Becoming ‘a different kind of place’ Parker business owners adapt to new normal

Teresa Engel opened her dream business in downtown Parker in 2012.

Since then, Engel has turned Vines Wine Bar and Bistro into a staple of Parker’s downtown scene.

Hundreds visited the restaurant daily before the pandemic. The corner of Victorian Drive and East Mainstreet became one of the most popular places in town to gather and drink.

In any other year, Vines’ wraparound outdoor patio would be packed with wine drinkers almost every evening.

But Engel has not slept much the past two months. In order to keep the lights on, Vines began offering different food specials, selling $5 hamburgers and making cocktails to go. Perviously, take-out made up less than 1% of Vines’ bottom line, Engel said. Starting March 17, take-out became 100% of the restaurant’s revenue source. Vines has lost about 75% of its business.

“We had to look at being a different kind of place,” Engel said. “We sold more $5 burgers than we did anything else. We’re not a burger joint. I had to redefine my menu to be more of a

County wants to reopen pools, playgrounds, event centers Commissioners prepare requests for more state variances

On the heels of getting state permission to reopen restaurants, gyms and houses of worship with restrictions, Douglas County commissioners were preparing several new variance requests to submit to state health officials, including requests to reopen playgrounds and pools and hold the Douglas County Fair and livestock auction.

The commissioners agreed on nine new requests, Commissioner Lora Thomas said May 29.

“We know part of the success we’re going to have in getting these to open is convincing the state health department that because our (COVID-19) numbers are so low here, … we can increase our gathering size,” Thomas said.

The current state order limits social gatherings to 10. Thomas noted the Park Meadows mall can fit 175 people safely within its walls under the state’s safety guidelines.

The requests include permission to reopen pools, playgrounds, movie and performance theaters, bowling alleys, social event centers like the Highlands Ranch Mansion and wedding venues, libraries and team sports.

The commissioners and county staff, led by community development director Terrence Quinn, will also submit a request for permission to hold the Douglas County Fair this summer and another one for permission to hold graduation ceremonies at individual schools.

“We want to give our kids back the sense of being kids,” Thomas said.

Thomas added the Douglas County Fair, held in Castle Rock, is important for kids in 4-H who raise livestock specifically for the annual event. The fair has run continuously since 1918.

All variance requests will follow the county’s suppression plan, which provides information on the county’s cases of COVID-19. Thomas said one

person has been hospitalized due to the virus in the seven days ending May 29.

The state approved the Douglas County variance requesting a return to dine-in service at restaurants on May 22, five days before the health department allowed for the same throughout the state.

“Our staff said to us, ‘Commissioners, we have the bandwidth to keep writing these variances. We understand how to do it now. We’ve been successful, so why risk waiting when you could get things open for our citizens?’” Thomas said.

Thomas said commissioners’ top priorities were to get pools and playgrounds open again. The requests must convince the Colorado Department of Public Health and Environment that the county is capable of reopening certain facilities while managing social distancing guidelines and monitoring COVID-19 cases in the county.

Gov. Jared Polis on June 1 issued draft policies on reopening outdoor swimming pools that would limit them to half of their rated capacity up to a maximum of 50 people. The state was expected to issue final rules June 4.

Large salons — ones with individual rooms for massages or facials, for example — are not in the commissioner’s stack of new variance requests.

Thomas said the county will wait on word from the state June 1 regarding large salons.

How soon the requests would be approved or denied is a mystery. The Park Meadows request to reopen its interior corridors took 10 days to approve, whereas the request to reopen restaurants, gyms and churches took four days.

The county is working closely with the Tri-County Health Department, Thomas said, to ensure proper safety guidelines are noted in each request.

Officials are working with business leaders and experts in various fields to establish guidelines for what is needed at a given facility.

“Our citizens are healthy and they take care of themselves,” Thomas said. “We started off in a better place than some counties because we’ve proven we’re ready, looking at our numbers.”

How tragedy changed Douglas County school policing More SROs, new unit, detectives now serve county youths

Douglas County Sheriff Tony Spurlock was in the area of STEM School Highlands Ranch on May 7, 2019, when a harrowing call rang out from dispatch. A shooting was underway inside the K-12 school, with 1,800 students enrolled. Spurlock raced to the scene.

There, he watched his deputies descend on the building. He said he saw “the worry and the terror” in faces of parents who came searching for their children. The sight of injured students being carried from the school sticks with him.

Roughly one year later, Spurlock leans on the memory of his deputies delicately balancing the rescue of STEM School victims while preserving a crime scene.

“Those are hard to do together, because your first instinct is, let’s protect everybody,” he said.

Spurlock explained that when the first commander reached the site of the incident, the officer realized a suspect was not only alive but that an injured student, Kendrick Castillo, 18, was lying injured on the ground.

The commander “knew that we had a major crime scene,” the sheriff recalled. Castillo would be the sole fatality in the shooting in which eight students were injured, and is hailed as a hero.

As the first school year after the tragedy wound down, Spurlock spoke with Colorado Community Media about the tragedy’s toll on him personally, and how it impacted the law enforcement agency’s approach to policing youth and schools.

The sheriff ’s office launched a new unit called the JET team — Juvenile Enforcement Team — comprised of school resource officers who handle calls involving youth. The unit works when schools are on break.

The sheriff ’s office is also partnering with the county to run a Youth Community Response Team, which pairs a deputy and a clinician to handle calls involving mental health in children. Douglas County launched the unit in response to the STEM School tragedy.

With new county funding, the Douglas County Sheriff ’s Office’s School Resource Officer program more than doubled its number of SROs this school year. It expanded into middle and elementary schools.

Before the incident at STEM, Spurlock said the SRO program was robust but strained in certain areas — particularly at the largest high schools in Highlands Ranch, where a single SRO was responsible for more than 2,000 students.

“We were constantly playing catchup, making sure that we had appropriate resources there,” he said.

Expanding the program Lt. Lori Bronner has overseen the SRO program in the sheriff ’s office for four years and runs the new JET unit.

The sheriff ’s office has long wanted to get SROs into middle schools, she said, because before this school year, SROs with a middle school near their assigned high school served both buildings.

That could leave one SRO responsible for more than 5,000 students.

ally throws off the dynamics of what a true SRO is,” Bronner said. “They weren’t getting that deep connection of what a true SRO can do.”

During the 2018-19 school year, the sheriff ’s office provided nine SROs to local high schools, plus a corporal and a supervisor. That was the most it could do with the resources it had, Spurlock and Bronner said.

Police departments also provide SROs for schools in their jurisdiction and added SROs following the shooting.

from the sheriff ’s office. The new positions are funded by an annual $3 million that the Douglas County Board of Commissioners offered local schools after the STEM tragedy.

The cost of SROs is split between the school and the sheriff ’s office, and the county’s $3 million had to be matched by the district and charter or private schools that sought it.

The Douglas County School District declined to comment for this story. A spokeswoman said the district is not discussing issues related to STEM while the shooting case remains open.

Spurlock said the JET team, which launched in March during spring break, is critical because the SROs have connections and resources other deputies do not.

As an example, if an underage party needs broken up, Spurlock said they now dispatch the JET team. The unit’s SROs can access school databases, determine which local schools the partiers attend, and often already know the students because they work in schools.

Bronner said evaluating the impact of the bolstered SRO program and the JET unit will be skewed this year because of the COVID-19 pandemic.

She does know their patrol deputies saw a 56% decrease in calls for service involving juveniles when the JET team was in action. That relieves pressure on the patrol, she said.

The sheriff ’s office also added two juvenile detectives and a corporal to its ranks.

The juvenile detectives help SROs investigate threats against a school.

They can look into a student with a pattern of misbehavior and form plans to support the child.

Now when SROs or deputies with the department’s Youth Education and Safety in Schools (YESS) program conduct education in schools, “we are having much more conversations about mental health issues,” Spurlock said.

The sheriff ’s office in May transitioned away from its local Text-A-Tip program, which it began in 2009 before the state launched the Safe2Tell program, because the programs were near identical. Text-A-Tip and Safe2Tell allow students to anonymously submit tips about things like school threats or concerns for a friend’s well-being.

But officers encouraged using the programs when they both operated. Promoting the programs more enabled the sheriff ’s office to intervene in a number of teen suicides, Spurlock said, and led to child abuse investigations.

“That’s the goal,” he said. “To have these other kids say it’s OK to tell an adult, a responsible adult, this is what’s going on in a child’s life.”

The sheriff ’s office provided a breakdown of Text-A-Tips by middle and high schools for the year leading up to the STEM incident and the year after.

Numbers are not an exact total, as one tip could be recorded for multiple schools if it applies to more than one campus, but the sheriff ’s office recorded 798 tips between May 1, 2018 and May 31, 2019. From June 1, 2019 through March 23, 2020, the date Colorado Community Media’s record request was fulfilled, the sheriff ’s office recorded 530 tips.

The state compiles Safe2Tell data in a report for Colorado as a whole and does not release district and schoolspecific data publicly.

Guard’s actions questioned The tragedy also sharpened Spurlock’s views on working with private security companies.

The sheriff ’s office did not have an SRO assigned to STEM at the time of the shooting. Instead a private security guard was on duty.

STEM hired the security company after a dispute arose between it and the sheriff ’s office regarding SRO duties and fees. The two parted ways for the 2018-19 school year.

Arrest affidavits later showed investigators found the private guard mistakenly fired shots at responding officers during the shooting, injuring two students in the process. Spurlock told Colorado Community Media in February, when the younger suspect in the shooting pleaded guilty, that the guard caused avoidable harm.

“The key thing for me was that clearly the security guard was illtrained and ill-prepared, and in my opinion, acted recklessly and dangerously,” Spurlock said.

Although he’s ready for a worstcase scenario, he said, Uribe doesn’t want to perpetuate paranoia.

His job sometimes involves being an informal counselor for children.

Students know he is not an expert, Uribe said, but he has an open-door policy if they need to talk. His time at STEM has been the most rewarding of his career, he said.

“I’ve seen them from the beginning of the school year, very shy, very apprehensive, unsure about what’s going to happen,” he said, “To starting to see them smiling more, less afraid of being in class.”

STEM’s Executive Director Penny Eucker said in a prepared statement that the school community is grateful for Uribe. “Deputy Uribe is a model school resource officer, and he is creating strong and meaningful relationships with our students, staff and families,” she said.

Uribe’s approach to serving as an SRO echoed how Spurlock and Bronner described the spirit of their programs.

“The goal is not to arrest kids. It is to keep them safe and to guide them when they are out and also be there, so they don’t get themselves in trouble,” Spurlock said of the JET team.

For SROs, he said, the goal is to keep students safe and healthy, “not to be the security guy at the front door.” Bronner said the STEM tragedy allowed the community “to realize the importance of SROs and all that they do, more than just being a police officer in the school.”

Rewarding work As STEM’s 2019-20 school year began, the sheriff ’s office sent multiple deputies and supervisors, Bronner included, to the school during pickup and drop-off. Bronner said they handed out junior deputy stickers, focusing extra attention on the younger children, while welcoming students to STEM. “Letting them feel comfortable, that it’s OK to come back to school and that they’re going to be OK,” she said.

Spurlock said that was more for comfort than security. The sheriff ’s office stationed deputies at entrances so they could be visible across the campus.

Slowly, Spurlock said, the sheriff ’s office weaned those deputies off, leaving Uribe to keep watch.

In closing the school year, Uribe said “nothing compares” with getting close to STEM students or changing an “I don’t want to be here” attitude into a smile, and an “OK, I’m going to try.”

The work, he said, is rewarding.

“I want those kids to go back to being kids, to being children. I want them to go back to laugh, to cry, to have fun, to get into trouble, the regular trouble that you get into at that age,” Uribe said. “And I want parents to go back to being parents.”

School district predicts deficit up to $50M Staff members suggest ways to cut budget

Public school districts in Colorado receive funding from numerous sources but mostly the Public School Finance Act, according to the Colorado Department of Education.

The budget stabilization factor is a factor in the school finance formula created by Colorado’s Legislature folllowing the Great Recession, according to the Colorado School Finance Project.

The tool reduces funding for school districts proportionately and reduces state aid, balancing the state budget.

Doan presented three separate models of possible cuts to the district’s per-pupil revenue — 9%, 12% and 15% — and walked directors through a menu of 13 suggested areas they could choose to cut spending.

Doan said cutting per-pupil revenue does not impact the entire general fund, which comprises additional revenue sources. The general fund is roughly 77% per-pupil revenue this year.

“This isn’t a 9%, 12% and 15% cut to the entire budget,” Doan said.

The Douglas County School Board pored over the first draft of a proposed 2020-21 district budget on May 26 during a five-hour special board meeting where budgeting — with a focus on millions in suggested cuts — was the only topic of discussion.

District staffers are projecting a $30 million to $60 million budget deficit for district-run schools and programs spurred by the COVID-19 pandemic.

The draft budget is far from final but offered an early glimpse at what district finances might look like once whittled down in response to pandemic-related revenue losses.

“Although everything is being done not to impact our classrooms, the reality is that there will be an impact to classrooms,” Board President David Ray said. “The significant amounts that we are needing to reduce creates a ripple effect that just makes it inescapable for us to think we can do business like we did a few months ago.”

The wide range in the Douglas County School District’s deficit projection is a reflection of the many unknowns regarding school funding in Colorado, DCSD Budget Director Colleen Doan said.

The state’s Joint Budget Committee recommended slashing the equivalent of $577 million from K-12 school district funding in the upcoming year, Doan said, but how that will translate at the local level depends on what the state education department does with the school finance act.

In the 2018-19 school year, the school finance act provided for more than $7 billion in funding to Colorado school districts, according to the Colorado Department of Education.

State has choice of options The state has several options for enacting the cuts, Doan said, such as repurposing local mill levies or increasing the budget stabilization factor to levels not seen since the Great Recession.

Three-day furlough suggested Staff ’s first suggestion was an allstaff furlough of three days — which would save $6.1 million across all budget cut models.

The district could trim central and districtwide departments by reducing staff or cutting operational, nonsalary budgets, she said. Aside from furloughs, this option proposed the largest cut, ranging from $4.9 milllion to $12.9 million in reductions, depending on the model.

Staff suggested reducing transportation funding for field trips and athletics, possibly requiring schools to charter those services on their own using fees or donations. That would reduce spending between $2.9 million and $4.7 million.

Doan said the district typically holds 1% of its general operating budget as a contingency, in accordance with board policy. Directors could choose to reduce that by a fifth to a quarter, she said.

Pine Curve property taken off market Town reevaluating process for selling 24-acre empty lot STAFF REPORT

The Town of Parker announced June 1 that it has decided to pull the townowned Pine Curve property off the market while it reevaluates the process for selling the 24-acre undeveloped lot at the east end of downtown.

The town said the decision to suspend the lot’s for-sale status was made in consultation with Partnering for Parker’s Progress (P3), the town’s urban renewal authority.

The empty land near the PACE Center has been the subject of much controversy, as a planned sale to a developer fell through last year while some town residents tried unsuccessfully to place a measure on the ballot to rezone the land as open space.

Pine Curve was one of five project sites included in the My Mainstreet outreach, a survey platform that seeks public input on what the town should do with land it owns. At 24 acres, the Pine Curve site offered more development space than the other sites, allowing for several development possibilities.

During the My Mainstreet project, the Parker community shared their input to help determine the kind of development best suited for downtown Parker. This feedback was compiled into the Strategic Framework, a guiding document intended to guide interested developers when creating their plans for each site in downtown Parker.

Since Pine Curve was listed for sale in 2018, developers interested in purchasing the property have struggled to meet the vision that Town Council had for the site. After several inquiries, it was determined that the current development market was not in alignment with the Strategic Framework recommendations.

“Ultimately, Town Council determined that taking Pine Curve off the market was the right decision,” said Weldy Feazell, interim director for P3.

“Our next steps are to reevaluate as an organization and to find the right development partner that will build within the guidelines outlined in the My Mainstreet Strategic Framework document.”

While the development process has paused for Pine Curve, there are still four other sites for sale in downtown, all of which have recently received several new development inquiries.

‘Every day is Memorial Day for me’ Remembering those who gave all for their country

n a mountainside in Afghanistan in 2005, Danny Dietz, graduate of Littleton’s Heritage High School and Navy SEAL, gave his life for his country.

Nearly 15 years later, his father, Danny Dietz Sr., spent Memorial Day in the shade beside his son’s grave at Fort Logan National Cemetery.

Danny Sr. greeted many visitors who thanked him for his family’s sacrifice.

“It’s hard for me to come here and see my boy lying in the ground like that,” Dietz said. “But on days like today, so many people come by and tell me they remember him. It means something. Every day is Memorial Day for me.”

Nearby, the Dauro sisters -- Grace, 5, Caroline, 3, and Vivienne, 1 -- wandered among the headstones, laying rose after rose on grave after grave.

The girls’ dad, Michael, a former Navy SEAL, said he brings them every Memorial Day. “These people shed their blood,” he said.

“I want my girls to know that freedom isn’t guaranteed. It can be taken and lost, and people have paid the ultimate sacrifice to preserve it. It’s worth defending.”

At Littleton’s World War II memorial in Ketring Park, Jan Merchant watched as the band of brothers from Veterans of Foreign Post No. 4666 honored the fallen.

For the first time, she was there without her father, Earle Reed, who served in the Army in World War II and died last year at age 103.

Reed only moved to Colorado at age 96, Merchant said, but made fast friends with the fellow veterans at the VFW. Stan McClure, who served with the Army in a remote jungle base in Vietnam, choked up as he remembered going to Rockies games with Reed.

At the lectern, retired Marine Col. Richard Swedberg called for a blessing.

“We remember those that served alongside these great warriors,” Swedberg said.

“Those who are missing friends. Those that wonder why great men and women died and they are alive with only their memories.

Bless them and bless their service.”

$3M in Douglas County flood projects announced Much of the funding will go to stream restoration

$3.09 million is being funneled into Douglas County drainage and flood mitigation projects after the Mile High Flood District announced its 2020 budget priorities list. $1.4 million of the funding will go toward capital improvement projects such as stream restorations and street improvements, said Laura Kroeger, MHFD’s engineering services manager.

“We’re trying to reduce flood risks in Douglas County,” Kroeger said.

Streams, which aid in flood management, are sometimes degraded due to urbanization. “So we’re try-

ing to bring back the natural and beneficial functions of the stream,” she said.

Streams can help absorb storm flows, regenerate ground water and increase vegetation diversity in the surrounding community, she said.

Two of these projects will be in Parker, one in Highlands Ranch and the remaining three will be in unincorporated Douglas County.

Affected streams include Cherry Creek, Lemon Gulch, Timbers Creek, Happy Canyon Creek, Willow Creek and Marcy Gulch.

Some of the projects are in progress now and some still need to begin with most usually taking about three to five years to complete.

The remaining funds will go toward stream maintenance projects, including $40,000 for annual vegetation management and debris removal, more than $222,000 for sediment removal and $905,000 on additional restoration projects.

Nine Douglas County School District teachers are recipients of the Boettcher Foundation’s Teacher Recognition Award.

According to a news release, the annual award honors educators for their exemplary influence in educating some of the state’s top students. Each teacher was nominated by a student, who is a finalist for the Boettcher Scholarship.

The recipients of the Boettcher Teacher Recognition Award receive a plaque, a personalized tribute from the student who selected him or her, and a $500 grant to be used for a project or activity to benefit students.

Fire restrictions for unincorporated county Open fires, open burning, use of fireworks banned STAFF REPORT

Stage 1 fire restrictions are now in place in the unincorporated areas of Douglas County by order of Sheriff Tony Spurlock, according to a news release. The ordinance restricts open fires, open burning and the use of fireworks.

Still allowed under the ban are fires in liquid-fueled or gas-fueled stoves, fireplaces in buildings, charcoal grill fires in developed residential or commercial areas, and fires in wood burning stoves in buildings only, the release said.

Also still allowed are professional

fireworks displays and fire suppression or fire department training fires, the release said.

Small recreational fires at developed picnic or campground sites contained in fixed permanent metal/steel fire pits (rock fire rings are considered temporary and not permanent) with flame lengths not in excess of four feet, or the residential use of charcoal grills, tiki torches, fires in chimineas or other portable fireplaces or patio fire pits, so long as said fires are supervised by a responsible person at least 18 years of age, are also OK, the release said.

Violation of these fire restrictions is punishable by up to a $1000 fine and a $10 surcharge.

both overtime and additional pay, which Doan described as compensation for when employees go above and beyond duties. On the low end that could cut spending by $800,000 or on the high end, $3.7 million.

Some schools, although not all, have seen a reduction in enrollment but have not reduced staff accordingly, Doan said. Requiring them now to cut staffing to match lower enrollment could cut spending up to $2.9 million, according to the presentation.

The remainder of the 13 proposed cuts, such as eliminating mileage reimbursement or district-provided cell phones, would cut spending in the hundreds of thousands each.

Online petition aim at proposed cut Staff ’s suggestion to cut special program spending anywhere between $400,000 and $700,000, which includes International Baccalaureate programming, sparked ire with some community members. Kyle Lewis, a 2020 graduating senior from Douglas County High School, started a Change.org petition urging the district to preserve funding for IB programs. The petition garnered roughly 1,900 signatures as of noon on May 29.

“Not only would this deprive future students of IB’s incredible opportunities, but it would end the program prematurely for the students already participating,” Lewis’ petition reads.

The district is also faced with $7.9 million in mandatory expense increases, Doan said, or costs it will face regardless of available revenues.

More than half, or $4.3 million, is a loss of projected neighborhood perpupil count funding.

That means the pupil count for neighborhood schools is lower than the previous year and more funding is passing through the district to charter schools, as charters become a larger share of the district’s enrollment, she said.

Similarly, charter schools receive more of the district’s mill levy override dollars as they grow in enroll-

ment. That will result in a $500,000 decrease to the district’s MLO share.

The district also expects a $1.5 million increase in special education school-based staffing and a $1.6 million increase to its employer-share of PERA rate costs.

Revenue ideas offered To increase revenue, Doan presented suggestions ranging from increasing instructional fees, corporate sponsorships fees at athletic stadiums or facility rental fees. Increasing transportation fees, the daily fee for each ride, could raise the current cost of 50 cents to $1 or $1.50 a ride.

The school district does expect to receive federal relief dollars or already has from some programs, Doan said.

From the CARES Act, the Douglas County School District will receive $1.3 million that can only be used for

COVID-19 response, and not to offset revenue shortfalls. The district has not received these funds yet.

DCSD has received $27 million from the Coronavirus Relief Fund, Doan said, but will not spend that money until guidelines for how it can be used are released.

The district also expects aid from the Governor’s Emergency Education Relief Fund, part of the CARES Act, but does not know how much.

Tracie Rainey, executive director of the Colorado School Finance Project, cautioned directors to budget conservatively this year and warned the worst impacts from COVID-19 may not come immediately.

“The out years when we had the Great Recession and the impact on K-12 came in years two and three,” Rainey said. “As anticipated by the governor’s office and by Legislative Council, they are anticipating the out years two and three to be harder than the current one.”

The budget will almost certainly need to be amended throughout the year, she said.

President Ray said the task is tall when schools were already underfunded before the pandemic.

“The reality is that even before this economic crisis, we live in a state where voters approve laws for a highly constricted government that is unable to effectively fund essential services and cannot save for a rainy day,” Ray said. “This has resulted in the Douglas County School District being underfunded by nearly $600 million in just the last few years.”

Police and black folks — the swagger and disrespect must end

I

’m a 65-year-old black man, and I have literally spent most of my life doing everything possible to avoid encounters with police.

My mother warned me when I was about 12 to beware of the police because even though I was a good boy, I could be killed with impunity. I’d GUEST be just another dead black boy supposedly COLUMN mixed up in guns, drugs or gangs.

I wish I wasn’t afraid of the police. I have never had a cop live on my street. I’ve known only two law enforcement officers socially; one is a former FBI agent who I Gregory L. Moore met a decade ago and is a great guy, and the other is a black cop who I played street basketball with in the 1980s.

The vast majority of police never fire a weapon, but the bad deeds rightly get more attention because of the suffering.

As a journalist I did some of those stories. I wrote about suburban police officers using sap gloves to beat suspects. I wrote about a white cop who shot and killed an unarmed black man, who was on his way home from a party. The police officer had

moments.

Returning from a concert with four black male college classmates in the 1970s, we were pulled over and ordered out of our car in the snow, some of us without our shoes or coats on, because we allegedly “fit the description” of robbery suspects. After standing in the cold for a half hour, we were let go after we checked out with no warrants.

Then, there was the time in the early 1990s when I was traveling with my family from Boston to Vermont to start vacation. We were driving along a deserted New Hampshire road around midnight when we passed a cop sitting at a closed gas station.

My wife and son were slumped down in the car asleep, but I immediately knew it was trouble when the cop car slowly rolled out behind me. After following me for a mile or so, the blue lights and siren came on. My wife jumped up in her seat and asked what was going on. I told her I didn’t know.

I was driving the speed limit, so that couldn’t be it. The officer tapped on the window and brusquely asked for my license and registration. I calmly asked him what was the problem, but he silently stalked off as my 8-year-old son came to life in the backseat.

As my blood began to boil, my wife and kid pleaded with me to stay calm.

No other cars were on the road. After

numerous complaints against him and was known in the department as the “Orkin Man,” after a commercial for a pest-control company.

I’ve made it this far by being extremely careful. I’ve never hung out in bars, don’t lose my temper with authority figures, and haven’t had a fight since high school, all in an effort to avoid any dealings with the police.

Yet, I know the fear. I have been stopped at least 20 times by the police, fortunately without escalation.

Once I was stopped on an early Sunday morning as my family hurried to church. I was admittedly speeding.

But you could feel the air being sucked in by my family as I pulled over and waited for the officer to approach.

I rolled down the window, careful to put both hands in plain view on the steering wheel. The officer asked me if I knew why he stopped me. I quickly offered that I was late for church and was probably over the speed limit.

He said yes sir, that was correct, took my license and registration and walked to his cruiser. When he came back, he said he was giving me a warning. Shocked, I said thank you.

He leaned into my car and replied: “Despite what you think, my job is not to make your day worse.”

There have been other encounters like that. But there have been dark

First I suspected a mere misinterpretation, but upon checking the referenced study found the letter to be not just a mere misinterpretation, but completely mistaken about the claim that when wearing masks “cases of COVID drop 80%.”

Instead the study was based on models regarding when “at least 80% of a population is wearing masks.” A total misrepresentation!

It doesn’t bring me any pleasure in making this correction, but I would like to appeal to a higher standard of common sense. There should be no tolerance for the

government — local, state or federal — to mandate face masks.

I personally don’t have a problem with people who do when it’s their choice. The letter makes two additional false statements: the backlash to wearing masks is a “sign they want economic restrictions ended” (my backlash is based on obstructing choice) and that it’s “the safest, simplest, and cheapest option we have” (when the CDC initially recommend against it).

The above false information may make sense to the uninformed, but I disagree when I see local laws that require it and people wearing masks only because it is required.

This widespread wearing of face masks provides an understanding of German Nazi behavior when a complete population simply accepted what they wanted to believe.

about 10 minutes, the officer came back and handed me my documents.

My hands in plain view, I asked why he had stopped me. “You were driving too close to my vehicle,” he snapped.

I sat there for a moment fuming, letting him take off before me. I told my wife that he stopped me simply because he saw a black man and suspected I was a criminal only to be surprised to find a family.

Then, there was the time the cops showed up at my house in Golden.

My wife was in the car with our two daughters, and when she buzzed herself into our gated street she noticed a police car pull in behind her.

She assumed they were heading to a neighbor’s house, but they pulled into our driveway and asked for her brother, who was living with us at the time. He is the nicest guy and has never been in trouble.

But apparently he had gotten into a verbal altercation with a white guy after he rolled through a roundabout and cut him off as they both turned into a gas station. The enraged white guy berated him, and my brother-in-law gave it back to him.

I guess they’re kind of busy. At least that’s what I was told over and over and over. It was mind-numbing.

I thought it might be a tactic. One of many.

Eventually, I spoke with a customer service representative. She asked me everything except my birth weight.

Then came a series of questions. She wanted to know what state someone I have never heard of lived in.

And who “Micah” was.

his car and headed home.

It’s mind boggling that two cops showed up at our house simply based on the word of a white guy over a minor traffic dispute. No witnesses, no physical altercation, no evidence of a crime.

After my wife in a tense exchange demanded the officers get off of our property as she held her brother in the garage, they finally left. Incredibly, he was issued a court summons, which was withdrawn after I called the police chief to object. It is the only time I have ever mentioned my position as editor during a personal complaint.

We were outraged and have no doubt that my brother-in-law would have been face down in our driveway or

worse had he stepped outside of that garage. And for what?

Watching the life ebb from George Floyd on TV brought these memories flooding back. I literally said that could have been me under that officer’s knee.

And very few of my white friends can honestly say they had that feeling.

That speaks volumes. Over the years, I have had many discussions with white colleagues and friends about the police, and it’s clear that we live in different worlds.

They have run from police, driven off from traffic stops, and flung clipboards handed to them across highways without any repercussions.

I can’t imagine a black person getting away with that.

Maybe that’s because for many whites they know cops as fathers, brothers, cousins, friends and neighbors.

We, however, know them as a swag-

gering, disrespectful, and threatening presence.

The history of the police and black people dates back to the slave catchers and overseers. A lot of police officers in our country come to the job generationally with stereotypes and disdain toward black people that has been handed down from the old days.

Whether they want to admit it or not, it is part of the DNA of the profession, and it really doesn’t matter what color the person is who wears the uniform. Those attitudes are ingrained in the culture.

So to fix the problem the culture has to be changed, which is no easy feat.

We have had black police chiefs, and that has not made much of a difference. To change the culture you have to send police officers who murder innocent civilians to prison, plain and simple.

Police officers who abuse their power have to be held accountable, just like in any other profession. A clerk miscounts the money, they get fired.

A journalist makes big mistakes, they get dismissed. You’re sitting in the car

when a companion robs a store, you go down, too.

The argument that we ask police to risk their lives and make split decisions is no excuse for them being wrong when making life-and-death decisions. They should have a higher standard to be right when using lethal force, not a lower one.

Reforming policing in America will require changing their culture, reinventing their training and unerring accountability.

I’m exhausted watching black men die at the hands of police. I hate seeing the fear in my daughters’ eyes from knowing I could die, begging for air, under the knee of a police officer.

I don’t hate cops. I fear them. But I’m about to turn 66 years old, and I’d like to exhale for a change.

Patrick Boland perseveres, helps others despite ‘suicide disease’

or eight years, Patrick Boland, 16, has lived with a pain throughout his body that is so excruciating, it can feel as if he’s wrapped in barbed wire, doused in gasoline and set on fire.

He has had a headache for the past five years: It’s in his eyes, in his gums, everywhere.

He stopped attending school in person in the eighth grade and has had to relearn to walk four times when the constant, unimaginable pain — caused by a rare neurological condition — became too much.

But the Highlands Ranch teen never stays down for too long.

His passion for baseball gets him out of bed each morning. His treatment regimen propels him through each day. His mom, younger sister and several friends who understand his reality bolster his spirits.

And fierce independence and unwavering self-discipline form a bedrock of inner strength and have led him to want to create a community for others in his shoes.

Six years ago, Patrick, with his mother’s help, started the nonprofit Ferocious Fighters to connect those dealing with Complex Regional Pain Syndrome or CRPS. “CRPS is known as the suicide disease,” his mother Meg Boland said.

“Patrick was really in a bad place and didn’t want other people to feel as alone as he did.”

It has taken years of doctors’ appointments, experimental treatments and grit, but today, Patrick stands strong despite his physical suffering.

“I think I handle the pain really well at this point. But it took a really long time,” he said. “The pain doesn’t affect any functionality anymore — even if it’s as high as it can possibly be.”

The diagnosis Patrick was 8 when he jumped from a step in his front yard and twisted his left ankle. Four months later, he was still in excruciating pain. His ankle was cold to the touch. It turned purple.

“The doctors did an MRI and called me and said, ‘Everything is normal,’” Meg said. “And I said ‘Well, he hasn’t walked in four months.’ ...We went to the first physical therapy visit and within five minutes of being with Patrick, they said ‘This is CRPS.’” CRPS is a neurological condition that causes patients to experience constant nerve pain even after an injury has healed.

The illness is shrouded in mystery with very little known about its cause or how to treat it effectively, said Dr. Jeffery Kesten, one of Patrick’s physi-

tion to the disease, but there is virtually always an inciting event, such as

a minor injury or surgery.

Sometimes, patients will experience swelling, color or temperature changes and nail or hair growth changes.

“He used to describe it as being wrapped in barbed wire, doused in gasoline and set on fire,” said Meg. One pain scale, called the McGill Pain Index, ranks CRPS higher than amputation of a finger without anesthesia and unprepared childbirth.

After his initial diagnosis in 2012, Patrick continued to receive more and more diagnoses for other conditions sometimes related to CRPS, including a lacking immune system, weakened cartilage and ligaments, frequent muscle cramps and other issues.

He has been in and out of a wheelchair as the nerve pain and other symptoms spread to the rest of his body, as it often does for CRPS patients.

About 200,000 people in the U.S. experience the condition every year, according to the National Organization for Rare Disorders.

While specialists can offer a variety of treatments, there is no cure.

The best CRPS patients can hope for is finding subtle relief, functioning through the pain or, if they’re one of the lucky ones, remission. Patrick has never entered remission, he said.

People with a CRPS diagnosis also commonly experience suicidal ideations, Kesten said. That’s why the illness has been dubbed “the suicide disease,” according to the Reflex Sympathetic Dystrophy Sydrome Association, a nonprofit supporting people with CRPS, sometimes known as RSDS. “It must be a horrible place to be,” Kesten said. “I would be concerned if a patient did not have mental health support in a true chronic pain condition because I don’t have a clue how it would not get to you and those around you.”

But Meg explained that as a teacher at a Douglas County charter school, she couldn’t afford to send every kid with the disease a package.

“He said, ‘Well, how does Make-AWish do it?’ And I said well, they’re a nonprofit. He said ‘Well, let’s do that,” she remembers.

In 2014, Patrick registered Ferocious Fighters as a 501(c)(3) nonprofit.

Six years later, 1,253 kids in 19 countries are linked together through the organization. They range in age from newborns to 21-year-olds and live all over the world. Thirty kids are from Colorado, nearly all living along the Front Range. There are six in Douglas County.

That first year, the organization sent 70 care packages. In 2019, the number jumped to 350. So far, the organization has sent more than 1,000 packages total.

The packages include a blanket, a Ferocious Fighters T-shirt, a keychain, a hand-crocheted hat, a bumper sticker, a journal and rice hand warmers. All have flames on them to symbolize the burning pain that the kids experience.

They also include a hand-written, personalized letter from Patrick.

“I’m so sorry that you’re having such a great amount of sensitivity on your left leg,” he wrote in one letter.

“I know how hard that can be to deal with.”

Each letter ends with his sign-off: “Gentle Hugs, Patrick.”

There also are the quarterly encouragement letters and birthday cards. And every November, Ferocious Fighters organizes a virtual walk to encourage the kids to get moving, an important treatment for their disease.

The group also organizes dozens of support groups for kids and parents throughout the world.

In a note to Meg and Patrick, one mother expressed how much the package meant to her daughter.

“She will not be dancing at the dance or marching with the bands, she cannot keep up with friends and has missed out on several school trips and clubs,” read a note from Nina Nation, the mother of a 13-year-old in Nevada.

“But tonight, she got a package with her name on it, for her. She smiled. ... She opened the box and cherished everything inside piece by piece.”

Patrick has tried dozens of treatments throughout the years, including a host of prescription medications and experimental treatments. He’s been in a hyperbaric oxygen chamber; tried medical marijuana; taken ketamine pills; attempted painful “exposure therapy” sessions, which try to desensitize the patients’ nerves by vigorously rubbing them with a coarse blanket; seen chiropractors and massage therapists and more.

After eight years, Patrick has found a cocktail of supplements, medications and treatments that work for him. On top of his daily pills, he receives weekly immune boosters through an IV and, every three months, he undergoes an intense ketamine infusion used to treat chronic

One morning in February, Patrick entered Kesten’s infusion clinic wearing a Mac Miller T-shirt, a beanie and sweatpants. At 6 feet 3 inches, he towered over his mother and the infusion director who is administering his treatment. As she prepared the medication, the infusion director asked what pain he was feeling on a scale from one to 10.

“It’s at an eight, but that’s only in my back and the rest of the body is a five,” Patrick said. “So really, really good.”

His baseline of pain on a daily basis is about a seven out of 10, he said.

It’s Patrick’s second day of the infusion therapy and, already, he’s reporting improved comfort. The treatment isn’t without side effects, however. He

vomited the night before and on the way into the clinic. In the past, he’s experienced hallucinations, inability to eat, anxiety and memory loss from the treatment.

Every baseball day is a good day When asked about what parts of his day-to-day life bring him comfort and joy, Patrick has two answers: medication and baseball.

Patrick, who plays a variety of positions including first base and pitcher, wants to play in college with the longterm goal of being on a professional team.

Even though his education is online through Colorado Connections Academy, Patrick plays baseball for Mountain Vista High School in Highlands Ranch.

“Baseball keeps him alive,” his mom said. “This is his passion, this is what makes him want to get up in the morning.

To his coaches, Patrick is just another athlete, said Ron Quintana, Mountain Vista’s head coach. What makes him stand out isn’t his constant battle with his health, but his deep discipline and fervent work ethic, he said.

“The other day we were working out and he didn’t have a ride to practice, ... so he ran from home,” Quintana said.

“When I ask him to do something, he will sprint to it.”

It may not look like it, but as Patrick trots around the baseball field during practice, helping wherever he can, he’s still in pain.

In February, before his most recent ketamine session, Patrick was experiencing the most intense pain he’s ever endured, he said.

But, he said, there’s a bright side.

“I’m at my worst right now. And I’m so happy to say that,” Patrick said before the treatment. “I’m still playing

baseball, I’m being a normal teenager, I’m still hanging out with friends, suffering through school work, everything.”

Starting May 23, Douglas County bars, cafes and restaurants could allow dine-in service at limited capacity for the first time since mid-March.

The state allowed in-restaurant service May 27 under similar restrictions. The milestone was cause for celebration for owners like Engel, who said Vines had its biggest Saturday and Sunday since February.

Under the new rules, dine-in customers must be spaced 6 feet apart.

Managers must limit customer capacity to 50% of the restaurant’s normal capacity. And all staff must wear face coverings.

Engel said though she believes some measures may be unnecessary, she will encourage customers to wear masks when not eating and is grateful to be able to open her doors again.

“People really do have each other’s backs,” Engel said. “Other business owners are willing to help, and that makes a big difference.”

‘It’s not horrible’ Party America franchisee Cindy Kavanaugh brought employees back to her physical location, at 11177 Dransfeldt Road, on May 1 and was surprised with the foot traffic on Day One. “Everyone’s learned,” Kavanaugh said. “Everyone’s got a mask, even if it’s in their purse or pocket. We’re all being smart about when to put it on.”

Kavanaugh said she will take extra precautions if she knows an elderly person or someone who is immunocompromised is in the store.

“It’s not like usual, but it’s not horrible either,” Kavanaugh said.

Kavanaugh said graduation season is one of her biggest times of year.

Although graduation parties with hundreds of people — and napkins, paper plates and decorations — will not happen for the foreseeable future, Kavanaugh sold “porch kits” for $10 to

get folks started on decking out their house for their graduate or birthday person.

“Birthdays aren’t canceled,” Kavanaugh said. “That’s what we tell everyone.”

Tailgate Tavern and the Parker Garage across the street from Vines each have lively crowds each weekend.

Those crowds are usually stoked by major events like Parker Days, concerts in the park, the weekly Parker Farmer’s Market and weekly Wine Walks. The farmer’s market will return June 7, but the other events have been canceled to prevent spread of COVID-19.

John Jordan, owner of Tailgate Tavern, held tailgate parties over Memorial Day weekend both in and outside the restaurant. Jordan said the bar and grill set up 75 seats inside and outside. Two people are designated to make sure everyone there is social distancing.

“It’s still a bit challenging,” Jordan said, “like keeping your kid contained, saying, ‘Don’t move from there.’ It’s getting hard to manage, but they’re getting used to it. ... we’re working on it hard.”

Restaurants have relied on their regulars for support while operating under state orders.

English Tealeaves, a tea house with retail at 18551 Mainstreet, has been open for 18 years in Parker. Manager Robin Campbell said their regular customers have helped keep them afloat.

In the past two weeks, Campbell said some customers have set up parking lot tea parties in front of their store — some going as far to dress up in Victorian garb “serving” miniature bottles of hand sanitizer.

English Tealeaves reopened for dinein May 29 and will open on Sundays once again in about a month. Campbell said management wanted to remain in compliance with the Douglas County variance and new statewide restrictions on dine-in service.

“We are one of the ones who adapted and were able to adapt and stick with the guidelines,” Campbell said. “We want to keep our customers safe. We want our staff to be safe and we want everything to go smoothly.”

Soccer coach stayed busy during shutdown Rock Canyon’s Carpenter made videos, trained athletes from other schools

Aaron Carpenter, boys soccer coach at Rock Canyon High School in Highlands Ranch, had mixed feelings while filling time during the COVID-19 pandemic.

The Colorado High School Activities Association issued a moratorium against in-person contact for coaches and players, plus all spring sports activities were canceled.

So Carpenter conducted private training sessions, made videos for his class and did some fishing and hiking.

“I was hanging in there, doing a couple private training sessions,” said Carpenter. “I just did one player or two at a time. I couldn’t train them on campus. I had to do it off campus and they couldn’t be my guys. The guys I’m training now are from Mountain Vista, our rivals, so I’m making them better.

“I’ve done all the online teaching.

I got pretty rehearsed on iMovie, making videos for my class each week. So that was interesting, trying to keep them engaged. The other part has been nice. I live in the (Colorado) Springs so I have quite a commute. It was nice to kind of hang out in the Springs. I love the trails and I fish a lot. I got a lot of fishing in during the spring.”

Carpenter doesn’t know yet what might be in store for school or fall sports events.

The CHSAA lifted its moratorium on June 1 with strict guidelines.

After June 1, decisions regarding athletics and activities through the summer months will be made at the local school level. The CHSAA suggested recommendations, which referred to national, state and health guidelines to assist with resuming activities and athletics while prioritizing safety standards and protocols.

“You are hearing the same stories we’re hearing as a teacher and coach,” continued Carpenter. “It’s pretty much each week we get updates and it’s a lot of unknown at this point. I think the board is getting together and trying to

formulate a better understanding of what they are going for by June 9. They are going to come up with several options, plan A, B, C and D. So we are just kind of waiting in the wings and hoping I don’t lose a season with the guys.

“I hope they all collaborate and go over the different ideas. Obviously liability is a big factor and safety is the biggest factor. A lot of forward thinking has to go into all this. It’s a challenge for everyone.”

Carpenter’s challenge is trying to forget the past and focus on what hopes will be an upcoming season.

“I’m still upset,” said Carpenter.

“I started four years ago with the class of 2020. They started with me and I was real close to those guys. I had 13 of them. We called them the Baker’s Dozen. They didn’t get their rite of passage to walk out of school and hug their coaches and teachers.

I normally take them out to dinner to celebrate. That was sad.

“But you have to have a positive attitude and I’m making videos for my returning players. They check in with me a few times a week.

It’s a good lesson for them about self-motivation and self-drive. I’m always motivated and it is sort of

a challenge and embrace it. How can we have an advantage over our rivals?”

Rock Canyon was 10-4-3 during the 2019 season.

“I’ve got another great group of guys that are hungry to make their mark,” said Carpenter. “We had a lot of young guys that moved up to varsity last year and they are going to be upperclassmen this year. I hope for their sake we can get the season in and always try to win the conference. Our conference was really strong last year, with three teams making the Sweet 16 including us.

“You have to be positive. I was even giving the guys challenges all spring. On Fridays, we would have competitions, and when they come back I said I would buy them lunch if they won a challenge.

“There was everything from juggling on video to making your family dinner. One week during a snow storm, who could build the biggest snowman. I put all that on social media. They had fun and followed it.

We had a good time with it. We like to keep things entertaining. I think I have about 10 lunches that I have to buy.”
