We have two girls, 9 and 10, and a son, who is 22. I’ve been out of the medical field for about 10 years. I was a stay at home mom for a while, then I opened a little furniture painting store, located on Parker Road and Mainstreet. I was a co-owner over there for six years and that was my hobby when my children were growing up. We owned that place until about three years ago, when I sold my half to the woman who owns it now, Connie Brown. The reason I sold it is because I wanted to bring something a little more exciting and fun to Parker to have a place my children can grow up in and have a local, family-owned spot.

My dad is a Methodist pastor. I lived there until I was 37 years old. My husband, Mike Bertocchi, a surgeon at Parker Adventist Hospital, brought us here. I’m a physician assistant by trade. He’s a general surgeon and a trauma surgeon and we met in Queens when he was doing his residency in Jamaica (Queens, New York). It was very high energy, very busy, we saw some truly awful things related to violent crime, and one day we decided to get out of there. When you work in the medical field, you can get a job anywhere pretty much, and when we found Parker, we knew it was the place for us. We came to visit a couple of times and moved

We spent a little time researching what was down there and what was needed. One day, we were in Boulder with the kids and walked into Kilwins on Pearl Street. We walked in and ordered ice cream and said it was the best ice cream we’ve eaten. We went back inside and saw they were making their own fudge and caramels and their own waffle cones. We

walked out of there and on the way home we knew this is what Parker needed, so we pursued becoming a local franchisee for Kilwins.

Finding new passions I had a passion for being a physician’s assistant, but my real passion was relating to people and building relationships. I just love meeting people and talking about them and finding out more about them. When I sold my business Simpler Times, somebody from my church asked if I’d be interested in doing counseling at the Parker Task Force. I walked in and spoke with Steve Budnack, took a tour, and ended up working there for two years prior to opening Kilwins.

I used to work there about 2-3 times a week as a volunteer counselor, and that was probably one of the most fulfilling times of my life. I’ve only not been there since November.

The volunteers there are the best co-workers you will ever work with because no one has an agenda. Everyone is there to serve. It’s a 100% service place to be.

Your Douglas County Taxes mapping app shares details about distribution of money STAFF REPORT

With 2020 tax bills and notifications arriving in the mail starting this week, Douglas County property owners might have questions about what happens to the money collected.

According to a news release, even though property tax bills are paid to the Douglas County treasurer, the money is distributed to various taxing authorities associated with a property, according to a news release.

“Where you live in the county determines which taxing authorities serve you, how much your property tax is and, ultimately, where your property tax dollars are distributed by our office,” Dave Gill, Douglas County treasurer, said in the news release. “Typically, less than half of the property tax you pay stays with county government.”

New this year to help taxpayers

see where their property taxes are being distributed is the Your Douglas County Taxes mapping application, a map-based view of tax parcel information and taxing authorities receiving a tax distribution found at yourdougcotaxes.com. Residents can search by address or zoom in on the map to view individual parcel details about Douglas County properties.

Colorado Horse Park says it plans to continue operations Facility near Parker has eliminated boarding, is looking for new show director

The Colorado Horse Park recently issued a news release in an effort to dispel rumors that it is shutting down for the 2020 season, but the park has yet to find a replacement for its show director and announce its summer schedule.

The release, issued in mid-December, said the facility “will continue to operate as a horse park in 2020 despite recent rumors to the contrary.”

The park has announced some changes to the nationally renowned equestrian facility in unincorporated Douglas County, south of Parker. Its show director resigned after two seasons. Long-term boarding serivices have been eliminated.

In the long run, the park may have plans to become a resort like its sister locations on the East Coast, said Michael Stone, president of the Colorado Horse Park.

The summer schedule will be released by the end of the month, a few weeks later than usual, Stone said.

Some smaller shows may be axed, but the bigger shows are still planned, said Stone, who is based in Florida.

The news release states Marion Maybank, the park’s show director of two years, resigned and that the park is searching for her replacement.

The Colorado Horse Park is 150

acres of competition and boarding space. Prior to eliminating boarding late last year, the park housed as many as 100 horses per year, according to its website, chp.coth.com. It typically hosts 20 weeks of United States Equestrian Federation-rated hunter, jumper, dressage and three-

day eventing competitions, including its Summer in the Rockies circuit and other international and national competitions. There are 11 arenas and 300 permanent stalls for use during competition.

Marion Maybank, the park’s director of two years, resigned at the end of the year. Now, the park is “evaluating the different events and leadership needed for a strong 2020 season,” according to the news release. The park also announced it would no longer offer boarding services at Colorado Horse Park, a decision consistent with the park’s sister facilities in Florida and North Carolina.

Mark Bellissimo, an equestrian real estate mogul from Florida, bought the Colorado Horse Park, at 7522 S. Pinery Drive, in 2014 for $9 million, according to property records. Bellissimo owns and operates two other world-class horse parks in Wellington, Florida, and Tryon, North Carolina. Last year, Bellissimo’s group invested $250 million into Tryon International Equestrian Center to convert the park into a resort destination, similar to that of his world-famous facility in Florida, Palm Beach International Equestrian Center.

Bellissimo brought the World Equestrian Games to his North Carolina location and hosts the Winter Equestrian Festival and Global Dressage Festival in Florida, a 12-weeklong show.

Citizen group to monitor downtown parking COPPS volunteers to track two-hour limit violators

The Parker Police Department will utilize members of its volunteer citizen support group to monitor the two-hour parking limit in downtown Parker, following complaints from downtown business owners of cars consistently overstaying. Parker Town Council, town staff and the police department met during a Jan. 13 study session to examine methods to better enforce the ordinance.

Josh Hans, public information officer for the Parker Police Department said Jan. 16 the department decided to use the Citizens Offering Parker Police Support (COPPS) to help monitor parking.

Hans said the department is “moving from a more reactive approach to a proactive approach.”

COPPS is a nonprofit organization run by citizens who completed the Citizens Police Academy, a 26-hour course over 13 weeks about how the Parker Police Department operates.

Parker’s COPPS will initially be used to monitor the two-hour parking limit. The COPPS will look for cars that have been violating the law and report it to police. The program

is similar to Lone Tree’s Volunteers in Police Services and Castle Rock’s Community Safety Volunteers. The programs are used in different capacities. In Lone Tree, they often help police with large events or assist people in minor traffic collisions.

Town staff presented the issue in three parts: the two-hour limit, snow routes and town-owned public lots.

Parker Police haven’t decided whether to use COPPS to help enforce the other parking violations yet. Monitoring the two-hour limit is its current priority.

Hans said to properly monitor the two-hour limit would take the equivalent of at least one full-time officer checking vehicles.

The town passed a two-hour parking limit to downtown streets in 2017, following the results of a parking study.

The study indicated Parker had plenty of capacity. Parker had more of an issue with management.

“Despite the fact we have a substantial inventory or supply of free public parking, much of the demand is focused on the western portion of downtown,” said John Fussa, the town’s community development director, “and that does place some pressure on parking, but the issue is more parking management and turnover. The issue at present is not capacity.”

Many officials agreed the parking issue downtown could be boiled down to an issue of convenience, as well.

The Parker Police Department said it will look at ways to incorporate the citizens organization Citizens Offering Parker Police Support to track cars that have violated it.

it’s a matter of people wanting to park in front of Fika,” for example, said Councilmember Josh Rivero, who owns Fika Coffee on East Mainstreet and in Idyllwilde. Rivero offerred the comparison that people would rather walk farther in the Walmart parking lot than they would downtown.

Over time, frequent visitors of downtown learned of lax law enforcement for the on-street parking, causing many to ignore the signs and park indefinitely. The town implemented and educated the public on the ordinance — Rivero and Hans said there may be room for more education — but now the issue is how to enforce it

and where the money will come from.

The COPPS program, full of eagerto-serve citizens, was the next logical step to solve downtown Parker’s parking problem.

Fussa said at some point, in the distant future, a parking structure may be necessary downtown. The current capacity, though, is plenty.

“Downtown parking is always a puzzle, whether it’s Parker, Castle Rock or Denver,” Fussa said. “As we monitor downtown parking and evaluate it, we’re always looking at the relationship of parking supply and demand and where a structure would go if necessary … We’re not there yet.”

Lawmakers aim to divide 18th Judicial District More than 1 million residents live in current four-county jurisdiction

The start to a new legislative session has reignited plans to split up the state’s fastest-growing and most populous judicial district — the 18th Judicial District. Or, what one lawmaker called a “monstrous” chunk of Colorado crammed under a single district’s oversight.

In short, lawmakers say the district is pressured by rapid population growth and increasingly diverse communities with different individual needs.

“It has become monstrous, so to speak. Just a very large judicial district compared to all the others,” said State Rep. Kevin Van Winkle, RHighlands Ranch, a bill sponsor.

Colorado state lawmakers on Jan. 8 introduced House Bill 20-1026, which would create a 23rd Judicial District by splitting the 18th in two. The district today serves more than 1 million people and comprises Arapahoe, Douglas, Elbert and Lincoln counties.

The next largest, Colorado’s 4th Judicial District, serves fewer than 750,000 people.

If passed, the bill would leave Arapahoe County in the 18th Judicial District and place the remaining three counties into another, creating Colorado’s newest judicial district in decades.

The state has operated 22 judicial districts for the past five decades despite growing in population by more than 3.5 million people in that same time, the bill states. Colorado had four districts at statehood.

Creating a 23rd requires a twothirds vote by the general assembly.

State Rep. Mike Weissman, D-Aurora, considered introducing similar legislation last session and is one of the bill sponsors. It’s scheduled to go before the House Judiciary Committee, on which he sits, this month.

State Sen. Rhonda Fields, D-Aurora, and state. Sen. Bob Gardner, R-Colorado Springs, also are sponsoring the legislation.

“Grateful to have bipartisan support in both chambers,” Weissman said. “I think it’s a recognition that there’s some good sense in the bill.”

A ‘unique’ district Van Winkle said putting Arapahoe County — which has a population of roughly 650,000 people — into its own district and leaving Douglas, Elbert and Lincoln in another will allow the counties to customize a district to their local needs. Particularly as Arapahoe and Douglas have created a “somewhat separate culture and political trend,” he said.

“The voters of each Douglas and Arapahoe county should be able to elect a district attorney that reflects their hometown values,” Van Winkle

More than 104,000 of Douglas County’s 261,399 registered voters are Republican, compared to 50,636 Democrats. Of Arapahoe County’s 434,029 registered voters, 140,098 are Democrats compared to 107,538 Republicans.

For 18th Judicial District Attorney George Brauchler, a Republican, ideological differences alone aren’t good enough reason to split the district.

Redistricting can make a significant difference for hot-button issues, he said, naming the death penalty as an example. Every person on death row in Colorado comes from the 18th Judicial District.

“I think there are people out there who want to upend the criminal justice system,” he said. “What’s the best way to do that? Change out who the decision maker is.”

Douglas, Elbert and Lincoln counties all lean Republican while Arapahoe County voters have supported Democratic candidates in recent election cycles, he said. Placing Arapahoe County into its own district could open the door to electing a district attorney who opposes the death penalty, although capital punishment could be repealed altogether if Senate Bill 20-100 is successful.

“If we’re going to the point of, how to draw district attorney lines merely or purely to accomodate political interests, I think we’re making a huge mistake,” he said.

That’s not the case with the bill to create a 23rd district, he said. To Brauchler, the 18th’s growth and some budgetary concerns add legitimate reasons to consider redistricting it now.

“Where else do you see a multicounty jurisdiction where one of

the counties has exploded the way Douglas has?” he asked.

The county’s population has more than doubled since the 2010 Census, according to Douglas County’s population estimates from January 2019.

Brauchler said he supports the bill, although he believes the judicial district could continue operating “in its current configuration.”

“I think it’s probably something that is overdue and important for this jurisdiction, but really only this jurisdiction,” Brauchler said. “We’re so unique and we’ve grown in such a unique way.”

Douglas County Commissioner Lora Thomas said splitting up the districts would give counties the freedom to create specialty courts needed at the local level. Her priority is mental health courts.

Arapahoe County Commissioner Nancy Sharpe said the county supports the bill, but officials will keep a close eye on impacts to the county budget.

‘Things have changed’ If passed, both the 18th and 23rd districts would elect their own district attorney in November 2024.

The winner would assume office in January 2025, also when the 23rd is planned to be up and running.

The change needs to revolve around district attorney elections, Weissman said, which take place every four years in conjunction with the presidential election.

Weissman noted judicial districts are typically set up in one of three ways.

The first approach is letting a populous county comprise its own judicial district, like Boulder or Denver.

The second is pairing one populous

county with smaller ones, and the final is clustering rural or less populous counties together.

“The 18th is the only district that consists of two of the most populous and fastest-growing counties in the state,” Weissman said.

Thomas said she’s eager to see the bill passed.

“Things have changed. Populations have changed. The needs of the communities have changed, and by getting this done, Arapahoe County will be better able to focus on the needs of their community and our three counties can really focus on our needs.

Which is huge,” Thomas said.

Van Winkle commended Brauchler, a Parker Republican, for his management of the diverse district.

“He has some extremely rural parts in the district, in terms of Elbert and Lincoln counties. He has Douglas, which is mixed, and of course pieces of Aurora and all of Arapahoe County,” Van Winkle said.

Brauchler, who was elected in 2012, is serving the final year of his second term as DA and cannot seek reelection in the district. District attorneys are allowed to take a term off and then run for election again, a spokesman for the Colorado Secretary of State’s Office said.

Brauchler has not ruled out a run for district attorney in 2024 or a future political career, but he’s not sure what his plans are once his term ends this year.

“I’m not being coy here when I say I don’t know,” Brauchler said. “I think I’ve got a lot more in the tank to give to the community. I just don’t know what that looks like yet.”

Keeping watch Brauchler stressed a judicial hasn’t been created since the 1960s. Setting up a new district will be difficult.

“There’s no playbook for this,” he said.

The bill requires the judicial department to report its progress in creating the new district, with input from the counties, at hearings held under the State Measurement for Accountable, Responsive and Transparent (SMART) Government Act. During those, departments present performance plans that detail their operations and budget requests to the Joint Committees of Reference.

“There really has to be ongoing attention to the transition process,” Weissman said. “We can’t pass a bill SEE DISTRICT, P7

and forget it.”

A final report is due at the hearings in 2026 detailing the entire transition process.

The report must address what went well in creating the new district and what aspects of the transition caused trouble. Plus, recommendations to legislators for smoothing the process for future changes to judicial districts.

“So, the next time a judicial district needs to be created, we already know what that wheel looks like. That district isn’t going to have to recreate a new wheel,” Thomas said.

The department is required to budget for any costs associated with creating the district through the 2025 fiscal year.

The SMART hearings, or oversight of the transition, are crucial in Arapahoe County’s stance on the bill, Sharpe said. Arapahoe’s support is “contingent upon the financial interests of our constituents being protected by the bill,” she said, and ensuring the transition is wellplanned.

The county’s revenue is limited by TABOR, and officials anticipate one day outgrowing the county’s justice center. That could mean needing more courtrooms, judges, support staff and space. The county appreciates having four years to prepare for a new district, so it can learn more about impacts to the county and prepare, Sharpe said, including the financial impact.

“Those are all things that we have been talking about, not only with our jail but with our justice center,” she said.

Costs associated with setting up a new district remain unknown, Van Winkle, Weismann, Sharpe and Thomas said.

Thomas doubts expenses will incur before 2023 or 2024. Van Winkle said they should be minimal. Weissman believes allowing ample time to set up a new district will spread costs over several years, making them easier to absorb.

“We’re giving kind of a long glide path, a long landing slope,” Van Winkle said.

Years in the works Talks about dividing the district have gone on for years, but plans swung into full motion in the 2019 legislative session as Weissman carefully considered introducing a similar bill.

“It’s something that I have been thinking about for years, just reflecting on the large population of the current 18th, the fact that it’s growing quickly,” Weissman said.

Growing interest from prospective bill sponsors and local officials caught his attention last year, he said. But Weissman changed course following a Jan. 30, 2019 meeting with various stakeholders, including county commissioners and judicial department staff.

sures on the district, particularly with a 2020 election around the corner, what would have been the next opportunity to elect a 23rd district attorney.

A memo from the office of then Secretary of State Wayne Williams stressed if a bill wasn’t introduced in 2019, a new district attorney wouldn’t likely be elected until 2024. Any bill introduced after 2019 wouldn’t leave enough time for district attorney candidates to get on the ballot, according to the memo.

Thomas helped spearhead the county’s efforts to split the judicial district in 2019.

The county compiled a report finding it was paying roughly 33% of district costs while accounting for less than 25% of felony crimes.

About 81% of serious felonies and 70% of all felonies were occurring in Arapahoe County. Counties’ contribution to the budget is based on population, but felony crimes require more resources and manpower.

Brauchler said it’s fair for the counties to question the cost-sharing and if Douglas has been subsidizing Arapahoe’s crime, but he wondered how Arapahoe County will make up for the budget shortfall as its own judicial district.

“That’s going to be tough,” he said.

Not everyone urged immediate action. Arapahoe County commissioners pleaded with stakeholders in the January 2019 stakeholder meeting to slow down.

Waiting for 2024 would provide an adequate study period to figure out how to set up a new district, they said, and how to fund the transition.

Weissman, heeding those warnings, decided against introducing a 2019 bill at the meeting’s end.

“It became clear that was too much too quickly,” he said.

‘Creating history’ Weissman didn’t stop working on the issue after deciding against 2019 legislation.

“I’ve had a lot of conversations over the last year,” he said.

Talks with the four counties, the state judicial department, public defenders and district attorneys informed the bill, he said.

Thomas initially preferred passing a bill in 2019 so that new district attorneys could be elected in 2020.

She was excited by the prospect of splitting the district, and confident it would be good for her community, she said.

Now, Thomas says she’s grateful they have four years to take on the task, should the Legislature pass the bill. She understands the desire to take a transition slow and do it well, she said.

“Let’s face it,” Thomas said. “No. 1, we are creating history here.”

Students graduate from Eagle Academy with high hopes Douglas County night school helps teens get back on their feet, students say

As Collin Rogers-Peckham moved from one school to the next in the Douglas County School District, he continually fell behind in his education. Several bouts of strep throat, he thinks spurred on by stress and anxiety, resulted in a growing number of school absences.

The more days he missed, the more his grades slipped. Finally, he decided to apply for Eagle Academy High School in Lone Tree, the district’s only night school, where there are smaller class sizes and a heightened focus on the individual student.

Crisis Center to run seminar for teens on healthy relationships The Crisis Center in Douglas County will be running a five-week course for teens about building self-worth, establishing healthy relationships and domestic violence prevention.

The Crisis Center’s Community Advocate Amanda Wilson spoke to Colorado Community Media about the seminar, which begins Wilson Jan. 23.

Tell us about the upcoming seminar for teens. What does it entail?

The class I am set to run, which will be available every Thursday for 5 weeks (from Jan. 23 through Feb. 20) is all about building on self-worth to facilitate healthy relationships. We will talk about what self-worth is, how it helps us recognize healthy patterns, and how this translates into dating relationships. It will be held at our office in northern Douglas County. Due to confidentiality, we don’t publish our address; however, when someone signs up for the seminar, we will coordinate with them on the location.

Please tell us a little about you and your role with the Crisis Center.

I am a Community Advocate here at the Crisis Center. I provide case management, such as domestic violence education and local resource connection, to individuals impacted by domestic violence. The Crisis Center serves adults and children impacted by domestic violence in the 18th Judicial District, which includes Douglas, Elbert, Lincoln and parts of Arapahoe counties. Our services include a 24-hour crisis line, emergency shelter, therapy, legal advocacy and community-based advocacy. We also provide prevention activities, education and outreach to the community.

Who can participate and how?

Any teen is able to attend. In Colorado, anyone age 15 or older can participate or seek services without parental consent if necessary. In order to attend this or any of our groups/classes/ services, an individual does need to complete an intake with our navigator.

This is a short process, and they can do so by calling our hotline at 303-688-8484 and asking to be connected to our navigator who can schedule this with them right away. Once that process has been completed and the individual is in our system, they are welcome to attend one or all of the classes moving forward.

Probe can’t confirm sightings of drones Reports from rural Colorado, other areas lead some to doubt official denial

An official investigation into reports of large drones flying in groups over the Western U.S. plains in the hours after sunset has confirmed nothing illegal or out of the ordinary, a finding of little solace to folks who say the truth is still out there.

Investigators will scale back flights of a heat-detecting plane to try to corroborate reports as they’re made but will continue to look into new reports, Colorado officials said Jan. 14.

“The Department of Public Safety is committed to still gathering investigation evidence,” Colorado Division of Homeland Security and Emergency Management spokeswoman Micki Trost said.

The investigation focused on an area roughly along Interstate 76 through northeastern Colorado but didn’t extend into Nebraska or Wyoming, where reports also have been made. Several confirmed drone

sightings in Colorado turned out to be small, hobbyist drones, known commercial aircraft or weather phenomena.

For Dan Carlson, who said he’s spotted and even followed large drones flying remarkably long distances near his farm in western Nebraska, the summary of findings puts little to rest.

“What I saw did not conform to either a hobbyist drone or a civilianaviation aircraft,” said Carlson, a retired meteorologist.

For over a month, law enforcement agencies in eastern Colorado and much of Nebraska have been taking calls about unusual drone sightings. Drones as big as cars have been said to fly back and forth in the sky for extended periods after sundown.

F.E. Warren Air Force Base in Cheyenne, Wyoming, which oversees 150 Minuteman III nuclear missiles in silos scattered across the prairie in the three-state region, denied involvement.

“Our base is kind of a drone no-fly zone. So we do have counter-UAS — unmanned aerial systems — training that goes on within the confines of this installation. But any drones spotted outside this installation are not part of our fleet,” base spokesman Lt. Jon Carkhuff said.

Base personnel haven’t seen any of the purported drones, he added,

though they are cooperating with the Federal Aviation Administration and FBI. The Colorado Department of Public Safety, working with local law enforcement, found:  Of 90 drone reports received from Nov. 23 to Jan. 13, law enforcement officials were able to confirm that 14 were smaller-sized hobbyist drones.  Of 23 drone reports between Jan. 6 and Jan. 13, a period that involved flights of the heat-detecting plane working in conjunction with investigators on the ground, officials determined 13 were smaller hobbyist drones, stars or planets and six were attributable to known commercial aircraft or atmospheric conditions.

Authorities weren’t able to identify fliers of the hobbyist drones.  Four confirmed sightings of the 23 were unidentified.  A drone reported to have flown near a Flight for Life medical helicopter during daytime didn’t appear related to the recent sightings. Investigators couldn’t confirm a violation occurred.

Colorado has more than 24,000 registered drones, and pilots reported over 2,200 drone sightings in Colorado to the FAA in 2018, state officials pointed out in a news release.

Weird-drone reports from coast to coast abound on social media, but the local phenomenon may be taper-

ing off in recent days.

“The sightings and the reports in my county have diminished incredibly,” Morgan County, Colorado, Sheriff David Martin said on Jan. 14.

Yet Carlson said he’s sighted drones four times since Jan. 4, including drones that appeared in pairs twice. While he couldn’t confirm their shape in the dark, the changing orientation of their blue, white, red and sometimes green lights suggested rotation, he said.

They came within a mile or two of his house, flying about 800 feet high.

One drone sped away at up to 60 mph when he drove after it, he said.

He followed the drone over 10 miles. Others he saw fly over the horizon, which he estimated was at least 20 miles distant over the sparsely populated area north of Sidney, Nebraska.

Usually he hears aircraft clearly on cold winter nights, he said.

“It was the kind of night that if an airplane flies over at 30,000 feet, you hear it. No sound with these,” Carlson said.

One drone he saw hovered over a missile command station within sight of his farm, Carlson said, making him question the Air Force denial.

A military contractor could be testing new technology while the military maintains “plausible deniability,” he said.

A Denver man who pleaded guilty to multiple crimes after firing at Douglas County deputies was sentenced to 10 years in prison, according to a Jan. 15 release from the 18th Judicial District Attorney’s Office.

Manuelito Dewane Vigil, 22, was arrested following a January 2019 incident in Highlands Vigil Ranch.

The event began when the Douglas County Sheriff ’s Office was alerted that a man was trying to break into vehicles in Highlands Ranch. When deputies located and pursued Vigil’s vehicle, he attempted to elude them and fired shots from his van, according to the release.

Vigil was caught at his home in Denver a few days later with multiple firearms, a ballistic vest, ammunition and a mask. The van he was driving was found to have been stolen

and contained more than 200 pieces of stolen mail, according to the release.

He was out on bond from Arapahoe County when the crime took place.

“A repeat offender who was being supervised for a burglary conviction and already on bond for illegally possessing a firearm as a convicted felon finds a way yet again to get another firearm … and use it to shoot at our guardians. A system that fails to treat gun crimes seriously begets more gun crimes,” District Attorney George Brauchler said in the release.

Vigil pleaded guilty to aggravated motor vehicle theft, possession of a weapon by a previous offender with a prior burglary conviction, vehicular eluding, first-degree auto trespass, violation of bail bond conditions, second-degree burglary and felony menacing, according to the release.

Other counts were dismissed as part of a plea agreement.

“Mercifully, nobody was killed — this time,” Brauchler said in the statement. “This reprobate will find it harder to shoot at the good guys from prison, but under our broken sentencing laws, he will only be in there for a handful of years.”

Douglas County’s attorney said the county is not liable for the shooting at STEM School Highlands Ranch after one of the victims filed a claim against the Douglas County Sheriff ’s Office in October.

The student, Brendan Bialy, alleges the sheriff ’s office didn’t provide adequate security for STEM because it didn’t assign the school a resource officer.

Two STEM students were arrested on suspicion of carrying out the attack, which left one student dead and eight injured in May. The sheriff ’s office and STEM disagreed over appropriate duties for an SRO leading up to the 2018-19 school year and didn’t enter into a contract to have an SRO cover the school, according to a lengthy news release the sheriff ’s office issued a few days after the May 7 shooting.

Douglas County Attorney Lance Ingalls disputed Bialy’s claim in a written response.

“Your claim suggests that the Douglas County Sheriff ’s Office (DCSO) is or could be liable for failure to provide a school resource officer (SRO) to STEM at the time of the shooting,” Ingalls wrote.

“Charter schools are authorized to contract for services as it deems appropriate and STEM did not have an agreement with DCSO for the 2018-2019 school year for an SRO or other security services.”

DCSO did not have authority to be at STEM outside of responding to 911 calls during the shooting, the attorney said, which it responded to “immediately.” Ingalls said the claim asserted the sheriff ’s office was liable under the Colorado Government Immunity Act. The act covers when a government entity is or is not immune from liabilities.

“It is not clear how and why you believe not having such an agreement between STEM and DCSO for an SRO or other type of security results in a waiver of the CGIA, but Douglas County does not agree with this apparent conclusion,” Ingalls wrote.

Put onus on universities Gov. Polis has seen fit to make a donation in all taxpayers’ names to a cause he sees as worthy, repaying two years of some graduates’ college loans. That may be a worthy cause, but it’s rather disingenuous since he is planning to make the donation with other people’s money, namely tax dollars.

related investments. Loans could make money for the university if the graduates are successful and able to pay them off. If not, then the university should examine why it is producing graduates who are unable to earn enough to pay back their loans, and adjust their programs and costs to resolve the problem that they created and have the most control over.

Universities need to be more vested in the financial outcome of the education product they are selling.

t all started with a state parks pass.

Areli Alcazar, a teacher at Kenton Elementary School in Aurora, stopped by the Schlessman branch of Denver Public Library a couple years ago, where a librarian told her DPL checks out passes to Colorado State Parks.

Before long, Alcazar and her family were hitting the trails in Roxborough and Chatfield state parks for the first time, toting a library-provided knapsack filled with binoculars, field guides and other gear.

“The pass gave us an incentive to be adventurous,” Alcazar said.

When she dropped off the pass at the library, she asked what else the library had to offer. The answers are still unfolding, and Alcazar is hooked.

An avid biker, Alcazar uses the library’s bike repair kits. Her desk is scattered with keepsakes and doohickeys she’s 3D-printed at Denver library makerspaces. She learned to sew LED lights into clothing. She helped her mom test the efficiency of her home appliances with a power check meter.

She and her friends check out passes to local museums. Now, when she’s bored, Alcazar said she drops into a library and asks what they can teach her today.

“If it’s all at our disposal,” Alcazar said, “why not try it out?”

‘The sky’s the limit’ Across the Denver metro area, libraries are redefining themselves, with innovative offerings meant to expand minds and lives.

“When people say libraries are obsolete, we say, ‘Are they? Let’s find out,’ ” said Anthony White, the manager of web systems for Arapahoe Libraries, which operates eight branches in Arapahoe County.

The district now features three recording studios outfitted with green screen walls and video and audio editing software. The Koelbel branch has a 39-seat theater available for plays, films and performances. The Castlewood branch will reopen in April with a purpose-built makerspace, featuring 3D printers, laser cutters, a ceramic kiln and more — double the size of the old makerspace, housed in a repurposed conference room.

“We really want to explore all the roles a library can play in a community,” White said. “The sky’s the limit.”

For some, that can mean learning skills that are otherwise out of reach.

Colorado residents can get library cards for most of the state’s library districts for free. Most require a photo ID and proof of address.

The vast majority of library services, including state parks passes, museum passes, access to makerspaces and nontraditional items, are available for no charge. Some libraries may impose time or quantity limits on items like 3D printers that use consumable materials.

Numerous local library districts offer a wide array of services, including personalized book and movie recommendations, access to research databases, streaming movies and documentaries, classes, clubs and connections to other community services.

Many local library districts are now finefree, meaning they only impose fees for lost or damaged materials. Fine-free library districts include Jefferson County Libraries, Arapahoe Libraries and Denver Public Library.

“One of the biggest complaints you hear about development out here is that it’s taking away from our rural lifestyle,” said Cribley. “Agritourism is a way to enhance it, while bringing business into the county and allowing people to experience the rural lifestyle we all enjoy.”

The ECAA recently applied for, and was awarded the Colorado Rural Academy for Tourism (CRAFT) workshop, which is a one-day program designed for a community that wishes to advance tourism in their area, awarded through the Colorado Tourism Office.

The workshop will be held April 18 at the Pines and Plains Library branch in Elizabeth, and will allow attendees the chance to work together and come up with a plan for advancing agritourism in Elbert County.

“There are a lot of people in our community who could benefit from agritourism,” said Cribley. “At the workshop, together we will talk about the business aspect of starting or running a business, marketing and safety issues.”

She bought $15 worth of raw wool online, then headed to Castlewood Library to process it on a drum carding machine.

“I could invest $15 to learn something new,” Roberts said. “What I couldn’t do was invest $300 in classes and studio time. The library staff walked me through it — there’s only so much you can learn from a book.”

For others, it can mean a welcome reprieve when life throws them a curveball.

Anthony Montoya, a tax attorney in Castle Rock, found himself jobless when his law firm laid off his division.

“I was on my own all of a sudden, and everybody said I needed a commercial,” Montoya said. “Studios wanted to charge a lot of money, but the library in Parker had a green room, cameras and editing software.”

A Douglas County librarian gave Montoya and his wife a crash course in the equipment, and over a couple visits, he produced his own commercial.

“Another attorney told me recently they really liked my commercial, and asked who I hired to make it,” Montoya said. “I was pretty tickled by that.”

“I think there’s a beautiful thing that happens when you learn to do something yourself,” said Kazyaka, amid a hum of activity in the Central Branch’s IdeaLAB. “People can come in here and learn to sew on buttons or fix their cell phones. We’ve even had people experiencing homelessness who come in and 3D-print replacement parts for their backpacks. The ability to solve problems can translate into bigger things in people’s lives.”

At a nearby sewing machine, Markie Arendelle sat at a sewing machine, repairing a rip in his winter coat.

“This place is empowering,” said Arendelle, a singer and DJ. “I’m selfemployed, and here I can print my stickers and iron-on patches — it saves me so much money.”

Wyant heads the district’s “nontraditional items” collection, where patrons can check out items ranging from high-end digital cameras, virtual reality headsets and karaoke machines to digital projectors and retro video game consoles.

“We can give people access to things they can use and return without cluttering up their houses or unnecessarily duplicating things,” Wyant said.

“Sharing is caring. How much stuff do we all need in our lives?”

Looking to the future A wide range of new offerings doesn’t mean libraries are skimping on the reading material, said Donna Walker, the executive director of Jefferson County Libraries. In fact, she said, they’re exploring new ways to deliver that, too.

Jeffco’s libraries are expanding their e-book offerings, and for those

who prefer the printed page, they’re rolling out Redbox-like book vending machines and Amazon-style lockers. Patrons can also schedule home or office visits from librarians who specialize in fields like academics or business.

Meanwhile, Jeffco is in the process of remodeling all 10 of its branches, including, yes, more makerspaces.

“We want to stay a step ahead of the community,” Walker said. “A decade ago, people said: ‘Who goes to the library anymore?’ Now, we’re hearing from people who have cards to five different local library systems.”

Walker said in a time of expansion, it’s important that libraries endear themselves to the community. While the economy is hot now, they’ve got to prepare in case things get tight.

“During the recession, libraries faced a lot of hardships,” Walker said.

“Hours were cut. Positions were cut.

Our job is to manage our growth and our finances, and build relationships.

Libraries are an essential service.

They’re part of the bedrock of democracy.”

The big picture, Walker said, is that libraries are expanding beyond the buildings they’re housed in.

“We talk about the library being everywhere,” Walker said. “Libraries can be in your pocket. We can come to you.”

While libraries don’t charge users for services, Walker said, everyone chips in.

“People are paying for this through their taxes,” Walker said. “You might as well use what you’re paying for.”

Unified programs help make world a kinder place

here seems to be a culture that has developed around unified sports programs in the state.

Unified sports programs join youngsters with and without intellectual disabilities on the same team. Unified is a division of Special Olympics.

Legend, Chaparral, Regis Jesuit and Smoky Hill were among the eight Colorado high schools to be named 2019 National Banner Unified Champion schools.

Legend has 15 OVERTIME disabled athletes, and the able-bodied kids that volunteer to help are called partners.

Legend has five unified sports (soccer, basketball, flag football, bowling and track and field) and hopes to add cheerJim Benton leading to the list Shelly Boyd is the unified coach and Significant Support Needs teacher at Legend, and has two assistant coaches in Karen Forbes and Jeremy Dorr.

“We get partners through word of mouth,” said Boyd. “Jeremy and I started with no partners and then we went to five and we have 60 now.

Sometimes we feel like we don’t have enough sports because we have so many partners.

“It has just turned into a beautiful program. It’s just the culture we have in the building. In the classroom we call them peer aides, so some of them are peer aides and partners, they get to know the kids and fall in love with the kids. We are blessed that we have a school that supports us. We are treated like any other sports program at the school.”

Larry Bull is the Cherry Creek district athletic director, and all the district schools have unified programs.

“I believe unified sports has changed the cultures at schools,” said Bull.

“It’s just the excitement for everybody involved, the happiness, the kindness and inclusion. It’s a difference maker.

It’s one of the best things we do.

“When you start talking unified sports, take it out into the hallway, where you see kids walking down the hall high-fiving kids with disabilities because of the unified programs.”

The Colorado High School Activities Association will sanction unified bowling as a sport next year and the CHSAA has matches, races and games at many of its events.

“People are recognizing there are kiddos within their schools that can participate on different levels and are going out and seeking them,” said CHSAA Assistant Commissioner Jenn Roberts-Uhling.

And Boyd points out that all partici-

pants are rewarded.

“They (disabled players) love it and the parents love it,” she said. “The parents are just so thankful. The students with disabilities want to be just like every other kid out there. When they get to be around partners, they are just their friends, they don’t see a difference.

“We think the neurotypical kids are helping the kids with disabilities.

It turns around where the disability kids have helped them become better people.”

Athletes of the Year Anna Hall and Cohlton Schultz will be honored at the Colorado Sports Hall of Fame induction banquet on April 23.

Hall, of Valor Christian, is the high school girls Athlete of the Year. She won two individual medals plus ran on two title relay teams at last spring’s state track meet and earlier set a national high school heptathlon indoor record. She is now on the track team at Georgia.

Schultz was a four-time state wrestling champion at Ponderosa and went 188-2 with 115 pins in high school as a 285-pounder and heavyweight. He is now at Arizona State.

Honor roll Each week, performances of South Metro athletes and teams will be

highlighted. This week’s performances were selected from games, matches and meets held between Jan.10 and Jan. 16.

Senior Kobe Sanders scored 40 points as Chaparral, ranked 10th in the CHSAANow.com poll, defeated No. 5 Columbine in a Jan. 14 boys basketball game.

Cali Clark scored 19 points and Jana Van Gytenbeek added 18 as Cherry Creek, the top-ranked girls 5A basketball team, rallied to down fourth-ranked Highlands Ranch, 53-49, on Jan. 10. Taylor Ray of Highlands Ranch took scoring honors with 21 points.

Calvin Root had two goals and two assists to lead the Mountain Vista hockey team to a 6-3 win over Battle Mountain on Jan. 16.

Heritage won the Smoky Hill Invitational girls swim meet on Jan. 11 as Inge Ehm took first in the 100 butterfly, Aislyn Barnett in the 100 breaststroke and Anna Hall in the 200 IM. Junior Aj Kula had 18 points, which included four 3-point baskets, six assists and two steals, in Valor Christian’s 71-62 boys basketball win over Rock Canyon on Jan. 14.

“The goal is to create an agritourism community, with people who are willing to take part in monthly meetings and help shape the future of agritourism in Elbert County,” said Cribley. “We hope to come away from the workshop with a two-year plan for implementation and support.”

U.S. residents traveling in late 2020 will need to make sure they have a REAL ID starting Oct. 1. Identification cards and licenses that are compliant will have a star in the corner.

Residents who do not have a REAL ID — identifiable by a star in the corner of the card — are urged to not wait until the last minute to get a REAL ID.

To become REAL ID compliant, residents must go through the Department of Motor Vehicle’s normal issuance process. Visit www.colorado.gov/dmv for information on licensing and identification requirements.

Passed by Congress in 2005, the REAL ID Act established national standards for state-issued driver licenses and identification cards. In accordance with the act, the DMV must verify an applicant’s full legal name, identity, date of birth and lawful presence in the United States when issuing a Colorado driver license or state identification card.
