Open space is for the dogs— and people, too

yle Hawkins goes to the Glendale Farm Open Space dog park every morning with his 10-month old black lab, Trinket. It’s near his house, a bonus, but Hawkins said he loves the size of the park and, even more importantly, the people he meets. Hawkins lives on the east side of RidgeGate in Lone Tree.

“It’s a nice, big open space,” said Hawkins, who mentioned occasionally spotting rattlesnakes at the park.

The 13-acre, off-leash dog park — which is south of Lone Tree, west of Parker and north of Castle Pines — is no secret to Douglas County residents.

However, few people know how to take full advantage of the 1.6 miles of the Glendale Farm Open Space Trail, according to Greg Sprigg, who represents Lone Tree on the county’s Open Space Advisory Committee.

The trail is suitable for hiking, horseback riding, biking and, of course, taking your dog out for a stroll or afternoon in the park. The property is 145 acres, just east of I-25. It has a variety of chokecherry and wild plum shrubs winding up through Gambel Oak and topping out on a grassland with views of Pikes Peak to the south and the Front Range to the west.

The trail is rated as moderately easy with some short climbs. Amenities include benches, picnic tables, parking for cars and three horse trailers.

From the south, take I-25 Exit 188 at

Castle Pines and follow the east frontage road north two miles to Glendale.

From the north, take I-25 Exit 192 at RidgeGate, proceed east under the highway to the east frontage road and south two miles to Glendale on the east side of the road.

DCSD offers free, full-day kindergarten this fall The change is a result of act signed by Gov. Jared Polis in May

Starting this fall, families in the Douglas County School District have the opportunity to send their children to full-day kindergarten for free.

On May 21, Gov. Jared Polis signed into law House Bill 19-1262, which provides funding for free, full-day kindergarten at Colorado’s 178 school districts. Prior, the state funded half-day kindergarten, and in most cases, tuition paid by parents covered the rest.

The new legislation provides a more equitable approach to access to kindergarten, said Marlena Gross-Taylor,

DCSD’s chief academic officer.

“That’s an expense now that you don’t have to assume, and you can get your kids enrolled in neighborhood schools and really give them a jump-start to their education,” Gross-Taylor said.

For the 2019-20 state fiscal year, the act appropriates nearly $183 million to the department of education for full-day kindergarten programs. The act also appropriates $25,094 to the department of human services for childcare licensing and administration.

Historically, DCSD has offered tuitionbased, full-day kindergarten and free, half-day kindergarten at its 48 elementary schools. The district will continue to offer both full- and half-day kindergarten programs.

Gross-Taylor said: “All principals are so excited to have kindergarten students all day long.”

The district will see a net loss of $600,000 in funding as a result of the act.

In the 2018-19 school year, the district received $4.7 million in fullday kindergarten tuition — which varied at neighborhood schools and was capped at $350 per month per student — and $5 million in per-pupil revenue from the state, according to DCSD. Individual schools used the funds to support their kindergarten programs.

HB19-1262 means that for full-day kindergarten in the 2019-20 school year, DCSD will be getting $9.1 million in per-pupil funding and no money from tuition.

Still, Paula Hans, a spokeswoman for the district, called the state’s funding of full-day kindergarten a win for DCSD’s students and families.

“The cost we will absorb saves our neighborhood school parents $4.5 (million) in tuition — so there are financial savings,” combined with academic benefits, Hans said in an email.

According to the district, schools have been contacting families of students enrolled in half-day kindergarten prior to the passage of HB191262 to discuss the change to full-day kindergarten. And families who paid tuition for full-day kindergarten for the 2019-20 school year are being refunded.

Parents with questions about kindergarten should contact their child’s individual school or call the district at 303-387-9500. DCSD’s West Support Center, 701 Prairie Hawk Drive, Castle Rock, is open through the summer for in-person inquiries.

Gross-Taylor stressed that when kids benefit, the district benefits.

“The sooner that we can have our young students enrolled in school, we can start that process of their learning journey and reinforce the positive experience that learning brings,” Gross-Taylor said.

Centennial Airport taking FAA to court over flight paths Airport argues Congress-mandated studies need to be completed

After years of complaints and forewarning about a federal plan to reroute airplane traffic in the Denver metro area, Centennial Airport has filed legal action over how much care the government is taking to determine the impacts the plan could have.

“We just feel there are some pieces to the puzzle that are missing and very important not only to the airport, but to the communities,” said Deborah Grigsby Smith, Centennial Airport spokeswoman. “We stand very strongly with our neighbors, and we’d like to have a complete picture. We’d like to have it before Metroplex implementation — not after.”

The airport is taking the Federal Aviation Administration to court over the agency’s NextGen Denver Metroplex project, which aims to optimize arrival and departure at local airports. That includes Denver International Airport, Centennial Airport and some others. An FAA study, called a draft environmental assessment, looked at impacts the project could have on noise, air quality, wildlife, and historic and cultural resources.

The proposed change in flight paths is expected to have “no significant impacts” on those aspects of the Denver metro area, according to the April 22 study.

That lack of potential effects means a more rigorous review, called an Environmental Impact Study, isn’t necessary before the plan is put into action, according to the FAA. That’s one of the determinations and actions by the FAA at issue in Centennial Airport’s legal action, which is a petition for review in the U.S. Court of Appeals for the District of Columbia Circuit. In the June 19 legal filing, the Arapahoe County Public Airport Authority — the government body that oversees the airport — asked the court to review the FAA’s study, its determination that an EIS isn’t needed and its proposed changes in flight procedures.

When reached about the legal filing, agency spokesperson Allen Kenitzer said the FAA “does not comment on ongoing litigation.”

The filing also requested a look at whether the FAA can carry out the Metroplex plan before completing studies required by the FAA Reau-

Older methods to direct air traffic in and out of the metro area largely depend on navigational aids on the ground or radar by air traffic controllers, according to the Federal Aviation Administration.

Area navigation, or RNAV, can put pilots along more direct routes, generally through satellite technology. It requires less communication between air traffic control and pilots and makes for more efficient use of airspace, according to the agency. Implementing RNAV changes has been part of NextGen, a set of updates the FAA is making to airspace in the Denver area and around the nation.

The Metroplex plan is another part of the NextGen updates. It aims to make further changes with new flight paths for airports in metro areas like Denver. thorization Act of 2018, a law passed

by Congress.

The recent law requires the FAA to study the agency’s “community involvement” practices regarding NextGen Metroplex projects; the effect of aircraft noise on communities; the relationship between noise and health impacts such as sleep disturbance and elevated blood pressure, as well as the effect on businesses located under certain flight paths; and whether 65 decibels and up remains an acceptable FAA standard for significant noise exposure, according to a June 5 letter from the airport to the FAA. The airport’s executive director, Robert Olislagers, has said that the results of those studies could significantly impact the Metroplex project, as well as the FAA’s conclusion that it would cause no significant impacts to the metro area.

The airport has also argued that the FAA didn’t consider the impact of the part of flight that occurs below 3,000 feet above ground, and that leaves unclear how much communities could be affected. Littleton, Centennial, Cherry Hills Village, Lone Tree, Castle Rock and other nearby cities could experience notable effects, Olislagers has said, although it is unclear how much.

The FAA contends that most proposed flight paths in the Denver area closely follow what are being flown today.

Legal action has been initiated against the FAA regarding Metroplex implementations in Phoenix, as well as in the Los Angeles area and the Baltimore-Washington, D.C., region, according to the airport’s letter.

The D.C. appeals court in the Centennial Airport case set July 22 and Aug. 5 as dates when certain documents must be submitted in the case.

Decoding Douglas County’s Parks and Open Space Treasure-hunt type program aims to get people outside

Douglas County’s population may be aging, but it’s not slowing down.

That’s according to Randy Burkhardt, Douglas County’s assistant director of parks, trails and building grounds. The county has shifted its focus in recent years when it comes to providing parks and recreational activities based on changing demographics, he said.

Not only are residents getting older — the county expects a quarter of residents will be older than 60 by 2030 — but their definition of

parks and recreation has evolved.

People don’t want soccer, baseball and football fields alone anymore, and they’re staying active much later in life, he said.

That’s one reason the county developed its treasure-hunt-like program Decode Douglas County Outdoors. It’s designed to accommodate residents of any age, so grandparents can participate alongside grandchildren, for example, and it’s doable no matter a person’s physical fitness level.

The main goal is to get residents outdoors to parks or open spaces they may not have tried before, in addition to their favorite sports complexes.

“That’s what we’re trying to introduce people to,” Burkhardt said. “The fact that there’s more to Douglas County than baseball, football and soccer, as far as parks are concerned.”

The program is designed like a treasure hunt. To complete it, residents must pick up a Decode Douglas County booklet that guides people to different parks and recreation sites. At each location, people collect one number by locating a post with an embossed plaque they use to create a rubbing in their booklet.

Players must visit eight park and open space locations, which they find through clues in the booklet, to form an eight-digit code. They then use the number to open locks on a “treasure chest” at their final destination. The last last step is submitting a completed booklet in the chest. From there people are entered into a drawing for prizes.

The program is annual, running from Jan. 1 through Dec. 1. Each December, the locations and codes change. People can play multiple

years but only one booklet is allowed per person in a given year.

The length of time it takes to complete is up to the participant.

Some people spread the excursions over several weeks. One resident, an ultra marathoner, completed the challenge in a single day, county staff said.

There are locations in Parker, Lone Tree, Franktown, Castle Rock, Larkspur, Louviers, Sedalia, Highlands Ranch and more. Some are parks, some are open spaces. All boast an attraction staff say residents should know — the best views of downtown Denver from Douglas County, good fishing holes, tubing locations or hiking trails.

“I think that it provides an additional form of recreation,” said Scott McEldowney, Douglas County’s assistant director of open space and natural resources. “And it gives them a targeted activity, so a purpose to be visiting places where they wouldn’t normally go or get a little farther down the trail than they would normally go.”

In 2018 the county saw 173 people complete the program, 92 children and 81 adults, between July and November. Seventeen people have finished so far in 2019. McEldowney said the program hasn’t driven a large increase in the use of parks or open space, but it did diversify the age range of users.

He notes the Lincoln Mountain Open Space location in the challenge as a lesser known spot but one that’s “absolutely beautiful.” The property features an old working ranch, he said, with an “incredible view of Pikes Peak.”

Douglas County’s program was inspired by a similar program in Larimer County. That program first launched in 2016 in recognition of a local open space tax’s 20th anniversary. The Larimer County Passport to Your Open Spaces program was also modeled on similar programs, but like Douglas County’s, customized to the local area.

Parker-Renga said he was happy to help Douglas County create their program, giving a tour to staff of Larimer County locations.

“I was pretty impressed with how they took our basic concept and put their spin on it,” he said of Douglas County’s version. “I think it’s fantastic. All of the various departments and agencies who are involved in outdoor recreation across the Front Range of Colorado and even beyond have similar goals in mind.”

There’s a home improvements and repairs outfit that calls itself a team.

When a word becomes a movement, I want to ride it until I get saddle sores.

Maybe you remember the Ink Spots and their great song, “We Three.”

This (for once) is a true story. When I gave my students a weekend ink drawing project, I told them to listen to the Ink Spots.

One kid thought I meant I wanted them to listen to the ink spots, and he was

serious.

There are, in fact, teams. Every high school and college in the State of Colorado has a number of teams,

and they compete against teams from other schools and states.

I have a harder time thinking of a guy wearing grease for an aftershave and leaning into the engine of my car to adjust the carburetor as a member of a team. But it sounds good.

I know some writers have ghost writers and editors and research people, but at Team Craig it’s really just Craig.

Unless you count Harry.

And why not? He inspires a number of columns each year, and he’s practically a dependent.

If you are a dog owner, you know what I mean. His veterinarian bills alone? Get out of here.

In her own way (discretion will limit

details), Jennifer plays for Team Craig too.

But at the end of the day, the bottom line (to frolic in the gruel of two wornout phrases) shows that Team Craig is comprised of one team member, who taps away with the heartfelt belief, “Everything we do is all about you.”

That’s the actual wording on a local team’s monthly newsletter.

And it brings with its treacle another word that is making the rounds.

“About.”

Check it out, brothers and sisters, and count the number of times in a day you read or hear that something is “about” something, as in it’s “all about you.”

Mid-year outlook as expansion sets length record

H

ere we are, just six months away from the beginning of the next decade. Just the year 2020 sounds like something from outer space. Oh well, it’s just a number. The bigger question is how to plan for it and what to expect.

While no one can predict the future, it helps to understand where we are in the present. The big headlines overseas for the first half of this year centered around China, Iran and Brexit. Stateside, the news was all about the Federal Reserve. This brings me to the obvious points that make this cycle unlike any other: the longest and most global.

This current economic cycle is now the longest U.S. expansion in history, pushing on the 11th year.* I believe that the length comes from the very slow growth both here and abroad that have seemed inherent in this cycle. Being part of the global economy means it can be difficult for one country to grow at a significant pace if other countries are lagging.

ourselves the rest and relaxation we deserve, we enjoy those moments of daydreaming and easy peaceful feelings, but we remember our purpose and passion, and our “why” so that we maintain our momentum.

Tom Ziglar, in his book “Choose to Win,” talks about the importance of having a “why,” understanding our “why,” and having our internal compass aligned with our true north.

So, as we enjoy our summer, put our feet up a little bit, drift off for a few minutes, hours, or days, let’s keep our “why” in front of us, our plans and goals visible, and make sure we do not fall too far behind on where it is we really want to be.

Personally, I have found that when I allow myself to drift off a bit and daydream, I try and let my creativity come

For what it’s worth (Buffalo Springfield, 1967), I believe in getting it said,

with a shift in Fed policy, from rate increases to potential rate cuts. This can be construed as the economy not doing as well or as an opportunity to refinance debt (such as a mortgage) at a lower rate. The Patricia Kummer likely policy shift could add a fair amount of volatility to the financial markets depending on what else is going on in the world at the same time.

The base case for the second half of this year is that Real GDP (Gross Domestic Product) growth is slowing on a global scale but we expect soft landing levels around the 2% to 3% range. The Fed will likely cut interest rates and there will hopefully be a trade deal with China.

The major unknowns remain China and the tariff talks and the Fed’s course reversal to easing.

Recent Wall Street chatter is that these two scenarios appear to be

to life. I recognize that I am daydreaming or wandering a bit, so I intentionally start to dream about my goals and dreams. I think about what I can do differently or better, what I should do more of or do less of, and what I might start doing or stop doing that would be helpful to reaching my ultimate goals and achieving my dreams.

Opportunities abound to enjoy the great outdoors off the ground

oloradans are known for their love of outdoor adventures.

Traditionally, these activities take place on solid ground.

However, the Denver metro area also offers plenty of high-adrenaline experiences that get participants off the ground and into the air.

Soaring above Golden Paragliding is kind of like sitting in a lawn chair in the sky, said David Hach, co-owner of Paraglide Tandem, a Golden-based company that serves Colorado residents and tourists.

“It really feels like we’re flying like a bird,” Hach said. “And the views are amazing.”

Paraglide Tandem started in 2013 and today, the Paraglide Tandem team is made up of eight instructors, all certified by the United States Hang Gliding and Paragliding Association as tandem pilots.

The experience lasts about two hours, Hach said. The instructor will meet the client at about 10 a.m. — Paraglide Tandem flies in the morning when there’s no turbulence, Hach

said — in the parking area at the base of Mount Zion, which is near the Chimney Gulch Trailhead off U.S. 6 in Golden. From the parking lot, the two take a five-to-10-minute walk to the launch site, which is near the Colorado School of Mines’ M on Mount Zion.

“Then we sit back, relax and watch the weather for a bit,” Hach said.

The instructor will then get the client geared up and they’ll do a practice launch. Then, the two step into the 42-square-meter glider — the guest in front and the pilot in the back.

“We wait for a nice gust of wind, and then we launch,” Hach said, adding there’s no free-fall involved. “We’ll soar around for as long as we can.

And if they want, we’ll do tricks.”

Generally, a flight will last about five to 15 minutes, depending on conditions, Hach said.

“I love the reaction that everybody has,” he said. “They’re always surprised how smooth and mellow it is.”

Paragliding is a “risky sport,” Hach said, but Paraglide Tandem instructors are well-versed in the sport and they will only take people out “when conditions are perfect for a safe flight.”

Hach went paragliding for the first time on his fifth birthday in 1993.

“I’ve been hooked ever since,” he said. “It’s my passion and it’s fun to be able to share it with people.”

Anna Hall, a senior headed to compete for Georgia, was the Gatorade girls track athlete of the year.

Hall, who earned this honor in 2018, won the 100 and 300 meter hurdles and was on the winning 4x200 and 4x400 relay teams at the May state championships.

There is a group of clay monoprints by Linda Schmale. “Leaf Series # 1” took Third Place and speaks of another way for a potter to express herself, bridging the wall between craft and fine art — a wall that barely exists these days, but was once an issue. Schmale also has conventional ceramic pieces, exhibited on pedestals in the center of the gallery.

Gallery walls offer framed works that include a range of paintings and drawings, including the Honorable Mention mixed-media landscape “History,” by longtime area teacher and painter Bobbi Shupe. The subject is a weathered old farm, skillfully executed in subdued colors.

Carol Broere’s Raku ceramic works are displayed on the wall: “Tree of Life” is a sculptural piece with the earthy metallic sheen that is achieved with Raku firing. Held together in it are a tree and a collection of small birds. You can almost hear them twittering.

Another Honorable Mention was awarded to Daren Gilbert’s oil painting, “Puako # 110 1/2,” which illustrates yet another way to project one’s thinking …

Music festival benefits Habitat for Humanity Proceeds go toward helping perform critical home repairs in Denver neighborhoods STAFF REPORT

The upcoming Blues and BBQ for Better Housing music festival will help provide critical repairs on homes in Denver’s Westwood, Globeville and Elyria-Swansea neighborhoods.

The longest-running continual fundraiser for Habitat for Humanity of Metro Denver, the 22nd annual festival has raised more than $250,000 to renovate and build homes since it was started in a small bar near Coors Field in 1998.

The day-long tribute festival, which is Saturday, July 20 at Citizens Park, will feature nine bands performing the music of Aretha Franklin, Journey, Bruce Springsteen, Prince, Bob Seger, Stevie Ray Vaughan, The Allman Brothers, The Who and the music of Chess Records. There will be food trucks, a beer garden, retail vendors, face painting and a kids’ zone play area with inflatable bounce houses and games.

“Helping hard-working families is awesome,” Ranger Miller, founder of

Blues and BBQ, said in a news release.

“It’s so cool when you go out and work with Habitat for the day. They don’t do the work for you, they teach you how to do it and you do it, you fix-up a house working right next to the person who lives there. It really makes you feel like you’ve made a difference.”

Robyn Burns, the director of communications and marketing for Habitat Denver, said that the 20-plus-year partnership with Blues and BBQ is something the organization is thankful for.

“Habitat for Humanity of Metro Denver has been building and preserving affordable home ownership for 40 years, and we couldn’t make the impact that we do without support from our local community,” Burns said in the release.

All-day entry passes are $10 for adults and free for children under 12.

Art program a ‘win-win’ South Suburban-featured artists talk benefits of Goodson display

ver the years, Kim Kaminski raised her kids in South Suburban Parks and Recreation’s programs — swim lessons, archery, tennis activities — at places like Goodson Recreation Center in Centennial.

Now, she proudly looks upon her art in front of that building as part of South Suburban’s Art-on-Loan program, which features sculptures in a one-year temporary display at Goodson.

And although 70-year-old Wayne Bachus lives in Denver, he called it a “tremendous honor” to have his art featured.

“The beauty of the lending program is it gives the community the ability to see art without having to pay for it,” Bachus said. “We get exposure. It’s a win-win for everybody.”

The sculptures are for sale, and South Suburban receives a 20% commission when they are purchased.

But beyond the financial benefits, the partnership gives artists like Kaminski the chance to deepen their roots in the community.

Get a rush on ropes course Compared to other experiences that get people off the ground, the ropes course at Adventure Golf & Raceway in Westminster is a safe way to challenge your physical abilities, while still getting that adrenaline rush.

“People enjoy the controlled environment,” said Allen Brown, the managing director of Adventure Golf & Raceway. The ropes course “gives them a way to get that rush without the potential to get hurt.”

The Adventure Ropes Course is a two-level course that offers 25 different challenges with varying degrees of difficulty. Perched above a giant maze made of constructed walls, the first level of the ropes course is about 10 or 12 feet off the ground, Brown said, and the second level is about 20 feet off the ground. Challenges range from walking across tires to navigating a slackline. People are harnessed in, and once on the course, they choose their own path, Brown said.

“People tend to be really nervous when they first try it,” Brown said.

“But then, we see that they gain confidence and start to enjoy the interaction with the device. And then there’s some people who don’t want to come down.”

It takes about 30 minutes for a person doing it for the first time to complete the beginner challenges, Brown said.

All sorts of people have enjoyed it since then, Brown said, including individuals who want to challenge themselves, families who want bonding time and groups for team building.

“The ropes course (and its challenges) pushes people to do things they’re not comfortable with at first,” Brown said. But in the end, “they enjoy trying something they haven’t done before.”

Go on an adventure Located within Philip S. Miller Park, Castle Rock Adventure Park offers three main activities — a zipline tour, the Epic Adventure Tower and the Sky Trek.

Each has a different draw, said Adam White, general manager of Castle Rock Adventure Park, but all of them will get your heart pumping.

“They’re different than anything else you can find,” White said. “And you get great views, with essentially no obstructions because you’re so high up.”

The Sky Trek is Castle Rock Adventure Park’s newest attraction.

It features four levels — the top is 50 feet off the ground — and 120 different obstacles. The Sky Trek’s Ninja Warrior Experience features a course similar to NBC’s “American Ninja Warrior” TV series, White said.

The Epic Adventure Tower is “the destination for your adrenaline junkie,” White said.

Among other features, it includes a 42-foot climbing wall, four rappelling stations and three different platforms, including the 75-foot Eagles Nest, which offers a harnessed freefall.

The Castle Rock Adventure Park opened in 2015 with the zipline tour.

The zipline tour provides an adrenaline experience that’s not too overwhelming, White said, but “it’s still a lot of fun flying through the air.”

The zipline tour takes about two to three hours to complete. There’s about a mile of hiking, which is split up among the 10 ziplines. Along the route, each line gets longer and faster.

People take the tour in small groups accompanied by a guide certified by the Association for Challenge Course Technology.

People enjoy different kinds of outdoor adventures that gives them a break from their normal, daily routines, White said.

“Most people’s day-in-and-day-out lives are spent on the ground,” he said.

“Getting off the ground is inherently different. And you get to experience the season and the views — the best that nature can offer.”

The flight “up” for a believer will begin with the most spectacular space trip ever taken & end in joy, peace & comfort in the presence of the Lord & the saints forever. The flight “down” for the unsaved will begin with a dark & scary plunge & end in a place of torment, of weeping, wailing & gnashing of teeth with Satan & his demons forever.

The Douglas County Sheriff’s Office, hereinafter referred to as the County, respectfully requests proposals from responsible and qualified firms for a fully operational, flexible, secure and reliable inmate commissary system. The provision of inmate commissary services and the quality/reliability of service are a high priority.

Firms who submit a response to this Request for Proposal (RFP) shall be responsible to submit technical solutions based on their programs that meet or exceed the goals and objectives.
