Highlands Ranch prepares for 19th annual Oktoberfest

There’s only one day a year that Highlands Ranch residents can watch dachshund races and German dancers while drinking beer: the annual Oktoberfest celebration.

The free event, in its 19th year, kicks off Sept. 21 with the 5k fun run and walk. Participants and attendees often dress up in authentic German clothing for the day’s events.

Throughout the day there will be live music, games, dancing, food, beer and vendors, spokesperson Jamie Noebel said.

“It’s not just about the beer, it’s about celebrating that whole culture,” she said. “We really try to keep it authentic.”

The Oktoberfest 5k begins at 9 a.m. at the Highlands Ranch Town Center South. Tickets are $45 for adults and $25 for children 12 and under until Sept. 18, when the cost increases.

The person who finds a blue kettlebell hidden on the race course and brings it to the finish line will receive $100, according to the event’s website.

After the run/walk, participants

can enjoy all-you-can-eat pancakes and free beer.

Dachshund races and other entertainment Later in the day, some of the event’s four-legged attendees will have their chance to race.

Dachshund parents can register their pets for the free races beginning at 2:30 p.m. The event starts at 3 p.m.

The competition, which includes a little race track and barriers, is always fun and crazy, Noebel said.

Dogs can win either the race or the best-dressed competition, she said.

Following the races are German dance and band performances, a stein-hoisting contest and a rock band show.

The celebration, which ends at 10 p.m., will be in the Town Center South at 9288 Dorchester St., where ample street and lot parking are available. More details are available on the Highlands Ranch Community Association website at hrcaonline. org.

Longtime local post office worker moves to the Ranch About me I’m 46 and I just purchased a home in Highlands Ranch, so I’m getting ready to move here after the closing is complete. I’ve worked at the Highlands Ranch Post Office since 1999. I started my postal career in Aurora but I always wanted to work in Littleton, so I put a transfer in and ended up being assigned here at Highlands Ranch. My title is supervisor and head of customer service. I manage many people, including carriers and clerks.

What I like about my job and Highlands Ranch My favorite part of the job is just being hands-on every day. I also enjoy working with the people and the employees. Just interacting with them makes the day go fast. It’s a fast-paced job as well and I like that.

I was a carrier for almost 20 years with the same route. Through that, I

learned that the community is very tight and friendly. Especially on my route. I got to know the customers and the majority are very friendly people.

I bought my home here because I feel like it’s very safe. I’ve got two daughters, one of them is in high school and the other is in college.

Who I am, what I love While I find myself at the post office mostly, I also love to ride bikes, cheer for the Broncos and hang out with my family.

Recycling event accepts electronics, items for shredding STAFF REPORT

Douglas County is co-sponsoring a free community recycling event that will accept electronics and up to three file boxes or kitchen trash bags of paper for shredding.

There is not a limit on the number of household electronics, including computers and televisions, but all must plug into a wall. Appliances, including refrigerators, washing machines, dryers, etc., will not be ac-

cepted.

The free recycling event is from 9 a.m. to 1 p.m. Saturday, Sept. 21 at Echo Park Stadium, 11901 Newlin Gulch Road, Parker.

This is a drive-through event. Volunteers will be on-site to unload your vehicle for you. Any cash donations received will benefit Douglas County Community Safety Volunteers.

Commissioners OK new ballot for tax reallocation Revised measure will only ask one question

Douglas County could have an additional $12.5 million per year for road improvements after commissioners voted to revise a November ballot item during a Sept. 3 meeting.

If approved by voters, the 0.18% sales tax revenue would be moved from the county’s justice center fund to the transportation budget.

The reallocation would not require a tax increase for residents.

While a similar ballot question was added in June, the new question Laydon will instead ask voters to approve a greater reallocation of the Rcounty’s sales tax.

“From my perspective, this is a victorious day for Douglas county,” Commissioner Abe Laydon said in the meeting. “As we see 33 people per day being added to our community, the opportunity to deliver on traffic solutions is significant to me.”

Money from the 1% sales tax is divided among roads, the justice center and open space: Roads receive 0.40%, the justice center 0.43% and open

space 0.17%.

In December 2020, 0.13% of the justice center sales and use tax is set to expire.

In a June 11 meeting, commissioners approved the similar ballot item, Partridge which would have asked voters to move renew the 0.13% and move it into the transportation fund.

It also would have asked for approval to issue bonds for transportation infrastructure.

In the Sept. 3 meeting, commissioners rescinded Thomas these questions and approved the new one unanimously.

The commissioners decided to remove the bonding question because they do not have a specific list of proposals that would immediately call for a bond, Commissioner Roger Partridge said.

“Right now, we don’t have an ask or a need for a big project,” he said.

While Commissioner Lora Thomas said she is pleased with the revised ballot item, she opposed the June decision to ask for 0.13% reallocation because she felt that it would not be sufficient.

Thomas remarked that “0.13 just wouldn’t get us there, and we know that transportation improves the quality of life for our families, for our

citizens, for our business. And this isn’t taking anything away from public safety.”

The additional 0.05% commissioners are proposing to reallocate from the justice center to roads is currently supporting staffing and maintenance of justice center facilities. That includes salaries of dispatch, deputies and specialists.

These costs would have to be funded by the general fund if not by sales tax, Partridge said.

“We will not see a change in public safety support,” he said.

If the additional 0.18% is approved, roads would receive a total of 0.58% from the 1% sales tax, effective January 1, 2020. A portion of the county’s property tax also goes toward transportation projects.

While the additional funding would help improve roads, it could also go toward other transportation projects, county spokesperson Wendy Manitta Holmes said.

During the Sept. 3 meeting, all three commissioners spoke about how residents have asked them to work on traffic.

“We do surveys about every two years and we consistently see very high numbers on the point of certainly ‘invest in transportation, do what you can to make sure that my commute, whether its work, home or play involvement, is minimized,’” Partridge said.

Sheriff’s office response The Sept. 3 vote is the latest in a contentious two-year discussion on improving traffic in the county.

In 2017, Thomas proposed a 0.23% reallocation of funds from the justice center to roads. The proposition was strongly opposed by the sheriff ’s office, which said it needed the funds for planned projects. Thomas’ idea was shot down by the board at that time after a two-night-long meeting including hours of public testimony.

“It’s the commissioners’ responsibility to budget appropriately,” Undersheriff Holly Nicholson-Kluth said about the Sept. 3 vote. “This was a decision they made.”

The sheriff ’s office will remain neutral and wait for voters to make the final choice, she said.

In June, Nicholson-Kluth called the 0.13% reallocation “a good compromise.”

Election details Residents will have the chance to cast their vote either in support of moving the funding to roads or keeping it the same in the November 5 election.

Mail-in ballots will be sent out beginning Oct. 15 and polling locations will be open from 7 a.m. to 7 p.m. on Election Day. Residents can register to vote by visiting GoVoteColorado.com.

Highlands Ranch Pioneer Days celebrates state history Annual event takes place at Highlands Ranch Mansion

tudents from about 22 Douglas County schools recently attended the annual Highlands Ranch Pioneer Days to learn about the state’s history and culture.

The three-day event from Sept. 5-7 hosted a variety of vendors and booths to inspire students to ask questions and discover new information.

Teachers and chaperones guided elementary-age children through a variety of programs, including a tour of the Highlands Ranch Mansion, a petting zoo and a pony ride.

The children “light up” during the event, said event organizer Amanda Arnce, who works with the Highlands Ranch Community Association.

Students also had the opportunity to watch a live demonstration of traditional Native American dances. A group called The Northern Southern Plains Indian Dancers and Singers explained each dance, including some intended for healing, victory and friendship.

After the dance demonstration, representatatives from the nonprofit Nature’s Educators exhibited a bull snake, a peregrine falcon and an owl.

For Arnice, one of the event’s most important parts is showing children what life was like before modern technology.

For instance, she said, “they can see how different it has become and how much of an advantage they have with plumbing. It’s interesting for them to see where they came from and where their ancestors got their fur and meat and how they used to live.”

Douglas County School Board will allow charter to pursue state authorization Agreement contingent on Ascent’s approval, acceptance from state

or John Castillo, father of the teen killed in the STEM School Highlands Ranch shooting, arming teachers is one way local schools could increase security. On Sept. 3, he walked away from a Douglas County School Board meeting impressed by parent Rachel Keane.

Keane offered impassioned public comment before directors decided charter school Ascent Classical Academy can pursue authorization under the state, rather than the district, to continue a program allowing its staff to arm themselves.

The Lone Tree school fell at odds with the district after approving the armed-staff program last year and implementing it for the 2019-20 school year.

Keane is the mother of two students at Ascent. She believes the program creates a safer environment and could deter people from attacking schools.

“Their mission and their intent is to protect students,” she said, praising her family’s access to school choice with arms raised and fervor in her voice.

As she left the meeting, Castillo stopped her.

“I agree with you,” he said, wearing a T-shirt bearing a photo of his son, 18-year-old Kendrick, who died in the May shooting at STEM. Seeing the shirt and realizing who he was, Keane pulled Castillo into a hug.

“Keep the passion,” he said.

Wishing them well The board’s unanimous decision concerning Ascent’s transfer marked a milestone in what has been a year-long discussion between the two entities. School board President David Ray said Ascent requested a conversion to the Colorado Charter School Institute one year ago, but the board did not “move that request forward” at the time.

The charter’s CEO, Derec Shuler, told Colorado Community Media in August parents supported the program after the STEM tragedy, which, in addition to Kendrick Castillo’s death, left eight students injured. Staff who volunteer undergo a variety of courses, including FASTER training, before they can carry on campus. FASTER stands for Faculty/Administrator Safety

“It’s something that our parent community has been very vocal (about) wanting in the community,” he said.

Options like school resource officers are typically cost-prohibitive for schools of Ascent’s size, he said.

Enrollment this year is approximately 550. Ascent opened last year in Castle Rock and moved to Lone Tree for this school year.

School board member Kevin Leung said he was one of the board members initially opposed to Ascent’s request. Over recent months, and with Leung feedback from Ascent parents, Leung changed his mind.

“I would like to honor their wish and wish them well,” he said.

Ray has said the issue is not about arming teachers, but instead, a debate over what district policy allows and what it doesn’t. Armed personnel must be hired for the sole purpose of school security. They cannot conceal their weapons and must be certified in Peace Officer Standards and Training, or P.O.S.T. District officials believe Ascent’s program is not in compliance with those parameters, but Ascent maintains it is operating within the confines of its contract.

Shuler said Ascent received a waiver from the portion of district policy pertaining to armed personnel when its contract was approved but a different portion, policy ADD, was later updated with new requirements.

Before voting in favor of the agreement, board member AnneMarie Lemieux said she “stands firm” in her support of policy ADD and that the board expects all its schools to comply.

“Arming volunteer employees with concealed weapons poses a significant threat to accidental friendly fire,” she said.

Nearly a dozen Ascent parents spoke Sept. 3 in support of Ascent’s program.

“It’s a great school. My child is thriving there,” Ascent parent Valerie McKnight said.

Parents urged directors to continue providing Ascent with mill levy funding if the district releases it to CSI. A mill levy override passed in November provides Ascent with $1,200 per pupil annually.

tors continues that funding through 2023, when Ascent’s contract is set to end.

“We absolutely agree that, certainly for the 2019-20 school year especially, that those MLO dollars should stay with the student, because that school budgeted accordingly,” Ray said.

Ray said the next step is for Ascent’s board to review the agreement and approve it before they can apply with CSI. Ultimately, the decision to take Ascent on remains with the institute, but DCSD is requiring a transfer be completed by next school year under the proposed agreement.

‘Not the solution’ While school officials debated policy requirements, Ascent’s program sparked calls for charter school autonomy and the freedom for charters to implement armedstaff programs if they wish.

Still, others lamented armedteacher programs as posing a greater risk to students’ safety.

Parents who spoke against arming teachers thanked the board for enforcing its policy.

Mary Parker, grandmother of two students in Douglas County, said she understands owning a firearm gives people an added sense of security. She’s held her concealed

carry permit for approximately six years, but she doubts armed staff would deter perpetrators who are often suicidal.

“More guns is not the solution,” she said. “We must not introduce the cure that is worse than the disease.”

Castillo wasn’t the only STEM parent to attend. Swathi Turlapaty has two children at STEM who she said remain traumatized from the shooting. The family left town on July 4 “because they couldn’t handle the noise,” she said.

She noted an armed, private security guard at STEM is suspected of firing at a responding officer and injuring a student. She asked directors to consider what the STEM scene might have looked like with dozens of armed teachers and to imagine “the chaos and confusion that would ensue.”

“We cannot let schools be war zones,” she said.

Castillo did not speak during public comment. He was there to listen, he said, but he supports the idea of arming teachers and staff. He believes that, and closing campuses, could be two ways to increase school security as the community urgently looks to prevent another tragedy.

“We have to think of solutions that are time sensitive,” he said.

Robbie’s Hope develops handbook on how to talk to teens STAFF REPORT

In today’s world of monthly active shooter drills at schools, social media, and an unrelenting 24-hour news cycle, the pressures teenagers face are, in many ways, unrelatable to most adults.

With all this emotional and hormonal turmoil, teens and their parents or trusted adults might not be able to differentiate between normal teenage moodiness and more serious mental health issues.

That’s why Robbie’s Hope Foundation has developed an adult handbook that provides a roadmap on how to talk to teens about their feelings and their mental health.

“Having open lines of communication with teens on an ongoing basis can be a first step in signaling a potential issue, such as depression, anxiety, or thoughts of suicide,” Kari Eckert, executive director of Robbie’s Hope Foundation, said in a news release.

While many professional resources exist for how to talk to teens about these critical issues, the new adult handbook was created by teens to help parents and other trusted adults

— teachers, coaches, youth group leaders, mentors, etc. — initiate and navigate ongoing conversations with the teens in their lives, Eckert said in the release. It reflects how they, the teens, would want a trusted adult to engage in these conversations with them.

The adult handbook provides tips for when it is important to have a conversation with a teen, how to choose the right place and time and how to navigate the conversation.

Community walk draws attention to suicide prevention Denver Out of the Darkness walk is Sept. 21 STAFF REPORT

Volunteers from communities in the Denver metro area are joining a nationwide effort to draw attention to suicide prevention.

According to a news release, suicide is the 10th leading cause of death in the United States and the leading cause of death for young people ages 10-24 in Colorado.

September is National Suicide Prevention Month, and National Suicide Prevention Week runs from Sept. 8-14.

The annual Denver Metro Out of the Darkness Community Walk, hosted by the AFSP Colorado Chapter, begins at 10 a.m. Saturday, Sept. 21 at Coors Field. The walk supports the American Foundation for Suicide Prevention’s education and support programs and its goal to reduce the annual U.S. rate of suicide 20 percent by the year 2025.

The Denver Metro Out of the Darkness Community Walk is one of more than 550 Out of the Darkness over-

night, community and campus walks taking place nationwide this year. The walks are expected to unite more than 300,000 walkers and raise millions for suicide prevention efforts.

Last year, these walks raised more than $21 million for suicide prevention. Last year the Denver Metro Walk, raised more than $294,000 and had more than 4,600 participants.

“These walks are about turning hope into action,” AFSP CEO Robert Gebbia said in a news release. “The research has shown us how to fight suicide, and if we keep up the fight, the science is only going to get better and our culture will get smarter about mental health. With the efforts of our courageous volunteers, and a real investment from our nation’s leaders, we hope to significantly reduce the suicide rate in the United States.”

The American Foundation for Suicide Prevention is dedicated to saving lives and bringing hope to those affected by suicide. AFSP has local chapters in all 50 states with programs and events nationwide.

RidgeGate Parkway: the road to the future RidgeGate Parkway is being widened as big development approaches

he frequent traffic backups along RidgeGate Parkway are something to be expected these days. With just two lanes — one in each direction — for through traffic, backups can reach half a mile from the stoplight at the RidgeGate and I-25 interchange.

Recent counts show the traffic in that area to be between 26,00 and 28,000 cars per day, according to Lone Tree’s public works director, Justin Schmitz. The city does regular counts of traffic. That range is an average over an entire week. Typically, it is recommended that a road be expanded to four lanes once it hits about 16,000 cars per day, Schmitz said. A count of roughly 36,000 cars per day typically calls for expanding to six lanes.

To address the problem, the City of Lone Tree has spearheaded the RidgeGate Parkway Widening Project, a nearly $27 million expense shared by several funding partners. By 2021, plans call for the road to be expanded to four lanes, with bike paths and sidewalks. From I-25 to Peoria, the road will eventually widen to six lanes as needed.

Though RidgeGate Parkway gets its name for the neighborhood it cuts through, it turns into Parker’s Mainstreet, which is just about at the town’s center — making it a major arterial road not just for future Lone Tree residents, but for Parker residents on their way to and from work.

And for the time being, it’s mostly Parker residents.

ing any funds to the widening project, but officials have been coordinating with Parker on the project.

“It’s good for northeast Douglas County,” said Chris Hudson, Parker’s public works manager. “And also, truthfully, western Elbert County.

There are a lot of people that live there that commute through.”

Background Hudson began working for the town in 1999. During a meeting in Parker shortly after he started, Hudson recalled the initial discussions about what is known today as RidgeGate Parkway.

At the time, a two-lane dirt road cut diagonally through northern Douglas County, connecting with Lincoln Avenue, and it was known as West Parker Road.

“There were times when people said ‘RidgeGate is never going to go to I-25.

Mainstreet’s never going to I-25,’” Hudson said. “You’ve got to believe.

And it finally did.”

RidgeGate Parkway was extended to connect with Parker’s Mainstreet in 2011. It cut through what is now known as RidgeGate East, providing yet another east-west connection for commuters from Parker, Franktown, Elizabeth and parts of unincorporated Douglas and Elbert counties.

Once the road opened, getting from I-25 to eastern Douglas County immediately became easier. About a year or two in, the not-so-secret RidgeGate Parkway began to reach its capacity.

“Consequently, with all the growth that is occurring … people now, in the morning and evening commutes, they avoid RidgeGate Parkway because how congested it gets, especially where it narrows down and you approach I-25,” said Tom Williams, Parker’s director of public works.

Parker Road and other town roadways bear the brunt of extra traffic congestion for people traveling south of town who could be better suited using RidgeGate Parkway instead of Parker Road, he said.

‘Meet the needs of today’ The RidgeGate Parkway Widening

Project is being constructed in two phases. The first phase began in April and is expected to be finished by January. That phase includes the construction of two bridges, one crossing Badger Gulch and another across Happy Canyon Creek. The second phase began recently and includes earth work and prep work to widen the rest of the parkway. Phase two is not expected to be finished until spring of 2021.

“To the general public, as you drive it today, you should not anticipate any significant delays. The current lane capacity — one lane each direction — that will be maintained throughout the entire project,” Schmitz said.

“There may be short-time closures for a little bit of work, but during peak hours it’s going to remain in the same condition it is in today. Once it is complete, they (drivers) will experience (better traffic).”

The $26.9 million project is being funded by multiple partners. The Colorado Department of Transportation and the Denver Regional Council of Governments funded about $6.4 million. Douglas County contributed $2.5 million, the Southeast Public Improvement Metro District contributed $2.5 million and the Rampart Range Metro District contributed $15.5 million. The project is managed by the city.

“The county stepped up and put a lot of money into this project with Lone Tree,” Hudson said.

Part of the refinement of the RidgeGate Widening Project was to install a one-way couplet — a pair of parallel streets running in opposite directions — that would extend through the future retail zone of East RidgeGate, similar to Martin Luther King Boulevard in Denver, which has a King Soopers in the middle of the couplet.

The city will also be providing a multi-use path and bike track along the entire 2.2-mile section.

“What (the project is) really doing is allowing the roadways to meet the needs of today, and all the commuters on it, as well as accommodate the future growth in Lone Tree east of I-25,” Schmitz said. “This is allowing for all that future growth to come in and use that new roadway.”

Douglas County to ‘spread’ transportation funding Denver Regional Council of Governments approved county’s $23 million plan

A new approval process to receive federal transportation funds has allowed smaller communities in Douglas County to have transportation needs addressed.

The Denver Regional Council of Governments (DRCOG) approved 10 Douglas County projects to receive federal funds over the next four years through the Transportation Improvement Program (TIP), worth almost $23 million total. The projects range from simple safety and pedestrian improvements to larger undertakings to improve capacity on major roadways as the county’s population surges. The 2020-2023 TIP was approved Aug. 21.

Two projects received federal funding in Parker, two in Lone Tree, one in Castle Rock, one in Larkspur, one in Highlands Ranch and three others in unincorporated parts of Douglas County, according to the approved TIP document for 2020-2023.

“They were looking to spread the peanut butter,” said Todd Cottrell, the DRCOG’s TIP senior planner. “They wanted involvement from every com-

munity, so every community had a project.”

Rather than have member municipalities apply individually for funds, each of the eight counties in DRCOG’s jurisdiction put together a proposal based on collaborative discussions with all its municipalities. As a result, the Town of Larkspur will receive federal transportation funds for the first time ever, a $400,000 share to go toward constructing a new sidewalk along Spruce Mountain Road.

“Sometimes, especially with smaller communities, we’ve encouraged them to talk to their other jurisdictions to see if they can work behind the scenes to use local money on these projects,” Cottrell said. “Now what we’re seeing is these smaller communities stepping up to the plate.”

Every four years, DRCOG approves the TIP for projects within its jurisdiction, which includes municipalities throughout Denver, Boulder, Adams, Arapahoe, Jefferson, Broomfield and Douglas counties and part of Weld County.

DRCOG selects funding through regional and subregional categories.

Regional shares make up about 20% of DRCOG’s funding allocation and include projects that affect every municipality in DRCOG’s jurisdiction.

Subregional shares are split between municipalities within the county and make up 80% of DRCOG’s funding allocation.

The largest sum of federal funds in the Douglas County forum will go toward widening County Line Road from Broadway to University Boulevard. The $10 million project will pull $5.5 million from the Douglas County forum’s allotted $23 million and $4.5 million will come from the Arapahoe County forum.

Highway 85 is set to receive funding to eventually widen the road from Sedalia to Castle Rock. DRCOG awarded just under $1 million to the county to complete preliminary steps for this project.

Douglas County Commissioner Roger Partridge said the projects were decided based on need throughout the county and the region. The projects were graded on a 1-3 scale, three being the highest priority.

“It’s very objective. There’s pretty much nothing subjective on it.”

Partridge said. “We look at congestion because congestion not only effects quality of life, but it’s also an air quality issue. We look at the condition of the road. We look at the life cycle of the road. We look at safety … There’s a lot of factors we look at and it’s a long list.”

The Douglas County projects followed three main themes: Making safety improvements to roads, providing better access for cyclists and pedestrians and improving traffic flow.

The High Plains Trail/Cherry Creek Connector project drew $2 million

from the regional share to complete what Parker officials have dubbed the United Nations of trail connections. It was the highest rated trail project this year within DRCOG. Chris Hudson, public works manager for the Town of Parker, said the collaborative process played a big role in Parker’s projects. Parker was able to pull funds from DRCOG’s multimodal fund for Douglas County as well, which is roughly $4 million of the $23 million for the county.

“There was a lot of discussion to be forward-thinking and trying to solve problems before they get worse,” Hudson said. “(Highway) 83 was one of those.”

Two projects along Highway 83 will receive a total of $2.75 million in subregional funds for improvements to bicycle lanes and sidewalks. One section from Lincoln Avenue to Pine Lane will receive $1.75 million for traffic flow and safety improvements. The section from Twenty Mile Road to Hess Road will receive $1 million for cycling and pedestrian safety improvements.

Another $5.5 million in subregional funds will go toward safety improvements on Highway 83 from Bayou Gulch Road up to the El Paso County line.

IN THEIR BUSINESS CCIG moves into new South Denver office CCIG has moved into its new headquarters after a top-to-bottom renovation designed to create a modern, highly collaborative work environment featuring state-of-the-art technology.

The 45,000-square-foot building — more than double the size of its former home — gives CCIG room to grow in a space where it can better serve clients and the community.

Already one of the fastest-growing independent commercial, personal and employee benefits insurance brokerages in the region, CCIG has tripled in size over the past 10 years.

Consistently rated among the top places to work, CCIG employs 95 insurance professionals. Its new headquarters will ultimately serve as home to an expected workforce of more than 150 people.

The floor plan was designed to be more open with work areas laid out in “neighborhoods.” This approach allows employees to interact more readily yet preserve some privacy.

At the same time, the new space offers employees increased mobility.

“Our staff is now able to unplug, move around and work anywhere in the building,” Mahoney said in the release. “The design encourages greater collaboration in both formal and informal environments.”

The ultimate objective, he said, was to create a space that provides CCIG’s workforce the right blend of technology and office ergonomics along with some of the comforts of home.

Bayaud names new executive director Tammy Bellofatto was named executive director at Bayaud Enterprises.

Commemoration inaugurates Women’s Vote Centennial Event launches year of educational programming, community engagement, partnerships in Colorado STAFF REPORT

Gov. Jared Polis, representatives of History Colorado, and the newly formed Colorado Women’s Vote Centennial Commission made history Aug. 26, on Women’s Equality Day, when they kicked off the Women’s Vote Centennial commemoration of the 19th Amendment.

On the anniversary of the largest voting-rights expansion in U.S. history, the event launched a year of educational programming, community engagement and partnerships in all 64 Colorado counties.

History Colorado, the state agency leading the initiative, announced inclusive, historic opportunities for Coloradans to participate, join grassroots efforts, and honor the individuals who fought for female voting rights.

Interested organizations and individuals are invited to collaborate to create space and events for civic engagement, commemoration, impact and support. Statewide partnerships between museums, libraries, clubs, schools, arts organizations and individuals will provide settings for suffrage-related events and dialogue.

Several organizations are already participating in the grassroots movement, including the Arvada Center, Colorado Women’s Hall of Fame, Colorado Encyclopedia, League of Women Voters, Molly Brown House and Regis University.

Quality of Life Plus joins River Deep Alliance Groups combine strengths to provide more efficient, effective programming STAFF REPORT

The River Deep Foundation has joined forces with Quality of Life Plus, an organization that challenges university students to create novel solutions to improve the lives of injured veterans, first responders, and service members by designing and developing adaptive equipment.

In 2018, River Deep Foundation launched an initiative, made possible

by QL+, with engineering students from Colorado School of Mines. The students were challenged to design user-controlled adaptive equipment providing individuals with disabilities the chance to participate in archery, fishing and recreational shooting.

This collaboration has allowed the students to work closely with these individuals at River Deep outings, developing real-world solutions to their needs. As the project evolved and the value of this relationship became clear, River Deep Foundation invited QL+ to join the River Deep Foundation Alliance, a collaboration of aligned nonprofit organizations that share resources, knowledge and ideas with the goal of providing more

The alliance now includes eight agencies working to eliminate redundancy, combine strengths, streamline services and significantly fortify the safety net. River Deep Alliance members are Anglers of Honor, Craig Hospital, Operation TBI Freedom, Safari Club International—Denver Humanitarian Outreach Program (SCI HOP), Task Force: ISO, Victory Service Dogs, Quality of Life Plus and

River Deep Foundation.

As the newest alliance member, QL+ will be able to reach more individuals who can benefit from the innovations made by engineering students.

River Deep Foundation, based in Denver, provides opportunities for recreational outings and activities to veterans and other individuals who have suffered a life-changing catastrophic spinal cord injury or traumatic brain injury, post-traumatic stress disorder or other physical, psychological or

emotional trauma. The goal is to help them heal and re-acclimate and reengage in life.

These activities include fishing, archery, hunting, camping, ballooning, photography, fencing, horseback riding, cooking, art and other collaborative therapeutic recreational outings. Each outing also provides participants and their families with the opportunity to relax and enjoy the outdoors, network and engage with others, experience camaraderie and learn about other resources in a supportive environment.

River Deep Foundation is planning a golf tournament fundraiser on Monday, Oct. 7 at Meridian Golf Club.

Money raised will help fund planning and logistics for the recreational outings. Meridian is a private club featuring a Jack Nicklaus Signature Course. How many times could you hear “Place the item in the bag” before losing your mind?

This is an ode to the 21st-century American grocery store.

Before there were the grocery stores we are familiar with today, there were general stores and “mom and pop” stores.

General stores might sell bulk foods, like soda crackers, and feature only two or three flavors of ice cream that had to be hand-packed.

I shopped at a mom and pop grocery store at the corner of Santa Monica Boulevard and Sawtelle Boulevard in West Los Angeles when

I was in college.

The owners were always there, stocking shelves, sweeping, or workQUIET ing the register. I DESPERATION got to know them by name during my freshman year, but a year later, I moved and began my lifelong relationship with major chain stores.

The closest I have come lately to a mom and pop is in my Craig Marshall favorite Colorado Smith town, La Veta.

Charlie’s Market has been family owned and operated since 1937. You can get anything you

need, and there’s even an old-fashioned ice cream counter.

I should probably move to La Veta and get this over with.

This rat race. This Interstate 25.

This madding crowd.

The population of La Veta is around 800, and about half of them are artists.

I am close enough to walk to two major chain stores. There are a few convenience stores nearby too.

And they are always populated with a wide variety of characters that could fill a Fellini movie.

I see families. Four, five, six, seven, eight. I guess it’s an education. (It’s an education for those of us who have to shop around them.)

I see high school kids, usually clusters of girls or clusters of boys,

Words of encouragement, kindness draw attention

hanks again for all of the emails regarding my column and the “Winning Words” found here each week. I truly appreciate you all.

Interestingly enough, and based on the community’s feedback, it seems like the stories I have shared and columns I have writWINNING ten over the years that include “softer” WORDS topics such as kindness, encouragement, love, trust, hope and faith always generate more emails each week than when I speak about leadership, change, careers, conflict and professional growth.

Michael Norton If I write about having courage in the face of change, the emails typically tend to focus on how to find that courage more than deal with the change. When I address the importance of encouragement in a leadership role, the responses are weighted more heavily on the encouragement aspect and less on being a leader.

This tells me that even in our everchanging, fast-moving, often turbu-

lent and upside-down world, we need to know that there is light at the end of the tunnel and that there is more than just the rush and crush of life that is right in front of us sometimes.

For some who deal with the brutality of reality so often, when they have the chance to catch a glimpse of something positive, they not only reach for it, but they leap for it. At least that is what I see in the emails I receive.

The other side of the story that I hear about is just how many of you seek out the positive words, the winning attitudes, the loving relationships, the majesty of the mountains, and the serenity of the sunsets as a defense mechanism. Recognizing that if you didn’t look for the “good,” that the “bad” would overtake you and consume your thoughts and energy.

I really love what one of our readers, Susan, shared with me in a recent email, “When I allow myself to see positive words, whether on a billboard, a storefront, a hand-painted wooden sign, online, in a magazine, or in one of your columns, it is like I am living in the light of those winning words.” She went on to share

This is why it is so important to find and strike the balance between the noise and what we allow in, and what we choose to defend against.

It is so vital to have people and places in our lives that bring us joy and happiness. We can build ourselves up and choose to lift others up through the words we use, write, text and email. Positive, encouraging, good, powerful, life-giving, loving, kind and generous words bring us to living in the light, they help drown out the noise of negativity.

For some of us who are very visual people, we love to see the good and positive words on display anywhere just like Susan. For others

grocery store near me for a long time. She always has a smile on her face. I couldn’t do it.

I would last less than a week if I worked in a grocery store. It’s mayhem.

Last week I found a half-gallon of ice cream in the soup aisle.

Opened and half-eaten sleeves of cookies. Popped and consumed pop bottles.

Carts and people blocking aisles.

It’s a field day of inattention.

But. A grocery store is a beautiful

cornucopia.

I have seen Depression-era documentaries, and inevitably I count my blessings. I can get in my car and drive to a grocery store in minutes and buy everything I need and everything I want, at affordable prices.

One more thing: If there’s a firetruck parked out front, it means firemen are shopping, and that means there are appreciative women who are “shopping.”

And that’s always fun to watch.

on target for growing popularity Local ranges offer opportunity to socialize, challenge oneself

A

rchery is challenging, but can also be a way to relax.

It’s a social sport, as well as a way for an individual to strive to achieve a personal best.

“It gets in your blood,” said Jim Murrow of Morrison. “Over all the years, I’m still learning. It seems like every year I learn something new from somebody.”

Murrow, 63, has been practicing archery since he was a little kid, he said.

It all started when his mother found a bow leaning against a tree somewhere in Colorado’s mountains sometime in the late 1950s or early 1960s, Murrow said. Through the years, he started receiving bows and arrows as Christmas and birthday gifts.

“As I got older, I developed the interest,” Murrow said. “And it stayed with me through adulthood.”

Murrow currently serves the vice president of Golden High Country Archers and enjoys the sport for hunting and competitions.

“For me, it’s a constant learning process,” Murrow said. “You’re always trying to get better.”

Archery is the sport of using a bow to shoot arrows at a target. It dates back thousands of years — perhaps as long ago as the Stone Age — and evidence of humans using bows and arrows for hunting and warfare can be found around the world.

Today, people practice archery for leisure, hunting and competition.

“Archery is growing in popularity,” said Mark Giebel, director of Highlands Ranch’s Backcountry Wilderness Area.

But despite that, there is a lack of outdoor archery ranges, particularly 3D ranges, in the Denver metro area, Giebel said.

A 3D range is one where participants walk along a course, targeting three-dimensional foam models of animals.

To help fill that need, the Highlands Ranch Community Association opened its 3D archery range in the Backcountry Wilderness Area in June 2018. The range is a mile-and-a-half loop on a natural surface trail with 28 separate shooting stations, equipped with lifelike animals as targets.

“The Backcountry range is awesome,” said Josh Bednorz of Highlands Ranch. “It’s a place where my 4-year-old son and myself can spend time together shooting and hiking the trails.”

But along with that, there are a number of other reasons people enjoy the sport, he added.

The skill-building challenge is one thing people enjoy about it, Schultz said. Anybody can go out and shoot and have fun, he added, “but it’s really hard to get good at it.”

Some people enjoy the Zen aspect of it, Schultz said, and others like the social aspect.

“It offers a getaway from whatever’s going on at home or at work,” he said, but it’s “also a great way to get involved with something and meet new people.”

Schultz has been shooting nearly his whole life — his dad got him into archery about 35 years ago — and he personally enjoys competing and the technical aspect of the sport, including how the equipment functions. But his favorite part is seeing the progress of archery students and those new to the sport.

Powers Ave. Littleton Fine Arts Guild members who are photographers participate in other Guild exhibits, but last year, they decided to mount an exhibit of their own — “Aperture” — as well.

The 2019 juror was Mark Osler, a photojournalist who focuses on the community and educational work of nonprofits. He announced awards at the Aug. 6 reception.

Members have been out in the field and have encountered wildlife — especially birds. Handsome hawks soar, Carl Paulson’s “Great Blue Heron” looks for fish, sandhill cranes fly in formation and Andrew Lee found a charming “Dancing Owl.” Other solemn owl portraits stare into the gallery. How close did a photographer get to these feathered subjects?

A pair of javalinas engage in a disagreement, which might turn ugly, one suspects, since they’re not known for their charm and finesse! You can almost hear a snort.

In the back room is an intriguing image of a school of humpback whales circling and splashing — perhaps a school of smaller fish, aka “lunch,” made the mistake of choosing this route. Gulls circle overhead, hoping to score a meal too. Again, one imagines a soundtrack.

competitive tournaments, from beginners to state and national champion archers. It offers classes and private instruction, as well as opportunities for people to join a variety of leagues including Junior Olympic Archery Development (JOAD) and Black Light Archery.

“We help people get started,” Schultz said of Empty Quiver Archery. “It’s common for someone to come and not hit a target their first time, but then they stick with it and eventually start competing.”

Golden High Country Archers club is one that offers local archery tournaments on its outdoor, 13-acre range in Golden. Some of the tournaments are just for fun and competition, such as the club’s Buckle Series, and others benefit a charity, said Morgan Whitelock, public relations director for Golden High Country Archers.

The tournaments are a great way for everybody to experience the range, Whitelock said, because they are open to anybody. Normally, only club members have access to the range, she added, and there is currently a waitlist for membership.

Whitelock, 28, of Centennial got into archery because she was seeking an activity that would provide her with a sense of community after her husband passed away.

“I was welcomed with open arms,” Whitelock said, adding she has now been practicing archery for about five years. A student studying petroleum engineering at the Colorado School of Mines, Whitelock said archery has given her strength that she did not realize she had — physically, academically and professionally.

“I go to the range to keep my head screwed on straight, whether to catch up with friends or relax alone,” Whitelock said. “There’s nothing more relaxing than being outside. And as long as you’re having fun, you’re doing it right.”

ne of the things Cam Smith set out to improve this summer was his football techniques.

The 6-foot-4, 230-pound Legend senior defensive end worked hard to accomplish that.

“For me personally, my goal is to keep developing and keep getting bigger,” said Smith. “I hope to be around 245 by the end of the season.

I have gotten bigger than last year and my technique is a lot better after all the work over the summer.

“It was very repetitive, just going over things over and over until you get it down. I was working on flipping my hips, opening up and all that and just working on flexibility.”

Smith is considered one of the better defensive ends in the state this season.

Q&A with Smith What’s your favorite thing about being a defensive end?

Chasing down the quarterback and getting a sack. A big hit feels great all the time and three and out feels great and just turning the game around for our offense.

Who is your favorite athlete and why?

Rob Gronkowski, because of his work ethic. He is always working hard and his personality attracts me.

What or who motivates you most to excel in sports?

My dad (Glenn). He pushes me. He knows I love the sport and he loves the sport. He’s supported me and been an influence to keep me motivated.

What would be a perfect performance in your sport?

Just shutting down the other

What is your favorite class in school and why?

U.S. history. I just kind of love learning about it. It is intriguing to learn about our history and the history around the world.

I love to fish. If I am not practicing football, I’m either eating, sleeping or fishing.

What are your plans after high school?

Go to the University of Wyoming and play football. I am planning on majoring in sports marketing.

recall talking with former Douglas County football coach Gene Hill after a couple games and he would always say his team needed to learn how to win.

Well, it’s early, but at least the Huskies were winners in their first game of the 2019 season with a 12-2 win over Mountain Range on Aug. 30, which matched Douglas County’s win total for the 2018 campaign.

Eric Rice, who OVERTIME migrated from Fort Collins High School, collected his first win as Douglas County’s new head football coach but said: “It was kind of a sloppy game for us on offense, Jim Benton specifically, but a win is a win.”

It was a needed win for the victory-starved DC football program, which has gone 4-16 in the past two seasons.

“You always want to start off the year 1-0, it doesn’t matter what program you’re at, it doesn’t matter if you are Valor Christian or you are us,’’ said Rice. “But it was maybe a little bit more important for us because we wanted to avoid that `we lost again, here we go again’ type of mentality that could easily have set in if we had not won that game.”

Rice inherited a strong sophomore class left behind by Hill, who is now an assistant coach at Chaparral, but had to put his stamp on the program.

“This was a similar situation when I took over at Fort Collins,” said Rice. “I got hired in 2003 and Fort Collins was coming off back-to-back 2-8 seasons.

“I only know how to do it one way. We started with a summer program. If you are not coming to the summer program, don’t count on playing. You can’t make attendance mandatory but I can sure make playing time what I want it to be based on who shows up to that program and commits themselves on a daily basis and works hard.”

Coloradans compete in Maui Channel Swim BENTON Club Greenwood Masters team finishes in 11th place STAFF REPORT

Six Masters swimmers from Club Greenwood participated in the Maui Channel Swim over Labor Day weekend.

Kirk Anderson, of Greenwood Village; Tim Hinchey, of Englewood; Steve Kahl, of Lone Tree; and Michael Mann, Bob Garland and Greg Scott, of Centennial, finished 11th out of 40 teams competing in the timed relay race with a time of 4 hours, 48 minutes, 39 seconds. The first-place Tattersalls Masters Australia finished in 3:19:48.

According to information on the Maui Channel Swim web page, each team member swims a half-hour leg to start the race. After the initial 30-minute leg, team members then swim for 10 minutes each until the final team member crosses the finish line.

“The Maui Channel Swim is a great test of endurance, but more than that a great time to bond with close friends and family,” Kahl said.

The race begins at the pier at Club Lanai on the island of Lanai and ends on the beach in front of Kaanapali Beach Hotel on the island of Maui. The distance from start to finish, as the bird flies, is about 9.9 miles, but actual distance swum is longer depending on currents, winds, etc., the web site says.

Channel with my Club Greenwood teammates was experiencing the teamwork and encouragement for each other with we had already developed while training together back home at Greenwood Masters,” Scott said. “This helped us get through some very challenging conditions.”

Hinchey agrees.

“It’s always special to team up with my friends from Club Greenwood Masters for any event, but traveling to Maui was truly a highlight,” Hinchey said. “The conditions were challenging and only made our relay bond stronger. Can’t wait to do it again with these guys.”

In addition to the six swimmers, each team is accompanied by an escort boat, with the captain acting as navigator, and teams are responsible for their own navigation. Depending on conditions and navigation, the fastest teams finish in 3 to 4 hours. The race has a time limit of 8 hours and it is not uncommon for teams not to finish, the website says.

“What I realized most from this race is the genuine love for swimming and fortitude to never give in that Greg, Steve, Mike, Kirk and Tim have,” said Garland, of Centennial. “It is an honor to have the opportunity to swim amongst them.”

Mann, also of Centennial, said it was “great fun swimming against the Molokai express. Club Greenwood boys learned how to race in the ocean. Can’t wait till next year.”

He also got his wife, Laurie, to run a speed and conditioning program, relied on strength and conditioning coach David Goodfellow, and didn’t ignore little things in his detailed approach to the season.

“I brought in my wife to run our speed and conditioning program,” recalled Rice. “My wife ran track at Penn State and she is a two-time 400-meter state champion here in Colorado. She still holds the 100and 200-meter records at Fort Collins. I said train like a track team this summer so we can get faster and work on fundamentals.

“We have a really great strength coach here at the school and he does a good job with the strength program. We have a detailed approach. All the way down to little things like why we’re all going to dress the same for practice. Everybody is going to wear the same stuff. I was able to hire a couple assistant coaches who were ex-military and they hold people accountable to the details like nobody’s business.”

One game or win doesn’t make a season but it’s a start for Douglas County.

“All these things add up to the potential to put a decent product out on the field,” said Rice. “That doesn’t necessarily mean a win but there’s a good chance you will be able to compete.”

Regis Jesuit scored 17 fourthquarter points for a 23-13 win over Pomona on Aug. 30. Raiders’ sophomore quarterback Nicco Marchiol completed 17 of 26 passes for 316 yards and a touchdown.

Highlands Ranch quarterback Jake Rubley passed for two touchdowns and ran for another in a 30-20 football loss to Eaglecrest on Aug. 30.

Kate Manley had three hits and drove in four runs and Michelle Salazar also had three hits with one RBI in Arapahoe’s 10-2 softball win over Rampart on Aug. 31.

Castle View’s football team rallied for a 28-27 win over Fossil Ridge on Aug. 30 and the Sabercats gambled to get the win. Castle View went for a two-point conversion in the final few minutes and senior Antonio Ursetta was credited with the twopoint conversion.

Ponderosa quarterback Jack Hanenburg hit on 18 of 30 passes for 241 yards and three touchdowns but the Mustangs dropped a 28-21 decision to Parker rival Legend on Sept 30. Ben Beecher led Ponderosa with 17 tackles.

Golf tournament raises $41,000 for Fallen Officer Fund STAFF REPORT

The first Douglas County Fallen Officers Fund golf tournament on Aug. 12 raised more than $41,000, according to a news release.

Hosted by Meridian Golf Club, the tournament drew 120 golfers and had 12 sponsors, including gold sponsor Miller’s Landing, along with US Foods and John Elway Chevrolet.

Those in attendance were able to see the Doulgas County Mounted Patrol and SWAT vehicles, as well as a 1962 fire truck displayed at the event by Jason Neeley. Among the items that

R 019-061, AND CALLING FOR AN ELECTION FOR THE EXTENSION OF THE EXPIRING .13% PORTION OF THE EXISTING SALES TAX AND USE TAX IMPOSED FOR THE DOUGLAS COUNTY JUSTICE CENTER AND A REALLOCATION OF FUTURE REVENUES FROM THE EXPIRING .13% PORTION AND AN ADDITIONAL .05% PORTION OF THAT SAME EXISTING WSTICE CENTER SALES TAX AND USE TAX. WHEREAS, Resolution No. R-995-099, referenced in the 1995 Sales and Use Tax Ballot Question, was adopted by the Board of County Commissioners (the "Board") of the County on September 12, 1995, and was amended by Resolution No. R-003-152 adopted by the Board on November 10, 2003; and

WHEREAS, the 1995 Sales and Use Tax Ballot Question and Resolution No. R-995-099, as amended, then provided for the expiration of twenty-three hundredths of one cent per dollar (the ".23% Portion") of the forty-three hundredths of one cent per dollar of the sales and use tax imposed for the construction, operation and maintenance of courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities (the "Justice Center Sales and Use Tax") at 12:00 a.m. on January 1, 2011; and

WHEREAS, on August 28, 2007, the Board further amended Resolution No. R-995-099, by adoption Resolution No. R-007-123 which sought to ask voters whether to extend the .23% Portion of the Justice Center Sales and Use Tax scheduled to expire at 12:00 a.m. on January 1, 2011 to January 1, 2021, and to thereafter increase the total Justice Center Sales and Use Tax in perpetuity from twenty hundredths of one cent per dollar of taxable transactions to thirty hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and WHEREAS, on November 6, 2007, the following ballot question was submitted to the electors of the County for approval to extend the .23% Portion as set forth in Resolution No. R007-123 (the "2007 Extension"):

WITHOUT RAISING ADDITIONAL TAXES, SHALL THE EXISTING PORTION OF THE COUNTY JUSTICE CENTER SALES AND USE TAX OF TWENTY THREE HUNDREDTHS OF ONE CENT (.23%) PER DOLLAR OF TAXABLE TRANSACTIONS FOR THE CONSTRUCTION, OPERATION ANDI MAINTENANCE OF COURTROOMS, JAIL CELLS, COMMUNICATIONS AND DISPATCHING, DISTRICT ATTORNEY FACILITIES, AND RELATED FACILITIES SCHEDULED TO EXPIRE ON JANUARY 1, 2011 BE EXTENDED AS FOLLOWS: (1) EXTEND (A) THIRTEEN HUNDRETHS OF ONE CENT (.13%) PORTION OF SUCH .23% PORTION PER DOLLAR OF TAXABLE TRANSACTIONS THROUGH DECEMBER 31, 2020) SPECIFICALLY FOR USE FOR CAPITAL NEEDS ASSOCIATED WITH THE COUNTY JUSTICE CENTER; AND (2) EXTEND A ONE TENTH OF ONE CENT (.10%) PORTION OF SUCH .23% PORTION PER DOLL AR OF TAXABLE TRANSACTIONS IN PERPET.UITY SPECIFICALLY TO ASSIST IN FUNDING THE COSTS OF OPERATING THE COUNTY JUSTICE CENTER, INCLUDING THE JAIL, COURTROOM SECURITY, COMMUNITY JUSTICE SERVICES, DISPATCHING, AND TECHNOLOGICAL SERVICES AND RELATED FACILITIES ALL AS SET FORTH IN COUNTY RESOLUTION R995-099 AS AMENDED?

WHEREAS, voters approved this extension on November 6, 2007; and

WHEREAS, pursuant to the 2007 Extension, .13% of the .23% Portion would be extended through December 31, 2020 for capital needs associated with the County Justice Center (the ".13% Portion") and .10% of the .23% Portion would be extended in perpetuity for funding the costs of operating the County Justice Center, including the jail, courtroom security, community justice services, dispatching, and technological services and related facilities (the ".10% Portion"); and

WHEREAS, to respond to increasing demands for growth related capital improvements within the County, the Board adopted Resolution No. R..Q19-061 to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in Resolution No. R-019-061, and to extend collection of the same through December 31, 2035, and to additionally ask voters whether

the County, the Board adopted Resolution No. R..Q19-061 to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in Resolution No. R-019-061, and to extend collection of the same through December 31, 2035, and to additionally ask voters whether to authorize the; issuance of revenue bonds to be secured by the expiring .13% Portion of the Justice Center Sales and Use Tax if it was extended and reallocated in order to fund such public transportation infrastructure as soon as possible; and

WHEREAS, the Board now desires to make certain changes to the ballot questions authorized

by Resolution No. R-019-061 and thereby rescind and replace Resolution No. R 019-061; and WHEREAS, the Board now desires, to respond to increasing demands for growth related improvements within the County, to ask voters whether the County should extend collection of the expiring .13% Portion of the Justice Center Sales and Use Tax through December 31, 2035, and together with an additional .05% portion of the Justice Center Sales and Use Tax, both the subject of the 2007 Extension, reallocate the revenues of such aggregate .18% portion from the Justice Center Sales .and Use Tax for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion (the ".18% Portion"), as detailed in this Resolution; and

ii. A special fund, to be known as the "Douglas County Justice Center Sales and Use Tax Fund" (the "J.C. Fund"), shall be created and all of the revenues from the .25% portion shall be deposited therein.

(B). The portion of the sales and use taxes collected at the rate of eighteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution, as may be amended from time to time, and the interest income thereon (the ".18% Portion") shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the "T.I. Fund"), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses to include for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

WHEREAS, Article X, Section 20 of the Colorado Constitution requires voter approval of the extension. of an expiring tax; and

B. Section 25 of Resolution No. 995-099, as amended, is hereby amended to read as follows:

WHEREAS, the Board desires to present the following ballot question provided herein to voters on November 5, 2019, which if approved by voters would allow the .13% Portion to be extended from its current expiration date of December 31, 2020 to instead terminate on December 31, 2035, and together with .05% portion of the .23% Portion pursuant to the 2007 Extension, be reallocated for an aggregate total of .18% in order to fund transportation infrastructure; and

25. Effective Date-Applicability. Upon adoption by the electorate at the election on November 5, 2019, the sales tax and use tax as provided and as amended herein shall become effective and in force at 12:00 a.m. on January 1, 2020. The rate of a portion of said sales tax and use tax shall be twenty-five hundredths of one cent per dollar of taxable transactions (the .25% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be eighteen hundredths of one cent per dollar of taxable transactions (the .18% Portion as set forth in Section 20B), of which the .13% Portion shall expire on December 31, 2035 at 11:59 pm and the remaining .05% shall remain in perpetuity.

WHEREAS, the Board is responsible for certifying such ballot question to the coordinated election official in the County.

NOW, THEREFORE, BE IT RESOLVED

BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows: A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows: 20(A). The portion of the sales and use taxes collected at the rate of twenty-five hundredths of one cent per dollar in perpetuity pursuant to this Resolution, as may be amended from time to time, and the interest income thereon (the ".25% Portion") shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including the jail, courtrooms, communications and dispatching, community justice services, technology, district attorney facilities, and related facilities; and ii. A special fund, to be known as the "Douglas County Justice Center Sales and Use Tax Fund" (the "J.C. Fund"), shall be created and all of the revenues from the .25% portion shall be deposited therein.

(B). The portion of the sales and use taxes collected at the rate of eighteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution, as may be amended from time to time, and the interest income thereon (the ".18% Portion") shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the "T.I. Fund"), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses to include for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County.

2. Submission of Election Question. The Board hereby authorizes the submission of the question of the extension and partial reallocation of the Justice Center Sales and Use Tax to the registered electors of the County, at the coordinated election to be conducted on November 5, 2019, by the Douglas County Clerk and Recorder.

3. Certification of Election Question. In accordance with Section 1-5-203(3), C.R.S., the Board hereby directs that the following ballot issue be certified herewith to the Douglas County Clerk and Recorder for inclusion in the ballot for said coordinated election: WITHOUT RAISING ADDITIONAL TAXES, SHALL THAT CERTAIN EXISTING PORTION OF THE DOUGLAS COUNTY JUSTICE CENTER SALES AND USE TAX OF THIRTEEN HUNDREDTHS OF ONE CENT (.13%) PER DOLLAR OF TAXABLE TRANSACTIONS CURRENTLY SCHEDULED TO EXPIRE ON DECEMBER 31, 2020 BE EXTENDED THROUGH DECEMBER 31, 2035 AND SHALL THAT SAME PORTION TOGETHER WITH AN ADDITIONAL FIVE HUNDREDTHS OF ONE CENT (.05%) PER DOLLAR OF TAXABLE TRANSACTIONS PORTION OF THE DOUGLAS COUNTY JUSTICE CENTER SALES AND USE TAX, FOR AN AGGREGATE AMOUNT OF EIGHTEEN HUNDREDTHS OF ONE CENT (.18%) PER DOLLAR OF TAXABLE TRANSACTIONS, BE REALLOCATED FOR THE PROVISION OF NECESSARY TRANSPORTATION INFRASTRUCTURE AND RELATED EXPENSES TO INCLUDE FOR THE ALLEVIATION OF TRAFFIC CONGESTION, EFFECTIVE JANUARY 1, 2020, ALL TO BE CONSISTENT WITH THE PROVISIONS SET FORTH IN COUNTY RESOLUTION R995-099, AS AMENDED; AND SHALL THE PROCEEDS OF SUCH TAXES, AND INVESTMENT INCOME THEREON, CONSTITUTE VOTER-APPROVED REVENUE CHANGES AND BE COLLECTED AND SPENT BY THE COUNTY WITHOUT REGARD TO ANY SPENDING, REVENUE-RAISING, OR OTHER LIMITATION CONTAINED WITIN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW, AND WITHOUT LIMITING IN ANY YEAR THE AMOUNT OF OTHER REVENUES THAT MAY BE COLLECTED AND SPENT BY THE COUNTY?

4. Clerk to Conduct Election. The name of the designated election official who will be responsible for conducting the election pursuant to the Uniform Election Code of 1992, as amended, is Merlin Klotz, Douglas County Clerk and Recorder.

5. Uniform Election Code of 1992. The election shall be held, conducted, and the results thereof shall be determined, so far as practicable, in conformity with the provisions of the Uniform Election Code of 1992, as amended.

6. Publication of Resolution. The County Clerk and Recorder is hereby authorized and directed to publish the full text of this Resolution four separate times, a week apart, in the Douglas County News-Press and in the official newspaper of each city and incorporated town in the County.

7. Filing With, and Collection, Administration and Distribution By, Executive Director of the Colorado Department of Revenue. Pursuant to Section 29-2-106, Colorado Revised Statutes, the Board shall, following the election on November 5, 2019, and prior to December 3, 2019, request the Executive Director of the Colorado Department of Revenue to administer, collect and distribute the sales tax hereby extended. The Board, at the time of making such request, shall provide the following documents to the Executive Director: A. A copy of this Resolution and Resolution No. 995-099, as amended, certified by the County Clerk and Recorder; B. Affidavits of publication of this Resolution, as provided herein; and C. An Abstract of Election Results, certified as to the approval of the extension of the sales tax by a majority of the registered electors of the County voting thereon.

In the event that the Executive Director fails or refuses to collect the sales tax extended by this Resolution, the Board shall provide for the collection, administration or enforcement of such sales tax to the extent permitted by law, or amend this Resolution to comply with the requirements of the Department of Revenue.

8. Effective Date. Section 1 of this Resolution shall be effective January 1, 2020, expressly subject to approval of the necessary ballot question or questions certified in Section 3 of this Resolution by the electorate at the election on November 5, 2019. All other sections of this Resolution shall be effective immediately.

All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.
