Housing, economic threats, education topics at metro-area State of the City Lakewood mayor among luncheon speakers

Lakewood Mayor Adam Paul, Denver Mayor Michael Hancock, Bijal Shah, chief product and analytics officer for Guild Education, who works to better America’s workforce through education and others took stage at the Denver Metro Chamber of Commerce’s State of the City luncheon.

The luncheon, held on July 30 at the Seawell Ballroom at the Denver Center for the Performance Arts, saw hundreds of business and community leaders gather to hear about challenges facing communities, the future of workforce training and other subject matters.

Here are some highlights from the luncheon.

Housing a primary focus Aside from working to run a city, Paul is the chair of the Metro Mayors Caucus, a group of voluntary Denver area mayors that work together on issues of regional importance.

“For over 20 years, the cost and availability of housing in our regions has been the primary concern of the caucus,” Paul said. He added that it’s important to continue to develop new, low cost rental services and for sale housing.

“We need options for seniors who want to downsize, young buyers looking to build equity, workers who need to live near their jobs and households look-

ing to make ends meet,” Paul told the business and community leaders.

He warned of growth caps possibly being implemented in other communities that are similar to Lakewood’s recent special election. In July, Lakewood passed the Lakewood Strategic Growth Initiative, a measure that limits new home construction to 1% per year and requires City Council’s approval of developments of 40 units or more.

“If we fail to act in a meaningful way on our transportation and housing crises, we have grave concerns that our residents’ frustration will result in anti-growth measures that only escalate our housing challenges and threaten our vibrant economy,” said Paul.

During that conversation, Hancock asked Biden what the greatest economic threat facing the country is. Hancock told the crowd at the luncheon Biden believes it’s cost of living exceeding wages.

In March, Denver City Council voted unanimously to raise the minimum wage to $15 per hour by 2021 for city government employees. Colorado Gov. She said a key talking point in recent Democratic debates — student loan debt. Presidential candidate Elizabeth Warren recently introduced a bill that would erase nearly $640 billion of outstanding student loan debt.

Computers taking over jobs: Automation is a growing threat to some jobs, according to Guild Education. Nearly three out of every four jobs in Colorado will require some education after high school in the future, according to Denver Metro Chamber of Commerce President and CEO Kelly Brough. said Shah. Forbes reported in February that there are over 44 million borrowers who collectively owe $1.5 trillion in student loan debt in the country.

With the student debt crisis and an increased cost of college tuition, there is a mismatch in supply and demand, Shah said. But she offered a solution — tuition assistance.

“Rather than thinking about going to school to get work, what if the job funded going to school,” questioned Shah.

She said the idea would reduce student loan debt, help guide employees toward jobs in the future and reduce the overall worker skills gap.

Denver Metro Chamber of Commerce President and CEO Kelly Brough said nearly three out of every four jobs in Colorado will require some education after high school.

n a flaming-hot August day in Lakewood, 40 West Arts District hosted its Colfax ArtFest. The event, which took place on Aug. 3 at 1560 Teller St., featured creative vendors, live painters, child activities, food, games and entertainment. It was previously called the West Colfax MuralFest, but the name was changed to celebrate the culture and art happening in the West Colfax area.

What Requires a Permit, & Does Unpermitted Work Affect Your Ability to Sell?

My July 25th column described how a seller got into a legal dispute from not having disclosed an unpermitted basement finish done decades earlier. That story raised a question that is common among homeowners — what work requires a permit, and does failure to obtain a permit make it harder to sell a home?.

Incorporated cities like Arvada, Lakewood, Wheat Ridge and Golden issue the permits within their jurisdiction, but residents of unincorporated areas must go to Jeffco Planning and Zoning (303-271-8700) for permits.

Each jurisdiction has slightly different requirements. For example, Golden lets you install a backyard fence up to 7’ without a permit (unless on a corner lot or in an historic district), but Jeffco requires a permit for any fence over 42 inches tall.

When it comes to structures, whether habitable or not, the requirements are fairly consistent. There is an International Residential Code (IRC) which is updated regularly, and most jurisdictions adopt the updated code with only minor adjustments.

Of Jeffco’s jurisdictions, I found only one — the City of Golden — which provides a simple one-page PDF listing what does and does not require a permit.

I have a link for that PDF on our blog, www.GoldenREblog.com. If you are in another city or in unincorporated Jeffco, you can still expect that document to reflect what your jurisdiction might require of you.

Basically, any modifications to the walls, windows, roof, plumbing or electrical system of a home requires a permit, and it’s a good idea to obtain one, even though you can sell a home which had unpermitted work done, so long as you disclose that fact to your buyer.

Call or visit your jurisdiction’s planning department to find out what permits are and are not required for your home.

FYI, Golden does not require a permit for replacing cabinets, countertops, light fixtures, ceiling fans or plumbing fixtures in existing locations, or for roof or siding repairs/replacement (10% or less).

As mentioned in my earlier column, the standard Seller’s Property Disclosure form provided in the course of a real estate transaction asks the seller to disclose any work done without the required permit in the previous 12 months. If so, the seller should check “Yes” and use the space provided on the form to describe what was done.

If the seller had work done more than 12 months prior to completing that disclosure form, the seller shouldn’t check “Yes” but I do recommend that he or she use the comments column to describe the work done without a permit and when it was done.

Typically, this disclosure form is provided to the buyer prior to hiring a professional inspector to conduct a thorough inspection of all the home’s components. That way, the disclosure can be given to the inspector, which would cause him or her to pay special attention to the area of unpermitted work to determine if the work was done “to code” and without defects that the buyer might then ask the seller to remedy.

By disclosing all unpermitted work in that document, the seller can forestall any claim after closing such as I described in my July 25th column. Listing agents should ask that question about older unpermitted work and handle it in this manner. I certainly will from now on!

If you’re in an HOA, however, you probably will need to get approval for repainting the outside of your house, concrete repairs, landscaping changes or even the location and color of external radon mitigation piping.

The reasons a permit is required make sense. Consider, for example, replacing a water heater or furnace. If they are gas appliances, today’s code requires that outside combustion air be provided so that the appliances don’t deplete the oxygen in your basement, and gas-fired devices emit deadly carbon monoxide, so it’s important that they be installed correctly. It is only by getting a permit that you ensure the work is inspected by

the city or county, which is a good thing, especially when it comes to health and safety.

In those cases, you’re probably hiring a contractor to do the work, and the contractor should be licensed with the city or county where the work is being done and should obtain the permit for you. If you are a do-it-yourselfer, you can get the permit as a homeowner, but the city or county may have you take a written test to show that you’re competent at the work being done — and it will be inspected.

Permitting fees and requirements can cause many homeowners to do work without getting a permit and hope they’re not caught. If the city or county catches you mid-project without a permit — something that happened to me in Denver in the 1990’s — expect them to issue a stop-work order and to double the normal permit fee.

At least in Golden (speaking again from experience), you can turn yourself in and get a post-facto permit without paying a penalty, but you’ll need to show that the work was done to code and have it inspected.

Property taxes are based on a market valuation of your home by the county assessor, and getting a permit for your finished basement, new deck or detached garage, etc. could result in a higher valuation and higher property taxes for your home, but that’s not a good reason to avoid going through the permitting process. How much will your taxes go up?

Let’s say your basement finish cost $50,000. It’s unlikely that your home’s value will increase by the full amount of any renovation, but even if it did, the assessment rate is now 7.15%, which means your assessed valuation would only increase by $3,575. If your mill levy rate is, say, 100 mills, that means

your annual property taxes would increase by only $357.50. But it won’t.

What the assessor values your home at is not based on what you paid for it, and neither is it based on what you spend to improve it. Your home’s valuation is based on what comparable homes sold for in order to estimate what your home might have sold for on June 30th of the most recent even numbered year.

(Excuse me for getting geeky on you!)

Thus, even if you purchased your home on June 30, 2018, (the valuation date), the assessor won’t use that as the value of your home.

Also, if you were to spend the same $50,000 on a kitchen or bathroom remodel, it might not increase the assessor’s valuation of your home at all, even though it was permitted, because it didn’t add any finished square footage to your home.

Theoretically, the county assessor’s office could monitor MLS listings and compare the description of your home with what their records show — such as a fully finished basement that they don’t know about. But I have never heard of anyone’s assessor records being changed based solely on an MLS listing of their house.

In case you don’t already know this, we Coloradans enjoy among the lowest residential property taxes in the country.

Non-residential and vacant land taxes are another matter, although agricultural property taxes are, relatively speaking, a pittance. But that’s for another article!

The World Health Organization says breastfeeding helps with brain development and reduces the risk of longterm illness. But, a Jeffco Community Health Assessment found mothers with low education levels, mothers of color and low-income levels are less likely to breastfeed their child at nine weeks.

Jeffco Public Health’s breastfeeding fair was created with a purpose to celebrate breastfeeding mothers and to educate families about resources that can help support them. In its third year, the event took place on a hot Aug. 2 day in Lakewood in honor of National Breastfeeding Month.

“The hope and the goal is to support and normalize breastfeeding. It’s not just for breastfeeding and pregnant families — it’s for anyone to come,” said Kelsey Rivera, a registered dietitian and international board-certified lactation consultant.

Jeffco’s Supplemental Nutrition Program for Women, Infants and Children (WIC) was among the resource organizations in attendance at the fair. WIC offers a variety of services to mothers, pregnant women, children and infants, including basic health screening, referrals for health care, nutrition information, mother’s milk donations, a breastfeeding mothers’ group and more.

“WIC is important not only for the support, but providing healthy foods also,” said WIC Manager Kyle Harrison, who noted that food insecurity

Last week, a friend sent me a YouTube of personalities who have died in 2019, and among them were Bart Starr, John Havlicek, Don Newcombe and Bill Buckner, none of whom arrived to camp in a hot air balloon.

Times change. Expectations change.

Supporting Alcorn I want to commend Michael Alcorn for his continued articles in the Transcript. I always enjoy reading them. He is a logical and a deep thinker and it is worth the time taken to enjoy what he has to say.

The writer of the Letter to the Editor on July 25, however, had to bring the “hate Trump” view into our newspaper, attacking Mr. Alcorn, which is a shame. The writer claims that “those on the right in the conservative media are making the aggressive behavior worse.” I think the real truth is that those who are making it worse are the liberal news people who are actually encour-

In reality, there are very few conservative newspapers or conservative talking heads in this country to combat bad behavior and unfortunately it is getting worse. Watching thugs physically attacking people wearing MAGA hats and throwing buckets of water on policemen has gotten out of hand and hard to watch.

Please don’t let these kinds of letters discourage you from writing your weekly column, Mr. Alcorn. We conservatives are outnumbered in the news.

n July 25, the Apartment Association of Metro Denver hosted its annual Summer Economic Conference with a focus on future trends in the housing industry. The association, which represents and supports more than 336,000 apartment homes in Denver, also discussed the overall health of the housing industry at the conference.

Among the speakers at the conference was Teo Nicolais, who is the president of the real estate investment company Nicolais, LLC and is an instructor at Harvard Extension School where he teaches real estate courses. He was born and raised in Lakewood and attended Devinny Elementary, Jefferson County Open School, Dunstan Middle School and Green Mountain High School.

Nicolais took questions from the Lakewood Sentinel about rent, Lakewood’s recent growth cap vote and the housing market in the Denver metro area.

Congress working on items of interest for Colorado

efore the House broke for August recess, we passed the Bipartisan Budget Act to address the debt ceiling and set spending levels for FY20 and FY21. This will allow appropriators to begin work negotiating all 12 appropriations bills and avoid a shutdown. To date, the House has passed 10 of the 12 appropriations bills which fund 96% of the federal government. By September 30th, the House will need to finish the remaining appropriations bills, though none of the bills have been marked up by the Senate yet.

Over the past 200 days, the House has passed several significant pieces of legislation to protect our elections, restore net neutrality, enact universal background checks, ensure a pathway to citizenship for Dreamers, and raise the minimum wage. And when the House returns in September, I look forward to a vote by the full House on my SAFE Banking Act, which will allow

financial institutions to provide banking services to legitimate marijuana and affiliated businesses and reduce the public safety risk of having cash on our streets.

Most recently, I successfully included two amendments to support NREL and two local companies, Ed Perlmutter Ascent Solar and Primus Wind Power. My amendments greater clarify research areas to include low-cost, thin-film solar and focuses research on distributed wind energy manufacturing techniques and micro-grid applications as part of a larger effort to modernize and reauthorize DOE’s solar and wind research, development and demonstration (RD&D) programs.

Earlier in July, I included an amendment to the National Defense Authorization Act to improve an advisory board created on behalf of former Rocky Flats and other nuclear weapons workers. The amendment better empowers the Advisory Board and expands transparency at the Department of Labor. It would also extend the authorization for the Office of the Ombudsman which expires in October.

Lastly, as we gear up for the fall, I want to share several opportunities my office offers students: • Internships – Internships in my district office or DC office are available throughout the fall, spring and summer semesters for high school or college students.

‘Superstition’ coming back to try its luck

etective stories are one of the great renewable resources of pop culture. The genre is endlessly flexible and well-suited to mediums both familiar and new.

And that’s just what the audio drama “Superstition” is — a detective story told in a way that is old-fashioned and modern.

“When people hear that you have a podcast, they think about a bunch of people sitting around a microphone, talking about sports or culture,” said Sarah Kolb, “Superstition” creator and COMING “What we do ATTRACTIONS writer. is more like a stage reading of a play or an audiobook.”

In production since 2018, the podcast (available on iTunes, Spotify and everywhere else podcasts are available) follows the investigations of JacqueClarke Reader line St. James, a private eye with a hazy past, drinking habit and a knack for finding those who can’t be found. When she finds herself in the town of Superstition, Arizona, a town with the highest number of open missing person cases in the country, things start to get weird. Fast.

“I’ve always loved detective and horror fiction, but a lot of detective fiction suffers from baggage of the time,” Kolb explained. “I wanted to give a lot of the characteristics that we find brooding and mysterious in a male character and give them to a woman, without worrying about her likability.”

Kolb, who is the digital communications coordinator at the Arvada Center, came up with the idea for “Superstition” as an alternate way to approach a story she was working on for National Novel Writing Month.

When she had a working story, she started reaching out to actors she knew from all over the country to play the characters and bring the podcast to life.

One of the best parts about working on the show, according to Kolb, is becoming part of a vibrant and varied audio drama community that can trace its roots back to radio broadcasts like Orson Welles’ infamous “The War of the Worlds” and continues to thrive on podcasts like “Welcome to Night Vale.” The science fiction and horror genres are particular favorites of the new audio drama medium, since creators don’t have to worry about expensive special effects and scenery.

Go-kart racing offers a rush around Denver metro area

ust off an inconspicuous industrial side street, kids as young as 5 and adults as old as 80 don helmets, strap on seatbelts and zip around like something out of a video game.

They’re racing go-karts at K1 Speed in Highlands Ranch, one of a handful of places in the Denver metro area where impassioned drivers, beginners and fun-seeking groups can test their skills on winding tracks.

“Karting is definitely a little different than your regular pool day,” said Nichole Sarno, K1’s assistant manager.

Christian Obrecht, a 47-year-old from Denver, built up a love for karting near Bandimere Speedway, a professional drag-racing track just west of Lakewood. And although Obrecht wasn’t racing full-sized cars, renting karts proved to be a lasting passion for him — eventually, he bought his own wheels.

“I started up just from actually watching a commercial one time, and I was like, ‘Oh, man, I kind of want to get into this,” Obrecht said.

Male drivers are a bit more common than females at K1, Sarno said, but they’re not far off in numbers.

“Our fastest is a 17-year-old guy; the next fastest is a 13-year-old girl,” said Sarno, referring to K1’s speed records.

Adult karts can reach about 45 mph, and manual — or “shifter” — karts can reach about 55 mph, while junior karts for kids run about 25 to 30 mph, Sarno said. And on tracks that allow personal, non-rental karts, Obrecht’s vehicle can reach about 100 mph.

Despite the high-energy atmosphere a of karting, what Obrecht enjoys most is the mental clarity the repetition of the turns can bring.

“It’s all you’re thinking about when you’re doing it,” Obrecht said. “You’ll have a favorite turn, a not-so-favorite turn … My wife makes fun of me because she says, ‘You’re just going in a circle,’ but that alone clears your mind.”

Sarno’s favorite part is “the thrill of it” — as an employee at K1, she often drives the karts — but watching others speed around is satisfying, too.

“The excitement they get from it — a little girl beat her brother, a kid beat his dad,” Sarno said. “Watching npeople grow and find passion in karting is my favorite thing here.”

What has average rent growth looked like over the past year?

The Lakewood apartment market really consists of two separate markets: north of Alameda and south of Alameda.

Rents in Lakewood north have been essentially flat over the past year. The average monthly rents in Lakewood north of $1,344 are up only $11 or 0.8% from where they were a year ago.

That’s significant because inflation, which refers to the increase in the cost of all goods and services, was 2.7% over the last year.

As Newton said, there is always an equal and opposite, and that’s true in professional sports as well.

Some pro football players arrived to camp in modest vehicles, spoke modestly, and dressed modestly, and actually had something to say worth listening to.

But it’s the squeaky clowns that get the grease.

And those are the ones who get the press. Not the guy who shows up in a Dodge Dart and goes about his business.

Put another way, if average rents in Lakewood north had increased the same rate as all other goods and services, we would have expected to see rents at $1,369. Instead, average rents are lower at $1,344.

So, relative to the costs of all other goods and services, rents in north Lakewood are actually more affordable now than they were a year ago.

Average monthly rents in Lakewood, south of Alameda, increased by $51 or about 3.4% over the past year to $1,554. Accounting for inflation, that means rents went up about 0.7%.

lowest average rent for studio apartments in the metro area. The average rent for a studio in Golden is 38% higher at $1,240.

Lakewood recently passed a growth cap that will limit new home construction to one percent per year. How do you see this impacting affordable housing in the city?

The limit on new home construction will almost certainly make housing in Lakewood less affordable.

The comparison between Lakewood and its neighbor Golden speaks volumes about how new home construction caps make housing less affordable. Golden has had a 1% cap on new home construction in place since 1995.

To most outsiders, Golden and Lakewood have very similar characteristics in terms of employment base, schools and shopping. In 2006, prior to the great recession and the ensuing economic recovery, the difference in average rents -between Lakewood South and Golden was just $6. Today, that gap has widened to $159.

The Lakewood North submarket, which shares its western border with Golden, saw the spread between its average rents and Golden’s more than triple from $116 in 2006 to $370 today.

New home construction caps don’t resolve the underlying problem of affordability, to the contrary they exacerbate it.

That’s because new home construction caps don’t limit the number of people

being born, turning eighteen, or moving to the state. Instead, they only limit the number of homes over which everyone in the housing market must compete.

Consequently, I think the cap on new home construction is likely to make housing less affordable in Lakewood.

There’s another dimension to the policy worth noting: the policy appears to place a disproportionate strain on low income families.

The additional requirement that any apartment building with more than 40 units obtain a vote by the full City Council significantly hinders the development of apartments. The likely result will be a shift away from apartment construction and towards the easier and, on a per unit basis more profitable, construction of single-family homes.

How is Denver’s housing market?

The housing market in Denver is characterized as a footrace between unprecedented new supply and unprecedented new demand. During the first half of this decade, not nearly enough new housing was being developed to accommodate the growing population.

In 2010, only 498 new apartments were built in the entire metro area, we’re now building that same amount every two weeks. Across the Denver Metro Area about 34 new apartments are being delivered every day and all that new supply is having exactly the impact economists would predict.

In terms of affordability ranking, Lakewood south is near the middle of the back ranking 23rd most affordable (or 15th most expensive) out of 37 submarkets monitored.

Nicole Taylor was watching “Monsters, Inc.” three months ago with her three-year-old grandson, Bubba. He suffers from Autism, a developmental disorder that can impair the ability to communicate and socialize. The film was showing doors that monsters use to go through to scare children when Bubba stood up and went to touch a door.

Taylor credits Bubba’s progress in dealing with autism to Firefly Autism — an Autism treatment center that will call Lakewood home, hopefully by spring of 2020.

The center has been seeking a new home for the past few years as applications to join it poured in, and its students exceeded its southeast Denver facility. But with the purchase of the former North Lakewood School building in the Morse Park neighborhood, Firefly Executive Director Jesse Ogas

hopes the center can help even more people who struggle with autism.

“Right now we have 180 kids on our waiting list. The center we’re at only let’s us serve a total of 40 kids, think about that,” said Ogas. “What this school will afford us to do is to serve at any given time up to 120 children.

We’re not going to be able to rid the wait list completely, but we’re going to be able to make a difference.”

The center has been open for 16 years and uses Applied Behavioral Analysis programs, a therapy that works to increase behaviors that are helpful and decrease behavior that is harmful to learning, according to Autism Speaks — an organization working to promote solutions for people who have autism. Applied Behavioral

Analysis techniques breaks down behavior into steps and uses positive reinforcement when those steps are accomplished.

The center serves children as young as 18-months-old and adults as old as 21-years-old.

Firefly Autism was recognized in 2017 by the US Department of Education as being a model treatment facility that other organizations can follow.

Places in Brazil and Belarus have used the center as an example for their organizations.

Jefferson County Public Schools is Firefly Autism’s largest partnering school district, according to a release.

Renovations for Firefly Autism’s new Lakewood location, built in 1947, include plans to add a cafeteria, reconfigure classrooms and offices and rebuild the property’s parking lot.

To help pay for renovations, Firefly Autism is aiming to raise $5 million through its “Vision 2020: No Place Like Home” campaign.

“It’s important we keep fundraising to get this new location open so that no one has to go through that fear wondering what their child’s life will be like. The earlier someone (with autism) gets therapy, the more functional they can be,” said Taylor. “I get choked up, it’s such a big deal.”

According to the Autism and Developmental Disabilities Network, a group of programs that estimates the number of children with autism and other developmental disabilities in the country, 21.4 % of children in Colorado have an intellectual disability.

Jeffco commissioners approve TABOR question on November ballot The measure proposes to be a solution to the county’s financial challenges

Jefferson County voters will decide if the county government should be allowed to keep excess revenue from the Taxpayer’s Bill of Rights (TABOR) as a possible solution to the county’s financial challenges.

“From what I’ve heard today, I think there’s a clear message that we need to respect the language of

TABOR and go to the voters and ask, can we keep some of the revenues,” said Commissioner Casey Tighe. He added that the impacts of not solving the county’s financial challenges are not good for the community.

“If it isn’t this, we’ll have to make some changes.”

TABOR, in brief, limits the amount of revenue that can be retained in a particular year from sources, such as taxes and fees. The county’s website states that the amount over collected is given back to the tax payers the following year after over collection.

Though it may not be formal language, the term often associated with attempts to bypass certain ,TABOR restrictions is known as de-Brucing, named after TABOR’s author, Douglas Bruce.

Jefferson County commissioners on July 23 thoroughly discussed the issue before unanimously voting to put a question on the November ballot. The question will go on all county voters’ ballot, even those who live in the county’s municipalities.

The county’s recently identified financial challenge is partly because of the need to keep up with an increasing demand for services because of population growth. In recent years, the county has been depending on its reserves for budget shortfalls.

About $16.1 million would need to be trimmed next year for the county to achieve a balanced 2020 budget and maintain an appropriate reserve fund. To accomplish this, the county proposed a seven percent budget reduction in 2020 for all county offices, departments and divisions whose budget is impacted by the general fund. The general fund is the county’s principle operating fund that is financed primarily by property taxes.

Commissioners heard public comment from a variety of people invested in the Jeffco community — business owners, residents, nonprofit leaders and elected officials, to name a few. They presented arguments on all sides of the issue.

A representative from the League of Women Voters of Jefferson County read a letter that noted the league’s support for a TABOR measure on the November ballot.

“TABOR undermines the philosophy of representative government

and imposes severe restrictions that present an equitable and flexible system of taxation and reduces the ability of the elected officials to provide adequate funding for schools, highways, public safety and necessary social programs, even in times of economic prosperity,” Deborah Gard read. “As always, the league will remain vigilant for efficient, transparent and inclusive fiscal practices by the commissioners.”

Former Jefferson County Commissioner Tina Francone, who noted she was representing herself and no other organization, provided comments in opposition of putting a TABOR question on the ballot.

“As it is, the language is unintelligible and vague,” Francone said.

“There are no guardrails. Your proposed ballot language doesn’t let the voters know that they’re voting to eliminate the guardrail — the spending limits in the Taxpayer’s Bill of Rights.”

After a lengthy discussion specific to a sunset on the initiative, the commissioners settled on a sunset after seven years. Dahlkemper had wanted perpetuity, Tighe wanted 10 years and Szabo wanted three-tofive years.

Something the commissioners agreed on throughout the discussion is the importance of letting taxpayers know exactly where the money would be spent.

Throughout the morning, the county commissioners heard about the “tough issues” the county is facing, said Commissioner Leslie Dahlkemper. She added the sheriff spoke on an increase of crime, the public health director talked about an opioid crisis and staff spoke on transportation funding being outdated by five or more years.

“I feel it would be irresponsible of me, as an elected official,” Dahlkemper said, “not to at least give our voters an opportunity to weigh in on this issue.”

Public Notice Call for Nominations for Jefferson County Public Schools Jefferson County, Colorado The Board of Education of Jeffco Public Schools in the County of Jefferson, State of Colorado, calls for nominations of candidates for school directors to be placed on the ballot for the regular biennial school election to be held on Tuesday, November 5, 2019.

At this election, two directors will be elected representing director districts 3 and 4 for a term of office of four years. To be qualified, a candidate must have been a registered elector of the school district for at least 12 consecutive months prior to the election and a resident of the director district which will be represented. A person is ineligible to run for school director if he or she has been convicted of committing a sexual offense against a child.
