Newly elected school board directors ready to work Losing candidate says conservatives gaining traction in Douglas County

Candidates who prevailed in the Douglas County School Board election say they are ready to start working on the issues they campaigned on.

Among their top priorities — school safety and the district’s work culture.

Following a May shooting at a school, school safety was a key issue among all six candidates during the campaign. It remains so for the newly elected directors, they said. Susan Meek won in District A and Elizabeth Hanson in District C. Incumbent and board president David Ray retained his seat in District F. Ray has been a staunch supporter of the district’s current safe schools policy, which prohibits arming anyone other than designated security personnel. He plans to Ray continue seeing where it can be improved.

“We continue to just enhance the whole notion of what a safe school environment means, and so we’re looking forward to continuing to

build on that,” he said.

Hanson said candidates heard a lot about school safety during the campaign and she plans to continue bolstering the district’s social and emotional wellness programing.

Meek said she has reviewed reports compiled by committees that the Douglas County Board of Hanson Commissioners formed following the May fatal shooting at STEM School Highlands Ranch. Based on those, she plans to further promote consistency among schools, better communication and more collaboration throughout the commuMeek nity to increase school safety. Her opponent, Kory Nelson, served on one of the two committees.

Individual priorities Hanson, who has a background in employment law, made the district’s work culture her priority while campaigning. She plans to tour district schools, where she says she’ll speak with school personnel to learn which employment issues are most important to them.

Commissioners celebrate win for Ballot Issue 1A Board members are excited to work on improving roads

The Douglas County Board of Commissioners began celebrating Nov. 5 after receiving news that Ballot Issue 1A had been approved by voters.

Beginning in January, an additional $12 million will be added to the county’s transportation budget, due to the measure. While the ballot item didn’t increase any taxes, it did reallocate a portion of the 1% sales tax from the justice center to roads.

After two years of negotiations around road funding, Board Chairman Roger Partridge was relieved when he found out the measure passed, he said.

“It’s a lot more enjoyable to work on projects when you can see it’s going to be pleasing to individuals,” he said.

As of Nov. 7, the ballot measure had more than 52% of the vote.

In 2017, Commissioner Lora Thomas proposed moving 0.23% of the sales tax from the justice center to transportation.

The measure, which eventually failed, was highly opposed by the sheriff ’s office, which said it needed the funding for planned projects.

“It’s just really exciting and satisfy-

ing,” she said. “I’m pleased that the voters recognized that this was a wonderful win-win opportunity to get some additional funding for roads, so

that the quality of our lives doesn’t diminish as more people move to Douglas County.”

She said one reason 1A is a strong solution is because a large portion of the people shopping in Douglas County are coming from outside the county.

“So they are helping fix the roads that they are using,” Thomas said.

When the ballot question was approved by commissioners in September, Undersheriff Holly NicholsonKluth said the office would remain neutral. Now, she says she’s hopeful it will benefit the community.

“Although I think the sheriff ’s office had concerns about (1A), ultimately the people decided this and that’s what’s important,” she said.

And are there still concerns from the sheriff ’s office?

“I think only the future will tell,” she said. “The sheriff ’s office has needs and budget requests for things we believe are important and we are trusting that the commissioners will fund those things that are important to public safety.”

One thing the sheriff ’s office is hoping for is additional patrol officers, Nicholson-Kluth said.

Now that the ballot measure has passed, the county budget will need to be amended to show the change in funding, Thomas said.

A closer look at some of the Parker ballot issues Voters took an unexpected stance on at least one issue

Parker voters approved nearly all town ballot measures on Election Day. The one that did not pass surprised many members of town staff, but it has little, if any, implications on town operations.

New development will have to pay its own way and mayor and councilmembers are limited to 16 years of total service.

Here’s a look at some of the ballot questions.

Measure 2J — Title change Every Parker-specific ballot measure passed on Election Day except for the one presumed to be the least controversial. The lone Parker measure that did not pass asked voters to decide between a title change for the town’s highest appointed office.

the only of Parker’s 10 town-specific measures that failed. As of three days after the Nov. 5 election, 6,990 voted against the measure and 5,934 voted in favor.

“Staff is a little bit surprised, only because it was just a housekeeping item,” Town Administrator Michelle Kivela said. “It’s just a title change.

It’s not a new position. It’s just to be consistent with our home rule charter.”

In Parker’s government, the town administrator is the highest-ranking appointed figure. It is not an elected position, but is appointed by the town council, who are all elected officials.

In 1996, the town became a “counciladministrator” form of government, or a “council-manager” government.

It is a common form of government for municipalities that ensures the town’s operations are run by professional staff hired by a qualified manager or, in Parker’s case, an “administrator.”

Kivela was hired as the town administrator in 2017.

Kivela said the measure may have failed due to confusion of the wording and the meaning behind the need for the measure. Since the town administrator is mentioned so much through-

out the town charter, it’s impossible to show every mention of the title in the charter on a ballot question.

Measure 2A — Excise tax Measure 2A, mandating a significant increase in the excise tax on new residential development, passed 57.6% to 42.4%. The measure takes effect immediately and repeals the impact fee currently in place to pay for capital projects that come with new development. The new excise tax figures were calculated by a third-party firm, TischlerBise. South Metro Fire Rescue will see a portion of those funds to help pay for their services for new development.

Educating beyond academics Schools seek right approach in social and emotional learning

Eighth-grader Kendall Meibos stepped shyly onto the stage at the Pepsi Center in Denver and peered over a lectern at the crowd around him.

Filling stands typically reserved for Denver Nuggets or Colorado Avalanche fans were about 6,000 employees from the Douglas County School District — administrators, teachers, board of education members and the superintendent. They came to hear the district roll out its new strategic plan.

“Last year was very rough for me,” said the 13-year-old, as he described his struggles with anxiety and depression. A school counselor, he explained, had helped him learn to better manage those conditions — in life, at school and in the classroom.

Talking with someone helped, he said, and he urged all district employees to remember that being open about mental and emotional health makes for better school climates.

“I’m thankful,” Meibos said, “that the community that I live in knows that mental health is important.”

The evolution of SEL During the Sept. 20 event, the school district walked through the major themes of its new strategic plan— its foremost guiding document for the next few years, with the first focus on health, safety and social-emotional support for students.

Superintendent Thomas Tucker told the crowd the district would strive to provide that support for every student, including those like Meibos, who may be struggling to manage their mental health or emotional well-being.

“Students need to learn in environments that are physically and emo-

The inclusion of social and emotional learning is part of a broader trend in education across the country.

Historically, schools have focused on cognitive development in the classroom, said Finessa Ferrell, a social and emotional learning specialist with the Colorado Education Initiative, a nonprofit that partners with the Colorado Department of Education and works to improve the K-12 system in Colorado.

But about 15 years ago, she said, concerns from employers about a lack of workplace skills among people they were hiring sparked a push to better equip students with creative thinking skills and the tools needed to work on teams and be self-starters.

“The feedback we were getting from workforce folks was that students weren’t very prepared to work with each other,” she said, citing problem solving and interpersonal skills as examples.

Meanwhile, the national organization CASEL, or the Collaborative for Academic, Social, and Emotional Learning, was creating frameworks for social and emotional competen-

cies, which Ferrell believes took off among educators at roughly the same time. CASEL was founded in 1994.

CASEL defines social emotional learning as “the process through which children and adults understand and manage emotions, set and achieve positive goals, feel and show empathy for others, establish and maintain positive relationships and make responsible decisions.”

The organization teaches those skills by focusing on five main areas: • Self-management and the ability to manage emotions • Self-awareness and understanding what triggers certain emotions • Social awareness, being aware of one’s own behavior and taking cues from other people • Responsible decision-making • Building positive relationships Social and emotional learning began gaining more traction with teachers in recent years, Ferrell said, when a “super push” helped it transition beyond a counselor’s office or school psychologist and spread throughout a school.

And the nonprofit think tank Aspen

Institute’s National Commission on Social, Emotional and Academic Development — composed of leading educators, scientists and elected officials from across the country — concluded in March after three years of study that social and emotional learning should be integrated with academic development.

The commission’s report, From a Nation at Risk to a Nation at Hope, says, “Children learn best when we treat them as human beings, with social and emotional as well as academic needs.” There’s also an increasing demand for social and emotional skills in the workplace, the report says, as employers are expected to work on diverse teams, manage difficult problems and adjust to rapid change.

“The promotion of social, emotional and academic learning is not a shifting education fad; it is the substance of education itself,” the report reads.

“It is not a distraction from the ‘real work’ of math and English instruction; it is how instruction can succeed.” The report says youths should be intentionally taught social, emotional and cognitive skills.

Ferrell said schools and districts have yet to fully adopt this approach but she expects it will catch on in coming years.

‘Everyone is trying to do it’ To be successful, social and emotional learning should permeate education, Ferrell said. Academics shouldn’t be segregated from a child’s social and emotional development.

That’s tricky when teachers already feel overburdened.

“There are teachers who think this is just one more thing,” she said, “and there are educators who don’t understand why they need to do this, too.”

But social and emotional learning has a direct link to academic performance, Ferrell said.

When Kendall Meibos, an eighthgrade student at Rocky Heights Middle School, feels anxious, he sometimes turns to his calming jar, a water bottle filled with glitter or beads that he shakes and then watches as the pieces inside move, helping him focus on something other than his anxiety.

Eventually, he relaxes.

It’s one of the coping strategies that Rocky Heights counselor Lori Qui taught him when his mother reached out to her for help last school year as anxiety and depression began disrupting his life.

“My brain was moving really fast, not being able to concentrate,” Kendall remembered.

Conflict in a classroom, caused by other students with the teacher, triggered the issues, he thinks. Although he wasn’t the cause of the conflict, the teacher’s response to the class triggered intense anxiety, he said. He’s not sure why.

Anxiety isn’t the only condition Kendall has struggled with, he said, explaining he also believes he’s battled depression. When the problems arose, Kendall struggled to sleep, couldn’t stay focused in class and generally felt angry and sad. Corin Meibos, his mother, said that feeling likely made him uncomfortable.

“He’s not an angry kid,” she said.

Since then, with Qui’s help, Kendall said he’s learned it’s safe to confront how he’s feeling.

“Anxiety and depression isn’t something that you run away from,” he said. “It’s just something that you have to try and get help for.”

After Qui showed Kendall the calming jar, he wanted to enable more school counselors to help students the same way. In May, Kendall devoted his Eagle Scout project to creating calming jars to disperse in the community.

To date, he’s made more than 1,000 calming jars. He’s also given numerous speeches at community events about his struggles with mental health. He hopes the jars help people manage their own symptoms and encourage people to seek help if they’re struggling.

“Just knowing that it’s OK to tell adults and other people that you can trust,” he said. “We can all make a difference.”

development as a significant beneficiary,” said Jamie Montoya-De Smidt, a prevention coordinator with the Douglas County School District.

A 2011 CASEL study found students who participated in social and emotional programs showed an 11-point increase in their academic performance. They also demonstrated improved classroom behavior, managed stress and depression better, and had improved attitudes about themselves, others and school.

That kind of programming also can lead to violence prevention, Ferrell said. Social and emotional learning often becomes a priority in communities that recently experienced a tragedy, such as student suicide or school shootings.

Beverly Kingston, director of the Center for the Study and Prevention of Violence at the University of Colorado Boulder, said social and emotional learning can be a critical tool in violence prevention.

“It actually addresses the risk factors that could impact future violence, so it’s really working upstream and giving kids the skills that they need so that they don’t end up becoming violent,” Kingston said.

When forming the strategic plan, the school district sought input from students, parents and the community, Montoya-De Smidt said.

“Social and emotional learning was at the top of what people said they wanted us to spend our time investigating and putting our energy and resources toward,” he said.

Protocols for social and emotional learning At Rocky Heights Middle School in Highlands Ranch, social and emotional learning is filtered through numerous avenues, said Lori Qui, the school counselor who worked with Meibos.

Those avenues include the counseling department but also classrooms and teachers.

Teachers use small opportunities in their day-to-day work to teach students social and emotional lessons, Qui said.

A teacher could, for instance, pull aside two students who had an argument and coach them to a resolution.

Some schools have adopted Second Step, a social and emotional learning curriculum, which is also being implemented at Rocky Heights. Qui said staff are currently being trained in the program.

“We really try to infuse it into everything that we do,” she said, “not just a curriculum that kids have once a week for nine weeks.”

Nancy Ingalls, the district’s personalized learning officer, said the district this year increased the number of school counselors so that each elementary, middle or high school has at least one or more. Previously, most elementary schools did not have a counselor.

“The fact that we have counselors in every elementary school is a huge milestone,” Qui said.

Because counselors help teach social-emotional learning, Qui believes having them in elementary schools begins building the mental capacity of children from a young age, increases their resiliency and teaches them how

The district also has two intervention teams and a mental health crisis team that train and consult with schools on social and emotional learning.

“At the school level,” Ingalls said, “almost all of our schools are utilizing some type of social-emotional curriculum or program as a tool.”

Another such program is the Sources of Strength program, an international program that brings together students from a variety of peer groups — athletics, theater, band, student government — to lead projects that combat myriad issues in schools.

Suicide prevention and bullying are two of the chief problems the program aims to prevent.

Many of Sources of Strength’s goals overlap with CASEL’s five focus areas, noted Montoya-De Smidt, who oversees the program. It encourages students to understand their strengths and needs, to tear down a culture of silence regarding mental health struggles, and teaches young people coping strategies.

Five years ago, just four to five schools in the district used Sources of Strength. Today, 14 middle and high schools have the program. About 40 students participate at Rocky Heights, Qui said.

Zac Hess, the district’s director of health, wellness and prevention, adds that the focus on social-emotional health shouldn’t be on students alone.

“Social and emotional learning is as important for adults in our communities as it is for kids,” he said.

He gave examples: Are staff and teachers aware when they’re overwhelmed, and how do they react when they are? How are teacher-to-teacher relationships? How can the district help staff improve its own self-management?

When teachers master social and emotional learning, “that’s going to transfer down to our kids,” he said, forging more positive relationships between students and adults.

And when children feel they have trusted adults in their life, Hess said, another protective layer is added that can prevent students from making poor decisions or feeling isolated if they are struggling.

Meibos’ mother, Corin, an assistant in the front office of Buffalo Ridge Elementary in Castle Pines who has worked in the district for about eight years, couldn’t agree more.

“I’m grateful,” she said, “especially because it’s impacted my family.”

Parker budget steady, marginal growth in tax revenue foreseen Proposed 2020 budget remains relatively unchanged from 2019 document

Parker in 2020 will look a lot like Parker in 2019, or at least it’s budgeted that way.

The town’s proposed budget for next year shows marginal growth in tax revenue, but town officials are expecting no loss in current services.

The 2020 proposed budget projects a 2% growth in sales tax revenue, a conservative estimate based on data from nearby municipalities, said Mary Lou Brown, the town’s finance director.

The 2019 actual sales tax revenue totals are expected to come in at 2%.

“We approached (2020) as being pretty much flat with last year because we didn’t have a lot of new, incremental cash to work with,” Brown said.

Brown and the finance team released the 2020 budget Oct. 15. It is scheduled to be voted on by council Dec. 2.

The sales tax growth rate has been an issue for the town in recent years.

Similar municipalities have experienced a trudging sales tax over the years, according to economist Phyl-

lis Resnick of the Colorado Futures Center.

Last year, the town budgeted for a 0% growth rate in sales tax revenue, which Brown said the town will exceed in actual 2019 revenue. The same is expected for 2020.

“What (the budget) tells us,” Brown said, “is we’re in good shape for 2020.”

Brown presented the budget before council for a first reading Nov. 4. The budget projects $53.7 million in expenditures, down from the actual 2019 budget of $57.6 million. Total revenue is expected to reach $53.6 million. The ending fund balance remains relatively flat with the previous year at $17.4 million.

The town will see about $900,000 in additional revenue from existing sources. Brown said her theme for the 2020 budget presentation was “repurposing,” one such source being refinancing the town’s debt. The finance team was able to refinance the debt, from 2009, with a lower interest rate and using some cash to reduce the principal on the loan, saving the town $1.3 million annually, Brown said. The actual expenditures for debt refinancing in 2019 cost $7.2 million and next year’s is projected at $2.4 million. The 2019 figure included a lump sum to help pay down a large chunk of principle during the refinancing process, as well as one-time fees that were related to the refinancing.

A facilities master plan will be developed to determine which buildings need updating or renovating in 2020.

A user fee study will also take place, which will take a look at things like building fees to determine if the town is charging enough to offset its costs.

Parker Town Council placed a priority on providing services at the town’s current levels while working within the constraints of a stalling sales tax rate, said Mayor Mike Waid, who speaks on behalf of all six council members. Waid responded via email to the Parker Chronicle regarding 2020 priorities laid out in next year’s budget.

“To address the impact of limited sales tax revenue growth, the town continues to look at ways to reduce expenses and to offset the ongoing cost of growth and development on our infrastructure,” Waid wrote.

One such area, Waid wrote, was Ballot Measure 2A in this year’s election Nov. 5. The measure would place a higher tax on new development to cover the costs of services that come with development, if passed. The ballot measure initative would not affect the general fund, but rather capital projects for new development such as extra law enforcement and first responder facilities and capital improvements for major streets, among other things.

“While sales tax revenue has leveled out a bit from previous years, it remains a challenge that we will

continue to address as 2020 sales tax numbers come in,” Waid wrote, in response to a question about Parker in 2020. “To be very conservative, we have held 2020 operational expenses at or below 2019 levels.”

The town is spending $2 million on employees, including implementing a compensation study, which includes funding the performance pay at 3%, Brown said, and adding six incremental positions, three in the police department and three administrative positions.

Sales tax makes up 70% of the town’s general fund, which is the town’s primary source for most services administrative matters, police, public works and parks and open space, among others.

The general fund culture budget saw a dip in capital expenditures from last year, reflecting capital projects the town undertook this year, like the Schoolhouse Plaza renovations. The parks department, Brown said, is in a state of maintaining its current amenities rather than looking at adding new ones because of the marginal sales tax revenue growth.

The largest public works project is an $11 million project to widen Cottonwood Bridge, which will be paid for through the public improvement fund. The town and its urban renewal authority, Partnering for Parker’s Progress (P3), will contribute funds.

Opponents of the measure worried it would allow councilmembers and mayor too much power. Proponents, including most of council, argued it is necessary to have longer term limits to give councilmembers more time with their respective committees to work on long-term projects. Councilmember John Diak spoke in support of the measure when it was proposed before council in April, noting it was important for councilmembers to be able to spend more time serving on various committees, in which they may be a critical part in executing projects that could take several years or decades. to see the revenue show a positive uptick, despite a five-year trend of declininng sales tax revenue growth.

Kivela responded via email to the Parker Chronicle regarding the concern for a slow sales tax rate growth.

“Even with the declining sales tax growth rate, in spite of a growing population, new housing and new businesses, our 2020 budget is a stable and healthy one and continues to accomplish our strategic goals,” Kivela wrote.

aleb Sathianathan, a 14-yearold Trail Life scout, ended the Veterans Day celebration in Castle Rock reciting a poem, called “They Did Their Share,” written by Joanna Fuchs.

“No matter what the duty, for low pay and little glory, these soldiers gave up normal lives, for duties mundane and dry,” Sathianathan read.

“We owe so much to them, who kept us safe from terror, so when we see a uniform, let’s say `thank you’ to every wearer.”

The Castle Rock teen from Trail Life Troop 8014 said volunteering at the annual event is something he does with his brother and his dad to show his gratitude for the men and women who serve.

“They go out and fight for us, risking their own lives for people they don’t even know and yet they still do it,” Sathianathan said. “That a random, unknown stranger would fight a war for me and die in the process… it inspires me.”

On the corner of Fourth and Wilcox streets in downtown Castle Rock, with a backdrop of the American flag whipping in the wind atop the Rock, a crowd gathered to honor military veterans Nov. 9. Songs were sung, laughter was shared and tears were shed as speakers went to the podium sharing their personal stories about a

Steffan Tubbs, a Denver radio host, was the keynote speaker of the event.

He honored veteran’s who died in the past year and gave special shout-outs to veterans who fought in every war since World War II — all of which had at least one representative at the Douglas County Veterans Monument for the celebration.

To the view remaining World War II vets, he gave a special thank you.

“How many in the crowd remember recycling drives, remember Victory Gardens? To those who fought in the Greatest Generation, thank you… for saving the world,” Tubbs said.

“Let us never, ever forget that we do live in the greatest country on Earth because of the men and women — many of them are standing right here today.”

County Commissioner Lora Thomas told the audience about her father, a proud Navy man, and thanked veterans for their service.

“These great men and women, sons, daughters, mothers and fathers, who left the safety and comfort of their homes to put everything on the line so you and me can continue to live in safety, comfort, and most importantly, freedom,” Thomas said. “To our great veterans, I say thank you for your service, your dedication, and most of all, your sacrifice, and putting all of us, the American republic, before yourselves. God bless all of you.”

Hanks has a huge collection. Freely gives a typewriter to anyone who says, “Wish I had a typewriter.”

On their desk within 48 hours.

Craig Marshall Had a typewriter in college. Wrote let- Smith ters home on it every two weeks. Wrote all of my school assignments on it. Smith Corona. Had been my grandmother’s.

It was a manual typewriter with a black ribbon. Making corrections wasn’t easy. Sometimes I just used “x’s” through the incorrect letter or word.

There were correction tabs that could be placed between the keys and the incorrect letter or word, and by striking the incorrect word or letter, the coating on the tab would mask the errors.

There was correction tape, and there was liquid correction fluid.

No matter how corrections were made, it was unattractive and it was often a mess. The correction fluid can harm the mechanics of a typewriter.

Was liquid correction fluid invented by a Monkee’s mother? I’ll get to that story later.

As Hanks rightfully points out, there will never again be a factory that manufactures exclusive, highend typewriters.

It would be a wasted investment.

The documentary might make you wish you owned a vintage typewriter.

Some were works of art that didn’t work very well, but are still very collectible. Apparently.

I don’t know anyone with a typewriter collection.

Every other Friday during my freshman and sophomore years in

college, I wrote letters home. I wrote them on my grandmother’s typewriter, handwrote the address on the envelope, handwrote my return address in the upper left corner of the envelope, and put a five-cent stamp in the upper right corner of the envelope.

Then I took the letters to a red and blue mailbox on Santa Monica Boulevard, dropped them in, and waited two weeks for replies.

In the time it took to write the last two paragraphs, I could have written an email to Jennifer to remind her that dinner’s at 8, sent it, petted the dog, and started a new column with, “Watched a documentary about typewriters.”

It’s a good thing we can send our thoughts and ideas and by email, isn’t it?

Isn’t it?

I receive four or five letters a year.

There’s a reader who sends a handwritten letter — even more of a rarity — about twice a year, with comments about past columns.

Who can tell me exactly what the

first six letters in the top row of a keyboard are? Bonus points if you know the purpose of the order.

Bette Nesmith Graham invented Liquid Paper in 1956. She was the mother of Michael Nesmith, one of the four Monkees.

A bottle of Liquid Paper came with a little brush. Sound familiar? You applied the correction fluid like nail polish.

If you weren’t very good at it, there would be a clearly visible and offensive white scab on the document, with a new letter or word on top.

Now look: In Microsoft Word, corrections are made for me. And I can easily rewrite an entire sentence.

For example: “I just watched a very entertaining and informative documentary that features a number of celebrities and others who discuss their obsessions with vintage typewriters.”

potential, we could probably say that the only thing we were consistent about was being consistently inconsistent. Maybe one of the areas that held us back and where we were inconsistent could be found in the way that we viewed ourselves at the time. We had an inconsistent healthy self-image.

One area of my life that has always been consistent is spending part of each day reading, watching, listening to, or researching educational and motivational content and programs. I thoroughly enjoy some of the newest subject-matter experts and authors who are out there right now and who are sharing ideas around leadership, sales, motivation, culture and other awesome topics. But I also love going back to some of the material and programs that helped to shape my own life, and the content that has created millions of successful people over past

School district handles finances to maintain even keel in storm

N

o matter where you get your news, chances are you have heard about a possible recession in the near future. A search for the word “recession” on Google recently increased five-fold.

What does this mean for the Douglas County School District?

The Great Recession, which began in December 2007 GUEST and ended in June 2009, greatly impact- COLUMN ed DCSD. While we can never completely predict how future recessions will impact our school district, thanks to careful financial planning, DCSD is well-positioned to “weather the storm” Kevin Leung should another recession occur in the near future.

DCSD has adopted “fund balance neutral” budgets. In other words, this year’s revenue is paying for this year’s expenditures, which means we are not drawing down our reserves or “deficit spending.” DCSD

has healthy reserves in place equal to roughly 15% of annual operating spending. Also, DCSD does not budget money until it is secured — meaning we did not budget to spend the funds associated with the 2018 mill levy override or bond until the measures passed. DCSD is only reliant on sources we know are available. With the passage of the 2018 bond, funds are now available to meet our most urgent capital needs without having to rely on the general fund.

DCSD schools can carry over unspent funds from year-to-year, meaning they are not held to a “use it or lose it” mentality. This promotes responsible spending at the school level. At the department level, zero-based budgeting is used to reassess needs on an annual basis. Department budgets do not roll over year-over-year without regard to cost-saving opportunities.

Our financial team is consistently using five-year financial forecasting with input-driven financial models for future, multi-year planning. Our revenue is based on our enrollment.

To that end, we engage a profes-

sional demographer to project each school by grade for the next five years.

Did you know that DCSD has the strongest credit rating of any school district in Colorado (Aa1)?

Our credit rating, combined with the prevailing interest rate environment, enabled DCSD to sell the bonds approved by voters in 2018 for an additional $40 million. In other words, DCSD was able to secure an additional $40 million of bond funds, while still honoring the “no new taxes” pledge given to our voters and taxpayers.

Over the past 10 years, existing bond issuances were refinanced, resulting in $21.7 million in savings to taxpayers. Just this last year, DCSD has saved more than $1.3 million through competitive bidding processes and negotiations. Finally, our financial team has begun actively investing operating cash when it is

not needed for payroll and accounts payable, in compliance with state laws and DCSD Board of Education policy. This resulted in investment earnings more than double from prior years.

The Colorado School Finance Act leaves us financially dependent on state funding. While DCSD has carefully planned and instituted strong fiscal policies to be prepared for a possible recession, the State of Colorado has already cut nearly $600 million from DCSD since 2009.

We believe that while smart fiscal planning is prudent, the urgency and need for the State of Colorado to adequately and equitably fund public education in Colorado is critically important.

or people who don’t care for the traditional Thanksgiving Day dishes, prefer a lighter meal or just hate cooking (and the cleaning), there are options.

Dietitians are ready with advice for altering recipes or bucking the usual courses. And some restaurants stay open so people can leave the work to someone else.

Broomfield resident Jessica Roberts is president of the Denver Dietetic Association and works for St. Anthony North Health Campus in Westminster.

Her first piece of advice for anyone off put by the indulgent nature of Thanksgiving eating: Relax and enjoy yourself.

“I think it’s important for everyone to remember that it is just once a year,” she said.

Thanksgiving Day recipes are typically high-calorie and high in fat.

There are the cheesy potatoes, sweet potatoes covered in marshmallows and stuffing dripping in buttery goodness.

It’s OK to enjoy the deliciousness, Roberts said, especially in moderation. Most enjoyment from food comes in the first four to five bites, so Roberts

For people watching their waistline or living with dietary restrictions, there are ways to adjust those recipes.

Use olive oil instead of butter when basting the turkey or roasting vegetables. Try a nut-based crust for pies and desserts. For lactose-intolerant guests, make mashed potatoes with almond milk or vegan butter instead of dairy.

Eat the white meat as opposed to dark meat from the turkey and pass on the skin. Both will save calories.

Roberts also has tips for anyone who doesn’t like the usual Thanksgiving Day spread. There’s no hard and fast rule that people must have turkey, she said. Some families prefer ham or

even a Cornish hen, which is not as rich as turkey.

“Remember that Thanksgiving and all these holidays are about being with people and enjoying people,” Roberts said. “Don’t let any food fears or food restrictions keep you away from spending time with the people you love.”

While most restaurants close for the holiday, some stay open and urge community members to leave the cooking and cleaning to them.

Lakewood restaurant Tstreet Roadhouse stays open on Thanksgiving and does every year, said director of operations Justin Adrian. They offer their regular menu, for people who prefer steak to turkey, but also a special Thanksgiving Day meal with “all

the fixings” — homemade cranberry sauce, stuffing and mashed potatoes.

“We’re doing smoked turkey this year as well as regular turkey breast,” Adrian said. “We brine it for 24 hours.”

Adrian said they typically have a packed house on Thanksgiving. They get everyone from single community members to families who don’t have time to cook, most by reservation.

Time constraints and the busy nature of hosting family are among the main reasons people opt to eat out, he said.

The restaurant does close early, with last seating around 8 p.m., so employees on a later shift can leave to spend time with their own families.

In Lone Tree, the 2-month-old restaurant Urban Village will offer Thanksgiving Day catering and stay open to the community. The eatery offers contemporary Indian cuisine dreamed up by executive chef Charlie Mani.

Their dishes are low in spices and avoid butter, Mani said, two ingredients that often deter people from trying Indian food. He wants to make the cuisine approachable for everyone.

They also cater to gluten-free, pescatarian and vegetarian clients.

Mani said he’s keeping the restaurant open on Thanksgiving as a “thank you” to his Lone Tree community. He also has advice for anyone looking to bypass traditional Thanksgiving dishes or planning on cooking themselves.

“Just come and eat my food,” he said with a laugh. “Don’t do my job at home, I’m here to do that.”

Jazz bar set to open in Parker The Blu Note will hold a two-night grand opening celebration

The feeling hasn’t quite hit Dale Trujillo yet.

The Blu Note, a jazz bar, will open Nov. 15, a culmination of years of hard work to bring something different to the Parker night scene.

At a private early opening Nov. 10, Trujillo said the bar brought to life a dream shared by he and his late wife, Gail, who died in 2018, just as the groundwork for Blu Note was being laid.

“She’s been right here,” Trujillo said, patting his right shoulder, “the whole time.”

The Blu Note, 19600 Solar Circle, south of downtown, will be the first jazz bar in Parker. It will also serve food. The idea is to have it become a community place, Trujillo said.

He wants families to come enjoy the experience.

Trujillo, a former rocker in a band called Gauntlet, which opened for acts like Ozzy Osbourne, Twisted Sister and Motley Crue when they visited Denver, said he got into jazz music about six years ago.

“I fell in love with it because it’s different. The community is very tight-knit,” Trujillo said, “and the jazz community has embraced us.

They want a nice place like this to play in, and that’s what we want to offer to them.”

Jazz acts will be the mainstay at the Blu Note. The Tina Phillips Quartet played the kick-off party.

The grand opening celebration will last two nights, beginning with Roots and Rhythm Band, a band playing everything from blues to swing, jazz and 50s style rock `n’ roll from Denver, playing Nov. 15. The next night will feature the funky New Orleans sound of Gumbo le Funque, also from Denver.

Come out into the sunlight — with Claude Monet DAM shows works of French impressionist who changed art world through long career

A life-sized photo of a pleasantlooking man surrounded by flowers welcomes the visitor at the entrance to Denver Art Museum’s “Claude Monet: The Truth of Nature,” the major exhibit of more than 100 paintings by the French impressionist that opened Oct. 21 and will remain through the holidays until Feb. 2.

Clearly a don’t-miss for art lovers, this is an exhibit with works painted in many locations (Monet loved to travel) and in a palette that is bright and light — even in a snowy scene in wintry Norway. It speaks to anyone who can see it.

Monet loved any and all flowers and eventually designed and planted his own extensive garden at Giverny in northern France, the locale for many of those lovely paintings of water lilies we associate with him.

But this exhibit, organized with the new Museum Barberini, in Potsdam, Germany, also includes glimpses of the countryside, as well as towns, across Europe, such as “The Strada Romana at Bordighera,” 1884.

Claude Monet was drawn to art before he reached his teen years and at 16, was mentored by Eugene Boudin and exhibited professionally while he studied. It was a time of change and resistance to it in the European art scene.

Paintings exhibited at the Denver Art Museum come from museums across the world, starting with the early “A View From Rouelles,” loaned by Maruma Art Park in Japan, which urged that a work by his mentor, Boudin, also be shown.

Loans from many sources include “Haystacks, Snow Effect” from the Shelburn Museum; “House Seen Through the Roses,” from the collection of the Stedelijk Museum in Amsterdam; Museu de Arte de Sao Paulo Assis Chateaubriand (“House of the Customs Officer” 1882) and “Path in the Wheat Fields,” 1882, from the Denver Arts Museum’s treasured half-dozen Monet paintings, bequeathed by Frederic C. Hamilton.

This will be the only showing in the United States.

As the exhibit’s title suggests, Monet, throughout his life, was tuned into the many moods and versions of nature and constantly sought out new experiences — in the garden, at the seaside, on country roads and in small towns and larger cities. How does the sunlight frame that old homestead today? Or that grove of trees or expanse of lilies? How does light filter through leaves — or reflect off surf at the sea’s edge?

Think, as you stroll slowly through the galleries, about the skill the painter exhibited in his choices of

color and texture, the blending of brushstrokes, rendering of light and shadow … One can almost summon up sounds and scents with a focus on a given scene.

The installation of the Claude Monet paintings is greatly enhanced, I think, by the choice of deep, intense colors for the gallery walls: burgundy, deep blue, intense green … The background color makes even a small, subtle painting pop! The viewer should understand how daring his approach to painting was in 19thcentury Europe.

“Throughout his career, Monet was indefatigable in his exploration of the different moods of nature, seeking to capture the spirit of a certain place and translating its truth onto the canvas,” Daneo commented.

The exhibit shows Monet’s eventual focus on certain subjects, such as haystacks, water lilies, bridges — as well as the eventual lack of humans in the scenes.

Through intense planning and precise choice of planting materials, Monet, an expert gardener, created the surroundings he wanted at Giverny and translated them to canvas in his later years, working with as many as seven gardeners at one point.

The exhibit fills three large galleries — about 20,000 square feet — and invites leisurely strolling and turns for repeat visits to some works where a connection seems apparent. A visitor should allow time to stop, sit, stare and return to that garden again … which may be difficult, because tickets are selling out and there will be more people than would be ideal for a relaxed visit. Be sure to line up a ticket before you go — it’s sold out for the next few weeks!

Wings Over the Rockies to honor Sullenberger for 10th anniversary of Miracle on the Hudson STAFF REPORT

Wings Over the Rockies will honor Capt. “Sully” Sullenberger as its 2019 Spreading Wings award recipient.

Sullenberger became internationally known on Jan. 15, 2009, when he and his crew safely guided US Airways Flight 1549 to an emergency water landing in New York City’s frigid Hudson River.

The Airbus A320’s two Sullenberger engines had lost thrust following a bird strike.

Sullenberger and his crew received international acclaim for their actions that day, including the passage of a Congressional resolution recognizing their bravery. Sullenberger was ranked second in TIME’s “Top 100 Most Influential Heroes and Icons of

2009” and was awarded the French Legion of Honour.

“Captain Sullenberger is the pinnacle of aviation excellence,” Wings Over the Rockies President and CEO Maj. Gen. John Barry, USAF (Ret), said in a news release. “His exceptional acts during Flight 1549, his leadership in transportation safety and a lifelong passion for flight are the cornerstones of aviation merit and we are thrilled to be honoring him with our annual award.”

The Spreading Wings Gala is planned for 6:30 p.m. Dec. 5 at Wings Over the Rockies Air and Space Museum, Denver. The evening will feature a special presentation by Sullenberger, food and drinks, as well as a celebration of Wings Over the Rockies’ contributions to Colorado’s aerospace community.

“Wings Over the Rockies is an important part of shaping and encouraging the future aviators of our country,” Sullenberger said in the release. “It is an honor to accept this award and support an organization so committed to educating and inspiring the next generation.”

Bowl-A-Rama to support Bessie’s Hope programs Organization pairs nursing home elders, at-risk youths STAFF REPORT

For 25 years, Bessie’s Hope supporters have gone bowling to raise money and awareness for the organization’s intergenerational programs that pair nursing home elders with at-risk youths.

This year’s Bowl-A-Rama will take place Saturday, Nov. 23. Participants can go to www.bessieshope.org to register their team and start collecting donations. Participation includes two hours of bowling, shoe rental, pizza, beverage and goody bag.

Prizes for collecting the most donations ($40 minimum) include a 25th anniversary Tshirt, a Denver date night and a Nintendo Switch.

South metro teams move on to state in volleyball STAFF REPORT

Champions were crowned in state volleyball regional tournaments on Nov. 8-9 and the winners advanced into the bracket for the state championships.

The state championships for all classes will be held Nov. 14-16 at the Denver Coliseum. A double-elimination bracket through the semifinals will be used in the state tournament, and all matches will be the best three of five sets.

In Class 5A, the regional champs who qualified for the state championships were Chaparral, Cherokee Trail, Legend, defending state champion Valor Christian, Broomfield, Rampart, Fort Collins, Grandview, Highlands Ranch, Ralston Valley, Mountain Vista and Cherry Creek.

In Class 3A, defending state champion Lutheran and SkyView Academy won their respective regionals and will be in the state championships.

Here are a few highlights from the regionals.

a total of 26 kills, while Katie had 21. Makenzie Rice had a total of 37 assists in the six sets, while Katie Dalton had 34.

Anna Davis and Caroline Reinkensmeyer led Valor to wins over Rocky Mountain and Rock Canyon in the Region 4 tourney. Davis had a total of 32 kills in eight sets, while Reinkensmeyer had 38 assists against Rocky Mountain and 46 in the match against Rock Canyon.

Katherine Von Kraut was named Cherry Creek’s player of the match with 16 kills in a win over Chatfield en route to the Region 12 title.

Grandview senior Nicole Yakushenok contributed 33 and 31 assists in wins over Fossil Ridge and Loveland, respectively, in the Region 8 tournament.

Senior Sydney Cole 18 digs and 38 assists in a Cherokee Trail win over ThunderRidge in Region 2 and had 39 assists against Doherty.

In wins over Lake County and Liberty Common in the Class 3A Region 1 tournament, junior Bella Vezzani had a total of 25 digs for unbeaten Lutheran.

watched and covered my first field hockey game on Nov. 5 when Regis Jesuit and Colorado Academy played for the state championship at All-City Stadium.

For years I helped with the coverage of both University of Denver and Colorado Avalanche hockey and was involved with writing sidebars of both Avs’ Stanley Cup victories.

Field hockey has some similarities to ice hockey, but they are very differOVERTIME ent games. A few of the obvious differences are: There is no checking in field hockey, goalies can’t catch the ball, the goals players shoot at in the game played on grass or artificial turf are larger than Jim Benton the ones in the game played on ice, a ball is used and not a puck, and field hockey has 11 players on each side because of the larger playing surface.

Both sports are fast-paced and enjoyable, but a big plus for field hockey games is that while there are whistles and penalties, the clock runs most of the time, and high school games without any overtimes are usually over in less than 90 minutes.

Many of the goals scored in field hockey come off of penalty corners.

Don’t ask about the infractions because I have no idea after observing one game.

But penalty corners, sometimes called short corners, are fun to watch as one attacking player pushes the ball into play from a spot on the back line at least 10 meters from either side of the goal post. A maximum of five defending players, including the goalkeeper, line up in the goal most of the time.

The attacking player shoots the ball outside the circle while defending players scramble to mark offensive players who start outside the shooting circle. Before a shot is taken, the ball must go outside the shooting circle.

A shooting circle is a semi-circle 16 yards in from of the goal and players must be inside the shooting circle to score a goal.

The game was fun to watch and like many sports, hard to explain, so I asked Regis Jesuit coach Spencer Wagner to describe what makes a good field hockey player and team.

those sports happen in off-seasons,” said Wagner. “Field hockey players need both speed and endurance as well as the ability to develop stick skills. They need eye-hand coordination and the willingness to be coached. They also need friends in the sport because a strong social connection keeps people attending training sessions in the off season.”

But it takes more that good players to make a good team.

“Good teams are made of players who are empowered to problem-solve and make decisions themselves,” added Wagner.

“Teamwork is really just approaching a problem as a group instead of individually. At the end of the day, the best team wins, not the best players.”

There are currently 15 teams in Colorado and many are co-op teams with interested girls from a school without teams who wind up playing with another district or school in their attendance area.

Participation figures for girls playing field hockey in Colorado have increased slightly over the past four years, from 557 in the 2015-17 NFHS data to 636 in 201819.

“I’ve been coaching in the league for 20 years and I can say that interest in field hockey is

certainly growing but has lacked support from schools,” said Wagner. “Monarch, Northfield and South high schools are interested in starting field hockey programs, but as of yet, the school’s board/athletics programs have not put it into motion. There’s not a shortage of players wanting to play. What we struggle to find is umpires and coaches.”

Honor roll Each week, performances of South Metro athletes and teams will be highlighted. This week’s performances were selected from games, matches and meets from Oct. 31 through Nov. 7.

Legend’s Blake Rarog gained 257 yards on 33 carries and scored twice and had two receptions in a 34-7 football win over Chaparral on Nov. 1.

Junior linebacker Tyson Lambert of ThunderRidge was in on 20 total tackles in a 14-13 football victory over Castle View on Oct. 31.

Senior Emma Ammerman of Chaparral had a total of 43 kills in 15 sets played Nov. 2 in the Cheyenne Mountain volleyball tournament.

Valor Christian’s Gavin Sawchuk scored three touchdowns and had 243 yards rushing on Nov. 1 in a 34-7 football triumph over Highlands Ranch.

Lutheran junior Sabrina King had 95 assists in 13 sets played in the Metro League volleyball tournament, which was held Nov. 1 and 2.

ThunderRidge, Legend, Highlands Ranch, Mountain Vista, Eaglecrest, Cherokee Trail and Smoky Hill collected first-round Class 5A state football playoff wins and advanced into the second round.

ThunderRidge avenged an early season loss to Lakewood with a 17-6 win over the Tigers, seeded 17th, in a Nov. 7 first-round game.

Legend advanced with a 35-23 win over No. 21 Rocky Mountain. Junior quarterback Kalen Shoemaker connected on 13 of 15 passes for 211 yards and two touchdowns for the Titans.

Highlands Ranch led 10-0 after halftime and exploded for 28 points in the third quarter to pound 20th seeded Doherty, 59-7.

Christmas project collection sites to open Nov. 18 Sites in the south metro area will collect shoebox gifts for children overseas during Operation Christmas Child’s national collection week Nov. 18-25.

Area families, churches and groups are transforming empty shoeboxes into gifts filled with toys, school supplies and hygiene items. The Samaritan’s Purse project partners with local churches to deliver the gifts to children affected by war, disease, disaster, poverty and famine. For many of these children, it will be the first gift they have ever received.

This year, area residents hope to collect more than 14,500 gifts to contribute to the 2019 global goal of reaching 11 million children.

“I love seeing the local community rally together for a global impact,” regional director Paul Fischbach said in a news release. “We see all ages getting involved — and more and more every year.”

New statewide panel tackles wildfire issues Colorado Fire Commission consists of 32 members seeking innovative solutions

The new Colorado Fire Commission is a “roll-up-your-sleeves” type of group.

“It’s clear to me this is a group focused on getting work done on behalf of Colorado,” said Jefferson County Commissioner Lesley Dahlkemper, who is serving on the commission representing Colorado counties located on the eastern slope. “Colorado’s fire risk continues to escalate. This issue is a critical one for Colorado.”

In early June, Colorado Gov. Jared Polis signed a bill, Senate Bill 19-040, establishing the Colorado Fire Commission.

The overall goal of the commission is to “bring together stakeholders from across Colorado to come up with innovative solutions to our growing fire problem,” said Lisa Pine, the Colorado Fire Commission’s administrator.

Pine added that while wildland fires are a big part of the commission’s focus, it will be also be looking at other related issues that affect

residents, such as insurance rates, for one example.

The commission will “help inform how the Colorado Division of Fire Prevention and Control grows in the future,” Pine said.

The commission consists of 32 appointed members. Six are voting members, including the director of the Colorado Division of Fire Prevention and Control and the director of the Colorado State Forest Service. Eight are non-voting ex officio members, such as someone representing real estate brokers and another representing the insurance industry. Members formed three subcommittees: statewide and regional coordination and mutual aid, funding mechanisms for large wildland fires; and improving fire data collection.

Within these subcommittees, the members will identify research that needs to be done and start working toward problem-solving, Pine said.

The subcommittees will come up with recommendations to take to meetings of the full commission, which will take place about every three months in different locations across Colorado, for discussion and action, Pine added.
