e participants of course include law enforcement, re suppression, emergency medical, water service, sewer service and street maintenance/improvements as “core services.” e traditional perspective would say that parks, recreation and libraries are NOT among “core services.” Also, open space would likely be looked upon as not a basic service.

Homeless camps and homeless people involve police o cers to disband the camps. e need for police is based on people breaking the law and by threats as viewed by residents. Drug use is directly related to some homeless people who shoot up while at their camp. is also is a violation of law. Police need to enforce the law.
