PG Environmental, Mount Evans Hospice receive business ethics award Awards were presented in small ceremonies after luncheon was canceled

The Golden Rotary Club typically hands out its annual Ethics in Business awards at what the club’s president Allen Gregory describes as “a big blowout luncheon” each May, attended by 300 people.

But while the ongoing COVID-19 pandemic has made such a big gathering impossible for the time being, the Rotary Club decided that celebrating ethical businesses made was more important than ever in this current time of crisis.

So the CEOs of this this year’s recipients, PG Environmental and Mount Evans Home Health Care & Hospice, were presented their awards in small separate ceremonies at the PG Environmental offices and on the

But that didn’t make receiving the award any less exciting, said Charley Shimanski, who is the president and

CEO of Mount Evans Home Health Care & Hospice. He called getting the award an “extra special” acknowledgement from the community of his nonprofit’s devotion to doing the right thing.

“It’s always great to be recognized in any capacity but its another thing entirely to be recognized in your own community because that’s where people know what is really going on,” Shimanski said.

While Mount Evans Home Health Care & Hospice keeps ethics central to all aspects of the care it provides, Shimanski said one the nonprofit’s biggest ethical commitments is its practice of taking care of “every patient that comes through our door.”

“Using ethics in your business means that you take care of people whether they can afford to pay for your services or not,” said Shimanski. “You take care of patients with whatever they need, even if they don’t have any insurance and that’s one of the blessings of what we do and that’s why this award means so much to us.”

Wes Ganter is the CEO of PG Environmental, a Golden company that

provides services to state and Federal agencies responsible for protecting water resources. He called receiving the award “ a nice acknowledgement of PG Environmental’ s commitment to ethics.”

“Ethics is not something we take lightly and every person that works at PG Environmental has it in them,” Ganter said.

Martha Williams, the director of contracts at PG Environmental, said the company’s devotion to ethics begins with Ganter.

“I think it starts with him being our leader and the way he treats everyone and the way he supports people and gives them the tools they need to be successful,” Williams said. “And if they’re not then he tells them this is what you need and here’s how we’re going to help you and support you to become the best person you can be.”

Each year, two recipients are chosen by the students in the ethics class at the Colorado School of Mines from nominations submitted by members of the community. Each nominee submits an essay about their business’ ethical practices, which is then evaluated by the students.

COVID-19 restrictions in Uganda have caused some of the country’s rural areas to struggle with access to food, according to Ugandan native Collines Angwech.

While the country has only reported 126 confirmed cases of the virus as of May 13, lockdown measures have been imposed by the government, forcing Ugandans to stay at home unless it is an emergency.

Angwech, who lives in the Amolatar District in Northern Uganda, said residents of the town went to markets before the pandemic and traded items

like vegetables that they grew for other kinds of food. But with markets being closed, residents in the Amolatar District have nowhere to go to get food.

“We have people that are starving,” said Angwech. “Elderly people that used to be supported by the community are no longer getting support.

We have orphans that live on their own that are not getting support or food. The situation has escalated to taking precautions to being safe to desperate need for the people.”

Angwech is a cofounder of Far Away Friends, a nonprofit that was also created by Jayme Ward, a Lakewood native and Lakewood High School graduate. Far Away Friends works to end generational poverty in rural communities — and as some of the Amolatar District residents have struggled to eat, they received a delivery of hope from Far Away Friends — four tons of food.

this month that arrived on a truck that featured banners that said “Fighting COVID Together: Food Support from Far Away Friends.”

The donations came at a time when the Amolatar District was affected by flooding, The EastAfrican weekly newspaper reported. Far Away Friends said the flooding destroyed gardens and fisheries while hundreds of families have been displaced from their homes.

Uganda’s government has been providing food aid to Ugandans, but it has been slow to arrive to households, Collines said.

Despite the pandemic and thousands of Coloradans losing their jobs, Far Away Friends was able to purchase food for the Amolatar District because of donations from residents in Lakewood and the Denver area.

“We had no idea what to expect. We thought people would not be able to give — it has been incredible,” said Ward.

Angwech said the support from Far Away Friends to the Amolatar District has meant the world to the area’s residents. She said the food donations can make a difference in saving people who would’ve died from starvation.

“Each pack of food will last them for at least two weeks. We want to tell (residents who helped with the donation) we need them, and we are praying for them — but we are grateful they can

stand with us during this season,” said Angwech.

Far Away Friends is hoping to find 140 residents by June 30 to make $25 donations each month toward its advocate campaign.

The campaign is geared to provide relief for the nonprofit’s Global Leaders Primary School in the Amolatar District. The school opened up in 2016 and serves around 250 students in grades preschool through seventh.

Donations to the advocate campaign will go toward providing emergency relief to families in the school’s network, paying teachers and helping children to get back into the classroom when it’s safe, Ward said.

“We’re continuing to pay teachers and staff throughout the crisis. But when this crisis ends, these families

will need a break,” said Far Away Friends Education Programs Director Kaitlyn Phillips.

Before COVID-19, Far Away Friends started a tradition of taking students from Lakewood High School to Uganda to show them what life looks like for rural students in the country. This year’s trip has been postponed, but Far Away Friends hopes to take more students to the country in the future.

“Canceling the trip was a huge loss for us. Every year, a portion of trip costs pay for a project we do in the community,” said Ward. Last year, Far Away Friends used trip donations to fund new toilets for a high school in Uganda. “This is the first time since 2015 that we won’t be in Uganda, and we won’t be able to do a community project like that.”

A Fair Housing Violation Could Ruin a Real Estate Professional’s Career

From my first classes in real estate, back in 2002, I was made aware of our obligation under law as well as under the Realtor Code of Ethics, to avoid even the hint of racial and other discrimination, including “steering” buyers to or from neighborhoods based on race or other criteria.

We continue to be warned about “testers” from the U.S. Department of Housing & Urban Development who pose as buyers to see whether we are in fact engaging in steering or other discriminatory practices.

I am reminded of this topic by an article in the current issue of Realtor Magazine about “The Gentrification Conversation.” You are probably familiar with this term, which refers to the upscaling of traditionally poor and usually minority neighborhoods, resulting in the displacement of minority homeowners and tenants as they are priced out of their long-time neighborhoods.

While we don’t see a lot of gentrification in our suburban county, it has been and remains an issue in inner cities such as Denver, and I see it a lot in West Denver, between Sheridan Blvd and I-25.

The Realtor Magazine article talked about the big-time gentrification taking

place in Detroit and about the deployment of HUD testers: “An investigation by Newsday [a Long Island daily newspaper] published in November found disparate treatment and evidence of fair housing violations when undercover testers posing as home buyers visited real estate agents throughout Long Island, N.Y. A total of 93 agents were tested over three years, and the probe found unequal treatment occurred 49% of the time with black testers, 39% with Hispanic testers, and 19% with Asian testers. Unequal treatment included showing minority testers fewer properties, steering testers toward certain neighborhoods, and refusing to serve minority testers who weren’t preapproved for financing but not requiring the same for white testers. Agents also used euphemisms to communicate the racial makeup of an area and imply racial bias. “[National Association of Realtors] President Vince Malta says he was deeply troubled by Newsday’s findings….

‘NAR maintains its strong support of fair housing testing to unmask housing discrimination and hold our industry to the highest standard,’ he says.”

More People Are Considering Electric Cars and Trucks 2020 will be a “watershed year” when it comes to the adoption of electric cars and trucks. By the end of this year there will likely be twice as many models of EVs being sold, including by the “Big 3” automakers.

Ford, for one, is now selling the Mustang Mach E, an electric crossover with up to 300 miles of range, selling for $4350,000. Tesla is now delivering its Model Y, a crossover built on the same platform as the successful Model 3. It too boasts a range up to 300 miles and sells for $4356,000. I predict it will be Tesla’s bestselling model so far.

Mercedes is bringing its EQC 400 4matic crossover to market this year, joining the already successful Jaguar I-Pace and Audi e-tron. Volvo is bringing to market the XC40 Recharge SUV, as well as the Polestar 2 sedan, which is in part-

nership with the Chinese firm Geely.

Rivian is bringing out both an SUV and its electric pickup this year. Another electric pickup is coming next year from Bollinger, when the Tesla Cybertruck is also expected. The Porsche Taycan is already in its second year of production.

Mini Cooper has already started selling its electric SE. Hyundai is in the second year of selling its Kona electric, which has a 258-mile range and sells for just under $37,000. The latest Nissan Leaf has a range up to 226 miles for $38,200.

Most of these brands still enjoy the $7,500 federal tax credit plus the $4,000 Colorado tax credit, making them less costly than equivalent gas-powered cars.

Personally, I recommend buying used EVs, which are as good as new (so few components to fail), for under $10,000 to $30,000+. Call me for additional advice!

one of several “protected classes” under both state and federal laws. The federal Fair Housing Act of 1968 also prohibits discrimination based on sex, color, religion or creed, national origin and disability. Colorado law goes further, prohibiting discrimination based on sexual orientation (including transgender), gender identity, and familial status (single, married, having children under 18, being pregnant, etc.).

Avoiding fair housing violations can be tricky. Did you know that hoarding and peanut allergies are classified as disabilities? Or that age discrimination is not prohibited in Colorado? Or that drug addiction is protected as a disability, but illegal drug activity isn’t? Or that you can’t discriminate based on how a person earns their income? Or that you can be held liable for violating the Fair Housing Act even if you did not intend to discriminate?

The Realtor Magazine article provides guidance on how to avoid committing a fair housing violation. For example, we cannot answer questions about a neighborhood’s demographics, but we can provide a neighborhood report from Realtor Property Resource (RPR) which does provide such information. We cannot characterize a neighborhood’s level of crime, but must refer the buyer to the local police department.

We can avoid “steering” by entering the buyer’s search criteria into the MLS and letting the computer pull all listings matching those search criteria. We can enter geographical criteria such as city or draw an area on a map, as long as we are following the buyer’s request and are not knowingly avoiding one area or another based on discriminatory preferences.

If a buyer asks us to help them identify areas based on discriminatory criteria, we are advised to decline to serve that buyer. Since I have never had a buyer make such a request, I would suspect such a buyer to be a HUD tester.

The trickiest conversation to navigate would be one asking about pricing trends in a given neighborhood. Is it “going up” or “going down”? All we should do is provide actual stats about the past few years, just giving the numbers, but no interpretation of them that could include demographic changes.

I can’t recall dealing with a buyer who presented a fair housing challenge, and I make an effort to stay aware of fair housing laws and understand the importance of non-discrimination. However, it can be a challenge keeping up with current housing laws, as suggested by those questions I posed above.

Before the pandemic, John Schreiner had thought a good portion of his spring would be spent on a baseball field in a Wheat Ridge Farmers uniform.

He had looked forward to going to prom, spending the final days of high school with his friends and walking across a stage in a cap and gown to finally receive the diploma he worked hard for.

But for now, a parade around Schreiner’s neighborhood is going to have to replace the feeling of having a traditional graduation — and that’s alright with him.

On May 16, the Applewood Grove neighborhood in Golden hosted a parade for 2020 graduates who live in the area in honor of their accomplishments. Graduates from Wheat Ridge, Golden, Green Mountain, Lakewood and Bear Creek high schools walked around the neighborhood with their families while residents stood outside their homes cheering them on as they walked by.

“It shows that people actually still care and are willing to go out of their way to try to make our senior year still special,” said Schreiner, who plans to attend Colorado Mesa University in the fall.

West Metro Fire drove a firetruck and played music while residents like Mark Doyle participated in the parade by driving around the neighborhood in a decorated tractor.

Doyle, who lives in the Applewood Grove neighborhood, said that about 10-12 graduates live in the area. He said the neighborhood community is close, and wanted to honor the graduates in some sort of way.

“These are all fine young kids that are graduating. I don’t have any kids that are graduating, they’re all long gone — but I wanted to participate (in the parade) any way that I could,” he said.

The parade route started on West 16th Drive and Zinnia Street and continued to Alkire Street to Willow Lane and back to Zinnia Street.

Jeffco Public Schools announced in April that its graduation ceremonies are postponed until August.

“It’s not normal, but we’re making it work. (The parade) was so fun, and it was really cute,” said Peyton Oaster, a 2020 Green Mountain High School graduate who will attend Colorado State University in the fall. “It brought the neighborhood together in a time that really sucks.”

‘Making it by the skin of our teeth’

On one hand, Matt Leising spent the past several weeks under pressure, hoping his wife’s two jobs and his paid leave could keep his family afloat as he stayed home to take care of their kids during a pandemic.

On the other hand, getting stuck at home allowed Leising to see his 1-year-old son start walking.

“I’ve been kind of embracing it, enjoying it,” Leising, 35, said about staying home.

“There’s a lot of pluses, being able to spend more time with (my kids) and bond.”

COURTESY PHOTO and his workplace drastically reduced operations amid the economic disruptions of COVID-19. He began working at home, and with his kids’ daycare closed, he was put on

paid leave that only covered two-thirds his usual pay.

His wife, Ashley, works for a consulting company that helps prepare construction projects. She also is a manager at McKinners Pizza Bar in downtown Littleton, where she picked up more hours to help make ends meet.

Many restaurant patrons have shown empathy for the struggling industry, said Leising, who lives in the Ken Caryl area of unincorporated Jefferson County, west of Littleton.

“They’re tipping well, (giving) nice comments,” Leising said. “It’s nice to see the humanity in people.” People’s true colors show in times like these, he added. “Either you’re helpful or you’re not.”

So far, the family has pulled through, and Leising started work again May 11 as his children’s daycare re-opened. The family “had some close calls” with bill payments, he said.

“We’re making it by the skin of our teeth,” Leising said. “I think me going back to work right now was a godsend moment, just perfect timing.”

The social restrictions the coronavirus brought about have taken a toll on kids, too, Leising noted.

“I do miss my kids being able to see their friends. Our daughter asks about her friends all the time. Kids can’t see grandpa,” Leising said.

The family had an “Easter egg hunt around the condo,” he laughed.

To get through the tough time, he employs a lesson learned from an old coworker: “Treat every day like a year,” said Leising, who thinks of days in terms of chunks or quarters. “No day’s really bad.

“Break up the monotony. Do something random with your kids — get messy, get muddy,” Leising said. “Go outside, have some fun.”

To health care workers and others the state deemed critical or “essential,” Leising gave thanks.

“I just really appreciate everybody that’s still pulling out there and is an essential person and is still working, whether you want to or not,” Leising said. “I really appreciate your efforts out there.”

Lakewood City Council gives thumbs up to nonprofit grants STAFF REPORT

Lakewood has launched a $375,000 grant program to assist nonprofits serving city residents.

The program, known as the COVID-19 Nonprofit Impact Grant program, was approved

at a May 11 Lakewood City Council meeting. It is being funded through the Coronavirus Aid, Relief and Economic Security (CARES) Act — a $2.2 trillion federal relief bill passed earlier this year.

Lakewood’s grant funds must be used on goods or

services that support residents from the impacts of the COVID-19 pandemic, according to a release from the city.

Nonprofits who are serving city residents are eligible to apply.

The city is accepting applications through May 27,

and nonprofits can apply at Lakewood.org/COVIDNonprofitGrant.

School may be mostly remote next year in Jeffco

Next year in Jeffco Public Schools, “we want to create the opportunity for our students to be in our schools,” said Kristopher Schuh, deputy superintendent, during a May 13 board of education study session.

But because of public health and safety restrictions, that opportunity will look much different this year than it did in 2019.

At the study session, Schuh and district leaders presented a draft of the learning plan next year. He added that the draft is subject to revision between now and July based on changing guidelines and community feedback.

Generally speaking, every Jeffco school will follow one of three models, depending on what works best for their school. Each school can adjust the models to some extent.

Hybrid schedules In every model, students go to school in-person one day each week. They engage in remote learning during the four days they are not in the school building.

In the “AB” model, half of students attend school in-person on Tuesdays, meeting in classrooms with no more than nine students and one teacher.

The other half of students attend on Thursdays.

Students could be split into the A group and B group based on grade, last name or another system, Schuh said.

In “ABC”, a third of students attend in-person Tuesday, a third Wednesday and a third Thursday. In “ABCD,” a quarter of students attend on Tuesday, Wednesday, Thursday and Friday.

At every school, all students will also have the option to enroll completely online and never attend classes inperson. If a school has a high number of students enroll online-only, that may pave the way for a school to organize for students to come in twice a week — an “ABAB” schedule, Schuh said.

He added that at some point in the year, “the cases of COVID could increase and we may have to move back into a remote environment.”

Additional precautions will include symptom screening at the door; asking students to eat lunch in classrooms instead of the cafeteria; and hand-washing protocols.

Many of the details of the draft have yet to be finalized. The district is seeking employee feedback first and will seek community feedback starting May 22 through its emailed community update. It will create a final plan in July.

Superintendent Jason Glass added that while the plan is not ideal, the district is severely limited by millions in pending budget cuts and restrictions on the number of people that can be in one room. If the district receives direction that more than 10 people can gather in August, the plan could change, he said.

Community reactions In the meantime, some local parents

and teachers are finding themselves daunted by the idea of extending remote learning for such a lengthy period of time.

The notion brings up several concerns for Heather Kennedy, whose two elementary-aged children attend Mountain Phoenix Community School in Wheat Ridge.

The mother and organizer behind two state youth programs said that the proposed schedule “would significantly limit my ability to continue to work.”

“Women still do the lion’s share of child care, regardless of whether these are working women or not,” she said.

“I’m really worried how these decisions will impact women’s pay and women’s career trajectories.”

Jen Halsall, whose second-grade daughter attends Warder Elementary in Arvada, agreed that there could be an issue if parents are expected to be at home next year in the same way they have been during the height of the pandemic.

“When their workplace opens up ...

The elementary kids are not old enough to stay home alone, let alone be expected to do their schoolwork alone, while a parent is not there,” she said. “And I worry about middle and high school students getting into trouble on their own.”

Another concern, Kennedy said, has been the effectiveness of online education for her first- and third-grade children. One of Kennedy’s children has an IEP (individualized education program)

because he struggles with reading, and so far, the family has found that the online environment has made it difficult for him to get the help he needs.

“It isn’t working. We’ve been paying an outside tutor because in this moment, I have the financial ability to do so. I don’t believe my child would have learned otherwise,” she said. “It was tolerable because it was for three months.

But next year, I don’t know. I think very little will be gained (with a mostly remote approach).”

At Arvada’s Pomona High School, theatre co-director Olivia Newman has also noticed that the online environment poses some educational barriers.

“The benefit of having a student in front of you is the ability to adjust how one is teaching on the fly,” she said. “A student can more readily communicate that they are not understanding the lesson, or ask questions, or even comment on how well they are enjoying the learning.”

If the draft goes forward, another issue could be the demand on teachers.

“Will we need to prepare multiple lesson plans per day? How can we ensure that remote learners are engaging and taken care of while we teach the students at school during the day?” she said. “And does that mean we are then teaching in the evenings when we come home? The uncertainty is daunting.”

Most Denver, Jeffco students engage in online learning

Most students in Colorado’s two largest school districts are participating in remote learning, according to data from the districts. But statewide, it’s harder to tell how many Colorado children are learning from home while school buildings are closed due to the coronavirus.

That’s because districts are taking different approaches to tracking student attendance. The state isn’t requiring districts to collect the data, and not all of them are. That doesn’t necessarily mean attendance is low; teachers are still checking in on their students, and some are going to great lengths to reach those who aren’t participating.

But the lack of data means it’s difficult to get a comprehensive look at who’s learning and who’s not. And the reasons that students might not be showing up to class — lack of internet access or the need to work — raise concerns that the students who faced the steepest challenges before the pandemic will be the most behind whenever school returns to regular session.

Even the attendance data that is available contains a lot of gaps.

Denver Public Schools, the state’s largest district, is attempting to track the daily attendance of its approximately 92,000 students. But it hasn’t been easy.

The district started remote learning on April 7 but doesn’t have reliable attendance data from the first two weeks.

The last week of April, 82% of students were engaged in remote learning, a district spokesperson said. By way of comparison, that’s 8.6 percentage points lower than the same time period last year, when schools were in session as normal.

But there’s a caveat to the late-April attendance number: It only reflects remote learning attendance at 68% of Denver’s more than 200 schools. Data for the rest isn’t available, as educators adjust to a new way of taking attendance in a remote environment.

“Schools continue to refine their processes and reporting,” spokesperson Winna MacLaren said. “We are exercising patience with our teachers as everyone adjusts, and learning how to best capture remote learning attendance moving forward.”

Normally, school attendance specialists track which students are present and absent. Now, Denver teachers are expected to input attendance for the previous day by 8:30 a.m. the following day.

A student doesn’t necessarily have to interact with their teacher to be counted as present; completing or making progress on an assignment counts.

School-level cuts included in Jeffco Public Schools budget suggestions

Jeffco Public Schools leaders are continuing to build the 2020-2021 academic year budget, and while the state has yet to give a final number on the cuts JPS is looking at, school board members did give some specificity on what they would like to see during a May 13 study session.

The session began with chief financial officer Kathleen Askelson saying that, as has happened several times since March, the budget forecast has become bleaker than previously expected.

The district is now expecting that, because of a projected decrease in education funding of about $74.3 million from the state, Jeffco will need to cut more than $70 million of its budget next year.

said with so many unknowns remaining, it is hard for her to determine whether she thinks the plan could work for next year.

Askelson and the financial team proposed one option for getting to this number. First, the district could soften the blow with about $39 million from its approximate $88.5 million reserve fund.

A remaining $32.5 million in cuts could be covered through: $3 million in this year’s savings. $5 million in central department reductions. The list of reductions has not been finalized, Askelson said. But she did give the possible ramifications of cuts — the slowing of IT projects and response times, reduced custodial service and fewer school bus routes — as examples of what could come of certain cuts to central departments. $1 million through cutting the district’s Innovation Fund, which awards student and staff ideas to better education.

Winners are selected for three years, and those who have already been selected will be funded throughout those years, but new applications will not be accepted. $5 million through cutting each school’s Student-Based Budgeting (SBB) funds by 1%. $2.2 million through eliminating school improvement funding, which schools in turnaround or improvement status can use for resources, such as additional employees. $5.5 million by reducing the district’s capital transfer. $10.8 million by implementing three furlough days for every staff member.

If the budget situation improved, items at the bottom of the list could be avoided, Askelson said.

Board discussion centered on several topics, including the use of reserve funds.

“I am absolutely in favor of using the reserve funds, but $39 million almost makes it sound like a one-year allocation of what we can use as reserve funds,” board member Ron Mitchell said.

In other words, reserve funding is one-time funding.

Further, the district must keep a certain amount in reserves each year by law; Askelson estimated that the most the district could pull from reserves next year would be around $29 million, leaving some expenses unaccounted for.

Board members also worried about the extent of the capital transfer reduction, with Mitchell stating it would be difficult for a future board to build back to the original amount, even in better financial times.

Meanwhile, the members were split on the logistics of the furlough days proposal.

Board member Stephanie Schooley questioned if all employees should take three furlough days.

“Equity is not equality,” she said, meaning it might be better if staff members who would be less financially impacted took more furlough days than those more impacted.

However, board president Susan Harmon warned that a disproportionate approach to furlough days could be seen as a value statement in favor of or against certain groups of employees.

The board told Glass it would soon get back to the district team with direction on how to approach the furlough days.

Meanwhile, Glass said the team would focus on building a budget with smaller reductions to the reserve fund and capital transfer to present to the board at a later date.

But if it does become reality, “I plan to over-communicate with anyone and everyone involved in the school community — students and parents alike, equally,” Newman said.

“The biggest idea that I hold onto is that we are all in the pursuit of greatness together.”

Other strategies to consider

include relying more heavily on video chats or other modes of instruction, Halsall said.

“If schools send assignments to be done without some direct instruction, then the child is essentially teaching themselves, or the parent is teaching the child, or the assignment is busywork that didn’t need to

be assigned in the first place,” she said. “Now that they (the district) know more of what online learning looks like, I imagine next year would look quite a bit differently than these last months.”

As for Kennedy, a question remains of whether authorities could search for another

solution that balances educational and economic needs with public health.

“I’m more worried for children who rely on school for food and a safe and warm place to be,” she said. “We should not have a one-size-fits-all approach. I believe we have to be doing more.”

Lakhwant was left with a broken left arm, broken ribs, internal bleeding, a possible clavicle fracture, spinal fracture and staples in his head, Onkar said.

Breemen was charged with six felonies, including attempted murder, first-degree assault for extreme indifference, first-degree assault for causing serious bodily injury, leaving a scene involving serious bodily injury, vehicular assault and violating bail bond conditions. He was also charged with four violent crime counts.

Breemen was out on bond in another Jefferson County case where he had been charged with five counts of felony menacing.

He is being held at the Jefferson County Jail on a $50,000 bond and has a preliminary hearing on May 28.

A Lakewood liquor store is trying to navigate through a pandemic and an alleged assault on the store’s owner.

According to an affidavit from the Jefferson County District Attorney’s Office, Singh Lakhwant, owner of Two Angels Liquors at 2589 S. Lewis Way, was struck by a black sedan, operated by 36-year-old Eric Breemen of Denver.

Lakewood Police were called to the area on April 29, and when they arrived, they found Lakhwant lying in the parking lot with serious injuries, the affidavit reads.

A witness at the scene told police they saw Lakhwant in a verbal altercation in the parking lot with a white man. After the argument, the witness said the man got into a black sedan and proceeded to accelerate toward Lakhwant. “(Lakhwant) attempted to get out of the way of the vehicle but was struck and was rolled over by both front and rear tires of the vehicle,” the affidavit says.

and then went to the counter of the liquor store and started breaking everything he saw.

“From what I know, (Lakhwant) chased (the man) out, and as he was leaving, (Lakhwant) was checking his license plate to inform the cops,” said Onkar. “The guy drove the car into him and ran him over. It was definitely intentional. I saw it on video.”

After the incident, police reviewed other case reports involving the same suspect and were able to locate Breemen on April 30 in his car at a Safeway parking lot in the area of South Kipling Parkway and West Belleview Avenue.

Breemen was taken into custody and interviewed by Lakewood Police on April 30. He said two people in Two Angels Liquors were picking on him on the day of the alleged incident because he watched transsexual pornography. “(Breemen) said he then became upset and knocked over some merchandise inside the store. (Breemen) said as he left the store, he was followed by the shop owner who `looked like an older Arab’,” the affidavit says.

Breemen said he was threatened with a large rock by Lakhwant. He then got into his car, slowly backed up and attempted to leave the parking lot when Lakhwant jumped in front of his car, according to the affidavit.

Breemen admitted to knowing that he hit Lakhwant and said he was not sure how injured the man was.

“During the interview, (Breemen) admitted to drinking alcohol and knew that it was in violation of bond conditions (related to five counts of felony menacing). (Breemen) was also wearing an ankle monitor at the time

Community support When Lakewood resident Curtis Ridenour goes to purchase liquor, he typically goes to Two Angels Liquors as it is near his house. He said he gets along well with the owners, and they’re nice to his daughters.

Ridenour went to purchase liquor at the beginning of the month when Kuar told him about the alleged incident.

“I was like wow, that is so terrible and hard,” said Ridenour.

He recently received a text message from the office of Colorado state Sen. Brittany Pettersen, D-Lakewood, asking what they can do to help during the pandemic, Ridenour said. He then alerted Pettersen’s team about the alleged incident that occurred at Two Angels Liquors.

“We’re in a pandemic, it’s a stressful time. I didn’t know what else I could do other than make some more purchases at (Two Angels Liquors) — then maybe it would help them with medical bills,” said Ridenour.

Pettersen voiced her support for the liquor store in a May 13 Facebook post by alerting residents about the incident and asking the community to consider shopping at Two Angels Liquors to help the family.

Onkar said he has seen an uptick in customers at the liquor store who are there to support his family. He also mentioned that Two Angels Liquors has received an outpour of messages from residents who are offering their support and prayers.

“The love we have received has been keeping us energetic and keeping our spirits high. We know we’ll get through this,” said Onkar.

His mother and Lakhwant’s wife, Manjit Kuar, has been working extra hours at the store, Onkar said. He said Lakhwant isn’t sitting up and has had stomach issues arise. Onkar mentioned that doctors believe Lakhwant will walk again and go back to how he was before the alleged incident, eventually.

“As you can imagine, it has been tough for all of us, but we’re hanging in there. We have a lot of support from the community, and the love has been more than we can imagine,” said Onkar. “That helps us quite a bit.”

Unprecedented use of county open spaces creates challenges County reports damage to trails, habitats in recent weeks

At Jefferson County Open Space, park rangers often tell visitors seeking to avoid the crowds and parking issues that frequently plague some of the system’s most popular parks to head south to locations like Reynolds Park on Foxton Road in south Jeffco. But on a recent Sunday morning that advice could hardly have been more off the mark.

“I was there at 9:30 on Sunday morning and the entire lot was full and 17 cars were parked on the road at 9:30,” said Mary Ann Bonnell, the Visitors Services Manager for Jefferson County Open Space. “I promise you I’ve never seen anything like that at Reynolds.”

For Bonnell, the crowding she has seen at Reynolds Park and other parks and trails that make up the county’s open spaces have been poignant indicators that the ongoing pandemic has driven an unprecedented surge in visits to what were already some of the metro area’s most popular outdoor spaces.

It’s a surge that is creating challenges across the system as visitors are left to attempt to hike, run and bike safely in spaces where close contact with other people can now create a health risk while Jefferson County Open Space is now left to manage not only safety but also the toll that heavy use can take on the trails themselves.

challenge became clear late last month when JCOS, Boulder County, the city of Boulder and Denver Parks and Recreation released a joint statement reminding Coloradans to “practice responsible recreation to help protect each other and our shared public lands.”

The release, which stressed the importance of practices like walking through mud and keeping off vegetation when stepping off the trail” and “picking up after dogs and removing their trash” noted that parks under those agencies jurisdictions had recently suffered trail widening, damage to animal habitat and other issues.

Trail widening, in particular, has been an issue for JCOS, Bonnell said with visitors stepping off the trail to avoid mud created by recent rain and snowfall. Typically, JCOS will temporarily close muddy trails after rain and snow events. But recently, JCOS has been declining to close trails for mud because the system as a whole is seeing so much visitation that closing trails will only serve to concentrate people further.

Another issue? Dog poop.

“Two weekends ago I picked up more dog poop bags at North Table Mountain — 21 bags — than I have in a two-mile hike ever,” Bonnell said.

“I think we are seeing some folks that maybe haven’t used some of the parks don’t know some of the social norms.

As Jefferson County Space attempts to manage those and other problems, the agency is dispatching rangers and volunteers to provide information to trail users. But while many of their efforts have been focused on education, rangers have also been writing citations for behavioral violations. And they also now have another responsibility directly related to the pandemic: trying to hand out as many county-provided

bandanas for visitors to use as face coverings as possible.

Mask use inconsistent, visitors say Issues like mask use and adherence to social distancing have also become front of mind for many as trail use has spiked.

Daniel Van Hoomisen, who lives in Golden, said that although mask usage depends on the trail system and time of day, he does not feel mask use has been consistent.

“At any given time, I’d estimate 50% of recreators are wearing face coverings,” he said. “Many early morning and late joggers and bikers will not be wearing masks. Mask use is also highly dependent on the user’s activity, mask use is nearly non-existent among climbers (canal climbing zone or North Table) and in general, road and mountain bikers also do not wear masks, although many do have buffs around their necks.”

Golden resident David Wetherington said he thinks mask use is less than 50% and that, combined with the business of the trails, has made them a “no-go” for him recently as he had a kidney transplant one year ago.

“As things get busier and the sentiment from society is that folks like me should “just stay home” I wonder if society is going to carve out some time and space for folks like me to get the fresh air and exercise necessary for our mental health.”

Jeffco camping reservations closed STAFF REPORT

Jefferson County Open Space will no longer be accepting new reservations for camping at White Ranch Park and Reynolds Park until further notice because of continued high visitation levels at its open spaces.

The Open Space website says that while no new reservations will be accepted, all existing reservations will be honored.

The notice attributes the decision to close to high “high park visitation.” It states: “The increased visitation has demanded staff resources as well as campground management

taking park rangers away from other essential duties of managing visitor safety and resource protection during peak times.”

White Ranch Park is located northwest of Golden while Reynolds Park is southeast of Conifer. JCOS offers semi-primitive, tent-only camping by permit at both locations.

Many Jeffco departments moving to four-day work week in June STAFF REPORT

When Jefferson County offices reopen to the public, they will also transition to a four-day work week as part of an effort to cut county costs.

Under the new schedule, which is set to take effect when county employees return to work in the first week of June, most county employees will work four 10-hour days instead of five eight-hour days. Many county offices will, in turn, be closed on Fridays, with the first closure occurring on June 5.

“In these challenging times, we are looking at operations across all county departments for cost savings, greater efficiencies and reductions to achieve a balanced budget in 2021,” Jefferson County Manager Don Davis said in a released statement. “We believe there

The move comes as the county continues to face steep budget challenges. The county made $16.1 million in budget cuts last year and Davis has said he expects it will need to make around $12 million in cuts this year.

Those challenges result from the costs of payroll, employee health care and other expenses increasing faster than the Consumer Price Index and new construction growth in the county, the numbers utilized to determine the amount of tax revenue counties can collect under the Taxpayer’s Bill of Rights.

Davis said the move to a four-dayweek will allow the county to save

about $350,000 from reduced energy use. Davis also points to a Microsoft study that found labor productivity increased by 39.9% for Microsoft Japan when it switched to a four-day-week.

Several county offices will not move to a four-day week. Those offices include the sheriff ’s office, the district court, the district attorney’s office and the coroner’s office. The library will also continue to operate five days a week.

According to a county press release, some county offices and departments may be changing the hours they are open to the public in response to the change. Those changes have not been finalized but will posted to the county website in upcoming weeks. As a result, residents should check the website for Departments, Divisions and Elected Offices to verify hours before

visiting. Many offices also have services that may be conducted online. A list of those will eventually be posted at www.jeffco.us/221/DepartmentsDivisions-Elected-Offices.

When county offices reopen to the public on June 1, only employees who are considered “essential to serving the public” will be coming into offices, while anyone not directly serving the public will be able to continue to telework. According to Davis, individual offices are currently working on plans for the public and employees to safely return to offices.

As part of those efforts, Jefferson County is encouraging, but not requiring, residents to wear masks when they enter county offices. Social distancing guidelines will also be in place.

Douglas County School District, which serves 67,300 students, is monitoring student participation but does not have districtwide data, spokes-

person Paula Hans said. Principals, teachers, and school counselors “will continue efforts to reach out to families when students are not engaging in learning opportunities,” Hans said.

Advice from this crummy COVID commencement HITTING HOME

riends, families, distinguished guests …. Bob. It is an honor to be here today to help the members of the Class of 2020 celebrate their great achievement. Graduates — well done! And congratulations!

This is not, obviously, the graduation ceremony you dreamed about. There’s no stage to walk across; there’s no “Pomp and Circumstance;” no tossing your caps in the air or long lists of names and achievements. And, certainly, nobody thought you would have this lame of a graduation speaker.

But, perhaps, in all of that, is one of the most important things you can possibly learn as you head out into the world: your plans will rarely work out the way you picture them.

In fact, that idea is so true that it’s been a cliché for hundreds, maybe even thousands of years. You’ve all heard some version of it, right? “While man makes plans, God laughs.”

The Prussian Field Marshal Helmuth von Moltke put it this way: “No plan survives contact with the enemy.” Even as bright and incisive a philosophic mind as the one belonging to Mike Tyson recognized the same phenomenon when he said “everybody got a plan ‘til they get punched in the mouth.”

Well, I’m not sure I want to characterize 2020 as “the enemy,” but I’m almost positive we’re all feeling a bit punched in the mouth by the world of the last three months.

So, does that mean that plans are useless?

Absolutely not. In fact, it’s quite the opposite:

State funding for full-day kindergarten is what allowed her to attend the program and prepare to succeed next year in first grade.

As a Save the Children Action Network volunteer leader, I advocated for full-day kindergarten funding last year by testifying before the Joint Budget Committee of the Colorado General Assembly, meeting with my legislators, and speaking to media about how critical kindergarten is for the educational success of students. I did this for my granddaughter, and for every single 5-year-old in Colorado.

Last week, the Colorado Joint Budget Committee convened to begin developing new budget proposals based on dramatically reduced state revenue forecasts. As the committee deliberates, I urge them to protect funding for full-day kindergarten.

As young children emerge from the COVID-19 crisis, they will turn to teachers and to the routine of kindergarten for security, learning, and growth. This is not the time to cut funds for young children. Furthermore, rolling back kindergarten would hinder ourstate’s economic recovery by making it harder for parents of young children to get back to work.

I urge the Joint Budget Committee to protect the wise investment that is fullday kindergarten.

coronavirus first appeared in the US, public health officials said the virus was primarily spread by touching contaminated surfaces, then touching your face, spreading the contamination to your mouth , nose or eyes. They said the best way to avoid getting sick was to wash your hands often and to avoid touching your face. For weeks, they said masks were not necessary. Eventually, the public health officials offered a tepid recommendation for people to wear cloth face masks. However, the officials knew that cloth masks are not effective for blocking the virus. Here is an excerpt from the Washington Post, 4/04/20: “Health and Human Services Secretary Alex Azar said in a statement…. “While we don’t have evidence that a cloth mask protects you from acquiring the virus, the science suggests it will help prevent you from spreading it to others—a key way to protect the most vulnerable, slow the spread, and save lives…” He added, “Masks help prevent people from sharing illnesses. But, they don’t do a great job at keeping people from getting sick; and, they’re not foolproof.”

The bottom line here is a cloth face mask does not offer any real protection.

They may afford some psychological comfort for those who choose to wear them, but please don’t try to force us to use them if we don’t want to.

Lesson number two of 2020 comes from, of all places, the world of baseball. That’s right — baseball, and a little-known man who pitched in the 1920s named Firpo Marberry, who is credited with being the first relief pitcher. See, in the game of baseball, the way it was played in the 1920s, the guy who started the game as the pitcher was expected to finish the game as the pitcher. Until Firpo — yeah, I’m gonna find as many opportunities to use that name in this speech as I can — so, Firpo discovered that it gave him a certain advantage to save himself until later in the game.

A world of new wonders to be seen on daily walks

re you one who likes to walk, to inhale the fresh air of the outdoors? See a walk as an adventure? Visually scan the sky, searching out birds in flight?

Maybe it’s the pandemic, but the trails and open space lands seem to be drawing more people this spring. The outdoors is therapeutic! Like many, my preference is the openness, endless view of the horizons over a treadmill in the four walls of my basement.

Since March this OUTDOOR year, the walk has changed. More of LIVING us are committing part of our day to walking. Today we are reminded to don a face mask (too many walkers do not) move off trail to maintain the social distancing when approaching other walkers, avoid Ron Hellbusch the urge to talk, offer a welcomed wave of your hand, a smile behind the mask or a nod of the head.

To add to the sense of exploring and adventure consider a trail system that includes water and/or open space. All of our suburban communities have developed excellent trail systems, plus some exciting and natural designated open space environments. There is sense of peace, calmness, relaxation when peacefully walking adjacent to water and open space away from the sound of vehicles or people. Your mind can wander and drift, the symphonic sounds of birds ring more clear, small animal movements are more likely to be noticed and you truly see more and hear more of our natural world.

I walk. And I am fortunate to have a defined trail system plus two water bodies a reasonable distance from my home. The lakes are short drives, which I make often; the trail system a convenient half mile walk. I spend time on both the trails and never fail to make the drive to the lake at least twice a week.The variety and numbers of bird and animal species is significant when water resources are part of the

I am resigned to the likelihood it will never go away in my lifetime.

2. Back in the day. Back in whose day? For someone born in 2001, “back in the day” means something very different than it does for someone born in 1951. There are far better ways to say the same thing.

Let me offer a friendly suggestion to enhance your walk by more focused observation to seek out birds and animals and enjoy the sound of the outdoors.

We have experienced the transition from winter to spring in our walks, but this is a different year, offering a different experience. Many of us have slowed our walk, sharpened our eyes to the sounds and environment around us and actually discovered a lot more of the outdoors.

During the pre-coronavirus month of February I watched the population of Canada geese thin out as the spring migration instinct set in with this popular waterfowl group. The geese along with countless other smaller, unnoticed birds started their annual migration flights north. I started to see mating pairs frequent the lakes as they prepared for the spring nesting ritual. Somewhere in the midst of the lake’s shoreline fresh new green cattail growth and other disposing weed cover, the goose was busy constructing an unseen nest for her set of 6-12 eggs.

During my walks, my eyes became more sensitive to the gander feeding on wild plants and grass while the goose warmed her eggs and periodically joined her mate near the nest during the day. The mallard ducks were also preparing for nesting as they were in constant flight seeking out equally protective sites for the hen’s nest. In both cases the patience of the goose and the drake was evident. They would take up resting space in shallow ponds, near the nests in support of the hen’s 28-30 days of incubation. Someday walks would be shared with the patient males, other days neither would be in view causing me to be concerned about their safety and well-being.

As the days moved into early march I became more patient, more inquisitive and searched for new arrivals, new species of wildlife. Not sure what the lake waters might offer, but confident there would be new wildlife to observe.

Red winged black birds were the first to show up in growing numbers. I was again impressed how these colorful males and hens would construct nests attached to the long, tall green growing cal campaigns and corporate manifestos. It gets used when there’s reason to believe someone isn’t being “transparent.” It has become fingernails on a chalkboard.

7. LOL and its ilk. Anyone who resorts to and relies on such acronyms should be shunned and punished, PDQ. 8. Awesome. “Awesome” is not awesome. Not even close.

9. Sustainable. It sounds virtuous whenever it’s used, and it’s used too often.

10. Icon. Every actor, every musician, every athlete, every notable person in any field is now referred to as an “icon.”

Growing numbers of mourning doves were close behind, calmly piercing the air with their popular “cooing” sounds as they search the shoreline lake trees for the perfect set of branches for their spring nests.

Warm spring Colorado temperatures welcomed some uncommon wildlife as well. The first week in May I had to stop and ponder the presence of two small Pond or Slinder turtles. The turtles would have recently moved out of hibernation in the pond mud. They were intently perched on a dead snag tree branch hanging over quiet back water. I was pleasantly surprised to see a pointed-beak Black Cormorant standing tall in the shallow water waiting for a small minnow to swim by. It was interesting to see the cormorant, given that shorebird was not present earlier

at the lake. Occasionally, one or more teal ducks would be seen on the pond, but none made their stay permanent.

The Canada goose pairs and mallard ducks settled in, hopefully, for the long haul to hatching. Time will tell.

Spring is the most active season for wildlife, due to the migration instinct and nature’s propagation. This spring is slowing our pace, while we stay close to home. It is encouraging us to be more observant, opening our eyes to what has always been in our view, but we were too hurried to notice. This year is one for history yet one that can encourage us to get outdoors and walk with a new view of nature amongst the awareness of the serious and critical impact the COVID-19 is having on people and communities.

Swimming pools in limbo as summer season nears

S

wimming-pool operators in the Denver metro area say they are waiting on guidelines from local and state health departments to determine if, when and how they should reopen this season — but if they do reopen, the pool experience will likely look and feel different under the COVID-19 pandemic.

The Town of Castle Rock said it is waiting on guidance from the TriCounty Health Department before deciding if and when its community pools should reopen. In a normal season, most area pools reopen near Memorial Day and run through Labor Day. The town operates two indoor pools at its recreation center, two outdoor pools, two outdoor splashpads and another indoor pool at the Miller Activity Complex aquatics center.

At the Miller Activity Complex splash pad alone, the town might see between 50,000 and 75,000 visits a year, aquatics supervisor Janice Weed said. The town’s pools are typically at capacity for the duration of peak hours — between 10 a.m. and 2 p.m. — each day during a normal season.

Weed said the uncertainty around such a central facet of summer life “adds another layer of anxiety for everyone.”

“It’s just another drop in the bucket of disappointment,” she said.

Produced in part by Robbie’s Hope, Colorado-based non-profit with the aim of empowering teens to cope with the stress and the pressures modern society places on them, COMING album is beATTRACTIONS the ing released this month because it is National Mental Health Awareness Month.

We spoke with the 18-year-old - who lists artists like Jon Bellion, Kanye West and EDEN as inspiration - about Clarke Reader the album and the importance of its message.

-Tell me a little about your background?

I’m a Colorado native. I got into music by stealing my mom’s laptop late at night and playing with loops on GarageBand. But sadly, GarageBand’s library is quite limited, so I started making my own loops and samples. From there, I began to fall in love with the process of creating, and I knew I wanted to do it for the rest of my life.

-Tell me about recording your debut album?

It was really tedious. I produce and record everything in my bedroom, where I’ve built my own home studio.

Being in high school, the only times I was able to record was after school and sports (when I was supposed to be doing homework). While my peers were working on physics, I was captivated by putting this project together, and I have the grades to prove it. But in the end, I think those late nights were totally worth it.

-What made you want to tackle the theme of mental health on the album?

I don’t think I had that in mind in the beginning. I think it slowly formed over time. Music is like therapy to me, and sometimes I use it as a way to cope with my own struggles.

For example, I wrote the hook for “Anxiety” in the midst of an anxiety attack. From that moment on I really wanted that theme to be evident on the album.

One of my best friends is an active leader of their community. I always heard him talk about it, and I was extremely interested, because I was silently looking for some help of my own. A CDPHE spokesperson provided a statement from the Water Quality Control Division, saying the state will reassess phased openings of summer activities after June 1. As of now, all pools must remain closed under the state’s safer-at-home order.

“The governor will make these decisions on a rolling basis, based on the latest data and evidence,” the statement said. “The department relies heavily on the CDC for guidance on swimming pool cleaning and disinfection and is developing guidelines that will be consistent with the CDC.” The department encouraged pool operators to familiarize themselves with CDC guidelines. The CDC suggested a slew of measures for to aquatic venues to employ if reopening — from promoting good behavior among users to maintaining clean and healthy facilities to preparing for when someone at a facility gets sick.

Brad Anderson is the aquatics supervisor for the City of Englewood, which operates an indoor pool at its recreation center plus the outdoor water park Pirates Cove.

The water park normally has a capacity of 1,800 people and typically sees 100,000 visitors in a year. As of now, Pirates Cove is slated to reopen on June 7, but that is also contingent on receiving guidelines from the health department and could change.

In addition to the possible closure of community gathering spaces, Anderson said he worries residents will lose a favorite exercise option should pools stay closed.

Englewood offers a variety of learnto-swim classes, which are lifesavers because drowning is a leading cause of death among children, he said, and also offers exercise programs at its pools.

Anderson called the possible loss of swimming activities a big hit for the community.

“We are always looking for some place to get away from the mundane, everyday life, the stress that we have,” he said. “You can come to the swimming pool, a recreation center,

Uncharted waters John Field is president of the Westminster-based MSI LLC, a homeowners association management company that oversees 470 communities across the Front Range, with approximately 90 pools among them.

None of the company’s clients have made an official decision about whether their community pools will reopen this season, Field said, and the decision falls to each individual board of directors.

Most are waiting on the safer-athome order to expire this month to decide, he said, but are preparing to reopen if possible.

“We predict that it will be controversial regardless of the board’s decision — there will almost certainly be friction in the community,” Field said. “It’s not an easy time to be a decision maker.”

Field, Weed and Anderson all said that if pools do reopen, people should prepare for a new normal.

It is possible pools will not put out lounge furniture, to discourage people from congregating in groups.

People will still be urged to stay six feet apart and wear a mask when not in the water.

“Without a doubt, you’d want to assure or at least encourage everyone to practice all the different social distancing and cleaning standards that have been put forward,” he said.

Weed asked the community to be patient while pools wait for the green light to reopen and said pool operators are trying to do the same.

“We want to open up just like everyone else,” she said.

The lesson is this: no matter how great your plan is, have something in reserve. My wife works for a gigantic company that operates with zero debt and substantial strategic reserves — they, and their employees, are not going to suffer from 2020. And, in fact, following this advice will give you an enormous strategic advantage: did you realize that, as a percentage of population, more millionaires became that way during the Great Depression than at any other period in American history. Had they all planned on the economy falling through the floor that day in October, 1929? Of course not — they were probably still discussing how Firpo blew the Senators’ chances of making the World Series.

But, they had the reserves to make the most of an awful situation.

If our state and national constitutions were so clear, there’d be little need for the courts to interpret the law.

And yet they assume that vital role in the very systems those constitutions have created. In the two-and-a-quarter centuries since the Constitution was written and ratified, the US Supreme Court has been responsible for creating legal definitions for words like commerce, citizen, equality, privacy, etc.

Those justices have been challenged to outline the meaning and limits of the “necessary and proper” clause, taxes

and duties, the “supremacy” clause, free speech, the right to bear arms, search and seizure, and countless others instances of “unclear” and changing language in The Constitution of the United States. And fifty sets of state courts face similar tasks.

America is fraught with conflicts over gun ownership, reproductive freedom, voting rights, environmental protection and so on. Why? Because our constitutions are unclear and ripe for encouraging disagreements.

Our current problems are complex; their solutions, if they are to be successful, must recognize and accommodate those complexities. Simplicity rarely succeeds.
