thousands of visitors that come here every year.”

Radium Hot Springs received $78,000 of the fund, while Fairmont Hot Springs’ Columbia Ridge was granted $14,722. Radium’s funding will go directly to playground upgrades at Central Radium Park and Kirk Street Park.

“Our playground, as MP David Wilks mentioned, is definitely a highlight of central Radium,” said Dee Conklin, Radium mayor. “Safety is huge and our other park is definitely a few years old. This is just going to be fantastic and the kids of today will hopefully tell us if they really enjoy it.”

Three-year-old Ayden and five-year-old Avery — both Radium residents and children of Tourism Radium’s Kara Stringer — will be among the first to enjoy the new structures.

“I think that the playground in Radium is fantastic,” said Ms. Stringer. “It will be interesting to see what kind of improvement they can make because it is really great already.”

The funding for both communities came about through the newly-created Community Infrastructure Improvement Fund, a two-year national program designed to invest $150 million into rehabilitating com-

s obituary s Jill (Marry) Hall Jill passed away suddenly November 14th, 2012. She is survived by her son Chris (Jessica) and her daughter Natasha (Robb) as well as her 5 granddaughters Rachael, Lara, Carly, Isabella, and Victoria; Sisters Nancy and Carol (Rodd). A Celebration of Life was held at the Invermere Legion on Thursday, November 22nd, 2012. In lieu of flowers please make a donation to the charity of your choice or volunteer at your charity of choice in her honor.

Hazel Jean Gillespie (nee Suffern) Hazel was born April 26, 1926, in Penhold, Alberta. She worked as a registered nurse before meeting her husband Edward Rex (Ted) Gillespie in Turner Valley, Alberta. They were married in 1952 and had two children, Roy and Maureen.

Hazel and her family started coming to the Invermere area in the 1960s. They fell in love with the area and decided to build a summer home. In 1984, she and Ted retired to Invermere. She enjoyed working in her garden and spending time with her wide circle of friends, when she wasn’t walking her little dog.

Hazel passed away at Columbia House on November 16, 2012.

She was predeceased by Ted in 2005 and is survived by her son Roy Gillespie (Rose) and daughter Maureen Hummel (Rick). She is also survived by her nephew Hugh Suffern and his family, and Ted’s brother Roy (FKR) Gillespie and his family.

Many heartfelt thanks to the staff of Columbia House Long Term Care Facility for their loving care of Hazel.

In lieu of flowers, donations may be made to Columbia House Long Term Care.

3 Eggs 1 cup Liquid Honey 1 cup White Sugar 1/3 cup Melted Butter 1 teaspoon Vanilla 1 teaspoon Lemon Juice

¼ teaspoon Nutmeg ¼ teaspoon Salt 1 cup Pecan Halves, (coarsely chopped) 24 Large Pastry Shells (unbaked)

In a large bowl, beat eggs until light and foamy; beat in honey, sugar, melted butter, vanilla, lemon juice, nutmeg and salt.

Fold in chopped pecans and fill the pastry shells almost to the top.

Bake tarts for 10 minutes at 400 degrees.

Reduce heat to 325 degrees and continue baking for 20 - 25 minutes.

Valley adds electronics to recyclable list

By Kristian Rasmussen Pioneer Staff A permanent full-time used electronics recycling facility is coming to Invermere, after a commitment made by Encorp Pacific on Monday, November 19th.

“I had discussions with the Encorp operations team, and they have committed to training the Encorp staff in Invermere in the handling of electronics by mid-December,” said Craig Wisehart, executive director of the Electronic Product Recycling Association. “This should provide the town with a convenient electronics collection option for the busy after-Christmas season.”

The existing Invermere Bottle Depot and Recycling Centre will become the electronics recycling facility in the Columbia Valley, where the Regional District of East Kootenay has long been pursuing such a program, said Regional District communications manager Loree Duczek.

“The regional district has been advocating for a permanent electronics depot

in the Columbia Valley since the program started, and are pleased to see a depot being established in Invermere to provide residents with a year-round option to recycle their electronics.”

Up until now the closest facility for recycling used electronics was in Cranbrook, because it was the only location that could guarantee the safety of those using the service.

“Primarily the issues associated with finding a suitable, permanent depot location to handle electronic products revolves around the security of the material,” Mr. Wisehart said. “While this is not usually an issue for the collection and recycling of other recycled material, for electronics it definitely is.”

An appropriate recycling facility can ensure electronics aren’t tampered with or picked over by scavengers after being dropped off, explained Mr. Wisehart.

Laptops and computers provide an extended security risk because they often retain sensitive information even after they are dropped off for recycling, he added.

Art attack The third annual Arts Alive craft sale kicked off at Pynelogs Cultural Centre on Saturday, November 17th.

Arts Alive is an annual fundraiser for the Invermere Companion Animal Network’s new rescue and adoption centre. This year, 183 art lovers helped to raise $350 for ICAN. Recreation advisory council reaches cliffhanger

Monday, November 19th was a dark and stormy night, and after two and a half hours spent in the basement of the Invermere Fire Hall, participants found clear skies don’t bode ahead for the future of the Columbia Valley Recreation Advisory Council process.

While most of the roughly 25 people in attendance support the continuation of the process — even though the motorized sector didn’t appear at the meeting as had been hoped — Columbia Basin Trust

funding has now run out for the group, who are aiming to establish a recreation access plan for the 1.27 million hectares that comprise the Columbia Valley.

While moderator David Savage committed to volunteer his services in the short term, more funding from the trust won’t become available unless a second funder steps in, explained the trust’s community liaison for the region, Katherine Hamilton.

A conflict with the group remains the order of priorities: to nail down the representatives for each sector, or to plough ahead with the work of planning

in each of the 38 landscape units being contemplated.

Regional district area G director Gerry Wilkie maintained that local governments are behind the process, and strongly encouraged the group to begin the groundwork. With the room breaking up into smaller groups, an ensuing practice session on the the Luxor landscape unit, located between Brisco and the western boundary of Kootenay National Park, allowed for some hands-on planning experience.

As of The Pioneer’s press deadline, there is no date set for the next meeting of the advisory council.

What does Christmas mean to you?

By Pastor Wayne Frater Radium Christian Fellowship Church Here it is, only 31 more shopping days left before Christmas. Last Saturday we celebrated Light Up, which is the merchants’ kick off to the Christmas season, and for the next month, each of us will be shopping for that special gift for that special someone. My prayer is that in all the hustle and bustle of the season we won’t forget why we celebrate Christmas.

What does Christmas mean to you? For me, it is a reminder that our God is a giving God. His very nature is giving, John 3:16 tells us “For God so loved the world that He gave.”

Who did He give? “His only begotten Son.” Why did He give? So “that whoever believes in Him should not perish but have everlasting life.”

On that Christmas Eve so long ago, that Child, that Son, that Gift was born. God sent an entourage of angels to announce to the world the birth of their saviour.

In Luke 2:10-14, it’s written “the angel said to them, ‘Do not be afraid, for behold, I bring you good tidings of great joy which will be to all people. For there is born to you this day in the city of David a Saviour, who is Christ the Lord. And this will be the sign to you: You will find a Babe wrapped in swaddling cloths, laying in a manger.’”

And suddenly there was with the angel a multitude of the heavenly host praising God and saying: “Glory to God in the highest, And on earth peace, goodwill toward men.”

I would like to take a moment and talk about that peace on earth the angels are so excited about.

Christmas time, to some people, is a very discouraging and depressing time — it shouldn’t be. Jesus tells us in John 14:27, “I am leaving you with a gift—peace of mind and heart. And the peace I give is a gift the world cannot give. So don’t be troubled or afraid.”

People today are looking for true inner peace. They search through relationships, addictions, money, gadgets and even religion to try to find something that will fill the void inside. But true peace, the kind of peace the angels told us about, isn’t found in anything this world has to offer. True peace can only be found through a personal relationship with Jesus Christ. Only Jesus can satisfy the longing in our hearts and give us true, lasting peace.

God gives freely, not as the world gives. We can’t earn it and we can’t pay for it. There’s no catch, no fine print and no strings attached. We can rest secure that He’s not ever going to take His peace away; He tells us “He will never leave us nor forsake us”. His peace is eternal! A life of peace begins when we invite Jesus to be our Lord and saviour. Then as we align our thoughts, attitudes and actions with His Word, that peace will flood every area of our lives. That is what Christmas means to me.

The angels heralded it, Jesus told us about it, and that peace on earth, is available to each and every one of us. Will you receive that peace? All you have to do is believe in your heart, and profess with your mouth that Jesus is Lord and you will be saved.

Table Top Christmas Trees An anonymous elf in the Columbia Valley has provided small table sized trees, as a fundraiser for the Christmas Bureau.

These trees are going to be available in December at Valley Foods and Home Hardware, as they have been for the past several years. Very significant funds raised have helped to provide groceries for hampers not sponsored.
