Some 8,700 Westminster students returned to the classroom Aug. 20, some online and most in person. “It’s been a great day, and we’ve been all over the district,” Dr. Pam Swanson, superintendent for Westminster Public Schools said. The district reopened schools for the year for the first time since classes shut down in March due to COVID-19 concerns. Swanson said extra administrative staff has been on-hand at every school. She started her morning at Westminster Academy for International Studies before moving on to Westminster High School. “And then, this afternoon, we’ll do it all in reverse,” she said. Most of the students, at least 6,000 of the district’s roughly 8,700 enrollment returned to actual classrooms with their peers. “We have layers and layers of safety protocols we’ve been implementing,” Swanson said. “I was so impressed this morning. We had the parents dropping their kids off and the kids were in masks and the staff were in masks and the staff were complementing the kids, you know ‘Cool mask!’ So, there were a lot of smiles behind those masks.” Now, the in-school effort turns to keeping the kids safe and socially distanced while they are in the school. “We call it the Three Ws for WPS,” Swanson said. “Wear a mask, Wash your hands and Watch your distance.”

Vi June, Westminster’s first woman mayor, long-time political voice and newspaper columnist, died Saturday Aug. 15 surrounded by family. She was 88 years old. Viola “Vi” Helen Beste was born in Saulk Centre, Minn. in July 1932. She married Bob June in 1954 and together they had six children. June Vi and Bob’s oldest daughter, Karen Pilgrim of Englewood, said her mother was a force. “She had a huge personality,” Pilgrim said. “She wasn’t a huge person, but she had a huge personality. I think anyone who knew her can relate to that.” In a 2011 Westminster Window column, she recounted her history with the city. “We came to this small town of about 8,000 in 1957 because it had a housing development we could afford a home in,” she wrote.

Finding Home in Colorado I’m originally from Kentucky. I was raised in small town about 80 miles south of Louisville. I met a young lady through a friend’s sister. The young lady’s father was in the U.S. Army at Ft. Knox and he retired shortly after we met and moved to Denver. I moved to Colorado a few months later and we married. During this time I was hired by the City of Westminster. We divorced and I stayed. It’s been a wonderful decision to stay. Locally, I have my children and grandchildren, and my wife’s family. All of my family remains in Kentucky. I am blessed with two beautiful granddaughters. They are getting to the age where I can really spoil them. I’m working hard to become an expert in this. I really enjoy the urban/suburban activities and services and we’re only a few minutes away from nature and wilderness. Bicycling our trail system is wonderful. I love being in the park with my granddaughters. I really enjoy the community, I’ve raised my family in Westminster and I intend to stay in the area after retirement. Perspective from children I’m proud of raising three wonderful children who have become outstanding adults and solid contributors in service to

Watching him navigate life’s challenges and do so with patience, continual kindness and thoughtfulness of others, and displaying excitement and joy even at 30 years old with all of his life opportunities. Even at his current age, being able to meet Santa Claus is one of his many experiences that refreshes me on what’s really important in life. From pre-med to firefighter I was pre-med intending to be a pediatrician. I got a job in a very small community as a police/fire dispatcher. The one on-duty firefighter would come into the dispatch office during the evening and tell tales. I became enthralled, joined the

volunteers, and shortly afterwards I realized my dream of becoming a firefighter. Previously I worked as a fire code/hazardous materials consultant/trainer and got to visit some really neat federal, military, and private facilities typically not open to the public. Experiencing these more secured facilities from behind the scenes was educational and rewarding. Admittedly a Type-A workaholic, I do spend more time than I probably should exploring various fire service topics when not in the office. I am privileged to serve as the Fire Chief for the City of Westminster. I have served as Fire Chief for 10 years, with 41 years in the Fire Department. It’s all about service: Service to our community, our residents, and our businesses. I am really humbled to be of service to the amazing women and men of the Westminster Fire Department. This is a terrific organization and it is a privilege to work in the City of Westminster. Something resembling golf I enjoy brisk walks, bicycle riding, and reading. I love reading and enjoy a variety of topics. I am typically reading three to four books, switching between them based on my mood and need. The only genre I don’t read is science fiction. Currently I’m reading Simon Sinek, Admiral Jim Stavridis (ret.), Emily Littlejohn, and Ryan Holiday. I do golf, although many of

my golf partners would argue that other than carrying golf clubs and riding in a cart what I do in no way resembles golf. With my competitive sports days over, I’m exploring the world of fishing and hiking. I’ve been slowly moving into pen-turning, but I’ve always been challenged with tools and equipment, so I’m taking it slow. I’ve taken classes and very much enjoy it, it’s just a matter of get[ting] the hang of things. I am a member of the Westminster 7:10 Rotary Club. It’s another wonderful opportunity to serve Westminster and do so with an outstanding group of people. Introverted extrovert Many would be surprised to learn that at my core I’m more introverted than what people experience with me. I think over the years, as I’ve progressed, in my career I’ve seen the need to become more extroverted in my thinking and with my interactions with others. I know after work and after experiencing large gatherings I need some quiet recharge time. Travel In earlier times, I travelled throughout the US working as a consultant/trainer. Although I had wonderful experiences, business travel can be draining. I do not miss business travel. No doubt the best business trip was all expenses paid for a week in Hawaii. Had to work about six hours per day and the rest of the day was R&R. As I

near retirement I am beginning to plan for extensive US and international travel, strictly for pleasure. If I could tell the citizens of Westminster two things, it’d be… If you think about great cities and communities, present and throughout history, they have one thing in common: an engaged citizenry. For communities to be great you must have citizen engagement. As a resident, if you want Westminster to be great, become engaged with the community. There are a number of opportunities and there is something for everyone. You cannot stand on the sidelines and expect others to do it for you. Be knowledgeable and be engaged. From a fire safety perspective, residential fire is the number one threat for Westminster residents. Fire safety is a two-way partnership between residents and the Fire Department. Residents must learn to own their residential fire safety issues. If we could get bar-b-que grills away from combustible siding, stop putting cigarettes out in combustible materials, and never leave cooking pans unattended we could likely reduce home fires by 75%. If Westminster is facing a COVID-19 bred financial crisis, City Councilors said they’re not sure that allowing cannabis sales is the right answer. Westminster staff brought proposals to the council’s Aug. 17 study session that would have asked voters if Westminster should allow retail cannabis sales — complete with a ballot question and polling data. That could give the city additional revenue to help alleviate the financial hit that could expand to $32 million, due to COVID-19 and local business closures. But councilors said the city would have to find some other way, noting that the proposal seemed rushed. “I remember when we were looking at allowing chickens and bees, that took ages for our city to have the capacity to look at best practices in other communities and come up with a proposal,” Councilor Anita Seitz said. Larry Dorr, Westminster’s Chief Financial Officer, said he expects to give the city an updated review of Westminster’s financial situation at the Aug. 24 meeting. Back in April, Dorr estimated that reduced sales tax and other revenues during the COVID-19

Westminster does have $32 million in reserves it can tap into, plus another $25 million in a fund future capital projects that can be postponed. “It’s a range of estimated based on multiple variables going into potential forecasts that are changing all the time,” Dorr said. Westminster staff researched two potential issues for November’s ballot, increasing the city’s sales taxes and allowing cannabis sales and then taxing them. The city brought in firm New Bridge Strategy to poll likely Westminster voters to see how the popular the new revenues would be. Lori Weigel, principal for the research firm, said they contacted 400 likely-Westminster voters between Aug. 6 and 12 by telephone, both mobile phones and landlines. The poll found those voters narrowly supported and increased sales tax, but not by enough to overcome undecided voters and potential shifts in opinions. “This is not at the level where we would say ‘Great, go for it, guys. People are ready for a sales tax increase,’“ Weigel said. Voters were much more supportive of a tax on cannabis — 57 percent said

they supported that, compared to 24 percent who were opposed an 19 percent who were unsure — even though less than a third knew that cannabis sales are not allowed in Westminster. When informed that sales are not currently allowed, 61 percent said they’d support changing that to allow cannabis sales. “We know that voters are somewhat confused about whether or not marijuana is sold in the city,” Weigel said. “That said, there is a fairly solid majority that supports sales.” Dorr said councilors needed to decide if they wanted to pursue a ballot question before the Aug. 24 deadline. “I realize that this is a very tight timeline and is not ideal,” Dorr said. “In fact, it creates a very difficult situation and difficult choices for sure. On one hand, we want to better understand the financial gap we are facing and lost revenue. On the other hand, there is this short window of time where we can let the Westminster voters have a say in how this loss might be mitigated.”

Positive test The district has already had to adjust when an unnamed middle school teacher in the Josephine Hodgkins Leadership Academy tested positive for COVID-19. The test was performed on Aug. 19 and results were returned two days later, with results being automatically shared with the district. The students who had direct contact with the teacher on opening day were shifted to the district’s remote learning platform for a 14-day quarantine. Hodgkins remains open for most of the students and no other schools were affected. Virtual academy An estimated 2,000 opted for online learning in the district’s new Virtual Academy platform. That’s a new offering for Westminster students that is different from the remote learning tools the district used last spring, after COVID quarantines closed the schools. “It’s really for families that are not quite ready to come back,” Swanson said. “But I really see this virtual platform staying with us, even after the COVID situation. I think some kids found their learning platform where they were really able to thrive. So we want to make that available going forward.” The Virtual Academy includes a mix of live lectures and online work and saved lessons and projects students can do on their own time. “These are opportunities where a kid can log in at any time to do certain things, but other times they might be with their teachers or classmates as a whole group,” Swanson said. So, this is great information but it’s something I’d be willing to put on the ballot in 2021.” Councilor Seitz had questions about regulating cannabis sales and how the city would decide where the shops would be allowed. City Attorney Dave Frankel said those could be settled after voters approved if voters approved the sales, but she said she’d like answer them first. “It’s not really the ballot measure for me but the expense of doing it well and researching how we would divvy up our community to make it fair to all the areas,” she said. “If you are going to make a massive change to our charter, we want to do it well and hire the appropriate people and experts to do it.”

rado, in Westminster or if individual schools suffer new spikes of the disease, Swanson said the district is prepared with a different remote learning platform for the in-person students. “If at any time we have to quarantine a class, a cohort or a school, we will flip immediately to remote learning for those students,” she said. “That is what did in the spring.” WPS began distributing Chromebooks to students March 13 at the beginning of the COVID-19 outbreak and quarantines in Colorado. That was just a week before the district was scheduled to begin Spring Break and when students returned it was their home computers and online lessons. Westminster Public Schools is the first Metro North school district to return for 2020 classes. Adams 12 Five Star and Mapelton districts are scheduled to reopen to in-person learning Aug. 27. District 27J, which includes portions of Thornton, has been slowly bringing students back and plans to have all students back by Sept 1. Adams 12 has adopted a fully-remote learning plan. Both Mapelton and 27-J are offering a mix of in-person and remote learning options, like Westminster Public Schools.

She began her political career in 1965, winning a seat on the Westminster City Council. In the 2011 column, June said it was the growing pains around the burgeoning city that convinced her to run -- especially concerns about the city’s water supply. “I decided I could make a difference on the council and after convincing my husband Bob that I could serve and not neglect our family of five children, 7 years old and younger, I ran and was elected, winning over the mayor, Jerry Oshea, and a few other council members,” she wrote in 2011. She went on to serve the city as an elected official for the next 16 years, first as a City Councilor and then as Mayor from 1975 to 1981. Early on, she was instrumental in negotiating Westminster’s involvement in Standley Lake, securing a consistent water supply for Westminster residents. She want on to lead the city as it grew beyond its historic boundaries. “And that, dear readers, is why Westminster could grow into the 25-square-mile city it has become,” she wrote in 2011.

Bill Christopher, Westminster city manager from 1978 through 2001, said it was a pleasure to work with June as mayor. “Vi was the strongest and most savvy mayor who I had the pleasure of working with,” Christopher said. “She always had the interest of the people as her focus and was willing to stand up to champion their interest. She was a dear friend and mentor to me. Her passing leaves a huge emptiness for us in Westminster.” She was later elected to serve as a representative for House District 35 in the State Legislature for eight years, from 1991 through 1998, serving as the minority whip to House Democrats in 1994. Mikkel Kelly, public relations and grant specialist for Community Reach Center was managing editor for the Westminster Window and other

Sentinel papers with June. “I started working with Vi in about 1996,” Kelly wrote in an email. “I covered her mostly as a state Rep and then she became one of our columnists.” He recalled her as a fair and outspoken person. “Vi never hesitated to call a spade a spade is the first thing that comes to mind when I think about Vi,” he wrote. “And if her opinion was questioned, she was always ready to back it up by sharing her reasoning.” Kelly lived near June at the time and recalled her dropping her handwritten columns in is mailbox and baking pies with the apples his family grew in their yard. She taught him his current view about public service: Do it, when you have time. “Sometimes there isn’t time for public service, when a person works a lot, or attends

college/classes/trainings or cares for others who need a lot of care,” Kelly wrote. “No pressure on those folks, but when there is time, it’s an important thing to think about doing. The benefits to the world around us are powerful and go all directions in ways a person cannot predict.” Stories to tell She stayed involved in writing, penning columns by hand for the Westminster Window and Northglenn Thornton Sentinel on a regular basis, offering views on local issues, poetry, state trivia and glimpses into her personal life. She was honored in 2010 as one of the 100 History Makers in Westminster. In the book that was published about the city’s first 100 years, she estimated that she had written more than 2,000 columns “... on topics ranging from family matters to education to local politics.” “I have lots of stories to tell and being part of the 100 History Makers who contributed in some substantial way makes me feel very honored,” she wrote in 2011. “Believe me, my 55 years spent as a citizen and participant in the city’s growth has made for a deep and abiding interest in keeping Westminster a good place to raise a family. Trust me, I know Westminster. I love it and hope you do too.” She was honored again in May 2018, winning the Westminster Legacy Foundation’s first lifetime achievement honor, the Nancy Heil Award.

“The powers that be said I don’t need to talk, but how could I dare not talk?” June said at the foundation’s inaugural award breakfast. “I just want to say thank you to all of you. I am deeply honored and humbled and I hope to continue serving Westminster in my retirement.” Her March 19, 2015 column discussed losing her spouse Bob a year earlier. “I never realized what a terrible change occurs when the death of a spouse changes one’s whole world,” she wrote. “But life does go on and one day you wake up, the sun comes up and the sorrow seems more bearable. And that awful heavy feeling doesn’t permeate as much.” She is preceded in death by her husband, Bob, a son, Davey and grandaughter Erin Crowley. She is survived by five children; Karen Pilgrim of Englewood, Nancy White of Morrison, Mary June of Thornton, Dan June of Golden and Kate Crowley of Arvada; ten grandchildren; and six great-grandchildren. She had moved to the San Marino Retirement Community in 2015 and continued to write columns for the Window until March 2016. Daughter Karen Pilgrim said she had moved out of San Marino prior to her death so she could be with her family. “We needed to be closer to her for more time, and she needed to be closer to us for more time. It was important, for all of us,” Pilgrim said.

Adams, Jeffco, Arapahoe races key to control of state Senate BY EVAN OCHSNER THE COLORADO SUN

Republicans in Colorado look unlikely to reclaim the state Senate majority they lost two years ago, observers from both sides of the aisle say, relegating the party to another two years in the background as Democrats control Colorado’s government. The party is grappling with an election year that forces them to play defense and the unpopularity of President Donald Trump, who could harm down-ballot candidates. Less than three months to the election, GOP lawmakers and candidates say they remain optimistic about their odds, but most acknowledge they are just hoping to hold control of three key swing seats Democrats want to win. “Flipping the Senate is going to be a pretty heavy lift,” said Republican strategist Ryan Lynch. “I think the hope out there is that we’re able to maintain the status quo going into redistricting.” Republicans need to gain two seats in order to retake control of the upper chamber and disrupt the complete power Democrats have over lawmaking in Colorado. Along with a 19-16 majority in the Senate, Democrats hold a 41-24 advantage in the state House and Gov. Jared Polis isn’t up for reelection until 2022. At best this year, Republicans are looking to regain a couple of House seats they lost in 2018. In 2018, Democrats seized power and have passed legislation to require employers to provide sick leave, set pollution reduction targets to address climate change, added new police accountability measures and tough-

ened regulations on the oil and gas industry. The party’s lawmakers are pledging to take on other progressive priorities should they remain in control and prioritize increased funding for transportation, education and health care. “A majority will continue (to) help ensure we will be able to deliver on the types of policies we’ve passed,” Senate President Leroy Garcia, D-Pueblo, said in an interview. In addition to flipping two seats, Republicans need to win every seat they currently hold and stave off Democratic challengers in open seats. It’s a big ask, and some Republicans believe that the party is more likely to have a net loss of one seat than it is to gain any. Democrats said they feel confident about holding the seats Republicans are targeting. The electoral fortunes are a big reversal from the predictions from GOP leaders in the past two years. Conservatives suggested that voters would see the downsides of one-party control and Democratic overreach and demand a return to split partisan power at the Capitol. Republican Senate leader Chris Holbert declined an interview request, but in a statement, the lawmaker from Parker said voters in swing districts want bipartisan powerbrokers. “Putting Republicans back in control of the state Senate would provide balance, which is what those voters tell us that they want,” Holbert said. GOP strategist Andy George, who ran the Republican state Senate campaign operation for more than a decade, said the party is facing an unfavorable map this year and is forced

into a defensive stance. “Even is the best outcome they could hope for,” George said. Jeffco seat seen as vulnerable Republicans’ best shot likely is in two suburban Denver districts. The most vulnerable state Senate seat for Democrats is believed to be the 19th District, which sits in Jefferson County and includes part of Denver’s northwest suburbs around Standley Lake. Rachel Zenzinger, an Arvada Democrat, won the seat from Republican incumbent Laura Woods in 2016. The district has more unaffiliated voters than it does members of any political party and continues to trend in that direction, according to an analysis from conservative-leaning Magellan Strategies. Republicans hope Zenzinger’s support for progressive policies during her term will alienate those unaffiliated voters. Jesse Mallory, who was chief of staff for Republicans the last time they held the Senate, from 2015 to 2018, and is now a senior advisor for Americans For Prosperity Action, said he thinks Zenzinger may have voted for more liberal bills than her constituents would be comfortable with. But Zenzinger says her record is bipartisan and her independent-minded voters will see through the criticism. “They just don’t buy into those kinds of partisan attacks,” she said. To buttress her support, she also landed the endorsement of the pro-business, conservative-leaning Colorado Chamber of Commerce. Though unaffiliateds now make up

over 40% of her district, there are still slightly more Democrats than Republicans in it. Zenzinger also has a significant fundraising edge, having hauled in eight times more money than her Republican opponent Lynn Gerber, according to campaign finance records analyzed by The Colorado Sun.

More tough challenges for GOP Republicans also have potentially vulnerable incumbents in northwest Colorado’s District 8, held by Bob Rankin, and the eastern Adams County District 25 represented by Kevin Priola. Priola will need just under 60% of unaffiliateds to vote for him, according to Engen’s analysis. His Democratic challenger is Paula Dickerson, a longtime teacher. Priola is a moderate Republican who often serves as a bipartisan vote on more Democratic-led legislation. But Democrats say they’re still hoping to knock him out of office. “When you’re playing for the majority, you’re playing for the majority, and every seat counts,” said Ian Silverii, executive director of the liberal group ProgressNow Colorado. Each incumbent has outraised his Democratic challenger so far but will need to attract a significant portion of the unaffiliated vote to win. Colorado officials in recent weeks took enforcement action against events that threatened to overrun the state’s limits on crowd sizes, but the crackdown called attention to the lack of similar enforcement regarding racial-justice protests around metro Denver in recent months. The office of Colorado Attorney General Phil Weiser issued a ceaseand-desist letter in late July to Live Entertainment, the company behind a planned July 26 rodeo in Weld County and at least one other event that have drawn as many as thousands. The office proactively sent cease-and-desist orders to an organizer, Adixion Music, as well as a venue, Imperial Horse Racing Facility, to stop such events in the future, according to a governor’s office news release. Gov. Jared Polis called such gatherings “dangerous superspreader events” at an Aug. 4 news conference, referring to large crowds’ ability to spread coronavirus. In all, Weiser’s staff has sent four cease-and-desist orders to organizers for violating size limits on large events, said Wesier spokesman Lawrence Pacheco on Aug. 19. ‘Double standard’ alleged The state’s response to the Weld County rodeo prompted a conservative blog, Colorado Peak Politics, to argue that protests received a “free pass” on

crowd-size enforcement and that Polis looked the other way when it came to “mobs rallying their Democrat base.” That complaint echoed other conservative writers in recent months, including in an op-ed piece in Colorado Politics magazine by businessman Barry Farah, a 2018 Republican candidate for governor, that spoke of a “clear double standard” in the state’s treatment of protesters. An opinion piece by U.S. Rep. Ken Buck, a Republican of Windsor, made a similar point about protests nationwide. Protests amassed in the downtown Denver area for at least two weeks in late May and June following the killing of George Floyd, a Black man, by a Minneapolis police officer. Protests that also focused on criminal justice issues in Colorado — such as the death of Elijah McClain in August 2019 following an encounter with Aurora police — continued into at least late July in the metro area. Under Colorado’s safer-at-home order, gatherings of more than 10 people in public and private spaces are prohibited, but crowd sizes can be larger in numerous circumstances depending on the activity or business, according to the Colorado Department of Public Health and Environment. Under the safer-at-home order, outdoor events — including receptions, fairs, rodeos and concerts and others — can allow up to 175 people, excluding staff, per designated activity with a minimum of 6 feet between individuals or non-household contacts.

Westminster RISE effort sounds like its worthy CROSS CURRENTS

e are familiar with the old cliche “You can’t judge a book by looking at its cover.” Well, the saying is applicable again for me with regard to a new initiative that the City of Westminster recently launched. Known as Community RISE, the intent of the program is to reach out to residents in as many neighborhoods as possible to learn of their concerns and how to make the community stronger in the midst of the COVID-19 virus. When I first read the city council agenda memorandum about this endeavor, I was turned off. It involved a $95,000 contract with the University of Colorado-Denver to conduct what seemed like some esoteric information gathering and analysis of input gathered from the Westminster community. Plus, it wasn’t that specific on how the findings would be implemented or funded. But as things have progressed, I have a

totally different impression now that I have learned more about the project and had a lively interview with a very bright C.U.Denver staffer. A four-phased approach Over the next 8-10 months, the C.U. team of approximately 20 graduate students and staffers along with Gregg Moss, Innovation Coordinator and Kodi Erb, Assistant to the City Manager, will be learning about the challenges our community faces. They’ll use a four-phased approach. The first phase is Discover -- to find out challenges we are facing as they listen to residents via open-ended “Discovery Conversations” with neighbors. Next, is the Define phase. They’ll craft “Design Challenges” based on all of the learning accomplished in the first phase. They move on to the Develop phase next. Using neighborhood-based action teams, they’ll develop solution ideas and prototypes to address specific challenges. Finally, they move to the Deliver

phase. That’s where they share the solutions created and find additional support to sustain them. Follow through will be key As stated in the initial invitation material, “The goal of this program is to listen, to learn from and to take action with and for our neighbors.” I like that simple statement. You can count on Westminster residents being clear spoken in their opinions and beliefs as the mayor, city council and city management learned in the 2020 Citizens’ Survey results and comments. In turn, city council and city management will need to be forthright and not only honor the conclusions from the study, but “own it.” Specific actions to embrace and implement change will be fundamental if this endeavor is to have legitimacy and city leaders are to begin regaining credibility. set goals not only reduce pollution in “disproportionately impacted communities” but also engage those communities in finding solutions. Our communities have been dealing with the impacts of pollution for generations. It is time to take action now, not later to ensure that regardless of your zip code in Colorado you have access to clean air and clean water and that the state do everything it can to meet these goals. he title of the assignment was intentionally dumb: “How I Spent My Summer Vacation,” a holdover from the grade school writing projects many of us were assigned. It was the first asQUIET signment in the fall seDESPERATION mester of the advanced drawing class I taught for years as a university professor and it was always a success. It was a perfect introduction to the top drawing students in the school. Or an immediate indicator that a student had reached a level Craig Marshall they were incapable Smith of maintaining for 16 weeks. I’ve reminisced about that project this summer and wondered what a wall of drawings might look like, were I still teaching. Masks and ventilators? Street protests? Empty stadiums? Cabin fever in quarantine? Believe or not, the project was very challenging. Every day, we do a hundred or more things that might become a memory. Any memory can become an image in the hands of someone who is creative. Sifting through ideas is what all artists do. “Artists” includes inventors, lyricists, architects, and anyone else who has to make choices for a living. If you were asked to sift through your

2020 summer and represent it with a drawing on a single piece of paper, what would it look like? Generally, the drawings I looked at were scenes from a vacation, something like that. Rarely were they dark. One young woman had the temerity to depict her breakup with a married man. After I retired I was asked now and then to sub or make an appearance as a guest artist. And once I was asked if I would be interested in teaching an online drawing course. It sounded like madness and I said so. The intimacy of instruction in an art room is absolute, I thought: no exceptions. Now look. Almost everything we once considered normal is now something else, and that includes schools and schooling. What if school buildings disappeared and all students were educated at home? Or not? Truancy would be easy as pie. Ferris Bueller could take off for months at a time. I know someone who teaches at Overland High School. My best friend is a dean at the University of North Texas. That’s as close as I am to what the school year might actually mean. I hope to be around long enough to find out what the 2020 educational data that was collected and analyzed determined. That’s something the National Center for Education Statistics will do. Is it possible our children will be

Viola Helen June, 88 years old, died in Thornton, CO while in the care of family on August 15th, 2020. She resided at San Marino Assisted Living, Westminster, CO. Born in Sauk Centre, MN on July 20, 1932. Vi is a graduate of Sauk Centre High School, Sauk Centre, MN 1950 and attended St. Cloud State University, St. Cloud, MN 1951. Vi is survived by sisters, Stella Carroll, Lois Johnson and Lillian Kettler; 4 daughters, Karen Pilgrim (Mark), Nancy White (Bill), Mary June (Bryan Belisle), and Katey Crowley (Jim); son, Dan June (Susie); 10 grandchildren, Ann, Daniel, David, Emily, Kinga (Brian), Ryan (Jess), Evan (Heather), Dane (Adrian), and Jessica; 6 great grandchildren, Allyson, Kayla, Caleb, Micah, Zofia, and Juliusz. Preceded in death by parents, Bill and Lucy Beste; brothers, Ray, Wilfred, and Clarence; sister, Evelyn; son, Davey June; and Granddaughter, Erin Crowley. Vi’s earthly journey began in the small rural farming town of Sauk Centre, MN with parents, 3 brothers and 4 sisters. The order of the day was hard work and fun; there were plenty of chores to go around and plenty of jokes to be played on one another. She recalled her brothers ditching her once in the middle of a corn field and having to find her way back home; they thought it was funny but she didn’t. She was deathly afraid of the family’s Dairy Bull “King” that her father had on the farm. One night King got loose in a terrible storm. As she was staring out the window into the darkness, lightning lit up the sky and who was on the other side of the window looking at her “King”. When she was 14, she decided to take the brand new Buick family car for a spin by herself. Her father noticed the car down below a pasture he was plowing and asked her about the incident that evening; because she was so careful with the car and did not deny driving it her father decided she should receive her driver’s license and help drive the kids to school. Not long after Vi attended St. Cloud State University as a Freshman, she decided to follow her sister Evelyn to Denver, CO where they both worked at Gates Rubber Co. When at an outdoor concert at Cheesman Park with Evelyn, she met a young man who was at the time stationed at Lowry AFB Bob June; they were married in Denver on July 16, 1954. They celebrated 60 years of marriage prior to Bob’s passing in 2014.

Beginning their family in December 1954, Vi jokingly would say she was constantly pregnant giving birth to six children in 8 years and she would kid with her doctor to let her stay in the hospital for some additional rest. Daughter Karen recalled her mother wanting to help plan her wedding; Karen yielded the reception responsibility to her but wanted to pick her dress out herself. After becoming discouraged with not being able to find a dress to her liking her Mom piped up and said she had found the perfect dress and had it set aside at a store for her. Karen not being too happy about the arrangements begrudgingly went to look at the dress and found it to be perfect “exactly what I was looking for”. Karen said “sometimes Mother does know best”. Daughter Nancy recalled as a young girl her Mom rushing her to the emergency room due to a puncture wound to her leg. When they got out of the car Mom tried d to pick her up and all of the contents of her purse spilled out all over the pavement; they both laughed out loud as they picked all of the items up and headed for ER. Son Dan remembers his mother also wanting to help in his wedding plans and it was decided that she could take care of putting together the music. To everybody’s surprise but his mothers, a three piece Polka band showed up; the liveliest tune played that evening was “Proud Mary”! She loved on her Children / Grandchildren / Great Grandchildren and attended events all throughout their growing up years.

Work Career Accomplishments:

Vi’s political leanings began as a young mother in a Westminster neighborhood where she attended a Westminster City Council meeting and pleaded to have a light installed at a crosswalk due to the many near misses with young children. Well as the story goes, her persistence paid off and the light was eventually installed. She was first elected to the WCC in 1965 after having been discouraged to “Stay home and raise your five children” she simply proceeded to outwork her opponents and walk the campaign trail longer than others. When the results were tallied she had compiled more votes than any other male candidate and thus began her political career. Mary recalls licking stamps, stuffing envelopes and knocking on a lot of doors for Mom’s elections. She also recalls her and the other kids being taken out of school at times to go to each of the polling places and then off to Adams County to watch the election results come in. Vi was on the city council from 1965 -1981; she was elected Mayor in 1975 and held that position until 1981. Vi went on to also serve as the CO State Representative for House District #35 from 1990-1998; she loved serving her State and made many close friends on both sides of the aisle. Daughter, Katey, said it well “she was known for her ability to get things done, being a great listener, acting with fairness and with a high degree of integrity”. Vi also had a longtime journalism career. This began in 1963 working as a part time reporter for the Adams County Dispatch. In years 1982-88’ she was the publisher for the Sentinel newspapers in Westminster, Northglenn Commerce City, the Broomfield Enterprise, Brighton Blade and Ft. Lupton Press. Vi would often tell a story of an event that occurred early in her journalism career. Her editor at the time was hungry for a good story for the next publication and was impatient with his staff about it, which included Vi. The next paper was due to print on April 1st so Vi and two other staff members thought they would simply concoct a big story since it was going to be an April Fool’s Day publication. So they printed a story called “The Spruce Goose Lands on Standley Lake”. Well everyone knows this is impossible right? The Howard Hughes designed all wooden plane barely got airborne on its maiden flight and never flew again. Well here is where the problem began for the paper. The phone began to ring with people saying Yep, I saw it land along with a Colonel from Buckley AFB saying he saw it take off. Needless to say the paper was in a pickle and had to divulge that this story was simply an April Fools story and that the Spruce Goose never had landed at Standley Lake; Vi had a lot of laughs about that one. Vi’s interests and hobbies were reading, sewing, playing the slots at Central City, playing the card game Minnesota 500, having lively debates about politics/current events, and tanning. Yes, all of her children said tanning was at the top of what Mom wanted to do, “We could always find her on the South side of the house in her bikini with her sun tan oil, towel and on her chaise lounge”. After losing her husband Bob of 60 years, Vi moved to San Marino in Westminster. She was contacted shortly thereafter by John Horan of Horan & McConaty about promoting family planning and to all of the family’s surprise Grandma began to show up on billboards in and around the Denver metro area; her rock star status just continued on! She lived her last years at San Marino in Westminster after leaving her longtime home where she proudly raised her children. Daughter Katey said “when Mom moved to San Marino I was able to relax and visit more with her”. “We both liked to listen to country music while at Mom’s apartment and as time wore on Merle Haggard’s song Okie from Muskogee was our personal favorite; we’d both get up and dance”.

nstructors at the Parker Dance Academy are getting better at using their words. Studio director Lexie Steinhauser has danced and taught dance for years. But even she struggled when it came to teaching through a computer screen. “Usually, as you’re teaching the technique of dance, you go around and touch their shoulders, tell them to go back, tell them to fix their foot,” said Steinhauser. “We’ve gotten really into imagery with our students, and with movement, how you utilize different body parts.” Without the ability to get up close with their students to adjust an elbow here or a plie there, dance teachers are adapting their methods to reach students beyond the studio. “As dancers, especially dance teachers who have worked all over the world, you have to learn how to adapt to a situation no matter what,” Steinhauser said. “It’s part of the gig. If someone goes the wrong way, makes a wrong step, gets too close to another dancer, the music stops, the audience throws something at you — you have to adapt to that situation and make it seem like nothing has gone wrong.” Dance instructors throughout Denver are finding new ways to reach their students and picking up new tricks themselves along the way. hile a pandemic isn’t the optimal time for the Denver Museum of Miniature Dolls & Toys to reveal their new home, that isn’t stopping them from celebrating their reopening after two years. “We have as many doll houses on display in one gallery as we did in our entire previCOMING ous location,” ATTRACTIONS said Marjorie Smelt, treasurer of the board of directors. “This new location allows us to reach a whole lot more people. It also gives us the ability to have classroom space, Clarke Reader so we can have people in to learn new skills.” The museum is now located at 830 Kipling St. in Lakewood and is open from 10 a.m. to 4 p.m. Friday and Saturday, and 1 to 4 p.m. on Sunday. Tickets cost just $5, but due to COVID-19 restrictions advance online tickets are required, as are face masks. There is a limit on the number of people in the gallery at any one time. The museum dates back to 1981, and for the bulk of its existence was housed at the Pearce-McAllister Cottage in the City Park West neighborhood. When it became clear that it was outgrowing the cottage the search began for a new home. That was five years ago, and in June 2019 the museum secured its Lakewood location and began phase one of a three-phase renovation process. “All the walls in our new place are completely removable, so we’re able to open it up into one large gallery and move our displays around,” Smelt said. “We have a capital campaign going to help renovate the other areas of the building, including a workshop space where we can have teachers lead classes.” Staff is thrilled to reopen and share their collection of about 20,000 objects including international dolls, Madame Alexander dolls, board games, toys, doll houses and wall boxes, Smelt said. “Miniatures go all the way back to Egypt and dolls have been around as long as there’s been children,” she said. “We try to show how history has affected toys, and how toys have affected history. Toys always reflect the era they were made in, and we can use them to teach about history.” While the history of many of the pieces is fascinating, that doesn’t mean the craft of toy and miniature making is all relegated to the past, or just for children. the instructors found some new tools while learning to teach virtually. The angle with which the students position their web cameras can sometimes help instructors visualize a student’s form. The shy students in class have been noticeably more engaged. Less-advanced dancers don’t feel left behind in a big group and end up discouraged. “They knew they weren’t the best in the class, but all of a sudden they were the best in their house,” Jaramillo said. It’s not that they didn’t before, but it takes more excitement and exuberance.” Jaramillo said the Littleton Ballet Academy may not be back to full inperson teaching for several months. The academy is operating under a “hybrid” model, letting students choose to stay home or find spots in a class. The school won’t be holding any performances until at least spring, hoping to perform “The Nutcracker” as soon as they can. “The ones that started coming every day because they had nothing else to do realized they started improving, which helped them keep up,” Jaramillo said.

High school students lost their proms, graduations and most of their spring semester. Lisa Leafgreen, director of education at the Arvada Center for the Arts and Humanities, said the center set out to make sure its art programs were one of the few things that didn’t close or cancel. ““As writers need to write, dancers need to dance,” Leafgreen said. “It is such an important time to stay connected.” The Arvada Center is offering in-person classes for its all its usual dance courses. Capacity is limited to about half as many students with social distancing maintained. Lessons are available online as well. Leafgreen said the shift to a virtual teaching format has given the center more opportunities to reach a wider range of people as well. Leafgreen said the center has had people take virtual lessons from across the country. One person tuned in from Guatemala. “As a director of education, that was something that wasn’t on my trajectory of what I thought our pro-

gram would be doing, but we shifted, we pivoted, we’re nimble and it opens different possibilities,” Leafgreen said. Dance instructors are just beginning to venture into this world of virtual teaching, Leafgreen said. “I wake up each day thinking, ‘OK, is this going to happen? Is that going to happen?’” Leafgreen said. “How do we stay relevant here? How do we continue to keep kids engaged? It’s rethinking everything we do.” Without any competitions to work toward, no thunderous applause to look forward to and no “The Nutcracker” over the holidays, instructors are also finding new ways to motivate their students. Steinhauser says she tries to remember what makes dance important to the kids. “A lot of these kids, the reason they dance is for the friends and community and the relationships you only get with someone in an artistic way,” Steinhauser said. “We’ve been continuing to think outside the box to move together.”

Horizon softball preserves record, spoils home opener for Northglenn BY ADAM HOTHERSALL SPECIAL TO COLORADO COMMUNITY MEDIA

The Lady Hawks of Horizon proved too much for the Norse Aug. 18, pitching a combined no-hitter, and tallying 19 hits to cruise to a 16-0 victory. After ruining Northglenn’s home opener, the Horizon women are now 4-0 for the season. Combining for near perfection on the mound, freshmen Hadley Hudson (four innings) and Madison Vollmar (one inning) had their whole repertoire working, mixing in a well-located fastball and a deadly change-up. “We are very excited,” Horizon manager Gary Mares said after the game.”The two freshman that you saw are also good defensive players and can hit it. Last year we had trouble getting that third out, and now we got some people in the circle that have that fastball, change-up, and mix that third pitch for strikes.” The only blemish for Hudson against the Northglenn batters came on two walks early, but other than that, the freshman had it all working. “She (Hudson) was a little antsy in the first inning, but she got in a rhythm 2-4 and was dealing. When you have a change-up, you can throw backwards in 2-0, 3-1, 3-2 counts you are going to keep any good hitting team off-balanced,” Mares said. Not only was there production in the circle for Horizon, but flawless defense and 19 hits offensively broke the game wide open, especially in the third in-

ning when the road team tallied seven runs on six hits. “It’s a short season, so whoever gets hot is going to see playing time,” Mares said. “Potentially 1-7 (batters) anytime can hit it over the yellow line. We have speed too, so we have some opportunities, not just relying on the long ball.” Sisters Alexis (junior) and Lily (freshman) Mohr led Horizon with three hits apiece as A. Mohr tallied a 2-run homerun and team-high three runs batted in to set the tone. L. Mohr also dazzled behind the plate, eliminating the run game for the Lady Norse and showcasing her calmness behind the plate. “She (L. Mohr) has played high-level competition, and she honestly hasn’t even got going hitting. Wait until you see her get that going, but she has a big arm and has been working her butt off trying to learn the system. Obviously, when you have a threat like that to shut down someones running game, that’s huge. We are not just excited about now, but the future with these freshmen.” With a junior and freshman-heavy roster, the potential and competition are at an all-time high for Mares and his program that plan on being very solid for years to come. As for Northglenn, another young team that will improve from the opener had solid pitching from junior Lindsey Sais, who didn’t get the help behind her that was needed. A bright spot, however, came from sophomore shortstop

Equine event is special for school for the blind In their first outing in months, students and staff from Littleton’s Colorado Center for the Blind got in touch with their equestrian side on Aug. 3, grooming horses from the Arapahoe County Sheriff ’s Mounted Patrol at Sterne Park. “It’s really calming,” said Derek Roberts, a student at the renowned school that teaches blind people skills in self-reliance, as he ran his fingertips along the back of Ruthie, a 22-year-old mare. “I try to be a calm person myself. I’d like to think we’re making a connection.” The visit from the Sheriff ’s Mounted Patrol was the center’s first outing since Feburary, said Dan Burke, the center’s spokesperson. Normally, summers at the Center for the Blind would be filled with activities like whitewater rafting and rock climbing, he said, but amid the novel coronavirus pandemic, a lot of programs are on hold. Summer camps for teens are on hiatus, as are classes for seniors. The center is down to 18 students in its main program, from 28 to 30 normally. “It’s going to be this way for a while,” Burke said. “We’re adjusting to the limitations.” The event was a natural fit for the mounted patrol, said Lt. Rich Anselmi, who heads the unit. “We really cherish opportunities to go out and connect with the community,” Anselmi said. “Grooming a horse is a very tactile experience — you do it by feel. We thought this would be a really good fit.” All of the unit’s horses are owned by

volunteers or officers themselves. The unit boasts more than 20 volunteers, many of them teenagers. While four of the unit’s horses are owned by officers and tasked with everything from park patrol to search and rescue, others are retired from the Westernaires precision drill team. Others, like Love Bug, are miniature horses and certified therapy animals. Restarted in 2019 after a 30-year gap, the Sheriff ’s Mounted Patrol Unit only became fully functional in June. Anselmi said it’s a great way to connect with the community. “It can be hard to connect with the public from inside a patrol car,” Anselmi said. “Even when we’re on foot, people don’t always want to chat. But when we bring out the horses, everyone loves to come up and meet them. It’s a really fun way to get people more comfortable with law enforcement.” Getting up close and personal with the horses was an enriching experience, students and staff at the Center for the Blind said. “It’s amazing,” said Eliza Portugal, who teaches Braille, as she scratched Love Bug behind the ears. “I’ve never felt an entire horse before.” For others, the experience was nostalgic. “I used to ride horses in Philadelphia, but it’s been a long time,” said student Mark Leary as he brushed out the mane of Rainbow, a Shetland pony. “This really takes me back. It’s a good feeling.” Working with horses is therapeutic, Anselmi said. “As the old saying goes,” he said, “There’s nothing better for the inside of a person than the outside of a horse.”

More time to weigh in on 2021 city budget While two public meetings have come and gone to give city council input on next year’s fiscal footprint, you still have time to send in your requests and comments. In fact, at a special City Council meeting on August 12, the council extended the deadline to adopt the budget. This will allow more time to gather revenue data over a longer period of time before staff makes its estimates which in turn drive the budget limits. A single formal city budget hearing had previously been scheduled for the September 14 City Council meeting. I would suggest you don’t wait. Send in your budget requests NOW to the attention of the city manager at DTripp@cityofwestminster.us and copy CLindsey@cityofwestminster. us. While I am not all that optimistic, I plan to submit requests for Open Space acquisitions and funding for changes in the land use plan for the former “Next Urban Center in Colorado” in Westminster’s New Downtown since the council dropped that language from their Strategic Plan/ Vision Statement. Plenty of ballot issues on November ballot Can you believe it? Americans are 69 days away from the Presidential Election Day. Beam me up Scotty, I want this to be over! Let’s remember, there are a bunch of other Colorado elected candidate races including U.S. Senator and all U.S. House of Representatives plus a potential plethora of ballot issues (you know special interests love Colorado for our petition process). I just

want to give everyone a “heads up” on the potential ballot issue initiatives which include issues placed by our state legislature and those which come from the petition signature process. According to the Colorado Secretary of State’s Office, there are seven confirmed ballot issues and another four which are currently being reviewed for sufficient valid signatures. So, I will make it brief at this point. Here are the seven confirmed propositions: Abortion — This ballot issue would prohibit abortion after 22 weeks gestational age. SUFFRAGE — This would amend the Colorado Constitution to state that “only a citizen” of the U.S. can vote versus current language of “every citizen” of the U.S. can vote. Environment — Reintroduces gray wolves on public lands. Elections — If approved would join Colorado into the National Popular Vote Interstate Compact awarding Colorado’s electoral votes to the winner of the national popular vote. Lottery — Requires charitable organizations to have existed three years to obtain a charitable gaming license, instead of the current fiveyear requirement, along with some operational changes. Property taxes — Repeals the 1982 Gallagher Amendment which limited the residential and non-residential property tax assessment rates so that residential property taxes amount to 45% of the total share of state property taxes. Tobacco taxes — Increases taxes on tobacco, creates a new tax on nicotine products such as e-cigarettes and dedicates funds to education and health programs. In addition, the Secretary of State’s Office is still reviewing four others. One would allow the voters of the three mountain gambling communities to vote to expand allowed gaming types and bet limits. Another would establish a program for paid medical and family leave. Finally, two would change tax rules, requiring voter approval of new enterprises that are exempt from TABOR if their revenue is greater than $50 million within the first five years

and decreasing the state income tax rate from 4.63% to 4.55%. Do your homework So, get ready to do some homework before marking your ballot. Voters will receive the state “Blue Book” in the mail before the election which gives pros and cons for each issue, with the TABOR questions analyzed in a separate mailing.
