School district wants charter with armed staff ousted Negotiations underway to determine Ascent Classical Academy’s future in Douglas County

A Douglas County charter school that allows staff to carry firearms on campus has been asked to leave the Douglas County School District’s oversight and is negotiating an agreement to transfer its charter to the state, according to the school’s chief executive officer.

Ascent Classical Academy CEO Derec Shuler said if an agreement is not reached with the school district, he expects the district will begin the process to revoke the school’s charter in Douglas County.

He also said conversations with the school district over the school’s armed personnel began before the district’s superintendent offered testimony at the state Capitol regarding school safety, in which the superintendent stated there are not armed teachers in the district.

“We have staff who currently carry in the school who have been authorized under (Ascent’s) program,” Shuler said. “Our board authorized it over a year ago, and we

have implemented it. It’s already in effect for our school year.”

Shuler would not say how many school employees carry firearms or what type of employees — specifically, whether that includes teachers — are armed, citing security concerns, but said the program is open to all staff members on a volunteer basis.

The CEO was not aware of any other charter schools in Douglas County operating a similar program.

‘Fight tooth and nail’ On Aug. 20, Douglas County School District Superintendent Thomas Tucker spoke on a panel at the state Capitol as part of a hearing held by the Legislature’s School Safety Committee. Panelists fielded numerous questions from legislators concerning improving school safety.

State Sen. Rhonda Fields at one point in the hearing remarked that certain school districts allow teachers to be armed and that she believed some teachers in Douglas County are armed, and asked if those individuals would “go get their guns, or are they shooting,” in an active shooter event.

Tucker said DCSD teachers are not armed.

“We will certainly not do it in my tenure, arm teachers. So, if you’re hearing that, that is simply not true,” Tucker said.

ABOUT THE SCHOOL Ascent Classical Academy of Douglas County opened in the fall of 2018 in Castle Rock with grades K-10 and plans to add a grade level each year until it becomes a K-12 school. The charter school has moved to Lone Tree, and enrollment for the 201920 school year is approximately 550.

The school partners with Hillsdale College Barney Charter School Initiative, which promotes the founding of classical charter schools. Ascent “focuses on excellence with a high quality academic program, developing future leaders with the good character and virtue to flourish and be successful in life,” according to its website, https://dougco.ascentclassical. org/about/.

“A classical school seeks to foster two things, individual happiness and a healthy regime,” the site further explains.

Classes at Ascent are set to begin on Sept. 3, several weeks after students returned to most DCSD schools. to arm teachers would be asked to leave the Douglas County School District’s oversight.

“We will fight tooth and nail,” Tucker said.

Shuler said Tucker’s remarks came as a surprise and caused confusion among his school community, “especially since he knows that we’re already doing such a program at our charter school,” Shuler said.

Shuler added, “Dr. Tucker was right, they did indeed ask us to leave the district,” but described it as a mutual decision and said the charter school was not kicked out of the district.

“We’re currently in negotiation with the district on us transferring our charter to the state authorizer,” Shuler said Aug. 22. “We just got a first written draft from the school district this morning actually. They do want us gone immediately.”

But if an agreement is not reached, Shuler expects the district would proceed with revoking the Lone Tree school’s charter, which entails a different process than a transfer.

However, Shuler said Ascent is confident it has acted in accordance with its contract.

“We will look forward to taking our case to the appropriate venue in this instance to defend our autonomy and having acted within our legal and contractual authority,” Shuler said.

District policy Following Tucker’s testimony on Aug. 20, Colorado Community Media requested further comment from Tucker on the arming of teachers and overseeing charter schools. A spokeswoman on Aug. 21 provided a statement from the school board regarding Tucker’s testimony, saying his position was rooted in district policy.

“From the beginning of Dr. Tucker’s superintendency, he has empathically supported and endorsed the district’s safe schools plan, which is evidence- and researchbased. This plan is driven by Board of Education policy ADD and state statute. Based on this, Dr. Tucker

stated that he is not in support of arming staff, other than security officers who are employed solely for security purposes, and he reinforced that position at (the Aug. 20) School Safety Committee meeting,” the statement reads.

“DCSD expects all of its schools to abide by ADD and follow DCSD’s research-based practices to keep each and every student and staff member safe.”

The statement pointed to a portion of district policy stating that anyone providing armed security must be an officer employed solely for security purposes, that the officers be certified in Peace Officer Standards and Training, and that uniformed security not be allowed to conceal their weapons while on duty.

Shuler said when Ascent’s contract was approved, the school had a waiver from a different section of district policy that concerned armed personnel and allowed Ascent to begin the program it currently operates.

At the time, he said, the district’s ADD policy — its school safety policy — did not pertain to armed officers but was later updated so that it now does. He claims the district argues the charter’s waiver is inapplicable with the revised ADD policy in place.

When asked about Shuler’s statements, a district spokeswoman said officials did not have further comment.

A debate of autonomy Sitting next to Tucker at the Aug. 20 hearing was Erin Kane, executive director of the three-campus charter school American Academy in Douglas County and former interim superintendent of DCSD. Kane testified before the committee on behalf of charter schools at the request of the Colorado League of Charter Schools.

She adamantly disagrees with the district’s plans to prohibit charter schools from allowing armed teachers, if a charter school wants to.

“Certainly, the district has every right for their board and their staff and their community to make that decision,” Kane said, “for the district-run schools.”

But Kane is “a believer in charter school autonomy.”

American Academies does not allow armed staff at any of its three campuses. It is served by two school resource officers, one from the Douglas County Sheriff ’s Office and one from the Parker Police Department.

School leadership considered the proximity of law enforcement and response times when deciding against allowing teachers to be armed, Kane said. The Parker Police Department is roughly 2 1/2 miles from the school’s Motsenbocker campus and a half-mile from its Lincoln Meadows location. The school’s third campus is in Castle Pines.

“I would feel differently if they were 20 minutes away, but they are two minutes away,” Kane said.

Thomas Tucker became the superintendent of the Douglas County School District in July 2018. Hailing from the Princeton City School District in Cincinnati, where he served as superintendent since 2015, he began his educational career roughly 30 years ago as a teacher.

With one full school year under his belt in Douglas County, Tucker sat down with Colorado Community Media to discuss a year filled with highs and lows.

QA

How was your first year with the Douglas County School District?

We had a tremendous year. A tremendous year of successes, challenges and our community coming together. Unifying. It really exceeded my expectations coming in here last fall.

When you look at the year in review, you’ll see three or four things, but first and foremost, I wanted to listen by spending time engaging in conversations with all of our stakeholders in the community — with the purpose of cultivating and building trust.

A superintendent is only as effective as his or her relationship with the key stakeholders, and one of your main key stakeholders after your students and staff are your board members. So, establishing a strong trusting working relationship with

our board of education was also a goal. We really exceeded in that area as well.

What are your priorities going into the new school year?

We want to continue providing opportunities for open communication. That’s always a priority. And, successfully launching the district’s Strategic Plan. Later on this fall, we will roll out the plan to our community, although it will not take effect until the 2020-21 school year.

We’ll also look at our academic performance and take a deep dive into our financials. We are pleased to have the strongest credit rating among the 178 school districts in the state. That’s something that we don’t take lightly.

We want to make sure that we maintain our strong financial stability.

At the end of the day, we want to continue to improve. We want to be a more effective district this year than we were in 2018-19. You can’t improve student achievement, thus improving teaching and learning, if you don’t create a culture of continuous improvement. We are excited about establishing that culture, or carrying on that culture, I should say, here in our district.

In November, the district passed its first mill levy override and bond measure in 12 years. Why do you think the ballot measures were successful?

I think the first element in the successful passage of 5A, 5B dealt with the clear message — the need to ensure accountability and transparency.

I’m a taxpayer. I want to know where my money is going. How is it going to improve teaching and learning? So again, clear communication, accountability and transparency.

And the will of the community. Our parents are very passionate about education.

Douglas County School District will apply for security funds County is offering $10 million to bolster safety on campuses

Douglas County School District Superintendent Thomas Tucker says the district will apply for a portion of $10 million in school safety funds being offered to local schools by the county.

Tucker and the school board discussed the issue at the school board’s Aug. 20 meeting. It was unclear prior to then if the district would pursue the security money.

“We’re definitely going to apply, we’re definitely going to meet the deadline, and we definitely can use those resources in our schools,” Tucker said, adding the funds will complement dollars provided by a district mill levy override and bond measure

passed in November.

Commissioners in May offered $10 million in one-time money to heighten security in local schools. The board made the offer in response to a shooting at STEM School Highlands Ranch earlier that month. Funds can be spent on mental health programs and the physical security of schools. Schools have until Sept. 17 to apply.

Assistant Superintendent Ted Knight said the district plans to use the money, if granted by commissioners, for a number of mental health resources.

That could include school climate surveys that ask students about school culture, social and emotional learning curriculums, training for staff in crisis response and suicide prevention.

Knight did not divulge what physical security measure the district would pursue with the money, citing security concerns.

“I won’t go into a lot of

details on those, but they are again kind of our traditional building hardening, communication and training for folks,” Knight said.

Commissioners announced in August county schools — neighborhood, charter and private — could submit applications to access the funds, which gives commissioners final say over how the money is spent.

The school district did not immediately move to enter the application pool.

DCSD officials feared participating would expose sensitive details of school security. Applications will be submitted online, and could be subject to open records requests.

DCSD will prepare a single application for the entire district, rather than making multiple applications for individual schools, and submit the application in the form of an intergovernmental agreement, Tucker said Aug. 20.

I didn’t see that 12-year span as an indictment that we were not passionate about education. We were.

Our taxpayers were wanting, they were craving, for a clear message and in that clear message a unified message as well.

How we were going to spend day-to-day dollars, MLO dollars and bond dollars, to improve the learning environments for our children. Again, we are extremely thankful that the majority of our citizens, our voters, supported them.

In May, a school shooting at STEM School Highlands Ranch rocked the community. As an educator, had you experienced a tragedy like this before?

Not in the sense where a firearm was brought on campus and someone was fatally shot. I’ve worked as an administrative intern when I was a grad student in Columbus, Ohio, in an urban school district, and at the time it was much larger than Douglas County, and we had some tremendous issues. I visited neighboring com-

Lemonade entrepreneurs earn while they learn Dozens participated in an area-wide Lemonade Day Aug. 24

Brothers Blaise and Jarrett Snavely, 9 and 11, know how to turn a profit.

The two are constantly coming up with ways to earn a buck, or, in this case, a couple quarters.

On a sunny Saturday morning, Aug. 24, the two set up a lemonade stand on the corner of South Pikes Peak Drive and Mainstreet. With white aprons and friendly smiles, they waited for customers. Lemonade was only part of their menu. The brothers served gumballs from a machine Jarrett bought with his birthday money and snow cones from a machine Blaise found at a garage sale for $2.

Jarrett said he enjoys putting the product together and counting the money at the end of the day to see how close he is to moving into the black.

“We do a lot of math to practice our adding and subtracting and multiplying so we get at it in our heads so we don’t have to use calculators,” Jarrett said.

The Snavely brothers’ stand was just one of dozens of similar stands that took over the Parker area for Lemonade Day, a nationwide campaign dedicated to teaching kids entrepreneurship. Children registered to participate and garnered support from local businesses throughout Aurora, Lone Tree, Centennial and Parker.

There are 76 Lemonade Day events nationwide and six international events.

This was the first and only Lemonade Day in Colorado.

To mom, Carolyn, Lemonade Day was a great opportunity for her homeschooled students to put their skills to the test.

“Jarrett and Blaise are very much organizers. They did a bunch of this on their own and thought up all the things they needed and put it together,” Carolyn said. “It’s great to see them thriving and see them using all their skills they learned in schools and interacting.”

Ruby Robinson and Aubryn Hunter, both 9, met in class at Prairie Crossing Elementary. One day, Robinson went to Hunter’s house for a play date, and the first thing the two did was make a lemonade stand. It’s one of Hunter’s favorite things to do. Her stand, set up in front of Dough Dreamery on Mainstreet, served pink and yellow lemonade for a customizable price.

She hopes to save up to buy a new Barbie doll.

“One day I was just bored, so I asked my mom if could make a lemonade stand because I wanted money and I really wanted a new doll,” Hunter said.

He hired his dad as a sign spinner to direct traffic from Parker Road toward the shop. His toddler sister occasionally helped with the money or handing customers lemonade.

Brinsfield was trying to raise money for a trip to Washington, D.C. Though business was slow, Brinsfield was op-

timistic. This was his first lemonade stand. He hoped to earn enough money to donate to the Ronald McDonald Foundation, which provides resources for families with sick kids.

He said he sees it as his way of giving back to the community.

“I think everyone deserves to have a chance in life to live and see what they have to do,” Brinsfield said.

Meet Elizabeth Hanson, candidate for Douglas County School Board Mother of three children in district schools says she has unique perspective

Highlands Ranch resident Elizabeth Hanson is running to become the next District C director on the Douglas County School Board.

Hanson grew up in western Kansas, where her mother worked as a public school teacher for 26 years and her father Hanson worked in public service.

She earned a degree in business administration specializing in human resources from Kansas State University, and after college, worked with the Kansas Children’s Service League. There, Hanson recruited, hired and trained the leadership team, teachers and support staff for the Head Start Program in a

Hanson went on to earn her juris doctor with an emphasis in labor and employment law from the University of Missouri-Kansas City School of Law. She worked in private practice in courtroom settings, drafted employment policies and provided training on best employment practices.

“As a professional in the employment field, I wholeheartedly believe the learning environment we are able to offer our students is directly

linked to the work environment we are able to offer our employees, and both deserve the absolute best,” Hanson said via email.

Hanson and her husband have three children — one each in third, fifth and sixth grade — at their neighborhood elementary school.

She spent the past several years focused on her role as a parent and volunteering at her children’s school and with the PTO program.

Parenting elementary-age students in the district gives her a unique perspective that she could bring the community as a school board director, Hanson said. Hanson pointed to her respect and admiration for “the extraordinary people who work with our children every day” as her reason for running in this year’s school board election.

If elected to the board, Hanson plans to work to develop and implement the district’s comprehensive framework for school safety.

She would also seek to create a good work environment for administrators, teachers and support staff, which she believes would benefit students by in turn creating a “safe and supportive learning environment.”

School board President David Ray proposed using an intergovernmental agreement in early August, which would allow the county and school district to negotiate specific security plans through their attorneys.

“I’m grateful that (commissioners) understood our concerns about the application process as being way too visible to the wrong people,” Ray said Aug. 20.

Charter schools, although part of the school district, will prepare and submit their own applications. Private schools can also apply for the funds individually.

Tucker, when asked by board directors, could not say how commissioners will distribute funds, only that they have final say over which schools’ applications are accepted.

Director Kevin Leung, who represents District E, asked if commissioners would consider the number of students in public schools versus private schools when determining how much money is given to the district compared to private institutions.

“We can apply but we have no say in whether we’ll get a dime or a million or $10 million,” Leung said.

Tucker said he hoped to have more clarity on how funds will be dispersed in the coming weeks but assured board members the district will meet Douglas County’s deadline.

“The money from the county commissioners is greatly needed,” Tucker said.

Aerospace middle school opens at Centennial Airport Charter adds new aspect to flight campus of Wings Over Rockies

The awkward middle school years got an exciting boost for many students last week when Colorado Skies Academy opened at Centennial Airport.

“It was very exciting the see students actively engaged in project-based learning,” said Robert Olislagers, the airport’s executive director. “This morning, I saw students learning about gravity using — I think — coffee filters for homemade parachutes. The aerospace-focused middle school opened under the Cherry Creek School District after some bumps in its start. The district halted the school’s application in November, only to have that decision remanded — or sent back — by the Colorado State Board of Education in January.

The school district said it supports the tuition-free public charter school, but the school had failed to meet a necessary condition. Colo-

rado Skies on Nov. 15 was required to provide documents indicating prospective students’ intent to enroll, but the school submitted only 24 letters of intent at that point. The school’s application said it intended to open with 225 students.

The current enrollment is 130 students “and quickly growing,” said Dave Cieslak, a spokesperson for the school. Colorado Skies agreed to provide enrollment status updates to the school district and has been keeping officials up-to-date, Cieslak added.

After getting past the regulatory hurdles, Colorado Skies held its first day of classes Aug. 19, kicking off an educational program that focuses on STEAM: science, technology, engineering, art and mathematics.

The school — launched by iLEAD, a California-based charter school entity — aims to prepare students for aviation and aerospace careers, its website says. The school is open to all residents of Colorado, not just those in Cherry Creek School District.

a statement. “The overwhelming interest — which spread quickly through the community via social media and word of mouth — shows that parents want their children to benefit from our project-based learning curriculum and participate in our unique aerospace programs.”

In the right place The school is located at the 15acre “Exploration of Flight” site at Centennial Airport, a new location for the nonprofit Wings Over the Rockies, which focuses on education about aviation and space.

Wings Over the Rockies points to a great need for personnel in the air and space industry — pilots, aircraft maintenance workers, engineers, air-traffic control and the like — and the Exploration of Flight campus wants to be part of the solution. Spokesperson Ben Theune has said the nonprofit wants to make the site “an ecosystem for aerospace education.”

Wings’ site also features the Boeing Blue Sky Aviation Gallery, the campus’ first facility, which opened in July 2018. It’s a 19,000-square-foot hangar that offers visitors a chance to use flight simulators and even experience flying in a real plane.

The Ozmen Black Sky Space Gallery, the next addition, will likely open in 2021 or later, Theune said.

It’ll be based around cutting-edge space technology and concepts.

Facilities aside from the Blue and Black Sky galleries and Colorado Skies Academy are to be determined, and there will be space left to build on the site after Black Sky is finished, Theune said.

The Wings nonprofit also runs the Wings Over the Rockies Air & Space Museum at the former Lowry Air Force Base grounds in Denver.

Aviation pipeline Colorado Skies Academy sits at 13015 Wings Way near East County Line Road and South Peoria Street, on the southeast side of Centennial Airport.

The airport is mostly in unincorporated Arapahoe County just south of Centennial and extends south into Douglas County. The airport’s name predates the city’s.

Cherry Creek School District also offers aviation-focused education at the nearby Cherry Creek Innovation Campus, which opened this month.

That 117,000-square-foot campus offers many areas of study — from construction management to cooking, from airplane maintenance to cybersecurity.

The Innovation Campus will offer both college credit and industryrecognized certifications for students looking to go straight to the workforce.

Court: Electoral College members not bound by popular vote Colorado secretary of state said ruling sets ‘a dangerous precedent’

A U.S. appeals court in Denver said Electoral College members can vote for the presidential candidate of their choice and aren’t bound by the popular vote in their states.

The 10th U.S. Circuit Court of Appeals ruled Aug. 20 that the Colorado secretary of state violated the Constitution in 2016 when he removed an elector and nullified his vote because the elector refused to cast his ballot for Democrat Hillary Clinton, who won the popular vote.

The ruling applies only to Colorado and five other states in the 10th Circuit: Kansas, New Mexico, Oklahoma, Utah and Wyoming.

It could influence future cases nationwide in the unlikely event that enough Electoral College members strayed from their states’ popular vote to affect the outcome of a presidential election, constitutional scholars said.

The Electoral College system is established in the Constitution. When voters cast a ballot for president,

they are actually choosing members of the Electoral College, called electors, who are pledged to that presidential candidate. The electors then choose the president.

Electors almost always vote for the popular vote winner, and some states have laws requiring them to do so.

But the split decision by a threejudge panel on the Denver appeals court said the Constitution allows electors to cast their votes at their own discretion.

“The state does not possess countervailing authority to remove an elector and to cancel his vote in response to the exercise of that Constitutional right,’’ the ruling said.

The elector at the center of the case, Micheal Baca, was part of a group known as “Hamilton electors’’ who tried to convince electors who were pledged to Clinton or Donald Trump to unite behind a consensus candidate to deny Trump the presidency.

After a flurry of filings in state and federal courts, the electors met on Dec. 19, 2016, and Baca crossed out Clinton’s name on his ballot and wrote in John Kasich, the Republican governor of Ohio who also ran for president.

Colorado’s current secretary of state, Jena Griswold, decried the Aug. 20 ruling in Colorado but did not immediately say if she would appeal.

“This court decision takes power from Colorado voters and sets a dangerous precedent,’’ she said.

“Our nation stands on the principle of one person, one vote.’’

Baca’s attorneys said the U.S. Supreme Court will likely hear the case because it conflicts with a decision from Washington state’s Supreme Court. That court said in May that electors could be fined for not casting ballots for the popular vote winner.

Constitutional scholars were skeptical, saying a conflicting opinion from a state court system has less influence on the Supreme Court than one from another federal appeals court. No other federal appeals court is believed to have ruled in a similar case.

“The court just might think this isn’t something that demands our attention right now,’’ said Michael Morley, a professor at the Florida State University College of Law. The court ruling in Denver could be important if a future Electoral College is so closely divided that

a handful of “faithless electors’’ change the outcome by casting a ballot contrary to the popular vote, said Ned Foley, a professor at Ohio State University’s law school.

“This opinion would be taken very seriously,’’ he said. “It would be considered judicial precedent.’’

But that kind of split in the Electoral College is unlikely, said Morley.

“So many individually unlikely events would have to fall in place for that,’’ he said.

Hundreds of electors have cast votes in the history of the nation, “and only a handful have been cast by faithless electors,’’ Morley said.

It wasn’t immediately clear what impact the ruling would have on a new Colorado law that pledges the state’s Electoral College votes to the winner of the national popular vote if enough other states with a total of at least 270 electoral votes do the same.

It would ensure the winner of the popular vote wins the Electoral College and becomes president. The effort was spurred by the election of Republicans George W. Bush in 2000 and Trump in 2016. Both lost the popular vote but amassed more Electoral College votes.

A Republican-led campaign is underway to overturn the Colorado law.

Sheriff’s office launches victim notification system STAFF REPORT

The launch of a new techology platform is helping the Douglas County Sheriff ’s Office keep victims of crime better informed, according to a news release.

SPIDR Tech allows the sheriff ’s office to send an email or text message to victims that includes a linik to a letter from the sheriff that includes the case number, the name of the deputy who took the original report and the name of the detective or deputy assigned to the case, along with contact information for easy follow-up.

The letter also provides the name of the victim assistance advocate assigned to the case and his or her email and phone number. The letter also will list whether the case is open or closed.

The SPIDR Tech platform not only enables the sheriff ’s office to send fully automated messages to victims of crimes and 911 callers, it also allows them to close the communication loop by collecting community feedback about their experience with the office, the news release said.

SPIDR Tech does this by allowing agencies to send out short surveys to their “customers” asking questions about satisfaction, resolution status, trust, customer service, etc.

Responses are analyzed and generate insights that can be applied to day-to-day decision making, from patrol to command, in near real time.

“We are always trying to think of ways to keep our crime victims better informed as to the progress of their case. This system is just a steppingstone to better communication between the victim and the person investigating their case,” Sheriff Tony Spurlock said in the release. “The survey will be a way for us to make sure our citizens are receiving excellent service, as well as, allow us to improve in any areas necessary.”

The Douglas County Sheriff ’s Office is the first agency in Colorado and the only sheriff ’s office in the nation that can now confidently measure community sentiment, messages and engagement, thanks to the SPIDR Tech platform, according to the release.

Last year, Douglas County’s 17,000 acres of public parks and open space properties had more than a million visits, according to a news release, and hikers, bicyclists and equestrians share hundreds of miles of trails.

While there is plenty of room for everyone, Douglas County Parks and Open Space employees often hear the question: What is the hierarchy on the trail and how do I know what to do?

The department created a video, featuring rangers Amy and Tyler, demonstrating real-life examples

of trail etiquette. The goal is for the nearly 90,000 hikers, equestrians, and mountain bikers hitting the trails each month to understand who has the right-of-way and how to safely share the trails with other users, the release said.

Some ways to keep the trails friendly, fun and safe for everyone include announcing yourself and establishing communication before passing, keeping dogs leashed and yielding apprpriately to other trail users. These are all highlighted in the video.

Visitors out for a hike or a ride should keep the examples in mind, and Courtesy Triangle signs posted on the trails also illustrate general guidelines of right-of-way: hikers yield to equestrians, cyclists yield to pedestrians and equestrians.

Want to be a mermaid? Fin, have it your way

I

just heard about something called “mermaiding.”

It’s been around for a while, but I do my best to stay out of touch, partly because some of these things come and go almost overnight.

The first professional mermaids appeared around 2004.

Nonprofessional mermaids swim in local pools, lakes, river, and oceans.

Some don’t even swim. They just pose.

I watched a video that described the appeal of mermaiding. It didn’t sound any different than swimming without a tail.

Speaking of tails, you can order them online, and they come in all sizes and colors. Matching tops can be purchased.

They are mostly marketed for girls, young women, and women. Some are marketed for boys.

There are high-end prosthetic tails that cost thousands.

I grew up with crayons. Later I was given a bicycle. After that, I was handed a baseball glove.

LETTERS TO THE EDITOR Teachers shouldn’t be armed I am writing to show my support for Dr. Tucker’s fact-based stance on not arming teachers in our schools. As a parent of a student who was in last year’s school shooting, I have been researching safety in our schools. Arming teachers is not a solution supported by school safety experts, including law enforcement and the two largest teacher organizations in our country.

Introducing firearms into are classrooms will make no one safer, but it will increase the risks to our teachers and students. Not to mention the cost of liability coverage. One of the mantras that we hear with greater frequency these WINNING days is around the WORDS term “continuous improvement.”

Typically, we hear the term “continuous improvement” when it comes to our efforts to continually strive to improve our products, services, and processes. However, Michael Norton we are now seeing the concept played out when it comes to people as well. The push to be better, faster, smarter, and stronger has many top achievers placing a focus on their own continuous improvement.

In our attempt at being more, doing more and having more, we have to make sure that we are always breaking through our comfort zones. And

whether it is to become better, faster, smarter, or stronger, the more that we take the time to learn and grow, the greater likelihood we have of continuous improvement in every area of our lives.

If we are looking to be better at something, we can learn more through reading, attending seminars and receiving coaching or mentoring. As we look to move faster and become more efficient, there are tips and techniques that we can learn to make sure we are keeping up with others who are accomplishing more in less time. And when it comes to being smarter, education is available to us in many different forms. Online learning, peer-to-peer learning, formal education, and classes of every kind make it so easy to increase our knowledge. For those looking to get physically stronger, it’s not just about spending time working out or being in the gym, it’s about learning different exercises, trying new techniques and movements, and being willing to spend time learning how diet impacts strength.

And if we are hoping to become mentally, emotionally, or spiritually stronger, there are books, counselors, close friends, and best practices we can learn to develop so that we

continue our improvement in each of these areas of life too.

As consumers, I am confident that we are all thankful for companies that work towards continuous improvement in their products, services, and processes. And if we are part of working for any organization, we are probably extremely grateful when our company places the same amount of energy and emphasis on the continuous improvement of their people.

Companies that invest in their people enjoy the benefits of less employee turnover, higher revenues, better morale, and greater shareholder value. When companies choose to invest in the continuous learning of their people, through both formal and informal education, they will also experience greater engagement, which in turn, creates greater productivity.

There is a lot of wisdom to be found in Dr. Denis Waitley’s amazingly profound words, “Never become so much of an ex-

pert that you stop gaining expertise. View life as a continuous learning experience.”

Just when we think we have mastered something, that something changes, technology changes, and we are no longer seen as the expert. Just ask anyone who is forced to listen to us tell them how we “used to do” something when we were their age. It used to be we could have comfort knowing that we were experts in something 10 years or more ago, then it was five years ago, and then maybe two years ago. Now, unless we keep up with our own continuous improvement, six months ago no longer qualifies us as experts.

Today we have something called “immersion art exhibitions.” Instead of being a passive consumer of something as humdrum as a painting or a sculpture, gallery and museum visitors are immersed in the art, engaged with the art, one with the art.

The thought of it gives me a headache.

I acknowledge that I am a dullard. I don’t need a tail, or a goat, and I don’t need to immerse like a tea bag.

I’m not sure what I would do if I came home and found Jennifer in the tub wearing a tail.

Maybe I’d say, “Are we going to need to get a water bed?”

I tried to find some good mermaid jokes, but there aren’t any. The punch line of one of them is “algebra.”

You can probably figure it out for yourself.

In 1984, Ron Howard directed “Splash.” It stars Tom Hanks, who falls in love with a mermaid played by Daryl Hannah. He names her “Madison” after Madison Avenue.

Ironically, Hannah had been swimming with her legs bound together since she was a little girl, after reading Hans Christian Anderson’s “The Little Mermaid.”

Karen Allan Johnston of Parker, CO passed into eternal light on Sunday, June 30, 2019 with her husband Andrew Schmidt by her side. Karen fought a hard battle against cancer for the last 10 months.

Karen was born on March 29, 1951 in Brooklyn, NY and grew up in Huntington, Long Island. She moved to Denver in the seventies attending Green Mountain College and graduating from Denver University earning a degree in sociology. Karen worked in retirement communities and restaurants and eventually opened her own insurance agency. Karen was a very successful insurance agent and built many friendships through her business.

Karen was a passionate golfer and 18 holes of golf and a dirty martini would be a perfect day for her. Her ability to play brought her much joy, many trophies and a hole in one. Karen was member of Heather Ridge Golf Club, Clubcorp Colorado and Arrowhead Country Club in Glendale, AZ. Karen and her husband traveled extensively throughout Colorado, the United States and Caribbean playing golf.

She was always the best dressed golfer on the course with an incredible col-

lection of golf shoes and outfits.

Karen and her husband have lived in Parker for almost 24 years. Karen worked at the BullPen Saloon later to become the Tailgate for about 10 years. For the last 15 years, Karen and her husband have owned the Sheabeen Irish Pub in Aurora where Karen was everyone’s favorite. Karen leaves behind dozens of beloved friends who she considered family. Karen will also be remembered for her big heart, joyous smile and seemingly endless collection of giraffes, the land mammal with the biggest heart.

A Memorial Service will be held on September 28th at 1:30PM at the Horan & McConaty Funeral Home at: 11150 East Dartmouth Avenue (At, S Parker Rd), Aurora, CO 80014. There will be a reception afterward at the Sheabeen Irish Pub, 2300 S. Chambers Rd, Aurora, CO 80014.

37th annual food and music fest will take over Civic Center Park for Labor Day weekend

Taste of Colorado returns to Civic Center Park in downtown Denver for another Labor Day weekend, bringing with it 48 different food trucks and vendors and thousands of hungry mouths.

The annual food festival begins Aug. 31 and finishes Sept. 2 The festival is free to enter and open from 11 a.m. to 10 p.m. on Aug. 31 and Sept. 1, and from 11 a.m. to 8:30 p.m on Sept. 2. This will be the 37th annual A Taste of Colorado festival.

More than 500,000 people turned out throughout the long weekend last year.

It is the largest food festival with free admission in the state. In addition to the 48 food vendors will be almost 200 retail vendors, a Kids Zone with arts, crafts and a children’s entertainment stage.

The event began in 1983 to bring people together through food and music. Now, the festival is bigger than ever. USA Today ranked A Taste of Colorado No. 4 on its 2019 list of Best General Food Festivals.

KC and the Sunshine Band will headline the festival’s first night Aug. 31, along with Kool and The Gang and Grand Funk Railroad. Then Sept. 1 will be a day for country fans with Dwight Yoakam and Remus Tucker headlining.

Monday will have a host of contemporary music from Toad the Wet Sprocket, American Idiot, Scott Stapp Voice of Creed and more. A total of 32 live bands and artists will perform. This year’s festival will have a larger main stage.

Pork shouler steam buns, Hop & Hoe Zach Stoller owns Hop & Hoe, a food truck specializing in food with farmto-table ingredients. Stoller is from New York City and moved to Colorado in 2017. Just 10 months into his new business, the former culinary student said he’s excited to receive feedback on one of his specialties: steam buns garnished with pork shoulder, hoisin sauce, pickled red onions and cilantro.

“Denver as a whole isn’t on the food radar as of yet — not as much as (Los Angeles) or New York City — so I feel this festival could give Colorado a lot of traction in the food industry and show what we do as chefs,” Stoller said.

“There has been a big influx of people who have come to Colorado, me being one of them, so this could be different than last year just because of that.”

Reggae fusion tacos, Marcia and Joe’s Kitchen This Jamaican specialty food truck will be serving its famous reggae fusion tacos at A Taste of Colorado — a Jamaican take on the Mexican staple. A choice of jerk chicken, curry chicken, curry shrimp, jerk pork, carne asada or al pastor is served on a flour or corn tortilla.

The tacos come in three and are served with a side of cabbage to garnish.

Marcia and Joe’s Kitchen is located in Steamboat Springs and serves braised oxtail, curry goat and chicken, and jerk pork and chicken.

A Taste of Colorado features food items found throughout the state -- from Jamaican cuisine to flavors born in Colorado.

Kalahari chicken wings, A Taste of Soweto Mpho MaPoulo, of Colorado Springs, wants to introduce the taste of his home country South Africa to Americans with his start-up food business A Taste of Soweto. MaPoulo and his wife, Ocean, hope to have their own food truck come October. Ocean is the chef who makes the specialty stews and kota chicken and rice bowls — “kota” refers to the quarter loaf of bread used as a bowl, traditionally.

The MaPoulos offer it over rice as well.

A Taste of Soweto only has five menu items, but, Mpho MaPoulo said, they have adapted over the months to fuse

One of the five items A Taste of Soweto will be serving up is Kalahari chicken wings — a South African twist on the Buffalo pub classic. The wings are tossed in a coriander-based Kalahari sauce, named after the Kalahari Desert in South Africa.

“It’s a very signature spice in South Africa for the sausage, but we have sort of invented a new food item all together — we use the spice on chicken wings,” MaPoulo said. “The whole idea is to make something recognizable or appealing to a different group of people, like Americans.”

Code talkers honored for crucial service in WWII Young Marines gather to learn from veterans who helped transmit top-secret messages using Navajo language as code

nation celebrates the World War II veterans who served their country by transmitting top-secret messages across enemy lines using the Navajo language as code. It was the only code unbroken by the Japanese in World War II. The Young Marines have traveled to Arizona each year since 2006 to celebate the Navajo code talkers and to meet the remaining survivors in person. To date, there are five remaining Navajo code talkers from the 420 who coded messages in World War II, according to a news release.

The Navajo Code Talkers’ story had been top secret for years, but the Young Marines help to keep their legacy alive.

“Navajo Code Talkers Day is an event that the Young Marines and the Navajo Code Talkers look forward to every year,” Brenda McNulty, Young Marines event coordinator, said in the

release. “Our partnership between the descendants of the Navajo Code Talkers and the Young Marines has strengthened year after year since 2006. It is a collaborative effort in which both parties create a successful event for everyone to enjoy.”

The Young Marines participate for three days on the Navajo reservation.

They escort the Navajo Code Talkers during Navajo Code Talker Day and participate in a parade, a trail run and clean up, community service at a zoo, and museum education.

“Just being around these exceptional veterans make us feel as though we could take a step back in time,” Col. William P. Davis USMC (Ret), national executive director and CEO of the Young Marines, said in the release.

“The Young Marines are assuring the legacy of these very special veterans.

They will not be forgotten.”

MuckFest returns to Parker Participants encouraged to raise money for National MS Society STAFF REPORT

Nearly 2,500 participants are expected to get down and dirty in September when the annual 5K mud obstacle course MuckFest returns to Parker.

Participants can hit the mud starting at 9 a.m. Saturday, Sept. 14 at Salisbury North, 9500 Motsenbocker Road, Parker. The site opens at 7:30 a.m. Among the 18 muddy obstacles will be ones that spin, swing and fling athletes up, down and sideways, including a giant swing set, a slippy sloppy slide and big balls.

All levels can participate, and participants are encouraged to raise money for the National Multiple Sclerosis Society. MuckFestDenver is presented locally by Cigna. All money raised by participants will support the society’s mission. MuckFest participants have raised more than $32 million for the society.

Family medicine residency earns top scores Rocky Vista, HealthONE collaborate to offer program at Sky Ridge STAFF REPORT

A residency program offered at Sky Ridge Medical Center has received top scores on the Accreditation Council for Graduate Medical Education’s annual survey.

The family medicine residency program is one of several collaborations between HealthONE and Rocky Vista University’s Center for Medical Education Excellence.

Its focus is on developing weekly evidence-based didactic sessions on medical topics, procedural and practice skills, journal clubs and physician wellness.

Each resident has a mentor to support his or her progress and assist in scholarly activity, and faculty are trained and certified in musculoskeletal and obstetrical ultrasound. Additional tracks, such as sports medicine and hospitalist, help tailor the residency experience to each graduate’s interests.

“We are delighted to have the

highest score and will continue to work to improve our program in every way possible,” Kathryn Vidlock, MD, program director of the family medicine residency program, said in a news release.

“We are extremely thankful to have support from both RVU and HCA.” The survey, completed each year by residents and fellows, is part of Hospital Corporation of America Healthcare’s evaluation of its 24 family residency programs nationwide. Every year from January through April, the family medicine residencies are surveyed to ensure compliance with guidelines for clinical experience and education, faculty evaluation, educational content, work environment, patient safety and teamwork. Reports are generated that aggregate the survey data to provide an anonymous comparison.

The Center for Medical Education Excellence provides academic support and oversight to the family medicine residency program and ensure the highest quality of training for residents, many of whom are graduates from Rocky Vista’s college of osteopathic medicine.

I don’t really focus on numbers. I would just say depending on the match if I am doing better at serve/receive than defense, then I try to focus on serve/receive.

What is your favorite class in school and why?

Math and science. Answers in math come pretty easy for me and for science, I find that really cool.

Leanne Lowry is comfortable this season.

The Castle View senior will be the Sabercats libero and defensive specialist after playing up front last season as an outside hitter.

“I’ve been playing volleyball since I was in kindergarten and that’s always the position I’ve gravitated towards,” said Lowry, who committed to play college volleyball at Iowa before her freshman year at Castle View. “Last year I did play outside hitter and that was just because it was best for the team. But libero, DS is really what I’m more

comfortable playing.”

Lowry, who holds school records for most digs in a season (736) and career (1,735), has her sights set on challenging the Colorado state record for career digs, which is 2,174 by MacKenzie Wells of Fruita Monument, who played between 2014-17.

“I’m reaching for the state record for digs,” Lowry admitted. “If I could get that, it would be awesome.

I’m really looking forward to this season. Being a senior, I’m kind of ready to somewhat leave my legacy here. In the past I’ve always been one of the youngest on the team and so now I’m ready to take on a leadership role.”

COACH’S TAKE: “She does so much for our team. She is an outstanding player. I wish I had kids like her all the time. She’s special.”

What do you like to do away from volleyball at Castle View?

At school I’m in Best Buddies, unified sports to help out the special needs kids. It’s something I’ve done for four years and it is the other biggest commitment I have.

What rituals do you have before or during a match?

What I do before a match is put on my headphones and listen to music. I’m usually pretty nervous before any match and that helps me calm down. I listen to more pop and alternative music.

What is your favorite movie?

“The Guardian.” It’s about the Coast Guard and it is amazing to see all the things they go through and see all the brave people.

What is your favorite dinner?

Spaghetti.

What do you think about boys volleyball being sanctioned next season?

I think that’s really awesome.

I’ve helped out the boys team for the past four years. Every year they have been fighting for it to be a CHSAA sport. It could bring more support for the game.

Four local golfers bound for national tourney

ent Moore of Centennial, let’s just say, is a veteran golfer who relies on his years of experience to keep pace with younger players.

He will be making his sixth appearance in a U.S. Mid-Amateur tournament, which will be held next month at the Colorado Golf Club in Parker OVERTIME and CommonGround Golf Club in Aurora.

Moore was one of four golfers to advance to the national tournament in a MidAmateur qualifying tournament that featured 81 Jim Benton players on Aug. 19 at The Club at Inverness in Arapahoe County.

David Lysaught of Denver was the medalist with a 1-under-par 69 while Moore, Matt Call of Castle Rock and Ryan Axlund of Aurora each carded even par rounds of 70 to earn a spot in the Mid-Am, which will be held Sept. 14-19.

The 36-hole stroke play portion will be held at Colorado Golf Club and CommonGround on Sept.

14 and 15 with the low 64 competitors advancing to match play, which will be hosted at Colorado Golf Club in Parker.

The Mid-Am is for amateur players who have reached their 25th birthday as of Sept. 14 and have a handicap index that does not exceed 3.4.

Moore has been a dominant player in the state with eight Colorado Golf Association titles but he is now 63 years old. He feels grateful to be making his 11th overall appearance in a USGA tournament.

“For me at 63, it is kind of a great gift to play with really good players and be in the mix of the event and the dinner,” said Moore.

“It will be great fun. Making the cut is a long shot but I will give it my best shot.”

He made enough shots to qualify on Aug. 19.

“I kept the ball in play and didn’t miss any short putts, which is always good for an older guy like me,” said Moore.

nine years as a professional, was under pressure from himself to qualify for the Mid-Am, which will be played at the Colorado Golf Club where he is a member.

“For me, I put a lot of pressure on myself because I really wanted to qualify for this event at my home club,” he said. “I probably put too much pressure on myself because I hit some squirrely shots but at the end of the day it worked out.

“You have to grind and just stick to it. It’s grinding out pars, and if you hit a bad shot just shake it off and keep banging away. I didn’t think 70 would be enough — turned out it was. Now you have to get it around for 36 holes (at the Mid-Am) and get into match play. That’s the key.”

The qualifying tourney at Inverness was the second local event.

Earlier at the Omni Interlocken Golf Club in Broomfield, Nick Nosewicz of Aurora, Charlie Sahlman of Denver, Michael Harrington of Colorado Springs and Charlie Santaularia of Lakewood qualified for the national tournament.

• Douglas County’s boys soccer team played nine overtime games the past two seasons and the Huskies opened the 2019 campaign with a 3-2 overtime loss to Grandview on Aug. 22. The Huskies are now 3-7 in OT matches in a 31-game span.

• Will Kates of Arapahoe had two eagles en route to a 2-under-par 70 on Aug. 21 at a Centennial League boys golf tournament at South Suburban Golf Course.

Comcast awards scholarships to metro area students Leaders and Achievers program recognizes 30 students from state STAFF REPORT

Comcast awarded $75,000 in scholarships to 30 college-bound students across Colorado, including students from the metro Denver area, as part of the Comcast Leaders and Achievers Scholarship Program.

The Leaders and Achievers program recognizes high school seniors for their character, integrity, academic achievement and a commitment to community service, giving these young people additional opportunities to prepare for the future and to engage in their communities.

Each student receives a one-time, $2,500 scholarship to be used toward undergraduate education-related expenses. Since 2001, the program has awarded more than $33 million to nearly 30,000 high school seniors across the country.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows:

A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows:

20(A). The portion of the sales and use taxes collected at the rate of twenty hundredths of one cent per dollar in perpetuity pursuant to this Resolution and the interest income thereon (the “.30% Portion”) shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities; and

ii A special fund, to be known as the “Douglas County Justice Center Sales and Use Tax Capital Improvement Fund” (the “J.C. Fund”), shall be created and all of the revenues from the .30% portion shall be deposited therein.

(B). An additional portion of the sales and use taxes collected at the rate of thirteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution and the interest income thereon (the .13% Portion) shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the “T.I. Fund”), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County. The T.I. Fund may also be used for the payment of costs of issuance, reserve funds and debt service of revenue bonds, including principal and interest thereon, as authorized by this Resolution, if and when such bonds are approved by a majority of voters.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

(D). Sales and use tax revenue bonds for transportation infrastructure purposes may be issued in the aggregate principal amount of $96 million, the proceeds of which shall be used for the purposes and in accordance with the limitations of this sales tax and use tax proposal, as approved by a majority of the voters voting thereon.

If this amended sales and use tax proposal and the revenue bond proposal are approved by a majority of the voters voting thereon, the Board may issue such revenue bonds in accordance with the provisions of section 29-2-112, C.R.S.

B. Section 25 of Resolution No. 995-099, as amended, is hereby amended to read as follows:

25. Effective Date Applicability. Upon adoption by the electorate at the election on November 5, 2019, the sales tax and use tax as provided and as amended herein shall become effective and in force at 12:00 a.m. on January 1, 2020. The rate of a portion of said sales tax and use tax shall be twenty hundredths of one cent per dollar of taxable transactions (the .30% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be thirteen hundredths of one cent per dollar of taxable transactions through December 31, 2035 (the .13% Portion as set forth in Section 20B).

WHEREAS, the Board is responsible for certifying such ballot questions to the coordinated election official in the County.

Clerk to Conduct Election. The name of the designated election official who will be responsible for conducting the election pursuant to the Uniform Election Code of 1992, as amended, is Merlin Klotz, Douglas County Clerk and Recorder.

5. Uniform Election Code of 1992. The election shall be held, conducted, and the results thereof shall be determined, so far as practicable, in conformity with the provisions of the Uniform Election Code of 1992, as amended.

6. Publication of Resolution. The County Clerk and Recorder is hereby authorized and directed to publish the full text of this Resolution four separate times, a week apart, in the Douglas County News-Press and in the official newspaper of each city and incorporated town in the County.

7. Filing With, and Collection, Administration and Distribution By, Executive Director of the Colorado Department of Revenue. Pursuant to Section 29-2-106, Colorado Revised Statutes, the Board shall, following the election on November 5, 2019, and prior to December 31, 2019, request the Executive Director of the Colorado Department of Revenue to administer, collect and distribute the sales tax hereby extended. The Board, at the time of making such request, shall provide the following documents to the Executive Director:

A. A copy of this Resolution and Resolution No. 995-099, as amended, certified by the County Clerk and Recorder; B. Affidavits of publication of this Resolution, as provided herein; and C. An Abstract of Election Results, certified as to

collect and distribute the sales tax hereby extended. The Board, at the time of making such request, shall provide the following documents to the Executive Director: A. A copy of this Resolution and Resolution No. 995-099, as amended, certified by the County Clerk and Recorder;

B. Affidavits of publication of this Resolution, as provided herein; and C. An Abstract of Election Results, certified as to the approval of the extension of the sales tax by a majority of the registered electors of the County voting thereon.

In the event that the Executive Director fails or refuses to collect the sales tax extended by this Resolution, the Board shall provide for the collection, administration or enforcement of such sales tax to the extent permitted by law, or amend this Resolution to comply with the requirements of the Department of Revenue.

8. Effective Date. Section 1 of this Resolution shall be effective January 1, 2020, expressly subject to approval of the necessary ballot question or questions certified in Section 3 of this Resolution by the electorate at the election on November 5, 2019. All other sections of this Resolution shall be effective immediately.
