Ceremony May 28 honors region’s military

phill@coloradocommunitymedia.com A ceremony guaranteed to be emotional, the lowering of the 4th Engineer Battalion flag in Lions Park signals the de-escalation of the Global War on Terrorism.

In a Woodland Park tribute to the region’s soldiers, many of whom have been deployed to Iraq and Afghanistan three and four times, the ceremony is an opportunity for the community to show its gratitude.

“The last soldiers deployed are coming home the weekend of May 16,” said David Buttery, Woodland Park’s city manager.

“The senior leadership of the battalion will come up and, with the community, lower the flag. We’ll store the flag until it’s time to fly it again.”

The ceremony is at 4:30 p.m. May 28 in Lions Park, the physical representation of the partnership between the city and the 4th Engineer Battalion established by proclamation in 1992.

Since that time, the Engineer flag has flown only when soldiers are deployed.

“The flag has flown continuously for the past three years,” Buttery said. “This could be the last time they’re in harm’s way. So we want to honor and thank them.”

WPPD officer investigated WP woman alleges use of excessive force

Woodland Park Police received a domestic violence complaint on May 3 but the investigation of that complaint has since evolved into an investigation of one of the three Woodland Park police officers involved in the arrest of a woman connected to the case.

In a report that was shown on KRDO News on May 8, Courtney Rocchi, 22, told reporters that the officer questioning her outside her apartment near the Woodland

Park Sonic restaurant used excessive force.

That officer has since been identified as Brian Martinez.

“He said, ‘I was resisting arrest by asking him why he was arresting me’ and he just threw me to the ground,” Rocchi said in the television interview. Photos and video showed a number of bruises on her arms and shoulders and bandages on one hand and wrist, injuries she said she received during the altercation with the officer. Witnesses to the events used cell phones to record what happened but the one shown with the KRDO story was not clear.

Woodland Park Police Chief Robert Larson said dispatch received a domestic violence complaint earlier that afternoon and the three officers came to Rocchi’s apartment to arrest her based on that com-

plaint. She was charged with one count of domestic violence and two counts of harassment.

According to Colorado Law, domestic violence involves an act or threatened act of violence against a person with whom the defendant is or has been involved in an intimate relationship with. It can include physical violence or intimidation to coerce, control or punish the victim.

There are about 15 crimes that could come under the domestic violence heading, Larson said. While he could not speak about the ongoing investigations, he said the arrest reports and probable-cause documents are public record and should be available at the Teller County Courthouse.

“The law makes these records public so that the defense has the same information

as the prosecutor and that all such information is coming from the same sources,” Larson said.

Unfortunately, while the documents were in the case file on May 15, there was no one available who would give permission for them to be viewed because they might have contained information about the domestic violence victim, whose name was not released.

At the Woodland Park City Council meeting on Feb. 20, Martinez received Colorado’s DUI Enforcement Officer of the Year Award. He remains on duty during the investigation by the department’s Internal Affairs investigator Detective Tom Kinney.

Rocchi said she is working on a master’s degree in criminal justice.

Wallingford named principal

By Staff report The Woodland Park Board of Education approved the hiring of Jeff Wallingford as the new Woodland Park Middle School principal during the meeting May 14.

Wallingford is currently serving as a high school principal in Colby, Kan. and has 20 years of experience in education with eight years of middle-school administrative experience.

He received his bachelor’s degree from

the University of Central Oklahoma, a master’s degree from Northeastern State and an educational leadership degree from Pittsburg State, Kan. With childhood memories of visiting family in Wallingford Colorado Springs, Wallingford is familiar with the area and describes Woodland Park as the exact kind of community where he and his wife, Deena, want to live.

“I’m excited to come and be a part of the Woodland Park family,” he said. “It’s all about the kids. As long as I keep that front and center, everything else will work itself out.”

Wallingford is replacing John Jamison, who has been with Woodland Park School District for 22 years and principal of the middle school since 2005.

The Wallingfords have four children, with the youngest to graduate from high school this month, and plans to buy a home here this summer.

Fisher wins award Woodland Park High School Senior, Anne Fisher, was honored for her exemplary volunteer service with a President’s Volunteer Service Award during the board of education meeting May 14.

The award, which recognizes Americans of all ages who have volunteered significant amounts of their time to serve their communities and their country, was granted by The Prudential Spirit of Community Awards program on behalf of President Barack Obama. Fisher plans to attend the U.S. Naval Academy after graduation.

According to a press release from Halter’s office, the general served his country for 32 years in the U.S. Air Force. As a combat pilot, he flew missions over Iraq and Afghanistan, commanded key field organizations, and eventually became Vice Director of Operations for the Joint Chiefs. Halter also served the Air Force Academy as Vice Superintendent.

Victor Adventure Camps launched

Tarla and Mark Perdew have been running Rocky Mountain Soccer Camps out of the Historic Victor School since 2007. This marks their eighth summer of operating camps in Victor. The school has 15 different soccer camps this year.

Starting this summer, the Perdews will add to what they already do with the soccer camps by offering three-day Elevation Adventure Camps. These events are available by reservation and will include hiking, historical tours, team building and stargazing.

“In essence, these are many of the things that we already do with the soccer camps, without the soccer!” said Mark Perdew.

“We know that we are catering to a different clientele with these Elevation Adventure Camps and we hope to expose Victor and the surrounding area to the growing number of heritage tourists who are traveling and vacationing during the summer months,” said Tarla Perdew.

Tour a real gold mine For the Courier

Experience mining old and new this summer and explore gold rush history past and present at the Victor Lowell Thomas Museum. The museum, which is has operated in its current location for more than 50 years, will open Saturday, May 24, at 9:30 a.m. and again be hosting tours of the Cripple Creek & Victor Gold Mining Co. operations near Victor.

Modern mine tours will start May 25 at 1 p.m. in Victor at the museum. These pop-

ular gold-mine tours feature the modern mining operations of Cripple Creek & Victor Gold Mining Co. Tour experiences will offer the chance to see giant haul trucks, shovels and drill rigs in action in the large surface mine between Victor and Cripple Creek. Watch boulders being crushed into gravel and learn about the modern refining methods while helping to preserve the 1890s history. All tour proceeds go to the museum, where the tours begin.

This summer the mine tours will be available May 25 through Sept. 1 at 10 a.m.

Wanderers to host historic Palmer Lake walk The Falcon Wanderers and the Woodland Wanderers Volksmarch Clubs are hosting a 5 kilometer (3.1) or 10 kilometer (6.2 miles) Volksmarch (non-competitive walking event) on May 31. The start/finish location for the walk is at the Pavilion at the New Santa Fe Trail, Palmer Lake.

There will be two 5K loops. One loop goes through the Town of Palmer Lake, passing by many historic homes, including the Estemere Mansion. The other loop travels north on the Santa Fe Trail to the Greenland Trail link for 2.5K and then turns around and returns to the trailhead.

Overall elevation gain is 433 feet. The trail

is rated a 2B. Restrooms are available at the trailhead. Jogging strollers can complete both trails with some difficulty. Leashed pets are welcome on the trail. Pet owners are responsible for picking up after their pets.

Forgotten group working on railroads I looked at the 1910 Census for Rico, in Dolores County, the other day. All the regulars were there. Of course, there was Charles Engle on Garfield Street, and Peter Lofquist over on Commercial, and Charlie Johnson, Axel Carlson, C.L. Berry, Minnie Hill, and Annie Hoxie when they counted.

But down at the bottom of a list names I noticed something interesting — to me at least.

An almost forgotten group of 10 men, with Japanese surnames, 25- to 60-years old, and only an initial for first name, most of them described as living in “Railroad Yard.” For the “Race” column it listed “Japanese Male.”

“T. Taneguchi, S. Herano, T. Watanabe,T. Tado, J. Fukae, K. Hamazi, R. Ota, B. Kutsunai, M. Sai, and G. Fukumara.

According Daryl J. Maeda, in an essay for Enduring Communities, “Japanese Americans have a long and complex history in Colorado, and their story features struggles and perseverance, discrimina-

tion and tolerance.”

I wondered about that group and their stories.

“The earliest Japanese to arrive in Colorado probably did so between 1886 an 1888 and were mainly visitors and students,” wrote Maeda.

“They were followed shortly, however by the first large wave Japanese immigrants moving eastward from the Pacific Coast. The largest number of Japanese came to Colorado between 1903 and 1908 and worked as common laborers, railroad

workers, miners, farmhands, factory workers, and domestics. The influx boosted the Japanese population of the state from 48 in 1900 to 2,300 in 1910.”

Maeda says many Issei (first-generation Japanese immigrants) initially worked in Colorado on the railroad and in the coal mines.

“These early settlers entered an environment already structured by anti-Asian sentiments, evidenced when a mob ransacked and burned the Chinese section of Denver in 1880. The 1882 Chinese Exclusion Act barred the immigration of Chinese laborers to the U.S., and as the Chinese population of Colorado subsequently waned, the Japanese population grew. Like the Chinese before them, the Japanese who came to Colorado were scorned as the “yellow peril,” subjected to violence, and excluded from union membership. The Rocky Mountain News and the Denver Post ran anti-Japanese stories and editorials beginning in 1901, and by 1908 the Colorado

State Federation of Labor had formed a Japanese and Korean Exclusion League,” writes Maeda.

According to historian Arthur A. Hansen, “Fortuitously, the Issei arrived in the U.S. as the Interior West region was experiencing what historian Eric Walz has described as “an economic boom fueled by railroad construction, coal and hard-rock mining, and agricultural development.”

Recruited by labor contractors, the Issei were a mobile workforce. As both individuals and gang laborers, they moved not only between different work opportunities on the Pacific Coast and the western interior sections of the U.S., but also between America and Japan and many other parts of the world in which Japanese workers filled a variety of employment needs.”

My endless odyssey with Nolan Ryan On May 15, 1973, I sat in the spare bedroom of my parents’ home in Redlands, California, and watched a baseball game on television between the California Angels and Kansas City Royals.

I was less than a month shy of my 10th birthday and a huge Angels fan. In particular, my hero above all other athletes was Nolan Ryan, who was traded to the Angels from the New York Mets following the 1971 season. That was when my man-love affair with Ryan began.

Ryan was on the mound that May 15 day against the Royals. Batter after batter came to the plate and did his best to make solid contact from his 105-plus mph — at least —fastball and devastating Ryan curve. Batter after batter returned to the Royals dugout a defeated man.

As I stared with delight at that little 12inch black and white television, my heart

swelled with happiness. The ninth inning approached and Ryan quickly retired the first two Royals. All that stood between Ryan and his first no hitter was Amos Otis.

Otis was a solid major leaguer who had a long career. A five-time all-star, he sent a Ryan pitch deep into center field. But striding back to catch it at the warning track was Ken Berry.

crazy with emotion. So did I. I couldn’t believe what I saw on TV and ran through the house telling everyone what had just taken place in Kansas City.

Ryan struck out 12 Royals batters that night. He walked three. Nobody kept pitch counts in those days, but it is likely Ryan threw around 150 pitches — which was normal for him.

There is an unconfirmed report that Ryan once threw 282 pitches in a game against the Minnesota Twins.

Many of you know that Ryan went on to throw six more no-hitters in his illustrious 27-year major league career.

Ryan recorded four of his no-hitters as a member of the Angels. No-hitter No. 2 occurred July 15, 1973 — two months to the day after his first — against the Detroit Tigers. He struck out 17 batters that day.

I watched that game on television with

my dad. We had a color TV in the living room, so my dad and I really ate it up.

Ryan threw his third no-hitter in 1974 on the last day of the season against the Twins. This game was in Anaheim, so it was not on television.

I listened to the game on my little transistor radio that I carried around with me nearly every day of the baseball season so that I could listen to Enberg call Angels games and Vin Scully call the Los Angeles Dodgers games.

Ryan threw no-hitter No. 4 on June 1, 1975, against the Baltimore Orioles. I had no idea that no-hitter occurred until after the fact. My family and I used to spend most of our summers camping at the Colorado River. We had a jet boat and skied Summers continues on Page

Down the old, old road In 1924, the state was looking at improving the dirt road from Pueblo to Denver. The railroads were too.

Back then, most roads followed the railroads. They crossed from one side to the other quite often. I have heard that at one time the road crossed over the tracks about 50 times between Denver and Pueblo. By 1924 some of these had been eliminated. The railroads were getting tired of hitting cars and wagons! What was the road like from Sedalia to Colorado Springs in 1924?

We start from Sedalia, mainly because of the number of crossings north of there.

The old road into town from the north is still there, and it goes through the town.

The old road then came over to the present road almost to Castle Rock. You can still drive part of the old road into Castle Rock.

The old road then went on to Tomah on the West side of the railroad. It went south to Larkspur, where it went east to the creek and followed it to Greenland. You can still see parts of it but mainly it is gone. From Greenland it followed the railroad, east of the tracks to Palmer Lake. This road can be seen in places too. From there to Monument it was where 105 is today. It went through Monument and south.

Today some of this is called “The Old Denver Road.” From Baptist Road it went through what is now the Air Force Academy west of where Interstate 25 is located and between the Academy Exit and Woodman Exit, about Mile Post 150, it went under the Santa Fe railroad and through the town of Breed.

Breed was a coal-mining town, and most of it was where the Woodman exit is located. It was gone by the late 1950s.

There was a town called Pike View where the Rockrimmon Exit is located, which was also a coal mining town. The old road to Colorado Springs went from Breed to

Pike View and into Colorado Springs on Cascade Avenue.

When the new road was built in the late 1920s it changed a lot of that. At north Colorado Springs at Breed it connected with north Nevada. All of this became US 85 and 87 in the 1930s.

It changed again in the 1950s when a modern four lane was built (but not yet I-25). The part on the Air Force Academy was moved east when it became I-25 in the early 1960s.

Starting in 1924, the highway department wanted to eliminate as many road, railroad, grade crossing as possible. There were several undercrossings — or bridges under railroads — built. Only one of them still exists as it was built. This one is on 105 at Monument going into Palmer Lake.

Originally there were two there, one Santa Fe the other Denver and Rio Grande. It is the Rio Grade’s that is still there.

It took five years to sort all of this out, and some of it even longer. The good thing was, when it was built it was done with paving, as the US 85-87 was laid out, financed by federal highway funds. If you look carefully, some of it is still visible between Littleton and Pueblo. Some of it is still being used as it was built! I bet you remember the concrete road between Palmer Lake and Larkspur since it was redone only a few years ago. That was the 1920s concrete you were driving on!

After Colorado’s long, long winter, summer vacations offer a well-deserved time to unwind, relax, celebrate, rejuvenate, see new places and have new experiences.

And for many, it’s a time to eat, eat and eat some more.

Unfortunately for others, their all too short vacation time is marred with mundane health issues such as fatigue, diarrhea, constipation, upset stomach, motion sickness and back pain. There is also a high probability that you’ll come in contact with viruses and bacteria that you may not have the immunity for.

“You’re exposed to more germs than you might think when you travel … even if you aren’t going to an exotic locale,” says Bradley A. Connor, M.D., director of the New York Center for Travel and Tropical Medicine. “And changes in your routine can disrupt your body clock, leading to fatigue and discomfort.”

In the interest of you having a fabulous vacation this summer, I went online to

numerous websites gleaning some stayhealthy strategies for avoiding the common pitfalls of travel.

Before blast-off, shore up your immune system. Digestive problems are a common malady away from home and research shows that more than 1 in 5 plane passengers come down with a cold within a week of their flight.

Patricia Raymond, M.D., Eastern Virginia Medical School says by taking probiotic supplements you can help keep your GI tract healthy and reduce the risk of digestive problems. “Aim to take 1 bil-

lion CFU’s a day for three days before a trip,” Raymond suggests. You can also give your immune system a shot-in-the-arm by getting 7 to 8 hours of sleep for several nights before you leave, which could help you avoid a cold.

When it comes to eating out, resist the urge to splurge. Pick one meal a day to indulge yourself and otherwise, stick to lower-calorie foods that are high in fiber and protein.

If your hotel doesn’t have a workout room, inquire if they are affiliated with a nearby local gym. Or, you can design your own hotel room workout. YouTube offers 63,600 hotel room exercise videos ranging from 2 to 12 minutes long.

Be sure to take along your walking or running shoes, a swimsuit and workout clothes. And don’t forget your sunscreen, sunglasses and bug spray.

Vacation is not a time to try to lose weight or increase your level of fitness.

But, there’s no reason why you can’t maintain and stay healthy.

LETTERS TO THE EDITOR Dear Editor: The folks working in the Teller County Assessor’s Office all deserve awards for extra hazardous duty. None of them ever complains. They do outstanding work, especially considering the conditions. The worst you ever hear is that they often quit.

In fact, the turnover rate in that office is the highest in the county, I’m told. Is that why Whining Wine, the incumbent assessor, couldn’t get enough support from her own party to run for re-election?

(Is that how she reduced expenses that she brags about?) Instead she was forced to spend two weeks on our (taxpayers’) dime to corral enough signatures to get on the primary ballot for her own seat, something you can bet she’ll remember at

from morning until night. I learned of Ryan’s no-hitter a couple of days later when we returned home.

You have to remember that in those days there was no ESPN or satellite television with hundreds of stations. There were no cell phones, either.

I was bummed I missed Ryan’s fourth No-No, but happy none-the-less.

Ryan’s four no-hitters with the Angels came in an 86-game stretch. Amazing.

Ryan left the Angels as a free agent after the 1979 season. He signed a four-year deal with the Houston Astros. On Sept. 26, 1981, he threw no-hitter No. 5 against the Dodgers in Houston. I watched that game on television as Scully called the action.

Time marched on and so did I. In 1990, I landed a job with the Angels working in media relations. I got to meet all the major leaguers who came to town. Stars like George Brett, Wade Boggs, Roger Clemens and Cal Ripken. Managers like Frank Robinson, Tony LaRussa and Sparky Anderson.

And among those players I met was Lynn Nolan Ryan. He was eating an ice cream cone the first time I saw him in the clubhouse. He sat in his chair at his locker as I approached him and introduced myself. We chatted for a while and shook hands. I was on cloud nine.

I had seen him pitch in person dozens of times in Anaheim, Los Angeles and San

mary states. However, as Iwata notes, even though they achieved remarkable success—supplanting Chinese railroad workers; gaining wage parity with (and then employer preference over) other immigrant laborers from such countries as Italy, Greece, and Austria; improving their status within the industry by becoming section workers (occasionally even foremen) and office secretaries and interpreters; and accumulating some surplus capital—the majority of Issei “began to look about for work other than that in the railroads.”

Diego, but to see him up close was a dream come true.

On June 11 of that year Ryan, now with the Texas Rangers, pitched no-hitter No. 6 against Oakland. I missed it because the Angels were at home that night and I was busy doing media relations work. I saw the news come across the Associated Press wire and passed it along to my boss, Tim Mead, who in turn made the announcement in the press box.

A year later, May 1, 1991, Ryan pitched his seventh no-hitter against the Toronto Blue Jays. I watched the game on ESPN. I could not believe my eyes that a 44-yearold Ryan had just accomplished the improbable yet again.

Ryan also won his 300th game in 1991.

Two years later he hurt his arm pitching against the Angels in Anaheim. I listened to that game on the radio. Ryan walked off the mound after the seventh inning of that Sept. 17 evening in obvious pain. He knew his career was over.

Five days later he made his final start for the Rangers in Arlington, Texas. He threw 29 pitches, allowing five earned runs. He never recorded an out.

I named my son after Ryan when he was born in 1994. His name is Garrison Ryan Summers. No doubt hundreds, if not thousands of people, have also named their children after Ryan.

It’s hard to believe 41 years have passed since that first Ryan no-hitter. What a blessing it was to grow up with him as my sports hero.

You should recall that four years ago, when you were running for assessor, you promised to take a hard look at the county’s past practices of using lousy legal descriptions in its tax records. Poor legal descriptions have long been the bane of Teller County records, causing innumerable difficulties for buyers and sellers; causing, in fact, multiple ownerships of the same property, where two separate people are assessed for the same property and not even know it. That’s good for Teller County tax collections, I suppose, but certainly not for the people paying double taxes and inevitably facing a court battle to determine true ownership.

You promised.

One year ago, after three years in office,

you notified me by letter that you would not change anything. You remember the letter in which you “reviewed” the legal description I’d drafted for some property I’d recently acquired. I never asked you to do that. I faxed that letter to another person in your office, and you somehow acquired it that same day when I’d been told the intended recipient wasn’t even in the office. You said my legal description was inadequate because it hadn’t been prepared by a licensed surveyor.

Actually, BCW, my legal was better than adequate, because it was fully monumented to all of the surrounding properties.

Thomas Frank Kongs of Cripple Creek succumbed to cancer May 14, 2014. He is survived by his wife Susan Kay Heaton Kongs and three siblings: John Patrick Kongs (Kathy) of Raleigh, NC, David Jerome Kongs (Luann) of Marysville, KS, Susan Kongs Atkins (Steven), Phoenix, AZ, and fifteen nephews and nieces.

He was born January 28, 1945 in Moline, KS to Loretta Martha Cohorst Horn Kongs and Joseph Francis Horn. His father died in a WWII related plane crash two days before Tom’s birth. Tom was adopted by Aloysius Peter Kongs when his mother remarried in 1950.

Tom graduated from Marysville, Kansas High School in 1963 and KSU School of Architecture in 1969. He worked for

Denver Regional Transportation District for 35 years in various positions and retired as Manager of Contracted Services.

His hobbies included nature photography, woodworking and wood turning. He was very active in Teller County Regional Animal Shelter (TCRAS) and served on the Board for several years. His dogs, Auggie and Tessa brought great joy to his life.

He will be sorely missed for his kind, generous, gentle and fun loving spirit. Those wanting to make a memorial donation may direct it to TCRAS, Box 904, Divide, CO 80814.

Cremation followed death. Friends are invited to a Celebration of Life on May 25 at 1 PM at El Tesoro Retreat Center in Woodland Park.

You know the relevance of monuments, don’t you? They are absolute control points over courses and distances. You just forgot, I bet. Since you’re a “Certified Professional Landman,” you’d have to know that.

I mean, I only had 40 years in the land title business, examining titles to tens of thousands of properties, having given a couple dozen classes on legal descriptions, having built a complete title plant, and done some surveying myself.

Surely, you wouldn’t disapprove of my legal description because you couldn’t read it. That would be unfathomable for a “Certified Pro...etc.”

And what about all the other legals you commonly use, like “Pt. Napa No. 1, MS 14602?” What the devil does that mean?

Sure, it’s part of a mining claim. But what part? Isn’t that something you need to know? How do you know the size without an adequate legal?

I hold in my hand a Tax Notice from the County received back in January 2014. The

legal says “19-12-68 Pt SE4NW4 Lying W of L4-5 Paradise of Colorado 2.” What in the blue blazes of Betelguese could that mean?

I look it up on the assessor’s website and learned it is 0.07 acre. That is barely 3,000 square feet. It would be impossible to build anything on it but a very short wall, unless I got a set-back variance. Where I would park a car is anybody’s guess.

The taxes for the vacant land are $843.78.

(See how Betty takes care of her favorite people?) With a house, they’d probably be about $84,378.00 (and I still wouldn’t have room to park my car).

Oh, but wait. You’re a “Certified Pro ... ,etc.” You’re also all those other wonderful things with the shining adjectives listed on your re-election brochure, with “38 years in real estate & real estate related industries” to boot, and you vow to “reign” in spending.” (Was that a deliberate malapropism, or are you really above looking up words in the dictionary?)

Dear Editor: Mr. Ken Bauer’s May 7 letter to the editor of the Pikes Peak Courier is a good reminder that May 1 to June 2 is protest time for property owners who believe they are overvalued.

By law, assessors revalue all properties in odd-numbered years. Teller County has over 26,000 parcels, which are initially valued using mass appraisal methodology.

Last year was the first year that Notices of Value were sent on postcards, saving taxpayers about 40 percent! Sometimes taxpayers don’t review the Notices of Value, but when the tax bill arrives, they want to protest. By law, protests can only be heard during May, so we encourage taxpayers to protest after May 1.

If you wish to protest, please note that values for 2013 and 2014 are based on sales that occurred prior to June 30, 2012.

Any sale after that date cannot be considered until the 2015 revaluation.

Mr. Bauer’s purchase of the Courier building is a good example of a property that was purchased within the time period, but did not model correctly in the mass appraisal model. Some values can be adjusted without the taxpayer coming into the office. A review by an appraiser may show that a property did not model correctly and does not reflect the market. Mass appraisal is a wonderful tool for valuing a large number of properties, but it has its limitations, particularly in a unique county such as Teller.

All taxpayers, whether in or out of Colorado, are treated with respect and courtesy. All taxpayers have the right to fair and equitable valuations, which is why taxpayers can appeal the Assessor’s decision to the Board of Equalization (County Commissioners). If the taxpayer is not satisfied with the Board’s decision, he may request binding arbitration, appeal to District Court, or appeal to the Board of Assessment Appeals. This system works very well and eliminates arbitrary decisions.

Abatements are refunds that are available to taxpayers for taxes paid due to errors. Unlike other states, Colorado allows abatements, but limits them to the two years prior to January 1 of the filing year.

Mr. Bauer’s abatement was filed prior to January 1, and if his property is overvalued, he will be entitled to a refund for 2012 only, since he did not own the property in 2011. Based on case law, taxpayers are only entitled to collect a refund for years that they actually owned a property. A taxpayer may not file for an abatement for a year that they protested. Colorado law allows for only one opportunity to remedy an overpayment.

Contrary to what Mr. Bauer stated, an owner does not have to currently own a property to seek an abatement of taxes paid in error; however, the two-year limitation applies. Recently an abatement was granted to an owner of a property who had sold her property last year, but had overpaid taxes for the previous year.

Last year, appraisers were introduced to data modeling. Why did we go down this road? Previously this office relied on one person to model data. After spending $60,000 on training, that person left to make 40 percent more than Teller could pay. This left us in a very difficult position and, to ensure continuity, I implemented a multi-year plan to train all appraisers in data modeling.

Mr. Bauer complained that his Courier building was significantly overvalued. For the record, the person Mr. Bauer is touting as the next assessor, Violet Watt, is the appraiser who modeled and set values for his building, as well as all other commercial and vacant properties in Teller County. I do not review all 26,000 mass appraisal values, I rely on the judgment of and depend on all my appraisers. I do, however, personally review every appeal and make the final decision.

Sincerely, Betty Clark-Wine Teller County Assessor Dear Editor: These pages have had no shortage of opinions regarding the current County Assessor over the past few weeks. And so I’ll throw in my own experiences: the good, the bad and the ugly. Unlike some, I don’t have a horse in the fight. I was not involved in the caucus that brought things to this point. But I am a taxpayer.

The Good I have always felt Betty to be responsive either by email or when we have had to meet in person (more on that in a minute).

The Bad My first foray into appealing taxes occured in 2012, when after buying a vacant piece of land for 18,000, was assessed on it by Betty’s office for 90,000 (or 500% when the market said it was worth). Now I understand that these are mass appraisals, but like others who have written here, it seems implausible to me that armslength transactions done in the open market on the exact property in question would mean so little when compared to a regression analysis done by a computer with sales “comparables” up to 5 years old. And thus began my journey into tax protest hell. Step 1: I attempted to work it out with her office, but was rebuffed. I was told that if I wanted to protest my taxes, “fine” - but it would be taken up at the county level and beyond. Step 2: After that, I had to formally appeal and appear before the County Board of Equalization. Now if anyone was expecting the wheels of justice to rectify things at this point, don’t get too excited. I can summarize my experience with the CBOE as wasted gas driving to Cripple Creek and a unanimous vote in the Assessor’s favor after not-to-much thought (pro tip #1: just arrange for a phone conference with the CBOE, or better yet, don’t even appear, ‘cause it won’t matter anyway). Since this time, two other CBOE hearings have been just as useless and ineffective.

The Ugly So the next step in the process was to go to binding arbitration (pro tip #2: an alternative and better approach is to just protest next to the BAA in Denver. It’s just as tedious as local arbitration, but its free the first couple times you do it each year. And you can appear via phone - you don’t have to drive to Denver for the hearing). At this point, I probably had 20 or more hours into the process and was convinced at the unfairness of paying taxes for something valued at $90,000 when I had paid $18,000 on the MLS. The County and I had to submit evidence to one another, wait awhile, and then appear before an arbiter that would decide things for good. And of course the arbiter needs to be paid, and I had to do that up front. So now in addition to owing a higher tax than I should, I had to come up with a couple hundred bucks to pay an arbiter that may decide against me - and I’d be out even more money. Whereas I submitted a few pages of evidence to the County for this arbitration that essentially said I paid 18k so why am I being taxed at 90k, I received from the County an entire folio about an inch thick via FedEx - full of comps, analysis and more analysis as to why I surely must be wrong. To say the least, I felt completely outgunned at this point. The County was using my own tax dollars to pay for a lawyer and have as chief witness all the resources of the Assessor’s office to fight me. And so we went to arbitration. Long story short, after about three hours in a windowless county room, me on one side, and Betty and more staff on the other, and then weeks of waiting, my tax bill was reduced by about half. Victory! Right? Except for the fact that I was out 40-50 hours of my time, and might have to do this all over again within two years. And oh yeah, the arbiter decided that even though it seemed I had won my case, the county and I would each pay half of his fee (very frustrating!)

The Takeaway The assessment process in Colorado is subjective, and prone to error. Further as a average “Joe”, I felt and continue to believe the protest process to be heavily slanted toward the government’s interest and benefit. The CBOE would do well to actually do-their-job instead of rubberstamp things for the Assessor, and the Assessor would do well to listen to the market and taxpayers more than they do. And the people of Teller County could do the most good if they would flood the Assessor’s office with appeals early and often. This would have the effect of overwhelming them, but ultimately leave a citizenry with a greater voice, an understanding of the process, and best yet, more money in our pocket. Sincerely Todd Wiseman Woodland Park Dear Editor: I have read several letters to the editor of this paper that were critical of our current Teller County Tax Assessor, Betty Clark-Wine. By way of contrast, I would like to state for the record the positive experience I had with Betty a few years ago.

In 2009, before Betty became our Tax Assessor, I received a notice that assessed an undeveloped parcel of property that my wife and I own in Woodland Park that was far in excess of its then-current market value. Over a period of a few months, with the help of a local realtor, I formally protested the assessment and prevailed with an assessed value that more closely resembled the parcel’s true market value.

In 2011, I again received an assessment that was grossly inflated. I again protested with supporting documentation. Much to my surprise, Betty personally attended my hearing with the Board of Equalization to review my documentation and listen to my verbal arguments. After the hear-

ing, Betty approached me and promised me her personal and thorough review of the matter — which later concluded with a far more reasonable official assessment.

Afterwards, I suggested to her that, any time a formularized assessment (based on computer models) represented a significant increase over the previous assessment, a member of the County Assessor’s office personally review the matter before issuing the official notice to the affected property owner. Betty evidently took my suggestion to heart and the subsequent assessment I received was reasonable on its face.

My bottom line in this matter is this: I think Betty is a conscientious and intelligent Tax Assessor who takes her job seriously and strives to develop assessments that are fair and equitable to all property owners in Teller County. In addition, she is quite personable and appears to do a very credible job of overseeing her capable and hard-working staff, which is a testament to the kind of professional that she is.

As a result of my experience, I strongly recommend that Betty Clark-Wine be elected to serve another term as Teller County Assessor.

phill@coloradocommunitymedia.com A project initiated by the city’s historic preservation committee, the mural on the side of The Cowhand signals a push to put Woodland Park on the artistic map. Painted by Dixie Clare, the mural pays tribute to the area’s western roots and cowboy culture.

The Cowhand is part of the city’s history, a business founded in 1965 by Howard and Joan Stull. Today, Merry Jo Larsen and Marty McKenna, daughter and granddaughter of the Stulls, run the store that specializes in western wear, clothing, boots, jewelry and custom-made hats.

The mural, of horses running in glorious exuberance, represents the family’s connection to the land, to the freedom attached to open spaces.

The rider on the grey horse, nicknamed Roan, is McKenna who grew up with horses and was a member of the local 4-H.

The Palomino was the family’s stud horse and the blaze-faced mare, Buffy, was the horse Larsen rode for roping.

When asked for permission to have the mural on her building, Larsen had two stipulations. “I want horses running out into the traffic so when you come down that street, you go ‘whoa!’” Larsen said, adding that she requested that Clare do the work. “Dixie has been our friend forever; she’s a wonderful artist. The project has been kind of been fun for us.”

Clare created the mural on four panels painted in her studio in Canon City, where she divides her time between there and Florissant. “I used latex paint designed for signs,” Clare said, adding that the panels include six coats of sealer.

When completed, Clare had the panels shipped to Woodland Park and installed by Your Extra Hand, a business based in Florissant.

Clare is well-known for her murals in Cripple Creek, Westcliffe, Canon City and Lamar as well as some on the eastern

plains.

Funded by a grant to the city, via the historical preservation committee, the mural is the first of many planned for buildings and walls.

The mural signals a collaboration of the preservation committee, Woodland Park Arts Alliance and the Creative Arts District.

“We want to make sure that we find highquality artists who can do the same type of job that Dixie did,” said Ralph Holloway, founder and chairman of the WPAA. The murals will be an artistic story, of the region’s prime economic drivers, gold, lumber and the railroad. “If we have something that ties these things together, to start emphasizing our history, then people can come up here and see history in art,” Holloway said.

Ultimately, however, the mural project is about economic development through art. “The whole thrust of the Creative Arts District is bringing creative entrepreneurs to Woodland Park who live, work, recreate and raise their family in this area,” Hollo-

way said. “That will strengthen the RE-2 School District as well as every business.”

Speaking of creative artistry, Holloway highlights the work of architect David Langley. “One of the most creative entrepreneurs in Woodland Park is David Langley,” he said.

Langley’s recent projects include the new Our Lady of the Woods Catholic Church and soon-to-be-built Arby’s. “He’s the one that designed the Sonic. Have you ever seen another Sonic anywhere in the country that looks like ours?” he said. “His `art’ is having a direct influence on people who drive through town, even if it’s only subliminal.”

The mural is a beginning. “When we talk about this mural, we are talking about, finally! different groups, organizations and entities coming together to see something happen in Woodland Park,” Holloway said.

“They want to give back to the community and improve the quality of life. When we improve the quality of life the economic part comes along behind it.”

A combination of the STEAM - science, technology, engineering, art and math - the students entertained their parents at the “Bicycles, Sculptures and How things Move” festival.

The exhibit featured a range of contraptions, each one designed and created by the students to show variations on movement.

Everything moved, from the Alka-Seltzer rocket and the 10-foot high Trebuchet catapult to the 14-foot-high kinetic sculpture. Along with the movement piece, every student displayed a work of art the evening of May 7.

Lauren Lehmann, the school’s art teacher, Kathy Rhodus, the RE-2 STEM coordinator, Michelle Jackson, gifted and talented teacher and Sandy Struble, the district’s online teacher, envisioned the project and made it happen.

“The four of us created this learning experience,” Lehmann said.

Fifth-grader at Ute Pass Elementary School in Chipita Park, Cirko notices things like the lack of women on a construction crew building a wall near the school last year. She asked why. The question drew blank looks from the construction team.

“It was a show-stopper,” said Chris Briggs-Hale, the school’s principal.

Cirko laughs at the telling, smiles as the principal continues. “She does that frequently, asks insightful questions,” he said.

On another issue, Cirko wondered if exercise before a test could generate better results. Therefore, she asked her classmates to jump rope for a minute before a multiplication test.

Bingo! She was right; students who jumped got more right answers than those who did not jump. “The hypothesis was supported, probably because exercise makes the brain work more effectively, reduces stress and brings more blood to the brain,” Cirko said.

Not entirely satisfied with the results, Cirko is considering lengthening the exercise or changing the test. “That’s what we want, kids who ask great questions, to wonder and be curious,” Briggs-Hale said. “We’ve got to be inspiring curiosity.

While there’s nothing wrong with teaching facts but facts with deep thinking is what we’re after.”

Cirko’s science project became part of the school’s wellness program which was recognized at the state level recently.

As a result, Ute Pass Elementary School won a Healthy Champions Award from the Colorado Legacy Foundation.

This month Cirko was part of the annual event that distinguishes the school, because of the dedication and ability of Candy Mowery to transform her students into Shakespearean actors.

In praise of her student, Mowery is dramatic: “Sofija always takes on the greatest

I have only done Macbeth three times in my 44-year teaching career and the reason is not the challenge of finding a boy who can do Macbeth, it is the challenge of finding a Lady Macbeth!

When I met Sofija in the third grade I knew I had my Lady Macbeth. Portraying Lady Macbeth on the stage requires a full understanding of character motivation and the inner turmoil that can cause a person to go completely crazy! And then

it is the willingness to rehearse and rehearse and rehearse, analyzing every movement, every voice inflection! Sofija is so willing to work this hard ... and it’s not only in drama, it is in all academic areas! She is truly an exceptional learner!”

A native of Croatia, Cirko plans to stay at the school next year to help launch the sixth-grade and the Mountain Academy of Arts and Sciences. “I wanted to be a teacher; but now I think I want to be a marine biologist because I love dolphins and I love helping people,” she said.

As for acting, that goal has gone by the wayside. “It’s kind of easy for me to memorize lines but just to be a mad person or a really mean person, that’s not really my personality.”

An annual event, Walk for Education, is a fundraiser for the school. This year’s trip around the lake helped the students raise $1,400.

Ebhert off to the Coast Guard

phill@coloradocommunitymedia.com For Savanah Ebhert, securing a full-ride scholarship to the U.S. Coast Guard Academy presents endless possibilities for education and adventure. “I think I’ll just get to do a lot of cool things, like scuba diving,” she said.

Admittedly, Ebhert hadn’t thought about joining any branch of the military, much less the Coast Guard. “I was just trying to get through high school,” she said.

A senior at Woodland Park High School, Ebhert attributes her choice to a career fair last year. After a pep talk by the recruiter for the Coast Guard, Ebhert went for the gold, the $400,000 scholarship. “I thought, ‘this is what I need to do,’” she said.

Initially, Ebhert thought about being a helicopter pilot. “I could go to flight school or I can go on and get a master’s degree, which is an extra two-year commitment,” she said.

The scholarship adventure comes with service on a ship. “I’ll just work my way up,” she said.

For a teenager in today’s digital world, the lifestyle change will be more than geographic. “The only way I can communicate with my family or friends is by letters,” she said. “I won’t even have a phone for the whole summer. It will be hard — but worth it.”

Ebhert has been in the RE-2 School District since kindergarten. Over the years she has been recognized for her leadership qualities and athletic ability as a member of the school’s cross-country and track teams as well as the student council.

Mine tour The Southern Teller County Focus Group plans its 10th annual historic mine tour Saturday, May 24. The tour is of the surface remnants of the El Paso Gold King Mine in Poverty Gulch near Cripple Creek. This 1890s mine and structures are on private land accessible only by hiking. Some hiking (95 percent downhill) will be required. Shuttle buses donated by Cripple Creek Parks & Recreation will be used to transport visitors to the trail where hiking down into the site, and down out of the site will be required. Shuttles will pick up participants below the trail near Silver Street in Cripple Creek.

Those who cannot hike will be transported via a very limited number of four wheel drive vehicles; please note this need when making reservations. Seating in the buses is limited to a maximum of 70 individuals. No children under the age of 5 years should attend and no pets are allowed. earlY drugstores exhibit The Ute Pass Historical Society, in conjunction with the Pikes Peak Regional Medical Foundation, presents “Early Drugstores of the Ute Pass.”

The drugstore is a unique American invention. Not only was it a source of drugs and health-related items, the American drugstore was also a meeting spot, a lunch place and a community social center. As the population grew in the Ute Pass region, people needed medical preparations that a drugstore or general store could provide. In Green Mountain Falls, the Williams Drugstore was a gathering place for tourists and locals alike. The Harkins store was an integral part of the community in Divide, even serving as a cream station for local dairy farmers. Local residents in Woodland Park recall drugstore proprietors like Jack Embree and the Bonfields, who were respected friends and neighbors. These stories, vintage photographs and medical artifacts will be on exhibit through May in the Pikes Peak Regional Hospital lobby. Children taught to be Bear Aware WP Council agrees to vacate Aspen Street By norma engelberg Contributing writer

The months of May and June will be all about bears. A coloring contest sponsored by Keep Woodland Park Beautiful, with help from Colorado Parks and Wildlife, taught Columbine Elementary School students to be Bear Aware and to share that knowledge with the community.

Contest winners Avery Walker (first grade), Isaiah Wiley (second grade) and Lindsay McLaughlin (third grade) came to the May 15 Woodland Park City Council meeting to receive their award certificates and a city pin from Mayor Pro Tem Carrol Harvey. The fourth-grade winner was Tyler Thime. Winning artwork will be posted to www.keepwoodlandparkbeautiful.org and at www.facebook.com/bearawarewp.

All 150 artworks created by Columbine students will be on display May 27-June 6 at the Woodland Park Public Library. There will also be a Bear-Aware information table.

On June 7, at the annual Keep Woodland Park Beautiful City Clean-up, District Wildlife Manager Tonya Sharp will be on hand with more bear facts and artifacts. Other information tables will also be set up at the park. Clean-up registration starts at 9 a.m.

Clean-up crews will pick up their assignments and hit the streets and byways. Participants are asked to bring their own refillable water bottles and to wear sturdy shoes and gloves and sunscreen. Safety vests, vinyl gloves and trash bags will be provided.

Participants are invited back to the park at noon for a cook-out.

Sharp will also be at a free Bear Aware public forum on June 17 in Council Chambers and, along with Woodland Park Police Chief Robert Larson, is working with city staff on a possible amendment to the city’s Garbage and Refuse Control Code to regulate and enforce bear-related trash complaints.

Cute kids were a tough act to follow but Wendy Swanhorst of the auditing firm of Swanhorst & Co. reported on the city’s annual audit for 2013. She gave the city the highest rating possible and said its books are in excellent shape.

Council gave initial approval to an ordinance amending the city’s zoning codes to allow the construction of one or two dwelling units inside a single structure as a permitted use in all city commercial zones.

The public hearing was set for June 5.

Council approved a request to vacate an unimproved portion of Aspen Street between South Avenue and an alley just to the north. A portion of the street from the alley to Lake Avenue was vacated in 1994.

City Planning Director Sally Riley said the street was originally platted in 1888 by people in Kansas who had no notion of local topography.

City Manager David Buttery announced that all elements of the 4th Engineer Battalion are arriving home at Fort Carson. The battalion flag flies at Lions Park as long as any of its soldiers are serving in harm’s way and has been flying continuously for the past three years. The flag will finally come down in a public ceremony at 4:30 p.m.

Coalition reminds traffic to share road For the Courier DRIVE SMART Teller County, a traffic safety coalition, wants to remind motorists and motorcyclists alike to “share the road” in order to help prevent motorcycle crashes, deaths and injuries on our local roadways.

“Motorcyclists will be out in force as the weather gets warmer, which is why May is the perfect time for Motorcycle Safety Awareness Month,” said Teller County Sheriff’s Deputy Renee Bunting, a coalition member. “In 2012, 21 percent of motor vehicle injuries involved motorcyclists in Teller County. We all need to be more aware of motorcyclists in order to save lives.”

National statistics show an alarming trend: in 2012, 4,957 motorcyclists were killed in traffic crashes, a continued increase from 2010. Those deaths account for 15 percent of the total highway fatalities that year. Injured motorcyclists also increased from 81,000 in 2011 to 93,000 in

2012.

Nationwide, helmet usage is on the decline, dropping from 66 percent of motorcyclists wearing helmets in 2011 to only 60 percent in 2012. The decrease was most significant among motorcycle passengers, decreasing from 64 percent in 2011 to 46 percent in 2012. The National Highway Traffic Safety Administration (NHTSA) estimates that 1,617 lives were saved in 2011 because of proper helmet usage, but another 701 lives could have been saved if helmets had been worn.

Wearing a helmet is an important way for a motorcyclist to stay safe, but we all play a part “It’s up to all motorists and motorcyclists to make our roads safer,” said Deputy Bunting. “If all road users shared the responsibility of keeping our roadways safe by following road signs, obeying speed limits and always staying focused on the road…deaths and injuries could be prevented.”

She offered tips to drivers on how to prevent a fatal crash with a motorcycle:

Though a motorcycle is a small vehicle, its operator still has all the rights of the road as any other motorist.

Allow the motorcycle the full width of a lane at all times.

Always signal when changing lanes or merging with traffic.

If you see a motorcycle with a signal on, be careful: motorcycle signals are often non-canceling and could have been forgotten. Always ensure that the motorcycle is turning before proceeding.

Check all mirrors and blind spots for motorcycles before changing lanes or merging with traffic, especially at intersections.

Always allow more following distance - three to four seconds - when behind a motorcycle. This gives them more time to maneuver or stop in an emergency.

Never drive distracted or impaired.

“Motorcyclists must also take precautions to remain safe on the road,” added Deputy Bunting.

Motorcyclists can increase their safety

by following these steps: Riders should take a certified motorcycle safety education/training course.

Wear a DOT-compliant helmet and other protective gear.

Obey all traffic laws and be properly licensed.

Use hand and turn signals at every lane change or turn.

Wear brightly colored clothes and reflective tape to increase visibility.

Ride in the middle of the lane where you will be more visible to drivers.

Never ride distracted or impaired.

“By following basic safety rules, we can all help to prevent crashes,” concluded Deputy Bunting. “Our message is for all drivers and riders: Share the responsibility of keeping our roads safe - always share the road.”

Fossil Beds to host 2014 summer seminars Staff report The Friends of the Florissant Fossil Beds and Florissant Fossil Beds National Monument have announced the 2014 seminar series. The seminars are one- or two-day classes that cover a variety of topics that include earth science, biology and the humanities. The classes are open to the public and teachers.

Teachers can receive continuing education credit through Pikes Peak BOCES and graduate credit through Adams State University. The fees for taking these day-long seminars have been reduced this year. The

The 2014 Midland Days Symposium — the fifth-annual event — was possibly the best presentation to date. Thank you again to all who were able to attend. It is hoped that the day was enjoyed by many. The enthusiasm settled on the whole crowd as the day progressed. From the presenters’ point-of-view, it was the most fun that could have been had and it showed.

There were a total of 59 in attendance.

At the end of the day, about 21 toured the Midland Depot at Divide. A little more than $4,000 in needed funds was raised to assist Midland Days to plan for future symposiums and to support the growing depot accounts held by both of the co-sponsors — the Divide Chamber of Commerce and the Teller Historic and Environmental Coalition.

These funds will be used to cover the planning expenses for developing future grant requests to continue the renovation of the Divide depot.

Announced during the symposium was the news that Midland Days at Divide was now a nonprofit corporation. It is planned to apply for the IRS exemption this year.

Memberships are now being accepted.

Dues for this membership are only $25 per year.

Once again, to all who attended, on behalf of the entire board of directors of Midland Days at Divide, and the co-sponsors, the host (the John Wesley Ranch and Retreat Center), the presenters and volunteers, thank you for coming, for interest and enthusiasm and the generosity that was displayed. Without these people there would be no Midland Days Symposiums and the thread of Midland history that has been kept alive alive would be lost.

Swim lessons

The Learn to Swim program follows the criteria set by American Red Cross.

Descriptions of the classes are listed on the city website. Please bring a swim suit and towel. Instructors are Connie Knowles and Katy Conlin. For ages 6 months to 18 years.

Classes are Tuesdays and Thursdays (May 27, 29, June 3, 5, 10, 12) at the Golden Bell Camp. Cost is $45 per session, and $41 for an additional family member.

Youth golf

Four lessons are designed to introduce golf to juniors. A specific skill will be taught each class. These classes will include the skills of putting, chipping, pitching and full swing as well as rules and etiquette that apply to each skill. When registering, indicate whether participant has his or her own clubs and whether he or she is left or right handed. Instructor is Rose Weis. Sessions offered for 5-9 years and 10-14 years.

Classes are from 1-2:15 p.m. at Shining Mountain Golf Course. Ages 5-9 years meet Mondays and Wednesday (June 16, 18, 23, 25); and ages 10-14 meet Tuesdays and Thursdays (June 17, 19, 24, 26). Cost is $100 per session.

Youth tennis

All ages and skill levels welcome for youth tennis league. Participants will learn the techniques and skills to play tennis like a real pro and of course meet new friends while having fun. We will focus on learning the key moves; forehand, backhand, approach, serve, volley, and keeping score while keeping our minds and bodies active. Instructor is Jessee Barlow.

Class meets Tuesdays and Thursdays (June 10, 12, 17, 19): 10-11 a.m. for 4-8 years; 11 a.m. to noon for 8-12 years; and noon to 1 p.m. for ages 12 and older. Cost is $40 per session.

Pickle ball

Westfall shines at state track meet Senior finished fourth in the discus with a school-record heave

dsummers@colorado communitymedia.com It would be safe to say that Randy Westfall had a very successful state track meet last week at Jefferson County Stadium in Lakewood.

The Woodland Park senior placed fourth in the discus and eighth in the shot put, scoring nine of the Panthers’ 10 team points in the Class 4A meet.

But that is only part of the story. Westfall shattered his own school-record in the discus on May 17 when he heaved the sphere 163-feet, 9 inches. He broke his personal record - set earlier this year - by 10 feet.

“You love to see a kid finish his high school career like that,” said Woodland Park coach Ron Payton. “He had five throws over 150 feet and broke his own school record twice.”

Westfall’s second throw in the finals turned out to be his best.

“Randy is calm and methodical,” Payton said. “Randy tends to figure things out as he gets going.

“It was beautiful to watch. It was awesome.”

Westfall entered this season with a bit of a chip on his shoulder. His best throw as a junior was 139-3; just 14 inches away from qualifying among the top 18 for the state meet. His older brother, Cody, advanced to the state meet as the 17th top thrower.

“Randy’s school record will stand for a long time,” Payton said.

On May 15, the first day of the meet, Westfall and teammate Hayden Erickson competed in the shot put. Westfall finished eighth with a throw of 48-0 ¾. Erickson was ninth at 47-11.

“It was better than I thought I was going to do,” Westfall said. “I did a push-up contest Tuesday at school and it made my arms a little sore.”

For the record, Westfall did 56 push-ups in one minute.

“I was shooting for a throw in the high 49s or over 50,” Westfall said. “At least I was able to place.”

Erickson also felt he could have done better, but he was pleased with his effort.

“I normally throw 52 to 53 feet in practice,” the junior said, “It’s just a matter of getting out there and having fun. Maybe I could have been a little more relaxed. I don’t know.”

“He wore spikes for the first time this year,” Payton said of Higgins. “If he would have been able to train all season in spikes like the other kids he could have contended for a state title.”

Higgins overcame adversity this school year, breaking his big

toe three separate times. Because of that, he trained in heavy running shoes and did not qualify for the state meet until the finals of the Metro League meet - the last regular season meet of the season.

Woodland Park senior Jonathan Hinton did not make the finals of the 110 meter hurdles. His prelim time was 16.96.

No Woodland Park girls qualified for the state meet.

The Pikes Peak region was well-represented in individual and team competition.

Palmer Ridge won the 4A boys title, while Fountain-Fort Carson won the 5A boys state title.

The Classical Academy boys and girls both won 3A state titles.

dsummers@colorado communitymedia.com Andrew Pappadakis turned in his letter of resignation on May 14 and is stepping down as the Woodland park High School boys’ soccer coach.

Pappadakis will remain as the Panthers’ girls’ soccer coach.

Pappadakis informed Woodland Park athletic director Michael DeWall of his

decision a week after his girls’ team lost in the first round of the Class 4A state playoffs.

“I’ve been coaching year-round for 10 years,” Pappadakis said. “Most people don’t understand how much effort that requires.

“I have neglected my own family out of commitment and responsibility for the soccer programs. It’s time that I make a change.”

DeWall said he will begin the search for a new boys’ coach immediately.

“I completely support Andrew’s position,” DeWall said. “It’s a challenge for someone to be the head coach of two sports in two separate seasons. Each team has different needs and there are differ-

ent things that need to be done in the offseason.

“I’ll get a posting for the position in the district and then hit all my resources throughout the state.”

DeWall added that he is hoping to have a head coach in place by the middle of June. The first day of practice for the fall season is Aug. 11.

“The teaching openings aren’t there, unfortunately,” he said. “We have to find that right guy who has the knowledge and time to put in.”

Pappadakis put in a lot of time between the school’s two soccer teams. The girls have been to the playoffs each of the past two seasons and should have the bulk of its team returning in 2015.

The boys made the postseason just once during Pappadakis’ tenure.

Pappadakis doesn’t totally plan from walking away from coaching this summer or fall. His children — Greg (an incoming seventh-grader at Woodland Park Middle School) and Maia (an incoming freshman at Woodland Park High School) — both play club soccer for Rush, a club program based in Colorado Springs.

“I’ve been asked to coach their teams and I am looking forward to that,” Pappadakis said. “Maia will play for Woodland Park next year and she is talking about getting a scholarship.

“We’re looking at future plans for both my kids and I want to make sure my priorities are straight.”

Bertrand looking for new football, volleyball head coaches Cripple Creek-Victor athletic director has a lot on his plate

By Danny Summers dsummers@colorado communitymedia.com Jim Bertrand took over his old position as athletic director at Cripple Creek-Victor High School last December. He was re-named to the post after Dolf Chiste resigned.

Chiste held the position for seven months, taking over for Bertrand in June 2013.

Bertrand has been busy these days helping with CC-V graduation ceremonies. Soon he will have to focus his attention on hiring two new head coaches.

Jordan Buss will not return as the football coach this fall. Buss coached just one season, taking over the program from Bertrand in the spring of 2013. The Pioneers were 0-7 in his lone campaign.

Buss will remain as the school’s boys’ basketball coach for the time being.

CC-V volleyball coach Amy Christison recently resigned after 19 seasons. The Pioneers were 0-19 last season.

“A couple of people have shown interest in the volleyball job,” Bertrand said. “But I can’t hire anybody until we get a new superintendent and new principal.”

Sue Holmes, the district superintendent, did not have her contract renewed by the school board. Not long afterward, principal Trudy Vader resigned.

Bertrand said he has not heard when either position will be filled, but he did say that principal candidates have been interviewed by the school board.
