‘The culmination of a journey’ Christian Redman remembered by family, brothers in arms

Christian Redman was known as a man who brought people together.

His band of brothers knew him as a man who would offer his right arm if needed, a man who would give you the shirt off his back without question.

“You grow real close when you face what we were facing every day,” said retired Capt. Dan Schultz, of the 11th Armored Cavalry Regiment, also known as the Blackhorse Regiment, who served with Redman in the 1980s.

Redman, 51, of Parker, died Oct. 5 of complications from the colon cancer he fiercely fought for three years. His friends say he was always a fighter — a trait instilled in him from a young age by his father, Command Master Chief David Redman, now retired from the Navy.

“They have this thing in them that they’re all fighters,” said Ron Meier, a close friend who, with Schultz and a crowd of family and friends, attended the Oct. 17 honor-guard ceremony for Redman at Fort Logan National Cemetery.

Ray Simpson, a Blackhorse veteran from Colorado Springs, first met Redman in March after offering to drive him to Key West as part of the association’s inaugural make-a-wish last ride.

Simpson didn’t know Redman, “but I didn’t have to,” he said. “I knew his brothers.”

“Fulfilling Christian’s last wish to ride his Harley in Florida during Bike Week and put his toes in the sand — although an ambitious last wish — was rewarding and humbling,” Rocky Cuda, a retired sergeant and president of the Florida chapter of the Blackhorse Regiment Cavalry Motorcycles, wrote in an email.

Cuda, Simpson and Redman connected on the Blackhorse Association Facebook page as Redman shared his battle with cancer. Cuda’s idea for a Blackhorse last ride became “Maverick’s Last Ride,” after Redman’s call sign from his Army days. Although it didn’t materialize as a cross-country caravan because of Redman’s medical condition, he was able to visit his daughter in Kentucky and get to Key West, Redman’s all-time happy place, accompanied by various Blackhorse veteran troopers along the way.

Meier and a number of Redman’s Parker friends, including Bob Nobles of Takoda Tavern, held a fundraiser and started a GoFundMe to help pay for expenses of the trip and Redman’s medical bills. People from across the Denver metro area and country contributed.

“It’s the culmination of a journey,” Meier said at Fort Logan.

The ballots are out ... now what?

Officials urge voters to not wait until the last minute

With the majority of Colorado voters having received their ballots in the mail by now, Douglas County officials are hoping to spread one primary message: Vote early.

That’s because last year, more than 60,000 votes, or 40% of all ballots cast, were received either the day of or the day before the election.

With more than 180,000 total ballots received and a processing capacity of about 25,000 ballots per day, the count took nine days. This year, Merlin Klotz, the county’s clerk and recorder and the designated elections official, wants to prevent this from happening again.

“It (voting early) gets our results in earlier,” Klotz said.

About 80% of Douglas County voters prefer to vote through a ballot drop box, Klotz said. That’s why the county decided to increase the number of boxes this year from nine to 17. Maps of the drop boxes and the four in-person polling locations and other voter resources are available at DouglasVotes.com.

Since Colorado changed to a mail-in, paper ballot system in 2014, the speed of the process has changed.

While the counting can be slow, the three preliminary reports given by the county throughout the evening of election day are usually representative of the final result, Klotz said.

“Because it’s randomized, the outcomes aren’t going to change much,” he said.

After ballot is dropped off Once the ballot is signed by the voter and dropped in a box, the easy part is finished and the complex, multi-step process of counting the ballots begins.

First, the ballots are brought into the election headquarters in Castle Rock from the various drop boxes and weighed to determine a count. Then, the envelopes are taken downstairs and run through a sorting machine, which takes photos of each ballot’s signature.

Then the machine places the envelopes in different piles — such as acceptable, too thin, too thick or missing a signature. For those that are accepted, the signatures go through a program that seeks to match them with existing ones from that voter.

At this time, the machine gathers a list of voters whose ballots have been cast and marks them as received through the secretary of state’s office.

This prevents people from voting twice.

If a signature match is found, the sealed envelope is sent to the next stage. If not, it’s sent back upstairs to be reviewed and manually matched by one of about 300 trained temporary workers who help throughout the process.

One in every 50 ballots is audited by a worker, Klotz said. If a matching signature is not found or the voter forgot to sign, notifications are sent to the voter beginning eight days after the election that they need to “cure their ballot.”

Last year, about 400 ballots needed to be cured, Klotz said. The majority were never corrected or counted because the

voters failed to complete the cure.

Counting the votes After the ballots are opened, they go through a counting machine. If there is an issue with the paper that prevents it from being read by the machine, such as when someone appears to have changed their choice and crossed out an original selection, trained workers also review these to make determinations.

Watchers from the various campaigns can oversee these decisions along with the signature matching and make complaints if they deem it necessary.

Nearly every step of the way, there is key card security to enter each room and overhead cameras recording to ensure the integrity of the process. There is also always a mix of Democrats and Republicans handling the ballots, transporting them and making signature or vote decisions.

On election day, Klotz, who oversees the whole process, finds himself feeling somewhat like an orchestra leader, he said.

“Things are so well-planned that I’m not worrying what the first violin is doing and I’m just keeping an eye on it,” he said.

There are two main things voters can do to help this orchestra play as smoothly as possible, he said.

“Get your ballot in early,” he said.

“Remember to sign it.”

Douglas County braces for property tax spike Assessor urges property owners to engage in process

When Douglas County residents open their property tax bills in January, they might be shocked at the figure on the paper.

At least that’s what Assessor Lisa Frizell is worried about.

“It’s going to be a problem,” she said.

Now, about two months out, she’s trying to ready residents by encouraging them to check on their property values using an online portal and if necessary, challenge their home’s valuation. While the appeal period ended June 1, residents can rebut their tax bills by filing an abatement beginning January 1.

“They need to be prepared for the tax bill in January because they could be surprised,” she said.

On average, single-family home values saw an increase of nearly 15% and attached homes, such as condos and town homes, rose by 16%. But home values aren’t the only part of the equation.

Understanding the reason for the stark jump in property taxes requires

a breakdown of how the fees are determined.

“I want them to understand what goes into the calculation,” Frizell said.

“It’s not just property value.”

There are three elements that go into the formula that determines a home’s property taxes: the house’s value, the assessment rate, and the mill levies that will be set in mid-December by various taxing authorities where the home is located. All told, there are about 300 different taxing authorities in Douglas County, such as the school district, South Metro Fire Rescue and various metro districts.

A home’s valuation, which is reassessed by the county every two years, is based solely on past sales of comparable houses, she said. The valuations in Douglas County this year are based on about 20,000 home sales during a 24-month period, which began in July 2016 and ended at the end of June 2018.

Since 2012, home values have generally been steadily increasing. So, what makes this year’s taxes the source of shock? The answer is: the other parts of the equation.

Once determined, a home’s valuation is multiplied by the assessment rate, which is set by the state, to get the assessed value. The final step is to multiply the assessed value by the mill levies on the home.

From 2003 to 2016, the state’s assessment rate remained at 7.96%, and

in 2017, it was reduced to 7.2%. That same year, the Colorado Legislative Council staff predicted that in 2019, the rate would fall by 15% to a rate of 6.11%. Instead, it went down less than 1% to 7.15%.

There are several reasons that this rate didn’t drop as much as predicted, including the contrast between growing values in the metro area and the more stagnant growth in rest of the state, Frizell said. The Gallagher Amendment, which requires commercial properties to fund 55% of the state’s property taxes and residential to pay about 45%, also had an effect.

Under the Gallagher Amendment, in order for the rate to fall to what was predicted, home values must rise faster than commercial property values.

But as business, industrial properties and oil and gas values throughout the state see large increases, the mandated 45/55 ratio applies upward pressure on the state’s residential assessment rate.

What can you control?

While most of the tax equation is finalized, there are a few steps that can be taken to put the costs back into the control of the taxpayers.

First, homeowners can use the Douglas County property assessment site to check their home’s valuation at Douglas.co.us/assessor.

School board candidates meet at student-organized forum Candidates discuss school funding, security and most pressing issues in district

The six Douglas County School Board candidates talked fiscal plans, school security and what they believe are the most pressing issues facing the school district at a recent forum.

The event was planned and moderated by students from Highlands Ranch High School and Ponderosa High School. Ponderosa’s speech and debate team joined forces with Highland Ranch High’s AP government class to organize the Oct. 21 forum.

All candidates were in attendance.

Running in District A are candidates Andy Jones and Susan Meek. In District C are Elizabeth Hanson and Franceen Thompson. And in District F, Kory Nelson is challenging incumbent David Ray. Candidates dug into school funding at the forum when asked to outline their fiscal plan for the next several years.

Jones said the community can only be persuaded to increase taxes if it trusts local leadership. He believes in keeping tax dollars in the community, he said.

Meek said Colorado is in a school funding crisis and is one of the lowestfunded states for schools. Since the Great Recession, Douglas County has lost nearly $600 million in state funding, she said.

“That impacts what we can pay teachers. That impacts hiring bus drivers and paying for buses,” she said. “If the state were fully funding Douglas County School District through the School Finance Act, this year alone Douglas County schools would have $41 million more.”

Thompson also stated the district was underfunded by $41 million. She encouraged finding a district lobbyist to advocate at the Capitol rather than leaning on the Colorado Association of School Boards.

Hanson urged voters to listen closely and be wary of candidates who made promises they couldn’t keep. The board needs to capitalize on the economies of scale in a district its size, she said.

sibility to make sure that fixed number, those dollars are being used as efficiently as possible,” Hanson said.

Nelson criticized his opponent Ray, the school board president, for the school district’s response to a $3 million offer from Douglas County commissioners earlier this year to help fund school resource officers.

Commissioners required the funds to be matched. Initially, district board directors and administrators said the match couldn’t be found within the district budget but later added more school resource officers in local schools.

Nelson said he would have found the $3 million match as a director. He also urged the district to join a mass tort litigation against the vaping company JUUL to try to recover any taxpayer dollars now being spent on addressing teen addiction.

Ray said the passage of a bond and mill levy override in November showed there is local trust in district leaders. He also said the district has prepared for a recession “because we know that that potentially is looming

in our world right now.”

The board sets budget priorities but also relies on the expertise of its staff in budgeting, he said.

Candidates also discussed the issues they felt were most pressing in the district, to which answers varied.

Nelson said school safety is the most pressing, but the health of students is also critical.

Ray said anxiety and stress among students needs to be better addressed, scrutinizing the media for “just doing a horrific thing to our students” by making students wonder if they will need to serve as first responders when at school.

Jones said the No. 1 issue for all parents is safety, but he also said students need more mental health resources and urged improving resilience among youths to deal with “modern day pressures.”

Meek also said mental health is the most pressing issue for her, noting that Colorado has the highest suicide rate for adolescents in the nation.

Thompson, whose daughter was a senior a STEM School Highlands Ranch during the fatal May shooting at the school, said the community needs to have tough discussions about security and leave all options on the table.

Hanson said safety and mental health were key issues in the district but also globally. She urged people to embrace each other’s differences and strive for more than tolerance.

Trail links RidgeGate with Highlands Ranch East/West Regional Trail opens segment to allow passage under I-25 STAFF REPORT

A 2.5-mile segment of the East/West Regional Trail was recently completed, running from a trailhead near RidgeGate Parkway and I-25 at Schweiger Ranch to the Cabela’s Drive connector trail west of I-25.

When complete, the East/ West Regional Trail will extend 28 miles from Chatfield State Park to Parker, connecting Douglas County with major trail systems statewide, including the Colorado Trail and Cherry Creek Trail.

The site also allows homeowners to compare their home’s valuation to those in the same area with similar square footage, style, age and quality.

Those who believe their home’s value or taxes are incorrect can refute them through filing an abatement beginning Jan. 1. The process, which can result in a refund, does not change the due date of taxes owed and can take up to six months. Second, homeowners can engage with their taxing entities, which set the mill levies, about the rates they select. While most of the elements of property tax have been determined, mill levies will not be reported to the board of county commissioners until Dec. 15.

A pie chart of each home’s mill levies is also available on the property assessment site along with contact information for the taxing entities.

If tax authorities keep their rates the same this year, they will actually be taking in more revenue than in years past because of the increase in home values. They’re not required to reduce their rate to bring in the same amount as last year, Frizell said.

“I strongly urge all property owners to be part of the budget hearing process for these tax authorities that provide services to their property owners,” Frizell said. “So they can have a voice.”

South Metro Chamber president to leave for new job

The South Metro Denver Chamber of Commerce will be hunting for a new leader soon, after President and CEO Bob Golden announced he will step down from the post at the end of October.

Golden, who has led the chamber since 2014, is taking a job as the business operations manager for the Water Design-Build Council, a Marylandbased not-for-profit group that seeks to “advance the development and rehabilitation of the nation’s municipal Golden water and wastewater systems,” according to its website.

Golden will work remotely from Denver, he said.

“Leaving the chamber is bittersweet,” Golden said. “The bottom line is, I feel I’ve given them my best, and it’s time to move on, and for the chamber it’s time for them to get someone new with fresh vision and ideas.”

Golden said he’s proud of the work he and the chamber’s board and members accomplished over the last five years.

“I think we brought a lot of stabilization to the organization,” Golden said.

“When I got here, there was a tendency to be sort of scattered. It was unfocused, and that was frustrating. We instituted a vision: economic development, public policy advocacy and business engagement. Once we got that vision in place, it really helped us grow.”

The chamber, which has its headquarters in Centennial, boasts thousands of members, Golden said, stretching from south Denver to Castle Rock, and from Parker to the mountains. Member businesses run the gamut, “From Mr.

Smoothie to Lockheed Martin,” Golden said.

Golden really whipped the group into shape, said board member Andrew Graham, who stepped down as chair of the board in September.

“When he came on, he needed to ensure the financial solvency of the chamber, reinvigorate our events and our member base, and reconstitute the board,” Graham said. “He did a great job at all of that. Like the Boy Scouts say, he left it better than he found it.”

A board committee will begin working to find an interim replacement right away, Graham said, with hopes to appoint a long-term successor to Golden by the first quarter of 2020.

Christie Lee, the board’s current chair, said in a statement that the chamber will work hard to find the right fit.

“Rest assured that we will proceed expeditiously and perform the due diligence required to find and select the best

candidate for the position,” Lee said in a news release. “The South Metro Denver Chamber is a wonderful organization and whoever is selected will be very fortunate and have an opportunity to continue to grow the chamber.”

Graham said the chamber will be looking for “someone who can build on this momentum.”

“Someone who’s dedicated to the south metro region, and a passion for what this group is,” he said. “Ideally, that would be someone who lives in our region already, but it might be a hotshot chamber executive from elsewhere.”

In the meantime, Graham said, there’s still lots of work to be done elsewhere, including the chamber’s annual Economic Forecast Breakfast, scheduled for January.

The chamber owes a debt of gratitude to Golden, Graham said.

“He showed true and heartfelt dedication to a tough job,” he said.

Two recall elections will go forward in Elizabeth Jurczewsky, White trustee spots will be decided in December vote

A recall election for Elizabeth Board of Trustees members June Jurczewsky and Rachel White has been scheduled for Dec. 17, after their protests against a recall petition filed by the We Are Not Parker committee were found insufficient.

Any citizen planning to run for either of the two open seats must submit petitions to get on the ballot

by Nov. 1.

“For the two protests that were not sufficient there will be a recall election on Dec. 17,” said Michelle

Oeser, Elizabeth town clerk. “Anyone who wants to take their position needs to go through regular election protocols to be on the ballot.”

Candidates must present 10 signed petitions to the clerk in order to be placed on the ballot. Petitions will be verified, and then a candidate will be placed on the ballot. According to Oeser, those elected in the recall election will have to run again in the April 2020 election.

The recall election came about after some residents of Elizabeth and unincorporated Elbert County expressed concern and anger over the town’s proposed comprehensive plan addressing future growth in Elizabeth and western Elbert County. Some people inside the town limits of Elizabeth and in outlying unincorporated areas expressed concern that the town might annex outlying land, and claimed Eliza-

beth officials were ignoring citizen concerns.

The We Are Not Parker committee submitted enough signatures to Oeser from Elizabeth residents to trigger a recall election for Mayor Megan Vasquez and all six board members, but those petitions were deemed insufficient due to a notary issue. The committee resubmitted the petitions, which were declared sufficient, but Vasquez and board members filed protests against them. Jurczewsky’s and White’s protests were deemed insufficient due to a notary issue, prompting the recall election for their petitions.

The other five protests were declared sufficient, and a hearing date has been set for Oct. 18, at 9 a.m. at Elizabeth town hall. Oeser presented resolution 19R-46 at the Oct. 8 meeting of the board of trustees, requesting an outside hearing

officer be appointed to handle the hearings.

“Due to the volatility and mistrust surrounding the recall, as Town Clerk I am requesting that the board appoint an outside recall officer to oversee the hearing process,” wrote Oeser.

Karen Goldman, a retired election clerk from the City of Aurora, who has no ties to Elizabeth or Elbert County, was designated to serve as the hearing officer. After hearing from protest filers, petition circulators and the We Are Not Parker committee, Goldman will determine whether the protests stand, or if the petitions are sufficient.

Elizabeth residents should watch for recall election ballots the first week of December, and they must be returned by 7 p.m. Dec. 17. Mailed ballots that are received after that Dec. 17 cutoff will not be counted.

The key to a good chili starts with a village, said Michael Strauss.

Strauss’ chili won top honors for Best Red Chili and Most Creative Chili at the second annual Chili Cook-Off hosted by the Downtown Business

Alliance on Oct. 20. He said family and love were instrumental in helping Strauss and his team “S(mac)key and the Bandit” take home the hardware in the second annual event.

The team name is a nod to his signature cornbread mac and cheese with chili on top he brought last year.

Strauss is a creative chili cook, striving to out-do himself each year. Last year, Strauss experimented with different ingredients and add-ons.

“This year I had to take it a step further,” Strauss said.

Then, we incorporated three cremes and aiolis.”

Strauss said the bacon aioli was the most popular choice, made with egg yolks, caramelized bacon and brown sugar. Strauss added “Fritos snow,” crushed up Fritos, on top to finish it off.

Strauss, general manager of the Parker Garage, said he hopes to open his own downtown business one day, but the jury is still out on whether his award-winning chili will be served.

“The DBA is why this downtown is going to thrive,” Strauss said. “I want to be a thriving business owner myself.”

The annual chili cook-off raised about $5,000, for the DBA, a group of business leaders in downtown Parker.

The DBA hopes to raise enough money to install more of the town’s iconic globe lights and Bluetooth speakers to better serve events that showcase downtown like Parker Days and the Christmas Carriage Parade.

This year, the Chili Cook-Off brought hot dogs and beers from Parker’s four microbreweries to the party and awarded a “Best Chili Beer” to Barnett & Son Brewing Co. Some, like Strauss, took their chili to the next level. Others, like Alissa and Rob Cowley and Chris and Tish Bridgeford of the team Chili-N-Beans, focused on

“You have to take time to cook the meat with the right seasonings and everything with the right vegetables,” said Chris Bridgeford. “It’s a labor of love.”

Kris Schnell, of the DBA, said the DBA plans to host more events like this to attract people to downtown Parker, particularly people who don’t live near downtown, to bring people together in the town.

“We want to help our business owners in downtown Parker succeed and do that by making downtown Parker a vibrant and fun destination,” Schnell said. “We need more places, but we also need to let people know how much fun it is down here and get them to experience it.”

A switch in time ain’t kind

on’t forget to fall back. I would rather not fall back or spring forward, and every year others express the same thing at the time, QUIET and then we forget about it until it DESPERATION comes around again.

It’s not as much of a nuisance as it once was, because many of our clocks do it on their own, even inexpensive ones, like my clock radio.

It’s all an entomologist’s fault. I’ll get to Craig Marshall him.

Clocks are everywhere, and it’s why I don’t own a watch. A watch is one way to let others know what kind of watch you have.

Like that football player who wears a $191,000 watch. While he is playing. It’s another professional athlete absurdity.

I am never late.

Someone said, “If you’re early, you’re on time. If you’re on time, you’re late.”

However, Evelyn Waugh said, “Punctuality is the virtue of the bored.”

I think punctuality is very erotic, is what I think.

I have never been on an airplane at 2 a.m. when we are supposed to fall back or spring forward, but I have often wondered what happens.

I think if you are flying from the East Coast to the West Coast, you arrive before you left. Do your whiskers know that? Of course not, they keep growing as if it’s business as usual.

There’s one clock I never change. It’s the one in my car.

Jennifer says, “Your clock isn’t right.”

“It will be.”

Arizona and Hawaii don’t observe Daylight Savings Time, although Arizona Navajo observe it on tribal lands.

We were part of the district’s rise to greatness, and also witnessed its decline. Under the leadership of David Ray and his team, our school district is returning to greatness. We have more than 90 schools and about 70,000 kids in our district. Yet when our elementary school started a National Junior Honor Society two years ago, David Ray showed up at 7:15 in the morning to show his support. This is the kind of leader that we want in our school district! Vote for David Ray and anyone else (Meek, Hanson) that he supports.

cision or putting forth any recommendation. It doesn’t sound to me like “the team” has any interest in doing this. “Teams” don’t make good boards; open-minded people do. I know where my vote will be going.

Jim Kullas Lone Tree Vote for Hanson, Meek, Ray Starting my fifth year of teaching, I find myself hopeful for the future because the district I have known and loved is moving in the right direction. I grew up in Douglas County School District, attending Pioneer Elementary, Sagewood Middle School, and Ponderosa High School, and then I returned in 2015 to teach at my alma mater. We are getting back to our roots of prioritizing students and educators. We are focusing on the teaching and learning of students and working toward preparing them for a variety of careers and occupations.

As we come to another school board election this November, I hope my community will vote for Hanson, Meek and Ray. Meek and Ray have the educational expertise and experience to guide the Douglas County School District to be a school district that is well known for its curriculum and instruction again. Hanson has the skillset in human resources to continue recruiting and retaining great teachers. Each person brings a facet of leadership and knowledge that will continue bettering our district.

That entomologist I mentioned was a man named George Vernon Hudson, who moved from England to New Zealand to study insects. He wanted an extra hour of sunlight in the summer to analyze gnats, and it’s because of him I have to get on a ladder twice a year.

Amazing success comes from within and without

ears from now someone will be sharing their life stories with the world and recognizing the people who influenced them the most and contributed to their successes.

People will stand on stage, at a lectern, write a column or blog, and give credit where credit is due.

They will refer to things like the people who served as role models for them when they were younger, or who WINNING offered sage wisdom or timely WORDS advice. Some will acknowledge coaches and mentors, parents and siblings, teachers and professors, managers and coworkers and the impact that they all made and the role that each had Michael Norton played along the way.

Humbly, I have received that kind of appreciation and recognition over the years. People have given me credit for providing hope and encouragement or guidance of some kind, and many times I was completely unaware of what I was doing, writing, or saying at the time and any impact that I

might have had upon their lives.

And I say humbly because for many years, learning from own of my own friends and mentors, that the credit goes to the person who applies the wisdom, advice and teachings, and not to me.

I remember time after time watching as someone would approach Zig Ziglar and thank him for his motivation, guidance, and shared wisdom. Appreciating how what he said and how what he wrote changed their lives for the better. The letters and emails would pour into the office, thanking Zig for saving their marriage, helping them quit a bad habit, lose weight, control their diabetes, fight cancer, advance in their career, open their own business, and grow deeper in their faith.

And each time, Zig would thank them and let them know that it really wasn’t him who made the difference. Instead, he would remind them that they were the ones who heard him, or who read his books, and who decided to take responsibility and the actions necessary to achieve personal and professional success.

Zig was such a great ambassador to his profession and a true difference maker in the world.

Roth conversion is worth considering as tax year wanes

he most successful investors understand early on to not worry about the things you cannot change and to focus on the things you can. Even though there are only about 10 weeks left in 2019, there may be something you can do to improve your future, reduce taxes and provide a tax-free legacy.

One way to possibly do all three of these is through a Roth conversion.

Check with your financial or tax adviser and see how much you can fill up your current tax bracket and only convert up to that amount. OBITUARIES REDMAN

Christian Redman Christian Redman (C Troop, 1986-1989) passed away on October 5, 2019 after a three year fight with cancer.

He served in the Border Legion as a 19D Scout, first in C Troop and then at Border Operations.

Chris was an accomplished Bradley crewman and gunner, and he was known for his natural ability in the field, whether at the Border, maneuvering through the German countryside, or during gunnery training and certifications at Wildflecken and Grafenwoehr. Chris fondly spoke of his days in the Cold Steel, especially as the driver for thenFirst Sergeant (now SGM, Ret.) Roy Sampson.

An avid motorcyclist, Chris enjoyed riding all over the US; he was especially happy when he shared adventures with his Army buddies from the Blackhorse. He also loved to meet friends and spend time in Key West, FL, especially while under the “supervision” of former Cold Steel Troopers such as retired CSM Curtis “CC” Brown and MSG Jim Oldenburg.

After service in the Army, Chris chose a career in Law Enforcement, eventually rising to be Chief of the City of Hurstbourne Acres Police Department in Jefferson County, KY. He then retired to be with his family in Parker, CO for the past 5 years, where he started and ran a construction company until his illness forced him

to stop working.

Christian was very active in the 11th Armored Cavalry Regiment’s Blackhorse Association, where he helped build the Gold Vault Chapter, and he was a key contributor to the 2013 Regimental Reunion in Louisville, KY. Christian was also one of the founders of the Cold Steel Scholarship, which is a part of the Blackhorse Association Scholarship program.

Chris is survived by his father, Command Master Chief David Redman (USN, Ret.) and mother Jacquelyn; sisters Jennifer Redman Campbell and Susan Jeanette Redman; and his beloved daughter Alexis Rae Redman.

Services were held at Fort Logan National Cemetery, 4400 Kenyon Ave., in Denver, on October 17, 2019, after an escorted procession from the Horan & McConaty Funeral Home, 5303 East County Line Rd., in Centennial.

In lieu of flowers, the family has asked that any remembrances be donated to the Cold Steel Scholarship Fund of the Blackhorse Association, in memory of Christian Redman.

Why people seek to be scared and what they’re really afraid of

reg Reinke is in the business of scary, but he doesn’t always want to make you afraid.

Clad in a black leather jacket on Oct. 11 at his Littleton costume shop, Reinke Bros., he divulged his secrets for being scary without scaring people away.

“We use our minds,” Reinke said.

Scary is feeling your heart stop at the unexpected clash of plates shattering on the floor, the skin-crawling sensation of being followed or the panicked feeling of losing your balance in a dark hallway. Each year, Reinke sets out to find new ways of prodding that part in a person’s brain — finding what scares people.

“If you make an experience where people come through and have a great time, listen to them as they come out,” Reinke said. “I’m here to entertain you.”

Reinke draws a line at displaying overwhelming images of blood and guts because, to him, that’s not scary. It’s just disturbing.

He toes this line occasionally, but even the edible, fake human limbs sitting in a deli refrigerator provokes smacking lips as much as a shivering spine.

Reinke wants to show people the fun side of scary. For small children, he’ll turn all the lights on in his haunted house tour, allow them to touch the walls and see that everything is fake.

“Therefore, they know the difference between reality and fantasy,” Reinke said. “(We) teach them that being scared can be fun.”

Every person has a different tolerance for scary, but the core themes of what scares us is relatively unanimous: Failure, the unknown, death. You know when you’re scared when your heart races, your breath shortens and the hair stands up on your neck.

And we seek out this feeling, whether it be from a horror film, a roller coaster ride or bungee jumping.

Lauren DeCarvalho, Ph.D., teaches a freshmanlevel course on horror movies at the University of Denver. DeCarvalho said what scares people can often be attributed to reallife anxieties people feel, like losing cell phone service or being stalked. These are newer feelings, specifically in American culture, that trigger that sense of fear. Gone are the days of werewolves and vampires scaring us, here are the days of “real-life” horrors. “(Scary) tends to fit with a lot of cognitive interests,” DeCarvalho said. “You can kind of think of it as watching a train wreck.

You’re kind of repulsed, but you want to keep watching.”

How we find our scares boils down to what actually scares us, DeCarvalho said. “Paranormal Activity,” released in 2008, commented on the Great Recession. Classic 1950s

alien and sci-fi movies metaphorized the Red Scare, while ghosts often symbolize the unknown or death, DeCarvalho said.

“It’s constantly changing and keeping up with the times,” DeCarvalho said.

Most people ceremoniously celebrate these fears around Halloween and those who are particularly festive go out of their way to incite the feeling. Some are scared more easily than others.

A skeleton may be an unsettling symbol of death, but a person skipping around in a smiling skeleton jumpsuit doesn’t make us feel afraid. Embracing something that scares us automatically reduces the scary value of it and gives us a glimpse into our greatest fears and how we would react in the face of danger.

At Halloween, we laugh and giggle, collect candy and bob for apples in the face of everything that scares us so it no longer does.

“We all need that outlet and some way to get that extra little kick you wouldn’t be able to get otherwise,” said Bryan Bonner, cofounder of Rocky Mountain Paranormal.

Bonner said the feeling can be addictive, but, “just like a drug,” he said, “it takes differently” for different people.

“The spooky side of (scary) is the safe side of it, but the initial reaction is the same thing,” Bonner said. “That initial reaction is nearly identical, which is why I think people are addicted to that.”

This beer is good as gourd Elizabeth cops decide doughnuts are perfect ingredient for brew

What happens when you turn Elizabeth police officers loose inside a brewing room at The Elizabeth Brewing Company?

With a huge, open tank of bubbling mash just begging for them to add a special ingredient?

You guessed it. You end up with doughnuts in the beer.

Officers were invited by owner Emily Briggs to create their own signature beer, and after deciding on pumpkin spice amber ale, officers knew it wouldn’t be a true cop brew without some pumpkin spice doughnuts thrown in.

“Officers had their choice of a snickerdoodle cream ale, a vanilla bourbon stout or the pumpkin spice amber ale,” said Briggs.

“They added the doughnuts to the mash, and then they got to choose the name of the beer.”

The beer, as well as the name the police department chose for their concoction, will be unveiled at the Elizabeth Harvest

Festival on Oct. 26. One dollar from every pint sold, and $5 from every custom T-shirt sold, will be donated to the police department to help fund their annual student academy.

Briggs said when they opened The Elizabeth Brewing Company just over a year ago, they knew they wanted to be involved with the community and help support local organizations.

“We realized community is really important to the people of Elizabeth,” said Briggs. “We decided our mission, vision and values were to support the community in every way that we can.”

Local firefighters created their own brew with Briggs in May, and named it Station 271.

According to Briggs, the beer sold out in about two weeks, and the T-shirts were so popular they had to place a second order.

Pints of the special batches are sold until the beer runs out, then customers will have to wait to see what the next group brews up.

“Working with The Elizabeth Brewing Company was fun and informative,” said Police Cmdr. Melvin Berghahn. “We’re looking forward to sharing our creation with the community.”

The Trick-or-Treat on Mainstreet event will continue for another year, and Fright Acres is back just as scary as ever.

Trick-or-Treat on Mainstreet Parker’s flagship Halloween party, Trick-or-Treat on Mainstreet will return for another year. Mainstreet will close from Parker Road to Pikes Peak Drive for four hours, yielding the streets to goblins and ghouls. The kids-friendly event will have plenty of candy to bag. Fright Acres Fright Acres and its three spooky attractions will be open for two more weekends. Parker’s go-to for a frightening time, Fright Acres is not for small children. Fright Acres is located off Dransfeldt Road near Twenty Mile Road, across from Target.

The main attraction is Reapers Hollow, a half-mile corn maze with scary visitors. The Dead End Motel and Goblins Grove are for the especially brave, promising a haunting experience.

STAY SAFE THIS HALLOWEEN Halloween is an exciting chance for kids to walk about the streets after dark and visit strangers’ houses for candy. For parents, that can make the holiday a bit more stressful.

Parker police Sgt. Chris Kozuch said the best ways to stay safe during the holiday are to stay alert and prepare.

“Before Halloween even comes, we want to suggest people plan a trick-or-treat route in a familiar neighborhood where the streets are well lit ahead of time,” Kozuch said. For the older, more independent sweet-seeker: “Maybe considering giving child a cell phone for the night and make sure they know how to dial 911 in an emergency.”

Kids should be wary of strangers, as always, Kozuch said, and never go inside a stranger’s home for candy. Bring a flashlight, use the sidewalk as much as possible and travel with buddies.

Drivers need to remember to exercise caution as well and never drive under the influence of drugs or alcohol. Designate a sober driver if you plan on attending Halloween parties.

Remember there will be small monsters walking around in the dark, so drivers should take extra caution keeping an eye on children crossing the street or at the bottom of a driveway.

“Ultimately, safety is everyone’s responsibility,” Kozuch said, “so take the extra time to make sure we’re all safe on Halloween.”

Some might credit Zig with helping them to achieve a little bit of success, and others will credit him with contributing to their tremendously amazing success.

As I began this column with the notion of how years from now people will continue to give others credit for their success, my intent was to remind us all that what helped us to achieve success in the past, even tremendously amazing success, are the same practices and principles that contributed to our successes yesterday, fuel our success today, and drive all of our successes yet to be realized. And the person responsible for acting

on those practices and principles is you.

There are new authors and experts out there today, people with really cool perspectives and very insightful wisdom. I personally enjoy reading their posts, blogs, books and columns. I also love listening to their inspiring podcasts whenever I am traveling or commuting to work. And what I appreciate about these women and men of all ages, is how they maintain the integrity of the practice or principle, and yet share it in new and engaging ways.

Tremendously amazing success will mean something different for us all as we each pursue our own goals for our own reasons. For some it might be a financial goal, and yet for others it is a fitness goal.

For some it’s staying in recovery from addiction, and for others it’s

making it through that first day of sobriety. For some it might be becoming our own boss, and for others it’s getting a clean report on our next CT scan. Tremendously amazing success is defined and owned by each one of us as individuals.

“It wasn’t a fun journey for him or his friends because he was a very proud man. He was a vivacious guy, the life-of-the-party guy, and to see that deteriorate was heartbreaking.”

For Redman, who was accustomed to being the problem-solver, the one organizing help and fundraisers for others, the reversal of roles was humbling. The generosity of strangers and friends touched him deeply.

“I am very blessed,” he said after a fundraiser in 2017 to help with his medical expenses.

Redman served in the Border Legion as 19D Scout of the 11th Armored Cavalry Regiment. He arrived to Fulda, Germany, as a Private First Class where he met his commanding officer, Schulz, serving from 1986-89.

tioned at the front step of the Soviet Union and stood guard as the Berlin Wall fell in 1989.

After four years in the Army, he began a career in law enforcement, eventually becoming chief of the City of Hurstbourne Acres Police Department in Jefferson County, Kentucky. He semi-retired to be with his family in Parker in 2014. There, he started and ran a construction company until his illness kept him from working.

Redman is survived by his father, his mother Jacquelyn, sisters Jennifer Redman Campbell and Susan Jeanette Redman, and his beloved daughter, Alexis Rae Redman.

“I’ve lived three lifetimes in one — I’ve stuffed everything in it,” Redman said during an interview in February. “The most important thing is my daughter is taken care of.”

Putting speed into play Chris Cornn is fast on his feet and canny on positioning

hris Cornn has learned this season to take advantage of his running speed on the soccer

pitch.

Cornn, a senior captain and top scorer on the Ponderosa soccer team, has used his speed and hard work to develop into one of the top scorers in the Continental League by finishing on scoring chances this season.

He was involved in 19 of Ponderosa’s 27 goals through the first 11 games this season.

“I do rely on my speed because of what my (Colorado Rapids) club coach taught me, to embrace my speed and how to use that more than just straight-up running,” said Cornn. “It’s really all about positioning because I just can’t stand there for a whole 90 minutes.

“Growing during the club season really helped me a lot. I got a lot of finishing reputation. It feels great to score a goal, probably the best feeling.”

Lionel Messi. He’s considered to be the greatest soccer player of all time and I look up to him.

What or who motivates you most to excel in sports?

My mom (Charlene) always wants me to work

Physical education. I just like to be athletic.

What are your plans after high school?

I want to go to a four-year college and major in sports science. Yeah, I’d love to play soccer.

What are your pre-game rituals?

I put my right sock on, then my left sock, then my shin guards and my shoes.

Then I put water on my cleats. I don’t know why. It is just a ritual.

What is your favorite movie?

“Avengers: Endgame.”

The way they do the movie is really nice.

How tough are a penalty kicks for the shooter?

They are really tough because it is a 50-50 chance.

The goalkeeper has to dive the right way and you have to place it right.

There is a lot of pressure.

It seems really easy from about eighth yards out but sometimes it is a little difficult.

COACH’S TAKE: ‘He’s matured a lot in the last year. So he’s been kind of a difference for us along with our goalie Cameron Klein.

He’s probably the fastest player I’ve ever coached. He’s got great soccer skills. This year around the goal he is finishing.’

The better runners finish and hardly look out of breath, while I have to pause after running or jogging to the car.

All of the state’s best runners will be competing at the state cross country meet on Oct. 26 at the Norris Penrose Events Center in Colorado Springs.

In Class 5A, all eyes will be on Valor Christian senior Cole Sprout. He is the defending champion, who also won the 4A state title in 2017.

OVERTIME Sprout won the Region 2 qualifying meet on Oct. 17 with a time of 15:46.80.

Other 5A boys contenders are junior Parker Wolfe of Cherry Creek, Wesley Beckham of Rock Jim Benton Canyon, several Dakota Ridge runners, Arapahoe’s John Forbes and Kevin Conlon of Fort Collins.

Defending champion Dakota Ridge appears to be the team to beat, but Mountain Vista, Valor and Fort Collins will be the challengers.

Cherry Creek’s Riley Stewart, the Region 1 champ, heads the list of leading 5A girls runners. The sophomore ran a 17:49.60 to capture the qualifying meet and has a top time this season of 17:05.00 on Oct. 5 at the Steve Lohman Invitational.

Defending champion senior Jenna Fitzsimmons, of Mountain Vista, will be in the title picture along with Taylor Whitfield and Brooke Wilson of Valor Christian, Aidyn Woodall of Douglas County and Ava Escorcia of Arapahoe.

Cherry Creek, runner-up to defending champion Mountain Vista last season, will be among the girls 5A team title contenders, along with Cherokee Trail, Pine Creek and Valor.

Feeling better It seems like the Rock Canyon and Highlands Ranch football teams, which had to deal with players going down with hand, foot and mouth disease, are doing better with no new cases reported.

Rock Canyon, Arapahoe among softball teams to advance to state STAFF REPORT

Rock Canyon, the top-ranked girls softball team according to the CHSAANow.com poll, and Centennial League champion Arapahoe won regional-qualifying tournaments on Oct. 19.

The Jaguars and Warriors will be two of the 16 Classs 5A teams in the state softball tournament, which will be held Oct. 25 and 26 at the Aurora Sports Park.

Two-time defending state champion Legend, Valor Christian, Lakewood, Smoky Hill, Ralston Valley and Arvada West were local teams that also qualified to play in the state 5A tournament.

Golden, Wheat Ridge, Elizabeth and top-ranked Holy Family won 4A regional tournaments and will among the 16 teams competing for the 4A championship.

Rock Canyon (24-1) posted mercy-rule wins of 15-0 over Denver South and 12-0 over Lakewood in winning the 5A Region 1 tournament at Redstone Park.

Lakewood came back to beat Mountain Vista, 12-6, to claim the region’s second qualifying berth.

Dack homered in Rock Canyon’s game against Lakewood and Anna Reimers didn’t allow a hit while striking out 10 batters in the four-inning contest.

Katie Maney had five runs batted in and the Warriors collected 13 hits in the victory over Fort Collins. Mia Glover went 3-for-3 and Keely Holt collected three RBIs in the triumph over Mountain Range.

Legend prevailed, 16-9, in a slugfest win over Cherokee Trail to earn the second qualifying berth in the Region 8 tournament at Columbine High School. Legend and Cherokee Trail played in last season’s state championship game.

HFMD is common in children under age 10. According to the Mayo Clinic, it is caused by the coxsackievirus and is passed around mostly by contact. There is no treatment and those with it are contagious for about a week. Symptoms include fever, poor appetite, sore throat, small sores and a rash.

“It is an ugly-sounding virus, but it’s like a cold and just has to run its course,” said Rock Canyon Athletic Director Tom Brieske. “We have had no new cases. We feel like we are in pretty good shape. We have a school of 2,300 students and only 15 students got HFMD. We had 11 or 12 confirmed football players and no players from any other team were sick. We felt like we contained it pretty well.”

Rock Canyon disinfected facilities and equipment. The Douglas County School District came in to deep clean and sanitize door handles, water fountains and other areas students commonly touch.

Highlands Ranch’s team is healthy now after playing Rock Canyon on Oct. 4 .

“We had four cases all stemming from our Rock Canyon game,” said coach TJ Rubley. “Nobody has gotten sick since and we think we are through the window now.”

Hall of Fame for Gwozdecky Former University of Denver hockey coach George Gwozdecky, who is now the head hockey coach at Valor Christian, was one of six people selected to be inducted as part of the 2020 class of the Colorado Sports Hall of Fame.

Gwozdecky, who coached for 19 seasons at DU with a 443-267-64 record and two NCAA championships, will be joined in the new

class of inductees by former Rockies general manager Bob Gebhard, Air Force Academy gold medal winner Alonzo Babers, paralympian Erin Popovich, ex-Mitchell High School and Oklahoma State running back Terry Mitchell and skier Lindsey Vonn.

Valor Christian’s volleyball team gave up only 34 points in three sets during a 3-0 sweep over Arvada West on Oct. 15.

Public Notice NOTICE OF PUBLIC HEARING A public hearing will be held on November 12, 2019, at 2:30 p.m. before the Douglas County Board of County Commissioners, in the Commissioners Hearing Room, 100 Third Street, Castle Rock, CO. The hearing is for the second and final reading of the proposed adoption of the Fire Code: 2018 International Fire Code, 2018 International Fire Code Appendix B and 2018 International Fire Code Appendix C, as amended.

ORDINANCE NO. O-019-002 THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO AN ORDINANCE ADOPTING THE 2018 EDITION OF THE INTERNATIONAL FIRE CODE SUBJECT TO THE AMENDMENTS AS SET FORTH IN ATTACHMENT 1 AND APPENDICES B AND C AND REPEALING ALL ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH WHEREAS, Section 30-15-401.5(1), C.R.S., authorizes the Board of County Commissioners to adopt ordinances to provide for minimum safety standards, and; WHEREAS, Section 30-15-401.5(3), C.R.S., authorizes the Board of County Commissioners to adopt fire code provisions for the unincorporated areas of Douglas County, and; WHEREAS, pursuant to Section 30-15-401.5(2), C.R.S., the Board of County Commissioners has appointed a permanent commission, known as the Fire Code Adoption and Revision Commission, for the purpose of reviewing and making recommendations for the adoption of a fire code, and; WHEREAS, pursuant to Section 30-15-401.5(2), C.R.S., the Board of County Commissioners has received a recommendation from the Fire Code Adoption and Revision Commission, and; WHEREAS, after receiving the recommendations of the Fire Code Adoption and Revision Commission and duly considering the same, the Board of County Commissioners of Douglas County desires to adopt by reference the 2018 International Fire Code (“IFC”) in its entirety, except as modified herein, to protect the safety and welfare of the citizens of Douglas County; and NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF DOUGLAS COUNTY as follows: A. The Board of County Commissioners hereby approves the 2018 IFC, subject to the Amendments set forth in Attachment 1 and Appendices B and C. B. The following properties shall be exempt from IFC coverage, except as provided in Subsection 102.5, as amended herein: 1. Detached one or two-family dwellings; 2. Factory built housing units certified by the State of Colorado; 3. Factory built housing units constructed to federal standards; 4. Buildings or structures accessory to a dwelling or other allowed private use; or used exclusively for private agricultural purposes; and 5. Residential developments containing or creating three or fewer lots or parcels.

C. The provisions of the International Fire Code, as adopted herein, and from the date on which this ordinance shall take effect, shall be controlling within the limits of the Fire Protection Districts of Castle Rock, North Fork, South Metro Fire Rescue, Franktown, Jackson 105, Larkspur, West Douglas, Mountain Communities and West Metro Fire Rescue, along with the Metropolitan Districts of Highlands Ranch, Roxborough Park and Castle Pines and those areas of unincorporated Douglas County not included within a fire protection district. The Fire Code shall be enforced by the chief, commander or designated representative of each fire protection department or district specified in Section 1, or by the Board of County Commissioners in areas not included within a fire protection district.

D. Should any section, clause, sentence, or part of this Ordinance be adjudged by any court of competent jurisdiction to be unconstitutional or invalid, the same shall not affect, impair or invalidate the ordinance as a whole or any part thereof other than the part so declared to be invalid.

E. All ordinances and/or resolutions, including Ordinance No. O-016-001, or parts or ordinances and/or resolutions, which are inconsistent with the provisions of this ordinance, are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the effective date of this ordinance.

ATTACHMENT 1 TO ORDINANCE NO. O-019-002 Amendments to the 2018 International Fire Code Section 1. Adoption of the International Fire Code. That certain document, three (3) copies of which are filed in the office of the Douglas County Clerk & Recorder, being marked and designated as the International Fire Code, 2018 edition, including Appendix Chapters B and C as published by the International Code Council and amended by Douglas County, be and is hereby adopted by the Board of County Commissioners as the Douglas County Fire Code, regulating and governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said Fire Code are hereby referred to, adopted, and made a part hereof, as if fully set out in this ordinance, with the additions, insertions, deletions and changes prescribed in Section 2 of this Ordinance.

Section 2. Additions, Insertions, Deletions and Changes. The following sections of the Fire Code are hereby revised as follows: Subsection 101.1 is amended to read as follows: 101.1 Title. These regulations shall be known as the Fire Code of Douglas County, hereinafter referred to as “this code”.

Subsection 102.5 is amended to read as follows: 102.5 Application of this code to residential properties and construction. Where buildings, structures and portions thereof are designed and constructed in accordance with the International Residential Code, the provisions of this code shall apply only as follows: 1. Provisions of this code pertaining to fire apparatus access roads, water supplies and fire flow requirements apply to community fire protection for residential developments in which four (4) or more new lots or parcels are created but shall not apply to individual structures and properties within those residential developments, except when specifically required and approved by the Board of County Commissioners as a condition of the planned development process. Requirements for fire apparatus

access roads for new residential development apply per Subsections 503.1 and 503.2 as amended herein. Water supplies and fire flow requirements for new residential development, where adequate and reliable water supplies exist and in which four (4) or more new lots or parcels are created, apply per Subsection 507.1, 507.3 and 507.5 as amended herein.

2. Construction permits for fire protection systems and associated equipment in the interior or exterior of the structure, not including dwelling unit fire sprinkler systems installed in accordance with IRC Section P2904.

3. Administrative and maintenance provisions shall apply. Operational permit requirements shall apply only as follows: a. Amusement buildings per Subsection 105.6.2. b. Open burning per Subsection 105.6.32. c. Explosives per Subsection105.6.14. d. Carnivals and fairs per Subsection 105.6.4. e. LP-gas per Subsection 105.6.27. f. Temporary membrane structures and tents greater than 2,500 sq. ft.

A new Subsection 102.13 is enacted to read as follows: 102.13 Douglas County Regulations. Where any of the provisions of this code are in conflict with any Douglas County code, standard or other adopted regulation, the Douglas County provisions shall control. The Douglas County Wildfire Mitigation Standards shall govern in lieu of the International Wildland-Urban Interface Code. References within this code to the International Wildland-Urban Interface Code shall not apply.

Subsection 105.7.21 is amended to read as follows: 105.7.21 Solar Photovoltaic Power Systems. A building permit is required to install or modify solar photovoltaic power systems. Maintenance performed in accordance with the International Building Code or International Residential Code as amended and adopted by Douglas County is not considered to be a modification and does not require a permit.

Subsection 105.7.26 add new subsection to read as follows: 105.7.26 Electrified fences on commercial property. A construction permit is required to install or modify an electrified fence on commercial property regardless of the height of the fence.

Subsection 109.1 is amended to read as follows: 109.1 Board of appeals established. In order to hear and decide appeals of orders, decisions or determinations made by the fire code official relative to the application and interpretation of this code, there shall be created a Regional Fire Code Board of Appeals (“board”) by the entry of various fire districts into an intergovernmental agreement (“IGA”). The board of appeals shall be appointed through the operation of the IGA. The fire code official shall be an ex officio member of said board but shall have no vote on any matter before the board. The board shall adopt rules of procedure for conducting its business and shall render all decisions and findings in writing to the appellant with a duplicate copy to the fire code official. The Douglas County Board of County Commissioners shall be notified of all appointments made to the board. Said notification shall be in writing and shall be given within 30 days of said appointment(s). Upon 30 days written notice, the County may elect to withdraw from the use of the board at any time and for any reason.

Subsection 110.4 is amended to read as follows: 110.4 Violation penalties. Persons who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or perform work in violation of the approved construction documents or directive of the fire code official, or of a permit or certificate used under provisions of this code, shall be subject to fine and/or imprisonment up to the maximum specified in Section 30-15-402, C.R.S. Each day that a violation continues after due notice has been served shall be deemed a separate offense.

Subsection 507.1 Required water supply. Exceptions are added to read as follows: Exceptions: 1. Individual residential lots, parcels and developments legally in existence prior to the adoption of this code.

2. Developments containing or creating 3 or fewer residential lots or parcels.

3. Buildings or structures accessory to a dwelling or other allowed private use; or used exclusively for private agricultural purposes.

4. Developments subject to the Douglas County Standard for Water Supplies for Rural Fire Fighting.

3. A fire alarm system is not required in buildings that do not have interior corridors serving dwelling units, provided that dwelling units either have a means of egress door opening directly to an exterior exit access that leads directly to the exits or are served by open-ended corridors designed in accordance with Section 1026.6, Exception 4, items 4.2 or 4.5.

Section 1204 is amended to read as follows: Solar photovoltaic power systems. Solar photovoltaic power systems shall be installed in accordance with the International Building Code as amended, the International Residential Code as amended, and NFPA 70.

Subsection 3103.6 add sentence to end of paragraph.

Tents that utilize a water ballast system shall require a written analysis from a structural engineer demonstrating the ability to resist the wind load established by the jurisdiction where the tent is to be located.

Subsection 507.3 is amended to read as follows: 507.3 Fire flow. Fire flow requirements for buildings or portions of buildings and facilities shall be determined in accordance with Appendix B of this code as amended or a method approved by the fire code official and Douglas County. Where an existing water supply for firefighting is not available within two road miles of the vehicular entrance of any parcel, the Douglas County Standard for Water Supplies for Rural Fire Fighting shall apply. Residential developments legally in existence at the time of the adoption of this code are not required to provide minimum water supplies or upgrade existing water supplies to meet this code. Non-residential developments and multifamily developments legally in existence at the time of the adoption of this code are not required to provide minimum water supplies or upgrade existing water supplies to meet this code, unless there is a change of use or occupancy. Fire flow requirements shall not apply to individual residential lots, parcels or developments listed as exceptions in subsection 507.1.

Subsection 3105.5 Item number 1 add new 1.7 to read as follows: 1.7. Temporary special event structures that utilize a water ballast system shall require a written analysis from a structural engineer demonstrating the ability to resist the wind load established by the jurisdiction where the structure is to be located.

Subsection 507.5 is amended to read as follows: 507.5 Fire hydrant systems. Fire hydrant systems shall comply with Sections 507.5.1 through 507.5.6, and Appendix C of this code as amended, or the Douglas County Standard for Water Supplies for Rural Fire Fighting where applicable. The following locations shall not be subject to the standards contained in these Sections and/or Appendix C:

Subsection 5704.2.9.6.1 is amended to read as follows: 5704.2.9.6.1 Locations of above-ground tanks. Above-ground tanks shall be located in accordance with this section.

1. Fire apparatus access roads not having an existing water line, except when a new water line is installed to serve commercial or residential development or to convey water to another location.

Where a portion of the facility or building hereafter constructed or moved into or within the jurisdiction is more than 400 feet (122 m) from a hydrant on a fire apparatus access road, as measured by an approved route around the exterior of the facility or building, on-site fire hydrants and mains shall be provided where required by the fire code official and the building official.

Section 610 Electrified fences on commercial property. Add new Section to read as follows: 610.1 General. Electrified fences on commercial property shall be permitted in accordance with Section 105.7.26 and comply with the provisions of 610.2 through 610.6.

610.2 Components. Electrified fences on commercial property shall be installed with components manufactured and listed for use in such installations to ensure they do not pose a significant life-safety risk to humans.

610.3 Clearance from combustibles. Combustible materials including vegetation capable of being ignited shall be prohibited within 10’ (minimum) of electrified fences, unless limited by lot lines or as otherwise approved by the Fire Code Official.

610.4 Disconnecting means. A means shall be provided outside the electrified fence for emergency responders to disconnect power to electrified fences on commercial property to provide access to the site. The type and location of the disconnecting means shall be approved by the Building Code Official and the Fire Code Official.

610.4.1 Disconnecting means identification. The means provided to disconnect power to electrified fences on commercial property shall be approved by the Fire Code Official.

610.5 Fire apparatus access roads. Fire apparatus access roads shall be maintained in accordance with Section 503 as amended.

610.6 Warning signs. Outward-facing warning signs shall be posted in a conspicuous manner at intervals of not less than thirty (30) feet on electrified fences on commercial property. The warning signs shall have a minimum letter size of two (2) inches and shall include the international symbol for high voltage.

Subsection 1101.1 is amended to read as follows: 1101.1 Scope. Where required by the fire code official and the building official, the provisions of this chapter shall apply to existing buildings constructed prior to this code.

Exceptions: 1. One and two-family dwellings and townhouses.

Subsection 1103.2 is amended to read as follows: 1103.2 Emergency responder radio coverage in existing buildings. Where required by the fire code official and the building official, existing buildings that do not have approved radio coverage for emergency responders within the building based upon the existing coverage levels of the public safety communications systems of the jurisdiction at the exterior of the building, shall be equipped with such coverage according to one of the following: 1. Whenever an existing wired communication system cannot be repaired or is being replaced, or where not approved in accordance with Section 510.1, Exception 1.

2. Within a timeframe established by Douglas County.

Exception: Where it is determined by the fire code official or the building official that the radio coverage system is not needed.

Subsection 1103.5.1 is amended to read as follows: 1103.5.1 Group A-2. Where alcoholic beverages are consumed in a Group A-2 occupancy having an occupant load of 300 or more, the fire area containing the Group A-2 occupancy shall be equipped with an automatic sprinkler system in accordance with Section 903.3.1.1. The fire code official shall work directly with the building owner to establish the scope of the work required and a reasonable timeframe to bring the building into compliance not to exceed one year from the formal written notification from the fire code official of this requirement.

Subsection 1103.7.6 is amended to read as follows: 1103.7.6 Group R-2. A manual and automatic fire alarm system that activates the occupant notification system in accordance with Section 907.6 shall be installed in existing Group R-2 occupancies more than three stories in height or with more than 16 dwelling or sleeping units.

Repeal of Conflicting Ordinances, Resolutions, and Regulations: All ordinances and/ or resolutions or parts of ordinances and/or resolutions inconsistent with the provisions of this Ordinance, including Ordinance No. O-016-001, are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the effective date of this Ordinance.

Junior propels Regis to tennis title Raiders repeat as champions in boys 5A field

Morgan Schilling, a junior at Regis Jesuit, accomplished two things on Oct. 19 during the finals of the boys Class 5A state tennis championships at the Gates Tennis Center.

First, Schilling won the No.1 singles title with a 6-4, 6-3 win over Fairview’s Luke Silverman after he was the state runner-up last season.

And second, he helped Regis win its second straight state team title.
