Douglas County students return to school They come in for orientation as hybrid learning gets underway

Douglas County students are back in district schools.

The Douglas County School District brought students back to class 20% at a time the week of Aug. 17, meaning students would have one day of school that week, as they underwent orientation for a starkly different school year than those of pre-pandemic times.

The third-largest school district in Colorado with 68,000 students — and Douglas County’s largest employer, with 8,300 people on the district’s payroll — DCSD opted for a “hybrid” learning model during the on-going COVID-19 health crisis.

Students enrolled in hybrid learning will attend two days in-person and three days online at home each week.

Not long after Douglas County commissioners announced that the county would withdraw from the TriCounty Health Department amid the COVID-19 pandemic — a decision that sparked an outpouring of comments from county residents — commissioners began discussions with the department about the possibility of staying with the agency, according to Tri-County’s top official and a county commissioner.

Now, Tri-County and all three of the counties it serves — including Adams and Arapahoe — are working to find a way they could all remain together, officials told Colorado Community Media.

“We’re all in discussions. We’re trying to figure out what are the best interests of all three counties and Tri-County Health,” Commissioner Lora Thomas said in an interview last week.

South Suburban residents test out new disc golf course The free course in Highlands Ranch opened in mid-July

A new 18-hole disc golf course has opened in Highlands Ranch and residents from all over metro Denver are stopping by to check it out.

“It’s a great sport and a great way to get out and get some exercise,” said George Marion, a Denver resident who uses the course.

The object of disc golf is similar to regular golf — to make it from the tee to the hole in as few attempts as possible, according to a release from the Highlands Ranch Metro District. Only instead of a club and golf ball, players toss a variety of discs.

The West Fork Disc Golf Course, at 9095 S. Broadway, opened July 15.

“It’s a great social distancing game,” said Lemar Wuerth, another user of the course. “You always meet really cool people when playing.”

The public course, with 18 holes, stretches across about a mile.

“The project was completed for less than the budgeted amount of $480,000,” according to the release.

South Suburban Parks and Recreation, a partner on the project, contributed $160,000.

“The baskets look beautiful,” disc golfer Eric Naegele said. “Aesthetically, they did a really good job on (the course.)”

placed in a different cohort and are uneasy with some changes in place this year.

Students have been divided into two groups — called cohorts — cutting typical class sizes in half for the 2020-21 school year. The cohorts will alternate in-person and online learning days.

Keirra Griffith, 10, who is in fifth grade at Soaring Hawk Elementary School in Castle Rock, said she spent her first day talking with teachers, playing games and learning about changes to this year.

Teachers told students they would wipe down tables and chairs between classes. Students have to wear a mask inside but not outside. At lunch Keirra ate at tables with three students seated on each side and six at each table maximum.

“I wanted to go back but I wasn’t worried if it wasn’t able to, because I didn’t mind doing it online,” she said.

Keirra’s parents, Sean and Kelley Griffith, said that like many families, they were nervous about the return of students, but also excited for their children to have some normalcy. And as two working parents, full online learning is not feasible for their family, Kelley said.

This district offered 100% online learning to families an as alternative to hybrid learning.

Sean checks virus data daily, he said. He expects an outbreak will be inevitable with students back in schools. It’s up to parents, the Griffiths said, to be responsible and keep sick children home.

Kelley said they are satisfied with precautions put in place by the district and are settling in to a new normal amid COVID-19.

“I think to a degree we have to learn to live with it,” she said.

Their main hope is that students have more structure in online learning than they did during the emergency switch to remote learning in the spring.

At Trailblazer Elementary School in Highlands Ranch, some students said they did not like having to wear masks while indoors.

“I can’t understand anyone,” said fifth-grader Anya Fournier, 10.

Anya’s mom, Aimee Fournier, made sure her children were ready for each day by packing their backpacks with extra masks and hand sanitizer. In their lunchboxes, she put more hand sanitizer and a note: “Please wash your hands before you eat.”

Her children are somewhat anxious about wearing masks and about the chance of getting sick, she said.

“The small class size is exciting,” Fournier said. “I don’t fully understand (the at-home portion) yet. I don’t know if it’s online or assignments at home that support what they’re learning.”

Jenny Guenther, whose children Alex and Brady attend Cougar Run Elementary School in Highlands Ranch, echoed Fournier. The one piece about hybrid schooling she still needs more answers about is how online learning days will work, she said.

Still, she feels Cougar Run has gone “above and beyond” communicating with families.

Teachers sent families a video tour of the classrooms the week before orientation to give parents and families a look at school, which she said calmed her children’s nerves.

sixth-grader at Cougar Run, was also impressed. She feels her teachers are well organized.

“The videos that my teacher made were so nice because they showed us what it would look like,” Alex said.

Brady is also excited to be back. He loves his small class and wishes he could go to school with them every day. School is “kind of weird” this year, he said, and his teachers braced him for many changes.

The look of online learning in Douglas County District staff aimed to answer more questions before start of school year

STARTING THE YEAR The Douglas County School District’s 2020-21 school year is getting off to an unusual start during the COVID-19 pandemic.

Teachers returned to work on Aug. 4, to undergo a number of professional development days as they prepared to launch both online and hybrid learning models.

Students were to undergo orientation the week of Aug. 17. No more than 20% of hybrid students were to attend school each day that week, meaning students will have one day of in-person schooling that week.

Students enrolled in full online learning were to undergo a virtual orientation that week but also could attend in-person orientation at their school if they choose.

Both hybrid and online students will have their first full day of school on Aug. 24.

Families this month got a closer look at what online learning will look like in local schools as Douglas County School District staff recently sought to answer more of the countless questions surrounding school during COVID-19.

Chief Academic Officer Marlena Gross-Taylor and other district staff gave an overview of the online learning option being offered this year at the school board’s Aug. 4 meeting.

The e-learning program being used during the pandemic, called Edgenuity, is the alternative to hybrid learning. Under hybrid learning, students will attend two days of class at school and three at home online. The e-learning program is 100% online schooling.

Online students enrolled in the e-learning program will undergo a virtual orientation but also be allowed to attend in-person orientation at their school, Gross-Taylor said.

Online students will be registered with their school and taught by a district-licensed teacher.

Attendance will be taken daily.

Teachers and students will log on at the same time for live session every day as well. Lessons will be recorded to students can review them. Students will be graded, and teachers will hold officer hours.

How parents can help Parents and families can also undergo virtual orientation and get additional training on using Google classroom and Canvas, another online platform.

There are numerous ways district parents can support their children learning online, Gross-Taylor said.

First, establish a routine. Whether that be sitting down at the kitchen table or a desk, parents should help children get into the rhythm of attending class daily.

Parents should still notify teachers if a child cannot participate in class, just as they would in pre-pandemic times. Gross-Taylor also asked parents to help their children get physical activity during breaks and to monitor screen time.

“Kids cannot be on the computer all

day long. That is not healthy for kids or adults,” she said. “We do not want them to be fatigued. We are not trying to recreate the school day in that we are having students online every minute for the 7 and 1/5 hours.”

It was not clear as of the Aug. 4 meeting what advanced placement courses would be available.

Although district staff said Edgenuity offers an extensive list of options, whether or not a school can offer a specific course to students would depend on if there is a certified teacher available to teacher the curriculum.

Chief Assessment and Data Officer Matt Reynolds likened the process to a jigsaw puzzle.

“We would have to look at staffing,” he said.

A learning curve Purchasing the curriculum will come from CARES Act and ESSER funding.

“So, none of the funding for this program will be coming out of our general fund,” Gross-Taylor said.

Board directors will review the final purchase price and contract at their Aug. 18 meeting, although the cost could ring up to $800,000, according to past district estimates.

The Edgenuity program is not new to the Douglas County School District.

Gross-Taylor said it’s been in use since roughly 2016. The curriculum can be used on its own or customized by teachers.

That was a draw for board President David Ray, who said he appreciated the program was not a standalone curriculum and could be used by teachers in a variety of ways.

Gross-Taylor said the program’s flexibility will allow the district to leverage teachers’ experience.

“As our teachers are designing lessons and delivery, we have to think about already the teacher expertise that we have in Douglas County,” Gross-Taylor said.

Still, she acknowledged the learning curve that lies ahead for educators.

Some district teachers have advanced degrees in that area, but the new learning model will be new to many, she said..

“Designing lessons, particularly digital online lessons, is not something that most teachers go through in their teacher preparation,” she said.

Colorado’s mask rule extended into mid-September Polis says wearing masks ‘may have significant economic benefits’ THE COLORADO SUN

Colorado Gov. Jared Polis on Aug. 14 extended his statewide mask-wearing mandate, aimed at reducing spread of the coronavirus, into midSeptember.

The mandate, requiring Coloradans 11 years old and above to wear a mask when in indoor public spaces, was set to expire in mid-August. It will now be in effect until at least Sept. 13.

Violators may be “subject to civil or criminal penalties, including but not limited to prosecution for trespass,” the governor’s order says.

“We have learned that widespread mask use is a low cost and highly effective way to reduce the spread of COVID-19 infections by as much as 65%,” Polis said in his order extending the mandate. “Broad adoption of mask wearing in

Colorado may have significant economic benefits by allowing the State to prevent re-closures of businesses and schools and, ultimately, return to our normal lives more quickly.”

The extension, which lasts 30 days, was expected.

Polis was initially hesitant to enact a mask mandate, but after cases and hospitalizations began rising steadily in Colorado, and after a host of counties and cities enacted mask-wearing requirements, he embraced the idea.

Local public health departments in Colorado, which have been doing public mask-wearing surveillance, report they have seen 90% compliance in recent weeks, coinciding with Polis’ order.

That’s after those percentages were slipping in June.

The Douglas County Sheriff ’s Office has taken a step forward in solving a cold cases after investigators, using genetic genealogy, confirmed the identity of a woman found dead in an area between Woodland Park and Decker in 1993.

Rebecca “Becky” Redeker, 20, was known as “Jane Doe” for decades after her death. The woman, who spent much of her life in the Colorado Springs area, was found when Sheriff Tony Spurlock was a sergeant with the office.

“I remember seeing her at the scene,” he said at a press conference held on Aug. 13 to announce Redeker’s identification.

Redeker also lived in the Manitou Springs area from 1985 to 1988 and attended Coronado High School in 1989.

That year, she was living in a group home in Colorado Springs. In 1990 and 1991, she lived at a group home in Denver and in 1992 she moved around to multiple other areas include Black Forest, Green Mountain Falls and Woodland Park, according to a release from the sheriff ’s office.

Twice in 1989, she was reported missing. In March of 1990, she was reported missing again, according to DCSO. She was found dead in June 1993 near the Rainbow Falls campground of the Pike San Isabel National Forest, Spurlock said. Investigators believe she had already been dead for 72 hours when she was found and that she was likely homeless at the time of her death.

Undersheriff Holly Nicholson-Kluth was also at the sheriff ’s office at the time, working as a detective.

“As a new detective in 1993 I had no idea this case would haunt me for 27 years,” she said at the press conference. “She is someone. She is no longer our Jane Doe. Thank God for that.”

Now, the sheriff ’s office is working on its next phase of the case: the death investigation.

Anyone who knew or interacted with Redeker can call 303-784-7815 to speak with the lead detective in the case.

The sheriff ’s office was able to get in touch with Redeker’s remaining family, which includes her brother and mother, Spurlock said.

“You can imagine how difficult it is for them to have not known where their daughter was,” Spurlock said.

The Metro Denver Crime Stoppers organization announced during the press conference that they have increased the reward for information leading to an arrest in the case to $10,000.

So far, Redeker’s cause of death is unknown and there are no persons of interest in the case, Spurlock said.

Detective Shannon Jensen, who works with DCSO cold cases, identified Redeker by combing through genealogical data on the database GEDMatch. Using DNA from Redeker, she found the woman’s fourth cousin and then began working to identify closer relatives, Jensen said. Throughout the process, she used 65 family trees consisting of 4,400 possible relatives of the woman.

“We had to do a lot of digging,” she said.

Cycling event survives with move to Castle Rock Young competitors tackle 6-mile course at Miller Park

Dave Muscianisi did not know if he would be able to put on the Colorado Junior Cup in 2020 amid the COVID-19 pandemic. The three-year-old youth cycling competition is typically held in Bailey after nine to 12 months of planning.

Muscianisi, the race founder and director, could have held the competition in Bailey again this year if he ran the races as a time trial, he said. That would have meant a competitor would leave the start chute every two minutes, but that was not an ideal format, he said.

Muscianisi was ready to cancel.

Then he got word Castle Rock would allow him to hold his race in town with a set up more similar to a traditional mass start.

Muscianisi organized his event in three weeks, and on Aug. 15, young cycling enthusiasts took on a 6-mile course at Philip S. Miller Park.

“We just wanted to have an event that brought kids together,” Muscianisi said.

Despite evading cancellation, the Colorado Junior Cup looked different this year, Muscianisi said.

He blocked out the day’s schedule to try and limit crowd sizes. Cyclists can register to compete in the event as soon as they are able to walk through age 18. Races for the four age brackets were scheduled to begin at 8:15 a.m.

Taya Tousley, of Golden, was beaming after finishing second in the girls 11-to-14 age bracket. The 10-year-old typically finishes in third or fourth, she said, and was excited to see improvement.

She started racing roughly two years ago an instantly fell in love with cycling, she said.

“I like that I get to push myself and I just really enjoy the sport,” she said.

“I try to go to every race that I can.”

The Colorado Junior Cup was her first race in nearly a year, as the pandemic cancelled events in the past few months, she said.

“It feels really, really good to race again,” she said.

Tony Tousley, Taya’s father, said he almost did not bring his family to the event. A lieutenant for Aurora Fire Rescue, Tousley said he understands the health risks of COVID-19.

“It’s hard, it’s just such an unknown time right now,” he said. “There’s mixed feelings for sure.”

Tousley launched a small startup called TAIR Cycles, a custom bike shop based in Golden, after Taya’s passion for cycling ignited. He specializes in custom, lightweight bikes built specifically for juvenile cyclists.

While running a tent at the 2020 race, Tousley spaced his display bikes six feet apart, wore a mask and tried to follow social distancing, he said.

As a small business, cycling events give him a critical opportunity to spread the word about TAIR, he said.

Competitors in the Colorado Junior Cup can register as soon as they are able to ride a bike, through age 18.

He also considered that competitors were children and wanted them to have “a little bit of normalcy,” he said.

Both issues were ultimately what swayed him into attending the 2020 Colorado Junior Cup. “You hope people are being responsible,” he said.

COVID testing: Important, say officials, but is it free?

Some health plans have refused to pay costs, lawmakers say

More than half a year after COVID-19 emerged as a major threat to Coloradans, a big question remains surrounding a key element in the war against the disease: testing, and whether it should be free for everyone.

Widespread confusion over whether getting tested for the virus is free has continued months after Congress appeared to put the question to bed with two laws in March, and questions have still lingered this summer as to when the public may be hit with unexpected costs.

Some health insurance offered by Americans’ employers — known as self-funded or self-insured health plans — have refused to pay for COVID-19 tests at all or have required that consumers pay some costs, according to a letter from congressional Democrats to federal officials in July.

That’s despite the fact that federal guidance issued in late June appeared to affirm that insurers refusing to pay for tests for those with COVID-19 symptoms, or who had recent exposure to COVID-19, is unlawful. Self-insured plans must cover services related to testing, according to the June 23 guidance by the federal Departments of Labor, Health and Human Services, and the Treasury.

But that guidance served up another

Employer-based plans in spotlight In their July 7 letter, congressional Democrats cited a report by Kaiser Health News, a nonprofit news outlet that covers national health policy.

Many Americans are covered by self-funded plans, where an employer’s money pays the claims, KHN reported.

It may not be clear to employees that they are in such a plan, the outlet added.

Many of the companies with those plans have operated as if they’re exempt from the federal rules, the outlet reported May 22.

The U.S. Labor Department, which regulates self-funded health plans, could not immediately be reached for comment on whether self-funded plans are widely refusing to pay for COVID-19 tests or requiring consumers to bear part of the cost in Colorado and other states.

The Colorado Division of Insurance didn’t have information on that question because of its lack of authority over self-funded plans, Vincent Plymell, the division’s assistant commissioner, told Colorado Community Media.

Medicare or private insurance or no health care insurance, cost is not a barrier — there is no copay, there is no out-of-pocket for testing,” Gov. Jared Polis said at a May 18 news conference.

The reality is more nuanced, although many insured Coloradans — if not the vast majority — should be able to undergo testing without costs if they have symptoms or if they believe they have been exposed to COVID-19.

Uninsured Coloradans can also access free testing depending on where they seek the service.

On Aug. 11, Polis announced the opening of two new drive-up sites for free public testing at the Aurora Sports Complex and at Hyland Hills Water World in Federal Heights, joining the existing site at Pepsi Center.

At press time yet another site was expected to be announced south of Denver.

In making the announcement, the governor said fast testing will be the key to stopping the virus’ spread and returning Colorado to normal. “We know that our success against this virus relies on information,” Polis said. “This is a war and intelligence is critical, knowing where the enemy is and if you are in danger.”

3rd trial set for trucker accused of killing state trooper Term-limited district attorney might return for trial

A third trial has been set for a Denver truck driver accused of crashing into and killing a Colorado state trooper from Parker nearly four years ago near Castle Rock, and it is possible a term-limited 18th Judicial District Attorney George Brauchler, who will have left office by that time, could return for the trial as a special deputy district attorney.

Eighteenth District Court Judge Jeffrey Holmes on Aug. 14 scheduled the third trial for Noe Gamez-Ruiz to begin on Jan. 11. Gamez-Ruiz is accused of striking and killing Trooper Cody Donahue, of Parker, on Nov. 25, 2016.

Gamez-Ruiz pleaded not guilty to charges of careless passing of an emergency vehicle resulting in death and careless driving resulting in death, both Class 1 traffic offenses, according to Donahue online court records.

Donahue was investigating an unrelated accident on the right shoulder of Interstate 25 south of Castle Rock when Gamez-Ruiz passed the scene driving a U.S. Foods truck in the far-right lane.

Defense attorneys have argued in two previous trials that Donahue’s death was a tragic accident, that Gamez-Ruiz had significantly slowed his speed and was blocked from switching lanes by another driver.

Prosecutors disputed that, saying the accident was visible from far away and that Gamez-Ruiz had the time and training as an experienced driver to avoid hitting Donahue.

In a virtual court hearing held

Aug. 14, Chief Deputy District Attorney Tom Byrnes told Holmes that Brauchler “was intending to handle this upcoming trial” and requested the trial begin either Dec. 7 or Dec. 14.

Defense attorney Steve Burstein said he had other court hearings that conflicted with those dates and he could not schedule the trial in December. He proposed a January or February trial.

Holmes confirmed with Byrnes that Brauchler had not been lead counsel during previous trials, although he had attended past hearings. Burstein led both previous trials for the defense. Byrnes said he oversaw the second trial for the prosecution.

“While I do understand his desire to handle this,” Holmes said, “I think the unavailability of defense counsel, who has been trying this case, in the month of December is a more compelling reason for postponing it further into the new year.”

Brauchler could return for the trial

as a special deputy district attorney after leaving office, Holmes said, if his successor “deems that to be an appropriate thing to do.”

A spokeswoman for the 18th Judicial District Attorney’s Office said Brauchler does not comment on open cases when asked if he would have interest in returning for the trial after leaving office.

The case has twice ended in a mistrial after defense attorneys learned of information not provided to them before the two previous trials began.

The discovery errors also resulted in sanctions against prosecutors.

District Judge Shay Whitaker lessened the sentence Gamez-Ruiz could face as a sanction for the first mistrial and dismissed a Class 5 felony charge of criminally negligent homicide as a sanction for the second mistrial.

Prosecutors appealed dismissing the felony, the top charge against Gamez-Ruiz, but the Colorado Court of Appeals upheld Whitaker’s decision.

Douglas County outdoor exploration game under way STAFF REPORT

The Decode Douglas County outdoors exploration game was created to get people out of the house and into the fresh air, according to a news release from the county.

The first step is to pick up a decoder booklet or print it from home.

Locations and a printable version are available at douglas.co.us/de-

code. This site also includes rules, instructions and a starting point for the adventure.

The booklet will lead participants to eight Douglas County Open Spaces and parks where they will discover a wooden post with a passport stamp on top containing a numeric clue, according to the release. To play, booklet holders are asked to use a crayon or pencil to

create a rubbing of the clue and find the next location.

Once all eight stamp rubbings are collected, the code is cracked. The numbers can be used to open the locks on the Decode Douglas County Outdoors treasure chest -- inside is a prize, according to the release.

Those who make it to this step will also be entered into the grand prize drawing.

The activity must be completed before Dec. 1. The program is open to both county residents and nonresidents.

“Douglas County hopes this fun, interactive program helps citizens of all ages discover new parks, trails and open spaces right in their own backyards,” County Commissioner Lora Thomas said in the release.

rchbishop Desmond Tutu, in the documentary film “I AM,” was asked how to change the world. “How do you eat an elephant?” he replied.

“One bite at a time.”

Behind the humor, FINANCIAL what Tutu meant STRATEGIES was that everything in life that seems daunting, overwhelming and even impossible can be accomplished gradually by taking on just a little at a time.¹ Many of us may feel that our current Patricia Kummer economic situation is also daunting and staying on track with our financial plans may seem impossible. Some have lost jobs, others took early retirement, investments are volatile, medical costs are rising; the list goes on and on.

When our world changes and becomes unpredictable, we tend to shy

away from trying to plan in any way.

Investors may feel whipsawed by a handful of stocks hitting all-time record highs, while so many other industries are struggling.

It is also difficult to grasp what is going on in the economy when our Gross Domestic Product (GDP) for the second quarter decreased 32.9%.² Corporate earnings are also negative, however, 89% of companies that reported are 22.4% above estimates.³ We call this “less bad.”

So maybe we are not drowning but certainly gasping for air.

We can also be concerned about the political arena, a global recession and China. All of this reminds me of New York Times columnist and author Carl Richards, CFP®.

His famous drawing of two spheres puts this into perspective. Picture two circles about four inches, each overlapping about one-half inch in the middle. In the circle on the left are, “Things That Matter.” In the circle on the right are, “Things You Can Control.” In the tiny part where they overlap are, “Things You

I’m the one who is out of step.

So how do you plan during all of this uncertainty? One step at a time. It is important to stay focused on the goal, even if you have been derailed temporarily. Keeping your eye on the target can help you make better decisions along the way.

One common mistake people make is looking for the quick fix or magic bullet. We advisors see investors searching for the “shiny object” instead of going back and working the financial plan. Chances are the things that appear to be too good to be true can oftentimes get you into more trouble than if you just stick to the plan. ‘Nobody’s perfect’ is perfect to remember

ou may have had the perfect meal recently, accompanied by a perfect bottle of wine.

Maybe you had a perfect tee shot, driving it dead center in the middle WINNING of the fairway. Or WORDS maybe you had the perfect start of your day with time spent reading, exercising, and a healthy breakfast. But have you ever met a perfect person?

I don’t mean the perfect person for you; many have met Michael Norton their soulmate in life. And I don’t mean the perfect person to help you out when you needed it, like the perfect friend. What I am asking is, have you ever met a perfect person?

A person who is perfect in every way. There is not a blemish to be found on them or in them. They are never wrong. They have never made a mistake. They have never had a bad day or created a bad experience for anyone. They practically walk on water. Oh, well there was that one perfect guy who walked on water. But since then, who?

Like me, who is far from perfect,

I am sure you have met a few folks along the way who believe that they are perfect in every way. When they are wrong, it’s usually someone else’s fault. When they are right, they are really right. And they usually prefer to keep company with friends who they believe are less than perfect, just to maintain an air of superiority. Believe it or not, some of those perfect people who are without fault even judge the rest of us at times.

Although you may feel like this column isn’t off to a typical “Winning Words” or positive attitude vibe found in previous columns, I assure you it is. You see, my hope is that I can take some of the pressure off of those of us who are less than perfect, reminding us that we do not have to be perfect, we can just be ourselves.

People who love us will love us for our awesomeness, our mediocrity, and our faults. And they will love having perfect meals with us, helping us to finish off those perfect bottles of wine.

An acclaimed author and speaker, Dr. Maryann Rosenthal, gave us some incredible advice when she said, “Strive for excellence and not perfection.” That was sound guidance, especially for those of us who are

LETTERS TO THE EDITOR Darien Wilson won’t disappoint This November, we have an opportunity to elect a highly qualified candidate to the Douglas County Board of County Commissioners. Darien Wilson is a local small business owner who will prioritize science, data and facts to restore our economy and protect our community.

If businesses are to thrive, they need to be able to stay open with safe conditions supported by county leadership. To protect our economic welfare, the BOCC should set the example and show how we can shop safely by wearing masks, keeping distant, and listening to local health officials, which raises the confidence of local consumers. Instead they have spent their time criticizing the judgment of experts because they don’t like the answers.

Recently, Darien hosted a videoconference with a local pulmonologist who shared his experiences and insights with regard to the pandemic.

Darien demonstrates that she will listen to experts and smart science to make good public policy that protects our lives and jobs. She won’t use politics to attack doctors and nurses working to save lives.

Darien understands that economic prosperity and public health are inextricably linked. Her opponent is a career politician whose refusal to respect experts trying to protect our

striving so hard for perfection. This was an eye-opener for me because even though I have been far from perfect, I used to put a lot of pressure on myself to live up to that standard for myself and other people. And knowing that I was never going to walk on water, I chose to take her advice and strive for excellence instead of perfection.

Striving for excellence doesn’t mean that we will be excellent. Striving for excellence means that we will do everything we can to be better at whatever it is we want to be better at. Being better to ourselves and our loved ones, being better at our work, better at staying fit, better at looking at the world around us and determining to be a part of the solution and not a part of the problem. And as we strive for excellence, sometimes we

This was despite the recommendation from TCHD’s executive director that we be exempt from the mandate due to our far fewer COVID-19 case numbers than Adams and Arapahoe Counties. That was the culmination of numerous examples proving Douglas County needs the freedom to make its own decisions; that the one-size fits all approach of TCHD isn’t serving our growing county well.

Douglas County commissioners were right to stand up and explore what’s best for our county. We should be able to make our own public health decisions without Adams and Arapahoe counties deciding for us.

Seventy percent of Colorado counties have their own health departments and Douglas County deserves that

autonomy as well.

Importantly, we can still access the same TCHD health services that we were able to previously. In fact, Douglas County commissioners are discussing a new collaborative and creative governance model with TCHD where they’ll continue delivering public health services to Douglas County. This new model won’t raise taxes and would preserve and improve services for our community.

Thomas’ first priority is the health and safety of our community. To achieve this, she knows we need freedom to make the right decisions for our county. Our performance proves she and the other commissioners made the right call and their creative problem-solving gives us a better future. Let’s reelect Commissioner Lora Thomas to continue standing up for Douglas County!

Some area venues bringing back live music Musicians reflect on challenges of COVID-19

t was Feb. 24 when Jason Justice and his four bandmates in Gumbo le Funque, a New Orleans-style funk group, believed they were each coming down with the flu. Their symptoms came on right during Mardi Gras season, the band’s busiest time of year, and for days, the group played long strings of gigs as their symptoms grew worse.

Looking back on the events, Justice isn’t surprised that he and his bandmates soon learned they had COVID-19. But at the time, the news was unexpected — and the band had no way of knowing that the illness they were facing was just the beginning of a long struggle that Justice says is far from over.

“The whole bottom fell out of the industry,” said Justice, the band’s lead singer and saxophone player.

He listed the major hurdles the band has faced: The two-and-a-half-months shutdown in which local musicians weren’t playing at all; the many venues that have stayed closed throughout the summer; and an ongoing Denver County order requiring performers to wear masks, preventing those who play brass or wind instruments from performing in Denver.

Now, there are only two places Justice has been performing in the area, he said. In August, he’ll play two gigs and in September, three — less than a third of the number of gigs he played over the same two months in 2019.

Across the board, bands are facing a different extent of what Justice calls a disaster, based on the band’s following, whether it’s a local, regional or national act and other factors.

But regardless of how deeply musicians have been affected by COVID-19, Denver artists agree: No one’s made it unscathed, making every show a blessing.

“By the time March rolled around, we had to cancel three months’ worth of shows,” said Amy Brophy, bassist in rock, blues and alternative band Riverside Drive. “Even now, 90% of our venues are able to pay what they did last summer. It’s been a big step back for a band trying to gain momentum, but we’re so grateful these venues are having live music at all.”

Despite the discouraging nature of the challenges local musicians have faced over the past five months, those challenges made it all the more rewarding this summer, when musicians have been able to return to the stage. As he considers the hurdles, Justice remembers a night a couple of months ago, when he and a fellow musician played their first gig since Feb. 29.

“For the two of us to be able to play music together, it was really incredible. Music is the reason I get up in the morning and put my horn together and keep practicing, keep writing,” he said. “There are gigs coming back, but it’s been a wild ride.”

COURTESY OF AMY BROPHY brought that element back, or even reopened at all. Justice said several of his regular venues have told him that, due to the cost of opening at limited capacity, they plan to keep their doors shut until March or April of 2021.

However, the state of Colorado does have guidelines, last updated in June, for those who choose to reinstate live music. The guidelines require that patrons are seated 25 feet or further from performers.

Working within these guidelines hasn’t been possible for every area venue. But for some, like Blue Spruce Brewing Company, bringing back live music has been both possible and a priority in recent months.

The brewery, which has locations at 4151 E. County Line Road in Centennial and 10577 W. Centennial Road in Littleton, held its first show since the pandemic on July 4 and has been inviting more musicians to play since then.

“Even from last year, we doubled our sales (made during live shows) just because people are dying to experience live music,” said co-owner Theresa Kane.

In the Littleton location specifically, the brewery holds weekly shows on Thursday nights on its patio, which it expanded to accommodate social distancing through a county variance.

During shows, guests fill the patio and some bring lawn chairs and listen to musicians while staying six feet apart in the parking lot, Kane said.

“They’re excited to get out of the house and be able to do something different that’s not in their house or just eating at a restaurant,” she said.

“We’ve been known for our music and since we could bring it back, we did.”

As they navigate the new normal for live music, venues have tried a variety of new tactics. For instance, Herman’s Hideaway at 1578 S. Broadway in Denver has taken a slow approach to reintroducing shows, has asked musicians to bring their own microphones and even had one singer stand behind a Plexiglas barrier during a

performance, said talent buyer Chris Thomas.

“We’re a little bit more on the cautious side,” he said. “It’s not business as usual. But the community in general has had a desire to make it work, and I’m optimistic.”

Just as much as the teams at Herman’s Hideaway and Blue Spruce Brewing wanted to restore a part of normal life for guests, they also reinstated the music for the benefit of local musicians.

“The musicians I have brought back are so excited to be able to play and they’re very grateful,” Kane said.

Local restaurants’ and bars’ commitment to hiring musicians when they can has made all the difference for many of the acts in the area, including Twenty Hands High, a country and southern rock band that plays in Colorado, Utah, Wyoming and other regional states.

The two-and-a-half months that CW Wooten, guitar player and singer in the band, couldn’t play any gigs, “it was like sliding into a complete halt,” he said. “It was awful to be cut off from your fans and even your bandmates.”

About $25,000 worth of gigs were canceled for Wooten, including shows as far in advance as September.

That said, since the summer began, things have been looking up for the musician and his fairly well-known band, which has tens of thousands of followers on Facebook. In July and August 2019, Wooten played 32 gigs; in July and August 2020, he’ll play 29.

Not all venues can pay their typical rates, he added, but many are trying their best to do so.

“We did 150 shows last year, and we’re on track do more than 100 shows this year,” Wooten said. “Outdoor venues are probably the biggest thing keeping live music going right now because you have a little more leeway with the restrictions.”

He remains optimistic, adding how grateful he’s been for venues’ support and his fans’ support — even some higher-risk fans have found ways to listen to outdoor shows by setting up in nearby parks, away from crowds, he said.

Similarly to Wooten, Brophy said she hopes the industry could rebound — she just doesn’t know when.

“I think a lot of people will retain that fear, but my hope is that we will return to normal because we have to move forward,” she said. “That our fans are going to get out there and weather the storm, that’s the hope and the dream that most musicians are holding onto.”

Design and Build Competition looks for proposals that could take shape

For many years, the Museum of Outdoor Arts in Englewood has held a Design and Build Competition. At first, it was aimed at younger students in the area, but it has lately been redirected to collegiate level architects and designers.

“Occhiolism,” the winning entry in the Museum of Outdoor Arts Design and Build Competition, is proposed as a home in the Sonoran Desert of southwestern Arizona.

museum wrote in its competition brief for 2020. “All proposals must include narrative about how collaboration

would be utilized in realizing the design. (i.e. fabricators, engineers and architects must work together to realize any design.)”

First, second and third prizes are awarded ($5,000, $2,500, $1,000).

“Someday, I hope we can build one of these,” project director Tim Vacca said of the Design and Build projects.

The initial call for artists stated the rules and a number of entries were received with accompanying narrative. It stated site options and requested a design for “Art as Sanctuary.”

Possible locations included: Wooded, Deciduous Forest; Coastal Bluff; Low Desert; Tropical Rainforest ...

Winners were a pair of students from the University of North Carolina, Greensboro — Isaac Bodhi Backhaus and Katherine Tardif — and their project, “Occhiolism,” is proposed for a location about 10 miles west of the tiny community of Why in the scorching hot Sonoran Desert of southwestern Arizona.

(Tardif is now enrolled in CU’s School of Architecture for a master’s degree.)

Douglas County sponsors election-themed art contest

The Douglas County Clerk and Recorder’s office is holding an electionyear graphic design contest for school children, with submissions due by Sept. 18.

“The Elections Division of the Douglas County Clerk and Recorder’s Office invites local youth to explore and express what America and our

democratic process mean to them through art,” the county wrote in its announcement.

There are four separate themes based on the ages of the entrants. For kindergarten through third grade, the task is to illustrate landscapes or places with “America the Beautiful.”

Grades four through six are asked to answer the question “What does America mean to you?” through the theme of “My American Dream.”

Grades seven and eight will explore what it means to be a good citizen with “Citizenship in My Community.”

Finally, high school students will illustrate “My Vote, My Voice,” a reference to the importance of voting rights.

Graphic design entries must be between 8-by-10 inches and 18-by-24 inches. Judges will designate first, second and third place entries in each category. The Douglas County and school district offices will display the

artwork.

The Elections Division will announce the winners on Oct. 5. The first day for county clerks to mail ballots to Colorado voters is Oct. 9.

Equine event is special for school for the blind In 1st outing since February, students meet mounted unit

In their first outing in months, students and staff from Littleton’s Colorado Center for the Blind got in touch with their equestrian side on Aug. 3, grooming horses from the Arapahoe County Sheriff ’s Mounted Patrol at Sterne Park.

“It’s really calming,” said Derek Roberts, a student at the renowned school that teaches blind people skills in self-reliance, as he ran his fingertips along the back of Ruthie, a 22-year-old mare. “I try to be a calm person myself. I’d like to think we’re making a connection.”

The visit from the Sheriff ’s Mounted Patrol was the center’s first outing since Feburary, said Dan Burke, the center’s spokesperson.

Normally, summers at the Center for the Blind would be filled with activities like whitewater rafting and rock climbing, he said, but amid the novel coronavirus pandemic, a lot of programs are on hold. Summer camps for teens are on hiatus, as are classes for seniors. The center is down to 18 students in its main program, from 28 to 30 normally.

“It’s going to be this way for a while,” Burke said. “We’re adjusting to the limitations.”

The event was a natural fit for the mounted patrol, said Lt. Rich Anselmi, who heads the unit.

“We really cherish opportunities to go out and connect with the community,” Anselmi said. “Grooming a horse is a very tactile experience — you do it by feel. We thought this would be a really good fit.”

All of the unit’s horses are owned by volunteers or officers themselves.

The unit boasts more than 20 volunteers, many of them teenagers.

While four of the unit’s horses are owned by officers and tasked with everything from park patrol to search and rescue, others are retired from

Restarted in 2019 after a 30-year gap, the Sheriff ’s Mounted Patrol Unit only became fully functional in June. Anselmi said it’s a great way to connect with the community.

“It can be hard to connect with the public from inside a patrol car,” Anselmi said. “Even when we’re on foot, people don’t always want to chat. But when we bring out the horses, everyone loves to come up and meet them. It’s a really fun way to get people more comfortable with law enforcement.”

Getting up close and personal with the horses was an enriching experience, students and staff at the Center for the Blind said.

“It’s amazing,” said Eliza Portugal, who teaches Braille, as she scratched Love Bug behind the ears. “I’ve never felt an entire horse before.”

For others, the experience was nostalgic.

“I used to ride horses in Philadelphia, but it’s been a long time,” said

me happy. For them it’s tough to survive something like this, and they’ve fared pretty well.

What has life been like for you as you look toward the next season?

Fairly hectic. We have four kids, who have been doing virtual schooling for the first day. We got them settled into school and got them packed. My father had been sick, so we’ve been back and forth between Arizona. My husband does a lot of the editing, working probably 40-50 hours a week at his day job and working for me 20 hours on the weekend. He’s been supportive and working more hours than I’d want to ask him for.

What was your initial reaction?

Relieved, and also a little bit stressed. Now that it’s out there, are we going to grab the viewers’ attention now? It feels really, really good to be done with the “doing” of the show for Season One. I’m a little stressed for the next step, and that’s back to the producer hat, and I’m also excited for Season Two. We didn’t plan the timing of all this. We hope, with this release, it will help those seven businesses in growing and recovering.

What is the next step for you?

We plan to start scouting for Season Two in Tennessee. When we first started to scout, COVID happened, so we’re on a hold until everything is back, and until everything is open there’s nothing we can really do. We have to see what restaurants survive the pandemic. All seven (Denver) locations are still open, so that makes

“Knowing the varied nature of employers (and) self-funded plans, it is likely that their approach to these situations is also varied,” Plymell said.

Under the Families First Coronavirus Response Act — passed by Congress in mid-March and amended by the Coronavirus Aid, Relief and Economic Security (CARES) Act — health care coverage must generally provide COVID-19 testing and the health care office visits that ultimately result in a test, without any cost-sharing. That’s a term that means the costs consumers pay out of their own pockets, including deductibles, copayments and coinsurance.

The federal June 23 guidance says both insured and self-insured group health plans are required to comply with those requirements.

Testing for workplaces, pandemic data That federal guidance says the requirements don’t apply for testing for employment purposes or testing as part of certain public health datagathering about the pandemic.

“Clinical decisions about testing are made by the individual’s attending health-care provider and may include testing of individuals with signs or symptoms compatible with COVID-19, as well as (individuals without symptoms) with known or suspected recent exposure” to the coronavirus, the federal guidance says.

It adds: “Testing conducted to screen for general workplace health and safety, such as employee ‘return to work’ programs,” or for public health surveillance for the coronavirus, “is

beyond the scope” of the law.

Congressional Democrats — Reps.

Frank Pallone Jr. of New Jersey, Robert Scott of Virginia and Richard Neal of Massachusetts, and Sens.

Patty Murray of Washington and Ron Wyden of Oregon — took issue with that interpretation.

“We find the administration’s revised guidance deeply concerning as it appears to be a change that is without basis in the plain language of the statute,” the lawmakers wrote in the July 7 letter. They added: “Widespread testing must be in place to detect and stop the spread of COVID-19, and ensuring safety in the workplace is critical.”

As of Aug. 6, the Colorado Division of Insurance didn’t know if some private insurers stopped fully covering all consumer costs for testing required by a workplace or for public health surveillance purposes, Plymell said.

The rub over public health datagathering may be moot in Colorado, according to the state public-health department.

“We do several different types of surveillance testing to understand the burden of disease in Colorado — none of those samples are billed to private insurance,” the Colorado Department of Public Health and Environment said in a statement. “The costs of analysis are captured by public health funding for public health surveillance programs. For example, we take a systematic sample of specimens that test negative for influenza and test them for COVID at the state lab.”

When testing is covered The Colorado Division of Insurance estimates that one-third of Coloradans’ health insurance plans are ones the division regulates; one-third are self-funded plans that the division doesn’t regulate; and one-third

are public plans, such as Medicaid, Medicare and those of the U.S. Department of Veterans Affairs, according to Plymell.

People with any kind of private health insurance should have free access to the COVID-19 test — along with health care provider visits associated with getting the test — with no co-pays, deductibles or co-insurance charged, according to the state insurance division.

Under the division’s emergency regulation, that’s true not only if a doctor recommends a test but also if a person feels they have symptoms and they need to get tested, Plymell said.

And if a person is asymptomatic but is told by their health care provider that it is medically appropriate to be tested anyway, the test and visit should be covered with no cost-sharing.

“Being exposed to COVID-19 or believing one had been exposed would be the likely scenario why a provider would deem a test medically appropriate if the person was asymptomatic,” Plymell said. Other reasons would likely be on a case-by-case basis.

But Coloradans likely wouldn’t be covered without cost-sharing “if someone is asymptomatic and they think it would just be a good idea to get a test,” Plymell said.

Coloradans should check with their health care provider to be sure of costs.

Medicare, Medicaid, VA For Coloradans with Medicare, all of the costs are covered if a doctor orders a COVID-19 test, according to the U.S. Centers for Medicare and Medicaid Services.

Under Colorado’s Medicaid program — Health First Colorado — and the Child Health Plan Plus (CHP+), all

the costs of testing and the doctors’ visits associated with getting tested are covered, according to the Colorado Department of Health Care Policy and Financing.

Tests for Medicare and Medicaid members must be ordered by the member’s doctor or other health care provider, said Marc Williams, spokesman for the department.

“Medicaid will cover the test at 100% provided the patient is enrolled in Medicaid and the provider is also a Medicaid-enrolled provider,” Williams said.

Medicaid members can locate enrolled providers through the “find a provider” page at healthfirstcolorado. com/find-doctors, according to Williams.

The Veterans Affairs website says testing is based on many factors, including the severity of symptoms, other existing illnesses or conditions, possible exposure and other criteria.

VA health facilities have been testing veterans who meet the testing criteria provided by the federal Centers for Disease Control, the site says. There’s no charge for testing, according to the VA. For the uninsured A government program to reimburse health care providers and facilities for testing and treatment of COVID-19 for uninsured individuals provides funds to eligible providers, said Scott Kodish, a spokesman for the federal Health Resources and Services Administration.

Health care providers can request reimbursement and will be reimbursed generally at Medicare rates, subject to available funding, Kodish has said.

said agency Executive Director Dr. John Douglas, who also confirmed that talks with county officials are underway.

“It’s not clear whether or not what would make Douglas County comfortable will work for the other counties,” Douglas said in an interview. “The other counties have to be convinced that whatever change might be proposed would work for them.”

Douglas County announced July 9 that it would be splitting from TriCounty Health Department, a day after the agency’s board voted to approve an order requiring the wearing of masks in public in Douglas, Arapahoe and Adams counties.

At the time, commissioners cited objections to the mask order being imposed by a non-elected health board.

At a July 14 county meeting, Commissioner Abe Laydon complained about “a mandate which could fine or criminalize” people not wearing masks, although he also said he supported the voluntary use of masks.

Thomas said that the commissioners decided to split from Tri-County because the agency’s board of health went against recommendations from Douglas, the TCHD chief, about the need for a mask order in the county.

But in an interview, Douglas responded that the board did not go against his advice.

“I’ve tried to explain to Douglas County the inaccuracy of that,” he said. “The accurate version of events is that I thought a (mask) mandate would be useful in all three of our

counties ... but that the mandate could be differently framed based on the incidence rate in each of our three counties.”

Thomas said that Douglas did not believe the county needed a mask order, but Douglas clarified that while he thought the order would be helpful, he thought it should be carried out differently so that elected county officials felt more in control of the decision.

“I didn’t think that (Douglas County didn’t need a mask order.) I didn’t mean to communicate that. I don’t think I did communicate that,” Douglas said. “I do believe when the governor issued his mandate, everybody

benefited, including Douglas County.”

After Tri-County Health announced its mask order, Gov. Jared Polis imposed a 30-day statewide mask-wearing requirement applying to indoor settings. Last week he extended that order another 30 days.

While the county negotiates with Tri-County, the health department will still provide its citizens with health services, Thomas and Douglas said.

Those services will be available from Tri-County until at least July 11, 2021, based on the county’s withdrawal letter.

a new health department during a pandemic and within the time frame of a year could be challenging.

No timeline has been outlined for when a decision will be made regarding Douglas County’s future public health services.

“I don’t think the timeline is as critical as getting a good outcome,” Thomas said when asked about specific timing.

Discussions of the future When the county attorney’s withdrawal letter was first submitted to Tri-County, Douglas said he believes that most people took it “at face value.” Based on the state statute cited in the letter, the county was required to give a full year’s notice and then either form their own health department or join a different department.

“The assumption (was) that they would have been planning to create their own health department because they’re required to have a health department by statute,” Douglas said.

But before long, he said, county officials reached out to discuss a possible compromise, which would allow them to stay within the health department.

“Within a week or two after that, there began to be discussions of what the future could look like,” Douglas said.

But in last week’s interview, Thomas implied that the letter informing TriCounty of the county’s plan to leave did not necessarily mean the commissioners actually intended to do so.

“That was part of a statutory requirement that we needed to make.

So we followed the law,” she said. “But what’s important is the outcome. And we are working to make sure that

When asked if the intention of the letter was to gain leverage in negotiations, Thomas did not answer the question directly but said: “Everybody has opportunities to win through this discussion.”

Soon after the separation decision was announced, the county held an open meeting to allow citizens to comment on the decision. All who spoke voiced opposition to the decision.

“I do not support the Douglas County commissioner’s clearly partisan, political decision to sever ties with the Tri-County Health Department” and the decision to opt out of the mask order, said one speaker, Brian Clarke of Highlands Ranch.

Two Democratic candidates for county commissioner in November’s election have also criticized aspects of the Republican incumbents’ Tri-County pullout plan, saying that forming

‘Not impossible’ While no official steps appear to have been taken to form a new health department, commissioners won’t officially rule out that possibility.

When asked if that option is still on the table, Thomas said: “Right now we’re really focusing our efforts on these discussions with the counties and Tri-County to see if we can find a resolution now that works well for everybody.”

If the county does decide to move forward with a new health department, there are multiple steps that will need to be taken before the relationship with Tri-County is severed in 11 months, said Glen Mays, a professor and chair of the Department of Health Systems, Management and Policy in Colorado School of Public Health at the University of Colorado Anschutz Medical Campus.

“There’s a lot of work that needs to occur,” he said. “A year strikes me as an aggressive, ambitious timeline. But not impossible.”

The county would need to decide how the health department would operate, what services it will offer, how its data analytics infrastructure would be set up, define a funding mechanism and hire a full staff, all in the midst of an ongoing pandemic, Mays said.

“The thing about standing up a new health department in a surge capacity, it’s got to pose some unique challenges,” he said. “We’re also in an economic recession where state and local revenues have really tanked and are not projected to recover very quickly.”

If the county wasn’t able to complete

all these tasks in the next 11 months, the risk is that the county could be without essential services during the pandemic, Mays said.

The most recently formed health department in the state is Silver Thread Public Health District, which serves Hinsdale and Mineral counties in the southwest part of the state. It was created in 2016.

That district took two full years to get off the ground, said Tara Hardy, the district’s public health director.

“We ran into some glitches,” she said about the process.

Many of these speed bumps were around how the health department would operate and be funded and required months of discussions and negotiations, she said.

Douglas County also considered creating its own health department in 2004, when then-commissioners created a committee to study the feasibility of the option.

That study recommended that the county not leave Tri-County, according to the document acquired by Colorado Community Media through a public records request.

“There are economies of scale associated with belonging to a multicounty health department,” according to the study. “We would not be able to keep the per-capita cost as low if we had our own health department.”

The study also found that a Douglas County-only health department likely wouldn’t respond as quickly or as well as Tri-County to a large-scale public health emergency or infectious disease outbreak, according to the document.

While the study recommended that the county conduct similar studies periodically, no future studies exist, according to a county spokesperson.

Coronavirus changes world of sports recruiting Adjustments needed because of shifting schedules for high school sports

Coronavirus has impacted Colorado sports — high school, college and professional — and the future is also uncertain.

Recruiting of high school athletes has to be adjusted since the Colorado High School Activities Association divided its sports into four seven-week seasons, with traditional fall sports of football, boys soccer, gymnastics and field hockey being moved to spring.

College coaches are challenged and have had to go online to virtual visit with potential. High school athletes have to be diligent about sending films to colleges.

Boys golf, boys tennis, softball and cross country are currently being played in what is called Season A in the latest CHSAA release. Season B will run from early January to March and includes basketball, girls swimming, spirit and wrestling.

Season C will be contested between March 1 and May with boys soccer, unified bowling, girls volleyball, football, baseball, girls golf, girls soccer and boys and girls

lacrosse being played.

Baseball, girls golf, lacrosse, girls soccer and track and field will be held in Season D from late April to late June.

Doug Nisenson, football coach at ThunderRidge High School in Highlands Ranch, says the NCAA needs to alter the national signing dates after the football season was moved.

The early signing date for Division I football is currently on Dec. 16, 2020 with the regular signing period on Feb. 2, 2021. Division I men’s basketball signing period ends May 19, 2010 and all other sports on Aug. 1, 2021.

“Right now our coaches are waiting to hear what the NCAA changes are going to be,” said Nisenson. “If the NCAA doesn’t move signing day we’re going to play our season after signing day.

“It is obviously going to impact recruiting from the standpoint if colleges are potentially interested in a kid and we want to see his senior films, unless they are interested enough that we aren’t going to get senior film and offer him then there’s the high probability they are going to miss out on that.”

The recruiting impact will be felt more by the mid-level players rather that the highly regarded prospects.

Like many senior-community residents in the age of COVID-19, Bonnie Douglas endures a lot of boredom and loneliness.

With seniors at heightened risk from the novel coronavirus, senior facilities have curtailed social activities, restricted visitors and canceled communal meals.

But thanks to a growing group of volunteers and an odd-looking bicycle, Douglas, 80, is one of many Littleton-area seniors finding joy and respite out on the city’s trails.

As often as she can, Douglas signs up for bike rides through Cycling Without Age. The group, founded in Denmark in 2012, takes seniors on rides aboard “trishaws” -- specialized bikes with a love seat-like bench on the front, powered by a rider assisted by an electric motor.

Douglas said she loves gliding along the Mary Carter Greenway, often guided by former Littleton Mayor Phil Cernanec, who was instrumental in starting the Littleton chapter and now enjoys sharing his love of bicycling and knowledge of the city with riders.

“I physically can’t bike anymore, and I didn’t realize how much I missed it,” said Douglas as she fin-

Life in a senior home can be dull during the pandemic, she said.

“I spend so much time in my room,” she said. “For a while you can find things to do -- puzzles, playing on the computer, Bible study -- but it’s hard. We’re all feeling that loneliness.

But when I’m out on the trishaw, I feel like I’m queen for a day.”

On recent rides, Douglas said she’s spotted deer, snowy egrets and a bald

eagle. On her 80th birthday, her volunteer “pilot” enlisted people along the trail to sing “Happy Birthday” to her.

“It’s been such a blessing,” she said.

A half-dozen of Douglas’ fellow Riverpointe Senior Living residents all used the same word to describe trishaw rides: Freedom.

“It’s a chance for some fresh air,” said Ruby Schumacher, 92.

“I get to feel the wind in my hair,” said Marion Purdy, 83.

“It’s so pleasant gliding along beneath the green leaves,” said Merlin

Logan, 89.

Cycling Without Age is a godsend in a challenging time, said Ashley Simmons, Riverpointe’s resident services director. Simmons and her staff are doing their best to keep life lively during the pandemic, but restrictions can feel stifling.

“We’ve been dealing with fear and isolation,” Simmons said. “This is a great, safe way for residents to get out and explore.”

The stimulation of trishaw rides is excellent for alleviating the mental health impacts of lockdowns, said Barb Lotze, the president of CWA’s Littleton chapter, and director of business development for Visiting Angels, a senior services provider.

“We’re seeing a lot of depression, especially among those with dementia,” Lotze said. “These rides are so important. There’s no end in sight to the coronavirus, and this is the least we can do to help.”

Lotze helped line up private donors to order the trishaw from Denmark, at a cost of $10,000. The group held its first rides last November, then took a hiatus through the winter. But when the pandemic hit in March, the program’s popularity exploded.

For Cernanec, the former mayor who now volunteers as a trishaw pilot, CWA is part of a lifelong commitment to helping the elderly live full lives.

“Life isn’t just about living a long time, it’s also about how you’re living,” said Cernanec, who has sat for years on the board of the Area Agency on Aging.

Club football fall league proposed Idea follows CHSAA decision to postpone prep play until spring

After the announcement that the Colorado High School Activities Association would not play football this fall, there is a move to initiate a club fall football league for high school players.

“We’re trying to figure out how to get people involved and get them to the next level,” said Matt Frederic, a parent of a football player at Heritage High School in Littleton.

“People were frustrated when they got the news (CHSAA announcement) because it has really put a lot of kids in a bad situation.”

Several schools have been contacted, including Fairview, Cherry Creek, Arapahoe, Heritage, Mountain Vista, ThunderRidge, Highlands Ranch, Rock Canyon, Valor Christian, Pomona, Columbine, Chatfield and Grandview.

“There are a number of teams we have contacted,” said Frederic.

“Some were curious and said now is

play DII football or get an academic scholarship and play DIII football, if you didn’t have tape as a junior that’s going to be really difficult unless the signing date is moved and coaches are given that time to evaluate, watch tape, go to games and do all the things that they would normally do,” said Nisenson.

Doug Schafer, girls volleyball coach at Mountain Vista High School in Highlands Ranch, said colleges and players have to make adjustments without camps hosted by colleges and

Fields, insurance and officials have been lined up and the teams would follow CHSAA rules for the games.

The biggest problem is determining whether schools would allow players to use equipment and helmets.

“The problem is can we find enough players and equipment for it to work,” added Frederick.

Frederick said the goal would be to have 10 teams, start play in September and “let kids play and let kids that want to play at the next level have more game films.”

“It is easier said than done,” he continued. “It comes down to people talk a good game, then we say: `OK, the time is here, what do we have?’

They wait a little bit and bend a little bit. Most of us that are doing this don’t believe there will be a spring football league. I believe kids have the right to play football, the right to play soccer or whatever sport it is.”

So club football still has to be considered a long shot.

“Most coaches are for it,” said Frederic. “It all depends on if schools will allow them to use their equipment.

Equipment could be a game breaker for sure.”

“Not being able to play high school sports in a timely matter will have an impact,” he continued.

Public Notices Public Notice INVITATION FOR BID (IFB) #028-20 STUCCO REPAIR & RECOAT PROJECT The Department of Facilities, Fleet, and Emergency Support Services of Douglas County, Colorado, hereinafter referred to as the County, respectfully requests bids from responsible and highly-qualified contractors for the repair and recoat of the entire exterior stucco surfaces at two (2) County building locations. The buildings include the Elections Warehouse at 125 Stephanie Place, Castle Rock and the CSU Extension Office at 410 Fairgrounds Road, Castle Rock.

PLEASE BRING A MASK/FACE (NOSE & MOUTH) COVERING AND A BUSINESS CARD. SIGN-IN SHEETS WILL NOT BE PASSED AROUND, CARDS WILL BE DROPPED INTO AN ENVELOPE. ON THURSDAY, AUGUST 27, 2020 @ 10:00 A.M., THERE WILL BE A MANDATORY SITE VISIT RELATED TO THIS PROJECT. THE MANDATORY SITE VISIT WILL ALLOW ALL POTENTIAL BIDDERS THE OPPORTUNITY TO VIEW THE WORK SITE LOCATIONS AND DISCUSS THE PROJECT DETAILS. THE MANDATORY SITE VISIT WILL BEGIN JUST OUTSIDE THE FRONT DOORS OF THE MAIN ENTRANCE OF THE ELECTIONS WAREHOUSE, 125 STEPHANIE PLACE, CASTLE ROCK, COLORADO 80109. ONLY THOSE PROSPECTIVE BIDDERS ATTENDING THE MANDATORY SITE VISIT WILL BE ALLOWED TO SUBMIT A BID ON THIS PROJECT.

The IFB documents may be reviewed and/or printed from the Rocky Mountain E-Purchasing System website at www.rockymountainbidsystem.com. IFB documents are not available for purchase from Douglas County Government and can only be accessed from the above-mentioned website.

While the IFB documents are available electronically, Douglas County cannot accept electronic bid responses.

Three (3) copies of your bid response shall be submitted in a sealed envelope plainly marked “IFB No. 028-20, Stucco Repair & Recoat Project” and mailed or hand-carried to the address shown below prior to the due date and time. Electronic and/or faxed bid responses will not be accepted.

Bids will be received until 11:00am, on Thursday, September 10, 2020 by the Douglas County Finance Department, Purchasing Division, 100 Third Street, Suite 130, Castle Rock, Colorado 80104.

Bids will not be considered which are received after the time stated, and any bids so received will be returned unopened.

Douglas County Government reserves the right to reject any and all bids, to waive formalities, informalities, or irregularities contained in a said bid and furthermore, to award a contract for items herein, either in whole or in part, if it is deemed to be in the best interest of the County to do so.

Additionally, we reserve the right to negotiate optional items/services with the successful bidder.

Animal adoptions brighten life during pandemic More time at home means more time to welcome furry family members

The novel coronavirus has meant a lot more time at home for many people, which has some perks — including an increase in pet adoptions.

“Since we knew we’d be home all summer, and since we limit how much going out and about we do now, we thought it was a good time to get a puppy,” said Jennie Shipman of Littleton. She and her family adopted a 9-week-old collie puppy named Lucky to keep themselves busy during a long summer at home.

“Having Lucky here brings a lot of joy to our home,” Shipman said. “He is a great reason to put our electronics away and devote our time to doing things with him.Our kids are surprised by how much energy he has, and everything he has to learn.”

For shelters like Littleton’s Humane Society of The South Platte Valley, the pandemic means heightened cleaning measures and a limit on volunteers, but they stand ready to facilitate adoptions — now by appointment.

“In Colorado in general, there are lots of humans looking to adopt their new friends” said Kelsey Kennelly, the center’s outreach director. “It’s a good place to be for homeless animals.”

She believes the increased time at home has led to more adoptions.

COURTESY PHOTO “For people who are at home more than they would normally be, one of the most obvious benefits is being able to help the animal get situated in its first few nights, weeks and months in a new environment,” Kennelly said. “By being physically there with

the animal as they adjust, adopters are able to monitor the animal’s behavior more closely and ensure they are on the path to success.”

Local testing sites Some of Colorado’s dozens of local testing sites did not list a recommendation for a doctor’s note for testing in May. Coloradans should contact the state public-health department or the sites themselves for questions about insurance and other requirements they may have for getting tested.

After months of limits on who has priority for testing, the state announced in May that test capacity had grown to include members of the general public with symptoms. Asymptomatic Coloradans could also be tested at some locations, according to testing sites’ information at the time.
