Citizen group promotes sustainability Lone Tree Sustainability Team seeks to educate, influence community

The first meeting of the Lone Tree Sustainability Team included motivated residents eager to make Lone Tree a more sustainable city.

The committee will meet the first Thursday of each month at the Douglas County Library in RidgeGate from 6:30-7:30 p.m.

Steve Sorensen can’t help but think about the number of plastic straws available at a restaurant or the fact that everyone goes home with their own Styrofoam box. The amount of plastic waste he encountered on a dayto-day basis began eating at him.

“The more you notice, the more you notice,” Sorensen said.

Steve and Carol Sorensen, 22-year Lone Tree residents, are two natureloving Colorado natives driven to leave the world a better place than they found it. The two collect trash found along their street or in a public park. They travel to other countries and take note of the sustainable practices — or lack thereof.

Now they want to make Lone Tree a sustainable city.

On Feb. 6, the Sorensens were joined by 11 Douglas County residents eager to promote sustainability in Lone Tree.

The Lone Tree Sustainability Team met for the first time at the Lone Tree Douglas County Library and will hold at least its first six meetings at the library’s Kids Corner on the first Thursday of every month.

“The view I take in the world is to leave the world a better place,” Carol Sorensen said. “I’m always looking for opportunities not only to erase my footprint, but also how to make it better for the next person.”

The initial turnout pleasantly surprised the Sorensens, as did the wealth and breadth of knowledge sitting around the circle. Local business leaders, city officials, parks leaders, teachers, conservationists and motivated citizens instantly began

“We’ve already got a great base around the knowledge and the issues,” Steve Sorensen said. The group is still in its infancy but is seeking eager hands to lay the groundwork for its first initiatives.

The objective of the committee is to influence city policy and work with staff to establish policies to mitigate waste. The Sorensens have travelled throughout the world to see how cities are implementing sustainable practices. Business backgrounds to boot, the two figured it was finally time to take action in the city.

The three pillars of the committee’s mission are education, action and influence. The group will do anything from teaching the public about recycling to encouraging businesses to consider alternatives for single-use plastics. The initial meeting begat brainstorming from residents con-

cerned about air quality, water conservation, business practices, waste management and working toward being a leader in the area for sustainable practices.

Lone Tree City Councilmember Jay Carpenter attended the meeting as a council liaison. Carpenter announced the city’s plans to host an annual citywide day of volunteering, igniting a partnership with the newly formed committee to identify community service projects.

“The growth, not only here but aross the country and the world, is not sustainable, and the growth we (Lone Tree) have is not sustainable,” Carpenter said. “For me, it’s a selfish thing. Having four kids, it’s important for me to make sure the world is around for a while for my kids and my grandkids…It all starts with just doing the little things to make the big impact.”

The committee has already partnered with local businesses such as Charles Schwab and Xcel Energy to be guest speakers.

Shannon Weston, co-owner of Vibe Foods in Lone Tree and 25-year resident, said it can be challenging for business owners to consider sustainable practices due to cost and variety of vendors.

“Opening a business, it’s so horrifying when you see how much crap flows through the store,” Weston said.

Weston said Vibe Foods does its best to reduce the amount of waste sent to a landfill, but it’s not easy. “The infrastructure is not in place for businesses to be more sustainable.”

There is no commitment required to be on the Lone Tree Sustainability Team. The group is not even limited to strictly Lone Tree residents. Kate Hogan of Parker said she joined because she felt she was the only person in Douglas County who cared about these kinds of issues.

The Sorensens believe getting the business community involved is crucial. The city’s population of 15,000 almost doubles during the daytime, mostly due to the number of people who work in Lone Tree. Steve Sorensen said one project to tackle down the road would be to help businesses develop a profit model where sustainable practices could help save money.

But for now, baby steps. The committee will begin to flesh out its project goals in the coming months.

“We want people to get engaged,” Steve Sorensen said. “We want to, in collaborative fashion, break the code on this thing and actually do something.”

Younger STEM suspect pleads guilty to murder Alec McKinney, 16, could eventually be released from prison on parole

The suspect accused of plotting the May 7 fatal shooting at STEM School Highlands Ranch and recruiting a friend to help him carry out the attack has pleaded guilty to numerous felony charges.

Alec McKinney, 16, accepted a plea deal on Feb. 7 and will be sentenced on May 18 for counts including firstdegree murder for the death of STEM student Kendrick Castillo, 18.

The plea deal means McKinney will face a minimum sentence of life with the possibility of parole after 40 years and a maximum sentence of life with the possibility of parole after 40 years, plus 409 years in the department of corrections.

McKinney pleaded guilty to firstdegree murder, conspiracy to commit first-degree murder after deliberation, six counts of attempted murder after deliberation, attempted murder with extreme indifference, second-degree assault, conspiracy to commit arson, conspiracy to commit burglary, conspiracy to commit criminal mischief, possession of a weapon on school grounds, possession of a handgun by

Additional charges were dismissed as part of the agreement. McKinney would have faced 43 felony charges if his case had moved to trial.

The teen remained calm throughout his hearing, answering Judge Jeffrey Holmes as he explained McKinney did not have to plead guilty, that he could testify in his own defense at trial and cross-examine witnesses and he was waiving those rights by accepting the deal.

When asked how he would like

to plead to the first-degree murder charge for Castillo’s death, McKinney looked at the judge and said, “Guilty, your honor.”

The shooting left eight other students injured. Two of the students were injured by a private security guard responding to the incident and are represented in the plea deal by two crime-of-violence sentence enhancers.

John Castillo, father of Kendrick, said the plea deal may have minimized some of the family’s pain because they will not have to endure two trials.

“Made life a little bit easier on families,” Castillo said. “So, we can move on to the other perpetrator.”

The family is now mentally preparing for the trial of Devon Erickson, who was 18 at the time of the attack. Erickson is accused of helping McKinney carry out the shooting and pleaded not guilty to 43 felony charges in January.

Eighteenth Judicial District Attorney George Brauchler said the plea deal inched victims closer to receiving justice.

“I’m satisfied with the direction this portion of the case has taken,” Brauchler said.

He noted the sentencing range is wide and discussed a program that could parole McKinney sooner than 40 years.

By state statute, juveniles sentenced to anything can apply for a three-year program in the Department of Corrections that would

allow them to be paroled at 20 to 25 years. The program could be available to McKinney even if he receives the maximum sentence, Brauchler said.

McKinney’s last appearance was a reverse-transfer hearing spanning roughly one week. Attorneys sought to transfer his case back to juvenile court, which could have changed the type of sentence he received if convicted.

McKinney’s mother offered four hours of testimony about his childhood, describing years of abuse.

Mothers of students injured in the shooting made tear-stricken statements about the trauma their children had suffered.

Kendrick Castillo’s mother, Maria, testified on the final day, telling the judge her life felt over after he son’s death. Kendrick was the Castillos’ only child.

John Castillo called the reversetransfer hearing brutal on his family and the other victims.

Douglas County Sheriff Tony Spurlock said the plea deal brought some closure for victims but also brought up painful emotions. Still, he was grateful to hear the suspect admit guilt and take responsibility for the crime, he said.

“We are satisfied. We are fine with this conclusion in this case,” Spurlock said. “This is something that I believe is good for the victims of the crime. It allows one trial.”

What to know about Colorado’s primary elections Contest among presidential hopefuls falls on ‘Super Tuesday’ in March

A caucus is a system of local gatherings where voters decide which candidate to support — engaging in discussions at places such as highschool gyms — and select delegates that will ultimately cast votes at conventions to nominate candidates.

Hurlbert, referencing the recent news of a chaotic Iowa caucus marred by technological issues, argued the primary system has advantages.

“A primary system is run by the state election officials and not through a political party,” Hurlbert said.

“That’s the key thing — they’re done by people who do this for a living and are some of the best at it in the country.”

Colorado is gearing up to hold the state’s first presidential primary in 20 years, and it falls on what political junkies call “Super Tuesday” — when the largest number of states and territories hold a presidential primary or caucus.

This year, it’s March 3. Steve Hurlbert, spokesman for the Colorado Secretary of State’s Office, said there’s “no question” that Colorado holding its contest on that date will give the state a bigger spotlight in the primary season.

“Where we fall on the calendar is really important,” said Hurlbert, whose office oversees elections. “Also, the nature of what Colorado is: We’re definitely a purple state and (one) that both parties see as up for grabs.”

Here are some important things to know before the primary elections, which will choose parties’ nominees to compete in the November general election. Ballots were to be mailed out for the March primary the week of Feb. 10.

In the typical caucus — and some other states’ primaries — voters are limited to the contest of the party with which they are affiliated.

Colorado’s unaffiliated voters — those not registered to a political party — will receive both parties’ ballots in the mail.

They can only vote and return one ballot, though — if they return both, neither will be counted, Hurlbert noted.

Unaffiliated voters who vote in a party’s primary will remain unaffiliated. However, the primary they in which vote — but not who they voted for — will be a public record.

If there is a minor party contest — for parties other than Democrats and Republicans — those affiliated with that minor party can vote for those candidates.

17-year-olds good to go An interesting aspect of Colorado’s elections this year, Hurlbert said, is that it’s the first year that 17-year-olds who turn 18 by the November election will be able to vote in Colorado’s two primaries (the one for presidential candidates and other in June for more local races).

Voter service and polling centers will be open for the March 3 primary

starting Feb. 24. The state also allows same-day registration, so if voters haven’t registered by March 3, they can register and vote on that day.

Two primaries and a caucus On June 30, the state will hold this year’s other primary election, which selects candidates for offices such as U.S. Senate, U.S. House, state Senate and House, and other regional or local races such as for district attorneys and University of Colorado regents.

There will be an indication of frontrunners in those races before June, though: the caucus, which takes place March 7. Parties will still hold local caucus gatherings to gauge support before the June primary.

The presidential race will not have a caucus, though — only the March 3 primary.

Long list of candidates The Democrats on the presidential primary ballot are (including some who have dropped out of the race): Cory Booker, Pete Buttigieg, Tulsi Gabbard, Bernie Sanders, Elizabeth Warren, Amy Klobuchar, Roque “Rocky” De La Fuente III, Michael Bennet, Marianne Williamson, Deval Patrick, Michael Bloomberg, Robby Wells, Andrew Yang, Joe Biden, Tom Steyer, Rita Krichevsky and John Delaney.

Republicans on the presidential primary ballot are Matthew John Matern, Robert Ardini, Joe Walsh, Donald Trump, Bill Weld and Zoltan Istvan.

Day of service set for April 4 STAFF REPORT

Lone Tree will begin holding an annual day of volunteering for Lone Tree residents eager to get involved in the community. The first Lone Tree Day of Service will be April 4.

Five projects around the city will be tackled by a group of volunteers who sign up for the event. The event is still in planning, but a few key project sites have been identified. Schweiger Ranch is one location for the inaugural day of service. The city will also plant several willow trees along the East-West Trail.

The projects will begin at 9 a.m. and run until noon.

Lone Tree may place debt limits on new special districts City mulls ordinance capping debt issuance, repayment time frame

Lone Tree is lining up its policies on special districts to the standards of neighboring cities as it prepares for development on the east side and formation of new districts in the coming years.

Lone Tree City Council will review the proposed ordinance regulating special districts on first reading Feb. 18. Council could vote on the ordinance as soon as March 3.

City Attorney Linda Michow presented some details of the proposed ordinance, reiterating the draft could

change by the time it gets to first reading.

“We are proposing procedures and criteria by which to evaluate those districts, which we haven’t had the opportunity to do previously,” Michow said. Michow said the city wants to encourage special districts that are within Lone Tree’s boundaries but not under its approval authority to petition the city to become the approval authority.

Council and staff began discussing the need for formal policies and regulations guiding the future formation of special districts in Lone Tree last year. The ordinance comes in light of news that some metro districts have abused debt issuance allowances. In December, the Denver Post published an investigation reporting that two large metro districts in Douglas County held near-insurmountable debt.

Lone Tree’s proposed policy re-

quires repayment of developer debt within 20 years, a total debt issuance limit not exceeding 25% of estimated capital improvements and a mill levy cap of 50 mills. The city would also require a contribution of a city regional improvement mill levy of less than two mills.

The city also aimed to protect new residents from certain fees, including prohibition of real estate transfer fees.

City Manager Seth Hoffman said the ordinance is meant to formalize the city’s special district policies in the city’s official code.

“That’s what we’re trying to do here. Not do anything new but lay the groundwork for new districts,” Hoffman said.

As Lone Tree eyes development of RidgeGate East, east of I-25 and south of Lincoln Avenue the city felt the need to update its policy on metro dis-

tricts to create transparency between the city and new special districts. For instance, the city will require an annual auditing and budgeting report, which each district is required to report to the state already to the Department of Legal Affairs.

RidgeGate East has plans to build 10,000 residential units, an influx of 30,000 residents—twice Lone Tree’s current population—through 2030.

Development in the Southwestern Village has begun. The RidgeGate Parkway widening project, boosting the lane capacity from two to six, will finish by next year.

The city touted its current relationship with metro districts. Much of the city’s current infrastructure was either partially or fully paid for by metro districts.

Thousands still waiting for disability program DD Medicaid waiver program doesn’t hit 2020 goal, but advocates welcome progress

Like most people in their 20s, Brennan Froehlke wants to move out of his parents’ house and share a place with friends.

His parents, Margaret and Bob Froehlke, have been meticulously planning for the day for more than 12 years. That’s how long ago they signed up for a developmental and intellectual disabilities program — called the DD Medicaid waiver — that would provide 26-year-old Brennan, who has Down syndrome and autism, with 24/7 care and would enable him to live with the support he needs outside the family home.

“We have worked hard to make a plan for Brennan, but we can’t act on it until we get the waiver,” said Margaret Froehlke, Brennan’s mother and primary caregiver. “We can’t set a timeframe or goal. We have no answers, and we don’t know if we are planning for a pipe dream. It’s very frustrating.” “… I haven’t lost hope. I know a lot of families have, maybe I should, too,” she added. “But I believe that the state is going to come through because it’s the right thing to do.”

Six years ago, Colorado lawmakers set 2020 as the year the state would clear the waitlists for all Medicaid waiver programs for people with disabilities. That didn’t happen.

In 2014, when lawmakers crafted the plan, analysts predicted it would cost $190 million per year for five years to end the waiting. The legislation, however, did not come with automatic funding. At the time, a combined 10,862 children and adults were waiting for one of six programs, which range from occasional in-home help and transportation to round-the-clock care.

Today, there are still 4,213 people waiting for a waiver — 2,895 of them for the DD Medicaid waiver, the most intensive program for adults.

Average wait falls to eight years The average wait time is now eight years for that waiver — down from 15 in 2014, when the law was passed.

The number of people waiting for the waiver almost doubled in the same period, to 2,895 people from 1,454.

But, in good news, as the waitlist has grown, so has the number of adults enrolled in the program.

Today, 6,029 individuals with developmental or intellectual disabilities receive the DD waiver, up from 4,848 six years ago.

The adult, round-the-clock program is the most expensive of all the waiver programs, with an expected cost of $507 million this fiscal year.

“The DD waitlist is an issue that’s been a problem for a very long time.

It’s the most fundamental service the state should provide for our most vulnerable population,” said Rep. Alec Garnett, D-Denver, who helped draft the bill in 2014.

“The (Joint Budget Committee) has shown a willingness to dig in to put a pact in place to address this issue. I’m hopeful that we will get to a place this year to make it happen.”

It would cost $315 million to eliminate the DD waiver waitlist within six years, by 2026, according to a recent presentation to lawmakers by the Colorado Department of Health Care Policy and Financing. The department’s budget request for next year includes a $35 million increase in program funding, in part so people with the most severe needs can continue to jump to the head of the line.

“This has been a longstanding priority for the disability community in Colorado, going back to 2008, but even earlier than that,” said Josh Rael, executive director of Alliance Colorado.

“I hope that this is the year.”

Service reach grows, and so does waitlist Every year, the state Department of Health Care Policy and Financing reports the progress it has made in decreasing the waitlist for the DD Medicaid waiver, which is funded by state and federal dollars.

This year, more than 400 people — almost all wearing blue shirts with the words “End the Wait” printed on the back — packed into a crowded committee room to listen and give testimony about the status of the waitlist.

Brennan Froehlke was one of those who testified, along with his parents.

When he started talking, his mother said, people started listening.

“I don’t understand why that doesn’t translate to finding the money to support this. We pay taxes to support the most vulnerable among us,” she said.

“We are supposed to look after each other. This shouldn’t be a political problem.”

Since 2014, Colorado has cleared the waitlist for four waiver programs. The two that still have waitlists are the DD waiver and the family supportive services waiver, for parents raising children with disabilities.

The Medicaid waiver programs, part of a national effort beginning in the 1970s and 1980s to serve people with disabilities within the community instead of institutions, are called “waivers” because people are eligible for Medicaid funding to live in a hospital or facility but would rather live in the community.

About 86% of those waiting for the DD waiver are receiving services through one of the other Medicaid programs, most often a program called supportive-living services, which includes personal care, trans-

portation and life skills training, and costs on average about $17,000 per year per person. That compares with $79,500 per year for people in the adult developmental disability program, which includes 24/7 care in a group home or a family home.

Brennan Froehlke currently receives the supportive-living services waiver, which helps pay for his day programs at the Wellspring Community in Castle Rock.

“A lot of families have not made plans for their loved ones because of the uncertainty of the DD waiver as a resource,” said Margaret Froehlke.

“And it’s hard to think of not having the resources our adult children will need well beyond our lifetime. It’s really hard, and I can’t imagine what it would be like with just one parent.”

Program sees more signups as list moves One reason the waitlist has grown is because more people have signed up for it after realizing the list has actually been moving, unlike in past years when Coloradans were told the wait was decades long, said Bonnie Silva, director of the Office of Community Living at the Colorado Department of Health Care Policy and Financing, which includes the Medicaid program.

“Families saw, for the first time in decades, that this list is worth getting on,” she said.

Jensby, with Alliance Colorado, says that by having a waitlist to begin with, the state has created a scarcity mentality for people and their families.

District aims to keep students from again missing test Roughly 3,500 juniors lost chance to take PSAT in October

Roughly 3,500 high school juniors in the Douglas County School District missed out on their chance to take a college readiness exam that can significantly affect students’ odds at scholarships.

A scheduling conflict and an unexpected snow day in mid-October led to the situation, and district officials are exploring how to prevent it from happening again. One possibility: rescheduling fall break in 2020.

The district’s fall break in October 2019 coincided with the few dates available to take the PSAT. The test, part of the SAT suite, can determine if students are admitted to a school’s AP classes, according to its website.

Students must also take the test to enter the National Merit Scholarship Program.

Students were on fall break last year over two of the three dates available to take the PSAT. That left only the alternative test day, Oct. 30, 2019, for them to take the test. The district had to cancel the test altogether because of

snow. District leaders said the college board did not allow them to reschedule, partially because of test security.

“Looking ahead to next year, we have the same situation,” said Matt Reynolds, chief assessment and data officer.

Staff recommended the board move fall break 2020, now scheduled for Oct. 12-16, to one week later. PSAT test dates are Oct. 14, Oct. 17 and an alternate day on Oct. 28. The Oct. 17 test is a Saturday and technically part of fall break, Reynolds said.

At the Feb. 4 school board meeting, Emma Peters, a junior at Castle View High School, told directors she planned to take the test in October to qualify for the National Merit Scholarship Program. She’d prepped for two years and doesn’t want future juniors to miss out like she did.

Highlands Ranch High School Principal Chris Page read a letter from a teacher in support of the calendar change, adding that he believed it was important to learn from the error.

“When we see a mistake happen, if we don’t learn from that mistake, we are definitely doomed to repeat it,” he said.

School board directors noted some families and staff have already booked trips for the week now planned as fall break. Some schools have class field trips or programs scheduled to travel during the week staff are proposing

That left several directors questioning how many families would be burdened by changing the calendar.

Although the chance of another weather event foiling the test date this year is low, directors said, students have much to lose if they cannot take the test. Page said the PSAT brings in about $2.5 million worth of scholarships for district students.

School board Director Kevin Leung asked why the district’s calendar committee didn’t take the PSAT dates into closer consideration when drafting calendars for approval.

“The PSAT date is not unknown at that time,” he said.

The calendars were proposed in May 2018 by a calendar committee and approved by the board for the next two years. The committee of school leaders, teachers, classified staff and parents developed three calendar options for board consideration.

Reynolds said the committee considers numerous issues when drafting calendars, including alignment with neighboring districts.

“Up until this year, we had never experienced a weather event that would lead us to believe that having that alternate day would be impacted,” Reynolds said. “It had never occurred before.”

She worried about the impact to classrooms if families and staff with trips planned continue with their travels even if the break is rescheduled.

She does recognize the risk for students who could lose out on taking the test in the event of weather problems, she said.

Some directors want to explore administering the test on Oct. 17, even though it’s on fall break. Other said they did not have enough information to decide at their Feb. 4 board meeting.

Leung and Krista Holtzmann motioned to table the discussion until the board’s next meeting and directed staff to gather more community input and estimate the cost and feasibility of administering the test on Oct. 17.

Directors in a 5-2 vote approved the motion. Directors Anthony Graziano and Christina Ciancio-Schor dissented. Ciancio-Schor said she felt they had enough information, and Graziano sided with prioritizing students who need to take the PSAT. School board President David Ray said the board needs to make a decision soon. The board urged community members to contact the district with input.

“The sooner families can know about this, the better,” Ray said. “I feel like we really haven’t been given a lot of opportunity for our community to react.”

Deputy raising money for MS society, Boston Marathon John Carrasco has been diagnosed with unpredictable illness

A Douglas County deputy who has been diagnosed with multiple sclerosis is raising money to participate in the Boston Marathon and help with the search for a cure to the disease.

John Carrasco, 39, will be running in the race through the MS Society, which allows people who raise at least $7,500 to participate, even if they haven’t achieved the event’s competitive time qualification.

Carrasco has already raised the required amount but is speeding toward an even larger fundraising goal: $15,000 by the race, April 20.

“When I was diagnosed, I didn’t know much about it,” he said. “The MS Society helped me.”

The nonprofit organization works to help those diagnosed with MS with everyday challenges, health care and resources and helps fund research for a cure.

Carrasco, who continues to work as a deputy, has not yet experienced some of the worst symptoms of the nervecompromising disease, he said.

“Tomorrow I could not be able to walk or run,” he said. “You never

Sheriff’s office files red flag petition before withdrawing it

The Douglas County Sheriff ’s Office filed its first red flag petition in January for a homeless man but eventually withdrew the request because of an already-existing order against him, according to court documents.

The petition, filed by the sheriff ’s office Jan. 16, states the 34-year-old man has recently threatened violence against himself or others. It also listed a history of using or threatening physical force or stalking against another person as a reason for the petition.

While law enforcement believes the man, who is an inmate in Douglas County, doesn’t currently possess any firearms, they made the request to prevent him from purchasing guns in the future, according to court documents.

The affidavit in the case, which includes more details on the allegations against the man, was suppressed by a judge and is unavailable to the public.

The petition is signed by a sheriff ’s office sergeant.

A motion to withdraw the petition was filed the day after the initial re-

quest, citing two exisiting protection orders against the man in Douglas and Pueblo Counties.

“Petitioner (Douglas County Sheriff ’s Office) believes the Pueblo County and Douglas County orders are sufficient to prevent respondent (inmate) from legally acquiring a firearm in the event of his release from the Douglas County Jail,” according to the document.

The sheriff ’s office confirmed this reasoning, stating that these protection orders are usually a result of criminal cases like domestic violence. They also prevent the person from purchasing any weapons.

“Unfortunately, the order was not visible to our deputies at the time the ERPO was requested because the courts had not entered it into the court system,” sheriff ’s office spokeswoman Lauren Childress said.

The motion to withdraw also requested that the affidavit be suppressed because it includes the man’s mental health records.

The man has five charges against him, all dating to 2017, according to jail records. His charges include two counts of felony second-degree assault, third-degree assault and harassment.

Mother-daughter group seeks volunteers STAFF REPORT

A volunteer organization for mothers and daughters is now accepting applications from women who live or go to school in Douglas County.

The Elevation Chapter of National Charity League is open to mothers and their daughters in seventh through ninth grades. It has nearly 119 members.

Elevation Chapter mother-daughter teams volunteered for nearly 1,520 philanthropy hours in 2019 for 17 philanthropic organizations in the community, including the Help and Hope Center, Food Bank of the Rockies, Clothes to Kids and Schweiger Ranch.

In sports, sometimes it seems as if all the momentum is going in one team’s direction. And then, suddenly, a freak play happens and there is a shift or change in momentum.

One minute it looks like the team will move on to an easy win, and before they know it, they are the team trying to make a comeback or just hold on to a slim lead.

It could be that way for us too. We are cruising along in life, riding the wave, building more and more momentum, and out of nowhere a freak play happens in our lives. An injury or illness, a change at work or loss of work, bad or sad news about a loved one, something happens that just stops our momentum in its tracks. It’s that feeling of a gut punch.

Recognizing that this happens to athletes, businesses, and everyday people and that usually it is never planned for and more likely completely unexpected, we must have our own plan for how we will respond when something or someone attacks our momentum. That’s where our effort and our attitude must work together. When the shift in momentum seems to be going against us, one or the other will suffer first. Sometimes it’s our effort, we just give up and give in a little.

And before we know it, our poor effort drags our positive attitude down with it.

I believe in checks and balances, the Constitution and democracy. I am dumbfounded as I watch our country being led by Trump enablers who excuse every action the president undertakes instead of holding him to standards behooving our president.

Once the GOP stood for values, morals and country. This last week proved those standards no longer apply. Therefore, as a moderate, I cannot vote for GOP candidates this November. I cannot vote for a party or candidate that kowtows to a president who abuses his power and flaunts my beloved Constitution.

While we were asking for the recognition of Gun Violence Survivors week, we were met with partisan talking points. Seemingly unrelated in his closing statement, Commissioner Laydon stated he wanted to recognize the hero in the Texas church shooting on Dec. 29. I come from a military family with history of hunting, and I also support common-sense laws. Yet, I certainly was not in attendance to ask for a debate on legislation that day.

I was there to honor my 10-year-old neighbor that was fatally shot by his father. I find it upsetting that a commissioner would stand on the backs of constituents that have lost, or were threatened to lose, love ones and turn it into a moment of political division.

I think we can do better and find commonality. In 2018, our community lost more lives to suicide by firearms than accidental traffic deaths. Gun violence has an extensive cost mentally, socially and financially to families and communities. Why can’t we recognize these facts and, most importantly, those we have suddenly and tragically lost?

Environmental benefit, vintage popularity boost interest in thrift stores

rvada resident Eddie Marin has a passion for finding vintage items, and he shops at thrift stores at least twice a week. He looks for vintage sports T-shirts, old VHS tapes, hats, sweaters and more. Marin has found Star Wars lunchboxes from 1980, original Wheaties cereal boxes that feature Michael Jordan and vintage golf cleats from the early 1990s.

He’ll keep some of the items he’ll find at thrift stores, usually Denver Nuggets and Jordan apparel, or he’ll sell them at ThriftCon, a vintage clothing and collectible convention that takes places in Denver.

“Every vintage T-shirt or piece of clothing is unique. Nowadays, everyone uses the same designs and same material for their items,” said Marin.

“Everything (from) back in the day feels much better, I think.”

Marin’s passion for vintage apparel and items is an example of why thrift stores have become more popular, according to Elena Karpova, a professor at the University of North Carolina at Greensboro’s Department of Consumer, Apparel and Retail Studies.

apparel being trendy, Karpova says there’s another drive for interest in thrift stores — helping the environment.

“You continuously hear about climate change and people realize, in my opinion, that we should do something about it. While few of us are able to make big sweeping changes in regulations, all of us as consumers and citizens can do some small changes in our daily lives that will help us to be more sustainable,” said Karpova. “Food and clothing are things we use daily. We can make a big impact and people realize that more and more.”

Social media has charged consumers to purchase new and cool trendy items, Karpova says in the book she helped co-author “Going Global: The Textile and Apparel Industry.” The demand for those items has led to fast fashion — cheap clothing made by

mass-market retailers responding to what is trendy. Think of stores like H&M, Forever 21 and others.

The result of fast fashion leads to clothing becoming disposable like plastic bags, plastic utensils and paper plates, and according to the Ellen MacArthur Foundation, a charity that works to accelerate the transition to a circular economy, one garbage truck of clothes is burned or landfilled every second.

“What is fashionable? Our perception has to change,” said Karpova. “If being sustainable and environmentally friendly becomes fashionable, it will completely change the consumption patterns. Just shopping secondhand isn’t going to solve it, but if I’m not buying new and I’m buying secondhand instead, I prevent clothing from going to the landfill.”

Thrifting to connect and make a difference You never know what you’re going to find at a thrift store. At Treasure Trunk Community Thrift Store in Wheat Ridge, which supports the human-services organization Family Tree, a pair of vintage handmade spurs came in this month, according to Rebekah Hawthorne, the store’s manager. The spurs were made in Colorado and featured a woman’s leg, complete with crosshatched fishnets.

Treasure Trunk Community Thrift Store put the spurs for sale on eBay, and they sold for $500.

“Beyond the benefits of reducing

and reusing, being involved in your local thrift store is a great way to connect with your community. Donating items you no longer need is a very direct way to help your neighbors and frees up your space in a positive way,” said Hawthorne. “Plus, it’s fun to see your stuff get new homes.”

Becky Watson, manager of Global Thrift in Arvada, says she sees familiar faces walk through the store’s doors regularly, making the location more personal.

“It’s their own community thrift store, and that’s kind of special,” said Watson. Global Thrift is operated by volunteers and benefits Global Refuge, an organization that carries out international projects for refugees.

“When it’s a thrift store that has a mission behind it, the community comes together, and it becomes a special place for the community as well,” she said.

Watson said she has seen books, tools, records, furniture, purses, toys and more come through Global Thrift.

Instruments like guitars, organs and pianos have also been donated to the store.

“It’s always interesting when you have someone’s personal things. I think a lot of people are trying to simply their life and their spending as well,” said Watson. “(People) realize you don’t always have to buy a brandnew item when you can buy something at a lower cost. It’s reusing and being wise with your finances.”

FAA gives final green light to flight-path changes

After nearly four years since the federal government put plans in motion to reroute airplane traffic in the Denver metro area, the changes are now slated to be implemented this spring.

The Federal Aviation Administration’s plan to optimize arrival and departure at local airports is called the Denver Metroplex project, and it includes Denver International Airport, Centennial Airport and some others.

An FAA study, called an environmental assessment, looked at impacts the project could have on noise, air quality, wildlife, and historic and cultural resources.

The proposed change in flight paths is expected to have “no significant impacts” on those aspects of the project’s area, including metro Denver and the Greeley area, according to the study.

Now, the FAA has released an official final word — a “Finding of No Significant Impact” and “Record of Decision” — which enables the agency to move forward with the Metroplex project.

The decision was announced Jan. 24.

The finding means the FAA has determined that a further review, called an environmental impact statement, isn’t necessary before the plan is put into action, according to the FAA’s website.

No significant impacts have been found to be expected by any environmental assessment of the 11 active or completed Metroplex projects around the nation, and all projects have been reviewed with EAs, as of December, according to FAA spokesman Allen Kenitzer.

While the plan would directly impact only a handful of airports, potential effects could be felt in an area that includes all, or portions of, 31 counties in Colorado — although the FAA’s analysis indicates only a few dozen people would experience notable noise increases, located in unincorporated Jefferson County and unincorporated Elbert County.

Conflicting accounts “The FAA’s environmental review for the project indicates some people will experience slight noise decreases, some will see no changes and some will experience small noise increases,” the FAA said in a news release. “Additionally, some people might see aircraft where they did not previously fly after the Denver Metroplex procedures are implemented.”

Centennial Airport has argued at length that the FAA didn’t consider the impact of the part of flight that occurs below 3,000 feet above ground, and that leaves unclear how much communities could be affected. Littleton, Centennial, Cherry Hills Village, Lone Tree, Castle Rock and other nearby cities could experience effects, but it’s unknown how much, Robert Olislagers, executive director of Centennial Airport, has said.

“As has been stated before, the FAA completely ignores impacts below 3,000 (feet above ground), which makes any noise modeling deeply flawed,” the airport wrote in a Dec. 18 letter to the FAA. That means the final part of flight

WHAT WOULD METROPLEX CHANGE? Older methods to direct air traffic in the metro area largely depend on navigational aids on the ground or radar by air traffic controllers, according to the Federal Aviation Administration.

Area navigation, or RNAV, can put pilots on more direct routes, generally through satellite technology. It requires less communication between air traffic control and pilots and makes for more efficient use of airspace, according to the FAA. RNAV changes have been part of NextGen, a set of updates the FAA is making in the Denver area and around the nation.

The Metroplex plan is another part of the NextGen updates. It aims to make further changes with new flight paths for airports in metro areas like Denver.

The potential airports affected are Centennial Airport, Rocky Mountain Metropolitan Airport in the Broomfield area, Denver International Airport, Northern Colorado Regional Airport in Loveland and Greeley-Weld County Airport. wasn’t adequately analyzed by the agency, the airport argued in a June 5 letter to the FAA. Kentizer, the FAA spokesman, said in December that noise modeling was done in the environmental assessment for the portion of flight that occurs below 3,000 feet above ground for all proposed paths in the Metroplex plan, and said that includes the final portion of flight.

It’s unclear what explains the discrepancy between the airport’s and FAA’s statements.

“We respectfully disagree with the FAA,” Olislagers said. The airport intends to argue that point as part of its upcoming legal action against the agency.

As for where exactly people could see more intense traffic, Colorado Community Media has previously reported that flights would have the same landing angle in the area around Centennial Airport and will fly the same altitudes as today, according to the FAA. Regarding whether those statements apply to takeoff and landing operations below 3,000 feet above ground, Kenitzer said: “Many factors beyond existing procedures and Metroplex proposed procedures determine historic and future aircraft overflight and the altitude of that overflight. Areas of anticipated aircraft overflight … considered by the DEN Metroplex Project have occurred and may occur anywhere over Douglas County or Arapahoe County at or above altitudes FAA defines and the aircraft operator determines for the safe operation of aircraft.”

Change out west During the recent planning process, the FAA made a handful of tweaks to the list of proposed new flight paths, but the notable planned new paths in south metro Denver remain unchanged.

One path, the ZIMMR, represents a change for the Boulder area that was brought about by public complaint.

The existing FOOOT path — which the ZIMMR would replace — flies directly over the south-central portion

of the City of Boulder, and an update to the proposed ZIMMR moved the path even farther to the south than the original proposed change, according to the environmental assessment.

That route will run north of the Gilpin County boundary, according to the finding of no significant impact.

Residents in that county have recently complained about planned flight path changes, according to Denver-area media reports.

“However, rapidly changing atmospheric conditions and convective activity over the Front Range may require air traffic control to build in a greater margin of safety (than) the minimum separation standards for aircraft which may affect aircraft” on that path, the document says, implying that there will be variation in where flights on that route fly.

“The procedure will not be over Gilpin County, but that does not mean that aircraft will not be (directed over) there during times of convective activity,” Kenitzer said.

Last year, Centennial Airport took legal action — a petition for review — against the FAA over the Metroplex project.

That move came in the U.S. Court of Appeals for the District of Columbia Circuit. In the June 19 legal filing, the Arapahoe County Public Airport Authority — the government body that oversees the airport — asked the court to review the FAA’s study, its determination that an environmental impact statement isn’t needed and its proposed changes in flight procedures.

The airport later withdrew its case because the filing was premature, and the court formally dismissed the case Aug. 16. The airport plans to file its case again but does not yet have a firm date.

“We feel the FAA essentially based (its final decision) on the (environmental assessment) and ignored the comments from Centennial Airport and others,” Olislagers said.

His wife, violinist Nadia Hill, also teaches at the studio and performs.

Castle Rock Art Cooperative aims to help veterans Plans call for free course for 10 county residents with PTSD

Veterans in Douglas County might soon get some additional support as two Castle Rock organizations come together to launch an art program specifically for veterans with post-traumatic stress disorder.

The Castle Rock Artist Cooperative in partnership with the Douglas County Veterans Monument Foundation plans to launch a program allowing 10 Douglas County veterans to undergo a therapeutic art program for free.

Veterans Art Program will be a six-month course designed to help veterans pursue healing through painting and art instruction. Hobby Lobby in Castle Rock has donated class space, where the group will meet for three hours each week for 26 weeks.

Local artist Carol Hein is signed up to instruct the group. Hein left the corporate world in 2011 to pursue art. She’s been featured in the 2016 Governor’s Art Show, art galleries and received recognition in numerous art contests, according to her website.

The course will wrap up with an art show exhibiting the veterans’ work, which the public is welcome to attend.

Castle Rock Artist Cooperative President Nick Lucey said they hope to launch the program in March and are now in the fundraising stage. The program

cost is $600 for each student, or $6,000 total. The organizations are gathering donations now to ensure none of the veterans will pay to participate.

“One of our directors has experience with traumatic brain injury and helping veterans and we just thought this would be a nice way to parlay some help to local veterans,” Lucey said.

Jarrod Wildman, chairman of the Douglas County Veterans Monument Foundation, said partnering with the cooperative to support the art program was a natural fit for the foundation.

“We’re just always looking for opportunities to reach veterans. Veterans are a unique group of people that are very proud and stubborn, so to speak.

So, getting them the help they need and reaching them is a challenge,” Wildman said.

Wildman, who served in the U.S. Navy from 1994 to 1998, said the art classes will provide veterans with a relaxing and safe environment to come together in a structured way.

Every veteran with PTSD has individual needs and not all treatments work for everyone, he said.

The art program aims to be one more way veterans can work through PTSD, when “the brain is locked up on a reoccurring trauma,” Wildman said.

Seniors concerned Ron Winter, president of the Highlands Ranch senior club, is also worried about the possible change and how it could affect the community’s older demographic.

“Transportation is one of the things we seniors are worried about anyway,” he said. “As Highlands Ranch continues to age, more and more people are looking for other modes of transportation.”

While Winter acknowledges the line may not be the most popular, he still sees cutting the line as taking a step backward, he said.

“Long-term, seniors are going to be looking for ways to get to that senior center,” he said, referring to the $12 million senior center that will soon be under construction.

A Highlands Ranch bus line running through Wildcat Reserve Parkway is in danger of being cut in May after the Regional Transportation District announced in January a plan to relieve their operator shortage.

Line 403, which goes from the northwest corner of Highlands Ranch to the western edge of Lone Tree, is an underutilized service, said Jessie Carter, RTD’s manager of service planning and scheduling.

When deciding which lines could be stopped, RTD looks at two performance measures, he said: subsidy amount and ridership. Net subsidy is determined by how much the route costs to operate minus how much it gains in fees.

While the net subsidy is at the same level or sometimes even higher than comparable routes, ridership, or how many people use the service, is not. In this category, route 403 is among the lowest with just 11.12 boardings per hour, according to RTD data from 2018.

According to the latest data from August 2019, ridership has gone down further to 10.4 per hour, Carter said.

The average boardings per hour for all suburban local lines is 18.5 per hour.

“That’s not the direction we’d like to see it,” he said.

The RTD board will vote on whether or not to halt the line during a March 24 meeting, Carter said. Residents will be able to offer feedback on the decision during a Feb. 25 public meeting at 6 p.m. at the Eastridge Recreation Center.

While the potential service cut is marked as temporary, it’s not guaranteed to return, Carter said.

‘Only option left’ Even if the line isn’t the most heavily trafficked, some residents in HIghlands Ranch are concerned about losing the public transportation option.

Ankit Grover, a homeowner in the Firelight community, uses RTD services Monday through Friday to get to his job in Denver, he said. On some days, his wife is able to drive him to a light rail station to get downtown but at least three days per week, he uses the 403 line to get to the train. Most days, he also uses it in the evening to get from the light rail station home.

His home on Wildcat Reserve Parkway is at least 5 miles from two light rail stations, Grover said. “(The bus) is the only option left for anybody who lives there,” he said

The 403 line is part of the reason he bought his home there in 2018, he said.

“If (RTD) removes this service I think people will have no other option but to own vehicles,” he said. “I don’t think that’s a desired thing to force people to own cars when they can have an alternative.”

Grover himself will likely have to purchase a car if the line is cut, he said.

“My monthly expense would increase,” he said. “I’m totally against owning any more cars. For me it doesn’t really make sense.”

Grover would like to see the transportation district consider simply reducing the service rather than halting it altogether, he said.

“If they still have at least one or two buses on that route in the morning and evening that’s good enough I think,” he said. “But they shouldn’t really stop it all together … that doesn’t really make

Chances to provide feedback The February RTD meeting isn’t the only chance for residents to have their voices heard, the transportation district also has county representatives sharing opinions from the area through their Reimagine RTD program.

The two-year program has representatives from all over the metro area who have come together with the goal of completely redefining the mission, finances and operations of the transportation system.

Castle Rock Town Councilmember George Teal is one of the representatives.

“It is an organization in crisis,” Teal said about RTD. Teal encourages residents to reach out to their elected officials with their comments or to him directly using his email gteal@CRgov.com, he said. The Highlands Ranch Metro District also plans to discuss RTD and the potential cuts during a Feb. 20 study session.

“This should be a call to action,” Teal said. “I’d really like to hear from people.”

Some recent changes to the waitlist aim to make the process more equitable, and meet the needs of the most vulnerable individuals first.

Now, thanks to better budget forecasting, a new person is added when someone in the program dies or moves away. The department also set new rules to allow individuals to skip to the front of the line.

Before the rule changes, Colorado didn’t “have a way to be responsive to this crisis until it was full-blown,” said Silva, with the Medicaid program.

The waitlist of 2,895 does not even include everyone who is eligible. The department keeps what state officials call a “safety-net list,” which now has 4,221 names of those who are eligible for the program but are not yet on the waitlist.

“The 2,895 number is not the entire landscape of people who need those services,” Silva said.

It’s hard for Margaret Froehlke, 61, to imagine the day when Brennan finally receives the waiver that would allow him to live on his own. She said she feels conflicted. But she knows that she and her husband won’t be alive to take care of their son forever.

“I want to know that Brennan will be in a stable and healthy living situation when we are gone,” she said. “But it’s going to be very hard … to not have him with me. It will be hard, but it will be an absolute relief.”

eece Kelly is feeling good these days shooting the basketball.

Kelly, a 6-foot-2 senior at Mountain Vista, was scoring at a 20.1 clip in the Golden Eagles’ first six Contential League games.

“My team is rolling well on defense and it is leading a lot to our offense. My teammates are finding me open shots and I’m hitting them,” said Kelly. “My shot is doing real well right now so I’m hunting down my shots, but my teammates are finding me.

“If I get my shots, I’m going to take them.

I’ve spent hours upon hours in the gym trying to work on my shot and I feel like I’ve gotten it to a point that I can shoot when I’m open. If it’s not going, sometimes you have those days, but mostly if I keep shooting I’ll get out of it. I’m feeling real good right now.

“Basketball has been my passion since I was a kid. I grew up playing it with my dad and family. I just love everything about it, to get in the gym and get to work and perfect your game.”

COACH’S TAKE: ‘He has probably surprised a lot of people but not the coaching staff. We had a pretty good idea he was going to be pretty good. I don’t know if he was going to get as many rebounds as he is getting.’

Carmelo Anthony. He was a Denver Nugget and he’s always been my favorite athlete.

What or who motivates you most to excel in sports?

I love to compete and go out and I love to beat any opponent that I have. I truly try to be the best. That’s a mindset I’ve gotten from my dad and family.

What would be a perfect performance in basketball?

I just care about wins. As long as we win the game, no matter my impact, I will be happy.

What is your favorite class in school and why?

I am a math guy. I’m taking calculus and I feel

I’m pretty good at it so that might be a reason why I enjoy it.

What are your plans after high school?

I plan on going to college somewhere depending if I play basketball or not. I’m still undecided on that.

I’m a big sushi guy. My family is a big sushi family.

We go out to eat sushi a lot and I love it.

It’s an old one, “Where The Red Fern Grows.” I really enjoyed that book as a kid.

It’s an agreement that Nonemacher made with his Englewood boys basketball team and it appears that he might have to let his players shave his head.

Some of us are losing hair without having it shaved off, but at least Nonemacher will be able to regrow hair.

“We have a bet OVERTIME with the team if we get to 13 wins, they can shave my head,” explained Nonemacher. “I thought at the beginning of the year we could get to 13.

We don’t have Jim Benton too much further to go on that one. These guys are tough. These guys have a winning mentality.”

Englewood defeated Alameda 88-64 to raise this season’s record to 11-2 on Feb. 4 and as of press time, had a game scheduled against Arvada on Feb. 7. Barring a schedule change due to weather, the Pirates’ regular season finale was set for Feb. 13 against Fort Morgan.

The 3A/4A Colorado 8 League tournament starts on Feb. 18.

“After the season, I will take some time to enjoy the wins but right now it’s just how can we maximize what we do right now,” said Nonemacher. “We’re hungry and we want to stay hungry. We can get that number.

“We can score. We like to play fast and we like to have fun.

We give up too many points but that is a lot like we want to play.

We want to score about 70 each game and see what happens after that.”

The 11 wins ties with the 2010-11 and the 2007-08 teams for the most wins in a season since the 2000-01 squad won 16 games.

Junior Nate Gravagno, the team’s leading scorer with an average of 17 points per game, had his sights set on more wins than last season, but because of Nonemacher’s challenge he has raised his expectations.

“At the beginning of the year my goal was just to get 12 wins,” said Gravagno.

“Last year we went 9-12 so we did kind of OK, so I just said let’s improve our record this year. Now we are a good team and we could do some great things this year.”

“The first couple games I saw our heart,” said Johnson, whose twin brother Gunner plays on the team. “I saw the guys in practice that they wanted to push. I saw that and knew there could be a big season ahead for us.

Tri-County Health closely watching novel coronavirus

Tri-County Health Department is working with the Colorado Department of Public Health and Environment to monitor residents with recent travel to China for 2019 novel coronavirus infection as they return Colorado.

While the risk to the general public is low and Colorado has no confirmed cases, the department is monitoring some travelers who recently returned from mainland China as a precautionary measure to be sure they are not experiencing symptoms of 2019-nCoV, according to a news release.

Plans are also set up for people to seek medical care in case illness develops, and steps to prevent spread of the virus are in place.

“We know there is heightened concern about the 2019 novel coronavirus as it continues to spread in China,” John M. Using direction from the federal Centers for Disease Control and Pre-

vention and the state health department, Tri-County Health’s approach is to assess travelers in Adams, Arapahoe and Douglas counties who are returning from China to determine their exposure risk, how to monitor for symptoms, and whether individuals should restrict their movement or activities for up to two weeks after departing China.

The CDC has put into place at the federal level separate protocols to manage travelers from China who are already experiencing symptoms of 2019-nCoV; these ill individuals are clinically evaluated and kept in isolation at 11 airports around the United States that are accepting flights from China. Denver is not one of those airports.

Many kinds of coronaviruses are circulating in Colorado that cause respiratory illness like the common cold. These viruses are different from 2019-nCoV and different from the flu. People are urged to protect themselves from any of the respiratory infections that occur so commonly this time of year by practicing everyday actions: • Clean hands with soap and water or alcohol-based hand rub.

• Cough or sneeze into your arm or a tissue, then clean your hands.

• Avoid close contact with anyone with cold or flu-like symptoms.

• Get a flu shot if you haven’t gotten one this year.

Symptoms of 2019-nCoV infection include fever, cough, or shortness of breath. Symptoms usually appear within 14 days after exposure.

People who have recently traveled to China and have symptoms should contact a healthcare provider before going to a clinic or emergency room in-person so proper precautions can be taken.
