Noise, parking, lighting among top complaints city seeks to tackle

Even with all the construction projects going on across the city, Golden might be a little quieter in the evenings and on Sundays and holidays.
O cials are planning to change the city code regarding construction noise, lighting, fencing, parking and similar items. Nothing has been nalized yet, but proposed changes include shortening the time construction noise is allowed and requiring construction lighting to be shielded so it’s not shining on neighboring properties.

would go into e ect immediately and impact any ongoing projects, sta conrmed.
Other changes, like those around parking, would be based on when a project submitted its applications and permits. Ongoing projects that had already received their permits likely wouldn’t be impacted, but any future projects would be.
Sta members discussed the proposed changes with City Councilors at a June 17 work session, and Public Works Director Anne Beierle said the next step is to get input from construction companies that frequently work in Golden.
Beierle and her colleagues are planning to bring the o cial ordinance language to the City Council for approval later this year, possibly in August and/or September. Approval would require two readings, with a public hearing at the second reading.

to see what their restrictions were for construction noise, lighting, etc., and referenced those when drafting the proposed changes.
Expanding quiet times
For construction noise, Golden currently allows it between 7 a.m.-9 p.m. daily.
However, city sta is recommending changing it to 7 a.m.-7 p.m. Mondays through Saturdays. Construction noise would not be allowed on Sundays or federal holidays.
Code Enforcement Supervisor Jamie Segal clari ed that this would apply to single-day projects and maintenance projects.
Segal described how he frequently receives complaints about construction noise, mostly regarding crews starting loud work too early in the morning.
Changes would ease process, lower fees for operators

Je erson County estimates that its unincorporated areas include more than 700 short-term rentals, fewer than 50 of which have the needed permits to legally operate.
It’s a compliance rate so out of whack that county o cials don’t blame property owners, but their own regulations. is year, they’re trying to x that.
“If you’ve got a regulation in place that has a complicated rate of 5% or under, I don’t think it’s fair to say it’s a problem of compliance,” said Russell Clark, Je erson County planning supervisor. “ ere’s probably a problem with the regulations as well.”
Clark said that’s in part because Jefferson County adopted its regulations on short-term rentals early, when they weren’t a permitted use and before their popularity became widespread.
“We were probably one of the earlier counties to have rules on short-term rentals, when the only way you could do it was to rezone your property,” he said. “ ere was never a thought then that people down in the plains and suburban areas would have short-term rentals. But clearly if you see a map of where they’re advertised in Je erson County, you see a large number on the plains.”
With an aim toward making compliance easier, faster and less expensive for short-term rental owners, the county is proposing a new set of regulations. It recently issued a draft of them, and wants the public’s feedback. e proposed regulations would remove the requirement for a public hearing before obtaining new and renewal STR permits and eliminate limitations on lot size and zone districts, replacing them with clear, objective criteria for administrative approvals. It would also lower the fee schedule to re ect the reduced demand on sta time.
Sta estimates predict enforcement will start in mid- or late July

When city planners set out to develop a new permit parking zone for Golden’s Eighth Street neighborhood, it only made sense to make a blend of its neighbors – business-heavy downtown and the residential Ninth Street zone.
Starting this summer, Eighth Street between Washington Avenue and Elm Circle will have seasonal parking restrictions. Motorists will only be allowed to park along this stretch of Eighth Street for two hours or if they have permits. ese will apply from 7 a.m.-7 p.m. Fridays through Sundays from May 1-Oct. 1. e Golden City Council approved this special permit parking zone at its June 17 meeting, where some residents supported it via public comments. In fact, a few wondered why it wasn’t farther along Eighth Street, such as to Briarwood Drive on the west end, or farther north to Miller or Seventh streets.
ey were worried that, with Eighth Street being turned into two-hour/permit parking, tubers and other visitors would just start parking farther north and/or west. ey said the same thing happened when Ninth Street became a permitted parking zone — the visitors just started parking on Eighth Street.
Golden o cials said this initial Eighth Street zone could be modi ed, perhaps even expanded, depending on the impacts and tra c patterns this season.
Mayor Laura Weinberg said she also gets frequent complaints about construction noise, but wondered about reducing the days construction noise is allowed. “ at means the projects are going to go longer, and that’s a concern of mine,” Weinber said.
Beierle and Segal pointed out how certain types of work, especially indoor work, aren’t subject to the time-related restrictions. So long as the work isn’t loud enough that it can be heard on other properties, crews can work at any time on any day, they said.
Councilor Don Cameron was concerned that 7 a.m.-7 p.m. noise restrictions would force crews to work in the heat of the day, and he wanted to avoid that for health and safety reasons.
Beierle clari ed that residents or companies can already get special permits to allow for construction noise outside of the allowed timeframe. It must fall under certain criteria and be approved by the city manager.
ose doing so are already required to notify anyone within a one-block radius of after-hours construction noise, she said.
Cameron and Councilor Paul Haseman asked that, when possible, the permittees also post signs about the after-hours noise and how it’s been approved by the city.
Lighting, fencing
Regarding lighting, Beierle and Segal said they wanted to clarify existing city
City Engineer Joe Puhr estimated it’d take about a month to install the necessary signs and get impacted residents and businesses registered.
He expected enforcement would start in mid- or late July.
In addition to the residences and businesses, Puhr and the councilors noted how these parking restrictions could impact locals who visit the Golden Community Center, the dog park or the community garden. So, they should take note of the new restrictions and park accordingly.
‘Wait and see’
O cials have been discussing implementing a permit parking zone along Eighth Street for at least a year, and based on discussions and survey results, Puhr said most impacted residents and businesses supported one. Some residents even started a petition to ask the city to implement it, he said.
Puhr said there wasn’t as much support from residents farther west on Eighth Street, such as around Briarwood Drive. us, the zone was implemented on blocks with the most support and where it’s likely to provide the most parking relief, he described.
Of the three impacted businesses, most customers should be able to complete their visits in a two-hour window, Puhr reported in a memo to City Council. e Woodhouse Spa estimated 20-25% of its visitors would need more time, but said it would have those customers park on una ected streets or reserve private ostreet parking for them.
ese businesses’ employees would be eligible to apply for parking permits, along with impacted Eighth Street residents, Puhr clari ed in the report.

For fencing, Beierle said the current city code language is “pretty vague on what a fence is.” us, the city wants to provide clarity, saying a construction fence must be “a sturdy barricade” at least ve feet high. ese would be required for construction excavations.
A lack of any or proper fencing is the most common complaint Golden’s Code Enforcement department receives, she described.
Weinberg and other councilors wanted to ensure that these fences must be able to withstand strong winds, describing how current ones sometimes blow over.
Councilor Rob Reed also pointed out how requiring fencing for the entire length of a project could help with security concerns, saying it would keep people out of job sites and protect tools and equipment left overnight. If people steal workers’ tools, he said, it’ll only increase construction costs.
Weinberg said the Eighth Street zone should align well with the Golden Community Center’s north parking lot, which also has seasonal parking restrictions on weekends from May 1-Oct. 1.
Councilor Patty Evans believed this special blend of seasonal permit parking and two-hour parking would be ideal for a street that “has both residential and commercial uses,” she described.
Councilor Bill Fisher said some type of permitted parking zone was necessary, with increasing downtown visitation and the forthcoming Clayworks development. He added: “I appreciate the more conservative approach initially and then making adjustments as we see what trafc patterns do. … It’s responsive to the neighbors and meets the needs of the businesses.”
For construction parking, Beierle said city sta wants general contractors to submit a parking plan for a project that lasts more than 30 calendar days. If parking is provided outside the rightof-way, no permit would be required. However, if crews were to park in the right of way, they would need a special permit to do so to ensure “the least interference with rights and convenience of property owners and residents,” she said.
Beierle added that this topic “has been
the hardest one to come up with the solution” among city sta , but she envisioned this as a “starting point.”
She added: “We can implement this and then revisit it in six months.”
For right-of-way use, Beierle recommended that Golden require that “no parking” signs related to construction parking in the right of way must be placed at least 24 hours in advance and include the dates when parking is prohibited. e councilors were overall supportive of these proposed changes, with Councilor Patty Evans saying, “I think this would bene t everyone — that there’s a (parking) plan.”
Adjustable Rate Mortgages (or ARMs) were commonly used by purchasers from 2004 to 2006. Roughly 35% of mortgages originated during those years were “adjustable.” After the 2008 housing/ fiscal crisis, caused in part by risky mortgage loan products including ARMs, the number of ARM transactions made in the U.S. plummeted. But now we are seeing a resurgence of them.

What Exactly Is an ARM?
Until recently there was not much incentive for borrowers to consider an ARM because (unlike the ARMs offered 2004-2008) there was virtually no disparity between rates offered on ARMs, and those offered on a 30-year fixed rate loan. In the past 30 days that has changed. As of June 15th, Mortgage Daily News reported an average rate of 6.88% and 6.90% for a 30-year fixed rate loan versus 6.625% and 6.45% being offered on a 5-year Adjustable Rate Mortgage.
An ideal ARM borrower often:
Plans to live in the home for fewer than 5, 7 or 10 years;
Ultimately, the risks of an ARM are manageable, providing you understand and plan for them.
An ARM is a home loan with an interest rate that adjusts over time. Historically, you start with a lower, fixed interest rate for a set period — typically 5, 7, or 10 years — and then the rate adjusts at regular intervals based on market conditions.
For example, a 7/1 ARM locks in your rate for seven years, then adjusts annually. A 10/6 ARM is at a fixed rate for 10 years, then adjusts every six months. These loans are structured with caps to limit how much your rate (and payment) can increase at each adjustment or over the life of the loan.
Why More Buyers Are Taking a Second Look at ARMs
Many purchasers anticipate rate cuts ahead. By using an ARM now, they will enjoy a slightly lower rate during the initial fixed period. Some have the hope that, instead of increasing on the adjustment date, the rate will remain the same or possibly come down. Experts say that the current flatter yield curve supports that theory.
While ARMs aren’t one-size-fits-all, they make a lot of sense for certain buyers, especially those with short- to mid-term homeownership plans or who are financially stable enough to absorb a future rate increase if needed.
Has a stable income and good credit or anticipates increases in income that would allow them to keep up with increases, in case their bet on the direction of rates turns out to be wrong;
Has a financial safety net in case payments rise; and
Understands how interest rate adjustments work.
This isn’t about gambling on the market, it’s about strategic planning. That’s where an experienced mortgage loan officer becomes invaluable. They can help you compare options, understand caps and margins, and decide whether an ARM aligns with your financial goals.
ARMs today are far more borrowerfriendly than they were in decades past. Most no longer carry prepayment penalties, and most feature rate caps that protect against sharp increases. I have a listing coming up later this summer in the Beverly Heights section of Golden. It has hot water baseboard heating, which is wonderful, but that means there are no ducts to distribute air from an A/C compressor.
Homes with forced air heating systems have it easy. A “chiller” connected to an outdoor A/C compressor can be mounted above the firebox for a few thousand dollars. It uses the same ducts as the furnace, and the forced air unit becomes an “air handler” for delivering the cooled air.
I have previously promoted the idea of using a heat pump to drive that “chiller” unit. Not only does it provide needed cooling, but the heat pump can also provide efficient heating in the winter, leaving the gas furnace idle or used only when it’s colder than the heat pump can handle (below 0º F with today’s cold climate heat pumps).
But what if there are no ducts, as in my listing in Beverly Heights?
The answer depends partly on the style of the house. Is it one-story, two-story, or splitlevel? The one-story home is easiest to accommodate with a ductless solution. An A/C compressor can be mounted on the roof, with an air handler in the attic below it. From there, flexible round ducts (not rectangular metal ducts) can direct that air to ceiling vents in the living area and the separate bedrooms, with a return air vent somewhere in between, such as in the ceiling of a hallway.
Alternatively (my preference), a groundmounted heat pump compressor can be positioned on an unobtrusive side of the house, with two hoses going to each of the wallmounted “mini splits” in those same rooms. The hoses are hidden in square conduits, usually white, measuring 3 or 4 inches square, running around the house at ground level and
then up the exterior walls to where the inside mini-split units are located.
I was fortunate to have a flat roof on my former office building, and I was able to put the compressor on the roof and run the two homes to three different mini-splits entirely on the roof, eliminating those visible conduits.
The conduits don’t have to be run outside, and the mini-splits don’t have to be on an exterior wall. If you visit the Golden Diner at 11th & Jackson in downtown Golden, notice the mini-split on the wall between the kitchen and the serving area.
In a two-story or split-level home, a roofmount compressor with an air handler in the attic becomes less optimal. However, it can still work. Cold air pumped into the top level can settle downward, cooling lower levels. An evaporative cooler (aka “swam cooler”) can work even better, because you can control where the cold air goes by which windows

you open. That’s because there is no “return air” with a swamp cooler. It pumps outside air into the house, and you have to provide ways for that air to escape after doing its job of cooling the interior.
If you’re new to Colorado and came here from a locale with high summer humidity (Brooklyn, in my case), you may not be familiar with evaporative cooling. It works in the same way that a rain shower works. As the rain falls, it evaporates, thereby cooling the outside air. In a swamp cooler, a pump circulates a reservoir of water through membranes on the sides of the unit. A squirrel fan draws outside air through those water-soaked membranes, cooling the air by 10 or more degrees and pumps that cooled air into the home. The lower the outdoor humidity and the faster the fan, the more cooling you get.
But that air has to escape and it will travel through your home based on where there’s an open window. Four inches is the prescribed size of windows openings, and you can secure your window so an intruder cannot open it further and perhaps install an alarm.
The downside of the swamp cooler is that it requires occasional service, and if the unit is on the roof, that can be difficult or dangerous. The water in the reservoir, which is replenished constantly by a 1/4-inch supply pipe from inside your home, becomes dirty over time because of the soot that is being removed from the outside air by the water-
soaked membranes through which the air is being pumped. At the end of each cooling season and a couple times during the season, that water needs to be drained, and the membranes rinsed clean or replaced and the reservoir cleaned. At the end of the season, the reservoir and the supply pipe need to be drained to avoid freezing.
A heat-pump system with up to five minsplit wall units can work fine on a 2-story or split-level home. The conduits from the compressor to the wall units just have to run further up the outside of the house. At left is a picture of such a compressor with four wall units, each with its own thermostat. That’s the best thing about such a system. You could have the mini-split in your bedroom set at 70 degrees overnight and the other wall units off or set higher. This is far more efficient than cooling your entire house when you go to bed, whatever system you are using.

Goldenites love art across all media and forms, from painting and sculpture to music and other performing arts.
And somehow, Foothills Art Center manages to encapsulate that love in seven days with ARTSWEEK GOLDEN.
For the seventh year in a row, FAC, its partners and the greater Golden community gathered
June 16-22 to celebrate various artists and media.
FAC hosted some events at its campuses, while partner businesses like Golden City Brewery and Goosetown Station hosted others. For instance, on June 18, the Golden Mill hosted its fourth annual show of Circus Foundry aerialists and acrobats. e event also doubled as a fundraiser for FAC.
ARTSWEEK GOLDEN wrapped up June 21-22 with a free festival at Parfet Park. e new location showcased 70 artists for everyone visiting downtown Golden and the Clear Creek corridor, and featured a rst-time beer garden with local brews.

Golden Optimists celebrating bike recycle program’s anniversary on July 12
e Golden Optimists Bicycle Recycle Program has been providing bicycles to people for 35 years.
But, this summer, it’s celebrating its 10th anniversary as a 501c3 nonpro t, the Golden Optimists con rmed.
e group is hosting a birthday party from 10 a.m.-2 p.m. on Saturday, July 12. All are welcome to stop by the program’s headquarters at 1200 Johnson Road, which is adjacent to the Golden High School tennis courts.
Along with food and giveaways, the Golden Optimists will host a bicycle rodeo and other events for children.
Volunteers will also be o ering free bicycle inspections and minor adjustments to anyone who stops by. ey’ll have deals on helmets, U-locks and other items.
e Golden Optimists Bicycle Recycling Program has been collecting, xing and donating bikes to people who need them, including for local events and campaigns, such as the annual Miracle Shop. Bikes are donated to people who need them for transportation or exercise, or simply to have fun.

Goldenites donate 21,800 pounds of food for local pantry
Golden’s postal carriers and food pan-
try volunteers got a workout in May 10, as locals donated 21,864 pounds of nonperishable food for the annual Stamp Out Hunger Food Drive. All donated items went to Golden Pantry & rift, formerly called Christian Action Guild or CAG, which has served community members in need for 60 years.
Golden Pantry & rift recently thanked the 100-plus volunteers who helped on May 10 and the days following; the locals who donated food items; and the USPS employees who made this year’s event possible. e nonpro t described how the donated items would provide “nourishing meals to hundreds of our neighbors in the months ahead.”
Golden’s event is part of the national Stamp Out Hunger Food Drive, which the National Association of Letter Carriers started in 1993. It has become the nation’s largest one-day food drive.
e local event is a partnership between the Golden Post O ce/NALC and Golden Pantry & rift, along with support from the Golden Lions Club. is year, the Golden Young Professionals also supported with “new energy” and “volunteer support,” the food pantry stated.
Along with its ongoing e orts to address local food insecurity, Golden Pantry & rift will be celebrating its 60th anniversary in the fall. Executive Director Britni LeRoux encouraged locals to “be on the lookout” for details later this year.

Downtown Golden was absolutely packed on June 14.
at’s typical of a summer Saturday afternoon. But this time, along with numerous residents, employees and visitors, there were thousands of protesters lining Washington Avenue from Highway 58 to 19th Street.
As part of the nationwide “No Kings” protest, an estimated 2,000 people from Golden, Lakewood and other parts of the western Denver area voiced their concerns about President Donald Trump and his administration’s actions in recent months.
is includes but isn’t limited to cutting funding for and laying o people from federal agencies; Treating immigrants and U.S. citizens cruelly and unconstitutionally; and spending $45 million to host a parade for the U.S. Army’s 250th anniversary that coincided with Trump’s own birthday.
“I want to celebrate Flag Day (today), not a wannabe dictator,” Lakewood’s Charmaine Brittain said. “ … I’m here for the people. Not kings, not dictators.”
Golden’s Diane Mancuso said Trump “creates anger and divides people, and that’s not what America is about.” She encouraged her fellow Goldenites and their Denver-area neighbors to “take care of each other … and keep standing up for what’s right and speaking out.”
Overall, nationwide organizers have estimated 5 million Americans participated in the “No Kings” protest. Events were held in 2,100

cities and towns across all 50 states, and other countries held their own protests in solidarity.
While many at the Golden event were city residents, some from Lakewood and other nearby communities joined them, explaining how it was closer and less crowded than Denver’s event.
Steve and Karen Fergason, who are from the Lakewood area, said they wanted to attend their rst-ever protest because they were concerned about “the erosion of democracy and this administration’s e orts to oppose the (U.S.) Constitution,” as Karen described.
Steve added: “It’s our responsibility to stand up and point out when things aren’t right.”‘
‘For the love of our country’
While Golden also hosted a similar protest on May Day, the June 14 one was far bigger in terms of attendance and impact on day-to-day activities across downtown.
Walking along Washington Avenue, several visitors and employees voiced their frustrations about the protesters throughout the afternoon.
However, Golden Police Chief Joe Harvey later con rmed via email that there were no major incidents during the June 14 protests. He said there were “a couple of minor incidents, which were quickly deescalated with simple conversations and no issues at all.”
He continued: “For the most part, (the protest) went incredibly smooth. ... Everyone was very respectful.”
Additionally, despite temperatures around 90 degrees, the protesters persevered. Some passed out free water; others reminded their
friends and neighbors to put on sunscreen; and many sought out shaded spots along the street.
Lakewood’s Curt Schaub said it was encouraging to see so many people in attendance, despite the heat. Parker Stocking, another Lakewood resident, felt likewise, saying he was surprised by the turnout in Golden.
“It’s good to know that there are more than a few of us that feel this way,” Stocking said.
Hundreds of vehicles drove down Washington Avenue throughout the afternoon, with a large portion of motorists honking their horns, giving thumbs-up or holding up their own signs in support.
A few motorists passed by with pro-Trump ags and signs, and the protesters responded with frustrated but non-violent comments and chants.
While they’re protesting against Trump and his administration, Littleton’s Ann Kennedy said that she and her fellow protesters still love their country. ey simply don’t like “where it’s going right now,” she explained.
She continued: “For the love of our country, we want things to change and get better.”
Overall, Golden’s Jim Loschen felt the June 14 protest along Washington Avenue went well, saying, “I love the support that everyone is putting out today.”

Now that Summer is here there are certain things that come with it. It’s warm, gets dark later and all the little creatures that roam around our neighborhoods start having babies that have grown enough to start to emerge from their dens.
If we’re lucky, we get a peek at them once in a while. Baby raccoons and bunnies, a fawn here and there. ey are all so cute.
Usually mating season is in the Fall and Winter for larger animals, and they give birth in the Spring. Some of the little creatures we have in the area are Red Foxes. eir mating season typically runs from January to March and during that time we can hear the males pursuing the females and trying to run o the other male competition with these sort of screechy calls that sound like a highpitched “wow”. I’ve heard them several times, usually in the middle of the night and on a few occasions seen them chasing each other up and down the street. But this year, we have this one fox in my neighborhood that started that act back in about February and is still carrying on every night. And it’s June! Aside from the fact that it’s a little late in the season for

Wendy’s outgoing personality, seemingly endless ability to nd joy in every situation, and her “but we won’t know for sure if we don’t try it” attitude made her very popular in our small class of 90-plus students.
roughout our high school years, Wendy demonstrated her compassion for others in many ways. She was always there to help when someone needed it. For me and my family, when my father was laid up following surgery to remove an eye that was lled with cancer, Wendy stepped in and helped me deliver the Rocky Mountain Newspapers that Dad and I would deliver each morning. at help would be amazing in itself; however, Wendy helped in the aftermath of a blizzard. We would get up at 4:30 a.m., go to the drop-o spot for the papers, fold them, and then try to navigate down the side streets in North Denver that were covered with 20 inches of snow. After completing the task, we would get ready for school, go to school all day, and prepare to do it again. For three days, this sel ess teenager helped my family as we navigated an incredibly di cult time.
After graduation, we went our separate ways. I headed to Colorado College; Wendy went to Creighton University in Nebraska. We saw each other on rare occasions. I saw her just a few days after the birth of her rst child, and we would catch up at reunions. However, aside from brief visits, we spoke to each other very little.
Each time I saw her, our conversation reinforced the idea that Wendy was still the person I knew in high school: energetic, enthusiastic, and caring. She became a triathlete, a teacher, and a mother to a gaggle of children. About thirteen years ago, she was running home after a workout, and her body failed her. She simply could not make it up the hill to her
that kind of commotion, this guy is loud. When he lets out one of those screeches it’s at least twice as loud as any other fox I have ever heard and he has a pattern. He starts in at about 11 p.m. for a little while, then runs up and down the street for about 20 minutes. At about 4 in the morning, he comes back and starts screeching with a vengeance.

Most people are probably sleeping through all of this, but he has a knack for letting out one of those ridiculously loud screams right outside our bedroom window, waking up the whole household. It’s like an alarm going o ! I’ve spotted him a few times in the daylight and he’s also one of the most beautiful foxes I have ever seen, but hopefully he’ll knock it o by the 4th of July so I can sleep through the night again. is little guy is crazy.
But, speaking of the 4th of July, that’s coming up soon and we always do things right to celebrate that occasion here in Golden.
e Golden Lions Club will be teaming up with the City of Golden to present their 53rd Annual 4th of July Festival in Lions Park, located at 1300 10th Street here in Golden.
is year it’s going to be running from 10 a.m.- 8 p.m. with food and beverages available from Coors Brewery, GCB Brewery, Bonacquisti Wines, Hard Seltzers, American Legion, Woody’s Pizza, Hip Pop and Gator Tails. You don’t want to miss the Lions Club’s famous beer tent. ey will be pouring nonstop all day and evening.
ere will also be live music by Je Goodwin & the Front Range Cowboys from 12-2:15 p.m. featuring Country, Bluegrass, and Blues. Plus, under Roads, A Springsteen Experience from 2:45-5 p.m. and Boogie Machine from 5:30-7:45 playing 70’s Disco music.
Of course, there’s plenty of kid’s activities from 11 a.m.-5 p.m. including Face Painting, Warrior Obstacle Cours, Buzzer Beater, Roller Ball, Crayon Playland, Tweety Cage Bounce House, In atable Maze, Turbo Rush Obstacle Course and Hungry Hippos.

sales are used by the Lions Club for community betterment projects. It is also a way for the community to support the Lions and what they do to make Golden a great place to live, from building the public restroom on 12th Street to dugouts at Ulysses Park and awarding scholarships to seniors at Golden High School. For $5 each or ve tickets for $20, you get a chance to win one of seven cash prizes including a grand prize of $1,000. Also, the tickets are printed with coupons on the back that can be used for discounts with local merchants. You don’t have to be present to win. e seven winners are announced throughout the day with the grand-prize winner of $1,000 before the end of the festival.

house. A few days later, on Halloween night, Wendy was sitting in a chair and fell out of it for no apparent reason.
e next day at the doctor’s o ce, the reason became very apparent. She had brain cancer and was given two weeks to two months to live. A short time ago, a group of us from the Holy Family Class of 1984 gathered with Wendy at a restaurant in North Denver.
Con ned to a wheelchair, limited in her motion, and knowing that travelling from Omaha to Denver is becoming more challenging for her, we were all excited together and talk with this miracle.
As the nine of us reminisced, laughing and talking about our experiences in school and sharing about our lives since that time, I was utterly struck by the profound lessons I learned from this dear friend of 45 years in a short four-hour conversation.
e lessons learned that evening are great for all of us to consider, especially during times of struggle, and include:
• Just because someone has said it does not mean that it needs to be true.
— It is very clear that Wendy takes great pride in proving the experts wrong. 13 years is a lot longer than two months.
• We must not underestimate the incredible in uence that we have on other people.
— Wendy came back to Denver for the wedding of one of her nieces. Wendy is known in the family as the “favorite aunt,” not as the “aunt in the wheelchair” or the “aunt with brain cancer.” Wendy is the favorite because she is absolutely present in the moment, excited about life, and dedicated to the idea of making a di erence whenever she can.
• We have this moment, this opportunity, this chance to make a di erence. It is our responsibility to understand that and take advantage of it.
— Wendy has done that for 13 years. Our lives will be better if we live by that rule for even 13 minutes.
• Wisdom comes in increments. Wendy mentioned to us her seven Fs for surviving 13 years with brain cancer. ese seven things are pieces of wisdom she has gained as she has navigated her struggles. ey are hers to share, but it is my sincere hope that she will begin to write about those insights, allowing others to learn from her experience.
I will never forget this simple and wonderful evening. It was inspiring for all of us who could be there. e crazy part of the night lay in the fact that the insights were simply the product of a willingness to share and a determination to listen.
It is my sincere hope that as you navigate your struggle, you will seek both the opportunity to share insights and the chance to learn from others.
When you do those two simple things, the results will be transformative.
I hope my words encourage you and that you will share them with those who need support. ank you to everyone who has shared their stories with me so far; I truly appreciate hearing about the valuable ideas you nd in these columns and how you use them to uplift those around you. hen I was just a little sixth grader at Evergreen Middle School, I got to experience a week at Outdoor Lab. For this unique experience, my sixth-grade class stayed at an overnight camp near Windy Peak for a week. I got sunburn and bug bites up and down my arms, pond muck wedged under my ngernails, and grass stains all over my pants. I loved every second of it.
is quintessentially Evergreen experience instilled a love of science in me, teaching me all about astronomy, geology, and biology. Ever since, I have dreamed of being involved in the groundbreaking science that I was learning about. I didn’t want to merely study science: I wanted to use it to improve the lives of people around me.
is sentiment stuck with me as I grew up, and ultimately inspired me to pursue a degree in Biomedical Engineering at the University of Colorado Boulder. Now, I’m a PhD student and medical researcher at Northwestern University.
I’m proud to be following my dream, working as part of a moonshot initiative to cut cancer deaths in half by 2045 as a part of the ARPA-H agency. Over the last several months, this dream has come under attack. With their newest budget proposal, the government is threatening to cut over $27 billion to the National Science Foundation and the National Institutes of Health. e ARPAH agency, which funds my research,

is also facing nearly $500 million in cuts under the current budget proposal. ese measures, alongside haphazard cancellations of existing grants, have forced many universities to abandon lifesaving scienti c research and let go of many of their talented researchers. is is why I’m calling on the Evergreen community, which rst inspired my love for science, to resist its slow and calculated dismantling in America.
Science isn’t exclusive to any one political party. By its very nature, the scienti c method is a tool that can be used to bene t everyone. And its bene ts are clear: since 1991, U.S. cancer mortality rates have declined by 34%, averting 4.5 million deaths. For its many faults, the US healthcare system provides Americans with access to some of the best facilities in the world, largely due to our heavy investment in medical research. If these proposed funding cuts are nalized, Americans would lose this very privileged position. is is not to mention the thousands of other invisible discoveries that change our lives every day and would have been impossible without federal funding: GPS, weather tracking, the internet, and the many breakthroughs that allowed for the invention of smartphones, just to mention a few.
Sure, there are some who oppose the type of scienti c research that ultimately receives federal funding, but it’s one thing to criticize what gets funded by the government, and another thing to cut o funding entirely.
However, funding is being unceremoniously slashed, and America is starting to lose its most impressive scientists. Until recently, America has been seen as a leader in most scienti c elds, retaining thousands of the most accomplished researchers from within the country, and attracting many more from around the world. is is no longer the case.

Recent polling suggests that over 75% of US-based scientists are considering moving abroad to destinations such as Canada, Europe, and Australia. Even if funding cuts are ultimately reversed, it may take generations to recover from a mass exodus of talented researchers.
I can already see this exodus in my own lab. I work alongside some of the smartest and most talented people I’ve ever met, both from the United States and abroad. Only months ago, most of these researchers felt lucky to work in such high-resource environments surrounded by such dedicated and devoted people.
Now, most of them are eager to leave. Whether from within America or from without, many of them feel like pursuing a career in science in America is like checking into a room on a sinking cruise ship.
Despite its enormous bene ts, some argue that America simply can’t a ord to keep funding research when the national debt remains astronomically high. However, the NIH and NSF make up less than 1% of the US federal budget, and cutting these agencies entirely would result in a mere 3% reduction to the national de cit.
Even from within, the science that is being funded by these agencies already undergoes a rigorous vetting process. Fewer than 20% of NIH grant requests are ultimately funded by the agency and typically focus on the most pressing risks to health facing the country. Besides, the money invested in these institutes doesn’t simply disappear: every dollar invested in nondefense public research and development results in $1.40-$2.10 in economic output, almost three times more than private research and development.
If anything, it’s just too expensive to cut science funding.
I never imagined myself leaving the United States. After earning my PhD, my plan was always to return to Colorado, live near my family, and give back to the community that raised me by conducting lifesaving biomedical research.

In a time when the country is so divided and many feel the democratic way of life is being threatened in one way or another, 37-year-old Teddy Bloom is going for a bike ride.
But not just any bike ride. He’s dubbed it the Ride4Rights, a California-to-Washington, D.C., expedition to raise awareness of and support for four issues he says are vital to the American way of life: freedom of speech, justice, education and unity.
e Santa Fe, New Mexico, native started at the Golden Gate Bridge in San Francisco on April 20 and arrived in Denver on June 7. He plans to reach his nal destination, the Washington Monument, on Aug. 14. He will have covered roughly 3,000 miles on his Kona Libre gravel bike and made 100 or so stops by the time it’s all said and done.
is isn’t a left or right issue, the New Mexico Department of Transportation employee said. It’s simply for “people who like living in America and being in a democracy.”
“I do have more left supporters because they’re more against what the current administration is doing, but I do have a fair number of conservative supporters who like the conservative ideas of small government and states’ rights and whatnot,”
Bloom said.
On freedom of speech and justice, Bloom said, “You need free speech to really be able to assess the needs of the people in the country, to know the problems around the country, or what people need for their jobs and work. at’s how lawmakers can make good decisions. Justice, everybody should have due process. at way it’s as fair as possible.”
Bloom said he picked education as one of his riding themes because he believes it’s important for people to understand why certain federal agencies exist and what exactly those workers do.
Lastly, speaking about unity, he said,
“It’s the idea that you shouldn’t be doing something just to screw over other people. When you’re trying to make a law or implement a process or something, it should be either because it’s to your bene t or the bene t of other people. In looking at the internet at least, people seem to have lost some interest in that.”
To amplify his work, Bloom created a website, posts regularly on several social media platforms and shares a daily vlog on YouTube.
When he enters a city or town, he also encourages others to ride along with him, if only for a few miles.
And while he’s run into some obstacles along the way — a tweaked hamstring early on, sloppy dirt roads, a hailstorm in Limon — he doesn’t plan on stopping until he reaches the marble obelisk in the nation’s capital.
“I wanted to do something a lot of people could get behind,” Bloom said. “ ese are very basic things for a democracy to function.”

Many other early career scientists and I no longer consider this plan a realistic possibility. If the proposed spending cuts go through, federal funding and jobs will cease to exist, to the detriment of every American.
I still believe that this is a future that most Americans don’t desire, and that gives me hope. If this future scares you, I urge you to let your representatives know how you feel. ese federal funding cuts are not nalized, and we still have time to ensure America continues to be a bastion of scienti c progress.
But we must act quickly and in unison, before this better, healthier future disappears entirely.

More than 40 Colorado elected o cials have requested the redaction of their addresses and other personal information from the state’s online campaign nance database. e Colorado secretary of state suspended the website on June 14, due to safety concerns in the aftermath of shootings targeting two Minnesota Democratic lawmakers earlier that day.

High fees, low compliance
Under current regulations, a shortterm rental owner has to submit an application for approval to the board of adjustment. It typically takes at least three months from submittal to approval from the board. en, if it’s approved by the board of adjustments, the owner needs to apply for a short-term rental permit. Both require the payment of fees.
“If you look at the costs to operate a short-term rental to get it permitted right now, that rst year is a couple thousand total in permit fees,” Clark said. “And it’s only good for six months on your rst application; after that, it’s a year at a time. “So we have a very low compliance rate.”

“We’ve also adopted our 15-year housing plan that talks about the importance of a ordable housing. We’re trying to balance all of them as best we can.”
