e City of ornton looks ready to give more than $19,000 to provide sta ng to keep at least ve Healthy Farmers Markets running in the city through 2025.
e $19,443 in funding will not come from the current 2025 budget but will be held in reserve from the contract services fund, according to a city sta report to council members.
e long-term viability of the Health Farmers Markets is not clear as Adams County is conducting a market analysis of ways to keep the markets operating. e markets began in 2018 to provide fresh produce at an a ordable cost, the city sta report states.
But at a study session this week, enough council members said they would support keeping the markets viable for now
“Last year, it was wildly successful,” Council member Justin Martinez said. “I talked to people at the events and people were so grateful.”
“It seems like a solid decision, and I think about the people who have used the markets since 2018,” Martinez said. “I feel it’s my duty to help them out.”
Besides fresh food, the markets also o er community health resources. Patrons can register for food bene ts, COVID-19 tests, harm reduction supplies, bus vouchers, vaccinations, blood pressure checks, nutrition education and produce vouchers for those with nancial hardships, according to the sta report.
e American Heart Association, Adams County Health Department and Human Services, and the City of ornton are part of a Steering Committee that runs the markets.
e challenges facing the program include local farmers who are cutting back on production because of federal funding cuts. ere is also no funding to hire sta
to run the markets this year.
ere is $194,306 in Adams County American Rescue Plan Act – ARPA – funding for produce vouchers through 2026. However, there is no funding that could replace the ARPA dollars, once they runs out, according to the sta report.
City council members were told the markets could continue this year with ve partial day markets hosted at various Adams County locations but there would be pre-packaged fresh food boxes available for patrons on ursday.
Most council members appeared supportive of contributing $19,443 to pay for three sta to keep ve-partial day markets in ornton. Marketgoers could then get prepackaged fresh food boxes on ursday.
Council members said the county should try to get more cities involved in hosting the markets and do more outreach for volunteers.
“Deeper outreach would soften that cost for us,” said councilmember Chris Russell. “ is is a really crucial and bene cial program, and we need to dig deeper for more resources to keep it going.”

Undocumented students in Colorado have gone on to be teachers, nurses and business owners thanks to a program that allows them to pay in-state tuition at public universities.
Now the future of that program and ones like it in 23 other states are in doubt after President Donald Trump signed an executive order that seeks to punish states and cities with so-called sanctuary policies.
e order, signed April 28, also speci cally calls out programs that provide in-state tuition for undocumented students who graduated from high school in that state or who meet other residency requirements.
Allowing in-state students who are not citizens to pay less tuition than out-of-state students who are citizens represents discrimination, according to the order, which says that the attorney general, in cooperation with the secretary of the Department of Homeland Security, “shall identify and take appropriate action to stop the enforcement of state and local laws, regulations, policies, and practices favoring aliens over any groups of American citizens that are unlawful.”
Advocates for immigrant students say that without in-state tuition, many undocumented students will struggle to a ord college. ey don’t qualify for any federal nancial aid and face other barriers to college.
“ is is absolutely essential for immigrant students,” said Raquel Lane-Arellano, communications manager for the Colorado Immigrant Rights Coalition, which fought to pass Colorado’s in-state tuition law in 2013. “It’s not these students’ fault that our immigration system is so broken. ey deserve the opportunity, just like all of their peers, to access higher levels of education.”

Improvements part of $830 million bond issue

Construction and upgrading information technology are at the top of the project lists for work crews in the Adams 12 Five Star Schools as the weather warms and classrooms empty. All the improvements are being paid for by the passage of a $830 million bond issue in November 2024, say school o cials.
Eight schools across the district are scheduled to begin general construction work this spring and summer. Projects at these schools include roof replacements, paving, and new playgrounds.

In addition to general construction, IT projects are taking place throughout the district. Upgraded network cabling will be installed in 12 schools, six of which are also receiving general construction work. e upgraded cabling will improve the reliability and performance of school IT infrastructure across the district, the news release states. Intercoms are also being replaced at two schools, and all district schools will have improved security cameras installed, in addition to general technological upgrades, the district states.
Work on IT projects will carry over into the 2025-26 school year, but
all work will be completed outside school hours to minimize disruptions.
According to the news release, these projects represent the rst round of investments outlined in the 2024 bond.
In the coming years, the district has a wide range of renovation projects planned at all its schools, according to the release. ese include the rebuilding of ornton High School and the north side of the existing FutureForward Bollman campus, as well as the construction of a central kitchen and food warehouse, which will allow the district to o er students a greater variety of healthy options while reducing distribution expenses. For many would-be homebuyers in Colorado, the biggest obstacle isn’t affording monthly payments — it’s saving up for a down payment. But there’s a lesser-known solution: a unique down payment assistance program connected to FHA that offers generous terms with fewer limitations than many alternatives.
I learned about this program from Jaxzann Riggs, owner of The Mortgage Network, who explained how this option helps buyers get into homes sooner - with little or no money out of pocket.
“Some buyers have strong income and credit, but they just haven’t been able to save enough for a down payment,” she told me. “This program bridges that gap - without the typical income or location restrictions.”
HOAP, and MetroDPA, these programs often have income caps and/or location limits.
But as stated before, the national FHAbacked option offers broader eligibility, no income or area restrictions, and more flexible terms, making it a strong option for buyers who are ready now.

Additionally, this program allows for higher debt-to-income (DTI) ratios, a hallmark of FHA financing. That means borrowers with student loans or other debt may still qualify.
This FHA-approved assistance is more flexible than many state or local programs. It comes in the form of a second mortgage behind an FHA loan, but here’s the twist: there are no income limits, no geographic restrictions, and more flexibility within FHA guidelines, compared to a conventional loan.
Buyers can use this program whether or not they’re a first-time homebuyer. It’s designed for those who are financially ready to buy but need help covering the minimum 3.5% down payment or closing costs.

Keep in Mind: Not All FHA Loans Are Eligible
It’s important to note that this assistance applies only to new FHA purchases. If you already have an FHA loan, you won’t qualify for this specific program — but there’s still a silver lining. FHA loans are assumable, meaning a future buyer could take over your low-interest mortgage without a rate hike, an incredibly valuable feature in a
“You can’t beat the ability to transfer a loan with no escalation in rate,” Jaxzann points out. “That’s something worth knowing if you already have an FHA loan.” Homeowners with existing low-rate FHA mortgages are sitting on a very valuable asset. When it is time to sell, they should consider allowing the new prospective purchaser to “assume” their existing loan.
This is done by having the prospective purchaser apply for a “qualifying assumption” with the lender that is currently servicing the loan. Because the prospective owner is qualifying to assume the existing loan, the original borrower is released from all future liability for the loan while allowing the new purchaser/owner to keep the original mortgage interest rate. The difference between the current loan balance and the purchase price of the home is paid to the seller in cash.
As with most zero-down options, there are considerations:
Interest rates will be higher than traditional FHA loans with full down payments. On a $500,000 home, that might mean around $550 more per month.
You will have to pay off any remaining balance on the second mortgage when you refinance or sell.
All FHA loans require mortgage insurance on the loan. This insurance protects the lender in the event of foreclosure.
Unlike mortgage insurance on conventional mortgages, 30 year fixed rate FHA loans require that the mortgage insurance remain in place for the life of the loan.
You must intend to live in the home as your primary residence at the time of purchase.
Still, for many buyers, the ability to get into a home now outweighs the costs.
“This program can open doors much sooner than people think,” Jaxzann told me.
“This is ideal for households with two incomes and/or those that might have been denied down payment assistance in the past because they exceed income limitations for other programs. If you’re ready to buy but short on upfront funds, it’s absolutely worth exploring.”

Colorado lawmakers on May 7 nalized a sweeping shift in how the state funds public schools, passing House Bill 25-1320 on the nal day of the 2025 legislative session. While most districts will see a boost in the coming year, a slow but steady transition toward a new weighted formula will leave some districts, including Je erson County, facing signi cant nancial challenges.
is shift in public school funding comes as lawmakers worked this spring to pass the 2025 School Finance Act against the backdrop of a $1.2 billion state budget shortfall. Initially, districts with declining enrollment faced steep potential cuts under a proposal championed by Gov. Jared Polis to eliminate “ghost students” from funding counts.
However, after weeks of negotiations, a bipartisan group of lawmakers introduced a compromise that preserves more stability for districts while slightly slowing the transition to the new weighted formula.
e compromise maintains the use of a four-year student enrollment average for the next year, protecting districts with declining enrollment and phases in the new formula more gradually over seven years instead of six.
It also sets a statutory minimum for total statewide funding in the 2025-26 school year, requiring the state to allocate at least $10 billion for all districts and institute charter schools combined.

e nal bill also caps state construction grants at $150 million to free up additional operational funding.
Even with these adjustments, school funding will increase statewide next year, although some districts with shrinking enrollment will see no additional money beyond a “hold harmless” guarantee — a provision that ensures districts receive at least as much funding as the previous year, even if their enrollment declines.
A new revenue stream
As part of a late-session amendment to the School Finance Act, lawmakers also created the Kids Matter Fund, a dedicated account that will receive a small percent-
age of state income tax revenue beginning in the 2026-27 scal year.
While it won’t immediately change funding levels, the fund is expected to support total program costs through 2030, then shift toward base and categorical funding. at long-term infusion could eventually help districts with high-cost student needs, though its exact impact remains to be seen.
Sen. Chris Kolker, who represents Arapahoe and Je erson counties, said the idea came from a shared concern that lawmakers could one day reverse course and divert money away from K-12 education.
By designating 0.065% of state income tax into a trust beginning in the 2026-27 scal year, the amendment ensures a baseline of protected funding for public schools.
“Let’s put a priority that we’re funding education,” Kolker said. “Granted, it may not be up to the adequacy amounts by those studies, but it’s a start, based on the formula.”
When the legislature passed a new
school nance formula in the spring of 2024, it promised that no district would lose funding immediately. at promise held for the 2024-25 school year:
• Every district was guaranteed at least as much total program funding as the previous year.
• A “hold harmless” provision ensured that even districts with enrollment declines received at least the same amount of funding they got for 2023-24.
However, the shift toward the new funding formula o cially begins in the 2025-26 school year. is year, districts’ funding will be calculated based on the greater of the two numbers:
• What the district received in 2024-25 (the hold harmless oor), or
• A phased-in amount that moves 15% closer to what the new, weighted formula would provide.
By 2027-28, the transition will accelerate, and by 2031-32, Colorado plans to fully fund schools using the new formula.
How several major metro districts are affected
A look at ve of Colorado’s largest districts shows how uneven the impact will be over time, according to the scal note attached to House Bill 25-1320 and data from the Colorado Department of Education:

• Cherry Creek Schools: Solid increases. Cherry Creek Schools received a solid funding increase in 2024-25 and is projected to receive an even larger one in 2025-26, with a projected gain of 7.8%. Stable enrollment and a growing population of at-risk and multilingual learners align well with the new funding priorities, placing Cherry Creek in a strong nancial position. While its enrollment has remained stable, Cherry Creek’s at-risk and multilingual student populations have grown. at demographic shift aligns with the new weighted funding priorities, resulting in a projected 7.8% increase in funding from 2024-25 to 2025-26.
• Douglas County School District: Relatively at. Douglas County saw a modest increase in 2024-25 and is projected for a at to slight increase of about 0.8% in 2025-26. While enrollment is declining, strong local property wealth and demographic balancing help the district maintain relative stability under the phased-in new formula.
• Je erson County Public Schools: Steep losses. Je co Public Schools is protected from immediate funding cuts in 2024-25, thanks to the hold harmless provision. For the 2025-26 school year, the district is guaranteed to receive at least as much funding as it did in the 2024-25 school year.
However, long-term challenges are building. Without the hold-harmless protections, scal note projections show Je co would face a 14.9% drop in total program funding under the state’s new weighted formula. Several factors are driving this risk:

• Property value surge: Rising home values increase local tax collections, reducing the amount of state funding Je co quali es for.
• New formula weighting: e new funding model places greater emphasis on at-risk and multilingual learners, areas where Je co’s demographics o er fewer additional dollars compared to other metro districts.
What the shift means for metro districts
e 2025-26 school year marks the beginning of Colorado’s shift toward a new vision of school funding, one that prioritizes student needs more heavily but also leaves some communities facing complex adjustments.
• Adams 12 Five Star Schools: Relatively at. For the 2024-25 school year, Adams 12 received a slight funding increase over the 2023-24 school year. However, by 2025-26, the district is projected to face a slight decrease of approximately 1.6%. Ongoing enrollment declines and fewer qualifying high-needs students are under the new weighted formula, contributing to this dip.
• Adams County School District 14: Small drop. Adams 14 saw at funding for 2024-25 compared to the previous year. For 2025-26, projections show a minimal decrease of about 0.6%. Despite longterm enrollment loss, the district’s high concentration of at-risk and multilingual

Charter schools will also see a share of the phased-in formula funding.
Another late-session amendment requires that charter and institute charter schools receive a per-pupil amount tied to their authorizing district’s incremental increase in 2025-26, ensuring they bene t proportionally as Colorado begins implementing the new formula.

The Colorado House of Representatives this week passed legislation that would provide a major financial boost to public safety and law enforcement training. The bill – SB25-310 – was co-sponsored by Rep. Shannon Bird of Westminster and passed the House by a voted of 55-9. The bill honors the intent of Proposition 130, passed by voters last year, to invest in new resources for the state’s po-
lice agencies, said Bird, a Democrat.
“Last year, Colorado voters approved Prop 130 to better support the recruitment and training of peace officers and ensure that families of first responders can receive death benefits after a tragedy,” said Bird in a news release. “This solution implements the will of the voters and supports our law enforcement departments and officers while maintaining funding for essential services like K-12 education and health care.”
SB25-310, also sponsored by Rick Taggart, R-Grand Junction, would implement the voter-approved Proposition 130 and direct a total of $350 million to keep Coloradans safe and to recruit new peace officers, hire additional peace officers, and provide continuing education and training for peace officers.
The bill would implement and create a
funding mechanism for the distribution of $350 million for local law enforcement officer recruitment, retention and training, the news release states.
The bill makes a one-time investment of $500 million of the general fund reserve in PERA and reduces future general fund payments to PERA by the amount of interest earned. It would then divert that amount to the new Peace Officer Training and Support fund each year, which will be distributed to local police departments, according to the legislation.
In addition, the bill would require a transfer of $15 million to the fund from the General Fund in 2026-27, and a minimum of $15 million from the general fund each year, regardless of the amount offset by interest earnings.
Once the full $350 million is fulfilled or
if the general fund reserve falls below $1 billion, the bill would establish mechanisms to effectively return the $500 million invested in PERA to the general fund, the news release states.
The bill would also implement the death benefit required in Proposition 130 of $1 million to the surviving spouse, family member or designee of any first responder who died as a result of injuries or an occupational disease sustained while performing their job and create the Death Benefit Fund.
The bill would transfer $5 million on July 1, 2025, and a further $5 million on July 1, 2026, to the Death Benefit Fund. Beginning in 2027, the bill would require an annual transfer from the General Fund to the Death Benefit Fund that restores the fund balance to $10 million.
The Regional Transportation District is launching an education campaign for employees and riders to identify and report human trafficking.
RTD said it is partnering with Truckers Against Trafficking – TAT – and the Denver Anti-Trafficking Alliance – DATA – to kick start a Human Trafficking Awareness Campaign throughout the RTD system. The focus of the campaign is to educate young customers, families and community members on how to identify and report trafficking, RTD says.
An RTD news release states that human trafficking is a serious crime that affects people worldwide, including in Colorado. It involves severe exploitation for labor or commercial sex through force, fraud or coercion. Victims may be forced to work long hours for little or no pay, and traffickers often take their identification, making it difficult to access transportation and human services, according to the news release.
Survivors often seek to escape by bus, train or flee to a transit center. As the region’s public transit provider, RTD is uniquely positioned to help identify and disrupt trafficking, the agency’s officials say.
“I value RTD’s partnerships with TAT and DATA,” said RTD General Manager and CEO Debra A. Johnson, said in the news release. “Collectively, we aim to educate employees, customers and the general public about human trafficking while sharing resources to help eliminate it in our communities.”
RTD Transit Police – RTD-PD - trains and certifies its officers to recognize, investigate and report human trafficking. RTD-PD also partners with the Denver Police Department and the FBI. The agencies work together to conduct an operation to better recognize and aid young adults who are at risk, runaways or
have been victimized, the news release states. These law enforcement agencies will continue to work together to support combined efforts focused on preventing human trafficking.
There are several “red flags” that may indicate an individual is a victim of trafficking. RTD says examples include individuals who are not allowed to speak for themselves, whose tickets and/or ID cards are being controlled by another person and minors who are unaware of the person they are traveling to meet or reference meeting “a friend from the internet.”

Colorado’s popular universal preschool program has dramatically increased the number of 4-year-olds who get statefunded preschool, but it’s unfolded largely without guardrails to ensure quality.
A report released by the National Institute for Early Education Research at Rutgers University highlights these twin realities and provides a more detailed look at where Colorado stands compared to other states.
Overall, the report suggests Colorado has prioritized quantity over quality as it moved from a small tuition-free preschool program for children with certain risk factors to one that’s open to all 4-yearolds. e state’s universal preschool enrollment numbers are impressive, with 70% of eligible children enrolled last year. at number helped Colorado leapfrog from its previous ranking of 27 to third in this year’s “State of Preschool” report. Only Washington, D.C. and Vermont had a larger share of 4-year-olds enrolled in public preschool programs last year.
Leaders at the research institute noted that California added more 4-year-olds to state-funded preschool than Colorado last year — 35,000 compared with 30,000 — but Colorado made far bigger gains than California when it comes to the percentage of children served.
“ e progress Colorado made in terms of enrollment and expanding access was pretty remarkable,” said Allison Friedman-Krauss, an associate research professor at the institute.
But Colorado’s showing deteriorated in the quality standards department. In the latest report, it meets only two of 10 benchmarks, down from four in the previous preschool program. e benchmarks, which describe state policies that promote high-quality classrooms, touch
on factors such as teacher training, curriculum, and class size.
Colorado o cials plan to put new rules governing universal preschool quality in place, but plan to postpone the start date by a year to July 2026. It’s the third time the rules have been delayed.
“ ey kicked the can down the road one more time,” said W. Steven Barnett, senior co-director of the institute.
Dawn Odean, the state’s universal preschool program director, acknowledged that the state has delayed the rules, but said Barnett’s statement is misleading because Colorado has been working on e orts related to quality for a long time and continues to do so.
She described the state’s approach as “going slow to go fast.”
Colorado leaders repeatedly pledged that universal preschool would provide high-quality classes, starting when they pitched the program to voters, who approved a nicotine tax in 2020 to help fund it.
But currently, the “universal preschool” label doesn’t indicate anything about the caliber of classroom a child will join. Rather, it simply indicates the state is paying for 10 to 30 hours of class time. Of about 2,000 preschools participating in the program, some are excellent and have high state ratings, some are weak and meet only basic health and safety standards, and some are in between.
Experts say high-quality preschool can produce short- and long-term bene ts for kids.
In the report, Colorado got credit for meeting two quality benchmarks: having a set of early learning and development standards and providing guidance to preschools on curriculum. While the state has not yet released a list of curriculum approved for use in universal preschool classrooms, that is slated to happen sometime this year.
Texas, Wisconsin, and Indiana are the only other states to hit only two of the institute’s preschool quality benchmarks. More than a dozen states and Washington D.C. meet 9 or 10 of the benchmarks. ey include two of Colorado’s neighbors: New Mexico and Oklahoma.
Colorado didn’t meet benchmarks requiring class size caps of 20 and stastudent ratios of 1 to 10. Both limits have prompted heated debate over the last two years. Some private providers have argued they’ll lose money if they have to reduce class sizes below the state’s current cap of 24 and ratios below the current limit of one sta member for every 12 4-year-olds.
By the 2027-28 school year, state ocials do plan to require the class size and ratio caps recommended by the research institute for universal preschool. ere’s one big exception though: Preschools that have one of the top two state ratings will be allowed to stick with the current caps.
Colorado also didn’t meet benchmarks related to the types of credentials teachers or assistant teachers should have or annual training and coaching for sta . Lisa Roy, executive director of the Colorado Department of Early Childhood, which administers the universal preschool program, said when Colorado’s rules on preschool quality are fully implemented over the next few years, she anticipates the state will meet at least half of the institute’s benchmarks.
Odean noted that the institute’s 10 benchmarks look at “outputs,” but that Colorado is focused on child outcomes.

Barnett said Colorado parents should think carefully before moving their children away from a high-quality program that’s not part of the state’s universal program to a lower-quality provider that is.
“When people did that in Quebec in response to [$10-a-day] child care … kids’ development su ered for a decade,” he said.
Barnett was referring to an e ort begun in the 1990s that o ered highly discounted child care to Quebec families. While the e ort allowed more women to join the workforce, many children were put in low-quality centers. Subsequent studies found negative impacts on children, including increased anxiety and aggression.
A 2019 study that revealed additional negative outcomes as the children became teens and young adults, concluded, “Our ndings provide strong support for the argument that the early childhood development environment is a crucial determinant of the long-term success of children.”

WASHINGTON — e U.S. Department of Homeland Security announced May 5 that the agency will provide $1,000 in what it called “travel assistance” to people in the United States without permanent legal status if they self deport.
It’s the latest attempt by DHS to try to meet the Trump administration’s goal of removing 1 million migrants without permanent legal status from the country. DHS Secretary Kristi Noem touted the option as cost-e ective.

e Trump order sets up a possible legal showdown over the state-supported tuition programs that immigrant rights and higher education-advising groups have called essential to help undocumented students access higher education and educate them to ll in-demand jobs.
Twenty-four states, including Colorado, Illinois, New York, and New Jersey, along with Washington, D.C. have programs that allow undocumented students to pay in-state tuition. While the programs have received bipartisan support, Republicans in several states have recently led bills to consider rolling back in-state tuition for undocumented students. Last week, Florida lawmakers ended the state’s decade-old program. e order adds to an already uncertain environment for immigrant students, who worry about the risks of lling out nancial aid paperwork while grappling with deportation fears. e administration argues in the order that some state and local o cials use their “authority to violate, obstruct, and defy the enforcement of federal immigration laws. is is a lawless insurrection against the supremacy of Federal law.”
States have a long history of o ering in-state tuition at public universities to youth who were brought as children and without legal status. Texas and California passed the rst laws in 2001, and other states followed with similar laws. Each varies in how they approach granting instate tuition.

Colorado’s Advising Students for a Stronger Tomorrow law, or ASSET, updated in 2019, says students must have attended a Colorado high school for at least one year before graduation or been physically present in Colorado for at least one year to qualify for in-state tuition.
New York’s law says students must have attended at least two years of high school in New York and graduate or receive a general education diploma. Students must also apply to a college or university within ve years and show proof of residency. ey must also sign an a davit saying they will le for legal status.
Illinois’ law has similar requirements, while New Jersey requires three years of residency.
National student immigrant advocacy organizations FWD.us, eDream.US, and the Presidents’ Alliance on Higher Education and Immigration all criticized the order. Collectively, they said states, colleges, and universities shouldn’t overreact and that the order hurts states that need quali ed workers.

Jared Polis said in a statement the administration is looking into the impacts of this order. e state remains committed to ensuring the state remains a destination for all learners, the statement says. e state has not led any legal action against the order, but leaders have been willing to push back on Trump administration orders.
Colorado’s largest university system also doesn’t plan changes at this time. University of Colorado System spokesperson Michele Ames said its schools are committed to following applicable laws and will not make any changes at this time. Other universities, such as the University of Northern Colorado, are monitoring the actions.
Schools across the state have also said that they won’t release individual student information, such as information about undocumented students who attend schools through the ASSET program, to the federal government without a court order or warrant, per federal student privacy laws.

There is exciting news to share regarding the Crown Pointe Academy Charter School in Westminster. ey broke ground on a new building located directly across the street from the existing campus at 2900 W. 86th Ave.
e $17 million project is for Pre-K through 2nd grade. e 26,000 square foot building will accommodate an additional 275 students with 14 new classrooms. e expansion will create 30 new full-time positions, further strengthening the school’s role as a high-performing school of choice for Westminster families.
Congrats to their Board of Directors in launching this welcome addition. Crown Pointe has served the needs of the area for the past 27 years and became a reality with a special partnership between Adams County School District 50 (later Westminster Public Schools) and the City of Westminster.
Hyland Hills Park & Recreation Board election results announced
e May 6 Board of Directors election results are in, but are preliminary in nature.
Voters supported the continuation of major improvements throughout the District with both incumbent Board members Warren Blair and Margaret Gutierrez being re-elected.
e third Board seat was won by Lori Mirelez who previously served on the Board from 2014-2022.
e District must await any overseas ballots to be counted. Hyland Hills is making bene cial improvements throughout the District utilizing the voter-approved bond issue funding.

The return of warmer weather to the Front Range adds a bit of dread to my mind. You see, it reminds me that one of the most frustrating parts of multiple sclerosis comes when it is super-hot. Heat wears me out incredibly quickly, making me feel like I am trying to walk through knee-deep quicksand to do anything. It is a feeling that is all-encompassing for my body. You might think the answer is to stay inside as much as possible. e problem is, cold air tightens my muscles and makes it di cult to bend and move around. So, a week of extreme temperatures leaves me deciding between navigating energysapping heat or muscle-tightening cold. We all face di erent struggles; mine are very present in weather extremes.
Last summer, we experienced a week of 100-degree days. For much of the week, I trudged, doing what we all do when we have struggles: I put one foot in front of the other, moved forward as best I could, and stayed
laptops, recycled all the paper and nished another hectic legislative session. To their credit, they overcame the $1.2 billion de cit in the 2025-2026 state budget with funding in the key areas in decent shape.
First and foremost was to have as much funding as possible for K-12 schools, Medicaid and higher education. It is unfortunate that transportation took some hits, but those will be addressed next year.
Regarding the funding for school breakfast and lunch for all K-12 students, the legislature is deferring to the voters in November to decide whether to keep the current program or cut back to only those students who nancially qualify for the meals. At least this time the legislature didn’t raise the gasoline tax via a so-called “fee” or increase the fees on license plate renewals.
Remember, you have to look and nd the silver lining!
Get ready for the big parade I love parades especially in connection with the holidays or local town/city celebrations. I have mixed feelings about the June 14 parade which President Trump is promoting and hosting.
It is to celebrate the 250th birthday of the U.S. Army. I was a member of this branch of the military during the Vietnam era, but can’t say how proud I was to serve (not in Vietnam).
However, it also will be to celebrate the President’s 79th birthday. Trump has wanted a big military parade for years and now he can order it!
According to sources, the Army was already planning a parade anticipating 150 vehicles, 50 aircraft and 6,600 soldiers. Hmm, why not 7,900 soldiers?
Besides the military equipment and soldiers, there will be reworks and a day-long festival on the National Mall with military demonstrations, musical performances and a tness completion.
Something for everybody I would say!
While the size of this parade would pale in comparison to what Mr. Vladimir Putin or Mr. Xi Jinping would organize for their regular military parades, it should make the President happy. After all, that has become the test - what will make President Trump happy.
So, mark your calendars for June 14 and get your Trump banners out in full display. I’ll be at the end of the parade scooping up the horse stu , but I don’t think one shovel will su ce!
Broomfield is following state mandates on higher density housing
Since the state legislature passed House Bill 24-1313 last year mandating up to 40 dwelling units per acre in “transportation zones” and transit centers, we have not heard a great deal from municipalities across the state either rejecting or approving the much higher density in designated zones.
Westminster rejected the whole idea. Broom eld City Council has directed sta to move toward compliance. However, some members were opposed to the provision of administrative reviews on apartment developments on land that is ve acres or less.
e calculation for Broom eld to comply would allow 11,500 apartment units. No developers have stepped up thus far to indicate an interest in building all or a portion of this block of apartments. Nor has it been announced or determined what the rental rates would be.

It’s time to focus on enhanced cooperation
Seeing the results of the Hyland Hills Board election reminded me of a former time when the City of Westminster, Hyland Hills Parks & Recreation District and Westminster Public Schools enjoyed a close working partnership. Today there is hardly any cooperation or communications between Hyland Hills and WPS. e City and Hyland Hills are doing more in the way of public improvements especially involving Carroll Butts Park. Certainly, there is room for stronger relationships between WPS and the City.
Once upon a time, School Superintendent Mike Mazzarotti, Hyland Hills Executive Director Greg Mastrioni and City Manager Bill Christopher saw the need and bene t to come together and work closer with each other.
ey saw the importance of sharing with a common constituency for the betterment of the whole community. Whether it was the city sharing the best asphalt price or the school district sharing its diesel fuel price or Hyland Hills sharing its Pepsi Cola contract, all three entities bene tted.
We have lost that philosophy over the years. Yes, there have been some sensitive political situations and cold-shouldered decisions turning more inward along the way. However, that does not have to dictate how the entities could work together today. ere are plenty of opportunities which would bene t the mutual constituency as well as improve each organization.

It was in my week of trudging that I had two appointments where I was asked questions that made me think about things in a di erent fashion.
I was with my chiropractor, Dr. Danielle Wesley, and she simply asked the question, “Are you keeping a journal of your victories so that you have something to look at when you feel like you are not making progress?” I had to answer “No,” but the brilliance in what she was asking me was clear because as soon as she nished the question, I could name ve or six things that had gone well in what I perceived as my week of trudging.
Please humor the author of this letter and imagine what it must be like to be a humble prairie dog; to watch the world around you become smaller, more unfamiliar as it presses in around your home. To be treated like a pest, a nuisance, or even a danger just for existing. Prairie dogs are often seen as a problem to eliminate despite the key role they play in Colorado’s landscape.
ey are a ‘keystone species’ and ‘ecosystem engineers,’ meaning they play a vital role in keeping our beautiful prairies alive and healthy. In fact, they support an entire ecosystem of predators, prey, insects and plant communities (over 100 species!) and prairie dog towns have been referred to as the “coral reefs of the prairie” and a “biological oasis” by the National Park Service. ere are many myths about prairie dogs. Perhaps the one I have heard the most is that they carry diseases.
e fact is that it is not easy for prairie dogs to transmit plague to people. e plague is transmitted through the bites of infected eas, not prairie dogs themselves. Prairie dog eas are very host-speci c and therefore generally avoid humans and other animals.
Prairie dogs are not known to contract
rabies and while they can contract other diseases, they die from these diseases and therefore cannot be carriers. e odds of prairie dogs spreading diseases to humans are incredibly low and are often exaggerated by misinformation. erefore, the risk of disease does not justify the widespread extermination of prairie dog colonies.
While driving through developing parts of Westminster and Broom eld, my heart breaks at how these innocent creatures are surrounded by encroaching construction. I worry that they are only temporarily safe and that development will harm them and therefore all of us that live in this ecosystem we call home.
Prairie dogs are not pests, they deserve our protection. ey deserve to be looked after and left in peace–they were here before any of us.
is letter is a plea to anyone who might care to look to your representatives for their protection, to care about the land before it becomes a parking lot. eir habitat is shrinking and their numbers are too…we must protect them before they are pushed to endangerment or even extinction. If there are prairie dogs near you, please speak up for them before it is too late.

The National Renewable Energy Lab in Golden fired 114 of its thousands of staffers and contractors May 5, as part of the Trump administration’s efforts to sharply trim research spending across nearly all fields supported by federal agencies in the past.
The laboratory staff laid off includes employees and subcontractors in both research and operations, NREL said in a statement. “We appreciate their meaningful contributions to the laboratory. NREL’s mission continues to be critical to achieve an affordable and secure energy future,” the statement said.
But the layoffs could just be the start of slashes to the 3,675 employees NREL most recently listed on its website, if President Trump’s fiscal 2026 budget proposal survives at all intact through Congress. The White House is pitching $19.3 billion in cuts to the Department of Energy’s allotted 2025 spending, according to the website utilitydive.com.

Then Bear, my service dog in training, and I had a session with our coach Ana and she asked the question, “What do you and Bear do for fun?” I could name several things that we do, each example I shared made me smile as I thought about his antics and the games we play.
The next day I was again trudging, doing some watering when Bear, as if right on cue, climbed a tree, looked at me, jumped down and climbed it again. It was as if he was reminding me about having fun and marking my victories. It was a simple moment of fun, it elicited a quick smile and a little laugh, and it made me appreciate the victory present in the fact that I could do the watering.

Almost 53,000 Coloradans were homeless in 2024
I know there are too many different numbers floating around out there regarding homelessness. This latest figure shocked me which came from a compilation of reports and counts which in themselves show the difficulty in pinning down the number of homeless people across the state.
To show the stark contrast with the 52,806 who “sought housing and services related to homelessness”, the Department of Housing and Urban Development’s Point-in-Time only captured 18,715 in Colorado. This new report breaks down the demographics to get a better impression of who the homeless are.
It showed over 28,000 had disabilities. Close to 16,000 individuals or 30% experienced long-term homelessness
out of its way to ridicule renewable energy research and subsidies promoted heavily by the Biden and Obama administrations: “The Budget cancels over $15 billion in Green New Scam funds committed to build unreliable renewable energy, removing carbon dioxide from the air, and other costly technologies burdensome to ratepayers and consumers,” the budget proposal says.
“NREL continues to navigate a complex financial and operational landscape shaped by the issuance of stop work orders from federal agencies, new federal directives, and budgetary shifts. As a result, NREL has experienced workforce impacts affecting 114 employees across the laboratory, including staff from both research and operations, who were involuntarily separated today,” NREL’s statement said.

but there are moments in every struggle that make us feel like any action is difficult. When you hit your trudge spot and it feels like everything is a battle, I hope you will both take a moment to look at a list of your accomplishments and that you will find a way to have some fun.
Moving through a struggle is easier when you can reflect on the progress you have made and find a moment to smile. I am not saying it is easy, but you have got this.

A majority (82%) of these were single adults who are 25 or older. More than 4,000 households or 8% were classified as youth (24 or younger) including minors under the age of 18. When looking at race and ethnicity, 53% were white with about 17% as African American, 15% as Hispanic or Latino, 5% as multi-racial and 5% Indigenous.
While all of these reports and studies identify the key problem of an undersupplied housing stock in prices which low income/no income can afford, no one has the solution on how to get sufficient low-cost housing units made available to the people in need in sufficient quantities. The problem is simply too large to handle.
While each town, city or county must “keep on keeping on” with its own small share of new reasonably priced housing, there is no one out there who has the means to solve the problem. It’s depressing, but true.

With the weather getting warmer and summer just around the corner, it’s time to hit the road — and the stacks.
While Denver Public Library’s Central Branch is a Colorado landmark, it’s not the only library worth the trip. Scattered throughout Denver metro are unique libraries, lled to the brim with books and other resources waiting to be discovered.
Coloradans are lucky enough to be able to get library cards in nearly every library district, regardless of whether they live in the district or not. Patrons just need to bring in a Colorado State ID or other proof of address, and they’ll be able to register for a library card.
Summer reading programs are also just around the corner, and they’re not just for kids. Many libraries will o er special programming to inspire a love for reading in kids, teens and adults alike. To get ready for a literary adventure- lled summer, hop in the car, stock up on library cards and discover what each library has to o er.
Columbine Library, Je erson County Public Library

Seated within Robert F. Clement Park, Columbine Library has books — and views — to share. e library’s west side features oor-to-ceiling windows with a panoramic view of Johnson Reservoir with the mountains behind it. Around the window, tables and chairs abound, giving visitors a cozy spot to study, read or just hang out.
“We are very lucky to have — in our biased opinions — one of the best locations in Je co Public Library,” said Columbine Public Services Manager Julianna Sipeki. “Nestled against the foothills, we are located in the beautiful Clement Park, where we host some of our outdoor programs, like birdwatching.”
However, great views aren’t all that Columbine Library has to o er. In addition to over 100,000 physical books and other materials, the library has Culture Passes for local museums, Chrome-
books and Wi-Fi hotspots that patrons can take home, access to apps for streaming music and movies and access to 133 di erent research databases.
“We wish everyone knew that you can use all of our library services at no cost,” said Sipeki. “It costs nothing to get a library card, we don’t charge to book meeting or study rooms, there’s no charge to attend any program and we don’t charge late fees. You don’t even need a library card to come in and attend programs or use a computer.”
With dedicated sections for children and teens, study rooms and local businesses nearby, the library o ers a spot for anyone to hang out.
“We want people to know libraries are so much more than just a place to check out a book,” said Sipeki. “We are a place to meet your neighbors and make new friends; a place to learn and expand your worldview; a place to practice a skill or start a new hobby; or simply, just a place to spend an hour of your day.”
Bemis Public Library

Nestled in a sleepy grove across from the Littleton Historical Museum, Bemis Public Library is one of the few independent libraries in the metro area, meaning it is not part of any library system.
Instead, the library was built by the City of LIttleton in 1965 and is the namesake for former Littleton Independent Publisher Edwin A. Bemis.
Now, the library — which is walking distance from Downtown Littleton — sports a large kid’s section that sometimes hosts storytimes, as well as a teen area that is separated from the rest of the library.

groups the library welcomes through its doors. e library also eliminated overdue fees in 2023 as an e ort to become more equitable to patrons.
Koelbel Library, Arapahoe Libraries

Arapahoe Libraries comprises eight community libraries, a jail library and a bookmobile, all of which provide valuable resources to their patrons.
Oliver Sanidas, the executive director of Arapahoe Libraries, said that Koelbel Library in particular offers unique programming thanks to its cafe, meeting spaces, 39-seat theater, outdoor space and public art installations.
“We want to provide a place and services that help meet not only the information needs of our patrons, but also the social needs,” Sanidas said. “ e library provides a place for people to connect with others who
share their interests and passions. We do this through events and programs, and by providing spaces for patrons to meet, work and enjoy fun activities.”
Sanidas said that meetings rooms are used for birthday parties, business owners use the library’s cafe to meet with clients, tutors can meet with students and adults participate in book clubs and open mic nights at the library’s facilities.
“We want our library to be a community hub,” Sanie library’s cafe serves bites and sips from local vendors, and o ers a rotating series of drink speciale. e Koelbel Library Cafe is currently featuring a Purple Rain Latte, a Crimson and Clover Latte and a Strawberry Fields Lemonade.

Many people think of museums as places that have all the answers, but that’s not always the case. And sometimes that makes for a more intriguing story.
Such is the case for the latest exhibition at the History Colorado Center, e Disappearance of omas Riha, which takes a local mystery and investigates the many remaining unanswered questions.
“ is is a true crime cold case that’s never been told publicly in a museum setting,” said Katherine Mercier, exhibition developer and historian at History Colorado. “We felt we nally had the space to experiment with the kind of exhibit we’ve never done before.”
e Disappearance of omas Riha will be on display at the Center, 1200 Broadway, Denver in Denver, through March 15.
According to the provided information, the exhibit tells the story of University of Colorado Boulder Russian history professor omas Riha, who vanished on March 15, 1969, right in the middle of the Cold War.
e exhibition features never-beforedisplayed declassi ed documents from the Central Intelligence Agency and the Federal Bureau of Investigation, and is deepened by History Colorado’s archives. Museum researchers had a wide range of materials to use, including the journals of a woman who may or may not have played a role in Riha’s disappearance.
“Despite the case never being solved, we have hundreds of pages in our collection that provide unique insights,” Mercier explained. “We don’t claim to have the answer as to what happened, but
we want people to be able to go through the evidence and come up with their own theories. ere’s even a space at the end of the exhibition where guests can share them.”

While the mystery is the main draw of the exhibit, Mercier said she also hopes visitors get a glimpse of Colorado’s role as a hotbed of activity during the Cold War. With sites like Rocky Flats and the Air Force Academy, the state saw plenty of intrigue.
“People may not understand how big the Cold War was and how it integrated itself into everybody’s life,” she said. “I hope people think about what it would’ve felt like to be living at the time and how they would cope.”
Riha’s disappearance received a great deal of press coverage at the time, but eventually faded away, leaving everyone without answers. So, this exhibit was carefully designed to also include the stories of the people who were a ected.
“ e exhibit focuses on the people and lives that were wrapped up in the events,” Mercier said. “ omas had a family that never got answers about what happened to him. is is ultimately a story about humanity.”

e greatest alpine skier of all time is stepping onto the soccer eld, as an owner.
Colorado’s own Mikaela Shi rin is joining the ownership group of the National Women’s Soccer League’s Denver expansion team, the team announced May 6.
With 101 World Cup victories, two Olympic gold medals and eight world championship titles, Shi rin is widely considered the most decorated alpine skier in history. Born and raised in Vail, she started competing on the World Cup circuit at age 16. Shi rin is the only athlete to win all six of the World Cup disciplines: slalom, giant slalom, super-G, downhill, combina-
tion and parallel combination. In 2023, she won the annual ESPN award as the best athlete in women’s sports and was one of Time magazine’s 100 Most In uential People.
e skier joins an ownership group led by Rob Cohen, CEO of Denver’s IMA Financial Group, and Ariel Investments Co-CEO Melody Hobson through Project Level — Ariel’s fund dedicated to invest-
ment in women’s sports. e Colorado Sun asked NWSL Denver what percentage of the team Shi rin would own. ey declined to provide the information. “ e sport culture in Colorado is rich and deep, and — most notably — the growth of women’s sports is one of the most exciting movements in our culture today,” Shi rin said in a statement. “To be part of it, and to help bring professional women’s soccer to Colorado, is not only an incredible investment opportunity — but it is both an honor and a joy.”
Denver was announced as the 16th NWSL team in January. eir $110 million expansion fee is the most expensive in U.S. women’s sports history. Since then, the team has been rapidly preparing for its 2026 season debut. In April, the team announced Jen Millet as its rst president. Millet has served as chief operating o cer of Bay FC and previously worked for the Golden State Warriors, StubHub and Pandora.
In April, the team surpassed 10,000 season ticket deposits. ey are partnering with the Cherry Creek School District to build a temporary venue in Centennial for their rst two seasons. A 20,000-square-foot, purpose-built training facility will also be located on the same property.
e ownership group and Denver Mayor Mike Johnston are asking the City Council to approve $70 million in public funding to help build a stadium at Interstate 25 and Broadway at the Sante Fe Yards. e total cost would range from $150 million-$200 million and be built by the team.

Go signed to play at George Fox University in Newberg, Ore., about an hour’s drive southwest of Portland. She compiled 275 kills in 85 sets, an average of three kills per set, tops on the squad. Her .288 hitting percentage also was tops on the team. She totaled 54 aces, second on the team, and 17 total blocks.
e Ravens were 14-11 this season and nished second in the class 4A/5A Rocky Mountain Conference.
Adrian Solano, baseball, Calvary University
Solano signed on with Calvary University in Kansas City, Mo.Solano is batting
.278 through 22 games this season. He has a triple on his resume, and he’s driven in ve runs. A sleason ago, he batted .231 for the RAvens and drove in three runs in 16 contests.

Alora Tortorelli Cruz, track and field, Colorado State University
She is o to Fort Collins to run track and eld for the Rams of Colorado State University. She’s won three individual titles in the 100-meter dash this season. Her most recent was at the Denver West Cowboy Invitational. She took rst place in a pair of 200-meter dashes, including the Rocky Mountain League meet late last month. She also takes part in the 400-meter run, where her top time is 59.82 seconds, also set at the conference meet.
Araceli Rueda, women’s volleyball, McPherson (Kan.) College McPherson (Kan.) College will be home to the Ravens’ Araceli Rueda. She compiled 15 assists for Riverdale Ridge this season and a servings average of 91 percent. She also piled up 295 digs in 68 sets this season, an average of 15
per match. As a junior, she had eight assists, an 83 percent serving average and amassed 166 digs in 68 sets.
Dylan Nieto, basketball, Ottawa University Nieto will take his basketball skills to Ottawa (Kan.) University. He averaged 17 points, ve rebounds and ve assists in 22 games for the Ravens this season. He averaged a bit more than two steals per game as well. Nieto made 48 percent of his 2-point eld goal attempts and 767 percent of his free throws. Riverdale Ridge was 11-12 this season and nished third in the class 5A/6A Rocky Mountain Conference.
Landon Brophy, baseball, Northeastern Junior College So far this season, Brophy has a batting average of .373. Four of his 22 hits are for extra bases. He’s stolen 10 bases, and he’s driven in 13 runs.
As a junior, Brophy drove in 24 runs and batted .375. Seven of his 21 hits were for extra bases.

e County is considering several electric mobility programs and is gathering community feedback to shape these decisions.
e project is focused on nding practical solutions to travel challenges people in unincorporated Adams County experience. Several programs are being considered for a pilot project. ose include E-bike/E-scooter share programs (sometimes called “micromobility”) that allow community members to rent an e-bike or escooter for short amounts of time. Also being considered are Carshare programs – that allow community members to rent vehicles for short periods – and community shuttle programs that o er exible shuttle or van services that operate either on a xed schedule or on-demand, allowing community members to book trips via an app or phone call.

A copy of such proposed amendment has been filed in the office of the City of Westminster Finance Department, where the same is open for public inspection; such proposed amendment will be considered for adoption at a special meeting to be held on May 19, 2025 at 7:00 p.m. Any interested person may inspect the proposed supplemental appropriation and file or register any objections thereto at any time prior to the final adoption of the supplemental appropriation.

Notice is hereby given to all interested persons that a public hearing will be held by the Planning Commission of the City of Westminster on Tuesday, May 27, 2025 at 7:00 p.m. at Westminster City Hall, 4800 W. 92nd Ave, Westminster, CO 80031. The property owner of the land at the northwest corner of Federal Blvd and W 82nd Ave has submitted a Rezoning, Preliminary Development, and Official Development Plan to the City for review. The proposed development includes a rezoning to Planned Unit Development (PUD) and the construction of an 8,691 square foot equipment storage barn and associated improvements. The existing homes will remain on the site.
Planning Commission Action: The Planning Commission will make a recommendation to City Council of approval or denial of the Rezoning, Preliminary Development Plan and Official Development Plan proposed for the property.
