Looking at crime with Lakewood Police Police spoke at city council to report accurate information to the community

There have been a few crimes that have happened in Lakewood recently that made headlines, particularly the stabbings that occurred in Belmar Park. On Aug. 21, Lakewood Police arrested 19-year-old Vicente Enrique Orozco in connection to two stabbing incidents that left two men dead on Aug. 15.

“The (stabbings were) pretty shocking for all of us. That was just a random crime,” said Lakewood Police Chief Dan McCasky. “There was no relationship between the suspect we arrested and the two people killed in the park. If I knew how to prevent that I would, but that was just a random crime. That had a lot of people concerned, and it had us concerned, because it was so random.”

So far this year, there have been nine homicides in Lakewood, as opposed to the two that occurred last year. On average, the city has four or five homicides a year, which “isn’t bad” for a city of Lakewood’s size, McCasky said.

Lakewood’s annual crime statistics, like the rate of homicides, were among the issues discussed on Oct. 7 at a Lakewood City Council study session. Lakewood Police was on hand to present information on crime in Lakewood in an effort to report accurate information to Lakewood City Council and the community.

Since April of 2018, Lakewood Police have received an average of 9,000 to 11,000 calls for service per month.

Lakewood Police compared trends in crimes like homicides, robberies, aggravated assaults, burglaries, motor vehicle thefts and sex assaults to cities like Denver and Aurora. The city is trending in a similar way as far as criminal activity in comparison to Denver and Aurora, although crimi-

and disorder at lodging facilities in the city. The hope is that the licensing system will create a better relationship between the city and lodging facilities to improve business practices, provide direct contact with Lakewood Police and to improve safety and security.

Half of the homicides in Lakewood have occurred in a motel since 2015.

Rickle noted that it’s too early to tell what kind of impact the licensing program has had on criminal activity.

Special enforcement team hot spot operations involve one sergeant and six agents. The operations occur monthly anywhere in the city where criminal activity is rising. In March, the operation resulted in the arrest of four fugitives.

Operation triple beam includes the special enforcement team and U.S. Marshals. It occurs three to four times a year and is directed toward wanted Lakewood felons, unregistered sex offenders and criminal activity along the Colfax corridor.

“There’s been comments made. We are a large city in a major metropolitan area, and we’re going to experience crime,” said McCasky. “We’re really no different than a lot of other cities.”

Rickles broke down proactive operations into three categories — Colfax motel operations, special team hot spot operations and “operation triple beam.”

Colfax motel operations occur three to four times a year and involve 30 to 40 law enforcement officers. The goal of the operations is to address criminal activities in and around Colfax motels. Earlier this year, Lakewood City Council approved a licensing program to combat crime

in the arrest of over 150 wanted subjects with lengthy criminal histories, the recovery of 12 firearms and the seizure of 10 pounds of numerous narcotics.

Each patrol agent is assigned a specific motel, school and park to watch after. They are responsible for doing extra patrols around their areas, Rickle said.

“Our patrol agents, they take own- D ership in the areas they are assigned m in the city. They work closely with W our investigations division, state and r federal partners, and crime analysts C to address criminal activity and A growing trends in the city of Lakewood,” said Rickle.

Combating crime in Lakewood Anita Koester is the division chief for Lakewood Police’s investigation division. Of the nine homicides to occur this year, two were related to domestic violence, five were related to drugs and money, and the remaining were the result of the random acts of violence that occurred in Belmar Park, said Koester.

“The thing that is important for our community to hear is there is not an outstanding public safety issue,” said Koester.

Koester discussed numerous task forces police officers are involved in, including Project Safe Neighborhood.

The task force is designed to reduce violent crime, including addressing criminal gangs, and felony possession and use of firearms.

Another task force Koester pointed to was the FBI Rock Mountain Safe Streets Task Force. It is instrumental in responding to bank robberies, active shooters and kidnappers.

Lakewood Police is also involved in the Regional Anti-Violence Enforcement Network, a task force made up of 14 agencies. The agencies share information with each other and uses advanced technology to identify criminal trends and make arrests more quickly across the metro area, the Denver Post reported.

“The reality is we have crime in Lakewood. However, we really are providing the resources to not only respond to the crimes — but we’re also working diligently on impacting the crime before it occurs,” said Koester.

Stock up on books during annual Whale of a Sale Library used-book sale on Oct. 18-20 helps support district programming STAFF REPORT

More than 80,000 used books, DVDs, CDs, children’s books and more will be for sale at the annual Whale of a Used Book Sale, which returns Oct. 17-20 at the Jefferson County Fairgrounds, 15200 W. 6th Ave., Golden.

The sale is open from 9 a.m. to 5 p.m. Friday, Oct. 18 and Saturday, Oct. 19, and 11 a.m. to 3 p.m. Sunday, Oct. 20. Admission is free every day.

Early birds can start shopping at 8 a.m. Oct. 18 for a $10 fee. On Oct. 19, teachers, Friends of Jefferson Public Libraries members and Jefferson County employees receive half off on all purchase; ID is required. Oct, 20 is bag day, with a bag of books starting at $6.

Friends of Jefferson Public Libraries will be allowed to shop early during a preview night from 6-8 p.m.

Lakewood’s 50th anniversary art piece unveiled

t’s finally here. Artist Collin Parson showed off his new art project in honor of Lakewood’s 50th anniversary. The project, “Echoes and Reflections: Lakewood’s 50th Anniversary,” shows the footprint of the old Addenbrooke family house at Addenbrooke Park. There are wall sectors, windows and a couple of doors built from stainless steel around a chimney that shows where the house was. Addenbrooke Park is located 600 S. Kipling Parkway.

I was raised by a single mom who worked two jobs to support us.

I started working at 14, and went to Mines where I earned a PhD in Applied Physics. I have two kids in Jeffco schools; middle school and preschool. Similar Applegate to the Pleasant View parents in that community, my mom would not have been able to attend “save our school” meetings. PV was the only school closed, because it didn’t have the same resources.

What makes you the best person for the job?

My background in education, nonprofit board experience, and involvement in the community. I am the board chair for Think 360 Arts for Learning, sit on the steering committee for the Denver Museum of Nature and Science, and the board treasurer for the Colorado Military Academy.

Academic excellence is always the top priority — ensuring students are prepared for the world, no matter how different it is from the day they start school.

Balanced governance is also a priority. We need to hear from not only the loudest voices, but also the parents working two jobs who can’t always make meetings.

Focusing on children and the community as a whole is the third. I’ll listen to students, teachers, administrators, and the 70% of households who have no kids in school.

How do you feel the district could better achieve equal access to opportunities for low-income students?

The district needs to work for better equity in access for low-income students. Jeffco is a school choice district, but not all students have equal choices.

I’m open to creative solutions in increasing access for low-income students. If a child can’t physically get to a school that best suits their needs, the district should work to give that student equals access, whether through specialists and support staff, greater training for staff, or even virtual access to programs.

I have two kids in Jeffco schools, served as the co-president of the school PTA, served on the district’s accountability committee, and have been a vocal advocate for transparent processes in district decision making. I also have a 20-year background in higher education and K-H partnerships and focused on conflict resolution and community

organizing for my graduate degree.

These connected experiences make me a strong advocate for schools, for families, and for kids.

What are your top three priorities if elected?

I bring a focus on educational equity across all Jeffco schools and a priority around community engagement to push the work of the district and board of education forward. I want to retain effective teachers and support staff in classrooms. I want to focus resources in schools and in support of the Jeffco Generation plan so that all students see their future in Jeffco through high-quality college, career, and community readiness.

How do you feel the district could better achieve equal access to opportunities for low-income students?

The district needs to invite community members, parents, educators, and other interested parties into a dialogue about how we ensure that low-income students, ELL students, and special education students are not left behind academically. I look for efforts like All Hands Raised in Portland, for ways in which communities can come together to innovate and collaborate to narrow achievement gaps between students.

We need to do a much better job or Miller our kids, employers, and housing values will all suffer.

In addition to my professional experience, I’ve had four children go through Jeffco neighborhood schools and was very involved

as a volunteer. I’ve chaired the Wheat Ridge High School Accountability Committee, been president of its PTSA, and served on district committees. I currently serve on a charter school board. For six years I was president of Jefferson Association for Gifted Children, advocating for gifted and twice exceptional special education students at local and state levels.

The recently voted on Growth Initiative must be implemented based on the intent of voter expectation.

How much do you foresee yourself working with the other member of council?

I am looking forward to working with our new city council and instilling a fresh culture change. A time of hope so residents will have no doubt that council is working to serve YOU. I will have individual meetings with councilors to better understand their neighborhood issues. As Mayor, my job is not only looking out for the city as a whole but to ensure I support each council member’s success in representing their ward. Public safety must remain a key

priority, we must continue to give our police the tools, training, and personnel they need to keep us safe. Over the past four years, I have led the greatest expansion of land preservation in recent history, let’s continue to find new parkland and open space opportunities. Finally, we must find and create unique ways to address traffic and infrastructure issues as well as addressing affordable housing and homelessness.

How should the city implement the citizen-approved growth ordinance?

One of the foundational rights we have as citizens is to petition the government. We hold this to be sacred and must always respect and protect that process. Residents had varying opinions on Question 200 and had strong feelings on both sides, creating a robust dialogue that ended with its passage in July. Question 200 is the law and we will do everything we can to implement, true to the voter’s intent.

How much do you foresee yourself working with the other members of council?

As Mayor, I have worked hard to support and honor the different opinions on council. We will not always agree however it’s important that we work with each other and make sure we respect one another. Councilors are elected to represent their wards and it’s important to have their voices heard. We are all invested in the same great idea: building a special place to live, work, and raise a family.

A lot of change has already happened in the city of Lakewood this year. The Lakewood Strategic Growth Initiative, which halts new home construction to one percent and will require Lakewood City Council to hold a public hearing and vote to approve residential projects with 40 units or more, was passed by voters in July. A City Council seat is already guaranteed to change with Ward 3 City Councilmember Pete Roybal preparing to leave his position as he is term limited.

Aside from all of that, another change may be on the horizon.

Lakewood Mayor Adam Paul is up for re-election with his position at risk during this upcoming Nov.

5 election. His opponent, Ramey Johnson, a current member of Lakewood City Council, is back for a rematch from the 2015 election. Paul squeaked out a 1% victory against Johnson that year.

Paul, a graduate from the University of Colorado Denver, served eight years on Lakewood City Council and six years on the Green Mountain Water and Sanitation District Board before becoming mayor.

“I really wanted to give back to the community that has given me so much. I feel like a lot of my personal growth and this sense of family has come from this city, people in the city and wanting to give back,” said Paul.

Enhancing public safety by bolstering Police Department funding to ensure that neighborhoods remain safe and peaceful. Equity for Ward 1, which has fewer parks and less funding to update aging infrastructure and redevelopment than any other area of our city. Mitigating the effects of the spiraling growth we experienced when residential construction increased four-fold after Zoning Ordinance revisions in 2012, straining the capacity of our streets, sidewalks, and parks.

Our City Charter requires that we implement the exact, expressed intent of citizen-initiated ordinances without alteration by City Hall. Any interpretation of the ordinance should involve its authors. And Council, which regains review of large residential projects, must use the ordinance’s required pool of permits for attainable housing to restore balance to a housing inventory now dominated by high-rent apartments and lack of affordable ownership opportunities.

How should the city implement the citizen-approved growth ordinance?

I understand the pressures people feel about growth, but I was also frustrated by the lack of stakeholder work done by the proponents in drafting the ordinance. The language theoretically allows affordable housing and senior housing to be developed in our city, and I intend to make sure that goal is realized. We must make sure that growth is happening in the right places such as the West Colfax corridor and near light rail stations.

How much do you foresee yourself working with the other members of council?

In my four years on Council, I have worked to build consensus among my colleagues, fashioning compromise agreements on development fees for Open Space, a campaign finance ordinance that keeps special-interest money out of our elections, development issues, funding for updated police equipment and many other issues. As evidence of my collaborative efforts, I am currently serving as the unanimously elected Mayor Pro-tem.

How much do you foresee yourself working with the other members of council?

Similar to how I treated patients in the clinic, we have to work to treat the roots of community issues rather than just the symptoms. I’m committed to bringing people together for deliberative processes before developing policies. I believe we all have a lot more in common than we think, and when we can make the table big enough for everyone to have a voice, we can find solutions together as a community.

LAKEWOOD ISSUES 2F AND 2G There are two questions on Lakewood resident ballots this year that were brought up by the city.

The first is 2F, asking if residents would consider allowing City Hall to contract with one or more trash haulers to service the city. The contracted company or companies would go through a competitive bidding process for the opportunity to provide waste, recycling and seasonal yard waste composting services tomost residents.

Shifting the city to a “single hauler” system would reduce trash truck traffic on residential streets, and should allow increased recycling and composting opportunities. Individuals would be giving up their choice in trash service, and increasing the size of government to do so.

Ballot measure 2G is a measure that has already been passed by many surrounding cities. It gives the city the power to offer telecom services, either directly or through a partnership. This measure does not mean the city will jump into the business, but it gives the city back the option, taken by recent state legislation.

The growth ordinance is not written in a way that can be directly inserted into existing codes. Council action is required to move the ordinance forward in a way that achieves some of the stated goals, such as reducing traffic and providing more affordable housing. City Council needs to move forward with these actions in a responsible manner that works for all its residents, not just those with the loudest voices.

How much do you foresee yourself working with the other members of council?

I have been able to bring opposing sides together to achieve common goals my entire life. This is becoming increasingly difficult in today’s political environment where extremists tend to control the narrative and expertise is marginalized.

If the Council is to be successful, those with opposing viewpoints must be civil with each other. I will draw from my professional and life experiences to do everything I can to create an environment where that can happen.

As an attorney and officer of the court, I understand the importance of the letter of the law. The law is strict, and is instituted by the People.

We must not jeopardize the City’s reputation by attempting to circumvent the will of the People. We must uphold their direction, and find a way to work with developers and citizens to create the best outcomes.

Voters on either side of 200 want the best for our City. We must make sure that happens.

How much do you foresee yourself working with the other members of council?

I see myself as somebody who attempts to understand all sides of an issue. As an attorney, that’s an imperative in my job. I will certainly attempt to work with other members of Council to improve communication. I will also speak my mind without inhibition when it comes to serving my constituents. Election Day is coming What you need to know about voting in Jefferson County

Election Day falls on Nov. 5 this year.

In Jefferson County, voters have a few options on how to register and vote.

Register The first step to voting is to make sure you’re registered and that your registration is up-to-date with your current address. This can be checked and updated online on the Colorado Secretary of State’s website.

New voters with a Colorado driver’s license or ID card may register online. Those who don’t have a driver’s license or Colorado ID, or for those who prefer to fill out a paper

form, a printable version can be found on the Colorado Secretary of State’s website.

Once the form is completed and signed, it needs to be submitted to the Jefferson County’s Clerk and Recorder. Voter registrations are also accepted at driver’s license offices in Jeffco and the Jefferson County Elections Division.

Or, it can be mailed to Colorado Department of State Elections Division, 1700 Broadway, Suite 200, Denver, CO 80290.

Vote There are a couple of ways that Jeffco residents can cast their vote this election — by mail, drop off or in-person.

Those who are up-to-date with their registration will receive a ballot in the mail. Those ballots were sent out Oct. 11. If you haven’t received one yet,

check with the Clerk and recorder.

The most important thing to remember is to get your ballot turned in on time. All ballots must be received by 7 p.m. on Election Day, Nov. 5.

Mail — Make sure to include adequate first-class postage. It is recomended to mail your ballot at least seven days prior to Election Day to ensure that it reaches the polls in time.

Drop off — There are a number of drop off locations throughout Jefferson County. These can be accessed 24 hours a day from Oct. 14 to Nov. 5, but polls close at 7 p.m. on Nov. 5.

Other than the Jeffco courts and admin building, 100 Jefferson County Parkway, these include city halls in Arvada, Golden, Lakewood, Wheat Ridge and Edgewater. Some public places such as libraries, Department of Motor Vehicle locations and rec centers also have drop off boxes. Find

In person — There are many Voter Service & Polling Centers located throughout the county. They can also be found on the above-mentioned website.

The thing to note with voting inperson, prior to Election Day, are the hours of operation. The Voter Service & Polling Centers are open from 8 a.m. to 5 p.m., Monday through Saturday, Oct. 28 to Nov. 4.

There are also a number of locations throughout the county where you can vote in-person on Election Day. Hours will be 7 a.m. to 7 p.m. Nov. 5.

I advocated to increase investment in these areas without raising taxes.

The district must strive to identify best practices and incorporate them district-wide. Each school has their own culture and community, but they can learn from other’s successes. Some schools are very high growth schools. The district needs to find out what they are doing and how to pass that knowledge along.

The most recent CMAS scores are concerning. They are also one measure of student performance at one moment in time. I believe the Jeffco Generations skills, including content mastery, are the right ones for our kids and that district resources can be focused on providing educators and school leadership the professional development and support they need to make Generations take root.

I have great working relationships with the entire council and have worked with each to pass important legislation. Being able to work collaboratively is vital to being an effective councilor. The amount of time spent working together depends on what is before us. Ultimately, I invest as much time as it takes to fully understand the matter and respectfully discuss the differing perspectives, in order to produce high quality legislative outcomes.

We trust Jeffco enough to say yes to 1A

efferson County has been doing us a favor.

For 18 years, the county has been collecting less property tax money from residents than it could have. This was largely a preemptive move to ensure the county complied with the Taxpayer’s Bill of Rights (TABOR). Thanks to a good economy, Jeffco’s leaders have chosen to lower those tax bills, instead of wasting the staff ’s time and lots of postage to send us all smallish checks year after year.

This purposeful restraint on the county’s part is no longer sustainable.

For many years now, the county has been dipping into savings to make up the difference. Now, that well has run dry. For 2020, the county estimates a $16.1 million shortfall in just trying to maintain the services and staff it currently has.

The county, particularly Sheriff Jeff Shrader, says that level of budget cutbacks would be disastrous for all of Jeffco, affecting our safety and security. Shrader says the cuts would force the closure of part of the jail and force him to release people from custody whom he does not want running free.

Jeffco’s Ballot Issue 1A is the county’s proposed solution. It doesn’t add new taxes, but it would allow the county to take the full tax amount it would have been able to collect if not for TABOR’s revenue limits.

OUR VIEW This raising of revenue limits on property tax is not permanent, sunsetting in seven years. It also does not mean the county will automatically take the full amount it is allowed to. In the first year the county will only take half of its missing share, enough to cover that $16.1 million.

Beyond 2020 the county says the extra funding, estimated at about $32 million, will go primarily toward public safety needs, including the sheriff ’s office, the DA’s office and the road and bridge department.

Critics say this request is only happening now because Democrats have a 2-1 voting majority in the county for the first time in a long time. Undercutting this argument is the fact that Republican county commissioner Libby Szabo voted to put 1A on the ballot. Szabo’s pro-business conservative bona fides are strong, so her vote, when she could have easily ducked the issue and let her two Democratic county commission colleagues carry forward, speaks volumes. The county sheriff and DA, both Republicans, say it is needed. The leadership board of Jeffco GOP opted not to come out in opposition to the measure either.

roposition DD, the legalization and taxation of sports betting in Colorado, is the result of a May 2018 Supreme Court ruling that repealed the federal government ban on sports gambling. Since then, 11 states have legalized sports gambling.

Proposition DD taxes net sports proceeds for those Colorado casinos that are granted a license, with the vast majority of that money going toward a plan to preserve Colorado’s water future. If passed, tax revenues are projected to ramp up from a partial first year revenue of about $1.4 million to at most $10.4 million in fiscal year 2020-21. Which we think is a rosy forecast based on the projection that

OUR VIEW up to $1.5 billion will be wagered on sports in Colorado for 2020-21. The $29 million stated on the ballot is simply a maximum amount of annual revenue generated before the need arises to go back to the taxpayers to keep the overage and not the revenue projections.

Net sports proceeds for that $1.5 billion are estimated at 7% of bets, which is the difference between those bettors losing and those winning. It’s tricky here. The casinos win when the bettor loses. So for the 7% to come true, more bettors have to lose than win.

t’s a very intriguing proposition.

Vote to forgo a relatively small tax refund and allow the state to spend that money on much-needed programs for K-12 education, higher education and transportation in Colorado.

Conceivably, forever.

It’s primarily the permanency of Proposition CC — along with a few other concerns — that has us recommending you vote no on this measure.

estimated $32 million in extra revenue in 2021 and beyond if it isn’t needed.

We would be pleasantly surprised if Jeffco did leave that money on the table, but only time will tell.

If the worst were to come to pass, that fees are punitively raised, and the commissioners spend every extra penny we give them in less-than-wise ways, then we’ll have the option to course correct, by voting in a new board majority in 2020.

That additional money will come out of our pockets. For most homeowners, it will only amount to a few extra dollars a month. For businesses, however, the hit will be four times greater. Those costs will naturally trickle down into the rents of our favorite businesses, and through them, into the prices we pay for goods and services. But again, this is money that we would already be paying in most counties. Only now that the county is down to the bare minimum in its savings account, does it ask for this TABOR reprieve.

Any loosening of TABOR by us, the voters, indicates a level of trust in our elected officials and government. In abiding by the restrictions of TABOR this long, far longer than virtually every county in the state, and by structuring 1A to include a sunset, we believe that Jeffco has earned enough trust to warrant a yes vote.

lic safety and roads, instead of the less-universally supported functions of Jeffco government, like human services, building code inspections and administrative office re-carpeting?

Sure, but squeezing $16.1 million out of the county ensures the pain will legitimately hit across the board. We believe county government has been largely frugal and responsible with our money — there is not $16.1 million in frivolous bloat in this budget that could be trimmed without hurting the systems and services that many of us rely upon.

We like that 1A sunsets in seven years, something we think should have been added to the state’s Proposition CC. Though, critics are right to highlight that Jeffco 1A will permanently remove the TABOR limits on the county’s grant and fee revenue.

This will be something to watch closely, to ensure it isn’t abused by future county commissioners, who may try to ratchet up fees on us. To date though, the county’s track record is positive. The Planning Department’s current policy is to never charge more than 25% of its actual costs in fees.

Another thing to watch if Jeffco 1A passes, is to see if some of that traditional Jeffco fiscal restraint is kept.

LETTERS TO THE EDITOR Defend Initiative 200 Passage of Initiative 200 on July 2 officially positioned the citizens of Lakewood at the development-process decision table, enabling them to join with the Lakewood City Council in determining what the City will look like in the future and how livable it will be. Substantial opposition was mounted against 200’s passage (understatement!). This same opposition is of course still present in the community. Might 200’s intent be in jeopardy based on the outcome of the Nov. 5 city elections? Absolutely! The current City Council has six councilors favoring more moderate development and 5 preferring unfettered growth. It is vital in the November city council elections that Lakewood citizens reaffirm their approval of 200 by their selection of more moderate growth candidates as opposed to those who do/may favor unfettered growth. Since the candidates’ biographies in the voter’s guide within the October 2019 Looking@Lakewood may not uniquely identify their position on development, I recommend Ramey Johnson for mayor with Ward councilors as follows: Ward 1, Charley Able; Ward 3, Anita Springsteen; Ward 4, Barb Frank; and Ward 5. Chad Gardner.

Larry Harrison, Lakewood Vote no on 1A and Prop 66 I’m urging a no vote for both Jeffco 1A and Prop 66. On 1A and 66 we are literally writing the county and state a blank check to go over budget and not be accountable. The county tells us that more people in the county means less services. Why? Wouldn’t more people mean more taxes into the system? My property taxes have gone from $1,375 a year in 2012 to $2,375 now. A 57% increase!

And the county is telling me they don’t have money? They say it will be for schools, roads and the jails.

Didn’t we just have a school tax increase? The last report had only fourth-graders proficient, why? Back when the state legislature doubled our car registration fees remember they said it would be used for roads? Guess again, check out the list of where you money goes on your car registration paper.

The same can be said for Prop 66.

They again say schools and roads.

Remember the marijuana tax was supposed to go to schools and many cities bought recreation centers with it? My point is that our county and state government believe they deserve our money more than us and can’t be trusted. If they have excess money they are suppose to refund us. Even if it’s $10. Tabor holds these governments accountable to not overspend

your money. They cry about not having money but have no problem raising my taxes.

Vote no for the measures.

Nearly 50% of our property taxes support Jeffco schools and our community has invested heavily in increasing teachers’ salaries and improving infrastructure. The school board has increased spending substantially but student achievement has continued to decrease. Something isn’t working.

It is time for new voices on the school board. Time for board members to focus on improving student learning. That is why I am supporting both Susan Miller and Rob Applegate for Jefferson County School board.

Supporting CC This November we all have a chance to start fixing our roads and funding our schools by voting yes on Prop CC. If passed, Prop CC would let the state keep excess tax revenue in the good years when we actually exceed the TABOR cap. The excess would be invested equally in schools, transportation, and secondary education.

The expected amount is just $40 per year for an average taxpayer. With the number 1 economy in the nation, there’s no good reason to starve our infrastructure and schools of the funding necessary for us all to thrive.

Dylan Joseph Archuleta May 4, 1992 - March 3, 2019

On March 3, 2019, Dylan set out on another Sunday afternoon kayak adventure, one that he would not return home from.

Dylan Joseph Archuleta was born in Denver, Colorado on May 4, 1992 to Matt and Suzi (Quintana) Archuleta. He is a 2010 graduate of Green Mountain High School and 2014 graduate of Colorado State University with a Bachelor of Arts degree in Languages, Literatures and Cultures. Dylan moved to Morenci, Arizona in January, 2016 to continue employment with Freeport McMoran.

Dylan had many passions in his life.

First and foremost, family. He shared a love of anything outdoors including bow hunting, fly fishing, camping. kayaking, mountain bikes and riding his Harley with his dad and brother.

From a very young age, Dylan loved accompanying his dad on any outdoor

adventure. He was an accomplished bow hunter. His bow harvests include elk, white tail and mule deer, turkeys and after moving to Arizona, he added javelina and coues deer to his accomplishments.

Dylan loved riding his Harley. He also grew to love mountain biking and kayaking. He made friends quickly and most anyone that met him will tell you that he will never be forgotten.

Dylan is survived by his parents, Matthew and Susan, brother Cody, grandparents Don and Irene Archuleta, all of Lakewood, Colorado, many aunts, uncles and cousins. He was preceded in death by his grandparents, Joe and Manuelita Quintana, uncle Mike Quintana and cousin, James Archuleta.

additional revenue if the economy takes a dive.

The proposition would divide excess revenue equally among three segments: public schools, public higher education, and state and local highway and transit projects. The Legislative Council Staff ’s analysis estimates each segment would receive $103 million in 2020-21 and $114 million in 2021-22. An independent financial audit of the spending would be conducted each year.

In the spring, the state Legislature referred CC to the ballot, having garnered the vote of only one Republican — state Sen. Kevin Priola, of Adams County — along the way.

As can be expected when TABOR is involved, CC has been politically divisive. Some Republicans contend the measure is intended to test the waters for future tax increases and a possible push to repeal TABOR, which has been in force since it was approved by voters in 1992. Democrats insist that’s not the case, that this measure is actually in the spirit of TABOR in that it lets voters decide what will be done with their tax money.

For the sake of this argument, we’ll focus on the more-narrow scope of what this ballot question is asking,

rather than the larger TABOR picture.

Prop CC is indeed addressing crucial funding concerns. While Colorado’s economy is booming and the annual state budget is in the tens of billions of dollars, this is amid the backdrop of explosive population growth. About 5.7 million people now call the state home, a roughly 13 percent increase since the 2010 Census.

That certainly has put a strain on the state’s transportation infrastructure and public education system.

We don’t buy the argument that state leaders are simply mismanaging the money they already have at their disposal. The state must find ways to increase revenue, particularly to fund segments like education and roads.

But what CC asks for from voters is something of a leap of faith.

The proposition mandates that public schools would receive money on a per-pupil basis and that the funds can only be used for nonrecurring expenses. The bill that established the funding allocation formula for CC, House Bill 19-1258, mentions things like books, technology and “initiatives that help attract and retain educators” — those could be bonuses, for example. Raises for teachers, however, are excluded, since they are recurring expenses. In a state where teacher pay is sorely lagging, that can be seen as a big omission.

On the transportation front, according to HB 19-1258’s fiscal note, 60%

of the money would go to the State Highway Fund “for use for the state’s strategic transportation project investment program”; 22% to counties for projects; and 18% to municipalities for projects. No doubt this money would be helpful to an extent, but we’d like to see it tied to more specific projects. After the money is divvied up, we’re not sure what would get done — or if the amount of money available would be enough to get much done at all.

What about higher education?

Little information is available on how this one-third would be spent.

Perhaps most concerning, though, is that CC doesn’t sunset. We’d rather see a more focused measure, outlining very specific ways your tax money would be spent over a specified period of time, perhaps three to five years.

There’s a risk that if CC passes, education and transportation will be thought to have been “taken care of,” so to speak, by lawmakers and voters.

But those segments are in need of billions of dollars in the coming years, not speculative infusions of money that fluctuate with the economic performance of the state.

The way we see it, a vote of no on CC isn’t saying the need doesn’t exist.

It’s saying the need is so important it demands a more thorough, wellthought-out approach.

And that’s something the Legislature can work on next year.

Once one gets beyond regulating and allowing Colorado sports gambling, the question becomes what to do with the tax revenues. First, as of this writing, no casinos oppose DD. Second, the first fiscal year tax projections of $10.4 million is not a lot of money for most state needs.

But, everyone can get behind protecting our water future. It’s why this passed the Colorado House of Representatives with 90% voting yes and the Colorado State Senate with 77% voting yes. In today’s partisan politics, this is a strong endorsement. It is also important to note this money is not a fix, but rather a small offset against water needs.

We think it’s time to regulate sports gambling and allow Colorado’s 40 casinos the option of providing sports gambling. It will drive more traffic to our casino towns. It keeps the money in-state.

It provides small grants toward water projects and some additional gambling-addiction treatment funds.

Only winning casinos, not the gamblers themselves pay the tax, and casinos don’t oppose. Vote yes on Proposition DD.

Clarke Reader A celebration of science fiction, fantasy, horror and all related genres, the festival serves as a chance for innovative stories to be told through a

series of performative readings. The Festival opens Thursday, October 24, and runs through Sunday, Oct. 27 at the company’s theater, 150 Teller St. in Lakewood. Sessions will be held at 8 p.m. on Thursday, Friday and Saturday and 3 p.m. on Saturday and Sunday.

This year’s Fever Dream includes 13 plays - four full-lengths, three one-acts and 6 10-minute shorts, all in the performance reading format. This means performers will be reading directly from the script and the physical side of their performances will be limited.

Playwrights like Julie Blauvelt, Jim Moss and Natalie Sacks will all get a chance to show audiences what they’re capable of creating.

Directors and actors in the performances include many names that

will undoubtedly be familiar to local theater aficionados - artists like John Hauser, Ryan Goold, Chloe McLeod and Jenna Moll Reyes.

Created by Haley Johnson and Rachel Bouchard in the summer of 2015, Benchmark has made telling stories with a fantastical or sci-fi element a key part of their annual season. Just last season Thomas Gibbon’s “Uncanny Valley,” made its regional premiere at the theater.

“This isn’t really your typical science fiction `robot’ play,” explained director Rachel Rogers at the time.

“It’s much more philosophical, dealing with the questions of the accountability of the creator for the creation, what it means to be conscious and human, and how to treat synthetic beings. In many ways, it’s an update on

the Frankenstein story.”

Jeffco 1A pro/con statements written by same household “Against” comment written by husband of Yes on 1A campaigner

Last week all voting households in Jefferson County were mailed a gray booklet containing the ballot language of Jeffco 1A, along with comments both for and against the measure.

But the first comments under both the “For” and “Against” section came nfrom the same household.

The pro-1A comment was written by Rebecca Winning, who has led the Yes on 1A campaign.

Half of the comments listed under the con-1A argument were written by John Gill, who is Winning’s husband.

“While he’s a conservative Republican, both he and I have been appalled at the misinformation we’ve been hearing from the opposition to 1A,” Winning said when asked about the statement.

“We were afraid the con statement would include some of that misinformation, and we wanted to make sure it oincluded some key facts.”

The booklet is required by the Taxpayers Bill of Rights for any upcoming ballot measure changing taxes or tax revenue in Colorado, and is designed to help inform voters ahead of the 2019 General Election.

The anti-1A statement begins: “The country doesn’t need more revenues; it can balance its budget by making further cuts to public safety, roads, bridges and other county services.”

The curious language certainly caught the attention of Natalie Menten, who was spearheading the “No Jeffco Tax Hike” opposition campaign to 1A. “I feel personally insulted,” Menten said. “People are reaching out to me, and asking who the heck wrote this.”

In fact, Menten’s campaign partner Mike Donahue wrote a statement in opposition to 1A, one much more in line with the talking points that their side of the campaign have been using, but his comments were emailed to the county clerk and recorder 10 minutes later than Gill’s had been. And so, Gill’s comments appear first in the statement.

A flawed process Anyone who is a registered voter in a county or municipal area affected by a tax or revenue issue on a ballot in Colorado can submit a comment to be included in a TABOR statement, which is then mailed to every home address where there is at least one registered voter.

The law does not require any fact checking, or even spell checking. In fact, Jeffco Clerk and Recorder George Stern says that as long as a bill statement doesn’t contain profanity or clear libel, and is 500 words or less, he’s obligated by law to publish it.

“By the letter of the law I’m not allowed to assume any sort of intent,” Stern said.

Using official voter rolls, Stern said he confirmed that Gill and Winning both shared an address, but under the law, that didn’t invalidate Gill’s statements.

Found out Menten says she began fielding calls as soon as the gray Jeffco 1A booklet started arriving in the mailboxes of people she knew, angry at the less-thanconvincing tone of the “Against” comment. She filed an open records request of the Clerk and Recorder’s office to find the author. Through the voter registration rolls, and through the metadata in the emailed statement document, Menten discovered the connection to her campaign opponent, Winning.

“The simple issue is that George (Stern) should have never of accepted the (Gill) comment,” Menten said.

Specifically, Menten points out that law requires that any ballot comment “shall include a signature and an address where the signor is registered to vote.”

In the case of Gill’s anti-1A statement, no physical address was given. Stern says he had to compare Gill’s name and email address against the voter rolls to certify that he was indeed a registered Jefferson County voter. Meanwhile, both Winning’s pro-1A statement, and Donahue’s anti-1A statement emails to the clerk and recorder included their

home addresses. Winning said it was a simple oversight to not include Gill’s address in his submission.

Stern for his part says he did not do anything wrong. He said in talking with other county clerks, and from his Jeffco predecessors, it is common to have TABOR statements submitted online. The author’s email address and name is often sufficient to establish their voter registration, and meets the spirit of the law he said.

“The strictest interpretation of TABOR would have had us reject all three statements,” said Stern, since none of them included a physical signature.

This is not the first time the TABOR statement system has been used in questionable ways. Memorably, in 2008 an Arvada man submitted a “supporting” statement for a school district property tax increase that talked about plans to give beginning teachers “six-figure salaries” and suggesting part of the extra tax revenue be used to reeducate seniors on a fixed income how to relocate to smaller homes, or to move out of the area if they could not afford the new tax.

Menten has filed a complaint with the Secretary of State’s office regarding Gill’s statement.

While Stern maintains he followed the law, he readily admits to the weakness in the current system.

“This case and others have shown that if anyone can submit almost anything, that this process doesn’t work.”

Jeffco cities take a stance on ballot measure 1A

Most of the Jefferson County municipalities have made a decision on whether to support the upcoming ballot measure Jeffco 1A. Here is where they stand:

Arvada: An Oct. 7 vote passed 6-to-1 for Arvada City Council to support Jeffco 1A. Councilmember John Marriott voted no.

Golden: Golden City Council unanimously passed a 7-to-0 vote in support of Jeffco 1A on Oct. 10.

Jefferson County Board of Education: On Oct. 10, all five members of the Jefferson County Board of Education unanimously passed a resolution that supports Jeffco 1A. Lakewood: Lakewood City Council on Oct. 14 will discuss putting a resolution in support of Jeffco 1A on

the Oct. 28 meeting, which is when a vote on the matter could occur.

Westminster: Westminster City Council is scheduled to discuss and vote on adopting a resolution in support of Jeffco 1A during its Oct. 14 meeting.

Wheat Ridge: Wheat Ridge City Council unanimously voted to support Jeffco 1A with an 8-to-0 vote on Sept.

Denver Federal Center cleanup recognized by EPA The center recieved the National Federal Facility Excellence in Site Reuse award

It has been over 70 years since the Denver Ordnance Plant existed in Lakewood, a place that manufactured small arms ammunition to support the U.S. Military during World War II. Following the war, the plant was transformed into office and laboratory space for federal agencies - now known as the Denver Federal Center.

Since the late 1980s, an extensive cleanup effort ensued on the property, resulting in the removal of over 775,000 tons of remediation waste and over 340,000 tons of contaminated soil from the center’s Downing Reservoir.

That cleanup has not gone unrecognized.

The Environmental Protection Agency (EPA) bestowed the Rocky Mountain Region Environmental Team of the General Services Administration (GSA) the National Federal Facility Excellence in Site Reuse award. In its second year, the award is given to federal agencies who have supported the reuse and restoration of federal facility sites. The honor

The Denver Federal Center holds nearly 4 million rentable square feet of office space. Thanks to the cleanup in and near the center, projects like St. Anthony Hospital and the RTD Federal Center Station were able to be built on that former Federal Center land.

“We didn’t have federal agencies literally fighting to be located on the Federal Center, and that’s really the case now,” said Tim Horne, regional administrator of the Rocky Mountain

Region Environmental Team of GSA. “That’s huge progress.”

There is 59 acres of Denver Federal Center property, south of West Sixth Avenue and east of Union Boulevard, still up for grabs after a judge shelved a proposed project from the Colorado Coalition for the Homeless in July.

The Denver Federal Center is home to 27 agencies and over 6,000 federal employees that work in 20 different buildings.

“It is important to recognize that the most valuable resources we have are the state of our land, our air and our people. This (cleanup effort) served all of them,” said John Putnam, director of environmental programs for CDPHE. “It is the ultimate recycling program, and we needed this piece to be recycled.”

and has served on Lakewood City Council since 2011.

“For me, this is like a calling. It’s another way for me to use my nursing skills of helping people,” said Johnson. “I like being able to make a positive difference in this world.”

Paul says he sees growth and “what (it) looks like” as one of the biggest challenges facing the city, as well as affordability and homelessness. He pointed to revitalizing commercial corridors as another challenge, particularly along West Colfax. Paul said he hopes a licensing program Lakewood City Council passed this year can help reduce crime in West Colfax. One of the licensing program’s goals is to improve safety and security in the city.

“West Colfax drives our crime, and that’s an area we must tackle.

When you see calls for service and issues for crime — a lot of that happens on the West Colfax corridor,” said Paul. “If we can tackle that, that can go a long way to freeing up police and making it safer.”

For Johnson, regaining trust from residents is one of the biggest issues facing Lakewood. She says a lot of the mistrust goes back to before the Lakewood Strategic Growth Initiative was sent to ballots. The initiative was challenged in court and held off the ballot for nearly two years, despite receiving

enough signatures in support of the measure. Other issues Johnson sees revolve around public safety and growth.

“I am not against growth. People have been mislabeling me saying I want no growth,” said Johnson.

“That’s not the case. Development needs to stand the test of time, and buildings that are put up need to enhance what we have here.”

As far as their differences, Paul says him and Johnson have a different vision of how to work with the community to move it forward. He says its healthy and necessary to have disagreements about Lakewood’s future.

“We have a duty and an honor to relay to the community factual information. I think what separates us is (Johnson) tends to not always present the facts and has a way of presenting a sense of fear of things,” said Paul. “My leadership style is to show we have some issues. I think I have a more optimistic outlook. Good, bad, or ugly — I always wanted to give the truth.”

Johnson said there’s many things that differentiate her and Paul. She said her life experience is one of them, having been married 52 years.

She also pointed to a “level of maturity” between her and Paul.

“I have done everything I can to try and learn to do an honorable job. I have not been afraid to ask tough questions to try to get at things,” said Johnson. “I have not been afraid to have tough votes as well.”

The summit provided an opportunity to “bring them together to expand the great work being done and increase region-wide collaboration,” Taylor said.

Kelly Kast, an epidemiologist at Jefferson County Public Health, added that the summit was “a step toward getting that diverse perspective” from all sectors in the community.

“There has been an increase in suicide deaths,” Kast said, “and Jefferson County Public Health wants to be involved in facilitating a coordinated response to this public health concern.”

Laura Kinder, director of empowering aging at Spark the Change, a Denver-metro based organization that serves the Front Range, places an idea for suicide prevention on a board as part of an activity during the Suicide Prevention Summit on Oct. 8.

Lakewood golfer has another top-4 finish at state

DENVER — Back-to-back top-4 finishes at the Class 5A boys golf state tournament is something most high school golfers would take.

However, Lakewood junior Ryan Liao felt he missed out on a prime opportunity to win an individual state championship Tuesday, Oct. 8, at Pinehurst Country Club in Denver.

“I had nine birdies, but shot 4-overpar on the two days,” Liao said after he shot back-to-back rounds of 2-over-par, 72 to finish tied for third at the two-day state tournament. “It was just up and down for me. I really couldn’t get my consistency down. That was it.”

The final round didn’t start well for Liao, who finished tied for fourth last year at the state tournament. He bogeyed 2, 3, 5 and 7 to pretty much take him out of a shot of winning the tournament.

Still, the junior battled with birdies on 8, 11 and 15 to get back into the top-5. Back-to-back bogeys on 16 and 17 took a little momentum away, but Liao finished strong with a birdie on the closing hole to climb into a tie for third.

“I knew someone could go low,” Liao said about not being surprised about Arapahoe sophomore Will Kates shooting a final round of 4-under-par, 66 to win the tournament by six strokes. “I could have gone that low yesterday the way I was hitting the ball.”

Liao proved his experience not letting

a bad hole get to him too much. Even with a string of three straight bogeys on Day 1 that closed out his front-nine, Liao quickly bounced back with birdies on 10 and 12 to stay in contention.

“It’s just experience and understanding that this is just one tournament. It’s not your whole career,” Liao said. “You lose one shot you just have to be OK with it. You still have a few holes to play and keep on playing.”

Sophomore teammate Max Lange finished 19th with a 12-over-par state tournament performance. Lange claimed the 5A Jeffco individual medalist title this fall, but had some struggles at regionals and state.

“I’m pretty confident about next year,” Liao said with junior Noah DiBiase and sophomore Jace Wright both returning next year after taking 2nd-team all-conference honors behind Lange and Liao. “We just have to all find our game at regionals.”

Another hope for Liao is some more challenging courses, specifically longer courses for the state tournament. The Pinehurst course played 6,459 yards at the state tournament.

“I want to play some longer courses,” Liao said of his wishes for the state meet next year. “Playing courses that are 6,500 yards is something I think we shouldn’t do. I’m taking 6-iron off the tee and hitting pitching wedge into the green on par 4s that is kind of unbelievable.”

No. 1 Columbine football plows through cold and snow

LAKEWOOD — From 80 degrees and sunny to 26 degrees at kickoff … welcome to high school football weather in Colorado.

The dramatic change in weather in the span of 24 hours sure didn’t effect the top-ranked Class 5A football team in the state. Columbine remained undefeated with a 42-18 victory over Lakewood on Oct. 10 at Jeffco Stadium.

“It was cold, but we were prepared and ready to go,” Columbine senior Braeden Hollens said.

Columbine jumped out to a lightning quick 28-0 lead before the end of the first quarter. Senior running back Adam Harrington had a 37-yard touchdown run to conclude a 3-play, 50-yard scoring drive on the Rebels’ opening possession.

The Rebels’ defense — which recorded nine plays for minus yardage for Lakewood in the first half — got into the scoring act with an interception by Hogan that he returned for a touchdown with 7:54 left in the first quarter.

“They are playing great,” Columbine coach Andy Lowry said of his defense. “We’ve got some team speed.”

Harrington struck again with a 4-yard touchdown run. The short touchdown run was set up by a 26-yard

pass play from quarterback Jadon Holliday to senior Osirus Smith.

Senior Tanner Hollens did the scoring for the Rebels for the remainder of the half. Hollens found the end zone on three straight Columbine possessions to end the first half. He scored his 14th rushing touchdown of the season on a 44-yard run that pushed the lead to 28-0 with 2:16 left in the first quarter.

And if we break one, we break one,” Hollens said.

Hollens was back in the end zone on an 18-yard run early in the second quarter. The Rebels induced a running clock with a 42-0 lead midway through the second quarter on a 47yard touchdown pass from Columbine back-up quarterback Brock Zanetell to Hollens.

“Every game we preach, ‘Let’s get a running clock so we can get out of here,’” said Hollens, who along with the rest of the Rebels’ starters could cozy up to the heaters on the sidelines for the speedy second half with the running clock.

Alameda International boys soccer building something special

LAKEWOOD — Alameda International boys soccer coach Cesar Alcocer is helping to set a new standard.

“I’m seeking better opportunities for our kids, our school to get recognized and talk about Alameda in a positive way,” said Alcocer during practice Oct. 7 for the Pirates. “I wanted to change the reputation.”

Alcocer is a 2009 graduate of Alameda. He has stayed involved with the Pirates’ soccer program since he graduated as an assistant. He took over the head coaching duties in 2017 after longtime coach Steven Houwen retired from coaching.

Over the past three years, Alcocer’s dream of changing the culture and giving his student-athletes more opportunities on-and-off the field has already started to materialize. Alameda has a stellar 10-1 record, including victories over Class 4A Jeffco League’s Golden and Standley Lake. Golden is currently ranked No. 2 in the 4A boys soccer CHSAANow.com poll.

“Those two wins (Golden and Standley Lake) gave us a lot of confidence,” Alameda senior captain Alisdaid Ovalle said.

The Pirates (11-1, 2-1 in 4A/3A Colorado 7 League) are No. 6 in the RPI standings with three regular-season games left.

Alameda was just outside the top-32 in RPI the previous two years. The last time the program made the 4A state playoff field was in 2015.

“Being in the playoffs is an honor,” Alameda junior captain Eduardo Rodriguez said. “I’m pretty sure if we make it to the playoffs we’ll be able to compete and we’ll do good.”

The Pirates dropped their 4A/3A Colorado 7 League opener 2-1 to No. 4 Skyview last week, but having a bump

along any road is expected.

“That loss was tough. I can’t deny that,” Ovalle said of the loss to Skyview. “We can’t let minor setbacks hold us back. We’ve just got to keep doing what we’ve been doing and learn from that loss.”

Over the next two weeks, Alameda has conference games against Englewood, Conifer and Arvada. The Pirates can clinch a playoff berth and maybe more importantly continue to build on Alcocer’s goals.

“We look at each other as family,” Rodriguez said. “We are really strong together. A lot of us have learned how

to play together since our freshman year. I feel like that helps us a lot.”

Alameda junior Jose Martinez is the Pirates leading scoring this season with 13 goals and five assists. The forward believes the work Alameda put in even before the 2019 season began back in August is the reason for the success, along with the mentality.

“The effort that we have put into the game,” Martinez said when asked about how the Pirates have been successful. “We play like it could be our last game of our life. This isn’t a team, it’s more like a family.”

Alcocer has stressed to his players that they need to believe in themselves to continue their rise.

“On the field we are 11-versus-11, but if we have right mentality anything can happen,” Alcocer said. “They need to believe in themselves and trust themselves.”

While the wins have been nice, Alcocer remains focused on the big picture of the future his players after their high school careers are over.

“My goal is to have them go to college so they have a better future academically because that is the most important thing, soccer comes after that,” Alcocer said. “I want a better future for them.”

“We are going to be tested here the next couple of weeks,” Lowry said.

Columbine hosts No. 5 Ralston Valley (7-0, 2-0) at 7:30 pm next Friday, Oct. 18, at Jeffco Stadium. “(Ralston Valley) is a really great team. I’ve been playing against those guys since I was in the second-grade,” Hogan said. “I’ve been watching a lot of film on them. They look really good and have some great players.”

Ralston Valley has been just as impressive as Columbine. The Mustangs have outscored their opponents 323-70 through seven games.

“They are an amazing team,” Hollens said of Ralston Valley. “People sleep on them. They are a great team.

They have great athletes every year.

It’s going to be a grind. It’s going to be a dogfight for sure.”

The following week the Rebels square-off against No. 8 Pomona (4-3, 2-0) at the North Area Athletic Complex in Arvada.

To qualify for a government-insured reverse mortgage (aka HECM), at least one borrower must be 62, the home must be your primary residence, and you should have 40–60% equity. Most types of properties are acceptable. A HECM is also a non-recourse loan, meaning even if your home loses value due to a market downturn, you or your heirs can never be “under water.”

And just to clarify—because I hear this a lot—you are the only one who owns your home and its equity. The bank does not. The reverse mortgage is not repaid until the last borrower leaves the home.
