MY NAME IS

ETASH KALRA

Douglas County High School student and author About me I’m a high school senior at Douglas County High School in Castle Rock. I live in Parker, but I commute to Castle Rock for the IB (International Baccalaureate) program. I’m involved in a lot of extracurriculars. Most of them pertain to either computer science and technology or to business. My career aspiration is to be a technology entrepreneur. I’m part of organizations like the Future Business Leaders of America and DECA, as well as I have my own coding club and a coding organization, where I teach students in Parker how to code for free at the Parker (Douglas County Public) Library. I’m in other organizations like speech and debate as well.

I wrote a book, called “From Zero to IOS Hero,” which is available on Amazon. It teaches computer science to middle-schoolers and high-schoolers. I plan to use every cent from my book’s earnings to help provide free copies to students who cannot afford one.

Why computer science?

I started this book as sort of an extension to my efforts teaching computer science in my community. About my sophomore year, I participated in two app challenges.

One was sponsored by Apple, and I got to attend their annual developers conference. The second one was a Congressional app challenge, where I presented one of my apps to Congress in Washington, D.C. After I came back from those two app challenges, I noticed a lot of students in the Douglas County area were very interested in learning computer science, but they didn’t necessarily have the resources or the mentorship to do that. I started this organization called Launch for Impact, and we had about 30 kids who came in to about two dozen classes over the span of two years.

Over there, I taught several different programming languages like Python and Java, and I also taught some of the beginners the basics of programming through MIT Scratch, which is just a platform to learn computer science. After that, I started writing this book because I thought it would be a good attempt for me to take this computer science education across the U.S. Teaching the fundamentals It aims at teaching students Swift and IOS (a mobile operating system) development, and it starts from the basics, bare bones of what computer science is, what variables are, and moves to the more advanced structures we see in modern day apps. A ninth-grader can go from having zero knowledge about it to having the ability to create a geo-location app and have it on the app store by the time they finish that book.

Construction will begin on Motsenbocker Road in Parker this April, according to plans from the Town of Parker. Improvements to the road will include widening the road between Todd Drive and Haswell

Drive. Construction is scheduled to be completed in October, according to the town.

A center turn lane will be added as well as new bike lanes and sidewalks on both sides. The project also includes stormwater improvements that will require a full closure of the roadway with a detour this summer, according to the town.

Douglas County finds property tax error affecting thousands Residents in and near Lone Tree can expect new tax statements soon

Douglas County says an error made when calculating residential and commercial property taxes resulted in thousands of homes receiving incorrect tax statements in January.

Approximately 7,600 property owners in Lone Tree, Acres Green, Province and Province Center near Highlands Ranch who were undercharged will receive corrected statements in the near future. The owner

of a home valued at $579,745 can expect a difference of $311 to their amended statement.

The error occurred when staff excluded a portion of the South Suburban Park and Recreation District’s mill levy on the mill levy certification. The district said on March 11 it was not prepared to comment but that the process for amending the mistake was in Douglas County’s hands. The error shorted the district nearly $5.6 million in operating revenue.

Douglas County Budget Director Martha Marshall said the mistake was made by the county’s budget office. The office learned of the error on March 8 after being alerted by the district. Marshall apologized to the district and other county offices involved in preparing tax statements.

“Errors like this are not accept-

able and we will be implementing new procedures so that this never happens again,” Marshall said. “It was (the budget department) that made the error. It was completely our fault.”

County commissioners heard the matter at their March 12 board meeting and approved a resolution correcting the mill levy certification. The assessor’s office will now correct the mill levy in its system.

The treasurer’s office will then prepare new statements.

The South Suburban Park and Recreation District manages indoor and outdoor recreation amenities in six communities and three counties, including Littleton, Centennial, Lone Tree and unincorporated portions of Douglas, Jefferson and Arapahoe Counties. The mill levy error affected Douglas County resi-

dents only.

The county has set up a hotline for anyone with questions, available at 720-733-6922. The hotline’s hours are Monday through Friday, 8 a.m. through 5 p.m.

Marshall told Colorado Community Media the budget office will begin comparing prior years’ certification numbers against the current year’s submission and explaining any variances found. The office will also begin asking all districts to use the same state tax form when submitting tax information and is researching additional procedures.

“There has been no cover-up involved here. As soon as it was discovered, staff worked most of Saturday, late Friday night,” said Board of Commissioners Chairwoman Lora Thomas, and staff “worked very quickly to get this resolved.”

Sheriff spars with county commissioners on red flag bill Spurlock calls new resolution extortion; commissioners say they’re upholding Constitution

Douglas County Sheriff Tony Spurlock walked from the back to the front of a near-silent yet crowded Douglas County Board of Commissioners hearing room on March 12, first to take the podium.

He was there to defend House Bill 19-1177, the Extreme Risk Protection Orders bill, commonly called a “red flag” bill, during a public hearing Spurlock in which commissioners were poised to adopt a resolution rebuking the controversial legislation.

Their drafted version, which they ultimately approved, questioned the need for HB 19-1177 with current state law C.R.S. 27-65-127 in place and declared the county would only fund the enforcement of constitutional laws. A resolution summary said the bill lacked due process.

Spurlock urged commissioners to wait and consider amendments to the bill. He said he was actively working with state legislators to bring some forward and planned to meet with Senate leadership the following morning. He later told reporters the county’s resolution was premature, poorly worded and a badly thought-out political move.

“Essentially what they’re trying to do is extort me,” he said. “I encouraged them the other day not to do this, but they went along with it.”

Not a ‘sanctuary’ The bill has spurred an emotional debate, including in public comment at the March 12 board meeting, in which some say the bill will improve public safety, while others say it violates Second Amendment rights.

The bill was introduced in the state House on Feb. 14 and was given final approval there March 4. It was scheduled to go before the Senate State, Veterans, & Military Affairs committee on March 15.

If signed into law, it would allow family, household members or law enforcement to petition a judge to take guns from an individual they argue is a “significant risk” to themselves or others.

If granted, the initial protection order lasts up to 14 days. A second hearing would then be held to determine if the extreme risk protection order should continue. An attorney would be appointed to the gunowner for this hearing.

If the court finds under a higher standard a person is a significant

risk to themselves or others, the judge could bar them from possessing, controlling, purchasing or receiving a firearm for 364 days.

A flurry of Colorado sheriffs and local governments, nearly 20, recently adopted so called Second Amendment Sanctuary policies, including neighboring El Paso County earlier that same day, but Douglas County commissioners said their resolution is more nuanced.

They said they were not declaring Douglas County a Second Amendment sanctuary. Commissioners also stated they would only withhold funding from the sheriff ’s office if the bill is signed into law and a court finds it unconstitutional.

Still, the resolution puts the commissioners at odds with their own sheriff. Spurlock has advocated in favor of two red flag bills, the first introduced during the 2018 session — which was voted down — and the second one now under consideration. He served as a consultant to the House and Senate as it was drafted.

His support followed the death of Deputy Zackari Parrish in a 2017 shooting that also injured six other people. Parrish was killed while trying to place a man he believed was experiencing a manic episode on a mental health hold.

Opinions split District 1 Commissioner Abe Laydon said commissioners did not take the resolution lightly “nor did we jump on a bandwagon.” They wanted to communicate a message — that the county is “a safe, constitutional county.” “(Spurlock) is a great friend and he knows I disagree,” said District 2 Commissioner Roger Partridge.

Public comment was limited to three minutes per person and was roughly split between people who support the red flag bill and those who do not. About 40 people testified.

People in favor of the commissioners’ resolution said the bill as it stands now is unconstitutional and violates due process. Some called it “gun-grab” policy with unintended consequences.

Others said a petitioner could simply lie to a judge, that a defendant could be wrongly accused and still have their guns taken for the 14-day period. More lamented that the initial hearing could be held without the accused present.

Board of commissioners Chairwoman Lora Thomas, who served for 26 years with the Colorado State Patrol, said she was a victim of domestic violence years ago and credits her access to a gun for her safety during that time. She’s uncomfortable with a law that allows people’s guns be taken based on claims, she said.

Shelters set up as blizzard hits hard in Douglas County

Les Lilly has been a bus driver with the Douglas County School District for 37 years. On March 13, he took on a different role — serving on a rescue team with law enforcement and road maintenance crews helping take motorists stranded in a blizzard to nearby shelters.

When it came to the storm, Lilly said he’d never seen anything like it.

“They were the most challenging conditions by far,” Lilly said. “Thank goodness for the snowplow drivers and deputies from the sheriff ’s office because they were our escorts.”

The rescue team was part of an impromptu task force created that day by the Douglas County Sheriff ’s Office. Three teams roved throughout the county to pick up stranded drivers and shuttle them to a shelter. Each comprised a patrol vehicle with its lights on, a snowplow and a school bus provided by the school district.

The buses were equipped with chains that made them safer to drive in such conditions, according to district staff.

Phones in the emergency center rang nonstop. Dispatch at one point grew so backlogged there were approximately 50 pending calls from people stranded by the snow storm.

“We had people calling saying they were stuck all different places throughout the county,” she said.

Score the interview: Tips on building a healthcare resume A template resume may work well in most industries, but when it comes to jobs in healthcare, the key to success is all about being specific.

Applying for a job in the healthcare industry requires extra time and a focus on the details. Some tips to be successful in applying for a healthcare job includes: Be specific in the objective: Don’t just send a general resume listing your past work experience, education and an indirect objective first line. Look at the description for the job you are

applying and spend the time to make your resume match the job.

Make sure you highlight your skills and abilities as truthfully as possible.

As with all resumes, it needs to be easily readable. A hiring manager does not have time to dig for the details these days. The resume needs to be ready to skim, allowing a hiring manager to pick out the main words that are likely featured throughout the job description post.

Brag about your education: This is a chance to really highlight every accomplishment you have. This means adding all certifications and licenses you’ve received. Include all of them even if they seem irrelevant.

Don’t forget the basics: While the healthcare industry might require specific resumes for every position, they still require the basics to success.

Those basics include:

Don’t exaggerate your qualifications: It may be a job you really want, but don’t quite meet all the requirements.

Even though tempting, never exaggerate your skills, especially for careers in the healthcare industry.

A hiring manager must be able to trust that what they see on that resume is the truth.

When listing your education, be sure to include: • Full certification and license names • The name of the certifying body from which you received the education • A certification number if available • List expiration dates anywhere you can One page doesn’t fit all: Since resumes became the main document needed to apply for a job, most experts recommend you keep it short and simple and cut it down to only one page. In the healthcare industry that isn’t always the case.

As long as all the information is relevant to the job, don’t be afraid to go beyond the one page. It’s OK to have two to three-page resumes if they highlight your skills, objectives,

Proofread: When it’s your own writing and your own work, proofreading might be tough. A sentence you’ve read five times, retyped and reconsidered might look correct because you are on auto-read. Don’t be afraid to have someone else read it over, and for yourself, take a break before proofreading so you are looking at it with fresh eyes.

Facts matter: Make sure you have the names of institutions, universities and education programs correct.

Take the extra minute to look them up online and assure you’ve stated all names correctly.

Include a cover letter: Like the resume, your cover letter shouldn’t just be a template. Your cover letter should be specific to the job you are applying for. Don’t be afraid to change the cover letter with every new application.

Gun and archery range application moves to town council Parker Planning Commission lets proposal go forward

The Parker Planning Commission met March 14 with the sole agenda item being the discussion and approval of a “use by special review” request for a gun and archery range in the Parker Homestead neighborhood.

The applicant must now present a site area plan to the Parker Town Council for approval before construction can begin. The applicant, Rion Buswell, said he expects the facility to be finished within 2 1/2 years.

The announcement of the initial plans for the Back 40 Range drew mixed opinions from residents.

Paul Workman, the town’s senior planner, provided a presentation outlining three major areas of concern brought up by the town and public, those being noise, air quality and crime. Several residents spoke on each concern in depth, both for and against the town staff ’s recommendation that the request be approved by the commis-

sion with conditions.

The approval of the “use by special review” followed nine criteria outlined in the Parker Town Ordinance. Residents also voiced their concerns about whether the parameters of the plan followed the nine criteria.

The Back 40 Range was originally planned to be built in the Parker Homestead neighborhood on the northwest corner of Chambers Road and Double Angel Road, near a baseball complex, EchoPark Stadium, the Church of Jesus Christ of Latter-day Saints and a neighborhood of single-family homes. The area is zoned commercial.

The range would be primarily used for archery and firearms training and education, Buswell said.

“It’s not a tin shed that invites criminals and anything else,” Buswell said. “Inside the facility will be a nice place to hang out, and the full intent of this facility is to be a family-friendly center.”

Some residents who spoke during public comment voiced concern over the possibility of smash-andgrab burglaries occurring at the range, some citing recent news headlines including the burglary of the Triple J Armory in Littleton, among several others. The Parker Police Department stated the addi-

Matt Brookshier, a local real estate agent through Coldwell Banker Homes, said he believes the announcement of the range in that neighborhood has already affected home values.

“I can tell you from the time the gun range has been announced, one house that was under contract has fallen out of contract because of the gun range. Another sale that occurred, the buyer said if they had known a gun range was going there, they would not have bought there,” Brookshier said.

Commissioner Kimberly Rodell said she appreciated the long thought-out process the applicant went through to follow the nine criteria for a “use by special review” request, and ultimately supported the request with its conditions.

“I think it’s a unique opportunity for Parker,” Rodell said. “For those who go to ranges, you do have to travel, especially when you’re shooting long guns. It sounds like the noise has been carefully thought out. It does fit the master plan, and it does include education, and educated gun owners are safer owners. I do appreciate it, and I am definitely in favor of it.”

tion of the range did not indicate potential for increased criminal activity attributable to the proposal more than traditional commercial use, Workman said.

“I think it’s something Parker needs,” said Nate Becker, a Parker resident who spoke during public hearing. “It’s a local resident. It’s a locally owned business …This is a unique local business that’s coming into Parker that’s going to provide us revenue, going to provide us sales tax and provide us employment opportunities.”

The three largest concerns among residents were regarding air quality, noise and location of the range.

Some asked for the range to be moved to an area zoned for industrial use. Gold Rush Elementary and an under-construction day-care facility are also near the proposed site, raising concerns from residents against the range’s location.

As part of the “use by special review” request, Wave Engineering, the contracted engineering consultant on the request, found the average decibel level for the area reached from 52 to 56 decibels in the area. Tom Brinkman of BCX Development promised the noise would remain under 45 decibels.

As more law enforcement and fire agencies across the state encrypt or consider encrypting their dispatch radio traffic, a bill was introduced March 12 that seeks to halt the trend.

Blocking the public and news organizations from listening to scanner communications has spurred debate in recent months between media analysts, who say the information is necessary for government transparency, and public-safety leaders, who argue encryption can keep personnel safer.

House Bill 19-1235 would require most entities of the state government and of cities, counties and special districts to allow their dispatch radio communications to be heard by the public on radio, scanners or online. The bill excepts “tactical” and investigative communications if necessary for safety.

State Rep. Kevin Van Winkle, R-Highlands Ranch, is the bill’s sponsor.

Here’s a look at some of the other bills drawing attention this legislative session, the four-month part of the year when state lawmakers pass bills, which ends May 3.

Death penalty could end Colorado’s criminal justice world could see a symbolic shift if Democrats succeed in ending the death penalty.

Lawmakers have tried before to repeal Colorado’s death penalty, which has been applied just twice since 1967, the Associated Press reported. The bill would apply to offenses charged on or after July 1, 2019.

The bill’s sponsors, all Democrats, are state Sens. Angela Williams and Julie Gonzales, both of Denver; and state Reps. Jeni Arndt, of Fort Collins, and Adrienne Benavidez, of Adams County.

Senate Bill 19-182 passed the Senate Judiciary Committee on a 3-2 vote and awaited further consideration by the full Senate as of March 14.

Family, medical leave on table A bill to allow workers up to 12 weeks of paid family leave — to care for a sick family member, tend to a personal medical issue or take care of a new child — advanced in its early stages in the Senate.

The bill’s sponsors, all Democrats, are state Sen. Faith Winter, of Westminster; Williams; and state Reps. Matt Gray, of Broomfield, and Monica Duran, of Wheat Ridge.

It rarely appears in text, because we rarely write with fillers.

You might say “uh,” but you don’t write “uh.” Or if you do, it’s uncommon.

I had a college professor who said “uh” every third word. I started keeping track. One day he was up to 88, and I couldn’t take it anymore.

I did something regrettable.

I left a note in his mailbox about it.

How he diminished his “wonderful lectures” (I had to add a little softener) with hems and haws.

Hey, I’m not perfect. I could be called to task by a strict grammarian all day and all night.

There’s a linguist named John McWhorter who astonishes me with his grasp of words, etymologies and meanings. He is an associate professor of English and comparative literature at Columbia University.

McWhorter wrote a lengthy piece for The Atlantic (Nov. 25, 2016), titled “The Evolution of `Like.’ How the ubiquitous, often-reviled word associated with young people and slackers represents the ever-changing English language.”

I’ll make reference to it shortly.

The first time I saw — and heard — McWhorter, he was being interviewed

by Don Lemon after the Jussie Smollett incident.

McWhorter spoke without a script

but sounded as if he were reading from one. There were no “uh’s,” and every thought flowed from the preceding one, and led into the next one.

Try it sometime. I can’t do it.

I had two impressions at the time: The man is a mastermind, for one. In person, I would fail his standards miserably, for two.

No one is that articulate. It’s unnatural.

Take Woody Allen. Please.

He hems and haws all over the place (in his films), and they are actually built into his scripts.

Bill would help reduce suicide As a one-time state lawmaker who had an “A+” NRA rating and a former Republican candidate for governor, I’m strongly supportive of HB-1177 — a bill that would provide extreme risk protection orders to temporarily remove firearms for those in the midst of a crisis.

My perspective on this issue is personal. Our family was in constant fear of losing our eldest daughter to suicide nearly a decade ago. She was just a child of 17 years at the time. Today, she’s healthy and successful.

Our family took action and removed all the firearms in our home. However, today Colorado’s families, especially those who have adult family members living on their own, don’t have such capabilities to take preventive measures.

I challenge the members of this committee, especially my fellow Republicans, to find common ground and work together in a bipartisan manner to support a thoughtful, comprehensive bill that balances Second Amendment protections with desperate families coping with a loved one in the midst of a crisis.

Each member of this committee has an opportunity to make a real difference and reduce suicide in their community, help and protect law enforcement, and, most importantly, give hope to desperate families. Please act!

Bad move by commissioners More than 25 percent of states across the country have passed red flag laws and another dozen, including Colorado, are considering doing the same. In less than three months into this new year, 19 officer-involved shootings in our state have resulted in 10 fatalities. Gun violence remains a controversial topic in Colorado and across the nation. We know the Second Amendment grants us the right to bear arms, but it seems we have forgotten our founding fathers also had a vision of securing life, liberty and the pursuit of happiness.

While we all define happiness differently, it doesn’t look like a 29-yearold deputy dying in an ambush-style attack in the predawn hours of the new year. It doesn’t look like fellow officers shot alongside their partner and it certainly wasn’t preventable as insinuated by county commissioners by simply leveraging statute “already on the books.”

Our commissioners have turned their backs on law enforcement by passing a resolution condemning the red flag bill, and the county GOP has expressed its “profound disappointment” with the sheriff for “actions against the Constitution of the United States.”

Even the NRA declares it’s time to “stop dangerous people before they act,” according to an National Public Radio article.

Relationships around money are important to examine

hen many people hear the term “financial adviser,” they may think of someone who mostly manages investments. While that may have been true in the past, today you may desire a holistic adviser who focuses on your life goals and relationships. Your adviser could help strengthen your marriage and help you set good examples for your kids.

One important area of focus is the impact of personal relationships on your financial future. Surprisingly, few couples discuss their long-term financial goals and short-term approaches to money management before they get married, in my experience.

This can lead to significant challenges down the road as couples with different objectives and spending habits struggle to find common ground. This may be more true as many couples are waiting longer to get married and financial patterns are already well-ingrained.

In the paper “Examining the Relationship Between Financial Issues and Divorce,” researchers found that couples who argue or disagree about finances are 69 percent more likely to get a divorce than couples who don’t. ¹ Talking about money is important, as financial disagreements can have a major impact on relationships. The following tips are intended to help couples foster a positive relationship

with money and each FINANCIAL other and may imSTRATEGIES prove family dynamics as a whole.

• Communicate: When talking about finances, the conversation should be ongoing. Incomes grow and decline, families change, and unexpected events occur.

Regardless of what Patricia Kummer happens, maintain open lines of communication and work together to come up with a solution.

Set aside a time monthly to review and discuss so things don’t pile up.

• Be fair: The way money is handled within a household should be fair and equitable. It is likely that one person will earn more than the other. However, to foster equality, it is important that money is viewed as belonging equally to each spouse or partner.

• Agree on setting limits: You may also consider setting a limit in how much one person can spend on nonessential items without having to talk to the other person. Discuss what this limit should be and make sure it is the same for each person. Whether it is $100 or $1,000, find an amount that makes sense. By setting these limits, each spouse has a certain degree of flexibility, while still seeking consen-

And take “LOL” with it.

And while I’m at it: Does “literally” mean “literally” or “figuratively”?

It can mean both, but when someone says they are “literally heartbroken” they mean they are “figuratively heartbroken.”

Otherwise, it’s called death.

Pass this essay around. Faculty: Teach your children about “like.” And feed them on your dreams. The one they pick’s the one you’ll know by.

words during this time of change; transparency, accountability, commitment, and action. I needed to be transparent and honest with myself and others about what I can and cannot do, what I am willing to do and not do, and where my boundaries were. I need to hold myself accountable for what I am doing and trying to achieve and included my accountability partners to help hold me accountable to my commitments. And I personally needed to stay committed to the journey. Again, this one is on me, and if you are following along and this is where you are as well, the commitment is on you too.

Lastly, I need to take action. Not just

write about them or talk about them but do what I say I will do, when I say I will do them.

What I am trying to do is what my good friend Tom Ziglar encourages us to do in his new book “Choose to Win.” It is to move from success to significance, and significance to legacy.

• Be transparent: Not every cent of income needs to be shared with each other, but partners need to make sure they don’t erode trust between one another. Agree in advance that discussions about money will be neutral territory.

There will be no ultimatums or criticism, just open and honest thoughts.

You will learn from each other and end up being better money managers.

It is never too late to implement some changes. Sit down with a holistic adviser who can help with this conversation.

When new issues arise, try to discuss them immediately and involve your adviser for an update to see how these changes may affect your overall plan.

Make sure you have an adviser who is willing to help you achieve your long-

term financial goals and work with you to build an ongoing strategy. It is important to set the foundation before you make investment decisions. Focus on your overall financial wellness, not on the daily stock market. This can help reduce stress and improve your relationships as they relate to money.

Tips and tricks for starting gardens in spring, early summer

umanity has always had a connection with the earth, said John Stolzle, a Colorado State University Extension agent in Jefferson County who specializes in horticulture, plant pathology and food systems.

“Gardening is a direct way for people to interact with nature’s processes,” Stolzle said.

However, with the state’s diverse — and often unpredictable — weather, Colorado can present greater challenges to gardeners than many other U.S. states.

Luckily, Stolzle said, “there are a few tips and tricks that can help when starting up spring and summer gardens.”

It all depends on the last frost Planting in Colorado is highly weather dependent and each year is different, Stolzle said.

But one tip to remember is not to start too early, Stolzle said.

“The key, in my opinion, is to be patient,” he said. “And to plant according to the last predicted frost date.”

Because the latter varies regionally, paying close attention to local weather forecasts may be the best bet. In general, gardeners can bestguess that the last frost date will likely be sometime late April or early May, Stolzle said.

PlantTalk Colorado, a resource for Coloradans to find research-based gardening information specific to Colorado’s diverse climate, suggests that “people in the Denver metropolitan area normally use Mother’s Day as a guide for when to plant.”

This year, Mother’s Day falls on May 12.

COURTESY OF THE GROWHAUS For those who want to get an early start on their gardens, Coloradans can plant seedlings indoors, then transplant them outdoors when the weather is appropriate.

General recommendations on when to start plants indoors range from two to eight weeks before transplantation, Stolzle said. But to get a more exact time frame for each plant, he said, seed packets will usually include the specific recommendations for that plant.

Acclimating plants to the outdoors before planting them outside can also help, Stolzle said.

But, to “avoid shocking their systems, plants should be introduced to the outdoors slowly, over time,” Stolzle said.

Grandma’s tip to avoid a freeze The location of a plant, the duration of a cold spell and temperature can all play a part in a plant freezing, Stolzle said.

Colorado State University Extension’s Colorado Master Gardeners are volunteers trained in horticulture. Master Gardeners have a plethora of troubleshooting information and advice for new and experienced gardeners, available all year round.

Two top officials at Centennial Airport received the UC Davis Aviation Noise and Emissions Symposium’s Walt Gillfillan Award.

Dylan Heberlein, the airport’s senior planner and noise specialist; and Mike Fronapfel, director of planning and development, were given the award, which honors symposium founder Walt Gillfillan and recognizes exemplary achievements and contributions to noise abatement in aviation by an individual or organization, according to a news release.

“This award has been a long time in the making,” Heberlein said in the release. “We just happen to be here to receive the award, but there’s more than 25 years of effort that’s gone into making Centennial Airport’s noise-abatement program what it is, today.”

Heberlein and Fronapfel oversee one of the most proactive noise programs in the nation, managing as many as 13,000 noise complaints in a single year, responding to seven city councils and two county boards of commissioners, the release said.

Heberlein credits airport staff,

both past and present, for helping forge a program that strives to understand aircraft noise from the community’s perspective.

Formed in 2009, the Centennial Airport Community Noise Roundtable — which Walt Gillfillan had a hand in — was created as a collaborative forum for local elected officials, appointed community representatives, airport staff, the FAA, the Colorado Division of Aeronautics and airport users to find ways to reduce and mitigate the impact of aircraft noise on surrounding communities.

Centennial Airport’s Fly Quiet Program, created in partnership with the roundtable, is an example of how the airport and communities work together.

The voluntary noise abatement program has helped minimize the impact of aircraft noise through pilot education and awareness.

The award was presented March 4 in Jacksonville, Florida.

“We are honored to have been nominated and selected, but this award is not just about us. It’s about the synergy among all of our stakeholders,” Fronapfel said. “And that’s something we’re truly happy to make some noise about.”

Cool versus warm season veggies “Knowing the difference between cool and warm season vegetables can save a lot of headache,” Stolzle said. “But, in all of these cases, a cold, hard freeze will likely kill any plants left out or left unprotected.”

Hardy, cool season vegetables: Hardy, cool season vegetables prefer cooler temperatures and can likely survive a “frosty nip,” Stolzle said.

They can be planted outside about two to four weeks before the anticipated last frost date of the season.

Collaboration Campus gets new name, hefty donation Sturm Family Foundation expands its portfolio with Castle Rock institution

Arapahoe Community College’s Collaboration Campus project has a new name, and one that came with a hefty and historical donation.

ACC has received $10 million from the Sturm Family Foundation, which it says is the largest in history for Colorado’s 13 institutions within the Colorado Community College System.

“A gift of this magnitude creates real-life opportunities for Colorado students to transition from the classroom into careers,” Colorado Community College System Chancellor Joe Garcia said in a prepared statement. “The Sturm Collaboration Campus will allow us to remove barriers to students and offer highquality programs to meet workforce needs.”

All $10 million will be used for the Castle Rock-based, higher-education school now named the Sturm Collaboration Campus. Half of the funds are already planned for staffing, equipment and technology. There’s also a match potential of $5 million.

The program is geared toward working students and helping graduates transition to the workforce.

Colorado State University will also offer bachelor’s degree completion programs at Sturm Collaboration Campus. Classes are slated to begin in the fall. The Douglas County School District and the Town of Castle Rock are among the project’s partners.

“We are sincerely grateful for the investment and confidence the Sturm Family Foundation is placing in ACC and the innovative model of the Sturm Collaboration Campus,” ACC President Diana Doyle said in a news release. “This partnership will help us achieve our bold campus vision to serve students, industry and community members in a more seamless manner.”

Sturm is the owner of ANB Bank and the developer of The Meadows, the Castle Rock neighborhood where the campus will be located.

The foundation was created in 2000

by Donald and Susan Sturm and now co-managed by their children.

The campus aims to bring a new model of higher-education to the Castle Rock area. It will combine applied learning with workforce training in studies like cyber security, secure software development, business, accounting, entrepreneurship and health care.

The Douglas County Sheriff ’s Office Youth Education & Safety in Schools (Y.E.S.S.) Program has added a free safeTALK (suicide alertness for everyone) training in May after the positive response to other recent trainings. There is also a training scheduled for March.

The safeTALK trainings are open to anyone ages 15 and older and last about three hours. Trainings will prepare attendees to identify persons with thoughts of suicide and connect them to suicide first aid resources.

each getting 8 inches, according to the National Weather Service. Wind gusts of 60 mph were reported.

Gov. Jared Polis declared a state of emergency the afternoon of the storm and authorized the activation of the Colorado National Guard to assist with rescue efforts in the state. Douglas County commissioners signed a local disaster emergency declaration, according to a statement posted by the sheriff ’s office on Twitter. The declaration made state resources available.

Heyden said the most dire emergency early in the storm was a 40to 50-car pileup that unfurled near the Greenland Exit on I-25 in the southern part of the county, creating a hazardous roadblock through the next morning and a ripple effect amid the storm.

Some drivers continued traveling into the area but became stranded when they reached the impassible crash. Other drivers knew the road was closed and tried to circumvent it by taking routes like Highways 83 and 105.

They didn’t make it far, Heyden said, either getting stuck in large drifts or having to stop when the snowfall grew too thick.

“The accident area was a nightmare, just a triage of vehicles all over,” Lilly said.

‘A great team’ DCSD began deploying buses about 10 a.m. to rescue stranded motorists on I-25 and highways across Douglas, Elbert and El Paso counties, including Highway 86, Highway 83 and Highway 105. Some bus drivers would work until 3 a.m. the next morning.

According to Lilly, he and seven other bus drivers braved the storm for more than 12 hours, from noon past midnight. By the end of the shift, they had rescued and transported more than 450 people to locations functioning as shelters throughout the county.

The school district’s director of transportation, Donna Grattino, said drivers will be paid time-anda-half for their work during the storm.

“I’m sure they will get some perks from us, like a lunch or something like that to support them,” she said.

“We have a great team and they are all very dedicated to making sure everyone is safe, not just our students but everyone in the community.”

Shelters operated from the Douglas County Events Center, New Hope Presbyterian Church and Miller Activity Complex, all in Castle Rock, as well as St. Peter Catholic Church in Monument, which is in northern El Paso County.

Shelters also operated from the Larkspur and Franktown fire stations and the Lone Tree Recreation Center. The Red Cross and Salvation Army assisted in providing

Nearly 700 people spent time in the various shelters, Heyden said.

On social media leading up to the storm and throughout the weather event, the sheriff ’s office urged people to stay home. Driving not only places citizens in danger but the first responders who come to their aid if an emergency arises, Heyden said.

She reminded people if extenuating circumstances require they leave their home in a storm, have enough gas, warm clothes and supplies to stay safe until help can arrive.

At 7 a.m. March 14, Lilly and five other bus drivers were back on the roads, helping transport people who had stayed in shelters overnight to their abandoned vehicles.

Heyden said numerous agencies were still working to clear roads and abandoned vehicles, some left in the middle of roadways.

In a Facebook post, Douglas County school board President David Ray called the bus drivers “heroes.”

Dozens of community members expressed similar sentiments over social media. On one Facebook thread, a group of parents discussed delivering gifts — baked goods and gift cards were among the ideas — to the district’s bus drivers after spring break, the week of March 18-22.

“The best crew ever is the Douglas County Bus Drivers,” one person wrote. “They deserve a raise and our praise.”

This citizen declares profound disappointment with our county commissioners. We aren’t “represented” by officials putting the safety of citizens in harm’s way despite lessons learned. Don’t worry commissioners, I’m certain our officers will maintain their oath to the Constitution by continuing to protect those refusing to do the same.

Polli Ring Highlands Ranch Sheriff deserves support I’m sorely disappointed at the lack of citizen support and representation shown at the Douglas County commissioners meeting on March 12 by our somewhat elected officials.

Forty percent of voters do not agree with you. The three commissioners do not represent the whole of DougCo. At the hearing, which was well done, nonetheless allowed the views of the extreme right wing RMGO to publicly slap our duly elected sheriff. I believe our sheriff understands

and supports citizen safety in a more nuanced and educated view of our populace than Thomas, Laydon and Partridge.

Shame on especially you, Ms. Thomas, who has worked tirelessly to address teen suicide. Your stance has done nothing to make us feel safer by removing guns from those who can’t make sound life decisions.

Vista, Legend take game to Arizona diamonds

ow that the winter sports season is over and driveway is finally clear of snow, it is time to catch up on a few other things.

First off, the Mountain Vista and Legend baseball teams displayed good timing. There were no baseball, soccer or lacrosse games played OVERTIME in Colorado on March 13 or 14 because of snow.

Golf or track events were also postponed.

However Vista and Legend did play baseball because they were in the Jim Benton Boras Baseball Classic of Arizona in the Phoenix area. The Douglas County School District didn’t go on spring break until the week of March 18-22 but Vista and Legend players didn’t miss too much school because of two snow days.

Hockey player who is big on assists honored for hard work on ice

It was late in the third period of the state semifinal game against eventual state champion Regis Jesuit when Alex Harlan set up Chaparral’s best scoring chance of the contest.

The Chaparral senior sent a pass to a teammate in the slot, which didn’t result in a goal in the 4-0 loss on March 1, but it showed the kind of player Harlan is — when assists to him are as important as the resulting goals.

Harlan is the 2019 Colorado

Community Media South Metro Hockey Player of the Year.

He was one of the state leaders with 23 assists. He had 14 goals and tied with fellow senior Dylan Florit for the team lead with 37 points for the Wolverines. Harlan missed two games because of concussion protocol.

“A lot of times the talk is about the player who scored the goals and not the player who had the assists,” said Harlan. “But the players know how important assists are.

“Yeah, sometimes I look to pass first. My dad keeps telling me to look for shots. I’m just glad I was able to play well this season.”

Harlan’s brother, Max, was an All-State goalie for Regis last season.

instead of AAA club hockey with the Thunderbirds. He noted it is more fun to play in front of a high school crowd than just parents at AAA games.

“He has extremely good vision on the ice as attested by his 23 assists,” said Wolverines coach Ryan Finnerock. “His biggest attribute is his speed and skill. He is right that sometimes assists are overlooked more than goals by some. However, we value them on our team as equal to goals.

“Alex did not play of Chaparral last season. He made the decision in his senior year to come back and play for his high school. He chose high school hockey because it has become more competitive than club AAA hockey and he said the level of hockey is equal to or greater in high school compared to AAA.”

Coming and going Darren Withey is the new athletic director at Highlands Ranch and Valor Christian AD Jamie Heiner has resigned effective at the end of the school year and is changing careers.

Withey, a Spanish teacher in the EDGE program at Legend, will take over for the 2019-20 school year.

He was the former Aurora Central head baseball coach and assistant football coach at Aurora Central, Mountain Vista and Legend and assistant baseball coach at Mountain Vista, Rock Canyon and Legend. He was an assistant softball coach at Legend.

Withey’s mother was a speechwriter for Ronald Reagan and his dad, Jim, was a semi-professional baseball player in Harvey, Illinois.

Heiner, Valor’s AD for the past four years, will be pursuing a full-time pastoral role at Journey Church in Castle Pines.

Valor has the search for a new AD. Impressive debut Clint Evans has made an impressive coaching debut in Colorado.

Historic 17 Mile House Farm Park set for repairs Late 1870s barn on Parker Road chosen for preservation

A piece of Colorado history roughly 140 years old will soon get a facelift, as the red barn at the 17 Mile House Farm Park undergoes repairs starting this month.

“As the only remaining mile house in Colorado in its original, historic, rural and agricultural setting, it’s vital we preserve it for future generations to enjoy and learn from,” said Glen Poole, Arapahoe County Open Spaces operations manager.

Located just south of Centennial on South Parker Road, the 17 Mile House is one of several inns that emerged along the Cherry Creek for travelers and freighters when the 1859-60 gold rush caused large-scale settlement of the state, according to the county website.

Those “mile houses” sat every two to three miles along the Cherokee/ Smoky Hill wagon trails from Kansas, named based on their distance to the intersection of Colfax Avenue and Broadway in Denver, according to the website. Out of the original six mile houses, only 17 Mile House and Four Mile House exist in their entirety today, the website said.

“The barn is a physical history book for the region, as it has followed the evolution of the land use of the area from serving as a resting barn for tired trail horses to a vibrant dairy barn,” Poole said.

The red barn at Arapahoe County’s 17 Mile House Farm Park will undergo a $320,000 construction project starting in March, limiting access at the park until the fall, according to the county. The project comes with the support of a $200,000 grant from the History Colorado State Historical Fund. A state agency, History Colorado houses the state’s official historic preservation office.

The property is a county park that sits at 8181 S. Parker Road, just north of the Town of Parker.

Previous State Historical Fund grants helped preserve the site’s ranch house, and with the barn also stabilized, future generations can stop and see a place that looks much as it did when prior generations came to rest for their journey onward, staff continued.

At mile houses, travelers could get a meal, spend the night, rest their animals and have minor repairs made to coaches or wagons, according to the county website.

The barn was constructed in the late 1870s, according to a county news release.

“Over the years, time and the elements have taken a toll on the structure, rendering the barn unsafe for public access. The grant — coupled with matching funds from the Arapahoe County Open Space Sales and Use Tax and a donation from the Cherry Creek Valley Historical Society — will support foundation repairs, roof replacement, weatherproofing and

reconstruction of the east brick wall of the structure,” the release said.

Once the project wraps up, the barn will display farm equipment from the 1940s and 50s, be open for public tours, and support historical education events and agricultural demonstrations from that era, the release continued.

“The 17 Mile House barn is the most iconic structure on the property, with its red sides, white trim, brick walls, sloped roof and sturdy interlocking wood-pegged beams,” Poole said. “The barn is beloved by the community and often the backdrop of important life moments for many.”

The county’s open-spaces department offers free monthly tours of the house, and the property is the backdrop for the county’s annual Fall Festival, the news release said. In 2018, more than 30,000 people explored the property, the release continued. Dates set for 18th Judicial District seven-week citizens academy Community members who would like an in-depth look at what happens from the time someone is arrested until trial and conviction are encouraged to participate in the 2019 spring citizens academy of the 18th Judicial District.

The free seven-week academy meets from 6 to 9 p.m. Wednesdays from May 8 to June 19 in the Douglas County office, 4000 Justice Way, Castle Rock.

Each of the seven classes explores the role of various members of the office. Attendees will explore different functions of the specialized units in the district attorney’s office, including the Special Victims, Economic Crimes, Cold Case, Crime Scene Investigations, County Court and Juvenile

An FHA Streamline can lower your monthly mortgage payment as well as your interest rate. If you have not refinanced since HUD lowered the MIP in 2015, now is the time! You may also be able to refinance out of an FHA loan, if you qualify for a Conventional loan eliminating the mortgage insurance, assuming your home value has increased enough.

The VA has a streamline process to lower your rate. You can also take advantage of this rising real estate market using a VA cash out refinance with a loan up to 100% of the

current value.

Interest rates are still at historical lows, but may be set to rise soon.
