Art is a value and strategy Heid believes that if art is leveraged properly, it can become a valued strategy.

Art creates an identity that is unique to a particular place, Heid said. It’s something for people to look at and can become a magnet to draw residents to the area where the piece is.

“There is something about art that is inspiring and invigorating. It creates a point of discussion and a level of curiosity and discovery that you might not find in a regional mall or a strip center,” said Heid.

Jim Heid sees small-scale development projects and incremental projects as being key for creating vibrant local economies and distinctive, resilient places.

And as Englewood continues its process of creating a downtown master plan that envisions higher density and mixed-use development in the Englewood City Center realm at 901 W. Hampden Ave., downtown planners see a smaller-scale approach as being more appropriate for the Old Hampden and South Broadway area.

Heid, a sustainable development adviser, land planner and developer who founded UrbanGreen, which provides services for sustainable land use and sustainability expertise, spoke about small-scale development in a May 13 webinar.

The webinar was presented

by Downtown Colorado Inc., a nonprofit that provides assistance to Colorado downtowns, and the Greater Englewood Chamber of Commerce, which promotes its business members and Englewood businesses.

The event coincided with Englewood’s creation of a downtown master plan, known as the Downtown Matters initiative. The plan will cover the Englewood City Center, areas of South Broadway and areas around Craig Hospital and Swedish Medical Center.

Here are some highlights from Heid’s presentation.

ment does not involve the size or price of a project.

Rather, small is an attitude and perspective, context, connections and a focus on community experience that in turn leads to sales.

“The ultimate way I like to sum it up is many of the people we see and projects we’ve seen see the real estate aspects of small development as a means to an end and that end being great placemaking,” said Heid.

Placemaking is the process in which a physical environment is made meaningful — as defined by Project for Public Spaces, a nonprofit that works to create and sustain public spaces to build strong communities.

“Where we think the greatest opportunity lies

going forward is place-based development to where there is market demand both for the boomers and millennials.

And it’s really a regenerative tool as a way to create and heal communities at a much finer-grained level,” said Heid.

Make gumbo, not TV dinners Heid said when you think about a TV dinner, it is similar to the way land use has been carried out for decades.

Different land use in parts of the country are compartmentalized and separated from each other like businesses — just like how different kinds of food are separated from each other in a TV dinner.

“Gumbo is about mixing all of this together in a

somewhat blurred between the lines, letting one thing inform the other or letting it all stew together. But the result is something that is really magical,” said Heid.

He pointed to The Newton in Phoenix as an example of letting businesses all stew together. The Newton used to be home to Jay Newton’s Beefeater, a steakhouse that was open from 1961 to 2006.

But for seven years, the steakhouse sat vacant until it was turned into The Newton, a space that holds a bookstore, restaurant, plant store and a consulting business.

“They might think about ways to promote each other, and it opens up ways the owners think about their business as not being freestanding — but as part of a

Restaurants for example, have been able to adapt by flipping their business models from relying on dine-in services to focusing on takeout and pickup models.

“What we are trying to do is raise the awareness of (small development’s importance) and its contribution and develop the capacities in cities and communities to deliver.

And thirdly, make people know that this is a tool they should be asking for because it has a lot of benefits,” said Heid.

Like almost everywhere else now, life is different at the Englewood Public Library.

As a result of COVID-19 precautions, rather than being able to go inside and explore library’s books and DVDs, residents can schedule curbside pickup times through the internet or by telephone to utilize the library’s collection.

Live story time, where Englewood librarians would read books to children, has moved to Facebook Live and has been well attended, according to Mark Mullis, Englewood’s new library and cultural arts manager.

The city has been utilizing Zoom for its Teen Hangouts, a service the library launched before the pandemic, in which teenagers gathered weekly for board games, crafts and more. The teenagers have gotten creative and launched EPL Teen Quaranzine, an online blog that features stories from participants in Teen

For the time being, Englewood’s library is going to continue to offer curbside and remote services as city officials ponder when to open the library to the public again. There is not a set reopening date for the library, according to Christina Underhill, director of parks, recreation and library.

“It’s a challenge because of the amount of cleaning. In libraries, there are a lot of different touch points,” said Underhill. “The biggest concern is trying to keep facilities clean and safe.”

The library’s next venture will be to work to connect people to information and resources such as government programs, public assistance and more. The library is also working to offer to-go crafts to create projects with library staff.

opens on May 23, but as of May 14, Englewood is targeting a June 7 reopening date. “(June 7 is) extremely tentative,” said Underhill.

Public pools in Colorado remain closed under the state’s safer-at-home order.

Brad Anderson, senior facility supervisor for aquatic programs for Englewood, said the city started hiring employees for Pirates Cove back in January.

If it can open again, Pirates Cove will enforce COVID-19 guidelines from the Centers for Disease Control and Prevention and the TriCounty Health Department, which covers Arapahoe, Douglas and Adams counties.

“We’re monitoring the ever-changing environment, and we’ll make sure the guests and staff are safe in all of our facilities,” said Anderson.

Collaboration key to recovery, new chamber president says

Keep calm and carry on.

That was the message from Jeff Keener, the new president of the South Metro Denver Chamber, which represents more than 700 business on the south side of the metro area.

The effects of the COVID-19 pandemic will Keener affect businesses for the foreseeable future no matter what happens, Keener said.

“There’s no quick fix to all this,” said Keener, who took the helm of the chamber from Bob Golden, who departed for a new job in October.

“We won’t be rocking and rolling in three months. We’ll be feeling this for years.”

With that in mind, the chamber is working on how best to address member needs. The chamber represents businesses ranging in size from small restaurants to Lockheed Martin.

“Businesses are going through incredible challenges right now,” he said. “You want to look ahead, but you’re looking day-to-day. We need to prepare for tomorrow, but what is to-

morrow? What are we preparing for?”

For the chamber, the COVID-19 pandemic means providing as many services to members as possible, such as professional assistance navigating an ever-evolving landscape of health regulations and federal and state relief programs.

The chamber has been holding virtual panel discussions with local leaders including mayors, school superintendents and CEOs, in efforts to spur collaboration and communication.

Despite the hardships faced by shuttered businesses, Keener said it’s important for businesses to comply with health regulations.

“Businesses that are going rogue and opening up anyway, we know they’re desperate, but everyone’s better off if we figure out how to live within the rules,” Keener said. “Don’t upset the apple cart.”

Some businesses are figuring out how to adapt, Keener said, recalling a visit to a local bike shop that is now conducting many of its repair services outdoors.

“We encourage people to live, but live within the rules,” he said. “If a store’s rules are to wear a mask, just wear a mask.”

County to follow safety protocols during reopening STAFF REPORT

Arapahoe County began opening its facilities to the public May 18, nearly two months after closing because of the COVID-19 health crisis.

According to a news release, all reopened buildings will operate under significant health and safety restrictions to protect the public and county employees by slowing the spread of the novel coronavirus. These measures — which require customers to wear masks and practice social distancing

— will remain in place indefinitely, and the county will continually reevaluate its practices as new public health information, data and guidelines become available, the release says.

Most county services are available online, and residents should continue to follow safer at home guidelines and limit travel to help slow the spread of the virus. This includes any visits to county facilities, and residents should schedule appointments rather than simply coming to a facility.

Open beginning May 18 are:

Even as restrictions ease, businesses likely won’t be out of the woods.

“This will never be over until people feel it’s over in their minds,” he said.

“Red Rocks, restaurants, churches — you can open up all you want, but until people are comfortable, it won’t be back like it was.”

The chamber is also closely watching developments at the state government, where lawmakers say they will likely need to cut more than $3 billion from the state budget, including from roads and education.

“That matters a lot,” Keener said.

“An educated workforce is very important for a strong economy. That’s

Legislative leader defends defiant Castle Rock eatery Lawmakers should vote on health orders, Neville says

A masked Colorado House Minority Leader Patrick Neville walked up to the front of shuttered Castle Rock restaurant C&C Coffee and Kitchen and taped a $20 bill to the business’s window.

His cash donation was one of dozens tacked to the glass storefront with blue painter’s tape on May 12. Some bills were inscribed with messages to the owners, Jesse and April Arellano.

“Thank you for fighting back,” read one.

“Don’t let the bastards win,” read another.

Around the corner, Neville, R-Castle Rock, found the Arellanos on the restaurant’s outdoor patio with a group of C&C supporters grilling up free food for anyone stopping by. People trickled in and out of the cookout and the group approached 20 people at times. Some wore masks or face coverings, but many did not.

While the informal barbecue spanned the afternoon, the restaurant was officially closed that day, rounding off a turbulent start to the week after it reopened to dine-in service on May 10 in defiance of state orders, drawing a big Mother’s day crowd.

operation at its Castle Rock location, although the restaurant continued accepting customers that day. The Colorado Department of Public Health and Environment suspended its business license indefinitely on May 12.

“While the residents and businesses of Colorado made tremendous sacrifices through physical distancing in order to flatten the curve, we are still not out of the woods. The virus will continue to take the lives of our families, neighbors and friends if we don’t act responsibly,” CDPHE Executive Director Jill Hunsaker Ryan said in a May 12 statement.

Ryan called C&C’s actions “irresponsible behavior” that could “defeat the progress made during the Stay-atHome order.”

The Tri-County Health Department had warned of possible “further legal action” if C&C had remained open.

Neville arrived wearing a mask and removed it later when speaking with guests at the cafe. The state representative came to support C&C and said restaurants should be allowed to reopen during the COVID-19 pandemic with certain guidelines, similar to how retailers like Walmart have been allowed to.

“I think originally we were trying to flatten the curve. I think we’ve done that,” Neville said.

When asked if reopening posed a threat to people’s physical health or furthering the virus’s spread, Neville said Colorado had curbed COVID-19 enough to warrant reopening businesses and had prevented overwhelming the state’s health care system.

Neville said that “it’s up to each individual business” when asked if opening in defiance of state and public health orders was the right or wrong move.

“I think you’re going to see more and more of that because their option is to file for bankruptcy right now,” Neville said.

Neville suggested using funds from the federal CARES Act to reimburse business owners for business personal property taxes. He called it “disturbing” that businesses are forced to close under a government mandate but still required to pay those taxes.

“At the very least, we shouldn’t be taxing them if we’re forcing them to close,” he said.

The longer Colorado takes to reopen, he said, the greater the state deficit will grow.

Neville condemned Tri-County for ordering C&C to close and the state’s revoking of C&C’s license. He believes Douglas County should sever ties with Tri-County, he said, echoing a call he and other Republican legislators made earlier in the pandemic.

“I think there’s a lot of issues with Tri-County. I think first off, any health department shouldn’t have the extreme authority to issue shutdowns like they did on the 25th without any sort of elected-official approval,” Neville said.

“I see that there is a need for that for a brief amount of time, but we are now at almost two months and that’s probably too long.”

Neville said both health department orders and a governor’s executive orders should eventually be put to a vote of the Legislature — possibly 15 or 30 days after they are issued — to provide more checks and balances in the system.

“It should really be a vote of someone who is elected because they are accountable,” Neville said. “I’m elected.

I’ll be accountable for taping a $20 there. I’m sure there’s people going to be angry at me for that, but I’ll be glad to stand up in front of the voters and explain my decision.”

ack Moss hasn’t been playing any baseball because of the COVID-19 pandemic but he’s been keeping his skills sharp.

Moss, a Cherry Creek senior who has committed to play baseball at Arizona State in the fall, has been working out at home instead of on a baseball diamond.

“I go outside with my dad and he hits me ground balls, working speed and just working everything from a baseball standpoint. I really focus on the mental side as well. So meditation, yoga and just thinking about routines as much as possible.”

We are still set to go for the

“Bear Town.” I just found a new love for reading recently.

The book is about a small Canadian hockey town and if you love sports in general , it is a good read.

What is your favorite sports team?

The Rockies. They’ve always been my favorite team even through the down years.

I love those guys and I’m sticking with them.

How was online schooling?

The interesting part they did was our grades couldn’t be affected no matter how we did on the assignment. I don’t if I liked it because I wanted a few grades raised up.

here are a lot of lessons to be learned from COVID-19, but now I am just sounding like my mother. Who wants to talk about lessons when I am going crazy, need to get out and socialize and do anything but be at home? So OK, my travel plans were canceled, I cannot see my extended family or friends or even colleagues. I am cross-eyed from staring at a computer screen all day. Finally, I am realizing what little I actually have control over. Certainly not the stock market.

Just a few months ago we were coming off one of the best years in stock market history and feeling great about our extremely low unemployment rate of just 3.5%. Now we feel like we are getting whipsawed watching our account balances bounce around like a ping-pong ball in the wind.

I am always about education, staying informed. I feel we are empowered to make good decisions if we have the right data. However, be

careful where you get your news from. Turning on your favorite channel right now may be contrary to staying sane. No matter the source, the news is bad, ugly, and bound to get worse. And then there may be a glimmer of hope and the market goes down anyway. And then there is a negative first-quarter GDP (Gross Domestic Product) number and the stock market goes up.

These illogical extremes create cognitive dissonance, according to David Greene of Greene Consulting.

“As more volatility continues, the more angst grows and starts to take its toll,” David said recently. He went on to explain that investors are getting bombarded with good news/bad news and likely feel like they should be doing something to improve their situation.

Now when I say that it is a powerful “little” book of big quotes, I really do mean “little.” It is only 27 pages long and contains wisdom and insights that are timeless.

Here is why I wanted to share this with you. Scholars attribute it to many things.

For example: tweets, texts, emails and lazy-mindedness.

Further, correct English is not cool.

“Who dat say dey gonna beat dem Saints?” is cool but “Who has the temerity to believe they can best the New Orleans Saints?” is not.

It’s necessary to point out that I am not an expert. John McWhorter is. He could tell you why Nick Charles (“The Thin Man”) spoke of rounding up “sus-PECTS” in 1934 and why Captain Louie Renault (“Casablanca”) spoke of rounding up “SUS-pects” in 1942.

McWhorter teaches this stuff. He is an associate professor of English and comparative literature at Columbia University. He knows etymology without looking it up. I’ve heard him do it.

Next to him, I am a yahoo. But I try, and I love language, even when it is corrupted now and then.

However, there are some words and phrases that drive me to distraction.

LETTER TO THE EDITOR I have lived a long and productive life and I have no interest in prolonging it by spending my last days on a ventilator. Two months ago I instructed my daughter to follow my end-of-life wishes to not ventilate me if I contracted COVID-19, which could make this treatment available to a younger person.

C&C Coffee and the Castle Rock community relieved her of having to make

this decision. C&C Coffee defied the law by opening on Mother’s Day and received the support of Castle Rock. I’m betting the folks who stood in line at C&C last Sunday would be the first in line for “my” ventilator if one of them needed it due to COVID-19. So, we are back to my original Living Will, and my daughter and I are grateful.

It is at least four decades old. Some think it started in the Valley. The San Fernando Valley.

It was once associated with young people. But those young people have aged and have taken it with them.

I am resigned to the likelihood it will never go away in my lifetime.

2. Back in the day. Back in whose day? For someone born in 2001, “back in the day” means something very different than it does for someone born in 1951. There are far better ways to say the same thing.

3. Old school. “Old school” is tired and wants to go to bed.

4. Arguably. “Arguably” is simply an out, a way to qualify a statement

without being adamant. It’s wishywashy.

5. No problem and no worries (tie).

7. LOL and its ilk. Anyone who resorts to and relies on such acronyms should be shunned and punished, PDQ. 8. Awesome. “Awesome” is not awesome. Not even close.

9. Sustainable. It sounds virtuous whenever it’s used, and it’s used too often.

10. Icon. Every actor, every musician, every athlete, every notable person in any field is now referred to as an “icon.”

Most investors want to understand where they are. If you don’t know what you have and where you are, you don’t know if something needs to be fixed. Therefore, we start every meeting with first addressing where they are. The majority of time, clients find out they are not as bad as they thought based on watching the news.

The second thing we address is if they are still on track. This is where we look to the future and create a trend line that indicates progress. We see if any priorities have shifted and identify what is most important right now.

The third thing we discuss is if we should take any action. Sometimes doing nothing and letting your plan work for you is extremely hard. The best call to action is to get busy and

focus on things that fell to the wayside when you were too busy. Getting organized, updating your estate planning documents, having family meetings, decluttering your files.

Taking these steps is very important to keeping your focus on your priorities and not letting your emotions drive you to make rash decisions.

Your financial plan is your anchor, your guidepost. Use it and you will likely come out just fine.

Gerald Edward Uhland

Gerald E. Uhland was born in Canon City on Jan. 10, 1937, and died May 5, 2020, in Littleton after an accident.

Gerry’s parents died when he was 12, and he moved in with a cousin. He graduated in 1954 from Aurora High School, where he met his future wife, Eleanore Ann Price.

Gerry and Eleanore were married in 1958, shortly after Gerry’s graduation from the Colorado School of Mines.

Gerry worked as a metallurgical engineer for several companies until 1974, when he started his own metallurgical consulting business. He had a varied practice, helping companies and individuals solve manufacturing, qualitycontrol and legal metal-failure problems. He never fully retired because he loved his work, but he still found time for a wide variety of interests.

Gerry and Eleanore loved to travel both domestically and internationally.

They visited 49 states, many of them in their 5th wheel trailer. As a history buff, Gerry particularly liked touring Civil War battlefields.

For more than 40 years, Gerry played badminton with a close-knit group.

He participated in numerous national Senior Olympics, including the 2019 games. He was particularly proud of the silver medal he won in doubles badminton at the 2007 games.

Gerry loved Colorado history and the

outdoors. Vacations often consisted of 4-wheeling, searching for ghost towns “just a quarter mile” down roads that were challenging for vehicle and family. He enjoyed hunting with his father-in-law, Dave, and backpacking and fishing with his son, Jeff, and family friends. He also was an enthusiastic photographer, tirelessly pursuing the perfect shot.

Gerry was a devoted Colorado sports fan and attended hundreds of Rockies, Nuggets and Avalanche games. He held Buffs football season tickets for over 40 years, and he and his daughter, Vicky, experienced both euphoria and heartbreak from section 217.

Community involvement was important to Gerry. He served on the Arapahoe Community College Board of Directors and was ever at the ready to help family and friends, including many in the Centennial neighborhood where he and Eleanore have lived since 1974. Since their college years, Gerry and Eleanore were members of a circle of friends known as “the group,” which still exists today.

In addition to his wife, daughter and son, Gerry is survived by his daughterin-law Jennifer; grandchildren Cole, Olivia and Ryan; and brothers Bill and George. Private burial will be at Chapel Hill Cemetery in Littleton, followed by a memorial service at a later date.

Swimming pools in limbo as summer season nears during pandemic

S

wimming-pool operators in the Denver metro area say they are waiting on guidelines from local and state health departments to determine if, when and how they should reopen this season — but if they do reopen, the pool experience will likely look and feel different under the COVID-19 pandemic.

The Town of Castle Rock said it is waiting on guidance from the Tri-County Health Department before deciding if and when its community pools should reopen. In a normal season, most area pools reopen near Memorial Day and run through Labor Day. The town operates two indoor pools at its recreation center, two outdoor pools, two outdoor splashpads and another indoor pool at the Miller Activity Complex aquatics center.

At the Miller Activity Complex splash pad alone, the town might see between 50,000 and 75,000 visits a year, aquatics supervisor Janice Weed said.

The town’s pools are typically at capacity for the duration of peak hours — between 10 a.m. and 2 p.m. — each day during a normal season.

Weed said the uncertainty around such a central facet of summer life “adds another layer of anxiety for everyone.”

“It’s just another drop in the bucket of disappointment,” she said.

Still up in the air The Tri-County Health Department deferred to the Colorado Department of Public Health and Environment when asked how soon guidelines might come out.

A CDPHE spokesperson provided a statement from the Water Quality Control Division, saying the state will reassess phased openings of summer activities after June 1. As of now, all pools must remain closed under the state’s safer-at-home order.

“The governor will make these decisions on a rolling basis, based on the latest data and evidence,” the statement said.

“The department relies heavily on the CDC for guidance on swimming pool cleaning and disinfection and is developing guidelines that will be consistent with the CDC.” The department encouraged pool operators to familiarize themselves with CDC guidelines. The CDC suggested a slew of measures for to aquatic venues to employ if reopening — from promoting good behavior among users to maintaining clean and healthy facilities to preparing for when someone at a facility gets sick.

Brad Anderson is the aquatics supervisor for the City of Englewood, which operates an indoor pool at its recreation center plus the outdoor water park Pirates Cove.

The water park normally has a capacity of 1,800 people and typically sees 100,000 visitors in a year. As of now, Pirates Cove

is slated to reopen on June 7, but that is also contingent on receiving guidelines from the health department and could change.

In addition to the possible closure of community gathering spaces, Anderson said he worries residents will lose a favorite exercise option should pools stay closed.

Englewood offers a variety of learn-to-swim classes, which are lifesavers because drowning is a leading cause of death among children, he said, and also offers exercise programs at its pools.

Anderson called the possible loss of swimming activities a big hit for the community.

“We are always looking for some place to get away from the mundane, everyday life, the stress that we have,” he said.

“You can come to the swimming pool, a recreation center, you can exercise and relieve those stresses of everyday life and just get into a more relaxed atmosphere.”

“We predict that it will be controversial regardless of the board’s decision — there will almost certainly be friction in the community,” Field said.

“It’s not an easy time to be a decision maker.”

Field, Weed and Anderson all said that if pools do reopen, people should prepare for a new normal.

It is possible pools will not put out lounge furniture, to discourage people from congregating in groups. People will still be urged to stay six feet apart and wear a mask when not in the water.

Pools might reopen at a lower capacity, or if necessary, conduct recreation by appoint-

ment. Staff will likely monitor social distancing at the community pools, although most HOA private pools are swim-atyour-own-risk facilities without lifeguards, Field said.

Weed and Anderson said their communities will also increase the cleaning and sanitizing of the municipalities’ facilities. Field said increasing cleaning measures will depend on each HOA’s budget availability.

“Without a doubt, you’d want to assure or at least encourage everyone to practice all the different social distancing and cleaning standards that have been put forward,” he said.

Weed asked the community to be patient while pools wait for the green light to reopen and said pool operators are trying to do the same.

“We want to open up just like everyone else,” she said.
