Apartment fire leads to one arrest for arson, no injuries Fire contained to one unit in The Iris apartment complex, suspect treated at hospital and transported to jail Content warning: suicide, violence Emergency responders were able to avoid a potential catastrophe on July 18 after a fire started inside a unit of The Iris apartments (for-

mally known as Mesa Verde) located at 9700 West 51st Place on the border of Arvada and Wheat Ridge. No injuries were reported, and no other units were damaged in the fire.

One suspect — 34-year-old Michael Cunningham — was arrested and is

facing felony arson, menacing and attempted murder charges. Wheat Ridge Police Department Public Information Officer Joanna Small said Cunningham set the fire as part of a suicide attempt.

In the morning of July 18, Cunningham — a resident of The Iris — went to the building’s leasing office and told the employees there he planned to kill himself. Cunningham then left, at which time the

Taste of Arvada — Arvada’s annual culinary showcase put on by the Arvada Chamber of Commerce — sold out for the second consecutive year after going on hiatus for 2020 due to the Coronavirus pandemic. 1,500 people came to the Apex Center on July 21 to sample the best of Arvada’s local food scene.

Sixty vendors participated in this year’s events, ranging from mainstays like the Arvada Tavern to newcomers including Stone Cellar Bistro and Marmalade Lounge and Boutique. 50 volunteers helped the event run smoothly. “(I hope people get) a sense of community and being really proud of living here and visiting here and getting to experience

Republican Colorado House District 27 Candidate Christina Carlino submitted her intent to withdraw from the race on July 20, leaving a ballot vacancy the Colorado GOP hopes to fill by the end of the month.

Carlino said she withdrew from the race “due to unforeseen family issues.”

Colorado HD27, recently redrawn due to statewide redistricting, encompasses parts of western Arvada and Golden including the Leyden and Candelas neighborhoods.

at which time Cunningham went back into his apartment and set it on fire, ostensibly in an attempt to kill himself, Small said.

The Arvada Fire Protection District responded to the fire. Wheat Ridge Police officers talked with Cunningham for 17 minutes and eventually convinced him to climb out a window unarmed. In addition to the machete, Cunningham was found to also have a knife.

Small said that officers were able to alert Cunningham to the fact that the building could not be evacuated, and the fire could hurt more people.

Cunningham was treated at a nearby hospital on July 18 and transported to jail on the morning of July 19. His mental health was evaluated at the hospital and he was not transported on a mental health hold.

Aging in Place vs. Moving to a 55+ Community: Here Are Some Considerations It has been almost four months since Rita and I moved into our 2-bedroom rental at Avenida Lakewood, a 55+ community — plenty of time to make some observations about that decision, which I’m ready to share with our readers.

First of all, I’m talking about an “active adult” community, also known as “independent living.”

Not all residents here are even retired, much less in need of assistance in their day-to-day living.

Although a daily continental breakfast is one of the benefits, there’s no restaurant or meals provided.

Why would anyone want to sell their beloved single-family home with a vegetable garden and fenced yard for their dog?

Good question! We loved our home backing to Lookout Mountain, where we lived for 10 years before selling it in March. Our motivation was purely financial at the time, believing that we were at the top of the sellers market. We thought that “cashing out” and being a renter for a year or two might make sense financially, and we liked what we saw at Avenida.

In our minds, it turned out to be a good decision, but would it be a good decision for you? I’ve had some time now to weigh the pros and cons (mostly pros) about making such a move, and I thought it would make a good topic for this week’s column.

The most compelling positive about our move is that we gained a community which we lacked in the isolation of our single-family home. Yes, we knew and liked many of our neighbors, but our new home takes community to a whole new level.

had made more friends in our first month than we made in 10 years as owners of our single-family home. That’s entirely because it’s a 55+ community, and not because it’s an apartment building.

In a regular rental building, we might occasionally see a neighbor in the hallway, elevator or lobby, but the level of activity at Avenida — and I suspect at many 55+ communities — is such that it’s rare for me not to see neighbors every time I leave my apartment, not to mention when I engage in one of the group activities myself. When we’d leave our single-family home, we usually left by car from our garage, and the most “connection” we’d have with our neighbors might be waving to them through the car window. I might see my next-door neighbor when I walked to the mailbox, and I did meet fellow dog walkers when I took my dog out once a day.

In any given month there are over 300 group activities for our 275+ fellow residents. I’ve posted the calendar of July’s events at www.GoldenREblog.com. I myself will attend three fitness classes this week — one on strength building, another on balance and flexibility, and a third on cardio conditioning. Rita likes her Mahjong group and a couple card game groups, and she is joining me on two of those workouts. I’m on the group that writes the monthly newsletter.

That’s just 2% of the available activities, however, and over half our fellow residents engage in 10 or more activities each month. That’s what creates the community. Rita and I are new, so we don’t know everyone’s name, but it seems that many fellow residents do, and Sadie, the social director, definitely knows everyone by name. How does that compare with where you live?

Being in our 70s, it’s inevitable that one day in the next 20 or so years, one of us will pre-decease the other, and I can already see that many arms will embrace the one of us who lives on. One well-loved resident died in March (none since, by the way), and we saw that mentioned in April’s newsletter, which also features a paragraph about each resident who moves in or leaves.

So, community is the number one “pro” of our new lifestyle. We have never experienced such community previously.

While one might miss the lawns and gardens of our single-family life, it’s hard to miss the weeding, lawn mowing and snow shoveling, although I did enjoy using my new electric snow blower! (I have it in storage if you’d like to buy it.)

Brainstorming with Rita about the pros

and cons was fun. She wasn’t keen about our move initially but has come to love our new digs. The few “cons” that we came up with, such as having to dispose of so many possessions or having to walk the dog instead of letting it out the back door, have proved in the end to be positives.

Getting rid of decades of accumulated possessions was a challenge, but a good one. Our heirs will have far less to deal with, and several charities benefited from our donations. And having to walk the dog helps me complete the exercise rings on my Apple Watch each day!

We no longer have an attached garage, just a carport in the parking lot. With less need of two cars, we have downsized to just one. The Tesla Supercharger is just two miles away, so we don’t bother with the four ChargePoint charging stations in the parking lot. There’s a bike room for my electric bike.

We have no pantry and a smaller refrigerator, and there’s no room for a second refrigerator or freezer, so we are spending less money at Costco these days. We are able to rent storage cages, which are fortunately on the same floor as our apartment.

Unlike our former home backing to Lookout Mountain, we are in walking distance of a King Soopers, a liquor store, and three favorite restaurants (Mexican, Chinese and Japanese) plus Applebees.

ing each month, and a mini farmer’s market sets up in one of the many main-floor spaces each month. A carpool to a local farmer’s market is one of the activities.

We don’t have a guest bedroom as we did in our home, but the building has two nicely furnished guest apartments that residents can reserve for a reasonable fee.

Our kitchen is much smaller than the fabulous kitchen which we remodeled in our single-family home, especially regarding counterspace, but Rita bought a small rolling island and recently volunteered to me that she loves our kitchen now.

Our stacked washer and dryer aren’t as nice as our high-efficiency units were, but there are jumbo units in the basement that we can use for free if the need arises (for comforters, etc.). There’s also a dog wash room, but our mobile groomer comes to Avenida just as she did to our prior home.

Rita and I like and patronize the salon, too!

Security is another advantage of our particular community, with a private security company patrolling our parking lot and sidewalks from dusk until dawn every day.

Residents are issued a credit card-sized RFID card which opens all the doors and gates to the building.

I welcome readers’ feedback on this perspective on the 55+ rental option. It should be pointed out that there are many different types of 55+ communities including ones with owned single-family homes.

Tips to stay healthy during summertime air pollution spikes How to protect yourself and help everyone breathe a bit easier

Jefferson County Public Health wants to remind residents of simple steps they can take to protect themselves from poor air quality in summer months when the hot, dry climate can worsen air quality and make everyday outdoor activities riskier.

According to JCPH, one of the most prevalent causes of poor air quality in Colorado is ground-level ozone.

This air pollutant is formed when source emissions such as those from vehicles, industry, certain household products, and lawn and garden equipment combine with sunlight on hot, dry and stagnant summer days.

Another major concern in Colorado is smoke from wildfires, which can irritate the respiratory system and worsen chronic heart and lung diseases.

While poor air quality is unsafe for everyone, there are several groups of people who are at higher risk of more severe health concerns, including people with heart or lung diseases (including asthma), older adults, children and infants. It is also well documented that residents in dispro-

portionately impacted communities feel these effects to a higher degree.

JCPH Senior Environmental Health Specialist Trenton Mitchell said prolonged exposure to poor air quality can cause significant health concerns, both in the short-and long-term.

“While we all love spending time outside during the summer here in Jeffco, it’s vital to make sure you do so as safely as possible,” he said.

When air quality is poor, JCPH encourages residents to take the following steps to protect their health: • Spend more time indoors, where wildfire smoke and ozone levels are lower.

• Exercise indoors. If you must exercise outdoors, choose easier activities like walking instead of running so you don’t breathe as hard.

• Plan outdoor activities at times when ozone levels are lower, which is usually in the morning and evening.

“Unfortunately, some of the concerns we see related to air quality here in the Metro area are negatively influenced by our climate and geography — making our home prone to trapped pollutants like ozone and wildfire smoke,” Mitchell said. “However, there are still effective ways we can all contribute to keeping our air clean, safe and healthy to breathe.

Even small steps can make a big difference.”

In addition, there are some simple steps everyone can take to improve air quality during the summer months — and all year long: • Skip two car trips each week and replace them with other ways to get

around, like walking, riding a bike or using an e-scooter.

• If you have to drive, combine car trips. For example, pick one day each week to run errands. You can also carpool with others to reduce cars on the road.

• Telework when possible. Working from home can be a great way to reduce car trips and air pollution.

• Avoid idling. When you are stopped for more than 60 seconds, turn your engine off to prevent pollution and save on gas.

• Mow your lawn after 5 p.m. to prevent ground-level ozone.

• Refuel your car after 5 p.m. and “stop at the click” to prevent gasoline vapors from turning into air pollution.

• Order online and bundle deliveries for after 5 p.m. to reduce car trips.

To stay informed on the air quality near you, JCPH offers an air quality alert system. Jeffco residents can sign-up to receive air quality alerts from JCPH via text or email. On the NotifyMe webpage, scroll down to “Alert Center.” Select “Air Quality Alerts from Public Health” and enter your phone number and/or email address. Residents can also stay up-to-date on air quality concerns in the area by visiting the Colorado Department of Public Health and Environment’s website and the Regional Air Quality Council website.

Lakewood’s Action Center, a Jeffco organization with a mission to provide a quick response to community members experiencing hardship is going through a hard time itself.

Carolyn Alexander, senior director of operations for the nonprofit said the combination of higher food and gas prices is being felt by Jeffco residents who were already on the brink of food insecurity before prices started going up. That inflation, in addition to diminishing funds The Action Center received during COVID, have created a real need for the organization.

Alexander said though all kinds of help are appreciated, cash is king.

“Cash donations allow us to purchase items we need in bulk and really get the most for the money,” she said. “Italso alleviates issues with expiration dates and broken package seals. A small monthly donation of even $10 per month is easy to sign up for by visiting our website.”

Falling Tree kills young boy in Jeffco Warning signs to look for in your own yard

Maryland Extension fact sheet cites Cytospora, a fungal infection that causes cankers in tree branches and trunks as being one of the most damaging diseases in Colorado Blue Spruce trees.

The virus also is know to be extremely damaging to Aspen trees.

A similar study by Nicholas Brazee at the University of Massachusetts Amherst points out that shade and wet weather allow the fungalpathogen to accelerate. So, winter and spring weather conditions can especially hard on trees that are infected.

On July 15, a young boy was struck by a falling tree in Jefferson County.

“With heavy hearts, we’re sad to report that the 4-year-old boy who was struck by a fallen tree has died from his injuries,” said a tweet from the Jeffco Sheriff’s Office later that day.

Jeffco Sheriff’s Office Spokesperson Jacki Kelley later said that South Metro Fire Rescue had received a call early that morning with a report of the injury. Kelley said the boy, who was visiting from out of town with his family, had been slacklining in the yard with other children before the accident occurred.

How safe are your trees?

If homeowners or renters are concerned about the health and safety of trees in their yard, the website arborday.orgprovides tips to help identify unhealthy or potentially failing trees.

“A tree with structural defects likely to cause failure is considered a high risk or hazardous tree if it could strike a target,” according to the website.

A target can be a vehicle, building or a place where people gather, like a bench, picnic table or fire pit.

However, it could also literally be any place a falling tree in your yard could strike you.

Arborday.org advises homeowners to inspect trees in their yard once a year and after severe storms.

Inspection may allow you time to correct any problems with a tree before they create serious risk. Inspections can be done at any time of year, whether leaves are present or not.

What to look for A thorough examination of a tree includes roots, trunk flare, branches and branch unions. The general condition of the tree can sometimes

be determined by the appearance of dead twigs, branches and small offcolor leaves.

In general, healthy trees will have strong branches and full-sized leaves, but don’t be too quick to judge overall health by the appearance of lush, green leaves at the crown of the tree, as defects in the trunk or branches can still exist.

Know your trees One thing arborday.org recommends is knowing the type of trees you have and the characteristics those trees are likely to display.

Do the best you can to determine the extent of any damage that may require immediate action. And when in doubt, call a professional tree service for assistance.

Community invited to celebrate Colorado Day

History Colorado is inviting the community to celebrate our state’s 146th birthday with a free, family-friendly event on Aug. 1.

The celebration will highlight the things that make Colorado, Colorado — including the animals, experiences, cultures, items and history, states a news release.

Colorado Day takes place from 10 a.m. to 5 p.m. at the History Colorado Center, 1200 N. Broadway in Denver.

At the Colorado History Center, attendees will get to explore the museum’s four floors of exhibits, including “Colorado Stories,” “Denver A-Z,” “Living West” and “Rainbows & Revolutions.” More information on these exhibits can be found on History Colorado’s website.

Special events, interactive exhibits and additional entertainment for Colorado Day includes gold panning, face painting, arts and crafts, popcorn and snow cones, chalk artists, an alpaca petting zoo and mini-horses, appearances by mascots of Colorado’s pro sports teams, Tahitian dance performances, bullwhip cracking and trick roping demon-

strations, and musical guests including taiko drummers, Flint Datino and Brothers of Brass.

History Colorado is a nonprofit that got its start 143 years ago. Today, it operates 11 museums and historic sites throughout the state, a free public research center, the Office of Archaeology and Historic Preservation and the History Colorado State Historical Fund. Metro Denver’s homeless population on the rise

The number of people experiencing homelessness was up 12.8% in 2022 compared to 2020, before the pandemic, according to preliminary data from the Metro Denver Homeless Initiative point-in-time survey.

The annual count, which captures homelessness in the seven-county metro Denver region, showed there was an increase in homelessness of 784 people.

In January 2020, the last time a comprehensive count was conducted, there were 6,104 people counted who were homeless in metro Denver.

This year, 6,888 people were counted, according to the first phase of data.

“We are awaiting HUD’s verification of the region’s demographic data before releasing further information, but for planning purposes, it is important to share the overall sheltered and unsheltered count for the region,” Jamie Rife, executive director of the Metro Denver Homeless Initiative, said in a statement.

MDHI will release a second phase of data once the U.S. Department of Housing and Urban Development’s verification process is completed later this summer, she said.

On Jan. 24, teams spread out across the region to count people living in shelters and outdoors.

The number of people living in shelters remained fairly consistent between 2020 and 2022, at 4,534 in 2020 and 4,815 in 2022, a 6% increase.

The number of people considered “unsheltered” also increased regionally. This year 2,073 people were sleeping outdoors, up from 1,561 in 2020, a 32.8% increase.

“The Point-in-Time is a snapshot of homelessness on a single night with numerous variables such as weather, count participation, volunteer engagement and a variety of other factors,” Rife said. “While this count can help us understand homelessness on a single night, getting to a place where we have comprehensive, real-time data regionally is the ultimate goal.”

The metro Denver region has

made significant strides in decreasing its reliance on the one-night count, Rife said in a public statement. Instead, human service providers and municipal leaders are working to improve participation with the region’s Homeless Management Information System to make daily homelessness data more accessible.

Outreach teams across the sevencounty metro Denver area increasingly used the information system in 2022 to gain a more accurate real-time understanding of those living outdoors. The system also helped outreach teams better connect clients to human services and housing, Rife said.

While teams across the metro Denver area were able to locate and count 6,888 people on that single

night this year in late January, the information system allowed them to estimate that the number of unhoused people is close to 31,000 throughout the course of the year, Rife said.

“This data highlights the dynamic nature of homelessness and the importance of real-time data to allow the region to coordinate effectively and allocate resources efficiently,” she said.

W

hat is a legacy? It’s planting seeds in a garden you never get to see. —“Hamilton” Turns out, I guess I’ve spent most of my life as a gardener.

Yes, that’s a metaphor, thankfully, for those who depend on me to feed them.

My kids are older now — two of them have moved out, the other one is navigating his way through high school. And I guess I’ve been relegated to the role, for the most part, of planting seeds with them.

What I mean by this is the older ones are now in charge of their own lives, and the youngest is trying to figure out how much of his life he can be in charge of. Which means that I’m not really in charge of much of anything. The best I can do is plant seeds—ideas, values, thoughts—that, hopefully, take root someday.

My parents were really good at this facet of parenting. I mean, back then, the dynamic of raising children was different, so it was a little more “hands on” than just planting seeds. Still, there’s very little doubt that much of what they

taught didn’t take hold until later in life for me.

And, maybe it’s because I followed a relatively narrow road on my way to growing up (and I use that term advisedly), those seeds didn’t have a chance to flourish on their Michael Alcorn own until after I’d been on my own for a while.

Making mistakes. Getting slapped upside the head by life a few times. That’s when seeds really start to grow.

My kids have a little more freedom than I did; that’s just the world we live in. And, every once in a while, one of those little shoots pop up. And, honestly, it’s not that I ever had any great storehouse of wisdom to convey. What I have is a lengthy list of mistakes and missteps that I hope my kids can draw from.

But gardening was also most of what I did as a teacher, especially for the last 20 years or so. Believe me, I did not spend four years in college

and countless hours alone in a practice room so that I could get excited about students playing “Mary Had A Little Lamb.” Of course I had higher musical aspirations. But, in the end, with beginners, all I ever really did was plant seeds — try to make the soil welcoming for those little germs of musical interest to grow, and try to keep everything watered. The people who had the real chance to turn those seeds into artistic accomplishment came along after me.

But, then I think, even those people are really only tasked with strengthening the roots and keeping the plant alive.

I spent a few years teaching high school, and in that time, I had some really incredible musicians come through my doors, kids who I am proud to say are still involved in music, either as performers or as teachers themselves. Even at that, I look back and think that the best thing I did was not screw them up. They were headed on that path all by themselves; if I helped them along, then I am pleased.

A 2021 Harvard University study found that fossil fuel is responsible for the death of roughly 1 in 5 people. According to the study, “thousands of kids under age 5 die each year due to respiratory infections attributed to fossil fuel pollution.” A 2022 article said children breathe more

air than their body weight, drastically increasing their likelihood of inhaling harmful substances.

According to The Clean Air Trust, “children on diesel school buses are exposed to 5 to 15 times more air toxins than the rest of the population.” This heightened exposure and children’s high respiration rate will lead to deadly consequences.

The point is this: the world needs gardeners. Parents, I know the ethos has changed around parenting, but you can’t let the only voices in your kids’ heads be their peers or (God forfend) their online friend group. And teachers, be careful what seeds you plant or you allow to take root — weeds grow much easier than fruit.

And bad gardening, actually, is sort of tragic.

The “Keystone Pipeline” won’t make gas any cheaper

“

A report that the Biden administration is weighing greater imports of Canadian oil is putting a renewed focus on the canceled Keystone XL pipeline and whether it would have made any difference with today’s tight oil supply.”

— Energywire Ever since boycotts started blocking Russian petroleum products, social media has been rife with memes that blame rising gasoline prices on “the cancellation of the Keystone Pipeline.”

Example: “Sooo, if shutting down Russia’s pipeline(s) will hurt their economy, wouldn’t shutting down ours hurt our economy? Asking for a buddy.”

Most of the criticism comes from people who recycle truthiness. Former vice president Mike Pence: “Gas prices have risen across the country because of this administration’s war on energy — shutting down the Keystone Pipeline.” Republican Rep. Jim Jordan: “Biden shut off the Keystone Pipeline.”

Here’s what really happened: No one shut down, canceled, or shut off the Keystone Pipeline. It is fully operational, daily delivering 590,000 barrels of tar-sands oil in Canada to U.S. refineries.

What some pipeline advocates think is the “Keystone Pipeline” is a 1,700-mile “shortcut” called Keystone XL, or KXL. It would have sliced through Montana, South Dakota, Nebraska, Kansas and Oklahoma to the Texas Gulf Coast, delivering 830,000 barrels of tar sands oil per day. Many residents of those states fought fiercely against the pipeline cutting through their land.

Now, “Build the Keystone Pipeline” has become a social-media mantra, as if the United States could so decree.

It is the Canadian firm, TC Energy, formerly TransCanada, that officially terminated the project once President Biden withdrew its permits.

Even if construction on the pipeline began tomorrow, KXL could not be up and running in less than five years. The KXL pipeline was a project developed by a foreign company that would have delivered foreign oil products to mostly foreign markets.

When President Trump re-permitted KXL in 2017, his own State Department reported that it would not lower gasoline prices. The price

of oil is set by the global market and certainly not by U.S. presidents. What’s more, the project was just about dead for a number of reasons, including litigation from aggrieved property owners whose land TC Energy seized by eminent domain.

Ted Williams We should also remember that rendering gasoline from tar-sands oil, the planet’s dirtiest petroleum, is far more polluting and energy-intensive than conventional refining. Some carbon content is burned off in a process that belches greenhouse gases and generates toxic waste called petcoke, which is dumped around the United States in piles six stories high. Petcoke billows through neighborhoods and infiltrates schools and houses even when windows are shut.

Bitumen, basically asphalt, continues to be strip-mined from what used to be Canada’s boreal forests in Alberta. Too thick to be piped, it’s spiked with volatile liquid condensate from natural gas and thus converted to a toxic tar-sands cocktail called ”dilbit,” short for diluted bitumen.

Dilbit, sent through the existing Keystone pipeline, contains chloride salts, sulfur, abrasive minerals and acids, and must be pumped under high pressure. It’s murder on pipes.

In addition to greenhouse gases and petcoke, tar-sands waste products include lakes, rivers, fish, wildlife and people. Between 1995 and 2006, when tar-sands extraction was accelerating, Alberta’s First Nations suffered a sudden 30 percent increase in cancer rates.

KXL, if built, also threatened the world’s largest aquifer — the Ogallala. Anyone who thinks Nebraska lacks water should visit Green Valley Township, where I encountered Ogallala water so close to the surface it flowed along dirt roads and ditches.

Pintails, mallards, and widgeon billowed out of them. But parts of the aquifer are now depleted, and a major dilbit spill could finish those parts off.

“Why,” he demanded, “would we invest $13 billion in a pipeline and put a product in it that was going to destroy it like these activists are trotting out? It makes absolutely no business sense.”

The existing Keystone pipeline has ruptured 22 times, including spills in 2017 and 2019 that fouled land and water with 404,000 gallons of dilbit. Business sense,

as the oil industry consistently reminds us, is an attribute more often desired than possessed.

Colorado health insurance prices set to jump next year Premium rates could increase 11% on average statewide

Health insurance prices for many Coloradans could rise by as much as 11% next year, the largest jump in five years.

That’s the bad news in preliminary rate filings released July 12 by the Colorado Division of Insurance. The filings are for plans sold in the small group and individual markets — the places where small companies and people who shop for insurance on their own purchase coverage.

But state regulators also see a silver lining. Prices for the new Colorado Option, the quasi-public health insurance program that promises better benefits at lower costs, will largely hit their goals, according to the preliminary filings.

In nearly every county, rates for the Colorado Option will be below the countywide average price in each of the three levels of coverage — gold, silver and bronze.

In addition, the Colorado Option does not appear to have sent insurers headed for the exits en masse. Instead, people in every county but one will see at least two choices for insurers on the state’s insurance exchange when open enrollment starts up in the

fall. In Jackson County, there will be only one choice, same as this year.

“I am a firm believer that good regulation actually incentivizes companies to play in the marketplace, and I think you’re going to see that with the Colorado Option,” Michael Conway, Colorado’s insurance commissioner, said.

Oscar Health — which last year covered about 3,800 people in the state, all along the Front Range — will not return to offer plans in Colorado in 2023. Its leaders cited unspecified regulatory challenges in announcing plans to pull out of Colorado, as well as Arkansas, in 2023. Both were small markets for the company, and its CEO said Oscar wants to focus on markets “where we can win.”

Here’s a few other things to know about the July 12 release: The price increases could have been a lot higher Colorado has what is known as a reinsurance program — a system where the state helps health insurance companies in the individual market pay their highest-cost claims. That allows the insurers to lower their prices for everyone.

Conway’s team estimates that, without reinsurance, Colorado would be looking at premium price increases above 30%.

As it is, the 11.3% average increase for the individual market is the largest since 2018, when prices jumped 27%.

The biggest increases will likely be seen on the Eastern Plains and Western Slope, where insurers are proposing an

average increase for individual market premiums of 21% and 19.2%, respectively.

Bright Health and Friday Health Plans are proposing the largest increases — 21% and 24.2%, respectively.

Kaiser Permanente is not proposing an increase for its individual-market plans.

In the small group market, premiums are expected to increase statewide by an average of 9.2%.

The fate of federal subsidies is still unknown Exactly what this means for how much health insurance will cost people next year is a stupefyingly complicated question.

Base premium rates vary based on the level of the plan, the county where you live, what age you are and whether you smoke. To get to what you actually pay involves more number-crunching related to how much you earn and how much you are eligible for in federal subsidies.

And this year, there is another variable: whether Congress will continue the enhanced premium subsidies put in place during the pandemic. (The federal government offers subsidies to certain people shopping in the individual market, based on income, to help them pay their premiums. The American Rescue Plan supercharged these subsidies, expanding them to include more people.)

If Congress does not extend the enhanced subsidies, 13 million Americans could see what they pay for health insurance increase next year. In Colorado,

about 25,000 more people are receiving a subsidy this year than in 2021, though how many of those will end up paying more if the subsidies are not extended can often come down to highly specific circumstances.

What happens to Colorado Option plans that didn’t hit the target?

The Colorado Option is a health insurance plan designed by state regulators but sold by private insurance companies in the individual and small group markets. It was built to be more generous for primary care and mental health benefits and more equitable, while also costing less.

To meet that last goal, state law sets a target: Colorado Option plans have to be priced 5% below what an insurer charged in a given county in 2021, adjusting for inflation. On Tuesday, Conway said he projects at least 87% of people shopping in the individual market will have access to at least one Colorado Option plan that hits the target.

But what does that mean for the number of Colorado Option plans that don’t meet the 5% goal? Conway didn’t provide a number, saying the state is still evaluating it. In the future, insurers whose Colorado Option plans don’t meet the savings targets will be hauled in for a public rate hearing, after which regulators could potentially step in and start setting hospital prices to drive the cost of the plans down.

But Conway said that won’t happen for the 2023 rates. Those hearings still could take place next year, but they would only be focused on the prices for 2024 insurance plans.

Consumer advocates vow to fight for lower rates The Colorado Consumer Health Initiative, an advocacy organization that is the state’s most vocal in pushing for lower health insurance prices,

slammed the proposed rates Tuesday, suggesting that insurers and hospitals “may be using inflation as an excuse to drive up rates.”

“Even as reinsurance keeps premiums for Coloradans down, and as we see more companies offer plans in more counties, health insurance continues to be unaffordable for too many Coloradans,” Mannat Singh, CCHI’s executive director, said in a statement. “Premium rates must be reasonable and justified; the industry shouldn’t use the ongoing pandemic or inflation to hike company profits.”

In a statement, Amanda Massey, the executive director of the Colo-

rado Association of Health Plans, an insurer trade group, said insurers had to juggle a number of competing interests to come up with next year’s prices.

“The preliminary 2023 rate filings reflect the hard work of the industry to increase the quality, affordability and access of health insurance for Colorado consumers while ensuring actuarially sound rates in a time of high inflation,” she said.

approve them or order changes. Final rates for 2023 should be released by the end of summer or early fall.

Dems spent $4 million to influence GOP primary

The Senate Majority PAC, a group aligned with Senate Majority Leader Chuck Schumer, a New York Democrat, was behind the shadowy, $4 million campaign to encourage voters in Colorado’s Republican primary for U.S. Senate last month to back state Rep. Ron Hanks.

Hanks, an election conspiracist and hard-line conservative, lost by a wide margin to Joe O’Dea, a first-time candidate and the owner of a Denver construction company. O’Dea faces Democratic U.S. Sen. Michael Bennet in November.

The Senate Majority PAC, known as SMP, was the lone donor to Democratic Colorado, another super PAC that spent millions on TV and digital ads

boosting Hanks’ profile and attacking O’Dea. SMP’s link to Democratic Colorado was revealed in a campaign finance filing Wednesday night. Democratic Colorado also closed its account with the Federal Election Commission on Wednesday and returned about $3,000 to SMP, further proof that the group was formed for the sole purpose of influencing Colorado’s Republican primary.

Democratic Colorado’s organizers were so keen on keeping their funders secret that their address was listed as a UPS Store in Denver’s Cherry Creek North neighborhood. If it weren’t for the PAC’s name it might have been unclear which political party the group was linked to.

“We saw two deeply flawed candidates running against each other,

so we worked to weaken both their campaigns,” JB Poersch, president of Senate Majority PAC, told The Colorado Sun in a written statement.

Dark-money nonprofit Majority Forward, which doesn’t legally have to disclose its donors, is a major contributor to SMP, at $28 million of the group’s $65 million raised this election cycle through June 30, per federal reports.

Majority Forward is the same nonprofit that fueled a $1.5 million campaign in the 2020 Democratic primary for U.S. Senate in Colorado to support former Gov. John Hickenlooper over former House Speaker Andrew Romanoff. Hickenlooper won the primary and went on to beat Republican U.S. Sen. Cory Gardner in the general election.

Democratic Colorado’s ad campaign this year painted Hanks as the most conservative candidate in the Republican primary for U.S. Senate in the apparent hope that he would be more appealing to GOP voters. The idea behind the initiative was that Hanks would be easier for Bennet to beat in November.

SMP released a statement after O’Dea won the primary June 28 calling him too conservative and criticizing him for “racing to the right” during the primary. While Democratic Colorado’s preferred candidate may not have won, O’Dea and his supporters spent millions to ensure O’Dea would win.

As a result, O’Dea was at a major cash disadvantage to Bennet heading into July.

“National Republicans are now saddled with propping up a not ready for prime-time candidate in Joe O’Dea, who has less money in the bank today than he did at the beginning of the year,” Poersch said in his statement, celebrating the campaign as a success.

Democratic Colorado’s campaign wasn’t the only effort undertaken by Democratic groups to help Hanks and more extreme Republican candidates in other races.

Those advertising campaigns also failed in Colorado’s highly competitive new 8th Congressional District and in the GOP primary for governor.

It’s still unclear who sent some mailers targeting O’Dea and favoring Hanks. O’Dea filed a federal lawsuit over the mailers last month, but that legal action likely won’t be concluded until after the Nov. 8 election. Colorado is one of several states where Democratic groups are funding ads promoting the most extreme or controversial GOP candidates, theorizing they’d be the easiest for Democrats to defeat in the general election in November.

Republicans have deployed similar tactics in Colorado and across the country in previous election cycles.

Nancy Wellnitz reimagined senior recreation at Apex Parks and Recreation Community Recreation Center Supervisor of Adult and Senior Programs reflects on 37-year-career

For Nancy Wellnitz, senior recreation has always hinged on one key tenant: connection. “(Seniors) come here for fitness or they come here to learn Spanish or for computers, but what they find is often they need a friend,” Wellnitz said shortly before her retirement on June 17, the conclusion of 37 years spent as Apex Parks and Recreation’s Community Recreation Center Supervisor of Adult and Senior Programs.

Over the years, Wellnitz oversaw the Community Recreation Center on Wadsworth Boulevard as it became a hub for senior activities for residents of Arvada and Jefferson County. Throughout her time with

Apex, Wellnitz stressed that recreation doesn’t have to be limited to exercise — especially for seniors.

“Recreation is not just sports and fitness,” Wellnitz said. “There’s arts and education and all that other stuff. How you recreate is different.

In fact, our volunteer program here, that’s how they recreate, by work-

ing our front desk or organizing our books in our library or working the gift shop.”

Apex programming at all recreation centers has grown to include foreign language classes, computer tutorials, yoga, arts and crafts and game nights, many of which are open to individuals

of all ages, and some of which are tailored to seniors.

Wellnitz’s passion for working with seniors developed out of a strong bond with her grandparents, who lived out of state.

Wellnitz grew up in Lakewood, but visited her grandparents often, sometimes spending summer with them. She said she fell in love with seniors overall and majored in recreation administration in college before going to Uganda to work with seniors.

She noticed that as people age, friendships get harder to keep up, and new ones become scarcer to come by. Organized activities for seniors allows them the opportunity to meet like-minded people they can create lasting bonds with — an occurance Wellnitz has often witnessed.

“When you’re young, you meet friends at school and in college, and you meet them in your career,” Wellnitz said. “Then all of a sudden, you’re retired. You can meet your neighbors to some degree, but a lot of your neighbor’s SEE APEX, P18

Mount Evans Hill Climb brings hundreds of competitors

Hundreds clad in spandex and neon bustled about Building 103 at sunrise July 23 for the Bob Cook Memorial Mount Evans Hill Climb.

The former Idaho Springs middle school hosted the starting line for the climb, which has been a tradition since 1962.

The event was renamed in 1981 in honor of five-time winner Bob Cook, who died of cancer at 23. The race brings cyclists over 27.4 miles and 14,130 feet up Mount Evans — an elevation gain of 6,590 feet.

“I’m not worried,” said Davide Giardini, of Boulder, before the race. Even having never gone up Mount Evans before, and never doing a cycling-only race, he wasn’t concerned, saying he was a triathlete who’s cycled extensively at high altitudes.

When asked what brought him, he said, “It’s kind of the go to, the highest paved road in North America.”

Giardini competed in the Men’s Pro category and finished with a time of 1:59:01.65, landing fifth place.

work, we don’t have the front porch atmosphere as much as we used to in the older days when everyone had a front porch and knew all their neighbors.

“Here (seniors are) with people who are similar in age, similar interests, so they can start rebuilding things that they lost in retirement,” Wellnitz continued.

“And that’s cool, because from something we did here they ended up enjoying the end of their life because they connected with another person or a friend.”

Wellnitz mentioned that she’s gone to funerals of Apex patrons and volunteers and noticed friends made at Apex events motioned in eulogies, or volunteer plaques displayed alongside other artifacts.

Wellnitz said that she plans to rest in retirement but added that she’ll still come by Apex every now and then and volunteer at some of the bigger events.

“I’m going to take the summer to rest,” Wellnitz said. “I love to

ride my bike, so I’m going to ride my bike more, walk more. My husband and I have a cabin, so we’re going to try and get up there more.”

Jeff Glenn, Apex Parks and Recreation Executive Director, thanked Wellnitz for her years of service to the district.

“Nancy has been a pillar in our community for almost 40 years, she will be missed by her Apex teammates and the people she has served selflessly all these years.

We wish Nancy nothing but a bright and happy future,” Glenn said.

Laura Schwenker, Apex’s Recreation Coordinator-Arts, Education and Special Events, called Wellnitz a “team player” and wished her well in retirement.

“I am lucky to call Nancy a mentor, co-worker and friend,” Schwenker said. “She has always been fair, compassionate, an advocate, and a true Apex team player.

She has enriched the lives of so many over the past 37 years. There is no one as dedicated and hardworking as her. I wish her nothing but happiness. She is going to be missed.”
