After college I came back to Colorado and moved to Orange County, California, where I was vice president and district manager of Chase Bank. I oversaw 22 branches and 280 employees.

My husband ended up getting a job at Charles Schwab. This has always been home for us, so we moved back.

I have a 15-year-old son who goes to Mountain Vista High School.

My dream was always to open up a clothing store.

April Batista left the corporate world and opened a clothing boutique in the Streets at Southglenn. She caters to the true Colorado woman. “We love our sweaters. We love our jeans,” Batista said. “We also like to look cute and go out.”

Switching career paths When I was younger, in high school, I always worked retail. I really enjoyed the clothing industry. I opened up the boutique about two years ago. I use the same kind of thought process as I did at the bank. We’re focused on building relationships and customer service — really trying to make sure we are getting those repeat customers.

I love my customers. I couldn’t be in business if I didn’t have customers.

They are so sweet. They come in and they want my opinion and my attention. I want to give them that private shopping experience. I also love the buying part of it. I go to L.A. once a month. I go to six to eight shows a year in New York, Dallas and Atlanta. I really try to look for unique pieces.

My boutique I cater to everyone from 18-year-olds to the women who are 75, 80 years old. My primary customer is 35 to 65 years old. Those are the ladies that are moms but don’t want to dress like grandmas. They are hip but don’t want to dress in junior clothes.

I cater to your all-around Colorado woman. We love our sweaters. We love our jeans. We also like to look cute and go out. We like to wear a dress and heels — glam up a little bit. We are big on accessories and high-end jewelry. I bring in a lot of local vendors. I try to support the local vendors in the area as much as I can.

We do ladies night on the second Thursday of every month, which is fun. We do discounts and food and drawings.

Fun fact I am fun. I don’t have downtime or a down moment. I really try to keep that bubbly personality. I’m really true and honest to my friends and customers.

A target of expanding conflict Recreational shooting grows in popularity as more people use public lands

andstone Ranch, a historic property in Douglas County being converted to public open space, is poised to offer numerous recreational activities in the coming year: hiking, guided tours, scenic views and, possibly, recreational shooting.

The property west of Larkspur has been swept up in an ongoing conversation in Douglas County about a growing participation in recreational shooting and a need to provide sports shooters with a safe environment to practice — all in an increasingly populated area.

Douglas County is actively researching locations for public shooting ranges on county-owned land. That includes Sandstone Ranch, an idea Commissioner Lora Thomas suggested in a work session.

“I think that recreational shooting is something many of our residents enjoy,” she said. “I have had many citizens approach me, asking me if there would be opportunity to have a local shooting range there.”

There is not a formal process underway and there’s no timeline in place for county staff to research Thomas’ suggestion, although it remains an option she’d like to see explored, she said.

But the conversation goes well beyond Sandstone and Douglas County.

The county is also part of the Southern Shooting Partnership, which concluded an in-person and online listening tour in March gauging public opinion toward recreational shooting — where it is appropriate and where it isn’t — in the Pikes Peak region.

The partnership formed in 2015 as a way for land-owning public agencies to follow and address sports shooting needs along the Front Range.

Members include the U.S. Forest Service, Colorado Parks and Wildlife, Denver Water, Colorado Springs Utilities, Park County, Douglas County, Jefferson County, Fremont County, El Paso County and Teller County.

tion along the Front Range coupled with a higher participation in recreational shooting — a nationwide trend — means more people are using public land and conflicts are occurring between shooters and non-shooters, members say.

One mission of the partnership is to find prospective locations to construct public, designated shooting ranges and, hopefully, mitigate a slew of issues that arise when recreational shooters cross paths with other land users. Before a range could open, it would undergo a public process.

Partnership members said it’s too soon to reveal key findings from their listening tour, although some had personal observations.

Frank McGee, area wildlife manager for Colorado Parks and Wildlife and co-chair of the partnership said it proved there is significant interest in recreational shooting.

“Equally, I think people are passionate about being able to go to public land and be safe,” he said.

Addressing the problems Conflicts happen among all recreational users, not just shooters and nonshooters, said Andy Hough, Douglas County’s environmental resources coordinator. For example, an ATV motorist could cross paths with hikers or horseback riders or create noise for nearby residents. But when a firearm is involved, a different level of safety concern exists.

U.S. Rep. Jason Crow, D-Aurora, spent the morning of April 23 with Terry Nolan, general manager of the Highlands Ranch Metro District, learning about the fundamentals of Highlands Ranch.

The tour was part of Crow’s “Leading Locally Initiative.” Each month he will visit a different city or community in the 6th Congressional District, which covers Aurora, Littleton, Centennial and Highlands Ranch, among other areas.

“I wanted to make sure that my Opriorities and what I was doing in Washington was being driven by local needs,” said Crow, standing outside of the Highlands Ranch Mansion, where his tour wrapped up. “There is no better way to do that then spend time with local elected officials to see what projects they are working on and what they are hearing in the community.”

Nolan said he appreciated Crow’s visit.

“We were happy to share some of our community’s many successes and explain how the metro district and our partners collaborate to provide great services very efficiently,” Nolan said.

Currently, local government has little control over 5G, the next generation of mobile Internet speeds, due to regulations put in place by the Federal Communications Commission.

Crow is co-sponsoring a bill to return local control to communities, he said “People here want 5G,” Crow said.

“But they want to make sure the towers are in places that make sense and that their voices are being heard in the process.”

Crow praised local leaders for putting so much work into trails, open space, recreation centers and familyfriendly programming.

“I saw why this is a beautiful place to live,” Crow said.

School district hosts Earth Day Extravaganza Eco-friendly projects displayed at Mountain Vista High School

The Douglas County School District celebrated Earth Day by showcasing innovative projects and honoring students for their efforts to promote sustainability.

Mountain Vista High School in Highlands Ranch hosted the district’s Earth Day Extravaganza on April 24. Organized by DCSD’s Office of Sustainability — a group of more than 30 teachers and staff — the afternoon featured interactive table displays in the cafeteria and a guest presentation on gray wolf recovery in the West. The district recognized select students, staff and community members with eco-awards.

All the while Mountain Vista students and teachers wowed community members with two green projects that are relatively new to the school.

A group of six seniors in Lori Schwendeman’s AP environmental science class applied for a projectbased learning grant that funded the project. The students tackled all aspects of grant writing. They formed a proposal, created a budget and made a final pitch. They figured that the future of cars would be electric and wanted to promote the switch over, Schwendeman said.

“I’m super proud of them,” Schwendeman said. “They put countless hours into getting it accomplished.”

In the past year the charging station has served 350 cars and produced 497 kilowatt hours of electricity, according to Schwendeman. Put into perspective, an average home uses three kilowatt hours of electricity per day.

Freight Farm In the back of Mountain Vista sits a green, repurposed semi trailer. A step inside is sci-fi-like — strands of LED blue and red lights hang from the ceiling, illuminating vertical rows of heads of lettuce. Small plastic tubes filled with nutrients hang on the wall.

Using a grant from the Morgridge Family Foundation, the school acquired the Freight Farm two years ago. The hydroponic garden produces 80 to 100 pounds of lettuce and herbs per week, using just 10 gallons of water per day.

Students in David Larsen’s agriculture business class oversee the process from start to finish. They track the growth and then package, market and sell the final product to staff and community members.

“We learn the basics of business,” said Maya Jones, a ninth-grader, “because we operate this as a business.”

The Douglas County School District is in the midst of developing a roadmap that will guide the next three to five years. The goal is to promote what board of education members and district leaders call a “unity of purpose” throughout the district.

Community members are invited to contribute to the discussion in a second round of community meetings.

In March, roughly 300 community members and 500 staff participated in facilitated conversations at schools across Douglas County.

Feedback was recorded and used to craft questions for an online survey, which more than 30,000 staff, community members and students completed. Data from the survey helped outline community priorities for

the new strategic plan, according to the district.

The strategic planning process will be discussed at three upcoming meetings in the district’s three planning areas. Guests will learn about the themes identified from community feedback and have the opportunity to provide feedback.

STEM School Highlands Ranch getting grass field, playground Students have used parking lot in years since school opened

Students at STEM School Highlands Ranch are finally getting an outdoor field and playground. Since it opened in 2011, the charter school has used a paved parking lot surrounded by businesses for most outdoor activities.

The new amenity, dubbed the “Field of Dreams,” broke ground April 22.

The first phase will be completed in August, the second in about two years. Students will use the field for sports practices and recess, according to members of the school’s parent teacher organization.

“We needed some place for our kids to come run and be kids while we are teaching them life lessons,” said Kelley Paulson, the PTO co-president.

“It’s a field of teamwork, endless opportunity, competitive fun and health and wellness.”

In 2017 the Douglas County Planning Commission rejected the school’s application for the field. The following year, a group of parents and six young students spoke before members of the planning commission. That September, it was unanimously approved. Do-

Douglas County residents are urged to boost their giving Philanthropists call on populace to establish better record of generosity

With so much health and wealth in Douglas County, local philanthropists say it’s time for the county to make a name for itself as one of the state’s most generous communities.

At the annual Douglas County Community Foundation Focus Forward Breakfast on April 25, foundation advocates spoke to a group of Douglas County public officials and business people providing a perspective on the current state of philanthropy in the country’s wealthiest county west of northern Virginia.

The keynote speaker, Bruce DeBoskey, a philanthropic strategist speaking for the DCCF, said when considering donating to a nonprofit, a person must not only consider what difference it would make in the world, but what difference it would make in the donor as well.

“As many of you know, this county is special,” DeBoskey said. “There’s about 350,000 people who are lucky enough to call this place home … but 3.64 percent of Douglas County residents live below the poverty line.

DeBoskey inspired the room full of Douglas County leaders with a speech about Douglas County’s recent accolades as the healthiest county in the nation and the fifth-richest county

in the United States. The goal now, said Susan Squyer, of the DCCF, is to make Douglas County the most giving county.

“Some people aren’t seeing that need because we don’t have a lot of people

on street corners, so they think it’s not here, ” Squyer said. “We are the healthiest. We are the wealthiest. Why can’t we be the most generous?”

The amount of healthy and wealthy people, DeBoskey said, can often lead to the belief that there aren’t many people in need in Douglas County.

DeBoskey instead urged people to think about what he called the “hidden homeless” — those who may not identify as homeless, but live below the poverty line. He pointed to the fact there are about 700 kids in the county who live below the poverty line.

“There are probably countless more,” DeBoskey said, “who are not willing to identify as homeless, who are known as the ‘hidden homeless,’ in this marvelous, healthy, wealthy place in which we live.”

During the 2018 Colorado Gives Day on Dec. 4, Douglas County residents donated about $3 million of the state’s total of $47 million. That came from 1.5 percent of Douglas County residents.

The next step for the county is to get more people involved. In such a wealthy county, DeBoskey said, it’s possible to do much more.

“I say that without judgment, but with hope. There’s opportunity. There is capacity here to raise that number,” DeBoskey said. “This community foundation has the capacity to encourage and educate people to give where they live.”

New hospital hosts open house STAFF REPORT

Roughly 2,000 people visited UCHealth Highlands Ranch Hospital on April 27 for a first look at the medical campus. Administrators expect the hospital to officially open later this spring, though an exact date has not been set.

Short-term rentals being used for parties, sheriff’s office says Officials urge property owners to vet renters

The Douglas County Sheriff ’s Office is urging property owners to be vigilant before renting their homes on sites like Airbnb after it saw a recent uptick in large parties being held at rental locations in the county.

Chief Deputy Steve Johnson with the sheriff ’s office said in early April the agency has responded to about five incidents of underage drinking or partying at rental sites in the past six months.

“We’ve just had a rash of large parties, and of course when we break them up and when we take a look at them what we’re finding is kids, not kids from Douglas County, but from other areas in the metro area, somehow rented these homes,” he said.

“Neighbors are not dumb. They call us. They know what’s going on.”

The most recent party grew to around 200 to 250 people at a property near Meridian Village before authorities were alerted. Johnson said law enforcement contacted the owner and confirmed the site was an Airbnb.

Other locations included the Franktown area and Highlands Ranch.

Spokespersons for the Castle Rock Police Department, Lone Tree Police Department and Parker Police Department said they have not seen the same trend within their jurisdictions but some of the agencies had assisted the

sheriff ’s office in responding to parties.

Johnson was not aware of any charges or citations that resulted from the calls but said there remains an open investigation around allegations a person was firing a weapon at the more than 200-person gathering near Meridian Village.

For now, the sheriff ’s office is suggesting people vet guests before renting.

Airbnb allows hosts to establish “house rules” and encourages them to provides “house manuals” for visitors.

Rules can range from taking off shoes inside to whether smoking is allowed.

Property owners can also purchase insurance that covers liabilities and property damage.

Hosts can take additional precautions as well, requiring guests complete a verification process. Verification could require guests to provide a government ID before booking. The process doesn’t guarantee a person’s identity — Johnson suspects some of the renters provided false identities to book the Douglas County party sites — but it will tell the host if a renter provided that information to Airbnb.

Additional safety and security measure for both guests and hosts can be found on the Airbnb website, and the sites for similar rental networks.

“Don’t get me wrong, 99% of these transactions, they’re made in good faith, and they’re made for the right reasons,” Johnson said, adding that rentals used for parties typically saw trashing of the property. “It only takes one time.”

And a cornucopia of problems can occur when shooters use crowded public land to practice, Southern Shooting Partnership members said.

In some cases, residents living close to popular shooting spots frequently experience gunfire near their property.

The noise is disruptive, they say. Or, hikers, cyclists and motorists unknowingly choose to enjoy the outdoors where a shooter has opted to practice, potentially placing them in the line of fire.

In rare cases, people have been injured or killed by gunfire, and the shooter who fired the bullet may never realize a person was struck.

A well-known example of this was the 2015 death of a grandfather camping with his family in a shootingrestricted area of Douglas County called Rainbow Falls Park. Investigators never determined the origin of the shot that killed him, but suspected it was possibly an errant bullet.

“I don’t want to make it seem like that’s happening all the time,” Hough said. “It’s more of a rarity, but it’s still unacceptable.”

Woodland Park resident Erik Stone, an NRA-certified instructor and chairman of Teller County Republicans, said he’s experienced close encounters firsthand. He frequently shoots on U.S. Forest Service land in Douglas County near the border with Teller County.

In one instance, a horseback rider approached the long-distance lane he’d set up for shooting and, in another, an ATV motorist drove behind shooting backstops where he and others were firing. In both cases, Stone saw the other recreational users and stopped shooting.

“But my concern was — what if I hadn’t seen them?” he said.

Environmental issues also exist.

Bullets can damage forest trees or spark wildfires. Casings left behind litter the ground. Plus, officials and Stone report repeated instances where sports shooters use inappropriate items as targets — washing machines, televisions, furniture, sometimes explosive materials such as propane tanks.

“All kinds of nonsense,” McGee said of what he’s seen on Colorado Parks and Wildlife land.

Trash from recreational users is often left there. David Condit, deputy forest and grassland supervisor for the U.S. Forest Service, said the same issues with trash occur on federal lands.

“We have quite a problem with that,” he said. “There’s several areas, they’re not designated ranges, but they’re frequently used by target shooters and some of those areas have seen significant accumulation of trash and debris.”

Partnership members believe these issues are found throughout the state but particularly along the Front Range, where most of the population is concentrated.

‘A numbers game’ Only a few years ago there was enough public land to accommodate most recreational activities, McGee said. That changed with the growth in population.

Douglas County estimates that as of Jan. 1, its population was 358,000 — double the U.S. Census figure in 2000 and almost 100,000 more people than the count in 2010. The Census estimated Colorado’s population in 2018 was approaching 5.7 million, up from roughly 5 million in 2010.

“As we have more and more people moving to the state, we have potentially the same amount of public land,” McGee said. “It’s just simply a numbers game, really.”

More people also are shooting recreationally.

A 2018 report from the National Shooting Sports Foundation found a 28% increase in target shooting participation since 2001 and an 80% increase among women and girls.

More people participate in target shooting than play tennis, soccer or baseball, according to the report.

The growth in target shooting could stem from several reasons, said NSSF spokesman Mark Oliva. They include people learning self-defense, people shooting socially who get friends involved, a greater interest in hunting and the local and national conversations around gun rights.

“There’s lots of theories,” Condit said.

Still, members of the Southern Shooting Partnership, including Hough, maintain their work is not a Second Amendment issue.

“This is about increased use of recreational activity,” Condit said.

“This is not about gun rights or gun ownership or the right to keep and bear arms.”

Like any use on public land, said Julie Mach of the Colorado Mountain Club, there are places where shooting is appropriate and places where it is not. The club has 6,600

Recreational shooting is “not a blanket unsuitable use of public land,” she said, “but we’ve got to really make sure we understand the impacts to resources and other users to accommodate that.”

Thomas, the Douglas County commissioner, said she doesn’t envision a gun range at Sandstone Ranch being open for more than a couple days a week.

“We certainly don’t want the constant gunshot noises,” she said. “It’s not necessarily only Sandstone we’re looking at. There might be other properties the county owns that might be more suited. So we are taking a careful, deliberative process.”

Condit said it’s important the public understands the search for answers is a multi-jurisdictional effort not exclusive to the forest services or parks and wildlife. McGee said the listening tour affirmed the need to find those answers.

“What it’s confirmed for us is that this is an important issue that a lot of people care about,” McGee said, “and people are very passionate about.”

VOICES ‘Livin’ the dream’ can become the real deal

ivin’ the dream” could be one of the greatest replies to the question, “How are you doing?”

The problem, as most of us who use this reply know, is WINNING that we really don’t mean it. It is just WORDS our way of telling the world that we would prefer not to talk about how we are really feeling right now, or we hope that our sarcastic response will say all that needs to be said.

Michael Norton Maybe what we want to say is that life is hard right now, or that we wish that we were anywhere else but where we are, or that our job is stress-

ful, or that we have just lost hope. But we can’t bring ourselves to say that can we? Maybe to a very close friend or family member, someone we trust, but never to a co-worker or casual acquaintance or someone we pass in the grocery store. I mean if we told everyone how we really feel, they would either walk away as quickly as possible or would come in closer and try and help us figure things out. So instead, we just say, “You know me, livin’ the dream.”

Are we livin’ the dream? If not, why not? Typically, we associate dreams, nighttime dreams or daydreams, with happiness and joy, with peace and fun, with success and achievement, with vacations and faraway places. If not, well, we call those nightmares.

If you have caught yourself saying this or replying sarcastically to the question of how you are doing with,

“Livin’ the dream,” I would ask you to take a moment and reconsider, unless of course you are truly and happily “Living the dream.” If it’s the former, and your response is a way of deflecting and guarding how you really feel, then it’s time to change what is going into your mind, heart, and field of vision. If it’s the latter, you added the “g” to livin’ and you are intentionally and purposely “Living the dream,” your dream.

Zig Ziglar said it best when he shared, “If you don’t like who you are, what you are, or where you are, you can change who you are, what you are, and where you are by changing what goes into your mind.” One of my very favorite quotes and absolutely so very true.

There is another old familiar saying we have all heard before, “What you see is what you get.” And what

people see when they hear the sarcastic response, “Livin’ the dream,” is usually not someone they want to work with, work for, or have as a part of their team. However, what they see in a person who responds enthusiastically with, “Living the dream,” is a person who they want to hire, a person they want to partner with, and a person that just brightens their day.

Our tonality and body language will let them know which one it is.

Take a look around you, what do you see? Do you have books on your shelves with words in the titles such as Kindness, Hope, Journey, Success, Happiness, Dreams, Faith, Winning, Love, or other positive and encouraging words? What are you listening to on the radio?

Were any of our freedoms and liberties threatened when an 18-yearold from Florida flew to Colorado, took a ride from the airport directly to a Littleton-area gun shop, purchased a gun and was identified as a “credible threat” who closed schools and consequently impacted thousands of students and their parents?

BRANT DOUGLAS SCHELHAAS MARCH 14, 1970 – APRIL 12, 2019

Brant Douglas Schelhaas, a longtime resident of Highlands Ranch, died at the age of 49 after a difficult but courageous battle with a rare form of blood cancer.

His family has peace knowing that he is finally healed and savoring the full presence of God in heaven. They also take comfort in his reunion with his beloved son, Bryant, who died as a newborn in 2000.

Brant is survived by his wife of 23 years, Karen Booker Schelhaas, and their children, Booker (21), Brooklyn (17), Bella (16), Brock (14), and Bode (13). The family is affectionately known as The Schelhaas Seven. He is also survived by his parents, Doug and Elaine Schelhaas of Bismarck, ND; his three younger sisters, Nancy Shirley and Jayna Wiens, also of Bismarck, ND, and Karen Hostetter of Denver, along with their large families; his in-laws, Jim and Lois Booker of Colorado Springs, as well

as the extended Booker clan who loved him dearly as one of their own. His calm presence, wise counsel, generous spirit, rich relationship with Jesus, coaching expertise, quick wit, artistic skills, fondness for good food and global travel, affinity for great coffee, savvy business sense, and unwavering integrity will be deeply missed by his loved ones, many friends, and hundreds of colleagues at Worldpay and other corporations where he spent his long career as a marketing and branding executive. He earned his MBA from the University of Denver in 2005.

It’s possible — it’s probable — that the 18-year-old, who was infatuated with Columbine, had mental health issues.

How many of us have mental health issues?

According to the National Alliance on Mental Illness, “Approximately 1 in 5 adults in the United States — 43.8 million or 18.5% — experience mental illness in a given year.”

The “red flag” bill may not be perfect. But here’s a bulletin: Neither is the Second Amendment.

But it is viewed by many as if it were, and incontrovertible, even though practically every other longheld view, law, regulation and ardently held belief is periodically revisited, and often amended.

I am resigned to just about all of this by now.

But I watch faces, and I see eyes widen whenever there’s an incident, and someone suggests that we do something about it, or, as Colorado legislator Lois Court said, “I am sick and tired of inaction when we

see tragedies caused by gun violence.”

Court, in some parts of the state, would lose her job over those words.

I am a naive misfit, something I have known for a long time. I don’t believe in fireworks on the Fourth of July. I don’t believe in Mother’s Day or Father’s Day or Valentine’s Day. And I don’t believe that the Second Amendment is untouchable.

A Boulder woman, Lindasue Smollen, and I are in agreement that something should be done, but she is more committed to it than I am. She paid for advertising on six billboards in Weld County. They read: “More Americans have died of gun violence since 1970, including murders, suicides, and accidents (1.4 million) than in all the wars in American history (1.3 million). Thoughts and prayers are not enough.”

I am trying my best to coexist in a gun country and in a gun state. Daily, I hope none of my friends is hurt or killed by someone who might have had his or her gun sensibly taken away.

Violet “Vi “ Cooper went home to be with the Lord on January 20, 2019

Vi adored her furry pets which included several dogs and cats over the years. She always had a black cat named “Charcoal.”

Vi was born on September 29, 1933, growing up in Cleveland, Ohio, where Passionate about her Armenian she graduated South High School in heritage, Vi served on the board of 1951. She attended Kent State University earning her bachelor’s degree Armenians of Colorado. in Journalism. She later achieved her Vi also loved engaging in political Master’s Degree from Case Western discussions with others.

Vi met the love of her life, Ronald W. Cooper, in Houston, Texas in 1974. They instantly fell in love and were married weeks after they met.

As a married couple, they lived all over the country including Houston, Texas, Cleveland, Ohio, Sacramento, California, Hawaii, and Lakewood, Colorado.

They cherished Colorado and ultimately settled on calling Highlands Ranch, Colorado their home for many years.

Vi had a zest for life and loved living each day to the fullest. She enjoyed her career as a Journalist which included writing for several magazines and newspapers.

She treasured her family and friends greatly traveling often to spend time with them. Vi and Ron also enjoyed traveling locally and abroad together.

On Sundays, Vi could be found sitting next to Ron attending the First Presbyterian Church of Littleton, where they served as a Deacon couple for many years.

Vi is survived by her husband of 44 years, Ronald W. Cooper, stepson Eric Cooper (Lily), grandchildren William and Elizabeth, sister in law Audrey Bashian, niece Alison Bashian, nephews Jack Bashian (Veronica) and David Brown. She was the great aunt to Gordon, Nicholas, Claudia, Elizabeth, Eleanor, and Samuel.

Mountain biking sparks enthusiasm among participants in popular activity

efore she became executive director of the Colorado High School Cycling League, a nonprofit youth development organization that produces mountain bike race series, Kate Rau worked in the intervention field.

Rau worked for Singletrack Mountain Bike Adventures, a youth race development program that offers summer camps and team programs during the spring, summer and fall.

She witnessed firsthand the impact that mountain biking can have on people, including children who found themselves in trouble.

“It strengthens family bonds, and it connects people to their community.

Those are elements that are proven to reduce the need for intervention — whether it’s mental health, substance abuse, feeling isolated, or being addicted to screen time,” said Rau. “I think we’re all, including kids, under a tremendous amount of stress.

Biking is pretty much year-round in Colorado, and it’s something you can do with your family.”

The problem isn’t necessarily finding a trail, it’s finding the wherewithal to strap on a helmet and jump on a mountain bike.

Once that wherewithal is found, the benefits can be tremendous — just ask Gary Harty.

Harty lives in Lakewood, and he has been a strong advocate for getting people on bikes. He brought Cycling Without Age to Lakewood over a year ago, a program that provides three-wheeled bikes, called trishaws, to people who cannot ride a bike by themselves. The trishaws have a couchlike seat big enough for

two people to sit on, while volunteers power it for senior communities all throughout Lakewood. The longtime cyclist also founded the Lakewood Bicycle Advisory Team, a group that advocates for better infrastructure for cyclists and pedestrians.

Harty and his wife got into mountain biking six years ago. Bear Creek Lake Park is close to his home, and it is one of the many places where he and his wife enjoy spending a sunny day.

“Psychologists have known for a long time that exercise creates endorphins. I think to a certain extent, that becomes addictive,” said Harty.

Jennifer Jones, the chair of Arapahoe Community College’s astronomy department, hosts a series of “star parties” every semester, hauling the college’s beefy telescopes onto the campus’s west lawn to peer into the heavens.

The last star party of the season got rained out on April 26, but Jones brought the cosmos indoors, busting out her collection of meteorite chunks and using a projector to turn a classroom ceiling into a makeshift planetarium.

Jones said she hopes her star parties help people reacquaint themselves with the great beyond.

“We’re so disconnected from this thing that’s always there,” Jones said. “I try to give people knowledge they can use: What are the constellations? What are objects you can spot with the naked eye? I hope it brings joy to people’s lives.”

Model of Highlands Ranch icon needs new home Historical society wants to find a permanent place for replica of clock tower

For several years the Highlands Ranch Historical Society has kept in storage a miniature version of the iconic clock tower in Town Center. It has the same blue lining with the same intricate details — six panels on the front, a face on each of the three sides.

Now the historical society is ready to part ways with the piece.

“We just want to see it go to a good home,” said Nancy Linsenbigler, tour leader at the historical society, standing outside of a storage unit in Centennial.

The entire piece weighs about 80 pounds and stands 5 feet, 6 inches tall. Still working, the clocks are battery-powered. Carved on one side is an outline of the community’s logo, an “epic bird,” Linsenbigler said. The master developer’s marketing team created the symbol to represent a mix of species found in Highlands Ranch: owls, hawks, eagles.

Whoever gets the tower will be asked to transport it from the storage unit.

Norm Fox, who is on the historical society’s board of directors, calls the piece a mini “keystone” of the community.

Photographers share intriguing works in show Winners from 2018 exhibit are invited to feature their prints at museum

During each annual Eye of the Camera Exhibit at the Littleton Museum, the juror names two prints — one color and one black and white — as “Best of Show.”

The photographers who entered them are invited to have a two-person show the following year in the museum’s gallery. “Best of Show 2018” is open during museum hours through June 2, honoring Karen Kirkpatrick (color) and J.R. Schnelzer (black and white).

A viewer quickly notes close ties with nature in both photographers’ works, as well as expert control of their chosen medium.

When asked about how she created the moody atmosphere in a print that seems to glow with amber light, Kirkpatrick spoke about layering parts of other photographs and manipulating for the desired effect.

Debris at her feet offers interesting texture and in the background is an old stone building, with a mysterious guy sitting on the steps ... All sorts tales come to mind.

“I find each image has a story, sometimes obvious and at other times hidden,” Kirkpatrick writes. “My goal is to bring that story to life, to give the viewer a reason to pause and be touched through a memory or an emotion.”

Littleton council to rule on Melting Pot pergola proposal Owners say outdoor seating necessary to turn a profit; opponents say structures would destroy vital view

Downtown Littleton’s Melting Pot fondue restaurant needs to build permanent outdoor seating to stay afloat, its owners say, but a growing chorus of critics say those plans would ruin the view of a city landmark.

Owners Kyle and Amy Reed’s plans to build a pair of pergolas in front of the high-end eatery, housed in the city’s historic 1917 Carnegie library, would require the city to alter a longstanding law requiring an uninterrupted view of the building that bookends the west end of Main Street.

“My hope would be that people would give us a fair shake,” Amy Reed said. “Give us an opportunity to present what we’re hoping to do, and make a decision based on facts rather than emotion.”

City council will have final say on whether to roll back the law after a hearing scheduled for May 7. But

DAVID GILBERT the restaurant owners’ plans have already met with disapproval from city staff and the city’s Historical Preservation Board, and prompted a letter-writing campaign by Historic Littleton Inc., which says the pergolas would mar the view of a beloved architectural gem.

“We have a legal right to continue seeing this view,” reads a letter from Historic Littleton Inc., a nonprofit that seeks to preserve historic local architecture.

Colorado Community Media’s owners, Jerry Healey and Ann Macari Healey, are members of Historic Littleton Inc. CCM arts and entertainment reporter Sonya Ellingboe is on the group’s board of directors.

The building was designed by architect Jules Jacques Benedict, who also designed Town Hall Arts Center, according to city documents, and served as the city library until 1965.

It was designated as a city historic landmark in 1973.

Making a choice The Reeds say their proposed pergolas would only minimally change the appearance of the building, and say the restaurant’s outdoor seating is increasingly vital to making ends meet in an era of climbing minimum wages and health care costs.

For the last several years, the Reeds have augmented the restaurant’s indoor seating with patio tables out front, utilizing a pair of enclosed red canopy tents to keep diners warm in the winter, when they say their business is at its peak.

Though neither city staff nor the Reeds are sure exactly when the tents first went up, city planner Mike Sutherland ordered the Reeds to remove them last November, following what he called years of concern and citizen complaints that the tents violated the conservation easement.

Sutherland’s letter laid out the Reeds’ options: Take down the tents or apply for an amendment to the easement.

“I think bicycling in general does that, and mountain biking does that even more, because you don’t have the stress of dealing with automobiles. Mountain biking covers so many categories from tracks that are technical that demand a high level of skill, downhill racing and endurance racing. Mountain biking gets the average cyclist more into nature. Just that combo of exercise and being in tune with nature is good.”

Hitting trails for the first time Paul Rodriguez has been mountain biking for nine years. When he has the time, Rodriguez tries to get out on the trails at least three days a week. He is the co-owner of the Bicycle Shack in Arvada, a store that offers new and used bikes, custom builds, repair services and frame painting.

“If you’ve never (gone mountain biking) before, you should. It’s a good way to get outside and get some sunshine, of course, but one of the most important things that I like is it’s a lot less dangerous than road biking, because you’re not competing with cars” said Rodriguez. “You feel a therapeutic sense of feeling, because mountain biking clears your mind.

The only thing that you’re thinking about is what is in front of you.”

“You can scope out your route, which is good, especially for new riders. The difference between a left and a right on a trail can be heading back to the car, or another five-mile loop,” said Rodriguez.

“It’s nice, just in case you find yourself in a tough spot when you’re on the trail. You don’t want to have to hike out of a trail and have to carry your bike,” said Rodriguez. “We’re lucky enough to live in Colorado, and I would encourage everyone to take advantage of the trails that our state has to offer.”

The Reeds chose the latter course, seeking an amendment that would allow them to build two pergolas on either side of the building’s front entrance.

The pergolas would be 10 to 12 feet tall, according to a letter submitted by the Reeds to the city, and would have retractable fabric walls. The Reeds would consider printing pictures of the obscured part of the building’s façade on the fabric to give the illusion of a full view, the Reeds told the Historic Preservation Board in an April 15 hearing.

Money matters The Reeds said their outdoor seating now accounts for 30 percent of their revenue, and said without it they’re unlikely to be able to keep turning a profit in the building.

No other spot on the property will work for outdoor seating, the Reeds told the board. The parking lot on the north is built over an old landfill with shifting ground that emits methane; the west side of the property would require permission from the Colorado Department of Transportation, whose lease terms are unpalatable; and the south side experiences noise and dirt from nearby traffic.

The Reeds said they have already

cut operating costs as much as they can, and are concerned they’ll lose customers if they raise prices. Amy Reed said while the old building is challenging to maintain, part of the restaurant’s draw is its charming location in downtown Littleton.

Quite the pickle Historic Preservation Board members called the situation an unfortunate dilemma.

“The Melting Pot is a great restaurant,” said board member Pam Grove.

“But our purpose is to somehow maintain Historic Downtown Littleton for all property owners, and if we start changing the facades of our iconic buildings, that impacts every business… the intent (of the law) is very clear: ‘Own this building, take care of this building, we’re glad to have you as a tenant, but we as a city want to have the enjoyment of the façade.’ ” Members of Historic Littleton Inc. told the board that the significance of the old library building should not be taken for granted.

“To say this is an icon is not exaggerating,” said Historic Littleton Inc. member Rebecca Kast. “This has been our view down Main Street for over a hundred years… It’s one of our most historic structures, and its integrity should not be diminished.”

The Historic Preservation Board unanimously rejected the amendment, though their decision is non-binding and serves as a recommendation to city council.

Sutherland, the city planner, said while he believes the easement should stand and the view of the building should be preserved, he hopes the Melting Pot can stick it out.

“If this does not pan out, we would definitely work with the applicant to keep them in Littleton,” Sutherland said. “They’re a valued corporate citizen, and we want them to stay.”

A purrfect arrangement Catios allow cats to spend time outside in enclosed spaces

L

ance Harding is allergic to cats. But that hasn’t stopped the 25-year-old entrepreneur from creating an enclosed outdoor cat patio that lets felines safely enjoy fresh air and get some exercise.

Called catios, the enclosures connect to an opening of the house, usually a window, so that the cat can get in and out.

The catios can be as small or large as customers would like, and can have features such as ramps and scratch pads.

“They’re a catio, but they’re also a home addition,” Harding said. “People want to feel a part of it, too.”

Harding created Cat Topia with business partner, Sky Davis, in December. Harding got the idea for the business from a family friend who built a catio.

So far, Harding has built 10 catios in the metro area, with more projects scheduled. The largest was about 400 square feet, he said.

An architect helps design the enclosures, Harding said.

Although Harding said they hire carpenters to build the catios, both he and Davis help in all phases of the projects — prefabrication, desing and building. Depending on the

ily moves. Price varies, but on average, Harding said catios cost about $2,500.

He plans to donate a portion of Cat Topia’s revenue to the Denver Dumb Friends League, a nonprofit animal shelter.

“I wanted to give back to a community,” said Harding, who is from Denver. “We just paired up really well with our missions.”

Maia Brusseau, the Dumb Friends League public relations manager, said the organization is always looking for local businesses to partner with for fundraising and to participate in events.

When people adopt cats from the Denver Dumb Friends League, the organization recommends that

people keep their pets inside.

Having a catio is a way to provide cats with exercise while still keeping them in an enclosed space, Brusseau said. The way catios are built can also give those cats the feeling of being outdoors in a safe way.

“They can not only get some exercise, but some mental stimulation,” Brusseau said. “Some cats really crave to be outside.”

Harding grew up in Washington Park and attended Most Precious Blood Catholic School.

After spending some time taking classes at the Art Institute, Harding decided to launch his first company, The Good Couch, which collects and sells used couches. The company shows them in two Denver warehouse locations.

Both The Good Couch and Cat Topia were ways to let Harding have the freedom to travel as a photographer.

Before he came back to Denver and started Cat Topia, Harding spent the summer traveling the world and taking pictures.

He still works with The Good Couch, although his business partner Nick Reichert runs most of the company. The Good Couch has now expanded to Tennessee and Georgia.

He believes catios will catch on, too.

“I saw a need, that cats needed this,” Harding said, “and that was more important to me” than any allergy.

Reynolds Landing to see river improvements Drops in river channel to be made safer; old house offers opportunities

Tucked away behind Breckenridge Brewery along the South Platte River, Reynolds Landing is quietly becoming another jewel in the crown of public improvements along the once-neglected waterway, officials say.

“It really is a chance to create continuous recreation along the river,” Littleton Mayor Debbie Brinkman said. “People love to engage with the water, and this is a fun project.”

Developing Reynolds Landing has been a lengthy process, Brinkman said, starting with the 2005 acquisition of the property from the Superchi family, who farmed the area for decades. Much of the park’s infrastructure, such as the parking lot and bathrooms, was built in 2016.

The park is part of larger efforts by the South Platte Working Group, a consortium of dozens of municipalities and counties that line the river, to reconnect city dwellers with a river that saw decades of disregard, Brinkman said. The group funds projects at the park through a wide variety of grants and municipal funds.

Next on the working group’s agenda for Reynolds Landing: softening three drops in the river’s course through the park to reduce hazards to swimmers and boaters.

“The upstream drop is particularly hairy,” said Laura Kroeger, a program manager at the Urban Drainage and Flood Control District, one of the

South Platte Working Group’s primary partners. Kroeger spoke about the park at an April 23 city council study session.

Kroeger said the drops are “a public safety issue the district is really concerned about.”

The plan is to create smaller, safer drops in the river’s course, Brinkman

said, and create pools of calm water for children to play in. Ultimately, Brinkman said, she’d like to see visitors be able to get in the water at the park’s upstream end and float the length of the park and get out to do it all over again.

The park also offers another opportunity for civic engagement, after the city acquired the final private home within the confines of the park, said Littleton Public Works Director Keith Reester.

Though the Superchis sold the park to the city 15 years ago, they retained rights to a home in the middle of the park, Reester said, but family matriarch Barbara Superchi passed away in 2018, and the city took possession of the house.

The city hasn’t yet decided what to do with the old Superchi house, Reester said.

“It’s yet to be tackled, but it’s an exciting chance to do something great,” Reester said.

Brinkman said she’d like to build on the success of Carson Nature Center, to the south in South Platte Park, and use the house as an educational amenity.

Ultimately, Brinkman said, the park’s future is up to citizens.

“We have an opportunity, thanks to the South Platte Working Group and our funding partners, to do something really great here,” Brinkman said. “We can put together a cool plan and build something future generations can enjoy.”

IN THEIR BUSINESS Walmart plans store improvements Walmart expects to spend $57 million in Colorado this year to remodel 11 stores and expand customer services, according to a news release.

In the Colorado Community Media coverage areas, remodels are planned at stores in Centennial (10900 E. Briarwood Ave.) and one south of Lakewood (7700 W. Quincy Ave.).

In addition, Walmart will expand its grocery pickup, grocery delivery and pickup tower options to make shopping more convenient for customers, the release states.

The use of the FAST Unloader, which automatically scans and sorts items as they come off trucks, and the Autonomous Floor Scrubber, which performs the task of cleaning and scrubbing floors, also will be expanded, getting employees out with customers, the release said.

Golf suits junior to a tee Taylor Tucker quit hoops to devote herself to favorite sport

aylor Tucker watches basketball games that include those of the ThunderRidge girls team, but doesn’t consider playing again.

Tucker played basketball and golf as a ThunderRidge freshman, but quit basketball when she realized that golf was the sport that was Taylor made for her.

“When I watch basketball, I think about playing, but I like golf better,” said Tucker.

The junior is still tweaking her golf game and is out to improve her consistency. The one aspect that ThunderRidge coach Jim McCord doesn’t worry about is Tucker’s mental toughness, as she doesn’t let a bad hole or round deflate her.

She improved 14 shots from her first Continental League tournament score of 87 at the Lone Tree Golf Course to a second league tourney at the Pinery where she birdied two of the last three holes for a 1-over-par 73.

“After the first tournament I told my parents I was really happy with the way I played but just didn’t score well,” said Tucker, whose twin sister, Lauren, is also on the team.

COACH’S TAKE: ‘She is a really good student and great golfer. She’s kind of the whole package. She does have the ability to bounce back really well.

That’s what she is working on is having more consistency round to round.’

Q&A with Tucker Who is your favorite athlete and why?

Tiger Woods. I feel like especially with him coming back to play at an older age and him winning the Masters. I really like to see his highlights and he is one of my favorite players.

What or who motivates you most to excel in sports?

My twin sister, Lauren. She inspires and motivates me. Without her it would be a lot harder because having a partner, playing games and being on the course with someone to make the game more fun has motivated me to practice, and that’s why I have gotten better.

What do you like to do away from sports and school?

I like to hang out with my friends and I like to watch sports. I will watch basketball

and baseball games.

What are your plans after high school?

My goal is to go to college and try to play college golf.

Do you have any rituals when playing golf?

When I get up to the tee I like to stand behind the ball and just say to myself “I’ve got this.” Then when I get up to the ball, I feel confident and can hit the shot.

How frustrating is it to play golf in the spring?

It is very frustrating. I look at the boys season and they are lucky because they come in after playing summer golf. Playing in the spring, it is difficult because it is hard to practice and get a feel on the course because you’ve had such a long break

hen spring rolls around, it’s the time that the Colorado High Schools Activities Association Legislative Committee gets together to approve or shoot down possible changes to Colorado high school sports.

Each year I have mixed reactions, ranging from “Why?” to “It’s about time.”

OVERTIME According to CHSAANow. com, the most notable revision to come from the CHSAA Legislative Committee annual meeting on April 24 was the approval of the pilot sports Jim Benton of boys volleyball, girls wrestling and unified bowling to become sanctioned sports for the 2020-21 season.

Boys volleyball will be a spring sport, girls wrestling will compete in the winter and unified bowling will be held during the fall and winter seasons.

The three sports were the first new activities to be sanctioned in more than a decade. Field hockey was approved in 1996 and added in 1997. Girls lacrosse was sanctioned in 1997 and played its first official season in 1998. Boys lacrosse had its first season in 1999 after gaining approval in 1998.

Among the other revisions ruled on by the committee were: • Girls lacrosse has added a second classification and will split the 58 current teams into 5A and 4A groups. How to divide teams and the enrollment guidelines still need to be determined.

• A fresh approach toward seeding the 5A-1A football playoffs will start next fall with the RPI, MaxPreps rankings, Packard rankings and CHSAANow.com coaches poll equally weighed in one of the chief basics.

• A proposal to create a 6A classification football division was defeated.

• Field hockey will have a different mercy rule for regular-season games. A five-goal differential will create a running clock, a six-goal difference will cause the leading ream to lose a player and a seven-goal differential means the leading team will lose a second SEE BENTON, P30

• Softball’s mercy rule has been tweaked and the game will end if a team is ahead by 15 runs after three innings, 12 runs after four or 10 runs after five.

And, a double bag will be used at first.

The white bag will remain in the same place and used by the first baseman during the game. A second orange bag will be directly to the right of the white bag in foul territory and the batter will use it on run-through plays at first base. If the batter touches the white bag on a runthrough play, she would be called out.

• Basketball and soccer officials will get more pay. Basketball officials working on a three-person crew will earn $60 per game next season compared to $53, while a soccer center referee will be paid $59 and $54.50 for assistant referees. Travel stipends were increased and football officials had previously been awarded an increase to $61 a game for the 2020-22 cycle.

• Swimmers will be required to compete in a minimum of six meets to qualify for the state championships.

Bob Wood, who compiled a 198-84 overall record as a head coach, which included 11 seasons at Mountain Vista, has stepped down and his 37-year-old son Brian is the new head coach.

“I’m very excited taking over at Mountain Vista,” said Brian Wood. “My dad is going to be my varsity assistant so he’ll be very involved. We had been hoping to do something like this since we started coaching at Mountain Vista 11 years ago.”

Brian Wood, who at one time was the career scoring leader in Colorado and is now second after scoring 2,551 points at Buena Vista playing for Bob Wood, has been a junior varsity coach and assistant for his dad at Vista.

“We plan on continuing to play fast and applying pressure on defense,” said Brian Wood. “Some things will be changed based on personnel but we plan to keep Vista basketball rolling.

Record setter Senior Max Tennant, a Cherry Creek graduate, has the Ohio Wesleyan and North Coast Athletic Conference career goals record with 249, which is sixth alltime in NCAA Division III history.

Ohio Wesleyan had one more game remaining during the regular season and the NCAC tournament, so more goals could be added to his career records.

DOUGLAS COUNTY STORMWATER ORDINANCE REGARDING GRADING, EROSION AND SEDIMENT CONTROL; DRAINAGE, EROSION AND SEDIMENT CONTROL; OPERATIONS AND MAINTENANCE OF STORMWATER MANAGEMENT FACILITIES; ILLICIT DISCHARGE DETECTION AND ELIMINATION; REPEALING ALL ORDINANCES AND RESOLUTIONS IN CONFLICT THEREWITH; AND PROVIDING PENALTIES FOR VIOLATION THEREOF.

WHEREAS, section 30-15-401, et seq., C.R.S., enables counties to adopt ordinances for the control or licensing of those matters of purely local concern and to do all acts and make all regulations which may be necessary or expedient for the promotion of health or the suppression of disease; and

WHEREAS, section 30-15-401(11)(a)(I), C.R.S., authorizes counties that have been issued municipal separate storm sewer system (MS4) permits pursuant to Part 5 of Article 8 of Title 25, C.R.S., to adopt a stormwater ordinance to develop, implement, and enforce the stormwater management program required by the MS4 permit; and

WHEREAS, section 30-15-401(11)(a)(II)(A), C.R.S., authorizes counties to provide for and compel the abatement of any condition that causes or contributes to a violation of a MS4 permit or requirement from any property located within the unincorporated portion of a county at such time, upon such notice, and in such manner consistent with the terms of the MS4 permit as the Board of County Commissioners may prescribe by ordinance; and

WHEREAS, Douglas County has been issued an MS4 permit and must comply with all permit requirements; and WHEREAS, with regard to grading, erosion and sediment control and drainage, erosion and sediment control:

• Section I.E.3.c.iv of the Colorado Discharge Permit System (CDPS) General Permit, Permit No. COR-080000 and CDPS General Permit, Permit No. COR-090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to develop and implement a program to assure adequate design, implementation, and maintenance of best management practices (BMPs) at construction sites within the MS4 to reduce pollutant discharges and protect water quality.

• Section I.E.3.c.ii of the CDPS General Permit, Permit No. COR-080000 and Section I.E.3.c.ii of the CDPS General Permit, Permit No. COR090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to utilize an ordinance or other regulatory mechanism to require erosion and sediment controls, as well as sanctions and procedures adequate to ensure compliance to the extent allowable under State or local law.

• Section I.E.3.c.vii of the CDPS General Permit, Permit No. COR-080000 and Section I.E.3.c.vii of the CDPS General Permit, Permit No. COR090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to utilize procedures for enforcement of control measures that include documented procedures for response to violations of its program requirements.

• Section I.E.3.c.vii of the CDPS General Permit, Permit No. COR-080000 and Section I.e.3.c.vii of the CDPS General Permit, Permit No. COR090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to utilize procedures that include specific processes and sanctions adequate to minimize the occurrence of, and obtain compliance from, chronic and recalcitrant violators of control measures.

• Section 61.8(11)(a)(ii)(D)(I) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 61, Colorado Discharge Permit System requires Douglas County to develop, implement, and enforce a program to reduce pollutants in any stormwater runoff to the MS4 from construction activities that result in a land disturbance of greater than or equal to one acre.

• Section 61.8(11)(a)(ii)(D)(II)(a) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 61, Colorado Discharge Permit System requires Douglas County to utilize an ordinance or other regulatory mechanism to require erosion

• Section 72.7(2)(b)(1) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 72, Cherry Creek Reservoir Control Regulation requires Douglas County to develop, implement, and enforce a program to reduce pollutants in any stormwater runoff to the MS4 from construction activities that disturb land, including, but not limited to, the following: (i) clearing, grading, or excavation of land; (ii) construction, including expansion or alteration, of a residential, commercial, or industrial site or development; and (iii) construction of public improvements and facilities such as roads, transportation corridors, airports, and schools.

• Section 73.6(2) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 73, Chatfield Reservoir Control Regulation requires Douglas County to implement nonpoint source control programs for those areas within its jurisdiction with the goal of reducing nonpoint source phosphorus in the Chatfield Watershed.

WHEREAS, with regard to operation and maintenance of stormwater management facilities: • Section I.E.4.c.ii of the CDPS General Permit, Permit No. COR-080000 and CDPS General Permit, Permit No. COR-090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to use an ordinance or other regulatory mechanism to address post-construction runoff from new development and redevelopment projects to the extent allowable under State or local law.

• Section I.E.4.c.ii.(C) of the CDPS General Permit, Permit No. COR-080000, and Section I.E.4.c.ii.(D) of the CDPS General Permit, Permit No. COR-090000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems require Douglas County to develop, implement, and document procedures to ensure adequate long-term operation and maintenance of BMPs, including procedures to enforce the requirements for other parties to maintain BMPs when necessary.

• Section I.E.4.c.vii of the CDPS General Permit, Permit No. COR-080000, Stormwater Discharges Associated with Municipal Separate Storm Sewer Systems requires Douglas County to develop, implement, and document an enforcement program, which addresses appropriate responses to common noncompliance issues, including those associated with both installation and long-term operation and maintenance of the required control measures.

• Section 61.8(11)(a)(ii)(E)(II)(b) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 61, Colorado Discharge Permit System Regulation requires Douglas County to use an ordinance or other regulatory mechanism to address post-construction runoff from new development and redevelopment projects to the extent allowable under State or local law.

PURPOSE/INTENT 2.1 Grading, Erosion and Sediment Control and Drainage, Erosion and Sediment Control The overall objectives of this Ordinance related to grading, erosion and sediment control and drainage, erosion and sediment control are: (1) To ensure the adequate design, implementation, and maintenance of BMPs at applicable construction sites; and (2) To establish a process to require erosion and sediment controls, as well as sanctions and procedures, adequate to ensure compliance with this Ordinance; and (3) To ensure Douglas County is in compliance with its CDPS Permit No. COR-080000 and No. COR-090000, along with the Colorado Department of Public Health and Environment, Water Quality Control Commissioner’s Regulations No. 61 (Colorado Discharge Permit System Regulations), 72 (Cherry Creek Reservoir Control Regulation), and 73 (Chatfield Reservoir Control Regulation), as amended, respectively.

2.2 Operations and Maintenance The overall objectives of this Ordinance related to operations and maintenance of stormwater management facilities are: (1) To ensure the adequate long-term operation and maintenance of stormwater management facilities; and (2) To ensure County access to stormwater management facilities; and (3) To establish processes to carry out inspection, surveillance, monitoring, and enforcement necessary to ensure compliance with this Ordinance; and (4) To ensure Douglas County is in compliance with its CDPS Permit No. COR-080000 and No. COR-090000, along with the Colorado Department of Public Health and Environment, Water Quality Control Commission’s Regulations No. 61 (Colorado Discharge Permit System Regulations), 72 (Cherry Creek Reservoir Control Regulation), and 73 (Chatfield Reservoir Control Regulation), as amended, respectively.

2.3 Illicit Discharge Detection and Elimination Ordinance The overall objectives of this Ordinance related to illicit discharge detection and elimination are: (1) To regulate and prohibit and eliminate the illicit discharge of non-stormwater discharges on and into the MS4; (2) To prohibit illicit connections to the MS4; and (3) To establish processes to carry out inspection, surveillance, monitoring, and enforcement necessary to ensure compliance with this Ordinance.

(4) To ensure Douglas County is in compliance with its CDPS Permit No. COR-080000 and No. COR-090000, along with the Colorado Department of Public Health and Environment, Water Quality Control Commission’s Regulations No. 61 (Colorado Discharge Permit System Regulations), 72 (Cherry Creek Reservoir Control Regulation), and 73 (Chatfield Reservoir Control Regulation), as amended, respectively.

SECTION 3. APPLICABILITY 3.1 Construction Activities This Ordinance shall apply to all land disturbance activities requiring a GESC and/or DESC permit, as outlined in the GESC manual, on any land within unincorporated Douglas County.

3.2 Operations and Maintenance of Stormwater Management Facilities This Ordinance shall apply to all stormwater management facilities on any developed and undeveloped lands located within unincorporated Douglas County, unless explicitly exempted by the authorized enforcement agent.

3.3 Illicit Discharge Detection and Elimination This Ordinance shall apply to all non-stormwater discharges and/or connections entering Douglas County’s MS4 generated on any developed and undeveloped lands located within unincorporated Douglas County, unless explicitly exempted by an authorized enforcement agent.

Best Management Practices (BMPs) (Also known as Control Measures in the MS4 permits): Schedules of activities, prohibitions of practices, general good housekeeping practices, pollution prevention and educational practices, maintenance procedures, and other management practices to prevent or reduce the discharge of non-stormwater directly or indirectly into stormwater, the MS4, receiving waters, or any other stormwater conveyance systems.

BMPs also include treatment practices, operating procedures, and practices to control site runoff, spillage or leaks, sludge or water disposal, or drainage from raw materials storage.

Stormwater Management Facilities: A facility that includes, but is not limited to, ponds, pipes, channels, and other facilities that store, treat, or convey stormwater runoff.

Construction Sites: The premises on which land disturbance activities requiring a GESC permit and/or DESC permit, as outlined in the GESC manual, take place or are proposed to take place.

Watercourse: A channel, natural depression, slough, artificial channel, gulch, arroyo, stream, creek, pond, reservoir, or lake, including major drainageways, in which stormwater and flood water flows either regularly or infrequently.

Construction Activities: Any construction activity occurring on the premises, excluding safety related items and activity required to correct a cited violation.

Waters of the State: Any and all surface and subsurface waters which are contained in or flow in or through the State of Colorado, but does not include waters in sewage systems, waters in treatment works of disposal systems, waters in potable water distribution systems, and all water withdrawn for use and treatment until use and treatment have been completed.

Discharge: Any addition or introduction of any pollutant, stormwater, or any other substance whatsoever into the MS4 or into waters of the State.

Drainage, Erosion and Sediment Control (DESC) Permit: A permit obtained from Douglas County Building Division prior to commencement of land disturbing activities as required by the Douglas County GESC manual.

Emergency Fire Fighting Discharge: A discharge of non-stormwater to the MS4 or waters of the State resulting from the act of extinguishing destructive fires.

Grading, Erosion and Sediment Control (GESC) Manual: The Douglas County grading, erosion and sediment control manual adopted by the Douglas County Board of County Commissioners on March 30, 2004, as amended.

Grading, Erosion and Sediment Control (GESC) Permit: A permit obtained from Douglas County Engineering Services prior to commencement of land disturbing activities as required by the Douglas County GESC manual.

Hazardous Materials: Any material, including any substance, waste, or combination thereof, which, because of its quantity, concentration, or physical, chemical or infectious characteristics, may cause, or significantly contribute to, a substantial present or potential hazard to human health, safety, property, or the environment when improperly treated, stored, transported, disposed of, or otherwise managed.

Illicit Discharge: Any prohibited direct or indirect non-stormwater discharge into the MS4.

Illicit Connections: (1) Any drain or conveyance, whether on the surface or subsurface, which allows or may allow an illicit discharge to enter the MS4, including, but not limited to, any conveyances which allow any non-stormwater discharge to enter the MS4 and any connections to the MS4 from indoor drains and sinks, regardless of whether said drain or connection had been previously allowed, permitted, or approved by an authorized enforcement agent; or, (2) any drain or conveyance connected from a commercial or industrial land use to the MS4 which has not been documented in plans, maps, or equivalent records or approved by the authorized enforcement agent.

Municipal Separate Storm Sewer System (MS4): The system of conveyances, including, but not limited to, sidewalks, roads with drainage systems, streets, catch basins, curbs, gutters, inlets, pumping facilities, retention and detention basins, reservoirs, ditches, natural or human-made channels, or storm drains owned and/or operated by Douglas County and designed or used for collecting or conveying stormwater and which is not used for collecting or conveying sewage.

Non-Stormwater Discharge: Any discharge to the MS4 that is not composed entirely of stormwater, except as specifically allowed in: Section I.E.2.a.v of the CDPS General Permit, Permit No. COR-080000, as amended; Section I.E.2.a.v of the CDPS General Permit, Permit No. COR-090000, as amended; Section 61.8(11)(a)(i)(C)(II) of the Colorado Department of Public Health and Environment, Water Quality Control Commission, Regulation 61, Colorado Discharge Permit System, as amended; and the Colorado Department of Public Health and Environment, Water Quality Control Division’s Low Risk Discharge Policy (WQP-27), and associated guidance documents, as amended.

Person: Any individual, association, organization, partnership, firm, corporation, business, or other entity recognized by law, whether public or private, corporate or politic.

Pollutant: Pollutants include, but are not limited to: dredged spoil; solid waste; incinerator residue; sewage; garbage; sewage sludge; filter backwash; munitions; chemical wastes; biological materials; toxic materials; radioactive materials; heat; wrecked or discarded equipment; rock; sand; cellar dirt; and industrial, municipal, recreational, and agricultural waste discharged into waters of the State or into the MS4.

Pollute/Pollution: Alteration of the physical, thermal, chemical, or biological quality of, or the contamination of, any water of the State that renders the water harmful, detrimental, or injurious to humans, animal life, vegetation, or property, or to the public health, safety, or welfare, or impairs the usefulness or the public enjoyment of the water for any lawful or reasonable purpose.

Premises: Any building, lot, parcel of land, or portion of land whether improved or unimproved, including adjacent sidewalks and parking strips.

Stormwater: Any surface flow, runoff, or drainage from any form of natural precipitation, including snowmelt.

SECTION 5. VIOLATIONS 5.1 Grading, Erosion and Sediment Control and Drainage, Erosion and Sediment Control It shall be unlawful for any person to cause or allow any land disturbing activity to be conducted in a manner that violates the MS4 permit and/or the GESC manual, which GESC manual is incorporated herein in its entirety by this reference.

5.2 Operations and Maintenance of Stormwater Management Facilities It shall be unlawful for any person to cause or allow any stormwater management facilities to be operated and/or maintained in a manner that violates the MS4 permit and/or the Douglas County Storm Drainage Design and Technical Criteria Manual, as amended, which is incorporated herein in its entirety by this reference.

(a) Stormwater management facilities shall be operated and maintained at all times so that their water quantity control functions, water quality control functions, and maintenance access are not impaired, which shall include keeping all stormwater management facilities and access areas free of accumulated debris, trash, and sediment. Proper water quantity and water quality control functions are defined within the Douglas County accepted drainage report and associated construction drawings, which are required by the Douglas County Storm Drainage Design and Technical Criteria Manual, as amended.

(b) Operation and maintenance of all stormwater management facilities shall at all times be conducted in compliance with the Douglas County Storm Drainage Design and Technical Criteria Manual, as amended.

(c) Any modification to a specific, previously approved stormwater management facility, for operation and maintenance, shall require re-submittal of premises-specific plans to the County for approval prior to modification.

5.3 Illicit Discharge Detection and Elimination (a) Prohibition of Illicit Discharges

(i) It shall be unlawful for any person to discharge or cause to be discharged non-stormwater into the MS4 or waters of the State.

(ii) It shall be unlawful for any person to dump or deposit any non-stormwater onto public or private premises when such dumping or deposit may result in an illicit discharge to the MS4. (b) Prohibition of Illicit Connections

(i) It shall be unlawful for any person to construct, use, maintain, or continue the existence of illicit connections to the MS4. (ii) It shall be unlawful to connect a line conveying sewage or other non-stormwater discharges to the MS4 or allow such a connection to continue.

(iii) This prohibition expressly includes, without limitation, illicit connections made in the past, regardless of whether the connection was permissible under law or practices applicable or prevailing at the time of connection. (c) Implementation of BMPs

(i) Persons shall provide, at their own expense, and it shall be unlawful to fail to provide, reasonable protection from release of non-stormwater discharges on or into the MS4 or into watercourses through the use of Douglas County approved structural and non-structural BMPs.

(ii) The authorized enforcement agent may require any person owning, occupying, or otherwise responsible for a premises, which is, or may be, the source of a non-stormwater discharge to implement, at said person’s expense, additional structural and non-structural BMPs to prevent the further release of non-stormwater discharges to the MS4, and it shall be unlawful to fail to provide such BMPs. (d) Notification of Spills

Notwithstanding other requirements of law, as soon as any person has information of any known or suspected release of a non-stormwater discharge into stormwater, or into or on the MS4, or into waters of the State, said person shall take all necessary steps to ensure the containment and cleanup of such release.

Notwithstanding other requirements of law, as soon as any person has information of any known or suspected release of a non-stormwater discharge into stormwater, or into or on the MS4, or into waters of the State, said person shall take all necessary steps to ensure the containment and cleanup of such release.

In the event of a release of hazardous materials, said person shall immediately notify emergency response agencies of the occurrence via emergency dispatch services. In the event of a release of non-stormwater discharges, said person shall notify the authorized enforcement agent in person or by phone or facsimile no later than the next business day. Notifications in person or by phone shall be confirmed by written notice addressed and mailed to the authorized enforcement agent within three (3) business days of the phone notice.

If the discharge of hazardous materials or nonstormwater discharges emanates from a commercial or industrial establishment, an on-site written record of the discharge and the actions taken to prevent its recurrence shall be retained for at least three (3) years.

It shall be unlawful for any person not to provide the appropriate notice or recordkeeping as outlined herein.

SECTION 6. EASEMENTS FOR STORMWATER MANAGEMENT FACILITIES

In order to access the stormwater management facilities to ensure adequate operation and maintenance, appropriate easements shall be granted to Douglas County. For subdivision plats, the easements shall be recorded prior to the issuance of any construction permits. For site improvement plans, the easements shall be recorded prior to the release of a certificate of occupancy. For 35-acre developments and all other projects, the easements shall be recorded prior to the issuance of a GESC permit. All easements shall be granted by a person authorized to do so for the right to enter the premises, at the discretion of Douglas County, for the purpose of inspecting, maintaining, modifying, or replacing stormwater management facilities in accordance with the Douglas County Storm Drainage Design and Technical Criteria Manual, as amended. The easements shall be in a form approved by Douglas County.

Existing stormwater management facilities that do not have the required width may be required to be increased by the authorized enforcement agent to the minimum extent necessary when the authorized enforcement agent determines there are special circumstances applicable to the premises or the intended use, for which a wider easement is necessary to allow adequate maintenance of the proposed stormwater management facility; or

The required width may be allowed to be reduced by the authorized enforcement agent, upon receipt of a written variance request, when the authorized enforcement agent determines there are special circumstances applicable to the premises or the intended use, including but not limited to, shape, topography, location, or surroundings, which do not generally occur on other sites and which render it infeasible to develop the premises for uses allowed under the Douglas County Zoning Resolution, or which impose undue hardship, provided that the authorized enforcement agent also determines the proposed stormwater management facility can be adequately maintained with the reduced easement width.

Prior to accepting the easement, the authorized enforcement agent may require the removal of all encumbrances which are inconsistent with the purposes for which the easement is being granted. The easement shall be signed by an authorized person and recorded in the office of the Douglas County Clerk & Recorder.

SECTION 7. RESPONSIBILITY FOR ADMINISTRATION AND ENFORCEMENT

The authorized enforcement agent and/or the Douglas County Sheriff’s Office shall administer, implement, and enforce the provisions of this Ordinance.

SECTION 8. ENFORCEMENT 8.1 Notice of Violation (a) Except where emergency suspension is necessary pursuant to Section 8.2 of this Ordinance, the authorized enforcement agent shall provide written notice to persons violating this Ordinance. Such notice shall describe the violation and the level of such violation if it is related to the GESC manual, and may require, without limitation: (i) Corrective actions necessary to remediate violations of the GESC manual; and/or (ii) Corrective actions necessary to ensure proper functioning of the stormwater management facility or easement; and/or

(iii) For illicit discharges, that monitoring, analyses, and reporting be performed; that illicit connections and illicit discharges be eliminated; that non-stormwater pollution or contamination hazards be contained, abated, and/or remediated and any affected property be restored; and/or that source control or treatment BMPs be implemented. (b) If abatement of a violation and/or restoration of affected premises is/are required, the notice shall set forth a deadline within which such abatement, remediation, and/or restoration must be completed.

(c) The notice of violation shall be served by hand-delivery or by certified mail, return receipt requested. Any such notice shall be deemed valid if it is mailed to the address of the owner of the premises on file with the Douglas County Assessor’s Office for the receipt of tax notices or mailed as otherwise set forth herein. If a person violates this Ordinance and such violation is not associated with a specific premise, then: if the violation is committed by a person that is a legal

cessary pursuant to Section 8.2 of this Ordinance, the authorized enforcement agent shall provide written notice to persons violating this Ordinance. Such notice shall describe the violation and the level of such violation if it is related to the GESC manual, and may require, without limitation:

(i) Corrective actions necessary to remediate violations of the GESC manual; and/or (ii) Corrective actions necessary to ensure proper functioning of the stormwater management facility or easement; and/or (iii) For illicit discharges, that monitoring, analyses, and reporting be performed; that illicit connections and illicit discharges be eliminated; that non-stormwater pollution or contamination hazards be contained, abated, and/or remediated and any affected property be restored; and/or that source control or treatment BMPs be implemented. (b) If abatement of a violation and/or restoration of affected premises is/are required, the notice shall set forth a deadline within which such abatement, remediation, and/or restoration must be completed. (c) The notice of violation shall be served by hand-delivery or by certified mail, return receipt requested. Any such notice shall be deemed valid if it is mailed to the address of the owner of the premises on file with the Douglas County Assessor’s Office for the receipt of tax notices or mailed as otherwise set forth herein. If a person violates this Ordinance and such violation is not associated with a specific premise, then: if the violation is committed by a person that is a legal entity, notice to such entity shall be deemed valid if sent to the registered agent's address on file with the Secretary of State; or, if the violation is committed by a person other than a legal entity, notice shall be deemed valid if sent to such person at the person's residence, if known, or to any address of such person reported by such person in any political subdivision or State official records, kept for any purpose whatsoever. If a person refuses certified mail, notice shall be deemed valid if sent by prepaid first class U.S. mail, and such notice shall be deemed effective upon receipt or three (3) days after the date of mailing, whichever is earlier. (d) If the violation has not been corrected pursuant to the requirements set forth in the notice of violation, the authorized enforcement agent may pursue civil or criminal enforcement pursuant to Sections 8.3 or 8.4 of this Ordinance.

8.2 Emergency Suspension of Non-stormwater Discharges (a) The authorized enforcement agent may, without prior notice, order the suspension of construction activities, discharge of non-stormwater into the MS4, and any other activity when such suspension is necessary to stop an actual or threatened discharge which presents or may present imminent and substantial danger to the environment, or to the health or welfare of persons, or to the MS4, or to the waters of the State. (b) If the person discharging non-stormwater fails to comply with such suspension order, the authorized enforcement agent may take such actions as deemed necessary to prevent or minimize damage to the MS4 or waters of the State.

The authorized enforcement agent shall collect all costs incurred in taking such additional action pursuant to the procedures set out in Sections 8.3 and 8.4.

8.3 Civil Enforcement Action (a) The authorized enforcement agent may apply to the Douglas County Court or Douglas County District Court for an administrative entry and seizure warrant permitting the authorized enforcement agent and/or any additional persons deemed necessary and appropriate to abate the violation to enter the premises and take any and all actions necessary to abate the conditions violating this Ordinance and for restoration of the affected premises. (b) Such application to the court shall include a copy of this Ordinance, a sworn or affirmed affidavit stating the factual basis for such warrant, evidence that notice of violation has been provided or that reasonable efforts to serve the notice of violation have been made to no avail and such person has failed to abate the condition within the prescribed period, and a general description of the location of the premises that is the subject of the warrant and a list of corrective actions needed. (c) Within ten (10) days after the date of issuance of an administrative entry and seizure warrant, the authorized enforcement agent shall execute the warrant in accordance with directions by the issuing court, deliver or mail a copy of such warrant to the person violating this Ordinance by both certified mail return-receipt requested and by regular mail, and submit proof of the execution of such warrant to the court, including a written inventory of any property impounded by the authorized enforcement agent. (d) The authorized enforcement agent shall submit to the person violating this Ordinance an invoice for the costs of the abatement, plus an additional five percent (5%) for inspection and other incidental costs in connection therewith. Such costs shall be paid within ten (10) days of the date of the invoice. If not paid, the costs shall be a lien against the premises that were the subject of the abatement until paid and shall have priority based upon the lien’s date of recording.

(c) Within ten (10) days after the date of issuance of an administrative entry and seizure warrant, the authorized enforcement agent shall execute the warrant in accordance with directions by the issuing court, deliver or mail a copy of such warrant to the person violating this Ordinance by both certified mail return-receipt requested and by regular mail, and submit proof of the execution of such warrant to the court, including a written inventory of any property impounded by the authorized enforcement agent.

(d) The authorized enforcement agent shall submit to the person violating this Ordinance an invoice for the costs of the abatement, plus an additional five percent (5%) for inspection and other incidental costs in connection therewith. Such costs shall be paid within ten (10) days of the date of the invoice. If not paid, the costs shall be a lien against the premises that were the subject of the abatement until paid and shall have priority based upon the lien’s date of recording. (e) The Douglas County Clerk and Recorder may certify the amount of the lien to the Douglas County Treasurer who shall collect the amount of the lien, together with a ten percent (10%) penalty for the cost of collection, in the same manner as other taxes are collected. The laws of Colorado for assessment and collection of general taxes, including the laws for the sale and redemption of property for taxes, shall apply to the collection of liens pursuant to this Ordinance. (f) Nothing in this Section shall be construed to limit the authorized enforcement agent’s institution of actions for injunction, mandamus, abatement, or other appropriate actions to prevent, enjoin, abate, or remove a violation of this Ordinance or to enforce this Ordinance.

Section 8.4 Criminal Prosecution (a) Any person who violates any provision of this Ordinance commits, pursuant to section 30-15402(1), C.R.S., a class 2 petty offense, and upon conviction thereof, shall be punished by a fine of $250 for the first offense, $500 for the second repeat offense, and $1,000 for the third and subsequent repeat offenses. Each day during which such violation of this Ordinance continues shall be deemed a separate offense. (b) The penalty assessment procedure set out in section 16-2-201, C.R.S., shall be followed in enforcing this Ordinance pursuant to this Section. (c) In addition to the penalties prescribed in these Sections 8.3 and 8.4, persons convicted of a violation of this Ordinance shall be subject to a surcharge of ten dollars ($10) that shall be paid to the clerk of the court by the defendant as provided by section 30-15-402(2)(a), C.R.S. and any other fines or surcharges deemed appropriate by the court. (d) This Section 8.4 shall be enforced by the Douglas County Sheriff’s Office.

Section 8.5 Remedies Not Exclusive The remedies listed in this Ordinance are not exclusive of any other remedies available under any applicable federal, State, or local law, and it is within the discretion of the authorized enforcement agent to seek cumulative remedies. This shall include, but not be limited to, remedies available to the Douglas County Sheriff’s Office, the Colorado Department of Public Health and Environment, and the U.S. Environmental Protection Agency.

SECTION 9. VIOLATIONS DEEMED A PUBLIC NUISANCE Any condition caused or permitted to exist in violation of any of the provisions of this Ordinance is a threat to public health, safety, and welfare and is declared and deemed a nuisance, and may be summarily abated or restored at the violator’s expense, and/or a civil action to abate, enjoin, or otherwise compel the cessation of such nuisance may be taken.

SECTION 10. DISPOSITION OF FINES All fines and forfeitures collected by the court for violation of this Ordinance shall be paid to the Douglas County Treasurer within thirty (30) days of receipt and shall be deposited into the general fund of Douglas County.

SECTION 11. EMERGENCY The Board of County Commissioners hereby finds, determines, and declares that this Ordinance is necessary for the immediate preservation and protection of the health, safety, and welfare of the citizens of Douglas County, Colorado.

SECTION 12. SEVERABILITY The provisions of this Ordinance are hereby declared to be severable. If any provision, clause, sentence, or paragraph of this Ordinance or the application thereof to any person, establishment, or circumstances shall be held invalid, such invalidity shall not affect the other provisions or application of this Ordinance.

SECTION 13. RECITALS All recitals included in this Ordinance are expressly incorporated herein.

SECTION 12. SEVERABILITY The provisions of this Ordinance are hereby declared to be severable. If any provision, clause, sentence, or paragraph of this Ordinance or the application thereof to any person, establishment, or circumstances shall be held invalid, such invalidity shall not affect the other provisions or application of this Ordinance.

SECTION 13. RECITALS All recitals included in this Ordinance are expressly incorporated herein.

SECTION 14. PREVIOUS ORDINANCES REPEALED All ordinances and/or resolutions or parts or ordinances and/or resolutions inconsistent with provisions of this ordinance are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the effective date of this ordinance.

Bids and Settlements Public Notice REQUEST FOR APPLICATION (RFA) NO. 017-19 CORE SERVICES II The Department of Human Services of Douglas County Government hereinafter referred to as the County, respectfully requests Applications from responsible and qualified providers for the provision of evidence-based therapeutic services. Awards will be given to individuals or agencies that are able to produce trauma focused, outcome based, and family centered programming. The Core Services program is specifically designed to impact children and families as an alternative to removing children from their home and to maintain them in the most appropriate family-like setting.

The RFA document may be reviewed and/or printed from the Rocky Mountain E-Purchasing System website at www.rockymountainbidsystem.com. While the RFA documents are available electronically, Douglas County cannot accept electronic RFA responses.

RFA responses will be received until 4:00 p.m. on Monday, May 13, 2019 by Douglas County Government, Finance Department, 100 Third Street, Suite 130, Castle Rock, Colorado 80104.

RFA responses shall be submitted in a sealed envelope, plainly marked “RFA No. 017-19, Core Services”. Electronic and/or faxed application responses will not be accepted.
