Butterfly Pavilion starts the 2025 monitoring season
New report shows a decline in butterflies across the country

Westminster’s Butter y Pavilion is playing a key role in identifying and preserving butter ies across Colorado, as the 2025 butter y monitoring season begins May 3 at Castlewood Canyon State Park in Franktown.
To kick o the season, the Butter y Pavilion has released the 2024 Annual Colorado Butter y Monitoring Network report on the state of Colorado’s native butter y populations. Last year marked the 12th year of Monitoring Network as one of the nation’s fastest-growing community science programs focused on butter y conservation.
O cials say this year’s announcement comes at a critical time in butter y habitats. A new study published in Science magazine shows a 22% decline in buttery abundance across the U.S. between 2000 and 2020.
Butter y Pavilion played a signi cant role in the research, contributing Colorado-speci c data from the Monitoring Network and collaborating with nearly two dozen scientists through the “Status of Butter ies in the United States” working group, according to a Pavilion news release.
More data needed e ndings highlight the urgent need for local and national e orts to protect pollinators, one of the most vital and vulnerable components of our ecosystems, according to a news release.
“While we have a lot of great data, we still need more for a comprehensive pic-
ture,” said Shiran Hershcovich, Lepidopterist Manager at Butter y Pavilion and co-author in the Science study, said in the news release. “ at’s where the public comes in with community science programs like (Colorado Butter y Monitoring Network), which allow us to cover more geographies and provide essential insights for conservation.”
In a press release, the 2024 Colorado Butter y Monitoring Network Report
notes that 452 surveys were submitted across 69 monitoring routes in 12 Colorado counties. Reports came from 59 active monitors, including 40 new volunteers, that contributed 385.4 hours of butter y observations.
As of Oct. 15, 2024, the program had documented 144,002 individual butter ies through 4,764 surveys, totaling 4,899.8 hours of monitoring since 2013. Participating counties in 2024 included:
Adams, Arapahoe, Boulder, Broom eld, Denver, Douglas, Eagle, El Paso, Gilpin, Je erson, Larimer, and Weld.
Big growth for 2025
e Butter y Pavilion is aiming for ambitious growth of the Colorado Butter y Monitoring Network in its 13th season, according to the news release. e 2025 goals include expanding the program to 18 counties, recruiting 90 monitors, and surveying 80 sites along 90 routes. In addition, Butter y Pavilion will begin indepth analysis of its decade-long dataset to better understand trends and inform conservation strategies statewide, the news release states.
“ is is people-powered science,” said Hershcovich. “When our community gets involved, they become stewards of our environment and champions for native invertebrates.”
e Monitoring Network trains volunteers to monitor butter ies in their communities from May to September. After attending a training session, monitors choose a route and walk it at least three times per season, recording every butter y they see within a six-meter radius. Volunteers also note weather conditions, time, and habitat data.

Westminster’s Butterfly Pavilion names Welch as CEO

Ryan Welch, a leader in nonpro t causes for Colorado media and animal health research, will now power e orts for Westminster’s Butter y Pavilion as the group’s new president and chief executive o cer.
Welch was named the Butter y Pavilion’s new leader Monday after a thorough, nationwide search, according to Pavilion o cials.
“Ryan brings a powerful combination of visionary, mission-driven leadership, deep commitment to conservation and passion for public engagement, with speci c expertise in capital campaigns, facility development, and building strong, collaborative teams through exceptional people management skills,” said Mark Corbett, Vice Chairperson and Treasurer for the Butter y Pavilion Board of Directors, in a news release. “As we celebrate Butter y Pavilion’s 30th anniversary and look toward the next 30 years, Ryan is the
ideal leader to guide us into the future.”
Under Welch’s leadership, the Butter y Pavilion will continue to expand its global conservation e orts, engage broader and more diverse audiences, and continue executing against its goal to establish a new facility serving as the global hub for invertebrate research, conservation, and education, the news release states.
Welch is a seasoned nonpro t executive with nearly two decades of experience driving revenue growth, building high-performing teams, and advancing organizational impact, the news release states.
At Rocky Mountain Public Media, Welch successfully led a multi-year, $34 million capital campaign to build a new media center in downtown Denver, an experience that aligns perfectly with Butter y Pavilion’s vision, say o cials.
Most recently Interim President and CEO at Morris Animal Foundation, Ryan has led strategic direction and operations in support of groundbreaking animal health research, according to the news release. He previously served as Chief Development O cer at the Foundation,
increasing revenue by 70% and building innovative donor engagement programs.
His earlier roles at Rocky Mountain Public Media and e Coca-Cola Company sharpened his expertise in strategy, fundraising, and marketing. Ryan serves on Colorado State University’s Community Impact Committee for the Veterinary Health System and holds a journalism degree from the University of Kansas, say o cials.

Westminster City Council favors pet shop ban
The proposed ordinance to likely target sales of puppies and kittens

e retail sales of dogs and cats in Westminster will likely be banned under an ordinance being proposed by most city councilors.
But there is probably no room for birds, sh, snakes and other animals to t under the new law as councilors questioned the need.
Councilor Amber Hott pushed for the ordinance saying dogs and cats displayed for sale in pet shops are usually the result of mass production pet mills. Many are unhealthy and die not long after they are bought by unwitting customers, Hott said.
“…It’s really exploitation of a life for pro ts,” Hott said, noting that several proponents of the ban showed up a council study session two weeks ago asking for action. “It’s unfair to consumers to bring home a new family member and
that animal turns out to be sick.”
Currently, no pet shops in Westminster o er dogs and cats for sale, say city o cials. e ordinance is still needed because neighboring cities have implemented similar bans and animal mill owners will move their animals to Westminster to sell, she said.
“More municipalities have these ordinances and if we don’t have an ordinance others will move in here,” she said.
Councilors warned against making the ordinance too broad which could a ect people who keep animals in their backyards or homes. ose include chickens, which provide food for some families.
Mayor Nancy McNally said there is su cient regulation from local and state authorities to keep retail outlets from selling animals from pet mills. “To me…I think our system of checks and balances already work,” McNally said.
Most councilors agreed to ask city sta members to craft an ordinance that targets dogs and cats and, if needed, later include other animals.
Councilor David DeMott said he favors the ordinance but that there were many larger issues the city should tackle. “ is is taking up sta time,” DeMott said.
Thornton chooses Jim Baird as new police chief
Baird has 32-year career in law enforcement

Jim Baird, a 32-year law enforcement veteran, is now the new City of ornton Police Chief.
Baird was picked from 35 applicants representing talent and expertise throughout Colorado and the nation, according to a City of ornton news release. “ e community and employees contributed to the recruitment and selection process in meaningful ways including community and employee surveys, representative interview panels, and a meet and greet forum,” the news release states.
City Manager Tansy Hayward said that… “ e engagement of our employees and community through this process provided valuable insight about our shared priorities and values.
I would like to thank everyone that took the time to be involved and provide their perspectives.”
Baid replaces Terrence Gordon, who retired in September 2024 after a fouryear stint as chief.
Before serving as the Police Chief in Breckenridge, Baird was the Chief of Police for Ann Arbor, Michigan from 2016 to 2018, where he started his law enforcement career and worked his way up the ranks directly after graduating out of the police academy in 1993, according to the news release.
Baird has a Bachelor of Arts degree from Michigan State University. Baird has also been active in the police chief community in Colorado since arriving in the state and is serving as the 20242025 president of the Colorado Association of Chiefs of Police

“I’m excited about the new opportunities for the next generation and am looking forward to seeing their progress and achievements at the Colorado Air and Space Port,” Ferguson said. “I’ve had students who have gone on to be airplane mechanics, training as pilots, and some have gone to the military, or the School of Mines, Metropolitan State University, and Colorado State University.”
Lucas said that since she was a little girl, she dreamed of working in the space industry, and had the privilege of doing that after she graduated.
“I worked at Johnson Space Center variety of di erent jobs with the International Space Station. I was part of the payload safety review panel,” Lucas said. “I was a ight controller and mission control, and then I was a technical instructor for astronauts and other instructors.”
After 12 years, commercial space started to take o , so she decided to leave NASA and start her own consulting company.
“I did some work for a nonpro t internationally. We launched Higher Orbits, a nonpro t. It’s our 10th anniversary. We’ve conducted 84 programs in 21 states, impacting over a thousand students.”
Space loomed large in Capt. Wendy Lawrence’s imagination, too. Lawrence was an astronaut with four space shuttle missions under her belt, including the Astro Two mission to the Russian Space Station Mir.
Lawrence said she grew up reading about the Mercury or Gemini space pro-
grams, but as Apollo started, she was in front of her black and white televisions at home.
“Most of us had not migrated to color yet, and we were enthralled, amazed by what we saw. For me, it was Apollo 11 watching Neil Armstrong and Buzz
Aldrin walk on the moon,” Lawrence said. “I just knew at that moment, I wanted to ride a rocket and have a chance to nd space.”
Lawrence said Science, Technology, Engineering, Art and Mathematics programs, also known as STEM or STEAM,
are an opportunity for the students to take what they have been learning in school and apply it to a particular challenge, coming up with an idea for an experiment that could be on the International Space Station.

“ is age range is where kids are trying to decide what they want to do with the rest of their lives, and allowing them to learn about space, but also STEM and space, everything it takes to go into space,” Balga said.
“It’s science, technology, engineering, art, and math. ere are also biology and aviation paths that are part of the greater aerospace realm,” Balga said. “As a kid, I didn’t have a lot of these opportunities to learn about aerospace. I would have loved to go to a ‘Go for Launch’ as a kid.”

“I’ve been looking for other opportunities to give back to students, to inspire them. I found out about Go for Launch asking for volunteers, and I was very excited to volunteer,” Morales said.

Trump’s first 100 days were chaotic and harmful
Let’s give the man credit where credit is due. He had his game plan ready regardless of the motivations and has e ectively “covered the zone” as he said early on in his second term. Such a strategy has distracted and puzzled all of us as we try to keep up with the next set of executive orders or lawsuits.
Mr. Trump is not relying on Congress or the judiciary branch to put his plan in motion. He has expanded the depth and scope of the power of the presidency without asking anyone to grant such power. His DOGE partner Elon Musk has perhaps gone farther than the President had envisioned in the impacts which have been generated.
e number of federal employees red or put on leave as well as the amount federal money frozen or pulled away from federal agencies and their bene ciaries is mind-boggling and he clearly is not nished.
e biggest chaos he created is the economic chaos caused by his “ rst you see it and then you don’t” approach on tari s. is has been a disaster to say the least. At the same time, he is losing a part of his support and who voted for him. How many of those voters ever thought this self-created “economic tsunami” would be in place in 100 days?

Oh what a di erence 20 years has made in how Tri-State Generation and Transmission Association views energy. An organization that in 2005 wanted to build a giant new coal plant now sees a future almost entirely devoid of coal. It expects to be at 70% renewables by 2030. Perhaps Tri-State failed to get the executive order from President Donald Trump, “Reinvigorating America’s Beautiful, Clean Coal Industry.” It’s an echo of the past. During a campaign stop in Grand Junction, Trump in 2016 promised to bring it back. It was an empty promise. Prices of rst wind and then solar had slid downhill on trajectories steeper than Interstate 70 descending from the Eisenhower Tunnel. Reduced emissions were a bonus argument for renewables.
In an April 11 ling with the Colorado Public Utilities Commission, Tri-State proposes adding 700 megawatts of new renewable resources, the majority on the windy, sun-drenched and sparsely populated plains of eastern Colorado, and also 650 megawatts of short-term battery storage. “ at’s a lot of steel in the ground,” said a member of an electrical cooperative on the Western Slope.
Natural gas is also part of the mix. Tri-State proposes a 307-megawatt plant somewhere near Craig. ere, in little more than three years, it will close all three coal- red power units it now operates. It also proposes to replace ve aging combustion turbines near Fort Lupton at the J.M. Shafer Generating Station, boosting capacity modestly to 281 megawatts.

I acknowledge the merit and need in reducing the size of the federal government and how programs and services have grown out of control. However, he and Elon Musk have very haphazardly gone about chopping federal agencies like USAID and implemented reductions in force without any documented justications or due process.
Some of these actions may well take years to solve and/or repair.
Certainly, the speed and depth which Mr. Trump has executed his campaign objectives have been precedent setting. Coupled with these is his record-setting number of executive orders. I believe he has issued at least 130 with no former president even coming close. While numbers in themselves are not all that meaningful, they do demonstrate the magnitude and reach of his actions. His actions on removing illegal immigrants and shoring up the border with Mexico
His lack of adhering to the judiciary branch’s decisions is probably the most concerning factor I see in his whole game plan. Our three equal branch federal government is failing with America’s future democracy up for grabs.
City ready to demolish Sheridan Green Elementary school
As part of Je erson County School District’s decisions to close underutilized school facilities, 16 schools were closed. In the case of Sheridan Green Elementary School in Westminster, the deed to the property had a reverter clause: If the facility was no longer used for public education, the property would revert to the City of Westminster.
A thorough community outreach process then took place with feedback clearly favoring preservation of the site for public purpose. In December, 2023, City Council approved $3.7 million to tear down the school building and expand Stratford Park. Mundus Bishop was selected to do the park design and Western States Reclamation, LLC was chosen for CM/GC services.
Planning for a life after coal

Will these very expensive gas plants be stranded by new technologies during our journey to a midcentury goal of net-zero emissions? e answer is complicated. Utility resource planners given responsibility for keeping lights on today think we need gas, at least if we want to avoid giant price increases in electricity. A study released by the Colorado Energy O ce in early 2024 reached a similar conclusion.
In 2005, our utilities thought our future was in coal. Xcel Energy had started building Colorado’s largest coal unit ever, the 750-megawatt Comanche 3 in Pueblo. It was expected to operate until 2070. Now, it is to close in 2030.
Tri-State was also dreaming big coal in 2005. It wanted to build 1,400 megawatts of new coal-burning generation in southwest Kansas. A partnering utility, Sun ower Electric, was to get another 700 megawatts. In 2007, the two utilities su ered a setback. Kansas denied a permit for these coalburning castles because of greenhouse gas emissions. e denial, shocking then, became a blessing. When the utilities nally got their permit in 2017, the economics of electricity had turned upside down. Imagine the nancial albatross hanging around Tri-State’s neck had it succeeded. As it was, Tri-State spent $100 million or more on this errant path.

I am still of the opinion that the City should keep the building. You never can have too much space and a school building lends itself to a variety of purposes. I acknowledge the rehab and repair costs and the desires of the neighbors. However, some cities and other governmental entities would be quite willing to keep the building and make phased repairs/rehab.
Boulder County District Court rejects airport noise
e Town of Superior and Boulder County had previously sued the Rocky Mountain Metropolitan Airport over noise complaints including planes doing “touch and goes.” e court found that Je erson County o cials could impose noise restrictions at the airport. e court went on to state that the county does not have the authority to mandate the airport to impose noise restrictions.
e current action before city council is to only accomplish the deconstruction of the school facilities. At a cost of $850,271 - which includes a 10% contingency - the company will move forward on the demolition.

ent future. A new chief executive, Duane Highley, was given a mandate to explore the new economic terrain. In November, Jared Polis won election as Colorado governor after running on a platform of 100% renewables by 2040. at December, Xcel executives announced their plans to leave coal.
Beginning this year, Tri-State will close its three coal units at by September 2028. In 2031 it plans to close its coal unit at Springerville, Ariz. In this transition, Tri-State hopes to get federal assistance promised it under the In ation Reduction Act for stranded assets. It will then have coal-burning ownership only in Wyoming’s Laramie River Station, a short railroad trip from the Powder River coal elds.
Just transition is also part of Tri-State’s pivot. State legislators in 2019 said that coal-dependent communities should be given aid as they made their career shifts. In a 2024 agreement, Tri-State pledged to pay Craig and Mo at County $22 million between 2026 and 2029 and committed to support investments with $48 million in additional bene ts between 2029 and 2038
Tri-State payments can be reduced if taxable property is added. A gas plant in Moffat County will do just that.
Tri-State still has challenges. For example, it is still losing members. And questions remain for it and other utilities about where to hedge bets. Natural gas is a conservative bet, the way coal was 20 years ago. At that time, few among us were carrying a smartphone. We were mostly beholden to land lines. Will a still nascent technology fully emerge to replace gas, too?

Colorado needs strong food protection
Arriving in Colorado, I quickly noticed its proud history of standing up for animals, public health, and the environment. We value doing the right thing here — whether it’s supporting humane farming practices, protecting natural resources, or promoting public health. at’s why I’m deeply concerned about the EATS Act, recently reintroduced as the Food Security and Farm Protection Act (S. 1326). Despite its new name, this bill is identical to the dangerous EATS Act from last Congress. is bill would wipe out so many important state laws that protect animals, the environment, and even public health. It would also threaten laws aimed at reducing pollution from largescale animal operations and safeguarding the wellbeing of our communities.
In Colorado, we have shown that it’s possible to support farmers, protect animals, and care for our environment all at once. Please join me in contacting our federal Representatives, such as Rep. Gabe Evans and Senators Michael Bennet and John Hickenlooper, and ask them to stand with Colorado values and oppose the EATS Act and any attempt to weaken state protections for animals, farmers, and our communities. When Justine Williams came to Colorado from England, she pursued horse therapy for people with disabilities.
“As a kiddo in England, I was one of those kids who asked my mom and dad if I could ride horses, and I’ve always loved horses. So, they bought me a horse for my birthday, and I took 10 riding lessons and worked at the barn to pay for my riding lessons,” Williams said. Williams said that when she was 11 years old, her friend had a stroke, so she grew up with her childhood friend being disabled.
“By the time I graduated from high school, I knew I wanted to work with people with disabilities, and I found out about therapy horses,” Williams said. Williams went to Budapest to train in conductive education at the Pet Institute.
“It’s where I learned about therapy and horses,” she said.
She ended up getting married and then came to the U.S., moving to Colorado in 2001. With her passion and education as a therapist, she started her Rhythm of the Horse therapy services in Fort Lupton in 2021. Williams works with children with di erent types of disabilities, such as kids with autism, who don’t speak much.
“With training, I initiate a lot of language when they are on the horse. I teach them to say ‘go’ or ‘stop’ with my horses, Chloe or Gus,” Williams said. “It could be overwhelming to make the horse move, which is what they want, but they need to say something. So, they’re motivated to say something,”
She also works with children and adults with cerebral palsy.
“I also work with disabilities from stroke, ADHD, Down syndrome, multiple sclerosis, anyone with neuro-motor dysfunction, and I also work with other neurodivergent issues such as autism (and) sensory processing disorder,” Williams said.
Rhythm of the Horse also has a program for horse reading for children who are new readers or struggling readers, and can learn to read with a horse.
“So, they’re learning to feel more comfortable and con dent about reading by partnering with the horse. It’s very special,” Williams said.
William said Rhythm of the Horse also o ers its Equine Assisted Learning Program for people who may be overwhelmed in life or have relationship issues.
e children and adults can choose which horse they want to work with and eventually build a bond with that horse to get through their fear, anxiety or whatever they are experiencing.

a week for training for up to an hour. Her mom, Elizabeth Robinson, said Rachel, who is now 30, started the program when she was 21.
“I think the program is helping her not get old and tight as quickly. She has cerebral palsy, a type that makes her muscles contract and not go back out. Her right side is weaker, so when she’s on the horse, it relaxes her muscles,” Robinson said.
Karen MacDowell is retired, and has been volunteering with Rhythm of the Horse for about ve years.
“I’ve been working with Rachel the whole time I’ve been here. It’s important work, and it makes you feel good to help others,” MacDowell said.
Colleen Larson is also retired and has been volunteering for four years, helping Williams with the clients.
“What Williams does with the horses and with riders is amazing. When they get on and o the horse, it’s nothing short of miraculous,” Larson said.
Rhythm of the Horse is a nonpro t and o ers scholarships based on nancial need. e organization applies for grants and fundraises.
“We are looking for volunteers to come and help with the di erent programs. We welcome high school students or adults — anybody who is interested,” Williams said.

Adams County is convening a focus group to study how community members travel to essential destinations like work, school, grocery stores and transit stops.
e County is considering several electric mobility programs and is gathering community feedback to shape these decisions.
e project is focused on nding practical solutions to travel challenges people in unincorporated Adams County experience. Several programs are being considered for a pilot project. ose include E-bike/E-scooter share programs (sometimes called “micromobility”) that allow community members to rent an e-bike or escooter for short amounts of time. Also being considered are Carshare programs – that allow community members to rent vehicles for short periods – and community shuttle programs that o er exible shuttle or van services that operate either on a xed schedule or on-demand, allowing community members to book trips via an app or phone call.
Adams County’s O ce of Strategic Partnerships & Resilient Communities is meant to serve the community more e ectively and enhance the way the county builds and sustains partnerships, both internally and with external organizations.

State lawmakers brace for special session on Medicaid
Budget director estimates cuts to federal funding could reach $1 billion

Lawmakers and other state o cials have for weeks been bracing for the possibility of coming back to the Capitol later this year to deal with potential federal cuts to Medicaid likely to be included in Congressional Republicans’ still-beingwritten budget proposal.
“ ere certainly are a lot of indicators that would suggest that we might end up having to come back in the event that there’s a dramatic cut to Medicaid,” state Sen. Judy Amabile, a Boulder Democrat and member of the legislature’s Joint Budget Committee, said in March, as rst reported in e Colorado Sun’s politics newsletter, e Una liated.
Speaking to a group of health care leaders in April, Gov. Jared Polis’ budget director put it a little more bluntly. Mark Ferrandino said the state is estimating up to $1 billion in cuts to Colorado’s federal Medicaid funding under proposals being discussed in Washington, D.C..
“Just to be clear to everyone,” Ferrandino said, “if that’s the cut, we are not backlling, which means we have to make cuts both in Medicaid and other places in the state budget to deal with it.”
Medicaid is the state’s most expensive program. e agency that runs the program has an $18 billion budget for next year. More than $10 billion in that bud-
get comes from federal funds, meaning Colorado could be facing a 10% cut in that funding if Ferrandino’s projections are correct.
Colorado contributes about $5 billion to the Medicaid program out of the state’s general fund, making it the largest source of general fund spending. When Ferrandino says the state will not back ll, he means the state won’t chip in more general fund money to make up for the possible federal cuts. ere just isn’t enough cash to do so. is is especially true because next year will see another tight budget, regardless of what happens at the federal level. Ferrandino described what lawmakers did this year to close a $1.2 billion budget gap as essentially punting the problem into next year.
“It is going to be a more di cult budget,” Ferrandino said in remarks at the Colorado Hospital Association’s Hospitals on the Hill, a lobbying day for health care leaders that also features informational sessions for those leaders. “We are going to have to look at cuts. I will say Medicaid … if not controlled is going to eat up the entire state budget. Which is going to mean we have to make di cult decisions in the health care space.”
e combination of these two funding crises has sent Colorado o cials and health care leaders into overdrive in the past few weeks to ght against federal cuts to Medicaid.
Earlier this month, Polis and Lt. Gov. Dianne Primavera sent a letter to Colorado’s Congressional delegation urging them to reject cuts to Medicaid. e envisioned cuts could mean a loss of 12,000 jobs, $1.3 billion in state GDP and $82 million in state and local tax revenue, the pair argued.
“Children, hardworking individuals, people with disabilities, seniors, and safety net providers are not political pawns or talking points,” they wrote in the letter. “ ese cuts would mean losing access to lifesaving care with devastating consequences.”
e Colorado Health Policy Coalition, a group of more than 80 health care organizations from across the policy spectrum, followed that with its own letter opposing cuts. Just this week, the Colorado Rural Health Center released a statement criticizing proposals to cut programs that speci cally support rural health care providers.
“Cutting funding that has been a cornerstone supporting the rural health care delivery system for decades is both short sighted and profoundly damaging,” said Michelle Mills, the CEO of the Colorado Rural Health Center, said in the statement. “Every dollar of federal funding invested in rural healthcare is an investment in thriving communities.”
e debate over health funding cuts has also created fault lines among Republicans in Washington.
Colorado U.S. Rep. Je Hurd, a Republican who represents western and southern Colorado signed onto a letter urging House leadership to preserve Medicaid. Nearly one-third of people in Hurd’s district are covered by Medicaid, the highest percentage of any Colorado representative.
Meanwhile, Colorado U.S. Rep. Gabe Evans, a Republican who represents a swing district predominantly in Adams and Weld counties, told Colorado Public Radio that cuts to Medicaid would be made only to eliminate misuse of funds and to
make the program work better.
“We’re going back to cutting out the fraud, waste and abuse that actually preserves the program by making sure that we can get more resources to the people who are actually lawful bene ciaries of it,” Evans said.
If the cuts do happen, Ferrandino said state o cials do not yet have a plan for what they would slash — in part because it remains uncertain exactly which areas of Medicaid the GOP may target.
“I don’t know what we will do,” he said. “I don’t know what the legislature will do.
