Northglenn mulls crisis response team Co-responders would assist police and code enforcement with conflict resolution

Northglenn police and code enforcement might be getting assistance that department heads say is desperately needed to help with conflict resolution.

The city is considering a pilot for a crisis response unit, a team of behavioral health and case management specialists, to respond to emergencies with police or code enforcement to help with de-escalation. At a study session on Aug. 2, staff presented a proposal to the city council, which was unanimously supportive of the idea.

County pans RTD service to courts RTD bus doesn’t go to judicial center parking lot

The Regional Transportation District responded to frustration from Adams County officials on Monday about RTD buses not stopping to drop riders off at the Adams County Justice Center.

The district defends that it technically hasn’t discontinued service, and that buses still go to two nearby stops.

But Adams County commissioners and officials in the 17th Judicial District said the bus needs to go to the justice center parking lot, or else it will continue to make their lives and the lives of residents more difficult.

“With a backlog of more than 700 felony cases, additional courtrooms and hours are being introduced by Chief Judge (Don) Quick to help provide each defendant with their constitutionally guaranteed right to a speedy trial,” said Quick, District Attorney Brian Mason, Sarah Quinn of the public defender’s office, and all five

Adams County commissioners — Eva Henry, Emma Pinter, Lynn Baca, Steve O’Dorisio and Chaz Tedesco — in a letter sent to RTD on Jul 29.

The county officials continued, “The lack of access to public transit will restrict our ability to increase the quantity of cases heard – and could prove to be counterproductive to our goal of reducing the backlog of cases.”

The district decided to no longer stop at the justice center for a few reasons, it said in a post on Monday responding to the recent letter and news stories which RTD called “misinformation.”

The district said, “Service has not been terminated, as some have stated.”

Service has been modified, however. The bus goes to Bromley Lane & Medical Center Drive — a 0.3 mile walk from the justice center bus stop — and Bromley Lane & Tower Road, a 0.4 mile walk from the justice center bus stop. Also, the FlexRide and Access-a-Ride services will go to the justice center, RTD said.

Thornton last September. At the time, RTD ran a regional and local route to the justice center. After the N Line opened, they only kept the local route, the 520.

Meanwhile, RTD was struggling with low ridership for its Brighton bus routes, an issue that RTD has dealt with for a while. On average, there was one customer per trip who would get off at the justice center, RTD said in its post. The district didn’t note a precise length of time it

“Public transit is unable to operate as a door-to-door service for everyone, but RTD makes every effort to provide accessibility to final destinations recognizing that first- and last-mile connections can be a challenge,” RTD said.

have been asking for and pointing to at least since I have been on council,” said Mayor Pro Tem Jenny Willford.

The city’s plan for a crisis response unit seeks to address multiple community needs that the council discussed in a February strategic planning retreat, including establishing a police department-specific co-response team and a restorative justice program and assisting code enforcement in certain scenarios.

Some of the other crisis response programs in local Colorado jurisdictions fall under the police department’s supervision but Northglenn’s would be under the city manager’s office and work with the police, code enforcement and the municipal court, explained Rupa Venkatesh, assistant to the city manager.

Representatives of all three departments voiced their support for the idea at the study session.

“This is an opportunity for us to really give that extra service to our community and those who are in crisis,” said Police Chief Jim May. Municipal Court Judge Amanda Bailhache said the program is necessary because it could help people before they end up in a situation where they are arrested and end up in the court system.

The crisis response unit would include a program manager, two co-responders — all staff positions that the city would need to add — and a community resource navigator, a part-time position that the city already has.

The program manager would be involved in court case management, assist co-responders, and work to implement a juvenile restorative justice program, while the co-responders are called to scenes to assist police and code enforcement with conflict resolution.

Both May and Svoboda said their officers have encountered individuals with mental or behavioral health issues. It would have been helpful to have a specialist on the scene to help with, they said.

The total estimated cost of the pilot program is $330,000, Venkatesh said. The city would even be able to use federal COVID-19 relief money from the American Rescue Plan Act, which allows money to be spent on crisis intervention services. Many councilors were supportive of using ARPA funds, although a few were wary of it. The city also said it has applied for grant funding.

After the council gave feedback, city staff said they would do more work on the funding piece before coming back to the council with a formal measure to approve the program.

Home repair a crucial part of protecting affordable housing With new CDBG funding, Brothers Redevelopment hopes to help more people stay in their homes

Emergency home repair is another way to keep people in their homes.

Keeping people housed is top-ofmind for many, given that a sweeping federal eviction moratorium just expired and a newer, narrower one took its place.

But eviction isn’t the only way people involuntarily leave their homes and become vulnerable to the rising rental costs in the Denver metro area. Mccullough, a program manager for the nonprofit Brothers Redevelopment, explained that seniors on fixed incomes who have difficulty fixing up their homes end up moving out and entering overpriced rental situations.

“We’ve got folks that paid their house off years ago, but they are paying $900 a month in lot fees,” Mccullough said, referring to seniors who moved into mobile home parks, one example he has seen. Seniors who move into mobile home parks then might become vulnerable to eviction because the park owns the lot, even if that person owns the mobile home on top of it.

So, the work that Brothers Redevelopment does through its home modification and repair program seeks to prevent that. When the nonprofit repairs peoples’ homes, those residents don’t have to move out.

“The Denver metro area, and the surrounding Front Range area, is running out of lots to build affordable housing units. So, we convert what’s there and protect what’s there,” Mccullough said.

There are four categories to Brother’s home modification program: home safety, safe access, deferred maintenance, and damage repair. The work might be more minor handyman-type tasks, such as electrical repair, to building a wheelchair ramp for someone’s front door.

Brothers funds its home repair program through community development block grant funding, a U.S. Department of Housing and Urban Development program, which it receives from local municipalities.

Westminster and Thornton city councils approved annual allocations for community development block grant funding last week.

Beverly Kinard, an 86-year-old Arvada resident, had Brothers do a series of home repairs including building a wheelchair ramp on her front porch, poured new cement on her driveway, repaired the chairlift going up the stairs, and put in new tiling on the bathroom floor.

Before connecting with Brothers, Kinard was looking at a $7,000 estimate for a new wheelchair ramp.

“It was not anything that I could have afforded,” she said. The work Brothers did on her house didn’t cost Kinard at all.

Without the repairs, “I would have had to move,” Kinard said. “And it would have been a very traumatic move for me.”

Many residents in the metro area are in similar positions to what Kinard was in, Mccullough said.

“We’ve been in a crisis mode for years now, and it’s not on the radar

because I think we have gotten in the industry so complacent. The problem is so big, it’s, ‘where do you start?’”

As a result, Mccullough said suburban municipalities might need to start thinking about rent control or affordability zones because of how dire the issue is, as he sees it. He said, “We’re going to have to have some difficult conversations that usually we think bigger cities have to have.”

Chimney Hollow Reservoir project breaks ground Additional Water supply for the future

The Northern Water’s Municipal Subdistrict and the Windy Gap Firming Project celebrated its groundbreaking event a Chimney Hollow Reservoir on August 6.

“This will secure our water for the future for our kids future and grandkids,” Fort Lupton Mayor Zo Stieber said. “Fort Lupton has grown and we’ve placed increased demands on our water supply. We have a lot of water but we don’t know much Fort Lupton will grow and this guarantees the supply.”

It has taken about 22 years of permitting and planning so far.

The project, now moving into the construction phase should cost an estimated $500 million with another $650 million in improvements to the West Slope. Chimney Hollow Reservoir will hold about 90,000 acrefeet of water – enough to cover 141 square miles in a foot of water – but still smaller than Carter Lake with its 300-foot-tall dam. It will take up to four years from construction to completion.

The Windy Gap Project was completed in 1985 as a source of water storage for towns and cities on the eastern slope from the Windy Gap Reservoir.

In 2000 officials decided it would

be more efficient to develop a single project instead of having separate projects for all the municipalities.

The Chimney Hollow Reservoir will be built alongside other major improvements in Grand County and it will become a new source of water for the eastern slope towns and cities.

The reservoir participants have committed to reducing water per capita supply through water conservation according to officials.

Its regional water supply participants are Broomfield, Platte River Power Authority, Loveland, Greeley, Longmont, Erie, Little Thompson Water District, Superior, Louisville, Fort Lupton, Lafayette, and Central Weld County Water District.

“It’s going to shore up our water resources for the decades to come. It will help to ensure that we have clean supplied water for the citizens as we continue to grow,” said Chris Cross, Fort Lupton City Administrator.

Claude Hanes former Fort Lupton City Administrator has been participating in all of the meetings for over 15 years with Northern Colorado Conservancy District when the Chimney Hollow project started during his career.

“It’s going to be huge for Fort Lupton because it confirms 13 units of Windy Gap the city owns. We owned three when I came on board, then we bought 10 units when I became City Administrator,” said Hanes.

dent with the municipal subdistrict, said the Windy Gap project is unlike the Colorado-Big Thompson project because the water it provides is reusable. The Big Thompson project, which brings water from the Western Slope to the Front Range, provides water for irrigation which usually cannot be reused.

“It really valuable water for the participates because they can reuse it so consequently, it’s not only an additional water supply, but it’s an additional supply that can go further. It’s been in our plan for years.

And, as you probably know, most of these communities are desperately looking for additional supply,” Yanchunas said.

Brad Wind, Northern Colorado Water Conservancy General Manager, said they will have lots of challenges in Northern Colorado completing the Windy Gap Firming Project.

“All these participants in the Windy Gap Firming Project moving forward after the completion of the reservoir will enjoy a reliable water supply very important to their communities, each day year once the project is completed,” said Wind.

The reservoir is an off-channel reservoir so no river runs through the middle of it. Northern Water Project Manager Joe Donnelly, said the Chimney Hollow Reservoir will be filled with water from the existing Colorado-Big Thompson project to tap and fill the reservoir through a tunnel.

“We selected this on purpose to have an off-channel reservoir to minimize the environmental impact, and still meet the system water supply for a growing population,” said Donnelly.

All the rock and material used to build the reservoir are local and are coming from within the reservoir’s footprint.

“So, you don’t end up with a visible scar on the valley. It also allows us to avoid congestion of traffic and disturbance to the local community around here,” said Donnelly.

With the Windy Gap water rights, the cities are allowed to reuse the water. It’s an idea of water conservation the more times you can use it the less water supply a city uses.

“All of our participates will build a separate irrigation system so they can use the wastewater from the wastewater treatment plant to irrigate ball field or golf courses. It minimizes the amount water they have to divert out of the river,” said Donnelly.

Donnelly, said groups like Colorado Parks and Wildlife and Grand County are on board accepting these projects.

“It will improve the environment and the water and the water needs of the people,” said Donnelly.

“This is what our predecessors did in the 30s and in the 50s and it’s what was allowed and fed the Front Range, the development on the Front Range and at this time, it’s up to us to do that for our children and grandchildren,” said Donnelly.

Two rodeo riders with a passion for riding Traditions passed down from generations

eyond the history and the sport, two very different riders at very different events at the Adams County Fair shared one thing: tradition.

The Professional Bull Riders (PBR) and the Charreada rodeos bring to the Adams County Fair danger, excitement, toughness, and courage from two different types of cultures and family traditions.

Mason Ward, 20, from North Platte, Nebraska rides in the bucking bulls competition with the PBR Aug. 5. The tradition of riding bucking bulls started with his dad who rode professionally. Mason started his passion as a little boy bucking sheep and calves working his way to the bulls.

Contestants, ranging from across Adams County, were encouraged to dress up their goats and then don matching, or complementary, costumes. Goat costumes ranged from unicorns to sushi to Dorothy’s basket from the Wizard of Oz. All of the contestants, younger than nine, were declared winners.

His family raises bulls so in his off-time Mason is busy taking care of the bulls. He continues to practice bucking on his bulls once a week. He runs every morning to keep in shape, build strength and flexibility.

Mason said his toughest bull was in the June college finals. “It had never been ridden and he was a tough one.”

Mason’s plans for the future are to make it to the PBR World Championship Finals and then retire.

Charreada is an art of Mexican horsemanship a tradition that has been passed down to cowboys and senoritas. Maximiliano Moralez, 21, grew up in the small town Cuautlia, Jalisco Mexico, and was one of the featured riders at the fair on Aug. 8.

Charreada is where he learned the sport of Charreada horsemanship and has been in competition for over 10-years.

Mason Ward’s goal is to make the World Professional Bull Rider Championship.

Hospitals to require COVID vaccines for employees

Two more major health systems in Colorado -- UCHealth and Denver Health -- announced July 28 that they will require their employees to be vaccinated against coronavirus by the fall.

And on Aug. 2, Kaiser Permanente -- another large health-care provider in the state -- said it too will require COVID-19 vaccinations for all its employees and physicians as of Sept. 30.

UCHealth, which operates the University of Colorado Hospital in Aurora, UC Health Highlands Ranch Hospital and 10 others, will require staff to be fully vaccinated by Oct. 1.

Denver Health will require its employees to be vaccinated by Nov. 1.

UCHealth has about 24,000 employees. In addition to hospitals, UCHealth has clinics, stand-alone emergency rooms, offices and other operations in Arvada, Centennial, Commerce City, Denver, the Inverness area, Greenwood Village, Highlands Ranch, Lone Tree, Parker, Thornton and other locations, according to its website.

“After fighting COVID-19 for more than a year, and as the dangerous Delta variant has become the dominant strain in Colorado and elsewhere, it is clear that vaccination against this disease is essential to protect our employees, along with our patients and visitors,” Elizabeth Concordia, president and CEO of UCHealth, said in a statement. “We

know that vaccination will also improve health and safety within the communities UCHealth serves, and we want to set an example and help bring an end to this pandemic.”

The move comes a little more than a week after Arizona-based Banner Health, which operates four hospitals in northeast Colorado, announced a vaccine mandate for its staff by Nov. 1.

Momentum for a mandate for health care workers is growing across the country — the U.S. Department of Veterans Affairs said recently that it will require its frontline health care workers to be vaccinated against COVID-19, including those who work at the VA’s facilities in Colorado.

At press time, Colorado’s other major hospital systems — Centura Health, HealthONE and SCL Health — had not issued a vaccine mandate. But that may change. Some of them have expressed an interest in waiting until the U.S. Food and Drug Administration gives full approval to the coronavirus vaccines, which are currently approved under a fast-track emergency use authorization.

Full approval could come for at least one vaccine in the coming weeks.

UCHealth said officials are confident the vaccine mandate would withstand any possible objections.

“So far when they’ve been challenged in other states, those state courts have held up the notion they can mandate vaccinations

for employees,” said Dr. Michelle Barron, senior medical director of infection prevention and control for UCHealth.

UCHealth did not coordinate with Denver Health, where many doctors are also faculty at the University of Colorado School of Medicine, but the systems moving forward at the same time makes it easier to coordinate crossover training and education, she said.

Denver Health and UCHealth both estimate that current vaccination rates for employees are around 85%.

UCHealth is offering staff a $500 incentive to get fully vaccinated

by Aug. 22, a program that leaders at the hospital system believe has boosted rates.

UCHealth waited to change its policy until adequate vaccine supplies were available for all priority levels, Barron said, and also to see if Colorado would reach “herd immunity” levels of vaccination without mandates.

“That just didn’t happen,” she said. The rapid spread of the Delta variant increased the urgency for higher vaccination rates.

“Right now the best tool we have is vaccination,” Barron said. “It was time to take that additional step.”

New school year anxiety higher during pandemic Health experts advise routine and structure for back-to-school.

When starting a new school year in a new grade with a new teacher, it is common to face first-day jitters. However, experts say back-toschool anxiety in 2021 is elevated due to continuously-changing rules and procedures the COVID-19 pandemic creates.

Dr. Kristin Orlowski, a psychologist with UCHealth, said elementary students and teenagers thrive on structure and consistency. In 2020, consistency and structure became unstable with online schooling, mandates, and procedures creating confusion and stress as federal, state, and local health officials grappled with how to keep children safe.

The bottom line, Orlowski said, is that online schooling is not an effective alternative to in person learning. Students fell behind in academics and social development, she said. When students are out of sorts, stressed and depressed, Orlowski said studies show they do not retain or learn new things as well.

Like other hospitals along the Front Range, UCHealth has seen an uptick in cases involving youth and teenagers dealing with depression, substance abuse and mental illness. UCHealth has locations in Parker, Highlands Ranch, Aurora, Lone Tree and Denver, As school is slated to start in Douglas, Arapahoe, Adams and Jefferson counties this month, the debate over mask mandates is revving up. Orlowski said as school administrators debate whether to require masks, parent anger and frustrations are spilling over, and students are hearing it.

Dr. Anat Geva, clinician supervisor for HealthOne Behavioral Health Centers, said the biggest problem for students in the pandemic is the “unknown.”

HOW LOCAL SCHOOL DISTRICTS DIFFER ON MASK RULES School districts across metro Denver and beyond have been revising their mask-wearing policies and other rules to address the threat of COVID-19 as the new school year approaches. And frequently, those policies have met with strong objections from many -- some feeling the rules go too far and some saying they don’t go far enough.

Some districts, such as Denver, Jeffco and Englewood, have announced maskwearing requirements inside schools, while others, like DCSD, are strongly urging that they be used but not mandating them in school buildings.

Colorado’s public-health department released new K-12 school COVID-19 guidelines in late July, but the new guidance “does not constitute statewide requirements,” a state news release said.

Instead, the guidance outlines “best practices” for local governments and school districts.

With Tri-County Health Department -- serving Adams, Arapahoe and Douglas counties -- and the state deciding not to require masks, the choice of whether to mandate masks fell to school districts.

“The other part of that is the unknown can change quickly during a pandemic,” she said. “You might have a student already stressed about a new teacher and new classroom, but there is also concern classes will get canceled or mask restrictions are suddenly put in place again. Really, everything can flip 180 degrees from one day to the next. The unknown is always a problem.”

Geva said this has led students to be more apathetic and avoid issues altogether. Adults and children alike are ignoring news and updates because they figure it will just change tomorrow, she said.

According to studies provided by HealthOne, which serves patients in Centennial, Aurora and Ken Caryl, self-harm claims among teenagers in 2020 increased by more than 300%.

As the first days of school draw closer, steps to prepare for a new school year during a pandemic includes: Get back to set bedtimes - A regular bedtime helps establish routine and help students get enough sleep.

Stay on schedule - From dinner to athletics and activities, Orlowski said a set schedule and routine can help students adjust to a new school year faster.

Stop the stressful chatter Constant discussion about the pandemic, rules and frustrations with mandates can cause anxiety in children. Just talking to students about what they need to do without opinions and anger can help alleviate anxiety.

Teach students to be accepting - Orlowski said schools, parents and society are already teaching students to be accepting of everyone to avoid bullying. With the pandemic, acceptance also means masks. If a student attends a school where masks are optional, students not wearing masks should accept those choosing to wear them.

• Jeffco Public Schools will require in-school masking for ages 3 through 11.

• Littleton Public Schools is planning to start the 2021-22 school year without a mask requirement. Schools will practice physical distancing as much as is possible without disrupting the learning environment.

• In Englewood Schools, the district announced Aug. 4 that the wearing of masks by all students, visitors and staff inside its schools will be required this fall, regardless of whether a person is vaccinated for COVID-19 or not.

Be positive - Geva said it is important that parents and adults work to make the best of any situation. Being as positive as possible can make a difference, she said.

Students should be assured they are not alone, Geva stressed. Others are going through the same thing.

Always communicate - Geva said talking frankly with children can help a lot. Answer their questions, speak honestly and asking them how they are feeling can keep the lines of communication open.

Get help if needed - Orlowski said it is important to get acquainted with help outside the home. If a student is struggling with anxiety due to more serious issues, it may be time to seek help from school counselors or a qualified clinician. Geva said HealthOne has behavioral health centers throughout the region, and if symptoms of depression and anxiety continue to increase, parents should consider professional help outside the home and school.

Jeffco paid for a report on school closure, then shelved it.

Four years later, the district faces the same challenges.

When Jeffco leaders saved four out of five schools from closure in 2017, they knew they were just kicking the problem down the road.They said so at the time.

They even paid an education consulting firm $170,000 to look at how other districts handle school closures and make recommendations, but the report was shelved and never acted on. It wasn’t presented to the school board or the community, and no policies changed.

Instead, administrators worked on other priorities, even as enrollment continued to drop.

This spring, Jeffco Public Schools closed another small school, Allendale Elementary, with little warning for parents and no board vote. At one meeting, parents and teachers who wanted to talk about their school were turned away.

Another 28 Jeffco schools have enrollment below 200 students, a level that threatens their financial viability, and district leaders again are launching a conversation about what to do.

It’s unclear if the previous work will be used or need to be updated.

Steve Bell, Jeffco’s chief operating officer, points out that the district has different board members, a new superintendent, and even new administrators who all need to discuss

the issue.

“It’s incumbent upon us to draft and implement a certain set of criteria so we can address those things,” Bell said. “So that there is a very clear awareness both internally and externally in the district about how we do this.”

Since the 2017 proposal to close five Jeffco schools, several things interrupted the work of planning for school closure, Bell said.

When Bell and his team first hired MGT Consulting to do the outside review, they thought more school closures were imminent. But just months later, new Superintendent Jason Glass issued a two-year moratorium on any school closures.

Bell said the district decided MGT’s findings would still be relevant long-term and continued the project.

Then in 2018,Jeffco voters approved local tax increases to fund a slew of capital improvements. That again put school closures farther away.

When MGT presented its recommendations to Jeffco’s leadership team in 2019, Bell said that the district was occupied with bond projects and other work and didn’t immediately pick up on the difficult task of creating a long-term plan for school closures.

And the moratorium was still in place.

In August 2020, Superintendent

Jason Glass left the district to serve as Kentucky’s education commissioner. He could not be reached for comment.

Mike Raisor, senior vice president of the education solutions group for MGT, said he reached out to the district months later and even had a meeting scheduled in March of 2020.

It was canceled as the pandemic shut down schools and pushed districts into emergency response mode across the country.

“We did an extensive, extensive amount of work,” Raisor said. That included reviewing similar-sized districts across the country and researching their policies, practices, and procedures around school closures. Consultants also interviewed administrators from some of those districts.

Chalkbeat submitted a public records request for MGT’s report and received only a 17-page document labeled as a draft.

The report, dated January 2019, laid out recommendations for monitoring school capacity on an annual basis, creating clear thresholds that would trigger decisions, and developing timelines that would allow for community feedback.

MGT compared Jeffco to 13 other districts across the country, including some that had more or fewer students, but none had more schools than Jeffco.

Although the report is labeled a

draft, MGT officials say the report was final and just waiting on district input to be formally reprinted as a final report.

MGT officials say they also submitted an 800-page appendix with more details about research, other district’s practices, and an analysis of Jeffco’s school enrollment and building conditions. Chalkbeat requested the appendix but has not yet received it. Bell said he just learned about the existence of that appendix this week after Chalkbeat asked about it.

After learning about the MGT report, Amanda Duran, an Arvada mom of two Jeffco students who has been concerned about the district’s approach to school closures, said she was disappointed the review didn’t include parent input.

“These decisions are affecting so many families,” Duran said. “They should definitely start including us as parents that do have kids in Jeffco. Community involvement is huge. That should be one of the main priorities.”

Some of the first contract documents with MGT mention a possibility of doing community outreach as part of the review and recommendations, but that didn’t happen.

Metro Denver’s office market is soft

he COVID-19 pandemic has caused chaos in every place it has touched. That is true at all levels — local, state, nationally and internationally. We learn more about that impact and influence just about every time we pick up a newspaper or catch news clips on our smartphone or computer.

According to CBRE, a real estate services firm, the Denver metro leasing and development office market has been significantly impacted negatively. According to their report, the metro-wide vacancy rate rose to 18.8% during the second quarter of 2021. That doesn’t account for the still-increasing amount of sublease space hitting the market. There is now roughly five million square feet of technically “leased” space available to would-be second renters.

LETTER TO THE EDITOR Westminster Recall was about more than water As a member of the Defend Westminster group, I take exception to the allegation that our group made this recall into a partisan endeavor.

I submit that the Water Warriors, in hiring Scott Gessler and selecting Kathleen Dodaro as their candidate, made this recall partisan. Scott Gessler is a well-known Republican lawyer in the recall world, and Kathleen Dodaro is a House District 35 Republican party official.

The Water Warriors may have started out genuinely as a non-partisan group with a concern about water rates, even though the recall was not a solution to the issue. However, the discussions on Next Door and on the Water Warriors Facebook page were clearly about more than that. There were concerns about salaries of Westminster employees, concerns about the process that Jon Voelz was appointed under - which is the official vacancy process for the city concerns about the kind of development in Westminster, etc.

Having attempted with no luck to discuss why water rates were high and the need for new infrastructure in the city, as well as climate change and drought, it became apparent to me that something more than water rates was at play.

We have different visions for the future of the city of Westminster. I will continue to support those candidates that work for clean and safe water for drinking and recreation and a sustainable city with affordable housing so that my children and grandchildren can afford to live here.

Advisory question on Westminster wards was muddled Last fall, Westminster City Council unanimously voted to place an advisory ballot question on the November 2021 election regarding the concept of some City Council members being elected via geographic representation i.e. wards or districts.

Whoever drafted the two polling

questions really muddled the wording. The first question produced a plurality response that was undecided about the concept. Even the second question which produced 65% support could have been written clearer.

It states “At this time, all City Council members in Westminster are not assigned to represent specific areas of the City like in some other places in Colorado. This proposal would mean that voters throughout the City would still have the opportunity to vote for each City Council member, but this Commission would study whether or not a City Council member should represent just one geographic area of the city. Knowing that, do you support or oppose creating a commission to study this issue further?”

Recognition begins with appreciation

T

he business operates seven days a week in the summer months. Some days are busier than others, with cusWINNING tomers waiting WORDS in line. Most wait patiently while others, well … not so much. Inventories can run low, and sometimes be out of stock.

The point-ofsale system is Michael Norton usually working properly, but sometimes it needs a little troubleshooting. Not to mention the cleaning, maintenance, and routine chores that must be tended to daily that are required to keep the business running properly and ensuring amazing customer service.

Observing this team of overachievers, I was super impressed. They worked well together, smiled while they worked, took a genuine interest in their customers, and created a wow experience for everyone they served. Many times, I saw them go above and beyond in the way of customer care. They worked in harmony to get the job done. It was a sense of teamwork rarely displayed in even the best of corporate environments.

As in any business, shifts need to be changed and covered, illnesses happen, family vacations are planned, and unexpected events can disrupt even the tightest schedules. The team came up with a system to make sure that all shifts would be covered, and although it came close a few times, they never found themselves short-staffed.

This was a well-coached staff and an extremely bright and motivated team that worked so hard to get the job done. Some were leaders, some grew into leaders, and watching them this season, I knew that some were future leaders. Not only in this business, but I could tell that these were individuals who would contribute to the success of any organization that would be lucky enough to hire them and who would be both emerging and transformational leaders wherever they would go.

Oh, by the way, I am referring to a staff of about 22 hard-working, loyal, and awesome young ladies ranging in age from 14 to 20. They are such an impressive team, truly one of the most talented, smart, and fun staff I have had the privilege of witnessing in my many years in business.

Kudos to each one of them and a big shout out to the woman behind these young ladies, Kim Norton. As the owner and Chief Ice Cream Mixologist of Norton’s

Main Scoop, she puts so much effort into interviewing, hiring, training, and developing the team. And more importantly, she has a deep respect and appreciation for each person on the team.

Even more than making some ridiculously delicious ice cream, the team’s growth, safety, and well-being are her top priorities.

Although the business operates seven days a week for the summer, Kim decided to completely close the shop for a day this year to throw a staff appreciation party. She closed so that everyone could attend. Each team member had opportunities to share stories, great memories, funny customer experiences, and further bond as a team. And they all received small gifts as a show of appreciation. And some received awards for Most Valuable Player, Rookie of the Year, and other such honors. It felt more like a family gathering instead of a company event.

Some of the girls have been a part of the business for the past four seasons and will be leaving for college. Their contributions will never be forgotten, their smiles will remain a part of the business forever, and their positive attitude will be their legacy for those who follow behind them.

The main example I would cite is the issue of who should elect those council members who would represent specific geographic areas?

Should they be elected by ONLY those voters residing in that ward/ district or should ALL Westminster voters select district area council members?

One reason to consider geographic representation in the first place is to achieve better and closer communications between the elected officials and their constituents.

Having the entire electorate decide geographic representation overly dilutes and weakens closer connections. Also, the same language totally ignores the possibility of having a blend of at-large elected council members and ward/district council people. In my opinion, having all six council members elected from wards/districts would be a big mistake. A better balance would be three from wards/districts and three at large.

Mayor Seitz and council candidates said they favor the balanced approach. It is important to point out that each of the three wards/ districts would represent approximately 38,000-40,000 citizens.

State supremes provide help on census deadline Thanks to the Trump Administra-

tion, the decennial federal census is behind schedule. In turn, it has pushed the Congressional and state legislative redistricting commissions in our state to seek Colorado Supreme Court help on the pending deadlines.

The state Supremes’ decision left commissioners and their attorneys scratching their heads. Both the Congressional and state senate/house districting plans are incomplete at this time. Due to the slow and incomplete work done under the Trump Administration, staff members are still crunching numbers and holding public input sessions. At least the Colorado Supreme Court gave deadlines to file briefs on the dilemma — October 8 for Congressional work and October 22 for state legislative input.

Per our State Constitution, the commissions were to finish their Congressional maps by September 1 and the state maps by September 15. Hopefully, the court will provide some additional time for the two commissions to complete thorough and well-thought-out district maps for the 2022 election. This could have been avoided!

Making sense of new county-level data on religious diversity

he Denver metro area is religiously diverse and it’s becoming increasingly so.

A new study by the Public Religion Research Institute – called the 2020 Census on American Religion – found that “religious diversity scores” for Adams, Arapahoe, Douglas, and Jefferson counties in 2020 were all above average when compared to the rest

of the U.S. The average religious diversity score by county in the country — on a scale of .02 to 0.9 — is 0.62.

Meanwhile, Arapahoe County received a score of 0.81, Adams County was 0.79, Douglas County was 0.77, and Jefferson County was 0.78.

The array of religious identities in the Denver metro area — where one religious subset doesn’t represent more than half of the population — doesn’t surprise Carl Raschke, professor of religious studies at the University of Denver.

“Historically, Colorado has been a place for religious freedom and religious experimentation,” Raschke said. “Colorado is a lot

harder place than other parts of the country to figure out or get an actual profile out of.”

In making sense of the new PRRI data, Raschke and other experts explained that some religious groups maintain large numbers and influence because they have been around for a while. However, the Denver metro area religious landscape continues to shift in noticeable ways because a lot of people migrate to the area, both from within and outside the U.S. Muslim, Hindus and “nones” Averaging data for Arapahoe, Adams, Douglas and Jefferson counties, white evangelical Christians represent 16% of the population, 8% are Hispanic Catholic, 1%

are Muslim, 2% are Jewish, and 31% are religiously unaffiliated.

Across the U.S., the average for white evangelical Christians is 14%, 8% are Hispanic Catholic, 1% are Muslim, 1% are Jewish, and 23% are religiously unaffiliated.

The county-level data is from a PRRI survey that collected hundreds of thousands of responses from adults across the country between 2013 to 2019.

Tracing similar data from previous years is difficult, given that the county-level data in the 2020 Census on American Religion is the first of its kind.

ost people in the metro area are at least a little familiar with historic sites like the Molly Brown House and the Brown Palace. But there’s undoubtedly some who will not recognize the Gonzalez Brothers’ Moorish Revival House or the Denver Zoo’s Bear Mountain and Monkey House.

For those who don’t know, the Moorish Revival House was built in 1938 at 1585 Glencoe and features a courtyard with skylights, murals and a fountain, plus sunken and raised floors throughout. Jose and Ramon Gonzalez were both designers with creative flares, and did design work on the Mayan Theater. As for the zoo’s Bear Mountain, it was completed in 1919 and was the first natural habitat animal enclosure in the country. As such, similar setups were implemented in zoos all over the country.

Historic Denver wants people to know more stories like these, and that’s the aim

of the new 50 Actions for 50 Places campaign. The project was launched to mark the 50th anniversary of the organization.

“We wanted to try to recapture the original grassroots spirit that led us to preserve places that are important,” explained Annie Levinsky, Historic Denver’s executive director. “At the time we had one of the largest memberships in the country and we want to get back to that. People often think preservation is something older people do, but it really is multi-generational.”

The list of 50 places was gathered because of a months-long campaign that solicited the Denver community for places and spaces that deserve to have their story told and memorialized in the coming years.

Historic Denver received more than 100 nominations and selected options that recognize the full diversity of the city. The resulting list includes arts and entertainment sites, civic assets, cultural landmarks

and homes.

The actions that will be embarked upon are as varied as the sites themselves, Levinsky said. Some will require research about their history, others technical assistance and some recognition through state or national programs.

“We’ll be working with the property owners and community members who nominated the sites to develop a plan,” she said.

“We’ve raised $50,000 for the campaign, and residents can get involved by donating to our organization or a specific project.”

Some of the places readily welcome visitors, while others are great for walking by and appreciating the design. And even if you’re not comfortable going out and about, Historic Denver has you covered — on its website you can virtually visit all the locations and learn something about them.

There are a few reasons for that.

First, Raschke said, “what’s happening in Denver is pretty much following religious and demographic trends nationwide.”

What’s happening in the U.S., such as the dramatic rise of the nones, is happening here.

However, certain migration patterns also uniquely affect the Denver area’s religious makeup.

“As you migrate more people to a place, it changes. And it is influenced by those that are moving in and the size that is moving in,” said Elizabeth Garner, state demographer with the Colorado Department of Local Affairs.

One of those groups is young adults, representing a large percentage of the nones in the U.S. “Typically, when we migrate people to Colorado, and to Denver, we migrate young adults,” Garner said.

Then there are racial and ethnic minority groups coming to the Denver metro area from within the U.S. and outside. Both have a major impact on Colorado, Garner said.

In Colorado, “...migration has a larger influence than birth. Not every state is the same,” Garner said. “In terms of religion, that’s what I would assume as well. Is that where we migrate people from, and those trends will influence what happens in the state.”

“Preservation has a reputation for being reactive, but we want to get ahead of things and support these places and the people who take care of them,” Levinsky said. “Seeing these places is a great way to get to know the city.”

Ben-Masaud, who was born and raised in Colorado, said his dad moved to Colorado in 1977 and at the time, there were only two mosques in the Denver area that people held inside their homes.

Now, there are dozens of mosques in the metro area.

The Front Range’s Muslim community started with a small number of immigrants and refugees who primarily arrived from other countries, Ben-Masaud said.

But now, the growth is a byproduct of several factors. Those early immigrants began having families and some middle-income Muslims moved from other states for work.

The continued influx of refugees from Muslim-majority countries also counts, he said.

From 2000 to 2010, 56% of foreign-born Coloradans were from Latin America, 21% were from Asia, and 11% were from Africa, according to U.S. Census Bureau data provided by the state demography office. From 2010 onwards, 38% are from Latin America, 33% are from Asia, and 15% are from Africa.

More mosques No matter the cause, Ben-Masaud, said Colorado’s new Muslim communities are growing.

“The idea is that now that firstgeneration American (Muslims) or second-generation American (Muslims) are connected to these mosques, religious centers, faith centers,” Ben-Masaud said. “We can now continue the growth of the community and continue to serve the community and then maybe provide some of the services that our parents couldn’t.”

Ben-Masaud said that people born in and raised in larger hubs for local Muslims – such as central Aurora – are moving into quickly developing areas, such as south Aurora and Centennial.

“A lot of those families have been established. They might have lived closer to the mosque and the school here 30 years ago when they first came. Now they are established. Now their kids have kids. Now they have income, and they are buying the houses out there,” the imam said. “Who

In the coming years, Ben-Masaud said new mosques will likely be built in southeast Aurora and Centennial.

Ben-Masaud also noted that there’s a large Afghan Muslim population in Northglenn and Thornton, who are members of the Metro Denver North Islamic Center, or Masjid Ikhlas. Many of the people who attend the Islamic Center of Golden are students from the Persian Gulf region who are studying at Colorado School of Mines, Ben-Masaud said.

For Ben-Masaud, it’s been neat to observe the drastic growth of the metro area Islamic community over time. “We grew up thinking, `why are we here, why don’t we live in California?’ But now everybody is coming here and there’s now like, okay there’s attention on us, there are more people with experience coming in,” he said. “We’ve really become this geographic hub, that while isolated, it’s looking positive for the future.”

Shortage of cans hobbles craft brewers Supply crunch causes problems for one of Colo.’s signature industries

Talbott’s Cider Company used to package its hard cider mimosas in colorful cans purchased for 12 cents each from a Westminster supplier.

But a monthslong supply crunch has forced the Palisade cidery to get creative: Now, the cans come blank from Korea and are wrapped by hand in a waterproof label — more than doubling the cost.

It’s a struggle going on all over Colorado as breweries and cideries have scrambled to find new suppliers of aluminum cans and related materials due to soaring demand and an international dearth of the lightweight metal containers. The scarcity has increased costs that in some cases are passed on to consumers.

Manufacturers say the pandemic dovetailed with a growing preference for infinitely recyclable aluminum over plastic bottles, and a booming enthusiasm for canned hard seltzers. Breweries and cideries, meanwhile, abruptly shifted to cans — over kegs — for survival when the coronavirus shuttered bars and restaurants, prompting people to drink more at home.

of the Colorado Beer Distributors Association, said brewers have felt the pinch.

“My members carry all the major brands — Miller, (Molson Coors), Anheuser-Busch imports and also crafts — and we are seeing a lot of out-of-stocks lately,” Findley said.

Molson Coors Beverage Co. operates the Coors brewery in Golden.

Anheuser-Busch owns Littletonbased Breckenridge Brewery.

Packaged alcohol sales have slowed since their pandemic highs last summer, but some breweries still can’t get the price, quantity or container they want as they go through peak selling season for canned beer, said Bart Watson, chief economist at the Brewers Association, a national trade group based in Boulder. Colorado may be more affected than other states due to its concentration of craft breweries using cans, he said.

The can shortage first hit Talbott’s Cider Company in the summer of 2020. Operations manager Charles Talbott said he received an email saying it would be about a year before the cidery could get cans from its usual supplier, Westminsterbased Ball Corp., one of a few giant can producers in the U.S. The company struggled to find replacements. Talbott had to store cider in chilled tanks as he tried to find cans to package it in.

He ultimately turned to cans imported from Korea (17 cents each) which an employee feeds by hand into a machine to wrap it in a

high-quality waterproof label (9 to 13 cents each). They have to order a minimum of 16 pallets at a time — each with more than 7,000 cans — and have partnered with a local brewery, Palisade Brewing Company, to get a bulk-order price.

“Your bigger producers, your large domestic breweries got first right on a lot of (the cans), and unless you were ordering a sufficient amount from Ball, you kind of got put at the back of the list,” said Talbott, who now doesn’t expect to get preprinted cans from Ball until 2022. “Anytime you let something sit for that long, you … can have issues,” he added, of the cider stored in the tank.

Pandemic slammed breweries The shortages come as more than 30 breweries in Colorado have shut down during the pandemic, the greatest number of closures since Prohibition, said Shawnee Adelson, executive director of the Colorado Brewers Guild. Cideries and breweries of all sizes have been affected by the lack of cans, which industry experts forecast will continue through the next year as can-production facilities build the capacity to meet demand. Other beverages sold in cans, like soda, have been similarly affected.

Scott McCarty, a spokesman for Ball, one of the largest can producers in the world, said the company is adding new production lines and building three new plants that are expected to add at least “6 billion units of can capacity.”

the demand for cans declining. Hard seltzers have had explosive growth, and soft drinks and sparkling water are also now shifting to be packaged more in cans. Hard seltzers accounted for more than $4.6 billion in retail sales in the last 12 months, up from $910 million in the 12 months that ended in July 2019, according to NielsenIQ data provided to the Colorado Sun. Demand for cans was unprecedented in 2020 and hasn’t slowed in 2021, McCarty said.

In the meantime, some brewers have turned to bottles, which are heavier than cans and can be more difficult to ship. Others are slapping new labels on empty cans stamped with beer varieties they no longer sell. Some breweries that didn’t package beer onsite before the pandemic have added small canning lines or hire mobile canners that bring equipment to the plant, said Adelson, with the Colorado Brewers Guild.

“The hard thing with a can shortage is, even if people are able to get cans, their costs have gone up,” she said. “It’s a difficult time and it’s unfortunate that this happened when it did because it was just like a double whammy for a lot of breweries, especially the packaging breweries, to try to handle the pandemic as well.”

The extra costs have hit Palisade Brewing Company, which began buying imported cans with Talbott’s Cider Company and labeling them onsite.

Uber, Lyft passengers get price-hike shock Ride-share companies see shortage of drivers

Uber prices were up 40% in April compared to the previous year.

Hailing a ride can also take much longer than normal with so few drivers available.

With taxi services on the decline, in large part because of the Uber and Lyft disruption, riders are often left with few options. They can learn to live with the higher prices, drive themselves or simply stay home.

Nick Kroeker was out with his wife and two friends in Denver’s hip River North neighborhood earlier this summer when the group decided to call it a night and head home to Centennial just before midnight.

Kroeker opened up his Uber app to hail a ride home and was shocked. The cost for the 19-mile trip on the Saturday night in June?

Nearly $150, and the prices at rival Lyft weren’t much better.

Before the pandemic, the trip using a ride-hailing service cost between $20 and, at most, $60.

“There weren’t any other options,” Kroeker said, “so we had to take it.”

With many pandemic restrictions lifted across Colorado and vaccination rates ticking up, people are returning to their normal routines and activities. That includes their use of Uber and Lyft, ride-hailing apps that for years have provided a safer way to get home after a few drinks or have allowed people to avoid the headache of trying to park in a crowded area.

But those who use the services have lately been in for a jaw-dropping surprise when they dust off the application’s cobwebs after months of inactivity and find that prices have shot up, because demand is outpacing a reduced supply of drivers, triggering dynamic pricing that Uber and Lyft use to try to address the imbalance. A Rakuten Intelligence study found that

Winsor said she waited 20 minutes for a Lyft XL — a vehicle with more seats — even though she was traveling alone. Getting a smaller-sized car would have taken even longer and she was ready to be home after her flight was diverted to Wichita, Kansas. Winsor looked for a cab but didn’t see any available. She even tried asking fellow ride-sharing passengers at the airport where they were headed to see if she could split the cost with them.

“It left a terrible taste in my mouth about Lyft,” Winsor said. “I thought about canceling my account.”

Some say they are now avoiding Uber and Lyft whenever they can, rethinking that second or third drink to stay sober for the drive home. That has a trickle-down effect on the economy as Colorado restaurants and bars battle back from the pandemic downturn.

“It has made us decide to drive a little more, which is unfortunate,” said James Dixon, who lives in Adams County and has been keeping track of the price hikes.

“We’ve been noticing the increases for quite a while.”

Dixon arrived back at Denver International Airport on Aug. 1 after a trip and opened the Uber app to find an $85 quote for a ride home.

Before coronavirus, the same trip would cost about $40. He settled on Lyft, which after a tip cost him $61.

Dixon said he and his wife like to enjoy Colorado’s craft beer scene, but they’ve had to think twice about venturing out because of the cost of a ride-hailing trip. He’s also rethinking taking Uber or Lyft to the airport, which he does frequently for work, because parking at DIA may end up being cheaper.

Spokespeople for Uber and Lyft said the increased prices are due to a spike in demand as the pandemic eases. There simply aren’t enough drivers working to keep up with all of the people who want to get out of their homes for the first time in more than 15 months.

“As more people are vaccinated, demand from customers has increased, which has caused longer wait times,” said Michele Blackwell, public policy manager for Uber.

“We’re working to bring more drivers and delivery people onto the road.”

Incentives offered The ride-hailing companies are offering incentives to get more drivers on the road and work out the imbalance. (“For anyone interested, now is a great chance to earn money flexibly on your own schedule,” Blackwell said.) But they’re running into the same problem finding workers that other employers are experiencing.

complained about low pay and a lack of benefits.

A Lyft spokesperson said the service has “added thousands of drivers in the past few weeks and it’s already leading to a better rider experience with wait times down more than 15% nationwide, and down 35% in some major markets.”

“For drivers, it continues to be a great time to drive, with drivers in top markets earning significantly more than they were pre-pandemic,” the spokesperson said in another nod to the driver shortage. The company didn’t elaborate on how it is that some drivers are earning significantly more money.

Lyft has a new “Wait & Save” feature that allows riders to delay their trips until the cost goes down. But Dixon said it can take a halfhour or more for the charge to become more palatable.

“When you have a trip to the airport,” he said, “it’s just not a possibility.”

Ryan Howard, a frequent Uber user who lives in Denver, paid about double last month — or $30 — for a 14-minute trip downtown to get a haircut. He checked Lyft to see if it was any cheaper, but it wasn’t.

“I did consider driving, but trying to park down on 16th Street isn’t easy at any time — especially when you’re trying to make an appointment,” he said. “As a consumer, there’s really not a whole lot you can do.”

Report shows link of income, COVID risk

Consider, for a moment, two neighborhoods in Denver: Platt Park and Westwood.

Both are in the southern half of the city, separated by a two-mile drive along Mississippi Avenue over the railroad tracks. Both are home to lots of young families. And both, of course, are 16 months into weathering the coronavirus pandemic.

But, according to a new report by a respected Colorado health policy think tank, the two neighborhoods have had dramatically different experiences with the virus.

Westwood, where 90% of residents identify as non-white and many are low-income, has some of the highest rates of coronavirus cases of any neighborhood along the Front Range in the new study from the Colorado Health Institute. Platt Park — mostly white and relatively affluent — has some of the lowest.

The bracing disparity reinforces what researchers and public health authorities have seen throughout the pandemic: Coronavirus hasn’t hit everyone equally.

“People with the means to avoid risky situations and to work at home were more successful at avoiding COVID-19, while their less affluent neighbors — literally across the tracks in this case — suffered the brunt of the pandemic,” the institute writes in its report.

Among all the information regularly published about the pandemic’s

impacts in the state, the Colorado Health Institute report is unique in that it uses data from a system called the Colorado Health Observation Regional Data Service. This service allows researchers to examine data taken straight from patients’ medical records. The data is aggregated and de-identified, meaning it cannot be used to reveal personal medical information.

The service, known as CHORDS, mostly covers the Denver metro area, with some reporting from Larimer and Weld counties. Overall, it captures information from about a quarter of the population in the areas it covers — so the numbers in the Health Institute’s report should be thought of as a representative sample rather than as a comprehensive accounting, said Joe Hanel, a spokesperson for the Colorado Health Institute.

What’s more, because CHORDS has data only on people who sought treatment for COVID-19, the Health Institute report doesn’t track where all infections occurred, just the ones that resulted in the most serious illnesses.

But the new report aligns with what Denver officials have been reporting for months on their own COVID-19 data dashboard. And it captures persistent inequalities that show up in all kinds of measurements of health and opportunity in the city.

Tracing the `inverted L’ The Colorado Health Institute mapped the findings of its study, revealing a familiar pattern in Denver:

One cluster of high coronavirus rates runs up Federal Boulevard; another follows Interstate 70, with the exception of the Central Park neighborhood, formerly known as Stapleton.

This is the “inverted L,” and the neighborhoods that sit within it all tend to be lower-income and more diverse — and also to fare worse in various socioeconomic measures, as the news site Denverite has reported.

For instance, the L shows up when looking at rates of education or tree cover.

Dr. Judy Shlay, a family physician and the associate director of Denver Public Health, said it would show up if you are looking at diabetes rates or other measures of health. It shows up in life expectancy.

“All sorts of different health outcomes tend to be worse in these areas,” Hanel said. “These are areas where COVID-19 was also a lot more pronounced.”

Westwood, which lies west of Federal Boulevard, is on the inverted L’s path. Platt Park is not.

The Colorado Health Institute study found that people living in Westwood had coronavirus infection rates more than double the average of all the neighborhoods included in the study.

Infection rates for residents of Platt Park were about a third of the average.

Similarly, data from Denver Public Health shows that residents of Westwood had one of the highest COVID-19 hospitalization rates in the city, while residents of Platt Park had one of the lowest. The rate in Westwood

is 12.7 hospitalizations for every 1,000 residents — more than eight times the rate in Platt Park.

To Shlay, there are a number of reasons why coronavirus might have hit Westwood harder. Faced with an affordable housing crisis, multiple generations of families may live under one roof, creating the kind of high-density settings where coronavirus thrives. People in lower-income areas may be less able to work from home, putting them in the virus’ path out in public.

In communities with higher rates of people who don’t speak English, such as Westwood, language may pose a barrier to accessing health care or getting good information.

“If you don’t have resources in the community and there’s longstanding inequities, when a pandemic comes up, you’re going to see it,” Shlay said.

Hanel said these patterns of inequity don’t just show up in Denver. In the Colorado Health Institute’s analysis, they also were evident in parts of Adams and Weld counties.

Achieving vaccine equity Worryingly, the inverted L also shows up in Denver data on vaccination rates. But here Shlay is optimistic.

Earlier this year, Denver showed a broad disparity between neighborhoods like Westwood and ones like Platt Park. Today, that disparity still exists, but it is smaller.

Hope House hosts record-breaking golf tournament Nonprofit benefiting teen moms raises $266,000 at 2021 Joe Coors Hope House Classic

Hope House Colorado held its 17th annual golf tournament fundraiser on July 28 at the Sanctuary golf course in Sedalia, selling out the event and raising $260,000 to benefit the nonprofit’s self-sufficiency programs for teen moms.

108 golfers playing in foursomes took part in the tournament, which has been held at the Sanctuary for the past six years and has been dubbed the Joe Coors Hope House Classic for the past five in honor of longtime Hope House donor and one time congressional candidate Joe

Coors.

Proceeds from the tournament go towards Hope House’s self-sufficiency programming, which includes the nonprofit’s residential, early learning, high school and GED and career services.

The event began with a brunch buffet followed by an 11 a.m. shotgun start on the course. After a day of golfing, attendees were treated to a catered dinner at the clubhouse and a live auction. They also heard from Hope House Founder Lisa Steven and a teen mom.

Steven said she was thankful to have everyone back together in person this year after over a year of social distancing.

“I’m so grateful we could be with our golfers this year,” said Steven, “especially as we were able to gather together following a fun day of golf to raise money for our teen moms in an exciting live auction! We have amazing donors who understand that our teen moms need our sup-

port more than ever, especially as economic challenges remain prevalent following the pandemic.

“They stepped up in huge ways to meet that need,” Steven continued, “and our teen moms are so blessed by their support. Our mom who spoke was such a gift and was so brave of sharing her story. I think she really clearly articulated how being a part of Hope House has changed the direction of her life.

People were really joyful and happy to be together.”

The tournament was renamed the Joe Coors Hope House Classic after Coors passed away in 2016 at the age of 74. Coors’ daughter Holly said that her father was touched by Hope House’s mission of helping teen moms in need and felt compelled to contribute to the nonprofit.

“He was on their board for many years,” said Holly. “Something about their story and the desperate need for these young women and how Hope House operates and gives them

a place to stay and an education and teaches them about God — all of that kind of checked the boxes for my dad.

“He just had a huge spot in his heart,” Holly continued, “for the underserved and (Hope House founder) Lisa Steven, her enthusiasm and her love for these young women I think just captivated my dad and caused him to become extremely involved.”

Holly attended this year’s event and continues to be involved in Hope House, following her father’s philanthropic legacy. She said that the services Hopes House provides help people in need build up their self-worth.

“I think what Hope House does,” said Holly, “through opening its doors to these young women and giving them a place of belonging and acceptance, and then helping them with the requirements of getting your GED, taking those steps that you need to either pursue a college degree or full time work.”

“We’re just kind of waiting for the other shoe to drop,” he said.

The Colorado Department of

Public Health and Environment decided to let local public health officials and local officials determine protocols for in-person learning and activity participation, according to a press release from the Colorado High School Activities Association.

“Local public health officials and school districts have the autonomy to adopt stricter standards than the national and state recommenda-

tions, based on the conditions in their area,” the release said.

Unvaccinated Aurora Public Schools’ coaches and athletes will have to get a test every two weeks.

“Masks are required for all adults indoors. Students are optional,” said Thornton High School athletic director Patrick Woytek. “Otherwise, we are about normal.”

Yet. “As of right now (Aug. 6), we haven’t been communicated any restrictions or rules,” Humphrey said.

“While it’s not perfect, we are definitely better than where we were a month ago, two months ago,” Shaly said.

Denver also continues to show a big racial gap in vaccination rates.

Red Rocks Amphitheater, received a new stage roof from GH Phipps in July of 2021. This new roof will allow for more protection from the unpredictable Colorado weather.

Red Rocks’ original roof was built in 1988 and has since outlived its life expectancy. The stage renovations are a part of the Elevate Denver 10year bond program. The amphitheater is part of the Denver Mountain Parks system.

“It hasn’t been lost on our design and construction team that the greatest bands, musicians, and performers around the world want to perform at this famous venue, we just happen to be ‘performing’ as construction specialists,” said Kyle Casinelli, the project manager for the roof installation by GH Phipps.

“The new roof will provide a much more safe platform for stagehands and riggers while providing greater access and more space for more lights, camera, and sound via a cable-mesh system. It’s almost as if the stagehands will be able to walkon-air, while greatly enhancing an already incredible entertainment experience.”

Several factors had to be considered when building the new roof. It is built with more natural supplies and allows for five-times more rigging capacity along with the support of roughly 36,000 pounds of rigging equipment.

Findley, with the beer distributors association, said his members are starting to see a shortage of bottles and are battling a lack of warehouse workers and truck drivers to deliver products to restaurants, liquor stores and grocers.

Talia Haykin, who owns Haykin Family Cider, a small-batch cider company, says the cost to ship corks, bottles and apples has shot up recently. The Aurora-based company bottles its cider due to its high carbonation level, she said.

Haykin orders German-made bottles from a company in Canada that recently warned in an email that increased freight costs would be passed on — in the form of a $175 surcharge per pallet. The corks, imported from Portugal and supplied by a California company, were out of stock for a period and then their shipping costs abruptly increased from $100 to $175 per bag. And when Haykin tried to order shipments of apples and juice from the West Coast, she couldn’t find truckers to take the load.

“If all of our costs are increasing all around us, the question has to become, do we then increase … the cost of our goods?” said Haykin, noting the cost of her accounting software has also gone up. “Because there’s only so much you can absorb as a small business.”

expected shipment of 12-ounce beer cans, the news set off a whirlwind to find replacements before the company ran out of its remaining two- to four-week supply.

Head brewer Danny Wilson said he scoured a half-dozen websites each day looking for anyone selling a pallet — a piecemeal alternative to the brewery’s typical practice of ordering 24 pallets at a time. The company switched over to the more available 16-ounce cans. It bought blank cans — rather than preprinted containers — and leased a labeler from another brewer to add stickers to each.

The cost per can went up. But there wasn’t a real alternative.

“We are a small company so having a year’s worth of revenue just sitting there — it’s not what we do,” Wilson said. “We still have bills to pay, we still have contracts for hops, contracts for barley,” and rent, utilities and more than 30 employees to pay.

Wilson thinks the crunch is easing. His usual supplier said the brewery can expect to get preprinted cans for its top-selling beer — the Dirty Hippie — by mid-September.

The company on July 26 also received a truckload of blank cans from a domestic supplier, saving them a few cents per can.

to dealing with companies of “extreme scale,” like Anheuser-Busch or Molson Coors, which have huge Colorado operations, said Watson, the Brewers Association economist.

Those larger companies would likely be first in line to get cans as supply becomes available. Most craft brewers, defined as producing no more than 6 million barrels of beer a year, go through intermediary brokers, and are fairly new to using cans — 10 years ago, “it would almost all be in the other bottles or kegs,” he said.

Brokers and suppliers have imported cans, but Canada and Europe have had similar supply problems, Watson said. Some buyers looked to China but there were concerns about tariffs, quality and “stretch-

ing your supply chain that far.”

Watson saw cans made in Hawaii — distinguishable for their unique ridged top — in Colorado markets, a sign of the strained supply chain, he said.

While government funding and a big uptick in to-go sales helped breweries financially weather the pandemic, he said more might have increased their package sales had they been able to get cans.

“Not being able to get enough cans meant a lot of them couldn’t sell as much as there was actually demand out there,” he said.

In-brewery sales have held up better than draft sales at bars and restaurants, he said.

The shortages extend beyond cans for beer and cider.

Polis extends eviction protections for some renters Thousands of Coloradans are still waiting for promised rent assistance

A day before the national eviction moratorium ended, Gov. Jared Polis gave struggling Colorado renters more time.

On July 30, Polis extended a prior order to give renters more time if they’ve applied for help and are still waiting for the state’s emergency rent assistance program to make payments.

The national moratorium, set by the enters for Disease Control and Prevention, ended July 31.

“The demand for this state and federal aid has been immense, and these programs need time to provide aid to tenants. This directive provides assistance to Colorado residential tenants at risk for eviction while state and federal funds are distributed,” reads Polis’ order.

The state’s Emergency Rental

Assistance Program offers struggling renters up to 15 months in past-due and future rent payments.

But the program experienced delays since it launched in February.

Part of the reason was the January influx of applicants after the state’s own moratorium ended, a rush that overwhelmed the housing division. But new rules to implement the federal funds also meant the state had to update its rent aid program, causing additional delays.

But tenants who applied later in the spring and learned they were approved for funding found themselves waiting for weeks and months, with limited communication from the state Department of Local Affairs’ division of housing.

Jana Happel, a staff attorney at the nonprofit Colorado Legal Services helping tenants stay housed, said that some of her clients had waited more than two months after getting approved.

“The problem is that with all these people who’ve been approved, they can get evicted when the moratorium expires (even though) they’ve been waiting for the check to come,” Happel said in

an earlier interview.

Congress allocated $690 million to Colorado just for the rent assistance program through two relief acts passed in December and March. To date, less than 5% of those federal dollars have been paid to renters, according to DOLA data.

This week, officials with DOLA blamed the delays on fraud but declined to elaborate on the extent of the fraud or why those approved have not been paid.

Polis’ July 30 order only helps residents who can demonstrate that they or their landlord have submitted an application for assistance.

The state has so far paid or approved $121.7 million in housing assistance to 36,858 households, though most of the funds came from state coffers or last year’s

federal CARES Act. About 10,000 applicants were denied funds and another 10,000 have been submitted, are under review or are missing information, as of July 28, according to DOLA data.

Also on July 30, Polis announced that his administration would require that unvaccinated state workers be tested twice a week for COVID starting Sept. 20. Unvaccinated workers already must wear face masks indoors in public spaces.
