Lawmakers aim to divide 18th Judicial District More than 1 million residents live in current four-county jurisdiction

The start to a new legislative session has reignited plans to split up the state’s fastest-growing and most populous judicial district — the 18th Judicial District. Or, what one lawmaker called a “monstrous” chunk of Colorado crammed under a single district’s oversight.

In short, lawmakers say the district is pressured by rapid population growth and increasingly diverse communities with different individual needs.

“It has become monstrous, so to speak. Just a very large judicial district compared to all the others,” said State Rep. Kevin Van Winkle, R-Highlands Ranch, a bill sponsor.

Colorado state lawmakers on Jan. 8 introduced House Bill 20-1026, which would create a 23rd Judicial District by splitting the 18th in two.

The district today serves more than 1 million people and comprises Arapahoe, Douglas, Elbert and Lincoln counties.

The next largest, Colorado’s 4th Judicial District, serves fewer than 750,000 people.

If passed, the bill would leave Arapahoe County in the 18th Judicial District and place the remaining three counties into another, creating Colorado’s newest judicial district in decades.

The state has operated 22 judicial districts for the past five decades despite growing in population by more than 3.5 million people in that same time, the bill states. Colorado SEE DISTRICT, P10

Englewood family targets childhood cancer After long treatment, girl’s parents assist St. Baldrick’s Foundation

Englewood resident Hailey Walker will never forget the moment when she was at the Children’s Hospital Colorado last October. Her daughter Hudson Walker, who is 18 months old, was fighting Ewing’s sarcoma, a cancerous tumor that grows in the bones or in the tissue around the bones.

But after seven months of treatment, Walker received news from Hudson’s doctor at the hospital that the girl was cancer-free. Following the news, Hudson got to ring a bell signifying that she was done with cancer.

“It was the best moment ever. It was magical,” said Walker.

Not every parent gets to have that magical moment of finding out their child is cancer free. According to CureSearch for Children’s Cancer, a nonprofit that works to accelerate searches for cures for childhood cancers, 12% of children diagnosed with cancer do not survive.

The St. Baldrick’s Foundation wants to change that statistic, and Hudson, Walker and Thomas — Hudson’s father and Walker’s husband — are assisting the organization.

The three Englewood residents are serving as ambassadors for the St. Baldrick’s Foundation — an organization that funds childhood cancer research grants. The ambassador position is used as a spokesperson role to raise awareness about childhood cancers and the need to fund research to find cures and better treatments, according to the St. Baldrick’s Foundation. Along with sharing their stories, the ambassadors attend events and fundraisers to raise awareness about childhood cancers.

Hudson Walker is held by her mother, Hailey Walker. The two, along with Hailey’s husband and Hudson’s father, Thomas Walker, are serving as ambassadors for the St. Baldrick’s Foundation after Hudson suffered from Ewing’s sarcoma — a cancerous tumor that grows in the bones or in the tissues around the bones. The St. Baldrick’s Foundation funds childhood cancer research grants.

“This is real life and we need all the

help we can get.”

Hudson was diagnosed with Ewing’s sarcoma last February, and she immediately began chemotherapy.

Doctors also removed her left scapula bone to get rid of the tumor. Although she is doing well today, the side effects

from the treatments took a toll on Hudson. She suffered from extreme nausea, high fevers, a low blood count and more. Walker says Hudson doesn’t have the normal appetite of an 18-month-old, because she didn’t have an appetite for eight months.

“I just really think it’s important research is done, and not just for finding better cures, but cures that have less side effects. After seeing everything (Hudson) went through and side effects that we don’t even know she’s going to experience long term, we felt it was important to get involved with (the St. Baldrick’s Foundation),” said Walker.

Throughout the year, the St. Baldrick’s Foundation hosts numerous fundraising efforts, including headshaving events. The money is used to fund childhood cancer researchers like the Pediatric Cancer Dream Team. The team is made up of pediatric cancer researchers who work to develop new immunotherapeutics — a treatment method of a disease that induces, enhances or suppresses an immune response. The organization also funds local hospitals who treat children with cancer.

“Research is the key to finding cures and less toxic treatments for childhood cancers to give survivors long and healthy lives. When we talk about children being our future, kids with cancer need the opportunity to survive, thrive and have a healthy future as well,” said Jane Hoppen, director of family relations for the St. Baldrick’s Foundation.

“When we were going through the whole process (doctors) were telling us that now, (treatment) is so much better than 10 years before because of the research. For us, any research that can be done to hopefully eliminate side effects can be a plus for families and kids that have to go through this in the future,” said Thomas Walker.

When John Collins took the job as Englewood’s police chief in 2011, he wanted to create a better relationship between the Englewood Police Depart-

Periodic fasting gains followers Diet trend calls for long periods without food, despite lack of evidence of benefits

A diet that forbids eating for hours on end might seem doomed in a culture where food is constantly available, but apps and Facebook groups are popping up for people practicing “intermittent fasting.”

Bri Wyatt, a 32-year-old Tennessee resident, tried it last summer.

“At first I was like, there’s no way,” she said.

But after reading more about it, she thought it might not be that hard.

She started by skipping breakfast and nighttime snacks, and later moved on to a 60-day challenge of fasting every other day.

Melissa Breaux Bankston, a Crossfit instructor in New Orleans, Louisiana, also tried intermittent fasting as a way to curb her snacking. “I wanted to limit the amount of time that I was eating,” she said.

Studies on the potential health benefits of intermittent fasting are still limited, including for its effectiveness with weight loss. But many are

wondering whether it could help them get in better shape.

When, not what Like other diets, intermittent fasting helps you lose weight by setting boundaries around food. But instead of limiting what you eat, it restricts when you eat.

“It’s really another way of fooling your body into eating less calories,” said Krista Varady, who studies intermittent fasting at the University of Illinois at Chicago.

Proponents say intermittent fasting helps with weight loss in other ways. They say it forces your body to start burning its own fat for fuel after depleting the energy it normally gets from food. But any effects would depend on the specific approach you take, and Varady said there isn’t strong evidence yet that intermittent fasting has any unique effects compared with other diets.

Regardless, people should consult their doctor before trying it. It’s not advised for children, people on certain medications and people with a history of eating disorders.

Fasting menu One of the more popular approaches to intermittent fasting is to limit eating to an eight-hour window and to fast during the day’s other 16 hours.

This is called time-restricted feeding and isn’t as difficult as other approaches, since the fasting period can

include the time you’re asleep.

Many people tailor the eating window to be shorter or longer. Some eat just one meal a day, while others fast entire days a couple times a week.

On fasting days, people may allow themselves around 600 calories if needed. But Dr. Jason Fung, who has written books on intermittent fasting, says skipping food altogether might actually be easier, since eating small amounts could stimulate appetite.

Whatever the method, people aren’t supposed to gorge when they stop fasting. Fung says it’s a myth that fasting leaves you famished.

Sumaya Kazi, who posts about her intermittent fasting online and offers coaching services on the diet, says it seems more difficult than it is partly because overeating has become the norm. “Intermittent fasting is more of a mental challenge than a physical challenge,” she says.

But people react differently to diets, and fasting may be a lot harder for some than for others, says Dr. Fatima Stanford, a Harvard Medical School obesity specialist.

“There’s no one size fits all,” she said.

Fasting on trial Obesity experts have become interested in intermittent fasting, but studies on the diet are still emerging.

For now, limited research suggests it may not be any better for weight loss than conventional calorie-cutting over

the long term.

“Unfortunately, intermittent fasting gets a little hyped,” said Courtney Peterson, who studies the diet at the University of Alabama at Birmingham.

Still, some fasting approaches may be more effective than others. And Peterson notes the difficulty of designing studies that definitively capture a diet’s effects. That’s in part because so many other variables could be at play.

For instance, researchers are looking at whether any benefits of intermittent fasting might be tied to when the eating period falls and fluctuations in how well our bodies process food throughout the day.

Some health experts say intermittent fasting might be too difficult for many people. They point to a study of 100 people where those placed in the alternate-day fasting group lost around the same amount of weight as those on conventional calorie-restriction diets over time. But the fasting group had a dropout rate of 38%, compared with 29% for the conventional diet group.

But intermittent fasting may be easier than other diets for people who already skip meals when they’re too busy, said Varady of the University of Illinois at Chicago.

To make weight loss stick, she said people should pick diets that resemble how they already eat.

“Different diets do work for different people,” she said.

Builder proposes attached dwellings in Englewood 72 units envisioned on vacant land on Adriatic Place at Zuni STAFF REPORT

A Colorado Springs home builder wants to bring 72 attached dwellings to Englewood.

5 as part of an informal presentation that detailed its desire to build what it describes as 72 attached single-family homes on vacant land on the north and south side of Adriatic Place at the southeast corner of Evans Avenue and Zuni Street.

To build the homes, Galiant Homes wants to change the current zoning of the area to a planned unit development — a rezoning process that establishes specific zoning regulations and development criteria for a particular site, according to a letter sent out to residents announcing the

Dec. 5 meeting. The area is currently a low density single and multi-dwelling unit residential district — an area where multiple separate housing units can be contained in one building or several buildings.

Additionally, Galiant Homes wants to install a road at Adriatic Place from South Zuni Street to South Vallejo Street. It’s currently a dirt road with overhead utilities. Along with the attached dwellings, Galiant Homes is proposing open space that would include grilling and a playground.

In order for the zoning change to oc-

cur, neighborhood meetings must take place that allow for a developer to hear input and questions from neighbors.

Following that, Englewood’s Planning and Zoning Commission would listen to opinions from residents in a public hearing. The commission would then have the choice to either recommend the zoning change to Englewood City Council or deny it.

The proposed zoning change hasn’t made it to Englewood’s Planning and Zoning Commission yet, according to Cate Townley, the chair of the commission.

nglish jurist John Selden (15841654) said, “Syllables govern the world.”

Maybe syllables governed the world in the 17th century, but lately they have been treated with impudence and disrespect in the name of convenience.

There are those who think as Selden QUIET did and quite a few of DESPERATION them are within the sound of my voice: namely the “Quiet Desperation” readers who entered my annual haiku contest.

This column highlights some of the best entries.

While I encouraged a wide range of Craig Marshall themes, the majorSmith ity of the haiku I received focused on the new year, and it was understandable. Last year was not Miss America, particularly in the final weeks during the impeachment hearings.

Then, guess what? The new year starts off with a bang, as it were, in Iran

and international tension is on high alert.

Seventeen-syllable poems might seem like butterflies in a tornado right now, but I think they are reminders of the sustenance in human creativity.

Please welcome Becky Bland and her family.

She wrote: “Des Moines, Iowa / Castle Rock, Colorado / We found a new home.”

Look at little “Iowa.” It uses up three syllables all by itself.

What are the longest one-syllable words? “Stretched,” “scrounged,” and “scratched.”

Leslie Stevens, Highlands Ranch, said her haiku was written for a ladies’ hiking group called the “Walkie-Talkies.”

“We walk and we talk / Challenged by the rocky trail / Exhausted, refreshed.”

Fran Fisher, Parker: “Marmalade cat friend / Golden age gilded by sun / His late afternoon.”

Andrea Corbo, Highlands Ranch: “This lame haiku is / My quiet desperation / Written just for you.”

The words “quiet desperation” are attributed to Henry David Thoreau and they were appropriated by Pink Floyd.

Sharene Schmalz, Cincinnati: “Ravage destruction / Oh, when will it ever end? / Let it be this year.”

Looks like we may have to wait, Sharene.

Ed Billingsly, Parker: “Complimentary / Dazzling necktie, red and green / Complementary.”

Douglass Croot said his mother-in-law was an English major who was fond of saying, “Hooray, hooray, the first of May. Outdoor necking begins today.”

He added, “She has since passed away, but it is a family tradition to recite those words on the first of May each year.”

His entry gets a gold star because of the story that goes with it.

“The deliberate grammatical error is a tip of the cap to the English major who would probably share a wry smile if she were still with us.”

He wrote: “Warm day. June the first. / Bright, blazing sun. Sure is hot. / But, it could be worst.”

Dale Stephens, Littleton, who celebrated his 72nd birthday on Dec. 25, wrote, “Time is worth your gold / I am in my elder years / Who sped up the clock?”

Brett Ganyard, an Aurora musicologist, entered: “Gary Rock and Rolled / Not all that Glitters is gold / Hey - tarnished repute.”

Gary Glitter’s 1972 hit “Rock and Roll Part II” is on the soundtrack of a film too dark even for a curmudgeon — “Joker.”

Companies, teams, players, and artists who are dominating through disruption also do something else better than their competitors. While looking for breakthrough moments and ideas, they still focus on the fundamentals, the blocking and tackling if you will. Solid research that leads to structured planning and then doing the behaviors necessary to leverage the research and execute against the plan. Couple that with working on instinct when necessary and you have a recipe for disruptive success.

Holding fast to the fundamentals while looking for ways to be disruptive takes innovative leadership and a creative team that is committed to the tried-and-true fundamentals that serve as the foundation for success, yet curious enough to push the boundaries and norms to explore options that others may have missed or had never even considered.

I am not just referring to the newest, latest and greatest gadgets, widgets and gizmos that hit the market, although so many of them definitely pique my inter-

est and I think they are very cool. What I am referring to are the disruptors out there who are thinking differently and very strategically, and before anyone else does. Some of my favorites to follow on social media are the new and emerging thought leaders around disruption.

Just visit any of the sites and search on disruption or disruptors, futurists, changing the conversation, and other similar tags and you will find some amazing thinking, disruptive thinking.

The kind of disruptive thinking that could lead to domination and success.

And what do I mean by domination?

Domination is not just for big companies, professional teams, or individual performers. Domination could be for every size company and for each one of us too. Dominating a local market by being a bit disruptive. Breaking a bad habit, through a disruptive and new or better habit. Dominating other poor practices that we follow and want to change by stretching the boundaries of our thinking. We all have the capacity to make new decisions based on new information, and maybe our input needs a dose of disruptive thinking.

Women’s fitness center finds new home Camp MissFits, now in Woodlawn, focuses on mind, body, spirit

From humble beginnings, Camp MissFits is reaching new heights.

The women’s fitness center, founded in 2006 by Priscilla Freed, started out meeting in public parks. After years in a cramped studio near downtown Littleton, the center started 2020 in a sprawling new space in the Woodlawn Shopping Center at Littleton Boulevard and Windermere Street.

The new space means a lot for the center’s clients, who live up to the name “MissFits,” Freed said.

“We’re not about hotties in booty shorts and full makeup,” Freed said.

“We’re ladies of all shapes and sizes, and MissFits is a home away from home for a lot of them. This is our place.”

Freed focuses on a holistic approach to women’s fitness, she said, meaning it’s not just about losing weight, but also working on a client’s mindset and relationships.

“If you’re stressed about money, do you want to eat a salad, or do you want wine and chocolate?” Freed said.

“Your mental state has a trickle-down effect on your health, and on those around you. It’s all tied together.”

The approach made all the difference to Svetlana Merten, who said she’s slimmed down from a size 14 to a size 2 since starting at Camp MissFits in early 2018.

“I realized I couldn’t do it myself,” Merten said. “I needed somebody strong to keep pushing me.”

Merten, a native of Belarus, said the American lifestyle makes it tough to stay in shape.

“The food here has more preservatives,” she said. “You have to drive everywhere. Here, you have to make time to maintain your health. Priscilla gives me a place to do that.”

The new facility is a reflection of Camp MissFits’ positive, accepting atmosphere, said trainer Jess Gerard, who’s been with the company since the park days.

“The thing we hear the most is that women aren’t judged here,” Gerard said. “This space shows that we’re reaching people, and that we can lift each other up. We’ve got freedom.

We’ve got a home.”

Legislator steps down for job with Trump administration STAFF REPORT

State Rep. Susan Beckman has resigned to take a position with the Trump administration, according to a spokesman for the Colorado House Republicans.

Beckman, R-Littleton, could not immediately be reached for comment.

It was not immediately known what position she would be taking with the administration.

A GOP vacancy committee will be responsible for filling the state House post that Beckman has left, but details were not immediately available.

On Twitter Jan. 17, state Rep. Patrick Neville, R-Castle Rock, called the move a “huge loss for us but a huge gain for the country.”

Beckman was elected to the state House District 38 seat in 2016 and reelected in 2018.

Creating a 23rd requires a twothirds vote by the general assembly.

State Rep. Mike Weissman, D-Aurora, considered introducing similar legislation last session and is one of the bill sponsors. It’s scheduled to go before the House Judiciary Committee, on which he sits, this month.

“Grateful to have bipartisan support in both chambers,” Weissman said. “I think it’s a recognition that there’s some good sense in the bill.”

A ‘unique’ district Van Winkle said putting Arapahoe County — which has a population of roughly 650,000 people — into its own district and leaving Douglas, Elbert and Lincoln in another will allow the counties to customize a district to their local needs. Particularly as Arapahoe and Douglas have created a “somewhat separate culture and political trend,” he said.

“The voters of each Douglas and Arapahoe county should be able to elect a district attorney that reflects their hometown values,” Van Winkle said.

More than 104,000 of Douglas County’s 261,399 registered voters are Republican, compared to 50,636 Democrats. Of Arapahoe County’s 434,029 registered voters, 140,098 are Democrats compared to 107,538 Republicans.

For 18th Judicial District Attorney George Brauchler, a Republican, ideological differences alone aren’t good enough reason to split the district.

Redistricting can make a significant difference for hot-button issues, he said, naming the death penalty as an example. Every person on death row in Colorado comes from the 18th Judicial District.

“I think there are people out there who want to upend the criminal justice system,” he said. “What’s the best way to do that? Change out who the decision maker is.”

Douglas, Elbert and Lincoln counties all lean Republican while Arapahoe County voters have supported Democratic candidates in recent election cycles, he said. Placing Arapahoe County into its own district could open the door to electing a district attorney who opposes the death penalty, although capital punishment could be repealed altogether if Senate Bill 20-100 is successful.

“If we’re going to the point of, how to draw district attorney lines merely or purely to accomodate political interests, I think we’re making a huge mistake,” he said.

That’s not the case with the bill to create a 23rd district, he said. To Brauchler, the 18th’s growth and some budgetary concerns add legitimate reasons to consider redistricting it now.

“Where else do you see a multicounty jurisdiction where one of the counties has exploded the way Douglas has?” he asked.

The county’s population has more than doubled since the 2010 Census, according to Douglas County’s population estimates from January 2019.

Brauchler said he supports the bill, although he believes the judicial district could continue operating “in its current configuration.”

“I think it’s probably something that is overdue and important for this jurisdiction, but really only this jurisdiction,” Brauchler said. “We’re so unique and we’ve grown in such a unique way.”

Douglas County Commissioner Lora Thomas said splitting up the districts would give counties the freedom to create specialty courts needed at the local level. Her priority is mental health courts.

Arapahoe County Commissioner Nancy Sharpe said the county supports the bill, but officials will keep a close eye on impacts to the county budget.

‘Things have changed’ If passed, both the 18th and 23rd districts would elect their own district attorney in November 2024.

The winner would assume office in January 2025, also when the 23rd is planned to be up and running.

The change needs to revolve around district attorney elections, Weissman said, which take place every four years in conjunction with the presidential election.

Weissman noted judicial districts are typically set up in one of three ways.

The first approach is letting a populous county comprise its own judicial district, like Boulder or Denver.

The second is pairing one populous county with smaller ones, and the final is clustering rural or less populous counties together.

“The 18th is the only district that consists of two of the most populous and fastest-growing counties in the state,” Weissman said.

Thomas said she’s eager to see the bill passed.

county’s efforts to split the judicial district in 2019.

The county compiled a report finding it was paying roughly 33% of district costs while accounting for less than 25% of felony crimes. About 81% of serious felonies and 70% of all felonies were occurring in Arapahoe County. Counties’ contribution to the budget is based on population, but felony crimes require more resources and manpower.

Brauchler said it’s fair for the counties to question the cost-sharing and if Douglas has been subsidizing Arapahoe’s crime, but he wondered how Arapahoe County will make up for the budget shortfall as its own judicial district.

“That’s going to be tough,” he said.

Not everyone urged immediate action. Arapahoe County commissioners pleaded with stakeholders in the January 2019 stakeholder meeting to slow down.

Waiting for 2024 would provide an adequate study period to figure out how to set up a new district, they said, and how to fund the transition. Weissman, heeding those warnings, decided against introducing a 2019 bill at the meeting’s end.

“It became clear that was too much too quickly,” he said.

‘Creating history’ Weissman didn’t stop working on the issue after deciding against 2019 legislation.

“I’ve had a lot of conversations over the last year,” he said.

Talks with the four counties, the state judicial department, public defenders and district attorneys informed the bill, he said.

Thomas initially preferred passing a bill in 2019 so that new district attorneys could be elected in 2020. She was excited by the prospect of splitting the district, and confident it would be good for her community, she said.

Now, Thomas says she’s grateful they have four years to take on the task, should the Legislature pass the bill. She understands the desire to take a transition slow and do it well, she said.

“Let’s face it,” Thomas said. “No. 1, we are creating history here.”

Compliant IDs required for travel in late 2020 STAFF REPORT

U.S. residents traveling in late 2020 will need to make sure they have a REAL ID starting Oct. 1.

Identification cards and licenses that are compliant will have a star in the corner.

Colorado has issued compliant identification cards and licenses since 2012. Residents who do not have a REAL ID — identifiable by a star in the corner of the card — are urged to not wait until the last minute to get a REAL ID. To become REAL ID compliant, residents must go through the Department of Motor Vehicle’s normal issuance process. Visit www.colo-

rado.gov/dmv for information on licensing and identification requirements.

Passed by Congress in 2005, the REAL ID Act established national standards for state-issued driver licenses and identification cards. In accordance with the act, the DMV must verify an applicant’s full legal name, identity, date of birth and lawful presence in the United States when issuing a Colorado driver license or state identification card.

Starting Oct. 1, residents must have a REAL ID, or another acceptable form of identification, to access federal facilities and board commercial aircraft.
