LETTER

FROM THE ADMINISTRATOR

Dear Reader, W

hether you are a citizen of Columbia County or visiting with us for a while, I hope you love Columbia County as much as I do!

Columbia County, Georgia is a thriving community, and currently, one of the fastest growing counties in the state of Georgia and the country, with a population nearing 155,000. Columbia County offers a wonderful quality of life; from our parks, greenspace and fun community events to our many friendly neighborhoods. Columbia County is currently working on several large projects, many of which positively impact our Community and Leisure Services division. The Performing Arts Center construction began early in 2018 with the completion date for the $34 million project set for fall 2020. The new Grovetown Library construction has begun, and this $3.5 million project will be complete early 2020. There are currently four park projects underway. The upgrades to Patriots Park will include new fields, new concession and restroom facilities, additional parking and full park connectivity. The Lakeside Park facility will include additional fields for recreation activities, tennis courts and a playground. Two new parks, the Gateway Park and the Plaza Park, will be great additions for citizens to enjoy. Thank you for your interest in learning more about Columbia County and the great programs, parks, and quality of life we offer. Best regards,

SCOTT D. JOHNSON County Administrator

MEET

COMMUNITY & LEISURE SERVICES

Columbia County is well-known for being a desirable place to live, work, and play. Providing a variety of convenient and accessible public spaces for recreation and cultural arts opportunities plays a major role in creating a community’s identity, sense of place, and the “quality of life” experienced by its residents.

A

s Columbia County continues to grow, so has the need for additional parks, athletic fields, trails, and cultural arts spaces. In 2016, residents voted to approve a general obligation bond to fund $60 million worth of projects related to quality of life enhancements in Columbia County. Many of those projects are now underway, with some even projected to open before the end of the year.

The Columbia County Performing Arts Center, a $34 million, state-of-the art venue, is currently under construction in The Plaza at Evans Towne Center, and is slated to open in the fall of 2020. The 84,000 square-foot facility, with over 2,100 seats, will host Broadway style theatrical shows, family shows, comedy acts, concerts, and other performances.

If you’ve ever been out to Patriots Park during a busy night of youth sports, you have likely experienced the infamous and dangerous traffic congestion within the park, caused primarily by the lack of connectivity and parking spaces. The primary goal of the Patriots Park expansion project is to address these issues. With roadways now connecting the park’s two main sections, as well as an additional entrance/exit off of William Few Parkway, there will now be three ways in and three ways out of the park. To address the ever growing demand for athletic field space in the county, a 530’ x 380’ “mega field” is being constructed, complete with field lights and a restroom/concessions building. Grading the space as one large open field, as opposed to dividing it up into pre-determined sized portions, gives the space more versatility and allows the Parks and Recreation staff greater scheduling flexibility. Construction will be complete in the fall 2019, with use of the athletics field likely becoming available in spring 2020.

Patriots Park Expansion Project >

The Massive Splash at Gateway Park >

Performing Arts Center >

The construction of Lakeside Park will also address the growing demand for athletic field space. This park, located off of Panther Crossing near Lakeside High School, will feature four (4) lighted multipurpose athletic fields that can be used for soccer, football, lacrosse, rugby, and more. Walking trails exist throughout the perimeter of the park, surrounding the playing fields and leading through the nearby wooded areas. The park will also feature a playground as well as a restroom/concessions building. Unique to the Lakeside project is the addition of six (6) lighted tennis courts, which is another type of athletic facility in high demand. Construction of Lakeside Park is set to be complete in the fall of 2019. Of all the current park projects underway, Gateway Park, located in Grovetown next to the Columbia County Exhibition Center, is anticipated to receive the most use. This park’s signature feature will be a destination splash pad with dozens of water-play elements. The centerpiece of the spray park will be a feature called “The Massive Splash,” which is a four-bucket unit, atop a 15-foot structure, that offers 360 degrees of random dump splashes. Adjacent to the splash pad will be a large playground, similar in size to the one at Evans Towne Center Park. Surrounding the playground and splash pad will be plenty

of shaded benches to sit and watch your little ones having a blast. A large covered pavilion, situated on the side of the restroom/concessions building, and overlooking the playground and splash pad, will quickly become a popular space to reserve for birthday parties. Beyond the play area will lie a 150,000 square foot open meadow, circled by a concrete walking path. This space is designed for passive recreation, events, and festivals. This park is also on schedule to be complete in the fall of 2019. The new Grovetown Library has also broken ground, and will be located next to City Hall on Old Wrightsboro Road. The design for this building is very similar to the recently constructed library in Harlem, which opened in 2017. Operations and staff from the Euchee Creek Library will move to the new Grovetown Library when it opens. The Euchee Creek Library building will then be repurposed to accommodate expanding needs in other areas. The Grovetown Library’s anticipated completion is summer 2020.
