Ice cream builds community

nder the warm summer sun, community members of all ages gathered at Civic Green Park for all-you-can-eat ice cream and snow cones, activities and entertainment.

What started 20 years ago as a dedication for Fire Station 18 has turned into a tradition. The Highlands Ranch Metro District hosts the ice cream social at the park, 9370 S. Ridgeline Blvd., as a way for residents to come together and celebrate local first responders.

The evening of July 10, guests enjoyed food trucks and vendors

offering kid-friendly activities, such as face painting and crafts.

Deputies from the Douglas County Sheriff ’s Office handed out wristbands, as firefighters from South Metro Fire Rescue mingled with kids, gave tours of a fire truck and led a live extraction demonstration using Jaws of Life equipment.

The cost of the ice cream social was $2. Safeway provided the sweet treats, which allows the metro district to donate all proceeds to a nonprofit.

This year, funds raised went to Nature’s Educators, a Douglas County-based nonprofit focused on wildlife education. Proceeds will benefit its animal care budget.

Academy takes in-depth look at criminal justice system Classes give participants chance to learn about functions of district attorney’s office STAFF REPORT

Residents who live in the 18 th Judicial District are invited to apply for the 2019 fall citizens academy, a seven-week program that explores different parts of the criminal justice system.

Each class explores the roles of various members of the office and gives students an in-depth look at what happens on a case from the time of arrest through post-conviction. In addition, attendees will explore functions of specialized units such as the special victims unit, the economic crimes unit, the cold case unit, crime scene investigations, county court and juvenile justice. Students also will learn the intricacies of a jury trial.

Meetings will take place from 6-9 p.m. Wednesdays from Sept. 11 to

Oct. 23 at the 18 th Judicial District Attorney’s Arapahoe County office at 6450 S. Revere Parkway, Centennial.

Limited spaces are available.

Preference will be given to applicants who live in the 18th Judicial District and are first-time attendees. Participants must be at least 18 years old, complete an application and pass a criminal background. Members of the media and family of employees are welcome to apply.

The judicial district encompasses Arapahoe, Douglas, Elbert and Lincoln counties.

DCSD offers free, full-day kindergarten this fall The change is a result of act signed by Gov. Jared Polis in May

Starting this fall, families in the Douglas County School District have the opportunity to send their children to full-day kindergarten for free.

On May 21, Gov. Jared Polis signed into law House Bill 19-1262, which provides funding for free, full-day kindergarten at Colorado’s 178 school districts. Prior, the state funded half-day kindergarten, and in most cases, tuition paid by parents covered the rest.

The new legislation provides a more equitable approach to access to kindergarten, said Marlena Gross-Taylor,

DCSD’s chief academic officer.

“That’s an expense now that you don’t have to assume, and you can get your kids enrolled in neighborhood schools and really give them a jump-start to their education,” Gross-Taylor said.

For the 2019-20 state fiscal year, the act appropriates nearly $183 million to the department of education for full-day kindergarten programs. The act also appropriates $25,094 to the department of human services for childcare licensing and administration.

Historically, DCSD has offered tuitionbased, full-day kindergarten and free, half-day kindergarten at its 48 elementary schools. The district will continue to offer both full- and half-day kindergarten programs.

Gross-Taylor said: “All principals are so excited to have kindergarten students all day long.”

The district will see a net loss of $600,000 in funding as a result of the act.

In the 2018-19 school year, the district received $4.7 million in fullday kindergarten tuition — which varied at neighborhood schools and was capped at $350 per month per student — and $5 million in per-pupil revenue from the state, according to DCSD. Individual schools used the funds to support their kindergarten programs.

HB19-1262 means that for full-day kindergarten in the 2019-20 school year, DCSD will be getting $9.1 million in per-pupil funding and no money from tuition.

Still, Paula Hans, a spokeswoman for the district, called the state’s funding of full-day kindergarten a win for DCSD’s students and families.

“The cost we will absorb saves our neighborhood school parents $4.5 (million) in tuition — so there are financial savings,” combined with academic benefits, Hans said in an email.

According to the district, schools have been contacting families of students enrolled in half-day kindergarten prior to the passage of HB191262 to discuss the change to full-day kindergarten. And families who paid tuition for full-day kindergarten for the 2019-20 school year are being refunded.

Parents with questions about kindergarten should contact their child’s individual school or call the district at 303-387-9500. DCSD’s West Support Center, 701 Prairie Hawk Drive, Castle Rock, is open through the summer for in-person inquiries.

Gross-Taylor stressed that when kids benefit, the district benefits.

“The sooner that we can have our young students enrolled in school, we can start that process of their learning journey and reinforce the positive experience that learning brings,” Gross-Taylor said.

Older methods to direct air traffic in and out of the metro area largely depend on navigational aids on the ground or radar by air traffic controllers, according to the Federal Aviation Administration.

Decoding Douglas County’s Parks and Open Space Treasure-hunt type program aims to get people outside

Douglas County’s population may be aging, but it’s not slowing down.

That’s according to Randy Burkhardt, Douglas County’s assistant director of parks, trails and building grounds. The county has shifted its focus in recent years when it comes to providing parks and recreational activities based on changing demographics, he said.

Not only are residents getting older — the county expects a quarter of residents will be older than 60 by 2030 — but their definition of parks and recreation has evolved. People don’t want soccer, baseball and football fields alone anymore, and they’re staying active much later in life, he said.

That’s one reason the county developed its treasure-hunt-like program Decode Douglas County Outdoors. It’s designed to accommodate residents of any age, so grandparents can participate alongside grandchildren, for example, and it’s doable no matter a

person’s physical fitness level.

The main goal is to get residents outdoors to parks or open spaces they may not have tried before, in addition to their favorite sports complexes.

“That’s what we’re trying to introduce people to,” Burkhardt said.

“The fact that there’s more to Douglas County than baseball, football and soccer, as far as parks are concerned.”

The program is designed like a treasure hunt. To complete it, residents must pick up a Decode Douglas County booklet that guides people to different parks and recreation sites.

At each location, people collect one number by locating a post with an embossed plaque they use to create a rubbing in their booklet.

Players must visit eight park and open space locations, which they find through clues in the booklet, to form an eight-digit code. They then use the number to open locks on a “treasure chest” at their final destination. The last last step is submitting a completed booklet in the chest. From there people are entered into a drawing for prizes.

Businesses warned about misleading filing solicitations

Small business owners are being warned about potentially misleading notices requesting an extra fee for a third party to file business documents.

According to a news release, the Colorado Secretary of State’s office has received multiple reports of these potentially deceptive or misleading solicitations being sent to Colorado businesses. However, an online filing system for businesses is maintained by the Secretary of State’s office, and use of a third party to complete filings is not required, the release said.

According to the release, the misleading solicitation might: • Appear similar to a government form.

• Contain your business ID number and date of formation, as reflected in the Secretary of State’s business records.

• Include a customer ID number

that does not match a number given to you by a state or federal agency.

• Contain a warning to make sure that the form’s instructions are followed exactly when completing the form.

• Contain a due date for your response.

• Mention a periodic report.

The Colorado Secretary of State’s office does not send these solicitations, according to the release, nor does it mail out business filing forms. Compliance with these notices is not required.

All business filings, including annual periodic reports, are filed online. The fee for filing the periodic report is $10. Business owners can find instructions to easily and directly file business forms on the Secretary of State’s website under the Business Organizations heading.

To receive advance notice of when Periodic Reports, Trademark renewals, or Trade Name renewals are due, business owners can sign up online for free email notifications. Additionally, business owners can visit www.sos.state.co.us to verify their business status, file a form or obtain a free certification.

In honor of Smart Irrigation Month, Centennial Water and Sanitation District reminds Highlands Ranch residents of useful tips and tricks to save water and money.

“Property owners and managers sometimes over-water, unintentionally wasting money every time they take out the hose or turn on sprinklers,” a July 3 news release from Centennial Water says.

The Irrigation Association, a national advocacy and membership organization for people in the irrigation industry, started Smart Irrigation Month, a public awareness campaign, to promote efficient water use.

Centennial Water has been serving Highlands Ranch for more than three decades, with 90% of water coming from renewable river supplies, according to its website.

The local water district advocates for water efficiency throughout the year, but specifically collaborates with the Irrigation Association during July, Colorado’s warmest month.

Leading by example Centennial Water follows a number of practices to ensure the community’s water supply is used wisely.

Those practices include utilizing high-efficiency rotary nozzles, which use 20% to 30% less water than traditional nozzles by slowly delivering multiple rotating streams instead of a fixed stream.

The water district also promotes a process called cycle and soak, which applies water in three, shorter cycles, allowing the water to seep into the soil, “promoting healthier plants and landscape and eliminating water runoff.”

Soil in Highlands Ranch has high clay content, meaning its water capacity is reached very quickly, sometimes

as fast as five minutes, according to Thomas Riggle, Centennial Water’s water conservation and efficiency coordinator.

“Once soil reaches its water capacity, it can no longer hold water, which results in runoff,” Riggle said in the release. “Therefore watering for multiple, shorter periods of time is more effective and promotes healthier plants and soil.”

Centennial Water strives to educate community members on the history of water in Highlands Ranch and how to implement best water conservation practices. Schools, businesses and organizations can request a visit from a water ambassador or Centennial Water staff member at centennialwater.org/ water-conservation/education-opportunities. The water expert will go over local water challenges and solutions.

Incentives Centennial Water offers a number

of incentive programs that reward residents for their water conservation efforts.

Piloted in 2018, the turf replacement program offers a rebate of $1 per square foot —with a $1,000 maximum — to residents who replace water-intensive plants, such as Kentucky Bluegrass, with xeric or drought-tolerant vegetation, such as bee balm, aster, coneflower, sunflower and marigold. Replacement with artificial turf or hardscape may be accepted but require further approval, according to Centennial Water.

Another program piloted in 2018 is the high-efficiency nozzle retrofit program. Residents may receive $1 for each traditional, fixed spray nozzle they replace with a rotary nozzle, which fits on most popup sprinkler heads.

Music festival benefits Habitat for Humanity Proceeds go toward helping perform critical home repairs in Denver neighborhoods STAFF REPORT

The upcoming Blues and BBQ for Better Housing music festival will help provide critical repairs on homes in Denver’s Westwood, Globeville and Elyria-Swansea neighborhoods.

The longest-running continual fundraiser for Habitat for Humanity of Metro Denver, the 22nd annual festival has raised more than $250,000 to renovate and build homes since it was started in a small bar near Coors Field in 1998.

The day-long tribute festival, which is Saturday, July 20 at Citizens Park, will feature nine bands performing the music of Aretha Franklin, Journey, Bruce Springsteen, Prince, Bob Seger, Stevie Ray Vaughan, The Allman Brothers, The Who and the music of Chess Records. There will be food trucks, a beer garden, retail vendors, face painting and a kids’ zone play area with inflatable bounce houses and games.

“Helping hard-working families is awesome,” Ranger Miller, founder of

Blues and BBQ, said in a news release.

“It’s so cool when you go out and work with Habitat for the day. They don’t do the work for you, they teach you how to do it and you do it, you fix-up a house working right next to the person who lives there. It really makes you feel like you’ve made a difference.”

Robyn Burns, the director of communications and marketing for Habitat Denver, said that the 20-plus-year partnership with Blues and BBQ is something the organization is thankful for.

“Habitat for Humanity of Metro Denver has been building and preserving affordable home ownership for 40 years, and we couldn’t make the impact that we do without support from our local community,” Burns said in the release.

All-day entry passes are $10 for adults and free for children under 12.

Calling yourself or yourselves a team is the latest and the greatest, and I don’t want to be left out.

A team made my pizza last week, and a team will check my eyesight when I have my annual exam.

There’s a home improvements and repairs outfit that calls itself a team.

When a word becomes a movement, I want to ride it until I get saddle sores.

If I had to stretch things, I could say my echo and my shadow are Team

Maybe you remember the Ink Spots and their great song, “We Three.”

This (for once) is a true story. When I gave my students a weekend ink drawing project, I told them to listen to the Ink Spots.

One kid thought I meant I wanted them to listen to the ink spots, and he was

serious.

There are, in fact, teams. Every high school and college in the State of Colorado has a number of teams,

and they compete against teams from other schools and states.

I have a harder time thinking of a guy wearing grease for an aftershave and leaning into the engine of my car to adjust the carburetor as a member of a team. But it sounds good.

I know some writers have ghost writers and editors and research people, but at Team Craig it’s really just Craig.

Unless you count Harry.

And why not? He inspires a number of columns each year, and he’s practically a dependent.

If you are a dog owner, you know what I mean. His veterinarian bills alone? Get out of here.

In her own way (discretion will limit

details), Jennifer plays for Team Craig too.

But at the end of the day, the bottom line (to frolic in the gruel of two wornout phrases) shows that Team Craig is comprised of one team member, who taps away with the heartfelt belief, “Everything we do is all about you.”

That’s the actual wording on a local team’s monthly newsletter.

And it brings with its treacle another word that is making the rounds.

“About.”

Check it out, brothers and sisters, and count the number of times in a day you read or hear that something is “about” something, as in it’s “all about you.”

Mid-year outlook as expansion sets length record

H

ere we are, just six months away from the beginning of the next decade. Just the year 2020 sounds like something from outer space. Oh well, it’s just a number. The bigger question is how to plan for it and what to expect.

While no one can predict the future, it helps to understand where we are in the present. The big headlines overseas for the first half of this year centered around China, Iran and Brexit. Stateside, the news was all about the Federal Reserve. This brings me to the obvious points that make this cycle unlike any other: the longest and most global.

This current economic cycle is now the longest U.S. expansion in history, pushing on the 11th year.* I believe that the length comes from the very slow growth both here and abroad that have seemed inherent in this cycle. Being part of the global economy means it can be difficult for one country to grow at a significant pace if other countries are lagging.

ourselves the rest and relaxation we deserve, we enjoy those moments of daydreaming and easy peaceful feelings, but we remember our purpose and passion, and our “why” so that we maintain our momentum.

Tom Ziglar, in his book “Choose to Win,” talks about the importance of having a “why,” understanding our “why,” and having our internal compass aligned with our true north.

So, as we enjoy our summer, put our feet up a little bit, drift off for a few minutes, hours, or days, let’s keep our “why” in front of us, our plans and goals visible, and make sure we do not fall too far behind on where it is we really want to be.

Personally, I have found that when I allow myself to drift off a bit and daydream, I try and let my creativity come

For what it’s worth (Buffalo Springfield, 1967), I believe in getting it said,

with a shift in Fed policy, from rate increases to potential rate cuts. This can be construed as the economy not doing as well or as an opportunity to refinance debt (such as a mortgage) at a lower rate. The Patricia Kummer likely policy shift could add a fair amount of volatility to the financial markets depending on what else is going on in the world at the same time.

The base case for the second half of this year is that Real GDP (Gross Domestic Product) growth is slowing on a global scale but we expect soft landing levels around the 2% to 3% range. The Fed will likely cut interest rates and there will hopefully be a trade deal with China.

The major unknowns remain China and the tariff talks and the Fed’s course reversal to easing.

Recent Wall Street chatter is that these two scenarios appear to be

to life. I recognize that I am daydreaming or wandering a bit, so I intentionally start to dream about my goals and dreams. I think about what I can do differently or better, what I should do more of or do less of, and what I might start doing or stop doing that would be helpful to reaching my ultimate goals and achieving my dreams.

Opportunities abound to enjoy the great outdoors off the ground

oloradans are known for their love of outdoor adventures.

Traditionally, these activities take place on solid ground.

However, the Denver metro area also offers plenty of high-adrenaline experiences that get participants off the ground and into the air.

Soaring above Golden Paragliding is kind of like sitting in a lawn chair in the sky, said David Hach, co-owner of Paraglide Tandem, a Golden-based company that serves Colorado residents and tourists.

“It really feels like we’re flying like a bird,” Hach said. “And the views are amazing.”

Paraglide Tandem started in 2013 and today, the Paraglide Tandem team is made up of eight instructors, all certified by the United States Hang Gliding and Paragliding Association as tandem pilots.

The experience lasts about two hours, Hach said. The instructor will meet the client at about 10 a.m. — Paraglide Tandem flies in the morning when there’s no turbulence, Hach

said — in the parking area at the base of Mount Zion, which is near the Chimney Gulch Trailhead off U.S. 6 in Golden. From the parking lot, the two take a five-to-10-minute walk to the launch site, which is near the Colorado School of Mines’ M on Mount Zion.

“Then we sit back, relax and watch the weather for a bit,” Hach said.

The instructor will then get the client geared up and they’ll do a practice launch. Then, the two step into the 42-square-meter glider — the guest in front and the pilot in the back.

“We wait for a nice gust of wind, and then we launch,” Hach said, adding there’s no free-fall involved. “We’ll soar around for as long as we can.

And if they want, we’ll do tricks.”

Generally, a flight will last about five to 15 minutes, depending on conditions, Hach said.

“I love the reaction that everybody has,” he said. “They’re always surprised how smooth and mellow it is.”

Paragliding is a “risky sport,” Hach said, but Paraglide Tandem instructors are well-versed in the sport and they will only take people out “when conditions are perfect for a safe flight.”

Hach went paragliding for the first time on his fifth birthday in 1993.

“I’ve been hooked ever since,” he said. “It’s my passion and it’s fun to be able to share it with people.”

Coloradans add kick to history of women’s soccer

olorado soccer players have played a role in FIFA Women’s World Cup soccer tournaments from the very beginning.

In the recently completed 2019 World Cup in France, former Mountain Vista player Mallory Pugh and Lindsey Horan, who went to Golden High School, were on the victorious OVERTIME United States team that won its second consecutive World Cup crown.

Two other Colorando products were on teams in this year’s tournament. Valor Christian graduate Janine Beckie Jim Benton played for Canada and Rocky Mountain graduate Estelle Johnson was on the Cameroon squad.

Marian Dougherty, a member of Green Mountain’s 2003 state championship team, was on the USA team that came in third in the 2007 World Cup. April Heinrichs was the first former Colorado high school standout to play in the Women’s World Cup. The 1982 Heritage graduate and two-time NCAA Player of the Year at North Carolina was captain of the USA team in 1991, which won the first Women’s World Cup. However, at the time, it was sponsored by Mars Inc. and called the first FIFA World Championships for Women’s Football for the M&M Cup. Later the reluctant FIFA changed to name to the Women’s World Cup. All matches lasted 80 minutes and the Americans edged Norway, 2-1, in the championship finale.

Heinrichs later was the head coach of the Women’s National Team from 2000-04 and led the Americans to the Olympic gold medal in 2004. Her career with the U.S. WNT as a player, coach and administration ended last year when she left her position as Youth Women’s National Team Director.

She was in Europe and could not be reached for comment but in a press release from the U.S. Soccer Federation, the National Soccer Hall of Famer said it was difficult to step away.

“To this day, every time our National Anthem is played, I get goosebumps, triggering those game day emotions knowing it’s time to

perform,” she said.

“Game day with the National Team is unlike any other day. Those are the best days no matter your role when it’s time to rise in the pressure cooker and represent the USA.” Expanded playoffs New football league alignments for the 2020 and 2021 seasons have been approved by the Colorado High School Activities Association’s Board of Directors but these league setups were not as drastic of a change as when the waterfall format was ratified a few years ago.

The bigger news was that 4A football will expand its playoff bracket from 18 to 24 teams starting in 2020.

Class 5A currently has a 24-team playoff bracket and the 4A playoffs will operate in the same way, with the top eight seeds getting a bye and with seeds 9-24 playing first-round games.

Westminster will play in the 5A Metro 10 League for the 2019 season with a new head coach in Dayne Allbrandt.

Allbrandt has been a Westminster football coach for the past seven seasons and head junior varsity coach the last four campaigns. He has also been the head boys and girls track coach for four seasons.

For 2020 and 2021 the Wolves will be aligned in the Metro 1 league with Adams City, Boulder, Fort Collins, Mountain Range and Northglenn.

Tee it high Kaylee Chen, a 15-year-old sophomore-to-be at Cherry Creek High School, built up a big lead and won the girls title at the Colorado Junior Amateur Championships at Frost Creek in Eagle on July 10.

Chen had a six-shot lead going into the final round of the 54-hole tournament and despite a 6-overpar 78 during the third round she won by two shots. Chen carded 74 and 72 during the first two days and finished with a 224 total.

Defending champion Katie Berrian, a Castle Rock resident and senior at Regis Jesuit, had a final round of 3-under-par 69 to tie for second place at 226 (78, 79, 69). Ashley Kozlowski, who will be a senior at Rock Canyon, also finished at 226 (79, 74, 73).

Athletes of the Year Valor Christian had both the boys and girls track athletes of the year.

Junior Cole Sprout was Gatorade’s boys track athlete of the year for the second consecutive year. He was also tabbed as the boys cross country runner of the year for the past two seasons.

Sprout won the 1,600 and 3,200 meters at the 5A state track meet in May and has the fastest two-mile in the nation with an 8:46.41 early in the season.

Anna Hall, a senior headed to compete for Georgia, was the Gatorade girls track athlete of the year.

Hall, who earned this honor in 2018, won the 100 and 300 meter hurdles and was on the winning 4x200 and 4x400 relay teams at the May state championships.

The length of time it takes to complete is up to the participant. Some people spread the excursions over several weeks. One resident, an ultra marathoner, completed the challenge in a single day, county staff said.

There are locations in Parker, Lone Tree, Franktown, Castle Rock, Larkspur, Louviers, Sedalia, Highlands Ranch and more. Some are parks, some are open spaces. All boast an attraction staff say residents should know — the best views of downtown Denver from Douglas County, good fishing holes, tubing locations or hiking trails.

He notes the Lincoln Mountain Open Space location in the challenge as a lesser known spot but one that’s “absolutely beautiful.” The property features an old working ranch, he said, with an “incredible view of Pikes Peak.”

Douglas County’s program was inspired by a similar program in Larimer County. That program first launched in 2016 in recognition of a local open space tax’s 20th anniversary. The Larimer County Passport to Your Open Spaces program was also modeled on similar programs, but like

“I was pretty impressed with how they took our basic concept and put their spin on it,” he said of Douglas County’s version. “I think it’s fantastic. Aspiring models to Rock the Runway at outlet mall Winners to become new faces of Castle Rock, Silverthorne centers STAFF REPORT

Aspiring models will show their runway skills for a chance to become the faces of the Outlets at Castle Rock and the Outlets at Silverthorne.

Rock the Runway returns to the Castle Rock outlet center July 27, and winners will be chosen to be featured in advertisements, television appearances and fashion shows. The approximately 20 winners will get training and free experiences to polish their modeling skills and accumulate industry experience under the guidance of Peggy Ziglin, former modelingagency owner and fashion expert of Outlets at Castle Rock, according to a news release.

The competition will be divided into three age categories: elementary (ages 5-10), middle school (ages 11-13) and high school/college (ages 14-23). Activities will be overseen by a panel of judges made up of fashion industry experts, with winners being announced on-site following the final contestant runway show.

“We are anticipating another astounding turnout of contestants at this year’s `Rock the Runway’ model search,” Ziglin said in the release. “Over the years, I’ve seen this modeling program inspire selfconfidence in these young people.

One of the community’s own helped the United States women’s soccer team win the 2019 World Cup. Mallory Pugh, a 2016 graduate of Mountain Vista High School in Highlands Ranch, played in three matches during the tournament and scored in the June 11 win over Thailand, according to the Colorado High School Activities Association.

The U.S. team beat the Netherlands 2-0 in the final game in France on July 7, claiming its fourth Women’s World Cup crown, the most

of any country, CHSAA reports. The team set a tournament record with 26 goals.

Pugh, who plays forward, was named national high school soccer player of the year as a junior at Mountain Vista and recruited to A the senior national team as a senior, according to CHSAA. She stayed devoted to her fellow Golden Eagles and attended practices and games that her scheduled allowed.

Pugh went on to represent the U.S. at the 2016 Olympics and at 18 years old became the youngest American to score, according to CHSAA. That fall, she started college at the University of California, Los Angeles.

Pugh’s hometown school district S praised the star on social media following the team’s July 7 victory.

“We are proud of your dedication and teamwork,” Douglas County School Board member Anne-Marie Lemieux posted on Facebook.

and said County Treasurer issued a certificate of purchase therefore to WOODS COVE IV. That said tax lien sale was made to satisfy the delinquent* taxes assessed against said real estate for the year 2013. That said INA GROUP LLC on the 11th day of April 2019 the present holder of said certificate, has made request upon the Treasurer of said County for a deed to said real estate; That a Treasurer’s Deed will be issued for said real estate to the said at 1:00 o’clock P.M., on the 31st day of October 2019 unless the same has been redeemed.
