GOP primary heats up in Douglas County commissioner election Supporters from both sides have slung accusations

The Republican primary for the District 2 Douglas County commissioner seat has developed into an intense race between Clint Dorris and George Teal, with accusations being hurled back and forth by the candidates’ backers.

The GOP winner will face unopposed Democrat Lisa Neal-Graves in November’s general election. Ballots were being mailed to voters starting June 8.

Supporters of Dorris Dorris have accused Teal, a U.S. Army veteran, of lying about his military record.

In a letter to Castle Rock Mayor Jason Gray dated May 19, David Stone, state commander of the Colorado chapter of Veterans Teal of Foreign Wars, said Stone objected to Teal describing himself as “a veteran of Operation Desert Storm,” adding that Teal

Teal, a Castle Rock town council member, told Colorado Community Media that the accusations are a “smear campaign” that has been “blown out of proportion.”

Ryan Lynch, a spokesman for the Teal campaign, said the candidate has never lied about his military record.

“That is categorically unfounded,” Lynch said. “He’s never once said ‘I was in combat in Iraq.’ He does say he’s a veteran of Operation Desert Storm.”

Teal believes he has a medal that makes him eligible for the VFW but has not been able to access the appropriate records at the National Archives due to COVID-19 closures, Lynch said.

“We do not know if he was eligible for the VFW or if he wasn’t, but

what we do know is that he never lied about it,” Lynch said. “There is no doubt that he served honorably for 10 years.”

Dorris, who received about twothirds of the vote in the March 28 online Republican assembly, says the military accusation is an important part of the election because it calls into question his opponent’s honesty.

“It’s applicable here because if someone is lying to dishonor the military and themselves ... to elevate themselves, what does that say about them relative to running for county commissioner or being an elected official,” he said.

However, Dorris calls Teal a friend and says he doesn’t see this election as being overly contentious.

“This is small-ball pettiness,” he said.

Lynch, a political strategest in the state, said he’s not surprised at the level of contention in the election.

“Primaries are often contentious

but I’ve never seen one where there is a concentrated effort to smear an honorable veteran,” he said.

A group called the Campaign Integrity Watchdog, whose director Matt Arnold is the designated filing agent for the Teal campaign, has filed two complaints against Dorris in the election, according to the state’s campaign records.

Both complaints claim that the Dorris campaign failed to include appropriate financial disclaimers on its website and in other materials.

In the website complaint, the Elections Divisions of the Secretary of State’s Office recommended that it be dismissed.

In the second case, alleging that the Dorris campaign didn’t disclose the finances behind a packet of materials handed out to delegates, the Elections Division filed a complaint with the Colorado Office of Administrative Courts. That case remained open as of press time, according to state campaign records.

“They have filed frivolous claims against me,” Dorris said of the complaints.

The Teal campaign has had three penalties for late filings of major contributor reports.

Wielding protest signs, cowbells and masks, a group of Highlands Ranch residents has been positioning themselves on busy street corners, asking residents to honk as they support the national Black Lives Matter movement.

“We want people in Highlands Ranch to know they’re not alone,” said organizer Kelly Mayr. “Both people of color and those who agree with Black Lives Matter.”

Mayr is a member of the Highlands Ranch chapter of Indivisible, a national progressive activist group with the goal of “resisting the GOP agenda, electing local champions and fighting for progressive policies,” according to its website.

Though the protest was not an official Indivisible event, it was initiated and largely attended by members, said group leader Kathleen Boyer. The event was also not officially sanctioned by the Black Lives Matter organization.

The group came out on multiple days following the Minneapolis death of George Floyd, a 46-year-old black man. Floyd died on May 25 after Derek Chauvin, a white police officer, pressed his knee into Floyd’s neck for almost nine minutes. Chauvin has since been charged with second-degree murder. Three other officers who were present for the incident have also been charged.

On June 8, about 20 protesters gathered at the corner of Lucent Boulevard and Highlands Ranch Parkway. Normally, the evening protest has consisted of about 40 people, Mayr said.

DA finds no evidence to back lawmaker’s claim Probe doesn’t support accusation about COVID-19 reporting

No charges will be forthcoming against the Colorado Department of Public Health and Environment after a state legislator accused the agency of falsifying COVID-19 death certificates, with District Attorney George Brauchler’s office saying he found no evidence to support the lawmaker’s accusation.

State Rep. Mark Baisley, R-Roxborough Park, requested that the 18th Judicial District Attorney’s Office begin an investigation into the state agency in a May 14 letter that was made public. His accusation came after he was forwarded a letter from Someren Glen, a senior living facility in Centennial.

In the letter, written to residents, family members and staff, the facility claimed that CDPHE planned to “override some of our attending physician’s rulings and reclassify some resident passings.”

After about a month-long review, Brauchler’s office announced on June 9 that his office found no evidence of CDPHE changing death certificates at the facility.

The DA’s office began investigating by locating all COVID-19 death certificates from the senior living facility to see if any had been altered, Brauchler said. They found three were marked as amended.

“Ultimately we contacted all the doctors and they all said that if there were changes in the death certificate, they made them, and it wasn’t because of pressure from the government and it wasn’t related to COVID-19,” Brauchler said.

In an emailed statement, CDPHE responded to the announcement.

standards of data collection and dissemination, which CDPHE follows rigorously. This is illustrated by the DA’s response to the claim,” said the statement. “We are disappointed that such a bogus allegation would be perpetuated by a member of the General Assembly in the first place.”

Change in COVID-19 reporting At the time of the Someren Glen letter, CDPHE was still only publicly reporting one figure for COVID-19 deaths, meaning that even if a death certificate marked someone as dying with the virus instead of from the

virus, they were included in the official death tally. After Baisley’s complaint, the office announced that it would report two data points: one for those who died from the virus and another for those who died with it, but weren’t necessarily killed by it.

When asked about the state’s previous reporting protocol, the Colorado State Joint information Center said it had been following guidelines set by the federal Centers for Disease Control and Prevention.

“We follow the CDC-accepted surveillance case definition for COVID-19 cases and deaths, which was developed by the Council of State and Territorial Epidemiologists. These standards help assure that our comparisons are ‘apples to apples,’ ” the state’s response said.

Colorado Community Media also asked state officials if there are any other examples of deaths among people with other reportable diseases — diseases considered to be of great public health importance, which local, state or national agencies require to be reported when they are diagnosed — where they are required to be reported to the CDC in the same way.

“We collect outcomes (dead/alive) for most reportable conditions,” the state responded in an email.

Douglas County schools brace for $31M deficit next year District board poised to adopt budget, and millions in cuts

The Douglas County School District is poised to adopt its 2020-21 budget this month, but the school board is still weighing how to make millions in cuts amid the COVID-19 pandemic.

Staff presented a budget update at the June 9 board meeting, this time with a closer look at what local school districts can expect in state funding.

Officials now can more confidently estimate the district’s budget deficit will fall near $31 million, or a 6% reduction in per pupil revenue, Budget Director Colleen Doan said. Staff on May 26 had estimated the deficit could land anywhere between $30 and $60 million as they presented a proposed $666 million budget.

But it remains unclear how the Douglas County School District will bridge that gap as board directors dissect a laundry list of possible cuts recommended by district staff before a June 23 vote to adopt the budget.

The Colorado legislature introduced the Public School Finance Act on June 4, with a base per pupil

funding of $7,084 and 1.95% inflation, according to Doan’s presentation. The bill would reduce some grant funding but not among any programs used by the Douglas County School District.

The measure passed the state Senate June 11 after earlier passing the House. It was sent back to the House for concurrence on amendments.

The state also released the fiscal note and set the budget stabilization factor, near doubling the factor from the 2019-20 school year and bringing it to its highest point in the past decade, Doan said.

“The budget stabilization factor really is key in understanding how much money we are going to have,” Doan said.

Public school districts in Colorado receive funding from numerous sources but mostly the Public School Finance Act, according to the Colorado Department of Education. The budget stabilization factor is a factor in the school finance formula created

by Colorado’s legislature following the Great Recession, according to the Colorado School Finance Project.

The tool reduces funding for school districts proportionately and reduces state aid, balancing the state budget.

Doan said the state education department ran all districts through the proposed budget formula so they know what to expect should the bill become law.

Board directors deliberated well into the night June 9, ending their meeting just shy of 1 a.m., as they listened to potential ways the district could slash central department budgets to help keep cuts away from schools.

The department cuts totaled roughly $16 million.

Superintendent Thomas Tucker said staff would not recommend any cuts that garnered noncompliance.

Staff was presenting possible cuts in line with the board’s desire to focus on central departments, not students or the classroom, he said.

The board had on May 26 asked staff to return with recommendations that shifted more of the burden onto central departments and away from high-risk or vulnerable students.

Tucker vowed recommended cuts would be made crystal clear before budget adoption on June 23.

Staff also suggested weighting student funding among schools based on their number of pupils in five categories: free and reduced lunch, students on individualized education plans, students on 504 plans, gifted learners and EnglishLanguage Learners.

Doan said they are now recommending an all-staff furlough of two days, instead of the three they suggested on May 26, with an additional three days for central administrators.

Amanda Thompson presented options for an early retirement payout and health insurance premium supplement program, although the district does not know yet how many employees would qualify or have interest.

That data affects how much the program would cost and save the district and will be presented June 23 after staff are surveyed, Thompson said.

Thompson estimated the district has 111 licensed employees who would qualify, all making more than $80,000 a year. Each would be paid between $10,000 and $13,000 in the program, saving the district roughly $70,000 for each employee it did not replace.

Staff on May 26 presented roughly a dozen ways the district could slash spending but removed five of the options by June 9.

Among those was a recommendation to reduce funding for special programming, which drew swift and fierce opposition from students in the district’s International Baccalau-

reate program.

Kyle Lewis, a 2020 graduate of Douglas County High School, feared the cuts would eliminate the IB program altogether. He started a Change.org petition urging directors to protect the program.

Lewis used a burning building as an analogy for how he viewed the first round of possible cuts.

“That analogy is that if I have the chance to run inside and grab something,” he said, “running into this burning building of a budget, I would grab the IB program.”

Tess Johnson, 17, a rising senior at Douglas County High School, echoed Lewis. The IB students at DCHS are a tight-knit community, she said. Her biggest concern was how cutting IB funding would affect seniors like herself, who had already put in a year’s worth of work into the twoyear program.

Aside from the rigorous workload that comes with IB — a year-long research paper, evening meetings — the program teaches her lessons outside of school too, she said.

“IB has encouraged me to be more active in my community, to find more ways to participate in the things I am passionate about,” she said.

While special programming is no longer a budget cut recommendation, reducing or halting overtime, additional pay and salary raises for employees is still on the table.

That proposed cut was a concern for 17-year-old Ethan Reed, a student activist, supporter of the teachers’ union and rising senior at Legend High School.

Reed worries cuts to compensation will affect morale among teachers and the quality of education students receive in the classroom.

“They do such a wonderful job and so I believe they deserve this, and I would definitely include overtime pay, because many teachers do spend a lot of time at their school,” he said. “They put their time into being teachers and so it’s important they are getting paid for their work and just the quality they put out for our schools.”

Sheriff weighs in on Floyd’s death, protests, training Spurlock: ‘Those officers should have intervened’

After receiving many calls from Douglas County citizens concerned about the police-custody death of George Floyd, Sheriff Tony Spurlock has offered his opinion: The restraint tactic used by Minneapolis police never should have happened.

“There is no reasonable, rational reason for any police officer to use that kind of restraint on someone,” Spurlock said in a phone interview.

On May 25, Floyd, a 46-year-old black man, died in Minneapolis after Derek Chauvin, a white police officer, pressed his knee into Floyd’s neck for almost nine minutes. Chauvin has since been charged with seconddegree murder. Three other officers who were present for the incident have also been charged.

Protests against police brutality erupted across the country, including in Denver, Douglas County and other metro-area communities, following the event.

Spurlock made similar comments before a recent state legislative committee.

“We are disgusted by the behavior of the officers in Minnesota,” he told members of the Senate State, Veterans and Military Affairs Committee, as Colorado Politics reported. “Those were bad cops, and if they work for any sheriff in this room they would have been fired just the same.”

In Spurlock’s view, what happened in Minneapolis would never happen in Douglas County, he said.

“The officers that work for me, that serve the people of Douglas County, they’re exceptionally trained to protect life,” he told Colorado Communuty Media.

Douglas County assisted the Denver Police Department’s efforts to monitor protests in downtown Denver for the first four days of demonstrations protesting Floyd’s death.

“There were tremendous amounts of people peacefully protesting,” Spurlock said. “There were a number of people who were not peacefully protesting … They were breaking the law.”

In a public Facebook post about the death of Floyd, Spurlock called the riots that have followed some protests shameful and vicious. “(They) have diminished the purpose of peaceful protests and the memory of George Floyd,” he wrote in the post.

Inside the sheriff ’s office, deputies are somewhat frustrated with the nation’s reaction to the death of Floyd, Spurlock said.

“One bad apple, one bad guy doing something horrible has brought disrespect on the profession of law enforcement, which 99.9% of police officers across this country do with honor and dignity,” Spurlock said.

“We have lots of people frustrated and angry because people say bad stuff about the cops.”

In Douglas County specifically, many people have voiced their support of law enforcement, he said.

House candidate shares ideas Democrat Kyra Storojev, a candiate for state House District 44 from Parker, said she has never seen or heard of anything in Douglas County like what happened to George Floyd.

Still, she says now is the time to work together to ensure that it never does.

“How can we work together best to ensure that we don’t have aggressive force against people of color?” she said. “That’s what’s heightened right now.”

Storojev suggested increased education for deputies in de-escalation techniques and possibly requiring all deputies to have at least an associate desgree. Right now, the sheriff ’s office requires a high school degree or an equivalent GED diploma.

“I would like to see a coordinated symposium from demonstrators and groups against racial discrimination so we can come to some resolution together,” she said.

Kathy Boyer, a leader with the Highlands Ranch chapter of the activist group Indivisible, said the organization is working on a list of requests for the sheriff ’s office in response to the national calls for changes in policing.

The list, which has not been finalized, could include things like reallocating funding from the sheriff ’s office to areas like education and mental health aid, she said.

“I hope our law enforcement will look within and instead of checking a box that says they did their antibias training, I hope they see it as a daily way of operating,” Boyer said.

In response to Spurlock’s statement that what happened to Floyd would never happen in Douglas County, Boyer said it could happen anywhere.

“I think there are a lot of bad things that happen in the world and we all want to say that they would never happen in our community,” she said.

While Spurlock said he believes racism and discrimination are issues in the country, he doesn’t see what happened to Floyd as a part of a larger systemic issue — something that many protesters have asserted in the days following the man’s death.

“I think that there are some places that don’t train well,” he said. “And I think that that’s rare.”

Spurlock would like to see increased accountability for law enforcement officers who have acted outside of policies, making it more difficult for them to stay in the profession.

A bill that passed in the Colorado legislature June 11 calls for a database of officers who have been decertified, failed to follow training or been fired. The Enhance Law Enforcement Integrity bill also would require all officers to wear body cameras; provide annual reports of force; outlaw the use of chokeholds; and require officers to have an objective justification when making a stop of a civilian.

Spurlock and other law enforcement leaders spoke out against some parts of the bill shortly after it was introduced.

“There are some things I support in the bill but there are greater issues I do not,” he said at the time.

the CDC website, which includes a list of other reportable diseases.

The list can be found by going to cdc.gov, clicking on “A-Z Index” and then clicking on “National Notifiable Diseases Surveillance System (NNDSS).”

In a news release made the day after Baisley’s letter, CDPHE addressed the accusation.

“The state also emphasized that it does not unilaterally change information on death certificates and does not question or try to change a physician’s diagnosis or causes-ofdeath determination,” according to the release.

As of June 15 there were 1,348 Colorado deaths caused by COVID-19 and 1,599 people who died with the virus, but not from it.

Transparency and truth In a statement, Someren Glen said their initial letter was sent to inform residents and their families about a change in the number of COVID-19 deaths reported at their facility.

“We simply wanted to be transparent in our communication with our community during this difficult time,” according to the statement.

The state still only provides one figure for deaths in its outbreak data. For Someren Glen, there were six confirmed COVID-19 deaths listed as of June 10.

In response to the DA’s announcement, Baisley, who represents House District 39, said he is satisfied with the outcome of the DA’s investigation.

“I was after the truth and I don’t think we’re at the truth yet, but we’re closer,” Baisley said. “Those folks in the health agency that threatened the citizens in my district with jail for non-compliance got to see what it’s like to have the threat of jail ... And we made the reporting of COVID-19 deaths more accurate.”

In Gov. Jared Polis’ stay-at-home order, which lasted from March 26 until April 27, penalties for failing to comply with the order could be punished with up to a $1,000 fine and up to a year in jail.

“If (Baisley) didn’t ask this question and we didn’t look around, you can imagine a conspiracy theory growing out of this,” he said. “If we didn’t review this then it just fuels the idea that you can’t trust the numbers, you can’t trust CDPHE ...

I can say that isn’t going on in this case.”

He’s also glad that the reporting process has since changed.

“If you’re one of these facilities, having your name listed as a place where someone died from COVID-19 could be really problematic,” he said.

Baisley still claims, without providing additional evidence, that CDPHE is pushing a misleading, political agenda.

“What I hope that we will avoid going forward is promoting numbers that attempt to achieve some agenda. Especially an agenda of extending this (safer-at-home) order longer, beyond where it should be,” Baisley said.

Brauchler says he’s always cautious about involving the DA’s office in politics.

“I don’t want to be a tool for politics,” he said. “I’m not saying that happened here but I am very wary of confirming an investigation ... it makes it sound like I think something criminal is going on. I didn’t think that here.”

The ‘new normal’ just might become old hat

T

he world may never resume the same level of normalcy as prior to COVID-19. Therefore, we need to define what the “new normal” is FINANCIAL and what that means STRATEGIES for investors.

It may help to determine what is temporary and what is likely to last indefinitely. Perhaps social distancing and temperature taking is temporary, but no handshaking and increased online Patricia Kummer shopping are likely here to stay for a long time.

Consumer spending makes up 68% of the economy.¹ Therefore, our spend-

ing habits on travel, entertainment and shopping will have a big impact on what our recovery looks like.

Recent stock market activity appears to be anticipating a healthy recovery.

However, if that is not sustainable due to longer-lasting impacts of the economic shutdown, volatility will most likely continue.

One good example is working from home. Forty percent or more of workers could remain working from home, even after social distancing bans are lifted.² This equates to eating out less, lower car costs and little need for new apparel. The domino effect of that could be consolidation in retail stores and restaurants and higher gasoline prices due to lower demand. The true ripple effect can’t yet be determined.

There are also many industries

benefiting from more people staying at home. Internet entertainment, online shopping, gaming and streaming services are all increasing. Home office supplies, computers, cameras and in-home cooking items have all profited from us staying at home more.

Many of these are already obvious, but travel, sporting events, concerts and large gatherings remain unknown.

According to Yale School of Medicine, as long as the virus exists, even at low levels, normal consumer behavior will be compromised. This leads to another perhaps silver lining in economic growth, through biotech, health care, testing, contact tracing and the race to create a vaccine.

Choosing our words wisely in a time of change

n no time in history has it been more important to follow the guidance of choosing our words wisely.

And I am not making that statement lightly or in reference to the sensitivity and divisiveness happening locally, nationally, or even globally right now. My belief has always been that we should choose our words WINNING wisely. And regardWORDS less of whom we are speaking with, make each word that we use a winning word.

Coming slowly out of quarantine and isolation, many of us have become very comfortable speaking our minds and our opinMichael Norton sharing ions of the current environment we are living in as we all deal with the healthcare fallout of the pandemic, the ensuing recession, and the issues raised by the Black Lives Matter movement.

Many of us are also dealing with other personal situations that are causing heartache and stress. There are some very real and raw emotions coming from every direction as remaining healthy, financially stable, and feeling

safe from harm are competing with the reality and expectations of justice and equality for all, and possibly the return of the coronavirus.

Our freedom of speech and freedom of expression has certainly been tested, stretched, and has even crossed the line in many cases.

Here is the hard question, if we are free to choose our words, why aren’t we choosing winning words when we speak with one another? Even before the pandemic, the recession, or the issues raised by the Black Lives Matter movement, we seemed to be working ourselves up into a frenzy with our quick responses and heated replies. Building winning relationships within our families, our circle of friends, at work, across political aisles, and within society will never happen with words of anger, resentment, violence, revenge, intolerance, or injustice.

Healing and winning relationships can never take place with competing sources of media who seem to have very different agendas and priorities.

Healing and rebuilding relationships of any kind occur when we use words of love, grace, mercy, kindness, gentleness, hope, encouragement, inspiration and forgiveness. And remember, we have free SEE NORTON, P11

and surveillance testing do to consumer behavior? What good changes will improve our world? We have already seen pollution virtually disappear and family dinners become the norm. McDonald’s CEO Chris Kempczinsi recently stated, “The world is going to look different coming out of this crisis, and we expect that many of those changes are going to be enduring.” I suspect that digital transformation across every industry is not going to stop. Education, entertainment, sports and religion will forever be available at your fingertips. Perhaps convention centers and arenas can be repurposed. There are a lot of things to sort out and it will take some time.

Lake Superior State University, located in Sault QUIET Ste. Marie, MichiDESPERATION gan, has hosted an annual List of Banished Words from the Queen’s English for Mis-use, Overuse and General Uselessness for the past 45 years. I thought it was about time we had one around here.

Craig Marshall You submitted “no Smith problem,” “usual suspects,” “new normal,” “social distancing,” “tone deaf, “influencer,” “essential,” “synergy,” “these ones,” “marginalized,” “outlier,” “right-sized,” “down-sized,” “vibe,” “Seriously?,” “I know, right?,” “it is what it is,” “if memory serves,” and “snollygoster.”

Although “snollygoster” isn’t truly misused or overused, the history lesson Ann McWhite, Arvada, provided warrants a mention. “German immigrants described a mythical beast said to carry off children and poultry.” She

added Harry Truman used the word “derogatorily” in reference to “politicians who make a show of public a prayer.”

And, Bill O’Reilly “had a fondness fi i for the word.”

“Literally” not only topped Lake Su- t perior State’s list this year, it topped 2 ours too.

Cathy Baldwin, Highlands Ranch, attended Lake Superior State when it N was a college and submitted “whatnot” back then. It was rejected. I promised her I would include it, even though Baldwin acknowledged “whatnot” is a useless Michigan word that hasn’t made it to Colorado.

Iris Henderson, Lone Tree, cringes every time she hears “cringeworthy.”

Correspondences with Maureen Kasperek, Castle Rock, enlightened me about the French word “forte” and the Italian word “forte.” Spelled the same but pronounced differently.

Kasperek wrote, “The Italian word ‘forte’ (pronounced ‘for-tay’) should only be used as a term in music. The French word ‘forte’ (pronounced ‘fort’) is used to describe your strong suit or skillset.”

What are winning words? Winning words are real, sincere, and based on

Whenever a commentator or a politician begins a sentence with “Look” or “Listen,” Parker’s William Danford gnashes his teeth.

Karen Yankus, Highlands Ranch, doesn’t care for “You guys.” I’m with her.

Franck, the waiter, asked, “You guys ready to order?” to a table of women.

Beverly Coleman, Englewood, wrote, “I have a friend who uses `actually’ constantly. I have made it into a drinking game. When I’m with her I pretend to take a drink every time she says it.”

Carol Leatherman, Castle Rock, no longer watches Dr. Phil because “he repeatedly pops in `Just sayin’ ” to con-

clude a viewpoint.”

Both Carol and her husband Denny regret their beloved daughter uses the same expression far too often.

And yes, if you have read this column at any time for the past 12 years, you are already aware of how often I speak to the importance of the vocabulary we should use and the word bank we should keep handy when we communicate with one another. A word bank that is filled with words that speak to solutions, opportunity, benevolence, charity, generosity, positivity, justice and goodness.

The times we are living in call for each one of us to choose our words and choose them wisely. It is a time to be direct, authentic, and just. It is a time to stand behind our convictions, and

I stand behind the conviction that the words we use can tear us apart, or they can be used to rebuild any relationship and even a society that is hurting, hurting as badly as our society is right now.

LETTER TO THE EDITOR Educators must focus on diversity We represent many students in our community who are deeply outraged by the ongoing racial injustices occurring in our country. It is our belief that diversity in educational environments and curriculum is a step forward in addressing institutional racism. Our community’s lack of racial diversity limits the perspectives that students develop in the classroom and contributes to racial hostilities and microaggressions. We implore educators to take action to dismantle overt and covert racism in our community with the following recommendations.

1. Petition the Douglas County Board of Education and Colorado State Board of Education to add diversity and inclusion as a priority agenda item at each future meeting.

2. Establish ongoing diversity and inclusion committees of students, educators, and community members in Colorado school districts to improve K-12 curriculum to repre-

sent diverse cultural voices.

3. Require all teachers and administrators to undergo implicit bias and anti-racism training so that they are equipped to facilitate conversations about race and offer equitable educational experiences to people of color.

4. Mandate teachers and administrators address issues of systemic injustice on a regular basis, for example, through homeroom curriculum and schoolwide assemblies.

5. Offer tactical resources for students to recognize racial injustice, report it to the right authorities, and advocate for their peers to promote allyship and collective responsibility.

We remind the community that now is the time to initiate swift and decisive action that creates a new generation of racially-informed students and leaders. Please act now alongside students who are demanding change.

ndependence Day is still on the calendar for July 4 -- but this year’s holiday marking the nation’s birth won’t look like past celebrations.

Many of the usual community Independence Day celebrations have been canceled across the Denver metro area due to the state’s public health orders banning large gatherings of 10 or more, among various ongoing precautions to prevent the spread of COVID-19.

For that matter, communities have canceled most large events scheduled through the end of summer. Some remain hopeful late-summer events will return by August.

But that doesn’t mean that Independence Day will fizzle this year.

Here’s what to expect on the Fourth in several of the area’s communities, with plans subject to change on short notice.

Arvada: Porch Fest The City of Arvada is working with the National Porch Placemaking campaign, an effort encouraging people to decorate the fronts of their houses during the COVID-19 pandemic.

The city is asking residents to adorn their front porches and driveways with patriotic decorations.

Residents can compete in an online competition using the hashtag #ArvadaPorchFest on social media or by emailing neighborhoods@arvada. org. The winner will be awarded a prize.

Golden: Virtual festival Golden lost this year’s edition of its beloved, longstanding Buffalo Bill Days due to the COVID-19 pandemic, but the Golden Lions Club is determined to hold its annual Fourth of July Festival — albeit virtually.

The Golden Lions announced via Facebook it will be holding a Facebook Live event to give residents a show from the comfort of their homes.

The virtual Fourth of July Festival will begin at 9 a.m. Lions Club members will talk about projects they’ve done in the community over the years. Live bands will play and those tuning in can participate in virtual contests.

Local participating restaurants will be serving special dishes and Lions Club members will be at those restaurants handing out items for kids. The all-day affair ends with a recorded firework show from a previous year.

Parker: Porch Party The Town of Parker is hosting a porch party July 4. Residents are encouraged to bring their lawn chairs, grills, fire pits and picnic necessities to the front porch for a town-wide outdoor party. The event was created to celebrate while social distancing. Residents can participate in their front lawns, driveways, porches or balconies to socialize while being socially-distant minded.

Various contests will take place throughout the Parker Porch Party Series. Residents can participate by taking a photo or video of their party and sending it to the town by 8 a.m.

Parker’s Porch Party Series began May 18 to celebrate high school graduates. The next porch party the town has organized is for the first day of summer, June 20. Two other parties are scheduled, one for the last week of July and a second welcoming the new school year.

Lone Tree: Stay tuned City of Lone Tree officials canceled its annual Fourth of July celebration at Sweetwater Park due to limitations on group gatherings, budget constraints and safety concerns.

The city announced June 8 in a news release that the Independence Day fireworks display and celebration are canceled.

City officials are coming up with alternative ways to celebrate Independence Day, according to the release, and the city will notify residents and businesses once plans are final.

What about fireworks?

According to a June 8 post on the town Facebook page, Castle Rock still plans to stage a fireworks show on July 4 at about 9:30 p.m., weather permitting. The town website says the fireworks will be launched from Santa Fe Quarry Mesa, located south of The Meadows, above Red Hawk Ridge Golf Course. “This year, we recommend viewing the fireworks from your home or neighborhood if possible,” the website says. That makes Castke Rock an outlier in the metro area. According to a list compiled by KUSA-9News and updated June 11, these area communities have canceled their usual July 4 fireworks shows: Arvada, Aurora, Boulder, Broomfield, Denver, Englewood, Greenwood Village, Highlands Ranch, Lafayette, Lakewood, Littleton, Lone Tree, Louisville, Northglenn, Parker, Thornton, Westminster.

Centennial Water celebrates completion of water storge project STAFF REPORT

After nearly three decades of work, the Chatfield Storage Reallocation Project has final approval from the U.S. Army Corps of Engineers, granting project participants the right to store an additional 20,600 acre feet of water in the reservoir, according to a release from the district.

“Securing a sustainable water supply for our future is a priority for Centennial Water,” said Jeff Kappes, chair, Centennial Water Board of Directors, in the release. “The project allows Centennial Water to store surface water in the reservoir for use

when other surface water sources are low. Having this storage will help ensure there is ample water for future generations.”

Centennial Water provides water to Highlands Ranch.

The work achieved through the Chatfield storage reallocation project will reallocate some of the storage space at the reservoir from flood control to joint flood control and multipurpose use. This additional storage space will be used by municipal and agricultural water providers to help meet the diverse water needs of the state, according to the release.

“By acquiring the new storage space

in Chatfield, Centennial Water is finally able to use water rights acquired in the 1980s to capture new surface water supplies for use in the Highlands Ranch community,” said Rick McLoud, water resources manager for Centennial Water, in the release.

“This use of renewable surface water improves the reliability of Centennial Water’s water supplies and further decreases its dependence on deep nonrenewable groundwater.”

The Chatfield Storage Reallocation Project spanned roughly 26 years from initial planning through the construction and project completion. Project work involved rebuilding portions of

Chatfield State Park to accommodate the increased water levels and completing a number of projects which benefit the aquatic and terrestrial environment at Chatfield, such as stopping excessive erosion at Plum Creek.

The project was funded by nine water providers and the state of Colorado. Each organization will receive a varying amount of storage space at Chatfield based on their contribution.

Centennial Water has the largest investment in the project and will benefit from the largest amount of storage capacity, totaling 6,922 acre feet or 33.6%. An acre foot is equal to 325,851 gallons.

Primary election ballots due by June 30 STAFF REPORT

By now, Democratic, Libertarian, Republican and unaffiliated voters should have their primary election ballots in their mailbox. Ballots were mailed statewide the week of June 8.

Registered Democratic, Libertarian or Republican voters will receive one mail ballot for that party’s primary election.

Unaffiliated voters will receive a ballot for both major parties (one Democratic and one Republican) in their mail packet but may choose only one to fill out and return.

DouglasVotes.com and its “2020 Primary Election Frequently Asked Questions” page both provide additional information.

Anyone who doesn’t receive a ballot at the address associated with their voter registration by June 17 can contact the Douglas County Elections office at 303660-7444, according to the release.

Ballot drop boxes are open now through 7 p.m. on Election Day, June 30. Locations can be found at douglasvotes.com 17-year-olds who will turn

“We’ve been really pleasantly surprised,” she said over the sound of horns honking. “It’s been really supportive.”

Many people driving by honk their horns and shout support, some clapping or giving a thumbs up. Once in a while, someone shouts a retort like “all lives matter” or shows the protestors their middle finger. Protesters have also reported hearing a few racist remarks from unsupportive passersby.

For Highlands Ranch resident Roger Lynn, the ratio of support to opposition is delightfully surprising, he said.

“For every one finger, we get about 20 horn honks. Ten years ago it would be the exact opposite,” he said.

As cars continued passing and honking in support June 8, a Douglas County Sheriff ’s Office deputy alerted the protesters that nearby neighbors had complained about the noise.

“It won’t stop us,” said protester Amy Weeks, a Centennial resident.

“If just one person of color goes by and hears all those honks, then it’s worth every moment.”

Rusty but refreshing: Softball team reunites Colorado Cougars travel to play in Kansas after long hiatus

Debra Kortbawi, the head softball coach and administrative dean at Highlands Ranch High School, is also coach of the Colorado Cougars club softball team.

She finally got her club team together to practice and play a few games in two Wichita, Kansas tournaments during the first two weekends in June.

The 14U Jaguars’ 11-player roster is made up of eighth-, ninth- and 10th-grade players who will attend Highlands Ranch, Valor Christian, Mountain Vista, Cherokee Trail, SkyView Academy, Bennett and Elizabeth high schools when school resumes.

After the shutdown because of the COVID-19 pandemic, Kortbawi and the players welcomed the chance to get out on a softball field.

“Gosh, it was so good,” said Kortbawi. “It was such a good feeling. The girls

The team stayed in Wichita for a week, found a field on which to practice and spent some time at a water park.

“The restrictions in Kansas were pretty much the same.” explained Kortbawi.

“It was not a horrible thing.

There were certain restrictions of ways we had to go in and out of their gates. When we are on defense we had to play with our ball so we kept our ball and the umpires didn’t touch the balls at all.

If you hit a foul ball, the other team gives us the ball and we sanitize it and they do the same.

“They kind of restrict the bleachers. So the parents kind of had to bring their own seats. They really didn’t make us social distance in the dugout because they figure we are practicing and pretty close together and it is kind of stupid to make you separate in the dugout.

“I think with softball the CHSAA is going to wait to see what Colorado is going to do. You have to see what is going to work and what is not going to work. We are not going to know if there is going to be a big spike.

“I do know we really won’t have a true idea of what we are going to do until July or August because you don’t want to make the wrong choice, bring all the kids back, and then have something go wrong and have kids be in harm’s way or harming a loved one that might be at home with them. So what do you do?”

According to finance reports submitted June 9, the Dorris campaign has so far raised about $12,700 and spent about $11,500. The Teal campaign has raised nearly $43,900 and spent about $51,000.

Elected county officials who donated to the Dorris campaign include Sheriff Tony Spurlock, Undersheriff Holly Nicholson-Kluth and Renee Anderson, a Highlands Ranch Metro District director.

State Rep. Kim Ransom, R-Acres Green, along with county Treasurer Dave Gill and Parker Councilmember Jeff Toborg, donated to the Teal campaign.

Legals Bids and Settlements Public Notice INVITATION FOR BID (IFB) #020-20 EAST-WEST REGIONAL TRAIL HAVANA STREET to CHAMBERS ROAD The Douglas County Parks, Trails and Building Grounds Division, hereinafter referred to as PT&BG, respectfully requests bids from responsible and qualified firms for the construction of a portion of the East West Regional Trail, from South Havana Street to South Chambers Road.

The successful bidder shall provide all materials, machinery, and labor necessary to complete this project. This project will include, but not be limited to, construction of soft surface trail, stabilized soft surface trail, all necessary grading, sediment and erosion control components, concrete abutments for a pedestrian bridge, concrete trail, installation of a prefabricated pedestrian bridge (furnished

by Douglas County), modular block retaining walls, miscellaneous drainage structures, fencing, signage, seeding, and clean up.

PLEASE BRING A MASK/FACE (NOSE & MOUTH) COVERING AND A BUSINESS CARD. SIGN-IN SHEETS WILL NOT BE PASSED AROUND, CARDS WILL BE DROPPED INTO AN ENVELOPE. ON THURSDAY, JUNE 25, 2020 @ 10:00 A.M., THERE WILL BE A MANDATORY SITE VISIT RELATED TO THIS PROJECT. THE MANDATORY SITE VISIT WILL ALLOW ALL POTENTIAL BIDDERS THE OPPORTUNITY TO VIEW THE WORK SITE LOCATION AND DISCUSS THE PROJECT DETAILS. THE MANDATORY SITE VISIT WILL BEGIN AT THE SCHWEIGER RANCH TRAILHEAD, 10822 SOUTH HAVANA STREET, LONE TREE, COLORADO 80124. ONLY THOSE PROSPECTIVE BIDDERS ATTENDING THE MANDATORY SITE VISIT WILL BE ALLOWED TO SUBMIT A BID ON THIS PROJECT.
