The last major housing developments that will fit in Parker’s existing town boundaries are underway, and within a few years nearly 7,000 residential units will go up in more than 2,500 acres in the southwest corner of town.

Dirt is already being moved on the east side of Crowfoot Valley Road for the Trails at Crowfoot development.

Across the street and to the north will be the beginnings of the 1,100-acre Looking Glass, or Hess Ranch, development. North of that will be Anthology North, a 1,200-acre development with capacities for commercial uses and possibly a private primary or secondary school.

“The size of this development is unique in the Town of Parker,” said Paul Workman, the town’s senior planner. “To my knowledge, within the town boundaries, there hasn’t been a development of this size and the amount of residents it will bring to town.”

Jacobson said much thought was given to providing open space and trail connections in its communities. More than 280 acres of open space and 20-plus miles of trails have been allotted for the Looking Glass development, Jacobson said.

“That really forms the backbone of the community,” Jacobson said.

“Maybe 20, 30 years ago this property would have had a golf course and less open space, but the golf course would function as the open space. That just doesn’t work anymore. No. 1, it’s not what people want. There are enough golf courses in the vicinity. And, No. 2, this is much more sustainable.”

Community centers, libraries and schools are permitted upon a special review in Anthology North, according to the planning document. Single-family homes and a senior living facility are permitted to build there.

Anthology North also has room for mixed-use development for things like retail, restaurants, personal services, entertainment and general office.

“The Denver metro region is growing and will continue to grow,” Workman said. “Not only the metro area, Douglas County will continue to grow. Parker will continue to grow. So, it’s about how do we responsibly try and manage and focus that development, and each community does that in their own unique way?”

Douglas County residents who love 4-H, FFA and the county fair and rodeo are needed to sit on the Douglas County Fair Board and represent a community tradition that is more than 100 years old.

Interested residents are encouraged to apply for the three open seats

by Sept. 23. Candidates will ideally have knowledge of or experience in 4H or FFA programs, rodeo or special events, volunteer management or the entertainment industry.

Board member will be required to participate in two committees, which meet twice a month. In addition, members attend a monthly board meeting and can expect to spend an average of three to four hours a week engaged in fair business.

Committee to recall Douglas County sheriff in no rush Organizer says group will wait for right moment to begin petitioning

It has been seven months since the Committee to Recall Tony Spurlock was formed as a response to the Douglas County sheriff ’s support of Colorado’s red flag law, and still, petitioning has not begun.

That’s because the committee has been notified of new information regarding the sheriff, recall organizer Robert Wareham said. “So we are independently verifying some additional allegations that have been brought forward,� said Wareham, an attorney from Highlands Ranch. “We will take whatever time is necessary to do that.�

Spurlock While the committee doesn’t have any deadlines for beginning the petition, once it starts, the committee must gather 35,000 valid signatures in 60 days. If successful, a special election would be called asking voters if they’d like to see Spurlock recalled from office. “And that’s why we want to make sure that all of our ducks are in a row before we pull that trigger of submitting the (petition) language,� Wareham said.

Spurlock is “not worried at all� about the recall committee, he said in an interview. He believes the entire effort is politically and personally driven and not in the best interest of the county, he said.

The recall effort began as a response to Spurlock’s support of the Extreme Risk Protection Order bill, commonly known as a red flag law. The measure was passed in the spring by the Democrat-controlled state Legislature in the face of strong opposition from many Republican lawmakers and gunrights advocates.

Under the law, which will be enacted in January 2020, household members or law enforcement can petition a judge to confiscate guns from an individual who they argue poses a “significant risk� to themselves or others.

If the judge agrees, the guns could be confiscated for up to 364 days.

Now, the committee has expanded its grievances about the Republican sheriff to his overall job performance and administration, Wareham said.

The county’s board of commissioners has confirmed that on Aug. 29, it received an eight-page anonymous letter on allegations within the sheriff ’s office, spokeswoman Wendy Holmes said. The county has declined to release the letter to the public because it was marked by the sender as confidential and includes information about personnel, she said.

The letter includes various accusations about misconduct in the sheriff ’s office, according to a source familiar with the letter.

Wareham said he did not write the letter and does not know who did.

Funding the effort So far, the committee has raised nearly $11,000 and spent more than $5,000 according to public financial reports.

Of the 16 contributors, 12 are Douglas County residents. The remaining contributors are from Arizona, Denver County, Pueblo County and Arapahoe County.

The largest contribution by far came from a Castle Rock construction company called Liberty Infrastructure LLC. In April, Frank Krekeler, the company’s founder, donated $10,000 of company funds to the recall effort. �I don’t think we can have a sheriff around that doesn’t uphold his consitutional oath,� Krekeler said.

Krekeler, who said he has voted for Spurlock in the past, didn’t know much about the sheriff until the red flag law came up, he said. While many people think of the law as a Second Amendment issue, he sees it as more of a Fourth Amendment issue. �Government officials do not have the right to knock on your door without serious due process� he said. �It’s got abuse written all over it.�

The recall committee has used donations to pay for T-shirts, signs and a website. More than $1,300 has gone to a campaign finance management group called Campaign Integrity Watchdog. ‘Real concerns’ Another person who donated to the committee because of worries about potential abuses of the law is Castle Rock Councilmember George Teal. �I made the contribution because I do have real concerns about Sheriff Spurlock backing the red flag law,�

Teal said. “Tony betrayed the Republican Party who nominated him.�

In March, Teal donated $100 to the recall effort.

Castle Rock has begun looking into ways officials can direct police regarding the law, including requiring a higher burden of proof, Teal said. �I would like to see a burden of proof that approaches just cause, which is the burden of proof we expect of our police officers to conduct themselves at all times,� Teal said.

He also supports residents of the town considering signing the recall petition, he said.

Spurlock’s response To Spurlock, the whole effort is a waste of time, he said. “They didn’t like my position on red flag, but none of them participated in trying to find a solution either,� he said. “It seems counterproductive.�

In response to the expanded reasons for attempting a recall, Spurlock said the committee was “grasping at straws.”

“I’ve been the sheriff for five years, I’ve been a police officer for 40 years, I was the undersheriff for nine,” he said. “I have an impeccable record.”

Spurlock believes the group is continuously changing their reasoning for recall due to a lack of backing from the community, he said.

“They don’t have the strength, they

don’t have the support over the red flag… now he’s trying to find another angle all of a sudden,” he said.

In a Douglas County voter opinion poll this year, 53 percent of residents said they agree that law enforcement should be allowed to seize guns if the owner is thought to be a threat to themselves or the community.

Spurlock — whose department experienced tragedy when Deputy Zackari Parrish was fatally shot by a man believed to be mentally ill in December 2017 — said his support of the red flag law stands strong.

“Why would I waiver because someone is politically after me?” he said.

“Life is more important than politics.”

Run for the Fallen honors teen killed in STEM shooting Kendrick Castillo’s family received the flags in honor of their son

Kendrick Castillo wasn’t the type to boast about awards or honors, but his father believes the 18-yearold would have appreciated the Run for the Fallen event recognizing his son Sept. 15, he said.

“It means a lot to us because Kendrick was very patriotic,” John Castillo said. “I think him being honored with fallen military is so appropriate.”

During a 100-mile tribute, runners recognized fallen heroes from Colorado during each mile, including veterans, first responders and Kendrick, who was killed in the May 7 school shooting at STEM School Highlands Ranch. The school’s cross country team joined the runners for the mile dedicated to their classmate.

The run began Sept. 14 at Fort Carson, near Colorado Springs, and stopped in Castle Rock. It concluded a day later at Fort Logan National Cemetery, in southwest Denver.

Kendrick, who was set to graduate from STEM, was sitting in classroom when the shooting began.

He charged one of the suspected shooters in an attempt to save other students and was fatally shot.

Eight other students were injured in the attack.

On Sept. 15, before the runners rounded the corner on Ridgeline Boulevard on their way to STEM, the school’s robotics team, which Kendrick once helped lead, rolled out their project from last year. It was a project that Kendrick helped design, engineer

When John Castillo sees the robot, he gets emotional.

“He touched it and he made it come to life,” he said. “And I know that will never be again.”

Members of the robotics and cross country teams, parents, teachers and members of the community all gathered for the event.

Kendrick’s parents, who received memorial flags from the runners, wore shirts identifying them as the teen’s mom and dad. On the back, the shirts said “Most people go their entire life and never meet their hero. I raised mine!”

When the runners arrived at the mile marker for Kendrick outside of the place where he lost his life,

they read his name and a quote from the Bible.

“Greater love has no man than this, that a man lay down his life for his friend,” John 15:13.

As he received the small set of flags from the runners and watched as they saluted him and his wife, Maria, John Castillo thought about his son and how pleased he would be with the event, he said.

“I think he would have been blown away,” he said.

As the next court dates for the suspects approach and John Castillo begins lobbying for safer schools, he hopes the community will remain supportive, he said.

“Folks are not going to agree on issues of safety,” he said. “I just hope that they come together regardless of political sides.”

Temple Grandin urges workforce inclusion, trade skills Developmental Pathways holds roundtable discussion

Local community leaders recently heard from renowned autism advocate Temple Grandin on employing people with disabilities and workplace inclusion.

Developmental Pathways serves individuals with disabilities or developmental delays in Arapahoe County, Douglas County and the City of Aurora. That’s an area with approximately 1 million people, said interim CEO Matt Vanauken.

On Sept. 9, the organization invited leaders from local government, the K-12 school system, higher education, hospitals and the business community to a roundtable discussion with Grandin.

Grandin is a Fort Collins resident and Colorado State University professor known for her work in animal welfare and autism advocacy. Diagnosed with autism as a child, Grandin has authored numerous books and gives lectures offering a firsthand account of living with autism.

She largely spoke Sept. 9 on workforce needs and employing people with disabilities.

Grandin bemoans the loss of trade skills and jobs in the United States.

“It’s a lot harder to train them as grownups,” she said.

She believes it’s a problem in a world where technology is replacing some jobs but not all. Computers will never suffice in lieu of plumbers, welders, electricians and mechanics, she said, calling those high-end trades.

“Don’t stick your nose up at it,” she said of trade skills.

Grandin also discussed what job opportunities should exist for people with disabilities.

There are positions, like making copies in an office, that are great training jobs, Grandin said, and for some people bagging groceries is appropriate. But others are well-suited to work in Silicon Valley or as a professor like herself.

“I want people in jobs they’re going to like,” she said.

People with autism are often highly skilled in one area but struggle in another. Grandin is a visual thinker who thinks through images. She struggled as a student and in subjects like algebra.

But her visual thinking helped her to revolutionize the design of cattle handling facilities. Roughly half of America’s cattle are in systems Grandin designed, according to her website.

Grandin urges businesses to employ all sorts of thinkers — visual, mathematical and verbal. They each bring a different skillset and expertise to the workforce.

She uses phones as an example.

Grandin said it’s important for people with disabilities to be stretched — to learn to work outside

the family and home.

Kim Tenure, a policy education and advocacy manager for Developmental Pathways, said the organization would like to see more inclusion in the workplace for people with disabilities. The organization can help employers find resources to help them make their workplace open to people with disabilities.

People with disabilities are less likely to be employed than those that do not have a disability, according to the U.S. Bureau of Labor Statistics.

The proportion of people with a disability who were also employed was approximately 19% in 2018, compared to 66% for people without a disability.

She said the trade skills Grandin spoke of can also be opportunities to hire people with disabilities.

“We talk all the time about these jobs that we can’t fill,” she said.

WHO IS TEMPLE GRANDIN? Temple Grandin is a professor at Colorado State University who’s renowned for her autism advocacy efforts, her work in animal welfare and for designing facilities that handle farm animals in a more humane manner.

Her life inspired the 2010 HBO film, “Temple Grandin,” in which she was portrayed by actor Claire Danes. The movie received seven Emmy awards and a Golden Globe.

Born in Boston, Grandin was diagnosed with autism as a child. She did not speak until roughly 3 1/2 years old. She experienced teasing and bullying in school but found a passion for animals through workIs it something that could be taught to a person with a disability?”

2020 National Merit semifinalists named Winners of more than $31 million in scholarships to be selected in spring STAFF REPORT

Semifinals in the 2020 National Merit Scholarship Program have been announced.

The program honors individual students who show exceptional academic ability and potential for success in rigorous college studies. The program does not measure the quality or effectiveness of education in a specific school.

Nationwide, about 16,000 students qualified as semifinalists. They will continue in the competition for 7,600 National Merit Scholarships worth more than $31 million in total. The winners will be named in the spring.

Three types of National Merit Scholarships will be awarded. Every finalist will compete for one of 2,500 National Merit $2,500 Scholarships, which are awarded on a state-representational basis. About 1,000 corporate Merit Scholarships will be provided by corporations and business organiza-

tions who meet their specified criteria. In addition, about 180 colleges and universities are expected to finance about 4,100 college-sponsored awards for finalists who attend the sponsor institution.

Winners will be announced beginning in April 2020 through July.

An organization for young adults with developmental disabilities recently received a $2,000 donation from the Cherry Creek Valley Rotary Club.

Farewell to laundromats is a wash come true

I

just washed a load of colors and had a particularly gruesome flashback to a time when I didn’t own a washing QUIET machine.

I didn’t own a wash- DESPERATION ing machine until I was 33. I depended upon the ones in my apartment buildings or public laundromats.

Whenever laundromats are shown in films (“Shopgirl,” “The Blind Side,” Craig Marshall “Sling Blade”) they are almost always Smith sad-looking places with sad-looking people in them.

I went to Yelp to see if things have

changed, at least in Denver, and the Top Ten look nothing like the ones I went to in West Los Angeles, that had a lost-and-found of 40 or 50 unmatched socks, a few peach-colored brassieres, and kitchen towels with pictures of spices on them.

In college, I did my laundry once every two weeks, and I always went at odd hours, to avoid people. However, it meant that others who did their laundry at odd hours to avoid people would be there too. We never spoke. Maybe we nodded to each other, and that was it.

I do not underestimate my washing machine. It is more dependable than I am. It has a lot of different settings on it, but I think it’s just an illusion, and every setting actually performs identically.

How does a box of water know if

something is permanent press or not?

The answer is: It doesn’t, but it sounds reassuring.

When I went to laundromats, I had to sit there and wait. It was two hours of sitting there, and I usually took a book. The time wasn’t misused, but I would rather have been reading the book in my own home.

I was always on the lookout for nefarious types. Los Angeles has a few. However, my relentless self-preservation disallowed the possibility that I might meet someone who would become famous someday.

Here is an imagined conversation.

“Hey,” he said.

“Hello,” I said.

“I’m writing a song. I need a word that rhymes with ‘mire.’”

“Pyre?”

“Perfect. ‘And our love become a funeral pyre.’ Thanks, man.”

“Shouldn’t it be ‘becomes a funeral pyre’?”

“Uh, no, man.”

The lighting in the laundromats I went to was always very unflattering.

Maybe that has changed too. It made everything and everyone look worse.

As if David Lynch was behind it.

My first apartment building, on Sawtelle in West Los Angeles, had two washing machines and two dryers. It was always a matter of luck whether they were in use or not.

Sometimes loads would be left in them long after clothes were washed or dried, and that led to: 1. apologies, or 2. disputes. Generally, disputes.

There has been a lot of mudslinging and accusations going back and forth between those who support more commercial development and hundreds of apartments, and those who support open space, which can include picnic areas, hiking/biking trails and a nature center. The apartments are called “high density residential” in the town council’s sales resolution (19-075) that they passed 8-19-19. We citizens are fighting back saying, “Enough already!”

hen we are intentional about making our choices and deliberate when it comes to choosing our own path, we typically increase our chances of success. It’s when we allow others to make our choices for us, or when we allow circumstances or even prior habits to dictate our path, that we find ourselves living a WINNING life that is vastly WORDS different than the one we dreamed of or had envisioned for ourselves.

In last week’s column we talked about intentionally choosing the right words to think about and to share with others, good, power- Michael Norton ful, hope-filled, and encouraging words. We also covered how we can choose what we allow to captivate our mind and eye, images and imagery that elevate our positive attitude and bring us joy. The key here is that we choose what we allow in and what we ultimately decide to keep out.

Our choice to create a winning life and a better experience is no dif-

ferent. We are the ones who get to ultimately choose what we act upon, what we respond to, and the direction we choose to pursue. It’s a choice, and if you are reading this column right now, you still have time to make new choices, choose to follow the rewarding path you may be currently on and enjoying, or choose a new and different way forward.

One of my favorite personal development books of all time came out earlier this year. It is titled “Choose to Win” by Tom Ziglar, the proud son of Zig Ziglar and the CEO of the Zig Ziglar Corporation. The subtitle contains the magic and power of the book, “Transform Your Life One Simple Step at a Time.” And within the book I found the strategies and tactics that allowed me to plan and prepare for the next steps and new journey I was about to embark upon.

When asked for the secret to success, Tom offers this response, “The fastest way to success is to replace bad habits with good habits.” Sounds kind of easy right? If it is, why aren’t we all already doing it? It’s because we haven’t yet made the choice to intentionally choose to win. We may have made bad decisions in the past,

Tariffs increasing market volatility

hank goodness we live in the United States. Among the blessings we share is an economy that has been more self-reliant than most. The United States contains vast amounts of natural resources, the world’s largest economy, a steady central banking system and a relatively resilient consumer. This positively compares our economic and political structure to China, Germany FINANCIAL and Japan.

We as a nation STRATEGIES face a new challenge … the fact that the world’s second largest economy, China, seems to be attempting to take advantage of the rest of the world. Governments around the world imposing tariffs on Patricia Kummer imports is commonplace. The United States’ tariff rate on industrial products — prior to the changes of the last few months — is among the lowest in the world, according to the Office of the U.S. Trade Representative. The tariff issue has been brewing for the better part of two years. However, the real issue the world has with China may have little to do with actual tariff rates, but rather industrial espionage and China’s global expansionary plans over the long term.

we may have chosen poorly, but we can start turning that all around with the choices we make today and in all the tomorrows yet to come.

Starting with your “why” is step one. Why am I doing this? Why are we doing this? It’s no different with our decision to choose to win. And as you will read in Tom’s book, he points out that discovering our “why” is also a choice. We need to be proactive and understand what we want to be, do, and have in this life. When we do, and when our “why” becomes clear, it will be much easier to make the right choices in each area that supports our goals and dreams. Replace bad habits with good habits, elegantly simple and yet powerfully productive when we choose to do it, when we choose to win.

Everything changed. I was on my own. I could light my laundry area anyway I wanted to, and not wear pants if I wanted to.

years have been: • To gain access to China’s economy, importers may need to take on a Chinese partner … someone who may be tied directly to the Chinese government. This allows China control over import levels, prices and business practices of companies.

• Industrial espionage has been a common practice of various Chinesebased companies backed by the Chinese government. Additionally, foreign companies may be required by the Chinese government to provide access to patent-protected manufacturing processes and proprietary industrial secrets. If companies refuse to comply with these requirements, they may not be allowed to sell their products to them.

These requirements have provided the opportunity for China’s companies to mimic high-tech manufacturing efficiencies gained through hard work and investments by companies and people from around the world.

Therefore, we are in a Catch-22.

While someone needs to rein in China, there are definitely concerns around the problems increased tariffs may bring upon our economy.

There could be another round of issues with China coming. There remains about $300 billion of annual Chinese imports into the United States that haven’t been affected by the tariff war … yet. Will the Trump administration apply the new 25% tariff rate to these imports? As of this writing, we don’t know, but, by most accounts, the tinue to positively impact millions of people. His body of work when it comes to developing excellence in ourselves and in others has contributed to the success of many CEO’s, business owners, parents, students, athletes, salespeople, managers, and people from all walks of life. This new book by his son Tom Ziglar, “Choose to Win,” will change your life and contribute to your success. It really will, but only if you first choose that you want to win and desire a change in your own path or journey.

TRAIL TROLL Open space officials, volunteers discuss outdoor etiquette amid increasing use

hen a bicyclist encounters a horseback rider on the trail, do they know what to do? When hikers walk their dogs through local open spaces, do they know the dos and don’ts of taking pets along for the adventure?

Denver metro area open space officials and volunteers who spoke to Colorado Community Media said the majority of people are considerate and follow trails rules. But they’ve also seen an influx of people hitting the trails as the Front Range’s population booms. That heightens the need for trail etiquette education, they said.

“You’ve got experienced people who don’t think twice about (etiquette) and your inexperienced people who just aren’t used to it yet,” said Open Space Specialist Hans Reichgelt with the City of Westminster.

In general, trail etiquette stipulates that cyclists yield to hikers and horseback riders, while hikers yield to horses. Yielding means moving off the trail until a user with the right-of-way has passed.

People should also stay to the right and keep pets on the right as well. Pass others on the left. People should announce themselves before passing. Clean up after pets.

Douglas County recently produced informational materials concerning trail etiquette in light of the county’s population growth and increase in trail use, said Assistant Director of Open Space Scott McEldowney.

“We anticipate roughly 600,000 users on open space this year,” McEldowney said. “I believe this year we will be about 5% over last year. The previous few years, we have seen a 15% to 20% increase.”

That’s a lot of people to fit in a relatively confined area, McEldowney said.

Total, the county manages 90 miles of open space trails and another 63 miles in Douglas County parks.

That’s not counting municipalities, state parks or federal forest land in the area.

In the north metro, Westminster offers 150 miles of trail surface, most of which is multimodal, Reichgelt said. People can walk, run, bike or ride horses.

In 2017, Westminster saw just shy of 550,000 trail users and nearly 554,000 in 2018.

Reichgelt said the city expects to surpass last year’s count “very soon for 2019.” He cautioned the city does not have counters on all trails, so the true numbers could be higher.

Open space officials aren’t the only ones advocating for responsible trail use and etiquette.

Throughout Jefferson County, the nonprofit Golden Giddyup Trail Team partners with Jefferson County Open Space to maintain trails. The organization began in 2013 after floods devastated the local

This summer, members surpassed 10,000 hours of volunteer work. Those hours have included pop-up events where they encourage people to follow open space rules and regulations.

“Working with open space and staff, we’ve specifically targeted mountain bikers at some of the most heavily used parks,” said Executive Director Jeff Watrobka.

The group is mostly comprised of mountain bikers. Watrobka himself averages 40 to 50 miles a week. He believes an important part of trail

etiquette is understanding a trail’s difficulty level before setting out.

Then, he said, check the weather. It’s important for trail users to pay attention to recent weather events. Different trails are comprised of different soil types, he said.

Some lend themselves well to biking or horseback riding when wet, but others do not. Those with heavy clay content can be damaged if used too soon after rain or snow, he said.

If he could grade Douglas County trail users, McEldowney said he’d give them a B-plus. There’s a low frequency of accidents, which can partially be attributed to how the system was planned, he said, but also to educated users.

When it comes to areas of improvement, Reichgelt, McEldowney and Watrobka all urged trails user to remain aware of their surroundings.

Ditch the headphones. Be on the lookout for wildlife, and other trail users. Lastly, leash the family dog, and keep it close.

When people make complaints, it’s frequently about unleashed dogs, McEldowney said. Similarly, Reichgelt said allowing dogs to extend their leash across the trail is a common mistake people make.

“That’s just a clothesline for anyone coming through on a bike,” he said.

Mostly, the men encouraged people to follow the golden rule and take care of the trail as though it were their home.

“Just be nice,” Reichgelt said. “Everyone is trying to do the same thing — just get out there and enjoy the outdoors.”

Authors of Colorado books are named to hall of fame

aturalist, historian, Colorado native and author Mary Taylor Young of Castle Rock is among 21 honored authors who have published books in or about Colorado. They were inducted into the newly formed Colorado Authors Hall of Fame on Sept. 14.

This is the first Authors Hall of Fame in the nation. Young says her next book will be about the history of Cheley Colorado Camps in Estes Park SONYA’S in November: “I SAMPLER Found You in the Mountains: 100 Years of Cheley Colorado Camps.”

To be followed by “a climate-themed sort of memoir about changes I have seen on the property we own in southern Colorado. Thinking Sonya Ellingboe I will call it `Bluebird Seasons.’” She will use her 20-year nature journal as a guide.

Mallory Pugh. She went to Vista and she kinda showed it really doesn’t matter how old you are, you can compete with whoever you want to.

What would be a perfect performance in softball?

Not make any errors in the field and even if you do, try to recover and get in the right mindset. And coming to hit, try as hard as you can, and getting on base a lot would be nice.

What is your favorite class in school and why?

Besides PE, probably social studies. It is really interesting to learn about the past and how it relates to now.

What are your plans after high school?

I am thinking of going to Colorado Mesa. I want to study athletic training.

ami Grammerstorf is the center fielder on the Mountain Vista softball team.

She is also the daughter of head coach Bret Grammerstorf, but that hasn’t created any problems at home or on the softball diamond.

“I wouldn’t say it is difficult,” said Kami. “It’s more of a balance of him being supportive as a father and him as

a coach having to be disciplined. There’s a lot of one-on-one time at home, too, where we can talk about a game. There is a lot of softball involved in everyday life.

“On the rides home after games there is a lot of talk of what we could have done differently. I don’t make too many suggestions. I just go along. I haven’t really made any goals for myself this season except to work harder than I have in the past and just try to be better for my teammates.”

COACH’S TAKE: ‘She was hurt (hip) last year and didn’t get a chance to play most of the season. We’re hoping this year will be a fun year with her being a senior and a leader. I’m kind of biased but she works hard and does everything she can. It has been fun.’

What is the biggest challenge as a center fielder?

As a center fielder you are always told to go get the ball even if it is in the right fielder’s area. So it is kind of hard to judge whether it should be your ball or if you are taking away their ball.

Do you welcome the chance to throw a runner out with a throw from the outfield?

I get excited when the ball comes to me and I get a chance to come through and just throw as hard as I can.

If it gets there, great, if it doesn’t, oh well.

Favorite song?

Probably anything by Elvis. I don’t know if I could narrow it down from Elvis.

U.S. Soccer rules frustrate coaches at high schools

H

igh school soccer in Colorado has been forced to adopt a new look over the past few seasons.

Many of the best players are skipping high school soccer because of the commitment to play with Developmental Academy teams.

“We’ve got three or four or five players roaming the halls that are not playing for us,’” said Mark Hampshire, who is the coach of Arapahoe’s defending state champions and No. 1 ranked 5A team in the state this year. “I think OVERTIME unfortunately that is the way it is for a lot of folks.

“We have some guys that could have played DA but they realize the importance of high school, Jim Benton that it is going to get then farther that developmental. “ Developmental Academies are designed for elite players looking to play collegiate soccer and maybe beyond, so practices and games are against top-flight competition, which challenges player to improve their skills. According to U.S. Soccer, the academy’s philosophy is based on increased training, fewer total games and more meaningful matches. Players are showcased for college recruiters.

The major controversy surrounding the 10-month DA season is that players and teams cannot play in any outside competition, which includes high school soccer. Boys DA programs started in 2007 with six age groups starting at U12. Girls DA programs began in 2017 with four age groups.

“We lost anywhere between four to six players, which is unfortunate because soccer keeps pushing that on families and kids,” said Heritage coach Adam Buseck after the Eagles lost 1-0 to Arapahoe in a rivalry game. “They can’t hardly get out of their own way.

“A couple of those kids who played DA are here, watching our game. They want to play but they also have to follow their own choices.

Tour Macanta, Rueter-Hess with guided hikes STAFF REPORT

The wait is over for Douglas County residents who have been waiting since spring to explore some of Douglas County’s most exclusive properties.

Monthly, guided hikes at Macanta Regional Park and Rueter-Hess Reservoir are now available, with the first hike at Macanta set for Sept. 28 and the Rueter-Hess hike set for Oct. 5, with additional visits to both locations planned through April.

will lead the hikes, which are 3-4 miles and typically take about three hours to complete. Online registration will open the second Wednesday of the month prior to the hike date and close three days before the scheduled event. Space is limited to 15 per hike.

Desiring to fundamentally transform the small-town character of Parker, the council approved selling Pine Curve’s 24 acres for a measley $5 a square foot to a shopping center developer. That’s taxpayer highway robbery considering the town lists other properties between $25 and $34 a square foot.

Superintendent Thomas Tucker’s aggressive rhetoric used that he would fight “tooth and nail” to oppose arming school staff.

I hoped to find in Ms. Gibbs’ article and other sources clarification of or justification for Dr. Tucker’s unyielding position. The DCSD website asserts that the district supports a “safe, positive climate and culture” and that Dr. Tucker supported and endorsed the “district’s safe schools plan, which is evidence- and research-based.” Dr. Tucker’s Aug. 20 testimony to a panel at the Colorado Capitol, Ms. Gibbs’ article and the school’s website collectively failed to even tiptoe near any evidence or research that justified Dr. Tucker’s hyperbolic threat to “fight tooth and nail” against a policy that could save lives.

Dr. Tucker’s achievements in his previous employment at the Princeton City School District are modest. It is easier to publish words about excellence than to achieve it. I fear the same will apply with protecting lives. Dr. Tucker has not made his case. Ejecting schools that allow armed staff is a toothless gesture and, I fear, will be nails in some student’s coffin.

Jim Engels coached club soccer for 30 years and is the boys and girls coach at Ponderosa.

“DA has hurt high school soccer a lot just from the standpoint of talent level,” he said. “We still have good soccer in high school but we lost a lot of talented players, both boys and girls.

It hurts the kids, too, because very kid I’ve talked to either would rather play high school or comes back and plays high school.

“To me the academies are all about money. It’s expensive, plus it burns kids out. If you don’t play academy

am writing in praise of our current Douglas County School Board and Superintendent Tucker. In the past two years I have seen a marked increase in transparency with the public.

For example, except in rare cases, all school board business is conducted in public. Board meetings are live streamed and afterward the community is emailed a detailed summary of what was discussed, with links to resources including budget and planning documents.

When asking voters to support a bond and mill levy, the board made explicitly clear the needs for which it would use the money at each and every school. Today, I continue to receive detailed updates on how dollars are being spent. You may have noticed signs in front of your neighborhood schools listing what capital improvements are being made there now. As someone for whom fiscal responsibility is of paramount importance, I appreciate my elected officials’ honesty and transparency in this matter.

This is in sharp contrast to several years ago when I rarely received any meaningful board communication and often business was held in closed executive session. Now, when community members want answers from directors or Dr. Tucker, it is as easy as sending them an email. You will receive a prompt and personal response!

I wish to extend a heartfelt thanks to the board and Dr. Tucker for showing

respect for all community voices.

Classical or tactical?

DCSD is a one of the best districts in the state, and one of the reasons for this is school choice. However, I must question the motives of one of those charter schools: Ascent Classical Academy. They claim to be a classical school focusing “on excellence with a highquality academic program, developing future leaders with the good character and virtue to flourish and be successful in life.”

While there are probably many great families, students, faculty and staff there and working toward achieving this goal, overall, I would argue the leadership of the school is more tactical than classical. The leadership is tactical in its approach to playing politics over education. It also was tactical when choosing politics over safety in the armed teacher debate.

The leadership of Ascent might believe in a classical approach, but it’s probably Machiavellian — “ends justify the means” — rather than altruistically supporting the families in the community. For the sake of the school, and a unique option in the district, we should demand new school leadership that will give quality choice while ethically and transparently serving families.

R 019-061, AND CALLING FOR AN ELECTION FOR THE EXTENSION OF THE EXPIRING .13% PORTION OF THE EXISTING SALES TAX AND USE TAX IMPOSED FOR THE DOUGLAS COUNTY JUSTICE CENTER AND A REALLOCATION OF FUTURE REVENUES FROM THE EXPIRING .13% PORTION AND AN ADDITIONAL .05% PORTION OF THAT SAME EXISTING WSTICE CENTER SALES TAX AND USE TAX. WHEREAS, Resolution No. R-995-099, referenced in the 1995 Sales and Use Tax Ballot Question, was adopted by the Board of County Commissioners (the "Board") of the County on September 12, 1995, and was amended by Resolution No. R-003-152 adopted by the Board on November 10, 2003; and WHEREAS, the 1995 Sales and Use Tax Ballot Question and Resolution No. R-995-099, as amended, then provided for the expiration of twenty-three hundredths of one cent per dollar (the ".23% Portion") of the forty-three hundredths of one cent per dollar of the sales and use tax imposed for the construction, operation and maintenance of courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities (the "Justice Center Sales and Use Tax") at 12:00 a.m. on January 1, 2011; and WHEREAS, on August 28, 2007, the Board further amended Resolution No. R-995-099, by adoption Resolution No. R-007-123 which sought to ask voters whether to extend the .23% Portion of the Justice Center Sales and Use Tax scheduled to expire at 12:00 a.m. on January 1, 2011 to January 1, 2021, and to thereafter increase the total Justice Center Sales and Use Tax in perpetuity from twenty hundredths of one cent per dollar of taxable transactions to thirty hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and WHEREAS, on November 6, 2007, the following ballot question was submitted to the electors of the County for approval to extend the .23% Portion as set forth in Resolution No. R-

2011 to January 1, 2021, and to thereafter increase the total Justice Center Sales and Use Tax in perpetuity from twenty hundredths of one cent per dollar of taxable transactions to thirty hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and

WHEREAS, voters approved this extension on November 6, 2007; and WHEREAS, pursuant to the 2007 Extension, .13% of the .23% Portion would be extended through December 31, 2020 for capital needs associated with the County Justice Center (the ".13% Portion") and .10% of the .23% Portion would be extended in perpetuity for funding the costs of operating the County Justice Center, including the jail, courtroom security, community justice services, dispatching, and technological services and related facilities (the ".10% Portion"); and WHEREAS, to respond to increasing demands for growth related capital improvements within the County, the Board adopted Resolution No. R..Q19-061 to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in Resolution No. R-019-061, and to extend collection of the same through December 31, 2035, and to additionally ask voters whether to authorize the; issuance of revenue bonds to be secured by the expiring .13% Portion of the Justice Center Sales and Use Tax if it was extended and reallocated in order to fund such public transportation infrastructure as soon as possible; and WHEREAS, the Board now desires to make certain changes to the ballot questions authorized

by Resolution No. R-019-061 and thereby rescind and replace Resolution No. R 019-061; and WHEREAS, the Board now desires, to respond to increasing demands for growth related improvements within the County, to ask voters whether the County should extend collection of the expiring .13% Portion of the Justice Center Sales and Use Tax through December 31, 2035, and together with an additional .05% portion of the Justice Center Sales and Use Tax, both the subject of the 2007 Extension, reallocate the revenues of such aggregate .18% portion from the Justice Center Sales .and Use Tax for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion (the ".18% Portion"), as detailed in this Resolution; and WHEREAS, Article X, Section 20 of the Colorado Constitution requires voter approval of the extension. of an expiring tax; and WHEREAS, the Board desires to present the following ballot question provided herein to voters on November 5, 2019, which if approved by voters would allow the .13% Portion to be extended from its current expiration date of December 31, 2020 to instead terminate on December 31, 2035, and together with .05% portion of the .23% Portion pursuant to the 2007 Extension, be reallocated for an aggregate total of .18% in order to fund transportation infrastructure; and WHEREAS, the Board is responsible for certifying such ballot question to the coordinated election official in the County.

NOW, THEREFORE, BE IT RESOLVED

BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows: A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows: 20(A). The portion of the sales and use taxes collected at the rate of twenty-five hundredths of one cent per dollar in perpetuity pursuant to this Resolution, as may be amended from time to time, and the interest income thereon (the ".25% Portion") shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including the jail, courtrooms, communications and

20(A). The portion of the sales and use taxes collected at the rate of twenty-five hundredths of one cent per dollar in perpetuity pursuant to this Resolution, as may be amended from time to time, and the interest income thereon (the ".25% Portion") shall be deposited, allocated, and expended only for:

i. The construction, equipping, operation and maintenance of a county justice center, including the jail, courtrooms, communications and dispatching, community justice services, technology, district attorney facilities, and related facilities; and

ii. A special fund, to be known as the "Douglas County Justice Center Sales and Use Tax Fund" (the "J.C. Fund"), shall be created and all of the revenues from the .25% portion shall be deposited therein.

(B). The portion of the sales and use taxes collected at the rate of eighteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution, as may be amended from time to time, and the interest income thereon (the ".18% Portion") shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the "T.I. Fund"), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses to include for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

B. Section 25 of Resolution No. 995-099, as amended, is hereby amended to read as follows:

25. Effective Date-Applicability. Upon adoption by the electorate at the election on November 5, 2019, the sales tax and use tax as provided and as amended herein shall become effective and in force at 12:00 a.m. on January 1, 2020. The rate of a portion of said sales tax and use tax shall be twenty-five hundredths of one cent per dollar of taxable transactions (the .25% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be eighteen hundredths of one cent per dollar of taxable transactions (the .18% Portion as set forth in Section 20B), of which the .13% Portion shall expire on December 31, 2035 at 11:59 pm and the remaining .05% shall remain in perpetuity.

2. Submission of Election Question. The Board hereby authorizes the submission of the question of the extension and partial reallocation of the Justice Center Sales and Use Tax to the registered electors of the County, at the coordinated election to be conducted on November 5, 2019, by the Douglas County Clerk and Recorder.

3. Certification of Election Question. In accordance with Section 1-5-203(3), C.R.S., the Board hereby directs that the following ballot issue be certified herewith to the Douglas County Clerk and Recorder for inclusion in the ballot for said coordinated election:

WITHOUT RAISING ADDITIONAL TAXES, SHALL THAT CERTAIN EXISTING PORTION OF THE DOUGLAS COUNTY JUSTICE CENTER SALES AND USE TAX OF THIRTEEN HUNDREDTHS OF ONE CENT (.13%) PER DOLLAR OF TAXABLE TRANSACTIONS CURRENTLY SCHEDULED TO EXPIRE ON DECEMBER 31, 2020 BE EXTENDED THROUGH DECEMBER 31, 2035 AND SHALL THAT SAME PORTION TOGETHER WITH AN ADDITIONAL FIVE HUNDREDTHS OF ONE CENT (.05%) PER DOLLAR OF TAXABLE TRANSACTIONS PORTION OF THE DOUGLAS COUNTY JUSTICE CENTER SALES AND USE TAX, FOR AN AGGREGATE AMOUNT OF EIGHTEEN HUNDREDTHS OF ONE CENT (.18%) PER DOLLAR OF TAXABLE TRANSACTIONS, BE REALLOCATED FOR THE PROVISION OF NECESSARY TRANSPORTATION INFRASTRUCTURE AND RELATED EXPENSES TO INCLUDE FOR THE ALLEVIATION OF TRAFFIC CONGESTION, EFFECTIVE JANUARY 1, 2020, ALL TO BE CONSISTENT WITH THE PROVISIONS SET FORTH IN COUNTY RESOLUTION R995-099, AS AMENDED; AND SHALL THE PROCEEDS OF SUCH TAXES, AND INVESTMENT INCOME THEREON, CONSTITUTE VOTER-APPROVED REVENUE CHANGES AND BE COLLECTED AND SPENT BY THE COUNTY WITHOUT REGARD TO ANY SPENDING, REVENUE-RAISING, OR OTHER LIMITATION CONTAINED WITIN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW, AND WITHOUT LIMITING IN ANY YEAR THE AMOUNT OF OTHER REVENUES THAT MAY BE COLLECTED AND SPENT BY THE COUNTY?
