Downtown Littleton begins to reopen Some businesses require masks; others still closed

pen signs blinked back on and cash registers began ringing again in downtown Littleton on May 9, as TriCounty Health Department’s extended stay-at-home order came to an end, allowing many businesses to reopen for the first time since March.

On Alamo Street, a steady stream of customers perused Vandel Antiques, happily greeted by owners Tim and Sandy Vandel.

“It’s just refreshing,” Tim said of reopening. “People are still a little shy, but so far, so good.”

Tim sits on Littleton RISE, the city’s economic recovery committee, and said he’s thankful for a chance to play a part in restoring Littleton’s vibrant business community.

Businesses still face a patchwork of regulations and guidelines for reopening. Restaurants must remain takeout-only until further notice. Many downtown businesses remained closed on May 9.

Though numbers were not immediately available, the Littleton Business Chamber estimated a third or more of Littleton businesses had to close entirely for the duration of the stay-athome order that began in March.

Though Tri-County Health has not made face masks mandatory in Arapahoe County, many businesses required customers to wear them.

At Willow + Tulaire Artisans Market on Main Street, owner Helen Rice said most customers don’t mind her mask rule, and the few that do mind have been polite about leaving.

Ambrose said she’s glad to be back at work, though state regulations on salons means she’ll spend much more time disinfecting the store and far less time working with clients.

“We’ll be working twice as hard for half the money,” Ambrose said. “But it beats not working at all.”

Adams, Arapahoe stay-at-home order lifted Counties now under state’s new safer-at-home rules

Adams and Arapahoe counties are under the state’s new safer-at-home rules, following the Tri-County Health Department’s decision to allow its previously extended stayat-home order to expire at the end of May 8.

John Douglas, Tri-County Health’s executive director, thanked the community for adhering to social distancing in a Douglas news release last week, acknowledging the “social, psychological and economic hardship” the extended stay-at-home order put the counties’ residents through.

“We felt that Adams and Arapahoe counties were among the hotspots of COVID transmission in Colorado and that we could use a little more time, about 10 to 12 days, to give us time to prepare with better testing and better contact notifications, two of

the linchpins in trying to control the epidemic,” Douglas said during an Adams County virtual meeting May 5. “It also gave us a little more time to settle the epidemic down and to give us time to prepare better interactions with the business community.”

The main difference between the safer-at-home and stay-at-home rules is that staying home is now a guideline, not a requirement. It also means certain businesses can now reopen.

Adams and Arapahoe counties, along with several others across the Denver metro area, saw the state’s stay-at-home order extended for their residents past the April 26 statewide end date, citing higher levels of COVID-19 spread in metro communities.

Since the extension, access to COVID-19 testing and medical equipment has started to improve, with the Colorado Department of Public Health and Environment providing more testing and equipment to local providers and test sites, according to Tri-County’s release.

South Metro Fire now overseen by elected board

For the first time in several years, South Metro Fire Rescue will be overseen by a board of directors directly elected by citizens.

The sprawling fire protection district stretches from south Jefferson County to the prairie east of Parker, providing emergency services to more than 540,000 people.

The district absorbed two large fire districts since 2017: Cunningham, which included parts of Centennial and unincorporated Arapahoe County, and Littleton Fire Rescue, which included Littleton, Highlands Ranch and a swath of unincorporated Jefferson County.

During the lengthy process of absorbing the two districts, South Metro was overseen by a fire authority — like a board of directors, but with 12 members mostly appointed by local governments.

With the merger of the districts complete, South Metro will now be overseen by an elected seven-member board, with each member representing a district of between 50,000 and 60,000 electors.

Voters chose four members for

the board on May 5: Sue Roche will represent District 1, situated between Parker Road and C-470. Jim Albee will represent District 3, covering much of west Centennial. Cindy Hathaway, who ran unopposed, will represent District 4, covering Littleton and a chunk of south Jefferson County.

Renee Anderson, who also ran unopposed, will represent District 5, covering western Highlands Ranch and the Chatfield area.

The newly elected board members will serve three-year terms because of a change in state law that alters when special district elections are held.

The remaining three districts will be overseen by Laura Simon, Bill Shriver and Hank Eng. Their seats will be up for elections in 2022.

Sue Roche, a CPR/first aid instructor and volunteer firefighter with the Franktown Fire Protection District, said she hopes to ensure that South Metro’s equipment and apparatus meet the needs of the diverse district.

“You need a balance,” Roche said.

“We have a vast district, with everything from rural areas to high rises, so we need to make sure we’re being strategic so we can balance equipment needs with other programs.”

Roche said she’s proud to serve

with a well-trusted and nonpartisan government entity.

“Emergencies don’t care which party you’re registered with,” she said. “That needs to come across in every decision we make.”

Jim Albee, who works in finance, has sat on the South Metro fire authority since 2019, and previously sat on the board of Littleton Fire Protection District.

Albee said he hopes to remain focused on South Metro’s core functions: maintaining good response times, training specialized teams to handle different situations, conducting inspections of businesses and workplaces, and ensuring financial sustainability.

Another focus: firefighter safety.

“First responders face cancer, heart disease, depression and suicide,” Albee said. “We need to stay focused on their health and well-being.”

Renee Anderson, who on May 5 also won reelection to the Highlands Ranch Metro District Board of Directors, said it’s important South Metro Fire be vigilant for how the COVID-19 pandemic could impact the district’s finances.

South Metro is funded through a mill levy on property, and Anderson said if many businesses fail in coming years, the district could end up facing

a budget shortfall.

“There are still a lot of unknowns,” Anderson said. “We need to be cautious with our budget while we wait for this to shake out.”

Anderson said she also wants to explore ways to boost turnout in special district elections.

“People don’t always have the best or the most information on these sorts of elections, but they have a lot of impact on your life and your community,” Anderson said. “We see such small numbers vote on these boards. I want to see more people weigh in.”

Cindy Hathaway, also the executive director of Littleton’s Western Welcome Week festival, said she hopes to work on boosting services at the far western edge of South Metro Fire’s district.

“The Columbine area just has Station 13,” Hathaway said. “It’s kind of an island. I hope to see what the district plans to do to keep services high out there.”

Hathaway previously sat on the board of Littleton Fire Protection District, and said she’s excited to work with the fire service again.

“I’m really excited to get in there and see what South Metro is all about,” she said.

South Suburban election winners face tough decisions

The winners of the South Suburban Parks and Recreation District board election will face very different issues than they campaigned on.

Two seats were up for grabs May 5 on the five-member board. Incumbent Jim Taylor won his reelection bid with 846 votes, and former Centennial city councilmember Ken Lucas won the other open seat with 1,079 votes.

Army veteran Michelle Cuellar came in third with 707 votes.

Taylor and Lucas join current board members Pete Barrett, Dave Lawful and Susan Pye. Because of a change in state law regarding the timing of special district elections, the upcoming term will be three years instead of four.

But while Taylor and Lucas both

campaigned on building on South Suburban’s ambitious master plan and capital improvement plan, the COVID-19 shutdown means the sprawling parks and recreation district that operates rec centers and parks across the south metro area is facing hard times.

The shutdown has cost the district millions in revenue, executive director Rob Hanna said in April. Though the district reopened its golf courses, the vast majority of its facilities remain shuttered with no set date for reopening. Hundreds of staff have been indefinitely furloughed.

Lucas, a Vietnam veteran retired after a career in business management and corporate finance, said the first order of business for the new board is to “stop the bleeding.”

“Revenues are way short of expenses, and the district is burning through

its reserves,” Lucas said. “The threeyear budget will have to be thrown out the window.”

Lucas said he’s had lots of professional experience turning around struggling financial situations, and stands ready to make hard decisions about South Suburban’s budget.

“Things won’t be the same as they were,” Lucas said. “Be prepared for some cuts. We’ll see what’s necessary at a minimum service level, and what capital expenditures we can kick down the road.”

Lucas said he’s lived in the district since 1983 and is an avid user of its rec centers and trails.

“This hurts, but we’ll do the best we can,” he said.

Taylor, a former Littleton city councilmember and mayor who has served on the South Suburban board on and

off since the 1980s, echoed Lucas that the district’s pre-pandemic plans are largely out the window.

“Much of our work plan for improvements around the district will likely go by the wayside for this year, and maybe a couple more,” Taylor said. “In the meantime, we need to develop a plan to slowly and safely reopen our facilities. It’s going to be tricky.”

Taylor said he will work to make sure the district can maintain as much of its pre-pandemic offerings and facilities as possible, but said there are tough decisions ahead.

“We’ll do the best we can to build on the goodwill we’ve curated with the public,” Taylor said. “They’ve supported us all these years. This won’t be easy. It’ll be a different world we’re living in for a long time.”

South Platte Park sees big crowds amid shutdowns High visitor numbers leads to tension; ‘be kind,’ park manager says

Trail traffic is way up at South Platte Park this spring, and so is the tension.

With much of society shut down amid the COVID-19 pandemic, South Platte Park, the 880-acre oasis in west Littleton, has seen visitation soar.

From March 18 to April 18, the park saw a 64% increase in pedestrian traffic and a 93% increase in bike traffic over the same period last year, according to South Suburban Parks and Recreation.

That’s about on par with a busy summer holiday weekend, said Skot Latona, the park’s manager. Add social distancing guidelines, and some visitors are getting edgy.

“We’re seeing more anxiety and more territorial behavior,” Latona said. “Everyone’s relaxing and enjoying the park, but there’s tension.”

The edginess isn’t significantly different from other high-use periods, Latona said. Visitors are territorial about their activities: bicyclists conflict with walkers, and others neglect to leash their dogs.

“People feel like each other are a

DAVID GILBERT danger,” Latona said. “Everyone’s perceptions are centered around what they’re doing, and it’s a little more constant now.”

Visitors are also increasingly trespassing into closed areas of the park, like wildlife habitats around Cooley Lake.

“Wildlife need places to behave naturally and not get pushed around,” Latona said. The park is important habitat for a wide variety of native and migratory birds.

Debates have broken out on the

park’s social media pages about whether visitors should wear masks.

Latona said he doesn’t want to wade into a hot topic, but said: “the recommendations are out there. When you’re on a narrow bridge on the bike path, there’s no way you can get six feet away from others.”

Social distancing is also pushing people farther apart — and off the trail. While the park tries to keep natural-surface trails about 40 inches wide, some are being trampled as wide as 12 feet.

“The grass is starting to grow, and I’m not sure it’s long-term damage,” Latona said. “The level of use along the lakes is more concerning. Beaches are being worn in, and anglers are all over. It’s having an effect on the birds and fish.”

As the pandemic plays havoc with South Suburban’s budget, the park is also operating with a smaller staff — just six, down from 12, with the rest furloughed. Latona and the others still on duty are doing their best to stay on top of park maintenance. The park will bring on two seasonal bike rangers a little earlier than normal to help patrol trails. If visitation stays high, the park will likely bring in parking attendants to turn away motorists as parking lots fill up.

It’s too soon to say when the park can resume its popular programming and camps, Latona said, but staff are eager to do so.

Meanwhile, nature carries on.

Swallows are returning, and building their characteristic mud nests under bridges. More water is flowing out of Chatfield Reservoir, filling ponds and wetlands, to the delight of frogs and amphibians. Nesting birds like orioles and warblers are back.

“Nature is a place to find comfort more than ever,” Latona said. “People need a place to get out, and that’s what we provide. We just ask people to be kind. Everyone’s going through a lot of stress these days, so try to be understanding.”

New center provides support for STEM School community STEM Center for Strength opens virtually amid COVID-19 pandemic

Suzi McKay wishes she could have known in 2013 what she knows now.

That year, her daughter was a 15-year-old sophomore at Arapahoe High School in Centennial when a shooting rocked the community. In the years since, she’s learned more about helping her daughter handle stress and anxiety “in a more purposeful way,” and how to self-advocate.

It’s a skillset she better developed over time and needed when the incident happened, she said. But one of the most important lessons she learned is that no two tragedies are the same.

She does not know firsthand what the past year was like for the STEM School Highlands Ranch community, but her experience with Arapahoe High School gives her a little insight, McKay said. She hopes to use it to give back as she works at a new resiliency center opened to support STEM. “Having been part of a community that’s been through an act of school violence and being the parent of a child that has been affected, I know that the event never goes away,” she said.

The new center is virtually open to provide mental health support for anyone affected by the tragedy at STEM School Highlands Ranch last year. STEM Center for Strength, at 640 Plaza Drive, Highlands Ranch, will open to in-person services as soon as is safe during the COVID-19 pandemic.

The pandemic pushed back its in-person opening date, which was supposed to be in March, forcing the center to operate virtually. McKay is the center’s activity coordinator.

The center also planned a variety of services that became virtually available on May 7, the one-year mark of the shooting that injured eight STEM students and left 18-year-old Kendrick Castillo dead.

“Knowing that you’re not alone, that you have a community of people you can connect with,” Cynthia Grant, chief clinical officer at AllHealth Network said, “even if it’s an online community, is I think really helpful and healing.”

The services are free to the public and available to anyone affected by the May 7 incident. That could be a first responder, school employee, student, alumni, parent or other community member. More information is available at stemcenterforstrength.com.

STEM student Logan Cooper came up with the center’s name, which was voted on by the school. Student Grace Triplett designed the center’s logo.

The facility is operated by AllHealth Network, which handled the behavioral health disaster response when the STEM School incident occurred and continues to provide disaster recovery with a network of stakeholders.

The STEM Center for Strength planned to open in March but was forced to operate virtually amid the COVID-19 pandemic. Still in the works is signage, art and more details to the facility.

Students designed the center’s logo and chose the name.

Everything is grant funded through August 2022, Grant said.

Grant said without resiliency centers, informal support groups often form among survivors of mass violence and victims individually sift through an ocean of resources or information about recovery.

“Without having a place to go, each individual deals with their own grief and trauma in their own setting,” she said. “But it doesn’t bring together sort of the shared experience that people have until you have a place with a clear purpose.”

Resiliency centers provide a centralized location for mental health support, she said. The staff have clinical expertise and vet resources about trauma and recovery before providing it to survivors, “so that people aren’t going to try and find this on their own.”

Grant said as the one-year mark draws near, people may experience intrusive thoughts or memories.

Anxiety and stress may increase and struggling to sleep is common.

“That’s very normal,” she said. “We really want people to know that what they’re experiencing is normal.”

Grant encouraged people to avoid bottling feelings up. People can use humor to talk through issues, she said. Focus on sleep. STEM Center for Strength has tips online for meditation and breathing techniques. There is yoga instruction for anxiety attacks and a video on coping skills.

Resources on the center’s website vary based on age group and a person’s connection to the school, such as whether he or she is a student, staff member or parent.

One of the most important ways for survivors to stay well is to know what

crisis resources are available, Grant said.

Hannah Reese, the recovery coordinator for STEM School Highlands Ranch, oversees recovery within the school and worked closely with AllHealth in setting the center up.

She hopes the center will be a place where students can connect, de-stress and make new friends. Having a place to bring everyone involved together is an ideal situation, she said. From a survey sent to the STEM community, Reese said there was one universal request people agreed on: therapy dogs.

The center will be sure to bring those in, she said.

The center is located next to the school, within walking distance for students.

“Having that location for healing is wonderful and honestly any time students can connect with each other and relax is wonderful,” Reese said.

McKay is Reese’s counterpart within the center. The center worked closely with the school in developing its operations, she said, and she was glad students were behind its logo and name.

“We want the kids not only to tap their talents,” she said, “but also that gives them more ownership of the space.”

McKay said the center has four support groups right now and is starting up a fifth for alumni.

Their biggest challenge in opening the center has been reaching community members who moved on after the shooting, like students or teachers who left for other schools. She hopes word of mouth can help them reach everyone who may need the center’s resources.

While the mission is to ensure people have mental health support if they need it, the center is also meant to be a gathering place for people to spend time, socialize and unwind.

“It’s not only about the availability of the clinicians and support services,” she said.

Grant wanted the community to know “we all remember what happened.”

“It has changed the community, and yet we have seen incredible strength and recovery that have come from people,” Grant said. “We can continue to heal from it and support one another.”

Tri-County decides not to make masks mandatory

Tri-County Health Department won’t be joining the Colorado cities requiring that people wear masks when they go out in public, the board of health agreed May 6.

Members of the board of health for Adams, Arapahoe and Douglas counties discussed the pending end to their stay-at-home order as well as the transition to the less-strict, safer-at-home designation during a video meeting via Zoom May 6.

Tri-County decided to allow its extended stay-at-home order for Adams and Arapahoe counties expire at the end of May 8. Douglas County was exempt from the extension, and made the move to safer-at-home rules in late April.

Tri-County Executive Director John Douglas said people are encouraged to wear cloth face coverings to help cut down on COVID-19’s spread. It’s accepted, plausible science that masks work, Douglas said, but it has not been proven.

However, he noted that public health orders have become politicized.

“It could lead some people who might be inclined to use them not to do so because of, if you will, just frustration and defiance about another

public health order,” he said.

He said local governments do not have a clear way to enforce a requirement to wear masks in public.

“Our first line of defense would almost certainly be the store manager,” he said. “It would be sort of a ‘no shoes, no shirt, no mask, no service idea.’ But we would need some support from other levels of government.”

Douglas said the goal of a mask order would be to get 75% compliance, on average.

However, each county in the TriCounty area is already above that, based on a Tri-County survey of 48 stores in recent weeks. That survey — Tri-County employees simply counting people in different stores and noting who either wore or did not wear a mask — counted 3,000 people and found that 77% wore a mask. The rate was higher in Adams County, which found people wearing masks 84% of the time. The rate was 75% in Douglas County and 74% in Arapahoe County.

“I must say that given these findings, and the uncertainty as to how much better than 75% we could get with an arguably hard to enforce public order, we were left with the conclusion that it would make sense to proceed by enhancing public education and social marketing efforts,” Douglas said.

more than doubled its staff trained to undertake contact tracing — the practice of notifying people they may have been exposed to COVID-19 based on a confirmed case — and other outbreak responses, according to the release.

“Furthermore, while the increase in testing means that the reported number of cases in our counties has not yet declined, the number of persons hospitalized due to COVID-19 continues to go down, a very encouraging sign,” Tri-County said in the release.

Boulder, Broomfield, Denver and Jefferson counties also opted not to extend the stay-at-home order past May 8. Douglas County — the third county Tri-County Health covers — was exempt from Tri-County’s stayat-home extension and has seen less severe spread of COVID-19 compared to Arapahoe and Adams.

In Adams and Arapahoe, on May 9, many businesses that were deemed noncritical under the stay-at-home order were allowed to open with new safety measures.

That new order, which went into effect April 27 for Colorado counties that didn’t choose to extend the stayat-home order, allowed noncritical retail stores to re-open as of May 1, including those that sell clothing, cellphones, appliances, vape and tobacco products, sporting equipment, crafts, fabrics and more. closed under a March public health order — could re-open. They include, but are not limited to, dog grooming, body art, hair and nail salons, and massage therapists.

As of May 4, noncritical office businesses could re-open with up to 50% of their employees for in-person work.

Tri-County developed tools for businesses, including a checklist, to help businesses to plan for reopening.

“Part of the theme here is trying to open things up gradually enough, that if we do overshoot and there is a problem and we move back into crisis mode, there is a chance for us to pull back,” Douglas said. “We don’t want to do a yo-yo, to open and then shut. That would be terrible for everyone, but we don’t think that’s going to happen.”

Individuals are strongly advised to continue staying at home to the greatest extent possible, only interacting with household members and only leaving for essential activities, Tri-County’s release said. Those at greater risk of severe illness from COVID-19, such as people 65 and older and those with underlying medical problems, should continue to stay at home unless leaving is absolutely necessary, the release added.

The safer-at-home order also urges wearing non-medical masks or face coverings when in public.

Nearly two months after COVID-19 testing got off to a rocky start in Colorado, the state announced expanded locations that appear to approach its goal of mass testing for Coloradans.

And at some of those sites, Coloradans don’t need to be in a prioritized group — such as health care workers or first responders — to get tested.

Gov. Jared Polis unveiled a map that showed about 30 community testing sites as of May 7. Eventually, the state hopes to have a testing site in each of Colorado’s 64 counties.

The map is online at tinyurl.com/ COVIDtestingsites.

“We are working every day with public and private partners to expand testing across Colorado,” Scott Bookman, incident commander for the Colorado Department of Health and Environment, said in a news release.

“But obtaining sufficient testing supplies continues to be the limiting factor in our ability to reach that goal.”

Testing starts to catch up Colorado may have had one of the first drive-thru testing locations in the country in early March in Denver, Polis said at the time. The state had to close it early a couple times due to high demand, and it soon began sending testing resources to locations throughout the state.

Although state officials in following weeks noted the importance of increased testing as Colorado geared up to relax social distancing restrictions, it appeared Colorado did not achieve widespread statewide testing before the stay-at-home order ended in late April.

Now, one community health center in Wheat Ridge, two in Aurora and one in Kiowa — along with about two dozen others statewide, according to the state’s map — are more readily allowing the public to get tested.

Most tests to detect COVID-19 are nasal swab tests. A test that uses saliva instead had limited availability as of late April, the Associated Press reported.

Not just priority groups The state health department has advised testing providers to prioritize people in the following order: • Hospital patients and health care workers.

• Patients in long-term care facilities or those in other residential settings, such as homeless shelters or prisons.

• Patients over age 65 and patients with underlying health conditions.

• First responders and critical infrastructure workers, such as those in the energy, water or agriculture sectors.

• People who work with vulnerable populations or in group residential settings.

• Other individuals (general public).

“Testing is free,” a March 10 state news release said.

The cost of medical visits related to getting tested was a different story.

Now, because of federal legislation, people with any kind of private health insurance should have free access to the COVID-19 test — along with any doctor visits associated with getting the test — with no co-pays, deductibles or co-insurance charged, according to the Colorado Division of Insurance.

Coloradans should check with their health care provider to be sure, though.

For Coloradans with Medicare, all of the costs are covered if a doctor orders a COVID-19 test, according to the U.S. Centers for Medicare and Medicaid Services.

Under Colorado’s Medicaid program — Health First Colorado — and the Child Health Plan Plus (CHP+), all the costs of testing and the doctors’ visits associated with getting tested are covered, according to the state Department of Health Care Policy and Financing.

Other testing Local testing sites are one element of the state’s mass testing plan, according to the state Unified Command Center, the multi-agency group of state officials working on Colorado’s COVID-19 response. Other testing includes: • Hospitals and health care facilities testing staff, inpatients and some outpatients.

• The state coordinates testing in partnership with local health agencies and the private sector to prevent, identify or mitigate outbreaks at places such as nursing homes and care facilities.

• The state collaborates with private partners on other testing options. For example, King Soopers announced a partnership with the state for drive-thru testing. The first testing occurred at the Auraria Campus in Denver in late April.

Some laid-off workers refusing employers’ back-to-work calls Unemployment assistance exceeds wages for many Colorado workers

As limits on business operations triggered by the coronavirus pandemic are slowly being relaxed across Colorado, some employers are asking their laid-off workers to come back to work — but not all of those idled workers are agreeing to return.

And in some cases, state officials are allowing workers who refuse to go back to their jobs to continue to collect unemployment benefits.

In Colorado, employers have reported 250 job refusals in the first couple weeks since late April, around the time the statewide stay-at-home order ended, according to the Colorado Department of Labor and Employment.

Two of those were refusals of work from somewhere other than the person’s most recent work situation, but the rest were offers to return to the most recent employer.

Ninety-eight of those refusals had been processed as of May 7, with 93 of those state decisions determining the workers are still eligible for benefits, according to the department.

That’s important because, in light of the new federal program that gives an extra $600 per week on top of a state’s regular unemployment assistance, the possibility of people making more on unemployment than they would while working has become a hot topic.

On average, Colorado workers eligible for unemployment benefits are receiving nearly as much in benefits now — with the $600 boost included — as they were paid on the job as of late 2019, the New York Times has reported. That means that a large percentage of Colorado laid-off workers are paid more in benefits than they were in wages.

Under state rules, those workers who receive benefits are required to make biweekly reports to the labor department, and those updates must say if a person refused a job offer.

whether that person is still eligible for benefits.

Failing to report job refusals when requesting benefit payment can be considered a fraudulent act under Colorado law, said Philip Spesshardt, a manager at the state labor department. That rule applies for any job offer, not just an offer to return to a previous position.

Some reasons a person could turn down a job offer and still collect unemployment benefits, according to Haavind, include: • The work environment is not complying with social distancing or the guidelines of Colorado’s recent safer-at-home order.

• The person is part of a group that is more vulnerable to COVID-19 than others.

• The person has COVID-19 or is caring for someone with the disease.

• Work offered involves an “unreasonable” reduction in the rate of pay.

• Work offered is substantially different and less favorable to the employee than their prior experience with the employer.

The department is asking employers who make a return-to-work offer, or any job offer, that is not accepted to report it on the coloradoui.gov website.

After either an unemployed Coloradan or an employer reports that a job offer has been turned down, the department suspends the Coloradan’s benefits while it contacts both parties about the job offered and the reason for the refusal before issuing a decision.

The process typically takes between two and five business days, depending upon the responsiveness of both parties, Spesshardt said. Any decision can be appealed by either party, according to Haavind.

Gig, self-employed, contract workers For gig workers — such as Lyft drivers — and self-employed and contract workers, their unemployment benefits

come through the Federal Pandemic Unemployment Assistance program, a new stream of money from the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. In April, the state announced that people who have lost gig work and similar previously ineligible positions would be able to apply for benefits.

Federal guidelines for returning to work for those groups are not explicit, Haavind said.

The state doesn’t judge when workers should return to work based on market demand in their field.

Such labor market information does not determine whether individuals on regular state unemployment should continue to be eligible for benefits, so any labor market information related to gig workers and the self-employed also would not determine eligibility on pandemic unemployment assistance, Spesshardt said.

“The information would more commonly be used to determine whether an individual is performing an active and reasonable search for work when required,” Spesshardt added.

Record-breaking numbers During the fallout from the Great Recession, the week with the highest number of claims for unemployment assistance filed in Colorado was the week ending Jan. 9, 2010, with 7,749 claims.

This year, the week ending March 21 — when Colorado closed dine-in restaurant and bar service, and hair and nail salons, spas, and tattoo and massage parlors — shattered that record with 19,745 new unemployment claims filed.

Then, the next three weeks saw the numbers increase fivefold. And although the numbers have dropped off from that high point, Colorado continues to see historic numbers of claims each week.

In the week ending April 11, the department counted 104,217 initial claims filed.

There were 67,334 initial unemployment claims filed the week ending April 18, more than 79,000 initial claims filed the week ending April 25 and more than 41,000 filed the week ending May 2, according to state Labor Department news releases.

For those last two weeks, the total includes both regular unemployment and pandemic unemployment assistance for those such as gig workers and the self-employed.

The week ending April 25, there were 40,906 pandemic unemployment assistance claims. There were 13,149 of those claims filed the week ending May 2.

‘I was really sick and close to death’ Barry Kittay spent almost three weeks in hospital fighting COVID-19

Barry doesn’t remember anything from this time other than strange, drug-induced dreams, he said.

“I kept wondering why I couldn’t get out of this nightmare,” he said. “I was so hot and so thirsty.”

The last thing Barry Kittay remembers before it all goes black for about 10 days is pulling out his health insurance card at UCHealth Highlands Ranch.

“Frankly, I’m not unhappy that I don’t remember it,” he later said.

Kittay, a Highlands Ranch resident now recovering from his battle with COVID-19, spent 11 days on a ventilator and 20 days altogether in the hospital while his body worked to overcome the virus.

He lost 55 pounds, as well as his ability to walk on his own and any desire to leave his house, he said.

“It kind of messes with your head. I lost all that time and I was really sick and close to death the whole time,” he said.

Though Barry, 60, may not remember much about what happened in the hospital, his wife, Doe, and one of his primary nurses, Kathie Waite, certainly do.

In mid-March, Barry went to see his doctor after he developed body aches and a cough. Without a fever, shortness of breath or other intense

By March 21, Doe took him to the hospital, where he was admitted with presumed pneumonia and given a test for COVID-19. It came back positive.

“That was the last time I saw him before he came home,” she said.

“They basically told me I had to leave, which was hard.”

That’s when Waite and her team of ICU nurses took over.

“Barry was very, very sick,” she said.

After a few days in the hospital, Barry’s oxygen levels continued to be insufficient, and at 1:30 a.m. on March 23, Doe got a call from the hospital.

“They let me know they were going to intubate him because he wasn’t getting enough oxygen,” she said.

“That was the last time I talked to him ... the nurses became my lifeline to him.”

‘This nightmare’ Over the next 11 days, Doe’s fulltime job became her husband’s health. She fielded calls from nurses like Waite, updated friends and loved ones and even created a webpage with news about his condition.

“It gave me a really strong purpose, a more important purpose than anything,” she said.

There were moments when the situation was so difficult, her extreme optimism wavered.

“There were days I had to deal with the fact I may not be with him anymore,” she said. “I didn’t know how to sit with the fact that he could die.”

Barry was even closer to this possibility than Doe realized at the time.

One night, his condition was so poor, doctors didn’t think he would survive to the morning, they later told Doe. “For the most part we stayed very optimistic. We were very concerned for a little while after he got on the ventilator,” Waite said. “That’s pretty serious when you make that decision.”

At one point, his lung capacity was so poor, Waite’s team decided to try a technique called “proning,” where a patient is turned onto his or her stomach to improve oxygen intake,

Improvement begins Then, Barry started to do a little better, Waite said.

“I was with him when he first started to follow commands like ‘wiggle your toes’ or ‘nod your head,’” she said. “We were all very excited when he started following commands.”

Eventually, Doe got the news she had been hoping for: Barry was coming off the ventilator.

“When he left the ICU, everybody was cheering for him,” Waite said. “It was a great feeling. We had all taken part in his care.”

The process of coming out of such heavy sedation was not an easy one for Barry. He was confused and hallucinating and eventually, he had to be restrained after he continually yanked at his IV, tried to get out of bed and lashed out at nurses, Doe said.

“He obviously didn’t know what the heck was going on,” Doe said. “He thought he was on a military base at one point because in his early 20s he was in the military.”

Within a few days, he became lucid and was able to return home to continue recovering. Each day, he gets a little stronger. Benchmarks so far include going out for a walk, showering without any help and finding the strength to drive. Barry’s physical health isn’t the only thing that was affected by his hospital stay, however.

“It scared the hell out of me,” he said. “Loud noises bother me and I’m nervous. I’m nervous it’s going to come back and I’m going to have to do this again.”

After three years in the military and 20 years of working in law enforcement, Barry is no stranger to coming close to death, he said.

But this experience felt especially close. Now, he’s not interested in doing some of the things he used to love, like going to Broncos games or a Motley Crue concert at the end of summer, because of the crowds.

“I can’t control what the person next to me does,” he said. “Right now, I have no desire to leave this house.”

These days, Barry lives with an oxygen meter on his finger, constantly checking it to make sure he’s not slipping back into the illness.

Before his stay at the hospital, Barry was frustrated by the restrictive measures put in place by the state to prevent the spread of the virus, he said. But not anymore.

“Early on, I complained about government overreach,” he said. “Now that I’ve had it, I’ve shut up.”

He and Doe both hope that sharing his story can stop people in their community from being reckless during the pandemic.

“The public has no idea what this is, how vicious it is,” Barry said.

“They have no idea what they will lose if they get it.”

‘It was a fatigue I’ve never ever experienced before’

For Littleton resident Cynthia Westin, the crippling fatigue that accompanied her COVID-19 diagnosis was unlike anything she had ever felt.

Westin, 49, had been feeling the exhaustion for a few weeks before she was able to get tested, along with a headache and a sore throat. Her doctor told her it was probably just strep throat and instructed her to go home and rest.

For about three and a half weeks, the symptoms persisted. She experienced a few days here and there of improvement, but then the symptoms would return. By April 7, she was struggling to breathe, frequently coughing and had a fever. Because Westin works at a senior living facility, she was able to get tested for the virus.

Five days later, she got the confirmed COVID-19 diagnosis.

“I couldn’t get out of bed, my fever was 103,” she said.

The worst part, she said, was the difficulty breathing and the persistent coughing. On top of everything, Westin also had her 7-year-old daughter and a dog to care for. She started wondering who would watch over them if she ended up in the hospital.

“That was a scary time, there was all the fear of these horror stories

and you start thinking ‘oh my God, am I going to be OK? Should I go to the hospital? If I go will I not be able to see anyone? Will my daughter have to stay with somebody?’” she said. “I was dead set against going to the hospital.”

While she was able to still provide for her daughter and take the dog out, it took all her energy to do so, she said.

“It was a fatigue I’ve never ever experienced before,” she said. “It took everything out of me to take my dog down the stairs and walk back up.”

April 17, about a month after her first symptoms, she said she woke up for the first time with no symptoms.

“I actually feel like a normal person again,” she said a few days later.

Going forward, she hopes to use the experience as a reminder to be healthier and take better care of herself, she said.

“I don’t think they know if I will ever have it again,” she said. “But once we’re OK to go out again, I’m going to go out. I’ll just watch things more, try to be healthier and take good care of myself.”

Westin’s hope for her neighbors is that they will heed the warnings of public health officials.

“I was the person at the beginning saying this is silly and ridiculous... it’s real,” she said. “People are dying from this. Take it serious.”

ture. So many times, we get caught up living in the past, or trying to just live in the moment. And as we balance what we know and what we see in the news, living each day and living in the moment, being present in the moment, is a good strategy.

Making the most out of the time we have right now is an awesome way to look at life. And so is thinking ahead and having a plan.

Wait, what? Live in the moment and still think and plan ahead?

Yes, that is exactly right. You may be asking how we do that when we do not know what tomorrow will bring. And that is why it is so very important to do it and do it now.

Sure, what we plan today may have us pivot tomorrow, but it’s better than having no plan, so when we are forced into a pivot situation, it’s better to have Plan A, Plan B, Plan C, Plan D, and as many plans as possible so that we do not get caught off guard.

Here is where Aristotle’s quote comes in. “We are what we repeatedly do. Excellence then, is not an act, but a habit.” There is so much to be said about learning from our past and learning from brilliant philosophers and subject matter experts.

STEM court cases delayed amid pandemic Uncertainty surrounds future proceedings, DA says

Both criminal cases in the STEM School Highlands Ranch shooting have now experienced delays because of the COVID-19 pandemic.

The trial for 19-year-old Devon Erickson, who pleaded not guilty in January, was rescheduled from June to September. He is scheduled to appear in court for a motions hearing on Aug. 17.

Alec McKinney, 16, pleaded guilty in February and was set for sentencing this month. That hearing

“It would be transparent and scrutinized by the public,” he said.

Colorado and Douglas County have now transitioned to a safer-at-home phase of reopening, but gatherings larger than 10 people remain banned.

The prosecution alone brings a team of about four people to court. Then there is the suspect, defense attorneys, the judge, deputies providing security, and other attendees, which all quickly adds up to 10 or more people, Brauchler said.

Brauchler is not sure what the court proceedings will look like once they resume. Will they be broadcast? Will they limit and spread people out in the courtroom?

Will people be able to view them remotely?

“It’s challenging,” he said.

Brauchler, who is term-limited, had hoped to finish both cases before leaving office early next year, but he is no longer sure he can deliver that under the pandemic.

“I wanted this thing to be in the rear-view mirror by the time I left office and I didn’t want to hand it off to someone else to resolve,” Brauchler said.

Brauchler can’t guarantee his successor will handle the cases how he has. That individual could have a different perspective on issues like mitigation or plea deals, he said, which adds to the uncertainty of the case.

“The delay and the unknown future about how this case is going to resolve, I think, causes considerable angst for the victims,” he said.

AL Wieder

Al was born in Amarillo, Texas on June 21, 1937. He liked to tell that he was supposed to be born in Denver as all his family had been, but he decided to arrive early. His Mom said he was so small that she could put a teacup over his head. Al’s father worked as a petroleum engineer and was in the army, so they moved around quite a lot.

He attended elementary school in Denver at Washington Park Elementary and Davey Crockett Elementary in Wichita Falls, Texas. He attended Cleveland Junior High in Tulsa, Oklahoma and Byers Junior High in Denver and graduated from South High School. Al graduated from Colorado School of Mines in 1960.

He worked as a rough neck on a drilling rig in Fort Morgan, CO and for USGS Surface Water Branch in Tucson, AZ. Al was commissioned as 2nd Lieutenant in the Army Reserves and he and his wife Barbara moved to Fort Belvoir, VA for basic engineer officer training. He was later stationed in Ft. Leonard Wood at the engineer training center. They lived in Rolla, MO. Their daughter Lynne was born there.

He became employed with the Standard Oil Company of California in La Habra California. He worked on researching equipment to use on platforms and drilling rigs in Southern California. They were later transferred to Huntington Beach, CA, where he worked as a Drilling Engineer.

Sadly, Al’s wife Barbara and infant son, Donald passed away from pregnancy complications in August 1965.

Al returned to Denver and got his MBA at DU in 1968. He continued employment with Standard Oil of California, now known as Chevron.

Al married Ilene in 1973 and was transferred to Rangely, CO where he worked as a Petroleum Engineer for Chevron.

Al and Ilene’s daughter Jenifer was born there.

Al was transferred back to Denver two years later and worked in the Denver office as a Reservoir Engineer. In 1980, he spent three months in Scotland testing a well in the North Sea. 1982 found him and his family back in Rangely, CO. Al was the Area Supervisor for three years and in 1985 moved back to Denver where he was the Senior Staff Reservoir Engineer in the Denver office. In 1988 he was transferred to New Orleans, LA as a Senior Staff Reservoir Engineer in charge of all the company reserves in the Gulf.

Al retired from Chevron in 1990 with 27 years of Service. His post retirement jobs were at ACE Hardware, a realtor, and with the EPA Indian Water Supply Specialist. He retired from the EPA in 1997. After four years he went back to work for the Indian Water Systems until 2006 when he retired for good.

Al was involved with his family, Lions Club, meals on wheels, and church. He had been an Elder and a Deacon of the church. He went on six mission trips to Northern Mexico building churches for the poor. He attended many mission trips to Alamosa Colorado also.

Al was always willing to help those in need. Al loved to travel, golf, fish and work with wood.

He is survived by his wife Ilene, Daughter Lynne Wieder-Lovejoy, Son in law Rick Lovejoy, Grandson Christopher Lovejoy, Daughter Jenifer Wieder, Sister Cheryl Moore, Nephews David and Carl Wieder, and many other extended family and friends.

Urban homesteaders get back to the land

undari Kraft grew up reading Laura Ingalls Wilder. But while she fantasized about a self-sufficient life in a little house on the prairie, she lived in a bungalow in Northglenn.

“As I got older, I realized moving to the country wasn’t in the cards, but I’m not one to say that’s that,” Kraft said. “The question became: What’s possible?”

When Kraft and her husband bought a place in northwest Denver, she had big ideas: gardens, a greenhouse, goats and chickens. The only catch? Bureaucracy.

With a can-do pioneer spirit, Kraft was the organizer and driving force behind code changes that eased up on urban livestock, greenhouses and front-yard gardens in Denver and beyond.

As time went by and her urban mini-farm flourished, Kraft found herself at the forefront of a movement to rethink how we live in cities.

“It used to be you either live in the city or the country,” said Kraft, the author of “The Complete Idiot’s Guide to Urban Homesteading.” “People aren’t buying into that anymore.”

Outside of her busy life as a public affairs consultant and a mom of two young kids, Kraft milks goats, collects eggs from her chickens, preserves her garden harvests and makes her own soap and bread.

“You can be an urban homesteader, even if you don’t have a yard,” Kraft said. “It’s about a mindset and practices to live more sustainably and self-sufficiently. I didn’t grow up on a farm. There’s not some number of boxes you have to check. If I can do it, you can do it.”

Grow what you like For beginners looking to start growing their own food, the first question is: What do you like?

“Think about what you actually want to eat,” said Michele Hanley, who runs Mile High Urban Farming, which helps design, plan and even maintain gardens around the metro area. “I see a lot of people plant kale because it grows well and it’s good for you, but people don’t like to eat it.”

The cost to start a brand-new garden can add up, Hanley said, but it can pay off.

“Tomatoes are a good return on investment,” she said. “Good tomatoes are, what, $5 to $6 a pound? Well, one good tomato plant can generate 40 pounds. You can even get away with that in a patio pot.”

The biggest misconception Hanley sees is people who think they have a “black thumb.”

“Find groups on social media, ask

The scientific method For those looking to step up their homesteading game, there are few better resources than Colorado State University’s county extension offices. Focused on bringing sciencebased education and information to the community, the offices employ experts in fruit and vegetable gardening, keeping livestock, and safe canning and preserving — all just a phone call away.

“Colorado can be a challenging place to garden,” said Lisa Mason, the horticulture agent for Arapahoe County’s extension office. “We have a short growing season, a variable climate, and tough soil. But we’re here for the community.”

It’s tough to say how much of a family’s diet can be supplemented with garden produce, Mason said, depending on how much time and energy they want to put into it and how much space they have. Even people in apartments can grow herbs, lettuce, tomatoes and peppers on a balcony.

The extension office’s website is loaded with fact sheets on all sorts of gardening topics, all developed to maximize efficiency in the Denver area’s climate and soil.

“There’s an art to gardening, but

there’s also a lot of science you can employ,” Mason said.

In the old days Colorado’s early homesteaders didn’t have the luxury of county extension agents, but they developed wisdom of their own, said Suellen Winstead, the curator of the Littleton Museum, which features an authentic, functioning 1860s-style homestead.

“Back then, your garden was your life,” Winstead said. “Pioneers had to grow enough during a short growing season to preserve food for winter.

This was not a hobby.”

Pioneer families had access to a wide variety of heirloom seeds that were well-suited to local climates, and had keen senses for the intricacies of gardening, developed over lifetimes and generations.

But among their most important resources was community.

“There’s a perception that the Old West was families alone in a cabin miles from the nearest person,” Winstead said. “But what we had here was people settling in communities and relying on each other for support.”

When times got tough, neighbors could rely on each other, Winstead said.

“If my wheat crop failed or my tomatoes died, people pitched in. I think we could learn from that. Gardening and homesteading can bring people together. If you grow more than you can use, find someone in need.”

The frugal mindset of homesteaders

carried on into the Great Depression and World War II, Winstead said.

“It was a habitual thing,” she said.

“They went through a time of great scarcity. You don’t waste. You eat everything on your plate. You find a use for things.”

‘Success isn’t always easy’ Some urban homesteaders still rely on their skills and hard work to provide for their families.

Operating from the yard of a rental duplex in Adams County, Tess and Jeff Curry make a good chunk of their living from the fruits of their labor. Known as “The Honey People” at north Denver farmers markets, the Currys sell honey from their beehive, eggs from their chickens and more.

Tess said she started producing her own food during the Great Recession, when Jeff, a construction worker, was hurting for work and laid up with an injury.

“It’s hard work. Success isn’t always easy, but one benefit is the food just tastes so much better,” Tess said. “I know what’s in my food. I know where it comes from. My grandkids know a potato comes out of the ground.”

Tess said her work has introduced her to the larger community of local growers, and she enjoys trading plants and produce. And if things take a turn for the worse, she knows she can rely on herself and her friends to stay fed.

“We might have to eat a lot of eggs and beans for a while, but hey, at least we’d be eating.”

Virus delays Englewood ballerina’s final bow Dancer’s dreams of a Colorado Ballet grand finale are on hold

Chandra Kuykendall, of Englewood, a longtime ballerina with the Colorado Ballet, was set to give her final performance at the Ellie Caulkins Opera House, replete with ceremony, flowers and a standing ovation. And then she got an email.

Suddenly, the carefully choreographed end to Kuykendall’s 22-year career was swept up in the vortex of the coronavirus pandemic, adding a note of aching dissonance to her coda.

But it also offers a sign of hope as Kuykendall and the ballet company look beyond the disease’s turmoil to a happier ending.

The day had begun like most others: Kuykendall, 41, left the home in Englewood she shares with her husband and two sons for the company’s Armstrong Center for Dance on Santa Fe Drive in Denver. It was Friday, March 13.

A dancer’s day starts with class, 90 minutes or so of tuning and calibrating the body, beginning with small steps to stretch and warm the muscles and ending with explosive jumps across the studio. Then rehearsal begins.

The company was preparing for its final bill of the season, and Kuykendall, a principal dancer, was slated to perform in two ballets: the classically inspired “Theme and Variations” and then her finale in the edgier, modern work, “Petite Mort,” a ballet Kuykendall said is “on every dancer’s bucket list.”

“We went to class and rehearsal in the morning, and at lunch, we got an email we were going to have a meeting,” Kuykendall said. That afternoon Gil Boggs, the company’s artistic director, announced the rest of the season was being canceled because of the pandemic.

“It was quite a shock,” Kuykendall said. “The Colorado Ballet has been my home for 31 years, and it was over.

I didn’t know what to do. I didn’t know whether to clean out my locker.”

Kuykendall arrived at the Colorado Ballet Academy in 1988, when she was 9 and has danced with the organization ever since, save for a year with the Leipzig Ballet in Germany.

She went home. The dress bought for her retirement party had come in the mail. The phone started to ring with calls from family members asking what was going to happen. “I said I don’t know, I don’t know, I don’t know what’s going to happen.”

Spared injury, pregnancy changed her body It was on a summer day in 1996 that Kuykendall, then 17, knew she was going to be a ballet dancer — or at least, voiced it aloud for the first time.

It was just before her senior year in high school.

“Mom was talking to me about ACTs and SATs, and I turned to her and said, ‘You know I am not going to college,’” Kuykendall remembered. “She pretty much knew. My parents have been very supportive.”

She joined the company’s corps de ballet after graduating from high school.

Boggs took the reins of the company in 2006. In 2007, after the curtain had come down on a performance, he walked out to the stage and announced to the dancers that Kuykendall was being promoted to principal dancer. It was, she said, one of the proudest moments of her life.

“She became one of the leaders of the company,” Boggs said. “She danced major roles in every one of our productions … She was a key person in the organization.”

As a principal, Kuykendall danced as the broken-hearted and mad Giselle and the doomed princess Odette in “Swan Lake.”

In 2000, she met Rob Kuykendall, another dancer in the company, and in 2005, they were married. Five years later, they bought a ballet school in Centennial, the Denver Academy of Ballet, which Rob Kuykendall has run since his retirement from ballet.

Athlete steps up for serious fight Jared Green takes part in charity run addressing suicide, mental health

ared Green is a senior at Arapahoe High School, where he played tennis, who recently had a winning return of a service started by Nick Bales.

Green and fellow senior Jack Dooley ran a 26-mile, two-day charity marathon on May 2-3 with the proceeds going to the BTR (Brought To Reality) Foundation, which was created by Arapahoe student Nick Bales before his death by suicide in 2018.

“My friend Jack Dooley and I decided to run what is called a broken marathon,” Green explained. “We started the marathon on Saturday (May 2) at 8 p.m. We ran one mile, then we ran one mile at the top of each

hour for 26 hours. The last hour (May 3) we ran two miles to get to the full marathon of 26.2 miles.

“We decided we wanted to run to support a cause so we reached out to the Bales family, who operate the clothing company BTR. We decided to raise money for them and the Nick Bales/BTR Foundation,” which supports teens suffering mental health issues and aids in the prevention of teen suicide.

After three days with a GoFundMe page, Green and Dooley raised just over $8,000 for the broken marathon, which was held in the Heritage Village neighborhood off Orchard Road and Holly Street in Centennial.

“The coolest thing about the race was, as we were running, a lot of the Heritage Village community were standing outside cheering for us and a lot made signs,” Green said. “We couldn’t have done this without their help and support. Mental health has been in our hearts for the past three years at Arapahoe High School. Jack and I wanted to bring some joy to people during this difficult quarantine time. We just hoped to bring people together.”

He was a three-time state qualifier and two-time regional champ. On top of his athletic achievements, he excels in the classroom. His participation in the run is not surprising. July 4 celebration canceled COVID-19 restrictions mean iconic fireworks show won’t occur

The smell of hot dogs and burgers being grilled, and the sight of hundreds of people dressed in red, white and blue will not be at Cornerstone and Belleview parks this Fourth of July.

Englewood City Council reached a consensus at a May 4 meeting to cancel the annual Fourth of July celebration that takes place on the city’s southern border with Littleton. The Englewood event is hosted in conjunction with the cities of Littleton and Sheridan, and the South Suburban Parks and Recreation District.

Area residents annually flock to the parks to watch fireworks, interact with neighbors, grab food from food trucks and more. But the idea of hosting a gathering of more than 10 people in the COVID-19 era is not feasible, officials said.

“This one stings,” said Englewood City Councilmember Dave Cuesta.

He added that he hated to cancel the event, but said the celebration “doesn’t seem like the prudent thing to do in the interest of public safety right now, to proceed with the uncertainty of our partners.”

The Tri-County Health Department, which covers Arapahoe, Douglas and Adams counties, told Englewood the event would likely need to be canceled under public health orders. The health department said gatherings will be limited to 10 or fewer people for the foreseeable future, according to Englewood documents.

The cancellation was a bummer but not a surprise, said City of Littleton spokesperson Kelli Narde.

“We saw this coming,” Narde said.

Littleton takes a back seat to Engle-

wood in planning the event, Narde said, contributing police officers to patrol the event and direct traffic, and staff to help plan. How much Littleton spends on the event, including officer and staff time, was not immediately available.

Englewood had deposited around $6,500 to the event. The city said that money will either be refunded or applied to a celebration later in the year.

Littleton hopes to hold its Criterium bicycle race later in the summer, and holds out hope for Western Welcome Week in August.

“Hopefully we can still have some summer fun,” Narde said. “We’ll see. We want everyone to be safe and healthy.”

Englewood is looking at other times to launch fireworks, including at its Block Party, which is still scheduled for Aug. 29. The city is also looking at other options besides fireworks at the Block Party, like the possibility of hosting a laser show.

Englewood City Manager Shawn Lewis mentioned the idea of using the city’s Neighborhood Resources Program to bring individual parties to Englewood neighborhoods on a smaller, less-populated scale. Englewood’s Neighborhood Resources Program works to build stronger and more inclusive neighborhoods in the city.

Last month, Englewood announced the creation of its Get to Know Your Neighbor grant — a grant that can be used for neighborhood events like block parties, neighborhood parades, neighborhood cleanup events and more.

Chris Harguth, communications manager for the city, said Englewood is taking it day by day and week by week as it holds out hope to still host its summer concert series and launch fireworks at some point this year.

“We want to have these community events. We would be heartbroken if we have to cancel them,” said Harguth.

dance “Swan Lake” – Kuykendall has escaped any serious damage.

Pregnancy was another story. There was a time when marriage and certainly pregnancy spelled the end of a ballerina’s career.

Times have changed.

Kuykendall had her first baby, a boy, in 2010, and another boy 21 months ago. “It was challenging coming back,” she said. “You have to be very forgiving of your body and how it has changed.”

Dancers are always striving to achieve an unattainable level of perfection. “It leads to a lot of self-doubt,” Kuykendall said.

On March 8, the Colorado Ballet had what turned out to be its final performance of the season. Kuykendall danced in the ballet “Feast of the Gods,” which was created especially for the company. When a ballet is created “on” dancers, it holds a special place for them.

“Dancing ‘Feast of the Gods’ that day was almost like an out-of-body experience,” Kuykendall said. “I didn’t know it was going to be my last performance, but I shed a couple of tears when I got off stage and my partner, Christopher Moulton, hugged me. I sensed it was a poignant moment.”

Then, on Friday the 13th, came Boggs’ meeting. He also announced that the company’s 32 dancers and the 22 dancers in its second company would be paid through the rest of the season, as would the 49 musicians who were scheduled to play for the final performances.

“We were in a good position,” Boggs said. “We had pretty much wrapped up our season. Some companies go till May or June.” Ticket receipts for the season fell just about $100,000 short of the $4.8 million goal, he said.

That, however, is not the end of Kuykendall’s story. The plan is for one more dance and a final bow.

Rehearsals are alone at home At the end of a final performance, the artistic director comes out with a bouquet, then company officials with more flowers, then former dancer partners and family all with flowers as applause washes over the stage.

“It is a big deal for a dancer,” Boggs said. “I know when I took my final bow as a principal with the American Ballet Theatre on the stage of the Metropolitan Opera House, it meant a lot to me.”

He’ll make sure the same thing happens for Kuykendall.

“Chandra has been around this organization for 22 years, we’re trying to make it a big deal,” Boggs said. “As soon as we are able to get back on stage at the Ellie Caulkins, we are going to give her one more performance.”

This has put a welcomed retirement on hold.

“I am looking forward to spending more time with my boys and husband,” Kuykendall said. “Rob and I have been on opposite schedules with me dancing during the day and him teaching till 9 p.m. at night.”

And then there was the wear and tear. “I was ready to retire, my body is hurting,” she said. “I was ready to let my body rest a bit.”

For now, there is no rest. Kuykendall has purchased a stationary bike and every day she does the footwork and combinations done in class, except a dresser fills in for the ballet barre.

She has no idea what happens next.

“All I know is that the Colorado Ballet will do something for me, but what and when is TBD,” Kuykendall said.

The only thing she knows for certain is there will be one more dance.

“Having that final show and knowing it is the last one is important to me,” she said. “My first show was ‘The Nutcracker’ in 1988. I was a mouse.

Having that start and finish in the same theater, on the same stage is important to me.”

Centennial restaurant reopens after stopping dine-in service Waters Edge Winery and Bistro received several complaints, warnings

A Centennial business that serves wine and food briefly closed last week after its decision to offer dine-in service sparked warnings from the TriCounty Health Department. Waters Edge Winery and Bistro reopened a day later after agreeing to follow public health orders issued in March after the COVID-19 pandemic hit Colorado.

Waters Edge is among businesses being championed by a group of people who believe restaurants should be allowed to offer dine-in service. They believe it is unfair that retail stores can welcome in customers but restaurants are confined to curbside pick-up, take-out and delivery for at least a couple more weeks.

On May 7, Waters Edge shut its doors after the health department issued an order to close.

“We have chosen to temporarily close our doors as we work to determine what our next steps are, as they have threatened us with imprisonment for exercising our Freedom,” stated a post on the bistro’s Facebook page. “We are humbled by all of the outpouring of support and love we have received for so many of our favorite people during these trying times. We will reopen. That is our pledge.”

In a May 8 news release announcing the reopening of Waters Edge, Tri-County said it had been assured the restaurant would comply with the public health orders against dine-in service.

“We appreciate the rapid cooperation of Waters Edge Winery in complying with the relevant public health orders,” Tri-County Executive Director John Douglas said in the release.

“Our goal is to help everyone in our community, both residents and businesses, get back to the highest level of normalcy we can achieve with COVID-19 in a safe and healthy manner. It will take every one of us following the guidelines and all of the prevention measures to fight COVID-19 and safely reopen our economy.”

Waters Edge Winery and Bistro in Centennial temporarily closed last week following an order from the Tri-County Health Department.

NICK PUCKETT was forced to close its dine-in service, along with all Colorado restaurants, beginning March 19.

The restaurant owner decided to reopen for dine-in service May 1. TriCounty officials reported receiving 17 complaints about the restaurant between May 1 and May 5.

Tri-County inspectors stated that noncompliance on the bistro’s part could have led to forced closure, civil or criminal penalties and actions or revocation of Waters Edge’s business license and food-handling licensing permits. Information regarding its noncompliance, the warning states, may be used against the owner during renewal process of any special license or permits he or she holds.

Gov. Jared Polis lifted Colorado’s stay-at-home order on April 27, but some counties, including Arapahoe, where Waters Edge is located, remained under local health departments’ stay-at-home orders through May 8. While many types of businesses were allowed to reopen as of May 9, with certain restrictions, under Polis’ new safer-at-home guidelines, dine-in service at restaurants and bars is still not permitted.

Reopen Colorado, a Facebook group rallying people statewide to defy public health orders, had a post on its page encouraging people to show up to

Waters Edge at 3 p.m. May 6.

“We need to be there with cameras rolling and a crowd of support,” the post reads.

Waters Edge opened May 6 at its standard 3 p.m. time.

A Colorado Community Media reporter attempted to interview owner Jennifer Hulan at the restaurant May 6, but Hulan declined and asked the reporter to leave the property. A followup phone request for an interview also was declined.

Shortly after 3 p.m. May 6, most customers sat on the restaurant’s outdoor porch and some chatted with workers at the bar.

Polis said dine-in service at restaurants will not be allowed by state order at least until the end of the month.

Eager to get customers back, some restaurateurs have contacted local political leaders and the health department, pleading to let them reopen.

Pam Briere, owner of West Main Taproom and Grill in Parker, opened her business for a few weeks in February before being shut down in March.

Briere said she purposefully leased a space with extra floor room for a reason: she wanted to give her customers an experience. Briere said her original business plan heavily relied on dine-in service, to the tune of 80%. It’s the reason she installed a communal table and many beer options. Briere owns a restaurant in Omaha, Nebraska, too, where the governor allows restaurants to operate at 50% capacity with 9-foot social distancing guidelines and a requirement for servers to wear masks.

Within minutes of watching Polis’ news conference May 4, she wrote him a letter.

“I was upset because you will let Walmart be open. Home Depot, Lowe’s and those big box stores are packed with people, yet you won’t let us small business restaurateurs open at 50% capacity, taking all the precautions?”

Briere said May 6.

Briere said the federal Paycheck Protection Program and emergency small business loans may not be enough to keep her business afloat.

“What’s frustrating right now is not knowing. Why can’t the counties open up and let us open up?” Briere said.

Briere said she has received a lot of negativity from people on social media when her letter was posted to a community Facebook page, Living in Parker, CO. However, Briere said her employees were begging to come back to work.

“Of course,” she said, when she does reopen, “I’m going to have safety precautions in place.”
