RTD is offering zero fares across its transit system to improve air quality and reduce traffic during Denver’s high ozone season.

The “Zero Fare for Better Air” initiative will also be a good way for locals to save money and gas, RTD board member Marjorie Sloan said at a July 12 Golden City Council meeting.

Sloan, who represents the Golden, Wheat Ridge and Lakewood areas on the RTD board, hoped locals will take advantage of the zero-fare month. She said it’ll be ideal for commuting to and from work, going out with friends, traveling for date night and more; and several communities around Denver will be hosting events to promote it.

RTD’s long-term goal is to increase ridership and usage across its system, and hosting a zero-fare month is a great way to incentivize people to use RTD, she said.

“Zero Fare for Better Air” was made possible by the Colorado Senate Bill 22-180, in partnership with the Colorado Energy Office, according to the RTD website.

Another new addition has opened up shop in Olde Town Arvada, as Clementine’s Salon held its grand opening ceremony on July 11.

The former site of Gallery 1874 and Festival Playhouse located at 5665 Olde Wadsworth Blvd. also includes the Marmalade Lounge and Boutique in the lower level beneath Clementine’s.

The Olde Town location is the third location of Clementine’s Salon in the Denver Metro Area. Founded in 2011

she was drawn to Olde Town Arvada because of how the district’s atmosphere has changed after the creation of the pedestrian mall.

“We’ve lived (in Denver) for 14 years

and we come to Arvada for the restaurants and shops,” Everson said. “I feel like there’s been a whole different vibe after the street closures.”

Everson added that the idea to

include a lounge and boutique along with the salon was to get the most out of the site.

“It’s such a massive space that we felt like we couldn’t just have a salon going on,” Everson said. “We dreamed up the perfect scenario and it evolved into what it is. It’s just a fun space for people to have drinks and go to a family community type salon. We want people to feel confident coming in, getting all their needs met in one space.”

Arvada Mayor Marc Williams said he and city council are supportive of the concept and are glad to have a new business in the previously unoccupied space.

“You all have taken a very historic building in our community and turned it into something beautiful,” Williams said. “I think this is going to stick around for a good long time. The city council and I truly believe in the entrepreneurial spirit.”

The space features vendors including Lea Jane’s Hot Chicken, Giordano’s Pizza, Balance Grill, Sushi Lido, Jeremiah’s Italian Ice, Breakfast Club, Press Coffee and Vinyl and Osito — the “little brother” of Denver favorites Mister Oso and Señor Bear.

Founder Nick Costanzo — a former franchisee of Marco’s Pizza — said he was inspired to create Freedom Street Social because of the dearth of dining and community gathering options in West Arvada, near his family’s home in Leyden Rock.

“Everybody in this area has been clamoring for restaurants,” Costanzo said. “1,000 people came to the soft opening. Everybody was smiling and happy and the chefs were smiling and (customers) gave us amazing comments on how they appreciate it for the neighborhood.

“We’re a part of this,” Costanzo continued. “We built it for us. We’re the stereotypical family in this area. We have two kids, 12 and 5, and we wanted to build something that works for us and works for everyone. It’s a very family-oriented place. There’s a date night area on the mezzanine. We’re just trying to create a lot for everybody.”

bar and 21-and-up mezzanine geared towards parents looking for a date night spot.

“We didn’t call it a food hall because we want it to be much more than that,” Costanzo said. “We want it to be a community hub. We want to have events, kids coming after and before school, the social aspect of what this could be.”

On their first day of business, Costanzo said he was thrilled with the staff, customers and vendors and how everything’s come together.

“The food’s amazing, the staff has been amazing,” Costanzo said. “It’s a dream list of vendors. We went to the ones we wanted, and everyone said ‘absolutely.’”

Chamber Vice President of Member Services and Events Samantha Geerdes said that this year’s Taste of Arvada will feature samples from old favorites and new restaurants including Stix Crafthouse, Stone Cellar Bistro and Marmalade Lounge.

“We’re excited to have a lot of

different new food and drink options along with old favorites like the Arvada Tavern, Scrumptious and So Radish,” Geerdes said. “It’s the same format as previous years, with an indoor and outdoor space.”

Geerdes added that this year’s event aims to be more sustainable environmentally than previous

iterations.

“One new thing is in the effort to be more sustainable, we’re giving everyone a reusable spork that they can use throughout the event so they don’t have to throw out forks and spoons,” Geerdes said.

Buyers and Sellers Are Confused by Today’s Chaotic Real Estate Market Frankly, we real estate agents are confused too! Homes that would have attracted bidding wars a few months ago are sitting on the market — attracting few showings and no offers.

But it’s really a tale of two real estate markets, because there are “special” homes which still attract bidding wars. It’s the “ordinary” homes which are not getting any love — tract homes, in particular.

The trigger for this change, as we all assumed, was the abrupt increase in mortgage interest rates which occurred around April 1st, combined, no doubt, with a sinking stock market. There are investors who have already sold those stocks and are cash rich, but there are also investors who prefer to hold their depreciated portfolio and wait for the stock market to recover.

Buyers who can pay cash are unaffected by the rise in interest rates and continue to bid against fellow cash buyers for the “special” homes, especially milliondollar homes. They no doubt appreciate the reduced competition for those homes with the reduction in the number of buyers who depend on mortgage financing.

According to data obtained from REcolorado, the Denver MLS, there has been a negligible increase in the percentage of cash versus non-cash closings, but I can’t imagine it not being a factor ongoingly.

The one statistically significant change I spotted was an 80% increase in closings for homes over $1 million in the 2nd Quarter compared to the 1st Quarter of 2022. This compares to less than a

50% increase in the sales of homes priced between $500,000 and $800,000. I would normally expect the sales of those lowerpriced homes to increase during the “selling season” at least as much as the homes over $1 million.

The chart at right shows a sharp drop in total MLS sales this June versus the June of 2021, but there’s a longer trend at work than I didn’t suspect before creating this chart using REcolorado data.

Notice that 2021 was the peak year and that 2022 showed a month-to-month decline in yearover-year sales for the first six months of the year. The drop in total sales only became significant in June, probably reflecting that change in the mortgage market.

You can also see that 2020 — the year in which Covid-19 appeared — was showing significant growth until the lockdowns occurred in March, resulting in a dramatic drop in total MLS sales, but only for the two months I highlighted in yellow. Then we saw a huge upswing in June, probably due to pent-up demand from April and May. The question on everyone’s mind is where do we go from here?

My crystal ball is foggy right now, but I think mortgage rates have risen as much as they’re going to this year, and may even moderate in coming months, during which time buyers will come to accept rates in the 5% range as historically “okay,” which they are. We were spoiled by the 3% rates that we enjoyed in 2021,

New Law Prohibits HOAs From Foreclosing Over Unpaid Fees

but the memory of those rates is fading.

Unless the economy enters a recession, I feel that buyers will return to the market and we’ll see another surge from those buyers who have stayed on the sidelines these past couple months. Then homes like the three below, which would have sold in less than a week a few months ago, will start moving again.

You may recall that Green Valley Ranch’s master homeowners association filed over 50 foreclosure actions against homeowners who were delinquent in the payment or dues or even fines for failure to stow trash containers, and the like.

Well, the General Assembly responded and passed HB22-1137 prohibiting the use of foreclosure actions to enforce such unpaid fees. Now an HOA can only use Small Claims Court to collect delinquent fees.

Indoor Air Quality Is a Subject of Increasing Concern As America moves away from the use of natural gas and propane for home heating and cooking, the danger of carbon monoxide will disappear, but there are many other pollutants that are getting homeowners’ and builders’ attention.

Flying high at ARTSWEEK GOLDEN Aerialists perform at The Golden Mill for annual festival

Just as ARTSWEEK GOLDEN was wrapping up and winding down, so too were some of its artists — quite literally.

As part of Foothills Art Center’s annual weeklong festival, a group of aerialists, acrobats and jugglers performed July 13 at The Golden Mill.

The event coincided with a give-back night as the restaurant donated 10% of proceeds to FAC. ARTSWEEK GOLDEN, which ran from July 7-15, brought in more than 100 artists from across the Denver area and beyond for a variety of showcases and activities. FAC Executive Director Hassan Najjar described the festival as a “low-barrier environment” to experience local art and artists, as most of the events are free.

This is the event’s fourth year, and Najjar said it “keeps getting bigger and better every year.”

The first one in 2018 was only five days long, but now it’s expanded to a week-plus.

Among the featured artists and disciplines, Denver’s Circus Foundry has performed at ARTSWEEK GOLDEN before, but at the Foothills Art Center campus.

This year, though, organizers decided to move the performance to The Golden Mill, partly to draw more people in for the give-back night and partly to “have the event out in the community,” as Najjar described.

Danielle Quigley, The Golden Mill’s manager/event coordinator, was excited to host Circus Foundry’s performance this year. She saw it as an opportunity to bring the community together and support a local

For the July 13 event, 10 teenage and adult performers showcased their skills with aerial silks, juggling and more. Some were doing their first-ever solo acts.

The performers climbed, twisted and spun as hundreds of patrons watched from the upper and lower patio areas. Young onlookers — some with ice cream smeared on their faces — were transfixed and dazzled by the high-flying acrobatics. One even tried to join in on the fun, making a mad-dash for the juggling balls between acts.

Circus Foundry co-owner Bethel Lindsley said ARTSWEEK GOLDEN is a great time to work on solo acts and perform for a very friendly crowd.

Circus Foundry incorporates performers of all ages and skill levels, and developing and completing a solo act is a crucial part of performing,

Lindsley said.

She added how she and her colleagues always enjoy being a part of ARTSWEEK GOLDEN, saying it’s “fun to have events focused on making art in local communities.”

Local couple Mario and Bev Moranetz believed the performance at The Golden Mill was a win-win situation for everyone. Those attending enjoyed dinner and drinks with a show; they supported the arts and a local business; and The Golden Mill made for a great space, the two described.

Their daughter, who used to train with Lindsley and Circus Foundry, is now a professional aerialist in Europe. So, the couple understand how important it is to support the arts and artists, with Bev saying, “We know how difficult it is.”

She loved the idea of having an aerialist performance at a restaurant, and Mario added, “It’s a great excuse to come out.”

Environmental group sues over state’s air quality Center for Biological Diversity argues Colorado can do more

The Environmental Protection Agency unlawfully approved a weak ozone-reduction plan from Colorado regulators, and should do far more to limit oil and gas drilling and other pollution in the Denver metro area, according to a new lawsuit filed July 12 by the Center for Biological Diversity.

The lawsuit demanding the EPA reject Colorado’s state implementation plan notes Denver and the counties in the north Front Range nonattainment area for ozone are violating EPA standards at a record pace in recent summers.

(State air quality officials issued an ozone action alert again July 12 afternoon warning of potentially irritating amounts, in effect through July 13.)

The state’s plan is ineffective and has loopholes that allow for smaller sources of ozone-causing pollution, like individual drilling and fracking operations, to move forward even as ozone gets worse, the lawsuit said.

“We’re never going to solve our smog problem until the EPA cracks down on Colorado allow-

ing unlimited air pollution from drilling and fracking,” said Robert Ukeiley, a senior attorney at the center. “If it takes a lawsuit to bring about that fix, that’s what we are going to do.”

Ground-level ozone, caused by a mixture of volatile organic compounds, wildfire smoke, vehicle pollution and increasingly hot and sunny summer days, causes asthma and other respiratory and heart problems in adults and children.

“Every additional day of delay in reducing smog puts more children and families at risk for potentially deadly diseases,” Ukeiley said, in a release accompanying the lawsuit filing.

The EPA said it will not comment on pending litigation. In a Federal Register notice included in the lawsuit, the EPA in May approved Colorado’s state implementation plan and said the Clean Air Act did not give the EPA powers that the Center for Biological Diversity asked it to exercise.

The Colorado Oil and Gas Association slapped back at the suit Tuesday.

“As Colorado families struggle to pay to fuel their vehicles and afford their rising utility bills, this latest lawsuit from environmental activists shows just how extreme and out of touch they are with Coloradans. The majority of emissions within our region come from natural biogenic matter or they

blow in from outside of Colorado,” trade association President Dan Haley said. “While Colorado’s oil and natural gas workers have cut our emissions in half, these environmental groups will continue to celebrate higher energy costs for Americans and push our energy dependence overseas.”

In 2021, 12 monitoring sites on the Front Range recorded a threeyear average over the EPA’s most recent cap of 70 parts per billion for ozone, and five sites violated even the EPA’s previous looser standard of 75 ppb, according to annual reports by state and regional pollution officials last fall.

The lawsuit targets the EPA for failing to require Colorado to account for ozone contributions by minor sources of pollutants, or from temporary sources. Colorado officials are now working on revisions to the implementation plan for more recent violations, after the EPA earlier this year declared “severe” ozone nonattainment in the north Front Range counties.

The designation was a downgrade from “serious” nonattainment in previous years, and will now require changes like switching to reformulated gasoline for metro area drivers. Other changes will include a broader number of air pollution sources falling under state permitting requirements.

The state is also working on a separate set of clean air measures, including the 2022 legislature

approving funding for a monthlong free transit fare package to cut commuting this summer, replacing diesel school buses with electric models, and beefing up permitting and enforcement staff at the state air pollution division.

Snow Creek Fire near Morrison 100% contained Fire most likely caused by lightning

A brush fire that broke out in Jefferson County near the intersection of U.S. Highway 285 and Colorado Highway 8 south of Morrison July 12 is 100% contained as of July 16, according to West Metro Fire Department.

The department said the fire was most likely caused by lightning.

Thirty-five firefighters hiked into the site to work on containment and mopping up, according to a July 13 tweet from West Metro Fire Department. The West Metro crews were joined by firefighters from the USFS Pike-San Isabel National Forests and Cimarron and Comanche National Grasslands, as well as crews from Colorado Division of Fire Prevention and Patrol.

Some smoke was visible throughout July 13 due to the warm weather, according to West Metro Fire Department.

On July 12, WMFD spokesperson Ronda Scholting said crews had a plan to contain the fire that has been named the Snow Creek Fire. “(The) strategy is to pound this fire and surround this fire,”

“Fire is difficult to access, so three crews of firefighters are hiking in with handtools,” said a tweet from the Jefferson County Sheriff’s Office around 5 p.m. July 12. “In the air, Douglas County is lending its helicopter to the effort. Conditions are pretty smokey for the pilot.”

An earlier tweet from the Sheriff’s Office stated a full evacuation was in place the afternoon of July 12 for Mount Lindo and the tip of Willow Springs. Pre-evacuation notices went out to about 60 residences in the Willow Springs area, the tweet said. The evacuation center was at Bear Creek High School before authorities closed it late in the afternoon.

The West Metro Fire Department estimated the fire burned 2 acres. One home was evacuated.

On the evening of July 12, ground crews were working to dig a fire line. Two helicopters were dropping water on the fire from above, and two SEAT planes were dropping fire retardant onto the flames.

Firefighters had to deal with changing weather conditions, which included thunderstorms in the area. Smoke was visible in much of the area, and other fire crews have responded to reports of smoke as far away as Kipling

Parkway.

Units from the South Metro Fire Department and the Arvada Department were among those assisting, as were crews from The Salvation Army. Officials said about 45 people may need help from the Salvation Army.

Scholting advised people who live in the Wildland Urban Interface to always have a plan for evacuating.

“Be prepared; have stuff ready to go,” she said.

Todd Houghton has lived in the Willow Springs neighborhood for almost 20 years. He serves the area as a realtor, and explained Willow Springs is divided up into several different areas.

While he did not get a pre-evacuation notice, many of his neighbors did.

“I heard a lot of people did, and a lot of people got their doors knocked on in the immediate area,” Houghton said.

Worries raced through the minds of Houghton and his neighbors, concerning the welfare of their families and pets at their homes.

When bare feet bear a burden Upcoming Barefoot Mile fundraiser to raise money to combat child trafficking

On July 20, Dr. Jeff Brodsky will have been barefoot for 12 years. No shoes. No socks. Ever. He’s been barefoot in Africa at 110 degrees and in Alaska at -19 degrees, all in the name of fighting child trafficking.

“If my going barefoot will motivate just one person to action in a way that helps to rescue even one more child, I will live barefoot the rest of my life,” Brodsky said.

Brodsky is the president and founder of JOY International, a nonprofit organization based in Bailey that trains law enforcement, educates community members and intervenes in child trafficking around the world.

The nonprofit is funded exclusively by donations, and its Barefoot Mile fundraiser plays a huge role in fundraising.

Upcoming fundraisers on July 23 in Littleton and Longmont and Aug. 27 in Marshdale will benefit the organization. Attendees will walk a mile barefoot in solidarity with impoverished and trafficked children to raise funds for JOY International.

and I’ve spoken to groups of over 10,000,” Brodsky said. “I have an agreement with God that I never speak to empty chairs. Every empty chair he fills with an angel.”

For Brodsky, religion is at the core of his work. As a Messianic Jew, his fight against child trafficking was inspired by a desire to serve God, but he emphasizes that it doesn’t matter what you believe if you have a desire to do good.

Brodsky has spoken and traveled to 77 countries in the 41 years since he founded JOY International. In this time he has seen firsthand the horrific circumstances that make his work necessary, from the barefoot children living in a garbage dump in Cambodia that inspired him to go barefoot in solidarity to children being sold by their parents.

Brodsky does not let these moments discourage him, though.

He continues to look to the future, planning JOY International’s next projects and celebrating the good the organization has already done.

“This, to me, is the greatest sound on earth,” Brodsky said, playing a video of children laughing and playing in the water from a new well JOY International funded in their village, eliminating the need for them to walk 10 miles each day along a dangerous route for water.

“It was very concerning. I was outside the neighborhood when I got word there was a fire nearby.

I scrambled to get back into the area as soon as I heard,” he said Houghton and others were delayed by road closures near their homes, but ultimately were extremely thankful for the work of the firefighters.

“We were all very impressed with the help from the fire department and the helicopters and the guys on the ground,” he said. “It was a heroic effort, we’ve been texting back and forth about how they did it.”

Springs is not without its risks, Houghton said. He is on the board for Willow Springs Open Space Owners Association. The group owns 819 acres of private land, and now they are racing to mitigate the area even more.

“We know we live in a treasure of a little area….and with that treasure comes some responsibility and risk. We’re constantly trying to improve it and get ready,” Houghton said.

Houghton has seen brush fires in the area become more frequent in recent years, and said ultimately the Snow Creek Fire has served as a reminder for his neighborhood to have their evacuation plans and bags ready to go.

“This was actually a really good wakeup moment for the neighbors,” he said.

VOICES Tips for a new Code of the West

I

t’s not always easy living in the rural West, with customs so entrenched that everybody takes them for granted. What makes it hard for the newest newcomers is that they’re caught up in a mysterious culture.

Learning the Old West code was easy decades ago. Novelist Zane Gray’s “Code of the West” told men to wear a hat only outdoors, to never wave, but nod at someone on horseback, and to treat women with chivalry. You — and you were always presumed to be male — were also advised to take your gun belt off before sitting down to eat.

But here we are in 2022, and from what county officials and some jaundiced newcomers tell me, the cultural confusion for newcomers almost always starts with private property. For example, the newbies tend to get huffy about their boundaries and can’t believe they have to fence livestock out.

Wyoming, of course, is a classic fence-out state where cows outnumber people more than two to one.

Irrigation is another area of contention, as water law can be murky. A ditch may run close to your propertybut that doesn’t mean you can take water out of it.

To make the urban-rural transition easier, I’ve collected 10 tips guaranteed to ease you into your new life. But first, know that you will never become an oldtimer, although with patience you might become what WestDavid Marston ern historian Hal Rothman dubbed a “neo-native.” Here’s hoping this helps: 1. Always wave at neighbors when you see them and make eye contact with everyone who passes you, either in a car or on foot. This is not a challenge; it means you’re neighborly. And be cordial to everyone you see at the post office because you will see them everywhere. You may even see their dual personas, as many locals must work two or even three jobs to pay the rent.

2. Never go for a long hike with new boots. Take enough water and food for yourself and to share. Bring a rain jacket and sweater and waterproof matches. The saying “If you don’t like the weather, wait five minutes,” is dead-on accurate. And when

someone on a hike assures you that “it’s all downhill,” it’s only partially uphill. “A little technical” means the mountain has hair-raising sections, while “just around the corner” means the end of the trail is not.

3. Realize that nobody is more important than anybody else. Rich and poor may sport raggedy clothes.

Notable figures in town are probably dogs; learn their names.

4. Know that it’s considered rude to insult a person’s dog, but if it comes on your land and harasses your cattle, you can shoot the dog. If your dog chases wildlife, you’re in for a big fine and maybe worse.

5. Flashing your headlights to oncoming cars is good form if there’s a hazard ahead, usually a deer, or perhaps a deputy sheriff trolling for speeders.

6. Notice that law enforcement people are not the only people carrying guns, and a gun on the hip doesn’t necessarily indicate political party.

7. Always stop to help people on a trail or road because federal agencies are spread too thin for fast rescues. Locals would stop to help you, even if your hat logo fails to reflect their politics.

8. You might be bored senseless,

but you will learn what local public service is all about if you sample meetings from school board to county commission. And immediately volunteer at a nonprofit or two, while also subscribing to your local paper if you’re lucky enough to have one.

9. Clean jeans are considered dress-up.

10. Forgo saying you’re pretty good at something unless you have a death wish. For example, in Durango, Flagstaff or Jackson, saying you’re a “good” mountain biker or skier is an invitation to be politely left behind at midday.

Bonus tip: If you think about buying a house next to a yard full of old farm implements, don’t be tempted.

That yard collection is permanent.

Complaining, however, rarely works in the rural place you’ve adopted. A painful lesson might be that like it or not, you can only change yourself. Wagon wheels are always a safe decoration.

ake a drive in Evergreen, Conifer or Pine and you’ll easily see how the majestic views, mountain lifestyle and nearby trails continue to attract many to our area. Driving along these narrow back roads also makes the area’s fire risk quickly evident.

Heavily forested areas and steep terrain combined with increasingly dry conditions all contribute to high-fire risk. These factors and others make fast-moving wildfires harder to contain and require us to think in new ways about growth, development and forest health — issues not limited to Jefferson County, either.

As population and development grow in the wildland-urban interface, or WUI, our vulnerability to wildfire risk increases across Colorado. Data show America’s WUI continues to increase by about 2 million acres per year.

risk, with Evergreen and Conifer leading the list statewide.

There is no single, quick solution to extinguish wildfire risk, and it requires all of us doing our

Commissioners recently earmarked $2.7 million in American Rescue Plan dollars to protect homes from wildfires in Jefferson County. We’ll leverage those funds with a new state grant totaling $2 million from the Colorado Strategic Wildfire Action Program. Wildfire Safe program to: Protect people and structures Research shows building codes tailored for the WUI can help reduce risk and increase the likelihood residents have a home to return to after a wildfire. We’re exploring the full adoption of the International WUI building codes and expanding how the WUIis defined in Jefferson County, which now only covers elevations at 6,400 feet and above. We’re further integrating land use, emergency, transportation and wildfire planning in the WUI, including updates to the Community Wildfire Protection Plan.This effort includes a thorough assessment of planning and zoning codes and what needs to change to further reduce wildfire risk. It includes examining transportation routes for safe, efficient evacuation ranging from increased mitigation along roadsides to gathering community input to help inform safer roadways.

Reduce fuel for wildfire Thinning forests on both public and private land helps fires burn slower and lower to the ground – the funding will help increase the pace and scale of mitigation.

More help is on the way for homeowners, too, to improve defensible space around their homes thanks to assessments led by fire rescue districts. Many residents are already taking advantage of dozens of meetings hosted by fire districts that provide important information on protecting their homes and property.

Increase SLASH collection and biomass recycling We are enhancing the Jeffco SLASH program, which helps residents dispose of forest debris near their homes such as tree branches, pine cones and needles.

We also doubled the number of days for summer slash collection.

Residents are responding – after only one month, we have collected more than double the amount of slash than we did at this point last year. The county’s Parks & Conservation Team and the Jefferson Conservation District are leading these efforts. The county is also creating two, year-round locations for residents to drop off and recycle slash. This effort includes enhancing neighborhood chipping programs with the help of local fire districts and biochar processing, a charcoal-like substance left over from burning forestry waste like slash. Biochar shows promise in mitigating climate change and improving soil quality.

Several of these recommendations came directly from the county’s first ever Wildfire Risk Reduction Task Force. Community leaders and subject matter experts from across the county worked together to identify three priority areas: enhancing the pace and scale of mitigation, increasing community education, and securing new revenue sources to reduce wildfire risk. The task force has now evolved into the Wildfire Commission, which will continue to inform countywide policies and track progress.

space and use ignition-resistant materials. To help meet the need, Jeffco has hired a fire mitigation specialist to work with property owners to address defensible space. Jeffco Open Space is improving forest health on 1,000 acres of land by significantly thinning dense tree stands – a seven-fold increase over previous years. County staff also worked on a memorandum of understanding to partner with Evergreen Fire Rescue for mitigation of fire risks within county rightof-way.

Plus, Jeffco has proposed access standards for driveways, private roads and unimproved roads in public right-of-way that will accommodate fire trucks, safe ingress and egress but that do not require fire district review. Requirements include 10foot clear zones on both sides of the access on the property.

Dorothy D. Tweedell

January 7, 1923 - July 1, 2022

Dorothy Dennis Tweedell died on July 1, 2022 at the Lutheran Hospice in Wheat Ridge, Colorado. She was born on Jan. 7, 1923 in Augusta, Illinois to Oren and Marian Dennis.

She had diphtheria as a child and was quarantined for a short time.

She graduated from Augusta High School in 1940. She married Robert K. Tweedell in August, 1946. They moved to Vanport, Oregon where Bob attended Portland State College. They lost almost all their belongings in the Vanport flood in May, 1948, saving only a rented sewing machine and a few other items. They moved to Eugene, Oregon in September of 1948 where Bob attended the University of Oregon.

Dorothy and Bob moved to Denver in January, 1950, where Bob went to work at the Denver Post. In 1951 they bought their first car, a green Chevrolet. They bought their first house in 1952 on Xavier St. in west Denver.

Dorothy and Bob later divorced.

They moved to Arvada in March, 1962. All of her children graduated from Arvada West High School and the University of Colorado.

We are not only tackling wildfire at a county level but partnering with our state and national leaders. Commissioner Dahlkemper serves as one of two county commissioners representing the interests of counties on the Colorado Fire Commission.

Later this month, Jeffco leaders will present our wildfire risk reduction efforts at the invitation of the National Association of Counties at its annual national conference.

Together, we’re seeking collaborative solutions to keep Jeffco safe from wildfire and protect our lands for generations to come. We recognize there’s much more work ahead. As the county faces financial challenges, we’ll continue to proactively pursue federal and state grants and other funding that help keep our community safe.

Dorothy was always politically and socially active. She was involved with protests at Rocky Flats, the civil rights movement, the homeless, and abused women. One of her prized possessions was a letter she received from the late congressman John Lewis commending her for her work in the civil

rights movement.

Dorothy traveled to Montgomery, Alabama for dedication of a civil rights museum in 2005. In 1989 she traveled to Washington, D.C. to participate in a march for the homeless. She volunteered at the Catholic Worker soup kitchen in downtown Denver from 19782000 and made many friends there. She also volunteered at Project Angel Heart.

Dorothy was a great lover of jazz and attended many of the Gibson jazz festivals in Denver. She traveled to New Orleans several times to attend the Jazz and Heritage Festival.

Her favorite jazz club in Denver was Dazzle.

She frequently went to the El Chapultepec jazz club when it was still in operation.

Dorothy was an outgoing, gregarious person who had many friends. She appreciated the importance of friends in her life. She was a friend to anyone who needed one.

Dorothy is survived by: daughter Meri, son Robert (Bob) and his wife Susan, daughter Beth and her husband Michael, son Richard; grandchildren Erik, Grant, Conor, Casey, Arlen, Megan, and Shea; and great grandchildren Callia, Jonah, Rhais, Taylor, Ashley; and her dear friend Lila Gracey. She was preceded in death by her parents and her older brother Paul.

A celebration of her life will be held at a later date. In lieu of flowers the family requests donations to a charity of your choice.

2 Denver area female aviators share their stories of earning their wings

tephanie Wells and Donna Miller grew up during a time when women could not be pilots, but the two Denver women did not give up on their dreams and eventually earned their wings.

Miller, a first officer, flies the Boeing 787 Dreamliner for American Airlines, and Wells is retired after an illustrious career that included flying for NASA and working for the Federal Aviation Administration.

Defying gender barriers Miller grew up in Golden. Her father was a Colorado School of Mines professor and an aviator.

“He was a back seater in the F-4 in the Navy and went to top gun,” Miller said. “He was my inspiration growing up.”

Miller attended Westminster College in Salt Lake City, Utah, which had an aviation program but only for men. So, she majored in business administration, economics and international management. She spent her last semester of college overseas and was accepted to the American College in Paris. She ended up living abroad for eight years.

Miller moved to South Korea for two years and worked as an Air Force civilian, where she got her pilot’s license in 1988 at age 27.

She then moved to Frankfurt, Germany, where she took a job as an administrative assistant for a computer company from 1989 to 1990, when the Berlin Wall fell.

“I was 27 and considered military, but the age cutoff was 27 and a half, and at that time, the military didn’t need pilots,” Miller said.

Miller returned to Denver in late 1990 and started working at Jeppesen, coding the database for airline onboard computers.

While there, Miller met Capt. Elrey B. Jeppesen, after whom the Jeppesen Terminal at Denver International Airport was named.

She said Orville Wright signed Jeppesen’s pilot’s license, and he gave her a piece of fabric from the Wright brothers’ first aircraft.

“I helped Jeppesen catalog all of his memorabilia, which is in a display case at Denver International Airport,” Miller said.

Miller left Jeppesen to work for the United Airlines Training Center in 1995.

It was another desk job, but it put her in right place at the right time.

While Miller was working at the training center, Capt.Ted Stiles, who was on United’s hiring committee, came into her office.

“He said, ‘Donna, you can’t steal second with your foot on first,’” Miller said. “I said, ‘excuse me.’ He said, ‘if you ever wanted to be a pilot, you have to leave your cushy little desk job and go out and fly — get the experience you need and then you can return to the airlines.”

Miller started a file called “stealing second” that day and contacted every single flight operator she knew.

“I probably didn’t even have 500 hours at the time, which is really low time, but I had all of my ratings,” she said.

Miller got her first pilot’s job in 1998 flying car parts to Mexico from El Paso, Texas.

“It was low paying,” she said. “We loaded and unloaded our own airplanes. It was tough duty.”

She also flew skydivers without pay, but she could jump for free. In 1999, she was hired as a first officer and a captain with Air Midwest. She flew regional turboprop jets out of Florida for over two years.

She applied at United, Delta and American, and finally, in June 2001, she was hired by American.

Miller logged her first passenger flight to Chicago on Sept. 10, 2001, the day before 9/11, and on Oct. 1, she was furloughed.

During the furlough, which ultimately lasted 11 years, Miller found other flying jobs, which were low paying but helped her stay current and qualified.

In 2013, Miller resumed flights with American Airlines based in Chicago. She lives in Denver but commutes elsewhere to fly the 787 Dreamliner. She also runs marathons and so far has completed 32.

Airline pilots have to retire at age 65; Miller is 61.

in Europe,” Miller said. “But I want to keep my hands in aviation because I love flying. It will always be a part of my life.”

A life-long passion Wells was born in Albuquerque, New Mexico, and grew up in Washington, D.C. She took her first flight at age 15 and immediately fell in love with aviation.

“I was picked up and carried away by it, but I couldn’t afford it,” Wells said. “It was just so far out of reach; it might have been impossible.”

Wells graduated with a bachelor of science degree in meteorology from Iowa State University in 1975, and while in college, she started working toward obtaining her private pilot’s license.

After graduation, she joined the Air Force, and her first assignment was as a weather forecaster.

“It was very cool to work as a forecaster, but my dream was always to be a pilot,” Wells said.

She said the Air Force announced it would start training women as pilots within a year of her joining.

“So, I was in the right place at the right time,” Wells said.

Wells began pilot training in 1978 and, after graduation, was assigned as an instructor pilot for the Cessna T-37 trainer. She later served as an instructor for the WC-130 “typhoon chaser” aircraft and the supersonic T-38 Talon.

She got the opportunity to train her peers to pilot these planes but becoming a fighter pilot was still out of reach for women at that time.

“I couldn’t get it, but that was OK,” Wells said. “I was so happy just to be the pilot for the Air Force.”

Wells was on active duty for the Air Force from 1975 to 1985 and then transferred from active duty to the Air Force Reserves.

“I flew more than 10 years

in San Antonio, flying the C-5 galaxy military transport,” Wells said.

As a part-time reservist, she could pursue a civilian career, and her dream job was to fly for NASA. In 1986, she was hired by NASA, and her first assignment was as a zero-gravity test director. She eventually advanced to piloting the KC-135 Stratotanker Zero-G, “vomit comet,” aircraft.

She also served as chief of training and aviation safety officer at NASA, and she earned her master’s of science degree in aeronautical science from Embry Riddle Aeronautical University by attending classes in the evenings.

“I was also pilot on a couple of other airplanes, including the administrative airplane Gulfstream 1 to transport the bosses, and then, I got to fly the Gulfstream 2, which is a special simulator to train the astronauts,” Wells said.

Wells said there were about 20 staff pilots and approximately 140 astronauts at NASA. The pilots’ mission was mainly to support the manned space program and to help train astronauts.

Wells decided she wanted to be close to her family in Colorado, so she left NASA and went to work for the Federal Aviation Administration in 2003 as a safety inspector at the Denver Flight Standards Office at Denver International Airport.

“I was an instructor pilot for the FAA, and I also had many (other) tasks, including overseeing air charter companies, flight schools, agriculture operators, external load helicopters, monitoring air shows, doing accident investigation,” Wells said.

Wells retired from the FAA in 2010 and was off to her next adventure, flying parttime for Mountain Aviation in Broomfield and instructing pilots on the King Air. She also worked for Rocky Mountain Aerial surveys flying the Cessna 206 doing surveys with a LIDAR camera that produces 3-D mapping.

Pepsi to build its largest U.S. plant in Denver City offers $1M in incentives to maker of soft drinks

PepsiCo has chosen Denver as the place where it will build what will be its largest U.S. plant.

Colorado beat out three other states to become the site of the mammoth facility, Pepsi said in a statement on July 13. The company acquired roughly 152 acres of land near Denver International Airport for the planned 1.2 million-square-foot

manufacturing facility, which is set to open next year.

“We’re thrilled to call Denver, a city that shares so many of our values, home to PepsiCo’s most sustainable U.S. plant location,” said Johannes Evenblij, PepsiCo Beverages president of North America’s West Division, in the statement.

In March, Denver City Council approved $1 million in incentives for Pepsi’s project. As Pepsi builds the facility and adds new jobs, the city will pay the company cash in installments. The city expects to make the payments over a multi-year period until the site is completed.

As part of the deal, Pepsi will move

its longtime operation on Brighton Boulevard in Denver’s RiNo neighborhood to the new facility. The company says all 250 employees at the existing facility will be moved to the new site, and that they will create an additional 250 jobs — with an average wage of $65,000 — on top of that.

Denver officials estimate the project could bring $6 million in additional revenue to the city’s general fund over a five-year period and $11 million over a 10-year period.

Denver Councilwoman Candi CdeBaca, the only council member to vote against the deal, contends the new facility is primarily a good deal for Pepsi.

“This was a good deal for a multinational corporation who needed a newer, larger space and got a city to relocate and essentially build a community around their needs,” CdeBaca said in a text message. “Denverites should be concerned about how their tax dollars were spent in this deal and how this city caters to corporate needs when it is small businesses struggling to survive.”

The old facility on Brighton Boulevard is in CdeBaca’s district.

Evergreen Park & Recreation District kids’ boating camp makes waves Campers learn to kayak, paddle board at Evergreen Lake

Summer is in full swing at the Evergreen Lake House, with summer camps getting kids out into the outdoors.

The week of July 11, one group of campers embarked on a boating camp, where they learned how to kayak and paddle board. The camp was Monday, Wednesday, Friday for four hours a day. On July 11, they learned to kayak.

They learned to paddle board July 13. On July 15, they got to choose their vessel, but everyone chose the paddle boards.

Roland Kiessling is the recreation supervisor for outdoor programming at Evergreen Park & Recreation District. He said the summer camps with EPRD always fill up quickly.

The goal, in Keissling’s words, is for kids to experience the “true enjoyment of the outdoors” in these camps.

The campers also learn environmental education and team building. At the boating camp, everyone on the water wears a life jacket.

Leo Southard is a 15-year-old camp counselor from Kittredge.

Growing up in Colorado, Southard has many outdoor hobbies including hiking, biking and skiing.

Being a teenage counselor has its advantages, Southard said.

“I can relate to them [the kids],” he said.

And having a job on the water beats working in fast food, in his opinion.

“I would much rather work here on the lake,” he said.

Turns out the campers like the young counselors, too.

“I think the best part of the camp is the counselors because they’re teenagers,” camper Gibson Zimmerman said.

Zimmerman, 11, lives in Denver.

He’s attended the camp for two years now with his friend, River Finck, 11, who lives in Evergreen.

“We mostly just hang out on the lake and do fun games,” Finck said.

On their last day at camp, the group had plans to paddle, eat lunch, play capture the flag and then walk over to Baskin Robbins for ice cream.

To put it succinctly, Finck described the camp in a few words: “Fun camp, boats, people, geese.”

The camp counselors lead the group around the lake.

The Colorado tourism industry is bouncing back from the pandemic, but the recovery is not evenly distributed across the state.

Front Range urban destinations have yet to see traffic return to 2019 levels while Western Slope mountain communities are setting all-time records.

The Colorado Tourism Office’s survey of 2021 visitors by research groups Longwoods International and Dean Runyan Associates shows visitor spending reaching $21.9 billion, a 42% increase over 2020 but still below the record $24.2 billion tourists spent in 2019. (The U.S. travel

industry reported a 48% increase to $268 billion in 2021 compared with the previous year.)

Colorado’s tourism businesses hosted 84.2 million trips in 2021, up 14% from 2020 but down from the high of 86.9 million trips in 2019. Leisure travel led the rebound in 2021 while business trips, convention groups and international travel remained down.

Of the eight travel regions in Colorado, half have not recovered to 2019 levels. Spending by visitors in metro Denver and along the Front Range was down about 19% in 2021 compared with the pre-pandemic levels of 2019.

Spending in Western Slope mountain destinations was up 9% in 2021 compared with 2019.

• Travel industry employment increased by 14,800 jobs in 2021, with the state reporting 161,000 tourism-dependent jobs. That’s up 10% from 2020 but down from 184,100 jobs in 2019.

• 36.3 million U.S. travelers spent a night in Colorado in 2021, up 18% from 2020 but down from 39 million domestic overnight trips in 2019. About 81% of those 2021 overnight travelers were repeat visitors.

• 1.8 million business travelers spent the night in Colorado in 2021, down from 2 million in 2020 and 3.8 million in 2019.

• Taxes collected by the state, counties and municipalities on travel-related purchases reached $3.1 billion in 2021, up 40% from 2020 but down about 3% from 2019.

The Colorado tourism industry’s recovery from a steep decline in 2020 saw sporadic surges of traffic in high country villages.

The 2021-22 ski season ranked as the busiest ever for both Colorado and the nation, with U.S. resorts hosting more than 61 million visits and the most skied state in the country, Colorado, reporting a record 14 million visits.

The record-setting traffic in the mountains has chafed locals as soaring real estate prices push them further from resort-anchored valleys, triggering a labor crisis. But the steady year-overyear increases from 2021 appear to be ebbing in 2022, with many resort communities reporting smaller crowds than last summer.

A sustained slackening of bookings and occupancy already is underway this summer in Colorado’s high country. Inntopia’s DestiMetrics, which compiles lodging details from 17 mountain destinations in seven Western states, last month reported a decline in summer reservations compared to both 2021 and 2019.

That slower pace for bookings

began earlier this year as pent-up travel demand from the pandemic started to wane.

“And though we’re still seeing room rates at all-time highs, the slackening demand is now longterm and increasing economic pressures are forcing consumers to retreat from high room rates,” Tom Foley with Inntopia said in a statement. “The result is that considerably fewer room nights have been booked for this summer compared to both last year and 2019, and it is unlikely that those higher rates alleviate the revenue decrease caused by lower occupancy.”

Tim Wolfe, the head of the Colorado Tourism Office, said his team is working to find “balance and harmony” with tourist-dependent economies and local concerns about growth and capacity.

He’s focused on reviving international traffic that has collapsed since 2020.

“The mountains may be saying we don’t need tourism anymore but that is kind of a yes-and-no type of thing because international travel has not rebounded yet and those folks spend five times the amount of other travelers,” Wolfe said. “That international component has not rebounded for the mountains and those travel patterns are better with full weeks instead of just full weekends that they’ve been getting.”

The state tourism office has $4.8 million in tourism grants from the U.S. Economic Development Administration to disperse to rebuild the state’s pandemic-ravaged tourism industry. About $2.8 million of that is headed toward marketing for international visitors and $2 million will be dispersed to local destination management and tourism groups in areas that have not yet rebounded from the pandemic.

Rebuilding international tourism to the state is among the office’s top priorities. In 2019, visitors from overseas spent $1.7 billion in Colorado, accounting for more than 8% of all visitor spending in the state. That spending dropped to $306 million in 2020 and $385 million in 2021 as COVID

restrictions limited international traffic.

Tourism promoters are facing headwinds in Colorado’s busy mountain communities. Recordsetting crowds in the last two years — largely stemming from pent-up demand for travel during the pandemic and the view that Colorado’s outdoor spaces were safe escapes — have worn on towns struggling through a labor shortage and housing crisis.

A new law passed by Colorado lawmakers this spring will give residents of 29 marketing districts — most on the Western Slope — the ability to redirect lodging tax dollars from tourism promotion toward affordable housing and recreational infrastructure. The bipartisan House Bill 1117 — which Gov. Jared Polis signed into law in April — allows voters in 29 local marketing districts across the state to spend as much as 90% of lodging taxes collected for tourism promotion on affordable housing, child care for local workers and “enhancing visitors experiences” with investment in recreational amenities like trails and trailheads.

Already communities are preparing for a vote in November.

Champions of tourism are now defending their industry in communities that thrive on travelers.

Their arguments focus on the role of tourism officials in rural communities as managers more than marketers.

“The Colorado Tourism Office along with our partners … are the only voice out there for those high-value travelers. If you cut that voice off, then we can’t communicate to try to get those high quality travelers that really align with our Colorado values,” Wolfe said.

The Colorado Tourism Office’s new “Shine A Little Brighter” and “Do Colorado Right” ad campaigns help educate visitors about leaving no trace and responsible travel in the state. A survey of the “Shine A Little Brighter” winter campaign by Strategic Marketing and Research Insights showed the 30-second online ads spurred 900,000 trips by visitors who spent
