The best of Englewood’s artists, creatives and arts-driven small businesses were all in one building on May 23 at the Englewood Creates Event.

The free collaborative effort between Englewood’s Economic Development Program and Black Cube Headquarters, had a goal of helping Englewood’s art community grow through networking. Englewood Creates was held at the Black Cube Headquarters in Englewood.

“It’s a great idea to bring arts and businesses together, because they can benefit each other. I think supporting the creative sector is a really unique aspect of Denver at large, and it makes sense to push that out to the growing communities like Englewood,” said Courtney Still, executive director of Black Cube, a nomadic contemporary art museum.

Still said sometimes artists have a hard time connecting with businesses, because artists will act as independent contractors. She said meeting others at an event like Englewood Creates can open a lot of doors for artists.

Englewood Schools to keep Clayton bus route for coming year After community feedback, district reverses decision to cancel service

Colorado school districts are not required to provide transportation services to school, to students’ homes or to school-sponsored activities, according to the Colorado Constitution. However, public school districts may be subject to federal and state requirements relating to transportation for students with disabilities and students who are homeless.

Englewood resident Alyssa Gilger doesn’t own a vehicle, so she takes light rail to her job next to the Capitol building in Denver.

Her fourth-grade son at Clayton Elementary School takes the bus to school every day. When the Englewood Schools transportation department announced May 17 that it was discontinuing bus service to Clayton next school year, anxiety crept up on her.

She said she didn’t have anyone who could take him to school.

“Most of my neighbors don’t have children, so it’s not like he can carpool,” Gilger said. “My only other option would be to get up early and take public transportation and walk down to the school. It would add about two hours to my day, and for my son, he’s going to get less sleep.”

Gilger was not alone in her concern over the situation. Numerous parents expressed their concerns about possibly losing the school bus service, prompting school district leadership to continue the Clayton Elementary bus for at least one more year.

“Getting kids to school safely is extremely important. Some families have come to rely on this bus route, and I’m glad we will be able to continue it for at least the 2019-2020 school year,” said Clayton Principal Jenny Buster.

restraints,” other district obligations and Colorado state law as its reasons for its original decision to shut down the Clayton bus service. School transportation services are not required, according to the Colorado Constitution.

In a May 17 letter to parents, Kimberly DeHaven, supervisor of trans-

portation for Englewood Schools, said Clayton Elementary students are the only students in the district receiving bus services in their own boundary lines. She said that Englewood School Board policy doesn’t require students to receive transportation services if they live within their own boundary lines.

DeHaven said Englewood Schools will continue to examine the Clayton Elementary School bus route and the feasibility of continuing it beyond 2019-20.

“Because of the state of school funding in Colorado, we often must make difficult decisions about how best to use funds,” DeHaven wrote in another letter to parents on May 21. “Considering that Clayton Elementary is the only elementary school that offers a bus service to students who live within its catchment area, eliminating this bus route was one way to conserve our resources and put them back in our schools.”

Dinosaur fossils found in Highlands Ranch Bones beneath construction site appear to be triceratops, researchers say

A dinosaur that once roamed what is now Highlands Ranch met the open air for the first time in more than 66 million years, after a construction crew discovered its bones at a construction site in mid-May. A crew from Brinkmann Constructors building an expansion onto the Wind Crest retirement community near C-470 and Santa Fe Drive happened upon the fossilized bones, said Salvador Bastien, a fossil preparator with the Denver Museum of Nature and Science.

“We’re really excited they realized they were hitting bones,” Bastien said.

“Lots of times, people don’t notice, or if they do, they just keep going.”

Construction crews working on private property in Colorado are under no obligation to notify anyone or halt work if they find fossils, Bastien said.

Volunteer crews led by paleontologists from the museum will excavate the site in coming weeks, Bastien said, while construction work continues on other parts of the site. The site is not open to the public.

Though it’s a little early to say for sure, Bastien said the fossils appear to be from a triceratops, a three-horned herbivore that often grew to be 30 feet long and 10 feet tall. The fossils are from the late Cretaceous era, and are likely 66 million to 68 million years old. Dinosaurs went extinct about 65 million years ago.

Triceratops are among the more common dinosaurs found in what’s called the Denver Formation, Bastien said. The formation was once a broad, forested river system, and triceratops appear to have been plentiful.

“Think of them like bison roaming the landscape,” Bastien said.

scientific record depends on what researchers uncover, Bastien said.

“We don’t have X-ray vision, so we don’t know what else is lying in that hillside,” he said. So far, crews have found arm bones, ribs, and what may be skull bones.

Colorado’s Front Range is rich with fossils, Bastien said, because the geologic uplift that pushed the Rocky Mountains above ground cracked

open layers of sedimentary rock that once sat over them, providing remarkable cross-sections of geologic history.

“It’s a really exciting place to be if you’re a paleontologist,” Bastien said.

The find is exciting for Wind Crest as well.

“On behalf of the residents and employees of Wind Crest, we are thrilled to be part of such an incredible scientific discovery,” Craig Erickson, Wind Crest’s executive director, said in a news release. “We appreciate the invaluable expertise of the Denver Museum of Nature and Science and our partners at Erickson Living and Brinkmann Constructors as we work together on this exciting opportunity for all of us to learn more about our earth’s rich history.”

Brinkmann Construction also thanked Wind Crest and the museum in the news release.

“This is a remarkable discovery that our team takes great pride in unearthing,” said David Rahm, a Brinkmann project director.

Bastien said he’s excited to get the fossils back to the museum’s lab, where volunteers will slowly clean them for addition to the museum’s collection.

In the meantime, Bastien encouraged locals to take a close look at their surroundings.

“This is such a wonderful area to find fossils,” Bastien said, “so keep your eyes peeled.”

Brauchler is first military judge for Colorado National Guard DA adds new role after position is created by state legislators STAFF REPORT

George Brauchler, the district attorney for Colorado’s 18th Judicial District, who also serves as a colonel in the Colorado Army National Guard, has added another title and job: military judge.

According to a news release from the DA’s office, Brauchler successfully completed the 62nd Military Judges Course at the Judge Advocate General’s Legal Center Brauchler and School in Charlottesville, Virginia, and is now certified to serve as a military judge.

The three-week intensive course is an invitation-only, multi-service training including active duty, reserve, and National Guard judge candidates from the Army, Navy, Air Force, Marine Corps, and Coast Guard.

The Colorado General Assembly in 2018 updated the Colorado Code of

Military Justice to provide for courtsmartial authority, necessitating the creation of a position of military judge.

Brauchler will be the first military judge for the Colorado National Guard, the release said. He also has been selected for Army War College, a military education prerequisite to greater potential leadership opportunities, the release said.

Brauchler is proud of his military service and strives to encourage others to serve: Three members of his office are on active duty, with five others actively drilling in the guard or reserve, the release said.

The U.S. Department of Defense in 2017 honored the 18th Judicial District Attorney’s Office with the Freedom Award for support of employees who serve in the guard and reserve.

It is the first district attorney’s office in the country to receive the award.

“It has been a tremendous honor to serve my country and the citizens of Colorado, here and abroad, in uniform for my adult life,” Brauchler said in the release. “I am humbled to be selected as a military judge to ensure that those in service are afforded due process when accused of criminal behavior.”

SeaQuest wildlife license suspended after repeated violations State investigation finds numerous unreported bites, burns at aquarium and zoo

SeaQuest Littleton must remove hundreds of animals after state officials issued a two-year license suspension, according to a ruling from the Colorado Division of Parks and Wildlife.

Inspectors found the aquarium and zoo housed in Southwest Plaza Mall exhibited a “negligent and intentional disregard for human safety and for wildlife,” according to the ruling.

Staff failed to report numerous injuries to visitors and animals, according to a CPW investigation, and repeatedly failed to comply with orders from inspectors to improve conditions.

The facility will be required to remove roughly two dozen species of fish, birds and mammals that fall under CPW’s definition of wildlife, totaling roughly 200 animals, said agency spokesman Jason Clay.

“We care about the care of the animals,” Clay said. “It’s one of our missions to ensure the protection of our natural resources, including wildlife, and the safety of the public

around animals.”

The ruling, issued on April 1, gives SeaQuest 60 days to remove animals that fall under the facility’s state zoological license.

The affected animals have already been sent to SeaQuest’s other locations in other states, said Elsa MacDonald, SeaQuest’s vice president of marketing.

SeaQuest Littleton plans to stay open, MacDonald said, and has already replaced the removed animals with others that don’t fall under the CPW licensing umbrella.

“We’re making changes to ensure a happy, fun experience,” MacDonald said.

CPW inspectors have not yet confirmed that the animals have been removed, Clay said.

CPW’s concerns with SeaQuest Littleton date back to the facility’s opening in spring 2018, according to the department’s ruling.

A SeaQuest representative called CPW in January 2018 to inform the agency of their planned opening, and was told that obtaining a license for such a facility could take months and required proof that the animals would be properly cared for.

No license was issued, but two months later, CPW personnel learned the facility was opening from a news article.

The facility was exhibiting hundreds of exotic species, investigators

found. Management also did not inform Jefferson County officials that the facility would house numerous animals that would interact with visitors.

One manager was found to be keeping a two-toed sloth and two capybaras in her house, and later moved the animals to SeaQuest in violation of a state order.

The facility was issued a cease and desist order by the Colorado Department of Agriculture for numerous violations including exhibiting birds in overcrowded cages in July 2018, according to the ruling, but SeaQuest staff did not inform the CPW of the order as required by law.

Staff also failed to report the death of an Australian kookaburra bird in August 2018, according to the ruling.

In September 2018, a newly hired manager informed CPW that he found numerous unreported injuries to visitors in company files, including animal bites.

Staff also failed to report a sloth that burned itself on a heat lamp in October 2018, investigators found.

They also failed to report when the sloth burned itself more severely on the same heat lamp weeks later.

Upon learning of the injuries, “SeaQuest staff misled investigators in reporting that a veterinarian had been consulted, with turned out to be false,” the ruling found.

The sloth has since been moved to SeaQuest’s newly-opened Minnesota location, MacDonald said.

“Slash is doing awesome, and doing a great job of interacting with customers,” MacDonald said of the sloth.

MacDonald chalked up the issues to misunderstanding of state rules and regulations.

“In terms of those incidents and injuries, when you consider the hundreds of thousands of people who flow through the facility, a lot of those were relatively minor,” MacDonald said. “Everything is treated equally and everything is reported.”

SeaQuest Littleton is one of seven SeaQuest locations nationwide, according to the company’s website.

Three more locations are slated to open in coming months.

The chain’s other locations have drawn numerous violations and public protests, according to news reports.

SeaQuest offers guests the chance to get up close and personal with a variety of animals, according to its website. Guests can snorkel in a large pool with stingrays, for example, or feed a variety of animals.

MacDonald said the facility is going strong.

“There are still many animals for guests to interact with,” MacDonald said.

A man who was convicted of helping to kill his friend’s mother in Highlands Ranch in 1998 spoke in court after his friends, parents and defense attorneys painted a detailed picture of the strides the inmate has made to lead a positive life.

Curtis Jensen, Erik’s father, said May 22 was the first time the family has been able to speak in court about its son. He spoke along with Patricia, his mother. Curtis Jensen has pushed for change in juvenile sentencing at the Legislature, he told the court.

Judge Theresa Slade said that while she had no choice in what sentence to give, the decision isn’t meant to downplay the importance of Jensen’s positive actions.

“If I were the (original) sentencing judge, and you had come back before me today, I would say I’m proud of you,” Slade said.

She handed down the new sentence and stipulated he gets 345 days credit for time served before his 1999 sentence.

“Good luck, Mr. Jensen,” she said.

Meal kit companies face rough, uncertain road Competition, price among factors making future look grim

Meal kit companies face an ultimatum: Adapt or die.

The business is still in its infancy, with the biggest players — Blue Apron and HelloFresh — less than a decade old. But they’re facing serious challenges from restaurant and grocery delivery services, smaller niche players and even home chefs.

The struggle intensified May 20, when Blue Apron announced that it could be delisted from the New York Stock Exchange because its closing share price has been lower than $1 since early May. The company’s share price closed down 8% on May 20 to 68 cents.

New York-based Blue Apron said it will try to raise its stock price with a reverse stock split, which will be subject to a vote of its shareholders at the company’s annual meeting on June 13.

Subscription-based meal kit companies face numerous problems. For one, they appeal to a small population. NPD Group, a consulting firm, estimates that just 4% of U.S.

Darren Seifer, food industry analyst with the consulting firm NPD Group consumers have tried them.

It also costs a lot for companies to prepare, package and ship fresh ingredients, so meal prices are high.

And once kits arrive, subscribers still have to put the ingredients together.

“Meal kits are a more expensive but less convenient option for busy people who do not have time to cook,” said Cara Brosius, a market research analyst with Packaged Facts.

Brosius said meal kit customers have also complained about limited menu selection, poor quality of ingredients and too much packaging.

Blue Apron hasn’t made a profit since its 2017 IPO. It’s been losing

customers, who quickly tire of its relatively high prices — $9.99 per serving for a two-person plan — as well as its subscription plan, which forces them to be less spontaneous.

Blue Apron’s customer base fell 25% to 557,000 between 2017 and 2018.

Others have struggled. Meal kit company Chef ’d closed its doors last July. And some have been swallowed up. Alberton’s grocery chain, for instance, acquired the Plated brand in 2017 while Kroger acquired Home Chef last year.

“It’s a very crowded space, with a lot of companies not paying too much attention to the bottom line,” he said.

He expects consolidation, which is already happening. HelloFresh bought organic meal kit provider Green Chef last year, for example.

Packages Facts says the U.S. meal kit market grew 22% to $3.1 billion in 2018, but it expects that growth to decelerate over the next five years because of competition. UberEats, for example, will deliver a restaurant meal for $3.99 plus a service fee. Chefs for Seniors promises a visit from an in-home chef, 12 meal servings and clean-up for $99 plus groceries.

Seifer said there is a place for

subscription-based meal plans. They have a lot of appeal for people with specific dietary needs, he said.

But he thinks the most successful companies will also branch out into grocery stores or delivery, offering on-demand meal kits. Seifer’s research has shown that up to 60% of Americans don’t know what’s for dinner at 4:30 p.m. They want easy options they can pick up on their way home.

HelloFresh started selling meal kits at Stop & Shop and Giant grocery stores last year. Blue Apron has teamed up with Jet.com to offer same-day meal kit delivery in New York. It also had a six-month trial with Costco, but that ended last year.

Amazon is selling meal kits at some Whole Foods and Amazon Go convenience stores.

In a report on the industry late last year, Packaged Facts suggested other opportunities for growth. Some companies are specializing in niche diets. Purple Carrot, for example, serves vegans and targets athletes through its partnership with Tom Brady. One Potato designs its meals for families with kid-size portions.

Meal kit companies could also focus on on-demand delivery instead of subscription services, and on special-occasion meals, like Thanksgiving or Valentine’s Day, when consumers are looking for help and inspiration.

Fighting ‘zombie cells’ may help slow aging Research remains to be done, but scientists cite promising signs

Call them zombie cells — they refuse to die.

As they build up in your body, studies suggest, they promote aging and the conditions that come with it like osteoporosis and Alzheimer’s disease. Researchers are studying drugs that can kill zombie cells and possibly treat the problems they bring.

Basically the goal is to fight aging itself, which hopefully will in turn delay the appearance of age-related disease and disabilities as a group, says geriatrics specialist Dr. James Kirkland of the Mayo Clinic in Rochester, Minnesota.

That’s in contrast to playing a “whack-a-mole game” of treating one disease only to see another spring up, he said.

The research has been done chiefly in mice. Earlier this year, the first test in people was published and provided some tantalizing results.

Zombie cells are actually called senescent cells. They start out normal but then encounter a stress, like dam-

age to their DNA or viral infection.

At that point, a cell can choose to die or become a zombie, basically entering a state of suspended animation.

The problem is that zombie cells release chemicals that can harm nearby normal cells. That’s where the trouble starts.

What kind of trouble? In mouse studies, drugs that eliminate zombie cells — so-called senolytics — have been shown to improve an impressive list of conditions, such as cataracts, diabetes, osteoporosis, Alzheimer’s disease, enlargement of the heart, kidney problems, clogged arteries and age-related loss of muscle.

Mouse studies have also shown a more direct tie between zombie cells and aging. When drugs targeting those cells were given to aged mice, the animals showed better walking speed, grip strength and endurance on a treadmill.

Even when the treatment was applied to very old mice, the equivalent of people ages 75 to 90, it extended lifespan by an average of 36 percent.

Researchers have also shown that transplanting zombie cells into young mice basically made them act older: Their maximum walking speed slowed down, and their muscle strength and endurance decreased.

Tests showed the implanted cells converted other cells to zombie status.

Kirkland and colleagues this year published the first study of a zombiecell treatment in people. It involved 14 patients with idiopathic pulmonary fibrosis, a generally fatal disease that scars the lining of the lungs.

Risk rises with age, and the lungs of patients show evidence of zombie cells.

In the preliminary experiment, after three weeks of treatment, patients improved on some measures of physical fitness, like walking speed. Other measures did not show improvement.

Overall, the results are encouraging and “it really raises enthusiasm to proceed with the more rigorous studies,” said Dr. Gregory Cosgrove, chief medical officer of the Pulmonary Fibrosis Foundation, who played no role in the study.

The field of zombie cells is still young. But Kirkland estimates at least a dozen companies have formed or have launched efforts to pursue treatments.

He holds shares in one.

Apart from age-related diseases, anti-zombie drugs might be useful for treating premature aging among cancer survivors that brings on the early appearance of some diseases, said Laura Niedernhofer of the University of Minnesota.

Some of these drugs have been approved for other uses or are even sold as supplements.

But Niedernhofer and Kirkland stress that people should not try them on their own, nor should doctors prescribe them, for the uses now under study because more research has to be done first.

Niedernhofer said the best drugs may be yet to come. The goal is not to prevent stressed cells from turning into zombies, she said, because they may become cancerous instead. The aim is to trigger death of cells that have already transformed, or to limit the harm they do.

And what about giving them to healthy people who want to ward off aging? That’s possible but a long way off, after studies have established that the drugs are safe enough, she said.

“We may not get there,” Kirkland said.

In any case, experts are impressed by the research so far.

“I think this is very exciting,” said Dr. George Kuchel of the University of Connecticut Center on Aging in Farmington. The results from animal studies are “very spectacular. It’s very compelling data.”

Nir Barzilai, a researcher of aging at the Albert Einstein College of Medicine in New York, said he believes targeting zombie cells will play a role in the overall effort to delay, stop and maybe reverse aging.

So much research suggests they promote aging that “we know that it should be true,” he said.

will say it from the start: I know how unfair this is to you. I know it’s unfair to you because you’re different.

You’re not like everyone else, and neither is your dog “Rex.” Your dog is better than my dog, that’s all there is to it. Rules shouldn’t apply to you, but I am going to have to tell you, well, they do.

Those signs about every 100 yards that say, “Dogs must be on a leash,” they apply to your dog too. I know, I know. You’re special, and something like this cramps

your style.

But here’s a narrative: There’s a man in my neighborhood who walks his unleashed dog everywhere, and the dog goes wherever it wants. It doesn’t stay by its owner’s side. It goes into yards, up on porches, over, under, sideways, down. The owner looks like he is humming a Belafonte song.

Everything is a groove.

We have rabbits in the neighborhood: lots and lots of rabbits.

One runs from a bush, and the unleashed dog sees it. There is a

pursuit into the street.

We have something else in this neighborhood. It’s near a high school. That means we experience a lot of drivers who have had their licenses for about two weeks, and the speed limit? Well, it’s just a suggestion.

The dog, the rabbit, and Andy Hardy all convene.

That’s one narrative. Here’s another. Harry and I leave for a walk at exactly the same time that Rex is sniffing at our door.

Much was accomplished in legislative session

T

he Colorado Legislature concluded a very successful session on May 3. We took steps to keep Colorado beautiful by combating climate change, enacted measures to reduce the cost of health care, made important strides on mental and behavioral health, and GUEST funded Education and Trans- COLUMN portation at high levels. We also passed several bills in support of working families.

Environment There was much debate on SB19-181 — Oil and Gas Regulation. SB19-181 empowers local communities to enact appropriate regulation, requires cleanup of orphan wells, Meg Froelich requires better disclosure of gas lines, and changes the mission of the Colorado Oil and Gas Conservartion Commission to emphasize health and safety. HB19-1261 addresses climate change by setting the goal of 26% reduction of greenhouse gas emissions by 2025, 50% by 2030, and 90% by 2050 of 2005 levels.

We passed several bills in support of electrification of the state fleet (HB19-1198, HB19-1298, and SB19-077), and banned a toxic firefighting foam (HB19-1279) that polluted the water table in El Paso County. My bill updating standards for appliances (HB19-1231 — Energy Efficiency Standards) will save consumers energy, water, and money, and keep Colorado at the forefront of innovation.

Health care One of the primary goals of Gov. Jared Polis was to save people money on health care. We took steps to realize this goal by passing surprise billing (HB19-1174), reinsurance (HB19-1168), bills for drug pricing and transparency (HB19-1216, HB191131 and HB19-1296), and hospital transparency measures (HB19-1001). ments in primary care (HB19-1233) sets targets to align primary care reimbursements with robust primary care to deliver better health outcomes and ultimately reduce the cost of premiums.

The bill was based on a similar model in Rhode Island where a 1% increase in benefit allocations from insurance companies to primary care resulted in a double-digit reduction in costs to consumers.

Feeling good just feels so good, and that’s good

At the Legislature we are implementing a wide variety of measures to help working families, including a study on paid family leave (SB19-188 — FAMLI), programs for prevailing wage and apprenticeship (HB19-1293, SB19-196), and several bills on renters’ rights (HB19-1118 — Eviction, HB19-1397 — Habitability and HB19-1328 — Bed Bugs).

re there one or two songs, that when we hear them, we just get happy, teary-eyed, energized, and just feel good? Of course, there are and that’s a good thing. Feeling good just feels good, doesn’t it?

Maybe it’s not a song but rather WINNING a movie, a place, a smell, a meal, something that touches our senses in WORDS such a way that our heart takes over, changing our mood in an instant. We can literally go from feeling OK to slipping into a beautiful moment of reminiscing or daydreaming. Maybe even drop our hearts to our toes.

These memory triggers can come from something very recent, something in our past, or maybe even bring back beautifully wonderful Michael Norton memories of someone who we have lost, and a very healthy part of our grieving process.

There are certain songs, sounds, books, and scripture that often bring on strong emotions for me as I allow them to bring my past into my present. Some bring me incredible joy, and some carry with them a deep melancholy type of feeling as I think about different people and situations that happened in my own life. And whether it’s incredible joy or a tinge or more of sadness, I love the feeling of having feelings. I think most of us do, don’t we?

Our feelings play such a huge role in so many aspects of our lives. It’s not just the tender romantic feelings, or nostalgic feelings, but our feelings drive most if not all of our decision making as well. There are plenty of articles and reports that show where people make their decisions on feeling and emotion and then will support or rationalize their decisions intellectually. This is true in our personal lives as well as our professional lives.

Mental and behavioral health I believe we are in the middle of a mental health crisis, particularly concerning our youth. I was proud to co-sponsor a bill on suicide prevention (HB19-1120 — Youth Mental Health Education and Suicide Prevention), an important measure to require mental health parity (HB19-1269), and a pilot program in schools to address emotional health (HB19-1017 — Kindergarten Through Fifth Grade Social and Emotional Health Act).

I was fortunate enough to be the prime sponsor of a bill on pediatric behavioral health (SB19-195 Child and Youth Behavioral Health System Enhancements) that will coordinate services across the state and address behavioral health earlier so that youth receive treatment. Currently we delay mental and behavioral health treatment for children by an average of eight to 10 years.

Oil, gas drilling can proceed while regulations are made Some environmentalists had sought moratorium while rules were crafted

Colorado officials said May 21 that they had no plans to stop energy companies from drilling for oil and gas while regulators overhaul state rules to make health, safety and the environment their top priority.

Dan Gibbs, chief of the state Department of Natural Resources, said lawmakers did not want a moratorium on drilling permits while regulators rewrite the rules under a new law that shifted the state’s focus from production to protection.

“It was never the intent of the Legislature that we pause our work,” Gibbs told the Colorado Oil and Gas Conservation Commission, which will implement the new law. The commission is part of Gibbs’ department.

The May 21 meeting was the first time the oil and gas commission met since Democratic Gov. Jared Polis signed the law mandating sweeping changes in regulations.

In addition to the new focus on protecting the public and the environment, the law gives local governments some authority over the location of wells.

The changes are Colorado’s latest attempt to balance its booming oil and gas industry with a burgeoning population. The state’s crude oil production has quadrupled since 2010, and it now ranks sixth in the nation in both oil and natural gas output, according to the U.S. Energy Information Agency.

It’s been said before, it no longer seems like many of us know or care if our behavior has an impact on others.

The new law changed the makeup of the seven-member commission to dilute industry influence, reducing the number of commissioners with oil and gas experience from three to one while adding experts in wildlife and public health.

Polis announced the new members May 17, a few days before their first meeting.

Only two commissioners are holdovers: Howard Boigon, who is an oil and gas attorney, and Erin Overturf, who works for the environmental group Western Resource Advocates.

Four other members applied for reappointment but were passed over, commission spokesman Chris Arend said.

man, did not directly answer a question about why the four were not chosen but said the new commission has the expertise and geographic and political diversity needed to implement the new law. She said Polis appreciates the service of the former commissioners.

Commission staff members have already begun rewriting rules and have held preliminary meetings and released some proposals. But the commissioners themselves are still reorganizing, and work on rewriting substantive drilling rules isn’t expected to begin until later this year.

Once all the rules are rewritten, the commission will be replaced by a smaller version that includes five appointed, full-time commissioners and the heads of two state departments, natural resources and public health.

The commission now consists of seven appointed, part-time members and the two department heads.

or Andrea Rayford and her husband, a food truck was the best means to reach their overall goal of opening a brick-and-mortar restaurant.

“It was basically a lot cheaper to start a food truck,” she said.

Traditional restaurants often come “with a pretty hefty lease,” she said. So, when her chef husband, Jessie, wanted to open his own place, the Parker couple found a food truck on Craigslist, spent six months fixing it up and started working at the local farmers market.

Eventually, the couple started getting requests from breweries or

The annual event gathers dozens of trucks in Denver’s Civic Center Park to serve lunch on certain days of the week.

“We were all over the place,” Rayford said. “That’s the great thing about a food truck.”

Today, the couple has that brickand-mortar shop — which shares its name with the food truck — in Centennial near Arapahoe High School.

A booming industry Once branching into Denver, Jessie’s Smokin’ NOLA joined the epicenter of the local food truck scene.

In the last six years the number of food trucks operating in the city has grown by 369 percent.

Excise and Licenses Director Ashley Kilroy, with the City and County of Denver, said approximately 700 food trucks were licensed in the city as of late May and they expected to reach 750 by the end of the summer.

While Denver’s food truck industry explodes, suburbs are taking note of that and the broader trend.

On the other hand, “It’s Good to Be a Nun,” sings Sister Mary Martin-ofTours (Suzanne Nepi of Highlands Ranch, in her first Town Hall appearance), as the sisters gather to welcome the sassy singer.

Then it occurs to her that perhaps the singer could help with the nuns’ choir, which sings badly at poorly attended Sunday services. She can help indeed — and soon the church is packed on Sundays — and we have a chance to get acquainted with the Monsignor (Brian Trampler), shy novice Sister Mary Robert (Bella Hawthorne) and more characters, including altar boys and additional singing, dancing nuns, cops and gangsters in a cast of 21 — a large cast for Town Hall’s limited stage space. (Blocking and choreography are very precisely planned!) There’s a contrast between the tough guys singing “Take Me to Heaven” and the nuns’ sweet rendition, which is fun. Watch for other amusing disparities.

Sheryl Renee pretty much commands the stage when she’s on and brings decades of experience. She makes it look easy! A career highlight for her is performing the national anthem for President Barack Obama.

And offstage, she is a children’s safety advocate and web designer. This is her first time to work with director Bob Wells — who is also a local legend.

While at Town Hall, visit the art exhibit, “Unorthodox Art,” featuring work by Danielle Quigley, Carmella Fogt and Gabrielle Gracine, which runs through June 16.

Nationally, the food truck industry had an annual revenue growth rate of nearly 7 percent in the past five years, according to IBISWorld, a market research company. In that same time, the number of businesses grew by 13 percent and the number of employees by 10 percent.

In Lakewood, there are 60 trucks licensed to operate, according to city spokeswoman Stacie Oulton. Officials there believe the trend is partially driven by diners who want customizable food choices.

Meridith Hatterman, food program coordinator for the Tri-County Health Department, said there were 258 licensed food trucks in Tri-County’s jurisdiction of Adams, Arapahoe and Douglas counties as of early May. That’s an approximate 35 percent increase over the last five years.

With the local and national trends, the communities are eyeing entrepreneurial opportunities for residents, the potential boost to local economies and squaring up regulatory procedures for overseeing the roving eateries.

“Five, 10 years ago, food trucks were at construction sites,” said Pete Mangers, revenue manager for the Town of Castle Rock. “Now it’s the trendy thing to do.”

A handful of food trucks now gather along Wilcox Street in Castle Rock’s historic downtown over the lunch hour. The trend arrived in town roughly three years ago and spiked in the last 18 months, Mangers said.

Managing growth in Denver Lawrence Bowdish is the director of research and issue networks for the U.S. Chamber of Commerce Foundation’s Corporate Citizen Center.

Bowdish said the food truck trend’s origin is often traced to 2008 and attributed to Los Angeles-based food truck Kogi Korean BBQ. The truck put Korean-style meat in Mexican tacos, parked outside a nightclub at night, tweeted its daytime locations and took home $2 million in sales it first year in operation.

“I think that kind of encouraged a lot of other food trucks to be in the space and do it in a way that was different than a rolling white cafeteria,” Bowdish said.

Immigrant groups seized food trucks as an opportunity to serve cuisines that “they knew, to an audience that maybe has never seen it before,” Bowdish said.

Established brick-and-mortar restaurants used them as a way to further their brand. And stories like Rayford’s are “quite common,” Bowdish said, where entrepreneurs use them as a stepping stone toward opening a permanent restaurant.

The U.S. Chamber’s 2018 study, Food Truck Nation, surveyed food truck owners across the country and evaluated regulatory burdens on the industry. The study’s Food Truck Nation index ranks cities on their friendliness toward food trucks.

Denver ranked No. 1 nationally for its ease of obtaining permits and licenses and No. 2, behind Portland, for its overall friendliness toward the industry. Bowdish said a more recent study has not been done.

“In Denver we’re proud of having had such a significant increase and that we’ve managed that growth,” Kilroy said. “We’re trying to be as business-friendly as we can.”

Kilroy said a work group comprising her department, the Denver Fire Department, Denver Department of Public Health and Environment, and Denver Department Public Works, among others, regularly reviews if city regulations are efficient.

The group holds a weekly, one-stopshop at the Denver Animal Shelter, where trucks can receive an inspection and get licensed “on the spot.”

There is also an annual symposium each spring, before the food truck industry’s busy season, to educate truck owners on the inspection and licensing process.

Keeping pace From the survey, the U.S. Chamber found Denver’s process to be straightforward and simple, Bowdish said.

“Operating a food truck in the suburbs wasn’t as clearly defined or laid out,” he said.

Food trucks must receive health inspections and be licensed to operate in the areas they go to. In places like the Denver metro area, where trucks can move from one community to the next with ease, it’s ideal for jurisdictions to work together to streamline the regulatory process, Bowdish said.

That way truck owners aren’t visiting numerous offices and filling out a large number of forms for each community.

“The chamber understands that it’s difficult to have multiple municipalities come together and come up with a joint system,” Bowdish said.

Eric Escudero, spokesman for Denver’s Excise and Licenses department, said Denver regularly gets calls from other jurisdictions and about the city’s regulations, and they hope to serve as a model for neighbors.

In Littleton, the city sees food trucks most often at local breweries or distilleries, places that don’t have kitchens. Littleton has about five city events that include food trucks.

trucks’ popularity growing, the city is working across departments to form a pilot program that brings consistency in Littleton food truck policies.

“We are going to probably create a special food truck application and have them register with the city, and then we’re going to ask them to show us proof that they’re licensed with Tri-County (Health Department),” she said. “We want to attract the really good food purveyors and so we want the process to be pretty easy and not too expensive.”

Greg Pixley, spokesperson for the Denver Fire Department, said by email the department conducted 467 inspections during the one-stop-shop events at the Denver Animal Shelter in 2016.

That number nearly doubled by 2019. So far, Pixley said, the department has kept up with administrative demands, but they expect the industry will continue growing.

“DFD will need to expand its staffing to accomodate growth of the mobile food industry in the kiosk, standalone and truck areas across the metro area,” he said.

Hatterman said Tri-County has so far kept up with additional workloads that resulted from the food truck trend.

As to whether the trend will keep up or put more pressure on regulatory agencies, she’s not sure.

“It’s really hard without a crystal ball,” she said. “Sometimes there are trends that come and go, but when you look at the trucks and their ability to be mobile and go to different events, take advantage of different sites, I think it may be beneficial for some of those operators versus a brick and mortar.”

Bowdish said Denver is not threatened with a food truck overcrowding issue more than other cities, and of the two dozen Denver owners the chamber surveyed, only one felt there were too many trucks in the city.

“You used to think food trucks were a fad, but they’re not,” said Kelli Narde, Littleton’s director of communications. “I think they’re here to stay.”

Feelings are good. Feeling good is good, as a matter of fact it’s better than good.

The other day while I was working out, one of those songs that typically gets me all fired up came on my playlist. I didn’t even notice it until about 30 seconds later. It caught me off guard that I had missed it as I found myself grinding through my workout and not really paying attention to the music.

I stopped and hit the back button just so I could hear the song again, even waiting a moment to take it in, allowing my feelings and emotions to get back in sync with my workout.

How many times have I missed out on great feelings of joy, excitement, sadness, or grief because I was just too busy grinding it out in the gym, at work, or just trying to keep up with all of my other commitments? our once homeless animals have become amazing therapy partners helping kids and families.

Planning committee launches work to assess county needs STAFF REPORT

Arapahoe County residents have begun their work to evaluate the county’s needs and advise the board of county commissioners on how to meet those needs.

According to a news release, the long-range planning committee launched its work May 14 by learning more about the county’s current and projected fiscal situation, as well as factors — such as growth — that influence the county’s budget and services.

Committee members include small-business owners, public school officials, government employees and nonprofit leaders, and they represent the county’s towns, cities and unincorporated areas.

The 25-member task force will be particularly focused on providing input on transportation needs as well as infrastructure requirements at the

Arapahoe County Justice Center. The center, at Broncos Parkway and South Potomac Street, includes the Arapahoe County jail and courthouse.

The new advisory task force will review options for addressing longrange service and financial needs, as well as evaluating how to meet the critical public safety needs posed by aging facilities, the release said.

Additional meetings will be announced. All county residents are welcome to hear the information presented and the committee discussion.

The board of commissioners also will continue to explore the various options through town halls, telephone town halls and other meetings as well as digital outreach. The commission welcomes comments and questions.
