Outbreak forces teachers to reach students virtually From Parker, educators conduct classes for Chinese students

At 5 p.m. in one corner of the Douglas County Library in downtown Parker, the Krisses set up two laptops in study chairs facing a window with a view of the mountains. Coffee in tow and snacks peeking out from a bag, the Krisses dug in for another night Feb. 12 of teaching stranded students in their homes in China and across the globe.

“If it weren’t for the coronavirus, we would’ve been on a plane Feb. 6 and back in China and classes would’ve started Feb. 10,” Jack Kriss said. “The virus has put us in a virtual environment. Our students are quarantined in their houses and we’re here and we’re able to work with them virtually.”

Since Feb. 10, the Krisses have led virtual classrooms with their collective 800-some middle- and high school-aged students in Beijing, China, to ensure they don’t fall behind their peers. Both have full teaching schedules still — Jack teaches computer science for international baccalaureate students, Laura teaches middle school science courses. They teach at the library until it closes at 9 p.m. Then they’ll go home to finish the rest of their courses until 12:30 a.m.

“It’s almost like being in a classroom, but we’re just not physically together,” Jack Kriss said.

The school is English-only, and the Krisses don’t speak Mandarin.

Students are able to translate questions in real time to stay engaged with a lesson.

Between the two, they have about 800 students to teach. From 5 p.m. to 12:30 a.m., Mountain Time, the teachers complete lesson plans in a variety of subjects.

The Chinese government has banned people from meeting in groups larger than three people in attempts to curb the spread of the coronavirus, a respiratory illness similar to SARS that has killed almost 1,400 people, according to the U.S. Centers for Disease Control. China has almost 15,000 confirmed cases of coronavirus.

The Krisses are international educators who teach an American-style curriculum to students all over the world.

The couple have taught in places like Germany, Brazil and the United Arab Emirates since 2006. They arrived in Beijing in August to begin teaching at the Beijing Bilingual International Academy (BBIA).

When not abroad teaching, the two live in Parker. They returned to the U.S. Jan. 17 during the Chinese New Year celebration and planned to return to China Feb. 6. The coronavirus continued to spread in China.

Their flight was pushed back to Feb.

14. United Airlines at some point canceled their flight back altogether.

Jack Kriss said United Airlines won’t be making trips to China likely until April.

“Because of everybody’s use of technology, everybody’s picked up on it smoothly,” Jack Kriss said.

The students of BBIA have few options to continue their education, especially during a crisis that prohibits group meeting. The semester was scheduled to reconvene Feb. 17.

Students who willingly leave the public-school system in China are not allowed to reenroll at another Chinese public school. Private schools are the last option for many students.

The students each join a Microsoft Teams video chatroom where Jack and Laura conduct their courses.

Falling behind for Jack’s IB students is particularly difficult for the kids, who need to take IB exams regularly to keep up with their international

peers. Not all students are from China and they have to call in from their homes throughout the world. Jack Kriss said 10% of his students are not from China.

Jack Kriss said he doesn’t want the students to fall behind. In an increasingly competitive international education landscape, every day out of the classroom can be harmful to a student’s education.

“There’s a human side to this experience. There are children, parents, families who are not much different than any of us, who have been affected very negatively from this experience,” Jack Kriss said. “The education environment isn’t any different than what we see here in our own home. It’s a different culture, but they’re the same as us. They’re human beings. They should have the opportunity to learn, continue growing and continue doing things in an international world and not be isolated or closed out.”

for an employer-share in PERA rate increases. The district will also spend additional revenue on raises next year. The remainder, slightly more than $2.1 million, could be used for compensation.

School board President David Ray was quick to express his frustration.

“I wish I could have a happy face about this, because I’m really struggling just from the get-go that we have $2.1 million, maybe, best-case scenario, of additional revenue to apply to this issue,” Ray said. “So, where do we get the money, Mr. Smith?”

The available revenue came under scrutiny from some board members and teachers’ union leadership, who doubted more couldn’t be found in the district’s budget for compensation.

School board Director Anthony Graziano asked if the district could find more money for teacher pay through non-traditional revenue sources or elsewhere in the operation.

“Are we running the district optimally from all different areas from an operational side of things, building side of things, maintenance side of things?” he said. “I think there’s other areas that we could explore and look at revenue and funding.”

Directors Susan Meek and Elizabeth Hanson asked if cuts could be made anywhere in the district.

Smith said it would be difficult to pull from other places in the operation and find sustainable budgetary support for the plan, adding he doesn’t believe the district has overpaid teachers.

“Cutting your way out of it isn’t going to fix it,” Smith said.

Staff will not recommend cutting any teachers’ pay, Smith said, and it’s possible the state Legislature will produce bills that could aid school funding. He added the governor’s budget provides an increase to school funding, although it is the smallest increase in several years, and it is not yet finalized.

After hearing the budget overview, some directors criticized past boards for initiatives they said placed the district in the position it’s in today.

“I’ve heard it multiple times tonight, this did not happen just last year. This is a problem that has been created by individuals who sat up here years ago and we’re trying to unravel that problem,” Meek said.

“It’s actually what happens when you launch reckless experiments with people’s lives and livelihoods.”

Challenges ahead The draft schedule aims to be easily comparable to other districts and predictable for employees, Smith said. It focuses on increasing pay for new hires by raising their starting salary to $42,000.

“Our current starting salary of $39,000 is not competitive,” Smith said. “We know that other districts are higher than $42,000, but this is that step in the right direction.”

Hadden recalled knocking on doors to help the district pass its bond and mill levy override in November 2018.

He was pleasantly surprised to find strong support for local teachers among residents he met, he said, as they expressed how teachers impacted their children.

That left him all the more disheartened as he watched numerous teachers leave for higher-paying jobs in other districts, often in the Cherry Creek School District, he said.

“Who could begrudge a teacher for taking a teaching job a couple miles away for $10K-$15K difference in salary?” he said.

Under the draft schedule, Douglas County licensed staff would receive a 2.5% step increase, for years with the district, and a 3.5% lane increase for furthering their education.

New hires with a bachelor’s degree would earn $42,000, while a doctorate holder at step 25 would earn $100,033.

Numerous factors beyond years of experience determine if an employee progresses in steps on a schedule.

Various positions would be eligible for annual stipends. There would be a $3,000 yearly stipend for hard-tofill positions and a $6,000 stipend for special service providers or specialists, in two examples.

There are other hurdles to implementing the draft schedule, Smith said.

More than 1,400 teachers are making less than what they should be if the draft schedule is adopted. Some are less than $1 from their proposed pay while others are more than $20,000 off. The average increase to bring them in sync is $3,700.

Roughly 2,200 teachers are making more than what the draft schedule proposes they should. Smith said determining how to address those positions would be tricky and discussed one option — directors could freeze those employees’ salaries, while those making less than they should receive cost-of-living increases.

Smith urged directors to place all new hires on whatever schedule they adopt and to also bring recent hires to the same base salary, so current employees aren’t paid less than those coming in.

“This took nearly a decade to get here. There is not going to be a solution on July 1 that addresses everything that everyone wants instantaneously,” Smith said. “We also want to make sure whatever we implement is affordable and sustainable.

If we put in a salary schedule and immediately turn around the next year and freeze salaries, that kind of defeats the purpose.”

‘A full effort’ needed School board Director Christina Ciancio-Schor questioned if the district’s employee council, which is helping draft the schedule, was fully representative of the teaching community, a sentiment echoed by Kallie Leyba, president of the teachers’

union, the Douglas County Federation. The council has representatives from 20 schools. There are 50 additional district-run schools.

“This is going to take a full effort from everyone in this room reaching out to our community members, reaching out to our union groups as well,” Superintendent Thomas Tucker said.

Michelle Fleet, a member of the teachers’ union, is an English teacher at Douglas County High School who’s been with the district for 26 years. She commended the draft schedule for addressing new hires but said it offered little competitive benefit for teachers who have been with the district for several years.

She believes that would generate turnover.

“It’s not going to retain teachers when they pull up any surrounding district,” she said.

The school board in September celebrated improvement in retention among employees. The district, which calculates turnover differently from the state, found that licensed employee turnover has decreased in Douglas County every year since the 2015-16 school year.

Tucker said at the time the district still planned to improve compensation to become more competitive and aimed to address still-high turnover rates among classified employees. The district plans to address classified employee pay as well at a later date, directors and Smith said Feb. 4.

In mulling over the draft schedule

presented Feb. 4, Fleet dug up her salary schedule from 2008 and 2009 as a comparison. What she found shocked her, she said.

A teacher at the level she was then — a 15-year veteran with a master’s degree plus 48 credit hours — would make $1,200 less on the draft schedule discussed Feb. 4 than they would 10 years ago.

“Are we really being competitive?

Is this really fair?” Fleet said.

Leyba — whose union does not have a collective bargaining agreement with the district — said the presentation left her with “disappointment and frustration.” It lacked details about the budget, she said, and generated more questions than answers. Smith cautioned the Feb. 4 meeting was early to be discussing the budget and numbers in the presentation will change.

Leyba suggested the district tap its reserves to boost teacher pay or reprioritize the budget to focus on compensation.

Both she and Fleet believe the board supports teachers but said if the district wants to attract and retain top teachers, it will take a more compelling schedule than the one presented Feb. 4.

Chief Human Resources Officer Amanda Thompson said the next steps are for staff to continue meeting with the district’s employee council to work on compensation.

Staff could propose an official stepand-lane model option on April 7.

The board plans to approve raises and a salary structure on May 1.

Parent University tries to untangle confusion Program aims to get parents involved in children’s education

One minute a teenager could be happily texting with friends. The next they’re raging at their parents. And before mom and dad can blink, the teen is back to cracking jokes in the group chat.

Was what just happened typical teenage mood swings, or something more serious?

Kristen Giltinan, a psychiatrist with the Colorado Psychiatry Center, walked a room full of Douglas County parents through the differences between bipolar disorder, borderline personality disorder and their treatment options during a Feb. 12 event in Lone Tree.

The goal was to help parents tell if their children may have a more serious condition or are just experiencing the unpredictable moods swings common among teenagers.

Numerous factors can influence a teen’s behavior, she said. Anxiety, lack of sleep, stress from school, social pressures and, sometimes, a behavioral health condition.

Hands shot up when Giltinan asked how many parents in the room struggled getting their children to go to bed at a good time. Bipolar disorder can affect sleep patterns, but so can the daily pressures on kids in life and school.

“Teenagers are moody by nature because they’re having lots of things happening. Their hormones are going.

It’s not easy being a teenager in this world,” she said.

Giltinan’s lecture was the second of five seminars being offered to the community for free this school semester as part of what’s called Parent University. The program is a partnership between the Douglas County School District and Sky Ridge Medical Center.

Parent University aims to get parents and caregivers involved in their children’s schools and education — and generally help them navigate parenthood. The seminars put them faceto-face with experts on various topics, some focused on raising children and others focused on education.

“We hope to provide the resources and the opportunities for parents to engage with their children at school and after school,” Communication Coordinator Stacy Blaylock said of the school district.

This semester has already covered responsible driving and teen mood swings. Upcoming seminars will address responding to signs of suicide, preparing students for college and careers and gifted education.

Nearly 100 people registered for the Feb. 12 seminar on teen mood swings.

Blaylock said the most popular or well-attended seminars have covered teen vaping, driving, and the Feb. 12 seminar on moods.

The Feb. 12 Parent University seminar aimed to help parents determine the difference between bipolar disorder, borderline personality disorder and moodiness that’s common among teens.

“As a district we’ve been doing quite a bit of exploration and emphasis in social emotional learning, and everyone understands that it’s more than just grades that make a successful student,” Blaylock said. “In many ways we’re trying to tailor it to what parents need as well.”

The program began a couple years ago and is still in its infancy stages, Blaylock said. Organizers are gathering feedback from attendees to see what was helpful and what they’re hoping to learn from seminars. In the future they may look at incorporating early childhood development resources for parents of children younger than high school.

RTD proposes service cuts to local route Minor reduction to peak service considered in tri-annual adjustment period

The Regional Transportation District is considering reducing service to three pickup times for Route 483, a local bus route traveling from Lone Tree through Parker to Aurora, converting the route to hourly pickup throughout the day.

The proposed service reduction is considered minor compared to RTD’s district-wide cuts, said Ken Mihalik, Parker’s RTD Board of Directors representative. Mihalik represents Region G, which includes Parker, Lone Tree, Highlands Ranch and parts of Aurora.

“For the last several years, they’ve been trying to incrementally attack the issue,” Mihalik said. “It’s probably more bold or substantial than previous ones, but we’re trying to get ahead of that, of having to do this on an incremental basis.”

An open house of the proposed service reduction will be held March 5.

The cuts will apply to one morning and two afternoon pickup times.

Route 483 currently has one pickup between 6:45 a.m. and 7:45 a.m., at

7:15 a.m., and two similar half-hour pickups during the afternoon peak.

The proposal would cut the 7:15 a.m., 4 p.m. and 5 p.m. pickups from the schedule as it stands.

“These are particular pickups that fall way below the minimum standards,” Mihalik said.

Mihalik said fewer than 10 people would be affected due to the change.

Council and staff requested more data on how many people would be affected by these changes.

Mihalik said the proposal is not final yet. The March 5 open house will give residents an opportunity to provide feedback to RTD about the proposed cuts.

Parker Town Council and staff discussed the proposal at the Feb. 10 town council study session. Council cannot decide whether RTD makes service reductions to their local routes. The best council can do is draft a letter or resolution of opposition.

RTD examines bus and rail performance three times a year. The next cycle for service changes comes in May. RTD has made service reductions throughout the district as it experiences a shortage of bus drivers and light rail operators. RTD has cut 1% of its bus service and 4% of its light rail service so far, Mihalik said.

Route 483 began service in 2016 when routes 410 and 83 consolidated.

in Lone Tree and ends at Nine Mile Station in Aurora, travelling in an “L” shape along Lincoln Avenue and Parker Road.

The discussion touched on Parker’s history with RTD’s service. Council tossed around the idea of creating an in-house transportation department, separate from RTD, something council has considered for the past few years. To leave the transportation district, Parker would need the state Legislature to sponsor a bill that, if passed, would allow Parker voters to decide whether to leave or not.

RTD would likely want to retain the Parker area and its roughly $11 million annual contribution.

Parker Town Councilmember Josh Rivero has grown frustrated with RTD’s recent service cuts despite Parker’s ongoing contribution to the district. Rivero said council has taken the initiative to annex parts of town into RTD’s taxing district while service continues to be downsized.

“That is never weighed, and that’s what really upsets this council and this town is that as we tell people, ‘We’ll include you in the district, but by the way we’re losing service,’” Rivero said. “It is really hard for us to grasp why we consider to keep going for mass transit in the new age and introducing our to-be citizens to RTD and have RTD screw us in the end.”

Rivero attributed labor shortages

of some local businesses to RTD cutbacks, noting some businesses in Parker have resorted to shuttling employees privately.

Councilmember Cheryl Poage agreed with Rivero, saying succinctly: “You either have to come to the plate or reduce what you’re taking.”

Mihalik said the service reduction proposal had to do with a combination of factors, including an RTD-led survey and RTD’s driver shortage.

Councilmember John Diak added RTD has returned some local funds that recently helped the Parker Senior Center secure a new shuttle.

Diak serves as vice chair on the Denver Regional Council of Governments, a coalition of local leaders driven to solve regional issues like transportation. He pointed out the reductions should be considered on a regional scale.

“This is a system-wide issue,” Diak said. “It’s not just ‘let’s pick on Parker.’”

Mayor Mike Waid agreed with Rivero, saying it is becoming increasingly difficult for council to encourage developers to be part of the district.

Waid said the idea of an in-house transit department is not fully off the table for the town.

“The only three letters our citizens hate as much as T-A-X is R-T-D,” Waid said. “We’re in a system. I get it, but there’s also a little bit of taking care of yourself.”

North Star Academy receives school safety grant Douglas County dispersing money among local facilities

Another school received a lift in funding for school security and mental health programming on Feb. 11 as Douglas County commissioners continued approving contracts to execute grants they are awarding for school safety in the county.

Parker-based North Star Academy will receive $177,826 to boost the physical security of its building and further mental health support for students. The K-8 charter school enrolled 664 students in the 2018-19 school year, according to its website.

Founder and Principal Kendra Hossfeld told commissioners the school is working with two architects to improve its front entry and will fund mental health training for students, staff and parents with the grant. Hossfeld said she’d wanted to bolster the school’s front entry since

she helped found it in 2006.

“Again, I want to thank you for helping us with the resources. We couldn’t do it without you,” Hossfeld said.

Board Chairman Roger Partridge told Hossfeld it was heartwarming for the board to hear directly from the school about the impact the grant would have on her community.

Commissioner Abe Laydon said the grant would fund one of many solutions being employed in Douglas County to make schools safer.

“We all care about our kids and you can tell I get emotional about our kids,” Commissioner Lora Thomas said as she choked up.

“They are our future.”

She thanked Hossfeld for founding a charter school in the county and asked that the school invite the board to view the projects once they are complete.

Commissioners in May launched a $10 million grant process to heighten safety at local private, charter and public schools following a fatal shooting at STEM School Highlands Ranch. Senior Kendrick Castillo died, and eight more students were injured in the May 7 tragedy.

Noir films are satisfying dark blend

T

he misquote “The stuff that dreams are made of ” concludes what great 1941 noir film?

The answer and some interesting information about the film come later.

Every Sunday in the mid-1970s, a Phoenix televiQUIET sion station showed one of the fourteen DESPERATION Basil RathboneNigel Bruce Sherlock Holmes films.

I was already an avid reader of Arthur Conan Doyle’s novels and short stories and became an avid follower of the filmed versions Craig Marshall as well.

Rathbone’s SherSmith lock Holmes is the superior depiction, although I welcomed Jeremy Brett’s 41 appearances as Holmes for Granada Television between 1984 and 1994.

A weekly film theme has been a Sunday routine ever since cable and

Turner Classic Movies first provided the opportunity to record and save.

I now dedicate each month to one film genre, director, actor or actress.

Noir, silent, screwball, foreign, Hitchcock and Keaton are among them.

And when Sunday is also a snow day and I have no particular place to go, the tubular hound and I spud in front of the television and nod in agreement that there is nothing better.

Certain genres aren’t allowed: excessively violent, super hero, outer space opera, and anything that suffocates in its own special effects.

I have never watched “Gone With the Wind” and other epics, and stay away from certain performers like Jerry Lewis and Charlton Heston, with one exception.

Heston appeared in the Orson Welles’ directed “Touch of Evil,” which features one of the best-known opening sequences in film history: an uninterrupted, tracking shot lasting three minutes and twenty seconds.

I have watched some films more than once. More than twice. More than

While Douglas County has no immediate plans to provide additional funding for school safety, it is important to clarify that Douglas County has not violated any law by providing funding to improve school safety and mental health for students, for any school.

ne myth about top performers in any field is that they tend to keep their secrets of success to themselves. Engaging in conversations with very WINNING successful WORDS senior executives, topperforming sales and business leaders, and high-achieving athletes, the more information I seem to Michael Norton gather. And not only that, I find them really open to sharing some of their very best practices.

The myth has been around for a while. Some sort of belief that top performers in any field like to hold on

to their secrets so that they can maintain a comfortable lead over the competitors, internal rivals, and sometimes teammates. Well that may be true for a few top performers who only care about themselves, but not for the majority.

The majority live with an abundance mentality. They also know that they do not ever want to commit the sin of the desert. The sin of the desert, as told by a Bedouin shepherd, “Is knowing where there is water but refusing to tell others.”

Top performers and successful people typically like to help others. Not so much by giving a handout, but always willing to give a hand up. And there is a big difference between the two.

Holidays are over — it’s tax season

ime flies. The holidays are a brief memory, winter is more than half over and we’re looking forward to spring. With spring comes the deadline for filing your tax return.

So, don’t let time slip away from you before you are able to gather all of FINANCIAL I your information to STRATEGIES - potentially get all the benefits of the lowest tax liability possible.

We are currently still under the Tax Cuts and Jobs Act of 2017. Based on that tax law change, nearly 29 million Patricia Kummer more households will be better off taking the standard deduction instead of itemizing.* Collecting all of your medical, charitable, job expenses, property tax and mortgage information is very time-consuming. And now, if you are better off taking the standard deduction, that information might not even be used. You should still collect the data just to make sure and it is also a good exercise to understand where some of your expenses go.

You may find you are very close to the standard deduction limit, which is $24,400 for Married Filing Jointly (MFJ) for 2019. If that is the

case, you might consider bunching your deductions every other year.

So, for example, you could take the standard deduction for 2019, then in 2020, double up your charitable contributions. This could allow you to use up the $10,000 limit with property taxes and state taxes paid during the year. If you don’t have a paycheck where you are paying Colorado state tax during the year, and you are not paying Colorado estimated payments, there may be room to double up on your property taxes. This means that in December you can call the county and get an estimate of what your property taxes will be for the following year and pay all or some of them in 2020. Then, you may be able to itemize on your 2020 tax filing and take the standard deduction the following year. The standard deduction will increase by $200 for single filers and $400 for joint filers for 2020.

Tax time is a good time to consider updating your financial plan as well. You are already collecting the W-2, tax withholding, investment sales, dividends and small business revenue and expenses. You might as well finish updating your plan at the same time.

Another item to consider is increasing your 401(k) contributions for the new limits for 2020, which is now $19,500 with an additional

he Barros family has difficulty finding programs they all can attend.

“We try to take them to events as much as I can, but the kids at this age don’t pay attention for an hour,” Fernando Barros said.

Following a Jan. 12 sensoryfriendly program at the Lone Tree Arts Center, Barros said he was lucky to be close to the arts center for its regularly scheduled programming of shows open to kids who may need to blurt or move around during a theater show or who have sensitivities to light or sound.

The strict etiquette of theater performances or art galleries can be difficult to follow for people with disabilities or those suffering from memory loss. Throughout Denver, arts and culture venues are offering specialized programs for those who need special attention. “Arts for all” programs give families a place to enjoy the arts without worrying about being a disturbance to others.

“We want families to feel like they have a place to come and feel welcome at the theater,” said Robin Scurto, annual giving director at the Lone Tree Arts Center who oversees the arts-for-all programs. “However they enjoy they arts, they’re allowed to do that.”

A sensory safe place Sensory-friendly programming is the heart of the Lone Tree Arts Center’s “arts for all” initiative. Arts for all programs are becoming more common staples to local arts centers.

Facilities including the Butterfly Pavilion, Denver Aquarium, Denver Museum of Nature & Science and Denver Botanic Gardens offer sensory friendly hours as well.

Low-sensory programming can look different based on the facility. Lone Tree Arts Center hands out fidget objects and a quiet room for kids to cool off if needed. Arts centers in Arvada, Littleton and Parker all have some sensory friendly programming. Many partner with Phamaly Theatre Company, a Denver-based theater group made up of people with disabilities.

Darion Ramos, company production manager at Phamaly, said most low-sensory programs aims to limit surprises, flashing lights and loud noises, for the most part.

everyone is comfortable,” Ramos said. “It feels less intruding if parents take their kids to the sensory-friendly performance.”

Different shows are modified in different ways to accommodate sensitive kids. The house lights are dimmed to half, microphones and sound effects are tempered and families are allowed more space between themselves and others. No clapping is allowed. Instead, the audience is asked to applaud in American Sign Language, which looks similar to jazz hands.

Before the show, actors and any scary characters are introduced. A sensory-friendly guide will assist families in the lobby.

“Bottom line, it’s important to have that space for people so everyone can come out and enjoy theater and be comfortable,” Ramos said. “No matter what’s going on the world, theater is one of those releases … Just because you can’t sit still in your seat or have to make noises and be yourself doesn’t mean you can’ t come to the theater because other people are going to care.”

Tapping into memories Once a week the Colorado Alzheimer’s Association visits with one of 90 arts centers in the state to lead a group of Alzheimer’s patients in watercolor classes. The Memories in the Making

program gives patients the opportunity to express themselves through painting.

“It’s amazing how you see different people’s personal styles come out and the way they move the brush and the color choices they make, how far they go to the edges of the paper,” said Lisa Steffan, Memories in the Making art program coordinator. “There’s a lot of personal expression in the style in the way they work.”

The Memories in the Making program has been offered by the Colorado chapter since 1994. Each week, a group paints in watercolors based on either an image or an object. Painting helps the artists express their emotions or feelings that lead to deep memories. The most important part of the process is the interaction the artist has with one of the group facilitators. Through casual conversation, the artists tap into memories the facilitator will write on the back of each painting.

Artists can take several weeks to finish a single piece, but the end goal is not necessarily the painting. The effects of expressing oneself through painting can last for days at a time, Steffan said.

“We often talk about how it depends on using what they have. Not focusing on what they’ve lost but focusing on what they can still do in the present moment,” Steffan said. “Painting has a soothing quality to it that, once they get started on something and get into a groove, they’re not focused on somebody telling them what to do.”

At a Lone Tree Arts Center Jan. 30 SPARK! event, a partnership program between the Alzheimer’s Association and local art centers, patrons were asked to interpret what they saw in a collection of abstract-realist paintings from the late Joellyn Duesberry, a Denver painter. Some saw a horse’s face in the rocks of a cascading waterfall or dirt mounds from fox holes in a painting of piles of chili peppers in a Peruvian desert. What they saw helped unlock memories from their past.

“You don’t need to remember what you ate for breakfast to be able to look at a painting and have an opinion,” Scurto said.

Thousands still waiting for disability program

DD Medicaid waiver program doesn’t hit 2020 goal, but advocates welcome progress

Like most people in their 20s, Brennan Froehlke wants to move out of his parents’ house and share a place with friends.

His parents, Margaret and Bob Froehlke, have been meticulously planning for the day for more than 12 years. That’s how long ago they signed up for a developmental and intellectual disabilities program — called the DD Medicaid waiver — that would provide 26-year-old Brennan, who has Down syndrome and autism, with 24/7 care and would enable him to live with the support he needs outside the family home.

“We have worked hard to make a plan for Brennan, but we can’t act on it until we get the waiver,” said Margaret Froehlke, Brennan’s mother and primary caregiver. “We can’t set a timeframe or goal. We have no answers, and we don’t know if we are planning for a pipe dream. It’s very frustrating.” “… I haven’t lost hope. I know a lot of families have, maybe I should, too,” she added. “But I believe that the state

is going to come through because it’s the right thing to do.”

Six years ago, Colorado lawmakers set 2020 as the year the state would clear the waitlists for all Medicaid waiver programs for people with disabilities. That didn’t happen.

In 2014, when lawmakers crafted the plan, analysts predicted it would cost $190 million per year for five years to end the waiting. The legislation,

however, did not come with automatic funding. At the time, a combined 10,862 children and adults were waiting for one of six programs, which range from occasional in-home help and transportation to round-the-clock care.

Today, there are still 4,213 people waiting for a waiver — 2,895 of them for the DD Medicaid waiver, the most intensive program for adults.

Average wait falls to eight years The average wait time is now eight years for that waiver — down from 15 in 2014, when the law was passed.

The number of people waiting for the waiver almost doubled in the same period, to 2,895 people from 1,454.

But, in good news, as the waitlist has grown, so has the number of adults enrolled in the program.

Today, 6,029 individuals with developmental or intellectual disabilities receive the DD waiver, up from 4,848 six years ago.

“The developmental disabilities waiver, because it is so comprehensive in terms of providing residential support, is especially important in terms of providing families with the security that their loved one will be cared for into the indefinite future,” said Ellen Jensby, public policy director for the disabilities advocacy group Alliance Colorado.

The adult, round-the-clock program is the most expensive of all the waiver programs, with an expected cost of $507 million this fiscal year.

“The DD waitlist is an issue that’s been a problem for a very long time.

It’s the most fundamental service the state should provide for our most vulnerable population,” said Rep. Alec Garnett, D-Denver, who helped draft the bill in 2014.

“The (Joint Budget Committee) has shown a willingness to dig in to put a pact in place to address this issue. I’m hopeful that we will get to a place this year to make it happen.”

It would cost $315 million to eliminate the DD waiver waitlist within six

years, by 2026, according to a recent presentation to lawmakers by the Colorado Department of Health Care Policy and Financing. The department’s budget request for next year includes a $35 million increase in program funding, in part so people with the most severe needs can continue to jump to the head of the line.

“This has been a longstanding priority for the disability community in Colorado, going back to 2008, but even earlier than that,” said Josh Rael, executive director of Alliance Colorado.

“I hope that this is the year.”

Service reach grows, and so does waitlist Every year, the state Department of Health Care Policy and Financing reports the progress it has made in decreasing the waitlist for the DD Medicaid waiver, which is funded by state and federal dollars.

This year, more than 400 people — almost all wearing blue shirts with the words “End the Wait” printed on the back — packed into a crowded committee room to listen and give testimony about the status of the waitlist.

Brennan Froehlke was one of those who testified, along with his parents.

When he started talking, his mother said, people started listening.

“I don’t understand why that doesn’t translate to finding the money to support this. We pay taxes to support the most vulnerable among us,” she said.

“We are supposed to look after each other. This shouldn’t be a political problem.”

Since 2014, Colorado has cleared the waitlist for four waiver programs. The two that still have waitlists are the DD waiver and the family supportive services waiver, for parents raising children with disabilities.

The Medicaid waiver programs, part of a national effort beginning in the 1970s and 1980s to serve people with disabilities within the community instead of institutions, are called “waivers” because people are eligible for SEE PROGRAM, P15

Medicaid funding to live in a hospital or facility but would rather live in the community.

About 86% of those waiting for the DD waiver are receiving services through one of the other Medicaid programs, most often a program called supportive-living services, which includes personal care, transportation and life skills training, and costs on average about $17,000 per year per person. That compares with $79,500 per year for people in the adult developmental disability program, which includes 24/7 care in a group home or a family home.

Brennan Froehlke currently receives the supportive-living services waiver, which helps pay for his day programs at the Wellspring Community in Castle Rock.

“A lot of families have not made plans for their loved ones because of the uncertainty of the DD waiver as a resource,” said Margaret Froehlke.

“And it’s hard to think of not having the resources our adult children will need well beyond our lifetime. It’s really hard, and I can’t imagine what it would be like with just one parent.”

Program sees more signups as list moves One reason the waitlist has grown is because more people have signed up for it after realizing the list has actually been moving, unlike in past years when Coloradans were told the wait was decades long, said Bon-

“Families saw, for the first time in decades, that this list is worth getting on,” she said.

Jensby, with Alliance Colorado, says that by having a waitlist to begin with, the state has created a scarcity mentality for people and their families.

“What has historically happened is that as soon as a child is identified as having an intellectual or developmental disability, families are encouraged to put them on the waiting list, so that a decade down the road or however long, they can be closer to the top of the list to get one of the waivers once they reach adulthood,” Jensby said.

Some recent changes to the waitlist aim to make the process more equitable, and meet the needs of the most vulnerable individuals first.

The department used to let new people in the program just once a year.

Now, thanks to better budget forecasting, a new person is added when someone in the program dies or moves away. The department also set new rules to allow individuals to skip to the front of the line.

Children who are in the most intense program, with in-home sup-

port services, instantly move into the adult program when they turn 18. In the past, those children had to join a waiting list that was years or decades long.

Others who can jump to the front of the line include children with disabilities who age out of the foster care system at 18 and people who otherwise would face homelessness. The department can also authorize immediate enrollment for adults whose parents are growing too old to care for them.

Before the rule changes, Colorado didn’t “have a way to be responsive to this crisis until it was full-blown,” said Silva, with the Medicaid program.

The waitlist of 2,895 does not even include everyone who is eligible. The department keeps what state officials call a “safety-net list,” which now has 4,221 names of those who are eligible for the program but are not yet on the waitlist.

“The 2,895 number is not the entire landscape of people who need those services,” Silva said.

Program needs more money, providers Rep. Daneya Esgar, a Democrat from Pueblo who is chair of the Joint Budget Committee, said lawmakers are drafting a bill to address the waitlist.

She was not ready to give specifics.

“In 2014, the legislature asked the state to come up with a plan to move people off the waiting list,” Esgar said in an email. “Our bill is following through on that promise.”

Finding workers is challenge for program She says the bill, which she expects

to be introduced in late February or early March, will also look to increase the pay for the service providers who provide in-home care or operate group homes for people with disabilities and are paid by Medicaid. Part of the reason the waitlist is so long is that there aren’t enough providers.

For years, providers have complained about low reimbursement from Medicaid. The state has invested $65 million in the past five years to boost those rates.

Minimum wage increases and inflation have made it harder for Medicaid providers to recruit and retain employees, said Jensby, of Alliance.

Any plan to eliminate the waiting list should come with pay increases for workers in the disability community, she said.

It’s hard for Margaret Froehlke, 61, to imagine the day when Brennan finally receives the waiver that would allow him to live on his own. She said she feels conflicted. But she knows that she and her husband won’t be alive to take care of their son forever.

“I want to know that Brennan will be in a stable and healthy living situation when we are gone,” she said. “But it’s going to be very hard … to not have him with me. It will be hard, but it will be an absolute relief.”

aeton Hackley has a different role this season for the Douglas County boys basketball team.

Hackley played a little as a freshman last season, but this year the 5-foot-11 sophomore guard has been selected by the team as a captain and he’s also the Huskies’ scoring leader.

“Last year motivated me because we had nine seniors, so being one of the three other people on varsity I knew I was going to have to step up and play on a higher level,” said Hackley. “I got in the gym over the summer, got some shots up and started lifting a lot more so I was just getting myself ready.

“This year for sure has definitely been different. I feel like I have stepped up as a leader, as a person and as a basketball player too. It was a challenge because you see somebody as a sophomore as a captain and they don’t want to listen. I feel the guys really respect me because of how hard I work and what I’ve done for this team.”

COACH’S TAKE: ‘Jaeton is extremely mature for his age and plays with a high basketball IQ. He’s a very tough player on both ends of the floor. He’s got a long way to go but he’s a heck of a leader for us.’

Q&A with Hackley What or who motivates you most to excel in sports?

My brother Jacob who passed away two years ago. I write his name on my shoes. I think about him every day. Life is short, so take advantage of what you have you have in front in you. I don’t know what it was called.

He was born late so he came out late and didn’t make it.

What would be a perfect performance in your sport?

I usually defend the best player so if

I keep their best player from scoring, our whole team can score.

What is your favorite class in school and why?

Math. I’m not really good at math but it is a challenge for me and that’s why I like it.

What do you like to do away from basketball and school?

My fun is basketball and I don’t do much of anything else. I guess I really just spend time with my

family.

What are your pre-game habits?

I usually kind of pray before a game, especially for my brother, and pray that the game goes well and nobody gets injured.

What is the key to being a good defensive player?

Most people say it is how quick you are and all this, but defense is all heart. You have to want to play defense.

Moment of silence It only seemed appropriate that a moment of silence was held for my good friend Tom Munds prior to Englewood’s boys basketball game on Feb. 13 against Fort Lupton.

Munds passed away Feb. 6 and I, like the Englewood community he served and wrote about, will miss him.

Long before I started working for Colorado Community Media and would cover events with Munds, I would visit my former dentist’s office in Englewood. I would pick up an Englewood Herald and read stories written by Munds.

He was an icon in Englewood and the south metro area and will be hard to replace. He would always tell me stories about this Englewood meeting or this Pirates coach.

Area swimmers stand out at state Heritage, Regis Jesuit athletes won individual championships

Anna Shaw of Heritage and Sophia Bradac of Regis Jesuit won individual events, while Cherry Creek finished second in the team standings to highlight the performances of south metro athletes at the Class 5A state high school swimming and diving championships.

The competition was held Feb. 13 and 14 at the Veterans Memorial Aquatic Center in Thornton.

Shaw, who won a state 4A title in the 50 yard freestyle as a freshman in 2018 and was third last season in the 50and 100-yard freestyles when Heritage moved up a classification, returned to the top of the podium as she won the 5A title in the 50-yard freestyle with a time of 22.99. The junior was second in the 100-yard freestyle and swam legs on two relay teams for the Eagles, who were sixth in the final team standings.

“Looking back on this high school season, I’m really excited how I did,” Shaw said. “It feels good to be a state champion again. I ended on a high note.”

Heritage coach Tom Byorick said Shaw “can do it all.”

Bradac, a senior who was the 2019 runner-up in the 100-yard breaststroke, was first in the event this year with a time of 1:02.22 and helped the Raiders wind up third in the team standings.

Elizabeth Brock of Cherry Creek was fourth in the 500-yard freestyle with a time of 5:06.28 at the 5A girls state swimming championships held Feb. 13-14 at the VMAC. included: Douglas County junior Margaret Kroening, who was second in the 200 freestyle and fourth in the 100 butterfly; Megan Bergstrom, of Arapahoe, was second in the 500-yard freestyle; and Heritage freshman Aislyn Barnett, who was second in the 100 breaststroke.

Lyndsey Wehr, of Arapahoe, was third in the 50 freestyle, and Jada Surrell-Norwood of Regis Jesuit was third in the 100 freestyle.

Cherry Creek, paced by individual finishes from Jenna Smith and Elizabeth Brock, was in contention to win the state title until the final few races.

Creek coach Eric Craven kept track of the team scoring, which included B finals, and it was before the 100 backstroke, in which Fairview had

three scoring swimmers against one for Creek, that the Bruins realized the Knights would win the championship.

Fairview wound up with 50 points, compared to five for the Bruins, in the backstroke and went on to win its second state title in a row. Fairview ended with 382.5 points while Creek had 348.

Creek held a slim four-point lead after nine events before the 100 yard backstroke when the Knights grabbed the team lead.

“The backstroke got us,” Craven said. “But we are extremely happy with second. Last year we were fourth, the year before that we were eighth and the year before that we were seventh. I’m very, very happy. We are a fairly young team, so we are coming up in the right direction.”

Castle Rock Art Cooperative aims to help veterans Plans call for free course for 10 county residents with PTSD

Veterans in Douglas County might soon get some additional support as two Castle Rock organizations come together to launch an art program specifically for veterans with posttraumatic stress disorder.

The Castle Rock Artist Cooperative in partnership with the Douglas County Veterans Monument Foundation plans to launch a program allowing 10 Douglas County veterans to undergo a therapeutic art program for free.

Veterans Art Program will be a six-month course designed to help veterans pursue healing through painting and art instruction. Hobby Lobby in Castle Rock has donated class space, where the group will meet for three hours each week for 26 weeks.

Local artist Carol Hein is signed up to instruct the group. Hein left the corporate world in 2011 to pursue art. She’s been featured in the 2016 Governor’s Art Show, art galleries and received recognition in numerous art contests, according to her website.

The course will wrap up with an art show exhibiting the veterans’ work, which the public is welcome to attend.

Castle Rock Artist Cooperative President Nick Lucey said they hope to launch the program in March and are now in the fundraising stage.

The program cost is $600 for each

student, or $6,000 total. The organizations are gathering donations now to ensure none of the veterans will pay to participate.

“One of our directors has experience with traumatic brain injury and helping veterans and we just thought this would be a nice way to parlay some help to local veterans,” Lucey said.

Jarrod Wildman, chairman of the Douglas County Veterans Monument Foundation, said partnering with the cooperative to support the art program was a natural fit for the foundation.

“We’re just always looking for opportunities to reach veterans. Veterans are a unique group of people that are very proud and stubborn, so to speak. So, getting them the help they need and reaching them is a challenge,” Wildman said.

Wildman, who served in the U.S. Navy from 1994 to 1998, said the art classes will provide veterans with a relaxing and safe environment to come together in a structured way.

Every veteran with PTSD has individual needs and not all treatments work for everyone, he said. The art program aims to be one more way veterans can work through PTSD, when “the brain is locked up on a reoccurring trauma,” Wildman said.

“If you can distract the brain long enough and put them in a peaceful, happy place and trusting place, they are more open to receiving the treatment,” Wildman said.

The above is a statement of gross salaries for Douglas County Government employees. This includes regular pay, overtime, sick and vacation pay, (where applicable) paid to employees during the year ending December 31, 2019.
