Jeffco school enrollment opens for 2020-2021 Parents encouraged to explore all options through EnrollJeffco

With 30 to 45 minutes of nightly homework covering almost every subject, sixth grader Oscar Young often finds himself spending more time doing homework after school than his middle- and high-school-aged sisters, he said.

As is the case with most 11-yearolds, homework isn’t necessarily his favorite activity, said Young who attends Dennison Elementary in Lakewood; but, “I think it’s good because we’re getting a great education,” he said. “We’re learning to take care of things.”

The level of homework assigned at Dennison is a product of the school’s status as an option school, principal Pam Yoder said.

Dennison represents just one option for students and parents in Jefferson County, each with differing schedules, homework levels, available classes and teaching styles to offer multiple educational experiences.

Since Young’s mother, Annie, sent her first child to Dennison starting in 2010, the option school’s dedication to encouraging student self-esteem has been the perfect fit for her family, she said.

“This model is the only model like it in the area,” she said. “It meets our needs, while another school might meet the needs of someone else.”

This month, the district is reminding Jeffco families that there’s no shortage of schools to choose from, said community superintendent Matt Walsh, with 2020-2021 enrollment now open.

Through Jan. 15, Jeffco students can apply to any district school for the coming school year. The district’s digital enrollment tool EnrollJeffco lists neighborhood schools, option schools, neighborhood schools with option programs, charter schools and alternative schools accepting students in 2020.

ENROLLMENT TIME Through Jan. 15, Jeffco students can apply to any school in the district for the 2020-2021 school year.

Through digital enrollment tool EnrollJeffco, students can fill out applications, search schools by name or follow a guided search, which matches students with schools based on different priorities and programming.

The tool’s School Directory lists every district school and provides information including a list of programs, demographic information and a statement from each school.

To access the tool, visit enrolljeffco.org select a major.

Implemented in 2019, the pathways award students college credit and specific certifications to be used after high school. For example, those who complete “Pathways2Teaching,” a sub-pathway of Arts and Humanities, receive certification to work as a paraprofessional, or educational aide; preferential hiring in Denver Public Schools; and guaranteed admission to the University of Colorado Boulder.

Parents should use the tool to enroll any new Jeffco student or continuing student who will be switching schools in the coming year, Walsh said.

The district rolled out EnrollJeffco in 2018 to make enrollment equally accessible for all families, he said.

“In the past, it was filling out multiple schools’ applications and each school having different cutoff dates — parents were at the mercy of the system,” he said. “Now, shopping, finding information and applying can all be done in one particular location.”

What is a neighborhood school with option programs?

While a student’s designated neighborhood school is still the first choice for most families, another school could be a better fit for some because of its unique opportunities, Walsh said.

Schools listed on EnrollJeffco as neighborhood schools with option programs offer a variety of opportunities, from International Baccalaureate (IB)

classes to Gifted and Talented support, he said.

Others are project-based learning schools, such as Arvada High and Stober Elementary, with many of them following a plan laid out by education nonprofit New Tech Network.

“Every class (at Arvada High) is teaching everything through projectbased learning,” assistant principal Mark Abling said, meaning that classes assess understanding by having students solve real-world problems.

For example, students in freshmanlevel English typically demonstrate knowledge through a yearly project that asks students to research, identify and write about a method to visit Mars, he said.

“You’re doing projects to learn the aspects of subjects,” he said. “It’s not just theory; it’s practice.”

What defines an option school?

Another choice for Jeffco students comes in the form of the option school — a category that can be a bit difficult to define, said Jeena Templeton, principal of the Manning School of Academics & Arts in Golden.

“There’s no codified set of differences between an option school and a neighborhood school,” she said.

“We’re still expected to abide by certain policies, but we’re kind of in between a neighborhood and a charter.”

Option school leaders work with the district to make changes here and there from the traditional Jeffco schooling model.

She listed a number of examples of such changes at Manning: The school chose its own start time, starting later than many other schools at 8:25 a.m.; it requires students to take honors-level science classes; and it caps enrollment at 675 students, allowing for a smaller community.

and because we couple that with a lot of support,” Templeton said. “As the principal, I know almost every student’s name. It’s a very small, positive community.”

Yet another example of this is Dennison, which is known for its choices to use textbooks and create time for teachers to plan and work together, Yoder said.

“Our current community attests to their commitment to our school; 98% of students continue throughout (sixth grade),” she said.

For Oscar, whose mother asks him every year if he would like to stay at

Dennison, the answer is always yes, Annie said.

“It’s a high-performing school, and some parents come here for that,” she said. “But the magic that happens here has nothing to do with scores; it’s a foundation that prevents students from creating limiting beliefs for themselves. That’s why we’ve stayed.”

Finding the right fit Those interested in exploring any type of school can access parent information night dates on EnrollJeffco, Walsh said.

He also encouraged parents to reach out to principals with any questions.

Often, principals will not only give information about their school, but refer parents to other schools that might be a good fit for their student, he said.

want to know what they need, and we’re able to help them. It’s a really big district that gets very small, very quickly.

Putting Your Heirs on Title so They Inherit Your Home Is Not the Best Approach

It’s a common practice for seniors to add their children or other would-be heirs to the title of their home, but that well-intentioned act could end up costing those heirs increased capital gains taxes when they sell the property later on.

If you add an heir to the title of your home as “joint tenant with right of survivorship” and you die, the heir becomes the owner once your death certificate is filed with the county clerk and recorder. But that heir also inherits the “basis” for your home.

The basis is what you paid for your

home when you bought it, plus any capital improvements made over the years.

When your heir goes to sell your home after your demise, they will be subject to capital gains tax for the increase over that basis.

Let’s say you purchased your home in the 1960s or 1970s for $30,000. It may be worth over $500,000 now.

Even if the basis is increased to $100,000 thanks to improvements plus the cost of selling it, your heir will pay capital gains tax on $400,000.

That comes to about $80,000 in combined state and federal taxes on that $400,000 gain.

The Action Center provides assistance with utilities, food, clothing and more. “They do so much for people, and it’s very, very great. They’ve helped me so much with my life, and I don’t think I’d be able to make it without them.”

With each pair of socks, The Action Center asked residents to donate a dollar that will go toward the reopening of its overnight shelter. The shelter will be used to house six to 12 Red Rocks Community College students who are experiencing homelessness.

“It’s a simple need, yet people are just really gravitating toward how important it is to have a warm, dry pair of socks on. That’s overwhelming for me that they would do this for us.”

The line of cars piled up outside The Action Center parking lot on Dec. 4, and it only grew throughout the afternoon. In those cars were residents who were in a gift giving mood, and it wasn’t because the holidays are around the corner. It was because they were there to make a donation and to break a world record — something that was accomplished that afternoon.

The Action Center human-services nonprofit in Lakewood sought out to collect 10,587 pairs of new socks in honor of the 10,587 people in Colorado who are homeless, according to The Action Center, and it surpassed that number. The nonprofit collected 37,556 pairs of socks at its Dec. 4 sock drive, according to CBS4. That number broke a world record that was previously held by the Temple University Campus Program Board.

One donor was the Concordia Lutheran Church in Lakewood who pulled up to The Action Center with 1,687 pairs of socks to donate.

District leaders preview four potential changes coming to Jeffco Superintendent and board member on preschool, suicide prevention

After dropping their children off at school for the day, about a dozen parents from schools across the area gathered to discuss what their kids are learning every day, the future of the district and potential improvements for the coming years.

The discussion, which took place Dec. 4 at Panera Bread at 7739 Wadsworth Blvd., gave residents a chance to ask questions of Superintendent Jason Glass and school board member Brad Rupert. Rupert represents District 1, which encompasses the eastern portion of Arvada and parts of Westminster.

Throughout the conversation, Glass and Rupert offered several insights into several potential changes coming to the school district.

He suggested Jefferson County might consider a similar model. It may also make more grants available for early childhood facilities and organize preschooling at the district level.

“We’ve been working on what a system for early childhood in Jeffco might look like,” he said. But as for that system and any tuition programs, “we’re several years away from making that a reality.”

The model emphasizes demonstration of knowledge in the community, as opposed to only the classroom.

Jeffco chose to help the school develop a niche because its enrollment was dwindling, Glass said. He added that since the change, enrollment has increased by about 80 students.

In the future, the district hopes to help other schools stabilize their enrollment by forming identities, such as by becoming project-based learning schools or career and technical education schools, he said.

Adding info to EnrollJeffco To help parents learn more about what different schools have to offer, parent Lisa Cook requested that more information be posted to the district’s enrollment site, EnrollJeffco.

While test scores are fairly easy to access, she said, she would like to see survey results such as those from the yearly Make Your Voice Heard Survey, which asks students questions such as how engaged they feel in class.

Glass and Rupert agreed, saying the district is considering adding other indicators of success, including teacher turnover rate or measures associated with students’ workforce readiness.

Parent Brenda Bowers encouraged Rupert and Glass to explore adding those curriculum in every Jeffco school. She recommended the Lifelines Curriculum, which emphasizes that students go to an adult if a friend opens up about suicidal thoughts, she said.

Rupert said the district continues to explore options to put SEL into the curriculum. The district’s goal, he said, is to “give children a common vocabulary and tools to deal with the stresses that come up.”

Police arrest alleged serial rapist Darrell Wall is suspected of sexually assaulting homeless women in Lakewood

Darrell Wall is suspected of luring transient and homeless women to his trailer and then allegedly sexually assaulting them in the Lakewood area, according to law enforcement.

He was arraigned in a Jefferson County court on Dec. 9 and formally charged with two counts of sexual assault and two counts of invasion of privaxy for sexual gratification.

Wall, age 49, was arrested after an off-duty Lakewood Police officer recognized his van and trailer in Fort Collins on Nov. 29, according to a release. The officer called 911, and with Wall assistance from the Fort Collins Police Department, Wall was arrested and transported to Jefferson County on multiple felony warrants, including Sexual Assault and False Imprisonment. Lakewood police say he is widely known to go by “John” and has been known to frequent areas near 8th and Quail and along Colfax near

Wadsworth in Lakewood.

Lakewood Police say there is reason to believe that there may be additional victims in the case. Wall is being held on bond for $250,000.

“The (officer) who spotted the suspect’s vehicle is a shining example of that mantra. Even while off-duty, she was aware of her surroundings, and it resulted in the arrest of a potentially dangerous suspect.”

The affidavit Wall is suspected to have been involved in numerous kidnappings, sexual assault and strangulation incidents that took place in 2018 and this year. A Nov. 25 affidavit reads that there are at least eight identified victims of those alleged crimes. The majority of those incidents allegedly took place in Lakewood, while one was in Arvada.

Additionally, two unidentified potential victims were discovered through a cell phone video. All of the alleged victims share a similar pattern and demographic of a marginalized homeless female, according to the affidavit.

with alcohol or substance abuse (and) not being able to be located for additional information. It is clear that based on the reports read by this detective, suspect Darrell Wall is targeting a specific population,” the affidavit reads.

Wall has an extensive felony criminal history in Indiana, Utah, Florida and Georgia, according to the affidavit.

“It is of great concern that suspect Darrell Wall has the potential to be a serial rapist. Of additional concern is the changing of the weather, as Darrell’s pattern is to confront homeless women and lure them to his trailer in hopes they will stay warm inside and not freeze outside,” the affidavit says.

unsheltered people on a single night, there were 201 homeless women found on Jefferson County streets. One study published on the National Center for Biotechnology Information’s website found that 13% of homeless women reported being raped in a period of 12 months. Half of those women were raped at least twice.

“The fact is that women experiencing homelessness are vulnerable to violence, sexual assault and are vulnerable to life’s challenges, given their inability to protect themselves as someone in a house is able to do,” said Tina Hageman, division director of Family Tree, a nonprofit headquartered in Jefferson County that works with people affected by child abuse, domestic violence and homelessness.

RTD board to discuss possible service cutbacks Public can attend but not speak during study session scheduled for Dec. 19

Mandatory overtime for light rail operators and bus drivers is taking a toll on the employees, as well as the Regional Transportation District (RTD) system as a whole — and service cutbacks could be on the horizon.

Due to a chronic driver/operator shortage, current RTD bus drivers and light rail operators are required to work six days a week, which averages to be an approximate 52-hour workweek for many of them, said Natalie Menten, RTD director for District M, which includes Golden, Wheat Ridge and Lakewood.

“We’ve tried many steps to bring in more drivers and keep them,” Menten said, “but we’re not getting ahead of it.”

Some employees like the overtime, but others, even with incentives provided, have a hard time working that much, Menten added.

And in general, “those with lower seniority (recent hires) are the ones forced to work overtime,” Menten said, “so we don’t retain them.”

Now, RTD is looking at potential service cutbacks to possibly relieve

the driver shortage.

These cutbacks would affect the system metro-wide, including light rail and bus service. But as of now, it is unknown what will be cut, Menten said, adding that a draft of any potential cutbacks is currently in the works. Still, it’s quite possible that bus and rail service could be cut by 5% to 10%, and/or route service hours could be reduced.

There are three rail lines that will not be affected by any potential cutbacks. They are lines A, B and G. This is because Denver Transit Partners — RTD’s selected concessionaire for the Eagle P3 Project which includes the A, B and G rail lines — has a long-term agreement through 2056 to operate and maintain those rail lines.

A draft of potential cutbacks is expected to be presented to RTD’s board of directors at a study session meeting on Dec. 19. The meeting is open to the public but there is no public comment period scheduled during the meeting.

However, RTD has been initiating public outreach efforts since October, Menten said, and during November, asked people to complete a survey relating to their RTD service preferences. A main portion of the survey was for RTD to receive feedback on two rider options: (1) keep the current service as advertised but have no guarantee the bus or train would arrive on time or at all; or (2) reduce the service but have a better chance that the bus or train will show up.

About 13,000 people took the survey, Menten said, and 60% of them favored option 2, noting that reliability was most important to them.

In a press release, RTD’s general manager and CEO Dave Genova stated the importance of rider and stakeholder input.

“My staff is confident that we are presenting the board with ample information as they consider making this impactful decision,” Genova said in the press release of the potential cutbacks.

Once the draft of potential cutbacks has been presented to the board this December, RTD will be seeking more public input through January. Based on the input from this upcoming public outreach period, the RTD board will make a decision, Menten said.

The decision will likely happen in February, and any potential changes would be implemented in spring 2020.

“We’re at the point that riders are getting upset that they can’t depend on the service we advertise,” Menten said.

Dropping some of the bus services has been happening for about three years now, Menten said, and dropping some light rail services began in June this year.

One reason for the light rail drops, which is not on the forefront, is the extension of the Southeast Rail Line, Menten said. This line originally opened in 2006, but the extension of service into Lone Tree opened in May this year.

“Most don’t think 2.3 miles would affect it system-wide,” but it has, Menten said.

This is because the extension was partially funded by federal money, Menten said, and the federal government requires the line to provide more frequent service than what is actually needed. This means, for example, if an operator needs to take a restroom break, another employee must be on standby to operate the train. To solve this problem, RTD is waiting to hear back from the federal government

on a request to reduce that service, Menten said.

Ridership is also low on some of the bus routes and rail lines, Menten said. For example, the W Line, which runs to and from the Jefferson County government complex in Golden and Union Station in downtown Denver, had 4.3 million boardings in 2018 — the latest ridership numbers available to date.

This may sound like a lot, Menten said, but it’s not even half of the original projection for that rail line. The 4.3 million breaks down to about 12,000 boardings per day during a sevenday week, Menten said. The original projection was nearly 20,000 boardings per day, for the five-day, Monday through Friday, workweek.

The bus driver and rail operator shortage, leading to possible service reductions, and the low ridership are all on top of the fact that RTD is now on the search for a new person to serve as its general manager and CEO. Genova, who had been employed by RTD since 1994, announced on Nov. 22 that he is preparing to retire, which will occur after the new year.

“We certainly have our hands full at RTD,” Menten said.

The RTD board study session on possible service cutbacks that is open to the public will be held at 5:30 p.m. on Dec. 19 at the RTD Board Office, 1660 Blake St. in Denver.

While no public comment is scheduled for the meeting, the public will have opportunities in the near future to provide input on any proposed service changes. The cadence of a dog’s barking that goes on for two hours or more is, at the very least, unpleasant.

It can exceed unpleasant and become angering.

Dogs bark. Faucets drip. Car alarms go off.

Know someone who clicks their pen? Makes loud noises when they eat? Cracks their gum?

“Smith, why not get earplugs?”

Then I wouldn’t be able to hear music.

“Smith, why not try headphones as a

way to listen to music in your home?”

Because I don’t want to.

The offending dog is two yards away. A neighbor four yards away has complained.

I don’t want to become too philosophical about this and suggest it’s a case of 21st-century, take me or leave me entitlement.

Namely: I will do what I want to do and so will my dog.

Try listening to Mozart’s “Jupiter Symphony” with a pinscher’s deep voice intermittently adding punctuation.

I have looked into purchasing a lighthouse. There are some available online that are no longer in use as lighthouses.

I could gaze out at a body of water, and be at some distance from imme-

diate neighbors. But there would be something: hunting season or lumberjack school.

An elderly friend of mine solved the problem by going deaf.

Beethoven lost 60% of his hearing by the age of 31 (1801), and was completely deaf by the age of 46 (1816). He continued to write music.

I work at home, which makes the barking pinscher story even sadder.

It breaks my concentration, and I’m likely to slip from active voice to passive voice without even knowing it.

health, crop yields and the quality and productivity of vegetation through its role as an important precursor to the formation of tropospheric (ground level) ozone.

The good news is that the state of Colorado is currently considering ways to reduce our methane pollution, particularly from the oil and gas sector.

We need our elected officials and decision makers to protect our children from a bleak future of more extreme drought, wildfires, more insect borne disease and potential food shortages.

iven the wisdom of that adage, I’ve always wondered what it takes for people to stay ahead of the changing tides of life. We’ve even got a fancy little term for it these days — we call it a “paradigm shift.”

Let me give you an example of a paradigm shift. Being a sports junkie, I’ve been watching the football season with my usual level of interest this year; and, being a Bronco fan, I’ve been HITTING watching the rest of HOME the NFL … mostly.

The story of the year is the season that Lamar Jackson is having with the Baltimore Ravens, who are likely to be the top-seeded team in the AFC come the playoffs. The conventional wisdom Michael Alcorn used to be that, for a quarterback to succeed, they needed to be able to control the game from the pocket with their eyes and their arm.

Jackson is different: he controls the game with his feet and his unbelievable athleticism. And, to their credit, the Ravens have completely embraced

that idea, even to the point that they’ve designed their entire offense around his skill set and then went out and got a backup quarterback who is good in the same offense. And then they shipped their “old school” quarterback off to some poor, hapless team desperate for washed up former stars.

Wonder who that was.

Baltimore will thrive this year, and, arguably, well into the future, because they are the first who have embraced the new paradigm, which also involves players coming out of college woefully unprepared for the NFL game. Don’t be surprised, in two years, when Baltimore drafts another quarterback who plays a lot like Jackson, just to have his replacement for when he gets injured, eventually.

The people who recognize and embrace paradigm shifts will always find themselves on top. Let me give you another example, in the opposite direction.

There is a well-publicized kerfuffle right now between Kroenke Sports Media/Altitude Television and Comcast over broadcasting rights for the Denver Nuggets and Colorado Avalanche. The short version is that Comcast wants a larger fee from Altitude to continue to be a part of the basic cable package; Altitude doesn’t feel that increase is justified.

But the paradigm has shifted: Disney Plus isn’t even bothering to make their product available to large providers like Comcast, recognizing that most of their audience will be watching Disney on devices and consoles. There was a time when throwing that term around had the effect of hopelessly tarnishing a political opponent, because nobody associated socialism with good things. You can gauge a politician’s lack of being in touch by their willingness to toss the accusation of “socialist” at an opponent (ahem ahem … Cory Gardner … ahem).

And, speaking of paradigm shifts, I’ve had one of my own this week. I wrote last week about the “failure” of the city of Arvada to take care of Ward Road after the storm two weeks ago. Well, as pointed out by Mary and Vicky, the stretch of Ward I was talking about wasn’t the city’s responsibility. It’s a state highway, and the failure belongs to CDOT, not Arvada. say about this, but I think he’d want me to be tactful, be patient, and maybe even try to speak with the pinscher’s owner.

If I have something to say to neighbors, I don’t knock on doors. I respect privacy. Instead I send comments by post. Is it neighborly? Probably not the Mr. Rogers way.

Denver museum exhibit takes visitors into world of athletic thrills

W

hen Andrew Fraser was a boy growing up in Littleton, he knew he wanted to fly. Not only would he daydream of gliding through the sky, but at night, he would have active lucid dreams about flying.

He was finally able to realize his dreams of flying after skydiving 200 times — the number of times required by the United States Parachute Association to fly in a wingsuit, which is a one-piece article of clothing that allows a person to glide through the air while free-falling.

The art of wingsuit flying isn’t the province of reckless people on the fringe of society, Fraser says, despite the fact that he jumps from high in the sky to the ground.

Instead, it’s done by extreme sport athletes who are thoughtful, calculated and grounded individuals.

t’s a good problem to have when a small theater has grown over the years to the point that it needs a bigger venue to accommodate its audience. And it’s particularly rewarding for the Developmental Disabilities Resource Center’s DDRC Players, which have a new place to call home thanks to a partnership with Colorado Actor’s Company and Theatre School (ACTS).

“The DDRC Players started in April 2004, with about six individuals,” said Leah Nixon, founding director of the Players and coCOMING founder of Colorado ATTRACTIONS ACTS. “We just performed at the DDRC for several years but kept getting bigger and bigger. We had to look for theaters outside of the DDRC, because our space there is too small.”

The Players Clarke Reader recently wrapped up their run of “A Christmas Carol” at Colorado ACTS’ 120-seat black box theater, located at 11455 W I-70 Frontage Road North, and is looking forward to making the space their new home.

Colorado ACTS started offering theater classes for children at Colorado Christian University in 1996 and has grown over the years to expand their offerings to adults as well as children from all over the metro area, ages 4 to 18. Classes usually last between 8 to 12 weeks and feature a performance at the end. Nixon said the company has been able to stick around so long because of staff ’s energy and commitment, and because it strives to keep costs low.

There are about 26 members in the DDRC Players this year, and they create shows specifically crafted to their talents and abilities.

“Our actors are able to take on all the role, because we have volunteers on stage to support them,” Nixon explained. “It gives them a chance to shine, stand out, and be challenged.

Plus, they get to wear costumes and be in the limelight.”

In recent years the group has performed at places like the old Golden High School and Green Mountain High School for the last five years.

But partnering with Colorado ACTS offers the opportunity to create more learning experiences for DDRC members, as well as the chance to perform more - all to cater to their devoted audience.

“The audiences are the best audiences in Denver,” Nixon said.

An ode to Lakewood’s Joe Margotte Margotte passed away on Nov. 22 and leaves behind a legacy on West Colfax

40 West Arts District Board Chair and Executive Director for the Lakewood West Colfax Business Improvement District Bill Marino remembers Joe Margotte never being empty handed when Margotte would visit him. Margotte brought Marino a block of provolone cheese, an Italian scarf, a hat with an Italian emblem and more when he would visit. Margotte was Italian, and he took pride in his heritage.

“Between (the cheese) and Italian scarf, he actually brought me an Italian flag and said, `You need to put this on your wall.’ He knew that I was half Italian, and he wanted to make sure that my Italian side would bubble to the top,” said Marino. “Joe was outspoken, he was very Italian, and he had strong opinions. It was always easy to know where Joe stood. He had the biggest heart of anybody I ever met.”

Margotte took just as much pride in the community he lived in as he did of his Italian heritage and his Chicago roots. The long time Lakewood resident, Lakewood advocate and owner of the Chicago Style Beef and Dogs restaurant on West Colfax passed away at the age of 88 on Nov. 22. He leaves behind his wife Luanne Margotte, two daughters, two sons, 12 grandchildren, 14 great grandchildren and two great, great grandchildren.

Margotte grew up on the west side of Chicago and first came out to Colorado in 1964. During the 1970s, he cofounded the Italian restaurant Joey’s on West Colfax, but moved back to Chicago in 1979. He talked Luanne into moving back to Colorado with him in 1995, and during the summer of 1997, he opened up Chicago Style Beef and Dogs at 8590 W. Colfax. Margotte said he opened up the restaurant on impulse in a 2018 interview with the Lakewood Sentinel. The restaurant moved into its current location at 6680 W. Colfax in 2002 and was induct-

ed into the Vienna Beef Hot Dog Hall of Fame in 2015. “(Chicago Style Beef and Dogs) was his life. In the beginning, he was there almost every day,” said Luanne. “He was always cooking and coming up with new ideas.”

Outside of his restaurant, Margotte wanted Lakewood to be a thriving community, particularly along West Colfax. He attended or watched every Lakewood City Council meeting for years, participated in the West Colfax Community Association and was a board member of the Green Mountain Community Association. Marino said Margotte was involved in the very beginning when the Lakewood West Colfax Business Improvement District was created. Margotte was the very first donor to the nonprofit that would become the 40 West Arts District.

“I want to see (West Colfax) come back, because I saw it in its heyday.

Back in the 1960s, it was very popular,” Margotte said in the 2018 interview with the Lakewood Sentinel. “It was a very vibrant street, and a lot of people, especially the young people, don’t understand that. I’ve always said the chicken before the egg theory.

Other adventures during Margotte’s life included time as a member of the West Metro Fire Board from 2009 to 2014. Margotte was also a member of Lakewood Elks Lodge #1777 for over 15 years and spent time as a board member for the Elks Lodge. In 2016, he earned the West Colfax LEGEND award from the West Colfax Community Association.

On Saturday nights, Margotte and Luanne would go to the Lakewood Elks Lodge #1777 to dance the night

away. Every time the Chicago Cubs were in town, Margotte would be at the game cheering on the Cubs.

“He knew everybody. People would come into the restaurant, and he would learn all about them,” said Luanne. “He went to the grocery store, and he knew everybody there. He was there for me all the time. We helped each other all the time and took care of each other.”

Luanne recalled how Margotte would direct people to The Action Center human-services nonprofit who were in need of assistance. His heart and compassion for others is something Marino will remember him for.

“Joe was an icon. I think he is the kind of guy that walks the talk,” said Marino. “He dedicated his life to what he believed in. He believed in the Lakewood community, he believed in West Colfax, and he put his heart and actions behind that. He would help people just because they needed it.

It didn’t need to have a civic connection.”

“Joe was one of a kind, and the world needs more Joes. We can all learn a lesson from Joe Margotte for his compacity to care and his energy for engagement,” Marino added.

“We’re all a little better, because he was here.”

Like Fraser’s hobby, other extreme sports such as parkour, free soloing and snowboarding take a dedicated amount of training and practice to accomplish. At the Denver Museum of Nature & Science, the “Extreme Sports: Beyond Human Limits” exhibit gives visitors a chance to learn about those sports and to explore the psychology, physicality and physiology of extreme sport athletes.

The exhibit is interactive and gives visitors plenty of ways to experience extreme sports like virtually jumping off a cliff, completing a course developed by the American Ninja Warriors at Ninja Nation, seeing what it’s like to be in charge of a wingsuit

— and going into the exhibit’s Immersion Room, where visitors can experience what it’s like to ride a mountain bike through a Utah desert, kayak on whitewater and more.

The temporary exhibit, which comes from the Canadian museum Science North, located near Sudbury in northern Ontario, includes a touch of Colorado spirit by featuring stories about Colorado athletes like Fraser; Maureen Beck, an ice and rock climber who was born without a left

hand; and others.

“We have a really fascinating exhibit that tells stories of real people who are some of the world’s most amazing athletes. At the same time, there’s access for people of every age where they can come in here and find something to do that fits their physical and intellectual levels,” said Tim Blesse, teacher professional development coordinator at the Denver Museum of Nature & Science. “It’s a great time out for the whole family.”

Celebrate the season at The Mile High Tree This year there is a new holiday

E-cigarette effect on teen smoking is far from settled Decline in tobacco use, increase in vaping not a simple tradeoff

In almost any other year it would be hailed as a public health victory: The smoking rate among U.S. high schoolers took its biggest hit ever this year, federal figures show, falling to a new low.

Instead the milestone was relegated to a lone figure at the bottom of a government press release and went unremarked by anti-tobacco groups that have spent decades working to stamp out youth smoking.

It’s a new era in the tobacco wars — one in which the alarming rise of underage vaping has almost completely overshadowed a parallel drop in traditional smoking. And the pivotal question of whether electronic cigarettes are inadvertently helping to wipe out smoking among young people has become a polarizing topic: embraced by some experts, dismissed by others.

“Smoking is disappearing among young people and it’s a great public health triumph that we are failing to celebrate, much less even note,” says Kenneth Warner, professor emeritus at the University of Michigan’s school of public health.

E-cigarettes typically heat a solution that contains nicotine, the drug that makes tobacco addictive. They are generally considered less harmful than cancer-causing traditional cigarettes.

But there is little long-term research on the health effects of vaping.

With one in four teenagers now using e-cigarettes, underage vaping is universally condemned, and the federal government considers it an epidemic.

But Warner and some other researchers believe recent trends continue to show vaping’s promise as a tool to steer millions of adults away from cigarette smoking, the nation’s leading cause of death.

That potential makes the case for keeping e-cigarettes readily accessible for adults — even if a certain level of teen use persists.

But that approach is a non-starter for many tobacco opponents.

“When adults make policy gains on the backs of children, that’s bad, and that’s what the argument boils down to here,” says Dave Dobbins, an attorney with the anti-tobacco nonprofit, Truth Initiative.

Skepticism about benefit Even if e-cigarettes were responsible for the smoking decline among teenagers — which Dobbins says is unlikely — allowing young people to get hooked on vaping nicotine is not a solution.

changed the world,” says Dobbins.

Instead, he thinks the vaping industry has increasingly pursued young people as smoking has fallen out of fashion.

But no one disputes the decline.

The percentage of high schoolers who reported smoking fell to 5.8% in 2019 from the prior year, a 28% drop and the largest since the U.S. government began surveying teens, according to preliminary numbers released in September. The trend isn’t limited to one year or one survey.

A similar study conducted by the University of Michigan shows smoking among 12th-graders has plummeted 50% since 2015, the largest drop of its kind in the survey’s 40-year history.

The smoking rate for adults is roughly 14% and has been falling slowly for decades.

The decline among teens has been seized upon by vaping proponents, who argue it undercuts the gravest argument against the nicotine-emitting devices: that they act as a “gateway” to traditional smoking.

That’s the conclusion of a number of short-term studies that followed young people and surveyed their use of tobacco and nicotine. The prestigious National Academies found “substantial evidence” for the gateway effect in a 2018 consensus paper. And the Food and Drug Administration even uses the concept as the tagline in its anti-vaping video ads: “Teens who vape are more likely to start smoking cigarettes.”

For now, experts on both sides acknowledge there is no definitive evidence linking e-cigarettes to the decline in youth smoking. The question is clouded by too many long-term trends and complicating variables.

Teen smoking has been decreasing since the late 1990s and is influenced by government policies, public opinion, changing products and tobacco industry marketing.

But for researchers who believe vaping is benefiting public health, the falling numbers make one thing clear: E-cigarettes are not driving large numbers of young people to smoke. The numbers suggest the exact opposite.

“The key point here is that it seems we have seen a drastic reduction in smoking,” says Dr. David Levy, a tobacco researcher at Georgetown University. “That’s clearly a good thing and it’s not something that we want to mess with.”

Washington in limbo The question of how to best regulate e-cigarettes remains unresolved in Washington. The Trump administration has recently backed away from an earlier plan to ban virtually all vaping flavors due to their appeal to teens.

No deadline has been set for a new proposal or announcement.

Levy and others favor targeted approaches to curb youth use, such as raising the minimum purchase age to 21 nationwide. They oppose sweeping bans and restrictions, which could impact use by adult smokers.

In a paper last year, Levy, Warner and several colleagues estimated that smoking among 12th-graders has fallen three times faster since an uptick of

e-cigarette use around 2014, compared with the earlier long-term trend.

However, the authors did not conclude that e-cigarettes caused the decline and noted that it could have been influenced by other factors, such as anti-tobacco campaigns.

Brian King of the Centers for Disease Control and Prevention also emphasized that survey data cannot prove a cause and effect between vaping and smoking rates. Therefore, it’s impossible to know which teens avoided or quit smoking due to vaping, versus those who would never have picked up cigarettes anyway.

Additionally, the data suggest many of the estimated 5.3 million underage students who vape were never at risk to become smokers.

“So that reflects an on-ramp to nicotine use that we otherwise would not have had without e-cigarettes,” says King, a deputy director in CDC’s Office of Smoking and Health.

The CDC and other health experts warn that nicotine can harm parts of the developing brain that control learning, memory and mood in young people.

Division runs deep The vaping debate underscores a growing rift in the tobacco control field. For decades, advocates, regulators and researchers were united in a common fight against cigarettes, which cause cancer, heart disease, stroke and many other deadly diseases.

But views have diverged since the introduction of e-cigarettes and other alternative products. Some experts believe the most realistic approach is to shift smokers away from burning tobacco toward less-risky products.

On the other side are those who say there is no safe way to use tobacco or nicotine and quitting should be the goal.

With local, state and other authorities cracking down on e-cigarettes _ particularly kid-friendly flavors _ public sentiment has increasingly been turning against vaping. On Nov. 19, the influential American Medical Association called for a “total ban” on all e-cigarettes and vaping products.

Some longtime industry observers warn that vaping proponents may have missed their opportunity to benefit public health.

“The industry blew it,” said Dr. David Kessler, speaking at a recent conference for vaping and tobacco executives. Kessler served as FDA commissioner during the 1990s, when he tried unsuccessfully to assert authority over tobacco products. Congress did not grant the FDA that power until 2009.

Starting in May, all e-cigarettes will need to undergo FDA review. Only those that can demonstrate a benefit for U.S. public health will be permitted to stay on the market.

Some vaping companies expect to win the FDA’s endorsement, but Kessler noted: “I don’t see it.”

“You lost the trust of the American public when it comes to vaping and you’ve set back the issue decades,” he said.

Green Mountain boys hoops wins Paul Davis Classic

LAKEWOOD — Green Mountain and Battle Mountain boys basketball teams got some extra court time late Friday night on Dec. 6.

The Rams and Huskies went doubleovertime in the semifinal of the Paul Davis Classic at Green Mountain High School. Green Mountain eventually took a 55-50 victory.

Senior Blake Schell opened and closed the 2OT period for the Rams.

Schell’s layup off the opening tip of the second overtime period gave Green Mountain a 47-45 lead. His pair of free throws in the final seconds clinched the 5-point victory.

Schell finished with a game-high 13 points. Junior Austin Peterson finished with 11 points for Green Mountain.

Battle Mountain was led by senior Liam McKenny (11 points) and junior Luis Truillo (10 points). A highlight for the Huskies came from senior Dalton Patterson, who nailed a 3-pointer at the buzzer to end the first half. The shot came from well beyond the halfcourt line.

The Rams (3-0 record) completed a sweep in the tournament with a 52-47 victory over Class 4A Jeffco League rival Evergreen (3-1) in the championship game Dec. 7, at Green Mountain High School.

Schell has a team-high 13 points against the Cougars. Fellow senior Matt Schlieper pitched in 10 points and a team-high six rebounds in the victory that kept the Rams undefeated on the season so far.

What a difference a year can make.

Cherry Creek harped for a week prior to meeting Columbine in the Dec. 7 Class 5A state championship game at Empower Field at Mile High about how bad it felt after losing 24-14 to Valor Christian in the 2018 title game.

The Bruins took care of business this time and wrapped up a perfect 14-0 season with a 35-10 victory over Columbine in front of 12,789 fans on a Sunny afternoon.

“Last year was a tough one,” said

Bruins’ junior wide receiver Chase Penry, who caught five passes, one of which went for a first-half touchdown.

“We talked about it all week. Last year we came here and we were happy to be here but this year we came here with a goal to win it.

“It’s hard to put into words, but it’s a great feeling. We worked so hard, and to come out and finished the season the way we did is amazing.”

It was Creek’s 10th overall state football title and the eighth for Dave Logan, who also has coached title teams at Arvada West, Chatfield and Mullen. It was his second title at Creek.

“It never gets old to win,” Logan said. “I’m real proud of our group.”

Cherry Creek’s defense held the Rebels to 166 yards rushing and 199 yards of total offense.

Columbine came into the championship encounter averaging 39.5 points, 274 yards rushing and 353.2 yards of total offense a game.

“Columbine is a good football team and I thought we played excellent defense the entire day,” said Logan. “I thought our guys executed. We played with toughness, which you have to do against them, and we just made a lot of plays. Except for the one turnover, we played about as well as we could play.”

Junior defensive lineman Arden Walker, who had three tackles in the game, said the defense keyed on containing the Rebels’ rushing attack.

“The first thing was to stop the run game,” he said. “They were such a powerful team and had

been throughout the playoffs and the season, and we were determined.”

Creek lost 36 seniors off its 2018 runner-up team but put together a championship team and another crown for Logan in his eighth season as Creek’s coach.

Junior quarterback Julian Hammond III, who was the junior varsity quarterback a year ago, helped get the Bruins off to a quick start as Creek grabbed a 21-0 lead early in the third quarter.

Senior linebacker Delonte Dickey led the Bruins with 10 tackles as Creek limited the Rebels success except for an 80-yard scoring drive in the third quarter with Tanner Hollens scoring on a 7-yard run. Columbine added a 35yard field goal by Adam Tasei to trim the defict to 21-10 with 10:05 still to play in the game.

Creek responded with a 63 yard TD drive and Purchase’s interception return to wrap up the scoring.
