Parker council, staff worried RTD cuts are a ‘slippery slope’ Minor service reduction to Route 483 sparks discussion about future

RTD route 483 is on the list of proposed service cuts come May, though the cuts will be minimal.

Parker will likely see service reduction to its commuter bus route to Aurora when the Regional Transportation District implements service changes in May. The proposal would convert pickup times during weekday morning and afternoon rush hours of Route 483 from every 30 minutes to every hour.

The proposal, presented before a town council study session Feb. 10, was enough to ignite a discussion among council and staff regarding the town’s relationship with RTD. Council and staff discussed ways to reconcile the continued loss of service to Parker routes.

“We’re worried RTD is not holding up its end of the bargain through these service cuts,” said John Fussa, community development director, “so I think the mayor and council were very clear that if RTD is not going to hold up their end of the bargain, all options are on the table, including the most drastic option of leaving the district.”

Castle Rock voted to be removed from the RTD taxing district in 2005.

If Parker wants to do so, the effort would require a state legislator to sponsor a bill to ultimately put the question up to town voters. Fussa said considering that measure would require serious study.

RTD will reduce or modify service to 25 local bus routes, including the 483, which travels from Lincoln Station in Lone Tree along Lincoln Avenue and Parker Road to Nine Mile Station in Aurora. The 483 was created in 2016 when two Parker bus lines consolidated. Parker also has Route P, a commuter route that loops in Parker and Civic Center Station in downtown Denver.

Residents within Parker’s RTD taxing district pay an additional 1% in sales tax that goes toward the district.

Parker RTD taxpayers contribute about $11 million each year.

“We don’t get anywhere near that level of service in return,” Fussa said. “The mayor and council understand it’s a regional district, so the money they put in the pot is used for transportation service throughout the district… but our residents and businesses send a substantial amount of money to RTD and we get very little return of service in terms of transit service.”

RTD welcomed its new interim general manager and CEO Paul Ballard Feb. 24. Ballard said his priority will be employee retention and opening the N line in the north suburbs. Service cuts, Ballard said, are not ideal, but RTD needs to face reality.

“The only way to gain the public’s trust back is to do what we say we’re going to do,” Ballard said. “In my experience, when you have a problem in service delivery, if you fix it and you communicate that to the public, they become more loyal customers than they were even before you messed up their trip to work. I think we have an opportunity here to build even greater loyalty to RTD.” But, Ballard added, “We have to deliver.”

The town feels it has held up its end of the bargain with RTD. The mayor and council advocated developers of the town’s newest housing development in Hess Ranch to join the RTD taxing district, and the town has paid for a free summer FlexRide program with town funds and encouraged mass transit in various master plan documents.

Bus service is not only crucial to the locals who rely on the service to get to their jobs in Aurora or Denver, but it’s vital for Parker’s local business community as well. Many Parker businesses rely on workers from Aurora and Denver as well.

“It’s much easier to cut service than it is to implement service. Once it goes away it’s harder to get it back,” Councilmember Josh Rivero said.

“If we lose service down here, I don’t think it comes back. When we start to allow them to take away the little bit of service we do get, it’s a slippery slope.”

In his final State of the Town address, Mayor Mike Waid had the pleasure to announce things are good — “in fact, beyond good,” he said.

“We’ve enjoyed economic prosperity, responsible growth, low crime and so many other positive things,” Waid said.

Waid made his final State of the Town address on Feb. 26 at the PACE Center in front of a crowd of community leaders. The annual event examining the town’s progress is hosted by the Rotary Club of Parker.

The Rotary Club recognized three individuals with their Parker Impact Award, honoring members of the community who embody the club’s motto of “service above self.” The Legend High School string quartet provided entertainment.

The Parker Impact Award recipients were Russ McCracken, former pastor of the Southeast Christian Church and founder of Southeast Community Outreach (SECOR) Cares; Bill Kraemer, longtime community volunteer; and David King, former police chief for the Parker Police Department.

NICK PUCKETT Waid compared the town to a garden — something that requires tending to and nurturing in order to yield fruit.

He encouraged his audience to “consider the next crop,” the next horizon for the town. The town is 75% built out and the final major housing development is underway in Hess Ranch.

“In the not-too-distant future we will be done growing and we will need to be prepared for what our future looks like beyond that,” Waid said.

Waid said the key to the town’s continued success as an enviable place to live is in the citizens of Parker.

“Parker is not a place. Parker is a people,” Waid said. “The answer to the question of ‘what makes Parker so amazing?’ is simple. It’s not the things.

It’s not the stuff. It’s you. It’s the people. It’s how you choose to interact with those around you. It’s not how

you tend your garden, but how you help others tend theirs.”

Waid cautioned his listeners against allowing online negativity to cloud facts. He said Parker’s No. 1 issue is not growth, though growth has been the center of debate among residents as Parker and the Denver area continue to see a surge in population.

“It’s those who try to poison our growth for their own self-glorification and narcissistic desires,” Waid said.

“It’s those who do not have the foresight to look down the road and plan for what is coming next while they are focused on what’s in it for them.”

Waid said that negativity is the vinegar to Parker’s garden—the greatest challenge the town faces.

“They’re there. They’re on social media, they’re on NextDoor. They’re around, but they are never facing

you in person,” Waid said. “We can all enjoy a fruitful garden when we remember it’s not about the ‘I,’ but it’s about the ‘we’ in Parker.”

To close, Waid gave a heartfelt tribute to Parker citizens, staff and council colleagues about his time as mayor. Waid, 47, has been involved with the Town of Parker since 2002.

He served on town council from 2008-12 and has spent the last seven years as mayor. Waid will not run for reelection in 2020. Waid calculated it has been 8.9 million minutes since the time he started serving with the town 17 years ago.

Waid thanked the people of Parker for making it what it is today.

“A lot has changed over those years, but the gift you (the people) have given me of a place my wife is proud to call home and my kids are honored to be part of is greater than anything I could ever provide back,” Waid said.

Douglas County legally obligated to give private schools grants, commissioners say

Douglas County awarded the private Lutheran High School with $134,351 from its school safety grant program on Feb. 25.

Douglas County commissioners launched the grant initiative in May after a shooting at STEM School Highlands Ranch earlier that month.

The board offered $10 million in one-time funds for mental health and physical security projects in county schools — private, charter

and public.

Lutheran is a private, Christian school in Parker enrolling 690 students. Dan Gehrke, Lutheran’s executive director, said the money will make a difference for the school and thanked commissioners for including private schools in the initiative.

“Private school is a difficult business. It’s a razor-thin margin,” he said. “I’m just here to say thanks. I get that public funding and private schools is fraught with pitfalls and disagreements.”

Commissioner Abe Laydon referenced the U.S. Supreme Court ruling in Trinity Lutheran Church v. Comer, which addressed whether a state grant program could be awarded to religious institutions in Missouri and landed in Trinity Lutheran’s favor.

means the county must award the grant dollars to private schools as well, although some community members have raised concerns about giving the institutions public tax dollars.

The board awarded $263,337 to another Parker private school, Southeast Christian School, in January.

“We don’t have any other legal right than to make sure that you are funded as well,” Laydon told Gehrke.

Roger Partidge, chair of the board of commissioners. said the process of awarding the grants, which began with a $6.8 million grant to the Douglas County School District in January, has helped the board hear personal stories explaining how grants will help schools.

“I don’t think we realized the impact that this was going to make,” Partridge said.

Partnership smooths path for startups, small businesses Colorado Enterprise Fund, town create sustainable loan fund for Parker entrepreneurs

Petit Parker has been in business for about two years, but owner Jill Callan wanted to move the storefront somewhere with more vibrancy—and what better place to move in Parker than to Mainstreet.

Callan has designed children’s clothing for years in New York City and owned a store there for about 10 years before moving to Colorado recently.

Petit Parker is a boutique store for baby and toddler clothing.

The business side of things, Callan admitted, was not her strong suit.

“I come from an artistic background,” Callan said. “I’m obviously not an accountant or I wouldn’t be in this business.”

Petit Parker now sits at 19555 Mainstreet, a move Callan said would not have been possible without help from a new public-private partnership between the Town of Parker and the Colorado Enterprise Fund.

Callan is the first Parker business owner to benefit from the new part-

nership between CEF and the town.

The town has allocated $50,000 over the next three years and CEF will match those funds—through federal and state grants—to create a reliable lending source for small business owners. The $100,000 annual Revolving Loan Fund will be reserved for business owners who face struggles in obtaining a traditional bank loan.

Callan said her financial statements required to obtain a bank loan were “not where they needed to be.” Callan contacted CEF, which assigned her a consultant to help organize her finances and determine the viability of a move to downtown Parker.

“My dream has been to be on Mainstreet,” Callan said. “It’s where everybody comes for the farmer’s market and the parades. All of that buzz is going on here.”

CEF partners with seven other agencies along the Front Range, including the cities of Arvada, Boulder, Longmont and Loveland; Adams and Weld counties and Rocky Mountain Innosphere, a Fort Collins incubator.

Ceyl Prinster, CEO and president of CEF, said the fund is designed to help business owners who can’t obtain a traditional bank loan for a myriad of reasons. Maybe the person doesn’t have much of a track record or collateral or has personal credit issues “A lot of those things we can be a lot more flexible about because we’re not a bank,” Prinster said.

Jill Callan dreamed of opening her children’s clothing store on Mainstreet in Parker. Thanks to a new partnership between the town and the Colorado Enterprise Fund, that dream has become a reality.

NICK PUCKETT Parker Town Council has made strides to assist local small businesses in the past. The town has operated a capital grant program where the town would issue one-time loans to businesses under certain parameters.

Economic Development Director Matt Carlson said that program lacked lasting impact, which the Revolving Loan Fund is designed to achieve.

“Capitalization is always an issue,” Carlson said. “For a lot of people in small service businesses, that looks like friends and family. For a lot of people, it looks like pledging your life assets to this business. Even then, it’s a lot of times not enough.”

The ongoing consulting services help guide businesses to mitigate the risk involved with issuing these loans.

CEF-partnered businessowners default at the same rate as standard lending. The Revolving Loan Fund relies on success of the businesses it issues loans to in order to replenish the fund, hence the name.

Carlson said the impact of the loan fund will hopefully have a larger effect on Parker’s economy and the town, which is heavily reliant on sales tax revenue.

“It allows more businesses to start, succeed and grow, which means retail sales tax,” Carlson said. But, Carlson added, the fund will not only create more diversity in business offerings in the town, it will also help diversify the town’s tax base away from its heavy reliance on sales tax.

The long-run goal this loan hopes to achieve is to boost employment in the town.

“If we can diversify away from (sales tax), and that looks like employment dollars, then that’s a very good thing,” Carlson said. “We hope this will allow entrepreneurs and innovators to start their businesses here.”

Local Methodists grapple with national changes Split in church is inevitable based on debate about LGBTQ marriages and ordinations

W

hen the Jardine family joined St. Andrew United Methodist Church in Highlands Ranch in 2018, they were grateful to have a place where their oldest son would be accepted.

Not long before, the then 14-year-old had come out as gay, and the Parker family had immediately left their previous faith because they felt there wasn’t a place for them in the conservative congregation.

After a few Sundays at St. Andrew, “my son said to me, ‘I’m so glad I still get to have religion in my life,’” Ryan Jardine said. “That for me was such a touching moment.”

The Jardine family is pleased with their experience at the Highlands Ranch place of worship. But that’s only because the church actively breaks the Methodist denomination’s rules by performing same-sex marriages and ordaining LGBTQ people.

“I feel comfortable attending St. Andrew because I feel like they have the autonomy and desire to be inclusive,” Jardine said. “St. Andrew has gone out of their way with him to make sure he feels accepted and loved.”

But the United Methodist Church has been deeply divided for decades over how to include the LGBTQ community in its faith. And, in May, the issue may finally split the church as members vote on the Protocol, a proposal that would divide the church into two denominations — one for those who formally endorse same-sex marriage and the ordination of gay and lesbian clergy, and another for those who do not.

Two churches acting as one The United Methodist Church, or UMC, works a lot like modern democracies, with a system of delegates, conferences and legislation. When members want to make a change within the denomination, they must follow strict procedures.

The church first addressed homosexuality in the 1970s, when the UMC adopted a stance against condoning same-sex marriage. Since then, there have been multiple additions to that ruling, such as completely outlawing same-sex marriages and ordinations of clergy who identify as LGBTQ. Several attempts by delegates from progressive churches to remove language stating homosexuality is incompatible with Christianity have failed.

In 2019, delegates voted to approve the Traditionalist Plan, strengthening penalties for those who violate these policies.

But in the UMC’s Mountain Sky Conference, which includes Colorado, Utah, Wyoming and Montana, the current bishop, Karen Oliveto, is the first openly lesbian person to hold her office. She recently said she won’t process complaints related to LGBTQ involvement in church rites.

2000: While the incompatibility clause in the Social Principals is upheld, it is softened and new language is added.

“We implore families and churches not gift for ministry,” she said, “to simply be LGBTQ is no reason to receive a complaint.”

Oliveto’s stance — she believes the Traditionalist Plan has created “a

January 2020: The Protocol is introduced, proposing a split of the church based on the compatibility of LGBTQ people and the church.

“The United Methodist Church and its members are at an impasse, the Church’s witness and mission is being impeded and the Church itself as well as its members have been injured.”

Rev. Bob Kaylor, lead pastor at Tri-Lakes UMC in Monument, which follows the more traditional belief, believes “we have long been at least two churches trying to act like one church.”

Traditionalist views, he said, are often misunderstood.

“The biggest misconception is that if you insist that Christian marriage is reserved for one man and one woman that somehow you hate your LGBTQ neighbors,” he wrote in an email to Colorado Community Media.

“We aren’t trying to deny any human rights to anyone. We simply believe that the rites of the church must be consistent with Scripture and the longstanding teaching of the church.”

The Protocol, conceived by delegates from churches across the world — including bishops and reverends — calls for worship practices to remain the same in all churches. But it gives traditionalists $25 million to create a new Methodist denomination, which would allow and enforce only unions between a man and a woman and prohibit ordinations of anyone who identifies as LGBTQ. Remaining churches continue as United Methodist and will support the inclusivity of all people in rites such as marriage and ordination.

While the Protocol isn’t the only proposal under consideration, it has the strongest momentum and was derived from the most viewpoints, according to UMC documents. Delegates worked on the plan in 2019 and announced it in January. In May, 862 delegates from across the world will convene in Minneapolis to vote on the Protocol.

If the legislation passes, the Mountain Sky Conference would vote by July 2021 whether to join the inclusive or traditional branch. Individual churches, regardless of their conference’s decision, also can vote to stand with either side, with all decisions to be made by Dec. 31, 2024.

According to Oliveto, most of the nearly 380 churches in her conference identify as inclusive of all people. In a petition signed last July, about a dozen leaders from churches throughout the conference stated they reject the traditionalists’ “strict requirements.”

“The Traditionalist Plan is against everything my region has come to understand about the body of Christ,” Oliveto said. “We’re grounded in an understanding of God’s generous grace.”

In the Denver metro area’s Methodist community, congregants and clergy say they are anxious and hopeful about the coming months and potential changes.

Some area churches have already lost members of their congregation over this issue. Others fear the split will lead to further departures.

Among religious leaders, “there is a strong push to keep as many people together as possible,” said Rev. Megan Armstrong, associate pastor at Arvada United Methodist Church.

Armstrong’s wife, Rev. Elizabeth Jackson, is also a UMC pastor. It’s important to the couple, who support an inclusive church, to try to keep congregations together, regardless of

Should the legislation pass, the Protocol requires: • Those forming a new denomination will register by May 15, 2021.

• Regional conferences, such as the Mountain Sky Conference, which includes Colorado, Wyoming, Utah and Montana, will choose which branch to affiliate with

• Leadership can choose to align with either branch by July 1, 2022.

• Local churches can choose to split from their conference until Dec. 31, 2024.

• $25 million will be allocated to the traditionalist Methodist denomination and $2 million will be set aside for any other denominations that are formed.

“These are the people who have sat next to you,” Armstrong said, “who have been there when your child was baptized, who have comforted you.”

An inevitable split Despite these shared experiences, church data shows conflicting viewpoints among its members.

A 2019 UMC survey of more than 500 congregants in the U.S. showed that 44% identified as conservative or traditional in their religious beliefs, 20% identified as progressive or liberal and the rest were a mix of moderate and unsure, according to a news release from the church.

In 2015, the church completed a similar poll asking about U.S. congregants’ beliefs on same-sex marriage.

It surveyed 400 people in each of three groups — pastors, leaders and members. Results showed 42% of members

disagreed with the church’s ban on same-sex marriage. About 38% of pastors also disagreed.

On both sides of the debate, Methodists cite the Bible and the central mission of Christianity to support their beliefs.

“The Bible has only six passages that speak to anything related to the issue of homosexuality,” said Rev. Mark Feldmeir, lead pastor at St. Andrew UMC in Highlands Ranch.

“Scripturally speaking, there’s no concept for homosexuality but we’ve interpreted some of those passages through the lens of our own biases.”

He believes passages interpreted in the present day as being about homosexuality actually referred to other concepts and have been misconstrued because of faulty translations and a lack of historical context.

Kaylor, one of the area’s few traditionalist pastors, disagrees, saying Scripture clearly defines marriage as between a man and a woman. He also maintains the traditionalist view is inclusive.

“All of us are sinners in need of God’s grace and restoration. That is, I think, a radically inclusive position — though a very different way of defining inclusivity than my progressive colleagues might express,” Kaylor said in his email. “... the most inclusive church is the one where all the people are finding together that new way of life in Christ, no matter what their particular pattern of sin and brokenness might have been. I need my LGBTQ friends, my addicted friends, my greedy friends, my gluttonous friends … to be part of the church and they need me — because we all need Christ.”

Some local churches, like Littleton United Methodist Church, fall somewhere in the middle of the debate.

The church is open to all members of the LGBTQ community but also wants to be open to people who are somewhat more traditionalist, said Rev. Richard Evans, interim senior pastor.

“Right now,” he said, “I’m very much aware that I’m an interim minister of a ‘purple’ (politically mixed) church trying to be a minister to everybody (and) convey that whatever

Local leaders such as Feldmeir and Armstrong believe the Mountain Sky conference will likely side with the inclusive branch if the Protocol is approved. But even if the legislation isn’t adopted, local pastors say a split is inevitable.

After the Traditionalist plan passed in 2019, St. Andrew led a group of about 50 like-minded churches from throughout the country in preliminary plans to leave the denomination if forced to follow the conservative policy. Those plans were put on hold when the Protocol was announced.

Should the Protocol not be approved, other churches such as Lakewood UMC also would consider leaving the denomination, said Rev. Ben Hensley, the church’s lead pastor.

“At Lakewood UMC, the conversation we will be having involves the question of who we are and our identity,” Hensley said. “Are we a congregation comfortable with discrimination against the LGBTQ community? I don’t believe (that we are).”

these plans to split, no matter the process, are a necessary reassurance.

Their experience has found few fully inclusive places of worship south of Denver. But for the Jardines’ son, whose family asked that his name not be used for privacy reasons, St. Andrew’s viewpoint has allowed him to find a church community, particularly among his peers, that he didn’t have before.

“It makes it a lot easier in normal life” to accept himself, the teen said.

Without the Highlands Ranch church, the family wouldn’t know where to go.

Said Ryan Jardine: “We wouldn’t feel comfortable anywhere where LGBTQ individuals can’t be fully included in every aspect, including as pastors or reverends, (or be able to) participate in all rites.”

A woman from Parker has been selected to represent Colorado as a Cherry Blossom Princess, a weeklong program that offers cultural, educational and professional development opportunities for women leaders ages 19-24.

Jenna Lanskey, a 2015 graduate of Chaparral High School, was selected based on her leadership and academic achievements, as well as her interest in social, civic, community and world affairs. She graduated in 2019 from Concordia University in Irvine, California, with a bachelor’s degree in behavioral sciences.

Lanskey, who still holds Chaparral records in track and field and was the school’s 2015 athlete of the year, attended Concordia on an athletic scholarship. She was a member of Concordia’s track and field team, where she earned first-team All-Pac West Conference honors and All-Academic Honors.

An advocate for mental health and suicide awareness, she is now pursuing a master’s degree in clinical counseling at Colorado Christian University.

The Double Angel Foundation will award $7,000 in baseball/softball scholarships in 2020 so enthusiastic ballplayers ages 5 to 18 can enjoy their sport.

A total of $3,000 is dedicated for individual players who love their sport but are unable to pay for all the costs associated with competition. These scholarships can be used to pay for registration fees, tournament costs, uniforms and equipment for all types of baseball and softball programs.

To apply for scholarships, young athletes in Douglas County and the Denver metro area are asked to provide information about themselves and their financial need. They must

The scholarship program is just one mission of the Double Angel Foundation, which was organized in 2000 to honor Dillon and Logan Dixey, two Parker brothers who loved baseball but drowned after being overcome by carbon monoxide while swimming at the rear of a houseboat.

The foundation also promotes awareness about the dangers of carbon monoxide poisoning. It constructed a baseball complex in Parker to provide more fields for youths to play the game.

VOICES A handful of clues before we choose

T

his is it, I promise. My one and only political column.

Nationally, roughly 43% of eligible voters QUIET did not vote in the 2016 presidential DESPERATION election.

Let’s try to do better.

That’s all I am going to say. You’re not going to get an endorsement out of me, but if you can read between the lines, I think you’ll Craig Marshall know.

I have never seen Smith anything like 2016-20.

If nothing else, it has been entertaining.

However, there has been a whole lot

of else. Daily. Hourly.

The past three and a half years have been exhausting and exasperating.

There’s no other way for me to look at it.

It’s been what’s called an “eye opener.” I simply didn’t realize as many of my neighbors believe in what they believe in.

Maybe that’s the silver lining.

The United States are not united states.

I often wonder if the exhaustion and exasperation have wicked into our conscious and unconscious behavior.

There seems to be more disrespect and belligerence.

I would prefer to be either informative or amusing and leave the deep dish editorials to others.

Will Rogers said, “I am not a member of any organized political party.

I’m a Democrat.”

Does anyone remember Rogers?

He was born to a Cherokee family in 1879 and died in a plane crash in Alaska in 1935. In between, he was a humorist, actor, cowboy, social commentator and newspaper columnist.

“Folksy” always appears next to his name.

He once said he never met a man he didn’t like.

Boy, I sure have. Including myself.

Each and every one of us is imperfect. Except my sister. No, I take that back. She bites her fork.

Some people are more imperfect than others.

I could name names all day, but why be that unpleasant?

It’s so easy to be unpleasant, and I admit my own voice participates.

If I had only one choice, I’d choose

“humorist.”

I can’t change, improve, or enthrall anyone, and I don’t want to try.

I wish I had kept track of the films I have watched since November 2016.

Have there been more comedies than tragedies?

How about music? My preference was wordless classical music before the 2016 election and it has remained wordless classical music.

When I hear Beethoven it improves my day. It’s so good, it makes up for the headlines, at least for 10 or 15 minutes.

There’s something else that improves my day: writing. It’s my banjo.

One of Steve Martin’s routines had him playing the banjo. Playing the banjo whisked away whatever troubles he was having.

Sexual harassment is just one example, but there are many others, including not paying overtime, wage theft and racial prejudice. Low-wage workers are most impacted by forced arbitration – 65% of them have it in their employment contracts and are the least able to hire lawyers to help right the wrong.

The good news is the Colorado Legislature is considering a bill – Senate BIll 93 – that would make arbitration more ethical, transparent and fair in our state so everyday Coloradans can stand up for their rights against corporations that have harmed them.

o, occasionally, my selling roots do show up in some of my writing. And, although you may not be in sales yourself, two things may happen by continuing to read on. First, you may know someone in sales, and they could find this column interesting. Second, even though WINNING it looks like a WORDS column about the selling profession, it’s really about much more.

Over the years I have heard two sides of an argument. There is one school of thought that believes there are certain people Michael Norton who are born with the gifts, personality, attitude and skills to be recognized as a born salesperson. The other side of that argument is that there is no such thing as a born salesperson, salespeople are made, not born. They will argue that even though they may have been blessed with the gifts, personality and attitude, there is no way they were born with the skills.

Do you know any born salespeople? I mean the kind of person that without any guidance or direction just somehow ended up in sales.

And not only did they end up in sales, they were somewhat successful and sometimes even wildly successful. I know that I can personally name a few men and women whom I know and whom I have worked with who may have me thinking that they actually were a born salesperson.

Now having spent most of my professional life in personal and professional development, and having met thousands of salespeople over the years, I may be qualified to choose a side in this debate. And where I would land would be that I do believe there are born salespeople. Just like I believe there are born athletes, born musicians, and born chefs, I also believe there are born salespeople. But just like an athlete, musician, or chef who was born with certain gifts, personalities, and attitudes, somewhere along the way they were taught and perfected skills and techniques. Somewhere along the way they received coaching and training to elevate them to a

Technology helps prevent crime in Douglas County

n a society that is becoming ever-increasingly dependent on technology, the Douglas County Sheriff ’s Office works diligently to keep up. There are many ways that technology keeps us safe.

Drones or unmanned aerial vehicles (UAVs) are a very small part of a much larger picture regarding how the sheriff ’s office utilizes technology to fight and prevent crime LIVING & within Douglas AGING WELL County as a whole.

The following is a breakdown of a few major technological elements about the drone program.

The Douglas County Sheriff ’s Office utilizes several UAVs, all with different capabilities.

Jason Blanchard Some are consumer grade (not much more than a flying stabilized 4k camera) while others are professional grade which allow for larger payloads (to include dual cameras that utilize zoom, thermal, or infrared cameras). So how is this technology used? To date, it’s mostly used for accurate evidence collection, but it can and is also used for surveillance and tracking suspects at large.

The ability to surveil is limited by the Fourth Amendment, which es-

tablishes laws in order to “search” a person or property. We are not able to randomly fly up to somebody’s window and “take a peek” because we suspect there might illegal activity afoot. Probable cause is required and more than likely a warrant for such activity. That is unless we are legally permitted to do a warrantless search in an emergency tactical situation.

When it comes to tracking a suspect running from law enforcement, there are also some pretty substantial limitations. Airspace (the sky) is regulated by the FAA, and there are certain areas in Douglas County that do not allow a UAV to fly without special permission or a waiver (specifically near Centennial Airport). Permission can be granted, but it usually takes some time to make it happen, giving the suspect a chance to get outside of the drone’s range. In order to be legally flown commercially, a drone is required to be within a pilot’s visual line of sight (which is about a mile on a clear day) and is limited to a 30-minute flight time, and about 35 mph.

The Douglas County Sheriff ’s Office does have a night waiver which allows us to fly at night, but again, it is required to see the drone (which is accomplished with the attachment of a bright miniature strobe).

Where the UAV really shines is with accurate evidence collection.

Drones are excellent at painting a very accurate portrayal of a scene using multiple technologies to include 3D and Ortho-mosaic mapping. These tools combined make it so that we can present very accurate portrayals of a scene to a judge and jury in cases that would have previously missed the big picture.

Investigators can go back to a scene to review details on a 3D model well after the incident has cleared.

While drones are a hot topic, that tech is only scratching the surface of the technology utilized in Douglas County to keep citizens safe.

Other exciting technologies include the utilization of the STACC (Statistical & Tactical Approach to Crime and Crashes) program, the SET team, license plate reader technology, body cameras, dash cameras and better radio coverage for communications.

Movie theaters step up comfort, amenities for enhanced experience

raditional moviegoing is struggling, and it’s not hard to see why. Cheap Netflix subscriptions. High (and higher) definition TVs. The ability to stream endless hours of entertainment with the push of a smartphone button.

It’s that seemingly endless entertainment bounty that makes the decline of the simpleton cinema inevitable, right? Perhaps, but don’t tell that to the executives at the nation’s two largest movie theater chains, Regal Cinemas and AMC Theaters. They’ve both spent millions on lavish renovations and improvements to their theaters across the Denver area and show no signs of stopping.

From Westminster to Highlands Ranch and Arvada to Lone Tree, Denver-area audiences now sip craft beers and nosh on gourmet treats like flatbread pizzas and mac and cheese bites while watching crystal-clear movies from recliner seats that they reserved hours and even days ahead of time.

It’s all part of a new focus on the guest that AMC public relations director Ryan Noonan says has swept both AMC and the theater industry as a whole in the last few years. That’s been especially true in the Denver area, which Noonan said has seen among the most renovations and investment among AMC markets.

“What we saw is that guests really wanted this elevated moviegoing experience and they were no longer satisfied with just showing up and sitting in a seat and rubbing elbows with the person next to them,” Noonan said “They wanted to come sit in recliners, they wanted to enjoy better food, they wanted to have a beer as they watched a movie and they wanted to see it on a really big screen with the latest in projection technology. And as we’ve continued to provide that, we’ve seen more and more success and great guest feedback.”

Improvements can be costly Although each of those improvements represents a major investment on the part of theater operators, few match the costs of adding reclining seats, which not only require individual auditoriums to be closed during installation but also typically reduce their capacity by 50% to 60% once installed.

But while such a change would seem to represent a self-inflicted threat to theater bottom lines, Noonan said AMC has found it to be a net positive because theaters are now finding people are returning to theaters more often even if it means

The unique attraction that such seats offer became evident when the seats were first installed in an entire AMC theater in Seattle, Noonan said, and strong consumer enthusiasm for them has also been evident in the Denver area.

“Almost immediately what we saw (in that first theater in Seattle) were guests coming up to the box office and saying ‘I’d like to sit in a recliner to watch a movie’ and not ‘I’d like to go see this specific movie, what auditorium is it in?’” said Noonan.

have become increasingly standard in Denver and other markets throughout the country, they were anything but when a Texan named Tim League opened a theater called Alamo Drafthouse that combined inseat food and drink service with an old-school Hollywood vibe in Austin, Texas in 1997.

Alamo Drafthouse is credited by many in the industry with spearheading changing consumer tastes and the evolving nature of theaters in the Denver market has followed quickly from the opening of Alamo Drafthouse’s first area theater in Littleton in 2013 (additional locations have since opened in the Sloan’s Lake area and Westminster).

People with Alzheimer’s disease and their caregivers will learn about brain health and how to provide care to those with dementia at a free educational conference presented by the Alzheimer’s Foundation of America.

The foundation’s 2020 national Educating America Tour presents the conference from 8:30 a.m. to 12:30 p.m.

All the while, scientists track what’s going on in their brains.

“There is an explosion of studies in this field, because it is immensely important to know the timing of events in the brain, which areas light up first” and which follow, said Parvizi.

“And when area A lights up, what does area B do?”

The monitoring of Nall’s brain provided data for several papers published in the past couple years. One of her experimental tasks sounds a little strange: During her 2013 hospital stay she was asked to repeat the sentence, “I never said she stole my money” over and over, putting an emphasis on a different word each time. Those changes altered the meaning of the sentence.

Researchers had sought her help in learning how the brain produces and controls speech, perhaps a step toward helping people unable to talk. That goal struck a chord with Nall, who recalled that an uncle’s voice was stilled

by Lou Gehrig’s disease.

Looking back, she said she’d encourage others to take the same step. “It is something you feel good about later,” she said. “Let your life be defined by the lives that you change.”

Two weeks after Hofmann’s surgery, a scar curves from the top of her right ear to her forehead hairline. “So far, so good,” she said. “No seizures.” Part of her brain is gone, but she doesn’t feel anything’s missing. In fact, happy memories have surfaced, “things I haven’t thought of since I was a girl.”

Contributing brain cells to science “makes me so proud and so satisfied,” she said. “It makes me feel more connected to the human race.”

Regal Cinemas, the nation’s second biggest theater chain and the operator of 13 theaters in Colorado, seemed to be following the Alamo model when it opened a Regal Cinebarre, its brand of dine-in theater, in Greenwood Village last year. The Cinebarre took over its space from Greenwood Plaza Stadium 12, an aging theater that had closed in 2018.

“This state-of-the-art theater is a unique destination that provides moviegoers with an enhanced entertainment experience as they watch movies and eat a great meal,” Heather Peters, the public relations director for Regal Cinemas, wrote in an email. “The theater features a complete restaurant menu, traditional movie treats, plus a full bar with handcrafted cocktails and satellite television.”

Even some of Denver’s most classic and longstanding cinema destinations are taking note of the changing landscape and responding accordingly. When damage from a burst pipe forced the historic Esquire Theater in Denver’s Capitol Hill neighborhood to close in late 2018, many assumed it would never reopen.

But when it did so last summer, the theater’s guests were greeted with the addition of new theater seats, carpeting and flooring as well as a new box office and concession stand. The improvements continued this winter with the addition of alcoholic beverag-

“People increasingly expect to be able to grab a beer when they go out, and if we can have that for them it obviously keeps us in contention as far as a night out,” said the theater’s manager, Troy Lasley, who said alcohol has been popular at the theater.

Different angle on competition But will such changes allow theaters like the Esquire to stave off the challenge posed by Netflix, DisneyPlus and other in-home entertainment options?

Patrick Corcoran, the vice president

of the National Association of Theater Operators, says that’s not actually the right question. That’s because Corcoran and other industry insiders feel that movie theaters are not actually competing with streaming services.

“Our competition is primarily for people who want to get out of the house,” said Corcoran. “In terms of the home, the disruption has primarily been in the home whether it’s been with VCR or DVD or now streaming services.”

And that away-from-home experience market is one in which Noonan

said the theater industry continues to hold its own. For evidence of that success, he points to data that shows the film industry continues to sell around twice as many tickets as the NFL, NBA, NHL and MLB professional sports leagues combined.

“I can’t think of a movie that’s been on a streaming service that’s ever got the amount of attention that ‘Avengers: Endgame’ got this year and that’s because movie theaters and movies up on the big screen are the cultural touchpoint for people that they gravitate towards,” Noonan said.

“And so while there will always be challenges, I think AMC and really the industry in general have done a really good job of pivoting to an elevated experience and I think guests have really responded.”

Local chef wants to set the bar for Indian cuisine Urban Village, a new upscale Indian restaurant, strays from traditional curry, tandoori chicken

Charlie Mani insists what he cooks is not Indian food—at least not anything like what Americans expect of Indian food. The kitchen he runs at Urban Village, serves, for lack of a better term, Indian dishes. Mani’s description of his own cuisine differs from the genre of food they serve.

Mani, who went to culinary school in his home city of Chennai in South India, and worked at some of the top Indian restaurants in New York City until recently, said the way he does cooking is unlike anybody else.

“My way of cooking is always a surprise,” Mani said. “I want to do something not usual.”

Mani, of Lone Tree, strives to break out of the box Americans typically know as Indian food—tandoori chicken, curry, naan bread. His dishes start with Indian specialties he and adds his own flair to it. Some of the staples are still there. The short menu has things like naan, tandoori chicken and coconut curry, but Mani’s take on dishes like a kale moong dal chaat, breaded cauliflower or golgappa is where his creative influence can be tasted.

Mani, a personable yet stubborn creator, does not concede the costumer is always right. Mani relies on his education and his inner artistic voice to continually raise his own bar. He describes his affection for cooking in multiple forms — to him cooking is his wife, the restaurant is his home and the customers are his friends, family and guests. Mani personally attends to each table. He

“When it comes to cooking, I don’t listen to anyone,” Mani said. “Everybody screwed up enough of my industry. There’s enough screwing up.

As a result, the restaurant already has a reliable base of regulars who make complicated orders without looking at a menu.

Though his influences come from his home palate, Mani says he doesn’t want to be identified as an Indian chef. It can pigeonhole him as a creator and create certain expectations of himself.

my life before coming to America,” Mani said. “I grew up cooking everything totally different. When I moved here, my name is Charles so on my

resume they assume I’m a white boy, but when I go there they say, ‘Sorry, we don’t serve Indian food.’ If I wanted to cook Indian food, I might have stayed in India.”

Urban Village has been open since October in Lone Tree’s entertainment district. The restaurant has received acclaim from local food critics for its unique take on Indian food.

The restaurant started out as a dream. Ramesh Madakasira wanted to bring a high-end Indian restaurant to the Denver area. Madakasira and his partner Gopinath Desam, both from Lone Tree, are both software engineers by trade. Mani moved to Lone Tree last year. Urban Village is their first restaurant venture.

“I take it as a challenge,” Madakasira said. “If there’s a challenge, there’s an opportunity with it as well.”

Madakasira said they hope to bring Urban Village to downtown Denver and throughout the metro region.

Lone Tree was a good place to start, he said.

“For me, it doesn’t give me stress ever because I like it,” Madakasira said.

To Mani, he’s the opposite.

“The stress is what keeps me coming back,” he said.

Mani said he can’t get enough of cooking.

“For me, that stress is the one thing that makes me wake up and come again and again and do what I do.”

Chaparral’s shooting keys win Douglas County’s boys basketball season comes to a close

Chaparral showed its ability to shoot from long range in its 91-64 win over Douglas County on Feb. 29 in a second-round Class 5A boys state playoff basketball victory.

The Wolverines fired away over the Huskies’ zone defense from 3-point range and were successful, making 14 shots, to win their ninth straight game to advance into the Sweet 16 on March 4 with an 18-6 record.

Senior Konnor Ruth came off the bench, tied a school record with seven 3-pointers and finished with 23 points. Kobe Sanders, a senior who was the leading scorer in the Continental League, had a pair of baskets from beyond the arc and added 17

points, along with sophomore Joel Speckman ii, who scored Chaparral’s first seven points and also had two 3-pointers.

Chaparral shot 56 percent from the field in the game.

“Normally, we aren’t a shooting team,” said Ruth, who made five 3-point shots in the second quarter.

“We move the ball, get it to the post to our big guys, so that is that the typical play style for us. Against Douglas County, it was just based off the zone they were playing. The corners were always wide open and that was why they put me in. I’m our instant offense off the bench. When we need a shooter or some scoring, I’m the guy.”

Chaparral coach Nat Rohnert urged his team to shoot.

“They decided to key in on a couple guys and left our other guys open,” said Rohnert. “Our team is more than just a couple players. We’re deep on our bench. Guys came in ready to play. I told them if they were open to shoot the ball.”

Chaparral, seeded seventh in the

state playoff bracket, was set to face Smoky Hill in the Sweet 16.

“We’re playing good defense and no one really believes in us and gives us any chance, and that gives us more energy,” said Sanders.

Douglas County dropped a 70-61 game to Chaparral during the Continental League season but couldn’t keep the second game close.

Sophomore Jaeton Hackley scored 20 points and senior Tim Broom had 18 to pace the Huskies, who saw their season end with a 15-10 record.

“Credit Chaparral,” said Douglas County coach Clay Comstock. “They are a very good team and very well coached. They deserve all the credit in the world. It didn’t have anything to do with us. It was their game.

“I’m very proud of this team. We reached new heights this year. We took a lot of steps forward. It was a big step backwards against Chaparral, but it doesn’t define our season.

Our group of seniors really pushed the underclassmen to do better next year.”

tate playoff action in 4A and 5A high school basketball started last week with the first two rounds, and there is nothing better that watching playoff action in any sport.

The intensity and competition in most games increases, and there is usually a surprise or two along the way to the finals.

In the Class 5A boys bracket, Rangeview was top-seeded and Valor Christian was the No. 1 seed in the girls Class 5A. I figured it would be good to talk with somebody that has been OVERTIME through playoff competition, so I reached out to Dick Katte, the winningest Colorado high school boys coach, with 867 victories in 48 seasons at Denver Christian, where Jim Benton he guided teams to eight state titles.

“I’m always anxious for these three weeks of the season,” said Katte, who watches many games during the season. “I love to watch the play, but in my heart it is the toughest thing that I still miss.

Those kinds of games, working with players and asking them to step up, is really an intangible thing.”

It seems to me that teams have to have a little luck, quality talent plus depth, good preparation, a winning demeanor and a confident mental attitude to succeed.

“I don’t know if I’ve seen enough teams to make any judgment on who should be considered,” said Katte about the boys 5A brackets. “I know that the goods are good. I’ve seen Rangeview. They are good. I’ve seen Grandview and they are good and I think Cherry Creek is very good.”

Here are a few more thoughts from Katte about the state tournament basketball playoffs.

“You know that if you are going to win the whole thing that somewhere along the way you are going to have to beat somebody that maybe you shouldn’t have,” offered Katte.

“When you did it as long as I did it, I think that there were times where we should have won but didn’t win the game that was on the line, but there were also times we did win when there were teams better than us.

Three south metro teams make hockey final four Valor, Chaparral and Regis Jesuit advanced in playoffs STAFF REPORT

Semifinal pairings for the state high school hockey tournament are set.

Top-seeded Valor Christian (18-2-1) will face two-time defending state champion and fifth-seeded Regis Jesuit (13-6-2) in a March 5 semifinal game at 5 p.m., which will be held at the Pepsi Center. Valor went 1-0-1 against Regis during the regular season.

Second-seeded Chaparral (16-2-3) will face third-seeded Fort Collins (173-1) at 7:30 p.m. March 5 in the other semifinal game at the Pepsi Center.

Chaparral downed the Lambkins, 3-2, in a regular-season contest.

In quarterfinal games held on Feb. 29, Valor outshot Pine Creek, 29-12, and got goals from Evan Pahos, Blake Rollison and Colton Carlson in a 3-0 victory. Goalie Trey Hirschfield got the shutout.

William Laws had two goals to lead Regis to a 4-2 quarterfinal win over Denver East. Ralston Valley held a 41-26 advantage in shots on goal over Chaparral but the Wolverines got goals from Noah Youkin, Jackson Mundell and Owen Hardy to post a 3-2 victory. It took two overtimes before Fort Collins collected a 2-1 win over Cherry Creek

Girls basketball playoffs: How local teams fared STAFF REPORT

Top-seeded Valor Christian, defending state champion Cherry Creek, Regis Jesuit, Grandview, Highlands Ranch, Arapahoe and Cherokee Trail were south metro teams to notch second-round victories in the Class 5A girls state basketball playoffs.

Sweet 16 games were scheduled to be played March 3.

Valor made 59 percent of its field goal attempts in rolling to a 91-30 victory over the Far Northeast Warriors on Feb. 28, when all the second-round games were played.

The Eagles had five players in double digits, led by Mariah Hillard and Raegan Beers with 16 points each.

Cherry Creek, the No. 2 seed, used a double-double from senior Cali Clark, who had 25 points and 14 rebounds to sprint to a 77-55 victory over Horizon.

Regis grabbed a 54-11 halftime lead and went on to pound Liberty, 88-24. Sophomore Lauren Betts scored 15 points to lead Grandview in a 76-28 win over Arvada West.

Payton Muma, Sarah Mitchell and Taylor Ray each finished with 14 points as Highlands Ranch routed Chatfield, 67-18. Arapahoe’s strong fourth quarter pushed the Warriors to a 43-32 win over ThunderRidge.

Dominique Rodriguez scored 16 points in Cherokee Trail’s 62-57 win over Lakewood.

In other second-round games, Rangeview posted a 55-41 conquest of Chaparral and Broomfield edged Mountain Vista, 49-48.

In the first round of the 5A playoffs on Feb. 25, No. 17 Chaparral jumped to a 31-11 halftime advan-

tage and went on to record a 58-27 win over Grand Junction. Senior Jessica Formento and sophomore Avery Bang each scored 16 and had six rebounds to pace the Wolverines.

Arapahoe, seeded 20th, rolled to a 61-30 victory over Douglas County as sophomore Sam Crispe had 14 points and senior Kali March added 13 for the Warriors.

Mountain Vista led 52-23 at halftime, finished with 26 steals to record a 80-45 win over Prairie View.

Senior MacKenzie Gamble tossed in 19 points to lead four double-figure scorers for the Golden Eagles.

Lakewood made 12 3-point field goals in a 70-42 conquest over No.42 Rock Canyon. Doherty outscored No. 44 Legend 22-8 in the third quarter in an otherwise close game as the Spartans eliminated the Titans, 47-29.

Ponderosa and Littleton collected first-round wins in the 4A playoffs.

The Mustangs, seeded 18th, held Conifer scoreless in the second and third quarters in a 71-15 win over the Lobos. Junior Liberty Line made six 3-point field goals and scored 30 points for Pondo.

Littleton, seeded 34th, downed No. 31 Denver West, 58-44, as senior Jasmyn Thompson-Harvey and Ava Youngblood-Yazzi each scored 12 points and senior Brook Wolanin added 11 points for the Lions. Susie Puchino had 11 of the 27 steals made by Littleton.

George Washington made a lastminute free throw to beat Ponderosa, 54-53, in the 4A second round.

Littleton hit only 13 percent of its field goal attempts in a 50-12 second round loss to Pueblo West.

Boys basketball playoffs: How area teams fared STAFF REPORT

Five south metro area teams prevailed in second-round Class 5A boys playoff basketball games played on Feb. 29.

Sweet 16 games were scheduled to be held March 4, with the winning teams advancing to the Great Eight on March 7 at the Denver Coliseum.

Grandview, Valor Christian, Chaparral, Smoky Hill and Regis Jesuit were the teams advancing to the Sweet 16.

Amondo Miller scored 17 points to help sixth-seeded Valor Christian earn a 65-61 victory over Rocky Mountain.

Chaparral, the No. 7 seed, connected on14 3-point shots and Konnor Ruth tied a school record with seven as the Wolverines downed Douglas County, 91-64. Ruth wound up with 23 points.

Tenth-seeded Smoky Hill got past Fossil Ridge, 105-76, and Regis

Jesuit, seeded 29th, pulled off the biggest upset of the tournament with a 69-65 win over No. 4 Cherry Creek.

Boulder outscored ThunderRidge, 15-9, in the fourth quarter and notched a 51-49 second-round win over the Grizzlies.

Denver East made 59 percent of its field goal attempts, used a thirdquarter flurry and then held on to down Legend, 65-59. No. 3 Ralston Valley held on to its 15-point halftime advantage in a 63-52 triumph over Arapahoe in another secondround contest.

Five teams notched first-round victories on games played Feb. 26 but teams from Highlands Ranch, Heritage, Rock Canyon and Castle View saw their seasons end.

ThunderRidge had a 28-point halftime lead and a 47-point advantage after three quarters in a 71-23 victory over Arvada West. Junior Garrett Arnold and senior Tommy Crawford each had 13 points for the Grizzlies.

Blakeley Stoughton scored 29 points and Regis Jesuit held off

Monarch for a 65-62 win.

A 29-point fourth quarter helped Legend earn a 77-65 win over Legacy.

Jaeton Hackley had 16 points to spark Douglas County’s 78-57 conquest of Rampart.

Senior Bryson Stephens scored 26 points while Derik Pranger and Korey Hess each had 16 points in Arapahoe’s 73-50 victory over Fort Collins.

Highlands Ranch went into overtime but lost 61-59 to Arvada West.

Fossil Ridge pulled away from Heritage in the second half in a 7760 win over the Eagles. Rock Canyon also came up short in overtime in a 68-64 loss to Rocky Mountain.

Castle View fell behind by 35 points heading into the fourth quarter and wound up losing, 75-38, to Overland.

Littleton and Pueblo Central were tied at halftime but the Wildcats pulled out a 56-51 win over the Lions in Class 4A first-round action. Ponderosa was not able to catch up to Lewis-Palmer in a 64-52 setback.

There is no way I can overlook the girls 5A state bracket.

Highlands Ranch coach Caryn Jarocki is the state leader with 660 wins and seven state championships so it’s hard not to say the Falcons, seeded sixth this season, could be the team to watch in the playoffs.

No team likes to see Highlands Ranch on its side of the bracket.

Defending champion Cherry Creek, top-seeded Valor Christian, Grandview, Regis Jesuit and Ralston Valley all have strong teams that have the potential to advance.

Class 3A boys and girls basketball teams completed district play last weekend and the state hockey playoffs are ready for the semifinals on March 5.
