New law limits shooting ranges in Littleton Ordinance mandates minimum distances, public hearings in future

Triple J Armory is set to open its new shooting range in south Littleton, but a new law could make it tougher for them to expand — and tougher for anyone to open a shooting range elsewhere in the city.

City council voted unanimously to approve an ordinance changing shooting ranges to a conditional use under city code at its May 21 meeting, meaning any applicant hoping to open one within city limits would have to meet a set of criteria and go through public hearings to seek a business license.

The move comes after months of controversy over Triple J Armory’s shooting range at 8152 Southpark Lane, which has been the target of several lawsuits, drawn the ire of neighbors who said it’s too close to homes and schools and spurred a cease-and-desist order from the city after officials found owners had begun building the range without a permit.

City officials, however, said they were powerless to deny the range a business license, because it con-

formed with the site’s zoning, and denying it would have infringed on private property rights.

“We don’t want a shooting range,” Littleton Mayor Debbie Brinkman said. “All respect to Triple J, but we don’t want a shooting range next to schools or residential or places where we would all agree it’s not appropriate ... we’d like to go in there and make it not happen, but there’s an incredible amount of risk with that.”

Room to grow?

The new law means that Triple J’s shooting range becomes a “legal non-conforming use,” meaning it will stay grandfathered into its location, though it will trigger a public hearing and other scrutiny if it attempts to expand the number of shooting lanes.

Triple J co-owner J.D. Murphree said the law seemed targeted to prevent the company from achieving longstanding expansion plans.

“The city has understood and recognized our desire to expand,” Murprhee told council. “As a result, we’ve relied on what the city has told us about (our goals to build) 20 shooting lanes.”

The building has 11 shooting lanes, said city code enforcement supervisor Rebecca Thompson. The range is scheduled to open June 1.

result she could hope to achieve for residents of Highline Crossing, a cohousing community across the street from Triple J, whose residents have maintained a drumbeat of opposition to the business.

“That’s important to me,” Brinkman said. “I have a longstanding relationship with Highline.

They supported me years ago on different issues ... I’m not trying to put Triple J out of business. They have a business model, and this would not meet with what their expansion plans are. My interests are what’s important to (Highline Crossing) and what we can do.”

Laying down the law The law lays out criteria for possible future indoor and outdoor shooting ranges, including a minimum 500-foot distance between indoor shooting ranges and residences, schools, churches and parks, leaving just a few parcels, mostly along Santa Fe Drive and in the South Park business park.

Outdoor ranges would be limited to parcels that are 1,500 feet from residences, and must have a mile of open land downrange, essentially leaving only a handful of parcels surrounding McLellan Reservoir, near County Line Road, as possibilities.

Simply meeting the distance requirement would not be enough to guarantee approval for a shooting range, said Mike Sutherland, the city’s deputy planning director.

Applicants would still face criteria around security and safety, and would have to go before public hearings.

“This is not to say these areas are suitable, but they’re eligible,” Sutherland said.

The 500-foot distance is consistently used in Littleton’s code for other businesses, including liquor and marijuana license holders, said Jennifer Henninger, the city’s community development director.

Though Brinkman and numerous commenters at the hearing said they would like to see the minimum distance increased, doing so could run afoul of gun rights, said interim city attorney Brandon Dittman.

The Supreme Court has ruled that the Second Amendment applies to local governments, Dittman said, and zoning regulations that have the effect of completely banning shooting ranges are unconstitutional.

Debbie Brinkman, mayor of Littleton South Park Owners Association, which governs the area that includes Triple J, Highline Crossing, and the potential outdoor shooting range sites adjacent to McLellan Reservoir, said his board would never approve an outdoor range.

“I don’t care how you did the map,” Dunahay told council, saying that he and South Park were never consulted in the drafting of the ordinance. “We’d be sued by every single building owner in South Park, and we’d push it back to (city council) and say you caused this because you allowed this.”

Good neighbors The new ordinance may not be perfect, said Councilmember Karina Elrod, but at least it gives the city a leg to stand on.

“We always hear that clarity and predictability (are) important for businesses and citizens, and right now we’re not providing that,” Elrod said.

Triple J, meanwhile, was recently granted a certificate of occupancy for its shooting range, clearing the final hurdle to opening. A post on the company’s Facebook page said the grand opening of the range is scheduled for June 1.

The certificate was granted after Triple J passed a noise ordinance test, said Thompson, the code enforcement supervisor.

On May 10, Thompson stood outside the range while a staff member observed from inside the range, while shooters fired a variety of guns, she said. No noise beyond ambient sound was detectable outside the range, she said.

“I personally thought I might feel or hear something, and there was nothing,” Thompson said.

Thompson said the city will be closely monitoring the range for compliance with city code, and neighbors with complaints should call her office or police.

“My impression after meeting with the owners is that they want to be good neighbors,” Thompson said.

Dinosaur fossils found in Highlands Ranch Bones beneath construction site appear to be triceratops, researchers say

A dinosaur that once roamed what is now Highlands Ranch met the open air for the first time in more than 66 million years, after a construction crew discovered its bones at a construction site in mid-May. A crew from Brinkmann Constructors building an expansion onto the Wind Crest retirement community near C-470 and Santa Fe Drive happened upon the fossilized bones, said Salvador Bastien, a fossil preparator with the Denver Museum of Nature and Science.

“We’re really excited they realized they were hitting bones,” Bastien said. “Lots of times, people don’t notice, or if they do, they just keep going.”

Construction crews working on private property in Colorado are under no obligation to notify anyone or halt work if they find fossils, Bastien said.

Volunteer crews led by paleontologists from the museum will

excavate the site in coming weeks, Bastien said, while construction work continues on other parts of the site. The site is not open to the public.

Though it’s a little early to say for sure, Bastien said the fossils appear to be from a triceratops, a three-horned herbivore that often grew to be 30 feet long and 10 feet tall. The fossils are from the late Cretaceous era, and are likely 66 million to 68 million years old.

Dinosaurs went extinct about 65 million years ago.

Triceratops are among the more common dinosaurs found in what’s called the Denver Formation, Bastien said. The formation was once a broad, forested river system, and triceratops appear to have been plentiful.

“Think of them like bison roaming the landscape,” Bastien said.

How the find will contribute to the scientific record depends on what researchers uncover, Bastien said.

“We don’t have X-ray vision, so we don’t know what else is lying in that hillside,” he said. So far, crews have found arm bones, ribs, and what may be skull bones.

Colorado’s Front Range is rich with fossils, Bastien said, because the geologic uplift that pushed the Rocky Mountains above ground cracked open layers of sedimentary rock that once sat over them,

providing remarkable cross-sections of geologic history.

“It’s a really exciting place to be if you’re a paleontologist,” Bastien said.

The find is exciting for Wind Crest as well.

“On behalf of the residents and employees of Wind Crest, we are thrilled to be part of such an incredible scientific discovery,” Craig Erickson, Wind Crest’s executive director, said in a news release. “We appreciate the invaluable expertise of the Denver Museum of Nature and Science and our partners at Erickson Living and Brinkmann Constructors as we work together on this exciting opportunity for all of us to learn more about our earth’s rich history.”

Brinkmann Construction also thanked Wind Crest and the museum in the news release.

“This is a remarkable discovery that our team takes great pride in unearthing,” said David Rahm, a Brinkmann project director.

Bastien said he’s excited to get the fossils back to the museum’s lab, where volunteers will slowly clean them for addition to the museum’s collection.

In the meantime, Bastien encouraged locals to take a close look at their surroundings.

“This is such a wonderful area to find fossils,” Bastien said, “so keep your eyes peeled.”

City council recognizes heroes of Windermere fire Stories of bravery and everyday decency emerged from tragedy

Some pulled victims from rooms roiling with smoke. eSome gave shelter to traumatized evacuees. Some found homes for scores of seniors left suddenly homeless. When tragedy struck, the heroes of the Windermere fire answered the call.

Littleton City Council recognized the valor of dozens of first responders, volunteers and others who came to the rescue last November, when a fire at the Windermere apartments left a resident dead, many injured and more than 160 residents homeless.

“Littleton is a better place because of each of you,” Littleton Mayor Debbie Brinkman told the group gathered shoulder-to-shoulder in council chambers on May 21.

“On behalf of the citizens of Littleton, thank you.”

Among those on stage were Littleton Police officers, who were first on the scene after

Littleton City Council on May 21 recognized the heroism of first responders and volunteers who saved countless lives in last November’s fire at the Windermere apartments and its aftermath. The fire claimed the life of resident Michael Mitchell, injured many and left 163 seniors homeless.

DAVID GILBERT a fire broke out in the apartment of resident Michael Mitchell before dawn. As smoke billowed from the building, the officers made their way inside, pulling panicked seniors from bedrooms and bathtubs.

Also there were volunteers from Love Inc., who sprung into action the morning of the fire, providing meals and clothing to evacuees, many

of whom arrived at a shelter across the street with only pajamas and bathrobes. In the weeks that followed, Love Inc. volunteers worked closely with victims who lost everything, helping them find new homes, deal with insurance agencies, and rebuild their lives.

the building. The Red Cross volunteers who sheltered the evacuees for days. Volunteers from Littleton United Methodist Church who prepared meals and provided emotional support.

“This proved that it does take a community” to respond to disaster, said Linda Haley, who runs Arapahoe County’s housing program. Haley and her staff worked long hours

for months to find suitable housing for the fire’s victims.

“We all could stand to be more involved in our community,” Haley said.

The dozens of heroes recognized by the city represent just a fraction of those who came to the rescue, Brinkman said, including hundreds who donated money to assistance funds.

The burned tower, at Datura Street and Shepperd Avenue, is still undergoing asbestos abatement, city officials said, and there is still much work to be done before anyone can move back in.

The fire was the second in recent years at the complex, which is owned by Stephen Tebo and Heath Orvis. A fire in spring 2016 also resulted in the mass evacuation of residents.

Anne Heathman, a resident who lost everything she owned in the November fire and then stepped up to assist others through Love Inc., said there was a silver lining to the disaster.

“It was terrible to lose so much, but God popped up every place,” Heathman said.

“If I hadn’t gone through all this, I would have missed the blessings.”

Options Secondary Program graduated 28 seniors on May 21, and students from Littleton Public Schools’ alternative high school program have lots of choices ahead of them.

“A majority of our students

really have a plan for where they’re going next,” said Options Principal Greg Sumlin. “We gave them an opportunity to understand their strengths and what they can do from here.”

Options primarily caters to students who have a tough time fitting into traditional high schools, Sumlin said, and focuses on building meaning-

ful relationships and trust with kids.

Many students are trauma survivors or struggle with mental health challenges, Sumlin said.

“This is a place where they’re noticed and cared for,” Sumlin said. “I tell them: your value doesn’t decrease based on someone’s inability to see your worth.”

Fire Muster bigger and better this year Annual parade and demos to feature South Metro gear

Littleton’s annual Fire Muster will host some cool new gear this year, courtesy of South Metro Fire Rescue.

The annual fire truck parade and firefighting demonstration event on June 15 will feature rigs like South Metro’s tracked vehicle, a snowcat that was famously used to extract stranded drivers in March’s “bomb cyclone” blizzard.

South Metro’s high-tech gear will appear alongside organizer Mile High Hook & Ladder’s beloved antique firetrucks, according to a news release.

The parade, which will begin at 9 a.m. at Bannock Street and Littleton Boulevard, will be led by a 1914-vintage Federal Chemical Truck, which long served as a symbol of the nowdefunct Littleton Fire Rescue.

Visitors can get up close and personal with vehicles like the Arapahoe County Sheriff ’s Office’s Mobile Command Post and Bearcat vehicles. Activities include a Jaws of Life demonstration, chances to put on bunker gear and shoot firehoses, and a helicopter landing — circumstances permitting.

More than just fun, the event is a chance to educate people on fire safety, said Division Chief Jerry Rhodes, who is South Metro’s liaison to the event.

“If we can teach people to prevent fires and accidents, everybody’s a lot safer,” Rhodes said. “How often do you get to hang out with firefighters, check out their gear and ask questions?”

Resentencing means parole possible for man who killed as teen After state Supreme Court ruling, Erik Jensen could be released in about 20 years

A man who was convicted of helping to kill his friend’s mother in Highlands Ranch in 1998 spoke in court after his friends, parents and defense attorneys painted a detailed picture of the strides the inmate has made to lead a positive life.

“I sat 3 feet away from someone who was dying, 3 feet away from her, and I didn’t save her,” said Erik Jensen, now 38, who added he at one time glossed over the seriousness of the crime. “I have to add value to the life that Julie Ybanez had.”

In the Douglas County District

Court hearing May 22, a judge decided Jensen, who was sentenced to life in prison without parole in 1999, would be resentenced to life with the possibility of parole after 40 years. The crime was committed when Jensen Jensen was 17.

The sentence is still considered as starting in 1999, so Jensen is about 20 years from possible release.

Nathan Ybanez was convicted of killing his mother in her apartment, with Jensen, at age 16, and Ybanez has said his parents emotionally, physically and sexually abused him.

Former Gov. John Hickenlooper granted him a commutation that makes him eligible for parole in December 2020, citing Ybanez’s positive conduct as an inmate.

But Jensen didn’t receive that chance at freedom, said Peter Sauer,

one of his defense attorneys.

Sauer and other speakers at the hearing in Castle Rock knew that the court only had one option — the sentence it gave May 22 was mandatory based on a 2018 Colorado Supreme Court ruling that upheld a law allowing judges to reduce life sentences without parole for inmates who committed crimes as juveniles. But they still presented an overarching message that the state Legislature should give judges the discretion to be even more lenient for those who offend as juveniles.

“I stand here for no other reason than that I believe that Erik deserves a second chance,” Sauer said. “You can count me as another Coloradan that would welcome Erik into my community because he would make it better.”

A case manager in the state Department of Corrections, Bryan Milburn, testified at the hearing that Jensen’s last violation of the code of penal conduct — rules inmates must follow

— was in 2002.

The defense ran through a laundry list of examples of Jensen’s character in prison: He’s one of the few inmates at his Limon facility who helps new correctional officers get acclimated.

He earned a trainer certification for CrossFit, which has helped bring inmates together across differences.

He’s a peer assistant who helps when inmates have mental health challenges. He’s “a positive leader in the prison community,” Sauer said.

“The arc of his juvenile development is entirely consistent with what we know about the juvenile brain,” Sauer said. “And that is why one act cannot require a juvenile to be locked up for the rest of their lives.”

Erik Jensen told the court he tries to help people because he wants “the value of Julie’s life” to continue through him.

VOICES Rules are rules, even if your fur baby is special

will say it from the start: I know how unfair this is to you. I know it’s unfair to you because you’re different.

You’re not like everyone else, and neither is your dog “Rex.” QUIET Your dog is better DESPERATION than my dog, that’s all there is to it.

Rules shouldn’t apply to you, but I am going to have to tell you, well, they do.

You’re special, and something like this cramps your style.

But here’s a narrative: There’s a man in my neighborhood who walks his unleashed dog everywhere, and the dog goes wherever it wants. It

doesn’t stay by its owner’s side.

It goes into yards, up on porches, over, under, sideways, down.

The owner looks like he is humming a Belafonte song. Everything is a groove.

We have rabbits in the neighborhood: lots and lots of rabbits.

One runs from a bush, and the unleashed dog sees it. There is a pursuit into the street.

We have something else in this neighborhood. It’s near a high school. That means we experience a lot of drivers who have had their licenses for about two weeks, and the speed limit? Well, it’s just a suggestion.

The dog, the rabbit, and Andy Hardy all convene.

That’s one narrative. Here’s another. Harry and I leave for a walk at exactly the same time that Rex is sniffing at our door.

Rex and Harry meet and greet.

Rex is about six times larger than Harry is.

Rex would not be safe. Rex would not be safe from me. I will do whatever I have to do to protect my dog.

There’s another narrative, and it’s the most important one.

Leashing dogs around here is the law.

Laws are broken all the time. Littering? By the ton? No turn signals?

Who really needs to know which way you are going to go next?

I see parents with their small children and dogs walking our block.

Mom or dad is mindful of the child, while Snoopy has a field day.

If it’s a financial consideration, and I know times are tough for some of us, you can make a leash out of a piece of rope.

I just checked, and if you have Amazon Prime, they can have a leash on your doorstep, by tomorrow, for around $5.

They come in colors. They come in different lengths. Some are retractable.

Need one? I’ll be happy to get one

for you. I really don’t want to take a broom to your dog’s head.

But I will.

There are these hindrances in a life of ease, aren’t there? Most of the signs have something else kind of annoying on them.

They say you’re supposed to pick up after your dog.

That means poop. But, for goodness sake, it’s icky, and not only that: It’s biodegradable.

We have some characters here who pick up after their dogs, and leave the baggies on the greenbelt.

It’s been said before, it no longer seems like many of us know or care if our behavior has an impact on others.

It’s called limitless self-absorption.

Feeling good just feels so good, and that’s good

A

re there one or two songs, that when we hear them, we just get happy, teary-eyed, energized, and just feel good?

Of course, there are and that’s a good thing. Feeling good just feels good, doesn’t it?

Maybe it’s not WINNING a song but rather WORDS a movie, a place, a smell, a meal, something that touches our senses in such a way that our heart takes over, changing our mood in an instant.

We can literally go from feeling OK to slipping away into Michael Norton a beautiful moment of reminiscing or daydreaming.

Maybe even drop our hearts to our toes. These memory triggers can come from something very recent, something in our past, or maybe even bring back beautifully wonderful memories of someone who we have lost, and a very healthy part of our grieving process.

There are certain songs, sounds, books, and scripture that often bring on strong emotions for me as I allow them to bring my past into my present. Some bring me incredible joy, and some carry with them a deep melancholy type of feeling as I think about different people and situations that happened in my own life. And whether it’s incredible joy or a tinge or more of sadness, I love the feeling of having feelings. I think most of us do, don’t we?

Our feelings play such a huge role in so many aspects of our lives. It’s not just the tender romantic feelings, or nostalgic feelings, but our feelings drive most if not all of our decision making as well. There are plenty of articles and reports that show where people make their decisions on feeling and emotion and then will support or rationalize their decisions intellectually. This is true in our personal lives as well as our professional lives.

Feelings are good. Feeling good is good, as a matter of fact it’s better than good.

The other day while I was working

out, one of those songs that typically gets me all fired up came on my playlist. I didn’t even notice it until about 30 seconds later. It caught me off guard that I had missed it as I found myself grinding through my workout and not really paying attention to the music. I stopped and hit the back button just so I could hear the song again, even waiting a moment to take it in, allowing my feelings and emotions to get back in sync with my workout.

It was not until my drive home that I started to think about it more and I found myself wondering how many times have I missed other songs, smells, sounds, movies, and people in my life? How many times have I missed out on great feelings of joy, excitement, sadness, or grief because I was just too busy grinding it out in the gym, at work, or just trying to keep up with all of my other commitments? I was kind of bummed with myself. And then I thought, wait, being bummed with myself is a feeling, OK I am back in the game.

He espoused lofty ideals about the value of a people’s lives continuing after they die, about holding each other accountable and “really, really loving each other.”

“I want to be a part of that,” Jensen said, audibly emotional at times during his address.

Curtis Jensen, Erik’s father, said May 22 was the first time the family has been able to speak in court about his son. He spoke along with Patricia, his mother. Curtis Jensen has pushed for change in juvenile sentencing at the Legislature, he told the court.

Judge Theresa Slade said that while she had no choice in what sentence to give, the decision isn’t meant to downplay the importance of Jensen’s positive actions.

“If I were the (original) sentencing judge, and you had come back before me today, I would say I’m proud of you,” Slade said.

She handed down the new sentence and stipulated he gets 345 days credit for time served before his 1999 sentence.

“Good luck, Mr. Jensen,” she said.

Brauchler is first military judge for Colorado National Guard DA adds new role after position is created by state legislators STAFF REPORT

George Brauchler, the district attorney for Colorado’s 18th Judicial District, who also serves as a colonel in the Colorado Army National Guard, has added another title and job: military judge.

According to a news release from the DA’s office, Brauchler successfully completed the 62nd Military Judges Course at the Judge Advocate General’s Legal Center and School in Charlottesville, Virginia, and is now certified to serve as a military judge.

The three-week intensive course is an invitation-only, multi-service training including active duty, reserve, and National Guard judge candidates from

the Army, Navy, Air Force, Marine Corps, and Coast Guard.

The Colorado General Assembly in 2018 updated the Colorado Code of Military Justice to provide for courtsmartial authority, neces- Brauchler sitating the creation of a position of military judge.

Brauchler will be the first military judge for the Colorado National Guard, the release said. He also has been selected for Army War College, a military education prerequisite to greater potential leadership opportunities, the release said.

Brauchler is proud of his military

service and strives to encourage others to serve: Three members of his office are on active duty, with five others actively drilling in the guard or reserve, the release said.

The U.S. Department of Defense in 2017 honored the 18th Judicial District Attorney’s Office with the Freedom Award for support of employees who serve in the guard and reserve.

It is the first district attorney’s office in the country to receive the award.

“It has been a tremendous honor to serve my country and the citizens of Colorado, here and abroad, in uniform for my adult life,” Brauchler said in the release. “I am humbled to be selected as a military judge to ensure that those in service are afforded due process when accused of criminal behavior.”

Attorney, Littleton native announces run for city council

Littleton attorney Scott Melin announced a bid for an at-large seat on city council this fall.

Melin, 35, is a senior associate attorney at the Bagley Law Firm, focusing on civil litigation, according to a news release. Melin said he holds a bachelor’s degree from Colorado State University, a law degree Melin from the University of Colorado, and a master’s degree from Columbia University.

“I believe my years of attorney experience would be an asset to council,” Melin said in the release. “Every day I weigh financial resources against divers policy and practical issues to help

clients make prudent, advantageous decisions. Throughout, I’m accountable to those I represent for my successes, failures and honesty.”

Melin is a South Metro Land Conservancy board member, and a graduate of the Littleton Police Citizen Academy and Littleton Leadership Academy.

Melin said he believes in “protecting Littleton’s open and natural spaces and historic small-town character while planning and growing into the next decades with common-sense approaches.” He called implementing the city’s forthcoming Comprehensive Plan revision a top priority.

Melin is a Littleton native, according to the news release. Melin’s wife Marcy is a Littleton Public Schools counselor. Melin has two young children.

Four seats are up for grabs this fall on city council.

or Andrea Rayford and her husband, a food truck was the best means to reach their overall goal of opening a brick-and-mortar restaurant.

“It was basically a lot cheaper to start a food truck,” she said.

Traditional restaurants often come “with a pretty hefty lease,” she said. So, when her chef husband, Jessie, wanted to open his own place, the Parker couple found a food truck on Craigslist, spent six months fixing it up and started working at the local farmers market.

Eventually, the couple started getting requests from breweries or

As business grew, they expanded their coverage area north, got licensed in Denver and began participating at Civic Center Eats.

The annual event gathers dozens of trucks in Denver’s Civic Center Park to serve lunch on certain days of the week.

“We were all over the place,” Rayford said. “That’s the great thing about a food truck.”

Today, the couple has that brickand-mortar shop — which shares its name with the food truck — in Centennial near Arapahoe High School.

A booming industry Once branching into Denver, Jessie’s Smokin’ NOLA joined the epicenter of the local food truck scene.

In the last six years the number of food trucks operating in the city has grown by 369 percent.

Excise and Licenses Director Ashley Kilroy, with the City and County of Denver, said approximately 700 food trucks were licensed in the city as of late May and they expected to reach 750 by the end of the summer.

While Denver’s food truck industry explodes, suburbs are taking note of that and the broader trend.

Nationally, the food truck industry had an annual revenue growth rate of nearly 7 percent in the past five years, according to IBISWorld, a market research company. In that same time, the number of businesses grew by 13 percent and the number of employees by 10 percent.

In Lakewood, there are 60 trucks licensed to operate, according to city spokeswoman Stacie Oulton. Officials there believe the trend is partially driven by diners who want customizable food choices.

Meridith Hatterman, food program coordinator for the Tri-County Health Department, said there were 258 licensed food trucks in Tri-County’s jurisdiction of Adams, Arapahoe and Douglas counties as of early May. That’s an approximate 35 percent increase over the last five years.

With the local and national trends, the communities are eyeing entrepreneurial opportunities for residents, the potential boost to local economies and squaring up regulatory procedures for overseeing the roving eateries.

“Five, 10 years ago, food trucks were at construction sites,” said Pete Mangers, revenue manager for the Town of Castle Rock. “Now it’s the trendy thing to do.”

A handful of food trucks now gather along Wilcox Street in Castle Rock’s historic downtown over the lunch hour. The trend arrived in town roughly three years ago and spiked in the last 18 months, Mangers said.

Managing growth in Denver Lawrence Bowdish is the director of research and issue networks for the U.S. Chamber of Commerce Foundation’s Corporate Citizen Center.

Bowdish said the food truck trend’s origin is often traced to 2008 and attributed to Los Angeles-based food truck Kogi Korean BBQ. The truck put Korean-style meat in Mexican tacos, parked outside a nightclub at night, tweeted its daytime locations and took home $2 mil-

“I think that kind of encouraged a lot of other food trucks to be in the space and do it in a way that was different than a rolling white cafeteria,” Bowdish said.

Immigrant groups seized food trucks as an opportunity to serve cuisines that “they knew, to an audience that maybe has never seen it before,” Bowdish said.

Established brick-and-mortar restaurants used them as a way to further their brand. And stories like Rayford’s are “quite common,” Bowdish said, where entrepreneurs use them as a stepping stone toward opening a permanent restaurant.

The U.S. Chamber’s 2018 study, Food Truck Nation, surveyed food truck owners across the country and evaluated regulatory burdens on the industry. The study’s Food Truck Nation index ranks cities on their friendliness toward food trucks.

Denver ranked No. 1 nationally for its ease of obtaining permits and licenses and No. 2, behind Portland, for its overall friendliness toward the industry. Bowdish said a more recent study has not been done.

“In Denver we’re proud of having had such a significant increase and that we’ve managed that growth,” Kilroy said. “We’re trying to be as business-friendly as we can.”

Kilroy said a work group comprising her department, the Denver Fire Department, Denver Department of Public Health and Environment, and Denver Department Public Works, among others, regularly reviews if city regulations are efficient.

The group holds a weekly, one-stopshop at the Denver Animal Shelter, where trucks can receive an inspection and get licensed “on the spot.”

There is also an annual symposium each spring, before the food truck industry’s busy season, to educate truck owners on the inspection and licensing process.

Food trucks must receive health inspections and be licensed to operate in the areas they go to. In places like the Denver metro area, where trucks can move from one community to the next with ease, it’s ideal for jurisdictions to work together to streamline the regulatory process, Bowdish said.

That way truck owners aren’t visiting numerous offices and filling out a large number of forms for each community.

“The chamber understands that it’s difficult to have multiple municipalities come together and come up with a joint system,” Bowdish said.

Eric Escudero, spokesman for Denver’s Excise and Licenses department, said Denver regularly gets calls from other jurisdictions and about the city’s regulations, and they hope to serve as a model for neighbors.

In Littleton, the city sees food trucks most often at local breweries or distilleries, places that don’t have kitchens. Littleton has about five city events that include food trucks.

Economic Development Director Denise Stephens said with food trucks’ popularity growing, the city is working across departments to form a pilot program that brings consistency in Littleton food truck policies.

“We are going to probably create a special food truck application and have them register with the city, and then we’re going to ask them to show us proof that they’re licensed with Tri-County (Health Department),” she said. “We want to attract the really good food purveyors and so we want the process to be pretty easy

and not too expensive.”

Greg Pixley, spokesperson for the Denver Fire Department, said by email the department conducted 467 inspections during the one-stop-shop events at the Denver Animal Shelter in 2016.

That number nearly doubled by 2019. So far, Pixley said, the department has kept up with administrative demands, but they expect the industry will continue growing.

“DFD will need to expand its staffing to accomodate growth of the mobile food industry in the kiosk, standalone and truck areas across the metro area,” he said.

Hatterman said Tri-County has so far kept up with additional workloads that resulted from the food truck trend.

As to whether the trend will keep up or put more pressure on regulatory agencies, she’s not sure.

“It’s really hard without a crystal ball,” she said. “Sometimes there are trends that come and go, but when you look at the trucks and their ability to be mobile and go to different events, take advantage of different sites, I think it may be beneficial for some of those operators versus a brick and mortar.”

Bowdish said Denver is not threatened with a food truck overcrowding issue more than other cities, and of the two dozen Denver owners the chamber surveyed, only one felt there were too many trucks in the city.

“You used to think food trucks were a fad, but they’re not,” said Kelli Narde, Littleton’s director of communications. “I think they’re here to stay.”

Then it was time for the opening performance of the musical “Sister Act,” with music by Alan Menken, lyrics by Glenn Slater and book by Cheri Steinkeller and Bill Steinkeller — with additional book material by Douglas Carter Beane.

Music kicked in promptly — in gangster Curtis’ nightclub, with “Take Me to Heaven.” Action also kicked in with a murder, witnessed by a group that included Curtis’ girlfriend, Las Vegas singer Deloris Van Cartier (Sheryl Renee). Local police, led by Lt. Eddie Souther (Ben Hilzer) — who remembers Deloris from high school days — immediately see the need for witness protection for Deloris, to keep her safe from gang reprisal …

What location could be safer than a quiet, disciplined convent?

We soon arrive at Queen of Angels Cathedral in San Francisco, where

stern Mother Superior (Maggie Lamb) is very much in charge of the convent and immediately clashes with brassy Deloris, who will henceforth be Sister Mary Clarence, named for the patron saint of prisoners … Deloris is a product of Catholic schools, but does not have happy memories of “those nasty old nuns.” And she’s accustomed to doing things her way, rather than taking orders.

On the other hand, “It’s Good to Be a Nun,” sings Sister Mary Martin-ofTours (Suzanne Nepi of Highlands Ranch, in her first Town Hall appearance), as the sisters gather to welcome the sassy singer.

Mother Superior tells her to pretty

much stay in her room, except for meals. Lamb sings “Within These Walls” and tries to maintain order within the order.

Then it occurs to her that perhaps the singer could help with the nuns’ choir, which sings badly at poorly attended Sunday services. She can help indeed — and soon the church is packed on Sundays — and we have a chance to get acquainted with the Monsignor (Brian Trampler), shy novice Sister Mary Robert (Bella Hawthorne) and more characters, including altar boys and additional singing, dancing nuns, cops and gangsters in a cast of 21 — a large cast for Town Hall’s limited stage space. (Blocking and choreography are very precisely planned!) There’s a contrast between the tough guys singing “Take Me to Heaven” and the nuns’ sweet rendition, which is fun. Watch for other amusing disparities.

Sheryl Renee pretty much commands the stage when she’s on and brings decades of experience. She makes it look easy! A career highlight for her is performing the national anthem for President Barack Obama.

And offstage, she is a children’s safety advocate and web designer. This is her first time to work with director Bob Wells — who is also a local legend.

While at Town Hall, visit the art exhibit, “Unorthodox Art,” featuring work by Danielle Quigley, Carmella Fogt and Gabrielle Gracine, which runs through June 16.

Grandview girls take 5A state soccer crown 2-1 victory over Arapahoe seals deal in game at Dick’s Sporting Goods Park

Soccer player Caylin Lyubenko once again provided Grandview’s offensive punch in crunch time and the Wolves’ defense once more sealed the deal.

Lyubenko, a junior midfielder, scored both Grandview goals and the Wolves held off Arapahoe in the second half for a 2-1 victory in the Class 5A state championship girls soccer game held May 22 at Dick’s Sporting Goods Park in Commerce City.

Last season, Lyubenko tallied the game-winning goal in Grandview’s 1-0 overtime win over Broomfield in the state championship game.

The win over Centennial League rival Arapahoe was sweet for Grandview, especially since the boys team lost the state title game to the Warriors last fall. And, the Wolves tied the Arapahoe girls 2-2 early in the regular season.

“I’m so happy I could do it again,” said Lyubenko. “This is what we worked for all season. The rivalry between Arapahoe and Grandview is pretty big. We played them once during the regular season and they got a lucky goal, I would say, to tie it up, and our boys lost in the fall and we wanted redemption. We wanted to beat them because they thought they were going to win and we knew they wouldn’t.”

Grandview (17-2-1) won its fourth state championship in the past five seasons.

“This program has always been good,” added Lyubenko. “It started five years ago and we had one season off but we’re back. We’re back-toback.”

Lyubenko and Arapahoe’s Audrey Weiss traded goals early in the first half, and then Lyubenko collected what proved to be the winning goal to give Grandview a 2-1 lead at halftime.

Arapahoe kept pressure on Arapahoe the second half but the Wolves, who allowed just 10 goals in 20 games this season, maintained the lead.

“We dominated the second half,” said Arapahoe coach Mark Hampshire, who is also the boys coach. “Unfortunately they had two good looks and finished them both. We had six good looks and didn’t finish but one.

“Soccer is the most fickle game in the world. A lot of things have to go right to finish a big game like this one.

The kids know that it is an amazing accomplishment to get the opportunity to play for a state title. It’s an experience like no other, that cannot be duplicated in any other soccer scenario.”

Arapahoe finished the season with a 15-4-1 record but failed to capture its 10th state title. The last state cham-

Grandview coach Tari Wood said she would have liked to have had a bigger lead in the second half but was confident the Wolves’ back line, led by freshman center back Taylor Gentry and senior keeper Maddie Livingston, could hold on.

“It did get a little chippy in the second half but we were ready,” said Wood. “We talked about that they are going to go through you and they are going to go hard so play the ball quick.

That’s what we kept doing, staying in front.

“With the pressure they were putting on us, we knew the space was in the corners. We tried to get it to the corners. Our team does play good defense. I wanted to be up on them.

I would have liked to have another one or two, but being up is a whole lot better than being down. We can by dynamic of offense but we are solid on defense.”

Gentry knows that the Wolves’ success starts with defense.

“They gave it to us hard but we held it back there and got the win,” said Gentry. “If we don’t have our good defensive line then we are not going to win.”

Planning committee launches work to assess county needs Arapahoe County residents have begun their work to evaluate the county’s needs and advise the board of county commissioners on how to meet those needs.

According to a news release, the long-range planning committee launched its work May 14 by learning more about the county’s current and projected fiscal situation, as well as factors — such as growth — that influence the county’s budget and services.

Committee members include small-business owners, public school officials, government employees and nonprofit leaders, and they represent the county’s towns, cities and unincorporated areas.

The 25-member task force will be particularly focused on providing input on transportation needs as well as infrastructure requirements at the Arapahoe County Justice Center.

The center, at Broncos Parkway and South Potomac Street, includes the Arapahoe County jail and courthouse.

The new advisory task force will review options for addressing longrange service and financial needs, as well as evaluating how to meet the critical public safety needs posed by aging facilities, the release said.

Additional meetings will be announced. All county residents are welcome to hear the information presented and the committee discussion.

The board of commissioners also will continue to explore the various options through town halls, telephone town halls and other meetings as well as digital outreach. The commission welcomes comments and questions.
