Plunging economic activity amid the COVID-19 pandemic will likely have dire consequences for Littleton city government, City Manager Mark Relph said.

The city, which draws more than three-quarters of its general fund revenue from sales taxes, could see a 25% reduction in expected annual revenue in 2020, Relph said. The shortfall will likely force citywide cuts that could put jobs, services and long-term projects in jeopardy.

Taking steps The city is hoping to take proactive measures to stem revenue losses, Relph said, such as helping businesses apply for federal stimulus dollars that could cover payroll costs.

The city is also working to promote businesses and restaurants that are still open, and has relaxed codes on how businesses can display signs.

On April 2, Relph roundly rejected a request from the Littleton Business Chamber and the Historic Downtown Littleton Merchants Association requesting a monthslong deferment on paying city sales taxes, calling such a deferment a violation of city law and a threat to the city’s financial solvency.

“It would simply mean disaster for the city,” Relph wrote to the business groups. “Even without your proposal, this city is going to have to make deep cuts in services across the organization. With your proposal, the city would have to cut essential services such (as) police and public works maintenance staff.

Pat Dunahay, the co-president of the Littleton Business Chamber, said deferring city sales taxes could make a lot of difference to struggling businesses.

ACC gets creative as diverse courses go online Teachers scramble to meet student needs; career and tech ed working to go virtual

As Arapahoe Community College works to move diverse course offerings online amid the COVID-19 pandemic, the transition is easier for some than others.

The Littleton-based community college, which serves more than 11,000 students, faces the task of developing distance learning to meet the needs of everyone from high schoolers to single parents to elderly students, in classes that run the gamut from English and math to automotive and phlebotomy.

Thankfully, the school had a good head start, said Rebecca Woulfe, the college’s vice president of instruction and provost.

ACC decided to include online components with every class during the swine flu epidemic of 2009, Woulfe said, including online gradebooks, syllabi and faculty contacts.

About a quarter of the school’s courses already have online-only versions.

The decision to close the ACC campus came gradually in March, according to the college’s website.

By March 25, with a statewide stayat-home order issued, the college announced all courses would go online for the foreseeable future.

The challenge now, Woulfe said, is to figure out how to move hands-on education online.

“We’ve got science faculty doing labs in their kitchens and videotaping them,” Woulfe said. “It’s not the same, but we’re trying to get creative.”

The college’s career and technical education programs are a heavier lift. Students studying phlebotomy have to practice drawing blood from real arms, so they’re stuck with incompletes for this semester.

The plan is to bring them back to complete their coursework over the summer — if campus is open by then.

The school is closed “until further notice,” and the spring graduation ceremony has been indefinitely deferred.

Other hands-on programs are scrambling to make the conversion.

ACC’s police academy, which is accredited by numerous Colorado police departments, is moving online, but hasn’t yet settled on how to accomplish firearms skills tests and driving tests.

Perhaps ironically during the pandemic, with hospitals increasingly strained, ACC’s medical training programs are struggling to get students out the door and into clinical settings.

The nursing program, which trains both certified nursing assistants and registered nurses, is finding itself in the lurch as students are unable to complete clinical and practicum hours in medical facilities that are now barring admittance to anyone but patients and licensed personnel.

The program landed a big windfall on April 3, as the state Department of Regulatory Agencies agreed to allow virtual simulations to complete the CNA program, said Jennifer Blanchard, who heads ACC’s nursing program.

Now, Blanchard said, Colorado’s community colleges are lobbying the state nursing board to approve a similar waiver for the RN program. If the waiver isn’t approved, RN students will have to wait until summer or longer to complete their clinical hours.

“Our nursing students feel like they’re sitting ducks,” Blanchard said. “They’re eager to get out in the field. Some of them have jobs waiting for them this spring. They’ve been working toward this a long time.”

Blanchard said it’s critical that nursing students receive high-quality education, and she’s confident virtual simulations can accomplish that.

“Not every nursing student in a clinical setting is getting high-quality hands-on training,” she said.

“With virtual simulations, we can ensure they’re being put to the test in a variety of challenging situations.”

There’s another snag: if the state doesn’t approve the waiver, students who take incompletes this semester will be guaranteed slots in upcoming semesters — which will set back the program, which typically operates with a long wait list. The medical field has a huge need for new nurses, and a backup would slow down the pipeline into a vital industry, Blanchard said.

But nurses are resilient, dedicated and creative, Blanchard said, and she’s confident the program will find a way.

“There was a lot of anxiety in our students, but after the first week of classes, things are improving,” Blanchard said. “They’re bold.

They’re ready for a new and unique way to learn, and we’re here to give them what they need.”

Though some fields are seeing their coursework more easily transition online, challenges remain.

English faculty were well-positioned to shift online, said Monica Fuglei, the chair of the English department, but there is tumult in students’ lives.

“I don’t know if they have housing insecurity, food insecurity or job insecurity,” Fuglei said.

Littleton Public Schools will not have on-campus classes for the remainder of the school year, the district announced on April 3, joining a wave of other Denver-metro area school districts that will complete the semester via distance learning. All sports and clubs are canceled for the remainder of the school year as well, the district confirmed.

“The key factor leading to this decision is guidance from county health officials that the impact of COVID-19 is likely to peak during the last week of April,” Superintendent Brian Ewert wrote in a letter to families. “We also know that the virus will continue to pose a significant threat for an unknown period of time after it peaks.

That means it is no longer possible to return to school yet this spring.”

Though Gov. Jared Polis extended school closures to April 30, metro area school districts are unable to maintain proper social distancing

in classroom settings, according to a joint statement signed by superintendents in 14 metro area districts.

LPS kicked off its new distance learning program for all students on March 30.

“We will get better at distance learning with each passing day,” Ewert wrote. “It’s also important to remember that distance learning can never replace the quality and equity LPS can deliver in person, so that is not our goal. We will continue to recalibrate our expectations, remain flexible and not let distance learning become too stressful for our students, families and staff. What’s most important is to focus on our physical health, our mental health and our well being.”

LPS is exploring alternatives to prom and graduation, Ewert said, and working on a plan for students to retrieve any remaining belongings from schools.

Covid-19 Facts • The virus is not alive but is a protein molecule covered by a protective layer of fat. The virus will disintegrate on fabric in around 3 hours, copper and wood in 4 hours, 24 hours for cardboard, 42 hours for metal, and 72 hours for plastic. Do not use a feather duster; the virus floats in the air for up to 3 hours and can lodge in your nose. Touching your eyes, nose and mouth with hands that have not been cleaned is the primary cause of becoming sick.

The importance of proper handwashing: • The virus is very fragile and is protected by a thin outer layer of fat. Washing with any soap or detergent dissolves the fat layer. Use water that is above 77 degrees Fahrenheit.

• Wash your hands before and after touching your face, food, locks, knobs, switches, remote control, cell phone, watches, computers, desks, TV, etc.

Other tips for stopping the virus: • Any mixture with over 65% alcohol dissolves the fat around the virus.

• A solution of 1-part bleach and 5-parts water will dissolve the protein and may be used to disinfect your countertops and surfaces. (Fabrics may “bleach out,” so be careful.)

How first responder agencies are adjusting to the pandemic Local fire departments and sheriff’s offices face challenges finding safety equipment

As the COVID-19 pandemic continues, area first responder agencies are changing protocols and learning to cope with the new normal. Here’s how some local sheriff ’s offices and fire departments are adjusting.

South Metro Fire Rescue Covering a vast swath of the southern suburbs, stretching from Parker to south Jefferson County, South Metro is the third-largest fire department in the state.

All crews now wear personal protective equipment (PPE) on all medical calls, said Jon Adams, the district’s assistant chief of operations. Specialized crews disinfect ambulances after every run involving someone in

respiratory distress.

Among callers who report COVIDlike symptoms, crews are assessing who can stay home rather than be transported to a hospital, which comes as a shock to some.

“Normally if you call 911 and you want to go to the hospital, we’ll take you there,” Adams said. “But the hospitals are inundated. Many can self-care at home.”

The district had about a dozen firefighters out sick or on self-quarantine on March 31, with four testing positive for COVID-19. If a high number of firefighters were out sick at once, the district could adjust by reducing the number of firefighters on one engine from four to three, Adams said. In a worst-case scenario, with hundreds out, the district could temporarily shut down some firehouses.

Adams said he is confident the district will fare well.

“I sleep well at night knowing our crews will provide the best service in the state,” Adams said.

rural mountain communities to dense urban areas.

Like South Metro, West Metro crews are dressing in full PPE for all medical calls, including Tyvek suits normally reserved for hazardous waste spills, said district spokeswoman Ronda Scholting.

Scholting said the district has “a few” firefighters who have tested positive for COVID-19, but they were nearly recovered as of April 2 and were expected to return to duty soon.

All personnel are checked for fevers at the beginning and end of every shift.

The district plans to add two ambulances to its roster in coming days to address the added time spent disinfecting ambulances after medical calls, Scholting said.

If the district fell below minimum staffing requirements, the plan is to reassign firefighters from training and life safety divisions to fire stations.

Denver Fire Department Denver Fire, the state’s largest fire department, also covers Englewood.

In order to reduce exposure to potential sources of infection, firefighters are talking to patients by phone, or through windows and doors when possible, said spokeswoman Kelli Christensen.

Though the department has adequate supplies of gloves, gowns and goggles, supplies of masks aren’t as high as the department would like. If firefighters run out, they will switch to responding to medical calls in

“turn-out” gear normally used for fires, including self-contained breathing apparatus, providing a 30-minute air supply.

There were 32 personnel who had tested positive for COVID-19 in Denver’s Department of Public Safety as of April 3. The department includes Denver Fire, but also Denver Police, Sheriff and 911.

In a worst-case scenario, with high numbers out sick, the department would temporarily suspend its emergency medical responses and focus on fire protection and emergency rescue, leaving medical response to ambulance crews, Christensen said.

Arapahoe County Sheriff’s Office Rare among metro-area agencies, Arapahoe County Sheriff Tyler Brown said his office is so wellstocked on PPE that it was able to donate some of its stockpile to other local agencies.

Brown said his deputies are taking as many reports as possible by phone or online to minimize exposure, and working to keep the jail population down. There were no known cases of COVID-19 in the jail, he said.

Like other local law enforcement agencies, Brown said the volume of calls the office is receiving is down.

“I want to remind people that stayat-home orders are hard, but even a simple drive around town puts first responders at risk if you get in an accident,” Brown said. “It takes resources away from those who need it.”

Some people find that working from home goes just fine for them.

But Golden resident Eric Rasch says he isn’t one of them.

That’s why, after a year and a half of working from home, Rasch said he was excited to begin a new position working out of an office as a salesman for Colorado Commercial and Residential Painting in early March.

“With no office and no officemates to shoot the breeze with around the water cooler, I kind of started to go a little stir-crazy,” he said.

So it was especially disappointing for Rasch when he learned after just two weeks of working in the office that he would now need to work from home due to COVID-19. It’s a challenge that has meant not only getting back into an old lifestyle and routine he never wanted to return to but also having to adjust to some

“The hardest part is that I live with my girlfriend and we have a roommate and each one of us has dogs,” Rasch said. “So we have three humans and three dogs and we are all on top of each other in the same house.”

But while Rasch is no stranger to working from home, thousands of other workers have found themselves adjusting to doing so for the first time as offices and work places have closed in response to the epidemic.

Among them is Catlin Latta, another Golden resident whose employer, oil and gas company BP, has shifted her to working from home.

Doing so, she said, has required her to adapt to her new situation by developing new skills that range from keeping her phone out of immediate reach to learning to keep a mental separation between work and leisure time when there is no longer a physical separation between them.

“The first week I sort of completely on accident worked much longer hours because my whole set-up is right in my living room area where I spend most of my time, so it became so tempting to just sit down at my computer and keep working because I have things to do,” she said.

Since then, she’s begun making more of a conscious effort to stop working at around the same time she typically does in the office, and she now tries to commit to keeping her weekends as per-

sonal time, even if she isn’t able to go out and enjoy her typical activities.

COVID-19 has also meant big work life changes for Jennifer Barr, the owner of Smallcakes Cupcakery and Creamery in Centennial. The shop is currently closed to walk-in customers (although customers can still come by to pick up pre-ordered custom cakes). Because of that, Barr has shifted to only going to the shop a couple times a week rather than every day (her employees are now doing most of the cake making) and doing most of her sales and marketing work from home.

She says that while the adjustment hasn’t been too bad overall, she has made one major adjustment in an effort to substitute for one of her favorite aspects of working in the shop.

“The customer interaction is the piece I’ve really enjoyed about working in the shop, so now I’ve been trying to do as much as I can over the phone versus via email to try to keep that human interaction as much as I can,” she said.

But despite that effort, Barr said there is no substitute for being in the shop day in and day out.

“I’m definitely looking forward to getting back in there and decorating cakes and seeing customers in-person and the other things I really enjoy,” she said.

Testing not widely available to younger, healthy Coloradans COVID-19 testing may be free for many, but access remains limited

Nearly a month into the spread of COVID-19 through Colorado, testing for the illness is prioritized for health-care workers, hospitalized patients, and a long list of other vulnerable groups.

At the bottom of the list: most everyday people who end up with symptoms and aren’t seniors.

As testing kits and the protective equipment needed to apply them continue to be scarce, the Colorado Department of Public Health and Environment reminded state residents that at-risk individuals need to

be first in line.

“We are working hard to get the supplies and capacity to move to broader public testing, but until then our message remains the same: if you have only mild symptoms, self-isolate and don’t wait for a test,” Scott Bookman, incident commander for the department, said in a March 30 news release.

The state recommends that healthcare providers prioritize testing in this order: • Hospital patients and health-care workers.

• Patients in long-term care facilities or those in other residential settings, such as homeless shelters or prisons.

• Patients over age 65 and patients with underlying health conditions.

• First responders and critical infrastructure workers, such as those in the energy, water or agriculture sectors.

• People who work with vulnerable

populations or in group residential settings.

• Other individuals.

Where testing is happening The state has distributed 4,200 testing kits and protective equipment to local public health agencies in El Paso, Larimer and Mesa counties to test health care workers and first responders, according to the news release. More testing kits will be provided to local public health agencies once those supplies are received from the Federal Emergency Management Agency, or FEMA. Meanwhile, an organization called the Colorado Unified Coordination Group is working on plans that local public health agencies can use to conduct their own community testing sites when more testing kits are available, the release said.

Since March 11, the Colorado Na-

tional Guard’s mobile testing unit and the state Public Health Department have completed tests on more than 800 people in Denver, Telluride, Pueblo and Salida, the department said in a March 23 release. The department and National Guard sent testing resources to Montrose March 23. The state’s community testing effort first opened in Denver’s Lowry neighborhood March 11.

In the state’s April 2 update, which covered reports through April 1, officials had counted more than 3,700 confirmed or highly likely cases of COVID-19 across 51 counties, with 710 hospitalized, 97 deaths and more than 20,400 people tested. There had been 21 outbreaks at residential and non-hospital health-care facilities. The daily updates can be found online at covid19.colorado.gov/case-data.

Let’s all not get together and think about this time

tay at home, isolate, avoid crowds such as parties, concerts, athletic events, parades, weddings, funerals, and limit physical contact with non-household members.

Snap.

I have been doing just that for the past 17 years, ever QUIET since I retired from teaching.

DESPERATION This is, for me and for many other introverts, business as usual.

In normal times, I have been viewed as a humbug: that older man on the block who lives alone and rarely socializes Craig Marshall with neighbors or anyone else.

My lifestyle, which works wonders

for me, is being imposed on others who may not be faring as well.

Andreas Kluth, writing for Bloomberg Opinion, said, “The modern world in normal times belongs indubitably to the extroverts.”

He added, “Extroverts need other people.”

While I need help with my teeth, taxes and sprinklers, I’m fine otherwise, working at home, and limiting physical contact to Harry, who insists that I hide while he seeks, and that we culminate in a heap on the floor together.

I knew when I was in high school that a day might come — I hoped it would — when I could both hide and communicate (to paraphrase D.W. Winnicott), and it came, as I said, when I retired.

I once wished for a rural life, distant from others, but that wish, fortunately, did not come true.

Fortunately?

If I were to live in the middle of nowhere, help, if needed, would be

hard to come by.

I am often asked why I live where I do because Highlands Ranch is thought to be a bustling community, rich with family options and activities, recreation centers, gathering sites, bike paths, and parks, and I utilize none of them. Not one.

“Craig, you don’t bustle.”

True. But I have a house that would have been unaffordable in other parts of metro Denver, and in Denver, when I was house shopping.

Kluth summed me up: “Introverts are drained by the random noise of small talk, fatigued by the fluid kinetics of a cocktail party, dazed by people speaking before they think in allegedly creative brainstorming sessions.”

I guess I could be called a snob, but it’s not true. I simply try to avoid quantities of people.

As much as I love baseball, I may not attend another game. The pace of a baseball game allows spectators too much time to do other things.

Yak to each other, talk on the phone, come and go, take selfies. The game itself is of secondary importance.

I want to make it clear that I am not gloating because everyone else is now forced to do what I choose to do.

Extroverts need people, and I want to see that they get them. It would mean, for one thing, that this hardto-imagine period of time in American and world history is behind us.

Great day in the morning.

I wonder: Will there be unexpected self-discoveries among extroverts during these weeks and months that will lead to a change of encampment, to my side of the aisle?

As Kluth stated, it worked for John Keats and Isaac Newton. And I would add the boy who gave the title — “Quiet Desperation” — to this column. Henry David Thoreau.

is available regarding employment, the economy, and the impact of COVID-19. The struggles are real and there is a lot of uncertainty. Uncertainty causes fear, worry, and doubt.

And when that happens, we know that we all act or react differently.

Some of us go into idle mode. Some of us go into hyperactive mode. And some of us maintain the same routine and go through their day just as they had before the pandemic.

What typically happens is that when we react, we never just simply react. We either overreact and make things worse, or we underreact and don’t do enough, or maybe do nothing at all. Maybe it makes sense to think about the word respond instead of using the word react. If we change our mindset and think about how we can respond, we will usually make a much better decision as we take the time to think about our response and how we handle what is going on.

We now have millions of people working from home or who have been furloughed or laid off and are at home without work. And we

know that there could be some idle time, down time, or feeling down time. People are worried and that is real. And what else is real is that idle time can keep us focused on the impossible. Idle time allows our minds to drift and sometimes get caught up in the challenge and not the solution. We may not have the solution to the pandemic or the economy, but we can come up with solutions and ideas to help ourselves and our families make the very best of the situation, keep our minds sharp, our bodies in shape, and our faith strong.

Some of the encouragement I have been offering is to stay busy.

Avoid idle time as much as possible.

When we are busy, we are usually focusing on what is possible, we are seeking that which is possible. Our energy levels and motivation are much higher. When we stay busy, our creativity is at work and our outlook changes for the better. Reading, writing, a new hobby, cooking, a home workout routine, online learning, volunteering in some way, and any other activity you can think of

Last week I wrote about quiet time.

Quiet time is different than idle time. Quiet time in prayer, or meditation, or being still for a little while is good. Just like playing games and doing puzzles of any kind are both good and stimulating. But playing video games 14 hours a day may not be the best course of action right now. And sitting idle and worrying isn’t productive either.

Now is not the time to analyze whether online learning provides as robust of an education as classroom learning, she said.

“Don’t think of this as a pattern for the long term,” Fuglei said.

“This is a crisis. We’re acting in a triage scenario. What are the distilled skills we can give to students, and what are the simplest ways to communicate those?”

Fuglei said she’s working to weave the pandemic into her own composition class.

“We’ve been talking about it in class since the beginning of the semester,” she said. “I’ve been teaching for over 20 years, and any time there’s a big crisis, for the next few years my students process it in their writing. I suspect I’ll be reading about this experience for years to come.”

Those that are open are only doing 10% to 30% of their normal business, he said, and many more are closed and facing the possibility of going out of business for good.

“We know we owe (sales tax), we want to pay it, but we just want to defer it,” said Dunahay, who owns PDA Road Gear, a car audio business. “The few thousand dollars a business owes, that could be a couple people’s payroll.”

Dunahay said it’s too soon to know how many businesses will qualify for federal assistance, how much the assistance will be, or how long the money will take to arrive.

The business groups also asked Relph for help in deferring property tax payments, which are paid to counties and remitted to local taxing entities, including cities, schools and parks.

Relph denied that request too, saying the issue was more complex than it

appeared at first glance, as the web of taxing entities is difficult to disengage from.

Dunahay said Arapahoe County has already offered some property tax relief, such as allowing payments to be made in installments, while a state order grants county treasurers the authority to waive delinquent interest on late tax payments.

Dunahay said he was disappointed with Relph’s response.

“I know I’m not making any friends at the city, but we’re a business chamber, and we’re supposed to represent business,” Dunahay said. “I believe the city has an obligation to ensure its own success, and this is how you do it.”

Relph said the pandemic is a colossal setback for everyone, and is a major disruption in city efforts to enact a labored-over comprehensive plan passed in 2019.

“We were on a roll,” Relph said. “We had ambitious plans. What’s staring us in the face is a recession of some magnitude. It feels like we have to start all over on everything we’ve been working on.”

June 25, 1924 – March 21, 2020 Gladys was born June 25, 1924 in Newton, KS to Hazel and Chester Hall. She passed peacefully on March 21, 2020. Gladys is survived by her children, Ed (Carla) and Janis (Vickie); grandson Phil (Anne); granddaughter Kirsten (Ana); and great-grandchildren Kehdrin and Otto. She was preceded in death by her husband, Edward (Ed), and siblings, Donald, Thomas, Harold and Mary. Her mother died of breast cancer when Gladys was seven.

Her grandparents, aunts and uncles helped Chester raise his children.

Gladys graduated from Newton High School and attended Bethel College in Newton, KS. She taught school one year and then went to Los Angeles, CA to work for the Santa Fe Railroad.

Gladys met Ed Rutschman who was in the service in L.A. They were married September 27, 1944. After Ed’s service duty was over, they moved back to Kansas. In 1954 they moved to Englewood, Colorado where Ed taught school for 31 years. Gladys worked as Office Manager of Englewood Methodist Church for 33 years.

She was a member of the Englewood Business and Professional Women and in 1997 was named their Woman of the Year. She was a member of Church Women United and was their

Valiant Woman in 1997, for outstanding leadership to the community. She was always a hard worker for any organization in which she participated. Gladys was a people person and always tried to help one person a day by either a personal visit, phone call, or sending a card. She formed the Red Hat group at the Englewood Meridian and organized their weekly Scrabble group. She presided at the weekly Vespers Service for many years. She was active in the Methodist church her whole life. In her 90s she continued to use her computer, keeping up with the news and sending e-mails. She loved reading and sometimes read a book a day. Gladys and Ed loved to travel and went to Europe, Canada, the Bahamas, and many states in the US. Gladys had a great sense of humor and always had a smile on her face and a twinkle in her eye. Her ashes will be buried in Ransom, KS, next to her husband, who died in 2011. Gladys mentioned many times she was looking forward to seeing Ed again. A memorial service will be held in Denver at a later date, after the pandemic is over. Frankie Ann Peck, 75 years of age, of Beatrice, NE, passed away March 30, 2020. Frankie was born on November 22, 1944 to Clyde “Papa” Peck and Mary “Boobie” Morrison. Her childhood was spent in Comanche, OK, with her “Daddy Doc” and “Mamma.” She moved to Denver, CO, in her early adult life, and married her first love, Jack W. Steele.

They had three children and made their home in Littleton, CO. Survivors include: daughter, Shelli K. Hubka of Beatrice, NE, married to Jeffery Hubka; daughter, Jacqueline M. Bunce, of Richmond, TX, married to Gregory Bunce; son, Michael W. Steele, of Denver, CO; grandchildren, Lauren H. Hubka, Ryder S. Kanderis Bunce and Sydne S. Bunce; sister,

Dorothy Jean “Dottie” Sutton of Littleton, CO passed away on April 2, 2020. Dottie was born April 6, 1930 in El Dorado, AR to Karl Dewey Kramer and Rose Ruth Goodman.

Dottie will be lovingly remembered for her kindness, generosity, gratefulness and spunk by her two sons, Dennis (Sanny) and Tom, and her longtime friend, Gordon Hansen. She will be fondly remembered by her grandchildren, Kristen (John) MacDonald, Bradley (Sheri) Sutton, and Carrie Sutton (fiancé Jared King), and

LIFE Couples’ plans postponed as vendors brace for industry impacts

obbie Jo Dodson waited to reschedule her wedding, clinging to hope she and her fiancé could enjoy some semblance of the event they spent a year planning, until the choice to reschedule was no longer a choice at all.

First, the hotel where she reserved a block of rooms for guests closed amid the COVID-19 pandemic. Then her wedding venue, The Manor House in south Jefferson County, closed as well.

After both closures, she and her fiancé, Trent Stein, spent a day researching contingency plans. They considered inviting only their parents to watch them marry at the courthouse — a plan that later became impossible when the courthouse, too, closed. They contacted Airbnb to see if the company would rent them a home for their ceremony, some guests included, as governments began restricting the size of events.

Finally, Colorado Gov. Jared Polis announced he was prohibiting all gatherings of 10 or more people. His order, the venue closure and the hotel closure, all came within 48-hours.

“That was, I think, finally the wakeup call to stop fighting this,” Dodson said.

‘A screeching halt’ Dodson and Stein’s original wedding date of March 28 came and went. The Centennial couple still does not have a new wedding date. Rescheduling their honeymoon to Italy, which they planned to take immediately after the wedding, also hangs in the air.

With Colorado under a stay-at-home order through April 11 — which Polis says is likely to be extended — Dodson is waiting to pick a new date until life is less uncertain.

“We fought it and that was so tortuous,” Dodson said, hoping other couples can learn from her experience. “It was better once we decided to postpone, because this is such an uncertain time and a really anxiety-provoking climate.”

Wedding vendors in the Denver metro area said they are encouraging couples like Dodson and Stein to stay positive and trying to provide clients with as much support as possible during the crisis.

“You almost have to be their therapist with it,” said Karalee McMillan, an Englewoodbased wedding planner at Borrowed and Blue Colorado. “Just listening to everything and making sure that they feel heard, because at the end of the day, that’s all you can really do.”

McMillan has seen her share of wedding tragedies — natural disasters clashing with wedding dates and fires wiping out venues.

But she has never seen a crisis like COVID-19

“At this point, we don’t even have (backup venues) as an option,” she said.

Dodson’s wedding photographer, Castle Rock-based Dawn Sparks, was scheduled to photograph 15 weddings this year. Her next is slated for June, but the COVID-19 pandemic forced that couple into a “holding pattern,” along with all events in the near future.

“The photography industry has just come to a screeching halt, and I really don’t know how that’s going to pan out for us,” she said.

It’s too early to call late summer and fall weddings, she said, but she suspects many couples will eventually opt to elope and pass up the expenses of a large event, especially if their jobs were affected by the pandemic.

Contracts between vendors and couples is “a big, hot topic in the wedding industry” amid the crisis, she said. Vendors who spoke to Colorado Community Media said they are making every effort to help couples reschedule and have not encountered a couple choosing to cancel altogether.

“I’m praying it’s all over with before I have to cross that bridge,” Sparks said.

McMillan waived all date-transfer fees for couples and believes most vendors are taking similar measures.

Dodson praised The Manor House, located just west of C-470, for its professionalism and several of her vendors for their flexibility in rescheduling.

Her florist, Florals by Nora, sent her a care package. The Manor House offered to return her rental fee if they don’t reschedule with that venue. All but one of her vendors offered to refund Dodson if she can’t retain them for her rescheduled wedding date, although she hopes to.

All vendors cautioned couples forced into rescheduling to pick a date they are confident in and pick soon. Many industry professionals already have bookings for the rest of the year and into next year.

Supporting themselves Vendors hope couples will choose to reschedule weddings affected by the pandemic rather than cancel and support the industry as revenue streams grow thin.

“There’s going to be many of us that are filing for unemployment and taking advantage of the CARES Act that was just passed, the SBA loans, I’m researching all that,” Sparks said.

McMillan said it’s hard to encourage couples to tour venues or consider bookings when the future is so uncertain.

“It’s definitely more difficult to kind of keep things going and support yourself,” she said.

A few potential couples reached out recently for information about her services, and their biggest questions revolve around the “what ifs” currently shrouding the industry, she said. Are deposits refundable or transferable? What happens if they need to reschedule? What if there is another wave of the virus?

“To say that there’s been normal booking for the quarter, I would definitely say not, but there’s definitely questions being answered and trying to bring as much calm as we can,” she said.

Crystal Scott is director of operations at Aspen Coast Studio, a team of photographers serving the Denver metro area, all of Colorado and now expanding to other states.

As their spring and early summer clients reschedule, that delays what photographers can earn to support themselves and their families, she said.

“When someone pushes their date off, then that pushes off also what we can make for each client,” she said. “It’s going to be tricky to navigate, but overall I wouldn’t say we’re losing it, but it’s just being put on hold.”

To support industry professionals, Scott urged couples to book sessions and weddings in advance. McMillan said those retainers help vendors earn income during off seasons.

Sparks suggested giving photographers and vendors shout-outs and tags on social media.

Focusing on what matters Regardless of what the future holds for weddings and events, vendors encourage couples to focus on what matters.

“You need to remember what’s at the center of all of it, and it’s the two people who fell in love,” McMillan said.

For Dodson, quarantining with her fiancé has reminded her they still have each other, and she’s enjoying the extra time with him.

When their wedding day does come, she said, they will be more appreciative. Their main wish is to have parents and close friends there to witness their vows and share in the memory.

“People have said, `I think the ceremony will be all the more special because of this.’

I’m sure that’s true,” she said. “It definitely makes you reflect on what was most important, what was the essence of what you wanted of that whole celebration.”

It’s rush hour on Main Street in downtown Littleton. Stoplights cycle over an empty street. A handful of dog-walkers stroll past shuttered stores.

Nearby, empty light rail trains coming south from Denver pull up to an empty platform. A few blocks away at Sterne Park, some teenagers horse around in the grass beside a playground taped off like a crime scene.

Secretary of state sets up remote notary process Those needing notarization now can access services without in-person requirement STAFF REPORT

Following an executive order, the Colorado Secretary of State’s Office has set up a process that will allow access to notary services without in-person contact.

“Stopping the spread of COVID-19 while still providing the services Coloradans rely on has been our main focus over the last two weeks,” Secretary of State Jena Griswold said in a news release. “Remote notarization is the latest of these important services.”

Gov. Jared Polis issued an executive order March 28 that ordered

the temporary suspension of the personal appearance requirement before notarial officers to perform notarizations due to the presence of coronavirus disease in Colorado.

Griswold has issued emergency rules that outline the procedures and requirements for remote notarization in Colorado during this state of emergency.

APRIL WATER MAIN FLUSHING PROGRAM

The City of Englewood Utilities Department will conduct its annual fire hydrant flushing program starting April 20.

During this week, the water mains throughout the City will be flushed between 7 a.m. and 11 p.m.

The water distribution crews will be opening fire hydrants to full volume to clean residue and sediment from the water mains. The resulting surge of water flushes mineral accumulations from the main. This sediment may be forced into the connecting service lines.

Residents may experience a flow of brown water from their taps during this time. If this occurs, turn on cold water only until the taps are flowing clear.

Crews will be unable to provide prior notification of the daily flushing schedules. Residents are advised to check their cold water on a daily basis during the week of April 20 to determine if their systems have been affected by the flushing.

With gatherings banned, options dwindle for funeral services Metro area families can choose to livestream or postpone

While losing a loved one at any time is difficult, planning a funeral has been made even more complicated as the COVID-19 pandemic continues to halt gatherings.

With the statewide stay-at-home measure aimed at stopping the virus spread in place, Denver-area funeral homes are working to find innovative ways to help clients celebrate their family member’s or friend’s life without a public service.

Many funeral homes, such as Dignity Memorial, are offering a livestream of funeral services so that more than immediate family members can view the event.

“Grief is an emotion with a lot of tears and hugging and handholding,” said Matt Whaley, Denver’s market director for Dignity Memorial. “It has been really, really different for us in the last few weeks.”

Dignity Memorial, which has several funeral homes around in the metro area, operates Olinger Crown

Hill in Wheat Ridge, Olinger Chapel Hill in Centennial, Olinger Andrews Caldwell Gibson in Castle Rock and Olinger Funeral, Cremation and Cemetery — Highland in Thornton, along with other locations in Denver, Aurora and Thornton.

Parker and Elizabeth Funeral Home in Parker and the Horan & McConaty chain of funeral homes have also adopted the livestream approach.

While some people have chosen this option, more have decided to simply postpone the memorial.

“A lot of the time what we see is cremation. And that gives people the ability to put it off and have a service when we’re all back to where we can be together,” said Lloyd Harwood, general manager at Parker and Elizabeth Funeral Home.

For more traditional burials, some families are opting to hold an immediate, private burial but plan for a public memorial once the order has been lifted, said Michael Wellensiek, director of operations for Horan & McConaty. Postponing can have its own difficulties, however.

“No memorial at the time of death postpones grief,” he said. “To have a little finality in that moment is important.”

Horan & McConaty has seven locations including Arvada, Centennial,

Lakewood and Thornton.

Wellensiek worries that some families will delay a public service only to eventually decide not to go through with one at all “and miss that opportunity Wellensiek to have people come support them,” he said.

“For people who are not allowed to have a ceremony, it’s difficult,” he said. “They’re going through the grieving process.”

To help lessen the financial burden for the families who wish to have a private service now and a public service later, Horan & McConaty will only charge for one of these events, Wellensiek said.

Many family members of veterans are also choosing to delay the memorial services for their loved ones at Fort Logan National Cemetery, administrative officer David Roberts said.

“A lot of our volunteer support agencies that provide honors are not coming out for services,” he said.

For veteran services at the cemetery, honors can include traditions like a firing party or an honor bell.

The cemetery is continuing to accommodate burials and is cataloging the families who wish to have a

memorial with honors later.

The industry has changed in other ways too, Harwood said. Instead of folks coming into the funeral home to make arrangements, they’re asking to do so virtually, he said.

Funeral homes, as a business deemed essential under the state order, are also working to keep their employees safe as they continue to come to work. That means social distancing, avid cleaning and frequent hand-washing for the employees.

“The staff has a level of fear,” Wellensiek said. “They’re dealing with deceased people who died from the virus and family members who were maybe exposed.”

The employees — like those in many industries — are under added stress due to the virus, he said.

“We’ve really focused on also caring for our team,” he said. “Our biggest concern is if our staff gets sick, then we can’t serve the public.”

While funeral homes have been forced to change their policies, services and interactions with clients, most agree that the families they work with have handled the additional hardship very well.

“They’re frustrated like all of us that we can’t open these services up to more people,” Whaley said. “But families have been extremely understanding.”

Child care enrollment takes hard hit Some centers still open, others suspend operations during response to virus

“Sanitizing like crazy” is just a part of life at child care centers, said Pam Kenney, director of Thomas Learning Centers. But in the wake of COVID-19’s arrival, the past weeks have seen Denver area daycares take a variety of extra precautions to make sure their kids go home germ-free.

At Denver Child Care Center, teachers are working to help younger children stay spaced out even when they don’t understand social distancing.

At Thomas Learning Centers, which has locations in Westminster and Lakewood, students are avoiding sharing toys, such as by using their own labeled bags of Play-Doh each day.

At both centers, ritual sanitizings of surfaces and toys have turned into multiple rounds of disinfecting, and every child goes through a quick wellness check before entering the classroom.

The Denver, Westminster and Lakewood centers are part of the state’s Emergency Child Care Collaborative, which the state government launched March 23 to allow some child care

Many other daycares in the area are also part of the initiative, which aims to provide daycare for essential workers, including those who work essential jobs from home and those who are continuing to work in person. The collaborative also covers the full cost of child care tuition for these families.

For Alexis Archuleta, an essential worker with Denver Human Services who has two sons attending Denver Child Care Center, “I wasn’t sure I’d be able to work from home if the center didn’t stay open,” she said.

“This really is the only feasible option. I couldn’t really have my boys around while I’m talking to the people I’m assisting,” she said. “The center is so open in helping people that need it. I appreciate they’re taking precautions and that my kids are safe.”

For some child care facilities, the ability to continue doing business has offered hope that the centers can weather the storm during a time when more parents are staying home with their kids than ever, reducing a widespread need for child care.

But the measure hasn’t been able

to eliminate all of the centers’ challenges. Even with some new referrals coming in to Denver Child Care Center and some regulars continuing to attend each day, enrollment has dropped significantly, said Rich Silvas, executive of operations. In turn, the daycare has had to cut staff members’ hours by about 50%, he said.

“Our staff is our family. We’re always worried about each other and it is difficult to say we’ve cut half of your work schedule, because that’s half of your income,” he said. “It’s hardship for everybody.”

At her centers, Kenney has also seen a drop in attendance due to the pandemic. On April 3, just four children were in attendance and the daycare has also cut staff hours, employing just one teacher a day instead of two.

However, the center is also committed to staying open for those who don’t have other options.

“We’re just trying to help our existing families, who are very appreciative,” Kenney said, “and trying to be part of the community.”

Other centers have been forced to close, not because they aren’t authorized to stay open, but because they don’t have the enrollment to make the money necessary to stay open. That’s been the case for KidsTown Drop-In Child Care, which has locations in Highlands Ranch, Parker and the Smoky Hill area.

A fourth KidsTown location, in Castle Rock, closed at the end of March because of the financial loss it has incurred from the coronavirus.

Regional director Hollie Wilson said because families are typically referred to full-time centers before part-time centers like KidsTown, the daycare’s enrollment dropped by about 99% with the spread of the coronavirus, forcing the centers to close.

Without steady revenue coming in, “we’re working with our business association or our local banks to make sure we do have that line of credit,” she said. “Our hope is to open our doors as soon as possible.”

In the meantime, the centers haven’t lost touch with the families they serve on a daily basis, Wilson said.

“We’ve been in contact with our regulars to ask if there’s anything they need and we’re going to be sharing books, crafts and sensory activities on Facebook,” she said. “We’re taking the next three to four weeks and we’re going to step it up (online) so this can continue to be a support even after we open again.”

Back in Denver, Silvas is likewise looking forward to the pandemic coming to an end and business returning to normal.

“We know we are going to fill up right away when this is over,” he said.

“And the big question is, how long is this going to last?”

Testing now free for many Because of recent federal legislation, people with any kind of private health insurance should have free access to the COVID-19 test — along with any doctor visits associated with getting the test — with no co-pays, deductibles or co-insurance charged, according to Vincent Plymell, assistant commissioner for the Colorado Division of Insurance.

That includes health insurance through employers or the individual market. Coloradans should check with their health-care provider to be sure, though.

For Coloradans with Medicare, all of the costs are covered if a doctor orders a COVID-19 test, according to the U.S. Centers for Medicare and Medicaid Services.

For members of Colorado’s Medicaid program — Health First Colorado — and the Child Health Plan Plus (CHP+), all the costs of testing and the doctors’ visits associated with getting tested are covered, according to Marc Williams, spokesperson for the state Department of Health Care Policy and Financing.

What about the uninsured?

It’s a bit more nuanced for people with no insurance, state officials say.

States have the option to enroll all uninsured individuals who qualify in Medicaid or the Child Health Plan Plus, including those enrolled in short-term plans and other plans that aren’t considered coverage, according to Plymell. Under Medicaid, the state has applied for assistance

from the Centers for Medicare and Medicaid Services to help the state pay for testing and doctors’ visits associated with getting the test for uninsured individuals who were not previously eligible for Medicaid, according to Williams.

Those individuals would have their costs entirely covered as well if CMS approves the state’s request, but the state’s application has not yet been accepted or rejected as of April 2, according to Williams.

For uninsured patients, the federal legislation also appropriates $1 billion for the reimbursement of the costs for the COVID-19 testing and the doctor’s visit associated with the test. Health-care providers must register with the National Disaster Medical System to submit claims for reimbursement for services for uninsured individuals, Plymell said, so Coloradans should check with their provider to be sure.

The state announced on April 2 that a special enrollment period for individual health insurance under the Affordable Care Act will be extended to run through April 30, according to a news release. The original period that was announced on March 19 was set to end April 3, the release said.

Mass testing The governor wants to establish the capability for mass COVID-19 testing in Colorado to more accurately quarantine rather than shutting down large sections of society.

Such an effort could take weeks or perhaps months to be ready, he has said.

Mike Willis, director of the state Emergency Operations Center, also said the timeline for broader testing isn’t clear at this point.
