DCSD takes issue with commissioners’ safety-funding proposal Neither of the two sides wants to give up control to the other

Tensions flared in a Douglas County Board of Commissioners meeting as commissioners voted to allocate $13.3 million toward school safety initiatives amid pushback from the Douglas County School District, which called the plan hasty, and members of the public who decried commissioners’ intent to offer public funds to private schools as unconstitutional.

The May 28 meeting fell exactly three weeks after the STEM School Highlands Ranch shooting. Two suspects are accused of killing 18-year-old Kendrick Castillo and injuring eight other students.

The tragedy spurred the commissioners’ decision to offer funding toward school security.

In their plan laid out on May 28, commissioners seek to increase school security by helping fund 61 schools resource officers in the county by the 2021-22 school year.

That would be up from the 11 SROs in the county today.

The total cost of funding 61 SROs is estimated at $6 million. Douglas County has pledged an ongoing $3 million,

which is contingent on a 50% annual match from schools in the county. The money is open to traditional public schools, as well as charter and private schools.

School district officials said next year’s budget has already been set, making it difficult to match the funding.

If funded, the county proposes adding 31 SROs in the 2019-20 school year, 11 in 2020-21 and eight in 2021-22.

Commissioners also passed resolutions that establish committees to research how it will spend the largest chunk of the $13.3 million allocation: a one-time $10 million portion of county reserves.

One committee is a “Physical School Safety & Protection Funding Committee” and the other is a “Supportive Mental Health for Students Funding Committee.”

School district officials, including Superintendent Thomas Tucker and school board President David Ray, were skeptical of the committees.

On May 28, the district issued a news release criticizing the makeup of the committees, saying charter and private schools would have a disproportionate representation.

The district already has a safety and security committee in place, and the county’s committee would be “reinventing the wheel at best and will only promote randomness of solutions,” Ray said.

of school safety procedures in the public eye, saying it could tip off potential attackers.

“Please do not continue to place our students in a vulnerable position,” Ray said.

Ray and Tucker echoed residents who spoke during public comment, saying giving public funds to private schools opens the county up to legal challenges.

District 1 Commissioner Abe Laydon said the board consulted with county legal staff before including private schools in their proposal and concluded it was within their purview.

Board Chairman Roger Partridge said he believes it is important the board of commissioners retain control of how the $13.3 million is spent.

“I don’t believe those who elected us said we want you to hand over your authority,” Partridge said.

The board of commissioners’ next step is to form the two committees.

Plans to dedicate the money swung into motion two weeks earlier.

On May 13, commissioners discussed allocating $10 million toward school safety through a one-time gift.

Possible ways to spend the money included entryway security and mental health programming.

A formal decision was not expected until May 28, but conversations continued in the meantime, including at a May 23 board of education study session.

Commissioners met with DCSD’s board of education during the study

session to discuss school security and how to spend the proposed $10 million. At that meeting, Ray said local officials need to work together to form a “clear vision of what is safety in schools.”

The school district’s May 28 news release, attributed to the board of education, detailed concerns with the board of commissioners’ offers. It said the district can only utilize funds from the county in ways the commissioners desire, “regardless of whether or not these goals are recommended by security experts or the DCSD Board of Education.”

The statement from the board thanked community members for supporting the passage of a mill levy override and bond issue in November 2018, saying the measures provided physical security improvements and 80 counselors beginning with the 201920 school year.

But it was clear the school board was not happy with the commissioners’ proposals.

“With respect, the Commissioners were not elected to make decisions for our students, staff and schools in DCSD,” the release states. “We would be grateful for monetary support, as well as support of any ballot initiatives (Mill Levy Override or Bond) in the future. It would be irresponsible, however, for our seven elected, volunteer board members to abdicate decision making responsibility for DCSD to the Douglas County Commissioners or any committees they may form.”

Brauchler is first military judge for Colorado National Guard DA adds new role after position is created by state legislators STAFF REPORT

George Brauchler, the district attorney for Colorado’s 18th Judicial District, who also serves as a colonel in the Colorado Army National Guard, has added another title and job: military judge.

According to a news release from the DA’s office, Brauchler successfully completed the 62nd Military Judges Course at the Judge Advocate Brauchler General’s Legal Center and School in Charlottesville, Virginia, and is now certified to serve as a military judge.

The three-week intensive course is an invitation-only, multi-service training including active duty, reserve, and National Guard judge candidates from the Army, Navy, Air Force, Marine Corps, and Coast Guard.

The Colorado General Assembly

in 2018 updated the Colorado Code of Military Justice to provide for courtsmartial authority, necessitating the creation of a position of military judge.

Brauchler will be the first military judge for the Colorado National Guard, the release said. He also has been selected for Army War College, a military education prerequisite to greater potential leadership opportunities, the release said.

Brauchler is proud of his military service and strives to encourage others to serve: Three members of his office are on active duty, with five others actively drilling in the guard or reserve, the release said.

The U.S. Department of Defense in 2017 honored the 18th Judicial District Attorney’s Office with the Freedom Award for support of employees who serve in the guard and reserve.

It is the first district attorney’s office in the country to receive the award.

“It has been a tremendous honor to serve my country and the citizens of Colorado, here and abroad, in uniform for my adult life,” Brauchler said in the release. “I am humbled to be selected as a military judge to ensure that those in service are afforded due process when accused of criminal behavior.”

Two suspects not typical in school shootings Experts say social isolation among reasons solo acts of violence are more common

Criminal and forensic psychology experts from the University of Denver and the University of Colorado-Boulder say there are typically warning signs that a young person needs intervention, and the case is true for perpetrators in school shootings.

Data and research into the people who carry out such attacks are growing with each incident. Forensic psychology professor Kimberly Gorgens, echoed by fellow DU professor and forensic psychology expert Apryl Alexander, said there was a unique element to the May 7 STEM School Highlands Ranch shooting that left Kendrick Castillo dead and eight other students wounded.

Devon Erickson, 18, and Alec McKinney, 16, were arrested on suspicion of carrying out the attack.

“Most (incidents) are single shooters,” Gorgens said. “There is an even smaller number of two-perpetrator circumstances.”

The Columbine High School massacre serves as one example of the twosuspect scenario. On April 20, 1999, two students opened fire at the school, killing 13 people before killing them-

selves. More recently, two students at Mountain Vista High School were arrested in 2015 for plotting to attack their school. The girls were sentenced in 2017 after pleading guilty to juvenile and adult charges.

Multiple suspects are less common because offenders are often socially isolated and experiencing rejection, Alexander said.

When more than one person is involved, she said, it’s usually because they hold similar ideologies and shared ideations over feeling rejected, feeling slighted by others, a sense of superiority or even a sense of having been betrayed.

“It could be that bonding of feeling as though they are outcasts or are different,” Alexander said. “When we see children or adolescents who are

socially isolated, they usually find anti-social peers.”

Examples of anti-social behaviors include violating curfew, skipping school and vandalizing property, Gorgens said. Warning signs also include changes in behavior.

About 78 percent of school shooters had a history of suicidal attempts or ideation, Alexander said. It’s common for them to self-harm. There may be overt or ambiguous writings on social media.

Beverly Kingston, director of the Center for Study and Prevention of Violence at the University of Colorado Boulder, said warnings signs that a school shooting is imminent could include a person stockpiling weapons, writing down plans or telling someone of his or her intentions.

Among school shooting attackers, 81 percent told someone about their plan and 93 percent exhibited strange behavior beforehand, said Kingston, citing a U.S. Secret Service report.

A guide produced by the FBI’s Behavioral Analysis Unit examined strategies for conducting threat assessments and preventing targeted acts of violence, such as school shootings or public figure assassinations.

Targeted acts of violence incite fear because they feel random, the report says, leaving the public wondering if they are safe at any given time.

The report was compiled after a 2015 symposium that gathered experts in law enforcement, mental health, academia and other people involved in threat assessment to discuss “the active shooter phenomenon.”

The guide notes, as Gorgens also mentioned, that the base rate for targeted violence remains low but is increasing and has a high impact on those involved.

“That said, this guide was not written to highlight statistics and probabilities. It was written because these incidents are horrific, wrenching, and may be preventable,” the guide says.

Trauma and grief for a community impacted by a school shooting “is really profound,” Gorgens said.

“And for the larger Colorado community there is an element of really raw, vicarious trauma,” she said, “and we wear our trauma, our school shooting trauma, on our sleeve.”

n unusually heavy spring snowstorm changed plans for Ponderosa High School graduates. The May 21 commencement ceremony was moved from 9 a.m. to 3 p.m., giving district personnel enough time to shovel the field and track at EchoPark Stadium in Parker.

The graduates swapped heels and sandals for sneakers and boots and braved the brisk temperatures to receive their diplomas. Hundreds of families and friends bundled up in the stands.

Mitchell Lukes, who had a mountain biking accident last fall that left him in a coma, gave one of three commencement speeches. He credits his recovery to unwavering hope.

“When life gets you down and you don’t think you have the strength to continue, use hope,” Lukes said to the graduates.

“Achievement is made from work. In that work is unbearable adversity, but it’s in that adversity that the magic happens.”

total of 517 Legend High School seniors received their diplomas May 23 during the 2019 commencement ceremony. A student-run ceremony preceded the presentation of the senior class. Eighteen students performed during the two-hour ceremony.

Student body co-presidents Landry Johnston, Ryan Kennedy, Trenton Smith and Trinity Straayer emceed the event. Henley Holland, Emily Counts, Emily Johnson and Ryan Johnson delivered class addresses about their

experiences at Legend.

“It is because of each other that we’re standing here today making this huge accomplishment that will greatly impact our futures. Through each other we learned to work together and how to put others before ourselves,” Straayer said. “At Legend, we became better students, better citizens and better people.”

Principal Jason Jacob presented the Class of 2019 by welcoming pep students to lead one last cheer with the senior class.

“When you walk across this stage and you give me a hug or a high-five, dab or a secret handshake, I want you to know that you are prepared,” Jacob said. “Be confident, value relationships, create new memorable experiences and continue to pursue your greatness.”

Parker Days puts town in spotlight Town’s big yearly blowout offers four days of fun

School is out, summer looms and Parker Days is just around the corner.

The 43rd annual carnival/music fest/beer fest/outdoor exposition will fill downtown Parker for four days starting June 6.

Parker Days is the town’s shining moment. It’s the jewel that some hear of before even learning of the Town of Parker itself. The event bends vacation schedules and quadruples the population of the town.

It’s like hosting a Denver Broncos football game in Parker, said Dennis Houston, the CEO of the Parker Area Chamber of Commerce.

“Parker Days is the best brochure we have for the Town of Parker and the people,” said Houston. “It gives the residents of Parker, it gives the people who maybe live in the city but grew up in a small town, a chance to hang out in a smaller community.”

And what makes them stay is nothing new: “Parker is either the hometown you grew up in or the one you wish you did,” Houston said.

Last year, Parker Days drew about 272,000 people over the course of the four-day festival. In 2013 that number was 125,000. With all-free concerts, a

streamlined ticket system and tweaks and touch-ups to improve the colossal event, Houston hopes for the biggest crowd yet in 2019.

“We’ve doubled the footprint of Parker Days,” Houston said. “As the festival was growing in success and popularity from attendees, it has grown exponentially.”

One type of ticket will be universally used for the entire festival — including for rides, drinks and food. The music lineup is made up of tribute

bands hailed across the country. A “Nerf Turf ” area will be off to the side to help burn some leftover energy pelting strangers or family members with Nerf darts.

The massive exposition of more than 250 local businesses will include a mix of boutique and arts and crafts tents. A Girl Scout activity tent will be set up, where small kids and toddlers can create crafts. Of course, there’s the kettle corn, cotton candy, kids’ carnival and Carnival Hill, standard

“Just looking at the sheer size of it, any one component of the festival could be the festival,” Houston said.

“Regardless why you’re here — to ride the carnival rides or take in the sights or people watching — there’s something there for everybody.”

People will come from far and wide, Houston said, to visit Parker Days.

It’s a chance to show off everything Parker has to offer. It has become the crux of everything Parker advertises itself to be, Houston said.

“It’s kind of like going back in time.”

Dinosaur fossils found in Highlands Ranch Bones beneath construction site appear to be triceratops, researchers say

A dinosaur that once roamed what is now Highlands Ranch met the open air for the first time in more than 66 million years, after a construction crew discovered its bones at a construction site in mid-May. A crew from Brinkmann Constructors building an expansion onto the Wind Crest retirement community near C-470 and Santa Fe Drive happened upon the fossilized bones, said Salvador Bastien, a fossil preparator with the Denver Museum of Nature and Science.

“We’re really excited they realized they were hitting bones,” Bastien said. “Lots of times, people don’t notice, or if they do, they just keep going.”

Volunteer crews led by paleontologists from the museum will excavate the site in coming weeks, Bastien said, while construction work continues on other parts of the site. The site is not open

to the public.

Though it’s a little early to say for sure, Bastien said the fossils appear to be from a triceratops, a three-horned herbivore that often grew to be 30 feet long and 10 feet tall. The fossils are from the late Cretaceous era, and are likely 66 million to 68 million years old. Dinosaurs went extinct about 65 million years ago.

Triceratops are among the more common dinosaurs found in what’s called the Denver Formation, Bastien said. The formation was once a broad, forested river system, and triceratops appear to have been plentiful.

“Think of them like bison roaming the landscape,” Bastien said.

How the find will contribute to the scientific record depends on what researchers uncover, Bastien said.

“We don’t have X-ray vision, so we don’t know what else is lying in that hillside,” he said. So far, crews have found arm bones, ribs, and what may be skull bones.

Colorado’s Front Range is rich with fossils, Bastien said, because the geologic uplift that pushed the Rocky Mountains above ground cracked open layers of sedimentary rock that once sat over them, providing remarkable cross-sections of geologic history.

“It’s a really exciting place to be if you’re a paleontologist,” Bastien said.

The find is exciting for Wind Crest as well.

Crest, we are thrilled to be part of such an incredible scientific discovery,” Craig Erickson, Wind Crest’s executive director, said in a news release. “We appreciate the invaluable expertise of the Denver Museum of Nature and Science and our partners at Erickson Living and Brinkmann Constructors as we work together on this exciting opportunity for all of us to learn more about our earth’s rich history.”

Brinkmann Construction also thanked Wind Crest and the museum in the news release.

“This is a remarkable discovery that our team takes great pride in unearthing,” said David Rahm, a Brinkmann project director.

Bastien said he’s excited to get the fossils back to the museum’s lab, where volunteers will slowly clean them for addition to the museum’s collection.

In the meantime, Bastien encouraged locals to take a close look at their surroundings.

“This is such a wonderful area to find fossils,” Bastien said, “so keep your eyes peeled.”

Five students from Douglas County schools were named National Merit Scholars, and two more received Boettcher Scholarships.

The five Douglas County recipients of National Merit scholarship were chosen from more than 15,000 finalists, according to a news release. They will receive $2,500 scholarships.

The recipients are Matthew Brown from ThunderRidge High School. Brown will pursue the biomedical engineering field.

Sonia Chu from Rock Canyon High School. Chu plans to study mathematics.

Dale Kim from Rock Canyon High School. Kim plans to pursue the biomedical engineering field.

Brian Ma from Mountain Vista High School. Ma plan to study medicine.

Michael Loomer from Chaparral High School. Loomer plans to study biochemistry.

More than 1.6 million students from 22,000 high schools entered the 2019 National Merit Scholarship Program. Recipients of the National Merit college-sponsored scholarships will be announced in June and July.

Out of the nearly 1,500 Colorado students who applied for the Boettcher Foundation Scholarship, two were awarded from Douglas County, according to a news release.

Etash Kalra from Douglas County High School will attend the University of Colorado Anila Narayana from Rock Canyon High School will attend the University of Colorado.

Boettcher scholars receive a four-year scholarship that includes virtually all expenses to attend the Colorado school of their choice — full tuition, fees, a book allowance and an annual stipend for living expenses.

“The Boettcher Foundation invests in the promise of Colorado and the potential of Coloradans, and these students represent the very best of our state,” Katie Kramer, president and CEO of the Boettcher Foundation, said in the release. “We are delighted that they have committed to attending Colorado universities.”

Scholars are selected based on academics, service, leadership and character.

Douglas County is holding a Mental Health Summit on June 17 that will include stories from families seeking mental health and substance use disorder treatment and lessons learned from a study of youth suicide in Colorado.

Other topics to be addressed are

the role of the faith community in addressing mental health and traumainformed care in treating children and youth.

Parker man guilty of 36 felonies in child-porn case John Arthur Murray was convicted by jury

A Parker man was found guilty May 10 of 36 felonies related to possessing child pornography, according to a release sent from the 18th Judicial District.

John Arthur Murray, 36, amassed more than 400 “images of interest,” according to the release, including 35 images depicting children previously identified as being victims of child pornography by the National Center for Missing and Exploited Children.

Murray was found guilty of 35 counts of sexual exploitation of a child/possession of materials, a Class 5 felony, and one count of sexual exploitation of a child/ possession of 20-plus items, a Class 4 felony. He was convicted by a Douglas County jury.

Murray, a father of two young girls, had collected the images

between September 2009 to November 2017, according to the release. His now-ex-wife found discovered the images while trying to download family photos from his computer’s hard drive.

She contacted Parker police, who, in conjunction with Arapahoe County Computer Crime Lab, conducted the investigation.

The images were of girls between the ages of 13-15.

“For most men, becoming a dad creates an awareness of the innocence and vulnerability of all children and the solemn obligation to protect them. But not here. Murray invited hundreds of images of children being exploited into the house where his own children slept, and in so doing, he continued to fuel the demand for child pornography,” said District Attorney George Brauchler. “Coloradans should know that our weak laws make this depravity punishable by as little as probation. Our communities deserve better, to ensure childporn aficionados will be punished appropriately.”

undreds turned out for the annual Memorial Day ceremony at the Parker Cemetery May 27. Retired U.S. Army Col. Lindy Blackburn delivered a message about the meaning of the day, as did Mayor Mike Waid.

Memorial Day is dedicated to remembering those who served and gave the ultimate sacrifice. As part of the yearly tradition, the names of every veteran buried in Parker Cemetery were read.

Members of the Fort Carson Fourth Engineer Battalion Honor Guard presented the colors and performed a 21-gun salute for the fallen soldiers.

A flyover of an F-16 from the Colorado Air National Guard kicked off the ceremony. The Parker American Legion Post No. 1864 raised the U.S. flag.

This was the ninth annual Memorial Day ceremony at the cemetery.

You’re not like everyone else, and neither is your dog “Rex.” Your dog is better than my dog, that’s all there is to it. Rules shouldn’t apply to you, but I am going to have to tell you, well, they do.

Those signs about every 100 yards that say, “Dogs must be on a leash,” they apply to your dog too. I know, I know. You’re special, and something like this cramps

This 0.13% tax proposal should be placed on the formal agenda for a public hearing so that the citizens can be heard, and the commissioners should have to make a public formal vote as to whether this proposal will be placed on the ballot for a special election. The bill, “to let law enforcement agencies across Colorado remove firearms from people whom a judge decides is a high risk for harming themselves or others,” is a bad law!

A question to Sheriff Spurlock: How will the confiscation of the guns safely occur when law enforcement visits the home of the high-risk person to remove the guns? Wouldn’t this actually put law enforcement at the HIGHEST RISK POSSIBLE? Sheriff Spurlock answered this question in a legislative open session by saying: Law enforcement would wait until the high-risk person had left their premises to “get some Cheetos,” then law enforcement would apprehend that person.

That sounds easy enough and quite safe!

However, if patience for gun removal is the strategy, why did Zack Parrish try to enter his killer’s apartment, instead of waiting for him to “go get some Cheetos”?

PW Kayser Highlands Ranch County needs this school On June 4, the DCSD Board of Education will vote to consider a new charter proposal called the John Dewey Institute (JDI).

Unlike any current charter school in Douglas County, JDI was designed specifically to meet the needs of students with autism spectrum disorder (ASD).

At least 50% of JDI students are on the spectrum, including 15% who are twice exceptional (2E), which means they are gifted as well as have a disability.

The other 50% are traditional learners.

There are many unique features at JDI which make the school attractive to all students, including the project-based learning (PBL) model with science, technology, engineering, arts and math, plus business (STEAM +B) curriculum with an emphasis on career and technical classes (C/T), such as automotive tech, engineering, culinary arts, med tech, aviation tech, etc.

The C/T classes are available for all DCSD students, including those from five surrounding counties.

Additionally, in February 2018, a DCSD family of a child with autism sued DCSD and after several appeals, they prevailed against DougCo Schools and won a lawsuit against DCSD. Now precedence has been set for providing students on the autism spectrum a free and appropriate public education. This case will help JDI receive charter approval.

I believe I am a credible source when I say this because I am a young high school student myself. Students such as myself and others are afraid of coming to school because we believe we could be the next ones to be killed in our classrooms.

I believe that an 18-year-old who flew to Colorado within just an hour of arriving shouldn’t have been able to purchase a shotgun,

where they senselessly gave indirect threats to schools in the Denver area. I believe that my friend from the STEM School in Highlands Ranch should not have been texting me saying they loved me and how if they were to be shot and killed that they were inspired by me. I believe that my friend from the STEM School should not have witnessed another boy fall to the ground from being shot in the back while running outside of the school.

As a student, who at best, faces the psychological threat of potential gun violence, and at worst may lose his life from it, I urge parents and guardians of this generation to please be there for this nation’s children and respond with action to protect us. Our generation has become one consumed with senseless tragedies. Students do not feel safe in schools anymore. I believe that Congress must act and do more to keep us safe.

or Andrea Rayford and her husband, a food truck was the best means to reach their overall goal of opening a brick-and-mortar restaurant.

“It was basically a lot cheaper to start a food truck,” she said.

Traditional restaurants often come “with a pretty hefty lease,” she said. So, when her chef husband, Jessie, wanted to open his own place, the Parker couple found a food truck on Craigslist, spent six months fixing it up and started working at the local farmers market.

Eventually, the couple started getting requests from breweries or

A booming industry Once branching into Denver, Jessie’s Smokin’ NOLA joined the epicenter of the local food truck scene.

In the last six years the number of food trucks operating in the city has grown by 369 percent.

Excise and Licenses Director Ashley Kilroy, with the City and County of Denver, said approximately 700 food trucks were licensed in the city as of late May and they expected to reach 750 by the end of the summer.

While Denver’s food truck industry explodes, suburbs are taking note of that and the broader trend.

Nationally, the food truck industry had an annual revenue growth rate of nearly 7 percent in the past five years, according to IBISWorld, a market research company. In that same time, the number of businesses grew by 13 percent and the number of employees by 10 percent.

In Lakewood, there are 60 trucks licensed to operate, according to city spokeswoman Stacie Oulton. Officials there believe the trend is partially driven by diners who want customizable food choices.

Meridith Hatterman, food program coordinator for the Tri-County Health Department, said there were 258 licensed food trucks in Tri-County’s jurisdiction of Adams, Arapahoe and Douglas counties as of early May. That’s an approximate 35 percent increase over the last five years.

With the local and national trends, the communities are eyeing entrepreneurial opportunities for residents, the potential boost to local economies and squaring up regulatory procedures for overseeing the roving eateries.

“Five, 10 years ago, food trucks were at construction sites,” said Pete Mangers, revenue manager for the Town of Castle Rock. “Now it’s the trendy thing to do.”

A handful of food trucks now gather along Wilcox Street in Castle Rock’s historic downtown over the lunch hour.

The trend arrived in town roughly three years ago and spiked in the last 18 months, Mangers said.

Bowdish said the food truck trend’s origin is often traced to 2008 and attributed to Los Angeles-based food truck Kogi Korean BBQ. The truck put Korean-style meat in Mexican tacos, parked outside a nightclub at night, tweeted its daytime locations and took home $2 million in sales it first year in operation.

“I think that kind of encouraged a lot of other food trucks to be in the space and do it in a way that was different than a rolling white cafeteria,” Bowdish said.

Immigrant groups seized food trucks as an opportunity to serve cuisines that “they knew, to an audience that maybe has never seen it before,” Bowdish said.

Established brick-and-mortar restaurants used them as a way to further their brand. And stories like Rayford’s are “quite common,” Bowdish said, where entrepreneurs use them as a stepping stone toward opening a permanent restaurant.

The U.S. Chamber’s 2018 study, Food Truck Nation, surveyed food truck owners across the country and evaluated regulatory burdens on the industry. The study’s Food Truck Nation index ranks cities on their friendliness toward food trucks.

Denver ranked No. 1 nationally for its ease of obtaining permits and licenses and No. 2, behind Portland, for its overall friendliness toward the industry.

Bowdish said a more recent study has not been done.

“In Denver we’re proud of having had such a significant increase and that we’ve managed that growth,” Kilroy said. “We’re trying to be as business-friendly as we can.”

Kilroy said a work group comprising her department, the Denver Fire Department, Denver Department of Public Health and Environment, and Denver Department Public Works, among others, regularly reviews if city

regulations are efficient.

The group holds a weekly, one-stopshop at the Denver Animal Shelter, where trucks can receive an inspection and get licensed “on the spot.” There is also an annual symposium each spring, before the food truck industry’s busy season, to educate truck owners on the inspection and licensing process.

Keeping pace From the survey, the U.S. Chamber found Denver’s process to be straightforward and simple, Bowdish said.

“Operating a food truck in the suburbs wasn’t as clearly defined or laid out,” he said.

Food trucks must receive health inspections and be licensed to operate in the areas they go to. In places like the Denver metro area, where trucks can move from one community to the next with ease, it’s ideal for jurisdictions to work together to streamline the regulatory process, Bowdish said. That way truck owners aren’t visiting numerous offices and filling out a large number of forms for each community.

“The chamber understands that it’s difficult to have multiple municipalities come together and come up with a joint system,” Bowdish said.

Eric Escudero, spokesman for Denver’s Excise and Licenses department, said Denver regularly gets calls from other jurisdictions and about the city’s regulations, and they hope to serve as a model for neighbors.

In Littleton, the city sees food trucks most often at local breweries or distilleries, places that don’t have kitchens.

Littleton has about five city events that include food trucks.

Economic Development Director Denise Stephens said with food trucks’ popularity growing, the city is working across departments to form a pilot program that brings consistency in Littleton food truck policies.

“We are going to probably create a special food truck application and have them register with the city, and then we’re going to ask them to show us proof that they’re licensed with Tri-County (Health Department),” she said. “We want to attract the really good food purveyors and so we want the process to be pretty easy and not too expensive.”

Greg Pixley, spokesperson for the Denver Fire Department, said by email the department conducted 467 inspections during the one-stop-shop events at the Denver Animal Shelter in 2016.

That number nearly doubled by 2019.

So far, Pixley said, the department has kept up with administrative demands, but they expect the industry will continue growing.

“DFD will need to expand its staffing to accomodate growth of the mobile food industry in the kiosk, standalone and truck areas across the metro area,” he said.

Hatterman said Tri-County has so far kept up with additional workloads that resulted from the food truck trend.

As to whether the trend will keep up or put more pressure on regulatory agencies, she’s not sure.

“It’s really hard without a crystal ball,” she said. “Sometimes there are trends that come and go, but when you look at the trucks and their ability to be mobile and go to different events, take advantage of different sites, I think it may be beneficial for some of those operators versus a brick and mortar.”

Bowdish said Denver is not threatened with a food truck overcrowding issue more than other cities, and of the two dozen Denver owners the chamber surveyed, only one felt there were too many trucks in the city.

“You used to think food trucks were a fad, but they’re not,” said Kelli Narde, Littleton’s director of communications.

“I think they’re here to stay.”

Summer is almost here, and with it comes warmer temperatures, picnics, barbecues and Elbert County’s biggest party of the year — the Elizabeth Stampede Rodeo.

Dozens of volunteers are spending their Saturdays preparing for the big Professional Rodeo Cowboys Association event, which draws thousands of spectators each year to the professional rodeo and festivities that run from June 6 to June 9 at the arena at Casey Jones Park in Elizabeth.

“The rodeo started as a local gathering in the 1920s,” said Jace Glick, president of the Elizabeth Stampede Rodeo Organization. “It went on and off, but has really been running nonstop since the boys returned back from World War II. Now we’re the big league as a PRCA rodeo — we’re where all the cowboys want to be competing.”

The Elizabeth Stampede is among the few professional rodeos that are self-funded, according to Glick, which means they rely on ticket sales and partners to be able to put the event on each year.

Festivities are run completely by volunteers, and their enthusiasm is part of what makes the rodeo so successful.

Festivities kick off with a concert June 6, with special guest Kasey Tyndall performing at 7:30 p.m., followed

The real excitement begins at 7 p.m.

June 7, when cowboys match their riding skills against animals weighing 15 times more than they do, during the Xtreme Bulls competition. The Elizabeth Stampede is one of only a handful of PRCA rodeos that qualify to host an Xtreme Bulls competition, and at the end of the rodeo season the top riders will compete for the tour championship.

June 8 will include performances at 2 p.m. and 7 p.m., with the crowd favor-

ite “Mutton Bustin’,” as well as barrel racing, steer wrestling, team roping and saddle bronc riding.

The Slack performance, held June 9 at 10 a.m., is free to the public. Slack performances allow all riders the chance to get in their two allotted rides. Results of the slack performances count in the overall competition, and in 2015 barrel racer Meghan Johnson set an arena record during her Saturday morning slack run.

Spectators are treated to all the excitement of any rodeo contest, without an admission fee.

Members of the military can attend the Red White and Blue Rodeo June 9 at 2 p.m. for half-price admission. The performance includes a ceremony honoring veterans who served in any conflict and in any service. Local military personnel will be recognized.

Throughout the three rodeo days, attendees can learn about the life of a rodeo cowboy at the Rodeo Experience Booth, hosted by the PRCA Hall of Education. The booth allows fans to interact with rodeo cowboys, rodeo queens and volunteers, and try their hand at roping a model steer. You can also learn how rodeo producers and stock contractors keep valuable rodeo animals safe.

Meal kit companies face rough, uncertain road Competition, price among factors making future look grim

Meal kit companies face an ultimatum: Adapt or die.

The business is still in its infancy, with the biggest players — Blue Apron and HelloFresh — less than a decade old. But they’re facing serious challenges from restaurant and grocery delivery services, smaller niche players and even home chefs.

The struggle intensified May 20, when Blue Apron announced that it could be delisted from the New York Stock Exchange because its closing share price has been lower than $1 since early May. The company’s share price closed down 8% on May 20 to 68 cents.

New York-based Blue Apron said it will try to raise its stock price with a reverse stock split, which will be subject to a vote of its shareholders at the company’s annual meeting on June 13.

Subscription-based meal kit companies face numerous problems. For one, they appeal to a small population.

NPD Group, a consulting firm, estimates that just 4% of U.S. consumers have tried them.

It also costs a lot for companies to

“Meal kits are a more expensive but less convenient option for busy people who do not have time to cook,” said Cara Brosius, a market research analyst with Packaged Facts.

Brosius said meal kit customers have also complained about limited menu selection, poor quality of ingredients and too much packaging.

Blue Apron hasn’t made a profit since its 2017 IPO. It’s been losing customers, who quickly tire of its relatively high prices — $9.99 per serving for a two-person plan — as well as its subscription plan, which forces them to be less spontaneous. Blue Apron’s customer base fell 25% to 557,000 between 2017 and 2018.

Others have struggled. Meal kit company Chef ’d closed its doors last

July. And some have been swallowed up. Alberton’s grocery chain, for instance, acquired the Plated brand in 2017 while Kroger acquired Home Chef last year.

Darren Seifer, a food industry analyst with the consulting firm NPD Group, said the meal kit market feels like the dot-com boom of the late 1990s.

“It’s a very crowded space, with a lot of companies not paying too much attention to the bottom line,” he said.

He expects consolidation, which is already happening. HelloFresh bought organic meal kit provider Green Chef last year, for example.

Packages Facts says the U.S. meal kit market grew 22% to $3.1 billion in 2018, but it expects that growth to decelerate over the next five years because of competition. UberEats, for example, will deliver a restaurant meal for $3.99 plus a service fee. Chefs

for Seniors promises a visit from an in-home chef, 12 meal servings and clean-up for $99 plus groceries.

Seifer said there is a place for subscription-based meal plans. They have a lot of appeal for people with specific dietary needs, he said.

But he thinks the most successful companies will also branch out into grocery stores or delivery, offering on-demand meal kits. Seifer’s research has shown that up to 60% of Americans don’t know what’s for dinner at 4:30 p.m. They want easy options they can pick up on their way home.

HelloFresh started selling meal kits at Stop & Shop and Giant grocery stores last year. Blue Apron has teamed up with Jet.com to offer sameday meal kit delivery in New York. It also had a six-month trial with Costco, but that ended last year. Amazon is selling meal kits at some Whole Foods and Amazon Go convenience stores.

In a report on the industry late last year, Packaged Facts suggested other opportunities for growth. Some companies are specializing in niche diets.

Purple Carrot, for example, serves vegans and targets athletes through its partnership with Tom Brady. One Potato designs its meals for families with kid-size portions.

Meal kit companies could also focus on on-demand delivery instead of subscription services, and on specialoccasion meals, like Thanksgiving or Valentine’s Day, when consumers are looking for help and inspiration.

Massive cycling event returns to Douglas County

A more than 30-year-old cycling tradition rolls back into Douglas County in June.

The massive Elephant Rock race, which brings thousands of cyclists to the area, kicks off in Castle Rock on June 1.

The event is based at the Douglas County Fairgrounds, 500 Fairgrounds Road. A bike expo runs on Saturday, June 1 as race participants register and check in.

The expo continues into race day, which is Sunday, June 2.

That’s when bikes hit the road. The event’s 100-mile race runs from 5:30 to 7:30 a.m., the 58-mile course from 6 to 7:30 a.m., a 60 and 27-mile gravel road course and a 40-mile road course run from 8 to 9 a.m. and a family ride begins at 9 a.m.

The expo, food truck service and beer garden continue into late afternoon and awards are at 3:30 p.m.

All courses close at 4 p.m. Routes have changed from previous events because of construction on Interstate 25. Interactive maps are available in the 2019 Ride Guide, posted on rollmassif.com.

A portion of 2019 proceeds will go toward feeing hungry children in the Denver metro area through the CE Shop Foundation. The organization provides weekend meals to children and their family who participate in the free and reduced lunch program.

Regis Jesuit is the team to beat as the Raiders enter the final four portion of the double-elimination Class 5A state baseball tournament with an unbeaten record.

The Raiders (23-5) are assured of playing for the state championship after Regis shut out Grandview 3-0 in a game matching undefeated teams on May 25 at All-City Stadium in Denver.

Defending state champion Mountain Vista and Cherry Creek will join Grandview as once-beaten teams advancing to the final four.

Mountain Vista (23-5), which battled back through the loser’s bracket to win the state title last year, will face Regis on May 31 while Cherry Creek (21-7) will challenge Centennial League rival Grandview (19-9) in the second game at All-City Stadium.

The tourney will continue June 1 and Regis would have to lose twice

before one of the other teams could win the state championship.

“It is the first step,” said Regis coach Matt Darr. “When you win the first three games, most of the time you’ve got a better shot of winning the title.

It is hard to come back. With our pitching and depth we’ve got a shot anyways but this helps.

“The teams that are left, obviously Grandview has been playing really well. Creek is Creek and Vista is very good. They will not go down easy.

Trust me.”

In previous games earlier this season, Vista beat Regis 5-1 in a game on April 30. Cherry Creek downed Grandview 8-4 and 13-9 in league games on April 6 and April 9.

Regis, which beat Chaparral 7-0 on May 24 and then topped Creek 6-3, ended a 16-game win streak by Grandview as junior right-hander Jacob Thompsen allowed only three hits in six innings and Alex Willis pitched a hitless seventh inning of relief.

Grandview loaded the bases in the fourth and fifth innings but Thompsen delivered big pitches to work out of trouble.

He induced a ground ball, second

baseman Mike Padilla tagged the runner going to second and got a double play to end the fourth frame.

Thompsen got an infield popup to escape unscathed in the fifth.

“We were up three and I just knew if I made my pitch we’d be fine,” said Thompsen, who pitched a shutout win over Chatfield in the May 18 regional finals. “I let my defense work behind me. We’ll be back next weekend. We’ll hit the ball a little better and we’ll be hungry to get two more wins.”

Grandview advanced to the May 25 game against Regis with a 4-1 win over Legacy and a 7-6 triumph over Mountain Vista thanks to a two-run top of the seventh inning homer by Josh Hojnoswki.

Vista advanced to its third straight final four with a 9-0 win over Chaparral on May 25. Clay Burke hurled a two-hit shutout as the Golden Eagles jumped to a 6-0 lead after two innings, sparked by Drew Stahl’s second leadoff solo homer in two days.

Cherry Creek notched a dramatic 8-7 win over Rocky Mountain on May 25 to advance to the semifinals.

Rocky Mountain took a 7-0 lead into the bottom of the fourth when Creek

started its comeback. The Bruins trailed 7-5 going into the bottom of the seventh.

Nathan Mitchell’s two-run triple tied the game and after two walks, Ben Perla’s suicide squeeze bunt scored Mitchell to win the game.

Last season’s 5A state runner-up Heritage was undefeated heading into the 2018 final four but was eliminated this season after a 6-1 loss to Chaparral on May 25.

Preston Tenney yielded just one earned run in 6 2/3 innings to gain the victory for the Wolverines.

In the Class 3A state tournament in Greeley, Lutheran will be one of the once-beaten teams trying to dethrone defending state champion University in the final four.

The Lions lost, 9-7, to University on May 25 in the game between unbeaten teams.

The Lions will play perennial power Eaton on May 31 in an elimination game at Butch Butler Field.

University, which suffered its only loss in 27 games this season to Eaton, scored three runs in the top of the seventh inning to come from behind to defeat the Lions (16-10).
