Downtown Westminster still on pace Some construction delays due to social distancing but overall schedule on track

While COVID-19 kept most of the businesses in Downtown Westminster closed for several weeks, construction crews managed to keep busy.

“What we’ve seen is that because of social distancing requirements have slowed construction a little bit — not a lot.” City Economic Development Director John Hall said.

For example, work on the 125-room boutique Origin Hotel has been pushed back, from August to October 2020. That hotel, near the Alamo Drafthouse Cinema, is still planning to house and Tattered Cover Bookstore when it opens this fall.

“We’ve seen the general contractors kind of dividing projects in half, a north portion and a south portion, and workers are required to distance based on what portion of the project they are in,” Hall said. “That’s meant

The hotel is part of the overall redevelopment for the 105-acre site that housed the Westminster Mall, between 88th and 92nd and Sheridan and Harlan. The city has been working to redevelop the site since the mall itself was torn down beginning in the sum-

mer of 2011, leaving the JC Penney’s, Olive Garden restaurant, a bowling alley and dental offices.

“I don’t think it’s been traumatic and it’s a trend we are seeing across the region,” he said. “It’s not something unique it Westminster.”

Developers and Westminster officials broke ground on the Eaton Street Apartments in Dec. 2017, a mixed retail and housing project with 118 affordable apartments, that joins construction of developer Sherman Company’s 255 residential unit Ascent project along 88th Avenue that began Aug. 2017. The Eaton Street Apartments, now called 8877 Eaton St., opened in July 2019 with 118 residential apartments and 27,000 square feet of retail. Works also continues on the 255 apartment Ascent project and space for eight retail businesses.

Developers are working on two office projects, totaling 650,000 square feet of space, to Downtown Westminster. Design of the first office building is well underway and will include groundfloor retail with six to seven stories of office above. The building will be located in the heart of the 105-acre redevelopment site, which is already home to Westminster’s Alamo Draft-

house and 600 residential units that are open or under construction.

Downtown Westminster can include a total of two to four million square feet of office when it is built out.

JC Penney Hall noted that Westminster’s JC Penney, one holdover from the days of the Westminster Mall, did survive the parent company’s bankruptcy. The company announced plans in June to close 30% of its retail outlets with at least 154 closing this summer. That list includes stores in Durango, Fort Collins, Greeley and Montrose.

“They have now reopened and we are pleased about that,” Hall said.

“Another thing that’s important, we understand the Alamo is targeting a mid-July re-opening.”

But he doesn’t know how that will look.

“That will depend on public health orders in place at the time of the opening, combined with the physical layout of the interior of the theaters,” he said. “I’d assume there’ll be chairs between people required to be vacant, but I can’t provide specifics.”

Grocers, food deliveries boost Northglenn’s sales tax revenue

A busy April for Northglenn groceries and takeout dining kept the city’s spring financial losses manageable.

City Finance Director Jason Loveland told Northglenn councilors that COVID-19 and stay at home orders designed to stem the pandemics spread has been unkind to the city’s sales tax revenues, dropping them 25% April 2020 compared to the same time in 2019.

“We knew that March’s sales taxes were down 15 percent, so we were expecting to see a decrease in sales and use taxes.” Loveland said..”But 25 percent was actually a little bit better than we had projected, which was ultimately positive.”

Those decrease came from public

health mandated shutdowns from midMarch until June.

General retail sales taxes and use taxes were down 20% in April 2020 and automobile use taxes were down 38%.

There were bright spots, however.

The special tax revenues for Northglenn’s marijuana dispensaries were up 4% for April, and grocery purchases and money spent on food for consumption at home were up 7%.

“In March, those two numbers were quite a bit higher.” Loveland said..”The marijuana tax was up 14% and the food for home consumption was up about 40%. So, we had that immediate rush.”

Revenues for restaurants and bars were down 40% in April, not the 60% the city was expecting.

“They were able to be creative.” he said..”Delivery services helpful and

take-out was a big deal as well. The marketing they all did and people’s desire to be out definitely helped. Again, it’s hard to say that being down 40% is not all that bad, but it’s better than what we initially predicted.”

Overall for 2020 so far, the city’s sale tax collections are down 10% compared to 2019.

“You can see the change we’ve seen for the year.” he said. “January and February were up just slightly, and then we had the sharp declines in March and April.”

Loveland said the city is working to process the sales tax results from May, due at the end of June. The city won’t know sales tax results for June until later in July.

cut spending managed to save 15% in the general fund. The city has decided to leave vacant staff positions unfilled for the time being and implemented a hiring freeze, which saved Northglenn roughly $1.1 million in April, about 6% of the city’s general fund budget.

The city also trimmed spending for supplies, services, utilities and staff training to the tune of $1.4 million, saving another 17.1% in the general fund.

Going beyond banners Northglenn councilors grapple with making some appropriate social justice changes

However, a number of councilors cautioned that the banners will be an empty gesture unless followed by concrete action.

Northglenn’s volunteer groups and committees will be discussing what they can do to support racial justice over the coming weeks, all part of an effort to make sure a plan to decorate city utility polls with Black Lives Matter banners is not just another empty banner.

Councilors gave thumbs-up to a plan to decorate city light and utility poles with black cloth banners, approving the design for the banners at their June 15 virtual study session meeting. City staff designed the banners after City Councilors said they want to show their support for racial justice.

But Mayor Pro Tem and Ward 2 Councilor Jenny Wilford said she wanted to be sure the city’s support does not stop there.

“I appreciate the work staff did putting this together and I think they look very nice,” Wilford said.

However, banners are a temporary display while Northglenn’s pursuit for social justice must be a permanent thing, Wilford said.

“If you create banners to be supportive for a period of time, the message might be that you are supportive during this season of Black Lives Matter but are ready to move on as soon as the noise dies down,” Wilford said.

That began a two-hour-long discussion, with councilors agreeing the city needs to make permanent changes.

“The banners are nice, but the banners are just a show,” Wilford said.

“I want to see us commit to building an anti-racist city, to actually doing the work we need to be doing to break down city barriers.”

Making art The city’s original plan called for putting up banners on 16 poles along six city streets — 112th Avenue, Community Center Drive, Huron Street, Washington Street and Claude Court.

But councilors suggested making as more twice as many.

“We can let the city manager decide how many poles we can get, but between 30 and 50 would not be a problem to me,” Councilor Antonio Esquibel said.

als like 120th, where people from outside of Northglenn would see them.

Councilor Julie Duran Mullica suggested commissioning a permanent piece of art for the city’s collection with a racial justice theme, like a mural or a sculpture.

“That hit it right on the head for me because that’s what we do in Northglenn.” she said. “We have lots of art, lots of public art, and it’s something we are really proud of. I feel like committing it something like that could be a more of more permanent statement in our city. On top of that, this is going to be a really long conversation in our city, with residents and our police department. So I am committed to doing something permanent.”

Volunteer boards Mayor Meredith Leighty said she’s interested in changes that are more permanent, too.

“I truly believe that anything we do has the potential to be seen as performative and lacking sincerity,” Leighty said.

She asked if councilors should refer the question to the city’s Citizen Affairs Board. That’s a five-member group of Northglenn residents that reviews public interest topics and advises City Councilors and staff on policies.

“If we have an organization that partners with the city, would we need to create a new one or this one we can advance and dig in a little deeper?”

Leighty said. “Or do we need to have a completely separate group just for this topic?”

Wilford said it’s appropriate that all city boards and committees consider the topic.

“If the youth commission wants to engage in this area and give us feedback and recommendations, I would love that,” she said. “That would be very powerful for them and for us.”

But Wilford also called for creating a race and equity task force to discuss issues.

“One of the things on our banner says that ‘We hear you, We are listening,’” she said.” So I think it’s very important for us to actually listen.”

Leaders of color Councilor Joyce Brown said she was thinking about having public discussion hosted by Northglenn residents that are people of color.

“I don’t know if that’s appropriate or not, but our leaders of color know much more than we do.” Brown said.

“We are on topic and I think this is a good start. But there are things I want to do that may not be rough and tough, but they make up a response.

It may not be money. It may not be a sculpture or a mural. It may be funding for a program or something. So yes, I think a town hall is great and that we need to use those as much as

Hickenlooper, Romanoff face off in final Senate TV debate June 30 winner to face incumbent Gardner in November

In the final moments of the final televised debate ahead of the June 30 primary, U.S. Senate candidate John Hickenlooper returned to a familiar refrain in making his most forceful argument yet about why he is better than his Democratic rival Andrew Romanoff.

“Inside the state of Colorado, I haven’t lost yet. And Andrew hasn’t won an election in 14 years,” Hickenlooper said June 16, counting his two successful campaigns for governor but excluding his failed bid for the Democratic presidential nomination.

The electability argument is central to Hickenlooper’s campaign — and the reason national Democrats endorsed him from the start, pumping about $400,000 into his campaign so far. But he’s struggled to make the case in recent weeks because it was overshadowed by his own mistakes — being held in contempt by the state ethics commission, twice violating the state’s constitutional gift ban, taking oil and gas money as governor and repeated, insensitive comments on race.

Hickenlooper continued to sidestep

“Hickenlooper has had a lucky run since 2003,” said Floyd Ciruli, the director of the Crossley Center for Public Opinion Research at the University of Denver. “Last year was a bust; this year may be worse.”

Earlier in the day, Republican U.S. Sen. Cory Gardner and a national GOP committee debuted attack ads

against Hickenlooper. The ad from the National Republican Senatorial Committee that highlighted the ethics violations ran during the 90-minute debate hosted by Denver7, Colorado Public Radio and The Denver Post.

Hickenlooper accused Republicans of interfering in the Democratic primary to help Romanoff, a lesserknown challenger who served as state House speaker and is running on a progressive platform aligned with Vermont U.S. Sen. Bernie Sanders.

The reason Republicans are spending money attacking his campaign,

Hickenlooper said, “is not because they want to run against me. It’s because they don’t want to run against me — they want to run against Andrew.”

Romanoff made the case that Hickenlooper’s mistakes make him vulnerable in the November election and any Democratic candidate can beat Gardner based on the incumbent’s poor polling numbers. He also noted Hickenlooper’s repeated assertions prior to his bid that he’s not cut out for the Senate and doesn’t want the job.

Turning to his campaign, Romanoff said he went statewide to help elect the first back-to-back Democratic majorities in the state House, culminating in him being named the chamber’s leader for four years starting in 2005.

Moreover, he made the case that he represents a clear difference from Gardner with his support for government-paid health insurance through “Medicare for All,” the Green New Deal proposal to address climate change and a commitment to address racism and police brutality.

Hickenlooper and Gardner oppose those health care and climate change plans, and both are offering more incremental reforms in other areas.

“I’ve demonstrated a willingness even by running to stand up to my own party,” Romanoff said. “And I think that’s what Coloradans want to know: When the going gets tough are

‘Protect our neighbors’: 3rd phase of social distancing unveiled Bars, theaters, concerts, other large events get green light

Life in Colorado has taken a big leap toward normalcy with new state rules to allow bars, theaters, and indoor and outdoor concerts to open again.

Large event venues are poised to open up, too — and even fairs and rodeos will return, along with receptions, which include wedding events, funerals, conferences and similar gatherings. Indoor malls, too, can now open statewide.

Those are all updates to the state’s safer-at-home social distancing order, in effect as of June 18.

Meanwhile, Gov. Jared Polis unveiled the framework for Colorado’s third social distancing phase — the stay-at-home and safer-at-home orders were the first two — called the “protect our neighbors” phase. That’s where parts of the state with low enough COVID-19 spread can permit “all activities” at 50% of pre-pandemic capacity with up to 500 people in one setting, according to the Colorado Department of Public Health and Environment.

That new phase could go into effect in its first counties by the end of June

COLORADO EVENTS SECTOR OPENS UP Gov. Jared Polis noted that some events and establishments — such as conferences, museums and receptions — already could open or be held before the latest update to the safer-at-home order.

Technically, those were allowed to open for up to 10 people at a time under the last amendment to the order, which allowed anything that wasn’t specifically called out as closed to open under the 10-person limit, according to the Colorado Department of Public Health and Environment.

But the new rules expand crowd sizes much closer to normal. or early July, Polis said at a June 15 news conference.

Colorado announced these changes even as Polis acknowledged that the state’s falling rate of new COVID-19 cases doesn’t mean Coloradans are out of the woods as far as the pandemic is concerned.

“We can’t let the good news so far give us any kind of false sense of security. We know things are going to get more challenging,” Polis said, pointing to a likely “second wave” of the virus’ spread in the fall, according to the state’s modeling.

On top of that, flu season’s overlap with the pandemic is expected to impact hospital bed capacity, the governor added.

Still, the governor moved ahead

“This is not a function of what the government is saying or doing. It’s not a function of what your local county health (agency) is doing,” Polis said. “What it is a function of is your responsible decisions you make every day, and by and large, the proof is in the pudding: Coloradans have been following the sound guidance of health officials in large numbers, wearing masks in public, staying 6 feet from others — and that is why we’re here with good news instead of bad news.”

He added that continued success depends on “our behavior as individuals to be responsible, save lives, protect our economy, protect our freedoms.”

As with a previous round of updates to the safer-at-home order, Coloradans were able to give feedback online before they went into effect. The public can view the specific guidance at covid19.colorado.gov/safer-at-home.

Here’s a look at the latest big changes.

Safer-at-home update on indoors Colorado will see indoor events, receptions, theaters, concerts, malls, markets, “noncritical” auctions and trade shows open again, according to the new state public-health department guidelines.

That includes theaters for performances and movies, according to the state public-health department.

Along with social distancing guidelines such as requesting attendees to wear face coverings, crowd sizes are limited based on venue size.

Indoor venues can allow up to 100 people, excluding staff, per room with a minimum of 6 feet between individuals or non-household contacts. A venue’s crowd size can be determined with the state’s “Social Distancing Space Calculator” at tinyurl.com/ ColoradoSpaceCalculator.

Organizers should implement symptom monitoring — such as temperature monitoring and symptom-screening questions — where possible, as well as consider screening attendees for symptoms or exposures, the state’s

guidance says.

Update for outdoors Outdoor events, receptions, fairs, rodeos, concerts and “noncritical” auctions can operate according to a similar formula.

Outdoor venues may allow up to 175 people based on the state’s Social Distancing Space Calculator — excluding staff — per designated activity with a minimum of 6 feet between individuals or non-household contacts.

Venues with multiple activities or events that are separated, such as a fair with activities in separate buildings or arenas, can hold the maximum capacity in each setting. Those venues would have to implement precautions — such as one-way traffic — as attendees move from one activity to the next.

Overnight youth camps also can open with 6-foot distancing and a maximum group size of 25 campers outdoors or 10 campers indoors.

The outdoor guidance does not apply to activities already covered under guidelines for restaurants, houses of worship, or personal or outdoor recreation.

Polis nodded to the risk of attending these events, though, saying: “To be clear, there is risk in any activity” and that some Coloradans will choose not to attend even though restrictions are lifted.

Bars open, grooming expands Bars can open at 25% of the posted occupancy limit or 50 patrons, whichever is less. They can host more outdoors on patios, Polis added. That change took effect June 18 and also includes many other drinking establishments, such as breweries, distillery pubs and clubs.

Nightclubs with dance floors can open if they can comply with social distancing — but dancing may not be allowable because it may be difficult to maintain 6 feet from others, according to the state public-health department.

Jeffco to seek second variance that would increase gathering limits COVID-19 cases continue to decline in Jeffco

As Jefferson County’s COVID-19 case numbers continue to go down, the county commissioners have instructed county staff to seek a new variance from the state’s current Safer-at-Home rules that would allow a swath of businesses ranging from movie theaters to libraries to reopen.

One of the primary requests the county is planning to make will be ask to substantially increase the limits for the number of people that can gather in a location to as much as 175 people inside and 250 people outside.

Jefferson County Attorney Kym Sorrells said county staff will ultimately determine how large of gathering size limits to request based on whether the county’s COVID-19 case levels are considered low-, medium- or high-risk under variance criteria recently released by the state.

When the county requested

• Permission for spectator sports facilities to allow spectators up to a certain capacity limit • Facials to be offered its first variance, which was granted on June 8, Jefferson County was considered to be in the high-risk category because it had seen 50-100 new cases per 100,000 people in the two weeks prior to submitting the variance (excluding cases associated with residential facility outbreaks). The county was granted a variance consistent with the high-risk category allowing up to 50 people in an indoor space and 125 in an outdoor space.

However, Sorrells said Jeffco was on the verge of being into the low risk category, which is defined as 25 or fewer cases per 100,000 people, which would allow it to apply for the higher variance.

Sorrells said the state has not specifically stated what constitutes a gathering so the limits are currently being

neighboring restaurant or food truck, according to a state fact sheet.

“Extra large” restaurants can expand to up to 100 patrons indoors based on the state’s Social Distancing Space Calculator, the new rules say.

Personal services — such as salons — can now include facials, beard-trimming, lip-waxing and so on, according to Polis’ presentation.

‘Protect our neighbors’ The third phase of social distancing, which the state initially mentioned earlier this spring, finally took shape as Polis announced that some parts of the state could allow “all activities to occur” at 50% capacity, with up to 500 people in one setting and at least 6 feet between non-household members.

Over time, that 50% threshold could even be increased if COVID-19’s spread doesn’t worsen in a region, Polis said.

“If the key message in March and April was we need to flatten the curve, now we have a new message: We need to exercise personal responsibility — wear masks in public, stay 6 feet apart from others, and support our local public health efforts to contain this epidemic so that we can continue to enjoy our freedoms,” Polis said.

treated as applying to any space where people gather, including restaurants and bars.

“If we’re able to open up indoors to 175 people that should take care of a lot of the concerns we are hearing from restaurants,” said Sorrells.

“We are hearing from restaurants that are like, I have a huge restaurant so being able to seat 50 patrons doesn’t help me. But if they could open to 175 people, then then I think that’s a different ballgame.”

Indoor restaurants and gathering spaces would still be subject to a 50% capacity limit.

The county will also ask for permission to open movie theaters, performing arts venues, libraries and bingo halls, all of which remain closed, at 50% capacity.

The variance request will also seek to allow spectators to

• Hospital ability to meet needs of all patients and handle the surge in demand for intensive hospital care.

A team of scientists that involves state leaders, academics, local public health directors and epidemiologists is developing measures to help understand how to move between the three social distancing phases, according to the draft framework. One of public health officials’ goals is to prevent having to return to a stay-at-home order — a possibility state officials have repeatedly acknowledged.

The other change the county plans to request include the ability for facials to be offered in the county (which would require a mask not be worn by the person receiving the facial).

The commissioners all expressed support for moving forward with the second variance request.

“We are hoping those [case] numbers are great and this is going to alleviate a lot of stress on a lot of businesses,” said Commissioner Libby Szabo.

However, Commissioner Casey Tighe said he also wanted his balance to reopen

as much as possible with the need to keep case numbers low. Any variance granted by the state will automatically be revoked if case numbers rise to a certain level.

“What people have to understand is, the more we relax these rules, the more likely we’re gonna fall backwards and everybody loses in that case,” he said. “So, I think we want to, try and get some accommodations for a few things, but I don’t want to go too crazy because I think that’ll hurt us in the long run.”

Those sentiments were echoed by JCPH Executive Director Mark B. Johnson in a statement posted to the county website on June 17.

“While things are heading in the right direction, COVID-19 is still a threat and is still widespread in our community,” Johnson said. “We are certainly not out of the woods yet, and I can’t stress enough that we can’t let our guard down just yet — lives depend on it.”

The county planned to submit the variance request on or before June 19. The state typically takes 7-10 business days to make a decision on variance requests.

Thoughtfullness, not impulse, needed with racial reform CROSS CURRENTS

learly, the murder of George Floyd in Minneapolis has become the ignitor of a clarion call for reform, equality, justice and a motivation to reexamine what needs to be changed.

The peaceful protests across our nation have resonated loud and clear. The riots — which have sometimes have comingled with the true purpose of marching and speaking out — are distracting, harmful and unwanted in this period of civil unrest.

Legislators have acted on laws to reform law enforcement, clergy have preached on love for one another and coming together, reformers have spoken out on actions needed beyond legislation and citizens have shown their intent on righting the wrongs that go all the way back to the days of slavery and the Civil War.

All of this is social change.

Acting, not overreacting But with social change comes emotion, anger, a desire to rectify the past, reconciliation, recognition, equality and a lot more.

While I fully support the need for reform in law enforcement across America and for racial justice, I suggest that careful thought be interjected into anything that is done under the banner of reform or civil justice.

For example, the cry to defund police departments is dubious in my opinion. What exactly does that mean? Well, I think we are seeing it means different things to different people.

I wonder if the Minneapolis City Council even knew what they did so quickly in replacing their police department with a so-

called community-led public safety system.

According to one council member Alondro Cano, the current system is not reformable.

Tearing down historic statues and monuments which reflect back on the Civil War is another group of actions worthy of careful thought. Even though it was painful and divisive, we need to remember that the Civil War is a part of our American history.

Legislation involving police reform certainly is needed, as we have seen in Denver and other major cities across America.

However, accountability, transparency and appropriate level of force should be spelled out in detail. Holding police personnel liable where they can be sued individually is a twoedged sword.

I have followed my team to a dozen

states, stayed by the radio late at night to hear games that weren’t being televised, and was found, slumped and weeping, when Tyus Edney dribbled the length of the floor in 4.8 seconds in 1995. And scored the winning basket.

I can watch that game and hundreds — thousands — of others on cable or on my computer the same way that I can watch hundreds of my favorite films over and over.

In other words, there are already enough great games in the library to last from now until eternity.

We’re still watching “I Love Lucy” and there haven’t been any new episodes since 1957.

Why not “I Love Flutie”?

Billions of dollars are spent and billions of dollars are earned by and because of college and professional sports.

Why not re-route the dough into education? Pay elementary, middle-school and high-school teachers what they’re worth.

The same for college faculty, especially art teachers.

More than 54,000 bridges in America need repairs.

Society needs to act, but we don’t want to overreact and end up without law enforcement personnel at the end of the day.

The Stapleton question For a community or organization that has been named to honor former elected officials or notable public leaders, the decision to change that name because of the leader’s historic connection to racism or bias warrants a full and thoughtful airing.

The point is not to act in haste or to get on the bandwagon, as elected officials sometimes do.

A prime example is changing the community name of Stapleton, where Denver’s Stapleton International Airport was located. The airport, and then the community, was named in recognition of former Denver Mayor Benjamin Stapleton. The motivation for the change was Stapleton’s connection to the Ku Klux Klan. This warrants a full conversation and vote of the residents.

As former gubernatorial candidate Walker Stapleton, the great-grandson of the former Mayor, recently said in part, “IF…changing a name brings more equity, fairness and opportunity for Denverites and specifically Coloradans of Color, I’m all IN.” I think Walker Stapleton hit the nail on the head. Are you taking a particular action to achieve “equity, fairness and opportunity” or are you doing it as part of a wave of actions, sentiments and emotions?

College football, partly, was intended to give young restless lads something physical to do after the Civil War. What becomes of the restless lads who come out of high school and don’t have a college or professional career to look forward to?

I haven’t thought that far ahead.

I am not proposing the abolition of gsports: only the ones that have become grotesque, beyond logic and proportion.

water in our supposedly water conservation minded city, then I don’t know what is. And everyone who pays taxes in Westminster gets to pay for that water to the tune that we cannot afford to take care of our own places.

History can have a painful side The fast-moving idea to rename military posts named after Confederate generals in the Civil War is a further example that has gained political steam. Both Democrats and Republicans in Congress have jumped on this idea, which parallels the thought process of removal of Confederate general statutes and memorials like Robert E. Lee and Stonewall Jackson.

Army bases Fort Bragg, Fort Benning and Fort Hood are examples of military installations located in the south which could be affected. Again, these Confederate generals are a part of American history. Is the idea to obliterate any recall of the Civil War? Our history is our history whether it was good or bad.

Denver School Board drops police resource officers Another example we can point to is the quick action taken by the Denver School Board in its decision to distance the district from using Denver Police Officers as senior resource officers.

What will be the consequences in the school buildings of not having sworn police officers present? I have known police officers who became friends with the students which helped in the relationship between youth and law enforcement. Obviously, it takes a certain kind of approach and personality from the police officer to establish a rapport with the students.

Rather than simply sever the relationship between the district and law enforcement, wouldn’t it be more productive to analyze the strengths and weaknesses of the existing relationship and make improvements? Or was

this politically inspired?

State Legislature enacts major law enforcement reforms The Colorado State Legislature should be commended on its comprehensive police reform legislation which it enacted earlier this month.

Thanks to State Representative Leslie Herod — who had already done considerable research and bill drafting relating to a different shooting — legislators had a well thought out comprehensive piece of legislation available for consideration soon after the George Floyd shooting.

Highlights include prohibiting choke-holds, equipping all police officers with body cameras, muchimproved reporting of police actions and establishing the responsibility of fellow officers to curtail excessive actions of their peers. Legislators were focusing on curtailing police brutality within police department ranks.

Changing the lens of our perspective While law enforcement reform has been the catalyst throughout America,

it alone will not heal the racial hatred, attitudes, bigotry, inequities and wounds which have permeated our history. Individual white Americans must take steps to change the lens which we look through when seeing African Americans, Hispanic people, Asian individuals and other minorities.

Our goal as a nation should be openminded and receptive to changing our perceptions, attitudes, treatment and behavior toward minorities. In turn, minorities need to be open and receptive to these changes. We should seek true equality as our Preamble to the Declaration of Independence states— all men are created equal. It won’t come quickly nor will everyone embrace equality, but we need to sincerely start now.

God bless George Floyd for being our inspiration.

‘Silent Rose’ is anything but

Pet owners adopting animals during COVID-19 Metro area shelters say they have fewer available animals than previous years

ay 26 marked the first day that the Denver Animal Shelter reopened its animal adoptions after more than two months of suspending the process during the start of the COVID-19 pandemic. That day, hundreds of customers showed up interested in adopting a new pet, said Tracy Koss, the shelter’s customer care manager.

“Part of it was that it was the first day and part of it was that we had two popular dog breeds available,” Koss said of the large number of customers. “The very next day, it was

very light traffic and has remained that way due to the lack of animals; we only have three to five (available for adoption) per day,” she said, while on average, the shelter can have anywhere from 75 to 100 animals available for adoption at one time.

“In times of turmoil or uncertainty, people tend to hold onto their animals,” she said, “so I think we could be seeing that here.”

Nationwide and across the Denver metro area, animal shelters have seen a decrease in the number of people surrendering their animals to shelters, even as many shelters have stayed open for surrenders throughout the pandemic. At the same time, the percentage of available animals that have been adopted has increased.

At cat shelter Angels with Paws in Lakewood, in a usual week, the shelter oversees one or two adoptions, said kennel technician Rachel Jones.

But from March 1 through June 17, there were 76 cats adopted from the

shelter, or an average of about five adoptions per week.

“We’ve seen a huge jump in adoptions,” Jones said, “and we actually saw a big jump in adoption of our less adoptable animals with special needs.”

According to the Shelter Animals Count database, shelters took in 912,143 animals from January to May 2019. Only 691,760 were taken in during the same period for 2020. The count receives data from 1,207 organizations nationwide.

For the same timeframes, the number of adopted animals has also decreased. However, the percentage of available animals that were adopted increased from about 51% in 2019 to about 58% in 2020.

“For the past several months, adoption numbers have started to decrease, but as a percentage of intake they remain very high,” said SEE ANIMALS, P11

ne of the worst things a storyteller can do when telling the story of, or to, young people is condescend to them. Many don’t COMING take the thoughts ATTRACTIONS and opinions of young people seriously, and that’s something that director Mitch Dickman didn’t want to be guilty of with his new film, “Silent Rose.”

“So many kids have stories to tell, Clarke Reader and so often they feel talked down to and patronized,” Dickman, who is also the founder of Listen Productions, said. “For this film all the kids are not actors, and they pushed me in a lot of great ways. I want to keep working with students in other projects moving forward.”

The film is a narrative feature that blends both fact and fiction as it explores what day-to-day life is like for modern students. It’s set during the 2016 election cycle and examines everything from racial inequality to lockdown drills and beyond. And since it’s all told through the eyes of real students at the Denver School of the Arts, it provides an honest window into what many are experiencing.

A particular focus of the film is the responsibility to not be silent in the face of injustice. Dickman was inspired by The White Rose German movement during the Nazi’s reign during World War II, a non-violent, student-led movement resisted the Nazis. This connection is made all the more powerful because of the performance of lead actor and cocreator Shatira Herrera, a mixedrace student in a predominately white high school.

“There were lots of different inspirations for the film, but Shatira really inspired me to go with something different. She’s quiet but has this great intrigue and visual component to her,” Dickman said. “I think we’re lucky to see her at this existential stage in her life where she’s figuring out her voice and how to use it.”

While Dickman worked to ensure that the story could believably take place anywhere across the country, it was filmed entirely in Colorado and primarily in the metro area, something he is very passionate about. During his career he’s been a part of films that have shown in Sundance, like “Casting Jon Benet,” “Being Evel” and “Hanna Ranch.”

Federal COVID supports are a good deal

ver since March 13 when President Trump declared a health emergency, the federal government has eagerly tried to help individuals and businesses in at least nine different ways.

Their new laws, loans, grants and credits have created a kettle of alphabet soups, from FFCRA to CARES to PPP, with edicts and rules that conflict, bump into each other and often even intimidate the people they are supposed to help.

For the small business person who is just trying to survive these difficult times, I have some advice: Don’t be afraid to accept the financial help! If you suspect there might be problems with the loans and grants etc., let the government sort out its own mess!

Just remember how rapidly things are changing and will continue to change over the next several months while we all try to get this right.

These trends have been a necessity for shelters, Koss said — especially in the months when shelters were required to run operations with fewer staff members because of the coronavirus.

“It could have been a really scary situation with a lot of animals coming in. We were prepared for that and never saw it,” Koss said. “We just really want to thank the Denver community. They kept their animals.”

As for why intake is down and a

They were canceling contracts and not even bothering to look at pending proposals for products and services.

His business has had a banking relationship with a local credit union, which had previously proFran Coet vided the business with the required services. Unfortunately, in the early days of the PPP, credit unions were not SBA lenders. We directed him to a couple of smaller banking institutions, and he was able to receive PPP funding to continue his and his wife’s paychecks, pay their health insurance, and even fund into their retirement account, with a loan of over $13,200!

And all of it will be forgiven.

We have another client who asked us if they should apply for the PPP loan, even though their construction company seemed to be on track with sales through early April. At the same time,

he was losing confidence in outcomes for the second quarter and beyond.

Should he apply? Yes! Initially, the PPP specified that business would have to demonstrate actual cancelled contracts to qualify for the loans.

But this client became eligible after the passage of the CARES Act, when Treasury Secretary Stephen Mnuchin assured borrowers that they only need to make good-faith attestations that the loan is required due to the current economic uncertainty.

The loans did not require personal guarantees, and even if none of the PPP loan was used for the intended purpose of continuing paychecks and contributions to overhead, the loan terms were extremely generous (1% interest and a then 24-month payback period).

His forgivable loan is more than $188,000, giving him the ability to continue payroll for all his existing employees without any furloughs!

Frank Carlson from Aurora was one of those who adopted a Denver pet on May 26, saying that as a single person, he had been feeling isolated, particularly after being laid off from his job because of COVID-19. Carlson’s eleven-month-old Australian cattle dog, Tom Brady, is the first dog he’s owned in 30 years.

“It was either a dog or a girlfriend, so I picked a dog,” he laughed. “Mainly, I wanted the exercise because I was just hanging around, and the companionship as well.”

Many recent animal adopters who found a new pet at the Dumb Friends League, which has locations in Denver and Castle Rock, have given similar reasons to Carlson’s for why they

wanted to adopt, said Maia Brusseau, the league’s interim director of marketing and communications.

“I know that we have heard from some people that they were thinking of adopting anyway, and then all of a sudden, they have this extra time on their hands,” she said. “And for some, if you’re living alone, it can be very lonely without a pet.”

The Dumb Friends League has only been conducting virtual adoptions to help keep residents safe throughout the pandemic. The process takes more time to complete than the typical process, she said, and the league has encountered huge public interest in adoptions. As such, the shelters have been asking those who would like to adopt to expect a slightly longer wait before their adoption can take place.

Another request of adopting residents: “We’re asking people to think

about what their lives will be like when we go back to whatever normal looks like,” Brusseau said. “Think about that so you are prepared for changes and setting your pet up for success whenever you’re going back to work.”

As for pet-owners like Carlson, adjusting to having a pet in the house is already going well, he said. While COVID-19 has brought up some new challenges he never faced as a previous dog-owner — for example, the vast majority of off-leash parks near him are closed — he emphasized that the experience has been a very beneficial lifestyle change.

“It’s been great. It’s kind of like having a family member,” Carlson said. “I would advise anyone else in my situation to adopt a dog. They’re a great companion for times of isolation.”

2020 primary: Republican candidates for CU regents, District 6 District includes south, east and some north Denver suburbs

Two Highlands Ranch Republicans are facing off in the party’s June 30 primary for the University of Colorado Board of Regents seat that represents the 6th Congressional District.

The board consists of nine members: one from each of Colorado’s seven congressional districts and two from the state at large. It oversees CU’s four campuses — Boulder, Colorado Springs, Denver and the Anschutz Medical Campus in Aurora — and controls their budgets.

The two Republican contestants are Priscilla Rahn and Richard Murray. The winner will face incumbent Democrat Ilana Spiegel in November’s general election.

Regent John Carson, a Highlands Ranch Republican elected in 2014, is not seeking a second term. Ballots were being mailed to voters starting June 8.

The 6th Congressional District includes Centennial, Aurora, Highlands Ranch, Littleton, Greenwood Village, Brighton and northern Thornton, among other nearby areas.

Colorado Community Media submitted these questions to the candidates.

What makes you the best choice for this office?

As a nationally recognized 26year veteran teacher, principal, athlete, coach, adjunct faculty and

small-business owner, I have the experience to support teaching, learning, academic and sports culture. My master’s degree in education administration equipped me to manage education systems.

My mother is Korean, and my father is black and an Army vet. I grew up living all over the world, and I understand the diversity of constituents living in CD6 because of the large immigrant population and military base. Finally, as a major supplier of thousands of students to CU, I know what it takes to prepare high schoolers for the rigor of college.

What single issue do you think should be at the top of the CU Board of Regents’ agenda in 2021?

The issue that should be at the top of the CU Board of Regents’ agenda is how to safely and affordably deliver the same high-quality instruction to all students. Remote learning does not give students the same level of instruction as inperson learning. Students attend CU because they want a traditional college experience and they want to have access to the best level of instruction and resources. They also want to build strong relationships with their professors who should, in turn, build a bridge between students’ graduation and a great job.

If elected, what must you accomplish for you to consider your term a success?

Focusing on meaningful, measurable results is a CU Regent Guiding Principle that I am committed to supporting. I would work with K-12 school districts to increase postsecondary access to CU and to support the (Colorado Department of Higher Education) and (CU) President Mark Kennedy’s goal to decrease the graduation gap by increasing the graduation and retention rate of minority and low-income students and increase credential completion to 66% by 2025. I would also feel successful if we could increase educatorpreparation credentialing while simultaneously ensuring that the education preparation experience

What’s one recent CU Board of Regents decision that you disagreed with, and why?

Colorado is experiencing difficult financial decisions, and we want students to afford tuition at CU. I’m glad the CU Board of Regents decided to freeze tuition for the second year in a row, but I would be in support of lowering tuition and fees. I think it’s important for the regents to be open to taking a second look at tuition costs if we see that students need more help. John Carson has made great decisions during his tenure on the board, and I would continue to work hard to make great financial decisions on behalf of CU and our students.

How do you hope to make a difference in the everyday lives of students on all CU campuses?

My first priority is the safety of all students on campus. Second, students should receive a highquality and rigorous academic experience. Finally, I want to ensure students’ freedom of speech is protected and that they have the opportunity to think and share ideas in a stimulating way. When I was a college student at TCU, I was president of Kappa Delta Pi (Education Honor Society) and an officer in the Texas State Student Association. Clubs, organizations, student boards and sports provide students with social connections, develop community awareness and increase pride in their college.

Experience. I know CU, and I know how it works. I am a two-time alumnus of CU Boulder, where I earned my undergraduate and law degrees. While at CU, I served as student body president of the entire campus. I worked closely with the administration on key issues facing students and CU. I have kept strong ties to CU and currently chair the CU Law Alumni Board, working on issues of tuition costs, scholarships and job placement. As the product of public education, I understand the importance of, and will fight for, high quality, affordable and accessible public education.

What single issue do you think should be at the top of the CU Board of Regents’ agenda in 2021?

In the face of COVID-19, the financial well-being of the CU

system and the financial impact on its students should be the highest priority for the 2020-21 school year.

Fortunately, tuition costs will remain flat for a second year for most CU students, but the COVID-19 pandemic could cause CU to lose more than $1 billion in revenue.

The board needs to work closely with the administration on solutions to weather this storm so CU comes out more innovative, more efficient and stronger. I’ve overseen multimillion-dollar budgets and I am prepared to get to work on day one.

If elected, what must you accomplish for you to consider your term a success?

CU provided me with the foundation for everything I am today.

But, like most universities in the U.S., it came with a significant price tag. Although tuition is not increasing next year, it will naturally need to be adjusted as time passes if measures are not taken to address fiscal inefficiencies in the system. As a regent, I will roll up my sleeves and work to identify areas where savings can be made to ease the financial burden on the next generation of our students.

Also, the Buffs winning the Rose Bowl is an achievement I want to happen.

What’s one recent CU Board of Regents decision that you disagreed with, and why?

The board recently made significant progress on civics education, requiring an annual report on civics literacy. However, the board held back on making civics a graduation requirement. Our republic needs its citizenry to be well-educated on civics and the rights of the people, and how our republic should operate. A student graduating with a degree from a world-class university should have a basic literacy in civics. If geography is a minimum graduation requirement, then a college-level civics course should be too. Also, I look forward to working collaboratively with all regents to reach the best results for CU. How do you hope to make a difference in the everyday lives of students on all CU campuses?

Each campus is unique, with its own culture, specialty programs and student body, which together make the CU system stronger. We need to foster an environment where all students are safe and in an environment where they are able to learn, grow and become our next generation of leaders. But we cannot achieve that without students being able to afford to attend CU. I hope to make a difference on all of these fronts so that when students graduate, they are prepared for the next chapter in their lives and not crushed by student loan debt.

Jeffco elementary students can return full-time next school year Decision pending for middle and high school students STAFF REPORT

In a June 18 letter to staff members, Jeffco Public Schools announced that all elementary students will have the option to return for in-person learning five days a week next year.

Adams County postpones fair to 2021 STAFF REPORT

The Adams County Fair will skip it’s 116th year this August due to COVID-19 concerns.

The fair usually runs late July or early August, offering food, beer, a carnival midway, live music and other performances and livestock and produce judging — everything from cattle, llamas, rabbits and poultry to pocket pets like

frogs, ants and guinea pigs and from canned foods to fine photography.

“The decision to cancel this year’s fair weighs heavy on our hearts; however, the personal well-being and safety of our guests, participants, and community remains our highest priority,” County Manager Ray Gonzales said. “Taking this step today will allow us to preserve the fair’s history so

Local pitcher thrilled to be chosen by Rockies Case Williams played for Douglas County as right-handed hurler

Case Williams claims the decision he faced wasn’t tough.

Williams, a Douglas County High School right-handed pitcher, was the fourth-round pick and the 110th overall selection by the Colorado Rockies on the second day of the Major League Baseball draft, June 11.

Williams was the first player from Douglas County to be selected in the draft since 2008, and he was forced to decide whether to attend Santa Clara University where he committed or to sign a professional contract with the Rockies.

“Some will say it was tough, but I really have a decision in mind,” Williams said after the draft. “I am definitely planning on signing. It’s tough, though, to let Santa Clara go, but I’ve been given the opportunity of a lifetime to make a dream come true, so it’s just right. I’m definitely going with the Rockies.”

we don’t know truly what teams are left in the minors after being cut and whatnot and where they are being moved to, so it’s just kind of a waiting game.”

Minor League seasons have been canceled because of the pandemic.

There have been discussions about creating some kind of workouts for draft picks and team prospects already in the organization. And the Arizona Fall League could possibly have a team from each MLB organization or an extended instructional league could play games against other organizations.

Williams has become used to waiting, since that’s all he did last spring when high school baseball was never played because of the COVID-19 pandemic.

“I will never know was truly might have happened if we had played in the spring,” said Williams. “Not having thrown a pitch this year really makes me feel confident with my decision with the Rockies especially.

This season would have been really fun with the team we had. We had a chance to make a little run. But what happens, happens and you have to make the best of it.

“During the quarantine, I was able to get weights from where I usually work out. I was able to work out a couple hours a day and that really helped. I didn’t have anything else to do anyway. I worked out and did the videos.”

Williams, who was 8-1 with a 1.81 earned run average and 79 strikeouts for Douglas County as a junior in 2019, played last fall on the Rockies Fall Scout team with director of scouting Marc Gustafson and director of scouting operations Sterling Monfort.

“With playing on the scout team in the fall, having Gustafson and Sterling be coaches of that team, the area code and videos helped,” he related. “I was super grateful to be drafted.”

“In the off season I was working on changeup and curveball,” Williams explained. “I was really able to develop the changeup by switching grips. I really got a feel for that.

The curveball has always kind of been there. I started to build off what I already had. It will be nice to put all three pitches together for my repertoire.”

Willams watched the MLB draft on TV with his dad, mom, sister and dog.

“Oh man, it was crazy. Being drafted by the hometown team was real special to me,” he said. “I really thank everybody through the process, especially the Rockies for giving me the opportunity to do so.

I’m really excited and grateful for the opportunity. I just can’t wait to get after it.

“We got the call and were watching the draft on TV. I started to tear up along with my dad. It was super exciting. That’s the goal, to get to Coors Field one day.”

Hickenlooper faced new questions about whether he is out of touch with the national conversation on race after a video from 2014 surfaced June 15 showing him comparing politicians to slaves being whipped while rowing “an ancient slave ship.”

The same day, Tay Anderson, a black member of the Denver school board and one of the recent protest leaders, released a video on social media that endorsed Romanoff and attacked Hickenlooper for a “culture of policing” that targeted people of color during his two terms as Denver mayor in the 2000s.

Hickenlooper said the 2014 remarks “caused pain and I deeply regret them and I apologize for them.” But he stopped short of expressing remorse for a prior comment that Black Lives Matter means the same as “every life matters” and his record as mayor, where he added accountability measures but still pursued an approach that led to a crackdown on minor crimes.

He defended his work as mayor to add greater accountability to the Denver police department but acknowledged he could have done more.

When it came to his ethics violations for accepting rides on a private plane and luxury limousine paid for by corporations, Hickenlooper continued to defend his actions, saying he was merely traveling the world selling Colorado.

He faced a question for the second straight debate about why he defied a subpoena to testify at a video conference hearing before the state’s indepen-

Pressed on the fact that criminal defendants are facing virtual court proceedings, Hickenlooper said he “wasn’t intentionally trying to play by a different set of rules” and suggested it was “a fair point.”

“I certainly regret having caused the disruption,” he said.

Romanoff interjected that Republicans can’t “attack me for breaking the state ethics laws because I didn’t and I didn’t defy a subpoena and I didn’t get held in contempt.”

On another question, Hickenlooper also defended his administration’s practice of accepting corporate money to pay for its initiatives — including from the oil and gas industry — which were first reported last week by The Colorado Sun and CBS4. He suggested the money was transparent, saying each donor was reported and recognized in news releases, which is not true.

He also defended the initiatives, such as a bike ride in rural Colorado sponsored in part by The Denver Post and a program to give preschool students free books, as “essential programs.”

A grab-bag of other topics also put Hickenlooper on the edge. He previously said he supported reparations for African Americans, but he added a new qualifier saying that he supports federal legislation to study the topic, saying only “there would have to be some sort of reparations.” Romanoff supports them.

On the Electoral College, which faces a test in Colorado in the November election, Hickenlooper said he supports an alternative method to name the president through “the national popular vote.”

That’s contrary to what he told The Sun in March 2019, when he defended the Electoral College, saying “our Founding Fathers got things pretty right. It might be best to just stay right where we are.”
