The wait appears to be over.

A straw vote at an Englewood City Council special session on June 17 picked James Lewis, Longmont’s assistant city manager, to be the new city manager of Englewood, which has not had a permanent manager since Eric Keck’s resignation in October. A formal vote to make the job offer in a regular city council meeting, required under the city charter, was set for June 24.

The contract calls for an annual salary of $172,500, plus benefits.

It also states there will be a 10% retirement contribution from the city, 100% vested immediately. In addition to an immediate paid time off bank of two weeks to make up for benefits and leave accrued in his current Longmont job, the manager also is set to SEE MANAGER, P11

For those with dementia, friendship is a powerful medicine Littleton-based group offers love, camaraderie

Jerry Schaak boasts an impressive resume.

Schaak, 63, holds a Ph.D from Yale University, with post-doctoral work at Princeton. As a professor of microbiology and immunology at the University of Colorado School of Medicine, he contributed to dozens of studies of cancer and viruses.

When the father of two college-age girls was hit in the back of the head with a baseball in 2013, he seemed to come away unscathed. But as the months went by, it became clear his memory was going. In 2014, he was diagnosed with dementia.

Now, with his career over and his ability to complete a thought or a sentence continuing to slip from him, Schaak’s brilliant mind has left him with some elements of his old life: memories of his childhood in the Grand Canyon with his father, a park ranger; his love for his wife and daughters; and an easy smile and laugh.

On a warm June morning, Schaak sat in the sun-dappled garden of Littleton’s Depot Art Gallery, sharing coffee and muffins with others living with early-onset dementia.

GET OUT & ABOUT Out & About Colorado offers day-long outings for people with early-stage dementia. Clients are picked up at home in the morning and dropped off in the afternoon. Activities include hikes, dining in restaurants, or visiting museums or sporting events.

Clients typically attend one outing a week.

Each outing costs $150, with discount rates available. Some long-term care insurance plans cover outing costs.

Out & About Colorado also offers support groups and other programs for family members of people with dementia.

The group collects donations to help cover the cost of outings through its website.

Schaak is one of 20 or so clients of Out & About Colorado, a Littletonbased group that provides outings and socializing activities for people in the earlier stages of dementia.

The cycle only deepens, Archer said, as victims often wind up home alone most days, isolated and confused.

They begin to feel unable to have conversations, worsening as friends stop visiting, scared of uncomfortable situations.

That’s where Out & About Colorado comes in.

Archer and her team take groups of up to six people on outings, visiting museums, gardens and art galleries, going for walks in the park or out to lunch.

“The benefit is twofold,” Archer said. “The clients benefit, and so do their families. Their care partner at home gets respite, knowing their loved one is enjoying themselves. Caring for someone with dementia can be a 24/7 job.”

When clients return home, Archer said, it’s often with renewed vigor.

“We’ve given them an opportunity to have conversation. They have a story to share. They’ve been out all day.

They’re more alert.”

Schaak was joined at the Depot Art Gallery by other Out & About clients, like Lynn Salvatore, 72, a former hairstylist.

“When I was diagnosed with dementia, I was furious,” Salvatore said. “I’m a very strong woman, but my strength meant nothing. I felt like I wasn’t anything anymore.”

But at Out & About Colorado, Salvatore said, she finds camaraderie and love.

“When I was working, I loved people,” Salvatore said. “My clients were great friends. I lost so much. Here I can have people around me again.”

“They might think they’re just overtired, that they need a vacation,” Archer said.

She had one client, a man in his 50s, who couldn’t understand why he got fired from five jobs in the span of a year, before he was diagnosed.

Dementia is an umbrella term that covers several disorders, Archer said.

Some, like Alzheimer’s disease, are poorly understood — and ultimately fatal. Other forms have a strong hereditary component or are linked to head trauma. But prolonged, untreated depression or post-traumatic stress disorder, as well as poor diet and lack of exercise, can also be contributing factors.

All forms of dementia can shorten victims’ lifespans, she said.

“I know everybody in my care has a limited number of days ahead of them,” Archer said. “I’ll help them make the most of these years.”

Archer’s clients have lessons to teach her too, she said.

Planning/zoning panel moves forward with Kmart site plan Commission will carry out the findings of facts process on July 16

Developers who envision the former Englewood Kmart site turning into a building that offers restaurants, self-storage units and retail spots recently took a step toward making their vision a reality.

On June 18, Englewood’s Planning and Zoning Commission voted to move toward findings of facts to change part of Englewood’s zoning code to allow for a 60,000-square-foot project at the former Kmart site, 200 W. Belleview Ave. Findings of facts is a step in which a municipality either approves, or denies an application or request. The Planning and Zoning Commission will carry out the findings of facts process at a July 16 meeting.

Capital Pacific is the company pushing for the proposed project at the Kmart site, closed since 2017.

“We’re excited about the project. We’re all in on improving this project, and we’re going to

dramatically enhance it,” said Zeb Ripple, managing partner at Capital Pacific. Ripple pointed to a “retail apocalypse” in which a large number of brick-and-mortar retail stores are closing throughout the country. Around 75,000 stores that sell clothes, electronics and furniture are projected to close by 2026, according to a report

by UBS, an investment firm.

The current proposed project has one bike stall per 25 parking spaces, but Englewood resident Roger Newmann wants to see more.

“They’re planning on putting retail. If it’s a coffee shop, or something like that, you’re going to have more than two bicycles (at the site),” said Newmann.

Chuze Fitness, a gym company, is opening on the south side of the Kmart building, and Ripple is hoping it would bring more foot traffic to the proposed project.

Following the findings of facts projects, city council will consider recommendations from the commission and the applicants will present their project.

“The uses will remain retail at that existing Kmart and some possible restaurant uses and so on.

There’s not a change proposed that would heavily, or inversely impact (the site),” said Erik Sampson, an Englewood planner.

Sen. Gardner hears from local business owners Senator faces reelection battle next year

U.S. Sen. Cory Gardner heard from business owners and local elected officials who told the lawmaker to make sure the federal government works in citizens’ favor.

Gardner’s tour in downtown Littleton on June 17 started at Dirt Coffee, where founder Lauren Burgess told the senator that Medicaid is vital for the shop’s employees, who are primarily on the autism spectrum or have other intellectual or developmental disabilities.

“Disability is the only minority group that any of us can join,” Burgess told Gardner. “Our world is all about Medicaid.”

Gardner did not respond at length to Burgess, but thanked her for her support for people with disabilities.

Gardner’s next stop was Bradford Auto Body, where owner Mickey Kempf told the senator he’d like to see humanity return to Washington.

“Think about what you can do for people, not just Republicans or Democrats,” Kempf said. “Think about how you can work to make sure people are safe and secure.”

“Climate change is real, and we have to address it without destroying the economy,” Gardner said when asked about Kempf ’s observation.

Further along Main Street at The Chocolate Therapist, owner Julie Nygard told Gardner her business is feeling the pinch of higher minimum wages.

Colorado’s minimum wage, which went from $10.20 an hour to $11.10 an hour on Jan. 1, will cost Nygard an additional $15,000 a year, she said, which she’s afraid will wind up passed on to customers.

“I’d like to see tax incentives to offset minimum wage increases,” Nygard said.

Gardner said he hopes to create taxfree savings accounts that small businesses can use to reinvest in themselves, and streamline the process for

small business loans.

During a roundtable discussion at Town Hall Arts Center, Littleton Mayor Debbie Brinkman said she’d like to see the federal government simplify and speed up the process to address transportation projects.

“Nobody wants to go for federal money because we know it means more strings and more slowdown,” Brinkman said of highway expansion projects in the area. “But we have to, because we don’t have the money.”

Gardner touted a variety of bills during the roundtable, including efforts to increase participation in STEM education and career and technical education.

Gardner, who faces a slew of Democratic challengers in his 2020 reelection bid, said he remains optimistic he can win Arapahoe County, which he lost by 2 percentage points in 2014 and which voted out several highprofile Republican incumbent county officials in last fall’s election.

Colorado has a history of split votes, Gardner said, saying he won his Senate seat the same year Democrat John Hickenlooper was reelected as governor.

“There seems to be an idea that when Democrats win it’s permanent, and when Republicans win it’s temporary, and I just don’t believe that,” Gardner said. “This is a state that sends people of either party to office because they believe they’ll work for them.”

Officials ramp up calls to replace jail, courthouse Voters could be asked to fund project for nearly $1 billion

Arapahoe County officials are ramping up their calls for new jail and courthouse facilities, hoping to ask voters as soon as this fall to approve funding for a nearly billion-dollar plan to replace buildings they say are increasingly crowded, dangerous and worn out.

“We’re pushing our current jail facility to its limits,” said Arapahoe County Sheriff Tyler Brown in a virtual tour of the jail posted to Facebook on June 19. “The jail is crowded. Space is tight.

by Brown, the Arapahoe County Sheriff ’s Office and the Arapahoe County commissioners to build support for an eight-year plan to replace the jail and courthouse, which will include town hall meetings and jail tours.

A long-range planning committee consisting of 25 citizens, convened in May by county commissioners to study the proposal, is expected to issue a report with recommendations in August.

In the jailhouse now Assaults at the jail are at an all-time high, Brown said.

Inmate-on-inmate assaults are up 48% in the last three years, with a total of 86 in 2018, said Vince Line, the bureau chief of detention services for the Arapahoe County Sheriff ’s Office in a February interview. Inmate-onstaff assaults are up 118% in the same period, Line said, with 24 in 2018.

The jail, built in 1986 and located on South Potomac Street near Centennial Airport, was originally designed to house 386 inmates, Line said. Expansions brought the current maximum inmate capacity to 1,458 — thanks in large part to cells designed to house one inmate that now house three.

More than half of the jail’s inmates have not been convicted of a crime, Line said, with many awaiting hearings or trials or unable to afford bail.

Though the jail has four times the inmate capacity it was originally built for, its kitchen, laundry and infirmary are no bigger, with each stretched to the limit and unable to expand due to their location in the heart of the jail, Line said.

The jail is also poorly equipped to hold an increasing array of classes and programs meant to prepare inmates to reintegrate into society, Line said, including mental health and substance abuse treatment, and educational programs.

“Around 90% of folks in custody will return to our community,” Line

said. “The more we can do to keep them from committing more crimes is better for them, better for the facility, and makes us safer as a community.”

Line recently had to turn down additional state funding earmarked for increased behavioral health services, he said, because the jail simply does not have the space for added progamming capacity.

“The best answer I can give,” Line said, “is we need more space and we need more resources.”

If you build it Rather than continue trying to retrofit the current facility, Line said, the county would be best served by building an all-new facility on 11 acres of vacant land the county owns immediately adjacent to the current facility.

functions like the kitchen, booking area or infirmary.

“If we spend a considerable amount of money to reutilize the current facility, does it get us even 15 years into the future?” Line said.

The plan also calls for an eventual replacement of much of the adjacent courthouse and district attorney’s facilities as well, which county officials say are increasingly overcrowded and overbooked.

of 1,612, Line said, an increase of 154 over the current facility. The facility would be designed for a 40-year lifespan before expansion became necessary, he said.

Though the increase may not sound like much, Line said, the difference would be a reduction in overcrowded cells and more programming space.

The jail would be built to more easily allow for expansion of housing and other functions in coming decades if necessary.

Retrofitting the current facility would be enormously difficult, Line said, because much of the core infrastructure is worn out or inaccessible in subterranean tunnels that have filled with sediment, construction would require shutting down large sections of the jail at a time with few places to move inmates, and the jail’s hub-and-spoke layout means there’s effectively no room to expand core

Home projects suffer from worker shortage Construction trades have never recovered from exodus during recession

Lynn Osborne has been remodeling two homes. They are different styles, in different states, with different contractors. But there has been one constant: delays due to a shortage of skilled labor.

The two-year remodel of her primary home in Fort Collins was to update and upgrade the 1990s house, and it included a small extension. It was completed last year, except for the landscaping, which is still under way.

That general contractor relied heavily on subcontractors, she said, and sometimes they wouldn’t show, or would arrive days late, or did shoddy work and were fired.

Her remodel of an old family beach retreat in New England took a Sears kit home down to the studs. The projected completion date was June 2018, but it’s still not done because the contractor, who has been doing most of the work himself, is stretched and inattentive.

“He’d say, `I’ll be out there next week,’ and next week would turn into next month, and next month would be

six months,” she said.

Current estimates indicate there are about 300,000 unfilled jobs in the construction industry, and the industry is expected to need an additional 747,000 workers by 2026, according to the U.S. Bureau of Labor Statistics.

An August survey of nearly 375 members of the National Kitchen and Bath Association found that almost two-thirds of the respondents said they had difficulties hiring skilled workers in the previous year, and nearly 70% felt the problem had gotten worse since 2016.

“Labor shortages have impacted start dates and completion dates on construction and renovation projects, with NKBA members citing delays on 30% of jobs,” said Bill Darcy, chief executive officer of the trade association.

A look at 15 different trades found shortages in them all, Darcy said in a telephone interview from NKBA headquarters in Hackettstown, New Jersey. And as with previous years, he said, one of the greatest needs was for carpenters, who do rough-in work and framing, and finish carpenters, who hang cabinets, do millwork, put down flooring and install molding.

Finding a quality finishing carpenter was one of the biggest frustrations in Osborne’s Fort Collins remodel.

“One guy got started on the basement and just left, so to find somebody to pick up where he left off was hard,”

she said.

The seeds of the current labor shortage were planted during the Great Recession, when a lack of construction jobs prompted many workers to leave the industry.

“Not enough of them have returned to help us close the gap,” Darcy said.

Compounding the problem is the graying of the remaining workforce, with the median age for a construction worker at 42.5 years, according to January figures from the Labor Bureau. It’s estimated that for every five workers retiring from the industry, only one is entering it, said Silvia Lattoz, Governance and Global Relations Senior Manager at NKBA. Younger people aren’t interested in construction careers because they think the jobs don’t pay well, are too dirty or physically demanding, or mistakenly think the jobs don’t use much technology, Lattoz said.

“There’s definitely some kind of stigma tied to this,” she said.

Recruitment efforts underway Players in the industry are ramping up efforts to address the impending crisis, launching incentives to try to recruit new workers, especially young people, to the trades.

The Home Depot Foundation announced last year it was committing $50 million to skilled trades training, with plans to attract 20,000 people by 2028.

“We want to bring shop class back, from coast to coast,” Shannon Gerber, executive director of the foundation, said in a release. The program focuses on supporting veterans, as well as underserved high schools.

Lowe’s last year started offering employees tuition and other incentives to train for jobs such as carpentry, plumbing, and appliance repair. More than 1,350 associates were enrolled in the Track to the Trades program this spring, Lowe’s spokeswoman Jennifer L. Weber said.

In April, Lowe’s and 60 of its suppliers and partners debuted a new program called Generation T, an online marketplace for jobs, apprenticeships and education programs in construction. It’s also on Twitter and Facebook.

“If we don’t fill the existing skilled trade gap, our businesses, homes and communities will suffer,” Weber said.

The National Association of Home Builders, meanwhile, sponsors student chapters in high schools and colleges. The clubs currently have more than 4,500 members.

The NAHB also supports immigration reform. Foreign-born workers were twice as likely to be employed in construction last year as workers born in the United States, according to the Department of Labor.

Polis orders more vaccine info, but avoids mandatory shots State officials pin hopes on education, increasing access for poor and rural residents

Colorado’s governor issued an executive order June 13 designed to address the state’s poor vaccination rates for children, but he insisted that he will respect existing religious and personal exemptions for parents unwilling to inoculate their children against communicable diseases.

Democratic Gov. Jared Polis’ order came as new state data suggest Colorado ranks near the bottom for immunization rates among U.S. states.

It also comes amid a national resurgence of measles that has affected more than 1,000 people, according to the U.S. Centers for Disease Control and Prevention.

Some 87.4% of Colorado kindergarten students had vaccinations for measles, mumps and rubella in the 2018-19 school year, down 1.3 percentage points from the previous year, according to the state Department of

Public Health and Environment. For highly contagious measles, the CDC recommends a 92% threshold to maintain herd immunity.

More than 9,400 children in the state were hospitalized or treated at emergency rooms for vaccine-preventable diseases in 2017, the Colorado Department of Public Health and Environment says.

The state needs to better inform residents about the benefits of vaccines, make parents aware of lowcost vaccination programs, seek out underserved residents and develop a strategy to confront an anti-vaccination movement that contends some shots are unsafe despite overwhelming evidence to the contrary, said Tony Cappello, director of the department’s Disease Control and Environmental Epidemiology division.

“We need to provide fact-based information to parents so they can make educated, informed decisions,” Cappello told a news conference at Children’s Hospital Colorado in Denver. “This means dispelling misinformation about vaccinations and having correct information in the hands of parents,” he said.

Polis’ order focuses on the education and information front.

It calls for state officials to work more closely with local health specialists to promote vaccination; studying the reasons for what the governor calls “vaccine hesitancy” among parents, and developing information strategies to address those concerns; and helping families on Medicaid and residents in rural and other underserved areas gain access to and pay for recommended vaccines.

The state allows parents to opt out of required school vaccinations for medical, religious and philosophical reasons. Polis, who’s described himself as a libertarian Democrat, stressed June 13 he won’t change that policy.

“We believe that Colorado families should be making their own health care decisions,” he said. “We really view this as the third way between the government forcing people to get shots, which is counterproductive, and simply allowing these rates to go down, which is counterproductive to the public health and results in people dying.”

This spring, hundreds of parents, their children in tow, swarmed the Colorado Capitol to oppose a bill that would have made it harder to qualify for religious or personal exemptions.

The bill stalled in the Legislature.

Legislation pending in Congress would try to ease the construction worker shortage by establishing a visa system to bring in more foreign laborers. Employers would have to prove they couldn’t find U.S. workers, and would have to pay fair wages based on local rates.

“Filling our workforce needs is a key component to boosting our workforce and our economy,” said U.S. Rep. Lloyd Smucker, a Republican from Pennsylvania, a sponsor.

For a while at least, homeowners and home builders need to resign themselves to the fact that it will likely be harder to get work done, at least for a while.

Home Depot, for instance, said this year it was eliminating the service it had been offering that hired thirdparty contractors to install roofing, siding, insulation and gutters.

Projects are also likely to get more expensive, as nearly 60% of respondents in the NKBA survey said the shortage was affecting labor costs.

Osborne’s husband previously worked in the construction industry, but even so, she said, they suffered sticker shock when it came to their renovations.

“It’s that market right now,” she said. “You want something done and they throw out a big number, and I guess it’s a matter of, ‘How badly do you want it done and how soon?’”`

“They live in the moment,” Archer said. “They don’t live in the past much anymore, and they sure don’t live in the future. It’s about what they’re experiencing right now.”

The county would do well to get started sooner than later, Line said, as the Denver area’s economic and population booms are sending construction costs ever higher.

Former Arapahoe County Sheriff Grayson Robinson, who sits on the long-range planning committee, said he’s frustrated it’s taken this long to realistically talk about replacing the jail.

“This isn’t news,” Robinson said of concerns over the jail’s functionality. “This has been discussed ad nauseum.

The question that needs to be asked of elected officials, and contemplated before this goes to the public, is what took people so long? I know they say it wasn’t the right time or environment to ask for money, but the need has exacerbated and the cost to solve it has expanded dramatically.”

Part of the problem was delays caused by the Great Recession, said Arapahoe County Board of Commissioners Chairman Jeff Baker.

“Grayson’s got a point,” Baker said. “But a lot of governments struggled in that period. We deferred a lot of maintenance. The public was going through hard times too, and it wasn’t the right time to approach them for big-ticket items.”

County staff have done an admirable job of keeping the current jail running, Baker said, but past a certain point it stops making sense to keep throwing money at a failing facility.

“Both the jail and courthouse were built to the best practices and standards of the 1980s,” Baker said. “With new facilities, we could incorporate much more effective safety and security protocols, and the buildings could be far more energy efficient.”

The current jail accounts for a fifth of the county maintenance budget, Baker said.

County commissioners are also aggressively seeking out potential state and federal grants to offset the cost of a new jail, Baker said.

“We owe it to the public to spend their money wisely,” Baker said.

‘A shining light’ Archer, who holds a degree in sociology and a certificate in gerontology from the University of California, worked for years with seniors in nursing homes and adult day care, she said.

“I kept noticing younger people coming into programs for older people,” Archer said.

“I wanted to create something for those people who didn’t perhaps feel as comfortable hanging out with folks much older than them.”

Now in its fifth year, Out & About Colorado has four staff members, and continues to expand its offerings, including support groups for family members — even if their loved ones aren’t clients.

Family members of people with dementia often suffer in silence, Archer said.

State high court clears path for TABOR ballot issue Group hopes to persuade voters to get rid of amendment approved in 1992

Proponents of a Colorado ballot initiative to eliminate a constitutional amendment that strictly limits government’s ability to tax and spend can proceed with their campaign to put the question on the 2020 ballot, the state’s Supreme Court ruled in a decision released June 17.

Justices ruled 5-2 that the Title Board, which vets ballot questions put forward by citizens and lawmakers, erred in rejecting the 2020 initiative to ask voters to eliminate the 1992 Taxpayer’s Bill of Rights.

The board determined in January that the proposal violated a requirement that ballot questions focus on a single subject. TABOR, as the 1992 voter-approved amendment is known, affects a complex array of taxation, bonding and spending issues.

Generally, TABOR requires voter approval for increasing taxes, issuing

bonds, and spending by local and state government. It requires refunds of taxes in excess of annual limits. Critics blame it for chronic state underinvestment in education and roads. Supporters credit it for imposing fiscal discipline on elected officials and for limiting taxes.

Colorado’s Democratic-controlled Legislature has placed a measure on the November 2019 ballot to ask voters if the state can retain excess tax revenue.

House Speaker KC Becker argued the state should do all it can — especially at a time of sustained economic growth — to address underfunded priorities.

Most Republicans long have defended TABOR, crediting it in large part for Colorado’s strong economy, which grew by 3.5% in 2017.

The Supreme Court ordered the Title Board to certify the repeal question so proponents can begin collecting the more than 124,000 voter signatures required to put the question on the 2020 ballot.

The liberal Denver-based Colorado Fiscal Institute is behind the initiative and challenged the board’s decision in court. Institute executive director Carol Hedges said Monday that TABOR “has made Colorado an outlier among U.S. states in the way we raise money for

investment in our communities.”

“We’re the only state in the country that has limited the authority and responsibility of our elected officials to determine how to tax and whom to tax,” Hedges said. “Very few other states say that when the economy is booming, they can’t save more or expand their investment of tax dollars.”

“Politicians and big government organizations have been calling for an end to the Taxpayer’s Bill of Rights for years,” said Jesse Mallory, Colorado director for the conservative advocacy group Americans for Prosperity. “Now they get their chance to try to convince the people of Colorado that they don’t deserve to vote on tax increases — a right AFP firmly believes Coloradans should have.”

In the majority opinion, Justice Richard Gabriel wrote that the “initiative could not be written more simply or directly. It essentially asks voters a single question: Should TABOR be repealed in full?”

In her dissent, Justice Monica Marquez said the decision “defies logic, the constitution, and decades of this court’s case law” on the single-subject rule, which was adopted by voters in 1994. Justice Brian Boatright joined the dissent.

17 county jails receive funding for opioid treatment STAFF REPORT

The Colorado Department of Human Services, Office of Behavioral Health has awarded funding to 17 county jails to continue or initiate medication-assisted treatment for people with opioid-use disorder.

According to a news release, the state is awarding nearly $1.9 million to the 17 county sheriff ’s offices that applied for MAT funding through Sept. 29, 2020. MAT combines medication with behavioral therapy and is considered to be the most effective way to treat opioiduse disorder, the release said.

Up to this point, the Office of Behavioral Health has funded medication-assisted treatment services in five of the 17 county jails: Boulder, Denver, Douglas, Jefferson and Pueblo.

Nearly 500 people received medication-assisted treatment before or upon release from jail through this funding since 2017.

“We know that the risk of opioid overdose drastically increases after a period of abstinence such as incarceration, and intervening at this juncture is key to our efforts to reduce overdoses.”

more likely to die of an opioid overdose than others, the release said. When looking at heroin-specific overdoses in the same population, the study found that formerly incarcerated individuals’ likelihood of overdose death increased to 74 times the norm within the first two weeks after release, the release said.

The Office of Behavioral Health is providing the funding through the State Opioid Response Grant from the Substance Abuse and Mental Health Services Administration, and thanks to recently passed legislation (SB 19-008), Colorado has ensured this funding can continue even after the grant is over.

The city is offering $2,000 a year in tuition reimbursement, $400 per month for car allowance, and $250 per year in health and wellness expenses, such as a gym membership.

The city will pay all moving and relocation expenses, and will pay for professional dues and subscriptions and provide reimbursement for other job-related expenses.

If the manager is terminated for cause, the manager would be paid accrued time off and compensation.

If the manager is terminated without cause as defined on that list, the manager would be paid accrued time off plus three months’ salary, increasing to four months’ salary after a year, five months after two years and six months after three years.

The contract says the city has a goal of “assuring the manager’s morale and peace of mind with respect to his future job security.”

Lewis has worked as an assis-

tant city manager in Longmont since 2013.

His resume stretches to San Angelo, Texas, where he was director of planning, director of development services and director of community and economic development. He also worked as a business development coordinator and old town development coordinator in Lewisville, Texas and a main street manager in Huntsville, Texas.

Lewis earned a master of public policy from Pepperdine University in California and his bachelor of arts in business communication from Lubbock Christian University in Texas.

At a meet and greet on June 3 at the Englewood Civic Center, where residents could listen to finalists for city manager, Lewis said any Englewood employee can end up being the city’s most important one at any time.

“Sometimes you have a pushpull between people that have been here for their whole lives.

Their families have been here, but you also have newcomers that are wanting everything to change,” Lewis said. “I’ve worked really hard throughout my career to balance those sometimes competing priorities, and I want to help do that here in Englewood.”

Lewis will be responsible for enforcing policy decisions made by city council and for overseeing general operations in Englewood.

Concentrated innuendo brings about maximum effectiveness

ix words may not seem like a lot, but think of the evocations of “I love you. Or do I?” You have a story, complete with conflict.

QUIET Entries in the sixword story contest DESPERATION came from California, Illinois, Ohio, and Colorado. From a well-known, local radio voice. From an 80-year old, former high school English teacher, and from a 17-year-old aspiring writer.

Craig Marshall I received entries from two notable Smith Colorado artists, and one each from a husband and wife.

Many of the stories were straightforward, a few were oblique, some were witty.

Here are the best ones.

Gretchen Goetz (Santa Monica), submitted, “We have five. Will bring them.” There was no explanation.

It reminded me of the cryptic title of a Jack Nicholson film. If you have ever wondered what “Five Easy Pieces” means, it refers to the title on a piano recital program that appeared in a scene that was cut.

My high school English teacher, Sharene Schmalz (Cincinnati) sent, “Bunnies lost to the cat today.”

I replied, “After 80 glorious years of Chaucer, Dostoevsky, Faulkner, and Shirley MacLaine, you send a story about tiny field animals being confronted and consumed by a feral cat?”

“Yes.” Anne McWhite (Arvada) wrote, “Climate change solutions: do or die.”

Art McWhite (Arvada) wrote, “Big bang collapse: all’s said done.”

One of my favorites brought a smile with it: “Why do I read your column!” was written by Parker’s Pete Miller. It wasn’t a question, exactly. It seemed like an exasperation.

Painter Amy Metier (Boulder) wrote a six-word mystery: “If your evil twin wants to.”

You might recognize the name Scott Arbough (Castle Rock), who entered a bit of existentialism: “Where you are, there you are.”

Stanley Gould (Castle Rock) took the opportunity to pitch his new “platform for finding and building local communities.”

After “Knowledge Power. Get Knowledge. Get Power,” he added a few hundred additional words about his project.

The most unusual entry was submitted by Ken Faig Jr. (Glenview, Illinois).

It consisted of six mathematical symbols that translate to, “Not no one equals some one.”

Laura H. (Arvada), “Cheap land: Pele erupts, owners burned.”

Kendle Frank (Parker), 17, “Be brave. Contact my restless heart.”

Brett Ganyard (Aurora), “American flags continually at half staff.”

Bill Hines (Highlands Ranch) might have read the news the day he wrote: “Took a hike. Lost at night.”

here is no avoiding it, there will come a time when we will all face some type of conflict in our lives. We can could find ourselves in a conflict over opinions, we may have disagreements at work or at home, and we may even be conflicted in our own heart and mind about doing WINNING something or WORDS making a difficult decision of some kind.

For some of us, conflicts are no issue at all. We take them on and deal with whatever it is so we can get past it and move on. For others, conflict is Michael Norton really hard. For those of us who have wrestled with conflict, over time we tend to become conflict avoidant. We will do anything to try and avoid a conflict or we will prolong it until it becomes so bad, we are finally forced to face it. And that never ends well.

Another strategy for those of us who hate conflict is to wish it away or hope that it will just go away.

Some of the best coaching I ever received around this came many years ago. I was encouraged to do the hardest thing first. On any given day, whatever the hardest task or conversation I had to do or have, I should tackle those first. This was great advice and has helped me tremendously over the years. If I didn’t tackle the hard things first, they would occupy my time and I couldn’t focus on the other things I had to do as the hardest ones were still there, creating worry, fear, and doubt in my heart and head. As soon as I got past the hard conversation or difficult task, and any conflict, I was free, mentally and emotionally, and much more productive.

In order to address conflicts and do the hardest things first, we must have courage and conviction.

The courage to say or do what we know is right, and the conviction to stand behind our beliefs. If we are stressed or unhappy about the way certain things are happening, and if

we have been trying to avoid a conflict that has been brewing, all we need to do is find that 20 seconds of bravery that it takes to initiate a conversation and take action.

The hope is that the majority of our lives will be spent living conflict free.

Although there are a few people who thrive on conflict and like to even stir the pot a little to create conflict, most of us would prefer to avoid conflict and create harmony wherever we can. We each have a unique personality style and for some, dealing with conflict is easy, for other personality styles, it is much harder. And regardless of our personality style, the best way to deal with conflict is to have the courage and conviction to do what we know is right, rip the Band-Aid off, and deal with the hardest things first.

he Blue Knights Drum and Bugle Corps came to Denver on June 20 to play a standstill performance during Civic Center Eats. The corps usually plays in formations but did a standing concert at the Greek Amphiteatre, 150 W. 14th Ave. The corps played two performances, one at 11:45 a.m., the next at 12:30 p.m.

On June 21, the Blue Knights were scheduled to head to Englewood High School, 3800 S. Logan St., for their send-off performance at 7 p.m.

The Blue Knights comprise a competitive junior drum and bugle corps organization in Denver. The organization hosts the annual Drums Along the Rockies event, which will be held at Broncos Stadium at Mile High this year on July 13.

In addition to brass and percussion players, the corps features color guard and visual ensembles.

Performers from around the country audition to perform with the Blue Knights. It is operated by Ascend Performing Arts, a nonprofit organzation based in Denver.

The Bible Speaks – Clouds If you love clouds you will enjoy the Bible’s use of the word. God covers the sky with clouds (Ps 147:8) & commands them to rain (Job 36:27,28).

God “…makes the clouds His chariot & rides on the wings of the wind” (PS 104:3). Jesus’ deity was declared from a cloud: “…a voice from the cloud said, ‘This is my Son, whom I love’ ” (Matt 17:5). After Jesus’ resurrection He ascended back to heaven in a cloud (Acts 1:9) & He will return to earth someday “… coming on the clouds of heaven” (Matt 26:64). One of the great promises for a Christian is that one day we “…will be caught up in the clouds to meet the Lord in the air” (1 Thess 4:17).

‘Colorado’s Historic Churches’ ready for summer reading youth. The congregation was formed in 1870 and the church and cemetery are listed on the National Register of Historic Places. Also listed is Castle Rock’s St. Francis of Assisi Church, which eventually became the Old Stone Church Restaurant when its congregation moved on to a larger facility.

They’re built from wood, brick, adobe, stone and combinations thereof and vary in size from small chapel to ones that seat many hundred parishioners.

Many still function every Sunday and at other times their community needs them-for weddings, memorial services and an occasional concert or theatrical production.

Littleton writer, historian and Colorado native Linda Wommack, author of several books of Colorado history, has collected photographs and compiled notes from many of the state’s historic churches and published an account of them: “Colorado’s Historic Churches.”

It will be a nice addition to the Colorado bookshelf — or perhaps readers have a small collection of books they carry in the car as our family did when exploring the many historic mountain towns. It will be nice to step into these buildings, knowing something of their stories.

Mining camps spread across the state, followed in many cases by a railroad that brought other citizens to fill miner’s needs. In many cases, after a town or mining camp was functioning, especially if there were women involved, some residents sensed that something was missing — a spiritual life. They started up small congregations, meeting in homes or public buildings at first, then led by a particular individual, a committee or a large congregation, found a vacant lot

Grants support reality experiences, bat monitoring STAFFREPORT

A Colorado Parks and Wildlife pilot program that uses mobile technology to connect visitors to parks, and a research project related to monitoring bat populations in state parks were awarded grants from Great Outdoors Colorado.

GOCO awarded $17,982 to the Augmented Reality Experience pilot program, which will invest in Agents of Discovery, a free mobile-based game already used in more than 50 U.S. Forest Service areas and numerous parks internationally, according to a news release.

The grant is part of the Director’s Innovation Fund, a partnership between Great Outdoors Colorado and Colorado Parks and Wildlife to create a funding source for one-time, innovative projects that would not otherwise receive funding from either organization.

By creating and implementing this AR program, state parks will be able to provide more timely information about what is happening in the parks and create more relevant experiences for visitors, and the program provides an opportunity to reach broader and more diverse audiences, according to the release.

In addition, the project provides an opportunity to create experiences that encourage responsible outdoor behaviors and habits, inspiring stewardship of sites visited. The 10 parks selected for the program are Barr Lake State Park, Chatfield State Park, Eleven Mile State Park, Cherry Creek State Park, Staunton State Park, St. Vrain State Park, Trinidad Lake State Park, Cheyenne Mountain State Park, Ridgway

State Park and Steamboat Lake State Park.

The Bat Acoustic Monitoring program received $7,234. Bats are important to Colorado’s ecosystems, helping control insect populations, according to the release. However, very little data exists on their presence and habitat use in state parks. With the grant, mobile and stationary data collection units will be created to monitor the elusive creatures’ behavior, roosting, and hibernation patterns.

Park visitors will be invited to participate in the data collection process. With the help of a bat-naturalist volunteer, visitors will be provided with ultrasonic microphones that pair with a smartphone app, along with instructions needed to observe and document bats in a mobile fashion. Stationary units use a professional-grade ultrasonic recorder to detect bat acoustic activity.

The grant is part of the Resource Stewardship Program, which is responsible for inventory, planning, and

management advice for all natural and cultural resources in Colorado’s state parks. The BAM project represents a partnership with wildlife biologists, education sections, and multiple wildlife areas and state parks, including Chatfield State Park, Cheyenne Mountain State Park, Lake Pueblo State Park, Ridgway State Park, Staunton State Park and Steamboat Lake State Park.

Great Outdoors Colorado invests a portion of Colorado Lottery proceeds to help preserve and enhance the state’s parks, trails, wildlife, rivers, and open spaces. GOCO’s independent board awards competitive grants to local governments and land trusts, and makes investments through Colorado Parks and Wildlife.

Created when voters approved a constitutional amendment in 1992, GOCO has since funded more than 5,200 projects in urban and rural areas in all 64 counties without any tax dollar support.

‘Living history’ locomotive returns home after 12 years And just in time for Colorado Railroad Museum’s 60th anniversary

Rail fans from across the country are excited that an iconic Rio Grande Southern locomotive will soon be in operation again.

“It’s an important piece of railroad history, and to actually be able to operate it is really cool,” said Donald Tallman, executive director of the Colorado Railroad Museum. “It’s truly living history.”

Tallman is referring to the Rio Grande Southern Locomotive No. 20, which arrived home June 4 to the museum in Golden after undergoing restoration in Strasburg, Pennsylvania, for the past 12 years.

“It’s been a long time,” said Jeff Taylor, the museum’s curator of rolling stock and equipment. “There’s been a lot of hype about it coming home.”

Having Locomotive No. 20 is exciting enough on its own, Tallman said, but even more so because it arrived just in time for the Colorado Railroad Museum’s 60th anniversary celebration that runs July 12-14.

said. It attracts about 100,000 visitors annually and has more than 100 railcars in the collection — including now the unique Locomotive No. 20.

A narrow-gauge engine built in 1899 for the Florence & Cripple Creek Railroad, it was originally used by the mining industry and built to climb and navigate the winding and steep Phantom Canyon to and from Cripple Creek.

There were only five of its kind, Taylor said, and Locomotive No. 20 is the only one left — all the others have been scrapped for parts.

“The railroad was good at recycling,” Taylor said, adding that Locomotive No. 20 has parts that were original to the

By the late 1930s, Locomotive No. 20 was serving tourists. But in 1949, it became a movie star and played the role of Emma Sweeny, a locomotive in the film “A Ticket to Tomahawk.”

The last time Locomotive No. 20 ran was in November 1951, and it was sold at auction to the Rocky Mountain Railroad Club in 1952. The Rocky Mountain Railroad Club transferred ownership of the train to the Colorado Railroad Museum in 2006, and that year, an anonymous donor gave a donation to get it back to operational condition.

The stipulation for the donation was that Locomotive No. 20 be rebuilt by the Strasburg Rail Road.

Strasburg Rail Road specializes in the steam engine, Tallman said.

Locomotive No. 20 returned to Golden with about 80 percent of the work done, Taylor said. The Strasburg Rail Road did the major work needed to certify it

for federal standards. That means if the Colorado Railroad Museum chooses, it can take Locomotive No. 20 on tours to places outside of the museum once it’s operational, Taylor said.

Taylor and a team of about 15 will complete the rest of the work at the Colorado Railroad Museum. What is left is mostly cosmetic and “fine detail work,” Taylor said.

He expects Locomotive No. 20 to be operational sometime in 2020, but museum visitors are able to view it now as it’s being worked on in the museum’s shop, Taylor said.

Tallman noted that unlike many other railroad museums’ exihibits, which include artifacts from all over the country, the Colorado Railroad Museum is especially “unique because everything is focused on Colorado.

“The entire collection either ran within or through Colorado,” Tallman said. “That’s really special.”

On Jan. 25, 1998, Littleton residents Sandy and David Alexander were sitting at Qualcomm Stadium in San Diego as they witnessed the Denver Broncos win the franchise’s first Super Bowl. Following the game, Broncos owner Pat Bowlen handed over the Lombardi Trophy, awarded to Super Bowl winners, to quarterback John Elway, saying “This one is for John.”

Following the Broncos’ Super Bowl victory in 2016, Elway, now general manager and president of football operations for the team, held the Lombardi Trophy and said, “This one is for Pat.” Bowlen, who had been fighting Alzheimer’s disease, died on June 13 at the age of 75. On June 18, there was a free, open-house tribute at Broncos Stadium at Mile High.

More than 5,000 people came to the tribute to honor the life of Bowlen.

The team had artifacts on display, including Bowlen’s fur coat, the team’s Lombardi trophies, game balls and more.

“He gave us a winning team that we didn’t have before. He put together some of the best teams we’ve ever had,” said David Alexander, who has

Outside of football, Bowlen made significant contributions to the Denver Boys & Girls Club and donated more than $35 million to charitable organizations in Denver since 1993.

“He was a real gentleman to everyone,” Sandy Alexander said. “We’ve been around the Broncos for years and he was just an upstanding man, and it was hard to see what happened to him.”

Bowlen will be enshrined in the Pro Football Hall of Fame on Aug. 3 along with former Denver Broncos player Champ Bailey.

“It feels like someone I had met died,” Denver resident Hugo Ramirez said. “He meant so much to this community and to this city.”

City and County Public Notice CITY OF ENGLEWOOD NOTICE OF PUBLIC HEARING The regular meeting of the Board of Adjustment and Appeals is scheduled for July 10, 2019 at 7:00 p.m. in the City Council Chambers at Englewood Civic Center, 1000 Englewood Parkway, Englewood, Colorado.
