The Pine Curve property in Parker is in the beginning stages of being sold to a developer, but it may not be until winter until the fate of the land is decided.

The citizens committee to preserve development on the property turned out in droves for the Aug. 5 town council meeting, when the group was informed it has about two more months to gather signatures of town voters. The committee’s goal is to gather enough signatures to put a question on the ballot asking residents if the property should be rezoned as open space. If about 6,000 valid signatures are collected, it will go to a special election in December or January.

Meanwhile, a “win-win” negotiation may be on the table between the committee and the Downtown Business Alliance, which invited the group to discuss their differences and commonalities.

In addition, the council is considering a proposal to cap general public comment time at council meetings.

Teen police academy draws young cadets Parker department holds first academy designed for youths

he Parker Police Department held its first civic academy for teenagers July 22-25 in hopes of giving young people a better understanding of how law enforcement works. The youths, from ages 13 to 19, were given a one-week crash course on police investigation methods, tactics, tools, equipment and special skills.

Some of the attendees were cops in the making, like Jonathon Rodriguez Thomas, 14, of Legend High School.

Others were just interested in law enforcement in general.

“It was more than what we usually see,” Thomas said. “We usually see patrol cars — maybe a few extra if there’s something going on — but it’s nice to know there’s more than meets the eye.”

The kids shot tasers, solved a mock investigation, learned some hand-tohand combat techniques and what to look for at a crime scene and met law enforcement officials from the K-9 unit, SWAT team and mounted patrol.

“The youth in Parker are super educated. They know what’s going on in

the world. They know what’s going on in the country. They read the articles.

They understand the issues,” Cmdr.

Chris Peters said. “It’s important for us to make that connection and what we thought is — we’re not the inventors of a teen academy — but we have this thing that is super successful in Parker, which is the adult citizen academy, so let’s do one that works for teens.”

The Parker Civic Academy is an 11week program for adults that teaches the basics of town government, from public works to parks and rec and everything in between. The youth academy set out to shape a more positive image of Parker police officers, who pride themselves on community engagement.

“We’ve been trying for the last two years to find a way to better connect, communicate and tear down the distance between law enforcement and youth,” Peters said. “We can’t just have a connection with one group of people (adults) in the community.

Yeah, that’s the group that pays the biggest taxes and does the voting, but we also serve a large amount of youth.”

Peters said the goal is to open a line of communication between youths and the department.

The first year of the Parker Teen Police Academy was a rough experiment, Peters said, and in the coming

years, as more feedback is available, the academy will change to better fit the needs of kids. Bringing interactive educational opportunities was one area, Hans said, that the department hoped to improve on for next year.

Morgan Preston, 17, of Legend High School, said that after the youth academy she is excited to work toward becoming a member of a SWAT team.

To her, law enforcement is a form of serving the greater community, which is why it is her dream to become a police officer. And, she said, now that she and so many others got a sneak peek of the department, it will allow them to spread a message about the police that contrasts much of what she sees on the news.

“I think news definitely lights a very bad image of the police,” Preston said.

“At school I think it will be really good because I can take this experience and tell them ‘This is what they do… they want to make everything safer for you.’”

Classes to begin at ACC’s Sturm campus on Aug. 19 Grand opening celebration Aug. 16 features interactive tour, chance to meet faculty STAFF REPORT

A grand opening celebration of the Arapahoe Community College Sturm Collaboration Campus at Castle Rock will feature an interactive tour of the new facility and a chance to meet with faculty, staff and education/industry partners.

The Friday, Aug. 16 event is open to the public, and parking and shuttle service will be available at Castle Rock Adventist Hospital. The event runs from 2-6 p.m., and a ribbon cutting ceremony begins at 2:30 p.m.

The Sturm Collaboration Campus is a joint venture among ACC, the town of Castle Rock, the Castle Rock Economic Development Council, Colorado State University and the Douglas County School District. The campus will bring together education, business and the community to create a resource for delivering seamless education and workforce training to Castle Rock and greater Douglas County.

“This collaborative partnership between higher education, local busi-

nesses and our school district — all on one campus — is a tremendous benefit to our students,” Douglas County School District Superintendent Thomas Tucker said in a news release.

“Our hope is to prepare students for tomorrow’s jobs by equipping them with the skills needed to compete in the real world through both career and vocational training. School districts cannot do it alone — we need a strong community partnership where everyone is involved in educating our students who are truly tomorrow’s leaders.”

In March 2019, ACC received a gift of up to $10 million from the Sturm Family Foundation, the largest in the history of the 13-institution Colorado Community College System. With a more than $5 million match opportunity, bringing the full potential of the gift in excess of $15 million, the funding will be used in its entirety for the Sturm Collaboration Campus.

“ACC is very excited to begin serving students, industry and the community through this very unique educational partnership,” Diana Doyle, ACC president, said in the release. “The Sturm Collaboration Campus is a dynamic model for workforce development and progressive educational delivery at all levels.”

Classes at the new 43,000-square-foot facility at 4500 Limelight Ave. will begin Aug. 19. Initial educational offerings will be in the areas of business and entrepreneurship, health care, cybersecurity and secure software, information technology/programming, general education and workforce training.

DCSD students, staff to get more mental health resources School district announces collaboration with Kaiser Permanente Colorado

The Douglas County School District and Kaiser Permanente Colorado are teaming up to provide more mental health resources to students and staff.

Following the May 7 shooting at STEM School Highlands Ranch, DCSD will see mental health trainings and $99,999 in community benefit support from Kaiser Permanente, the state’s largest nonprofit health plan, the district announced in an Aug. 1 news release.

“We are forever grateful for the support and care shown by our partners at Kaiser Permanente following the tragedy in May,” DCSD Superintendent Thomas Tucker said in the release. “Their care and dedication to the health and well-being of our students and staff is truly remarkable.”

DCSD joins five other Colorado school districts that are part of Kaiser Permanente’s Thriving Schools Mental Health cohort. Formed in 2017, the group promotes traumainformed care policies and practices in individual school districts.

Mental health and wellness training will be provided to school staff, administrators and teachers through

Kaiser Permanente’s Resilience in School Environments: Understanding and Practice (RISE UP) program.

The learning session is designed to foster resilience and support staff as they work with traumatized students, the media release says.

“Research shows that adverse childhood experiences impact students’ ability to learn and grow,” DCSD Personalized Learning Officer Nancy Ingalls said in the release.

“Use of trauma-sensitive approaches can provide the support students need to process their trauma and increase their readiness for learning, and can strengthen a culture of resilience in schools.”

As part of an advisory council for Kaiser Permanente Colorado, DCSD staff will help guide the development of a new program for high school students called Ghosted. The interactive play is designed to address mental health issues including anxiety and depression, followed by a suicide prevention workshop.

The new partnership means DCSD staff, teachers and administrators will have access to online mental health resources from Alliance for a Healthier Generation, which include assessment tools and action plans to help launch new mental health initiatives within the district.

“These programs will directly benefit students and staff and we are very glad we have an opportunity to help,” Ron Vance, president of Kaiser Permanente Colorado, said in the news release.

Rocky Vista professor given faculty innovator award STAFF REPORT

A Rocky Vista University professor and chair of the department of primary care was awarded the faculty innovator award.

Joseph Stasio, DO, FACOFP, has been a champion for innovation and excellence in medical education, embracing new teaching models such as physical exam training models and the Harvey Cardiac Sound Trainer, according to a news release.

He has helped to expand and improve upon the standardized patient component in the department of primary care medicine, ensuring that students receive high-impact patient care training early on in their medical education.

Stasio has also collaborated with peers on both the Colorado campus and the southern Utah campus, encouraging each member of the department to be innovative in their

respective roles. This has led to significant changes, including a more robust early clinical experience program, an increased use of technology in didactics, and the integration of a primary care medicine course content with simulation training.

Established in 2017 by Rocky Vista President and CEO Clinton E. Adams, DO, FACHE, the faculty innovator award honors a faculty member for his or her outstanding achievements in academic excellence. Each year, a professor is selected by his or her peers for academic discipline, display of excellence in service and academic scholarship, and exemplification of Rocky Vista’s core values.

Stasio is also the medical director of Rocky Vista’s master of physician assistant studies program. He accepted the faculty innovator award during the Rocky Vista University College of Osteopathic Medicine’s White Coat Ceremony on July 19.

Fair offers ‘awesome’ time

tephanie Smith leaned over a duck pool at the Douglas County Fair & Rodeo on Aug. 2, helping her children, Logan, Patrick and Lillian, play carnival games. Around them were bustling crowds standing in line at the carnival rides, grabbing a turkey leg, watching live music or browsing livestock barns.

“This is our first year living in Castle Rock, so this our first time,” she said of attending the fair. “It’s awesome. We’re having so much fun.”

Across the fairgrounds in the poultry barn were Judy Lowery and Dale Mikelson. The two friends went to high school together at Douglas County High School and had recently reconnected, years after their children had grown and finished their own time in 4-H. “I’ve been here most every year of my life,” said Mikelson, a former fair board member.

Whether people were attending for the first time or closing another year in a long-standing tradition of coming to the fair, the annual event brought the community out for funpacked events. Running from Aug. 1-4, the event boasted a carnival, rodeo events, a concert with country music star Gary Allan and the 60th anniversary of the Douglas County Jr. Livestock Sale.

Carnival rides are always a major attraction.

Developer eyes Pine Curve Town council approved the first reading of a processing and sales agreement for the Pine Curve property downtown at the meeting, which drew a large turnout from the citizens committee that has set out opposing its development.

Many attendees wore blue Tshirts in support of the committee to prevent development on Pine Curve and the strip of land north of PACE (PACE Lot 2). About a dozen people spoke during the general public comment portion of the meeting, speaking in opposition to the agreement.

Town attorney Jim Maloney defined the parameters of the agreement. He explained there will be no closing on the property if it is voted on by the people to be rezoned as open space. The town will continue the public hearing process still, but the sale will not be final unless the initiative ends or fails.

The Pine Curve property is 24 acres of undeveloped land east of Discovery Park, at the Pine Drive and Mainstreet intersection. The listing price was $5 per square foot, or about $5.3 million. The town entered into an agreement with UDC Miller LLC, a real estate investment group that is known for developing retail and mixed use spaces like shopping centers and marketplaces throughout Douglas and Arapahoe counties.

Pine Curve has been at the center of controversy over how it should be, or shouldn’t be, developed for the past decade. The Pine Curve property is part of the town’s My Mainstreet Project, an initiative led by the town’s urban renewal authority, Partnering for Parker’s Progress, and is zoned as Greater Downtown. As part of the My Mainstreet Project, the town surveyed about 1,300 residents about how they feel Pine Curve, along with four other downtown properties, should be developed.

The survey did not include an option to keep any of the properties as open space because for a piece of land to be kept as open space, the property must be zoned accordingly as Parks/Open Space.

The second reading for the processing and sales agreement is set for the Aug. 19 meeting.

Possible public comment change Town council approved on first reading a change to the public comment policy that would cap the general public comment section during council meetings to 30 minutes total. Currently, there is no cap on the comment time. Each speaker is limited to three minutes during their time at the lectern.

This differs from the comment period allotted during public hearings, in which there is no time limit. This would only apply to the public comment section provided prior to the consent agenda and not to the public comment provided for individual items slated for a public hearing.

This format mimics that of other municipalities, like Castle Rock and Denver.

The proposal was met with opposition by some, including Councilmember Cheryl Poage, who said the proposal was an effort to cut off public comment completely.

Members of council disagreed with Poage’s notion and stated this measure was for efficiency and convenience for everybody.

“We’re not denying anybody’s right to speak to that vote,” Councilmember Josh Rivero said. “It is not my desire to limit anybody’s voice ever in this room. It is my desire to get to business that is on the agenda first … We’re just looking to make this convenient for everyone who’s at these hearings.”

Poage has been an unabashed supporter of the open-space cause from the beginning, even going as far as to collect signatures with a blue “Save PACE Parking and Pine Curve” shirt and a town badge in a photo posted on social media last month.

The citizens committee’s message claimed the 180some parking spots north of the PACE Center would be reduced if PACE Lot 2 is sold, which Josh Rivero, town offitown council member cials have said is not true. The loudest voice from this group comes from the people of the Rowley Downs neighborhood, which borders Pine Curve and downtown to the south and east.

Their concern is with traffic, noise and the possibility of undesirable development.

The group recently met with the Downtown Business Alliance to work toward finding a “win-win,” according to Dodd, one of the leaders of the initiative.

“That’s really what should have happened before now,” said committee member Terry Dodd. “I believe (the My Mainstreet Project) failed what the people wanted, what the desires of the people is … (We’ve) engaged five to six times the people My Mainstreet engaged, so when we say the vast majority of people are against development on this property, we’re not guessing or speculating. We’re out there talking to the people.”

Citizens committee eyes goal According to Maloney, the citizens committee to preserve Pine Curve and PACE Lot 2 will have until Oct. 9 to gather roughly 6,000 signatures. Leaders of the committee say they are about three-quarters of the way there. Mike Rouche and Terry Dodd, two of the leaders of the committee, told council that in their experiences, the majority of residents support their cause.

The town, on the other hand, has said the majority of residents want some kind of walkable, mixed-use development on the property, as demonstrated in the My Mainstreet Project survey results that finished earlier this year.

Douglas County, state growth scrutinized State demographer talks trends in Castle Rock presentation

State Demographer Elizabeth Garner stopped by Castle Rock on Aug. 1 to discuss growth trends throughout the state, and in the local area. She also provided information on the upcoming 2020 census. Here’s some takeaways from her presentation.

State population growth slowing Last year, Castle Rock was the 14th fastest-growing community in the country, for communities with a population of 50,000 or larger. The town was growing an average of three families a day, said Town Manager Dave Corliss.

On a state and a national level, Garner said the population growth rate is slowing down, although Colorado is still experiencing growth. Birth rates are declining while death rates are holding steady.

And while Colorado is growing, other states have experienced tre-

mendous growth in population, she said. Last year Colorado’s population increased by nearly 80,000 people. By comparison, Texas grew by 759,000 people last year, Garner said.

“Yet what do we hear in the media all the time,” Garner asked people in the crowd. “‘Unprecedented growth.’”

Where, by location and demographic, is growth happening?

Garner said growth in the state is largely concentrated in certain areas, particularly along the Front Range and along the Interstate 25 corridor.

Douglas County, along with neighboring El Paso and Arapahoe counties, saw some of the largest changes in population between 2010 and 2018.

Meanwhile, counties in each corner of the state saw a decrease in population.

“Douglas County is in the midst of all of this growth,” she said.

Populations are also aging, Garner said. The 74- to 84-year-old age group is the fastest growing in Colorado. She said it is important for communities to monitor changing demographics, as a person’s age often affects their lifestyle, which in turn affects their consumer habits and how much property tax they pay.

The 12th class of medical students to join the Rocky Vista University College of Osteopathic Medicine officially joined the program July 19 during the annual white coat ceremony at the University of Colorado South Denver.

The white coat ceremony is a traditional way to welcome new students to their medical careers. Keynote speaker Bruce Dubin, DO, JD, FCLM, FACOI, emphasized the battle against disease that physicians willingly undertake in service to others, and the legacy that precedes the Class of 2023. of Medicine and Biosciences College of Osteopathic Medicine, and he also served as dean and chief academic officer at Rocky Vista until 2013.

Upon being coated (the act of officially receiving their medical school white coats) by physician faculty members, the students recited the vision statement that they, as a class, had written to express their goals and values for the next four years at Rocky Vista.

In their statement, they pledged to “find strength in the long honing of compassion to act with goodwill; to comfort the distressed and the dying, to be their unwavering capstone.”

The class of 2023 includes 162 students from a variety of backgrounds and locations. The students were selected from an applicant pool of more than 5,100 candidates. The class consists of 49 percent females and 51 percent males and the age range is 21-37 years old. The average MCAT scores among the class was 506 and the average cumulative GPA was 3.63.

Police make arrest in deadly fight in Parker

Parker police have arrested a man in connection with an Aug. 4 fight that left one person dead.

Kyle Alexander Gingles, 23, was arrested and booked on seconddegree murder and assualt charges for allegedly stabbing and killing one man, according to an Aug. 5 news release from the Parker Police Gingles Department. He was being held at the Douglas County jail on more than $100,000 bond.

Ramsey has been a professional football player for two years. He signed a $23.3 million rookie contract.

He is in the third year of the contract, and I guess he thinks $13.7 million simply isn’t enough of a reward for a two-time Pro Bowl cornerback.

The Parker Town Council voted to sell the 23 acres of prime vacant land at the Pine and Mainstreet intersection (“the Pine Curve”) and the grassy open field in front of the PACE Center to developers to bring more people and more cars into downtown. Their bogus online survey didn’t even include open space or parks as a choice — just buildings! We the people paid for this land, so we the people should decide how it’s used. A park where families can stroll, children can play, people can picnic or just enjoy an outdoor nature break would be the crowning touch at the end of Mainstreet.

Our citizens’ group needs your signatures on petitions to put this question on the ballot.

Joy Overbeck Parker Schools are in right direction I am a parent of two high school students in Douglas County. We are very excited to start the new school year.

As we were driving all around Highlands Ranch this summer, it was so nice to see the many signs in front of the schools showing the great changes going on in our school buildings thanks to the passage of the bond/mill levy last November. Thank you to all who voted in favor of 5A/5B! Schools are finally able to address their many building needs. For example, Rock Canyon High is replacing roofing and refreshing aging computers and technology. Rocky Heights Middle School is replacing fire alarm systems and enhancing safety and security systems. Redstone Elementary is replacing its roof and upgrading fire alarms and safety and security systems as well. To add to this, the district has added 80 new counselors to our schools to help address the mental health issues students face today.

Turn high-speed thinking into highly motivated action

here is certainly no shortage of ideas these days. As a matter of fact, we typically come up with more ideas than we really need. And the more ideas we generate, the more excited we get about putting them into practice.

What I am seeing more and more of is some very high-speed thinking.

The problem is that I am also seeing some WINNING low functioning and less motivated doing. WORDS Brainstorming is one of my very favorite exercises to participate in. Sometimes I find myself working through ideas on my own and challenging myself to come up with as many possible new Michael Norton ideas or solutions as possible. However, what I enjoy more is being part of a group and having others share their ideas and what they are thinking. In most cases their contributions and line of thinking was something totally different than my own. And usually much smarter.

The problem is that our thinking never stops, there is always one more idea or new approach we want to think

through. One more shiny object to chase. This in turn creates the bigger problem, the “doing” actually does stop. As I explored this further, I found out some very interesting information.

As much as some people love innovative thinking and creativity, coming up with vision and strategy, they don’t like to do the work that it takes to execute or implement the idea. Unless of course, it was their own idea.

The other thing people shared with me was that in many cases of a team meeting or brainstorming session, the meeting ended with no clearly defined next steps or assigned ownership. They may have had a powerful thought-provoking session, but when it was over, the excitement that was generated in the room evaporated with everyone’s exit. Or it was assumed that someone would simply take ownership.

So how do we turn high speed thinking into highly motivated action? The answer isn’t found in the “Just do it” slogan. The answer is found in just two “doing” words, prioritization and accountability. As much as I enjoy spending time on an airplane filling up a page or two of ideas and strategy,

Update on how school district is using tax revenues

A

new school year is already upon us — bringing the promise of unlimited opportunities and experiences for our students and staff.

It was a little more than a year ago that many of us in the Douglas County School District (DCSD) were connecting with you regarding our fundGUEST ing challenges. We are so thankful to our COLUMN voters for approving a $40 million mill levy override (MLO) and $250 million bond for DCSD this past November. It was the first time since 2006 that our school district received new local dollars and they Anthony Graziano were much needed.

Over the past few months, DCSD has gotten to work putting these dollars to great use. The MLO enabled us to increase compensation for our teachers and staff, add counselors to our schools — including at the elementary school level — increase career and technical education offerings to students, enhance safety and security in our school buildings, and make

I always go back and prioritize everything on the pages. The next step is to put dates, names of team members or people who can help, desired outcomes, and most importantly I write down an immediate next step.

Having a very clearly defined next step forces prioritization and accountability. Too often we look for the endgame or result. We hit the fast-forward button and forget that in order to achieve our desired results, we must first know and take that very first step, that immediate next step.

And yes, having a plan beyond our immediate next step is super important, however, if we are talking about turning ourselves or our teams from high-speed thinkers driven by highly motivated action, we must start with the first action step.

Keep the ideas coming, creativity drives our innovation and growth.

We are an entertainment-driven world. Everyone might be the next reality television star, or the next nobody to be given a new car on “Ellen” for saving a parakeet’s life.

I do not underestimate the value of an ego. Without one, there would be no artists, musicians, actors, or opinion columnists.

But enough about me. Let’s talk

much-needed improvements to our aging school buildings. It has been wonderful to see some of this work taking place over the summer.

We listened when our community said they wanted to know how the MLO and bond dollars are being used. One of the first steps we took after the passage of the MLO and bond was to form a Mill Bond Oversight Ad-Hoc Committee (MBOC) made up of 20 community members from across Douglas County.

This committee monitors the progress of the improvements and programs being implemented via MLO/bond dollars, and ensures the MLO/Bond expenditures are in alignment with the ballot language approved by our voters.

What you may not know, however, is the additional work going on behind the scenes in DCSD to stretch your taxpayer dollars even further.

For example, DCSD has an incredibly high credit rating. In fact, the highest of any school district in Colorado! Our stellar credit rating, combined with the prevailing interest rate environment, enabled DCSD to sell the bonds approved by voters for an additional $40 million — with no additional taxes for our voters.

Impressive, right? Here are some other funding facts that may interest you: turing them in some way. Keep revisiting those ideas from time to time as they may be brilliant, just not timely.

They may become even more brilliant over time and with each new review or brainstorming session. To become a highly motivated person of action means we never allow our flow of new ideas become an excuse for not getting the job done. Accountability means we own it, or someone owns it.

• Just as we all do when buying a car or a home, our school district took advantage of lower interest rates to save taxpayer money. Over the past 10 years, existing bond issuances were refinanced, resulting in a $21.7 million savings to taxpayers.

• When you are in the market for a home improvement project, it is always wise to get more than one bid — and DCSD is no different. Over the last school year, the district saved more than $1.3 million through competitive bidding processes and negotiations.

• Finally, our team has begun actively investing operating cash when it is not needed for payroll and accounts payable, in compliance with state laws and DCSD Board of Education policy.

This resulted in investment earnings more than double from prior years.

Now I want to brag on our graduates a bit — we recently handed out more than 4,700 diplomas in DCSD. Did you know that the Class of 2019 earned

nearly $96 million in scholarships? We all know that every dollar counts — whether it is funding from our recent ballot initiatives, or money for our new graduates as they head into the next chapter of their lives.

I hope this provides you with a better understanding of how seriously we take our role when it comes to taxpayer funds. As a father of a current DCSD student and a recent DCSD graduate, I strongly believe our school district is an investment in our future and I will continue to do my part to ensure our fiscal responsibility remains a priority.

I am proud to serve as your DCSD Board of Education director and am honored to be part of this amazing school district!

ust off an inconspicuous industrial side street, kids as young as 5 and adults as old as 80 don helmets, strap on seatbelts and zip around like something out of a video game.

They’re racing go-karts at K1 Speed in Highlands Ranch, one of a handful of places in the Denver metro area where impassioned drivers, beginners and fun-seeking groups can test their skills on winding tracks.

“Karting is definitely a little different than your regular pool day,” said Nichole Sarno, K1’s assistant manager.

Christian Obrecht, a 47-year-old from Denver, built up a love for karting near Bandimere Speedway, a professional drag-racing track just west of Lakewood. And although Obrecht wasn’t racing full-sized cars, renting karts proved to be a lasting passion for him — eventually, he bought his own wheels.

“I started up just from actually watching a commercial one time, and I was like, ‘Oh, man, I kind of want to get into this,” Obrecht said.

Obrecht now hopes to get his young son into racing, too, which won’t

be difficult with the metro area’s options. Action Karting, an outdoor track at the Bandimere Speedway near Highway C-470, touts itself as kid-friendly and an ideal place for first dates. K1 in Highlands Ranch sees events such as young girls’ birthday celebrations and bachelorette parties, Sarno said.

Male drivers are a bit more common than females at K1, Sarno said, but they’re not far off in numbers.

“Our fastest is a 17-year-old guy; the next fastest is a 13-year-old girl,” said Sarno, referring to K1’s speed records.

Adult karts can reach about 45 mph, and manual — or “shifter” — karts can reach about 55 mph, while junior karts for kids run about 25 to 30 mph, Sarno said. And on tracks that allow personal, non-rental karts, Obrecht’s vehicle can reach about 100 mph.

Despite the high-energy atmosphere of karting, what Obrecht enjoys most is the mental clarity the repetition of the turns can bring.

“It’s all you’re thinking about when you’re doing it,” Obrecht said.

“You’ll have a favorite turn, a notso-favorite turn … My wife makes fun of me because she says, ‘You’re just going in a circle,’ but that alone clears your mind.”

Sarno’s favorite part is “the thrill of it” — as an employee at K1, she often drives the karts — but watching others speed around is satisfying, too.

“The excitement they get from it — a little girl beat her brother, a kid beat his dad,” Sarno said. “Watching people grow and find passion in karting is my favorite thing here.”

‘Being onstage is my passion’ Country music star Gary Allan says he loves to play in Denver area

country music – Merle, Buck, Johnny, Waylon, Willie, etc. We had music playing in the house all the time and also had instruments and amps sitting out in our living room. My dad thought if they were out where we could see them, we would play them.

He was correct and I played every day. When I was a teenager, my dad, brother and I had a band, The Herzbergs, and we played around Southern California. I knew early on that music is what I wanted to do for a living. Being onstage is my passion and I make music so that I can play it live. I can’t imagine not doing that.

Gary Allan was the headlining concert at the Douglas County Fair & Rodeo this year, where he was set to entertain crowds on Aug. 3. Allan has released five No. 1 country music hits, including “Every Storm Runs Out of Rain,” and has sold more than 8 million albums throughout his career since his debut in 1996.

Allan spoke to Colorado Community Media about his show in Castle Rock, his inspiration and what’s to come with his next music launch.

Is this your first time performing in Castle Rock? What are you most looking forward to about performing here?

Colorado is beautiful and I love playing in this area. I don’t think we have played in Castle Rock specifically, but we have played the Denver area several times over the years. We even shot the “Watching Airplanes” video in the Denver area.

What can people expect when seeing you in concert? What is the experience like?

Governor names new Colorado Poet Laureate STAFF REPORT

Colorado’s new poet laureate said he plans to widen poetry’s reach by visiting every corner of the state and connecting with people through poetry.

“I believe that my ability to impact and/or shape culture lives most-authentically in my connection to people through art,” Bobby LeFebre said in a news release. “I am invested in cultural change. Poets are always at the forefront of influencing and changing culture, and before we see large-scale social or political change, it is the heart and soul of issues that change first.”

LeFebre was named by Gov. Jared Polis as the new Colorado poet laureate,

succeeding Joseph Hutchison.

“Bobby LeFebre has an amazing ability to empower and connect communities through the wisdom of his words; that is why we are confident he will make a fantastic Poet Laureate,” Polis said in the news release. “He embodies the spirit of a ‘Colorado for All’ where everyone is included. I know he will be a strong advocate for the arts and art education as a way to bring us together.”

LeFebre is an award-winning writer, performer, and cultural and social worker with “indigenous roots in the San Luis Valley that predate statehood.”

LeFebre serves as a commissioner for the Denver Commission on Cultural Affairs, fellow of the Intercultural

Leadership Institute, and an advisory board member of the Latino Cultural Arts Center and many other cultural organizations, including the Clyfford Still Museum and La Raza.

As a co-founder of Cafe Cultura, he also produces Interfest, an arts and ideas festival “for liberationists to radically engage, boldly express and joyously unify as a community.”

The poet laureate position was created to promote an appreciation of poetry in Colorado and to honor outstanding Colorado poets, the news release said.

The poet laureate serves as an active advocate for poetry, literacy, and literature by participating in readings and other events at schools, libraries, literary

festivals and the state Capitol.

The poet laureate will also provide the governor with an annual account of the impact and success of the Colorado poet laureate program and prepare a poem for the opening of the legislative session upon request.

Colorado Humanities & Center for the Book and Colorado Creative Industries jointly support the honorary position, providing a $2,000 honoraria and up to $2,000 in travel expenses related to public presentations for each of the four years of the term.

The supply drive runs through Aug. 16. The most needed items are No. 2 pencils, disinfecting wipes, notebook paper, highlighters and backpacks.

re you starting to enter the waters of finding a new job? Whether it’s because you are unhappy at your current position, or you realize you’ve grown and are ready to move up – the main thing to keep in mind is your resume needs to be updated.

A fresh resume, or even multiple drafts of a resume are good to have on hand.

Don’t be afraid to dust off the old version. A lot of the basic information still applies. It just needs to be updated to fit today’s job market, and maybe even split into a few versions if you are applying for multiple jobs.

FULL TEXT OF THE RESOLUTION AS FOLLOWS: A RESOLUTION CALLING FOR AN ELECTION FOR THE EXTENSION OF AND PARTIAL REALLOCATION OF FUTURE REVENUES FROM AN EXPIRING PORTION OF THE EXISTING SALES TAX AND USE TAX IMPOSED FOR THE DOUGLAS COUNTY JUSTICE CENTER AND CALLING FOR AN ELECTION ON THE QUESTION OF THE ISSUANCE OF BONDS OR OTHER OBLIGATIONS TO BE SECURED BY SUCH REVENUES IF SUCH EXTENSION AND REALLOCATION IS APPROVED. WHEREAS, Resolution No. R-995-099, referenced in the 1995 Sales and Use Tax Ballot Question, was adopted by the Board of County Commissioners (the “Board”) of the County on September 12, 1995, and was amended by Resolution No. R-003-152 adopted by the Board on November 10, 2003; and WHEREAS, the 1995 Sales and Use Tax Ballot Question and Resolution No. R-995-099, as amended, then provided for the expiration of twenty-three hundredths of one cent per dollar (the “.23% Portion”) of the forty-three hundredths of one cent per dollar Justice Center Sales and Use Tax at 12:00 a.m. on January 1, 2010; and

hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and WHEREAS, on November 6, 2007, the following ballot question was submitted to the electors of the County for approval to extend the .23% Portion as set forth in Resolution No. R007-123 (the “2007 Extension”):

WHEREAS, voters approved this extension on November 6, 2007; and WHEREAS, to respond to increasing demands for growth related capital improvements within the County, the Board now desires to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in this Resolution, and to extend collection of the same through December 31, 2035; and WHEREAS, the Board desires to additionally ask voters whether to authorize the issuance of revenue bonds to be secured by the expiring .13% Portion of the Justice Center Sales and Use Tax if it is extended and reallocated in order to fund such public transportation infrastructure as soon as possible; and WHEREAS, Article X, Section 20 of the Colorado Constitution requires voter approval of the extension of an expiring tax and the creation any multiple-fiscal year direct or indirect debt or other financial obligation; and WHEREAS, the Board desires to present the following ballot questions provided herein to voters on November 5, 2019, which if approved by voters would: (1) allow the .13% Portion to be reallocated and extended from its current expiration date of January 1, 2021 to instead terminate on December 31, 2035; and (2) allow the County to issue revenue bonds to be secured by the .13% Portion in order to fund transportation infrastructure; and WHEREAS, the Board is responsible for certifying such ballot questions to the coordinated election official in the County.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows: A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows: 20(A). The portion of the sales and use taxes collected at the rate of twenty hundredths of one cent per dollar in perpetuity pursuant to this Resolution and the interest income thereon (the “.30% Portion”) shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities; and ii A special fund, to be known as the “Douglas County Justice Center Sales and Use Tax Capital Improvement Fund” (the “J.C. Fund”), shall be created and all of the revenues from the .30% portion shall be deposited therein.

WHEREAS, on November 6, 2007, the following ballot question was submitted to the electors of the County for approval to extend the .23% Portion as set forth in Resolution No. R007-123 (the “2007 Extension”):

(B). An additional portion of the sales and use taxes collected at the rate of thirteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution and the interest income thereon (the .13% Portion) shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the “T.I. Fund”), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County. The T.I. Fund may also be used for the payment of costs of issuance, reserve funds and debt service of revenue bonds, including principal and interest thereon, as authorized by this Resolution, if and when such bonds are approved by a majority of voters.

WHEREAS, on August 28, 2007, the Board further amended Resolution No. R-995-099, by adoption of Resolution No. R-007-123 which sought to ask voters whether to extend the .23% Portion of the Justice Center Sales and Use Tax scheduled to expire at 12:00 a.m. on January 1, 2011 to January 1, 2021, and to thereafter reduce the total Justice Center Sales and Use Tax in perpetuity from forty-three hundredths of one cent per dollar of taxable transactions to thirty hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and

another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County. The T.I. Fund may also be used for the payment of costs of issuance, reserve funds and debt service of revenue bonds, including principal and interest thereon, as authorized by this Resolution, if and when such bonds are approved by a majority of voters.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

(D). Sales and use tax revenue bonds for transportation infrastructure purposes may be issued in the aggregate principal amount of $96 million, the proceeds of which shall be used for the purposes and in accordance with the limitations of this sales tax and use tax proposal, as approved by a majority of the voters voting thereon.

If this amended sales and use tax proposal and the revenue bond proposal are approved by a majority of the voters voting thereon, the Board may issue such revenue bonds in accordance with the provisions of section 29-2-112, C.R.S.

B. Section 25 of Resolution No. 995-099, as amended, is hereby amended to read as follows:

25. Effective Date Applicability. Upon adoption by the electorate at the election on November 5, 2019, the sales tax and use tax as provided and as amended herein shall become effective and in force at 12:00 a.m. on January 1, 2020. The rate of a portion of said sales tax and use tax shall be twenty hundredths of one cent per dollar of taxable transactions (the .30% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be thirteen hundredths of one cent per dollar of taxable transactions through December 31, 2035 (the .13% Portion as set forth in Section 20B).

2. Submission of Election Questions. The Board hereby authorizes the submission of the question of the extension and partial reallocation of the Justice Center Sales and Use Tax and the question of the issuance of revenue bonds in connection therewith to the registered electors of the County, at the coordinated election to be conducted on November 5, 2019, by the Douglas County Clerk and Recorder.

3. Certification of Election Questions. In accordance with Section 1-5-203(3), C.R.S., the Board hereby directs that the following ballot issues be certified herewith to the Douglas County Clerk and Recorder for inclusion in the ballot for said coordinated election:
