Public hearing on downtown land use approaches Amendments to code could limit building height, parking; public can weigh in Oct. 6

Littleton City Council is gearing up for an Oct. 6 public hearing on changes to land use codes in downtown.

Council will decide on a package of amendments relating to development at the hearing, on topics including building height and parking.

The land use codes won’t be on the books for long, however — the current code revamp is intended to serve as a “bridge” while city staff and boards work on a total overhaul of the city’s land use codes, called the Universal Land Use Code or ULUC. The ULUC will serve as the culmination of the Envision Littleton project, a years-long endeavor to craft a new citywide land use code, following the ratification of a new citywide comprehensive plan or “complan” late last year. The ULUC is expected to be completed by October 2021.

“We’re talking about a seismic shift” in how land use is governed in Littleton, said City Manager Mark Relph at a Sept. 22 study session that examined potential amendments to the code.

State plan would unify mental health services Fragmented system now in place needs to improve, task force says

When Vickie Zacher found out her 11-year-old daughter was getting notes from kids at school suggesting that she kill herself, the Eagle County mom took her to a mental health counselor.

A program through Zacher’s job paid for three, one-hour sessions. But the price for more sessions was $270 per hour, and Zacher couldn’t afford it.

When her daughter turned 12, the girl’s pediatrician discovered she had been cutting herself and suggested she take medication. The first psychiatry appointment Zacher could get for Olivia was two months out.

A few weeks before that January 2018 appointment, 12-year-old Olivia tried to kill herself. The girl spent a few days in an in-patient Denver behavioral health program and was released after telling doctors she was no longer suicidal — a lie that other hospitalized children suggested the girl tell if she wanted to go home.

Zacher knew her daughter was still struggling, so she restarted her search for help and found a partial-hospitalization program. Olivia attended for 12 days — until the family’s insurance company said it would no longer pay.

On Feb. 7, 2018, three days after her 13th birthday, Olivia came home from school and killed herself. “My worst nightmare became real,” Zacher said.

Public Health and Environment, yet crisis services — including 24-hour, walk-in services for mental health — are overseen by the Colorado Department of Human Services, for example.

Substance abuse programs are housed within the human services department, but many are funded by state Health Care Policy and Financing.

“If we’re trying to prevent suicides, we also need to make sure we have a response to suicide and they are connected to each other,” said Robert Werthwein, the director of the state Office of Behavioral Health, which will oversee the new administration.

“We’ve really got to pull substance abuse and mental health together.

We’ve got to stop treating them like they’re two different systems.”

The task force, which included 27 members ranging from mental health experts to county commissioners, wants the new state office to serve as a single point of entry for behavioral health care. The point is to avoid stories like the one shared by Zacher, who felt alone and without an advocate for her daughter as she tried to navigate the complex systems of treatment and insurance coverage.

Care coordinators at this new office would link Coloradans with the right programs and help set up funding, replacing a system that, for example, sends a person to one office for mental health care and another office to set up addiction treatment.

“If people walk in the door and say we need help, we’ve got to adapt to them, not them adapting to us,” Werthwein said. “We will walk with you through this very hard time.”

But there is no new money for what Lt. Gov. Dianne Primavera called a “massive transformation” of the behavioral health system, at least not initially.

Michelle Barnes, executive director of the state human services department, said the governor “has made it very clear that this isn’t the time to be putting a lot of budget proposals forward.”

“And we adapted and we changed and we are happy to say that this will cost you nothing new,” she said.

For now, the office will operate on existing funding within the state human services department. It’s unclear, however, how it would provide coordinated care navigators without additional resources.

Polis, who established the task force in 2019, praised the group for designing a “system that puts people first.”

The current system is too fragmented, he said.

“It means too many Coloradans are slipping through the cracks when there are ways to help them,” Polis said. “We need to streamline this.”

For Zacher, help never came, no matter how many calls she made and how many times she argued with her insurance company.

“I do feel my daughter could have been saved, but she was just a number pushed through the system that failed us,” she said. “No one took the time to completely understand what my daughter was going through so they could help her.”

Arapahoe County public works department seeks input from residents STAFF REPORT

The Arapahoe County Public Works Division is seeking input from residents, specifically those who drive, bike or walk within the county’s transportation system.

Officials want to learn the community’s priorities to help determine investments in the transportation network and plan for the future, according to a county news release.

Residents can join the conversation by taking an online survey, dropping a pin on an interactive map or sharing ideas on virtual sticky notes at www.arapahoegov. com/2117/Transportation-MasterPlan-Feedback.

Among the priorities already identified is easing traffic congestion.

“With growth and more cars on the road, creating a vision for the approximately 1,100 miles of roads that Arapahoe County maintains will be essential to minimize congestion, preserve our quality of life, ensure shorter response times in emergency situations across the County and manage future growth,” the news release states.

Littleton Public Schools struggling with growing quarantines Hundreds sent home at multiple schools; superintendent wants regulations relaxed

Littleton Public Schools continues to endure widespread quarantines across the district as students and staff sporadically test positive for COVID-19, leaving students, parents and teachers frustrated and overwhelmed.

Between Aug. 24, when in-person learning resumed, and Sept. 25, the district has seen 19 quarantines, spurred by 19 positive cases. A cumulative total of 768 students and 103 staff at seven schools have been sent home for two-week quarantines so far this school year, according to district data.

Because none of the cases have been shown to have been transmitted within schools, none qualify as an outbreak as defined by the Tri-County Health Department, said district superintendent Brian Ewert.

The sporadic partial quarantines have left teachers reeling, said Amanda Crosby, the head of the district’s teachers union.

“There just aren’t enough teachers or enough substitutes,” Crosby said.

“Staff is absolutely exhausted.”

Because the district adopted a “hybrid” model — a model that sees kids in classrooms just two days a week, spending the rest of the week online — teachers are on the hook to create lessons for the classroom and for students at home in quarantine, Crosby said.

“It’s getting very difficult to do this job,” said John Solomon, a teacher at Littleton High School who called into the Board of Education’s Sept.

24 meeting.

“There’s no relief in sight,” Solomon said. “We’re all feeling quite burned out.”

A shortage of substitutes prompted the district to close Heritage High School to in-person learning completely in early September, after about a third of the school’s teaching staff were quarantined.

The shutdowns and measures against the virus have left parents exasperated, with some calling for a return to full-time in-person learning.

One parent of a ninth-grade student under a quarantine who called in to the Sept. 24 meeting said his son is struggling in his advanced calculus and physics classes, which translate poorly online.

“I understand the desire to keep children safe, but fear seems to be the dominant factor,” the parent said. “Parents and teachers are doing the best they can, but this is a poor facsimile … remove the shackles from our education system, and bring back the full-time experience.”

Another parent of a high school student who called into the meeting said she feared ongoing quarantines

and isolation would wreak havoc on youth mental health.

“We’re laying the groundwork for social and emotional issues to come,” the parent said. “Connectedness between individuals can be protective and prevent suicidal thoughts and behaviors … these are words to heed in times of unnecessary and very exaggerated quarantines.”

Ewert, the superintendent, said he feels caught between a rock and a hard place.

“Yes, the quarantines are somewhat overreaching,” Ewert said, saying the district is beholden to guidance from the Tri-County Health Department and the Colorado Department of Public Health and Environment.

“When we have one case, in effect everyone who was in a classroom with that person goes on quarantine,” he said. “That’s an incredible amount of people. We’d like to tighten that up to everyone within six feet for more than 15 minutes, but the health departments aren’t ready to go there.”

Ewert said his frustration is compounded because so far none of the students or staff who have been quarantined have come down with symptoms or cases themselves.

“It does not seem to be spreading at school,” Ewert said. “It appears our face mask and distancing efforts are working.”

Ewert said he was further frustrated in mid-September when Gov. Jared Polis announced many school sports, including football, could restart, which he said seemed to undermine the strict measures the district has taken to keep students separated.

“I really don’t see how that’s helpful in the face of the tight parameters the health department has us under,” he said. “If COVID is what the experts say it is, football sure sounds like a super-spreader situation to me. I hope I’m wrong.”

There’s another wrinkle: The district’s fully-online alternative to in-person learning, called TOPS, is beginning to shrink in enrollment as students trickle back into classrooms.

At its highest, TOPS had 1,740 students in all grades, Ewert said, but that number has since declined to just over 1,600.

Some parents said they overestimated the amount of support they would get online, Ewert said, though he noted that surveys found more than half of parents who responded said they were satisfied with the program.

The problem? The more students return to the classroom, the more difficult it becomes to maintain social distancing protocols.

“There’s simply no way I can have 2,000 at Arapahoe (High School) and keep them six feet apart,” Ewert said.

Ewert said the current regulations may soon force more schools to close to in-person learning.

“We just don’t have the staff coverage to keep this up,” Ewert said.

“People don’t realize the amount of time and energy we’re spending trying to keep schools open.”

Pandemic is unusual crisis hurting college enrollment Hard times usually cause numbers to rise at community colleges

The coronavirus pandemic is causing fewer students to enroll in Colorado’s community college system this fall, especially those who are first-generation and low-income.

The roughly 9% drop in enrollment highlights the brutal situation that COVID has created and decisions thousands of students face. The pandemic also is altering student behavior patterns. Typically, community college enrollment increases during an economic downturn.

That’s not the case right now.

Community colleges tend to educate students who are more likely to be adults, low-income, or first-generation than are students in four-year colleges. Schools have shifted to hybrid instruction to ease coronavirus concerns about the spread of the virus, and online enrollment has grown. But that doesn’t ease the challenges students face and that are exacerbated by the virus, such as feeding families, needing to work, and having a harder time juggling finances while attending school.

If institutions can’t find a way to lure students back, it could affect the long-term prospects for both students and colleges.

Community College of Aurora

President Betsy Oudenhoven said enrollment at her college has decreased 18% from last year. Surveys of the Aurora campus show students who are low-income, first-generation and not from the U.S. have been more likely not to attend this fall — groups that make up a large share of her student body.

“It just feels like layers and layers that have hit our students really hard,” Oudenhoven said.

State data show that university undergraduate enrollment also is decreasing.

David Baime of the American Association of Community Colleges said that nationally two-year colleges are experiencing a 10% to 12% decline in enrollment.

Out of the ordinary The decrease is atypical. Even during the Great Recession, as in other economic downturns, community college enrollment increased. That’s because people might seek out new skills and credentials that they hope will make them more employable. But it appears that COVID is squeezing people harder.

“Community college students are typically working more. They’ve got more familial responsibilities,” Baime said. “All these things have made them the likeliest people to be impacted by this.”

Colorado’s community colleges are seeing pronounced declines this year among first-generation students, with numbers dropping by 16%. Meanwhile, Pell Grant-eligible students who receive more federal aid due to

Almost every community college is enduring student population declines. But the Colorado Community College System has lost fewer students than it feared, said Joe Garcia, the system’s chancellor.

“For a while, we thought we were going to be down 30%, and that was quite alarming,” Garcia said.

Arapahoe Community College President Diana Doyle, who heads one of two schools in the state that saw enrollment increases, said factors behind the growth include serving a greater proportion of middle-class students, and a smaller segment of lowerincome and first-generation students than at other community colleges.

The virus, however, has changed Arapahoe’s demographic, she said.

More students who typically would attend a four-year university are attending Arapahoe instead, Doyle said.

State universities see declines The changes in student behaviors also have affected state universities.

Undergraduate enrollment has fallen at the University of Colorado system, the Colorado School of Mines, Western Colorado State University, and Adams State University, according to numbers provided by the Colorado Department of Higher Education.

Adams State experienced a 6% dip in undergraduate enrollment.

The school, however, is reporting flat enrollment this fall thanks to an increase in graduate students.

Adams State expanded opportunities at its graduate schools to students who might need additional training during the pandemic, said Cheryl Lovell, the school’s president.

Half of the regional university’s population in Alamosa is considered in high financial need, Lovell said.

“We knew our growth in graduate programs would not only meet workforce demand to provide highly trained, skilled advanced employees,” Lovell said. “It also provided an upward mobility for our students to advance themselves professionally.”

At the Community College of Aurora, Oudenhoven said the enrollment dips won’t impact student services and support this year. The enrollment declines won’t prompt immediate cuts thanks to federal stimulus money.

She does worry about the future, she said.

CU begins phase 2 of COVID-19 antibody testing in Arapahoe County

The University of Colorado’s Anschutz Medical Campus has wrapped up its first phase of COVID-19 antibody testing on Arapahoe County first responders, and was commencing testing of the county’s general population.

The COVID-19 Arapahoe SErosurveillance Study, or CASES, determined that 4% of the police, firefighters and emergency medical participants tested positive for antibodies, which indicates a past coronavirus infection.

The goal of the first phase was to establish a baseline prevalence of the disease and whether infections increased after the loosening of public health restrictions.

Researchers also sought to compare different methods of obtaining blood samples for testing.

In the second phase, slated to begin Sept. 14, approximately 1,200 households have received postcards with instructions for participating. Although anyone over age 5 living in the randomlyselected homes may get tested,

only those selected households are eligible.

CU will send a “Sun Bus” to various neighborhoods where people can receive the tests. They will undergo a finger prick blood draw and will receive the results for free.

“If you test positive for antibodies to SARS-CoV-2 it can mean several things,” CU explained.

“You most likely were exposed to the virus, had the COVID-19 infection and now have antibodies to the virus in your blood.”

The university added it is possible, but unlikely, that people who test positive have a current infection, and that modifications to work or home arrangements based on a positive antibody test are not recommended.

Later in the fall, researchers may ask participants in phase two to undergo a second pin prick test — one in which they collect the sample themselves.

firm that focuses on municipal land use codes.

At the Oct. 6 public hearing, city council is likely to weigh in on four possible amendments. The first would limit building height in the area near downtown to four stories or 55 feet.

That’s an increase from the current limit of four stories or 40 feet, imposed by the Downtown Design Standards ratified by council in 2019. But it’s also a compromise down from a limit of five stories or 65 feet proposed

by Kendig Keast.

At the Sept. 22 study session, councilmember Pam Grove initially argued for even tighter restrictions of three stories.

“People come through Littleton because we have character,” Grove said.

“If we throw up big buildings, that will be lost.”

Kendig Keast consultants told council that five stories was considered preferable for drawing high-quality development, especially in the turbulent economic times brought about by COVID-19, but several councilmembers disagreed.

“We spent thousands of dollars on citizen surveys, and the results were clear that people wanted to preserve downtown as it is,” said Councilmember Carol Fey. “We have a thriving business district already.”

Another proposed amendment, which saw little pushback at the study session, would expand the “downtown transition area” — a zone with building code restrictions similar to but slightly looser than those in the immediate downtown blocks — expanded

beyond its current boundaries, as far south as Little’s Creek.

A third amendment, regarding how much parking new developments in or near downtown will be required to provide, remains somewhat ambiguous ahead of the Oct. 6 hearing.

Mayor Pro Tem Scott Melin proposed that a potential parking amendment could give city staff more “flexibility” in how much parking a development would be required to provide.

A final amendment, which saw more cohesive support from council, called for a minimum 25% roof slope on new residential developments near downtown.

Osher, the project manager, said in a phone interview she recognizes that land use code changes can be difficult to communicate to the public at large, because they deal with so much technical language.

“Communicating them in lay terms is hard to do,” Osher said. “Even the structure of the existing code is hard to work with. I don’t have a breakdown to provide.”

The changes all apply to Title 10 of the city’s land use code, and the version of the code with proposed rewrites included clocks in at nearly 300 pages.

Osher said while she was pleased with the amount of public input on the visioning process that led to the complan, the technical nature of the current project combined with the difficulties of the COVID era have limited public input.

“COVID has made it hard to get the level of engagement we would like, but we also knew this would get a different level of response than the vision and complan,” Osher said. “It’s not everyone’s cup of tea.”

Broncos crowd-size deal wasn’t special treatment, state says

At a racetrack that became ground zero for the debate over Colorado’s pandemic crowd-size limits, a gathering of at least hundreds amassed for a group photo at the end of a protest against what organizers called “unconstitutional” public health orders and executive orders.

The “Stop the COVID Chaos” rally at Bandimere Speedway on Sept. 1 — featuring Republican state House Minority Leader Patrick Neville and conservative commentator Michelle Malkin, known for her appearances on Fox News — was the site of a different event July 4 that prompted Jefferson County Public Health to pursue legal action for violating crowd size limits. At the time, the state had limited outdoor venues to 175 people per activity at events.

A week after the protest rally, the state announced it would allow the Denver Broncos to host roughly 5,700 fans at a Sept. 27 game — a development that drew questions from media about whether state officials gave the Broncos special treatment.

SALT Magazine, an arts and culture outlet, published an article that suggested the Broncos’ deal represented a “slap in the face” to event venue owners such as those in the music industry.

Gov. Jared Polis’ office has pushed back on the accusations, arguing the Broncos’ crowd-size agreement falls under guidelines that had already been in effect.

“The Broncos submitted a carefully crafted plan to prioritize the safety

of staff and visitors that fell under existing guidance for outdoor venues,” said Shelby Wieman, a spokeswoman for the governor’s office. “The state worked closely with the Broncos on this pilot to ensure all public health guidelines were being met.”

A ‘pilot’ plan Colorado’s agreement with the Broncos didn’t allow for massive crowds packed together — rather, fans were to be separated into sections of up to 175 people, according to a Broncos news release. Since June 18, the state has allowed outdoor event crowds of up to 175 people per activity with a minimum of 6 feet between individuals or non-household contacts.

The Broncos deal actually mirrors a plan that Jefferson County worked with Bandimere to develop during the summer.

According to a statement posted on the Jefferson County Public Health website, the county health agency and Bandimere agreed to “clear, courtordered requirements,” including limiting groups within the venue to 175 people. Bandimere was to use what the state calls a “social distancing calculator” to determine how many people, up to 175, could safely maintain distance in separate areas such as individual grandstands.

Colorado recently approved a plan to allow fans at Colorado Rapids games using that method, according to a Sept.

WHAT’S STILL CLOSED IN COLORADO? Some types of businesses and establishments still remain closed under the state’s September update to the safer-at-home order.

Those include some bars and the use of bounce houses and ball pits in any public or commercial venue.

Casinos are also on that list, although casinos were able to open after the state approved variances for Teller and Gilpin counties. Amusement parks are on the list, too, but they can open if approved through site-specific variances, according to the Colorado Department of Public Health and Environment.

Some bars remain closed in even the most-relaxed safer-at-home level, opening only under the state’s looser “protect our neighbors” phase, for which only a handful of counties have qualified so far. Colorado’s recent safer-at-home update created three levels that counties are placed under based

on local COVID-19 spread.

Under the updated safer-at-home order, bars that operate similar to restaurants, offering food from a licensed retail food establishment for on-site consumption, can operate in-person service. All other bars are closed to the public but can offer alcoholic beverages with food service through delivery, drive-thru or walk-up service.

The state has generally treated bars that function with a full-service kitchen or provide food from a licensed retail food establishment — such as a neighboring restaurant or food truck — as able to stay open like restaurants.

The state relaxed rules in June to allow theaters and indoor and outdoor concerts to open again along with other large event venues, also loosening rules for places of worship, gyms, playgrounds and recreation.

Those changes came as updates to the safer-at-home order.

But the Broncos appeared to be among the first organizations in Colorado widely known to have designed an event with that method of separation.

The state public-health department did not directly address a question from Colorado Community Media about whether the department made efforts to let outdoor venues know about the ability to host crowds in separate 175-person groups.

The state’s online guidance for outdoor events, as of Sept. 25, still appeared to imply that separate groups of 175 are only allowed in venues “that have multiple designated activities/ events that are physically separated, such as a fair with activities taking place in separate buildings,” rather than allowing for separate groups of 175 if they’re at the same activity, such as a football game or a concert.

“The health and safety of Coloradans continues to be our top priority,” the department said in a statement. “CDPHE looks forward to working with any venue that wants to submit a plan to operate while prioritizing the health and safety of Coloradans.”

A July 30 update to Colorado’s safer-at-home order — the policy that came after the statewide stay-at-home order — tweaked the order’s language to say that outdoor events could allow 175 people per designated activity “or area.” The state public-health department did not comment on whether that change generally allowed large crowds to be broken into 175-person groups.

Rather, the department described the

Broncos’ plan as a “pilot” that “may be a model for outdoor venues looking to submit similar plans,” the department said in its statement.

At Broncos games, stadium capacity will initially be limited to less than 8% of its regular number, according to a governor’s office news release.

Each group of fans were to be asked to use concession and restroom areas located in the vicinity of their section, according to the Broncos news release.

Not all outdoor venues have facilities to ensure that visitors can safely enter or that crowds do not form — aspects such as the number of bathrooms or having multiple entrances and exits, according to state officials.

The department mentioned site-specific “variances” — exceptions to the state’s rules that must be applied for — as an avenue to event facilities hosting larger crowds. Site-specific variances have been allowed since an update to the safer-at-home policy on June 30, according to the state public-health department.

Outside the limits When Bandimere Speedway secured its agreement with Jefferson County to host larger crowds, the venue allegedly broke that deal.

those rules. Jefferson County Public Health Executive Director Mark Johnson said Bandimere agreed to cap attendance at 4,500 but that Bandimere later said the event drew an estimated 7,500 people. “To be clear, Bandimere did not submit an event request or site-specific variance request to the state,� the state public-health department said. “Jefferson County allowed Bandimere to host a larger crowd as long as they followed established state guidelines.�

The SALT Magazine article decrying the Broncos deal described it as giving “the Denver Broncos a special variance.� But the Broncos did not receive a variance, according to state officials.

The team worked with the state for months according to public health order requirements that professional

sports teams must work directly with the state on any plans for spectators, according to state officials. “We hope this is a model for other outdoor venues who may be looking to submit similar plans,� Wieman said. “And we look forward to working with those venues to ensure the safety of Coloradans.�

The state’s most recent update to the safer-at-home policy allows for 50% capacity or up to 175 people at indoor events and 50% capacity or up to 250 people at outdoor events if a county qualifies for the leastrestrictive level of new safer-at-home guidance. That can include counties with a two-week rate of up to 75 new COVID-19 cases per 100,000 people.

Arapahoe, Douglas and Elbert counties qualified for that level, while Adams, Jefferson, Denver, Broomfield and Boulder counties fell into the new middle level of safer-athome guidance as of Sept. 25.

Next year is a bigger concern. State tax revenue will still be down and federal stimulus money that ensured colleges weren’t cut by 58% this year aren’t a guarantee, Garcia said. “We’re hoping they will continue to invest in our future by investing in our students and our institutions, but we’re not confident that that’s going to happen,� he said.

Enrollment will also still be a concern, as it is a heavy driver of revenue. Larger schools such as the University of Colorado Boulder depend

on tuition revenue. Preliminary data at the University of Colorado Boulder indicates overall fall 2020 enrollment dipped about 1.6%.

The school expects to feel the squeeze from lower tuition revenue for several years, said spokeswoman Deborah Mendez-Wilson. The school will trim costs, including eliminating vacant positions, cutting discretionary spending, postponing some commitments, and consolidating.

Presidents like Oudenhoven said despite the worries, the focus for her school is making this semester work for students. “I’m trying to figure out with my colleagues, what can we do?� she said. “We’re not helpless in this. We’re not controlling the virus, but we control our response to it.�

You know, there may be, you know, something there

o you know anyone, you know, who says “you know” excessively?

Watching a documentary the other night, I started counting the QUIET number of times a DESPERATION commentator said “you know.”

He reached 14 during one short stretch.

However, if I blocked out the “you knows” (a near impossibility) he made many good points, which raised Craig Marshall the question about Smith form vs. content.

Is it forgivable to overlook hems, haws, uhs, and other filler words,

if, nevertheless, there’s significant content?

Is it forgivable when the English language is taken for a ride in car with four flat tires, if there are genuine insights and observations that provide meaning, wisdom or humor?

The answer, of course, is yes.

Take “Huckleberry Finn.” Take the Joads, who weren’t exactly scholars in “The Grapes of Wrath.”

Purists would probably want Bob Dylan to go back and add a “g” to all of his gerunds.

Saying “you know” apparently give the speaker time to think of what to say next.

Many of us can think faster than we can talk. Consider your ability to form an intelligent comment extemporaneously. It’s almost a miracle.

As a Littleton citizen who has been tracking the development of the Phase 2 Downtown Code Amendments I am shocked by what appears to be silence from downtown merchants, property owners and business groups.

The City of Littleton devotes considerable financial and staff resources to promoting the economic health and vitality of this important part of our community. Yet those directly affected are quiet and not expressing their thoughts on this long-overdue code update. They are MIA and that’s very disappointing.

in their own education. They create opportunities they never knew existed. In fact, when I read the comments on a Change.org petition — “Keep Options High School Open!!!”

— I understand how important Options has become to people in the community. Several people stated that Options literally SAVED their lives. One cannot get a better testimony than that. Watching the work on our campus further supports the testimony of these former students.

Eliminating Options would have a ripple effect on the most vulnerable students. LPS states they support 100% of students and that “all means all.”

Without Options this would no longer be true. We need the support of the community on 4C to ensure that we continue to be available to save lives, extend opportunities, and help create meaningful relationships for years to come.

Winging it, off the cuff, takes some doing.

No one writes with interjections such as “you know” or “uh.”

This column will take up to an hour to write. If I were to be interviewed instead, I might triple the number of words in half the time.

Writing enables me to take my time, proofread, edit, and edit some more until what I have written is expressed to the best of my ability.

Stick a microphone in front of me and I might say “you know” and not even know it, which I think was the case with the man in the documentary.

He was discussing Eric Clapton’s output in the 1970s in luminous

terms that were littered with “you knows,” referred to as “acknowledgment words.”

I’m sure I have said “you know,” but not 14 times in two minutes.

There was an art history teacher, a distinguished man who had written art history texts, who lectured from a lectern.

He couldn’t get from one end of a sentence as short as this one to the other without saying “uh” two or three times.

Try listening to that for an hour.

I couldn’t. I began to keep track.

Art historians are a lot of fun.

They always require a book they’ve written.

A little leadership goes a long way, especially now

A

little bit of leadership does go a long way.

Are you currently working with someone who you admire and respect as a leader?

Have they been able to WINNING provide guidance to you WORDS and your organization as they navigate change and work hard to keep up with the rush and crush of challenges and opportunities? What traits stand out to you?

Over the course of my career, I have been blessed to work with great leadership. Some Michael Norton of the leaders were managers, chief executive officers, or business owners, all who provided terrific insights and contributed wisdom that furthered my own leadership journey. Other leaders were part of business groups, mentoring and coaching relationships, and some were, and are, close friends.

Through my experiences and through these relationships, here’s one of the lessons that I learned and have shared with people who have been a part of the teams I have personally led. It’s something that was demonstrated to me by some of the most influential managers and leaders I had the privilege of working with. It’s the idea of providing people with information that they can put to use immediately to help solve a problem, increase performance, and improve productivity. Not information overload, or simply theory, but action-

able guidance that slowly builds the strengths and capabilities of individuals over a sustained period of time as they practice and apply the guidance given.

Why is this relevant, especially now?

It’s relevant now because the expectations put on individuals and organizations has never been greater. And that means that the pressure on leadership is escalating at an equal to, or even amplified rate. And we need to take the pressure off of both.

Our ability to receive and deliver leadership in small doses will do more than just provide guidance, it will accelerate success. Life is moving fast; business is moving faster. There is this need for speed that is driving many decisions that we face at home and at work. The way that we achieve proficiency and the best way for us to help those on our teams to become proficient, and do so at the speed of expectation, is to layer in guidance at the pace that we can absorb strategies and skills. Doing so will turn those strategies and skills into tactical applications in whatever role we play.

Here’s the other thing, many of the leadership skills or competencies that characterize some of the greatest leaders throughout history are the same skills and competencies that we use in our everyday lives such as; communication; creativity; the ability to earn, build, and maintain trust; taking action; courage; goal setting; decision making; time management; organization; setting proper expectations; inspecting what is expected; accountability; and living and working

with integrity. Pick any one of these traits that need attention, work on it, and then move on to the next.

Another supporting lesson I learned along the way is that we really can make radical changes in small action-oriented steps.

We’re recognizing that in a time of rising violence in Denver, Aurora, and across our nation, we need an experienced, successful prosecutor to lead this office and maintain a culture of safety

Kellner’s endorsements are from a variety of current and former officials like District Attorney George Brauchler, Douglas County Sheriff Tony Spurlock, and numerous county commissioners whom John currently serves as chief deputy DA. Our community deserves and needs an experienced, principled, justiceseeking district attorney like John Kellner.

Wilbur Glenn Wright, age 91 of Littleton, CO peacefully passed away of natural causes on September 20, 2020. Born in Denver, CO on October 3, 1928, he was a lifetime resident of Englewood and Littleton, CO. Wilbur was a much loved husband, father, grandfather, great grandfather, uncle and brother. Wilbur is survived by his children, Cynthia Wright Bush of Fort Collins, CO, Steven Wright of Denver, CO, grandchildren, Trevor Bush, Alissa Bush, Matthew Wright, Christopher Wright, and Taylor Wright, great grandchildren, Ethan Bush, Alexander Bush and Sophia Wright, all living along the Colorado front range. He is also survived by an extensive family of nieces and nephews.

Wilbur is preceded in death by his wife of 69 years Doris Woodward Wright, parents Berto Wright and Kathryn Lenahan Wright, son Mark Wright, siblings Lee Wright and Beverly Bassett, grandson Brandon

Wright. Wilbur was an entrepreneur. He was a partner in 2 construction companies, owned a number of liquor stores and was an active real estate broker for many years.

Wilbur served on the Arapahoe County Planning Commission for 18 years and was Chairman for many of those years.

Wilbur loved traveling the world with his wife, family and friends, collecting classic cars, real estate, keeping up to date on current events and watching classic movies that he knew the dialogue by heart. He enjoyed spending time with friends, many of whom he has known for 70 or more years, in Jaycees, Exhausted Roosters, Mustang trips and dance club. In later years his amazing memory and story telling entertained everyone.

Comedians, actors and producers are creating a variety of new podcasts

“It’s a long time to be sitting around twiddling thumbs, and we’re creative people,” Montour-Larson said. “We have things to share with the world.”

ithout many opportunities to perform in front of a live audience, some Denver-area entertainers have turned to podcasting as a new way to grow an audience and stay creative.

Local entertainers, including comedians, actors and producers, have started these shows to stay relevant and busy as the weeks of industry shutdowns due to COVID-19 have turned into months.

Denver resident Anthony Kapfer, a local comedian, started a show with friends called “Is This Anything?”

The show, with six episodes so far, started as just a video call between friends and eventually blossomed into a podcast.

The four hosts, some in Denver and others in New York City, meet up on Zoom and try out new joke ideas with each other, then offer tips for how to make the concept stronger and funnier.

“We just wanted to meet up because it had been two months since we had a chance to work on new material in front of an audience,” Kapfer said. “It’s a nice way to feel like we’re still doing stand-up comedy in a time when we can’t do stand-up in the way we’ve done it for years.”

Sometimes, the show has guest comedians on to try out their material. Everyone has the same amount of time to run through their ideas and get feedback. One reason for working on jokes, even without a chance to perform them, is to have fresh ideas when live shows resume.

“We want to have new stuff,” Kapfer said. “We don’t want to go back to comedy doing the same jokes we were doing six months ago... everything has changed.”

For Kapfer and his fellow hosts, it has been strange going so long without telling jokes to an audience.

“The podcast has been really nice because it sort of forces me to think about writing,” he said. “It’s easy at a time like this to think: ‘what’s the point?’”

The show features everything from fully developed jokes to simple strands of an idea.

“It’s nice to have a reason to get out of the bed and do something creative,” Montour-Larson said. “Especially when there’s so much happening you have no control over.”

In addition, the hosts, who are also neighbors, get to use many of the skills they’ve gained through working in theater including producing, acting, teaching and marketing.

Getting together Chris Starkey, who owns Imprint Group, an entertainment company in Denver, started his podcast, “Dance Dads,” after a video of himself and his daughter dancing went viral.

“It’s four dads with kids who are the same age,” Starkey said about the podcast.

“We talk about relevant topics that have to do with being home during COVID.” Starkey’s other hosts include Randy St. Pierre, a stage technician at the Lone Tree Arts Center, performers Brian Smith and Klint Rudolph and Paul Dwyer.

“We used to get together every Friday anyway and talk about entertainment,” Starkey said. “The podcast gives us an opportunity to still get together.”

As of press time, the show was planned to launch the last week of September.

The hosts also have another podcast called “Places Please” about the entertainment industry in the Rocky Mountain Region. This show, however, was discontinued until live shows begin again.

“I tell people all the time it’s the greatest opportunity of our career ... to create a personal brand or podcast,” Starkey said. “Because you have everyone’s attention right now.”

Montour-Larson also said she sees this as a good time to start a podcast.

“If you have something you want to share with the world, just do it,” she said.

“Don’t worry about making it perfect.”

“Anything that grows, we talk about,” Montour-Lasron said.

Montour-Larson and Weiss are both long-time gardeners and have noticed their hobby getting more attention in recent months as COVID-19 has pushed residents into the outdoors.

“Almost Heaven: The Songs of John Denver” is an appropriate title for Town Hall Arts Center’s production at Hudson Gardens, running through Oct. 11. The lawn next to the blooming Rose Garden is marked with “pods” that hold a blanket or up to four chairs, inviting a relaxed audience to enjoy a LIVE performance with five singers/“Storytellers” and a fourpiece band. The air is sweet and the audience happy to be there.

Henry John Deutschendorf Jr., who understandably took on the stage name of John Denver, was born in

New Mexico and gained international recognition as a composer, songwriter and performer before his untimely death as he solo-piloted his own airplane and crashed.

Harold Thau is credited with the concept for this appealing show and Jeff Waxman for the orchestrations and vocal arrangements in the production. The program says: “songs by John Denver and others,” but the “others” are not spelled out.

Skillfully interwoven are familiar songs such as “Rocky Mountain High,” “Leaving on a Jet Plane,” “Sunshine on My Shoulders,” “I Guess I’d Rather Be in Colorado,” “Take Me Home, Country Roads” and more ... easy listening. Director/choreographer Nick Sugar has created nice patterns of movement for these Storytellers, but they can’t be dancing on lumpy grass as they might on a wooden stage floor.

Voices blend smoothly and each singer is a solo-quality performer as well — what a joy to experience this on a lovely summer-into-fall evening outside!

Donna Debrecini leads the musicians: Mitch Jervis on guitar, Scott Alan Smith with bass, banjo and harmonica, and percussionist Larry Ziehl, filling that delicious night air with music.

Katie DeGroot is ready to help people show their funky side.

DeGroot opened The Peace Place, a shop filled with her handmade tiedye creations, at Quincy Avenue and Broadway in late August.

The shop has way more than rainbow T-shirts: DeGroot’s shelves and racks are lined with baby clothes, hoodies, hats and tapestries in a mind-melting menagerie of colors and designs.

“No two pieces are alike,” DeGroot said. “That’s the beauty of tie-dye: Everyone can find the exact piece that speaks to them. Colors communicate a lot about how we feel and how we see ourselves, and I want to help people express that.”

DeGroot herself wasn’t always so expressive. With a mind for math and science, she spent years in the corporate world, in accounting and finance. But cubicle life was stultifying, and the Colorado native wanted to break free.

“I always thought you had to be precise with your creativity,” DeGroot said. “For some reason I had it in my head that if you were going to draw or paint or write, you had to do it with precision.”

Then, she discovered tie-dye, where

“I can put my love and heart into every piece,” she said. “Plus, it gets me out of my head.”

Still, she finds it a melding of the analytical and the creative: There’s the science of how different dyes will respond to different fabrics, or the geometry that allows for complex designs.

DeGroot began selling her creations at fairs and festivals a couple

years ago, but 2020 was supposed to be the start of her grandest adventure. She planned to toss her equipment and her dog in her van and strike out across the country, selling her wares at craft fairs along the way.

Alas, the pandemic had other plans, and DeGroot found herself grounded. But soon she found what would become her shop, an old store built in the early 1920s at 4300 South Broadway.

“It’s a different kind of adventure, but it’s still an adventure,” she said.

“It was meant to be.”

DeGroot made space in the shop for other local artisans, who sell everything from rings and jewelry to dried mushrooms. She hopes to build a studio where she can teach her craft to others.

“I want to do more than sell my art,” DeGroot said. “I want to spread goodness and kindness. Come in and say hi.”

“It’s a chance to get closer to nature without having to drive at all,” Kathie Weaver said of the canal.

The High Line Canal Conservancy, a nonprofit that works to preserve the canal, put on a 71-day “Walk For The Canal” challenge starting Aug. 1 to get active along the canal while raising funds to plant trees and enhance it, according to an Arapahoe County news release. The canal is 71 miles long and runs through several Denver-area municipalities. The challenge ends Oct. 10.

Aside from some face coverings and a sign along the trail that encouraged staying 6 feet apart, the west Centennial park — like others in the metro area — remained a refuge from the visible changes the pandemic has brought to local communities.

“It’s a great community amenity,” George Weaver, a former director of community development for Greenwood Village, said of the canal trail on Sept. 20.

George and Kathie Weaver, Centennial residents, often walk the local trails including the High Line Canal.

They once walked the canal in different segments from the Roxborough Park area to the east Denver area over a summer, Kathie Weaver said.

Cherry Creek reclaims boys tennis crown Regis Jesuit senior wins No. 1 singles title

Regis Jesuit senior Morgan Schilling won his second straight Class 5A No. 1 singles title, and Cherry Creek added another team championship to its lengthy list of accomplishments.

Schilling and the Bruins earned the top honors on the final day of the boys state tennis tournament on Sept. 26 at the Gates Tennis Center.

The tournament was modified because of the COVID-19 pandemic.

It was two days instead of three and didn’t have playback matches.

Schilling used his blistering serve for 16 aces and defeat Cherry Creek’s George Cavo, 6-1, 6-2, and become the state’s first first two-time state champion since Chatfield’s Christian Holmes won back-to-back crowns in 2017-18.

He downed Ralston Valley’s Dayton Fisher 6-2, 6-1 in the earlier semifinal match.

“In the semifinals, I played really well and got through it,” Schilling said. “I didn’t miss much. The second match, I was a little more nervous.

Luckily, he was a little bit more fatigued than I was after the semis. I just had to make sure I moved my feet. I played well enough to pull it out.

“I was serving well, which got me out of some trouble. I’ve worked on

my service for a while and that really helps. I’m lucky enough with my height and build to get a good angle on the court and be able to hit it pretty hard. I’ve worked many years on it and it’s been really reliable.”

Cavo had a tough semifinal match when he eliminated last season’s state runner-up Luke Silverman of Fairview, 7-6, 6-2.

“I played well,” said Cavo. “Morgan played too tough. I was kind of exhausted from my semifinal match. I was cramping but Morgan played too tough and he is a great player.

“He served really well.That’s something that I was really prepared for going into the match but I was not expecting him to play that well. Congrats

to him. He played good.”

Cherry Creek captured its 43rd state tennis title, but the first in three years after the Bruins were relegated to second-place trophies the past three seasons.

“I’m proud of all our players, their parents and all or our coaches” said Creek coach Art Quinn. “They did everything to bring us up to this moment right now. We’ve worked very hard to get here.”

Creek, which advanced all seven individuals and doubles teams to the finals during the morning semifinals on Sept.26, finished with 59 points and sealed the title when Bruins’ No. 4 doubles team of Blake Holst and Matt Hu defeated Valor Christian’s Jackson

Case and Logan Weems, 6-1, 4-6, 7-5 in the title match.

Two-time defending state champ Regis Jesuit, which won all three singles titles, finished with 55 points with Valor Christian third with 21 points.

Regis’ Conor Kaczmczyk downed Creek’s Matt Batnunkh, 6-1,1-6, 6-0 to take the No. 2 singles crown, while Cameron Kruep edged the Bruins’ Aram Ismirian, 6-3, 6-3, in the No. 3 singles title match.

Besides Holst and Hu, the other Charry Creek doubles champions were unbeaten brothers Kristian and Kiril Kostadinov at No. 1, Braden Mayer and Nathan Hendon at No. 2 and Ainsley Elliott-Beagle and Casey Dennis at No. 3 doubles.

Regionals narrow ranks for boys golf tourneys Cherry Creek, Arapahoe, Fossil Ridge take 5A team titles in September play

Teams and individuals for the state boys golf tournaments are set after the regional meets were completed.

The first- and second-place teams in each regional tournament qualify for the state tournament and the top 13 individuals not on the two teams also earn berths in the state tournament.

The Class 5A state meet is set for

Oct. 5-6 at Rolling Hills Country Club in Lakewood. The 3A tourney will be at Dos Rios in Gunnison, while the Country Club of Colorado in Colorado Springs will host the 4A state event.

Rock Canyon’s Nick Fallin shot a 7-under-par score of 65 to capture medalist honors at the 5A Western Regional on Sept. 21 at Raccoon Creek. Ralston Valley came in second in the team standings.

Aiden Krasoe of Highlands Ranch and Charlie Tucker of Rock Canyon also were under par. Krasoe tied for second with a 67 while Tucker fashioned a 1-under-par 71.

Cherry Creek captured the team title in the 5A Central Region held Sept. 23 at Overland golf course.

Lakewood was second.

Sophomore Charlie Flaxbeard carded a 6-under-par 66 to win medalist honors. Creek’s Thomas Hicks was second with a 68 while Valor Christian’s Lucas Schulte was also under par with a 70. Regis Jesuit and Valor qualified enough individuals to be able to compete for the team championship.

In the 5A Southern Region held Sept. 24 at South Suburban, Arapahoe captured the team title with Castle View finishing second.

Arapahoe sophomore Matthew Wilkinson had a 1-under-par 71 to finish first in the individual race, with teammate and defending state champ Will Kates coming as the runner-up in with a 73. Castle View’s

Luke Cushman and Arapahoe sophomore Grant Juergens deadlocked for third place for 74s.

Fossil Ridge and Pine Creek were the first- and second-place teams in the 5A Northern Regional, which was played Sept. 21 at Hyland Hills.

Legend’s Ryan Parker had an eagle on the 517-yard 12th hole and birdied the 18th to tie for low individual honors with a 1-under-par 71.

Ponderosa was second in the Class 4A Region 2 tournament on Sept.

21 at the Country Club of Colorado.

Johnny Williams led the way for the Mustangs with a 73.

Jackson Lowe of Lutheran was fourth with a 77 in the 3A Region 2 tourney at Murphy Creek on Sept.

21.
