The City of Arvada and the Jefferson County Board of

Commissioners filed a lawsuit on June 1 suing the City and County of Broomfield for breach of contract and damages pertaining to Broomfield’s decision to pull out of the Jefferson Parkway project in 2020.

The Jefferson County Parkway is a proposed 10-mile beltway segment that would connect the Northwest Parkway in Broomfield with Highway 93 in Jefferson County.

The parkway would complete the Colorado State Highway 470 route

encircling the Denver Metro area.

The project is estimated to cost $250 million to complete.

The lawsuit filed by Arvada and Jefferson County states that between 2008 and 2019, taxpayers have contributed almost $16.8 million to the project — $6.3 million from Jefferson County, nearly $7 million from Arvada and $3.5 million from Broomfield.

A federal appeals court won’t be taking up the case of Gregory Tucker vs. Faith Bible Chapel International, as a June 7 decision by the 10th Circuit Court declared that they do not have jusirdiction to hear the interlocutory appeal.

The case will now go back to district court for a ruling, unless FCA appeals the decision to the United States Supreme Court.

Fentanyl bill signed into law before session ends Lawmakers were able to find compromise before legislative clock ran out STAFF REPORT

On May 11, Colorado legislators approved House Bill 22-1326 with less than two hours remaining in the 2022 session.

To push the bill over the finish line, a House and Senate conference Committee was appointed to create a

in Arvada for 12 years. Tucker alleges that he was fired shortly after hosting a chapel meeting addressing “a number of disturbing incidents of racism,” according to a letter he wrote on Jan. 6, 2018.

In its defense, FCA used an interlocutory appeal — an appeal filed before the district court initially hearing the case came to a decision — and has attempted to invoke the ministerial exception; a doctrine that bars the application of antidiscrimination laws to ministers employed by religious organizations.

Tucker’s defense has argued that the ministerial exception doesn’t apply in this case because Tucker was a secular teacher at the school.

In rejecting Faith’s appeal, the 10th Circuit Court stated that, “The Supreme Court has only permitted immediate appeals from the denial of qualified immunity when the issue presented for appeal is one of law, not fact. Here, on the other hand, the critical question for purposes of the

inhumane disposal of his remains in Clear Creek,” according to a press release from the First Judicial District.

On Aug. 29, 2020, Arvada Police were called to an apartment in the city regarding a suspicious incident after

compromise that could pass both chambers.

It was ultimately passed in the House by a vote of 35-30 and in the Senate by a vote of 27-8.

In general, the bill creates tougher penalties for fentanyl distribution and provides more treatment options for dependent users, while funding drug education. It also provides money for Naloxone, a drug that reverses opioid overdose.

‘ministerial exception’ is the factintensive inquiry into whether Tucker was a minister.”

Richard Katskee, the vice president and legal director of Americans United for the Separation of Church and State — Tucker’s legal counsel — confirmed that the next steps in the case will include going back to district court for a trial, which will in part prove whether or not Tucker was a minister.

“He isn’t, he’s a really good teacher, but not a minister,” Katskee said. “And also, what the injuries to him are and what the damages are. The other side can seek Supreme Court review. I won’t be surprised if they do.”

FCA Superintendent Andrew Hasz said that the school was considering its options after the decision.

“The case raises very important First Amendment issues, including avoiding church-state entanglement,” Hasz said in an email to the Arvada Press. “The Supreme Court has repeatedly ruled that courts should not second-guess a religious school’s decision on who teaches its students about religion.

“That protection is very strong here, as the plaintiff was our school’s chaplain and left following a disagreement about how he led

a chapel service,” Hasz continued.

“The panel’s opinion also appears to sharply conflict with rulings from other federal appellate courts and state supreme courts. We are reviewing the decision and will plan next steps in consultation with our legal team.”

Ramya Sinha attended FCA from 2nd to 12th grade from 2007 to 2018 and was a student at FCA’s high school, where Tucker taught from 2014 to 2018. Sinha, who is black, said she was discriminated against by white students on the basis of her race while at FCA, and sought out a trusted adult in Tucker for refuge.

Sinha said she was pleased with the 10th Circuit Court’s decision and hoped that it would bring FCA closer to being held accountable for their “culture of white supremacy.”

“I have so much joy hearing this news,” Sinha said. “I believe that the court’s decision to throw the appeal is a great step in the right direction towards necessary accountability and justice. For decades so many people have been harmed by Faith Christian Academy and they need to know that their oppressive and harmful actions will be met with consequences.”

Katskee outlined specific incidents

of racism and explained Tucker’s response, characterizing Tucker’s actions as those of “a really good teacher.”

“The school had some really ugly problems with racism, there were students who showed up in KKK robes, students who did mock executions of students of color in the school,” Katskee said. “Greg did what a really good teacher does, he tried to educate the students, teach them about racism and make them see what they had done in that way. That’s really good stuff.

“Then some parents complained, parents of kids involved in perpetrating these racist incidents.

What the school did was say, ‘We can’t risk losing one parent’s tuition over one unhappy parent,’ so they fired Gregg,” Katskee continued. “And that meant that they fired him for teaching that racism isn’t a good thing. That fits into the category of a discriminatory firing, particularly because Gregg had been subjected to this awful hateful stuff as well. He didn’t respond by getting angry, he responded by trying to teach.”

one of Elsey’s friends reported that Elsey hadn’t been seen or heard from since Aug. 24, 2020. Police found blood and signs of an attempted cleanup and learned that Elsey lived at the apartment that Condit had recently moved into.

Condit was arrested in Denver on Sept. 1, 2020 by Arvada Police, and on Sept. 6, 2020, Elsey’s body was discovered in Silver Plume after

nearly two weeks of being left in the elements.

Expert testimony at the trial stated that Elsey was stabbed in the neck and sustained other defensive wounds. Condit testified that during an argument with Elsey, Elsey threatened Condit with a knife and was ultimately struck by his own knife and died. The jury found Condit guilty of Second Degree Murder, Tampering

with a Deceased Human Body and two counts of Tampering with Physical Evidence.

“You failed in that moment,” said an unattributed quote in the press release. “There is a moment in your life where staying out of trouble becomes less important than saving a human life and you didn’t do it.

Staying out of trouble was more important than a person dying.”

limitations was coming up, and said he was hoping the dispute could be handled internally before going to trial.

“Frankly, we were up to the statute of limitations, so we needed to file at this time to preserve our contractual rights under the original agreement,” Williams said. “We’ve been in recent discussions with Broomfield, and we’re cautiously optimistic that we’re going to get this matter solved short of having any trial activity.

“I spoke to the Mayor of Broomfield and let them know we’re proceeding with this,” Williams continued. “She expressed to me that she’s optimistic as well that we’ll be able to get the issues resolved.”

The Jefferson County Parkway is a proposed 10-mile beltway segment that would connect the Northwest Parkway in Broomfield with Highway 93 in Jefferson County.

Broomfield Mayor Guyleen Castriotta said that the City and County of Broomfield was aware of the suit, but that she could not comment further.

Carolyn Romero, the City and County of Broomfield’s chief communications officer, echoed Castriotta’s sentiment.

“Broomfield has been, and will continue to, negotiate in good faith to seek a possible resolution,” Romero said.

“Broomfield doesn’t have a practice of discussing pending litigation and has no additional comment at this time.”

During a February visit to Arvada, Gov. Jared Polis told the Arvada Press that he was hopeful the project could still be completed, as it would provide safety and traffic relief for commuters.

In April Zillow Published a Primer on Solar for Your Home — Here Are My Reflections for Jeffco

On April 27, Zillow published a article, “6 Questions to Ask as You Consider Home Solar.” I thought it was pretty comprehensive, but it was for a national audience, and some of the questions are readily answered for us here in Colorado. I’ll post a link to the full article at www.GoldenREblog.com.

The article begins by asserting that, according to Zillow’s research, homes which highlight eco-friendly features like solar sell up to 10 days quicker and for 1.4% more than homes that don’t. That statistic, however, fails to distinguish between homes which have fullyowned solar installations, and home that have leased systems or “power purchase agreements.” Those alternative arrangements basically create a situation in which the homeowner purchases electricity from two companies instead of one — still a good deal, since the solar power typically costs less than the power purchased from the utility.

Zillow’s question #1 is whether your home is suitable for solar. We all know, of course, that a south-facing roof without shading is best, but there are other considerations, such as the condition of your roof. If your roof needs replacing before you put solar panels on it, you may want to include Roper Roofing & Solar in Golden among the solar companies you interview.

It’s the only solar company I know which is also a roofing company.

One question posed by Zillow is whether your HOA (if you have one) will allow solar. Fortunately, Colorado passed a law over a decade ago which requires HOAs to allow solar and other sustainable improvements. HOAs can regulate appearance but not prohibit solar. For example, it could require that solar panels be flush with your roof rather than angled out from it.

The article points out that if your home

is not suitable for solar, you should look into community solar, for which it provides a link. Community solar is also a good alternative for renters and condo owners.

The second question is how to find a reputable installer. Personally, I like to hire a small (and local) family-owned company over a national business with a local sales team. I recommend Golden Solar, which has installed five systems for me over the past two decades, and Buglet Solar Electric. The owners of those two companies, Don Parker and Whitney Painter, can answer question #3, which is what incentives and rebates are available on the federal, state, local and utility level.

The current federal incentive is a 26% tax credit, which drops to 22% next year and expires the following year unless Congress extends it.

Question #4 is whether there’s net metering, which allows you to “bank” your daytime production for nighttime use and carry forward your surplus solar production to future months and years. In Colorado, the answer is a resounding “yes.”

Question #5 is about battery storage.

Net metering, in my opinion, makes home battery backup/storage unnecessary unless you are worried about power outages. (If you have life-sustaining equipment that requires uninterrupted electricity, battery storage might be appropriate.)

Where battery storage is essential, of course, is in off-grid applications, such as in a mountain cabin without accessible electricity from a utility. I have listed such homes with impressive battery systems.

The last question which Zillow poses is whether a solar installation is worth it, admitting that this is a very personal decision.

A solar installation nowadays costs between $10,000 and $20,000 for the typical home, and you can ask the companies you interview what the return on investment will be. I have never worried about ROI, because installing solar, to me, is simply the right thing to do, satisfied to know that it does pay for itself, whether in five years or ten.

One piece of advice which was not in

the Zillow article is to factor in the increased electricity you will need when you buy an electric vehicle — which you will at some point, since most manufacturers plan to phase out gas-powered vehicles.

Xcel Energy allows you to carry forward your surplus generation from year to year, but it also allows you to install more solar panels than your last 12 months’ usage would otherwise suggest.

Upgraded kitchens are among every buyer’s top selling points, and a great gas range such as a Viking or Wolf can draw raves and offers.

A February 2022 article in Smithsonian Magazine carries the revealing title, “Gas Stoves Are Worse for Climate and Health Than Previously Thought.” Find a link for that article on our blog, www.GoldenREblog.com.

The article states that 40 million American homes have a gas range or cooktop. These appliances can emit formaldehyde, carbon monoxide and nitric oxides, and they could be leaking even when turned off.

Rita and I had a gas cooktop in our Golden home (now sold), and we were advised to always turn on the exhaust fan above the stove (vented to the outside, not recirculating like some fans) whenever we cooked, not just when we

were creating smoke from cooking.

We’ve all heard that methane is a greenhouse gas, 80 times more powerful than carbon dioxide. You may not know that natural gas is actually methane with a better sounding name. The methane emitted by cooking with gas has health implications that are a more immediate and personal cause for concern.

The smart alternative to cooking with gas is cooking on induction electric surfaces. I purchased a single countertop induction unit for about $50 and was impressed by its performance — and by its low 110V electric usage. I found that an equivalent amount of water took less than half as long to reach boiling on the induction cooktop as it did on the biggest burner of our gas cooktop. Practice on one of those before making the switch to a full-size induction cooktop.

Williams said that his goal with the negotiation was to secure the monetary amount Broomfield agreed to up until the time they withdrew from the project, and for Broomfield to transfer the rights of way needed to complete the project.

“Our aspiration is that the City and County of Broomfield will pay what they agreed to pay

up to the time they withdrew and transfer over to the Parkway Authority the rights of way that they had acquired for the parkway,” Williams said.

Williams added that he felt that Arvada’s relationship with Broomfield had improved over the years.

“I think we’ve got a better relationship with (Broomfield) than we did when they announced they were pulling out of the

Parkway Authority,” Williams said. “I think they’ve gotten better legal advice about their risk in this matter. We had to make sure Jefferson County was on board. I think everybody understands that they’ve got their respective positions, but there are contractual obligations that need to be met.”

A status hearing has been set for 7 a.m. Aug. 4 with presiding Judge Lindsay L. Vangilder.

Colorado Attorney General Phil Weiser provided written testimony about the bill, which he supported, with reservations.

“In 2021, the United States reached a terrifying threshold by losing over 100,000 lives to drug overdoses during a single year. That number exceeds deaths from car crashes and gun violence deaths combined for that year. Stated simply, we are facing an addiction crisis and it is a deadly one,” Weiser wrote.

“The majority of these overdose

deaths are from opioids and, increasingly, those deaths are because of fentanyl. According to the District of Colorado U.S. Attorney’s Office, fentanyl overdose deaths in our State grew to over 800 in 2021.”

He then went on to list changes he thought were necessary to make the bill stronger.

“One, we should devote significant resources to law enforcement for interrupting the supply chain of fentanyl. By preventing fentanyl from reaching our State and removing pills before they ever reach the street, we can save thousands of lives. Two, the legislature should update the State’s drug possession laws to account for the deadliness of fentanyl. Last year, former U.S. Attorney Dunn and I urged the General Assembly to do just that, updating the possession penalties that apply to “those who possess enough fentanyl to kill hundreds or thousands of people,” Weiser’s

testimony said.

Rep. Kerry Tipper, D-Lakewood, served on the conference committee. She said the compromise language would still allow law enforcement to charge someone who possessed 1 to 4 grams of fentanyl with a felony.

However, prosecutors will have to prove that the defendant was aware they were in possession of the drug — something that could ultimately be difficult — because fentanyl is commonly mixed with other drugs to increase potency, or sold to unsuspecting buyers as a synthetic opioid like oxycodone.

The bill will cost $38.9 million for the first year. Part of that money will come from American Rescue Plan Act funds the state received from the federal government. Some parts of the bill went into effect when it was signed into law, while others won’t take effect until January 2023.

In light of the recent nationwide spike in crime, without talking about the state, federal government or anyone else, what would you do to bring crime numbers down in Jeffco if you were elected Sheriff?

It is my goal to centralize services within the county, allowing us to prioritize Deputies on the street. Using data, we will then deploy deputies into high-risk areas.

We must also listen to our citizens to make sure that our areas of concern are in line with theirs.

We will utilize evidence-based programs throughout the Sheriff’s Office, which will reduce the rates of repeat offenses.

We will use performance measurements to guide and ensure progress with any approaches we implement.

In light of the recent nationwide spike in crime, without talking about the state, federal government or anyone else, what would you do to bring crime numbers down in Jeffco if you were elected Sheriff?

Colorado has experienced a crime tsunami over the last 10 years. Over that time, crime increased by 28%; the murder rate doubled; there were record high fentanyl overdose deaths; and we have the highest motor vehicle theft rate in the nation. As the next Sheriff, I will work to make the County safer in a number of ways. I will insist that public safety be a priority in the Commissioners’ budget; implement data driven approaches to address crime; and keep highly trained SROs in schools. Through data and input from the community, we will spot and address emerging crime quickly.

What is your biggest strength as a candidate?

I have four years of experience running the office, improving processes and supporting staff in their efforts in imaging and creating the best possible assessor’s office. I ran four years ago as a change agent, and I’ve spent four years working with staff to develop and implement better process analysis to streamline our work. We’ve developed better data analytics in order to work smarter and more accurately. My biggest strength is identifying leaders and ensuring they are in positions of leadership.

Why do you want to return to work for Jefferson County government?

I don’t work for Jefferson County government. I work for the residents and taxpayers of the County. I consider myself a fiduciary of the taxpayers’ money. State law spells out the duties of the office. We need to do those things well, and do them at the lowest possible cost. The office spends less today than it did four years ago under the prior administration. In spite of giving raises and investing in state-of-the-art technology, we have returned $597,000 to the general fund under my watch.

Working for the taxpayers is an honor and a sacred trust.

How do you see the role of Assessor working with other departments and offices in Jefferson County?

We work closely with the treasurer’s office to ensure they have the data they need to produce correct and timely tax bills. We work with more than 200 taxing authorities in the county to ensure that their boundaries are correct and their leadership has the information they need to set their mill levies. We pay for aerial photography to help us identify and value properties, and we share that imagery with every department that wants it and with every city, fire district etc. within the county that wants it — at no charge.

The ballot will show the party affiliation of the candidates. The job, though, is nonpartisan. There is nothing I can do to raise or lower taxes. I am not a politician, but a technocrat. The job is highly technical, and must be done correctly. The Assessor’s office should not be politicized. We strive to treat each taxpayer equally whether their property is worth $100,000 or $100,000,000.

My background is in the mortgage lending and financial services industry, coupled with my knowledge of what it takes to run a small business, means I understand the big picture needs of the Assessor office in county government. I will advocate for reasonable financial policies that allow citizens to thrive.

VOICES The primary ballots have arrived

A

few weeks ago, I made the radical suggestion that it would be wise to, maybe, select as our representatives people who were not insane.

I know—ridiculous.

Well, now you have your chance: the primary ballots have arrived.

Let me digress to point out that the system is fairly-well skewed against sane. Money comes from the fringes, so it ends up being in the best interest of politicians to court the fringes, if not outright represent them. Thus, “sane” becomes a rare commodity — by definition, “fringe” and “sane” rarely coexist. Ergo, we are treated with the simultaneous spectacles of a show trial for people who stormed the Capitol and the arrest of a person who drove all the way across the country to assassinate a Supreme Court Justice.

So, then, you have to start to wonder: how do you decide who is sane?

In one Congressional race, it’s hard to do, with just a scroll through their webpages. For instance, there’s the candidate who touts his experience as an economist. Seems like that would be a useful background in a time

of record inflation, but is it, really? I mean, surely the people who have brought us record inflation employ a few economists of their own. Here’s where it might be helpful to know that the economist explains his background as a lot like being an Michael Alcorn accountant, just without all the personality (it’s a good line, regardless of the political affiliation); but you only get to hear stories like that if you meet the person in person. Does a self-effacing sense of humor automatically qualify someone as “sane?” No, but I think it’s a hopeful indicator. And when one of the opponents of that person gleefully embraces fairly thoroughly debunked conspiracy theories (again, just from the website), the comparison is pretty simple. Of course, there’s a third member of that race, also—a West Point graduate and decorated combat veteran—so, even if the choice between sane and less so seems simple, no three-way race is ever

predictable, especially with a war hero in it.

And for Senate… for Senate, the primary is between a candidate who recently made a controversial statement about a cultural issue which is bound to anger the base, and a candidate who is a firebrand, but has a long history of national military service. Now, angering your base may seem insane, but isn’t disqualifying; being a firebrand isn’t a strong indicator of sanity, but maybe it’s well-earned from long service.

And then there’s the Governor’s race…

By the way, if it seems like I’m oddly focused on the primaries of one party, it’s only because that party is the only one having primaries. The other party is very disciplined about clearing the field and preserving resources for the general election.

Anyway, about the Governor’s race… There’s a person who has held state-wide office for the last couple years — in a relatively low-profile capacity — and a person whose website, well, is densely populated with “explanations.” I don’t know if either of those pieces of information indicate sanity; then again, choosing

this moment to run against Jared Polis indicates, well…something.

In the end, I’ve always been a proponent of the idea that you can learn a lot about a person by the company they keep. The news came out this week (in case you haven’t heard) that one of the national political parties has thrown a substantial amount of money into Colorado to support a slate of candidates. A slate of opposition candidates. In other words… they’re trying to pick the people their party gets to run against.

Generally speaking, that’s a bright neon sign pointing at the nutty candidates.

Read, study, learn, make your own judgments. I just strongly believe that there’s way too much crazy in the world, and the less of it we elevate to high political office, the better off we’ll all be.

uring Alzheimer’s & Brain Awareness Month in June, the Alzheimer’s Association is encouraging all Americans to adopt healthy lifestyle behaviors that may help reduce the risk of cognitive decline.

There are currently more than 6.5 million Americans age 65 and older living with Alzheimer’s disease, including 76,000 Coloradans.

Age is the greatest risk factor for Alzheimer’s disease. In fact, one in three seniors age 85 and older will have Alzheimer’s disease. While some brain changes are inevitable as we age, there is a growing body of research to suggest having the necessary resources to adopt and maintain healthy lifestyle behaviors, including healthy eating, exercising regularly, not smoking and staying cognitively engaged may help us age healthier and help reduce the risk of cognitive

“Understanding strategies to reduce risk of cognitive decline is a robust area of research currently,” said Heather M. Snyder, Ph.D., vice president of Medical & Scientific Relations with the Alzheimer’s Association. “Researchers are working to determine what may be the optimal lifestyle interventions to reduce cognitive decline, but there are steps we can take now to possibly help reduce the risk of cognitive decline as we age.”

During Alzheimer’s & Brain Awareness Month, the Alzheimer’s Association offers five tips that may help reduce the risk of cognitive decline: · Keep your heart healthy – Studies have consistently produced strong evidence that a healthier heart is connected to a healthier brain. One recent study shows that aggressively treating high blood pressure can help reduce the development

of mild cognitive impairment (MCI). · Exercise regularly — Regular cardiovascular exercise helps increase blood flow to the body and brain, and there is strong evidence that regular physical activity is linked to better memory and thinking. · Maintain a heart-healthy diet — Evidence suggests a healthful diet is linked to better cognitive functioning and may reduce the risk of heart disease as well.

Stick to a meal schedule full of fruits and vegetables and low in saturated fats. The MIND diet – a hybrid of the DASH diet (Dietary Approaches to Stop Hypertension) and the Mediterranean diet – is a brain healthy diet that emphasizes whole grains, green leafy vegetables, poultry, fish and berries. · Get proper sleep — Maintaining a regular, uninterrupted sleep pattern benefits physical and psychological health, and

helps clear waste from the brain.

Adults should get at least seven hours of sleep each night and try to keep a routine bedtime.

Stay socially and mentally active — Meaningful social engagement may support cognitive health, so stay connected with friends and family. Engage your mind by doing activities that are challenging to you such as learning a new language or musical instrument.

“Incorporating these strategies becomes especially important as we age,” Snyder said. “Research suggests that these lifestyle interventions in combination may have the greatest benefit and are good to consider at any age, but even if you begin with one or two, you’re moving in the right direction.”

Asking the hard questions at the Benchmark Theatre

I

t is an unfortunate truth that some topics will always be relevant, no matter how many decades (or centuries) pass. Questions of race and identity are near the top of this list, and as we’ve seen over the last few years, many are still grappling with the questions.

Irish author Dion Boucicault wrote “The Octaroon,” a play about American slavery in 1859. And in 2014, Branden Jacobs-Jenkins’ “An Octoroon” premiered his version of the story, which uses much of the same characters, plot and dialogue to get to a very different point.

“A lot is the same, but a lot has changed, and we want to highlight how much of these issues are still around,” said donnie l. betts, guest director at the Benchmark Theatre.

“What Jacobs-Jenkins’ did is show these issues as they really are.”

“An Octoroon” runs at the Benchmark Theatre, 1560 Teller St. in Lakewood, through Saturday, July 9. Performances are at 8 p.m. Thursday through Saturday and 2 p.m. on Sunday.

According to provided information, the story centers on Terrebonne, a ruined plantation whose owner, Judge Peyton, has died. Peyton’s nephew George arrives to take over the business and falls in love with Zoe, an octoroon (a person who is one-eighth black) - all of which isn’t to the liking of overseer M’Closky.

“When I read this script, I was floored by the possibilities and also a little daunted by the play,” wrote Neil Truglio, Benchmark’s artistic director, in an email interview. “That’s who we want to be - a place for challenging, diverse storytelling.”

Most of the cast - which features Mykai Eastman, Josh Levy, Latifah Johnson, Kenya Fashaw, Colleen

Lee, Samantha Piel, TeeJ Morgan, Jacob d’Armand and Marie-Antoinette Banks - play multiple characters, which meant all involved had to bring more than stamina to the table.

“I was looking for actors who could bring uniqueness to Clarke Reader each role, ”betts said.

“The cast is phenomenal and really bought into the material.”

Many plays aim to send audience members home thinking about what they’ve seen and how it connects to their lives. betts hopes “An Octoroon” does that and more, while not providing any easy solutions for audiences.

“The issues raised in this play are constantly raised in America - questions like how we treat each other, questions of identity when it comes to people of color,” he said. “I want the audience to ask a lot questions but know we can’t give all the answers.”

Event to include first-ever sober section, ‘over the top’ entertainment

This year marks the first fully in-person Denver PrideFest since 2019, and organizers are cooking up a “truly over the top” celebration to mark the occasion.

The festival went virtual in 2020 and became a hybrid event in 2021 amid the COVID-19 pandemic. The last fully in-person PrideFest, which is produced by The Center on Colfax, had an estimated attendance of more than 525,000 people.

Denver PrideFest will take over Civic Center Park on June 25 and 26. The lineup boasts pop singer Betty Who, the headliner on Sunday, as well as stars from RuPaul’s Drag Race — Kylie Sonique Love, Yvie Oddly and Silky Nutmeg Ganache.

The Center’s CEO Rex Fuller said it’s difficult to predict turnout, but Pride events elsewhere are indicating this year could be big. Parade SEE PRIDE, P13

entries are also sold out for Denver’s festival, just surpassing 250, and vendor slots are nearly filled.

“People really want to get out and they really want to be with each other and be in-person,” Fuller said.

‘Over the top’ DeMarcio Slaughter, the festival’s emcee of two decades, said he and the main stage team have three years of pent-up ideas and acts ready to dazzle the crowds. For Slaughter emceeing will include 16 custom costumes from his longtime design partner Darlene C. Ritz, and onstage costume changes.

He is particularly excited for the “jukebox” sing-along he leads with the crowd, which will raise thousands of voices into belting everything from pop anthems to rock classics.

“It’s an incredible, incredible thing,” Slaughter said.

The sing-along used to be on Sunday only, but this year Slaughter will lead it both days of the festival. Slaughter is also working up a version of the singalong for Saturday that will acknowledge hardships people experienced during the pandemic and lives lost.

But it will also take a tongue and cheek approach by including singalong songs that make light of some COVID-19 experiences, like running out of toilet paper.

“Let’s not pretend that craziness did not happen, but let’s also acknowledge that we’re here today and ready to move forward,” Slaughter said.

With a front-row view of the thousands who attend, Slaughter said he knows the Denver audience to turn out for a celebration of individual diversity and having “pride of who you are within.”

“I expect to see good positive energy, smiling faces, dancing. I expect to see gladness,” Slaughter said. “I think the mood is going to be over the top.”

Creating a more inclusive festival This year’s PrideFest will feature its first-ever sober section. Debbie Scheer has been involved with the festival for almost seven years. She has previously co-emceed the main stage and the parade, but this year is excited to both co-emcee the parade and help run the sober section.

People might choose sobriety because they are overcoming addiction or because it’s a healthdriven decision that a makes them feel better, Scheer said. Scheer, who chose to become sober roughly four years ago, said navigating Pride as a sober person “can be a little bit tricky.”

She’s excited to see society becoming more embracing of sober lifestyles and that this year’s PrideFest will offer “a safe space” for people who do not want to drink.

“Hopefully our community is ready to embrace and support this kind of a space at PrideFest,” Scheer said.

said the section is very visible, and that’s important to her.

“I think it sends a message that says, ‘you are an important part of our community and we’re going to create a space that sends a message of that,’” she said.

A sober section expands who is able to participate, Fuller said. While some people come to PrideFest and enjoy a beer, “that can be very difficult for people who are in recovery.”

“One of the points that we have put in our strategic plan for The Center is addressing issues of addiction and substance use in the LGBTQ community,” Fuller said.

“It’s something we’ve had calls for before.”

The national climate Fuller said a dramatic uptick in anti-LGBT legislation across the country and the controversy regarding overturning Roe v. Wade could influence this year’s events, “because of how that may indicate a rollback of LGBT rights to follow.”

“There is a lot of importance of being out and being visible in the community, just because many people who are not part of the community suddenly realize that their friends and neighbors are affected by this legislation,” Fuller said.

The festivals started in the 1970s to protest police harassment.

Focus shifted in the 1980s toward addressing the AIDS crisis and calls for LGBTQ civil rights ramped up in the 1990s and 2000s, Fuller said.

“Throughout the history of Pride events, there have always been some sort of pressure on people,” Fuller said.

“I feel blessed to have watched the LGBTQ movement” evolve into what it is today, Slaughter said, adding that what started as an event lasting a few hours on a Sunday is now a two-day extravaganza in Denver.

“Twenty years ago, when I started it was one of those things where I covertly asked for time off work to work for this,” he said.

Now Slaughter’s office jokes about not bothering him the entire week, because employees know how important the week of PrideFest is to him.

“It just makes my heart smile,” Slaughter said.

As your Jefferson County Coroner, I am running for re-election to continue serving the people of Jeffco and to continue with the great strides that have been made since I was elected in 2018. The people of Jeffco deserve to have a coroner’s office that is professional, competent, and compassionate. To me, there is also something very special about keeping commitments, along with being a custodian for the deceased, and a custodian of justice.

What is your biggest strength as a candidate?

My biggest strength as a candidate is my years of experience as your Coroner, my certification and experience as a death investigator through the American Board of Medicolegal Death Investigators and the Colorado Coroners Association, my medical background and training, my management experience, and my experience as an RN and as a forensic Nurse. RRCC receives million dollar grant Money will support physician assistant students STAFF REPORT

Red Rocks Community College (RRCC) recently received a grant in the amount of $951,247, awarded by

the Health Resources and Services Administration (HRSA).

According to RRCC, the five-year grant will provide 18-week longitudinal clinical rotations to physician assistant (PA) students throughout rural regions of Colorado with a goal to increase the numbers of PAs who practice primary care in rural communities post-graduation. Additional-

ly, the RRCC PA Program will support the training and professional development of preceptors in rural areas.

The new funding is expected expand the number of qualified PAs who practice primary care after graduation, which will address the statewide shortage of primary care providers and the urgent community need for primary care providers who are trained to meet the needs of rural Medically Underserved Communities (MUCs).

Dr. Michele Haney, president of RRCC, said the money will provide the college with the opportunities to grow its health services to the rural areas of Colorado and those citizens who have been underserved.

The RRCC PA Program is the only Master’s degree-granting community college program in the United States, one of only four programs in Colorado preparing physician assistants, and the only program dedicated to preparing PAs for primary care practice. Annually, the program trains 32 PA students.

The funding from HRSA will sup-

port eight PA students annually in completing 18-week longitudinal clinical rotations in primary care settings. The Rural Immersion Program will partner with four critical access hospitals/rural health clinics located in MUCs to provide student training.

Further, the PA Program will partner with Colorado Rural Health Center, Colorado’s nonprofit State Office of Rural Health, to provide education and training to the partner rural clinics and preceptors.

Angela King, RRCC Executive Director of Institutional Advancement, said the grant furthers the school’s role in addressing community needs.

“This incredible funding opportunity allows us to continue our efforts with regional partners to address the statewide shortage of primary care providers and the urgent community need for primary care providers who are well-trained to meet the needs of rural Medically Underserved Communities,” she said.

As you know, I was elected Jefferson County treasurer in the November 2018 election. Since taking office, my staff and I have been making great strides in improving several areas of the JeffCo Treasurer’s Office. Due to the 2020-22 pandemic, it has taken resiliency by me and the Treasurer’s Office to assist JeffCo taxpayers and to keep our County and special districts funded to provide vital services.

Why do you want to return to work for Jefferson County government?

I enjoy working with the public and working for win-win fiscal policy that benefits taxpayers and the County.

How do you see the role of Treasurer working with other departments and offices in Jefferson County?

In 2020, my department distributed CARES Act Funds and other COVID grants to local businesses and non-profits based on the criteria from the federal government and the Jefferson County Commissioners. I will continue to support and work with taxpayers and our special districts in 2022 and beyond.

The Treasurer’s Office is the county banker and supports other county departments, such as the clerk and recorder, the sheriff and the assessor offices.

Anything else you want voters to know?

The virus has affected taxpayers physically, mentally, and financially.

Many citizens have lost their jobs, their businesses and/or have been furloughed causing a financial strain on personal budgets. Thanks to House Bill 20-1421 (https:// leg.colorado.gov/bills/hb20-1421) and Senate Bill 21-279 (https:// leg.colorado.gov/bills/sb21-279), which I supported and testified on, my department and I worked with taxpayers in 2020 and 2021 on waiving interest on late payments and accepting payment plans on property taxes for residential and commercial properties. We made every effort to assist property owners in paying their property taxes in JeffCo and will continue in 2022 and beyond. We are all in this together.

Let’s do our best to protect each other and each other’s mental and financial health in 2022 and beyond – shop local and live local.

Job responsibilities include: • Post payments in our ad management software (will train in Account Scout).

Create and maintain daily files.

•Assist customers with questions on their balances and/or payments.

•Take in orders for legal notices to publish in our weekly publications. Format and schedule orders properly for production and record-keeping purposes using ad management software.

•Flow ad files onto pages for insertion into weekly publications using design software (will train in InDesign) •Proof pages to ensure accuracy •Act as customer service representative for both AR and legal notice publishing process Preferred skills: •Experience in accounts receivable preferable •Superior attention to detail •Ability to build and maintain solid customer relationships with professionalism and speed •Proficiency in Microsoft Office programs Once the candidate is fully trained this job can be performed part in-office (in Englewood) and part remote. Starting pay $15.00-$17.00/hour.

Do you think the Coroner’s office should have a role in informing/educating on public health trends?

I think the Coroner plays an important role in both informing and educating on public health trends. We provide statistics to other departments and reporting systems on a regular basis. We collaborate with Jeffco Public Health on many levels, but we also provide education and training to the public, schools, colleges, organizations, law enforce-

ment, fire and EMS, businesses, and the district attorney’s office, along with any other requests we receive from the public. We provide statistics on our website for the public and we are available to answer any questions.

I take my role as Coroner very seriously. I have been active, engaged, and transparent in these very turbulent, unprecedented times, to reach a higher level of professionalism and to gain

recognition in the community, and among other coroner offices.

I have provided safety, stability, and a high level of ethics in a time of increasing mass fatality deaths, and increasing demands and pressure from the public and media. I continue to advocate for the office and staff, and remain dedicated to my position as your Jeffco Coroner.

Public Notice REQUEST FOR APPLICATIONS The Arvada Housing Authority (AHA) invites developers of property in Arvada, CO to submit applications for participation in the Housing Choice Voucher Project Based Voucher Program (PBV). The objectives of this allocation are to 1) Expand housing options for low-income individuals and families with special needs 2) To preserve affordable housing, for low-income individuals and families with special needs that are at risk of being eliminated due to lack of a funding source 3) To increase the supply of affordable housing for individuals and families who are chronically homeless and 4) To increase the supply of affordable, accessible housing for person with disabilities.

If applicable, all financing of project costs and operating expenses will be the responsibility of the owner. Rents that are established for the project will be commensurate with other comparable rents for similar rental units in the areas in which the project is located. In all cases, however, rents cannot exceed the maximum allowable HUD Fair market Rent published for Jefferson County.
