DCSD students, staff to get more mental health resources School district announces collaboration with Kaiser Permanente Colorado

The Douglas County School District and Kaiser Permanente Colorado are teaming up to provide more mental health resources to students and staff.

Following the May 7 shooting at STEM School Highlands Ranch, DCSD will see mental health trainings and $99,999 in community benefit support from Kaiser Permanente, the state’s largest nonprofit health plan, the

district announced in an Aug. 1 news release.

“We are forever grateful for the support and care shown by our partners at Kaiser Permanente following the tragedy in May,” DCSD Superintendent Thomas Tucker said in the release. “Their care and dedication to the health and well-being of our students and staff is truly remarkable.”

DCSD joins five other Colorado school districts that are part of Kaiser Permanente’s Thriving Schools Mental Health cohort. Formed in 2017, the group promotes trauma-informed care policies and practices in individual school districts.

Mental health and wellness training will be provided to school staff, administrators and teachers through

Kaiser Permanente’s Resilience in School Environments: Understanding and Practice (RISE UP) program. The learning session is designed to foster resilience and support staff as they work with traumatized students, the media release says.

“Research shows that adverse childhood experiences impact students’ ability to learn and grow,” DCSD Personalized Learning Officer Nancy Ingalls said in the release. “Use of traumasensitive approaches can provide the support students need to process their trauma and increase their readiness for learning, and can strengthen a culture of resilience in schools.”

As part of an advisory council for Kaiser Permanente Colorado, DCSD staff will help guide the development

of a new program for high school students called Ghosted. The interactive play is designed to address mental health issues including anxiety and depression, followed by a suicide prevention workshop.

The new partnership means DCSD staff, teachers and administrators will have access to online mental health resources from Alliance for a Healthier Generation, which include assessment tools and action plans to help launch new mental health initiatives within the district.

“These programs will directly benefit students and staff and we are very glad we have an opportunity to help,” Ron Vance, president of Kaiser Permanente Colorado, said in the news release.

A change in career I was totally into fitness many, many years ago, and a good friend said, “You’d be a great personal trainer.”

Mountain Vista graduates create driveway sharing app Drivewayz lets homeowners rent out parking spaces

C

arter Strickling and Tyler Cagle have been friends for as long as they can remember.

The two attended kindergarten at Bear Canyon Elementary and graduated from Mountain Vista High School.

They went to different colleges — Strickling graduated from San Diego State Univeristy, Cagle graduated from the University of Colorado Boulder — but reunited last year through a business proposal.

“It’s kind of crazy for us to go full circle,” Cagle, 22, said. “We’ve been talking about this for so long.”

Strickling and Cagle, along with partner Reese Barracks, designed an app to make public parking easier.

Drivewayz allows individuals to rent out their private parking spaces during high-density traffic periods, so drivers can avoid the burden, and cost, of finding parking on the street or in an overpriced event lot.

“Searching for parking is frustrating, time-consuming and expensive,” said Barracks, the Drivewayz CEO. “So many of us walk past empty driveways on our way to special events, classes, or restaurants, after search-

ing for parking that is a substantial distance from our destinations.”

Drivewayz, its creators say, gives consumers a new parking option while providing homeowners with a new revenue source.

“This solution serves the entire community,” Barracks, 21, said.

Barracks, who grew up in Longmont, came up with the idea when he was working as a valet for Hotel Boulderado. The number of nearby open parking spaces baffled him. A mutual friend put him in touch with

Cagle, who handled the technical side of things and coded the app. Then Strickling came on board as the director of operations.

They tested the app in Boulder during CU football games, when street parking is limited and event lots can cost up to $40 for four hours. Through the app, drivers were able to locate an available driveway on a map for $20 to $30 dollars.

“Overall, the consensus is that people love the idea, and it’s a problem that everyone has and everyone can

get behind,” Strickling, 22, said.

Based in San Diego, the team spends up to 12 hours a day in their home office, perfecting their creation and looking at next steps, which include funding, hiring a development team and expanding into busy cities such as Los Angeles and San Francisco.

Currently, Apple IOS users nationwide have access to Drivewayz free of cost via the App Store. The three-man team is working to make it available to Android users.

In their free time, which is limited, Strickling and Cagle explore their new territory and hit the beach.

While they are excited for the future, they will never forget their roots in Colorado.

“Highlands Ranch,” Strickling said, “was a great place to grow up.”

How it works Joining Drivewayz is free. Consumers are able to pinpoint a specific location on a map and find the closest parking space, ahead of leaving their current location. Consumers are notified if their parking space is about to expire and can add time from the app.

Parking space owners can adjust the cost and availability, based on their day-to-day schedule. Rental fees are deposited immediately into a host’s Drivewayz account, minus a percentage of each rental fee that’s paid to Drivewayz for the service.

Classes to begin at ACC’s Sturm campus on Aug. 19 Grand opening celebration Aug. 16 features interactive tour, chance to meet faculty STAFF REPORT

A grand opening celebration of the Arapahoe Community College Sturm Collaboration Campus at Castle Rock will feature an interactive tour of the new facility and a chance to meet with faculty, staff and education/industry partners.

The Friday, Aug. 16 event is open to the public, and parking and shuttle service will be available at Castle Rock Adventist Hospital. The event runs from 2-6 p.m., and a ribbon cutting ceremony begins at 2:30 p.m.

The Sturm Collaboration Campus is a joint venture among ACC, the town of Castle Rock, the Castle Rock Economic Development Council, Colorado State University and the Douglas County School District. The campus will bring together education, business and the community to create a resource for delivering seamless education and workforce training to Castle Rock and greater Douglas County.

Fair offers ‘awesome’ time

tephanie Smith leaned over a duck pool at the Douglas County Fair & Rodeo on Aug. 2, helping her children, Logan, Patrick and Lillian, play carnival games. Around them were bustling crowds standing in line at the carnival rides, grabbing a turkey leg, watching live music or browsing livestock barns.

“This is our first year living in Castle Rock, so this our first time,” she said of attending the fair. “It’s awesome. We’re having so much fun.”

Across the fairgrounds in the poultry barn were Judy Lowery and Dale Mikelson. The two friends went to high school together at Douglas County High School and had recently reconnected, years after their children had grown and finished their own time in 4-H. “I’ve been here most every year of my life,” said Mikelson, a former fair board member.

Whether people were attending for the first time or closing another year in a long-standing tradition of coming to the fair, the annual event brought the community out for funpacked events. Running from Aug. 1-4, the event boasted a carnival, rodeo events, a concert with country music star Gary Allan and the 60th anniversary of the Douglas County Jr. Livestock Sale.

Carnival rides are always a major attraction.

Lone Tree teen takes on opioid epidemic Gitanjali Rao has taken on a new project in hopes of curbing widespread opioid addiction

Gitanjali Rao is at it again.

The 13-year-old from Lone Tree earned her claim to fame last year when she demonstrated her device, Tethys, on “The Tonight Show Starring Jimmy Fallon.” Fallon was awestruck as Rao showed how her device is capable of detecting lead in drinking water through an app Rao created.

Now, Rao, a student at STEM School Highlands Ranch, is taking on the opioid epidemic.

Rao recently finished a prototype for a new app she developed called Epione, named after the Greek goddess of relieving pain. It is designed to work with a corresponding device that helps more clearly illustrate a patient’s situation — how addicted he or she is to opioids.

The prototype boosted Rao to be a finalist in the Technovation World Pitch Summit in Santa Clara, California, Aug. 13-16. Technovation is a program encouraging and assisting teams of girls from all over the world to solve problems within their community by

developing an app, according to the challenge’s website, TechnovationChallenge.org.

“There were so many teens getting into prescription opioids, and before anybody knew about it, it was too late to do anything about it,” Rao said. “I wanted to come up with a way to diagnose prescription opioid addiction at an early stage so you can take action earlier.”

How does this app work?

It helps diagnose opioid addiction at an early stage. It automates the immunosorbent testing part of the opioid addiction diagnoses process. My goal for it is to be something that physicians can use to monitor addiction.

What stage are you in right now?

I have a working prototype ready to go. My next steps are working on the side of things like portability, cost and starting to look at the business side of it as well. That’s really why Technovation has been really amazing for me because I can really explore the business side of things.

What got you interested in this topic?

It was all over the news, first of all.

There were so many teens getting into prescription opioids, and before anybody knew about it, it was too late to do anything about it. That was one of the reasons. I also had a personal connection with it. One of our family friends became addicted to prescription opioids after a car accident. It’s scary to think it

COURTESY PHOTO can happen to you without you knowing it. I wanted to come up with a way to diagnose prescription opioid addiction at an early stage so you can take action earlier.

How does your app detect possible signs of opioid addiction?

There are a certain amount of opioids your body can’t take in — those bind to this (mu-opioid receptor) gene and it produces even more protein than before. I’m adding a certain antibody and enzyme to a DNA sample, and it’s telling me the darker the color is, the more protein is being produced, which automatically translates to the more addicted you are. I’m taking that sample

and putting it into my device... The device takes a picture…The app cuts that picture down to a region of interest and compares it to a set of pre-calibrated images. It creates almost a spectrum of what a sample would look like without addiction and what a sample would like with addiction...Based on where it is it can tell you if you’re addicted to prescription opioids.

At this point, it’s all based on the sample you take. There’s nothing you need to submit in the app. In my future plans, I’m looking at how protein levels differ… That’s going to take a lot more extensive research.

Where do you go from here?

I’m not really sure if I have an exact time frame. Business plans really take longer than you expect them to. Plus it will take an extra year or two of research before I can actually roll it out there.

Tell us about the Technovation Challenge.

I applied for the Technovation Challenge. I ended up being a finalist, so I get to go to the World Pitch event in August.

This is an awesome opportunity because there are girls from all around the world — Bolivia, Cambodia, Canada, Nigeria — it’s just an awesome opportunity to network. In August, I get to go there and give a pitch, kind of like I’m pitching to “Shark Tank” about where I want to take my app and how it’s going to help others.

Douglas County, state growth scrutinized State demographer talks trends in Castle Rock presentation

State Demographer Elizabeth Garner stopped by Castle Rock on Aug. 1 to discuss growth trends throughout the state, and in the local area. She also provided information on the upcoming 2020 census. Here’s some takeaways from her presentation.

State population growth slowing Last year, Castle Rock was the 14th fastest-growing community in the country, for communities with a population of 50,000 or larger. The town was growing an average of three families a day, said Town Manager Dave Corliss.

On a state and a national level, Garner said the population growth rate is slowing down, although Colorado is still experiencing growth. Birth rates are declining while death rates are holding steady.

And while Colorado is growing, other states have experienced tre-

mendous growth in population, she said. Last year Colorado’s population increased by nearly 80,000 people. By comparison, Texas grew by 759,000 people last year, Garner said.

“Yet what do we hear in the media all the time,” Garner asked people in the crowd. “‘Unprecedented growth.’”

Where, by location and demographic, is growth happening?

Garner said growth in the state is largely concentrated in certain areas, particularly along the Front Range and along the Interstate 25 corridor.

Douglas County, along with neighboring El Paso and Arapahoe counties, saw some of the largest changes in population between 2010 and 2018.

Meanwhile, counties in each corner of the state saw a decrease in population.

“Douglas County is in the midst of all of this growth,” she said.

Populations are also aging, Garner said. The 74- to 84-year-old age group is the fastest growing in Colorado. She said it is important for communities to monitor changing demographics, as a person’s age often affects their lifestyle, which in turn affects their consumer habits and how much property tax they pay.

The Colorado Secretary of State’s Office is again alerting small business owners about more potentially misleading notices requesting an extra fee for a third party to file business documents.

According to a news release, the Secretary of State’s Office has continued to receive reports about third parties sending additional deceptive and misleading solicitations to Colorado businesses. The Colorado secretary of state maintains an easy-to-use online filing system for businesses. Use of a third party to complete filings with the secretary of state is not required.

The newest versions of these solicitations offer to obtain a “Certificate of Good Standing” or a “Certificate

of Existence” from the Secretary of State’s Office for a fee. Any business can download a Certificate of Good Standing for free from the secretary of state’s website at www.sos.state. co.us. In addition, the office does not offer anything called a Certificate of Existence.

Another misleading solicitation offers to file a “Statement Curing Delinquency” with the office to bring a business back into good standing. In addition to the required state filing fee, the form requires payment of a processing fee.

These misleading solicitations may appear similar to a government form, cite specific Colorado statutes and require a fee. They might contain your business entity’s actual business ID number and date of formation, as reflected in the secretary of state’s business records; contain a customer ID number that does not match a number given to you by a state or federal agency; contain a warning to make sure that the form’s instructions are followed exactly when completing the form; or contain a due date for your response.

He is in the third year of the contract, and I guess he thinks $13.7 million simply isn’t enough of a reward for a two-time Pro Bowl cornerback.

Davis, the comedian who introduced Ramsey, yelled, “The man, the myth, Jalen Ramsey,” and a string of “He’s so good” jokes that were as funny as the Mueller hearing.

Last week, a friend sent me a YouTube of personalities who have died in 2019, and among them were Bart Starr, John Havlicek, Don Newcombe and Bill Buckner, none of whom arrived to camp in a hot air balloon.

Times change. Expectations change.

systems and enhancing safety and security systems. Redstone Elementary is replacing its roof and upgrading fire alarms and safety and security systems as well. To add to this, the district has added 80 new counselors to our schools to help address the mental health issues students face today.

Our safety and security systems have been in place for a long time and those are being enhanced/upgraded to help with our safety and security needs. Along with each school being supplied with two twoway radios in cases of emergency to help with fast response times.

here is certainly no shortage of ideas these days. As a matter of fact, we typically come up with more ideas than we really need. And the more ideas we generate, the more excited we get about putting them into practice.

What I am seeing more and more of is some very high-speed thinking.

The problem is that I am also seeing some WINNING low functioning and less motivated doing. WORDS Brainstorming is one of my very favorite exercises to participate in. Sometimes I find myself working through ideas on my own and challenging myself to come up with as many possible new Michael Norton ideas or solutions as possible. However, what I enjoy more is being part of a group and having others share their ideas and what they are thinking. In most cases their contributions and line of thinking was something totally different than my own. And usually much smarter.

The problem is that our thinking never stops, there is always one more idea or new approach we want to think

through. One more shiny object to chase. This in turn creates the bigger problem, the “doing” actually does stop. As I explored this further, I found out some very interesting information.

As much as some people love innovative thinking and creativity, coming up with vision and strategy, they don’t like to do the work that it takes to execute or implement the idea. Unless of course, it was their own idea.

The other thing people shared with me was that in many cases of a team meeting or brainstorming session, the meeting ended with no clearly defined next steps or assigned ownership. They may have had a powerful thought-provoking session, but when it was over, the excitement that was generated in the room evaporated with everyone’s exit. Or it was assumed that someone would simply take ownership.

So how do we turn high speed thinking into highly motivated action? The answer isn’t found in the “Just do it” slogan. The answer is found in just two “doing” words, prioritization and accountability. As much as I enjoy spending time on an airplane filling up a page or two of ideas and strategy,

Update on how school district is using tax revenues

new school year is already upon us — bringing the promise of unlimited opportunities and experiences for our students and staff.

It was a little more than a year ago that many of us in the Douglas County School District (DCSD) were connecting with you regarding our fundGUEST ing challenges. We are so thankful to our COLUMN voters for approving a $40 million mill levy override (MLO) and $250 million bond for DCSD this past November. It was the first time since 2006 that our school district received new local dollars and they Anthony Graziano were much needed.

Over the past few months, DCSD has gotten to work putting these dollars to great use. The MLO enabled us to increase compensation for our teachers and staff, add counselors to our schools — including at the elementary school level — increase career and technical education offerings to students, enhance safety and security in our school buildings, and make

I always go back and prioritize everything on the pages. The next step is to put dates, names of team members or people who can help, desired outcomes, and most importantly I write down an immediate next step.

Having a very clearly defined next step forces prioritization and accountability. Too often we look for the endgame or result. We hit the fast-forward button and forget that in order to achieve our desired results, we must first know and take that very first step, that immediate next step.

And yes, having a plan beyond our immediate next step is super important, however, if we are talking about turning ourselves or our teams from high-speed thinkers driven by highly motivated action, we must start with the first action step.

Keep the ideas coming, creativity drives our innovation and growth.

We are an entertainment-driven world. Everyone might be the next reality television star, or the next nobody to be given a new car on “Ellen” for saving a parakeet’s life.

I do not underestimate the value of an ego. Without one, there would be no artists, musicians, actors, or opinion columnists.

But enough about me. Let’s talk

much-needed improvements to our aging school buildings. It has been wonderful to see some of this work taking place over the summer.

We listened when our community said they wanted to know how the MLO and bond dollars are being used. One of the first steps we took after the passage of the MLO and bond was to form a Mill Bond Oversight Ad-Hoc Committee (MBOC) made up of 20 community members from across Douglas County.

This committee monitors the progress of the improvements and programs being implemented via MLO/bond dollars, and ensures the MLO/Bond expenditures are in alignment with the ballot language approved by our voters.

What you may not know, however, is the additional work going on behind the scenes in DCSD to stretch your taxpayer dollars even further.

For example, DCSD has an incredibly high credit rating. In fact, the highest of any school district in Colorado! Our stellar credit rating, combined with the prevailing interest rate environment, enabled DCSD to sell the bonds approved by voters for an additional $40 million — with no additional taxes for our voters.

Impressive, right? Here are some other funding facts that may interest turing them in some way. Keep revisiting those ideas from time to time as they may be brilliant, just not timely.

They may become even more brilliant over time and with each new review or brainstorming session. To become a highly motivated person of action means we never allow our flow of new ideas become an excuse for not getting the job done. Accountability means we own it, or someone owns it.

you: • Just as we all do when buying a car or a home, our school district took advantage of lower interest rates to save taxpayer money. Over the past 10 years, existing bond issuances were refinanced, resulting in a $21.7 million savings to taxpayers.

• When you are in the market for a home improvement project, it is always wise to get more than one bid — and DCSD is no different. Over the last school year, the district saved more than $1.3 million through competitive bidding processes and negotiations.

• Finally, our team has begun actively investing operating cash when it is not needed for payroll and accounts payable, in compliance with state laws and DCSD Board of Education policy.

This resulted in investment earnings more than double from prior years.

Now I want to brag on our graduates a bit — we recently handed out more than 4,700 diplomas in DCSD. Did you

know that the Class of 2019 earned nearly $96 million in scholarships? We all know that every dollar counts — whether it is funding from our recent ballot initiatives, or money for our new graduates as they head into the next chapter of their lives.

I hope this provides you with a better understanding of how seriously we take our role when it comes to taxpayer funds. As a father of a current DCSD student and a recent DCSD graduate, I strongly believe our school district is an investment in our future and I will continue to do my part to ensure our fiscal responsibility remains a priority.

ust off an inconspicuous industrial side street, kids as young as 5 and adults as old as 80 don helmets, strap on seatbelts and zip around like something out of a video game.

They’re racing go-karts at K1 Speed in Highlands Ranch, one of a handful of places in the Denver metro area where impassioned drivers, beginners and fun-seeking groups can test their skills on winding tracks.

“Karting is definitely a little different than your regular pool day,” said Nichole Sarno, K1’s assistant manager.

Christian Obrecht, a 47-year-old from Denver, built up a love for karting near Bandimere Speedway, a professional drag-racing track just west of Lakewood. And although Obrecht wasn’t racing full-sized cars, renting karts proved to be a lasting passion for him — eventually, he bought his own wheels.

“I started up just from actually watching a commercial one time, and I was like, ‘Oh, man, I kind of want to get into this,” Obrecht said.

“I didn’t even know how to get the thing off my truck. I was standing there — it was like my first day of school,” Obrecht said. “This guy was just walking by like, ‘Do you need help?’ Those are the guys I hang out with now to this day with kart racing.”

Obrecht now hopes to get his young son into racing, too, which won’t

be difficult with the metro area’s options. Action Karting, an outdoor track at the Bandimere Speedway near Highway C-470, touts itself as kid-friendly and an ideal place for first dates. K1 in Highlands Ranch sees events such as young girls’ birthday celebrations and bachelorette parties, Sarno said.

Male drivers are a bit more common than females at K1, Sarno said, but they’re not far off in numbers.

“Our fastest is a 17-year-old guy; the next fastest is a 13-year-old girl,” said Sarno, referring to K1’s speed records.

Adult karts can reach about 45 mph, and manual — or “shifter” — karts can reach about 55 mph, while junior karts for kids run about 25 to 30 mph, Sarno said. And on tracks that allow personal, non-rental karts, Obrecht’s vehicle can reach about 100 mph.

Despite the high-energy atmosphere of karting, what Obrecht enjoys most is the mental clarity the repetition of the turns can bring.

“It’s all you’re thinking about when you’re doing it,” Obrecht said.

Sarno’s favorite part is “the thrill of it” — as an employee at K1, she often drives the karts — but watching others speed around is satisfying, too.

“The excitement they get from it — a little girl beat her brother, a kid beat his dad,” Sarno said. “Watching people grow and find passion in karting is my favorite thing here.”

On an evening in late July, Anil Kumar Somala, 44, came to K1 with his children, Pratheek Somala, 10, and 12-year-old Bhavagnya Somala. The father from Highlands Ranch wanted to give his kids driving experience to be more comfortable on streets one day.

It’s the kind of experience Sarno likes to see.

“People of all ages develop a passion for it,” Sarno said. “The light they get in their eyes is amazing.”

The décor at K1 Speed in Highlands Ranch, one of the handful of locations that rents karts for racing on a track in the Denver metro area. It sits at 8034 Midway Drive, just off South Santa Fe Drive.

His daughter, Bhavagnya, came to K1 before with apprehension, but she stepped up with more confidence to 5 p.m. weekdays and during performances.

Just inside the front door of the Depot Art Gallery is a colorful painting

by Desmond O’Hagan, who was 2019 juror for the All Colorado Art Exhibit, now in its 36th year. Looking at its fine details sets the tone for a visitor to this really pleasing — and varied — exhibit. It was open to all Coloradans and shows many ways of experiencing one’s world.

Any exhibit at this intimate gallery is limited in the size of works shown, but it draws a number of fine-tuned and, in some cases, beautifully crafted smaller works that are great to contemplate and just might be the very thing to fit in a visitor’s home. It’s especially hard not to touch some of these works, such as Eileen Flanigan’s intricately etched brass “Kaleidoscope” — but please don’t!!!

O’Hagan awarded ribbons to artists at an Aug. 2 reception at the historic depot gallery and the show will continue through Aug. 24.

Best in show went to Joann Lavender’s oil painting, “Morning Sun on Pike’s Peak,” and it’s just one of several really skillful landscapes in the show. It summons up memories of those gorgeous early-in-the-day scenes we Coloradans treasure from past excursions. The ones that just make one stop and stare!

Up a few steps on the platform is the quirky first-place painting, “Neon Nuclear Duck,” by Jeff Velarde. What is the story here? One would enjoy a statement from the artist, although mostly, I’d prefer not to have a lot to read! A group of photographs includes Raj Manickam’s second-place photograph, “Dance and Drama,” portraying a lovely young dancer performing at the edge of a crowd. One can almost hear the accompanying music. Mary

Holms’ mixed media painting, “Lawn Chairs,” is on a different track, as an example of Abstract Expressionism that won third place.

O’Hagan also awarded several honorable mentions: Andrew Woodward’s acrylic painting, “Flatiron Clouds”; Scott DeWeese’s “Red Vessel # 14”; and Jeanne Trueax’s pen and ink drawing, “Rocky Hillside.”

DeWeese’s intricately carved impressions of Native American basketry are an example of especially fine craftsmanship, as well as sensitive artistry. I was happy to see that the juror honored his work.

And across the middle room from those pieces is a pair of assemblage pieces that are a send-up of the trophy heads one sees around: Artist Susan Wechsler demonstrates really intricate craftsmanship in “Indy Blue Eyes,” a deer, and “Zelda,” a zebra. Be sure to stop and stare for a few moments.

Continue to the back room and enjoy ceramic artist Carol Broere’s stunning green necklace to the right. (What could I wear with that?) Continue across the room to a square fabric piece showing a napping dog — “Vigil.” While I’ve never been a quilter, I was struck by the intricacy of this piece — look closely at the stitching.

Also in the back room is work by Artist of the Month Cele Bergstrom, who was the Littleton Fine Arts Guild member on hosting duty, along with member Forest Plesko, who declared this was the best exhibit he’d seen there. Note that you are invited to vote for a People’s Choice Award while at the Depot.

‘Being onstage is my passion’ Country music star Gary Allan says he loves to play in Denver area

country music – Merle, Buck, Johnny, Waylon, Willie, etc. We had music playing in the house all the time and also had instruments and amps sitting out in our living room. My dad thought if they were out where we could see them, we would play them.

He was correct and I played every day. When I was a teenager, my dad, brother and I had a band, The Herzbergs, and we played around Southern California. I knew early on that music is what I wanted to do for a living. Being onstage is my passion and I make music so that I can play it live. I can’t imagine not doing that.

Gary Allan was the headlining concert at the Douglas County Fair & Rodeo this year, where he was set to entertain crowds on Aug. 3. Allan has released five No. 1 country music hits, including “Every Storm Runs Out of Rain,” and has sold more than 8 million albums throughout his career since his debut in 1996.

Allan spoke to Colorado Community Media about his show in Castle Rock, his inspiration and what’s to come with his next music launch.

Is this your first time performing in Castle Rock? What are you most looking forward to about performing here?

Colorado is beautiful and I love playing in this area. I don’t think we have played in Castle Rock specifically, but we have played the Denver area several times over the years. We even shot the “Watching Airplanes” video in the Denver area.

What can people expect when seeing you in concert? What is the experience like?

When will you release new music? What can people expect from the next album that may differ from your past work?

I’ve been working on new music for a while now and hope to have something new out soon. Every album I make represents where I am in life at that time, so this one will reflect the same. I’m in a really good place and I think the music will represent that.

Swedish Medical Center plans a women’s wellness event that features massages, facials and presentations on subjects relating to women’s health.

“Too often women are busy caring for others; this event provides us with an important reminder to take time to focus on ourselves and our health,” Christina Merritt, administrative director of women’s services at Swedish Medical Center, said in a news release. “We want to encourage and inspire women through providing access to critical health conversations and wellness screenings in a fun and engaging way.”

South Metro Denver Chamber, Invision Sally Jobe and the Sarah Cannon Cancer Institute are partnering with Swedish to put on “A Wellness Affair,” which will take place Sept. 7 from 9 a.m. to 2 p.m. at Centrum Healthcare Center, 8200 E. Belleview Ave. in Greenwood Village.

Featured presentations include stress management and heart health, self-care and screening, sexual wellness and pelvic floor health. Women attending the event can also register for bone density, blood pressure and mammography screenings.

re you starting to enter the waters of finding a new job? Whether it’s because you are unhappy at your current position, or you realize you’ve grown and are ready to move up – the main thing to keep in mind is your resume needs to be updated.

A fresh resume, or even multiple drafts of a resume are good to have on hand.

Don’t be afraid to dust off the old version. A lot of the basic information still applies. It just needs to be updated to fit today’s job market, and maybe even split into a few versions if you are applying for multiple jobs.

WHEREAS, Resolution No. R-995-099, referenced in the 1995 Sales and Use Tax Ballot Question, was adopted by the Board of County Commissioners (the “Board”) of the County on September 12, 1995, and was amended by Resolution No. R-003-152 adopted by the Board on November 10, 2003; and WHEREAS, the 1995 Sales and Use Tax Ballot Question and Resolution No. R-995-099, as amended, then provided for the expiration of twenty-three hundredths of one cent per dollar (the “.23% Portion”) of the forty-three hundredths of one cent per dollar Justice Center Sales and Use Tax at 12:00 a.m. on January 1, 2010; and WHEREAS, on August 28, 2007, the Board further amended Resolution No. R-995-099, by adoption of Resolution No. R-007-123 which sought to ask voters whether to extend the .23%

WHEREAS, on August 28, 2007, the Board further amended Resolution No. R-995-099, by adoption of Resolution No. R-007-123 which sought to ask voters whether to extend the .23% Portion of the Justice Center Sales and Use Tax scheduled to expire at 12:00 a.m. on January 1, 2011 to January 1, 2021, and to thereafter reduce the total Justice Center Sales and Use Tax in perpetuity from forty-three hundredths of one cent per dollar of taxable transactions to thirty hundredths of one cent per dollar of taxable transactions, subject to submittal of the extension to the voters for approval on November 6, 2007; and WHEREAS, on November 6, 2007, the following ballot question was submitted to the electors of the County for approval to extend the .23% Portion as set forth in Resolution No. R007-123 (the “2007 Extension”): WITHOUT RAISING ADDITIONAL TAXES, SHALL THE EXISTING PORTION OF THE COUNTY JUSTICE CENTER SALES AND USE TAX OF TWENTY THREE HUNDREDTHS OF ONE CENT (.23%) PER DOLLAR OF TAXABLE TRANSACTIONS FOR THE CONSTRUCTION, OPERATION AND MAINTENANCE OF COURTROOMS, JAIL CELLS, COMMUNICATIONS AND DISPATCHING, DISTRICT ATTORNEY FACILITIES, AND RELATED FACILITIES SCHEDULED TO EXPIRE ON JANUARY 1, 2011 BE EXTENDED AS FOLLOWS: (1) EXTEND (A) THIRTEEN HUNDRETHS OF ONE CENT (.13%) PORTION OF SUCH .23% PORTION PER DOLLAR OF TAXABLE TRANSACTIONS THROUGH DECEMBER 31, 2020) SPECIFICALLY FOR USE FOR CAPITAL NEEDS ASSOCIATED WITH THE COUNTY JUSTICE CENTER; AND (2) EXTEND A ONE TENTH OF ONE CENT (.10%) PORTION OF SUCH .23% PORTION PER DOLLAR OF TAXABLE TRANSACTIONS IN PERPETUITY SPECIFICALLY TO ASSIST IN FUNDING THE COSTS OF OPERATING THE COUNTY JUSTICE CENTER, INCLUDING THE JAIL, COURTROOM SECURITY, COMMUNITY JUSTICE SERVICES, DISPATCHING, AND TECHNOLOGICAL SERVICES AND RELATED FACILITIES ALL AS SET FORTH IN COUNTY RESOLUTION R995-099 AS AMENDED? WHEREAS, voters approved this extension on November 6, 2007; and WHEREAS, to respond to increasing demands for growth related capital improvements within the County, the Board now desires to ask voters whether the County should reallocate the revenues of the expiring .13% Portion of the Justice Center Sales and Use Tax which was the subject of the 2007 Extension for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion, as detailed in this Resolution, and to extend collection of the same through December 31, 2035; and WHEREAS, the Board desires to additionally ask voters whether to authorize the issuance of revenue bonds to be secured by the expiring .13% Portion of the Justice Center Sales and Use Tax if it is extended and reallocated in order to fund such public transportation infrastructure as soon as possible; and WHEREAS, Article X, Section 20 of the Colorado Constitution requires voter approval of the extension of an expiring tax and the creation any multiple-fiscal year direct or indirect debt or other financial obligation; and WHEREAS, the Board desires to present the following ballot questions provided herein to voters on November 5, 2019, which if approved by voters would: (1) allow the .13% Portion to be reallocated and extended from its current expiration date of January 1, 2021 to instead terminate on December 31, 2035; and (2) allow the County to issue revenue bonds to be secured by the .13% Portion in order to fund transportation infrastructure; and WHEREAS, the Board is responsible for certifying such ballot questions to the coordinated election official in the County.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF DOUGLAS, COLORADO: 1. Resolution No. 995-099, as amended, shall be amended as follows: A. Section 20 of Resolution No. 995-099, as amended, shall be restated to read as follows: 20(A). The portion of the sales and use taxes collected at the rate of twenty hundredths of one cent per dollar in perpetuity pursuant to this Resolution and the interest income thereon (the “.30% Portion”) shall be deposited, allocated, and expended only for: i. The construction, equipping, operation and maintenance of a county justice center, including courtrooms, jail cells, communications and dispatching, district attorney facilities, and related facilities; and ii A special fund, to be known as the “Douglas County Justice Center Sales and Use Tax Capital Improvement Fund” (the “J.C. Fund”), shall be created and all of the revenues from the .30% portion shall be deposited therein.

(B). An additional portion of the sales and use taxes collected at the rate of thirteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution and the interest income thereon (the .13% Portion) shall be deposited in a separate special fund, to be

(B). An additional portion of the sales and use taxes collected at the rate of thirteen hundredths of one cent per dollar, of the forty-three hundredths of one cent per dollar sales and use tax provided for in this Resolution and the interest income thereon (the .13% Portion) shall be deposited in a separate special fund, to be known as the Douglas County Transportation Infrastructure Fund (the “T.I. Fund”), and shall be allocated, and expended only for the purposes of providing directly or indirectly, for the provision of transportation infrastructure and necessarily related expenses for the alleviation of traffic congestion whether owned and maintained by the County or, in whole or in part, by another governmental entity that serves the residents of the County, that the Board determines in its discretion would benefit current and future residents of the County. The T.I. Fund may also be used for the payment of costs of issuance, reserve funds and debt service of revenue bonds, including principal and interest thereon, as authorized by this Resolution, if and when such bonds are approved by a majority of voters.

(C). All of the revenue of the sales and use tax, including investment earnings, shall be collected and spent, regardless of whether the annual revenues from such tax in any year after the first full year in which it is in effect exceed the estimated dollar amount stated in the election question set forth in Section 21 hereof, either as a voter-approved revenue change or as an exception to limits on revenues and spending, without limiting the collection or spending of any other revenues or funds by the County under Article X, Section 20 of the Colorado Constitution or any other law.

(D). Sales and use tax revenue bonds for transportation infrastructure purposes may be issued in the aggregate principal amount of $96 million, the proceeds of which shall be used for the purposes and in accordance with the limitations of this sales tax and use tax proposal, as approved by a majority of the voters voting thereon.

If this amended sales and use tax proposal and the revenue bond proposal are approved by a majority of the voters voting thereon, the Board may issue such revenue bonds in accordance with the provisions of section 29-2-112, C.R.S. B. Section 25 of Resolution No. 995-099, as amended, is hereby amended to read as follows: 25. Effective Date Applicability. Upon adoption by the electorate at the election on November 5, 2019, the sales tax and use tax as provided and as amended herein shall become effective and in force at 12:00 a.m. on January 1, 2020. The rate of a portion of said sales tax and use tax shall be twenty hundredths of one cent per dollar of taxable transactions (the .30% Portion as set forth in Section 20A) shall remain in perpetuity. The rate of the remaining portion of the sales and use tax shall be thirteen hundredths of one cent per dollar of taxable transactions through December 31, 2035 (the .13% Portion as set forth in Section 20B).

2. Submission of Election Questions. The Board hereby authorizes the submission of the question of the extension and partial reallocation of the Justice Center Sales and Use Tax and the question of the issuance of revenue bonds in connection therewith to the registered electors of the County, at the coordinated election to be conducted on November 5, 2019, by the Douglas County Clerk and Recorder.

3. Certification of Election Questions. In accordance with Section 1-5-203(3), C.R.S., the Board hereby directs that the following ballot issues be certified herewith to the Douglas County Clerk and Recorder for inclusion in the ballot for said coordinated election: WITHOUT RAISING ADDITIONAL TAXES, SHALL THAT CERTAIN EXISTING PORTION OF THE DOUGLAS COUNTY JUSTICE CENTER SALES AND USE TAX OF THIRTEEN HUNDREDTHS OF ONE CENT (.13%) PER DOLLAR OF TAXABLE TRANSACTIONS CURRENTLY SCHEDULED TO EXPIRE ON DECEMBER 31, 2020 BE EXTENDED THROUGH DECEMBER 31, 2035 AND REALLOCATED FOR THE PROVISION OF NECESSARY TRANSPORTATION INFRASTRUCTURE AND RELATED EXPENSES FOR THE ALLEVIATION OF TRAFFIC CONGESTION, EFFECTIVE JANUARY 1, 2020, ALL TO BE CONSISTENT WITH THE PROVISIONS SET FORTH IN COUNTY RESOLUTION R995-099, AS AMENDED; AND SHALL THE PROCEEDS OF SUCH TAXES, AND INVESTMENT INCOME THEREON, CONSTITUTE VOTER-APPROVED REVENUE CHANGES AND BE COLLECTED AND SPENT BY THE COUNTY WITHOUT REGAR D TO A NY SPENDING, REVENUE-RAISING, OR OTHER LIMITATION CONTAINED WITHIN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW, AND WITHOUT LIMITING IN ANY YEAR THE AMOUNT OF OTHER REVENUES THAT MAY BE COLLECTED AND SPENT BY TH E COUNTY? SHALL DOUGLAS COUNTY DEBT BE INCREASED $96 MILLION, WITH A MAXIMUM REPAYMENT COST OF $163 MILLION, PAYABLE FROM THE REVENUE GENERATED FROM THE COUNTY’S SALES AND USE TAX OF THIRTEEN HUNDREDTHS OF ONE CENT (.13%) PER DOLLAR OF TAXABLE TRANSACTIONS, IF SUCH REVENUE IS REALLOCATED FOR THE PROVISION OF NECESSARY PUBLIC TRANSPORTATION INFRASTRUCTURE AND RELATED EXPENSES, AND ANY OTHER LEGALLY AVAILABLE REVENUE OF THE COUNTY, WITH THE PROCEEDS OF SUCH DEBT BEING USED AND SPENT FOR THE CONSTRUCTION, REPAIR, MAINTENANCE AND OPERATION OF NECESSARY PUBLIC TRANSPORTATION IN-

REPAYMENT COST OF $163 MILLION, PAYABLE FROM THE REVENUE GENERATED FROM THE COUNTY’S SALES AND USE TAX OF THIRTEEN HUNDREDTHS OF ONE CENT (.13%) PER DOLLAR OF TAXABLE TRANSACTIONS, IF SUCH REVENUE IS REALLOCATED FOR THE PROVISION OF NECESSARY PUBLIC TRANSPORTATION INFRASTRUCTURE AND RELATED EXPENSES, AND ANY OTHER LEGALLY AVAILABLE REVENUE OF THE COUNTY, WITH THE PROCEEDS OF SUCH DEBT BEING USED AND SPENT FOR THE CONSTRUCTION, REPAIR, MAINTENANCE AND OPERATION OF NECESSARY PUBLIC TRANSPORTATION INFRASTRUCTURE; AND SHALL SUCH DEBT BE EVIDENCED BY REVENUE BONDS TO BE SOLD IN ONE OR MORE SERIES FOR A PRICE ABOVE OR BELOW THE PRINCIPAL AMOUNT OF SUCH SERIES AND ON TERMS AND CONDITIONS AND WITH SUCH MATURITIES AS ARE PERMITTED BY LAW, INCLUDING PROVISIONS FOR REDEMPTION OR EARLY PAYMENT OF SUCH REVENUE BONDS WITH OR WITHOUT A PREMIUM; AND SHALL THE COUNTY BE AUTHORIZED TO ISSUE DEBT TO REFUND THE DEBT AUTHORIZED BY THIS QUESTION AT A HIGHER OR LOWER INTEREST RATE, PROVIDED THAT AFTER THE ISSUANCE OF SUCH REFUNDING DEBT THE TOTAL OUTSTANDING PRINCIPAL AMOUNT OF ALL DEBT ISSUED PURSUANT TO THIS QUESTION DOES NOT EXCEED THE MAXIMUM PRINCIPAL AMOUNT SET FORTH ABOVE, AND PROVIDED FURTHER THAT ALL DEBT ISSUED BY THE COUNTY PURSUANT TO THIS QUESTION IS ISSUED ON TERMS THAT DO NOT EXCEED THE MAXIMUM REPAYMENT COSTS AUTHORIZED IN THIS QUESTION; AND SHALL THE PROCEEDS OF SUCH DEBT AND INVESTMENT INCOME THEREON, CONSTITUTE VOTER-APPROVED REVENUE CHANGES AND BE COLLECTED AND SPENT BY THE COUNTY WITHOUT REGARD TO ANY SPENDING, REVENUE-RAISING, OR OTHER LIMITATION CONTAINED WITHIN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW, AND WITHOUT LIMITING IN ANY YEAR THE AMOUNT OF OTHER REVENUES THAT MAY BE COLLECTED AND SPENT BY THE COUNTY?

4. Clerk to Conduct Election. The name of the designated election official who will be responsible for conducting the election pursuant to the Uniform Election Code of 1992, as amended, is Merlin Klotz, Douglas County Clerk and Recorder.

5. Uniform Election Code of 1992. The election shall be held, conducted, and the results thereof shall be determined, so far as practicable, in conformity with the provisions of the Uniform Election Code of 1992, as amended.

6. Publication of Resolution. The County Clerk and Recorder is hereby authorized and directed to publish the full text of this Resolution four separate times, a week apart, in the Douglas County News-Press and in the official newspaper of each city and incorporated town in the County.

7. Filing With, and Collection, Administration and Distribution By, Executive Director of the Colorado Department of Revenue. Pursuant to Section 29-2-106, Colorado Revised Statutes, the Board shall, following the election on November 5, 2019, and prior to December 31, 2019, request the Executive Director of the Colorado Department of Revenue to administer, collect and distribute the sales tax hereby extended. The Board, at the time of making such request, shall provide the following documents to the Executive Director:

A. A copy of this Resolution and Resolution No. 995-099, as amended, certified by the County Clerk and Recorder;

B. Affidavits of publication of this Resolution, as provided herein; and

C. An Abstract of Election Results, certified as to the approval of the extension of the sales tax by a majority of the registered electors of the County voting thereon.

In the event that the Executive Director fails or refuses to collect the sales tax extended by this Resolution, the Board shall provide for the collection, administration or enforcement of such sales tax to the extent permitted by law, or amend this Resolution to comply with the requirements of the Department of Revenue.

8. Effective Date. Section 1 of this Resolution shall be effective January 1, 2020, expressly subject to approval of the necessary ballot question or questions certified in Section 3 of this Resolution by the electorate at the election on November 5, 2019. All other sections of this Resolution shall be effective immediately.
