Jeffco leaders campaigning to downgrade TABOR Ballot measure 1A would let county keep more tax revenue

About 100 people attended a campaign kickoff and fundraiser in support Jeffco ballot measure 1A on Aug. 21.

The ballot question will ask voters to decide if the county government should be allowed to keep excess revenue from the Taxpayer’s Bill of Rights (TABOR) as a possible solution to the county’s financial challenges.

All county residents, including those who live in the county’s municipalities, will be voting on ballot measure 1A this November.

The event was hosted by Jefferson County Commissioners Casey Tighe and Lesley Dahlkemper, and Sheriff Jeff Shrader. Commissioner Libby Szabo had a conflicting meeting with the Denver Regional Council of Governments (DRCOG), Dahlkemper said at the event.

TRACER, the state’s campaign finance disclosure website, did not list a campaign committee in opposition of Jeffco’s 1A ballot question, as of Aug. 26.

TABOR, in brief, limits the amount

of revenue that can be retained in a particular year from sources, such as taxes and fees. The county’s website states that the amount over collected is given back to the tax payers the following year after over collection.

Should Jeffco’s ballot measure pass, there will be a seven-year sunset on the initiative.

The county recently identified that about $16.1 million would need to be trimmed next year for the county to achieve a balanced 2020 budget and maintain an appropriate reserve fund. To accomplish this, the county proposed a 7% budget reduction in 2020 for all county offices, departments and divisions whose budget is impacted by the general fund. The general fund is the county’s principle operating fund that is financed primarily by property taxes.

However, instead of requiring cuts, on July 23, the county commissioners, one Republican and two Democrats, voted unanimously to put a question concerning TABOR on the upcoming ballot. Year one will only be for the $16.1 million needed to avoid the budget cuts, Tighe said.

The first year will cost the average homeowner of a $400,000 home about $4.50 per month, or about 2.7% of their total average property tax bill, Tighe said.

we all enjoy,” said Rebecca Winning, a Littleton resident who has lived in Jefferson County for 10 years, who is also part of the Yes on 1A campaign team.

One argument against the measure, however, is that some families may not be able to afford the additional tax burden. Another is that business property owners will see a greater increase and “these additional taxes will likely be passed on to consumers,” according to the county’s website.

Jefferson County is doing the right thing by asking voters for permission to retain the excess revenue, said Amy Oliver Cooke, executive vice president of the Independence Institute and a coalition member for No on Proposition CC, a ballot measure also concerning TABOR that all Colorado voters will be deciding on this November.

“That is the beauty of the Tax Payer’s Bill of Rights,” she said. “We get to decide on the size and scope of government that we want are willing to pay for.”

Still, Jeffco’s 1A ballot question is a tax increase, she added, because Jefferson County is asking to keep more of the taxpayer’s money.

According to Ballotpedia, if Colorado Proposition CC passes, the state would be allowed to retain excess revenue — currently required to refund under TABOR — to go to transporta-

tion and education.

According to the county’s website, if Jeffco’s 1A ballot measure passes, the revenue would be used to fund the cost of county government services, which includes but is not limited to, “fire mitigation efforts, the repair and maintenance of the county’s vital transportation infrastructure, adequate jail beds and patrol personnel.”

The Yes on 1A campaign is being called Keep Jeffco Safe because of the cuts to public safety that would occur if the measure doesn’t pass, said Preston Gibson, a Jefferson County resident for more than 20 years, and an organizer for the campaign.

Per a press release sent out on April 23, the sheriff ’s office says that in order to achieve a 7% reduction in his department, it would have to cut its budget by $6.7 million. This will mean fewer jail beds for criminals and key law enforcement positions being left unfilled, Shrader said in previous interviews.

But the cuts would affect more than just public safety, Gibson said. Valued services such as those provided by roads and bridges and public health would also be affected.

“All will be impacted if we can’t retain these tax dollars,” Gibson said. “We’re to the point that severe impacts are going to occur. These services provide the quality of life that people in Jeffco want, expect and deserve.”

Arrest made in Belmar Park stabbing 19-year-old Vicente Enrique Orozco is being held on suspicion of first-degree murder

Lakewood Police Department announced the arrest of 19-yearold Vicente Enrique Orozco for the

murder of 61-year-old Stevan Sandvick, according to a release.

In the early morning of Aug. 15, police were called to the Colorado Fire Fighters Memorial in Belmar Park at 801 Orozco S. Wadsworth Blvd. on reports of a dead body.

That body belonged to Sandvick who was found with several apparent stab wounds, the release says.

Orozco was arrested on Aug. 21 at around 12:20 p.m. He is being held

at the Jefferson County Detention Center on suspicion of first-degree murder.

“We are aware of the fear and unrest this crime caused in our community. I want to commend all of the men and women at the Lakewood Police Department for their dedicated efforts to make an arrest in this case,” said Lakewood Police Chief Daniel McCasky in the release. “As always, the safety of our community is our number one priority.”

Earlier in the morning that

Sandvick was killed, two men were walking when a third man approached and stabbed one of them.

The victim died from the incident, and the stabbing took place only 100 yards away from Sandvick’s death.

Lakewood Police spokesman John Romero said the department is still investigating to see if the two stabbings are connected.

All-Electric Homes Are Practical Now, and Can Help Address Climate Change

The typical American home is powered electrically but heated by natural gas, propane or other fossil fuel. We can generate our own electricity with solar panels, but there’s no way for us to generate natural gas or other fossil fuel energy, so the transition to a “net zero energy” lifestyle necessitates scrapping fossil fuels and going all-electric.

Fortunately, technology has advanced — just in the last decade — to the point where going all-electric is totally practical and actually quite affordable.

At Golden Real Estate, our office was heated with natural gas until November 2017, when we installed a heat pump “mini-split” system and had our natural gas meter removed. Since we have 20 kilowatts of solar photovoltaic panels, we were able to eliminate our natural gas bill but not increase our electric bill. We are still paying just $11 per month to be connected to the electric grid (which functions as our “battery” thanks to net metering), but we are generating all the electricity needed to pow-

er, heat and cool our office building. We even have enough electricity from the solar panels to power our four electric cars and still not buy any net electricity from Xcel Energy.

Making the switch to allelectric at home is still in our future, because — like you, I suspect — we prefer gas cooking, gas grilling, and using our gas fireplace.

If, however, we can get over those preferences, it is possible now to heat our homes and our domestic hot water with heat pump appliances, and to cook our food with electric or induction cooktops and ovens. Electric grilling is also available, although not as attractive from a taste standpoint to most of us.

I’m Thinking I Have Purchased My Last Car—Here’s Why

We all know that a vehicle is “totaled” when the cost of repair is higher than its value after it has been repaired.

With an electric car such as my Tesla Model X, the math changes rather dramatically. Except for collision damage (which is less likely because of the car’s advanced driver assistance features), it’s hard to imagine a repair that would not be worth making.

The typical car with an internal combustion engine, on the other hand, is often “totaled,” because a new motor or new transmission, like many other drivetrain related repairs, can easily cost more than the Blue Book value of the car. Not so with any all-electric car such as my Tesla.

Only 3% of the metal in my Tesla is steel — the body and frame are aluminum — so rust is not an issue. The two electric motors, which are not prone to failure anyway, could be changed in 15 minutes. There is no transmission. In fact there are reportedly fewer than 50 moving parts in the entire car.

The battery, which barely degrades at all, can be changed in 15 minutes, but, like the motors, is warranted for 8 years, unlimited miles. For me, that equates to a 250,000-mile warranty. If, say, the battery needs replacing 10 years from now, the cost will probably be $5,000 or less by then — well worth the cost.

As you have probably heard, the operating system of the car is regularly updated “over the air” for free. The car has many features and functions today that it didn’t have when it was built in 2017, and it will have even more features in 2047, when I turn 100.

So, whereas one can speculate on the lifespan of a traditional gas-powered car with a steel body, you really can’t speculate on the life expectancy of a Tesla.

I think I need to put the car in my will, since it quite possibly will outlive me.

Jeffco schools receive 2019 standardized test scores District scores land in the middle compared to surrounding areas

With the August release of Colorado Measurement of Academic Success scores, or CMAS — a standardized math, English and science test for third through eighth graders, and a science test for 11th graders — Jeffco Public Schools finds itself sitting right in the middle when compared to surrounding districts.

The test showed 51.7 percent of Jeffco students met or exceeded standards in English, 39.8 percent met or exceeded standards in math and 37.3% met or exceeded standards in science, according to the Colorado Department of Education website.

This put the district slightly above state scores for all three tests, with 45.8 percent of Colorado students passing English, 34.7 percent passing math and 30.7 percent passing science.

LHS parking is still in a tight spot Years of frustration and problems continue to surface in and around high school

It’s a situation as messy as the traffic when you’re leaving Lakewood High School’s parking lot on a weekday afternoon. Despite years of meetings, mediation sessions and Lakewood City Council discussions, the parking situation has not gotten better for the school. At least that’s what some residents and the school say.

Parked cars and parents picking up their children have poured into neighborhoods and some businesses near Lakewood High School, located at 9700 W. 8th Ave. It’s been a problem for years for a school that serves over 2,000 students. Streets near the school have signs installed so students know where not to park, but that hasn’t solved all parking issues.

Earlier this month, the city added a 15-minute loading area along the south side of 9th Avenue, while it awaits the possibility of implementing a city-wide parking management plan — a plan that is only in its very beginning stages, according to City Councilmember Charley Able.

“We have our positions. The neighbors have theirs, and the city has theirs,” he said.

School’s stance Rather than adding a loading area, Lakewood High School Principal Daniel Bock says the city was supposed to remove parking restrictions along the south side of 9th Avenue. Reed says changes were supposed to be made at streets near the school -- particularly near Kipling Street, an area that was supposed to see improvements for circulation and access to the school to reduce traffic.

After a mediation process with neighbors, the city, school representatives and district leaders, a list of recommendations emerged from an outside traffic consultant over a year ago. On that list included a recommendation to restripe the school’s parking lot to get additional parking on campus.

The school’s student parking lot now has 484 spaces, including 10 handicap spaces after restriping occurred before the 2018 school year, according to Reed. About 14 of those spaces are not available due to storage containers occupying the spaces. Elsewhere on the site, there are 165 spaces for staff and visitors, Reed said.

But additional parking spaces haven’t solved all of the school’s problems. The new spaces are smaller and require parking at more of an angle than the previous parking lot — a dangerous combination for teenagers who have just started driving, Bock said.

He said fender benders are a common occurrence in the parking lot, and additional parking has produced longer traffic lines.

“We’re in a pickle, because our lot hasn’t grown in square footage. We were able to realign, but the number of cars has grown over the past 10 years,” said Bock. The number of students who drive to school grows in the spring when more of them are able to get their driver license. “We would

love to encourage more pedestrian walking and biking, but we have very few sidewalks to feed into the school.

It’s tough to encourage that when we don’t have sidewalks.”

Bock added students have benefited from more parking spaces, and he hopes the school’s efforts have positively impacted the community.

Lakewood High School also opened the swinging gate between the school’s east and west parking lot near West 8th Avenue for weekend events. Bock says steps were taken to keep trash out of neighborhoods that may come from school events including additional trash cans and trash bags. Organizations who use Lakewood High School’s campus on the weekends are continuously sent out information about where people should park and what to do with their trash.

“We did everything we were asked and more,” said Bock.

“Why can’t they figure this out?”

Diana Shull owns Our Daily Bread Vegetarian Bakery and Deli, a block west of the school. She also lives next to her bakery and deli. Shull opened her business in 2016 and has had parking issues flow into the bakery and deli’s parking lot ever since.

Now that school is in full swing, Shull says students haven’t been parking at her lot. But come spring time when teenagers are getting their driver licenses, she expects unwelcomed vehicles outside her business.

“We were coming home from shopping, and my car lot looked like a used car lot. I tried to talk to some of them in the past saying it’s a private property,” Shull said.

Aside from unwanted parkers, Shull said parents will often pick up students from her business, noting that she likes the students and people from the high school. But some students will leave trash at her bakery and deli’s parking lot, she says.

“I don’t know why something can’t be figured out. There are a lot of intelligent people here,” said Shull.

TOPIC: Beginning-of-Year Report on Jeffco Public Schools Dr. Jason E. Glass is the superintendent and chief learner of Jeffco Public Schools.

Previously, Dr. Glass served as the superintendent of Eagle County Schools from 2013-2017. Dr. Glass served as Iowa’s director of education from 2010-2013, appointed by Governor Terry Branstad, serving as the state’s chief state school officer and leading a successful education reform effort that culminated in landmark legislation signed into law in 2013.

Lakewood’s historic Hospice of Saint John to become Eiber Village The $14 million development will be finished by next summer

For over 30 years, all sorts of people walked through the doors of Lakewood’s Hospice of Saint John seeking medical attention.

The hospice was designated a historic site last July after a recommendation from Lakewood’s Historic Preservation for helping push the national hospice movement.

The site was the second hospice to open up in the country, according to the city.

But since it was shutdown in 2013 due to federal sequestration cuts and small health care margins, according to The Denver Post, the Hospice of Saint John has sat vacant in the Eiber neighborhood at 1320 Everett Court.

That will change within the next year when the site will transform to an affordable housing facility for seniors. The Hospice of Saint John will become Eiber Village at Garrison Station that’ll reuse three ex-

isting buildings at the property and on-site gardens. Since the hospice is a historic site, it qualifies for state historic credits that will preserve the site as it becomes an affordable housing facility.

“This project is a great way to showcase an important piece of Lakewood’s history while at the same time, making it possible for the site to continue to serve our residents. The conversion of this facility to affordable senior housing is a perfect reuse of our local historic resources without losing the original character and significance the site once held,” said Jeanne Ramsay, chair of the Lakewood Historic Preservation Commission, in a statement.

The $14 million development will come with 49 units, accessibility to the Garrison light rail station, low water use landscaping, electric vehicle charging stations and more with sustainability in mind.

The redevelopment group for the project is led by Everett Court Partners and includes a partnership with Hartman Ely Investors — a development and investment company that focuses on redevelopment and renewable energy.

HOSPICE HISTORY The Hospice of Saint John was first opened in Lakewood in 1977. The city says it played a significant role in the national hospice movement as it became the second hospice to open in the country. It closed in 2013 due to federal sequestration cuts and small health care margins, as reported by The Denver Post. of the Fruitdale School in Wheat Ridge into a 16-unit residential building.

“This is what we love doing, especially when buildings are historic.

(Eiber Village is) going to be a hugely beneficial project,” said Jim Hartman, owner of Hartman Ely Investors.

Materials like cabinets and other pieces from the hospice will be donated to agencies like the Action Center.

“The redevelopment is a really great example of historic reuse that brought together the neighbors, different nonprofits and the Historical Preservation Committee to do a really cool project that will keep the legacy of Saint. John’s living on. It will honor the life of all the folks who were patients or guests in their final days at the hospice,” said Lakewood Mayor Adam Paul.

On the math and science tests, the district weighed in above Adams County and Denver County, but had a lower percentage than Cherry Creek, Douglas County and Littleton.

The district’s scores varied slightly from its 2018 scores. In English, Jeffco saw a 0.1 percent increase in the number of passing students as compared to the previous year.

For math, that number was a 1.3 percent decrease, with 73 schools seeing a smaller percentage of students pass the test than passed last year.

For science, those numbers were a 1.8 percent decrease across 72 schools.

In all three subjects, Dennison Elementary in Lakewood boasted the highest percentage of passing students for the entire district, with 87 percent passing English, 85.9 percent passing math and 91 percent passing science.

Police believe an argument over a parking spot led to a shooting at a Lakewood Walmart.

Officers were called at 9:32 p.m. on Aug. 25 to the Walmart at 440 Wadsworth Blvd. over a report of shots fired, according to a release. When officers arrived, they found one man in the parking lot with multiple gunshot wounds. His name has not been released by police, but they report he was taken to a local hospital, and is expected to live.

The Lakewood Police Department issued a statement that there isn’t believed to be an ongoing threat to the public at large.

Jeffco school’s Chief Academic Officer Matt Flores highlighted additional groups that surpassed state averages, including English as a Second Language (ESL) students and special education students.

He suggested one reason for the success was the support systems Jeffco has put in place, including how the district works to assist special education students in studying alongside their peers, in the same classroom, as opposed to in a separate classroom.

In addition to the above groups, fourth graders saw improvement across the board in Jeffco, in part because the district chose to focus on improving achievement in the fourth grade as one goal for the 2018-2019 school year. From 2017 to 2018, Jeffco had seen a decrease in the number of fourth grade students who passed CMAS, which was one reason for the heightened focus.

“We are going to continue to increase our supports for teacher planning, and ensure we have a balance between student opportunities for application, and tests and quizzes,” Flores said.

For parents and those who want to know more about the district or a specific student’s performance, it’s important to consider a CMAS score as “one data point of hundreds,” he said. “The best way to learn about a student’s academic progress is to have conversations with a teacher or principal.”

Mines students to compete in Solar Decathlon AFRICA Competition takes place in Morocco in September

It’s not an African safari, but Colorado School of Mines students are participating in quite an adventure in Morocco this September.

A group from Mines is competing in Solar Decathlon AFRICA — an international collegiate competition that challenges student teams to design, build and operate a full-sized, solarpowered home in a five-week time period.

This “is a large event for our school,” said Katie Schneider, a graduate student studying mechanical engineering. “We are excited to represent Colorado as one of only three U.S. teams competing in this competition.”

Mines was accepted to compete in the Solar Decathlon AFRICA in March 2018, and since, about 20-to-30 Mines students have been working on the planning and design of the home.

They are partnering with about 20 students from two different universities in Morocco.

Six of the Mines students traveled to Morocco near the end of August to begin construction of the home. They have three weeks to build it, prior to the two weeks of competition on Sept.

13-27.

“I have loved getting to know the people we work with,” said Lucy Davis, a senior studying civil engineering at Mines. She added Mines students have spent hours in the past year-and-a-half video chatting with each other and their partners in Morocco. “To me, learning about the completely different, but surprisingly similar, lives that each of us lead has been the most incredible part.”

The team name is InterHouse and they are competing against 19 other teams made up of university students from around the world. Judging will be in 10 separate events — assessing the home’s architecture, engineering and construction, market appeal, social awareness, appliances, livability, sustainability, health and comfort, energy balance and innovation.

This year is the first for Africa to put on a solar decathlon, and it is the first time for Mines students to compete in any solar decathlon. The U.S. Department of Energy’s Solar Decathlon got its start in 2002 and has taken place biennially in various U.S. cities. It took place in Denver in 2017.

Although Mines did not compete, stu-

dents took their tiny home to display at the Sustainability Expo part of the Solar Decathlon in Denver.

“The tiny home helped train us for this one,” Schneider said of the Solar Decathlon AFRICA. Schneider has been involved with the tiny home since her freshman year at Mines.

The house the Mines students and their Moroccan partners are building will be about 1,000 square feet with two bedrooms, a bathroom, kitchen and living space. It will feature Moroccan-style architecture, U-shaped with a courtyard.

It will be net zero and powered by solar energy — using second-life batteries from a Nissan Leaf, an electric car, to build the home’s battery unit to store its solar power. This, and the home’s custom HVAC system, have been shipped to Morocco. Other build-

ing materials, such as the compressed, stabilized earth bricks, which are similar to adobe, the students will be using to construct the home, will be sourced in Morocco.

After the competition, the home will stay in Morocco as a model home and/ or for research purposes.

Participating in the Solar Decathlon AFRICA is an extracurricular project for the Mines students, and those who contributed to the project did so on a volunteer basis.

It has been “quite the undertaking,” but rewarding, Schneider said.

“This project is giving students a chance to develop leadership and problem-solving skills that the classroom can’t teach you,” Davis added.

“There’s no better learning opportunity than actually getting to use what you learn in school on your own.”

Colorado Air Quality Control Commission adopts zero-emission vehicle standards More electric cars will be available to consumers but opposition argues there’s no demand yet

Coloradans will now have more access to electric vehicles with the Colorado Air Quality Control Commission’s vote of 8 to 1 approving a zero-emission vehicle (ZEV) standard for Colorado.

“This is a big win for Coloradans all over the state,” said Jacob Smith, executive director of Colorado Communities for Climate Action. “Colorado consumers will have more, and better, electric vehicle options; Colorado communities will have better air quality; and this will have a real impact on the carbon pollution that is already taking a toll on our economy and quality of life.”

However, auto industry representatives argue that the new requirements outpace the public’s demand for electric cars.

The three-day hearing took place Aug. 13-16.

The new standards requires each automaker to have at least 5% of its sales of all light-duty motor vehicles to be sold in Colorado be zero-emission vehicles, beginning with model year 2023.

Colorado Communities for Climate Action, a coalition of 27 Colorado counties and municipalities advocating for stronger statewide climate policies, “are very sensitive to the urban-rural divide (in the state) and want to ensure that every part of Colorado benefits from the expansion of electric vehicles,” said Lafayette Mayor Pro Tem Jamie Harkins who serves as president of Colorado Communities for Climate Action, “and that consumers of every kind have access to electric vehicle models that serve their needs.”

Opponents argue there is no need to rush the zero-emission vehicle standards mandates. According to a PowerPoint presentation prepared by the Colorado Automobile Dealers Association, there is not currently a high demand for electric vehicles — one reason being that they are more expensive than comparable vehicles with internal combustion engines. Want to be a mermaid? Fin, have it your way

I

just heard about something called “mermaiding.”

It’s been around for a while, but I do my best to stay out of touch, partly because some of these things come and go almost overnight.

The first professional mermaids appeared around 2004.

Nonprofessional mermaids swim in local pools, lakes, river, and oceans.

Some don’t even swim. They just pose.

I watched a video that described the appeal of mermaiding. It didn’t sound any different than swimming without a tail.

Speaking of tails, you can order them online, and they come in all sizes and colors. Matching tops can be purchased.

They are mostly marketed for girls, young women, and women. Some are marketed for boys.

There are high-end prosthetic tails that cost thousands.

Today we have something called “immersion art exhibitions.” Instead of being a passive consumer of something as humdrum as a painting or a sculpture, gallery and museum visitors are immersed in the art, engaged

their people. Companies that invest in their people enjoy the benefits of less employee turnover, higher revenues, better morale, and greater shareholder value. When companies choose to invest in the continuous learning of their people, through both formal and informal education, they will also experience greater engagement, which in turn, creates greater productivity.

There is a lot of wisdom to be found in Dr. Denis Waitley’s amazingly profound words, “Never become so much of an expert that you stop gaining expertise. View

life as a continuous learning experience.” Just when we think we have mastered something, that something changes, technology changes, and we are no longer seen as the expert. Just ask anyone who is forced to listen to us tell them how we “used to do” something when we were their age.

It used to be we could have comfort knowing that we were experts in something 10 years or more ago, then it was five years ago, and then maybe two years ago. Now, unless we keep up with our own continuous improvement, six months ago no longer qualifies us as experts.

I tried to find some good mermaid jokes, but there aren’t any. The punch line of one of them is “algebra.” You can probably figure it out for yourself.

In 1984, Ron Howard directed “Splash.” It stars Tom Hanks, who falls in love with a mermaid played by Daryl Hannah. He names her “Madison” after Madison Avenue.

Ironically, Hannah had been swimming with her legs bound together

since she was a little girl, after reading Hans Christian Anderson’s “The Little Mermaid.”

37th annual food and music fest will take over Civic Center Park for Labor Day weekend

Taste of Colorado returns to Civic Center Park in downtown Denver for another Labor Day weekend, bringing with it 48 different food trucks and vendors and thousands of hungry mouths.

The annual food festival begins Aug. 31 and finishes Sept. 2 The festival is free to enter and open from 11 a.m. to 10 p.m. on Aug. 31 and Sept. 1, and from 11 a.m. to 8:30 p.m on Sept. 2. This will be the 37th annual A Taste of Colorado festival.

More than 500,000 people turned out throughout the long weekend last year. It is the largest food festival with free admission in the state.

In addition to the 48 food vendors will be almost 200 retail vendors, a Kids Zone with arts, crafts and a children’s entertainment stage.

The event began in 1983 to bring people together through food and music. Now, the festival is bigger than ever. USA Today ranked A Taste of Colorado No. 4 on its 2019 list of Best General Food Festivals.

KC and the Sunshine Band will headline the festival’s first night Aug. 31, along with Kool and The Gang and Grand Funk Railroad.

Then Sept. 1 will be a day for country fans with Dwight Yoakam and Remus Tucker headlining. Monday will have a host of contemporary music from Toad the Wet Sprocket, American Idiot, Scott Stapp Voice of Creed and more. A total of 32 live bands and artists will perform.

This year’s festival will have a larger main stage.

Cuisines at A Taste of Colorado range in style and flavors, including specialty foods inspired from Mexico, Jamaica, New Orleans and some familiar Colorado signatures.

Reggae fusion tacos, Marcia and Joe’s Kitchen This Jamaican specialty food truck will be serving its famous reggae fusion tacos at A Taste of Colorado — a Jamaican take on the Mexican staple. A choice of jerk chicken, curry chicken, curry shrimp, jerk pork, carne asada or al pastor is served on a flour or corn tortilla.

The tacos come in three and are served with a side of cabbage to garnish.

Marcia and Joe’s Kitchen is located in Steamboat Springs and serves braised oxtail, curry goat and chicken, and jerk pork and chicken.

Kalahari chicken wings, A Taste of Soweto Mpho MaPoulo, of Colorado Springs, wants to introduce the taste of his home country South Africa to Americans with his start-up food business A Taste of Soweto. MaPoulo and his wife, Ocean, hope to have their own food truck come October. Ocean is the chef who makes the specialty stews and kota chicken and rice bowls — “kota” refers to the quarter loaf of bread used as a bowl, traditionally.

The MaPoulos offer it over rice as well.

A Taste of Soweto only has five menu items, but, Mpho MaPoulo said, they have adapted over the months to fuse South African tastes with American ones.

One of the five items A Taste of Soweto will be serving up is Kalahari chicken wings — a South African twist on the Buffalo pub classic. The wings are tossed in a coriander-based Kalahari sauce, named after the Kalahari Desert in South Africa.

This year’s CRUSH runs all over RiNo from Monday, Sept. 2 through Sunday, Sept. 8.

The aim of the annual event is to raise awareness of “the cultural significance and importance of art for all ages and all demographics that may not have the opportunity to experience it otherwise.” To that end, this year’s event features everything from a street art calligraphy for children workshop to an artists’ rights workshop, film screening and concert at the newly opened Mission Ballroom, in addition to creating new public art throughout the area.

It could be spare and haunting folk, lush ‘70s soft rock or tech-heavy experimentalism. On their new album, “i,i” does a little of everything to stunning effect.

In support of the brand-new release, Bon Iver will be playing at Red Rocks Amphitheatre, 18300 W. Alameda Parkway in Morrison, at 7:30 p.m. on Tuesday, Sept. 3.

Sharing stories at Vail Film Festival Five independent films to keep an eye out for

There’s something counterintuitive about being in a place as gorgeous as Vail in the late summer and spending most of it inside dark rooms. But the films I watched over the weekend of Aug. 15-18 as part of the 16th annual Vail Film Festival revealed a different kind of beauty. That special beauty that comes with sharing your story with other people.

There are large, celebrity-speckled festivals like Telluride, Sundance and Cannes that are launching grounds for award campaigns and best-of lists, but Vail prioritizes intimacy and personality. Most screenings don’t have more than 50 people in the audience, and the filmmakers are almost all on hand afterward to discuss their project and how it can be supported.

The festival also focuses on women filmmakers, which is always encouraging to see in an industry that has been so male-dominated for decades.

Some of the best moments of the festival are when the minds behind the movies offer advice and wisdom to those looking to get tell their own stories.

Shot over a 16-year span, the film follows the famous Los Angeles chef and his wife Yasuyo as they open the Hirozen Gourmet restaurant, which goes from a little hole in the wall joint to one of the most beloved restaurants in the city.

There’s a kinetic energy to Hamrick’s filmmaking and also a deep warmth for her subject. As the man himself says in the film, “Food is not cooking. Food is heart.” So is this movie.

“Bring Me an Avocado” Grief is a strange and unpredictable thing that every person experiences differently. For the family and friends at the center of writer/ director Maria Mealla’s “Bring Me an Avocado,” grief is a special kind of hell when a violent incident leads to a mother, wife and friend being in a coma. Bernardo Peña gives a slyly funny performance as a man trying to hold it together, and Candace Roberts is utterly relatable in her performance as family friend, Jada. Like real life, it leaves plenty unanswered, but there’s hope for the future.

Mealla began working on the film when her mother was diagnosed with dementia and provided her with a creative outlet to explore the issues this brought up.

“It’s more an exploration of death and how we deal with it before we have to deal with it,” she explained.

In her first role, Emilie Dhir is all quiet strength and frayed nerves as Aria, the beating heart of the film.

“Addiction is the great equalizer, and everyone has or knows someone who has struggled with it,” Anderson said in a post-screening Q&A. “The ending changed maybe 20 times. The story could change by the characters’ cores had to remain intact.”

“Hiro’s Table” The fact that as soon as director Lynn Hamrick’s documentary “Hiro’s Table” ended, I had an immediate craving for sushi should be proof enough that the film makes every dish master chef Hiroji Obayashi prepares look vibrant and delicious.

But what caught me off guard was how human and wise the movie ends up being.

“Once Upon a River” Haroula Rose’s feature directorial debut, “Once Upon a River,” is so assured that you’d be forgiven for thinking it’s the work of someone who has sat in the chair for numerous films.

It’s even more astounding when you consider that the movie is lead actor Kenadi Delacerna’s first feature as well.

Based on the novel by Bonnie Jo Campbell, Delacerna gives a hypnotic and riveting performance as Margo Crane, a young woman in the late 1970s Michigan grappling with who she is and where she fits in a world that doesn’t seem to care. Westwood Chile Fest celebrates Latino culture Ninth annual event on Sept. 7 to feature art, music and food STAFF REPORT

A street festival that began as a small community potluck returns to the Westwood neighborhood to celebrate the culture of the community. Westwood Chile Fest, which began in 2010, will feature vendors, food trucks, community organizations, live art installations and live music.

“We are excited to see the Westwood Chile Fest take on a life of its own as talented community members contribute to all facets,” Jose Esparza, executive director of the BuCu West Development Association, which hosts the annual festival, said in a news release. “The festival was started to celebrate this neighborhood, local business and culture.

We invite lovers of art, food, music and families to experience the makers of the Morrison Road Corridor. We are proud to showcase Westwood and the many layers of community that make this a wonder neighborhood and a treasured cultural hub in Denver.”

The festival takes place Sept. 7, from noon to 7 p.m., at 3738 Morrison Road. It is free and open to the public.

“Like any new technology, electric vehicles will become more affordable and better over time (and) Colorado auto dealers will eagerly meet future consumer demand for electric vehicles,” the PowerPoint presentation states.

“If a ZEV mandate is ever justified, it will be when the infrastructure, technology and consumer demand are ready.”

Automobile manufacturers want zero emission vehicles to succeed, said a prehearing statement submitted jointly by the Alliance of Automobile Manufacturers and the Association of Global Automakers.

However, “we do not support regulatory mandates like the proposed ZEV standard … because mandates do not build markets,” the statement said. “Such mandates are meaningless until customers embrace the technology and buy the vehicles, which is currently not happening at a meaningful rate, despite regulatory standards.”

On June 19, 2018, former Gov. John Hickenlooper signed an executive order titled “Maintaining Progress on Clean Vehicles.”

It directed the Colorado De-

partment of Public Health and Environment to develop a rule that establishes a Colorado Low Emission Vehicle (LEV) program.

The Colorado Air Quality Control Commission adopted it on Nov. 16.

The adopted LEV standards require that new vehicles starting with the 2022 model year meet strict standards for fuel economy and exhaust emissions. The air quality commission’s newest zero emission vehicle standards are an additional component to the LEV program.

Gov. Jared Polis is a proponent of moving Colorado toward a clean energy future and on May 30 released his “roadmap to 100 percent renewable energy and bold climate action.” The roadmap includes policies and actions, and one of them is providing more zero-emission vehicles and commuting options to Coloradans.

The roadmap followed Polis signing an executive order in January to expedite the process of getting more electric vehicles on the road to support a state transition to zero-emission vehicles.

“Colorado has always been a leader in clean-tech innovation and we have no intentions of slowing down,” Polis said in a press release on the roadmap. In a statement concerning the Colorado Air Quality Control Commission’s approval of the a zero-emission vehicle (ZEV) standards, Polis added, “it’s only the beginning.

Colorado must continue to reduce smog and increase consumer choice.”

Green Mountain Football ignores early praise, despite high ranking Defending conference champs ranked 6 in 3A

There’s a message around Green Mountain High School Football that Head Coach Jesse German wants to hammer home to his players — don’t eat the cheese. He tells his players people can be patting them on the back, telling them how good they are, but once they get into a game thinking too high of themselves, they can get their “butt kicked.”

“If you think of a mouse trap and a piece of cheese on it — we know what happens when you go for the cheese. It’s like sacrifice for us,” said German, who comes from Houston where high school football is under the bright lights. He spent two years as the team’s defensive coordinator before becoming head coach last year. “We don’t eat the cheese. There’s a lot of good 3A teams in the state, and we’re trying to get to the highest level.”

The Green Mountain Rams football team has a cheesy No. 6 spot in the Colorado High School Activities Association 3A football rankings, voted on by the coaches. There’s optimism around the team after a 9-3 season last year that included a conference title. The season ended in a second round loss in the 3A state tournament against Erie High School. Despite high expectations, team members say they are focused on day to day work and improving.

“I just want to ride or die with my brothers.

Wherever we’re going to end up this season, that’s where we’re going to be,” said Matthew Schlieper, a senior receiver and linebacker who was born and raised in the Green Mountain area.

“Our goal is obviously to win state as a team, but as long as I’m with my brothers, that’s where I want to be.”

Schlieper is one of a handful of seniors who is returning to Green Mountain High School Football this year. The team hopes his and others experience will help when the season kicks off at 7:30 p.m. at Jeffco Stadium on Sept. 6 against Harrison High School — a team that beat the Rams 34-21 last year.

Other returning seniors include Trey Towndrow who is preparing for his third season as the team’s starting quarterback. Last year, Towndrow ran for more than 1,000 yards and nearly 1,500 passing yards. Aside from a state championship, Towndrow says he wants to improving his passing yards and decision making this season.

“We found it in ourselves and figured we have to work for what we want, and it’s not just going to be given to us. As a team, we’re trying to do the right thing every play and know our roles,” said Towndrow, who was also raised in Lakewood.

Aside from quarterback, he also plays the safety position on defense. “We don’t have to worry about each other. We always trust each other.”

Jacob Chavez, a senior running back and safety, pointed to the importance of getting off to a good start as he reflected on the team losing its first two games last season. He said he’s excited for the team to travel to Palisade High School in its second game this year. Palisade defeated Green Mountain last year 42-26.

“We’re not the biggest, but we have the most heart and we’ll go toe to toe with anyone,”’ said Chavez.

The defending Class 5A Jeffco League medalist — Lakewood junior Ryan Liao — actually wasn’t at the second conference tournament of the season. Liao was in New Jersey playing in the KJ Choi Foundation Junior Championship.

Lakewood is primed to be in contention for high individual and team accolades this fall. Liao is back after placing fourth at state last season. The Tigers finished second at state in the team standings, five shots behind Fossil Ridge.

“We are really driving toward that state championship,” Liao said during the CHSAA Media Day on Aug. 9. “We want to get Coach G (Alan Gonzales) one. He deserves one.

That is the main goal for us.”

Lakewood coach Alan Gonzales has guided the most constant boys golf program in Jeffco for the past several years. The Tigers placed second in the 5A state tournament in 2014, 2015 and 2018 to go along with a third-place finish in 2016.

“My team has really stepped up their game. It relieves a lot of pressure on my part,” Liao said.

“Of course I want to go for the (5A Jeffco League individual medalist) again, but the main thing is the team.”

Ralston Valley and Valor Christian will likely be right on the Tigers’ heels in the race for the conference title that concludes with the final league tournament Sept.

On the 4A side, Evergreen will be the favorite with senior Clayton Whitton leading the way for the Cougars. Jake Dekoker and Jack Mitchell gives Evergreen not only a chance for another conference team title, but a chance to be in the mix for the 4A state title.

Conifer junior Dakota Dolph and Green Mountain sophomore Ollie Gibbons — both finished in the top-10 at the 4A state tournament last season — look to break into the top-10 in 2019.

Trail stewardship, bikes and community celebrated Annual Golden Giddyup takes place Sept. 15

Across its entire trail network, Jefferson County Open Space attracts about seven million people annually.

This can take a toll on the trails, said Jeff Watrobka, executive director of the Golden Giddyup.

“Giving back to our trails is something everyone — not just mountain bikers — can get into,” Watrobka said.

So, to celebrate trail stewardship, mountain bikes and outdoor recreation and community, the annual Golden Giddyup race/ride and expo takes place on Sept. 15.

The Golden Giddyup Trails Team got its start in 2014. Following the September 2013 floods, a small group of volunteers got together to figure out a way to reopen Apex Park’s trails. Apex Park is located in Golden with trailheads off Highway 93 and Lookout Mountain Road. The floods forced the entire park to close — all 700 acres, including its nearly 10 miles of trails.

Since then, the Golden Giddyup Trails Team formally organized, formed a partnership with Jefferson County Open Space and operates as a subsidiary of the Jeffco Outdoors

Golden resident Jesse Swift will be racing the Giddyup for the fourth time.

Swift has been a competitive mountain biker since the mid-1990s and during his days as a pro, he would have to travel to various locations in Colorado, as well as out-of-state, to compete.

But “everyone in the Front Range has always known how great the trails are

in Jefferson County,” Swift said. “It’s great to have a race on the trails we use for training.”

Swift still competes and serves as an assistant coach for the Golden High School Mountain Bike Team.

The youths volunteer with the Golden Giddyup Trails Team to do trail work at least twice during the summer, Swift said.

GIDDYUP GET DOWN The Giddyup Get Down is a family-friendly community event put on by Yeti Cycles that takes place during race day to celebrate trail work, stewardship, bikes and cycling and community partnerships.

The event gets going at about noon, and will feature live bluegrass music by Rapidgrass, Heavy Diamond Ring and the Golden Giddyup House Jam organized

by Mark Morris; family-friendly activities provided by Avid4Adventure, as well as face painting and bike decorating and bounce

houses; bike and outdoor industry vendors; and food vendors, including breakfast and ice cream. Nonalcoholic beverages will be available, and those age 21 and over can sample whiskey from LAWS Whiskey House and enjoy New Terrain Brewing’s GiddyHop special brew.

Proceeds from the sales of the GiddyHop go back to the trails.

The Giddyup Get Down is free and the entire community is invited. It takes place at Lions Park.

With all its components — trail stewardship and the annual race and celebratory event — the Golden Giddyup is starting a new chapter for the mountain biking community in Golden and Jefferson County, Swift said.

Golden resident Susan Weiler agreed.

“So many of us love the trails in Golden,” she said. And “the Giddyup provides a way for any of us to go out and make a difference.”

Weiler has ridden in the Golden Giddyup twice and has volunteered at the event twice.

She is planning on volunteering again this year.

The Golden Giddyup “is a one-of-a-kind race for the Front Range,” Weiler said. But “at the heart of it, (the event) is a celebration of the trail teams’ accomplishments. To me, that’s what it’s all about.”

Registration to race or ride in the Golden Giddyup closes at midnight on Sept. 4. It takes place on Sept. 15.

There are three courses to choose from, which vary by length: the Classic Course, which costs $120 for adults and $50 for juniors; the Chimpex Course, which costs $95 for adults and $30 for juniors; and the Lite Course, which costs $80 for adults and $30 for juniors.

All courses begin and end at Lions Park, 1300 10th St., in Golden.

Racers will be grouped, and start times will be in waves. The first wave of racers will start at 8 a.m.

Timing chip and race plate pick-up takes place from 4-6 p.m. Sept. 14 at New Terrain Brewing Company, 16401 Table Mountain Parkway in Golden.
