S. Dakota hotelier received 3 city grants, records show Only 60 total grants distributed; 100-plus applications not reviewed

Out of 60 business recovery grants that the City of Littleton gave in early May to business owners affected by the COVID-19 shutdowns, three went to a South Dakota-based company that owns three chain hotels in south Littleton, records show.

Littleton gave three grants of $2,500 each to KWB Hotel Partners, which owns the Staybridge Suites, Courtyard

by Marriott and Residence Inn in south Littleton near C-470 and Santa Fe Drive, according to city documents obtained in an open records request.

That means of the total of $150,000 in city business grants, 5% went to KWB. Each of the hotels is a franchise owned by KWB and operated under three separate LLCs. KWB, based in Sioux Falls, South Dakota, owns six other hotels: four near Kansas City and two near Phoenix.

Because the city’s grants were approved on a first-come, first-served basis to qualifying companies, applications from more than a hundred companies were not reviewed. That list includes Littleton mainstays like Dirt Coffee Bar, Jackass Hill Brewing, In-Tea and Cafe Terra Cotta.

More than 40 applications were rejected for not meeting the grant program’s criteria, including artSPARK Creative Studio and Think Tank South tattoo parlor.

KWB executives, however, say the hotels are hurting like many other companies.

“Between our employees, the property tax and use taxes we produce, we contribute a substantial amount to Littleton,” said Dan Boyum, KWB’s vice president of capital markets and finance. “Our company is in just as great of jeopardy of going out of business as the coffee shop on the corner.”

Boyum said the $7,500 from the city grants will be useful to go toward payroll, materials and upkeep at the hotels.

Revenues are down nearly 90% at the three properties, Boyum said.

Though the hotels have stayed open through the pandemic, they’re only 10% full, and most of the staff has been furloughed — down from 20-25 employees per hotel to five at each.

The situation doesn’t sit right with Lauren Burgess, who runs Dirt Coffee Bar. Her application was not reviewed because it came in after 60 qualifying grants had been awarded.

The coffee shop offers job training to people with autism, and Burgess hoped to use the grant to keep the shop’s summer internship program going.

“We’re trying to figure out how to stay afloat,” Burgess said. “We were hoping to use the grant to keep our mission alive.”

Burgess said she was dismayed that

an out-of-state company took up three of 60 slots.

“It’s absurd,” she said. “It’s disappointing. The company should give the money back, and the city should do what they were hired and elected to do and support the local community.”

Boyum said KWB doesn’t plan to return the money.

“We didn’t award ourselves the grants,” Boyum said. “We applied like everyone else, and we met the requirements listed. I haven’t seen the City of Littleton offering any kind of breaks on taxes or fees during this time.”

City officials say they don’t see a problem with the grant awards.

A city rule forbade giving grants to national chains, but because the hotels are franchises, the grants didn’t violate that rule, said Denise Stephens, the city’s director of economic development, who oversaw the grant program. Stephens also noted that since the hotels operate under separate LLCs, they are considered separate companies.

“What we looked at was, is this a business with a physical location in the city? Are they in good standing? Do they pay sales and use tax?

Can they demonstrate a negative impact on their finances as a result

of COVID? All three hotels met those criteria,” Stephens said. “In a perfect world we could’ve given grants to everyone who needed one, but we have limited funds.”

City Manager Mark Relph said the city wasn’t in the position to make judgment calls on the relative merits of one business over another.

“We had huge demand for these grants,” Relph said. “We received enough qualifying applications to give out 60 grants in the first 15 minutes.

We weren’t in a position to filter one business against another. It had to be first come, first served.”

Relph said the city hopes to give out another round of business grants, utilizing a portion of roughly $4 million in federal funds the city anticipates receiving from Arapahoe County in coming weeks. Companies that applied but weren’t reviewed in the first round of grants might receive priority consideration, he said.

The city is doing its best to be equitable in unprecedented circumstances, Relph said.

“There’s no playbook for responding to this crisis,” Relph said. “We’re doing our best to be thoughtful, and learning as we go. It’s not going to be perfect.”

March revenue decline avoids worst fears April tax numbers likely to be worse; more cuts likely at city hall

Littleton’s tax revenue plunged in March, but not as much as expected, city officials said on May 12.

City tax revenues decreased significantly in March after the state health department closed bars, restaurants and other businesses in response to the COVID-19 pandemic on March 16, according to data presented at a city council study session.

Sales tax revenue in March was down by more than $337,000, or 12.6%, from the same month last year. General use taxes, which apply to equipment or materials used by businesses, dropped by more than $131,000, or 61.4%, from a year earlier.

Littleton draws 78% of its general fund revenues from sales and use taxes. Tax reports are delayed by a month, meaning full data on the impact of the shutdown in April — which lasted through the entire month — won’t be available until early June.

Despite the plunge, the numbers

were buoyed somewhat by slightly increased tax revenue in some sectors: grocery stores and home improvement stores, which were allowed to stay open during the shutdown, and online shopping, thanks to numerous online retailers that now collect local sales taxes.

The drop wasn’t as bad as city staff had anticipated, said city finance director Tiffany Hooten, but there’s a long way to go yet.

“It’s important we get retail up and running under the new guidelines,” Hooten said.

Aspen Grove shopping center saw its sales drop 50% in March, she said, likely reflecting the 50% of the month that most stores were closed.

Hooten prepared three scenarios for the city budget’s future: Scenario A, the most optimistic, envisions a year-to-year drop of $5 million, or 11% of city revenues. Scenario B, which Hooten called probably the most likely, would be a drop of $7.1 million, or 16%. Scenario C, which Hooten said was the worst-case scenario, would be a drop of $10.9 million this year, or 24% of expected revenues.

Because the city could spread out the pain of revenue shortfalls over a longer period, the city should be able to retain some of its fund reserves.

Sheriff’s office to reopen for concealed handgun permits Fingerprinting services also will resume; both programs available by appointment only STAFF REPORT

The Arapahoe County Sheriff ’s Office plans to reopen the lobby at its headquarters for concealed handgun permits and fingerprinting. Both are available by appointment only, starting May 18.

The Concealed Handgun Permits program will process applicants and conduct fingerprinting from 8 a.m. to 4 p.m. Monday through Thursday.

Appointments will be spaced every 20 minutes, with a limit of 20 allowed per day to allow staff to properly clean and disinfect the fingerprinting area.

To schedule an appointment, call 720-874-3929, and anyone who arrives without an appointment will be asked to call for an appointment.

Those seeking renewals of their

concealed handgun permits are urged to do so online. However, out-of-county residents who move to Arapahoe County will need to go in to have a photo taken.

Social distancing will be practiced inside the lobby. All visitors will be required to wear a cloth face covering or non-medical mask. Chairs will be marked to indicate queue lines consistent with social distancing guidelines, and all customers are asked to practice proper hygiene, including covering sneezes and coughs and washing hands or using sanitizer.

Fingerprinting for civilians or nonconcealed handgun permit applications, such as employment, liquor licensing, educators, etc., will be done by appointment only, from 7 a.m. to noon Monday through Thursday.

The Records/Civil/Warrants section will remain closed to walk-in traffic.

County to follow safety protocols during reopening Many buildings will allow visits by appointment only STAFF REPORT

Arapahoe County began opening its facilities to the public May 18, nearly two months after closing because of the COVID-19 health crisis.

According to a news release, all reopened buildings will operate under significant health and safety restrictions to protect the public and county employees by slowing the spread of the novel coronavirus. These measures — which require customers to wear masks and practice social distancing — will remain in place indefinitely, and the county will continually reevaluate its practices as new public health information, data

and guidelines become available, the release says.

Most county services are available online, and residents should continue to follow safer at home guidelines and limit travel to help slow the spread of the virus. This includes any visits to county facilities, and residents should schedule appointments rather than simply coming to a facility.

Open beginning May 18 are: • Administration Building: Appointment-only services for assessor, clerk and recorder, and treasurer offices.

Note: driver’s license and passport services will not be available.

• CentrePoint Plaza, Department of Human Services: Walk-up services for community and child support services, and for use of the TouchPay kiosk for child support payments, benefit repayments and more. Child and adult protection services, and legal and

finance services by appointment only.

unny Saturdays are long and lazy at Littleton’s Hudson Gardens.

Families stroll with strollers, ducks snooze in the shade, and old folks on benches watch the world go by.

On May 16, Sunny Keeley and Egbert Maben checked on their beevives in the garden’s apiary. It’s been a long winter, but as flowers blossom, the bees will have their work cut out for them.

Collaboration key to recovery, new chamber president says South Metro’s Keener says industries must adapt to ‘new normal’

The effects of the COVID-19 pandemic will affect businesses for the foreseeable future no matter what happens, Keener said.

The chamber is also closely watching developments at the state government, where lawmakers say they will likely need to cut more than $3 billion from the state budget, including from roads and education.

“That matters a lot,” Keener said.

“An educated workforce is very important for a strong economy. That’s where a lot of our focus was before the pandemic. Every level from K-12 through college and technical school is vital to building the skills employers need.”

Still, there are glimmers of hope in the current landscape. Lockheed Martin announced plans to hire hundreds of new employees at its Littleton-area plants, and some businesses, in fields such as information technology, cleaning and manufacturing, are actually seeing business pick up, Keener said.

The chamber is a useful resource for businesses in a scary climate, Keener said.

“Yes, we’re entering a new normal,” Keener said. “But people got used to enhanced airport security after 9/11. We don’t think about it much now. If we keep collaborating and supporting one another, we’ll figure this out.”

2 child care facilities see COVID-19 cases No deaths reported at locations in Westminster, Centennial

Two Colorado child care facilities, both in suburban metro Denver, have recorded COVID-19 outbreaks, according to state data.

The two facilities are the first child care locations that the state has listed as confirmed outbreaks.

Orchard Valley Learning Center in east Centennial and The Learning Experience in Westminster each have seen two staff members test positive for the disease, according to May 13 data from the Colorado Department of Public Health and Environment.

Orchard Valley also has one “attendee” who has tested positive, the data say.

“Attendees” in this case means a child, according to the health department.

“We work with the health department and follow all the protocol,” said Jamie, Orchard Valley’s director, who did not provide her last name. She added: “Everything’s under control.”

The facility is a unit of Denverbased Bradford Early Education, whose website also lists locations in

Highlands Ranch, Greenwood Village and unincorporated Arapahoe County between Denver and Aurora.

The state’s suggested precautions for child care facilities during the coronavirus pandemic include that no more than 10 children should be in one group, that groups of children should be kept together with the same staff when possible, and that facilities should conduct daily temperature checks and monitor symptoms in employees, students and any person entering the building. The Learning Experience in Westminster recorded a voicemail message that said the facility has temporarily closed and will re-open May 26. The Learning Experience is a Floridabased chain whose website lists nine sites in metro Denver.

Another Orchard Valley staff member declined to say whether the facility is staying open or is temporarily closing.

Neither facility had any deaths or any probable COVID-19 cases, according to the data.

Orchard Valley provides early childhood programs that serve infants and toddlers, along with preschool and kindergarten, according to its website.

The Learning Experience Westminster serves ages six weeks to 8 years, its website says.

Statewide, Colorado has seen just

over 200 outbreaks as of May 14, according to its COVID-19 website. That includes jails and other correctional facilities, grocery stores and food manufacturers. The majority of outbreaks have occurred at nursing homes, senior living locations and other care facilities.

nearly 1,900 asymptomatic staff and residents at six nursing facilities and a veterans’ home, according to a May 6 news release. The efforts are part of the state’s goal of testing in settings without an outbreak to prevent asymptomatic spread.

The state was working to contract with Colorado State University to expand testing to thousands of staff per week for eight weeks, the release said.

On one hand, Matt Leising spent the past several weeks under pressure, hoping his wife’s two jobs and his paid leave could keep his family afloat as he stayed home to take care of their kids during a pandemic.

On the other hand, getting stuck at home allowed Leising to see his 1-yearold son start walking.

“I’ve been kind of embracing it, enjoying it,” Leising, 35, said about staying home. “There’s a lot of pluses, being able to spend more time with (my kids) and bond.”

The south Jefferson County resident sells hearing aids, and his workplace drastically reduced operations amid the economic disruptions of COVID-19. He began working at home, and with his kids’ daycare closed, he was put on paid leave that only covered two-thirds his usual pay.

His wife, Ashley, works for a consulting company that helps prepare construction projects. She also is a manager at McKinners Pizza Bar in downtown Littleton, where she picked up more hours to help make ends meet.

Many restaurant patrons have shown empathy for the struggling industry, said Leising, who lives in the Ken Caryl area of unincorporated Jefferson County, west of Littleton.

“They’re tipping well, (giving) nice

comments,” Leising said. “It’s nice to see the humanity in people.” People’s true colors show in times like these, he added. “Either you’re helpful or you’re not.”

So far, the family has pulled through, and Leising started work again May 11 as his children’s daycare re-opened. The family “had some close calls” with bill payments, he said.

“We’re making it by the skin of our teeth,” Leising said. “I think me going back to work right now was a godsend moment, just perfect timing.”

The social restrictions the coronavirus brought about have taken a toll on kids, too, Leising noted.

“I do miss my kids being able to see their friends. Our daughter asks about her friends all the time. Kids can’t see grandpa,” Leising said. The family had an “Easter egg hunt around the condo,” he laughed.

To get through the tough time, he employs a lesson learned from an old coworker: “Treat every day like a year,” said Leising, who thinks of days in terms of chunks or quarters. “No day’s really bad.

“Break up the monotony. Do something random with your kids — get messy, get muddy,” Leising said. “Go outside, have some fun.”

To health care workers and others the state deemed critical or “essential,” Leising gave thanks.

“I just really appreciate everybody that’s still pulling out there and is an essential person and is still working, whether you want to or not,” Leising said. “I really appreciate your efforts out there.”

Legislative leader defends defiant Castle Rock eatery Lawmakers should vote on health orders, Neville says

A masked Colorado House Minority Leader Patrick Neville walked up to the front of shuttered Castle Rock restaurant C&C Coffee and Kitchen and taped a $20 bill to the business’s window.

His cash donation was one of dozens tacked to the glass storefront with blue painter’s tape on May 12. Some bills were inscribed with messages to the owners, Jesse and April Arellano.

“Thank you for fighting back,” read one.

“Don’t let the bastards win,” read another.

Around the corner, Neville, R-Castle Rock, found the Arellanos on the restaurant’s outdoor patio with a group of C&C supporters grilling up free food for anyone stopping by. People trickled in and out of the cookout and the group approached 20 people at times. Some wore masks or face coverings, but many did not.

While the informal barbecue spanned the afternoon, the restaurant was officially closed that day, rounding off a turbulent start to the week after it reopened to dine-in service on May 10 in defiance of state orders, drawing a big Mother’s day crowd.

At the time, state and local health authorities allowed restaurants to offer takeout, delivery and curbside pickup service only but prohibited dine-in service amid the COVID-19 pandemic.

C&C’s reopening drew national attention and sparked a fierce debate over when Colorado should reopen amid the public health crisis.

The Tri-County Health Department on May 11 ordered C&C to suspend operation at its Castle Rock location, although the restaurant continued accepting customers that day. The Colorado Department of Public Health and Environment suspended its business license indefinitely on May 12.

“While the residents and businesses of Colorado made tremendous sacrifices through physical distancing in order to flatten the curve, we are still not out of the woods. The virus will continue to take the lives of our families, neighbors and friends if we don’t act responsibly,” CDPHE Executive Director Jill Hunsaker Ryan said in a May 12 statement.

Ryan called C&C’s previous actions “irresponsible behavior” that could “defeat the progress made during the Stay-at-Home order.”

The Tri-County Health Department had warned of possible “further legal action” if C&C had remained open.

On May 12, Neville arrived wearing a mask and removed it later when speaking with guests at the cafe. The state representative came to support C&C and said restaurants should be allowed to reopen during the COVID-19 pandemic with certain guidelines, similar to how retailers like Walmart have been allowed to.

When asked if reopening posed a threat to people’s physical health or furthering the virus’s spread, Neville said Colorado had curbed COVID-19 enough to warrant reopening businesses and had prevented overwhelming the state’s health care system.

Neville said that “it’s up to each individual business” when asked if opening in defiance of state and public health orders was the right or wrong move.

The Arellanos, who were interviewed earlier by Colorado Community Media, declined interview requests May 12. The couple’s attorney, Randy Corporon, said he and his clients are still exploring legal options.

Corporon said he doubted the business will reopen in Castle Rock once the pandemic subsides. He said he believed COVID-19 pushed C&C’s Castle Rock location to the brink of bankruptcy. Revoking the business license forced C&C’s Colorado Springs location to close as well.

pandemic. The restaurant had received a $5,000 grant from a program the Town of Castle Rock is running during the pandemic, according to media reports. A GoFundMe for the restaurant — organized by a person identified as Steve Gilbertson of Larkspur — had raised more than $30,000 as of May 18.

Neville said he does not believe C&C or businesses in similar financial positions had any choice in disobeying the shutdowns, and he could see it sparking a trend.

“I think you’re going to see more and more of that because their option is to file for bankruptcy right now,” Neville said.

Neville suggested using funds from the federal CARES Act to reimburse business owners for business personal property taxes. He called it “disturbing” that businesses are forced to close under a government mandate but still required to pay those taxes.

“At the very least, we shouldn’t be taxing them if we’re forcing them to close,” he said.

The longer Colorado takes to reopen, he said, the greater the state deficit will grow.

Neville condemned Tri-County for

ordering C&C to close and the state’s revoking of C&C’s license. He believes Douglas County should sever ties with Tri-County, he said, echoing a call he and other Republican legislators made earlier in the pandemic.

“I think there’s a lot of issues with Tri-County. I think first off, any health department shouldn’t have the extreme authority to issue shutdowns like they did on the 25th without any sort of elected-official approval,” Neville said. “I see that there is a need for that for a brief amount of time, but we are now at almost two months and that’s probably too long.”

Neville said both health department orders and a governor’s executive orders should eventually be put to a vote of the Legislature — possibly 15 or 30 days after they are issued — to provide more checks and balances in the system.

“It should really be a vote of someone who is elected because they are accountable,” Neville said. “I’m elected.

I’ll be accountable for taping a $20 there. I’m sure there’s people going to be angry at me for that, but I’ll be glad to stand up in front of the voters and explain my decision.”

Sterling Ranch residents, who were spread out and wearing masks, gathered in large fields outside their homes on May 14 to watch an air parade and fundraiser.

The Denver metro area event, a collaboration with Gov. Jared Polis and Mile High United Way, featured a group of local aviators and about 30 aircraft, according to a release about the event.

The flyover parade, described as an aerial salute honoring essential workers, aimed to raise money and awareness for the Help Colorado Now COVID-19 relief fund, as donations were made through the website. Lockheed Martin offered a $500,000 matching opportunity for funds raised from the event.

Sterling Ranch encouraged residents to step outside and look up to enjoy the show as the parade went by at about 11:40 a.m.

Neighbors also headed to the Sterling Center, where refreshments and a food truck were available.

Reuse program aims to meet demand for N95 masks Adams County helps extend nation’s inventory of medical equipment

As it turns out, smeared makeup and lip balm might be the only things standing in the way of a 20-fold increase in the country’s supply of N95 masks.

Bartosz Koszowski is the site manager at the Federal Emergency Management Agency’s decontamination operation located inside the Adams County Fairgrounds’ Exhibit Hall. The operation is designed to clean used mask from health-care providers and get them back into service quickly.

Soiling and contamination of the masks is the main thing that will keep them from being reused. And while the contamination can be from dirt or bodily fluids, that’s not the most common.

“One of the main reasons for us to discard them is from soiling from makeup,” Koszowski said. “We actually work with the hospitals to encourage their workers to not wear makeup.

People need to feel comfortable wearing the masks, even if they are decontaminated, and soiling makes that difficult. So we have to care not only that they are clean but also about how they look.”

Ramping up The Adams County operation, one of 45 that FEMA has set up around the country with national logistics consultants Battelle, is just getting started, Koszowski said. The site has been open and in operation since May 4.

It’s a free service for hospitals, medical centers, doctors’ offices and first responders that meet the company’s criteria and fill out the form on the company’s website, battelle.org.

“Right now, the system is still ramping up,” he said. “The health-care providers, they need a little more time to get their procedures in place. But Battelle is working with them to make the process easier.”

The Exhibit Hall contains four of the decontamination chambers, and Koszowski said his crew works in 12-hour shifts, keeping the location open and operating all day, seven days a week. They can process up to 80,000 used N95 masks a day, converting discarded personal protective gear into reusable safety equipment.

That’s a crucial task, according it Lee dePalo, the regional administrator for FEMA. “Being able to reuse what we have is incredibly important, because we are trying to increase production of the N95 mask,” dePalo said.

Supplies of the medically critical N95 masks remain tight during the COVID-19 pandemic, and FEMA had to withdraw a contract for $55 million worth of respirator masks May 14 when the Virginia company failed to deliver.

Reusing the equipment is a good

alternative, he said.

“It’s a good system, and it’s good to see what we can do to help America fight this COVID,” dePalo said.

DePalo’s Region 8, covers Colorado, Utah, Wyoming, Montana and the Dakotas and he said it’s home to four of the decontamination sites: Adams County, a second Colorado site in Montrose, and one apiece in North Dakota and Montana.

The Adams County site is meant to bring in masks that have been used up and down the Front Range, especially from hospitals and medical centers in the Denver metro area.

It’s been a quick turnaround for the federal agency and the logistics company. Their process for decontaminating the masks got Food and Drug Administration approval on March 29. The company signed a $1,465-per-day contract with the county to use the Exhibit Hall on April 18 and began moving in their equipment five days later.

Hydrogen peroxide vapor The decontamination chambers are heavily modified shipping containers enclosing racks, sealed doors and a ventilation system covered by multiple HEPA filters. Each can hold 10,000 masks, Koszowski said.

Once the mask are in and the doors closed, the chamber is pumped full of vaporized hydrogen peroxide, which is meant to kill any germs still on the masks. The masks sit in the chamber for four hours, at which point the vapor is pumped out and then the masks sit drying for another four hours.

Each mask, assuming it is free of soiling and other contaminants, can be run through Battelle’s process 20 times before it must be thrown away.

“When we inspect them, we are looking for soiling but also tears and other problems,” Koszowski said.

Once a hospital is registered with Battelle, it’s given an identification number. Hospital personnel mark each mask with that number after it’s been used and then put them inside a special bag. Once full, that bag is

Each treated mask goes back to the hospital that sent it in, complete with a report detailing when it was treated and how many times it’s been treated.

“Our computer system is very important because the health-care providers are all pre-qualified,” he said.

“Each provider has a code, and we can track each mask and each box as they go through the system.”

The boxes are only opened, unpacked and sorted once they are in the decontamination chamber. Battelle workers inspect each mask and then place them on a metal shelf for the hydrogen peroxide treatment. Koszowski said the Battelle process uses a 35% hydrogen peroxide solution, about seven to 10 times stronger than the solution you can purchase at the store.

“Compared on what you use on cuts, it’s a much higher percentage,” Koszowski said. “It’s pretty unstable, but the only byproducts for this are water and oxygen. That’s what hydrogen peroxide decomposes to. It’s considered a green chemical, so nothing nasty is going to get into the environment.”

The workers wear pressurized cleanroom suits when they are loading the masks in the chambers and are sprayed with isopropyl alcohol as soon as they step out to kill any viruses trying to hitch a ride. And once they have changed out of the clean-room suit, they go to a shower trailer to clean up and put on a fresh set of clothes.

The entire operation is modular and portable, made up of the shower trailer and eight shipping containers — four containing the decontamination equipment and four others for storage, office work, supplies and equipment.

The operation is meant to be in place indefinitely, but Adams County’s contract renting the space lasts through Oct. 20.

FEMA has been given the authorization to set up 60 of the sites across the country and has launched 45 so far, dePalo said, and is also looking at what other types of medical equipment can be decontaminated with Battelle’s process.

“Right now, it’s only approved for N95 masks, but there is an effort to look at a new emergency use authorization through the FDA for other equipment,” he said.

Fight or flight — or better, stick to the plan

T

here are a lot of lessons to be learned from COVID-19, but now I am just sounding like my mother.

Who wants to talk FINANCIAL about lessons when I am going crazy, need STRATEGIES to get out and socialize and do anything but be at home? So OK, my travel plans were canceled, I cannot see my extended family or friends or even colleagues. I am cross-eyed from staring at a comPatricia Kummer puter screen all day.

Finally, I am realizing what little I actually have control over. Certainly not the stock market.

“As more volatility continues, the more angst grows and starts to take its toll,” David said recently. He went on to explain that investors are getting bombarded with good news/bad news and likely feel like they should be doing something to improve their situation.

The current state of the economy has many people in turmoil: Business closures, rising unemployment, health scares, family issues, working from home and loss of retirement assets, to name a few. These feelings of loss of control and being overwhelmed to the point of not being able to function are alive and well.

Just a few months ago we were coming off one of the best years in stock market history and feeling great about our extremely low unemployment rate of just 3.5%. Now we feel like we are getting whipsawed watching our account balances bounce around like a ping-pong ball in the wind.

I am always about education, staying informed. I feel we are empowered to make good decisions if we have the right data. However, be careful where you get your news from. Turning on your favorite channel right now may be contrary to staying sane. No matter the source, the news is bad, ugly, and bound to get worse. And then there may be a glimmer of hope and the market goes down anyway. And then there is a negative first-quarter GDP (Gross Domestic Product) number

Further, correct English is not cool.

“Who dat say dey gonna beat dem Saints?” is cool but “Who has the temerity to believe they can best the New Orleans Saints?” is not.

It’s necessary to point out that I am not an expert. John McWhorter is.

He could tell you why Nick Charles (“The Thin Man”) spoke of rounding up “sus-PECTS” in 1934 and why Captain Louie Renault (“Casablanca”) spoke of rounding up “SUS-pects” in 1942.

McWhorter teaches this stuff. He is an associate professor of English and comparative literature at Columbia University. He knows etymology without looking it up. I’ve heard him do it.

Next to him, I am a yahoo. But I try, and I love language, even when it is corrupted now and then.

However, there are some words and phrases that drive me to distraction.

I am providing my own list of 10, to get the ball rolling.

LETTER TO THE EDITOR I have lived a long and productive life and I have no interest in prolonging it by spending my last days on a ventilator. Two months ago I instructed my daughter to follow my end-of-life wishes to not ventilate me if I contracted COVID-19, which could make this treatment available to a younger person.

Coffee defied the law by opening on Mother’s Day and received the support of Castle Rock. I’m betting the folks who stood in line at C&C last Sunday would be the first in line for “my” ventilator if one of them needed it due to COVID-19.

So, we are back to my original Living Will, and my daughter and I are grateful.

1. Like. When used extragrammatically, it is the most noxious and pervasive word in the English language. Tracing its origin has been as difficult as tracing this little virus that has been going around. It is at least four decades old. Some think it started in the Valley. The San Fernando Valley.

It was once associated with young people. But those young people have aged and have taken it with them.

I am resigned to the likelihood it will never go away in my lifetime.

2. Back in the day. Back in whose day? For someone born in 2001, “back in the day” means something very different than it does for someone born in 1951. There are far better ways to say the same thing.

3. Old school. “Old school” is tired and wants to go to bed.

4. Arguably. “Arguably” is simply an out, a way to qualify a statement

without being adamant. It’s wishywashy.

5. No problem and no worries (tie).

7. LOL and its ilk. Anyone who resorts to and relies on such acronyms should be shunned and punished, PDQ. 8. Awesome. “Awesome” is not awesome. Not even close.

9. Sustainable. It sounds virtuous whenever it’s used, and it’s used too often.

10. Icon. Every actor, every musician, every athlete, every notable person in any field is now referred to as an “icon.”

Gerald Edward Uhland

Gerald E. Uhland was born in Canon City on Jan. 10, 1937, and died May 5, 2020, in Littleton after an accident.

Gerry’s parents died when he was 12, and he moved in with a cousin. He graduated in 1954 from Aurora High School, where he met his future wife, Eleanore Ann Price.

Gerry and Eleanore were married in 1958, shortly after Gerry’s graduation from the Colorado School of Mines.

Gerry worked as a metallurgical engineer for several companies until 1974, when he started his own metallurgical consulting business. He had a varied practice, helping companies and individuals solve manufacturing, qualitycontrol and legal metal-failure problems. He never fully retired because he loved his work, but he still found time for a wide variety of interests.

Gerry and Eleanore loved to travel both domestically and internationally.

They visited 49 states, many of them in their 5th wheel trailer. As a history buff, Gerry particularly liked touring Civil War battlefields.

For more than 40 years, Gerry played badminton with a close-knit group.

He participated in numerous national Senior Olympics, including the 2019 games. He was particularly proud of the silver medal he won in doubles badminton at the 2007 games.

Gerry loved Colorado history and the

outdoors. Vacations often consisted of 4-wheeling, searching for ghost towns “just a quarter mile” down roads that were challenging for vehicle and family. He enjoyed hunting with his father-in-law, Dave, and backpacking and fishing with his son, Jeff, and family friends. He also was an enthusiastic photographer, tirelessly pursuing the perfect shot.

Gerry was a devoted Colorado sports fan and attended hundreds of Rockies, Nuggets and Avalanche games. He held Buffs football season tickets for over 40 years, and he and his daughter, Vicky, experienced both euphoria and heartbreak from section 217.

Community involvement was important to Gerry. He served on the Arapahoe Community College Board of Directors and was ever at the ready to help family and friends, including many in the Centennial neighborhood where he and Eleanore have lived since 1974. Since their college years, Gerry and Eleanore were members of a circle of friends known as “the group,” which still exists today.

In addition to his wife, daughter and son, Gerry is survived by his daughterin-law Jennifer; grandchildren Cole, Olivia and Ryan; and brothers Bill and George. Private burial will be at Chapel Hill Cemetery in Littleton, followed by a memorial service at a later date.

Swimming pools in limbo as summer season nears during pandemic

wimming-pool operators in the Denver metro area say they are waiting on guidelines from local and state health departments to determine if, when and how they should reopen this season — but if they do reopen, the pool experience will likely look and feel different under the COVID-19 pandemic.

The Town of Castle Rock said it is waiting on guidance from the Tri-County Health Department before deciding if and when its community pools should reopen. In a normal season, most area pools reopen near Memorial Day and run through Labor Day. The town operates two indoor pools at its recreation center, two outdoor pools, two outdoor splashpads and another indoor pool at the Miller Activity Complex aquatics center.

At the Miller Activity Complex splash pad alone, the town might see between 50,000 and 75,000 visits a year, aquatics supervisor Janice Weed said.

The town’s pools are typically at capacity for the duration of peak hours — between 10 a.m. and 2 p.m. — each day during a normal season.

Weed said the uncertainty around such a central facet of summer life “adds another layer of anxiety for everyone.”

“It’s just another drop in the bucket of disappointment,” she said.

Still up in the air The Tri-County Health Department deferred to the Colorado Department of Public Health and Environment when asked how soon guidelines might come out.

A CDPHE spokesperson provided a statement from the Water Quality Control Division, saying the state will reassess phased openings of summer activities after June 1. As of now, all pools must remain closed under the state’s safer-at-home order.

“The governor will make these decisions on a rolling basis, based on the latest data and evidence,” the statement said.

“The department relies heavily on the CDC for guidance on swimming pool cleaning and disinfection and is developing guidelines that will be consistent with the CDC.” The department encouraged pool operators to familiarize themselves with CDC guidelines. The CDC suggested a slew of measures for to aquatic venues to employ if reopening — from promoting good behavior among users to maintaining clean and healthy facilities to preparing for when someone at a facility gets sick.

Brad Anderson is the aquatics supervisor for the City of Englewood, which operates an indoor pool at its recreation center plus the outdoor water park Pirates Cove.

The water park normally has a capacity of 1,800 people and typically sees 100,000 visitors in a year. As of now, Pirates Cove

is slated to reopen on June 7, but that is also contingent on receiving guidelines from the health department and could change.

In addition to the possible closure of community gathering spaces, Anderson said he worries residents will lose a favorite exercise option should pools stay closed.

Englewood offers a variety of learn-to-swim classes, which are lifesavers because drowning is a leading cause of death among children, he said, and also offers exercise programs at its pools.

Anderson called the possible loss of swimming activities a big hit for the community.

“We are always looking for some place to get away from the mundane, everyday life, the stress that we have,” he said.

“You can come to the swimming pool, a recreation center, you can exercise and relieve those stresses of everyday life and just get into a more relaxed atmosphere.”

Uncharted waters John Field is president of the Westminster-based MSI LLC, a homeowners association management company that oversees 470 communities across the Front Range, with approximately 90 pools among them.

None of the company’s clients have made an official decision about whether their community pools will reopen this season, Field said, and the decision falls to each individual

Most are waiting on the safer-at-home order to expire this month to decide, he said, but are preparing to reopen if possible.

“We predict that it will be controversial regardless of the board’s decision — there will almost certainly be friction in the community,” Field said.

“It’s not an easy time to be a decision maker.”

Field, Weed and Anderson all said that if pools do reopen, people should prepare for a new normal.

It is possible pools will not put out lounge furniture, to discourage people from congregating in groups. People will still be urged to stay six feet apart and wear a mask when not in the water.

Pools might reopen at a lower capacity, or if necessary, conduct recreation by appoint-

ment. Staff will likely monitor social distancing at the community pools, although most HOA private pools are swim-atyour-own-risk facilities without lifeguards, Field said.

Weed and Anderson said their communities will also increase the cleaning and sanitizing of the municipalities’ facilities. Field said increasing cleaning measures will depend on each HOA’s budget availability.

“Without a doubt, you’d want to assure or at least encourage everyone to practice all the different social distancing and cleaning standards that have been put forward,” he said.

Weed asked the community to be patient while pools wait for the green light to reopen and said pool operators are trying to do the same.

“We want to open up just like everyone else,” she said.

Denver EcoFlora Project Funding from the Institute of Museum and Library Services has allowed Denver Botanic Gardens to implement a local model of New York Botanic Gardens’ EcoFlora, which recruits citizen scientists for a three-year project to create a database of naturally occuring plant species and their ecological roles.

The database will include scientific names, physical descriptions, flowering and fruiting times and information about their ecosystems — plants, birds and animals associated with each species. Polis meets with Trump to discuss COVID-19 ‘People are being responsible,’ Colorado governor tells president

Colorado Gov. Jared Polis spent Wednesday, May 13, in Washington, D.C. at the invitation of President Donald Trump, where they talked about COVID-19 supplies and the state of the pandemic in Colorado.

Although Polis pointed out that everyone who was in the meeting was tested prior to coming in, he and Dr. Jill Hunsaker Ryan, executive director of the Colorado Department of Public Health and Environment, appeared to be the only people in the room wearing masks at points during the hourlong meeting.

For half the time, Trump fielded questions from the press and took an opportunity to blast states that conduct mail-in balloting, which Colorado has been doing since 2014.

That leads to corruption and cheating, Trump claimed, and he labeled it an attempt by Democrats to ensure that no Republican ever gets elected.

Polis said nothing to defend Colorado’s system, which has been a nationwide model for participation and security and was set up by a Republican secretary of state, Wayne Williams.

“This is not a time to air differences on unrelated policies,” Polis said.

Interior David Bernhardt, who is a native of Rifle. In addition, North Dakota Gov. Doug Burgum and the head of that state’s health department also were in attendance, as was Dr. Deborah Birx, the response coordinator for the federal Coronavirus Task Force.

Polis said he spoke with Birx, who complimented the state’s efforts on testing and contact tracing.

During the meeting, the White House tweeted out that Colorado had received more than 180 million gloves and 9.5 million masks, although it noted (in small print) those supplies came from both the federal government and public/private partnerships.

“That said, the federal government is an important partner” on getting those supplies, Polis said.

Colorado will receive 195,000 tests, including 96,000 from the federal government, that have already arrived in the state.

At the meeting’s onset, Trump said schools and colleges should reopen in the fall, given that the virus has “very little impact” on young people.

While they are not as high risk for contracting the virus, youth are able to pass it along to older adults and those with preexisting conditions.

Teachers and instructors over the age of 60 should “stay out a little while longer ... I don’t consider our country ‘coming back’ if schools are closed,” the president said.

Trump also called the $3 trillion stimulus package proposed by Democratic Speaker of the House Nancy Pelosi “DOA” (dead on arrival) because it has too much to do with elections.

During the press conference portion of the White House visit, Polis and Ryan could be seen wearing masks, although Polis removed his when he talked to the president.

“People are being responsible,” Polis told Trump. He also said that it is possible that some Colorado ski areas could resume operations in June, such as Loveland, Wolf Creek, and Breckenridge, all which often remain open past Memorial Day. Polis also spoke to Trump about efforts to reopen businesses. Grand

Junction and Mesa County have reopened their restaurants to dine-in services with occupancy restrictions, Polis said.

In a separate news conference after the White House visit, Polis commented that the state’s death toll from COVID-19 had passed 1,000 as of May 13.

“Each one is a tragedy,” the governor said.

The trip to Washington was at the president’s behest, Polis said, an invitation “you don’t turn down,” given the opportunity to talk about Colorado’s COVID-19 supply needs.

The flight itself, which was from Denver to Dallas to D.C., was “very tense,” with more people on the aircraft than he would have liked, Polis said. Everyone wore masks, he said.

“Today was an important discussion for the future of the supply chain and to make sure the president is up to date on what’s going on on the ground.”

After leaving the White House, Polis ran into Joe St. George, a former reporter for Denver TV station KDVRFox31 who moved to Washington at the beginning of May. He asked Polis if he was impressed by Trump. “The president is the president,” Polis replied.

In a statement after the visit, Polis said that as “Governor, I must do everything I can for Coloradans. ...

I wanted to update the President on what is going on in the real world and how he and the federal government can be a better partner in helping our state get the supplies we need to respond to the COVID-19 pandemic.”

He added: “I shared with the President how Coloradans are working together to slow the spread of the virus, wearing masks and taking cautious steps to help our Colorado economy rebound by using data and science every step of the way. We look forward to a continued partnership with the federal government, the private sector and anyone who can help Colorado get the supplies our communities need.”

Emissions testing resumes, with safety measures Limited number of Air Care Colorado stations to provide inpections STAFF REPORT

Vehicle emissions testing has resumed at 10 Air Care Colorado emissions inspection stations, according to a news release.

Testing volume is expected to be heavy in the first few weeks. To help reduce wait times, motorists with registration renewals that are due in May are being urged to wait until June to get their inspections.

Because of the 30-day grace period following the last day of each renewal month, May registrations will not be late, the release said.

Motorists who applied for and received registration extension letters from the Division of Motor Vehicle are also being urged to wait to get their inspections until June.

Those motorists will have until June 26 to register their vehicles.

March and April renewals should get their inspections as soon as possible. No late fees will be as-

sessed for a short period after the emissions program resumes, the release said.

Emissions inspectors will wear masks and gloves at all times, practice social distancing as much as possible, and periodically clean and disinfect surfaces. Motorists will be required to wear masks, practice social distancing, and be limited to only one person per vehicle.

Customers with vehicles from model year 2000 and newer or model year 1981 and older will pay from their vehicles. Customers getting emissions tests for vehicles between model years 1982 and 1999 will wait in a booth while their vehicles are tested. No more than three customers will be allowed in a booth at one time, and they will maintain 6 feet of distance at all times. Only one customer will pay at a time as they exit the booth.

“While we are expecting an unprecedented number of vehicles, ACC is committed to getting all motorists through the testing process as safely and quickly as possible,” said Air Care Colorado Program Manager Chuck Purnell.

Under the best-case scenario, the city will still have 12.5% in reserve at the end of five years, within the city’s preferred policy of holding 8% to 18% in reserve. Under the worst case scenario, the city would be far below 0% — a violation of state law, and well below the minimum 3% reserves required by the Taxpayer’s Bill of Rights, or TABOR. “We would never allow the city to get to that point,” Hooten said. “We would make changes before we got there. It would be irresponsible to let the city get to that point.”

The city has already made $2.1 million worth of cuts to the 2020 budget, including furloughing 58 employees, canceling consulting contracts, eliminating planned salary increases, and instituting a freeze on vacant positions.

Though Hooten said the numbers at present don’t warrant more cuts, more are likely coming.

Arapahoe County is slated to receive more than $114 million in federal funds, said City Manager Mark Relph, and current plans call for Littleton to receive around $4 million from the county. Relph said those funds will be used to upgrade city buildings to provide more physical protection to staff and visitors in keeping with health department guidelines, such as installing plexiglass barriers in city hall. Other portions of the funds will likely go toward small business grants and a proposed rent relief program for residents.

“We have a long way to go before we’re through this,” Relph said.

Not letting his skills slide Jack Moss taking his baseball talents to Arizona State

ack Moss hasn’t been playing any baseball because of the COVID-19 pandemic but he’s been keeping his skills sharp.

Moss, a Cherry Creek senior who has committed to play baseball at Arizona State in the fall, has been working out at home instead of on a baseball diamond.

“I’ve been able to stay on top of things,” said Moss.

“I’ve been lifting in my garage. I’ve got everything that I need thanks to the gym I train at because they have supplied me with some stuff, some weights. I was able to get into my garage and I set up a net to get some swings in.

“I go outside with my dad and he hits me ground balls, working speed and just working everything from a baseball standpoint. I really focus on the mental side as well. So meditation, yoga and just thinking about routines as much as possible.”

Q&A with Moss What is the hardest thing about missing your senior baseball season?

I just miss the social aspect of it the most. When you’ve been around those kids that you’ve been around your whole life it’s definitely a change. It’s unfortunate, but at the end of the day these kids are going to be my best friends for life.

What would have been your goals if you had played this season?

All my goals were team-oriented. We were the runner-up last year at state. After the game I can just remember how bad the team wanted to get back. That was the ultimate goal, to finish, get back to the state championship and hopefully come away with a win.

How does missing the season affect your college plans, if at all?

We are still set to go for the fall.

That may change just based off the unknowns. I will be starting online classes from here and going down on June 28. I’m excited

“Bear Town.” I just found a new love for reading recently.

How was online schooling?

The interesting part they did was our grades couldn’t be affected no matter how we did on the assignment. I don’t if I liked it because I wanted a few grades raised up.

Auditions set for national talent competition STAFF REPORT

National talent competition Celebration of Music, hosted by piano prodigy and philanthropist Ethan Bortnick, will host virtual auditions in Colorado for its nationally televised competition.

Contestants ages 5 to 25 are encouraged to audition for the competition, which will take place May 31 on a YouTube live stream. The competition will showcase bands, soloists, duets, choirs, instrumentalists, a cappella and dancers across the state. Winners of the state competition will proceed to the nationally distributed television show, offered to all PBS television stations across the country.

The Celebration of Music show, hosted by Bortnick, is filmed in the Los Angeles area and will celebrate all the diverse music winners across the country in a TV event. Some winners may also be given an opportunity for a record deal with Sun and Sky Records. Auditions are still open for Colorado contestants and all music acts are encouraged to sign up.
