Broomfield-based healthcare company wants to move into Park Meadows area

SCL Health has submitted a proposal to the City of Lone Tree to rezone and buy land in the Park Meadows area for a new medical campus.

The Broomfield-based healthcare company is interested in potentially building a medical campus on property south of C-470 and west of Yosemite Street, along Park Meadows Drive, according to a news release from the city.

SCL Health is being represented by Davis Partnership Architects. The standing name for the project is the SCL Health South Parkway Campus.

The property is currently zoned commercial. The applicant wishes to rezone the land for planned development with helicopter service and medical offices.

SCL Health submitted a rezoning application for the property June 25.

It may take another couple of weeks before the city begins the public review process, Lone Tree Community Development Director Kelly First wrote in an email Aug. 2.

According to the rezoning application submitted to the city, SCL Health initially proposed to build a six-story, 440,000-square-foot hospital with about 200 beds. Small-cell installation gets underway in Lone Tree Five of nine small-cell towers have been erected, more to come

Installation of the first wave of smallcell wireless poles has begun around Lone Tree, bringing with it the promise of 5G wireless capability.

Five of nine small-cell wireless poles for the cell phone carrier Sprint have been erected already by Zayo Group, a Boulder-based company that installs cellular infrastructure for carriers. Zayo will be installing the small-cell poles for all four of the major cell phone carriers — Sprint, Verizon, AT&T and T-Mobile — in Lone Tree.

The installation of the poles is preemptive for when companies begin offering 5G service for the first time.

The five poles currently installed are providing 4G LTE service. The antennas on the poles can be modified to accommodate 5G once it becomes available.

Dates have not been determined yet for when poles for the other three carriers will be installed, according to Justin Schmitz, Lone Tree’s public works director.

“As a city, we are trying to find ways to minimize the pole impact,” Schmitz said. “We want to make sure they look as aesthetic as possible, they meet our ordinance and we’re requiring them to co-locate on the same pole if possible.”

Possibly hundreds of small-cell poles will be installed in Lone Tree, following a trend for the preparation of 5G across the nation. Ericsson, a Swedish networking and telecommunications company, anticipates a surge in the use of 5G over the next five years.

“By the end of 2023, there will be 1 billion 5G subscriptions, accounting for around 20 percent of mobile data traffic,” reads the introduction letter of the report from Ericsson executive vice president Fredrik Jejdling.

The poles in Lone Tree can be as short as 30 feet. Since they are short-range cellular poles, several will need to be set up across the city.

Though the city is required by state law to allow cell phone companies to build these poles, the city can decide on the maximum height, color and spacing of the poles. Lone Tree’s parameters call for the poles to be at least 600 feet apart and no more than 40 feet tall.

The introduction of 5G has left some people around the country concerned.

Some believe the technology to have harmful effects on a person’s health, though the Food and Drug Administration has stated the amount of radio frequency emitted from any 5G wireless pole accessible to the public is far below the radio frequency human intake limits established by the FDA. Still, some residents down the road in Highlands Ranch tried to prevent the installation of 5G poles in their area in May. Zayo had submitted an application for 30 small-cell poles in Highlands Ranch, but the application has since been put on hold, according to Douglas County officials, due to resident complaints.

In Lone Tree, few people have raised a concern over this, Schmitz said.

Schmitz said the city makes sure the poles are compliant with FCC and FDA stipulations.

“Over time, as this gets deployed, they will see the ability of this improved cell service these small-cell services will be able to provide,” Schmitz said. “There’s a lot of use and demand for data and services within the entire metro region and within the city of Lone Tree.”

Fraudulent filing demands continue, state warns STAFF REPORT

The Colorado Secretary of State’s Office is again alerting small business owners about more potentially misleading notices requesting an extra fee for a third party to file business documents.

According to a news release, the Secretary of State’s Office has continued to receive reports about third parties sending additional deceptive and misleading solicitations to Colorado businesses. The Colorado secretary of state maintains an easy-to-use online filing system for businesses. Use of a third party to complete filings with the secretary of state is not required.

The newest versions of these solicitations offer to obtain a “Certificate of Good Standing” or a “Certificate of Existence” from the Secretary of State’s Office for a fee. Any business can download a Certificate of Good Standing for free from the secretary of state’s website at www.sos.state.co.us. In addition, the office does not offer anything called a Certificate of Existence.

Another misleading solicitation offers to file a “Statement Curing Delinquency” with the office to bring a business back into good standing. In addition to the required state filing fee, the form requires payment of a processing fee.

These misleading solicitations may appear similar to a government form, cite specific Colorado statutes and require a fee.

They might contain your business entity’s actual business ID number and date of formation,

as reflected in the secretary of state’s business records; contain a customer ID number that does not match a number given to you by a state or federal agency; contain a warning to make sure that the form’s instructions are followed exactly when completing the form; or contain a due date for your response.

The Colorado Secretary of State’s Office does not send these solicitations, nor does it mail out business filing forms. Compliance with these notices is not required, the release said.

All business filings are filed online. Business owners can find instructions to directly file business forms at www.sos.state.co.us under the Business Organizations heading.

A grand opening celebration of the Arapahoe Community College Sturm Collaboration Campus at Castle Rock will feature an interactive tour of the new facility and a chance to meet with faculty, staff and education/industry partners.

The Friday, Aug. 16 event is open to the public, and parking and shuttle service will be available at Castle Rock Adventist Hospital. The event runs from 2-6 p.m., and a ribbon cutting ceremony begins at 2:30 p.m.

The Sturm Collaboration Campus is a joint venture among ACC, the town of Castle Rock, the Castle Rock Economic Development Council, Colorado State University and the Douglas County School District. The campus will bring together education, business and the community to create a resource for delivering seamless education and workforce training to Castle Rock and greater Douglas County.

Fair offers ‘awesome’ time

Around them were bustling crowds standing in line at the carnival rides, grabbing a turkey leg, watching live music or browsing livestock barns.

“This is our first year living in Castle Rock, so this our first time,” she said of attending the fair. “It’s awesome.

We’re having so much fun.”

Across the fairgrounds in the poultry barn were Judy Lowery and Dale Mikelson. The two friends went to high school together at Douglas County High School and had recently reconnected, years after their children had grown and finished their own time in 4-H. “I’ve been here most every year of my life,” said Mikelson, a former fair board member.

Whether people were attending for the first time or closing another year in a long-standing tradition of coming to the fair, the annual event brought the community out for funpacked events. Running from Aug. 1-4, the event boasted a carnival, rodeo events, a concert with country music star Gary Allan and the 60th anniversary of the Douglas County Jr. Livestock Sale.

Carnival rides are always a major attraction.

A developer plans to remodel the property for an Alfalfa’s Market store, a move the city has acted to incentivize.

Plans to remake a vacant big-box store in Centennial as an organic, local-minded grocer still have yet to hit the construction stage, and when the project will move forward is unclear.

“Alfalfa’s Market remains committed to the site located at 8101 S. Quebec St. in Centennial,” Troy Smith, Alfalfa’s development director, said in a statement. “We continue to assess costs, design and the timeframe for this project. I know people are looking forward to Alfalfa’s coming into their neighborhood, and we are being very diligent with our store layout and design.”

The Boulder-based grocer, whose two locations sit in that city and nearby Louisville, would break into the Denver metro area market at the south edge of Centennial near the Willow Creek neighborhood.

“As Alfalfa’s expands into new markets, we want to ensure that our customers receive the best locally owned, organic and sustainable shopping experience,” Smith said.

The grocery store, whose website touts its support of “innovative

food, wellness products and culinary creations,” could revamp the former U.S. Toy building on South Quebec Street near East County Line Road.

The property sold for $4.2 million, according to county assessor data, in May 2018.

Shortly after, Centennial City Council approved a plan that June to give the store a $500,000 sales tax rebate, paid over a maximum of 10 years.

The move is part of the city’s “Retail Reinvestment Strategy,” a general pivot toward recognizing the trend of experiential uses. That’s a term for services, such as restaurant dining, that consumers can’t get online.

Quebec Alfalfas LLC, the entity that

owns the property, is registered to Mark Homlish, according to Colorado Secretary of State records. Homlish did not respond for comment on the project’s timeline.

Timing has been delayed by Alfalfa’s, “but the building owner (has) noted they are committed to the project,” said Allison Wittern, city spokeswoman.

The city’s agreement based on the sales tax rebate is still in effect, Wittern said. It’s an effort to help fill a vacant space with “a unique retailer that fills a neighborhood need and brings renewed retailer and consumer interest to the area, which can benefit the surrounding community, busi-

nesses and shopping centers,” Wittern said.

The city expects to gain in sales- and property-tax revenue and attract grocery spending from non-Centennial residents, a report by city staff said.

The tax rebate the city promised isn’t free money — Alfalfa’s would be required to remodel the building’s exterior much more thoroughly and according to its proposed design.

The project would remodel a roughly 30,000-square-foot building, of which Alfalfa’s would occupy about 24,000 square feet. Two existing businesses — Biryani Pot, an Indian restaurant, and Spa Brokers, a seller of hot tubs, saunas and fireplaces — occupy the rest. The project aims for a trendier exterior with repainted walls and a veneer-wood accent. A main draw could be a “community meeting” area with a multi-use outdoor space, interior café or community room, and a demo or prep kitchen for culinary classes and educational events, according to the city’s agreement with the developer.

Centennial considers tax incentives for significant projects that will have a positive impact on the community, the city has said.

City council also approved an incentive agreement for a new Natural Grocers on East Arapahoe Road near South Peoria Street in 2017. The monetary amount for Alfalfa’s is in line with projects of similar size and scale, the city has said.

DCSD students, staff to get more mental health resources School district announces collaboration with Kaiser Permanente Colorado

The Douglas County School District and Kaiser Permanente Colorado are teaming up to provide more mental health resources to students and staff.

Following the May 7 shooting at STEM School Highlands Ranch, DCSD will see mental health trainings and $99,999 in community benefit support from Kaiser Permanente, the state’s largest nonprofit health plan, the district announced in an Aug. 1 news release.

“We are forever grateful for the support and care shown by our partners at Kaiser Permanente following the tragedy in May,” DCSD Superintendent Thomas Tucker said in the release. “Their care and dedication to the health and well-being of our students and staff is truly remarkable.”

DCSD joins five other Colorado school districts that are part of Kaiser Permanente’s Thriving Schools Mental Health cohort. Formed in 2017, the

group promotes trauma-informed care policies and practices in individual school districts.

Mental health and wellness training will be provided to school staff, administrators and teachers through Kaiser Permanente’s Resilience in School Environments: Understanding and Practice (RISE UP) program. The learning session is designed to foster resilience and support staff as they work with traumatized students, the media release says.

“Research shows that adverse childhood experiences impact students’ ability to learn and grow,” DCSD Personalized Learning Officer Nancy Ingalls said in the release. “Use of trauma-sensitive approaches can provide the support students need to process their trauma and increase their readiness for learning, and can strengthen a culture of resilience in schools.”

“Yet what do we hear in the media all the time,” Garner asked people in the crowd. “‘Unprecedented growth.’”

Where, by location and demographic, is growth happening?

Garner said growth in the state is largely concentrated in certain areas, particularly along the Front Range and along the Interstate 25 corridor.

Douglas County, along with neighboring El Paso and Arapahoe counties, saw some of the largest changes in population between 2010 and 2018.

Meanwhile, counties in each corner of the state saw a decrease in population.

“Douglas County is in the midst of all of this growth,” she said.

Populations are also aging, Garner said. The 74- to 84-year-old age group is the fastest growing in Colorado. She said it is important for communities to monitor changing demographics, as a person’s age often affects their lifestyle, which in turn affects their consumer habits and how much property tax they pay.

“Fifty-year-olds is our peak population in Douglas County,” she said.

State Demographer Elizabeth Garner stopped by Castle Rock on Aug. 1 to discuss growth trends throughout the state, and in the local area. She also provided information on the upcoming 2020 census. Here’s some takeaways from her presentation.

State population growth slowing Last year, Castle Rock was the 14th fastest-growing community in the country, for communities with a population of 50,000 or larger. The town was growing an average of three families a day, said Town Manager Dave Corliss.

On a state and a national level, Garner said the population growth rate is slowing down, although Colorado is still experiencing growth. Birth rates are declining while death rates are holding steady.

And while Colorado is growing, other states have experienced tremendous growth in population, she said. Last year Colorado’s population

The season is still around the corner, but some players are in mid-season shenanigan form.

When the rear doors were opened, he was introduced by comedian Ha Ha Davis, who said, “It’s time to get this money, money.”

Ramsey is stuck with a $13.7 million contract for 2019, and he feels like he deserves much more.

Out west, Antonio Brown, a member of the Oakland Raiders, arrived to training camp in a hot air balloon.

These are exactly the kind of guys I’d like to have on my team. If I were organizing a vaudeville show in Benson.

In pro football — and elsewhere in sport (including the United States women’s national soccer team) — there is a lot of theater that goes on before, during, and after a game that

didn’t used to be there.

It probably is appreciated by younger fans (than I am).

Ramsey has been a professional football player for two years. He signed a $23.3 million rookie contract.

He is in the third year of the contract, and I guess he thinks $13.7 million simply isn’t enough of a reward for a two-time Pro Bowl cornerback.

Davis, the comedian who introduced Ramsey, yelled, “The man, the myth, Jalen Ramsey,” and a string of “He’s so good” jokes that were as funny as the Mueller hearing.

Last week, a friend sent me a YouTube of personalities who have died in 2019, and among them were Bart Starr, John Havlicek, Don Newcombe and Bill Buckner, none of whom arrived to camp in a hot air balloon.

Times change. Expectations change.

systems and enhancing safety and security systems. Redstone Elementary is replacing its roof and upgrading fire alarms and safety and security systems as well. To add to this, the district has added 80 new counselors to our schools to help address the mental health issues students face today.

Our safety and security systems have been in place for a long time and those are being enhanced/upgraded to help with our safety and security needs. Along with each school being supplied with two twoway radios in cases of emergency to help with fast response times.

here is certainly no shortage of ideas these days. As a matter of fact, we typically come up with more ideas than we really need. And the more ideas we generate, the more excited we get about putting them into practice.

What I am seeing more and more of is some very high-speed thinking.

The problem is that I am also seeing some WINNING low functioning and less motivated doing. WORDS Brainstorming is one of my very favorite exercises to participate in. Sometimes I find myself working through ideas on my own and challenging myself to come up with as many possible new Michael Norton ideas or solutions as possible. However, what I enjoy more is being part of a group and having others share their ideas and what they are thinking. In most cases their contributions and line of thinking was something totally different than my own. And usually much smarter.

The problem is that our thinking never stops, there is always one more idea or new approach we want to think

through. One more shiny object to chase. This in turn creates the bigger problem, the “doing” actually does stop. As I explored this further, I found out some very interesting information.

As much as some people love innovative thinking and creativity, coming up with vision and strategy, they don’t like to do the work that it takes to execute or implement the idea. Unless of course, it was their own idea.

The other thing people shared with me was that in many cases of a team meeting or brainstorming session, the meeting ended with no clearly defined next steps or assigned ownership. They may have had a powerful thought-provoking session, but when it was over, the excitement that was generated in the room evaporated with everyone’s exit. Or it was assumed that someone would simply take ownership.

So how do we turn high speed thinking into highly motivated action? The answer isn’t found in the “Just do it” slogan. The answer is found in just two “doing” words, prioritization and accountability. As much as I enjoy spending time on an airplane filling up a page or two of ideas and strategy,

Update on how school district is using tax revenues

A

new school year is already upon us — bringing the promise of unlimited opportunities and experiences for our students and staff.

It was a little more than a year ago that many of us in the Douglas County School District (DCSD) were connecting with you regarding our fundGUEST ing challenges. We are so thankful to our COLUMN voters for approving a $40 million mill levy override (MLO) and $250 million bond for DCSD this past November. It was the first time since 2006 that our school district received new local dollars and they Anthony Graziano were much needed.

Over the past few months, DCSD has gotten to work putting these dollars to great use. The MLO enabled us to increase compensation for our teachers and staff, add counselors to our schools — including at the elementary school level — increase career and technical education offerings to students, enhance safety and security in our school buildings, and make

I always go back and prioritize everything on the pages. The next step is to put dates, names of team members or people who can help, desired outcomes, and most importantly I write down an immediate next step.

Having a very clearly defined next step forces prioritization and accountability. Too often we look for the endgame or result. We hit the fast-forward button and forget that in order to achieve our desired results, we must first know and take that very first step, that immediate next step.

And yes, having a plan beyond our immediate next step is super important, however, if we are talking about turning ourselves or our teams from high-speed thinkers driven by highly motivated action, we must start with the first action step.

Keep the ideas coming, creativity drives our innovation and growth.

We are an entertainment-driven world. Everyone might be the next reality television star, or the next nobody to be given a new car on “Ellen” for saving a parakeet’s life.

I do not underestimate the value of an ego. Without one, there would be no artists, musicians, actors, or opinion columnists.

But enough about me. Let’s talk

much-needed improvements to our aging school buildings. It has been wonderful to see some of this work taking place over the summer.

We listened when our community said they wanted to know how the MLO and bond dollars are being used. One of the first steps we took after the passage of the MLO and bond was to form a Mill Bond Oversight Ad-Hoc Committee (MBOC) made up of 20 community members from across Douglas County.

This committee monitors the progress of the improvements and programs being implemented via MLO/bond dollars, and ensures the MLO/Bond expenditures are in alignment with the ballot language approved by our voters.

What you may not know, however, is the additional work going on behind the scenes in DCSD to stretch your taxpayer dollars even further.

For example, DCSD has an incredibly high credit rating. In fact, the highest of any school district in Colorado! Our stellar credit rating, combined with the prevailing interest rate environment, enabled DCSD to sell the bonds approved by voters for an additional $40 million — with no additional taxes for our voters.

Impressive, right? Here are some other funding facts that may interest you: turing them in some way. Keep revisiting those ideas from time to time as they may be brilliant, just not timely.

They may become even more brilliant over time and with each new review or brainstorming session. To become a highly motivated person of action means we never allow our flow of new ideas become an excuse for not getting the job done. Accountability means we own it, or someone owns it.

• Just as we all do when buying a car or a home, our school district took advantage of lower interest rates to save taxpayer money. Over the past 10 years, existing bond issuances were refinanced, resulting in a $21.7 million savings to taxpayers.

• When you are in the market for a home improvement project, it is always wise to get more than one bid — and DCSD is no different. Over the last school year, the district saved more than $1.3 million through competitive bidding processes and negotiations.

• Finally, our team has begun actively investing operating cash when it is not needed for payroll and accounts payable, in compliance with state laws and DCSD Board of Education policy.

This resulted in investment earnings more than double from prior years.

Now I want to brag on our graduates a bit — we recently handed out more than 4,700 diplomas in DCSD. Did you know that the Class of 2019 earned

nearly $96 million in scholarships? We all know that every dollar counts — whether it is funding from our recent ballot initiatives, or money for our new graduates as they head into the next chapter of their lives.

I hope this provides you with a better understanding of how seriously we take our role when it comes to taxpayer funds. As a father of a current DCSD student and a recent DCSD graduate, I strongly believe our school district is an investment in our future and I will continue to do my part to ensure our fiscal responsibility remains a priority.

ust off an inconspicuous industrial side street, kids as young as 5 and adults as old as 80 don helmets, strap on seatbelts and zip around like something out of a video game.

They’re racing go-karts at K1 Speed in Highlands Ranch, one of a handful of places in the Denver metro area where impassioned drivers, beginners and fun-seeking groups can test their skills on winding tracks.

“Karting is definitely a little different than your regular pool day,” said Nichole Sarno, K1’s assistant manager.

Christian Obrecht, a 47-year-old from Denver, built up a love for karting near Bandimere Speedway, a professional drag-racing track just west of Lakewood. And although Obrecht wasn’t racing full-sized cars, renting karts proved to be a lasting passion for him — eventually, he bought his own wheels.

“I started up just from actually watching a commercial one time, and I was like, ‘Oh, man, I kind of want to get into this,” Obrecht said.

“I didn’t even know how to get the thing off my truck. I was standing there — it was like my first day of school,” Obrecht said. “This guy was just walking by like, ‘Do you need help?’ Those are the guys I hang out with now to this day with kart racing.”

Obrecht now hopes to get his young son into racing, too, which won’t

be difficult with the metro area’s options. Action Karting, an outdoor track at the Bandimere Speedway near Highway C-470, touts itself as kid-friendly and an ideal place for first dates. K1 in Highlands Ranch sees events such as young girls’ birthday celebrations and bachelorette parties, Sarno said.

Male drivers are a bit more common than females at K1, Sarno said, but they’re not far off in numbers.

“Our fastest is a 17-year-old guy; the next fastest is a 13-year-old girl,” said Sarno, referring to K1’s speed records.

Adult karts can reach about 45 mph, and manual — or “shifter” — karts can reach about 55 mph, while junior karts for kids run about 25 to 30 mph, Sarno said. And on tracks that allow personal, non-rental karts, Obrecht’s vehicle can reach about 100 mph.

Despite the high-energy atmosphere of karting, what Obrecht enjoys most is the mental clarity the repetition of the turns can bring.

“It’s all you’re thinking about when you’re doing it,” Obrecht said. “You’ll have a favorite turn, a not-so-favorite turn … My wife makes fun of me because she says, ‘You’re just going in a circle,’ but that alone clears your mind.”

Sarno’s favorite part is “the thrill of it” — as an employee at K1, she often drives the karts — but watching others speed around is satisfying, too.

Just inside the front door of the Depot Art Gallery is a colorful painting

by Desmond O’Hagan, who was 2019 juror for the All Colorado Art Exhibit, now in its 36th year. Looking at its fine details sets the tone for a visitor to this really pleasing — and varied — exhibit. It was open to all Coloradans and shows many ways of experiencing one’s world.

Any exhibit at this intimate gallery is limited in the size of works shown, but it draws a number of fine-tuned and, in some cases, beautifully crafted smaller works that are great to contemplate and just might be the very thing to fit in a visitor’s home. It’s especially hard not to touch some of these works, such as Eileen Flanigan’s intricately etched brass “Kaleidoscope” — but please don’t!!!

O’Hagan awarded ribbons to artists at an Aug. 2 reception at the historic depot gallery and the show will continue through Aug. 24.

Best in show went to Joann Lavender’s oil painting, “Morning Sun on Pike’s Peak,” and it’s just one of several really skillful landscapes in the show. It summons up memories of those gorgeous early-in-the-day scenes we Coloradans treasure from past excursions. The ones that just make one stop and stare!

Up a few steps on the platform is the quirky first-place painting, “Neon Nuclear Duck,” by Jeff Velarde. What is the story here? One would enjoy a statement from the artist, although mostly, I’d prefer not to have a lot to read! A group of photographs includes Raj Manickam’s second-place photograph, “Dance and Drama,” portraying a lovely young dancer performing at the edge of a crowd. One can almost hear the accompanying music. Mary

Holms’ mixed media painting, “Lawn Chairs,” is on a different track, as an example of Abstract Expressionism that won third place.

O’Hagan also awarded several honorable mentions: Andrew Woodward’s acrylic painting, “Flatiron Clouds”; Scott DeWeese’s “Red Vessel # 14”; and Jeanne Trueax’s pen and ink drawing, “Rocky Hillside.”

DeWeese’s intricately carved impressions of Native American basketry are an example of especially fine craftsmanship, as well as sensitive artistry. I was happy to see that the juror honored his work.

And across the middle room from those pieces is a pair of assemblage pieces that are a send-up of the trophy heads one sees around: Artist Susan Wechsler demonstrates really intricate craftsmanship in “Indy Blue Eyes,” a deer, and “Zelda,” a zebra. Be sure to stop and stare for a few moments.

Continue to the back room and enjoy ceramic artist Carol Broere’s stunning green necklace to the right. (What could I wear with that?) Continue across the room to a square fabric piece showing a napping dog — “Vigil.” While I’ve never been a quilter, I was struck by the intricacy of this piece — look closely at the stitching.

Also in the back room is work by Artist of the Month Cele Bergstrom, who was the Littleton Fine Arts Guild member on hosting duty, along with member Forest Plesko, who declared this was the best exhibit he’d seen there. Note that you are invited to vote for a People’s Choice Award while at the Depot.

‘Being onstage is my passion’ Country music star Gary Allan says he loves to play in Denver area

country music – Merle, Buck, Johnny, Waylon, Willie, etc. We had music playing in the house all the time and also had instruments and amps sitting out in our living room. My dad thought if they were out where we could see them, we would play them.

He was correct and I played every day. When I was a teenager, my dad, brother and I had a band, The Herzbergs, and we played around Southern California. I knew early on that music is what I wanted to do for a living. Being onstage is my passion and I make music so that I can play it live. I can’t imagine not doing that.

Gary Allan was the headlining concert at the Douglas County Fair & Rodeo this year, where he was set to entertain crowds on Aug. 3. Allan has released five No. 1 country music hits, including “Every Storm Runs Out of Rain,” and has sold more than 8 million albums throughout his career since his debut in 1996.

Allan spoke to Colorado Community Media about his show in Castle Rock, his inspiration and what’s to come with his next music launch.

Is this your first time performing in Castle Rock? What are you most looking forward to about performing here?

Colorado is beautiful and I love playing in this area. I don’t think we have played in Castle Rock specifically, but we have played the Denver area several times over the years. We even shot the “Watching Airplanes” video in the Denver area.

What can people expect when seeing you in concert? What is the experience like?

I’ve been working on new music for a while now and hope to have something new out soon. Every album I make represents where I am in life at that time, so this one will reflect the same. I’m in a really good place and I think the music will represent that.

re you starting to enter the waters of finding a new job? Whether it’s because you are unhappy at your current position, or you realize you’ve grown and are ready to move up – the main thing to keep in mind is your resume needs to be updated.

A fresh resume, or even multiple drafts of a resume are good to have on hand.

Don’t be afraid to dust off the old version. A lot of the basic information still applies. It just needs to be updated to fit today’s job market, and maybe even split into a few versions if you are applying for multiple jobs.

Call for Nominations for Jefferson County Public Schools Jefferson County, Colorado The Board of Education of Jeffco Public Schools in the County of Jefferson, State of Colorado, calls for nominations of candidates for school directors to be placed on the ballot for the regular biennial school election to be held on Tuesday, November 5, 2019.

At this election, two directors will be elected representing director districts 3 and 4 for a term of office of four years. WHEREAS, to respond to increasing demands for growth related capital improvements within the County, the Board now desires to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in this Resolution, and to extend collection of the same through December 31, 2035; and WHEREAS, the Board desires to additionally ask voters whether to authorize the issuance of revenue bonds to be secured by the expiring .13% Portion of the Justice Center Sales and Use Tax if it is extended and reallocated in order to fund such public transportation infrastructure as soon as possible; and WHEREAS, Article X, Section 20 of the Colorado Constitution requires voter approval of the extension of an expiring tax and the creation any multiple-fiscal year direct or indirect debt or other financial obligation; and WHEREAS, the Board desires to present the following ballot questions provided herein to voters on November 5, 2019, which if approved by voters would: (1) allow the .13% Portion to be reallocated and extended from its current expiration date of January 1, 2021 to instead terminate on December 31, 2035; and (2) allow the County to issue revenue bonds to be secured by the .13% Portion in order to fund transportation infrastructure; and WHEREAS, the Board is responsible for certifying such ballot questions to the coordinated election official in the County.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows: A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows: 20(A). The portion of the sales and use taxes collected at the rate of twenty hundredths of one cent per dollar in perpetuity pursuant to this Resolution and the interest income thereon (the “.30% Portion”) shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities; and ii A special fund, to be known as the “Douglas County Justice Center Sales and Use Tax Capital Improvement Fund” (the “J.C. Fund”), shall be created and all of the revenues from the .30% portion shall be deposited therein.

(B). An additional portion of the sales and use taxes collected at the rate of thirteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution and the interest income thereon (the .13% Portion) shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the “T.I. Fund”), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County. The T.I. Fund may also be used for the payment of costs of issuance, reserve funds and debt service of revenue bonds, including principal and interest thereon, as authorized by this Resolution, if and when such bonds are approved by a majority of voters.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

(D). Sales and use tax revenue bonds for transportation infrastructure purposes may be issued in the aggregate principal amount of $96 million, the proceeds of which shall be used for the purposes and in accordance with the limitations of this sales tax and use tax proposal, as approved by a majority of the voters voting

The rate of a portion of said sales tax and use tax shall be twenty hundredths of one cent per dollar of taxable transactions (the .30% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be thirteen hundredths of one cent per dollar of taxable transactions through December 31, 2035 (the .13% Portion as set forth in Section 20B).

2. Submission of Election Questions. The Board hereby authorizes the submission of the question of the extension and partial reallocation of the Justice Center Sales and Use Tax and the question of the issuance of revenue bonds in connection therewith to the registered electors of the County, at the coordinated election to be conducted on November 5, 2019, by the Douglas County Clerk and Recorder.

3. Certification of Election Questions. 4. Clerk to Conduct Election. The name of the designated election official who will be responsible for conducting the election pursuant to the Uniform Election Code of 1992, as amended, is Merlin Klotz, Douglas County Clerk and Recorder.

5. Uniform Election Code of 1992. The election shall be held, conducted, and the results thereof shall be determined, so far as practicable, in conformity with the provisions of the Uniform Election Code of 1992, as amended.

6. Publication of Resolution. The County Clerk and Recorder is hereby authorized and directed to publish the full text of this Resolution four separate times, a week apart, in the Douglas County News-Press and in the official newspaper of each city and incorporated town in the County.

7. Filing With, and Collection, Administration and Distribution By, Executive Director of the Colorado Department of Revenue. Pursuant to Section 29-2-106, Colorado Revised Statutes, the Board shall, following the election on November 5, 2019, and prior to December 31, 2019, request the Executive Director of the Colorado Department of Revenue to administer, collect and distribute the sales tax hereby extended. The Board, at the time of making such request, shall provide the following documents to the Executive Director:

A. A copy of this Resolution and Resolution No. 995-099, as amended, certified by the County Clerk and Recorder;

B. Affidavits of publication of this Resolution, as provided herein; and

C. An Abstract of Election Results, certified as to the approval of the extension of the sales tax by a majority of the registered electors of the County voting thereon.

In the event that the Executive Director fails or refuses to collect the sales tax extended by this Resolution, the Board shall provide for the collection, administration or enforcement of such sales tax to the extent permitted by law, or amend this Resolution to comply with the requirements of the Department of Revenue.

8. Effective Date. Section 1 of this Resolution shall be effective January 1, 2020, expressly subject to approval of the necessary ballot question or questions certified in Section 3 of this Resolution by the electorate at the election on November 5, 2019. All other sections of this Resolution shall be effective immediately.
